Le Comité des droits de l’enfant des Nations unies (CRC), affirme dans un rapport que l’Etat islamique recrute « un grand nombre d’enfants » en Irak, y compris handicapés, pour en faire des combattants et des kamikazes, jouer le rôle d’informateurs, en faire des boucliers humains pour protéger des installations des bombardements, mais aussi pour leur faire subir des sévices sexuels et d’autres tortures.

Attacks on schools and hospitals
17. The Committee notes with deepest concern that schools and recreational areas, as well as hospitals, are frequently subjected to targeted attacks. The Committee is furthermore appalled by the executions of teachers and health personnel by the so-called Islamic State of Iraq and the Levant (ISIL) and notes that for several years several different non-State armed forces were occupying schools, particularly in rural areas.
The Committee is deeply concerned by the systematic sexual violence committed against children, especially children from minorities, by the so-called ISIL, in particular the abduction and sexual enslavement of children.
The Committee is deeply concerned about reports indicating children’s involvement in the Awakening Councils, which operate under the control of the Ministry of Defense. The Committee is also concerned about reports that underage boys have been recruited by the Awakening Councils under fake identification cards and used to man checkpoints in areas outside Baghdad and that the State party has taken insufficient measures to address this issue.
The Committee is deeply concerned about the lack of any safeguards to prevent the recruitment of children by armed groups. The Committee is also concerned that measures to address the leading factors of the involvement of children in armed conflict, notably poverty, lack of education and of economic opportunities, as well as discrimination towards some ethnic and religious minorities, have proven insufficient over the past years.
Recruitment and use of children by non-State armed groups
31. The Committee is seriously concerned about the large number of children recruited by non-State armed groups, in particular by the so-called ISIL and Al Qaida in Iraq, especially children in vulnerable situations such as refugee children, children with disabilities, children who have lost their parents, children in street situations, and children from Syria and Turkey, as well as from other States, who enter the State party via the Turkish border. The Committee expresses its deepest concern about:
(a) Children being used as suicide bombers, including children with disabilities or who were sold to armed groups by their families;
(b) Children being used as human shields in order to protect the ISIL facilities from airstrikes, and being frequently forced to witness brutal acts of torture and killing;
(c) Children being used as informants, for manning checkpoints, or as bomb makers for armed groups, in order to support their families as well as some recruited children being trained in kidnapping;
(d) Children as young as 12 or 13 undergoing military training organized in Mosul by the so-called ISIL, which is reportedly also giving children the responsibility to guard and arrest individuals;
(e) Pressure on children, particularly boys, who have fled Syria to return to Syria to fight with the Free Syrian Army (FSA); and
(f) Children recruited by militias supported by the government.
Detention of children under terrorism charges
33. The Committee is seriously concerned about the high number of children indicted or convicted of terrorism-related charges or reported affiliation to individuals suspected of terrorism crimes and held in detention facilities, police stations and so-called “rehabilitation centers”. The Committee is also concerned that child relatives of terrorism suspects are illegally arrested, held without charges or are charged with covering up terrorist acts. The Committee notes with serious concern that:
(a) Children detained under terrorism charges reportedly suffer ill-treatment and acts amounting to torture while in detention and are faced with very poor detention conditions, lacking basic infrastructure, suffering poor hygiene and ventilation, as well as poor quality of food, water and medical care, and that children, particularly girls, are furthermore frequently detained along with adults;
(b) Children charged with terrorism-related crimes committed as a child are reportedly detained in extra-legal facilities, for instance facilities run by the Iraqi Intelligence;
(c) Children are transferred to death row upon turning 18 years of age;
(d) Children’s families are not always informed that the child is being detained;
(e) Although permitted, access by UN personnel to detention centers where children are held is significantly hampered by heavy bureaucratic processes imposed by authorities; and
(f) Children detained under terrorist charges lack access to education and to appropriate psycho-social or specialized assistance.

Last year was the deadliest ever for journalists working in the Palestinian territories, a Gaza-based watchdog said Thursday, months after a bloody war in the besieged enclave.
“2014 was a black year for freedom of the press in Palestine... and it was the worst and bloodiest,” the Gaza Centre for Press Freedom said in its annual report.
The report accused Israel of committing 295 separate “violations of press freedom” across the occupied Palestinian territories.
These resulted in the deaths of 17 journalists during the 50-day Gaza war in July-August, including that of an Italian photographer working for Associated Press.
Israel also arrested or detained an unspecified number of journalists, denied freedom of movement to local media workers wanting to leave the blockaded Gaza Strip, and partially or completely destroyed 19 buildings housing editorial operations during its bombardment of the territory during the conflict.
The Palestinian authorities also committed 82 violations of press freedom, including arresting or summoning 28 journalists, and injuring or assaulting 26 more.

