    The Obama administration had sought to reduce planet-warming greenhouse gas emissions under the Clean Power Plan by pushing utilities to switch away from coal and instead use natural gas or renewable energy to generate electricity. The Obama plan would also have what is known as a co-benefit: levels of fine particulate matter would fall.

    The Trump administration has moved to repeal the Obama-era plan and replace it with the Affordable Clean Energy rule, which would slightly improve the efficiency of coal plants. It would also allow older coal plants to remain in operation longer and result in an increase of particulate matter.

    PACIFIC BRAVO is currently reporting its destination as Indonesia, but the tanker was recently acquired by Bank of Kunlun, a financial institution that is owned by the Chinese state oil company CNPC. TankerTrackers.com believes China is the ultimate destination for the oil on board.

    PACIFIC BRAVO is the first major tanker to load Iranian crude after the Trump administration revoked waivers permitting the purchases by eight of Iran’s oil customers. The revocation of the waivers, which sent shockwaves through the global oil market, was a major escalation of Trump’s “maximum pressure” campaign on Iran.

    The purchase of Iranian oil in the absence of a waiver exposes the companies involved in the transaction—including the tanker operator, refinery customer, and bank—to possible designation by the U.S. Treasury Department, threatening the links these companies may maintain with the U.S. financial system.

    Bank of Kunlun has long been the financial institution at heart of China-Iran bilateral trade—a role for which the company was sanctioned during the Obama administration. Despite already being designated, Bank of Kunlun ceased its Iran-related activities in early May when the oil waivers were revoked. PACIFIC BRAVO’s moves point to a change in policy.

    China-Iran trade slowed dramatically after the reimposition of U.S. secondary sanctions in November, suggesting the Chinese government had chosen to subordinate its economic relations with Iran to the much more important issue of its ongoing trade negotiations with the United States. But these negotiations have since broken down. This week, President Trump announced plans to impose tariffs on a further $300 billion in Chinese imports in addition to punitive measures against Chinese telecommunications giant Huawei, which has been targeted in part for its alleged violations of Iran sanctions.

  • The Terrifying Potential of the 5G Network | The New Yorker

    Two words explain the difference between our current wireless networks and 5G: speed and latency. 5G—if you believe the hype—is expected to be up to a hundred times faster. (A two-hour movie could be downloaded in less than four seconds.) That speed will reduce, and possibly eliminate, the delay—the latency—between instructing a computer to perform a command and its execution. This, again, if you believe the hype, will lead to a whole new Internet of Things, where everything from toasters to dog collars to dialysis pumps to running shoes will be connected. Remote robotic surgery will be routine, the military will develop hypersonic weapons, and autonomous vehicles will cruise safely along smart highways. The claims are extravagant, and the stakes are high. One estimate projects that 5G will pump twelve trillion dollars into the global economy by 2035, and add twenty-two million new jobs in the United States alone. This 5G world, we are told, will usher in a fourth industrial revolution.

    A totally connected world will also be especially susceptible to cyberattacks. Even before the introduction of 5G networks, hackers have breached the control center of a municipal dam system, stopped an Internet-connected car as it travelled down an interstate, and sabotaged home appliances. Ransomware, malware, crypto-jacking, identity theft, and data breaches have become so common that more Americans are afraid of cybercrime than they are of becoming a victim of violent crime. Adding more devices to the online universe is destined to create more opportunities for disruption. “5G is not just for refrigerators,” Spalding said. “It’s farm implements, it’s airplanes, it’s all kinds of different things that can actually kill people or that allow someone to reach into the network and direct those things to do what they want them to do. It’s a completely different threat that we’ve never experienced before.”

    Spalding’s solution, he told me, was to build the 5G network from scratch, incorporating cyber defenses into its design.

    There are very good reasons to keep a company that appears to be beholden to a government with a documented history of industrial cyber espionage, international data theft, and domestic spying out of global digital networks. But banning Huawei hardware will not secure those networks. Even in the absence of Huawei equipment, systems still may rely on software developed in China, and software can be reprogrammed remotely by malicious actors. And every device connected to the fifth-generation Internet will likely remain susceptible to hacking. According to James Baker, the former F.B.I. general counsel who runs the national-security program at the R Street Institute, “There’s a concern that those devices that are connected to the 5G network are not going to be very secure from a cyber perspective. That presents a huge vulnerability for the system, because those devices can be turned into bots, for example, and you can have a massive botnet that can be used to attack different parts of the network.”

    This past January, Tom Wheeler, who was the F.C.C. chairman during the Obama Administration, published an Op-Ed in the New York Times titled “If 5G Is So Important, Why Isn’t It Secure?” The Trump Administration had walked away from security efforts begun during Wheeler’s tenure at the F.C.C.; most notably, in recent negotiations over international standards, the U.S. eliminated a requirement that the technical specifications of 5G include cyber defense. “For the first time in history,” Wheeler wrote, “cybersecurity was being required as a forethought in the design of a new network standard—until the Trump F.C.C. repealed it.” The agency also rejected the notion that companies building and running American digital networks were responsible for overseeing their security. This might have been expected, but the current F.C.C. does not consider cybersecurity to be a part of its domain, either. “I certainly did when we were in office,” Wheeler told me. “But the Republicans who were on the commission at that point in time, and are still there, one being the chairman, opposed those activities as being overly regulatory.”

    Opening up new spectrum is crucial to achieving the super-fast speeds promised by 5G. Most American carriers are planning to migrate their services to a higher part of the spectrum, where the bands are big and broad and allow for colossal rivers of data to flow through them. (Some carriers are also working with lower-spectrum frequencies, where the speeds will not be as fast but likely more reliable.) Until recently, these high-frequency bands, which are called millimetre waves, were not available for Internet transmission, but advances in antenna technology have made it possible, at least in theory. In practice, millimetre waves are finicky: they can only travel short distances—about a thousand feet—and are impeded by walls, foliage, human bodies, and, apparently, rain.

    Deploying millions of wireless relays so close to one another and, therefore, to our bodies has elicited its own concerns. Two years ago, a hundred and eighty scientists and doctors from thirty-six countries appealed to the European Union for a moratorium on 5G adoption until the effects of the expected increase in low-level radiation were studied. In February, Senator Richard Blumenthal, a Democrat from Connecticut, took both the F.C.C. and F.D.A. to task for pushing ahead with 5G without assessing its health risks. “We’re kind of flying blind here,” he concluded. A system built on millions of cell relays, antennas, and sensors also offers previously unthinkable surveillance potential. Telecom companies already sell location data to marketers, and law enforcement has used similar data to track protesters. 5G will catalogue exactly where someone has come from, where they are going, and what they are doing. “To give one made-up example,” Steve Bellovin, a computer-science professor at Columbia University, told the Wall Street Journal, “might a pollution sensor detect cigarette smoke or vaping, while a Bluetooth receiver picks up the identities of nearby phones? Insurance companies might be interested.” Paired with facial recognition and artificial intelligence, the data streams and location capabilities of 5G will make anonymity a historical artifact.

    To accommodate these limitations, 5G cellular relays will have to be installed inside buildings and on every city block, at least. Cell relays mounted on thirteen million utility poles, for example, will deliver 5G speeds to just over half of the American population, and cost around four hundred billion dollars to install. Rural communities will be out of luck—too many trees, too few people—despite the F.C.C.’s recently announced Rural Digital Opportunity Fund.

      In April, 2017, Pompeo, while still CIA chief, delivered a deranged speech proclaiming that “we have to recognize that we can no longer allow Assange and his colleagues the latitude to use free speech values against us.” He punctuated his speech with this threat: “To give them the space to crush us with misappropriated secrets is a perversion of what our great Constitution stands for. It ends now.”

      From the start, the Trump DOJ has made no secret of its desire to criminalize journalism generally. Early in the Trump administration, Sessions explicitly discussed the possibility of prosecuting journalists for publishing classified information. Trump and his key aides were open about how eager they were to build on, and escalate, the Obama administration’s progress in enabling journalism in the U.S. to be criminalized.

      Today’s arrest of Assange is clearly the culmination of a two-year effort by the U.S. government to coerce Ecuador — under its new and submissive president, Lenín Moreno — to withdraw the asylum protection it extended to Assange in 2012. Rescinding Assange’s asylum would enable the U.K. to arrest Assange on minor bail-jumping charges pending in London and, far more significantly, to rely on an extradition request from the U.S. government to send him to a country to which he has no connection (the U.S.) to stand trial relating to leaked documents.

      Indeed, the Trump administration’s motive here is clear. With Ecuador withdrawing its asylum protection and subserviently allowing the U.K. to enter its own embassy to arrest Assange, Assange faced no charges other than a minor bail-jumping charge in the U.K. (Sweden closed its sexual assault investigation not because they concluded Assange was innocent, but because they spent years unsuccessfully trying to extradite him). By indicting Assange and demanding his extradition, it ensures that Assange — once he serves his time in a London jail for bail-jumping — will be kept in a British prison for the full year or longer that it takes for the U.S. extradition request, which Assange will certainly contest, to wind its way through the British courts.

      The indictment tries to cast itself as charging Assange not with journalistic activities but with criminal hacking. But it is a thinly disguised pretext for prosecuting Assange for publishing the U.S. government’s secret documents while pretending to make it about something else.

