  • Bahrain debacle marks crash of Trump team’s campaign to diss Palestinians into submission

    Kushner’s Peace for Prosperity includes Utopian projects funded by non-existent money as part of peace deal that won’t happen

    The unveiling of the U.S. administration’s long-awaited production of Peace for Prosperity, premiering in Bahrain on Tuesday, garnered mixed reviews, to say the least. Barak Ravid of Axios and Israel’s Channel 13 described it as “impressive, detailed and ambitious – perhaps overly ambitious.” Former U.S. Ambassador to Israel and Egypt Dan Kurtzer offered a slightly different take: “I would give this so-called plan a C- from an undergraduate student. The authors of the plan clearly understand nothing,” he said.

    The plan, released in a colorful pamphlet on the eve of the Bahrain economic summit, is being portrayed by the White House as a vision of the bountiful “fruits of peace” that Palestinians might reap once they reach a peace agreement with Israel. Critics describe it as an amateurish pie-in-the-sky, shoot-for-the-moon, everything-but-the-kitchen-sink hodgepodge that promises projects that cannot be implemented, funded by money that does not exist and contingent on a peace deal that will never happen.

    But the main problem with Peace for Prosperity isn’t its outlandishly unrealistic proposals – such as the $5 billion superhighway between the West Bank and Gaza, which Israel will never agree to; or its occasional condescending and Orientalist attitude towards Palestinian society - their great hummus could attract millions of tourists; or even its offer to manage and foster Palestinian institutions and civil society in a way that can be viewed either as implicit state-building or as imposing foreign control on a future Palestinian government.

    The Palestinians would have been suspicious in any case, even if Jimmy Carter or Barack Obama were President. They have always been wary of the term “economic peace”, especially when detached from the real nitty-gritty of resolving their dispute with Israel. Nonetheless, if the President was anyone other than Trump, Palestinian leader Mahmoud Abbas would have more or less emulated Benjamin Netanyahu’s reaction: Somber nodding of the head, then a non-committal reaction to Peace for Prosperity, followed by effusive but general praise for our lord and savior Donald Trump. Israelis and Palestinians would have attended the Bahrain conference, while doing their best to suppress their inner guffaws.

    If it was anyone by Trump and his peace team - which often doubles as Netanyahu’s cheerleading squad – the Palestinians might have allowed themselves to believe that A. A comprehensive peace plan isn’t just a mirage and is indeed forthcoming. B. The deal won’t be tilted so far in favor of Israel that it will be declared stillborn on arrival and C. That it isn’t a ruse meant to cast Palestinians as congenital rejectionists and to pave the way for an Israeli annexation of “parts of the West Bank”, as Ambassador David Friedman put it when he pronounced Trump’s imperial edict conceding territory to Israel, which even Palestinian minimalists claim as their own, in advance of any actual talks.

    But because the plan bears Trump’s signature, it was received in most world capitals with shrugs, as yet another manifestation of the U.S. administration’s preposterous handling of foreign policy – see North Korea, Europe, Mexico, Venezuela et al. Israel, of course, didn’t miss the opportunity to regurgitate the cliché about the Palestinians “never missing an opportunity to miss an opportunity”.

    For Palestinians and their supporters, however, Kushner’s bid was but the latest in the Trump team’s never-ending stream of slights, slanders and slaps in their collective faces. In Palestinian eyes, the economic bonanza isn’t a CBM – confidence building measure – but a con job and insult rolled into one. It dangles dollars in front of Palestinian noses, implying they can be bought, and it sets up a chain of events at the end of which Jason Greenblatt will inevitably accuse them on Twitter of being hysterical and dishonest while praising Netanyahu’s bold leadership and pioneering vision. They’ve been there, and done that.

    This has been the Trump approach from the outset: Uncontained admiration for Israel and its leader coupled with unhidden disdain for Palestinian leaders and contempt for their “unrealistic” dreams. Trump’s peace team swears by Israel’s security needs as if they were part of the bible or U.S. Constitution; the ongoing 52-year military occupation of millions of Palestinians, on the other hand, seems to have escaped their attention.

    For the first ten months of Trump’s tenure, the Palestinians put up with his administration’s unequivocal pledges of allegiance to Israel as well as the White House’s departure from past custom and continuing refusal to criticize any of its actions – not to mention the appointment of a peace team comprised exclusively of right-wing Netanyahu groupies, which Palestinians initially thought was surely a practical joke.

    Trump’s announcement in December 2017 that he would recognize Jerusalem as Israel’s capital and move the U.S. embassy there was both game-changer and deal-breaker as far as the Palestinians were concerned. While Netanyahu and most of Israel were celebrating Donald the Daring and the long-awaited recognition of their eternal capital, Palestinians realized they were facing a President radically different from any of his predecessors - one willing to break the rules in Israel’s favor and to grant his bestie Bibi tangible victories, before, during and after elections - without asking for anything in return.

    The Palestinians have boycotted the Trump administration ever since, embarrassing Friedman, Greenblatt, Kushner and ultimately Trump in the process. They, in response, have increasingly vented their anger and frustrations at the Palestinians, and not just in words and Tweets alone: The administration shut down the PLO’s office in Washington, declared Jerusalem “off the table” and indicated that the refugee issue should follow it, cut aid to UNRWA and is endeavoring to dismantle it altogether and slashed assistance to Palestinian humanitarian organizations.

    In March 2018, in a move strongly supported by Israel and vigorously endorsed by Evangelicals and other right wing supporters, Trump signed the Congressionally approved Taylor Force Act that prohibits U.S. aid to the Palestinian Authority as long as it continued to pay monthly stipends to the families of what the Act describes as “terrorists”. Palestinians, who, to many people’s regret, regard such terrorists as heroes and martyrs, noted that the passage of the Taylor Force Act embarrassed Israel and spurred it to legislate its own way to withholding Palestinian tax money for the very same reason.

    Throughout the process, Trump and his peace team have lectured the Palestinians as a teacher reprimands an obstinate child. The Palestinians need to face reality, to lower their expectations, to land back on earth, Kushner and colleagues insist. Not only will they never realize their dreams and aspirations, they should also forget their core demand for an independent state free of outside control and not confide inside Israeli-controlled gates. Israelis are worthy of such independence, the Palestinians are told, but you are not.