Au Paraguay, 900.000 personnes ont déjà été chassées de leurs terres pour faire place aux monocultures de soja transgénique et aux élevages industriels. Trente ans après la fin de la dictature, la Commission brésilienne de la Vérité a reconnu mercredi 434 morts ou disparus entre 1964 et 1985 et demandé que les tortionnaires cessent d’être protégés par la loi d’Amnistie.
Le Brésil est l’unique pays d’Amérique du Sud n’ayant jamais jugé ces crimes, en raison d’une loi d’amnistie votée en 1979.

Dans le quotidien libéral Haaretz, l’éditorialiste Carolina Landsmann accuse les autorités de préférer « un terroriste tué sur place plutôt que traduit devant la #justice ».
Cette tendance s’est accentuée récemment dans un pays qui proclame ne plus vouloir échanger de prisonniers palestiniens comme il l’a fait par le passé, contre des otages ou des dépouilles d’Israéliens.
« L’État dit clairement qu’il ne veut pas de détenus. Et, de fait, le meilleur moyen d’éviter d’avoir à libérer des prisonniers, c’est de commencer par ne pas en faire », conclut l’éditorialiste.
Les défenseurs des droits de l’homme désignent le ministre israélien de la Sécurité intérieure Yitzhak Aharonovich comme l’initiateur de cette nouvelle politique. « Un terroriste qui attaque des civils est un homme mort », a-t-il lancé. Il a ensuite réaffirmé son « soutien total aux policiers » lorsque les villes arabes d’Israël s’embrasaient après la mort d’un jeune Arabe-Israélien abattu par la police de plusieurs balles dans le dos.
Palestiniens et ONG assurent que plusieurs auteurs présumés d’attaques ont été abattus sur place alors que certains n’avaient pas d’arme et auraient pu être maîtrisés, arrêtés ou blessés aux jambes.
Pour l’ONG israélienne B’Tselem, les déclarations du ministre Aharonovich représentent un « appel provocant à contrevenir à la loi et à mener des #exécutions sans procès ».

There are a number of readers who are either confused or reading this post sloppily, including the headline. To clarify: there is a link to a Jonathan Cook piece at the end of this post which notes that the State of Israel irradiated both Arab Jewish and Palestinian children for ringworm. Hence the title of this post which uses the inclusive term, “Arab,” by which I include both Jewish and Palestinian children.
There are also those who claim that radiation was a standard treatment for ringworm inside and outside Israel in the 1950s. This too misconstrues the argument put forward in the film and here. While radiation may’ve been considered suitable for ringworm in that era, no one killed children with radiation outside of Israel. The dosage set by Dr. Sheba was far too high and the X-ray machines he used were outmoded and hence the dosage administered could not be calibrated accurately or administered suitably.

directed by David Belhassen and Asher Hemias. The documentary won the award for “Best Documentary” at the Haifa International Film Festival and was featured as a documentary at the Israel Film Festival in Los Angeles in 2007.
It is claimed in the documentary that the X-ray radiation used on the children was thousands of times beyond the maximum recommended dose and it is suggested that the program was funded by the United States in order to test the effects of large radiation doses on humans.
In fact, the treatment in Israel was the same that was used elsewhere in the world.
The documented dosages given to the Israeli children were similar to (if not less than) that administered to children treated for ringworm at New York University Hospital between 1940 and 1959.
A study from the early 1950s found X-ray treatment effective in almost all cases of ringworm.
The documentary alleges that 100,000 children were irradiated, and that 6,000 of them died shortly after receiving treatment. Many of the ’ringworm children’ later developed cancer, and in 1994 the Knesset passed a law mandating the Israeli government to provide them with compensation

