    Two words explain the difference between our current wireless networks and 5G: speed and latency. 5G—if you believe the hype—is expected to be up to a hundred times faster. (A two-hour movie could be downloaded in less than four seconds.) That speed will reduce, and possibly eliminate, the delay—the latency—between instructing a computer to perform a command and its execution. This, again, if you believe the hype, will lead to a whole new Internet of Things, where everything from toasters to dog collars to dialysis pumps to running shoes will be connected. Remote robotic surgery will be routine, the military will develop hypersonic weapons, and autonomous vehicles will cruise safely along smart highways. The claims are extravagant, and the stakes are high. One estimate projects that 5G will pump twelve trillion dollars into the global economy by 2035, and add twenty-two million new jobs in the United States alone. This 5G world, we are told, will usher in a fourth industrial revolution.

    A totally connected world will also be especially susceptible to cyberattacks. Even before the introduction of 5G networks, hackers have breached the control center of a municipal dam system, stopped an Internet-connected car as it travelled down an interstate, and sabotaged home appliances. Ransomware, malware, crypto-jacking, identity theft, and data breaches have become so common that more Americans are afraid of cybercrime than they are of becoming a victim of violent crime. Adding more devices to the online universe is destined to create more opportunities for disruption. “5G is not just for refrigerators,” Spalding said. “It’s farm implements, it’s airplanes, it’s all kinds of different things that can actually kill people or that allow someone to reach into the network and direct those things to do what they want them to do. It’s a completely different threat that we’ve never experienced before.”

    Spalding’s solution, he told me, was to build the 5G network from scratch, incorporating cyber defenses into its design.

    There are very good reasons to keep a company that appears to be beholden to a government with a documented history of industrial cyber espionage, international data theft, and domestic spying out of global digital networks. But banning Huawei hardware will not secure those networks. Even in the absence of Huawei equipment, systems still may rely on software developed in China, and software can be reprogrammed remotely by malicious actors. And every device connected to the fifth-generation Internet will likely remain susceptible to hacking. According to James Baker, the former F.B.I. general counsel who runs the national-security program at the R Street Institute, “There’s a concern that those devices that are connected to the 5G network are not going to be very secure from a cyber perspective. That presents a huge vulnerability for the system, because those devices can be turned into bots, for example, and you can have a massive botnet that can be used to attack different parts of the network.”

    This past January, Tom Wheeler, who was the F.C.C. chairman during the Obama Administration, published an Op-Ed in the New York Times titled “If 5G Is So Important, Why Isn’t It Secure?” The Trump Administration had walked away from security efforts begun during Wheeler’s tenure at the F.C.C.; most notably, in recent negotiations over international standards, the U.S. eliminated a requirement that the technical specifications of 5G include cyber defense. “For the first time in history,” Wheeler wrote, “cybersecurity was being required as a forethought in the design of a new network standard—until the Trump F.C.C. repealed it.” The agency also rejected the notion that companies building and running American digital networks were responsible for overseeing their security. This might have been expected, but the current F.C.C. does not consider cybersecurity to be a part of its domain, either. “I certainly did when we were in office,” Wheeler told me. “But the Republicans who were on the commission at that point in time, and are still there, one being the chairman, opposed those activities as being overly regulatory.”

    Opening up new spectrum is crucial to achieving the super-fast speeds promised by 5G. Most American carriers are planning to migrate their services to a higher part of the spectrum, where the bands are big and broad and allow for colossal rivers of data to flow through them. (Some carriers are also working with lower-spectrum frequencies, where the speeds will not be as fast but likely more reliable.) Until recently, these high-frequency bands, which are called millimetre waves, were not available for Internet transmission, but advances in antenna technology have made it possible, at least in theory. In practice, millimetre waves are finicky: they can only travel short distances—about a thousand feet—and are impeded by walls, foliage, human bodies, and, apparently, rain.