    Trump approach is a product, first and foremost, of his own inexperience, arrogance and unwillingness to learn anything from a past in which he wasn’t in charge. It is fed by anti-Palestinian prejudices prevalent in his peace team as well as his advisers and most of his political supporters. Trump and his underlings basically adhere to the arguably racist tenet encapsulated in the Israeli saying “The Arabs understand only force.” The more you pressure them, the greater the chance they will succumb.

    At this point at least, it hasn’t worked out that way. Bahrain, by any measure, is a humiliating bust. As Trump and his aides contemplate the reasons for their abject failure they are likely to blame stubborn Palestinians who don’t know what’s good for them, along with radical Muslims, perfidious Europeans, idiot liberals and all the other usual suspects.

    In a better world, they would take a hard look at themselves in the mirror and possibly have an epiphany. They can make an immediate adjustment that will cost them nothing but possibly achieve dramatic results. Instead of incessantly rebuking, reproaching, reprimanding, threatening and intimidating the Palestinians in a way that garners cheers from Christian messianics and Jewish zealots, they could try and treat them, as Aretha Franklin sang, with just a little respect. And perhaps, if it isn’t asking too much, take down their fawning for Netanyahu a notch or two.

    It might not be enough to reconcile irreconcilable differences or to make peace, but it will signal that Trump is finally getting serious about his claim to be the peacemaker the world has been waiting for. Alternatively, the Palestinians will continue to frustrate his designs and pray to Allah for his quick departure.

    Thousands have demonstrated in central London to demand an end to the “unprecedented attacks” against the Palestinian people at the hands of Israel.

    Marching from Portland Place to Whitehall, a diverse crowd chanted “Palestine will be free” and called for the right of Palestinian refugees to return to their homes, while holding banners calling on the UK to stop arming Israel, as part of a demonstration organised by the Palestine Solidarity Campaign and the Stop the War Coalition, among others.

    Protesters gathered next to the cenotaph to hear speeches from the Palestine Liberation Organisation’s (PLO) representative, union officials, MPs and campaigners.

    Ahed Tamimi, who became a symbol of resistance for the Palestinian people after she was jailed for slapping soldiers outside her home in the West Bank, took to the stage and said she refused to be defined as a victim, but instead a freedom fighter. (...)

      On May 11, 2019, commemorating the 71st anniversary of the Palestinian Nakba or “catastrophe”, hundreds of protesters marched through the streets of London in solidarity with the Palestinian people, Maan News reports.

      During 1948, the Palestinian Nakba, an estimated 750,000 Palestinians were forcibly expelled from their homes when the state of Israel was created on the ruins of hundreds of Palestinian villages and towns.

      The march, organized by the Palestine Solidarity Campaign (PSC), and led by Palestinian icon Ahed Tamimi, 17.

    The Israeli army killed, Saturday, four Palestinians, including a pregnant mother and her baby girl, in a series of bombings and air strikes targeting the Gaza Strip, wounding more than 30 civilians.

    Dr. Ashraf al-Qedra, the spokesperson of the Health Ministry in Gaza, has reported that the soldiers killed a pregnant Palestinian mother, identified as Falasteen Saleh Abu Arar , 37, and her baby girl, Saba Mahmoud Abu Arar , 14 months, after firing a missile at their home in Gaza city.


    The mother, who was also six months pregnant, suffered very serious wounds to the head and other parts of her body, and died from her wounds.

    Dr. al-Qedra added that the soldiers also moderately injured another daughter of the slain pregnant mother.

    Furthermore, the soldiers killed another Palestinian, identified as Khaled Mohammad Abu Qleiq , 25, after the army fired several missiles into areas in Beit Lahia, in northern Gaza.


    The soldiers also fired many missiles at homes in the neighborhoods of the Sheja’eyya, Tuffah and Zeitoun, in Gaza city, causing many injuries and serious property damage.

    At least thirty Palestinians have been injured in the ongoing Israeli bombardments, that caused damage to several homes in the Gaza Strip, including two residential, west of Gaza city.

    Among the targeting buildings was “Abdullah al-Hourani Center for Studies and Documentation” which is run by Palestine Liberation Organization (PLO), in Gaza city.

    The Center is located in a residential building which was targeted by several Israeli missiles, Saturday.

    The Israeli bombardment also caused damage to several shops and stores, in addition to media agencies.

    Armed resistance factions in Gaza said they retaliated to the Israeli escalation by firing shells into several Israeli areas, including Ofakim, Asqalan (Ashkelon), Be’er as-Sabe’ (Beersheba) and Keryat Gat.

    Earlier Saturday, the soldiers killed one Palestinian, identified as Emad Mohammad Nosseir, 22, from Beit Hanoun, in the northern part of the Gaza Strip.

    On Friday, the soldiers killed two Palestinians during the Great Return March processions, and later killed two members of the al-Qassam Brigades, the armed wing of Hamas.

    Besides killing the two four Palestinians, the soldiers also injured 82 Palestinians, including 34 children, two journalists and three medics.

      L’armée de l’air israélienne a mené plusieurs raids sur la bande de Gaza, en riposte aux quelque 200 roquettes tirées sur Israël depuis l’enclave palestinienne.

      « Saba Abou Arar , âgée d’un an et deux mois, est décédée dans un raid dans l’est de la ville de Gaza. Sa mère, qui est enceinte, a été grièvement blessée, et sa soeur a été également blessée », a précisé le porte-parole du ministère de la Santé du Hamas.
      « Nous étions en train de déjeuner lorsque la maison a été bombardée par un avion israélien. Saba a été tuée sur le coup », a dit à l’AFP Abou Mohamed Abou Arar, un cousin du père de la fillette, qui a confirmé que la mère et la soeur avaient été blessées. (...)

