During a recent BBC radio interview, award-winning journalist Jonathan Steele said that he attended a briefing by a new whistleblower from the Organization for the Prohibition of Chemical Weapons (OPCW) investigation into an alleged 2018 chemical attack in Douma, Syria, who claimed that the OPCW suppressed his findings which contradicted the organization’s official conclusion that a chlorine gas attack had taken place. This according to Steele is a second whistleblower coming forward on the OPCW’s Douma investigation, the first being the leaker of an Engineering Assessment document which surfaced this past May contradicting the OPCW’s official ballistics report which the organization hid from the public.
I have archived an audio recording of Steele’s statement here for posterity, since the BBC removes its content after a month. I have also compiled a timeline of relevant events here so that people can properly appreciate the significance of these new revelations.
Steele made these comments unbidden by the show’s host Paul Henley. They read as follows (thanks to Tim Hayward of the Working Group on Syria, Propaganda and Media for the transcript):
Jonathan Steele: “I was in Brussels last week … I attended a briefing by a whistleblower from the Organisation for the Prohibition of Chemical Weapons. He was one of the inspectors who was sent out to Douma in Syria in April last year to check into the allegations by the rebels that Syrian aeroplanes had dropped two canisters of chlorine gas, killing up to 43 people. He claims he was in charge of picking up the samples in the affected areas, and in neutral areas, to check whether there were chlorine derivatives there …
Paul Henley: And?
JS: … and he found that there was no difference. So it rather suggested there was no chemical gas attack, because in the buildings where the people allegedly died there was no extra chlorinated organic chemicals than in the normal streets elsewhere. And I put this to the OPCW for comment, and they haven’t yet replied. But it rather suggests that a lot of this was propaganda…
PH: Propaganda led by?
JS: … led by the rebel side to try and bring in American planes, which in fact did happen. American, British and French planes bombed Damascus a few days after these reports. And actually this is the second whistle blower to come forward. A few months ago there was a leaked report by the person who looked into the ballistics, as to whether these cylinders had been dropped by planes, looking at the damage of the building and the damage on the side of the cylinders. And he decided, concluded, that the higher probability was that these cylinders were placed on the ground, rather than from planes.

PH: … given the number of people rubbishing the idea that these could have been fake videos at the time.
JS: Well, these two scientists, I think they’re non-political — they wouldn’t have been sent to Douma, if they’d had strong political views, by the OPCW. They want to speak to the Conference of the Member States in November, next month, and give their views, and be allowed to come forward publicly with their concerns. Because they’ve tried to raise them internally and been — they say they’ve been — suppressed, their views have been suppressed.

L’enquête menée aux Pays-Bas sur une tentative russe pour pénétrer le système informatique de l’Organisation pour l’interdiction des armes chimiques (#OIAC), dont le siège est à La Haye, progresse et implique désormais directement l’ambassade de Russie dans la capitale politique néerlandaise. Les autorités ont acquis la certitude que c’est l’ex-deuxième secrétaire de l’ambassade, Konstantin Bachtin, qui a coordonné l’opération et le voyage de quatre espions envoyés aux Pays-Bas.
Rapidement rappelé à Moscou après l’échec de la mission et l’expulsion des quatre agents, le diplomate âgé de 39 ans est en réalité un colonel de la direction du renseignement militaire russe (GRU). Il était, d’après plusieurs sources, le responsable des activités d’espionnage aux Pays-Bas, où six autres membres au moins du GRU ont été actifs au cours des dernières années, écrivait samedi 1er décembre le quotidien NRC Handelsblad.

Finalement l’assemblée extraordinaire se tient sous forte pression américaine. L’Amérique Latine et l’Afrique s’abstiennent, tandis que le Brésil ne soutient pas José Bustani, le président Cardoso ne voulant pas risquer d’indisposer Washington. S’alignant sur le diktat des Etats-Unis, les pays occidentaux votent massivement pour le départ du Directeur général. Seule, et à la surprise générale, la France s’abstient ! La Russie, la Biélorussie, l’Iran, le Mexique, Cuba et le Soudan appuient José Bustani. Autre surprise : l’Inde qui avait soutenu de bout en bout le maintien du directeur de l’OIAC fait défection au dernier moment ! On apprend quelques jours plus tard que Washington a livré à New Delhi des systèmes radar de nouvelle génération dont les Etats-Unis bloquaient la vente depuis plusieurs années.

