Beginning in the late 1860s, the decade that it took to construct the Suez Canal, photographs depicting its feats of engineering circulated across the world. Sold to travelers as souvenirs, featured in Le Monde, and later exhibited at the 1889 Paris world fair, they enshrined on paper the industrial monumentality of the dredgers that excavated earth into sea.
The workings of global markets are typically invisible—dissolved in the abstract, quasi-magical relations of capital flows.
As publicized images of the machinic wonders of modernity, they also served as promissory notes, enticing investors to purchase shares in the joint-stock Suez Canal Company. The photographs telegraphed seductive promises of financial gain, pictorializing the genius of European engineering that could dig a manmade channel across the African continent. Running through the pictures, historian Mohamed Gamal-Eldin discovered, was a striking pattern. For the technological sublime to work its wonder on the awed spectator, the photos had to be evacuated of the laboring subjects who made the feat possible: the many tens of thousands of dispossessed fellahin—peasants—who dug the monumental canal by hand.

Le graphique présenté montre que ce secteur émet 16% des émissions du fret pour 70% des tonnes-km. C’est surement trop, et faute de régulation contraignante, leurs émissions s’orientent à la hausse, ce qui n’est pas bon du tout. Mais n’est ce pas proportionnellement bcp moins que la plupart des autres acteurs du fret ? C’est le cas du fret routier mais aussi la logistique urbaine est très émettrice, ce qu’on doit reconnaitre même si on aime consommer local...

The Geopolitics of China’s Maritime Silk Road Initiative
China’s “One Belt, One Road” project is comprised of two components: the #Maritime_Silk_Road Initiative (#MSRI) and the Silk Road Economic Belt (SREB)—that were announced separately in 2013. Each component has the potential to transform the global geopolitical landscape through the construction of interrelated infrastructure projects including ports, highways, railways and pipelines. Such hard infrastructure requires the complementary construction of soft infrastructure, such as free trade and investment agreements, and other accords. We introduce a special section focusing specifically on the geopolitics of the MSRI that stems from a workshop hosted in November 2015 in Shanghai. The origins, scope and content of the MSRI are described, along with a summary of the current literature discussing the project, and dominant geopolitical representations. The MSRI is a geopolitical project that involves a number of actors (governments, private companies and Chinese state-owned enterprises) at a number of geographic scales (cities, provinces, states and continents). Arrghi’s twin logics of territorial and economic power help frame and connect the papers of the special section to illustrate the complexity and dynamism of the geopolitics of the MSRI. The articles provide insights into the geopolitics of a large connectivity project.

C’était en 1989, en pleine guerre libanaise : il y avait, dans le pays, deux gouvernements qui se disputaient la légalité, l’un présidé par Michel Aoun, à l’Est, et l’autre par Sélim Hoss, à l’Ouest. Dans un contexte aussi dramatique, certains ont prouvé qu’ils ne perdaient pas le nord : un décret a été adopté par le gouvernement Hoss cette année-là, un cabinet qui se contentait de facto d’expédier les affaires courantes après la fin du mandat du président Amine Gemayel. Le décret en question annulait les contraintes imposées par d’anciens textes de lois sur les propriétaires de terrains dans la zone 10 de Beyrouth (allant grosso modo de Raouché jusqu’à Ramlet el-Baïda, la façade de Beyrouth), notamment celle de devoir céder 25 % de leurs terrains à la municipalité de Beyrouth au cas où ils voudraient y édifier des constructions. Et c’est cet avantage, accordé par la loi aux institutions étatiques, que le cabinet de l’époque a enrayé d’un coup, au profit des investisseurs privés... Ce fut sans nul doute une brèche dans laquelle s’engouffrent, depuis, tous ceux qui projettent de privatiser la façade maritime de la capitale.
