    Researchers at a Washington-based think tank have noticed that a funny thing happens whenever Russian President Vladimir Putin gets close to a harbor: The GPS of the ships moored there go haywire, placing them many miles away on the runways of nearby airports.

    According to a new report by security experts with the group C4ADS, the phenomenon suggests that Putin travels with a mobile GPS spoofing device and, more broadly, that Russia is manipulating global navigation systems on a scale far greater than previously understood.

    The Russian emphasis on electronic warfare extends to Putin’s personal security detail, which has embraced GPS spoofing as a way to protect the Russian leader against drone attacks. But the use of that spoofing technology can also be tracked and provides an unprecedented look at the effectiveness and scale of Russian electronic warfare capabilities.

    Putin’s bodyguards are using what on its face is a counterintuitive approach to prevent assassination attempts by drone. The GPS spoofer that travels with Putin impersonates civilian GPS signals and provides the receiver with false coordinates for local airports. It chooses the coordinates of local airports because commercial drones typically come preprogrammed with safety mechanisms that make them automatically land or shut down when they enter the airspace of an airport.

    In theory, drones operating near Putin will shut down or automatically land when they come within range of the spoofer. Fear of assassination by drone is a realistic one: Last year, Venezuelan President Nicolás Maduro survived an attempt on his life that involved using drones to target him with explosives.

    But Russia’s use of spoofing technology is having some surprising side effects. In September 2016, Putin traveled to the Kerch Strait along with Prime Minister Dmitry Medvedev to inspect progress on a $4 billion bridge to the Russian mainland and meet with workers. While the two Russian leaders were there, the automatic identification systems of nearby ships—systems that rely in part on GPS—started reporting their locations as the Simferopol Airport about 125 miles away.

    Two years later, Putin returned to Kerch to lead a convoy of construction vehicles across the newly constructed bridge. Again, ships in the area reported strange location information, showing up at the Anapa Airport in mainland Russia.

    Ten crew members have been found dead and 14 have been rescued after two ships caught fire in the Kerch Strait near Crimea, Russia’s transport ministry said on Monday, with a rescue operation still underway.

    The ministry said earlier on Monday that crew members were jumping into the sea to escape the blaze, which probably broke out during a ship-to-ship fuel transhipment.

    Both ships were under the Tanzanian flag - Candy (Venice) and Maestro - and had a combined total of 31 crew members. Of them, 16 were Turkish citizens and 15 from India, it said.

      Two ships ablaze in the Black Sea region, leaving at least 10 crew dead, caught fire while transferring fuel mid-sea after one vessel was barred from using its usual port in southern Russia due to U.S. sanctions risk, two sources told Reuters.

      The vessels, which caught fire on Monday, have the same names as two gas-transporting tankers, the Maestro and Venice, which were included on a U.S. sanctions advisory note last year for delivering fuel to Syria.

      The U.S. Treasury note, published in November, advised that any dealings with these or other vessels involved in transporting fuel to Syria could result in sanctions.

      The Maestro was subsequently barred from using Temryuk port in southern Russia by the owners of its only gas terminal, Maktren-Nafta, two industry sources said, where it had previously loaded liquefied petroleum gas of Russian and Kazakh origin for export to the Middle East.

      Ten crew died and another 10 were missing presumed dead in a fire that broke out on two ships while they were transferring fuel in the Black Sea, Russia’s Transport Ministry said on Tuesday.

      Twelve people were rescued from the burning vessels but there was little hope of finding any more survivors, a spokesman for the Transport Ministry’s maritime unit said. The focus had switched from a rescue operation to a search for bodies, he added.

      The spokesman said the vessels, which had a combined crew of 32, were still on fire and rough no attempts were being made to put out the blaze because of rough sea conditions.

      Russian maritime officials said on Monday that the vessels were carrying out a ship-to-ship transfer of fuel in the Kerch Strait, which separates Crimea from Russia.

    When the Island Bay cargo ship arrived from Beirut at the Kerch Strait, gateway to the Azov Sea, it sailed into a perfect storm of geopolitics and bad weather.

    The following day, Russia opened fire on three Ukrainian naval ships, impounded them and detained their sailors, some of them wounded. It then blocked the strait by putting a tanker underneath a new bridge it has built linking the Russian mainland to the Crimean peninsula it annexed from Ukraine in 2014.

    While the world digested the implications of the Nov. 25 incident, the most explosive clash in recent years, Russia said it had reopened the channel to the Azov Sea, which is shared by Russia and Ukraine.

    But Island Bay remained at anchor outside the strait, lashed by gale force winds and sleet, its hull icing over while cargo ships amassed on either side.

    On Monday, a week on, the captain reported seeing 20 vessels awaiting clearance to cross. Refinitiv data that day also showed 20 Ukraine-bound vessels held up at the strait since Nov. 25, with two others allowed through.

    Meanwhile, Island Bay’s cargo of 5,500 tonnes of wheat, destined for flour mills in Libya, waited in the Ukrainian port of Berdyansk.

    In Berdyansk’s port, where icy winds had recently ripped off the roof of a nearby shed, staff of stevedore company Ascet Shipping were reading the daily reports from the Island Bay with growing concern.

    Ascet loads almost a million tonnes of Ukrainian grain a year onto cargo ships in Berdyansk and was waiting to load the Island Bay; its size means each day of waiting time costs around $2,000-$2,500, Ascet’s chief executive, Denis Rusin, said.

    This has made Berdyansk an unpopular port in recent months.

    Ship owners do not want to go to Berdyansk,” said Rusin, whose clients include U.S. firm Cargill [CARG.UL], one of the world’s largest dry bulk and tank shipping companies. “Buyers are refusing to bet on passage.

    The US Coast Guard plans to transfer two former 110-foot Coast Guard ships to Ukraine during a ceremony on Thursday in Baltimore.

    Coast Guard Vice Adm. Michael McAllister and Ukraine’s President Petro Poroshenko are expected to attend the transfer ceremony.

    The transfer of the two armed Coast Guard cutters come as tensions between Ukraine and Russia in the Sea of Azov have increased in recent weeks, with Kiev and the US accusing Moscow of interfering with Ukrainian shipping in the region.

    The United States condemns Russia’s harassment of international shipping in the Sea of Azov and the Kerch Strait,” State Department spokesperson Heather Nauert said in a statement late last month.

    Russia has delayed hundreds of commercial vessels since April and in recent weeks has stopped at least 16 commercial ships attempting to reach Ukrainian ports,” she added.

    A US defense official told CNN that the cutters Drummond and Cushing were purchased by Ukraine from the Pentagon’s Excess Defense Articles program.

    Mainland Russia has started supplying electricity to Crimea after the first power bridge to the peninsula was completed across the Kerch Strait. Crimea has had a partial blackout since November 22, after power lines in Ukraine were sabotaged.
    The energy bridge will deliver 200 MW of electricity a day from the Krasnodar region in mainland Russia starting from Thursday. Another 200 MW will be delivered by a second power cable expected to be connected by December 20.

    This will cover 80-90 percent of Crimea’s energy needs, according to Russian Energy Minister Aleksandr Novak. He says another 400 MW energy bridge will be constructed by May 2016.

    According to Novak, Crimean authorities will have to decide how to allocate the 200 MW between consumers. Eastern Crimea will be the first to receive electricity from Russia, mainly the cities of Kerch and Feodosia as well as 180 other settlements.
