      La forêt de Białowieża est l’une des dernières forêts primaires d’Europe, préservée de l’action humaine depuis près de 12 000 ans. Mais son visage a radicalement changé depuis 2021, lorsque le Bélarus, un pays voisin de la Pologne et allié de la Russie, a créé une crise migratoire.

      Le Bélarus a entrepris de délivrer des visas à des familles venant d’Afrique et du Moyen-Orient, pour les acheminer jusqu’à Minsk, la capitale bélarusse. De là, les autorités bélarusses poussaient les exilés vers la Pologne.

      En réponse, la Pologne a entrepris d’ériger un mur à travers la forêt : une immense barrière de métal, longue de 190 kilomètres, haute de cinq mètres, protégée par trois rangées de barbelés, des caméras, des drones et des hélicoptères.

      “Il y a 5 300 caméras, le mur, des soldats, et un système de détection : si quelqu’un touche le mur, nous sommes avertis immédiatement de ce qu’il se passe”, explique Katarzyna Zdanowicz, la porte-parole des gardes frontières pour la région de Białowieża.

      On a parfois l’impression que la frontière sépare aussi deux manières de comprendre la situation. D’un côté, les activistes, qui parlent de femmes, d’enfants, et de familles qui fuient la guerre. De l’autre, le gouvernement Polonais qui dénonce une “menace” migratoire ; le premier ministre Donald Tusk va jusqu’à parler d’une “guerre hybride” dont les munitions seraient les personnes exilées envoyées sur son territoire. En conséquence, la Pologne a autorisé les gardes frontières à utiliser des armes à feu contre les réfugiés en juillet 2024. En mars 2025, le pays a carrément suspendu le droit des exilés à demander l’asile en arrivant dans le pays. Toute personne interceptée sur le territoire est systématiquement refoulée vers le Bélarus.

      Les militants sur place dénoncent des violations régulières des droits humains à l’encontre des exilés, perpétrés par les gardes frontières bélarusses, mais aussi polonais.

      En Pologne, comme dans la plupart des pays que nous avons traversés pour cette enquête, les zones frontalières sont soumises à des régimes d’exception : pas le droit de photographier, pas le droit d’enregistrer avec un micro, et une liberté de circuler très relative. Cette culture du secret qui entoure les frontières, nous avons pu en faire l’expérience dans la capitale espagnole, lors du World Border Security Congress, le salon mondial de la sécurité aux frontières, qui réunit les acteurs majeurs de l’industrie de la surveillance et de la répression de l’immigration. L’événement est tout simplement interdit aux journalistes : il nous faut nous faire accréditer par une ONG pour pouvoir y accéder, et découvrir les dernières innovations technologiques en matière de surveillance des frontières.

      Se pensant loin des micros de la presse, #Hans_Leijten, le directeur exécutif de #Frontex, livre un discours extrêmement dur :

      “Laissez-moi être clair : dans le monde actuel, il ne peut plus y avoir de repas gratuit, expose-t-il. La coopération ne fonctionne pas à sens unique. Si un pays veut bénéficier des fonds européens, alors il doit répondre aux demandes de l’Union européenne. Cela veut dire qu’il doit accepter les protocoles de réadmission, renforcer ses contrôles aux frontières, et combattre les réseaux de passeurs”.

      Ce salon, intitulé ’Patrouiller la périphérie’, incarne aussi le plan européen consistant à “externaliser les frontières”, c’est-à-dire à s’implanter dans les pays voisins de l’Union pour y stopper l’immigration avant qu’elle atteigne son territoire.

      En s’appuyant sur l’idée “d’externalisation des frontières”, l’Union européenne justifie sa présence dans les pays hors de l’Union européenne, pour y stopper l’immigration avant même que celle-ci n’atteigne son territoire.

      "Tout ce qui concerne la migration en #Bosnie-Herzégovine est payé par l’Union européenne ou les États membres, explique la chercheuse #Nidžara_Ahmetašević, spécialisée dans la migration. Par exemple, la semaine dernière, l’Union européenne a donné des drones pour les gardes frontières. La semaine précédente, elle a donné des voitures."