      Whatever else is true about the indictment, substantial parts of the document explicitly characterize as criminal exactly the actions that journalists routinely engage in with their sources and thus, constitutes a dangerous attempt to criminalize investigative journalism.

      The indictment, for instance, places great emphasis on Assange’s alleged encouragement that Manning — after she already turned over hundreds of thousands of classified documents — try to get more documents for WikiLeaks to publish. The indictment claims that “discussions also reflect Assange actively encouraging Manning to provide more information. During an exchange, Manning told Assange that ‘after this upload, that’s all I really have got left.’ To which Assange replied, ‘curious eyes never run dry in my experience.’”

      But encouraging sources to obtain more information is something journalists do routinely. Indeed, it would be a breach of one’s journalistic duties not to ask vital sources with access to classified information if they could provide even more information so as to allow more complete reporting. If a source comes to a journalist with information, it is entirely common and expected that the journalist would reply: Can you also get me X, Y, and Z to complete the story or to make it better? As Edward Snowden said this morning, “Bob Woodward stated publicly he would have advised me to remain in place and act as a mole.”

      Investigative journalism in many, if not most, cases, entails a constant back and forth between journalist and source in which the journalist tries to induce the source to provide more classified information, even if doing so is illegal. To include such “encouragement” as part of a criminal indictment — as the Trump DOJ did today — is to criminalize the crux of investigative journalism itself, even if the indictment includes other activities you believe fall outside the scope of journalism.

      As Northwestern journalism professor Dan Kennedy explained in The Guardian in 2010 when denouncing as a press freedom threat the Obama DOJ’s attempts to indict Assange based on the theory that he did more than passively receive and publish documents — i.e., that he actively “colluded” with Manning:


      The problem is that there is no meaningful distinction to be made. How did the Guardian, equally, not “collude” with WikiLeaks in obtaining the cables? How did the New York Times not “collude” with the Guardian when the Guardian gave the Times a copy following Assange’s decision to cut the Times out of the latest document dump?

      For that matter, I don’t see how any news organisation can be said not to have colluded with a source when it receives leaked documents. Didn’t the Times collude with Daniel Ellsberg when it received the Pentagon Papers from him? Yes, there are differences. Ellsberg had finished making copies long before he began working with the Times, whereas Assange may have goaded Manning. But does that really matter?

      Most of the reports about the Assange indictment today have falsely suggested that the Trump DOJ discovered some sort of new evidence that proved Assange tried to help Manning hack through a password in order to use a different username to download documents. Aside from the fact that those attempts failed, none of this is new: As the last five paragraphs of this 2011 Politico story demonstrate, that Assange talked to Manning about ways to use a different username so as to avoid detection was part of Manning’s trial and was long known to the Obama DOJ when they decided not to prosecute.

      There are only two new events that explain today’s indictment of Assange: 1) The Trump administration from the start included authoritarian extremists such as Sessions and Pompeo who do not care in the slightest about press freedom and were determined to criminalize journalism against the U.S., and 2) With Ecuador about to withdraw its asylum protection, the U.S. government needed an excuse to prevent Assange from walking free.

      A technical analysis of the indictment’s claims similarly proves the charge against Assange to be a serious threat to First Amendment press liberties, primarily because it seeks to criminalize what is actually a journalist’s core duty: helping one’s source avoid detection. The indictment deceitfully seeks to cast Assange’s efforts to help Manning maintain her anonymity as some sort of sinister hacking attack.

      The Defense Department computer that Manning used to download the documents which she then furnished to WikiLeaks was likely running the Windows operating system. It had multiple user accounts on it, including an account to which Manning had legitimate access. Each account is protected by a password, and Windows computers store a file that contains a list of usernames and password “hashes,” or scrambled versions of the passwords. Only accounts designated as “administrator,” a designation Manning’s account lacked, have permission to access this file.

      The indictment suggests that Manning, in order to access this password file, powered off her computer and then powered it back on, this time booting to a CD running the Linux operating system. From within Linux, she allegedly accessed this file full of password hashes. The indictment alleges that Assange agreed to try to crack one of these password hashes, which, if successful, would recover the original password. With the original password, Manning would be able to log directly into that other user’s account, which — as the indictment puts it — “would have made it more difficult for investigators to identify Manning as the source of disclosures of classified information.”

      Assange appears to have been unsuccessful in cracking the password. The indictment alleges that “Assange indicated that he had been trying to crack the password by stating that he had ‘no luck so far.’”

      Thus, even if one accepts all of the indictment’s claims as true, Assange was not trying to hack into new document files to which Manning had no access, but rather trying to help Manning avoid detection as a source. For that reason, the precedent that this case would set would be a devastating blow to investigative journalists and press freedom everywhere.

      Journalists have an ethical obligation to take steps to protect their sources from retaliation, which sometimes includes granting them anonymity and employing technical measures to help ensure that their identity is not discovered. When journalists take source protection seriously, they strip metadata and redact information from documents before publishing them if that information could have been used to identify their source; they host cloud-based systems such as SecureDrop, now employed by dozens of major newsrooms around the world, that make it easier and safer for whistleblowers, who may be under surveillance, to send messages and classified documents to journalists without their employers knowing; and they use secure communication tools like Signal and set them to automatically delete messages.

      But today’s indictment of Assange seeks to criminalize exactly these types of source-protection efforts, as it states that “it was part of the conspiracy that Assange and Manning used a special folder on a cloud drop box of WikiLeaks to transmit classified records containing information related to the national defense of the United States.”

      The indictment, in numerous other passages, plainly conflates standard newsroom best practices with a criminal conspiracy. It states, for instance, that “it was part of the conspiracy that Assange and Manning used the ‘Jabber’ online chat service to collaborate on the acquisition and dissemination of the classified records, and to enter into the agreement to crack the password […].” There is no question that using Jabber, or any other encrypted messaging system, to communicate with sources and acquire documents with the intent to publish them, is a completely lawful and standard part of modern investigative journalism. Newsrooms across the world now use similar technologies to communicate securely with their sources and to help their sources avoid detection by the government.

      The indictment similarly alleges that “it was part of the conspiracy that Assange and Manning took measures to conceal Manning as the source of the disclosure of classified records to WikiLeaks, including by removing usernames from the disclosed information and deleting chat logs between Assange and Manning.”

    Visiting the USS Gerald R. Ford two years ago, U.S. President Donald Trump extolled the importance of an enlarged naval force featuring a dozen aircraft carriers—including the Ford, the most expensive ship ever built.

    Having 12 of these behemoths—sometimes accompanied by a half-dozen other ships—would send an international signal of U.S. resolve and restore the fleet to its post-Cold War size during the 1990s.

    The Pentagon’s latest budget proposal, however, seems to do the opposite.

    The Defense Department is seeking to—at least for now—shrink the carrier fleet, proposing that the USS Harry Truman be effectively decommissioned in 2024. This would mean that a multibillion-dollar, nuclear-powered super-carrier deployed in 2000 would be mothballed two decades before the end of its service life. 

    The Pentagon plan would skip the vessel’s $6.5 billion midlife nuclear refueling and overhaul to save funds for other military priorities. The Ford alone costs $13 billion.

    The proposal—which already faces congressional headwinds—would for a time leave the Navy with 10 carriers, one fewer than the congressionally mandated fleet size. Senator James Inhofe, an Oklahoma Republican and chairman of the Armed Services Committee, signaled last week that he opposes the plan. “I’m a little disturbed by the idea,” he said.

    Patrick Shanahan, the acting U.S. secretary of defense, said the decision “represents some of the strategic choices we made in this year’s budget.

    Being forced to choose, however, may prompt Congress to simply find more money to rehabilitate the Truman and move forward with an existing deal to buy a second and third Ford-class carrier. A similar quandary during the Obama administration was resolved this way. Indeed, there’s some question as to whether the Truman proposal is simply a feint: The Navy’s new 30-year shipbuilding plan has a section called “Navy The Nation Needs,” which includes 12 carriers as part of a desired 355-vessel fleet.

  • Democrats’ ‘smart border’ technology is not a ‘humane’ alternative to Trump’s wall

    In response to President Trump’s demand for $5.7 billion for a physical barrier along the U.S.-Mexico border, and his threat to shut down the government again on Feb. 15 if Congress doesn’t provide it, Democratic Congressional leaders are promoting an alternative they refer to as a “smart border.” This is essentially an expansion of existing technologies like remote sensors, integrated fixed-towers, #drones and other #surveillance assets.

    On Jan. 29, Rep. James Clyburn (D-S.C.), the third-ranking Democrat in the House, wrote an op-ed in The Hill arguing that this kind of “smart border” is preferable to a physical wall because it will “create a technological barrier too high to climb over, too wide to go around, and too deep to burrow under,” resulting in an “effective, efficient and humane” alternative to Trump’s border wall. Meanwhile, the “opening offer” announced on Jan. 31 by the Democrats in bipartisan budget negotiations included $400 million for this “smart border” surveillance package.

    In a recent peer-reviewed article in the Journal of Borderlands Studies, we raised fundamental questions about these kinds of “smart border” technologies, including their humanitarian implications. Using geospatial modeling and statistical analysis, we show how previous “high-tech” border solutions failed to deliver on their operational objectives; instead of preventing unauthorized crossing, the surveillance network simply shifted migration routes into much more difficult and remote terrain, with a measurable impact on the geography of migrant deaths in the southern Arizona desert.