    Deploying millions of wireless relays so close to one another and, therefore, to our bodies has elicited its own concerns. Two years ago, a hundred and eighty scientists and doctors from thirty-six countries appealed to the European Union for a moratorium on 5G adoption until the effects of the expected increase in low-level radiation were studied. In February, Senator Richard Blumenthal, a Democrat from Connecticut, took both the F.C.C. and F.D.A. to task for pushing ahead with 5G without assessing its health risks. “We’re kind of flying blind here,” he concluded. A system built on millions of cell relays, antennas, and sensors also offers previously unthinkable surveillance potential. Telecom companies already sell location data to marketers, and law enforcement has used similar data to track protesters. 5G will catalogue exactly where someone has come from, where they are going, and what they are doing. “To give one made-up example,” Steve Bellovin, a computer-science professor at Columbia University, told the Wall Street Journal, “might a pollution sensor detect cigarette smoke or vaping, while a Bluetooth receiver picks up the identities of nearby phones? Insurance companies might be interested.” Paired with facial recognition and artificial intelligence, the data streams and location capabilities of 5G will make anonymity a historical artifact.

    To accommodate these limitations, 5G cellular relays will have to be installed inside buildings and on every city block, at least. Cell relays mounted on thirteen million utility poles, for example, will deliver 5G speeds to just over half of the American population, and cost around four hundred billion dollars to install. Rural communities will be out of luck—too many trees, too few people—despite the F.C.C.’s recently announced Rural Digital Opportunity Fund.

    Not so very long ago, it was thought that the tension between commercial pressure and the public interest would be one of the many things made obsolete by the Internet. In the mid-aughts, during the height of the Web 2.0 boom, the pundit Henry Jenkins declared that the Internet was creating a “participatory culture” where the top-down hegemony of greedy media corporations would be replaced by a horizontal network of amateur “prosumers” engaged in a wonderfully democratic exchange of information in cyberspace—an epistemic agora that would allow the whole globe to come together on a level playing field. Google, Facebook, Twitter, and the rest attained their paradoxical gatekeeper status by positioning themselves as neutral platforms that unlocked the Internet’s democratic potential by empowering users. It was on a private platform, Twitter, where pro-democracy protesters organized, and on another private platform, Google, where the knowledge of a million public libraries could be accessed for free. These companies would develop into what the tech guru Jeff Jarvis termed “radically public companies,” which operate more like public utilities than like businesses.

    But there has been a growing sense among mostly liberal-minded observers that the platforms’ championing of openness is at odds with the public interest. The image of Arab Spring activists using Twitter to challenge repressive dictators has been replaced, in the public imagination, by that of ISIS propagandists luring vulnerable Western teen-agers to Syria via YouTube videos and Facebook chats. The openness that was said to bring about a democratic revolution instead seems to have torn a hole in the social fabric. Today, online misinformation, hate speech, and propaganda are seen as the front line of a reactionary populist upsurge threatening liberal democracy. Once held back by democratic institutions, the bad stuff is now sluicing through a digital breach with the help of irresponsible tech companies. Stanching the torrent of fake news has become a trial by which the digital giants can prove their commitment to democracy. The effort has reignited a debate over the role of mass communication that goes back to the early days of radio.

    The debate around radio at the time of “The War of the Worlds” was informed by a similar fall from utopian hopes to dystopian fears. Although radio can seem like an unremarkable medium—audio wallpaper pasted over the most boring parts of your day—the historian David Goodman’s book “Radio’s Civic Ambition: American Broadcasting and Democracy in the 1930s” makes it clear that the birth of the technology brought about a communications revolution comparable to that of the Internet. For the first time, radio allowed a mass audience to experience the same thing simultaneously from the comfort of their homes. Early radio pioneers imagined that this unprecedented blurring of public and private space might become a sort of ethereal forum that would uplift the nation, from the urban slum dweller to the remote Montana rancher. John Dewey called radio “the most powerful instrument of social education the world has ever seen.” Populist reformers demanded that radio be treated as a common carrier and give airtime to anyone who paid a fee. Were this to have come about, it would have been very much like the early online-bulletin-board systems where strangers could come together and leave a message for any passing online wanderer. Instead, in the regulatory struggles of the twenties and thirties, the commercial networks won out.