      Ces #financements proviennent notamment des #Fonds_de_Pré-Accession, des fonds d’aide au développement dont la vocation initiale est d’aider les pays voisins de l’Europe à atteindre un niveau de développement économique suffisant pour devenir des partenaires commerciaux, voire pour intégrer l’Union. En se penchant sur le détail des transactions, on découvre qu’une vaste partie des financements servent en réalité à financer des infrastructures de contrôle de la migration.

      Mais en déployant des technologies de type militaire chez ses voisins aux régimes politiques instables, l’Union européenne risque de créer des situations conflictuelles : ces technologies prévues contre la migration peuvent se retourner contre la société civile.
      Nous nous sommes rendus en Serbie, où les étudiants manifestent depuis plusieurs mois contre le gouvernement d’Aleksandar Vučić. En novembre 2023, le gouvernement de Vučić a déployé une arme nouvelle contre des exilés, dans le nord du pays : un canon à son. En mars 2025, ce même canon à son a, d’après plusieurs témoignages, été utilisé contre les étudiants. “La Serbie est un laboratoire pour tester les technologies aux frontières terrestres, exopse Mila Bajić, de l’association SHARE. Puisque la Serbie ne fait pas partie du territoire européen, il n’y a pas de loi européenne pour encadrer les pratiques, tel que le règlement européen sur l’intelligence artificielle, et les demandes d’accès aux informations publiques ne fonctionnent pas. Le gouvernement peut donc agir sans rien révéler.”

      L’arsenal technologique déployé aux frontières a plusieurs missions, formalisées dans les documents de la Commission européenne : détecter, contrôler, et surveiller. En Italie, dans la ville portuaire de Trieste, ces technologies ont un impact immédiat pour la vie des exilés.

      D’après de nombreux témoignages que nous avons recueillis, les policiers fouillent de manière quasi-systématique les téléphones des exilés lorsque ceux-ci effectuent leur demande d’asile.

      “Ce qu’ils font, c’est qu’ils lisent vos messages sur #WhatsApp, ils regardent vos photos, ils regardent votre historique de recherche, explique Smaïl, qui a fui le Pakistan il y a plusieurs années et vient en aide aux exilés à Trieste après avoir réussi lui-même à régulariser sa situation. S’ils voient que vous avez cherché “Milan”, ils vous disent : “Tu as cherché des informations sur Milan, alors pars à Milan”. Il y a même des gens qui m’ont dit qu’ils avaient effacé toutes les données sur leur téléphone, mais que la police a trouvé les informations quand même. S’ils font ça, c’est parce qu’ils trouvent qu’en tant que cité frontalière, ils en font déjà assez, alors ils cherchent des excuses pour renvoyer ceux qui demandent l’asile.

      Ce que décrit Smaïl ressemble point par point au logiciel #Le_Kiosk, développé par l’entreprise israélienne #Cellebrite, dont nous avons pu avoir une démonstration au cours du Salon Mondial de la Sécurité aux Frontières. En 2019, la France a annoncé équiper pas moins de 500 commissariats avec le #logiciel Le Kiosk. Ces technologies de surveillance rendent le parcours migratoire toujours plus complexe. Pourtant, les chiffres montrent que les entrées dans l’Union ne baissent pas ; en revanche, les routes sont de plus en plus dangereuses. “Vouloir stopper le mouvement des humains, c’est comme se battre contre la nature, contre la mer : les gens circulent, ils doivent trouver des moyens de passer”, regrette Smaïl.

      A ce stade de l’enquête, une question continuait de nous tarauder : comment, avec tout cet arsenal pour protéger les frontières, expliquer que les entrées illégales dans l’Union européenne continuent ?

      Un paradoxe nous apparaît à la fin de cette tournée des pays des Balkans : les drones, logiciels de surveillance, caméras thermiques et autres équipements, ne sont peut-être pas essentiels pour comprendre la réalité de la migration. Au bout de trois jours passés à #Bihac, dans le nord de la #Bosnie, on comprend déjà beaucoup de la réalité de ce petit village, dernière étape avant l’entrée dans l’Union européenne : sur la place principale, il y a des exilés qui ont été refoulés la veille, qui se reposent pendant la journée, et dont tout le monde sait qu’ils vont retenter leur chance le soir-même. Et puis, il y a ces visages de gens qui ne partent pas, pendant 6 mois, 1 an : eux, ce sont les passeurs. Ici, tout le monde les connaît, ils se baladent dans la rue principale avec leurs clients, dans l’impunité la plus totale. Petit à petit, ces passeurs se sont structurés en réseau ; ces réseaux sont devenus des gangs.

