Top oil exporter Saudi Arabia said on Thursday it was “temporarily halting” all oil shipments through the strategic Red Sea shipping lane of #Bab_al-Mandeb after an attack on two big oil tankers by Yemen’s Iran-aligned Houthi movement.

Saudi Energy Minister Khalid al-Falih said in a statement sent by his ministry that the Houthis had attacked two Saudi Very Large Crude Carriers (VLCCs) in the Red Sea on Wednesday morning, one of which sustained minimal damage.

“Saudi Arabia is temporarily halting all oil shipments through Bab al-Mandeb Strait immediately until the situation becomes clearer and the maritime transit through Bab al-Mandeb is safe,” the statement said.

Sabotage of underground powerlines and cyberattacks originating in the US were contributing factors in the power outages which Istanbul and other parts of Turkey have been experiencing since last week, the country’s energy minister said.

“Yesterday, we faced an intense, US-originated cyber attack. These attacks have been carried out systematically on different parts of the Energy Ministry, but we have repelled them all,” Turkish Energy Minister Berat Albayrak said in an interview with A Haber TV.

He added that ministry staff responding to power cuts discovered sabotage of underground lines in three districts of Istanbul.

Recent hikes in electricity costs have produced anger even among ruling Justice and Development Party (AKP) parliamentarians, prompting a defense from the Energy Ministry.

Turkish residents have been reacting to the recent 6.8 percent hike in electricity prices, AKP Bursa deputy Cemalettin Kani Torun said during a meeting of the Foreign Affairs Commission. “Almost half of the bill is for distribution costs.”

The Electricity Generation Holding Company (EÜAŞ) brought in TL 2.3 billion in profits in 2013, but lost TL 2.5 billion last year, while the Turkish Pipeline Corporation (BOTAŞ) reported losses of TL 587 million after having brought in TL 1.5 billion in profits during 2013.

The Turkish Coal Enterprises (TKİ) sustained TL 43 million in losses while the Turkish Hard Coal Enterprises (TTK) reported a TL 580 million setback.

Reports indicated that the state firms were generally plagued by improper energy policies and the drawbacks of a pre-election economy. A number of major state-run energy firms have yet to release their reports.

The Energy Ministry announced in Parliament on Thursday that electric companies will not be able to issue TL 33 billion in refunds to customers who have shouldered the burden of eight years’ worth of losses in stolen electricity.

However, the Energy Ministry announced that this money will not be paid, as the amount is too large and paying it back would result in the bankruptcy of various electricity distribution companies. “Those who steal electricity must be caught and punished and the honest customers who pay for it should be reimbursed,” said Consumers Association (TÜDER) President Aydın Ağaoğlu, speaking to Today’s Zaman over the phone, adding that the decision of the Supreme Court of Appeals must be upheld.

According to a report on news website Bianet, a high-ranking official from the Energy Ministry defended the draft during the debate of the bill in the Agriculture and Forestry Commission at Parliament and said the bill change should be adapted to secure the construction of the nuclear plant in the Akkuyu district of the southern province of Mersin.

“If this law remains as it is, there will be a serious danger of not receiving the construction license, which means the construction of a $20-billion nuclear plant will be risked because of those groves,” deputy undersecretary İlker Sert reportedly said during the Commission session.

Noting the construction is aimed to begin in 2016, he said there are several olive groves three kilometers around the area where the nuclear plant will be built and these scattered groves are owned by private people, which requires a law for the expropriation of those lands.

Turkey’s first planned 4,800 megawatt (MW) plant, being built by Russia’s Rosatom and is aimed to beef up the country’s energy output, is already falling behind schedule, with the first reactor unlikely to be operational by 2019 as planned.