    Corporate networks were supported by advertising, and what many progressives had envisaged as the ideal democratic forum began to seem more like Times Square, cluttered with ads for soap and coffee. Rather than elevating public opinion, advertisers pioneered techniques of manipulating it. Who else might be able to exploit such techniques? Many saw a link between the domestic on-air advertising boom and the rise of Fascist dictators like Hitler abroad.

    Today, when we speak about people’s relationship to the Internet, we tend to adopt the nonjudgmental language of computer science. Fake news was described as a “virus” spreading among users who have been “exposed” to online misinformation. The proposed solutions to the fake-news problem typically resemble antivirus programs: their aim is to identify and quarantine all the dangerous nonfacts throughout the Web before they can infect their prospective hosts. One venture capitalist, writing on the tech blog Venture Beat, imagined deploying artificial intelligence as a “media cop,” protecting users from malicious content. “Imagine a world where every article could be assessed based on its level of sound discourse,” he wrote. The vision here was of the news consumers of the future turning the discourse setting on their browser up to eleven and soaking in pure fact. It’s possible, though, that this approach comes with its own form of myopia. Neil Postman, writing a couple of decades ago, warned of a growing tendency to view people as computers, and a corresponding devaluation of the “singular human capacity to see things whole in all their psychic, emotional and moral dimensions.” A person does not process information the way a computer does, flipping a switch of “true” or “false.” One rarely cited Pew statistic shows that only four per cent of American Internet users trust social media “a lot,” which suggests a greater resilience against online misinformation than overheated editorials might lead us to expect. Most people seem to understand that their social-media streams represent a heady mixture of gossip, political activism, news, and entertainment. You might see this as a problem, but turning to Big Data-driven algorithms to fix it will only further entrench our reliance on code to tell us what is important about the world—which is what led to the problem in the first place. Plus, it doesn’t sound very fun.

    In recent times, Donald Trump supporters are the ones who have most effectively applied Grierson’s insight to the digital age. Young Trump enthusiasts turned Internet trolling into a potent political tool, deploying the “folk stuff” of the Web—memes, slang, the nihilistic humor of a certain subculture of Web-native gamer—to give a subversive, cyberpunk sheen to a movement that might otherwise look like a stale reactionary blend of white nationalism and anti-feminism. As crusaders against fake news push technology companies to “defend the truth,” they face a backlash from a conservative movement, retooled for the digital age, which sees claims for objectivity as a smoke screen for bias.

    For conservatives, the rise of online gatekeepers may be a blessing in disguise. Throwing the charge of “liberal media bias” against powerful institutions has always provided an energizing force for the conservative movement, as the historian Nicole Hemmer shows in her new book, “Messengers of the Right.” Instead of focussing on ideas, Hemmer focusses on the galvanizing struggle over the means of distributing those ideas. The first modern conservatives were members of the America First movement, who found their isolationist views marginalized in the lead-up to the Second World War and vowed to fight back by forming the first conservative media outlets. A “vague claim of exclusion” sharpened into a “powerful and effective ideological arrow in the conservative quiver,” Hemmer argues, through battles that conservative radio broadcasters had with the F.C.C. in the nineteen-fifties and sixties. Their main obstacle was the F.C.C.’s Fairness Doctrine, which sought to protect public discourse by requiring controversial opinions to be balanced by opposing viewpoints. Since attacks on the mid-century liberal consensus were inherently controversial, conservatives found themselves constantly in regulators’ sights. In 1961, a watershed moment occurred with the leak of a memo from labor leaders to the Kennedy Administration which suggested using the Fairness Doctrine to suppress right-wing viewpoints. To many conservatives, the memo proved the existence of the vast conspiracy they had long suspected. A fund-raising letter for a prominent conservative radio show railed against the doctrine, calling it “the most dastardly collateral attack on freedom of speech in the history of the country.” Thus was born the character of the persecuted truthteller standing up to a tyrannical government—a trope on which a billion-dollar conservative-media juggernaut has been built.