Si le mou­ve­ment des Gilets jaunes ne se définit pas par ce qu’il n’est pas (antisémite, anti-migrant, sexiste, homo­phobe), ce qui serait se mettre dans la contre-dépen­dance des atta­ques de ses enne­mis ou des médias, il ne se définit pas non plus par ce qu’il est. Comme dans tout mou­ve­ment qui possède une vérita­ble dyna­mi­que propre, des cli­va­ges présentés comme une réalité incontour­na­ble par l’État, les socio­lo­gues et les médias, n’en sont plus pour lui. Pour « les gens d’en bas » qui se soulèvent contre l’ordre des domi­nants, les frac­tion­ne­ments entre « quar­tiers sen­si­bles » et com­mu­nes périur­bai­nes sont rela­ti­visés lors­que les lycéens de Mantes-la-Jolie mon­trent qu’en ban­lieue aussi la survie n’est plus sup­por­ta­ble ; frac­tion­ne­ment réduit entre assistés et chômeurs ciblés par la phrase assas­sine de Macron « il n’y a qu’à tra­ver­ser la rue pour trou­ver un emploi » puis­que de nom­breux chômeurs, présents sur les ronds-points, dévelop­pent soli­da­rité et convi­via­lité ; frac­tion­ne­ment effacé entre tra­vailleurs pau­vres (l’emploi n’est plus gage de vie décente) et petits salariés, arti­sans ou auto-entre­pre­neurs.
    3 Par sa dyna­mi­que propre, par l’action directe, le mou­ve­ment des Gilets jaunes a réfuté pra­ti­que­ment les repro­ches idéolo­gi­ques que lui adres­sent abs­trai­te­ment les milieux poli­tico-média­ti­ques domi­nants.
    4 Au sein d’une frange de la popu­la­tion, qui n’a pas tou­jours été la plus active dans les mou­ve­ments sociaux précédents, parce qu’elle a à la fois voulu et subi les pro­ces­sus d’indi­vi­dua­li­sa­tion, se fait jour la bonne vieille idée redécou­verte dans chaque lutte d’impor­tance, celle que le pou­voir divise pour mieux régner. Mais force est de reconnaître qu’après trois mois de lutte, ces avancées poli­ti­ques sont insuf­fi­san­tes. En effet, alors qu’il a aussi connu une cer­taine matu­ra­tion dans le dis­cer­ne­ment de ses objec­tifs (de la lutte anti­fis­cale à la lutte pour la jus­tice sociale, par exem­ple), le mou­ve­ment ne par­vient tou­jours pas à vérita­ble­ment se définir. Cela nuit non seu­le­ment à son exten­sion vers les marges de sym­pa­thi­sants hésitants, mais rend abs­traite l’idée sou­vent mal com­prise à l’extérieur du « Tous Gilets jaunes » puis­que sans défini­tion plus précise de ce qu’il est, toutes ces fran­ges pro­ches devraient l’intégrer et, à l’inverse, au nom de qui ou à partir de quel prin­cipe pour­rait-il dire : « non, vous, vous n’êtes pas Gilets jaunes » ? Ni l‘appel de l’assemblée des assemblées à Commercy ni les com­mu­niqués du groupe Gilets jaunes Lyon-centre n’ont réussi à lever cette équi­vo­que par rap­port, par exem­ple, à la présence de l’extrême droite à l’intérieur du mou­ve­ment.

    C’est que la #com­mu­nauté_de_lutte pose comme première valeur poli­ti­que la #soli­da­rité dans le désac­cord, c’est-à-dire l’inverse de l’appréhen­sion tra­di­tion­nelle de la poli­ti­que, y com­pris à l’extrême gauche qui, quant à elle, pose au contraire le désac­cord comme prin­cipe pre­mier et « ligne » de par­tage. Cette dis­po­si­tion première, en faveur de la com­mu­nauté de lutte et de la soli­da­rité qui en découle, amène le mou­ve­ment à ne pas abor­der ou à reléguer au second plan « les sujets qui fâchent ». Ne pas trop en dire pour pou­voir conti­nuer à se dire les choses. Ainsi, alors que les Gilets jaunes par­lent beau­coup de votes et les uti­li­sent pour pren­dre des décisions, alors que nom­breux sont ceux qui, parmi eux, met­tent en avant le vote par RIC, la ques­tion du droit de vote n’est abso­lu­ment pas abordée, car elle frac­tion­ne­rait la soli­da­rité des Gilets jaunes à partir du moment où il fau­drait pren­dre une posi­tion sur le qui est citoyen et sur­tout qui ne l’est pas, au risque du désac­cord.

    Dans les AG, il est ainsi sou­vent néces­saire d’inter­ve­nir déjà pour faire cor­ri­ger l’appel­la­tion « assemblée citoyenne » sou­vent utilisée dans les assemblées issues de ronds-points pour coor­don­ner action et réflexion entre com­mu­nes périur­bai­nes. Car le flou per­siste sou­vent sur les contours de la citoyen­neté d’autant que dans ces actions, les Gilets jaunes n’hésitent pas à faire appel à des salles de mairie et à y accep­ter des élus muni­ci­paux ou même des députés, ce qui fait qu’on a par­fois du mal à dis­tin­guer ces débats du « Grand débat ».

    Ce n’est peut-être qu’un pis-aller, mais en l’état actuel des choses la notion « d’assemblée popu­laire » utilisée dans les assemblées de Commercy et celles (plus urbai­nes) qui les ont rejoin­tes reste dans le vague. Malgré tout, cette dénomi­na­tion d’assemblée popu­laire prête moins à confu­sion tout en étant fort para­doxale. En effet, les « assemblées citoyen­nes » sont d’une com­po­si­tion sociale bien plus popu­laire que les « assemblées popu­lai­res » qui sont, elles plus « citoyen­nes » au sens Révolu­tion française du terme. Pourtant, à l’ori­gine, sur le ter­rain des ronds-points, la ques­tion ne s’était pas posée abs­trai­te­ment, mais de façon pra­ti­que, car il parais­sait dif­fi­cile d’être sur un bar­rage ou un rond-point avec un « étran­ger » qui se bat contre l’injus­tice fis­cale à côté de vous et de lui dire que le RIC ce n’est pas pour lui… parce qu’il n’a pas la natio­na­lité française et qu’il ne peut pas voter ! La référence à la Révolu­tion française devrait ici encore servir : est « citoyen » celui qui par­ti­cipe à la « révolu­tion », quelle que soit sa natio­na­lité.