      Nous nous sommes entretenus avec Ali, un passeur qui vit à la frontière entre la Bosnie et la Croatie depuis bientôt huit ans. La première fois que nous l’avons rencontré, c’était à un arrêt de bus. Il faisait presque 40°, le soleil cognait fort, et Ali venait de récupérer un groupe d’Afghans qu’il s’apprêtait à faire traverser. Il avait un pull noir à manches longues. Il a accepté de relever une de ses manches pour nous montrer son bras - lacéré par des cicatrices, du poignet jusqu’à l’épaule.

      “Ils nous ont torturés, raconte-t-il. Ils ont appelé mes parents, ils leur ont dit : “envoyez de l’argent !”. Ils nous ont tout fait. Mais crois-moi, après ça, les cicatrices font de toi quelqu’un de respecté dans le milieu.”

      Comment les passeurs arrivent-ils à déjouer les caméras thermiques, les drones, les patrouilles ? Ali ne nous donnera pas tous ses secrets, mais il laisse en deviner quelques-uns.

      “Je connais les horaires, l’heure à laquelle les gardes frontières font leur ronde, l’heure à laquelle ils sont dans la ville, détaille Ali. Mais il faut aussi s’en remettre à la chance.Tu crois que les caméras et les senseurs pourront m’arrêter. Laisse-moi te dire quelque chose : tu viens de l’Union européenne. Il y a des caméras de surveillance dans toutes les rues, dans tous les magasins. Est-ce que ça empêche les voleurs ? Non, jamais.”

    Organizacija koja se bavi pravima izbeglica utvrdila da je srpska policija još u novembru 2023. koristila „uređaj sličan oružju za proizvodnju zvuka“ prilikom prisilnog iseljavanja izbeglica iz objekta u kome su boravili u predgrađu Sombora, otkriva BIRN

    Dana 7. novembra 2023. godine, oko 13 časova, oko 35 izbeglica – mahom muškaraca, uz nekoliko žena i dece – panično je pokušalo da pobegne kroz polja nadomak napuštene kuće u predgrađu Sombora. Policija je upravo ušla u njihovo prebivalište, a iz pravca polja iza naselja odjednom je odjeknuo glasan, prodoran zvuk.

    „Redovno policijski vozilo Srbije je ušlo u naselje, što je uticalo da ljudi pobegnu u polja iza naselja. Delovalo je kao da je policija bila postavljena u polju iza naselja kako bi presrela ljude koji su pobegli“, navodi se u belešci jedne od organizacija koja je bila na licu mesta, a u koju je BIRN imao uvid.

    Ipak, iz nečeg što je izgledalo kao standardna policijska akcija izdvojila se specifična stvar.

    „Tokom pometnje, glasan probadajući zvuk – višeg tonaliteta od pucnja – emitovan je iz uređaja koji je ličio na oružje, a koji je koristio jedan od policajaca u polju iza mesta prebivališta [izbeglica]. Pretpostavlja se da je ovo korišćeno da se ubrza proces hvatanja ljudi koji su pobegli“, navodi se u belešci.

    Ovo saznanje BIRN-a da je neka vrsta zvučnog oružja upotrebljena protiv izbeglica, poklapa se sa onim što je kratko navedeno u izveštaju „Grupe za praćenje nasilja na granicama“ (Border Violence Monitoring Group) koju čini više organizacija koje se bave pravima izbeglica i migranata, objavljenom u novembru 2024. godine.

    U njemu se navodi da je srpska policija koristila „uređaj sličan oružju za proizvodnju zvuka“ prilikom prisilnog iseljavanja izbeglica iz objekta u kome su boravili.