    From 2006 to 2011 the United States appropriated $3.7 billion for the SBInet system, intended as a high-tech network of ground sensors connected to integrated fixed towers mounted with infrared, high-resolution cameras and motion-detecting ground radar. Experimentally deployed southwest of Tucson, Arizona, the surveillance network aimed to provide the Border Patrol “complete situational awareness” through the real-time, automated integration of multiple sources of surveillance data.

    The outcomes delivered by the SBInet program fell well short of these aspirations, however. In 2010 the Government Accountability Office concluded that the Department of Homeland Security had “yet to identify expected benefits from the [program], whether quantitative or qualitative.” After continuous operational shortcomings and delays, in 2011 the Obama administration quietly canceled the program.

    Simultaneously, the area where SBInet was deployed has become a “land of open graves,” according to anthropologist and 2017 MacArthur “genius grant” recipient Jason De León. From 2006 to 2011, at least 1,267 people died in southern Arizona attempting to cross the border. A significant majority of these deaths were the outcome of exposure to the elements: dehydration, hyperthermia and exhaustion. Meanwhile, during this same period the rate of death (the number of deaths / 100,000 Border Patrol apprehensions) skyrocketed, nearly tripling between 2008 and 2011 alone.

    These deaths are the result of many factors. But our research shows that significant among these has been the expansion of border surveillance technology. Using Geographic Information Science, we analyzed the mapped location of human remains pre- and post-SBInet. We then plotted the visual range of the SBInet system using publicly-available information on the location of the towers and the operational reach of their various components.

    Next, we created a model using variables like vegetation, slope and terrain to measure the physiological difficulty associated with pedestrian transit along different routes of travel. We found a meaningful and measurable shift in the location of human remains toward routes of travel outside the visual range of the SBInet system, routes that simultaneously required much greater physical exertion, thus increasing peoples’ vulnerability to injury, isolation, dehydration, hyperthermia and exhaustion.

    Our research findings show that in addition to its monetary cost and its questionable operational efficacy, the “smart border” technology presently being promoted by the Democratic congressional leadership contributes to deadly outcomes.

    Based on these findings there is a need to reconsider the premise that surveillance technology and infrastructure can provide a “humane” alternative to Trump’s border wall (a proposal we also consider to be wasteful and destructive). Instead, we’d like to see a shift in U.S. border policy that genuinely prioritizes the protection of human life, regardless of a person’s citizenship or immigration status.

    This kind of shift, of course, would require reforms not just to the Border Patrol and its enforcement strategy, but to U.S. immigration policy overall, allowing people to seek safety or reunite with family and loved ones without risking their lives crossing through the desert.

  • The Real Wall Isn’t at the Border. It’s everywhere, and we’re fighting against the wrong one.

    President Trump wants $5.7 billion to build a wall at the southern border of the United States. Nancy Pelosi thinks a wall is “immoral.” The fight over these slats or barriers or bricks shut down the government for more than a month and may do so again if Mr. Trump isn’t satisfied with the way negotiations unfold over the next three weeks.

    But let’s be clear: This is a disagreement about symbolism, not policy. Liberals object less to aggressive border security than to the wall’s xenophobic imagery, while the administration openly revels in its political incorrectness. And when this particular episode is over, we’ll still have been fighting about the wrong thing. It’s true that immigrants will keep trying to cross into the United States and that global migration will almost certainly increase in the coming years as climate change makes parts of the planet uninhabitable. But technology and globalization are complicating the idea of what a border is and where it stands.

    Not long from now, it won’t make sense to think of the border as a line, a wall or even any kind of imposing vertical structure. Tearing down, or refusing to fund, border walls won’t get anyone very far in the broader pursuit of global justice. The borders of the future won’t be as easy to spot, build or demolish as the wall that Mr. Trump is proposing. That’s because they aren’t just going up around countries — they’re going up around us. And they’re taking away our freedom.

    In “The Jungle,” a play about a refugee camp in Calais, France, a Kurdish smuggler named Ali explains that his profession is not responsible for the large numbers of migrants making the dangerous journeys to Europe by sea. “Once, I was the only way a man could ever dream of arriving on your shore,” the smuggler says. But today, migrants can plan out the journeys using their phones. “It is not about this border. It’s the border in here,” Ali says, pointing to his head — “and that is gone, now.”

    President Trump is obsessed with his border wall because technology has freed us from the walls in our heads.

    For people with means and passports, it’s easy to plot exotic itineraries in a flash and book flights with just a glance at a screen. Social feeds are an endless stream of old faces in new places: a carefree colleague feeding elephants in Thailand; a smug college classmate on a “babymoon” in Tahiti; that awful ex hanging off a cliff in Switzerland; a friend’s parents enjoying retirement in New Zealand.

    Likewise, a young person in Sana, Yemen, or Guatemala City might see a sister in Toronto, a neighbor in Phoenix, an aunt in London or a teacher in Berlin, and think that he, too, could start anew. Foreign places are real. Another country is possible.

    If you zoom out enough in Google Earth, you’ll see the lines between nations begin to disappear. Eventually, you’ll be left staring at a unified blue planet. You might even experience a hint of what astronauts have called the “overview effect”: the sense that we are all on “Spaceship Earth,” together. “From space I saw Earth — indescribably beautiful with the scars of national boundaries gone,” recalled Muhammed Faris, a Syrian astronaut, after his 1987 mission to space. In 2012, Mr. Faris fled war-torn Syria for Turkey.

    One’s freedom of movement used to be largely determined by one’s citizenship, national origin and finances. That’s still the case — but increasingly, people are being categorized not just by the color of their passports or their ability to pay for tickets but also by where they’ve been and what they’ve said in the past.

    This is what is happening on that front already:

    A 2017 executive order barred people from seven countries, including five with Muslim majorities, from entering the country. An older rule put in place during the Obama administration compelled anyone who’d even just visited seven blacklisted nations to obtain additional clearance before traveling to the United States. Even as the Trump administration’s policy has met with legal challenges, it means that the barrier to entering the United States, for many, begins with their data and passport stamps, and is thousands of miles away from this country.

    The Trump administration would also like to make it harder for immigrants who’ve received public assistance to obtain citizenship or permanent residence by redefining what it means to be a “public charge.” If the administration succeeds, it will have moved the border into immigrants’ living rooms, schools and hospital beds.

    The walls of the future go beyond one administration’s policies, though. They are growing up all around us, being built by global technology companies that allow for constant surveillance, data harvesting and the alarming collection of biometric information. In 2017, the United States announced it would be storing the social media profiles of immigrants in their permanent file, ostensibly to prevent Twitter-happy terrorists from slipping in. For years, Customs and Border Protection agents have asked travelers about their social media, too.

    The Electronic Frontier Foundation has said these practices can “chill and deter the free speech and association of immigrants to the United States, as well as the U.S. persons who communicate with them.” In other words, it’s no longer enough to have been born in the right place, at the right time, to the right parents. The trail of bread crumbs you leave could limit your movements.

    It’s possible to get a glimpse of where a digital border might lead from China. Look at its continuing experiment with social-credit scoring, where a slip of the tongue or an unpaid debt could one day jeopardize someone’s ability to board a train or apply for a job. When your keystrokes and text messages become embedded in your legal identity, you create a wall around yourself without meaning to.

    The Berkeley political theorist Wendy Brown diagnoses the tendency to throw up walls as a classic symptom of a nation-state’s looming impotence in the face of globalization — the flashy sports car of what she calls a “waning sovereignty.” In a recent interview for The Nation, Professor Brown told me that walls fulfill a desire for greater sovereign control in times when the concept of “bounded territory itself is in crisis.” They are signifiers of a “loss of a national ‘we’ and national control — all the things we’ve seen erupt in a huge way.”

    Walls are a response to deep existential anxiety, and even if the walls come down, or fail to be built in brick and stone, the world will guarantee us little in the way of freedom, fairness or equality. It makes more sense to think of modern borders as overlapping and concentric circles that change size, shape and texture depending on who — or what — is trying to pass through.

    It’s far too easy to imagine a situation where our freedom of movement still depends entirely on what has happened to us in the past and what kind of information we’re willing to give up in return. Consider the expedited screening process of the Global Entry Program for traveling to the United States. It’s a shortcut — reserved for people who can get it — that doesn’t do away with borders. It just makes them easier to cross, and therefore less visible.

    That serves the modern nation-state very well. Because in the end, what are borders supposed to protect us from? The answer used to be other states, empires or sovereigns. But today, relatively few land borders exist to physically fend off a neighboring power, and countries even cooperate to police the borders they share. Modern borders exist to control something else: the movement of people. They control us.

    Those are the walls we should be fighting over.

    The vulnerable regimes in early 2011 were in the American camp, a coincidence that the Syrian president, Bashar al-­Assad, interpreted as proof that the Arab Spring was a repudiation of American tutelage. As Russia’s and Iran’s only Arab ally, he foresaw no challenge to his throne. An omen in the unlikely guise of an incident at an open-­air market in the old city of Damascus, in February 2011, should have changed his mind. One policeman ordered a motorist to stop at an intersection, while another officer told him to drive on. “The poor guy got conflicting instructions, and did what I would have done and stopped,” recalled the US ambassador to Syria, Robert Ford, who had only just arrived in the country. The second policeman dragged the driver out of his car and thrashed him. “A crowd gathered, and all of a sudden it took off,” Ford said. “No violence, but it was big enough that the interior minister himself went down to the market and told people to go home.” Ford reported to Washington, “This is the first big demonstration that we know of. And it tells us that this tinder is dry.”

