      THE HAGUE, Netherlands — 10 April 2018 — Since the first reports of alleged use of chemical weapons in Douma, Syrian Arab Republic, were issued, the Organisation for the Prohibition of Chemical Weapons (OPCW) has been gathering information from all available sources and analysing it. At the same time, OPCW’s Director-General, Ambassador Ahmet Üzümcü, has considered the deployment of a Fact-Finding Mission (FFM) team to Douma to establish facts surrounding these allegations.

      Today, the OPCW Technical Secretariat has requested the Syrian Arab Republic to make the necessary arrangements for such a deployment. This has coincided with a request from the Syrian Arab Republic and the Russian Federation to investigate the allegations of chemical weapons use in Douma. The team is preparing to deploy to Syria shortly.

      Background

      Set up in 2014, the on-going mandate of the OPCW Fact Finding Mission (FFM) is “to establish facts surrounding allegations of the use of toxic chemicals, reportedly chlorine, for hostile purposes in the Syrian Arab Republic”. The OPCW cannot and will not release information about an on-going investigation. This policy exists to preserve the integrity of the investigatory process and its results as well as to ensure the safety and security of OPCW experts and personnel involved. All parties are asked to respect the confidentiality parameters required for a rigorous and unimpeded investigation.

      As the implementing body for the Chemical Weapons Convention, the OPCW oversees the global endeavour to permanently and verifiably eliminate chemical weapons. Since the Convention’s entry into force in 1997 – and with its 192 States Parties – it is the most successful disarmament treaty eliminating an entire class of weapons of mass destruction.

      Over ninety-six per cent of all chemical weapon stockpiles declared by possessor States have been destroyed under OPCW verification. For its extensive efforts in eliminating chemical weapons, the OPCW received the 2013 Nobel Prize for Peace.

    Physicians for Human Rights-Israel’s independent Fact-Finding Mission to Gaza in the wake of Operation Protective Edge

    Operation Protective Edge, launched by Israel in July 2014, raised serious questions about adherence to human rights standards and violations of international humanitarian law. As the conflict progressed, PHR-Israel commissioned a fact-finding mission by eight independent international medical experts, including Dr. Leaning. Aided by reputable Gaza-based human rights and medical organizations, the mission was the only independent international body granted permission from Israeli authorities to enter Gaza during the war. Its main findings are compiled in: "No Safe Place - Findings of an Independent Medical Fact-Finding Mission – Gaza 2014“. The report is based on testimonies from people injured in Gaza, analysis of photos, interviews with Palestinian medical professionals, and review of dozens of medical files. The delegation conducted three visits to Gaza and its members also met Israeli doctors who provided medical care to soldiers and residents of Southern Israel during the fighting.

    Physicians for Human Rights-Israel (PHR-Israel) is a non-profit, independent non-governmental organization that promotes equal application of the right to health in Israel and the occupied Palestinian territories. PHR-Israel’s focus on the right to health encompasses prerequisite conditions for health, such as freedom of movement, access to essential medical services, clean water, sanitation, nutrition, housing, education and employment opportunities. PHR-Israel supports efforts by members of the Israeli medical community to address human rights violations, including torture, and supports active implementation of the right to health in accord with international human rights treaties and principles of medical ethics. More than half of PHR-Israel’s 1500 members are medical professionals. Physicians for Human Rights-Israel is distinct from the US-based organization Physicians for Human Rights. Both organizations are members of the Steering Committee of the Safeguarding Health in Conflict Coalition and have partnered on other advocacy initiatives.

L’OIAC, qui avait été la cible fin mai d’une attaque par des rebelles, enquêtait sur des allégations d’attaques utilisant cet agent industriel. Bien que le rapport n’ait pas été rendu public, le représentant des États-Unis devant l’OIAC à La Haye en a cité plusieurs passages au cours d’une réunion. Les preuves rassemblées par l’équipe d’inspecteurs de l’OIAC étayent la conclusion selon laquelle « des agents chimiques toxiques, probablement des agents irritants pour les voies respiratoires, comme le chlore, ont été utilisés de manière systématique dans un certain nombre d’attaques ».

    Les accusations « ne peuvent être rejetées comme étant non connectées, aléatoires, ou d’une nature attribuable uniquement à des motifs politiques », selon le rapport. L’OIAC a indiqué dans un communiqué que les preuves rassemblées « accordent du crédit au point de vue selon lequel des agents chimiques toxiques, probablement des agents irritants pour les voies respiratoires, comme le chlore, ont été utilisés en Syrie ». Le représentant de la France a, lui, indiqué dans sa déclaration que le rapport « confirme qu’il y a bien eu emploi » de chlore en Syrie.

    Non-respect de l’accord

    Près de 8 % de l’arsenal d’armes chimiques est toujours en Syrie, a souligné l’OIAC, répétant que la Syrie allait manquer la date butoir du 30 juin pour la destruction de son stock d’agents chimiques. Les produits toxiques sont conditionnés et se trouvent sur un même site, mais ne peuvent être évacués pour des raisons de sécurité, arguent les autorités syriennes.

      The Director-General Ambassador Ahmet Üzümcü updated the OPCW Executive Council on developments related to the mission to eliminate Syrian chemical weapons. The OPCW-UN Joint Mission Special Coordinator, Ms Sigrid Kaag, also briefed delegates on progress in the work of the Joint Mission.

      The Director-General noted that ongoing delays in transporting the remaining 8% of chemicals mean that Syria will miss the target date of 30 June for the complete destruction of its chemical weapons programme. He called on Syrian authorities to redouble their efforts to complete the transportation of the remaining chemicals without further delay.

      Referring to progress in technical talks on the destruction of 12 chemical weapons production facilities (CWPF), the Director-General noted that Syria has agreed to the methodology for destroying hangars that were used as CWPFs. However, further work is needed regarding the underground structures.
       
      The Director-General noted that despite the grave incident which prevented the fact-finding mission (FFM) from conducting an important field visit, the team was able to prepare a preliminary report. The information that was available to the FFM lends credence to the view that toxic chemicals – most likely pulmonary irritating agents, such as chlorine – have been used in Syria. The FFM will continue its important work in gathering facts and bringing them to light.

      I commend the commitment and dedication of the team of OPCW and UN officials who courageously pressed on with the task that was assigned to them, despite the well-known risks,” said Ambassador Üzümcü.