    „Poslednje, ali ne manje važno, osoblje Collective Aid-a izvestilo je da su videli upotrebu uređaja sličnog oružju koji koristi zvučne talase kako bi proizvodio buku i plašio ljude tokom iseljenja“, navodi se u izveštaju.

    U izveštaju koji se bavi nadzornom tehnologijom koja se koristi nad izbeglicama i migrantima, ističe se i da se sumnja da je u pitanju LRAD uređaj.

    LRAD je engleska skraćenica od Long range acustic device, odnosno zvučnog uređaja dugog dometa.

    U novembru 2023, srpska policija je već neko vreme sprovodila najopsežniju akciju protiv naoružanih krijumčarskih bandi poreklom iz Avganistana, Maroka i Sirije. Tokom tih akcija stručnjaci za prava ljudi u pokretu su ukazivali i na kršenje prava običnih izbeglica, koje nemaju veze sa kriminalnim aktivnostima.

    U opsežnoj policijskoj akciji, koja je trajala više meseci, angažovani su i pripadnici redovne policije, interventnih snaga jedinica policije, žandarmerije, ali i Specijalne antiterorističke jedinice, SAJ.
    Koje zvučno oružje je korišćeno 15. marta u Beogradu?

    Ovaj događaj posebno je značajan u svetlu velikog protesta u Beogradu 15. marta, kada se pojavila sumnja da je zvučno oružje korišćeno protiv građana tokom petnaestominutne tišine, što su demantovali MUP, BIA i Vojska Srbije.

    Ne samo da su demantovali korišćenje oružja na protestu, već i inače. Ministar unutrašnjih poslova Ivica Dačić za dnevni list Danas je potvrdio da policija poseduje sonično oružje ili kolokvijalno nazvano „zvučni top“, tj. da su ti sistemi, koji su kupljeni 2021. godine, u vlasništvu MUP-a.

    Dačić je izjavio da „ti sistemi stoje „u magacinima u kutijama“ i da nisu u upotrebi, jer ne postoji zakon kojim bi njihovo korišćenje bilo dozvoljeno“.

    Greece installed two electronic devices that can produce strong sound waves that cause deafness in the area bordering Turkey to prevent possible refugee waves entering the country.

    Two #Long_Range_Acoustic_Device (#LRAD) that can also cause severe pain and serious health problems to those who are exposed to it were delivered to police responsible for the border, according to media reports.

    Pourquoi gazer lorsque l’on peut calmer une foule par la seule force du son ? Les baffles ne servent pas seulement à danser. Le son peut être utilisé à des fins militaires. En juin, les forces de l’ordre françaises ont, par exemple, utilisé un canon à son pour disperser un rassemblement aux Invalides.

    L’inventeur de ce canon à son racontera en 2004 que cette arme « produit l’équivalent d’une migraine instantanée » et certaines personnes « en tomberont à genoux ». Interrogée par nos soins, la préfecture de police n’a pas souhaité répondre à nos questions sur l’utilisation de cette arme. « Les matériels utilisés sont inscrits dans le schéma inscrit du maintien de l’ordre, nous n’irons pas au-delà de vos questions » nous répond-on, après plusieurs jours d’attente pour cette réponse succincte.

  • Greece to extend border fence over migration surge

    Greece will extend its fence on the border with Turkey, a government source said Sunday (8 March), amid continuing efforts by migrants to break through in a surge enabled by Ankara.

    “We have decided to immediately extend the fence in three different areas,” the government source told AFP, adding that the new sections, to the south of the area now under pressure, would cover around 36 kilometres (22 miles).

    The current stretch of fence will also be upgraded, the official added.

    Tens of thousands of asylum-seekers have been trying to break through the land border from Turkey for a week after Ankara announced it would no longer prevent people from trying to cross into the European Union.

    A police source Sunday told AFP that riot police reinforcements from around the country had been sent to the border in recent days, in addition to drones and police dogs.

    There have been numerous exchanges of tear gas and stones between Greek riot police and migrants.

    Turkey has also bombarded Greek forces with tear gas at regular intervals, and Athens has accused Turkish police of handing out wire cutters to migrants to help them break through the border fence.

    The Greek government over the weekend also released footage which it said showed a Turkish armoured vehicle assisting efforts to bring down the fence.