    Si, pour beau­coup de Gilets jaunes, la référence à la Révolu­tion française est réelle et pro­fonde, alors il faut que le mou­ve­ment assume sa part de sans-culot­te­rie sans qu’elle soit sans cesse rabat­tue sur celle d’un citoyen juste conçu comme sujet du pou­voir d’État en rem­plis­sant des devoirs qui don­nent lieu à des droits. Par ailleurs, cela met­trait fin pra­ti­que­ment à cette idée sau­gre­nue, partagée par cer­tains Gilets jaunes, d’un vote considéré comme obli­ga­toire et donc comme un devoir plus qu’un droit. Mais ce serait faire preuve d’opti­misme de penser que le mou­ve­ment pour­rait en quatre mois acquérir une cons­cience de la com­mu­nauté (humaine) qui efface toute frontière. La com­mu­nauté de lutte trace, cons­ciem­ment ou non, ses frontières dans la lutte. L’exem­ple frap­pant en est de la dis­tinc­tion qui apparaît dans des dis­cus­sions entre Gilets jaunes « de base » sur la ques­tion des migrants1. Si les immigrés sont bien reconnus et acceptés par les Gilets jaunes — d’autant qu’il s’en trouve un nombre non négli­gea­ble parmi eux — ils le sont sur la base de l’ancienne figure du tra­vailleur immigré. Des des­cen­dants de tra­vailleurs immigrés et qui sont Gilets jaunes par ailleurs, considèrent que leurs parents et eux sont deve­nus ou sont français parce qu’ils ont contribué à la cons­truc­tion et à la prospérité du pays, alors qu’à leurs yeux les migrants d’aujourd’hui ne cher­chent pas à se fixer et s’établir (cf. Calais et tous ceux qui veu­lent abso­lu­ment passer en Angleterre) et relèveraient d’une ges­tion inter­na­tio­nale de crise qui échappe à la com­mu­nauté de lutte. En conséquence, cela res­treint considérable­ment le champ de sa ten­sion vers la com­mu­nauté humaine. Plus concrètement, c’est aussi une situa­tion à courte vue, car si la force de tra­vail est glo­ba­le­ment surnuméraire aujourd’hui dans le procès de valo­ri­sa­tion du capi­tal, le sur­nom­bre n’est pas tou­jours là où on le croît, comme le mon­trent les efforts actuels d’entre­pri­ses comme MacDo, Starbucks et autres gros­siums de l’hôtel­le­rie-res­tau­ra­tion ou du BTP, qui vont jusqu’à pro­po­ser à des migrants fraîche­ment arrivés3, des cours accélérés de français parce qu’elles recher­chent des « peti­tes mains » à des condi­tions tel­le­ment à la marge du droit du tra­vail que per­sonne ne les accep­tent.

    Un discours plus protestataire que révolutionnaire ou réformiste

    Si l’expres­sion d’une juste colère a fait la force du mou­ve­ment à ses débuts, il cher­che aujourd’hui un second souf­fle qui le trans­for­me­rait en une lutte sociale plus glo­bale contre un ensem­ble struc­turé par l’État et le capi­tal. Ce qu’il a ten­dance à résumer par les termes de lutte contre le « système », sans cher­cher à davan­tage le définir. Faute d’y par­ve­nir, cette colère a ten­dance à se trans­for­mer en haine contre l’oli­gar­chie (le « je vous hais com­pris » écrit par­fois sur des gilets jaunes dénote en pas­sant d’une cer­taine culture poli­ti­que et d’un humour de bon aloi), elle-même réduite à quel­ques gran­des entre­pri­ses ou ban­ques et à quel­ques indi­vi­dus (poli­ti­ques, jour­na­lis­tes influents) « que l’on va aller cher­cher » comme le disent les mani­fes­tants. C’est comme s’il fal­lait leur faire payer indi­vi­duel­le­ment leur for­fai­ture, alors pour­tant que les Gilets jaunes ont pris cons­cience pro­gres­si­ve­ment qu’ils ont affaire à un « Système ». En cela Macron est vic­time de son propre « dégagisme ». Il croyait avoir fait le plus dur en se débar­ras­sant de l’ancien monde poli­ti­que et c’est l’ancien monde popu­laire qui lui tombe sur le dos ; un monde net­te­ment plus dif­fi­cile à faire dis­paraître.
    10 Cette colère anti-Système des Gilets jaunes est confortée par une vision oli­gar­chi­que du pou­voir, vouant à la vin­dicte popu­laire seu­le­ment les 1 % les plus riches qui oppri­me­raient les 99 % autres, alors que tous les rap­ports sociaux sont tra­versés par des hiérar­chies et des inégalités qui divi­sent et frag­men­tent ; le procès de domi­na­tion par­court l’ensem­ble du rap­port social. Reconnaître cela, ou au moins en tenir compte, serait reconnaître que la notion de peuple n’existe pas en soi, qu’elle se cons­truit dans le conflit et la ten­sion entre ceux qui diri­gent, à quel­que titre que ce soit (écono­mi­que, poli­ti­que, cultu­rel) et ceux qui n’ont aucun titre pour le faire. Mais il n’y a pas non plus de raison de faire porter aux Gilets jaunes le poids d’une supposée inexpérience poli­ti­que alors que c’est une opi­nion bien partagée, aussi bien par les Occupy Wall Street américains que par un parti poli­ti­que comme La France insou­mise !

    Il s’ensuit que le mou­ve­ment est sou­vent guetté par la recher­che du bouc émis­saire ou par les thèses com­plo­tis­tes d’autant que les réseaux sociaux culti­vent faci­le­ment l’entre-soi et par­ti­culièrement Facebook qui est leur relai le plus utilisé. Cela a été le cas, plu­sieurs fois, quand, dans cer­tai­nes villes, le mou­ve­ment a projeté de lancer des actions contre la banque Rothschild, une cible privilégiée parce qu’elle serait un sym­bole du capi­ta­lisme mon­dia­lisé et aussi parce que Macron y a été associé-gérant. Que ce type d’action soit repris par un groupe spon­tané comme Article 35–Insurrection est une chose, puis­que sa révolte se situe dans l’immédia­tisme et l’action directe. Mais que l’on en arrive à devoir expli­quer en AG, où des représen­tants des divers grou­pes de Gilets jaunes sont présents, qu’il faut arrêter avec les sym­bo­les et regar­der plutôt la réalité du système ban­caire dans le fonc­tion­ne­ment global du capi­ta­lisme est le signe d’une réelle fai­blesse théorique. Sur ce point comme sur le rôle des action­nai­res dans la for­ma­tion du capi­tal, la cri­ti­que du « système » est biaisée par le fan­tasme d’une finance qui représen­te­rait le mal absolu.