Syrie (2013 et suivantes)
Initialement, l’OIAC disposait de 211 inspecteurs payés par l’Organisation sous la direction technique et politique du Directeur général. Désormais, les inspecteurs sont, majoritairement prêtés à l’Organisation et payés par leur gouvernement. En 2013, suite à l’accord noué par John Kerry et Sergueï Lavrov lors du G-20 de Saint-Pétersbourg sur le démantèlement des armes chimiques syriennes, l’OIAC aurait dû être l’acteur principal de sa mise en œuvre. Une fois encore Washington a tout fait pour que l’Organisation soit marginalisée alors que la Syrie avait – de fait – accepté la convention. Par conséquent, les inspections de l’OIAC auraient dû commencer dans ce pays, conformément à l’esprit et la lettre de la convention.
En violation avec la Convention qui stipule que les armes chimiques doivent être détruites sur le territoire même du pays concerné, les armes syriennes ont été – soit-disant – démantelées sur un bateau croisant en Méditerranée et rejetées à la mer en violation aussi de toutes les directives onusiennes de protection de l’environnement. Selon les procédures de l’OIAC, les armes chimiques doivent être détruites dans des installations ad hoc prévues à cet effet, en sachant que leur coût est supérieur à celui des armes elles-mêmes ! La question de la destruction des armes chimiques syriennes demeure des plus opaques, comme celle de leurs utilisations maintes fois dénoncées par Washington et ladite communauté internationale.

THE HAGUE, Netherlands — 10 April 2018 — Since the first reports of alleged use of chemical weapons in Douma, Syrian Arab Republic, were issued, the Organisation for the Prohibition of Chemical Weapons (OPCW) has been gathering information from all available sources and analysing it. At the same time, OPCW’s Director-General, Ambassador Ahmet Üzümcü, has considered the deployment of a Fact-Finding Mission (FFM) team to Douma to establish facts surrounding these allegations.
Today, the OPCW Technical Secretariat has requested the Syrian Arab Republic to make the necessary arrangements for such a deployment. This has coincided with a request from the Syrian Arab Republic and the Russian Federation to investigate the allegations of chemical weapons use in Douma. The team is preparing to deploy to Syria shortly.
Background
Set up in 2014, the on-going mandate of the OPCW Fact Finding Mission (FFM) is “to establish facts surrounding allegations of the use of toxic chemicals, reportedly chlorine, for hostile purposes in the Syrian Arab Republic”. The OPCW cannot and will not release information about an on-going investigation. This policy exists to preserve the integrity of the investigatory process and its results as well as to ensure the safety and security of OPCW experts and personnel involved. All parties are asked to respect the confidentiality parameters required for a rigorous and unimpeded investigation.
As the implementing body for the Chemical Weapons Convention, the OPCW oversees the global endeavour to permanently and verifiably eliminate chemical weapons. Since the Convention’s entry into force in 1997 – and with its 192 States Parties – it is the most successful disarmament treaty eliminating an entire class of weapons of mass destruction.
Over ninety-six per cent of all chemical weapon stockpiles declared by possessor States have been destroyed under OPCW verification. For its extensive efforts in eliminating chemical weapons, the OPCW received the 2013 Nobel Prize for Peace.

International investigators have said for the first time that they suspect President Bashar al-Assad and his brother are responsible for the use of chemical weapons in the Syrian conflict, according to a document seen by Reuters.
A joint inquiry for the United Nations and global watchdog the Organisation for the Prohibition of Chemical Weapons (OPCW) had previously identified only military units and did not name any commanders or officials.
Now a list has been produced of individuals whom the investigators have linked to a series of chlorine bomb attacks in 2014-15 - including Assad, his younger brother Maher and other high-ranking figures - indicating the decision to use toxic weapons came from the very top, according to a source familiar with the inquiry.
The Assads could not be reached for comment but a Syrian government official said accusations that government forces had used chemical weapons had “no basis in truth”. The government has repeatedly denied using such weapons during the civil war, which is almost six years old, saying all the attacks highlighted by the inquiry were the work of rebels or the Islamic State militant group.
The list, which has been seen by Reuters but has not been made public, was based on a combination of evidence compiled by the U.N.-OPCW team in Syria and information from Western and regional intelligence agencies, according to the source, who declined to be identified due to the sensitivity of the issue.