    “Parts of the fence have been removed, both by the (Turkish) vehicle and with wire cutters, but they are constantly being repaired,” local police unionist Elias Akidis told Skai TV.

    Turkey has accused Greek border guards of using undue force against the migrants, injuring many and killing at least five.

    The government in Athens has consistently dismissed the claim as lies.

      According to the daily Kathimerini, the 40 kilometers new fence is planned to be partially installed either in areas where the Evros waters are low or in areas where the landscape favors illegla paasage.

      Greece is strengthening ifs defense and is preparing for a possible new wave of migrants at its Evros border.       Just a few days ago, Turkish Foreign Minister Mevlut Cavusoglu reiterated that Ankara’s policy of “open borders” will continue for anyone wishing to cross into Europe.

      Speaking to nationalist Akit TV on Wednesday, Cavusoglu claimed that Greece used “inhumane” behavior towards the migrants who want to cross into the country.

      Also Interior Minister Suleyman Soylu had threatened that the migrants will be allowed to leave Turkey again once the pandemic was over.

    • Evros land border fence to be ready in eight months

      The construction of a new fence on northeastern Greece’s Evros land border with Turkey will be completed in eight months, according to Citizens’ Protection Minister Michalis Chrysochoidis, speaking in Parliament on Monday.

      The border fence project has a total budget of 62.9 million euros and has been undertaken by a consortium put together by four construction companies.

      It will have a total length of 27 kilometers and eight elevated observatories will be constructed to be used by the Hellenic Army.

      Moreover, the existing fence will be reinforced with a steel railing measuring 4.3 meters in height, instead of the current 3.5 meters.

      Damage to the existing fence during attempts by thousands of migrants to cross into Greece territory from Turkey, as well as bad weather, will be repaired – including a 400-meter stretch that collapsed as a result of flooding.

    • In post-pandemic Europe, migrants will face digital fortress

      As the world begins to travel again, Europe is sending migrants a loud message: Stay away!

      Greek border police are firing bursts of deafening noise from an armored truck over the frontier into Turkey. Mounted on the vehicle, the long-range acoustic device, or “sound cannon,” is the size of a small TV set but can match the volume of a jet engine.

      It’s part of a vast array of physical and experimental new digital barriers being installed and tested during the quiet months of the coronavirus pandemic at the 200-kilometer (125-mile) Greek border with Turkey to stop people entering the European Union illegally.

      A new steel wall, similar to recent construction on the US-Mexico border, blocks commonly-used crossing points along the Evros River that separates the two countries.

      Nearby observation towers are being fitted with long-range cameras, night vision, and multiple sensors. The data will be sent to control centers to flag suspicious movement using artificial intelligence analysis.

      “We will have a clear ‘pre-border’ picture of what’s happening,” Police Maj. Dimonsthenis Kamargios, head of the region’s border guard authority, told the Associated Press.

      The EU has poured 3 billion euros ($3.7 billion) into security tech research following the refugee crisis in 2015-16, when more than 1 million people – many escaping wars in Syria, Iraq and Afghanistan – fled to Greece and on to other EU countries.

      The automated surveillance network being built on the Greek-Turkish border is aimed at detecting migrants early and deterring them from crossing, with river and land patrols using searchlights and long-range acoustic devices.

      Key elements of the network will be launched by the end of the year, Kamargios said. “Our task is to prevent migrants from entering the country illegally. We need modern equipment and tools to do that.”

      Researchers at universities around Europe, working with private firms, have developed futuristic surveillance and verification technology, and tested more than a dozen projects at Greek borders.

      AI-powered lie detectors and virtual border-guard interview bots have been piloted, as well as efforts to integrate satellite data with footage from drones on land, air, sea and underwater. Palm scanners record the unique vein pattern in a person’s hand to use as a biometric identifier, and the makers of live camera reconstruction technology promise to erase foliage virtually, exposing people hiding near border areas.

      Testing has also been conducted in Hungary, Latvia and elsewhere along the eastern EU perimeter.

      The more aggressive migration strategy has been advanced by European policymakers over the past five years, funding deals with Mediterranean countries outside the bloc to hold migrants back and transforming the EU border protection agency, Frontex, from a coordination mechanism to a full-fledged multinational security force.