    Nous l’avons déjà dit, on ne peut repro­cher aux Gilets jaunes dont la matu­rité poli­ti­que est de quatre mois de com­met­tre les mêmes sim­pli­fi­ca­tions que celles pro­dui­tes par des orga­ni­sa­tions poli­ti­ques d’extrême gauche confirmées ou par des jour­naux comme Le Monde diplo­ma­ti­que. La dif­fi­culté consiste à essayer de cor­ri­ger le tir sans jouer aux experts… et en tenant compte du fait que l’ana­lyse des Gilets jaunes est limitée d’entrée de jeu par le fait qu’elle isole le procès de cir­cu­la­tion du capi­tal du procès de pro­duc­tion alors que le capi­tal jus­te­ment tente, à tra­vers les réformes libérales, de l’uni­fier.

    Pour rester concrets les Gilets jaunes ont par­fois ten­dance à se rat­ta­cher à des chif­fres censés parler par eux-mêmes, mais qui don­nent lieu à une surin­terprétation proche du contre­sens. Par exem­ple dans un tract Gilets jaunes sur la finance, dont une partie est consacrée aux action­nai­res et aux divi­den­des. La présen­ta­tion qui en est faite pour la France tend à accréditer l’idée que c’est en France que les divi­den­des attei­gnent la meilleure rémunération en pour­cen­tage pour les action­nai­res, ce qui serait abso­lu­ment scan­da­leux et ferait de celle-ci un modèle de capi­ta­lisme spo­lia­teur. Or, c’est jus­te­ment parce que jusqu’à main­te­nant la France a mieux résisté au modèle anglo-saxon de capi­ta­lisme et à ses exi­gen­ces, que la France a plus besoin d’atti­rer de capi­taux. Ainsi, elle a refusé le pas­sage aux retrai­tes par capi­ta­li­sa­tion, ce qui la prive de ses pro­pres fonds de pen­sions et l’amène à rétri­buer davan­tage les pla­ce­ments. Le problème n’est pas tant que cette appro­che est fausse, mais qu’elle empêche de com­pren­dre le fonc­tion­ne­ment d’ensem­ble du capi­ta­lisme au niveau théorique et au niveau pra­ti­que, ce qui bloque sou­vent les dis­cus­sions. Le mou­ve­ment ayant ten­dance à porter une atta­que « morale » plus que poli­ti­que cela inclut l’idée d’une mora­li­sa­tion pos­si­ble des choses et des rap­ports sociaux. Cette ten­dance ne peut être contre­carrée que par des actions qui com­men­cent juste, mais se dévelop­pent en sou­tien à des conflits sociaux, dans des sec­teurs qui sont deman­deurs parce que les syn­di­cats y sont peu présents, comme les entre­pri­ses de sous-trai­tance de la grande dis­tri­bu­tion. Elles complètent les actions premières de blo­cage de la cir­cu­la­tion en direc­tion des pla­te­for­mes en ce qu’elles met­tent l’accent sur la dénon­cia­tion de l’exploi­ta­tion et qu’elles peu­vent jouer dans un sens favo­ra­ble sur le rap­port de force.

    Un universalisme contradictoire au risque de l’isolement

    Après avoir élargi ses reven­di­ca­tions de départ et continué à refu­ser de négocier, ce point étant essen­tiel dans le main­tien d’un rap­port de force anta­go­ni­que avec les pou­voirs en place, le mou­ve­ment ren­contre des dif­fi­cultés à s’étendre sur cette base ini­tiale. Difficultés ren­contrées dans la jonc­tion du 5 février et avec l’échec de la liai­son avec le mou­ve­ment lycéen en décembre, qui condui­sent le mou­ve­ment à faire retour sur lui-même, dans des reven­di­ca­tions qui font peut-être son ori­gi­na­lité, mais qui ne sont plus que les sien­nes pro­pres. Le mou­ve­ment des Gilets jaunes a certes raison de vou­loir affir­mer à la fois sa préséance dans la lutte et son auto­no­mie par rap­port aux autres forces. Par là, il s’est placé comme une sorte d’avant-garde de masse (« Tous Gilets jaunes ») dans la mesure où le fait d’enfi­ler le gilet jaune deve­nait tout à coup un acte de résis­tance en lui-même, un signe de reconnais­sance ensuite et enfin le pre­mier pas vers autre chose. De ce fait, il n’avait rien à atten­dre de l’appel tra­di­tion­nel et le plus sou­vent « bidon », à une « conver­gence des luttes », tarte à la crème des années 2000 ayant succédé au « Tous ensem­ble » des années 1990. Le fiasco de la mani­fes­ta­tion com­mune du 16 mars entre Climat et Gilets jaunes montre que le chemin sera long avant que tout le monde devienne « Gilets jaunes » où que les Gilets jaunes se fon­dent dans la révolu­tion ou la Républi­que du genre humain ». Mais il n’est pas dit que cer­tains de ceux-là ne se retrou­vent pas plus faci­le­ment sur des actions de blo­cage de l’écono­mie (énergie) ou dans des actions de sou­tien aux salariés en lutte ; autant d’inter­ven­tions qui peu­vent pro­fi­ter de la désta­bi­li­sa­tion générale des pou­voirs en place. Le problème est alors de savoir quel rôle y jouer. Sans vou­loir tran­cher défini­ti­ve­ment, notre expérience actuelle de la chose nous montre qu’il serait dom­mage qu’on y rejoue le sou­tien aux luttes du peuple tenu par les maos dans les années 1970. Les Gilets jaunes, sous prétexte qu’ils sont mobi­lisés et déterminés ne doi­vent pas être une sorte de bras armé (même sans arme) des salariés ou de n’importe quelle autre lutte. (...)

  • Le mouvement Hamas doit prendre garde !

    Il existe effectivement un projet visant à déstabiliser Gaza, mais ce n’est pas une excuse pour frapper les manifestants.

    Il ne fait aucun doute que le mouvement Hamas a commis des erreurs à Gaza. Il a dirigé la bande de Gaza de manière partisane et sectaire, en faisant appel à ses loyalistes et en s’aliénant ses opposants, voire même ceux qui étaient neutres. Il s’est ainsi donné une longue ligne d’adversaires : cela commence à l’intérieur de Gaza avec les opposants locaux qui appartiennent au mouvement Fatah et certains groupes islamistes radicaux opposés au maintien du calme ; puis cela passe par Ramallah où l’Autorité palestinienne (AP) veut reprendre la mains sur la bande de Gaza à ses propres conditions, la principale étant de désarmer la résistance ; et cela se termine à Tel-Aviv, où l’État israélien d’occupation est de plus en plus inquiet de la résistance armée de Gaza, des missiles et des manifestations de masse.