    The next month, the security police astride the Jordanian border in the dusty southern town of Daraa ignited the tinder by torturing children who had scrawled anti-­Assad graffiti on walls. Their families, proud Sunni tribespeople, appealed for justice, then called for reform of the regime, and finally demanded its removal. Rallies swelled by the day. Ford cabled Washington that the government was using live ammunition to quell the demonstrations. He noted that the protesters were not entirely peaceful: “There was a little bit of violence from the demonstrators in Daraa. They burned the Syriatel office.” (Syriatel is the cell phone company of Rami Makhlouf, Assad’s cousin, who epitomized for many Syrians the ruling elite’s corruption.) “And they burned a court building, but they didn’t kill anybody.” Funerals of protesters produced more demonstrations and thus more funerals. The Obama Administration, though, was preoccupied with Egypt, where Hosni Mubarak had resigned in February, and with the NATO bombing campaign in Libya to support the Libyan insurgents who would depose and murder Muammar Qaddafi in October.

    Ambassador Ford detected a turn in the Syrian uprising that would define part of its character: “The first really serious violence on the opposition side was up on the coast around Baniyas, where a bus was stopped and soldiers were hauled off the bus. If you were Alawite, you were shot. If you were Sunni, they let you go.” At demonstrations, some activists chanted the slogan, “Alawites to the grave, and Christians to Beirut.” A sectarian element wanted to remove Assad, not because he was a dictator but because he belonged to the Alawite minority sect that Sunni fundamentalists regard as heretical. Washington neglected to factor that into its early calculations.

    Phil Gordon, the assistant secretary of state for European affairs before becoming Obama’s White House coordinator for the Middle East, told me, “I think the initial attitude in Syria was seen through that prism of what was happening in the other countries, which was, in fact, leaders—the public rising up against their leaders and in some cases actually getting rid of them, and in Tunisia, and Yemen, and Libya, with our help.”

    Ambassador Ford said he counseled Syria’s activists to remain non­violent and urged both sides to negotiate. Demonstrations became weekly events, starting after Friday’s noon prayer as men left the mosques, and spreading north to Homs and Hama. Ford and some embassy staffers, including the military attaché, drove to Hama, with government permission, one Thursday evening in July. To his surprise, Ford said, “We were welcomed like heroes by the opposition people. We had a simple message—no violence. There were no burned buildings. There was a general strike going on, and the opposition people had control of the streets. They had all kinds of checkpoints. Largely, the government had pulled out.”

    Bassam Barabandi, a diplomat who defected in Washington to establish a Syrian exile organization, People Demand Change, thought that Ford had made two errors: his appearance in Hama raised hopes for direct intervention that was not forthcoming, and he was accompanied by a military attaché. “So, at that time, the big question for Damascus wasn’t Ford,” Barabandi told me in his spartan Washington office. “It was the military attaché. Why did this guy go with Ford?” The Syrian regime had a long-standing fear of American intelligence interference, dating to the CIA-­assisted overthrow in 1949 of the elected parliamentary government and several attempted coups d’état afterward. The presence in Hama of an ambassador with his military attaché allowed the Assad regime to paint its opponents as pawns of a hostile foreign power.

      President Trump says trade talks between the United States and China have been, “going very well.” The United States put $250 billion worth of tariffs on Chinese goods last year, to counter what it considers unfair trade practices and theft of U.S. technology.

      But there are no indications the United States, the United Nations, or any government is prepared to use any economic or diplomatic leverage to oppose China locking up between 800,000 and 2 million Uighurs, Kazakhs and other Chinese Muslims into internment camps in the western Xinjiang region.

      The camps are in remote locations — closed to the world — and ringed with barbed wire. But they have been photographed by satellite. The Chinese government calls them “re-education centers,” a phrase that carries a sinister history from the murderous purges of Mao Zedong’s Cultural Revolution.

      The people in the camps are forced to denounce their faith and pledge loyalty to the Communist Party. According to multiple reports, a number of people in the camps have also been tortured.

      As Sophie Richardson, China director at Human Rights Watch, told The Independent, “If any other government in the world was locking up a million Muslims I think we can reasonably expect to have seen demands for a debate at the U.N. Security Council or an international investigation. That’s generally unlikely to happen with China.”

      There were calls in the U.S. Congress last fall for the Trump administration to consider sanctions against China for what Secretary of State Mike Pompeo denounced as “awful abuses.”

      But China is America’s largest creditor: it holds more than a trillion dollars in U.S. Treasury securities. Look down at whatever you’re wearing, carrying, riding in or working on right now. American businesses get rich relying on Chinese workers who earn low wages to produce our clothing, mobile phones, building materials, and dazzling new tech devices.

      The Trump administration imposed tariffs on China over unfair trade practices. But it has offered no more than a few rhetorical flourishes over human rights crimes. Neither did the Obama administration, or the European Union.

      And Muslim countries — including Saudi Arabia and Iran — have been similarly, conspicuously, silent. China invests heavily, and strategically in their nations too.

      Sometimes, the price of human rights just cannot compete.

    Jon Temin, who worked for the State Department’s Policy Planning Staff during the final years of the Obama administration, has been highly critical of the Obama administration’s choices. In a recent report published by the U.S. Holocaust Memorial Museum, Temin argued that some of the worst violence could have been avoided if the Obama administration had implemented an arms embargo early in the conflict and refrained from siding so consistently with President Kiir.

    “The United States, at multiple stages, failed to step back and broadly reassess policy,” Temin reported.

    More recently, the Trump administration has started paying some attention. The White House has posted statements to its website criticizing South Sudanese leaders and threatening to withhold assistance. Administration officials coordinated a recent vote at the United Nations Security Council to finally impose an arms embargo on the country.

    In other ways, however, the Trump administration has continued many of the policies of the Obama administration. It has not called much attention to the crisis. With the exception of the arms embargo, which could always be evaded with more winks to Uganda, it has done very little to step back, reassess policy, and change course.

    The United States could “lose leverage” in South Sudan “if it becomes antagonistic toward the government,” U.S. diplomat Gordon Buay warned earlier this year.

    On both sides of the Atlantic, a loose network of activists and political figures on the right have spent years seeking to cast Mr. Soros not just as a well-heeled political opponent but also as the personification of all they detest. Employing barely coded anti-Semitism, they have built a warped portrayal of him as the mastermind of a “globalist” movement, a left-wing radical who would undermine the established order and a proponent of diluting the white, Christian nature of their societies through immigration.

    In the process, they have pushed their version of Mr. Soros, 88, from the dark corners of the internet and talk radio to the very center of the political debate.

    “He’s a banker, he’s Jewish, he gives to Democrats — he’s sort of a perfect storm for vilification by the right, here and in Europe,” said Michael H. Posner, a human rights lawyer and former State Department official in the Obama administration.

    Mr. Soros has given his main group, the Open Society Foundations, $32 billion for what it calls democracy-building efforts in the United States and around the world. In addition, in the United States, Mr. Soros has personally contributed more than $75 million over the years to federal candidates and committees, according to Federal Election Commission and Internal Revenue Service records.

    That qualifies him as one of the top disclosed donors to American political campaigns in the modern campaign finance era, and it does not include the many millions more he has donated to political nonprofit groups that do not disclose their donors.

    By contrast, the network of conservative donors led by the billionaire industrialist brothers Charles G. and David H. Koch, who have been similarly attacked by some on the American left, has spent about $2 billion over the past decade on political and public policy advocacy.❞

    The closing advertisement for Mr. Trump’s 2016 campaign featured Mr. Soros — as well as Janet L. Yellen, the chairwoman of the Federal Reserve at the time, and Lloyd Blankfein, the chief executive of Goldman Sachs, both of whom are Jewish — as examples of “global special interests” who enriched themselves on the backs of working Americans.

    If anything, Mr. Soros has been elevated by Mr. Trump and his allies to even greater prominence in the narrative they have constructed for the closing weeks of the 2018 midterm elections. They have projected on to him key roles in both the threat they say is posed by the Central Americans making their way toward the United States border and what they characterized as Democratic “mobs” protesting the nomination of Brett M. Kavanaugh to the Supreme Court.

    The National Republican Congressional Committee ran an ad in October in Minnesota suggesting that Mr. Soros, who is depicted sitting behind a pile of cash, “bankrolls” everything from “prima donna athletes protesting our anthem” to “left-wing mobs paid to riot in the streets.” The ad links Mr. Soros to a local congressional candidate who worked at a think tank that has received funding from the Open Society Foundations.

    Even after the authorities arrested a fervent Trump supporter and accused him of sending the pipe bombs to Mr. Soros and other critics, Republicans did not back away. The president grinned on Friday when supporters at the White House responded to his attacks on Democrats and “globalists” by chanting, “Lock ’em up,” and yelling, “George Soros.”

    His death is key to understanding the political forces that helped turn the Middle East from a region of hope seven years ago to one of brutal repression and slaughter today.

    The mind plays strange tricks sometimes, especially after a tragedy. When I sat down to write this story about the Saudi regime’s homicidal obsession with the Muslim Brotherhood, the first person I thought I’d call was Jamal Khashoggi. For more than 20 years I phoned him or met with him, even smoked the occasional water pipe with him, as I looked for a better understanding of his country, its people, its leaders, and the Middle East. We often disagreed, but he almost always gave me fresh insights into the major figures of the region, starting with Osama bin Laden in the 1990s, and the political trends, especially the explosion of hope that was called the Arab Spring in 2011. He would be just the man to talk to about the Saudis and the Muslim Brotherhood, because he knew both sides of that bitter relationship so well.