      But regional migration deals have left the EU exposed to political pressure from neighbors.

      Earlier this month, several thousand migrants crossed from Morocco into the Spanish enclave of Ceuta in a single day, prompting Spain to deploy the army. A similar crisis unfolded on the Greek-Turkish border and lasted three weeks last year.

      Greece is pressing the EU to let Frontex patrol outside its territorial waters to stop migrants reaching Lesbos and other Greek islands, the most common route in Europe for illegal crossing in recent years.

      Armed with new tech tools, European law enforcement authorities are leaning further outside borders.

      Not all the surveillance programs being tested will be included in the new detection system, but human rights groups say the emerging technology will make it even harder for refugees fleeing wars and extreme hardship to find safety.

      Patrick Breyer, a European lawmaker from Germany, has taken an EU research authority to court, demanding that details of the AI-powered lie detection program be made public.

      “What we are seeing at the borders, and in treating foreign nationals generally, is that it’s often a testing field for technologies that are later used on Europeans as well. And that’s why everybody should care, in their own self-interest,” Breyer of the German Pirates Party told the AP.

      He urged authorities to allow broad oversight of border surveillance methods to review ethical concerns and prevent the sale of the technology through private partners to authoritarian regimes outside the EU.

      Ella Jakubowska, of the digital rights group EDRi, argued that EU officials were adopting “techno-solutionism” to sideline moral considerations in dealing with the complex issue of migration.

      “It is deeply troubling that, time and again, EU funds are poured into expensive technologies which are used in ways that criminalize, experiment with and dehumanize people on the move,” she said.

      Migration flows have slowed in many parts of Europe during the pandemic, interrupting an increase recorded over years. In Greece, for example, the number of arrivals dropped from nearly 75,000 in 2019 to 15,700 in 2020, a 78% decrease.

      But the pressure is sure to return. Between 2000 and 2020, the world’s migrant population rose by more than 80% to reach 272 million, according to United Nations data, fast outpacing international population growth.

      At the Greek border village of Poros, the breakfast discussion at a cafe was about the recent crisis on the Spanish-Moroccan border.

      Many of the houses in the area are abandoned and in a gradual state of collapse, and life is adjusting to that reality.

      Cows use the steel wall as a barrier for the wind and rest nearby.

      Panagiotis Kyrgiannis, a Poros resident, says the wall and other preventive measures have brought migrant crossings to a dead stop.

      “We are used to seeing them cross over and come through the village in groups of 80 or a 100,” he said. “We were not afraid. … They don’t want to settle here. All of this that’s happening around us is not about us.”

      The Greek border police are using a sound cannon and drones on a new border fence, and the EU Commission expresses its „concern“ about this. However, it is itself funding several similar research projects, including a semi-autonomous drone with stealth features for „effective surveillance of borders and migration flows“

      On Monday, the Associated Press (AP) news agency had reported (https://apnews.com/article/middle-east-europe-migration-technology-health-c23251bec65ba45205a0851fab07e) that police in Greece plan to deploy a long-range sound cannon at the external border with Turkey in the future. The device, mounted on a police tank, makes a deafening noise with the volume of a jet engine. It is part of a system of steel walls that is being installed and tested along with drones on the 200-kilometre border with Turkey for migration defence. The vehicle, made by the Canadian manufacturer #Streit, comes from a series of seized „#Typhoons“ (https://defencereview.gr/mrap-vehicles-hellenic-police) that were to be illegally exported to Libya via Dubai (https://www.cbc.ca/news/politics/streit-libya-un-1.3711776).

      After the AP report about the sound cannons went viral, Commission spokesman Adalbert Jahnz had clarified that it was not an EU project (https://twitter.com/Ad4EU/status/1400010786064437248).

      Yesterday, AP reported again on this (https://apnews.com/article/middle-east-europe-migration-government-and-politics-2cec83ae0d8544a719a885a). According to Jahnz, the Commission has „noted with concern“ the installation of the technology and is requesting information on its use. Methods used in EU member states would have to comply with European fundamental rights, including the „right to dignity“. The right to asylum and the principle of non-refoulement in states where refugees face persecution must also be respected.