    Malgré tous ces défis, rien ne peut justifier la façon très laide, insultante et brutale avec laquelle la police du Hamas a traité les manifestants alors que ceux-ci cherchaient à exprimer leur colère face à la dégradation des conditions de vie dans le territoire sous blocus. Ces manifestants utilisaient des moyens purement pacifiques pour protester contre les impôts et les taxes qui pèsent sur eux, l’inflation qui rendre la vie impossible et, plus important encore, le taux de chômage des jeunes de 60% ou plus qui les incite à prendre la mer et à risquer leur vie pour tenter de migrer.

    Le Hamas a raison de dire qu’il est confronté à un complot aux multiples facettes visant à remettre en cause son pouvoir à Gaza en déstabilisant le territoire et en le faisant exploser de l’intérieur. Le chef de l’Autorité palestinienne, Mahmoud Abbas, et ses assistants ne cachent pas leur intention d’atteindre cet objectif en multipliant les pressions sur les habitants de la bande de Gaza. C’est la raison pour laquelle ils ont largement rogné sur les salaires des fonctionnaires – y compris les partisans du Fatah -, forcé des milliers de personnes à prendre une retraite anticipée et cessé de payer la facture de carburant de la seule centrale électrique de la bande côtière. Israël – confronté à des missiles de plus en plus efficaces, des ballons et des cerfs-volants incendiaires, des Marches du retour et des dommages croissants à sa réputation internationale – est naturellement le principal comploteur.

    Chaque fois que j’appelais des parents ou des amis dans la bande de Gaza, quelle que soit leur conviction politique, ils se plaignaient de moments difficiles et de la difficulté à joindre les deux bouts. Mais tous, même les partisans du Fatah, étaient d’accord sur un point : le Hamas avait instauré la sécurité et mis fin à l’anarchie qui régnait avant sa prise du pouvoir par son célèbre coup de force de 2007.     • Hamas Crushes Protests at Cost to Its Popularity

      Even if demonstrators don’t dare protest again, the Hamas government has inflicted upon itself a powerful blow

      For now it seems that the intimidation has done its job. The Hamas regime in Gaza succeeded in putting down the protests. But the immediate and cruel repression has managed to shock even those people who tend to take Hamas’ side in the conflict between Hamas and the Palestinian Authority, or who see the Ramallah leadership as primarily responsible – after Israel, of course – for the Gaza residents’ enormous distress.

      Hamas proved last week the extent to which it fears popular criticism, which at first wasn’t necessarily ideological or political. There is a tendency to believe that the Hamas leadership is more attentive to the public than the Fatah leadership. The former was given a chance to confirm this belief and score some points even among those who are not their ideological supporters. That opportunity was squandered.

      In response to the suppression of the demonstrations and the detention of journalists (23 of whom were arrested, with three still detained as of Monday), journalists received a message this week to boycott the March of Return demonstrations this Friday and not to report on them. “This will be a test of the youth movement,” a Gazan woman told Haaretz. “If they don’t attend the demonstrations and leave them just to the Hamas people, it will be another way to show their strength and the strength of the protest.”

      Despite the high price they’ve exacted in lives and in the health of Gazan residents and the functioning of the Strip’s health system, the March of Return demonstrations were seen as an act that gave meaning to the residents cooped up in the Strip, and as a political achievement for Hamas, which had organized a protest that reached the ears of the entire world. Therefore the readiness – even if it’s only talk – to boycott them as an act of protest indicates that Hamas cannot count forever on its monopoly as the leading force of resistance against the occupation.

      Hamas has proven that it clings to its status as the ruling party in Gaza, just as Fatah is clinging to its status as the ruling party in the West Bank enclaves. Just as the PA organized artificial demonstrations of support for Mahmoud Abbas, so did Hamas fashion rallies for itself over the past few days in Gaza, while blocking the authentic demonstrations. On Sunday it exploited the shooting and knifing attack at the Ariel junction to bring its supporters out into the streets. What it denies its opponents, it permits its supporters.

      The youth movement that initiated the demonstrations promised on Sunday to revive them, but it didn’t happen. Nevertheless, those I spoke with gave the impression that there’s no fear of speaking openly about what’s happening and to share the reports with others. The way Hamas security personnel beat demonstrators could be seen from the few video clips that were distributed, despite the confiscation of journalists’ and others’ cell phones. They are reminiscent of the videos taken at demonstrations in Iran – with telephones that were half hidden under clothing or handbags, or from behind screens.

      The total number of people arrested and those freed is not known and it’s doubtful if anyone will manage to calculate it. Nor is it known how many people are still being detained in police stations now. The talk of torture in detention was very scary. There were reports that some regular participants in the Friday demonstrations were among those detained and tortured. These reports are yet to be verified.

      When journalists are not free and don’t dare investigate events properly, the Palestinian human rights organizations operating in Gaza become even more important, particularly the Independent Palestinian Human Rights Commission, (which acts as the ombudsman of the PA and of the de facto government in Gaza), the Palestinian Center for Human Rights and the Al-Mezan Center for Human Rights. These are organizations that criticize the PA regime when necessary, and continuously document the Israeli violations of international law and human rights.

      During the wars and Israeli military attacks, their field investigators took risks to gather testimony and document the harshest of incidents. Shortly after the violent dispersal of the demonstrations in Gaza on Thursday, these organizations issued reports and condemnations – in Arabic and English – provided their counterpart organizations in Ramallah with regular information, and repeatedly sent out their people to take testimony.

      Here too the Hamas security apparatuses revealed their fear of the facts coming out; policemen attacked two senior officials of the Independent Palestinian Commission – Jamil Sarhan, director of the Gaza branch, and attorney Baker Turkmani. On Friday, in the context of their work, both of them were in the home of a journalist in the Dir al-Balah refugee camp, where the boldest demonstrations took place. Hamas policemen confiscated their cell phones and removed them from the house. When they were outside, in police custody, although their identities were known, other policemen beat them until they bled. Sarhan still suffers from a head wound.

      It didn’t stop there. Four researchers from three human rights organizations (the Palestinian Center for Human Rights, Al-Mezan and Al-Dameer) were arrested Saturday while collecting testimony and were taken for questioning. When the lawyer of the Palestinian Center went to the police to find out the reason for the arrests, he was also arrested. But the five were released a few hours later. These organizations and their people have proven in the past that they cannot be intimidated. So from Hamas’ perspective, the attempt to frighten them was foolish.