    And then, of course, I realized that Jamal is dead, murdered precisely because he knew too much.

    Although the stories keep changing, there is now no doubt that 33-year-old Saudi Crown Prince Mohammed bin Salman, the power in front of his decrepit father’s throne, had put out word to his minions that he wanted Khashoggi silenced, and the hit-team allegedly understood that as “wanted dead or alive.” But the [petro]buck stops with MBS, as bin Salman’s called. He’s responsible for a gruesome murder just as Henry II was responsible for the murder of Thomas Becket when he said, “Who will rid me of that meddlesome priest?” In this case, a meddlesome journalist.

    We now know that a few minor players will pay. Some of them might even be executed by Saudi headsmen (one already was reported killed in a car crash). But experience also tells us the spotlight of world attention will shift. Arms sales will go ahead. And the death of Washington Post columnist Jamal Khashoggi risks becoming just one more entry in the annals of intensifying, murderous repression of journalists who are branded the “enemy of the people” by Donald Trump and various two-bit tyrants around the world.

    There is more to Khashoggi’s murder than the question of press freedom, however. His death holds the key to understanding the political forces that have helped turn the Middle East from a region of hope seven years ago to one of brutal repression and ongoing slaughter today. Which brings us back to the question of the Saudis’ fear and hatred of the Muslim Brotherhood, the regional rivalries of those who support it and those who oppose it, and the game of thrones in the House of Saud itself. Khashoggi was not central to any of those conflicts, but his career implicated him, fatally, in all of them.

    The Muslim Brotherhood is not a benign political organization, but neither is it Terror Incorporated. It was created in the 1920s and developed in the 1930s and ‘40s as an Islamic alternative to the secular fascist and communist ideologies that dominated revolutionary anti-colonial movements at the time. From those other political organizations the Brotherhood learned the values of a tight structure, party discipline, and secrecy, with a public face devoted to conventional political activity—when possible—and a clandestine branch that resorted to violence if that appeared useful.

    In the novel Sugar Street, Nobel Prize-winning author Naguib Mahfouz sketched a vivid portrait of a Brotherhood activist spouting the group’s political credo in Egypt during World War II. “Islam is a creed, a way of worship, a nation and a nationality, a religion, a state, a form of spirituality, a Holy Book, and a sword,” says the Brotherhood preacher. “Let us prepare for a prolonged struggle. Our mission is not to Egypt alone but to all Muslims worldwide. It will not be successful until Egypt and all other Islamic nations have accepted these Quranic principles in common. We shall not put our weapons away until the Quran has become a constitution for all Believers.”

    For several decades after World War II, the Brotherhood’s movement was eclipsed by Arab nationalism, which became the dominant political current in the region, and secular dictators moved to crush the organization. But the movement found support among the increasingly embattled monarchies of the Gulf, including and especially Saudi Arabia, where the rule of the king is based on his custodianship of Mecca and Medina, the two holiest sites in Islam. At the height of the Cold War, monarchies saw the Brotherhood as a helpful antidote to the threat of communist-led or Soviet-allied movements and ideologies.

    By the 1980s, several of the region’s rulers were using the Brotherhood as a tool to weaken or destroy secular opposition. Egypt’s Anwar Sadat courted them, then moved against them, and paid with his life in 1981, murdered by members of a group originally tied to the Brotherhood. Sadat’s successor, Hosni Mubarak, then spent three decades in power manipulating the Brotherhood as an opposition force, outlawing the party as such, but allowing its known members to run for office in the toothless legislature, where they formed a significant bloc and did a lot of talking.

    Jordan’s King Hussein played a similar game, but went further, giving clandestine support to members of the Brotherhood waging a covert war against Syrian tyrant Hafez al-Assad—a rebellion largely destroyed in 1982 when Assad’s brother killed tens of thousands of people in the Brotherhood stronghold of Hama.

    Even Israel got in on the action, initially giving Hamas, the Brotherhood branch among the Palestinians, tacit support as opposition to the left-leaning Palestine Liberation Organization (although PLO Chairman Yasser Arafat once identified with the Brotherhood himself).

    The Saudi royals, too, thought the Brotherhood could be bought off and manipulated for their own ends. “Over the years the relationship between the Saudis and the Brotherhood ebbed and flowed,” says Lorenzo Vidino, an expert on extremism at George Washington University and one of the foremost scholars in the U.S. studying the Brotherhood’s history and activities.

    Over the decades factions of the Brotherhood, like communists and fascists before them, “adapted to individual environments,” says Vidino. In different countries it took on different characteristics. Thus Hamas, or its military wing, is easily labeled as terrorist by most definitions, while Ennahda in Tunisia, which used to be called terrorist by the ousted Ben Ali regime, has behaved as a responsible political party in a complex democratic environment. To the extent that Jamal Khashoggi identified with the Brotherhood, that was the current he espoused. But democracy, precisely, is what Mohammed bin Salman fears.

    Vidino traces the Saudis’ intense hostility toward the Brotherhood to the uprisings that swept through much of the Arab world in 2011. “The Saudis together with the Emiratis saw it as a threat to their own power,” says Vidino.

    Other regimes in the region thought they could use the Brotherhood to extend their influence. First among these was the powerful government in Turkey of Recep Tayyip Erdogan, who has such longstanding ties to the Islamist movement that some scholars refer to his elected government as “Brotherhood 2.0.” Also hoping to ride the Brotherhood wave was tiny, ultra-rich Qatar, whose leaders had used their vast natural gas wealth and their popular satellite television channel, Al Jazeera, to project themselves on the world stage and, they hoped, buy some protection from their aggressive Saudi neighbors. As one senior Qatari official told me back in 2013, “The future of Qatar is soft power.” After 2011, Jazeera’s Arabic channel frequently appeared to propagandize in the Brotherhood’s favor as much as, say, Fox News does in Trump’s.

    Egypt, the most populous country in the Arab world, and the birthplace of the Brotherhood, became a test case. Although Jamal Khashoggi often identified the organization with the idealistic hopes of the peaceful popular uprising that brought down the Mubarak dynasty, in fact the Egyptian Brotherhood had not taken part. Its leaders had a modus vivendi they understood with Mubarak, and it was unclear what the idealists in Tahrir Square, or the military tolerating them, might do.

    After the dictator fell and elections were called, however, the Brotherhood made its move, using its party organization and discipline, as well as its perennial slogan, “Islam is the solution,” to put its man Mohamed Morsi in the presidential palace and its people in complete control of the government. Or so it thought.

    In Syria, meanwhile, the Brotherhood believed it could and should lead the popular uprising against the Assad dynasty. That had been its role 30 years earlier, and it had paid mightily.

    For more than a year, it looked like the Brotherhood’s various branches might sweep to power across the unsettled Arab world, and the Obama administration, for want of serious alternatives, was inclined to go with the flow.

    But then the Saudis struck back.

    In the summer of 2013, Gen. Abdel Fattah al-Sissi, the commander of the Egyptian armed forces, led a military coup with substantial popular support against the conspicuously inept Brotherhood government, which had proved quickly that Islam was not really the “solution” for much of anything.

    Al-Sissi had once been the Egyptian military attaché in Riyadh, where he had many connections, and the Saudis quickly poured money into Egypt to shore up his new regime. At the same time, he declared the Muslim Brotherhood a terrorist organization, and launched a campaign of ruthless repression. Within weeks of the coup, the Egyptian military attacked two camps of Brotherhood protesters and slaughtered hundreds.

    In Syria, the efforts to organize a credible political opposition to President Bashar al-Assad proved virtually impossible as the Qataris and Turks backed the Brotherhood while the Saudis continued their vehement opposition. But that does not mean that Riyadh supported moderate secular forces. Far from it. The Saudis still wanted to play a major role bringing down the Syrian regime allied to another arch enemy, the government of Iran. So the Saudis put their weight behind ultra-conservative Salafis, thinking they might be easier to control than the Muslim Brothers.

    Riyadh is “okay with quietist Salafism,” says Vidino. But the Salafis’ religious extremism quickly shaded over into the thinking of groups like the al Qaeda spinoff called the Nusra Front. Amid all the infighting, little progress was made against Assad, and there to exploit the chaos was the so-called Islamic State (which Assad partially supported in its early days).

    Then, in January 2015, at the height of all this regional turmoil, the aged and infirm Salman bin Abdelaziz ascended to the throne of Saudi Arabia. His son, Mohammed bin Salman, began taking into his own hands virtually all the reins of power, making bold decisions about reforming the Saudi economy, taking small measures to give the impression he might liberalize society—and moving to intimidate or otherwise neutralize anyone who might challenge his power.

    Saudi Arabia is a country named after one family, the al Saud, and while there is nothing remotely democratic about the government, within the family itself with its thousands of princes there traditionally has been an effort to find consensus. Every king up to now has been a son of the nation’s founder, Abdelaziz ibn Saud, and thus a brother or half brother of the other kings.