Omri and Yaron are two soldiers of the Paratroopers Brigade’s 202nd Battalion. We are not allowed to know their full names. They said in statements they submitted to the court that revealing their full names could cause them harm when they go out to do reserve duty in the West Bank or Gaza Strip. They would have remained completely anonymous but for the legal proceeding they have become entangled in – anonymous to those for whom Zakaria Daraghmeh, a father of five, is not just an X on a growing list of Palestinians killed by Israeli soldiers.
The principle of preserving the anonymity of soldiers who killed Palestinian civilians outside of battle helps every journalist to become a collaborator in the mechanism of shrugging off responsibility and guilt. This is the same bureaucratic and psychosocial mechanism that does precisely the opposite when it comes to Palestinians suspected of having killed Israelis. The army provides their full names, places of residence, family background, the names of the Jews in whose killings they were allegedly involved, and the planning and details of the act. Journalists swoop down on this well-cooked and ready-to-serve information, with a ravenous appetite that vanishes without a trace when it comes to the endless list of anonymous Israelis who killed Palestinians.
Staff Sgt. Omri and Sgt. 1st Class Yaron of the 202nd Battalion, by now in the reserves and maybe college students or new fathers, killed Zakaria Daraghmeh of Tubas in May 2006. The incident took place when Daraghmeh was waiting for potential passengers to cross a large roadblock made of mounds of earth and pits roughly half a kilometer long that the army had made to cut Nablus off from the cities and villages in the northeastern part of the West Bank. Taxi drivers, such as Drameh, drove on one side of the roadblock and waited for the passengers that taxis had dropped off on the other side to climb the mounds of earth, step carefully around the holes, shake the mud and dust off their boots and trouser cuffs, and get into the taxi.
Daraghmeh arrived at the northeastern side of the cut-off road at about 4 P.M. that day. When he got out of the taxi, he left the motor running and asked another driver who was there to turn it off after a few minutes. The drivers explain that this protects the diesel engine.
The mounds concealed what happened 500 meters away. Daraghmeh began climbing the other side, which was topographically higher. He found only one passenger, and together they made their way back to his taxi. At that point, the army jeep arrived. Omri and Yaron (the squad commander) were inside with two other soldiers, whom the state attorney (the defense) never brought in to testify. In the end, Omri shot Daraghmeh in the back. Later on, Yaron and Omri would explain that Daraghmeh and the other man were “runaways” – which rhymes with “suspects,” which rhymes with “terrorists,” which rhymes with fair game.
It never occurred to them that the driver and the passenger did not want the soldiers to delay them for hours, as soldiers often did at such roadblocks, so they ran away from them (as much as anyone could run among mounds and holes). They also said that Daraghmeh had pulled out a pistol and endangered them. The alleged pistol was not found on Daraghmeh’s body. It had vanished.
Suddenly, about seven months after they killed Daraghmeh, a bothersome lawyer by the name of Firas Jabaly brought a personal-injury lawsuit against the state. The lawsuit took them partially out of their anonymity, and Omri and Yaron were asked to answer questions. It is very likely that they felt deprived in comparison with their fellow soldiers, who had killed and wounded tens of thousands of unarmed Palestinian civilians over the years without having their lives’ routine disturbed over it.
As Omri and Yaron testified at the trial, the soft-hearted officials of the investigating Military Police had not even summoned them for questioning and clarification by January 2012. Here is a wild guess: No Military Police investigator questioned them before Military Advocate General Danny Efroni approved the closing of the case in April 2014.
Jabaly and Judge Yousif Sohil asked Yaron and Omri all the questions that a serious investigator should have asked to clarify whether their lives really had been in sufficient danger to justify their shooting Daraghmeh in the back. The questioning exposed all the internal contradictions in their testimony. The judge delicately avoided saying that they were lying.
The legal procedure exposed the state’s stinginess in handing over evidence, as Judge Sohil noted. He ruled that the state must pay damages to the families, court costs and a fee for the lawyer’s services. While the amount of damages is to be determined by December, the state may appeal the verdict, and the process may continue in a higher court.
The soldiers’ sacred anonymity is explained by the fact that they are emissaries of the state, not only of the army. It is a law of nature that any agency that investigates itself will be negligent in such investigations. Civil lawsuits for damages are supposedly a way to bypass this law of nature.
But the state knows very well how to stop such lawsuits by Palestinians from proliferating, particularly by setting court fees so high as to be a deterrent. Daraghmeh’s family managed to raise 9,000 shekels for the court fees (the required amounts are usually several times higher).
Jabaly’s and Sohil’s thorough work exposed another small portion of the leniencies by which many Israelis kill Palestinians, and are allowed to kill, without investigation, trial and punishment.
Ethiopian government campaign of murder in Gambela