      It seems that the suppression of the demonstrations restored, if only for a short while, the emotional and ideological barrier that in the 1980s had separated the nationalist PLO groups and the Islamic organizations in the pre-Hamas era. The National and Islamic Forces, an umbrella body, convened Friday and called on Hamas to apologize to the public and release all the detainees.

      Hamas and Fatah have long refused to sit together at these meetings, at least at most of them, so this is an organization without teeth. But its importance as an umbrella body is that during times of crisis it brings together senior officials of various parties and movements, albeit not all of them, and provides some sort of platform for exchanging views and calming the situation when necessary.

      At this meeting, all the national organizations were present except for Hamas and Islamic Jihad. The absence of the latter is interesting; during past periods of tension between Hamas and Fatah, this small organization remained neutral and was a partner to the external efforts to reconcile between them. This time one could interpret their absence from the meeting as expressing support for Hamas’ repression – or as dependence on the large religious organization.

      Those who signed the meeting’s call for Hamas to apologize included the Popular Front, which is very close to Hamas when it comes to their criticism of the Oslo Accords and the PA. Although it has shrunk and no longer has prominent leaders or activists as in the past, it still benefits from its past glory, and its clear stance has symbolic value. Even if the demonstrators fear to return to protest for a lengthy period, the Hamas government has inflicted upon itself a powerful blow.

  • Old Palestinian photos & films hidden in IDF archive show different history than Israeli claims

    Palestinian photos and films seized by Israeli troops have been gathering dust in the army and Defense Ministry archives until Dr. Rona Sela, a curator and art historian, exposed them. The material presents an alternative to the Zionist history that denied the Palestinians’ existence here, she says.

    The initial reaction is one of incredulity: Why is this material stored in the Israel Defense Forces and Defense Ministry Archive? The first item is labeled, in Hebrew, “The History of Palestine from 1919,” the second, “Paintings by Children Who Go to School and Live in a Refugee Camp and Aspire to Return to Palestine.” The third is, “Depiction of the IDF’s Treatment and Harsh Handling of Palestinians in the Territories.”

    Of all places, these three reels of 16-mm film are housed in the central archive that documents Israel’s military-security activities. It’s situated in Tel Hashomer, near the army’s National Induction Center, outside Tel Aviv.

    IDF archive contains 2.7 million photos, 38,000 films

    The three items are barely a drop in an ocean of some 38,000 films, 2.7 million photographs, 96,000 audio recordings and 46,000 maps and aerial photos that have been gathered into the IDF Archive since 1948, by order of Israel’s first prime minister and defense minister, David Ben-Gurion. However, a closer perusal shows that this particular “drop in the ocean” is subversive, exceptional and highly significant.

    The footage in question is part of a collection – whose exact size and full details remain unknown – of “war booty films” seized by the IDF from Palestinian archives in raids over the years, though primarily in the 1982 Lebanon War.

    Recently, however, following a persistent, protracted legal battle, the films confiscated in Lebanon, which had been gathering dust for decades – instead of being screened in cinematheques or other venues in Israel – have been rescued from oblivion, along with numerous still photos. The individual responsible for this development is Dr. Rona Sela, a curator and researcher of visual history at Tel Aviv University.

    For nearly 20 years, Sela has been exploring Zionist and Palestinian visual memory. She has a number of important revelations and discoveries to her credit, which she has published in the form of books, catalogs and articles. Among the Hebrew-language titles are “Photography in Palestine/Eretz-Israel in the ‘30s and ‘40s” (2000) and “Made Public: Palestinian Photographs in Military Archives in Israel” (2009). In March, she published an article in the English-language periodical Social Semiotics on, “The Genealogy of Colonial Plunder and Erasure – Israel’s Control over Palestinian Archives.”

    Now Sela has made her first film, “Looted and Hidden: Palestinian Archives in Israel,” an English-language documentary that surveys the fate of Palestinian photographs and films that were “captured” and deposited in Israeli archives. It includes heretofore unseen segments from films seized by the IDF from Palestinian archives in Beirut. These documentary records, Sela says, “were erased from consciousness and history” for decades.

    Sela begins journey in 1998

    Getting access to the films was not easy, Sela explains. Her archival journey began in 1998, when she was researching Zionist propaganda films and photos that sought to portray the “new Jew” – muscular, proudly tilling the soil – in contradistinction, according to the Zionist perception, to the supposedly degenerate and loutish Palestinian Arab.

    “After spending a few years in the Central Zionist Archive in Jerusalem and in other Zionist archives, researching the history of Zionist photography and the construction of a visual propaganda apparatus supporting the Zionist idea, I started to look for Palestinian visual representation as well, in order to learn about the Palestinian narrative and trace its origins and influence,” she says.

    That task was far more complicated than anyone could have imagined. In some of the Zionist films and photos, Sela was able to discern, often incidentally, episodes from Palestinian history that had “infiltrated” them, as she puts it. For example, in Carmel Newsreels (weekly news footage screened at local cinemas) from 1951, showing the settlement of Jews in Jaffa, demolished and abandoned Arab homes are clearly visible.

    Subsequently, Sela spotted traces and remnants of a genuine Palestinian visual archive occasionally cropping up in Israeli archives. Those traces were not immediately apparent, more like an elusive treasure concealed here and there beneath layers of restrictions, erasures and revisions.

    Khalil Rassass, father of Palestinian photojournalism

    Thus, one day she noticed in the archive of the pre-state Haganah militia, stills bearing the stamp “Photo Rissas.” Digging deeper, she discovered the story of Chalil Rissas (Khalil Rassass, 1926-1974), one of the fathers of Palestinian photojournalism. He’s unknown to the general public, whether Palestinian or Israel, but according to Sela, he was a “daring, groundbreaking photographer” who, motivated by a sense of national consciousness, documented the pre-1948 Palestinian struggle.

    Subsequently she found hundreds of his photographs, accompanied by captions written by soldiers or Israeli archive staff who had tried to foist a Zionist narrative on them and disconnect them from their original context. The source of the photographs was a Jewish youth who received them from his father, an IDF officer who brought them back with him from the War of Independence as booty.

    The discovery was unprecedented. In contrast to the Zionist propaganda images that exalted the heroism of the Jewish troops and barely referred to the Palestinians, Rissas’ photographs were mainly of Palestinian fighters. Embodying a proud Palestinian stance, they focused on the national and military struggle and its outcome, including the Palestinians’ military training and deployment for battle.

