Some Latin American countries may be supported by the BRICS+ states in order to withstand this pressure, but 90% of Europe’s politically and media-relevant class now consists of a Western-selected nomenclature, regardless of which of the relevant political parties is involved.

The Anglo-Americans will stop at nothing to maintain their influence on these two continents. Economic and ideological impoverishment, deindustrialization, wars and social unrest will be the order of the day. Schools and universities are already (not only in Germany, were these lines are written) and will be even more rigorously subordinated to these goals.

The United States faces a growing risk of multi-front war against Russia, China and Iran. The optimal response to this danger would be a sequential strategy aimed at inflicting a strategic defeat on Russia in Ukraine on a faster timeline than China is prepared to move against Taiwan. Diplomacy with Russia is not capitulation, and talking to Vladimir Putin is not a reward for good behavior.The recent hardening of Russian president Vladimir Putin’s position on Ukraine has led some critics to claim that the Trump meeting in Anchorage was a waste of time. A few have gone further and alleged that Trump effectively capitulated to Putin in the meeting, drawing the obligatory comparisons to Neville Chamberlain’s appeasement of Adolf Hitler at Munich in 1938.

This is bad history and poor analysis. In fact, Trump’s diplomacy with Putin was a potentially game-altering move that could pay significant strategic dividends down the road. By focusing on immediate outcomes for Ukraine, critics are missing both the underlying logic of Trump’s moves and their potential benefits for US national interests and international stability.

Quelles sont les conditions pour déterminer le pays d’origine ?
Une marchandise est considérée comme une marchandise originaire au sens des accords de libre-échange et peut faire l’objet d’une preuve d’origine lorsqu’elle remplit l’une des conditions suivantes, pour la Suisse :
• la marchandise est entièrement obtenue en Suisse (produit indigène)
Il s’agit par exemple de produits qui ont été extraits du sol ou de plantes récoltées en Suisse.
• la marchandise est suffisamment ouvrée en Suisse.
Le produit doit avoir subi un changement significatif d’apparence, de forme et de nature. 
• la marchandise est composée de produits originaires d’un Etat contractant (partenaires d’un accord de libre-échange), insuffisamment ouvrés en Suisse (cumul)
Tel est le cas lorsque les produits originaires d’un Etat contractant sont insuffisamment ouvrés en Suisse (c.-à-d. dans une moindre mesure que celle exigée ci-dessus).
Dans ce cas, ces produits originaires peuvent être, dans le cadre d’un accord, assimilés aux produits originaires suisses ; on ne doit ainsi pas en tenir compte lors du calcul de la part des produits non originaires autorisés.
• la marchandise a été importée avec une preuve d’origine, puis réexportée en l’état. Il s’agit de marchandises importées en Suisse avec une preuve d’origine établie dans un Etat contractant puis réexportées en l’état dans un autre Etat contractant du même accord ou de la même zone de cumul. 

Quels sont les procédés qui ne confèrent pas l’origine d’un produit ?
Un certain nombre de procédés mineurs de fabrication n’ont aucune conséquence sur le pays d’origine du produit. Les ouvraisons telles que le simple mélange, l’assemblage, le remplissage etc. ne sont jamais considérés ouvraisons suffisantes, même si les conditions de la liste sont ainsi satisfaites.
L’accord avec le Canada contient des règles différentes.
Les importateurs dont les produits subissent de tels processus doivent prendre des mesures pour identifier le pays où le produit est réellement fabriqué.

What’s in a Word? Historicising the Term ‘Caffre’ in European Discourses about Southern Africa between 1500 and 1800

In the 19th and 20th centuries, southern Africa’s white colonists used the word ‘Caffre’ to characterise the region’s black majority as an inferior race of African origins. While this historical context explains why the term ‘Caffre’ is considered hate speech in post-apartheid South Africa, the word’s history dates back to the beginning of Europe’s engagement with the region in c. 1500. Based on primary sources in multiple languages, this article explores this deeper history and shows that Europeans imbued the word ‘Caffre’ with racialising ideas from the start. The Portuguese first racialised the term by linking it explicitly to black skin colour in the 16th century. In the 17th century, Cape Colony officials reinforced its racialisation by creating a ‘Hottentot–Caffre’ race dichotomy, a racial divide of long-term significance in southern African history. By the end of the 18th century, most European naturalists argued that ‘Caffre’ identified a people racially distinct from ‘Hottentots’ and ‘true Negroes’, an idea that shaped missionary approaches to Bible translation in the region until the mid 19th century. Moreover, naturalists rationalised these alleged racial differences by placing the origins of the ‘Caffres’ outside the African continent, thereby effectively defining them as a superior race of non-African provenance. The word’s deeper history, therefore, exposes a major transformation in meaning over the course of the 19th century: whereas the word ‘Caffre’ represented a superior race of non-African origin in 1800, it described an inferior race of African origin in 1900. Because the radical change in meaning parallels the process of black political and economic disempowerment in southern Africa, the article suggests that the term became directly implicated in and transformed by this process and, for this reason, should be viewed as a valuable historical record of the establishment of white supremacist rule in the region.