      The Commission’s outrage is anything but credible. After Turkish President Recep Tayyip Erdoğan used refugees to storm the Turkish-Greek border in March 2020, Commission President Ursula von der Leyen travelled to the border river Evros before the start of a Frontex mission and declared her solidarity there.       Commission funds research on border surveillance

      Also yesterday, the Commission-funded #ROBORDER project (https://cordis.europa.eu/project/id/740593/de) said in a statement (https://roborder.eu/2021/06/03/new-collaboration-with-borderuas-project) that it is now cooperating with the #BorderUAS project (https://cordis.europa.eu/project/id/883272/de). Both are about the use of drones. The police in Greece are involved and the applications are to be tested there.

      The acronym ROBORDER stands for „#Autonomous_Swarm_of_Heterogeneous_Robots_for_Border_Surveillance“. It works with drones on water, on land and in the air. In Greece, for example, a drone is to be used to detect „unauthorised sea border crossing“ (https://roborder.eu/the-project/demonstrators), as well as an aircraft from the #Fraunhofer-Gesellschaft with a surveillance test platform, #radar systems and thermal imaging cameras.

      All drones in ROBORDER are supposed to be able to operate in swarms. They are controlled via a mobile control centre from the German company #Elettronica. This „#Multipurpose_Mission_Support_Vehicle“ (#MUROS) is used to collect all recorded data (https://www.elettronica.de/de/produkte/oeffentliche-sicherheit-integration). The project, which will soon come to an end, will cost around nine million euros, of which the EU Commission will pay the largest share.

      High-resolution cameras on lighter-than-air drones

      The acronym BorderUAS means „#Semi-Autonomous_Border_Surveillance_Platform_with_a_High-Resolution_Multi-Sensor_Surveillance_Payload“. Border authorities, police forces as well as companies and institutes mainly from Eastern Europe and Greece want to use it to investigate so-called lighter-than-air drones.

      These can be small zeppelins or balloons that are propelled by alternative propulsion systems and have a multitude of sensors and cameras. The participating company #HiperSfera (https://hipersfera.hr) from Croatia markets such systems for border surveillance, for example.

      The project aims to prevent migration on the so-called Eastern Mediterranean route, the Western Balkan route and across the EU’s eastern external land border. According to the project description, these account for 58 percent of all detected irregular border crossings. BorderUAS ends in 2023, and the technology will be tested by police forces in Greece, Ukraine and Belarus until then. The Commission is funding the entire budget with around seven million euros.

      Civilian and military drone research

      For border surveillance, the EU Defence Agency and the Commission are funding numerous civilian and military drone projects in Greece. These include the €35 million #OCEAN2020 project (https://ocean2020.eu), which conducts research on the integration of drones and unmanned submarines into fleet formations. #ARESIBO, which costs around seven million euros (https://cordis.europa.eu/project/id/833805/de) and on which the Greek, Portuguese and Romanian Ministries of Defence and the #NATO Research Centre are working on drone technology, will end in 2022. With another five million euros, the Commission is supporting an „#Information_Exchange_for_Command_Control_and_Coordination_Systems_at_the_Borders“ (#ANDROMEDA) (https://cordis.europa.eu/project/id/833881/de). This also involves drones used by navies, coast guards and the police forces of the member states.

      In #CAMELOT (https://cordis.europa.eu/project/id/740736/de) are flying various drones from Israel and Portugal, and as in ROBORDER, a single ground station is to be used for this purpose. A scenario „illegal activity, illegal immigration persons“ is being tested with various surveillance equipment at the Evros river. The Commission is contributing eight million euros of the total sum. This year, results from #FOLDOUT (https://cordis.europa.eu/project/rcn/214861/factsheet/de) will also be tried out on the Greek-Turkish border river Evros, involving satellites, high-flying platforms and drones with technology for „through-foliage detection“ (https://foldout.eu/wp-content/uploads/2018/12/Flyer_v1_Foldout_EN_v2_Print.pdf) in the „outermost regions of the EU„. The Commission is allocating eight million euros for this as well.