    When Salman took over, he finally named successors from the next generation. His nephew Mohammed bin Nayef, then 57 and well known for his role fighting terrorism, became crown prince. His son, Mohammed bin Salman, became deputy crown prince. But bin Nayef’s position between the king and his favorite son clearly was untenable. As one Saudi close to the royals put it: “Between the onion and the skin there is only the stink.”

    Bin Nayef was pushed out in 2017. The New York Times reported that during an end-of-Ramadan gathering at the palace he “was told he was going to meet the king and was led into another room, where royal court officials took away his phones and pressured him to give up his posts as crown prince and interior minister. … At first, he refused. But as the night wore on, the prince, a diabetic who suffers from the effects of a 2009 assassination attempt by a suicide bomber, grew tired.” Royal court officials meanwhile called around to other princes saying bin Nayef had a drug problem and was unfit to be king.

    Similar pressure was brought to bear on many of the richest and most powerful princes in the kingdom, locked up in the Ritz Carlton hotel in 2017, ostensibly as part of an extra-legal fight against corruption. They were forced to give allegiance to MBS at the same time they were giving up a lot of their money.

    That pattern of coerced allegiance is what the Saudis now admit they wanted from Jamal Khashoggi. He was no prince, but he had been closely associated in the past with the sons of the late King Faisal, particularly Turki al-Faisal, who was for many years the head of the Saudi intelligence apparatus and subsequently served as ambassador to the United Kingdom, then the United States.

    Although Turki always denied he had ambitions to be king, his name often was mentioned in the past as a contender. Thus far he seems to have weathered the rule of MBS, but given the record of the crown prince anyone close to the Al Faisal branch of the family, like Khashoggi, would be in a potentially perilous position.

    Barbara Bodine is a former U.S. ambassador to Yemen, which has suffered mightily since MBS launched a brutal proxy war there against Iran. Both MBS and Trump have declared the regime in Tehran enemy number one in the region. But MBS botched the Yemen operation from the start. It was dubbed “Decisive Storm” when it began in 2015, and was supposed to last only a few weeks, but the war continues to this day. Starvation and disease have spread through Yemen, creating one of the world’s greatest humanitarian disasters. And for the moment, in one of those developments that makes the Middle East so rich in ironies, in Yemen the Saudis are allied with a branch of the Muslim Brotherhood.

    “What drives MBS is a ruthless effort toward total control domestically and regionally; he is Putin of the Desert,” says Bodine. “He has basically broken the back of the princelings, the religious establishment and the business elite, brought all ministries and agencies of power under his sole control (’I alone can fix it’), and jailed, killed or put under house arrest activists and any and all potential as well as real opposition (including his mother).”

    In 2017, MBS and his backers in the Emirates accused Qatar of supporting “terrorism,” issuing a set of demands that included shutting down Al Jazeera. The Saudis closed off the border and looked for other ways, including military options, to put pressure on the poor little rich country that plays so many angles it has managed to be supportive of the Brotherhood and cozy with Iran while hosting an enormous U.S. military base.

    “It was Qatar’s independent streak—not just who they supported but that they had a foreign policy divorced from the dictates of Riyadh,” says Bodine. “The basic problem is that both the Brotherhood and Iran offer competing Islam-based governing structures that challenge the Saudi model.”

    “Jamal’s basic sin,” says Bodine,“was he was a credible insider, not a fire-breathing radical. He wrote and spoke in English for an American audience via credible mainstream media and was well regarded and highly visible within the Washington chattering classes. He was accessible, moderate and operated within the West. He challenged not the core structure of the Kingdom but the legitimacy of the current rulers, especially MBS.”

    “I do think the game plan was to make him disappear and I suspect the end game was always to make him dead,” said Bodine in a long and thoughtful email. “If he was simply jailed within Saudi there would have been a drumbeat of pressure for his release. Dead—there is certainly a short term cost, whether more than anticipated or longer than anticipated we don’t know yet, but the world will move on. Jamal will become a footnote, a talking point perhaps, but not a crusade. The dismembered body? No funeral. Taking out Jamal also sends a powerful signal to any dissident that there is no place safe.”

    For Israel, this sordid episode raises the prospects that the anchor of the new Middle East realities it has sought to promote - an Israeli-Sunni Arab coalition, under a U.S. umbrella, to check Iran and Sunni jihadists - cannot be counted upon.
    And Israel must be careful how it plays its hand. There will, without question, be a U.S. response to Khashoggi’s murder, even if it is resisted by the Trump administration. It will not lead to a total dismantlement of the U.S.-Saudi alliance, but Congressional and public revulsion will have its price.

    The price could include significant restrictions on arms sales that had been contemplated. It is already leading key U.S. investors to distance themselves from the major development projects MBS has promoted. At a minimum, there will be no replay of the warm, PR-friendly visit by MBS to multiple U.S. cities last March, no more lionizing of him in the American press as a reformer who will reshape the Middle East.
    Israel, which has a clear interest in keeping Saudi Arabia in the fold of U.S. allies to maximize the strategic alignment on Iran, will need to avoid becoming MBS’s lobbyist in Washington. Israel’s coordination with its partners in the region is still necessary and desirable. Simple realpolitik requires it. But there is a new risk of reputational damage from a close association with Saudi Arabia. 
    It won’t be easy for Israel to navigate these waters, as the Washington foreign policy establishment has quickly splintered into anti-Iran and anti-Saudi camps. The idea that the United States should equally oppose Iranian and Saudi brutality toward their peoples, and not let MBS’s crimes lead to a lessening of pressure on Iran over its malign regional activities, is in danger of being lost.
    For Israelis, that may be the biggest blow in the fallout of Khashoggi’s murder. MBS, in his obsession with silencing his critics, has actually undermined the attempt to build an international consensus to pressure Iran.
    The damage is broad. Trump may be an outlier. But what Member of Congress, what European leader, would be willing to sit with MBS for a consultation on Iran now?
    That is the greatest evidence of MBS’s strategic blindness, and the damage will likely persist as long as he rules the kingdom.

  • New Satellite Imagery Shows Growth in Detention Camps for Children

    A satellite image taken on September 13, 2018, shows substantial growth in the tent city the US government is using to detain migrant children located in the desert in #Tornillo, #Texas.

    The tent city was originally used to house children separated from parents this summer, when the Trump administration was aggressively prosecuting parents traveling with children for illegal entry to the US. The US Department of Health and Human Services has stated that the new growth in the number of tents is necessary in order to house children who may cross the border on their own, unaccompanied by family members.

    The image from September 13, 2018 shows that since June 19th, the date of a previous satellite image, the number of tent shelters has nearly quadrupled, from 28 to 101 tents. At a reported capacity of 20 children per tent, the tent city can currently house 2,020 children, which is only half of the government’s stated goal of 3,800 beds at the Tornillo facility. In addition to the completed tents, there are numerous tents that can be seen currently under construction as well as several larger buildings that have recently been built.

    “Children should not be detained, since locking up kids harms their health and development,” said Alison Parker, US managing director of Human Rights Watch. “There are safe and viable alternatives to detaining children that the US government should put to use immediately.”

    • *The Ongoing, Avoidable Horror of the Trump

      Administration’s Texas Tent Camp for Migrant Kids*
      The detention camp for migrant kids in Tornillo, Texas, was supposed to be gone by now. Set up as a temporary “emergency influx shelter” in June, when the government was running out of places to put the kids it was tearing from parents at the border, the camp, located in the desert forty miles southeast of El Paso, was originally scheduled to close on July 13th. But the government kept pushing back the deadline, in thirty-day increments, until recently disclosing that the facility will remain open at least through the end of the year.

      The Times put the camp back in the news this week, reporting that the facility’s capacity was also recently increased, so that it could accommodate up to thirty-eight hundred kids—some ten times as many kids as it was housing in June. “[T]he intent is to use these temporary facilities only as long as needed,” Evelyn Stauffer, a spokesperson for the Department of Health and Human Services, which oversees the facility, told the Times. From the start at Tornillo, though, “as needed” has been less about outside forces than about the Administration’s own decisions and goals. The government has discussed Tornillo as if it’s a necessary response to a crisis “when it’s not a crisis,” Bob Carey, a former H.H.S. official, told me on Monday. Carey ran the Office of Refugee Resettlement, the branch of H.H.S. responsible for the care of migrant kids, during the final two years of the Obama Administration. Tornillo was, and is, “a consequence of the actions of the Administration,” he said.

      President Trump put a halt to family separations in June, in response to the enormous public outcry and the humanitarian disaster that the policy produced. Yet, while public attention moved on, the number of kids in government custody has only gone up. As the Times reported, there are now more than thirteen thousand migrant kids in government facilities, five times more than a year ago, and those kids are spending an average of fifty-nine days in custody, twice as long as a year ago. While Tornillo was set up to make room for kids who had been taken from parents, most of the kids there now crossed the border alone. This isn’t a new problem—large numbers of kids crossed the borders by themselves in the last years of the Obama Administration. In response, O.R.R. used “emergency influx shelters,” with the idea to dismantle them as soon as demand waned. The goal was to place the kids with relatives or other sponsors around the country. “These facilities, none of them were intended as long-term care facilities,” Carey said. The Tornillo camp, for instance, doesn’t offer any systemized schooling to the kids there.