    The online tumult of the 2016 election fed into a growing suspicion of Silicon Valley’s dominance over the public sphere. Across the political spectrum, people have become less trusting of the Big Tech companies that govern most online political expression. Calls for civic responsibility on the part of Silicon Valley companies have replaced the hope that technological innovation alone might bring about a democratic revolution. Despite the focus on algorithms, A.I., filter bubbles, and Big Data, these questions are political as much as technical.

    Because net neutrality shelters start-ups — which can’t easily pay for fast-line access — from internet giants that can pay, the rules are just about the last bulwark against the complete corporate takeover of much of online life. When the rules go, the internet will still work, but it will look like and feel like something else altogether — a network in which business development deals, rather than innovation, determine what you experience, a network that feels much more like cable TV than the technological Wild West that gave you Napster and Netflix.

    If this sounds alarmist, consider that the state of digital competition is already pretty sorry. As I’ve argued regularly, much of the tech industry is at risk of getting swallowed by giants. Today’s internet is lousy with gatekeepers, tollbooths and monopolists.

    The five most valuable American companies — Amazon, Apple, Facebook, Google and Microsoft — control much of the online infrastructure, from app stores to operating systems to cloud storage to nearly all of the online ad business. A handful of broadband companies — AT&T, Charter, Comcast and Verizon, many of which are also aiming to become content companies, because why not — provide virtually all the internet connections to American homes and smartphones.

    Together these giants have carved the internet into a historically profitable system of fiefs. They have turned a network whose very promise was endless innovation into one stuck in mud, where every start-up is at the tender mercy of some of the largest corporations on the planet.

    This was not the way the internet was supposed to go. At its deepest technical level, the internet was designed to avoid the central points of control that now command it. The technical scheme arose from an even deeper philosophy. The designers of the internet understood that communications networks gain new powers through their end nodes — that is, through the new devices and services that plug into the network, rather than the computers that manage traffic on the network. This is known as the “end-to-end” principle of network design, and it basically explains why the internet led to so many more innovations than the centralized networks that came before it, such as the old telephone network.

    But if flexibility was the early internet’s promise, it was soon imperiled. In 2003, Tim Wu, a law professor now at Columbia Law School (he’s also a contributor to The New York Times), saw signs of impending corporate control over the growing internet. Broadband companies that were investing great sums to roll out faster and faster internet service to Americans were becoming wary of running an anything-goes network.

    To Mr. Wu, the broadband monopolies looked like a threat to the end-to-end idea that had powered the internet. In a legal journal, he outlined an idea for regulation to preserve the internet’s equal-opportunity design — and hence was born “net neutrality.”

    Though it has been through a barrage of legal challenges and resurrections, some form of net neutrality has been the governing regime on the internet since 2005. The new F.C.C. order would undo the idea completely; companies would be allowed to block or demand payment for certain traffic as they liked, as long as they disclosed the arrangements.

    But look, you might say: Despite the hand-wringing, the internet has kept on trucking. Start-ups are still getting funded and going public. Crazy new things still sometimes get invented and defy all expectations; Bitcoin, which is as Wild West as they come, just hit $10,000 on some exchanges.

    Well, O.K. But a vibrant network doesn’t die all at once. It takes time and neglect; it grows weaker by the day, but imperceptibly, so that one day we are living in a digital world controlled by giants and we come to regard the whole thing as normal.

    It’s not normal. It wasn’t always this way. The internet doesn’t have to be a corporate playground. That’s just the path we’ve chosen.

  • F.C.C. Chairman Pushes Sweeping Changes to Net Neutrality Rules - The New York Times

    The chairman, Ajit Pai, said high-speed internet service should no longer be treated like a public utility with strict rules, as it is now. The move would, in effect, largely leave the industry to police itself.