In the past few months, tension begun between indigenous Majengir community and Ethiopian highlanders at Godere district, Gambela region. Ethiopian highland settlers in the area have been killing innocent civilians and the retaliations continued. The situation escalated during Ethiopian New year. On Thursday, 11 September 2014 eight (8) Majengir ethnic were indiscriminately murdered in cold blood in their own ancestral land. The highlanders went door to door hunting for Majengir ethnic community and displaced more than 3000 Majengir people.
About 835 people are in hiding in community church faced with lack of food, water and warm clothing. Godere district being one of the area with thick forest and fertile land in the region, is extremely cold exposing children and elderly people to diseases and hardship.
The cause of this high level insecurity and loss of innocent peoples’ lives is the Ethiopian government policy that is taking away the indigenous communities land and giving the land to so called investors both foreigners and Ethiopian highlanders. The Majengir like many other indigenous communities; mainly, Anuak, has been pushed off from their traditional land and are left with no option. The Majengir area is a rich area in coffee plantation and the Ethiopian highland settlers want to take this fertile area from the indigenous community. In the recent years, the number of Ethiopian highlanders has increased considerably, threatening the indigenous communities’ livelihoods and way of live. The area was a target for about 70,000 Ethiopian settlers from northern part of the country during brutal military regime.

Bien sûr, les personnes qui viennent de se faire licencier sont souvent amères. James F. Tomsheck ne fait pas exception. Dans un entretien accordé au Center for investigative reporting, l’homme, récemment révoqué de ses fonctions de haut-commissaire du département des douanes et de la protection des frontières, revient longuement sur le cadre dans lequel il a travaillé pendant huit ans.
Une interview non autorisée par la police dans laquelle l’ancien responsable revient sur les accusations qui visent le département, alors que 28 personnes ont été tués depuis 2010 dans le cadre des actions menées par la police des frontières. L’homme accuse notamment son ancienne hiérarchie de couvrir ces meurtres.

Je ne suis pas du tout un fan de Danièle Kriegel, mais dans cet article, elle a le mérite (et sans doute le courage, pour une journaliste qui vit à Jérusalem) de rappeler les chiffres effrayants totalements ignorés par les médias israéliens :
En Israël, les télés n’ont diffusé que de rares images de cette nouvelle tragédie. Pour voir des reportages complets, il fallait zapper sur le câble à la recherche des chaînes étrangères. Ce matin le seul journal qui en parle longuement est le quotidien indépendant Haaretz, qui, à la une, publie également le dernier bilan des victimes dans l’enclave palestinienne : plus de 1 800 morts et au moins 9 000 blessés. De 70 à 80 % de civils, selon l’ONU.
Dans son rapport datant de dimanche, l’Unicef annonce la mort d’au moins 354 enfants, 222 garçons et 132 filles âgés de 1 mois à 17 ans. À cela s’ajoutent les enfants blessés : 2 502 entre le 8 et le 31 juillet, soit 30 % du total des blessés palestiniens durant cette même période.
Sans parler de la situation humanitaire catastrophique : près d’un demi-million de personnes déplacées.
Ces images et ces chiffres sont à peine évoqués par les médias israéliens. Les quelques journalistes qui s’aventurent à en parler sont critiqués, voire menacés. Il se trouve même des voix pour réclamer, à intervalles réguliers, qu’ils soient traduits en justice.

Israel’s army is “degrading” – or “mowing the lawn”, in even worse military parlance – Gaza’s ability’s to resist. Not Hamas’ abilities, but Gaza’s. Because the problem lies not with Hamas. Hamas is simply a symptom, of the people of Gaza’s determination to liberate themselves from Israel’s siege.
That is why the power plant was destroyed yesterday. That is why Israel has been starving Gaza for years through its siege, limiting the entry of basic foods and counting the minimum calories people need for bare survival - putting them on a diet, as one senior adviser jokingly termed it. That is why Gaza’s infrastructure is being trashed - the notorious Dahiya doctrine, devised by Israeli generals in 2006 as way to force hostile populations back into the Stone Age, keeping them preoccupied with the essentials of life rather than demanding, or fighting, for their rights.

On July 30 a school in the Jabaliya refugee camp in Gaza run by the United Nations Relief and Works Agency (UNRWA) came under attack. At least 15 people died and scores more were wounded, including women and children who were sheltering there. It was the second UN school hit in a week. But these were not the first schools in Gaza to come under attack, nor the first in which children were among the casualties.