      Recently, this work of processing kids out of government custody has begun to slow significantly. That’s reflected in the longer amount of time that the kids are spending in government facilities. “They’re treating these kids like criminals,” another Obama-era H.H.S. official told me. “That comes at a significant cost to the kids, to their mental health.” Part of the issue is that the government has given potential sponsors, who are often undocumented themselves, a real reason to fear coming forward to claim the kids. In June, as the Times reported, “federal authorities announced that potential sponsors and other adult members of their households would have to submit fingerprints, and that the data would be shared with immigration authorities.” Immigration and Customs Enforcement has acknowledged arresting dozens of people who came forward to be sponsors. With the way the numbers are trending, it’s hard to see how the need for the tent camp at Tornillo will end.

  • C.I.A. Drone Mission, Curtailed by Obama, Is Expanded in Africa Under Trump

    The C.I.A. is poised to conduct secret drone strikes against Qaeda and Islamic State insurgents from a newly expanded air base deep in the Sahara, making aggressive use of powers that were scaled back during the Obama administration and restored by President Trump.

    Late in his presidency, Barack Obama sought to put the military in charge of drone attacks after a backlash arose over a series of highly visible strikes, some of which killed civilians. The move was intended, in part, to bring greater transparency to attacks that the United States often refused to acknowledge its role in.

    But now the C.I.A. is broadening its drone operations, moving aircraft to northeastern Niger to hunt Islamist militants in southern Libya. The expansion adds to the agency’s limited covert missions in eastern Afghanistan for strikes in Pakistan, and in southern Saudi Arabia for attacks in Yemen.

    Nigerien and American officials said the C.I.A. had been flying drones on surveillance missions for several months from a corner of a small commercial airport in Dirkou. Satellite imagery shows that the airport has grown significantly since February to include a new taxiway, walls and security posts.

    One American official said the drones had not yet been used in lethal missions, but would almost certainly be in the near future, given the growing threat in southern Libya. The official spoke on the condition of anonymity to discuss the secretive operations.

    A C.I.A. spokesman, Timothy Barrett, declined to comment. A Defense Department spokeswoman, Maj. Sheryll Klinkel, said the military had maintained a base at the Dirkou airfield for several months but did not fly drone missions from there.

    The drones take off from Dirkou at night — typically between 10 p.m. and 4 a.m. — buzzing in the clear, starlit desert sky. A New York Times reporter saw the gray aircraft — about the size of Predator drones, which are 27 feet long — flying at least three times over six days in early August. Unlike small passenger planes that land occasionally at the airport, the drones have no blinking lights signaling their presence.

    “All I know is they’re American,” Niger’s interior minister, Mohamed Bazoum, said in an interview. He offered few other details about the drones.

    Dirkou’s mayor, Boubakar Jerome, said the drones had helped improve the town’s security. “It’s always good. If people see things like that, they’ll be scared,” Mr. Jerome said.

    Mr. Obama had curtailed the C.I.A.’s lethal role by limiting its drone flights, notably in Yemen. Some strikes in Pakistan and elsewhere that accidentally killed civilians, stirring outrage among foreign diplomats and military officials, were shielded because of the C.I.A.’s secrecy.

    As part of the shift, the Pentagon was given the unambiguous lead for such operations. The move sought, in part, to end an often awkward charade in which the United States would not concede its responsibility for strikes that were abundantly covered by news organizations and tallied by watchdog groups. However, the C.I.A. program was not fully shut down worldwide, as the agency and its supporters in Congress balked.

    The drone policy was changed last year, after Mike Pompeo, the C.I.A. director at the time, made a forceful case to President Trump that the agency’s broader counterterrorism efforts were being needlessly constrained. The Dirkou base was already up and running by the time Mr. Pompeo stepped down as head of the C.I.A. in April to become Mr. Trump’s secretary of state.

    The Pentagon’s Africa Command has carried out five drone strikes against Qaeda and Islamic State militants in Libya this year, including one two weeks ago. The military launches its MQ-9 Reaper drones from bases in Sicily and in Niamey, Niger’s capital, 800 miles southwest of Dirkou.

    But the C.I.A. base is hundreds of miles closer to southwestern Libya, a notorious haven for Al Qaeda and other extremist groups that also operate in the Sahel region of Niger, Chad, Mali and Algeria. It is also closer to southern Libya than a new $110 million drone base in Agadez, Niger, 350 miles west of Dirkou, where the Pentagon plans to operate armed Reaper drone missions by early next year.

    Another American official said the C.I.A. began setting up the base in January to improve surveillance of the region, partly in response to an ambush last fall in another part of Niger that killed four American troops. The Dirkou airfield was labeled a United States Air Force base as a cover, said the official, who spoke on the condition of anonymity to discuss confidential operational matters.

    The C.I.A. operation in Dirkou is burdened by few, if any, of the political sensitivities that the United States military confronts at its locations, said one former American official involved with the project.

    Even so, security analysts said, it is not clear why the United States needs both military and C.I.A. drone operations in the same general vicinity to combat insurgents in Libya. France also flies Reaper drones from Niamey, but only on unarmed reconnaissance missions.

    “I would be surprised that the C.I.A. would open its own base,” said Bill Roggio, editor of the Foundation for Defense of Democracies’ Long War Journal, which tracks military strikes against militant groups.

    Despite American denials, a Nigerien security official said he had concluded that the C.I.A. launched an armed drone from the Dirkou base to strike a target in Ubari, in southern Libya, on July 25. The Nigerien security official spoke on the condition of anonymity to discuss the classified program.

    A spokesman for the Africa Command, Maj. Karl Wiest, said the military did not carry out the Ubari strike.

    #Ubari is in the same region where the American military in March launched its first-ever drone attack against Qaeda militants in southern Libya. It is at the intersection of the powerful criminal and jihadist currents that have washed across Libya in recent years. Roughly equidistant from Libya’s borders with Niger, Chad and Algeria, the area’s seminomadic residents are heavily involved in the smuggling of weapons, drugs and migrants through the lawless deserts of southern Libya.

    Some of the residents have allied with Islamist militias, including Al Qaeda in the Islamic Maghreb, which operates across Algeria, Mali, Niger and Libya.

    Dirkou, in northeast Niger, is an oasis town of a few thousand people in the open desert, bordered by a small mountain range. For centuries, it has been a key transit point for travelers crossing the Sahara. It helped facilitate the rise of Islam in West Africa in the 9th century, and welcomed salt caravans from the neighboring town of Bilma.

    The town has a handful of narrow, sandy roads. Small trees dot the horizon. Date and neem trees line the streets, providing shelter for people escaping the oppressive midday heat. There is a small market, where goods for sale include spaghetti imported from Libya. Gasoline is also imported from Libya and is cheaper than elsewhere in the country.

    The drones based in Dirkou are loud, and their humming and buzzing drowns out the bleats of goats and crows of roosters.

    “It stops me from sleeping,” said Ajimi Koddo, 45, a former migrant smuggler. “They need to go. They go in our village, and it annoys us too much.”

    Satellite imagery shows that construction started in February on a new compound at the Dirkou airstrip. Since then, the facility has been extended to include a larger paved taxiway and a clamshell tent connected to the airstrip — all features that are consistent with the deployment of small aircraft, possibly drones.

    Five defensive positions were set up around the airport, and there appear to be new security gates and checkpoints both to the compound and the broader airport.

    It’s not the first time that Washington has eyed with interest Dirkou’s tiny base. In the late 1980s, the United States spent $3.2 million renovating the airstrip in an effort to bolster Niger’s government against Col. Muammar el-Qaddafi, then the leader of Libya.

    Compared with other parts of Africa, the C.I.A.’s presence in the continent’s northwest is relatively light, according to a former State Department official who served in the region. In this part of Niger, the C.I.A. is also providing training and sharing intelligence, according to a Nigerien military intelligence document reviewed by The Times.

    The Nigerien security official said about a dozen American Green Berets were stationed earlier this year in #Dirkou — in a base separate from the C.I.A.’s — to train a special counterterrorism battalion of local forces. Those trainers left about three months ago, the official said.

    It is unlikely that they will return anytime soon. The Pentagon is considering withdrawing nearly all American commandos from Niger in the wake of the deadly October ambush that killed four United States soldiers.