    The plan is Mr. Pai’s most forceful action in his race to roll back rules that govern telecommunications, cable and broadcasting companies, which he says are harmful to business. But he is certain to face a contentious battle with the consumers and tech companies that rallied around the existing rules, which are meant to prevent broadband providers like AT&T and Comcast from giving special treatment to any streaming videos, news sites and other content.

    The policy was the signature telecom regulation of the Obama era. It classified broadband as a common carrier service akin to phones, which are subject to strong government oversight. President Obama made an unusual public push for the reclassification in a video message that was widely shared and appeared to embolden the last F.C.C. chairman, Tom Wheeler, to make the change.

    The classification also led to the creation of broadband privacy rules in 2016 that made it harder to collect and sell browsing information and other user data. Last month, President Trump signed a bill overturning the broadband privacy regulations, which would have gone into effect at the end of the year.

    Last week, Mr. Pai went to Silicon Valley to meet with executives of tech companies like Facebook, Oracle, Cisco and Intel to solicit their support for revisions to the broadband rules. The Silicon Valley companies are divided on their views about the existing policy, with internet companies like Facebook supporting strong rules and hardware and chip makers open to Mr. Pai’s changes.

    The F.C.C.’s policing of broadband companies has drawn greater interest with recent proposals for big mergers, such as AT&T’s $85 billion bid for Time Warner, that create huge media conglomerates that distribute and own video content. Already, AT&T is giving mobile subscribers free streaming access to television content by DirecTV, which it owns. Consumer groups have complained that such practices, known as sponsored data, put rivals at a disadvantage and could help determine what news and information is most likely to reach consumers.

    About 800 tech start-ups and investors, organized by the Silicon Valley incubator Y Combinator and the San Francisco policy advocacy group Engine, protested the unwinding of net neutrality in a letter sent to Mr. Pai on Wednesday.

    “Without net neutrality, the incumbents who provide access to the internet would be able to pick winners or losers in the market,” they wrote in the letter.

    So far, Google and Netflix, the most vocal proponents of net neutrality in previous years, have not spoken individually about Mr. Pai’s proposal. Speaking through their trade group, the Internet Association, they said the broadband and net neutrality rules should stay intact.
    “Rolling back these rules or reducing the legal sustainability of the order will result in a worse internet for consumers and less innovation online,” Michael Beckerman, chief executive of the Internet Association, said in a statement.

    It was the first time the F.C.C. has passed such online protections. The agency made privacy rules for phones and cable television in the past, but high-speed internet providers, including AT&T and Verizon Communications, were not held to any privacy restrictions, even though those behemoth companies have arguably one of the most expansive views of the habits of web users.

    The passage of the rules deal a blow to telecommunications and cable companies like AT&T and Comcast, which rely on such user data to serve sophisticated targeted advertising. The fallout may affect AT&T’s $85.4 billion bid for Time Warner, which was announced last week, because one of the stated ambitions of the blockbuster deal was to combine resources to move more forcefully into targeted advertising.

    The F.C.C. rules also have their limits. Online ad juggernauts, including Google, Facebook and other web companies, are not subject to the new regulations. The F.C.C. does not have jurisdiction over web companies. Those companies are instead required to follow general consumer protection rules enforced by the Federal Trade Commission. That means Google does not have to explicitly ask people permission first to gather web browsing habits, for example.

    There is no question that Mr. Wheeler, who was chief executive of the National Cable Television Association for five years and the Cellular Telecommunications and Internet Association for 12 years before becoming a venture capitalist, understands the industry. The question is whether his long career representing the interests of telecommunications companies would make it hard for him to be an independent and fair regulator when consumers have few choices and pay high prices for cellphone, cable TV and broadband services.

    He was also a big “bundler” for Mr. Obama in the 2008 and 2012 campaigns, which means that he raised hundreds of thousands of dollars in campaign donations from relatives, friends and business associates. Political campaigns disclose their donors, but they are not required to disclose which of them were recruited by bundlers like Mr. Wheeler. Given his background, it is almost certain that he raised money from people whose companies he would regulate, creating potential conflicts of interest.