Selon un responsable américain anonyme interrogé par ce journal, les drones déployés à Dirkou n’avaient « pas encore été utilisés dans des missions meurtrières, mais qu’ils le seraient certainement dans un proche avenir, compte tenu de la menace croissante qui pèse sur le sud de la Libye. » Or, d’après les renseignements recueillis par l’IVERIS, ces assertions sont fausses, la CIA a déjà mené des opérations à partir de cette base.       D’après le journaliste du NYT, qui s’est rendu sur place, les drones présents à Dirkou ressembleraient à des Predator, des aéronefs d’ancienne génération qui ont un rayon d’action de 1250 km. Il serait assez étonnant que l’agence de Langley soit équipée de vieux modèles alors que l’US Air Force dispose à Niamey et bientôt à Agadez des derniers modèles MQ-9 Reaper, qui, eux, volent sur une distance de 1850 km. A partir de cette base, la CIA dispose donc d’un terrain de tir étendu qui va de la Libye, au sud de l’Algérie, en passant par le Tchad, jusqu’au centre du Mali, au Nord du Burkina et du Nigéria…

      Selon deux sources militaires de pays d’Afrique de l’Ouest, ces drones ont déjà réalisé des frappes à partir de la base de Dirkou. Ces bombardements ont eu lieu en Libye. Il paraît important de préciser que le chaos existant dans ce pays depuis la guerre de 2011, ne rend pas ces frappes plus légales. Par ailleurs, ces mêmes sources suspectent la CIA d’utiliser Dirkou comme une prison secrète « si des drones peuvent se poser des avions aussi. Rien ne les empêche de transporter des terroristes de Libye exfiltrés. Dirkou un Guantanamo bis ? »

      En outre, il n’est pas impossible que ces drones tueurs aient été en action dans d’autres Etats limitrophes. Qui peut le savoir ? « Cette base est irrégulière, illégale, la CIA peut faire absolument tout ce qu’elle veut là-bas » rapporte un officier. De plus, comment faire la différence entre un MQ-9 Reaper de la CIA ou encore un de l’US Air Force, qui, elle, a obtenu l’autorisation d’armer ses drones (1). Encore que…

      En novembre 2017, le président Mahamadou Issoufou a autorisé les drones de l’US Air Force basés à Niamey, à frapper leurs cibles sur le territoire nigérien (2). Mais pour que cet agrément soit légal, il aurait fallu qu’il soit présenté devant le parlement, ce qui n’a pas été le cas. Même s’il l’avait été, d’une part, il le serait seulement pour l’armée US et pas pour la CIA, d’autre part, il ne serait valable que sur le sol nigérien et pas sur les territoires des pays voisins…

      Pour rappel, cette autorisation a été accordée à peine un mois après les événements de Tongo Tongo, où neuf militaires avaient été tués, cinq soldats nigériens et quatre américains. Cette autorisation est souvent présentée comme la conséquence de cette attaque. Or, les pourparlers ont eu lieu bien avant. En effet, l’AFRICOM a planifié la construction de la base de drone d’Agadez, la seconde la plus importante de l’US Air Force en Afrique après Djibouti, dès 2016, sous le mandat de Barack Obama. Une nouvelle preuve que la politique africaine du Pentagone n’a pas changée avec l’arrivée de Donald Trump (3-4-5).

      Les USA seuls maîtres à bord dans le Sahel

      Dès lors, le véto catégorique des Etats-Unis de placer la force G5 Sahel sous chapitre VII se comprend mieux. Il s’agit de mener une guerre non-officielle sans mandat international des Nations-Unies et sans se soucier du droit international. Ce n’était donc pas utile qu’Emmanuel Macron, fer de lance du G5, force qui aurait permis à l’opération Barkhane de sortir du bourbier dans lequel elle se trouve, plaide à de nombreuses reprises cette cause auprès de Donald Trump. Tous les présidents du G5 Sahel s’y sont essayés également, en vain. Ils ont fini par comprendre, quatre chefs d’Etats ont boudé la dernière Assemblée générale des Nations Unies. Seul, le Président malien, Ibrahim Boubacar Keïta, est monté à la tribune pour réitérer la demande de mise sous chapitre VII, unique solution pour que cette force obtienne un financement pérenne. Alors qu’en décembre 2017, Emmanuel Macron y croyait encore dur comme fer et exigeait des victoires au premier semestre 2018, faute de budget, le G5 Sahel n’est toujours pas opérationnel ! (6-7) Néanmoins, la Chine a promis de le soutenir financièrement. Magnanime, le secrétaire d’Etat à la défense, Jim Mattis a lui assuré à son homologue, Florence Parly, que les Etats-Unis apporteraient à la force conjointe une aide très significativement augmentée. Mais toujours pas de chapitre VII en vue... Ainsi, l’administration Trump joue coup double. Non seulement elle ne s’embarrasse pas avec le Conseil de Sécurité et le droit international mais sous couvert de lutte antiterroriste, elle incruste ses bottes dans ce qui est, (ce qui fut ?), la zone d’influence française.

      Cerise sur le gâteau, en août dernier le patron de l’AFRICOM, le général Thomas D. Waldhauser, a annoncé une réduction drastique de ses troupes en Afrique (9). Les sociétés militaires privées, dont celle d’Erik Prince, anciennement Blackwater, ont bien compris le message et sont dans les starting-blocks prêtes à s’installer au Sahel (10).

    The Trump administration on Thursday eased safety rules on offshore oil and gas production put in place after the deadly 2010 BP Plc #Deepwater_Horizon disaster, as part of its effort to slash regulations and boost the energy industry.

    The Interior Department revised the 2016 oil and gas production safety systems rule, part of a series of regulations the Obama administration enacted on offshore drilling and production after the drilling well disaster that killed 11 oil rig workers, led to the worst environmental disaster in U.S. history and cost BP about $65 billion.

    The final rule will appear in the federal register as soon as Friday, according to a document seen by Reuters.

    It eliminates or changes some safety standards for when a well is producing oil or gas, such as requiring that independent third parties certify devices. Other changes involve when operators have to notify the government about beginning oil and gas production and what they have to report about equipment failures.

    Kirkpatrick quotes Leon Panetta, at the time the head of the CIA, who says the new Egyptian strongman, General Abdel Fattah el-Sisi, recognized that the American threats were bluffs partly because Sisi was confident the Israel lobby would protect the Egyptian military. 

    The [U.S.] Congress knew that in a part of the world where Israel does not have a lot of friends, it does not make a heck of a lot of sense to kick Egypt in the ass, because they are one of the few players in that area that are a friend to Israel.

    Israel was not the only reason the U.S. betrayed democracy in Egypt. America’s other allies in the region, Saudi Arabia and the Gulf oil kingdoms, also preferred military rule there. Senior U.S. commanders, like Generals James Mattis and Michael Flynn, had personal ties to Sisi and other Egyptian top brass. Kirkpatrick also notes that Hillary Clinton “saw the generals as a source of stability.” But remove Israel from the equation and it is more likely that the minority of moderates in the Obama administration, which included Obama himself, might have prevailed.

    President Trump boasts that he has reversed American policies across the Middle East. Where his predecessor hoped to win hearts and minds, Mr. Trump champions the axiom that brute force is the only response to extremism — whether in Iran, Syria, Yemen or the Palestinian territories. He has embraced the hawks of the region, in Israel and the Persian Gulf, as his chief guides and allies.

    But in many ways, this hard-line approach began to take hold under President Barack Obama, when those same regional allies backed the 2013 military ouster of Egypt’s first elected president, Mohamed Morsi of the Muslim Brotherhood.

    That coup was a watershed moment for the region, snuffing out dreams of democracy while emboldening both autocrats and jihadists. And American policy pivoted, too, empowering those inside the administration “who say you just have to crush these guys,” said Andrew Miller, who oversaw Egypt for the National Security Council under Mr. Obama, and who is now with the Project on Middle East Democracy. Some of the coup’s most vocal American advocates went on to top roles in the Trump administration, including Secretary of Defense James Mattis and Michael Flynn, Mr. Trump’s first national security adviser.

    One afternoon in the spring of 2015, a senior State Department official named Frank Lowenstein paged through a government briefing book and noticed a map that he had never seen before. Lowenstein was the Obama Administration’s special envoy on Israeli-Palestinian negotiations, a position that exposed him to hundreds of maps of the West Bank. (One adorned his State Department office.)

    Typically, those maps made Jewish settlements and outposts look tiny compared to the areas where the Palestinians lived. The new map in the briefing book was different. It showed large swaths of territory that were off limits to Palestinian development and filled in space between the settlements and the outposts. At that moment, Lowenstein told me, he saw “the forest for the trees”—not only were Palestinian population centers cut off from one another but there was virtually no way to squeeze a viable Palestinian state into the areas that remained. Lowenstein’s team did the math. When the settlement zones, the illegal outposts, and the other areas off limits to Palestinian development were consolidated, they covered almost sixty per cent of the West Bank.

    Lowenstein showed the small map to Secretary of State John Kerry and said, “Look what’s really going on here.” Kerry brought the map to his next meeting with President Obama. The map was too small for everyone in the Situation Room to see, so Lowenstein had a series of larger maps made. The information was then verified by U.S. intelligence agencies. Obama’s Presidency was winding down, but Lowenstein figured that he could use the time left to raise awareness about what the Israelis were doing. “One day, everyone’s going to wake up and go, ‘Wait a minute, we’ve got to stop this to at least have the possibility of a two-state solution,’ ” Lowenstein said.

    The State Department presentation, which was prepared in 2015 and updated in 2016, showed examples of what the State Department identified as “Palestinian incitement” and maps depicting Israel’s settlement growth in the West Bank. One of the maps was titled “What a One State Reality Looks Like,” and included a bullet point that read, “In the combined areas of Israel, Jerusalem, the West Bank and the Gaza Strip, Jews no longer represent the majority.” (Israeli officials have said that the number of Jews and Arabs is at or near parity.)

    A report published Tuesday by the American Civil Liberties Union (ACLU) details the systematic brutalization of unaccompanied immigrant children captured by Customs and Border Protection (CBP) from 2009 to 2014 at the US-Mexican border. Under the Obama administration, methods employed against these youth echoed those practiced by the CIA and US occupation forces at black site torture centers and Iraq’s Abu Ghraib prison.

    According to the report, “CBP officials regularly use force on children when such force is not objectively reasonable or necessary.” One agent told a 16-year-old he would “fuck him up” and then “threw him down and smashed his head into the ground with his boot.” Agents ran over another child in a truck and refused him treatment for a broken leg. Agents hit a 15-year-old with a thorny branch, smacked a child over the head with a metal flashlight, threw another child’s head against a rock and used Taser guns on children “for amusement.”