    “I realized that I’d come across something significant, that I’d found a huge cache of works by one of the fathers of Palestinian photography, who had been the first to give visual expression to the Palestinian struggle,” Sela recalls. “But when I tried to learn more about Chalil Rissas, I understood that he was a forgotten photographer, that no one knew the first thing about him, either in Israel or elsewhere.”

    Sela thereupon decided to study the subject herself. In 1999, she tracked down Rissas’ brother, Wahib, who was working as a photographer of tourists on the Temple Mount / Haram a-Sharif in Jerusalem’s Old City. He told her the story of Chalil’s life. It turned out that he had accompanied Palestinian troops and leaders, visually documenting the battles fought by residents of the Jerusalem area during the 1948 War of Independence. “He was a young man who chose the camera as an instrument for changing people’s consciousness,” Sela says.

    Ali Za’arur, forgotten Palestinian photographer

    Around 2007, she discovered the archive of another forgotten Palestinian photographer, Ali Za’arur (1900-1972), from Azzariyeh, a village east of Jerusalem. About 400 of his photos were preserved in four albums. They also depicted scenes from the 1948 war, in which Za’arur accompanied the forces of Jordan’s Arab Legion and documented the battle for the Old City of Jerusalem. He photographed the dead, the ruins, the captives, the refugees and the events of the cease-fire.

    In the Six-Day War of 1967, Za’arur fled from his home for a short time. When he returned, he discovered that the photo albums had disappeared. A relative, it emerged, had given them to Jerusalem Mayor Teddy Kollek as a gift. Afterward, the Jerusalem Foundation donated them to the IDF Archive. In 2008, in an unprecedented act, the archive returned the albums to Za’arur’s family. The reason, Sela surmises, is that the albums were captured by the army in battle. In any event, this was, as far as is known, a unique case.

    Sela took heart from the discoveries she’d made, realizing that “with systematic work, it would be possible to uncover more Palestinian archives that ended up in Israeli hands.”

    That work was three-pronged: doing archival research to locate Palestinian photographs and films that had been incorporated into Israeli archives; holding meetings with the Palestinian photographers themselves, or members of their families; and tracking down Israeli soldiers who had taken part in “seizing these visual spoils” and in bringing them to Israel.

    In the course of her research Sela met some fascinating individuals, among them Khadijeh Habashneh, a Jordan-based Palestinian filmmaker who headed the archive and cinematheque of the Palestinian Cinema Institute. That institution, which existed from the end of the 1960s until the early ‘80s, initially in Jordan and afterward in Lebanon, was founded by three pioneering Palestinian filmmakers – Sulafa Jadallah, Hani Jawhariyyeh and Mustafa Abu Ali (Habashneh’s husband) – who sought to document their people’s way of life and national struggle. Following the events of Black September in 1970, when the Jordanian army and the Palestine Liberation Organization fought a bloody internecine war, the filmmakers moved to Lebanon and reestablished the PCI in Beirut.

    Meeting with Habashneh in Amman in 2013, Sela heard the story of the Palestinian archives that disappeared, a story she included in her new documentary. “Where to begin, when so much material was destroyed, when a life project falls apart?” Habashneh said to Sela. “I can still see these young people, pioneers, bold, imbued with ideals, revolutionaries, who created pictures and films and documented the Palestinian revolution that the world doesn’t want to see. They refused to be faceless and to be without an identity.”

    The archive established by Habashneh contained forgotten works that documented the Palestinians’ suffering in refugee camps, the resistance to Israel and battles against the IDF, as well as everyday life. The archive contained the films and the raw materials of the PCI filmmakers, but also collected other early Palestinian films, from both before and after 1948.

    Spirit of liberation

    This activity reflects “a spirit of liberation and revolt and the days of the revolution,” Habashneh says in Sela’s film, referring to the early years of the Palestinian national movement. That spirit was captured in underground photographs and with a minimal budget, on film that was developed in people’s kitchens, screened in tents in refugee camps and distributed abroad. Women, children, fighters, intellectuals and cultural figures, and events of historic importance were documented, Habashneh related. “As far as is known, this was the first official Palestinian visual archive,” Sela notes.

    In her conversation with Sela, Habashneh nostalgically recalled other, better times, when the Palestinian films were screened in a Beirut cinematheque, alongside other works with a “revolutionary spirit,” from Cuba, Chile, Vietnam and elsewhere. “We were in contact with filmmakers from other countries, who saw the camera as an instrument in the hands of the revolution and the people’s struggle,” she recalled.

    “Interesting cultural cooperation developed there, centering around revolutionary cinema,” Sela points out, adding, “Beirut was alive with an unprecedented, groundbreaking cultural flowering that was absolutely astonishing in terms of its visual significance.”

    IDF confiscates film archive

    But in 1982, after the IDF entered Beirut, that archive disappeared and was never seen again. The same fate befell two films made by Habashneh herself, one about children, the other about women. In Sela’s documentary, Habashneh wonders aloud about the circumstances in which the amazing collection disappeared. “Is our fate to live a life without a past? Without a visual history?” she asks. Since then, she has managed to reconstruct a small part of the archive. Some of the films turned up in the United States, where they had been sent to be developed. Copies of a few others remained in movie theaters in various countries where they were screened. Now in her seventies, Habashneh continues to pursue her mission, even though, as she told Sela during an early conversation, “the fate of the archive remains a puzzle.”

    What Habashneh wasn’t able to accomplish beginning in 1982 as part of a worldwide quest, Sela managed to do over the course of a few years of research in Israel. She began by locating a former IDF soldier who told her about the day on which several trucks arrived at the building in Beirut that housed a number of Palestinian archives and began to empty it out. That testimony, supported by a photograph, was crucial for Sela, as it corroborated the rumors and stories about the Palestinian archives having been taken to Israel.

    The same soldier added that he had been gripped by fear when he saw, among the photos that were confiscated from the archive, some that documented Israeli soldiers in the territories. He himself appeared in one of them. “They marked us,” he said to Sela.

    Another former soldier told Sela about an unusual photo album that was taken (or looted, depending on one’s point of view) from the home of the prominent Nashashibi family in Jerusalem, in 1948. The soldier added that his father, who had served as an IDF officer in the War of Independence, entered a photography studio and made off with its archive, while other soldiers were busy looting pianos and other expensive objects from the Nashashibis. Another ex-soldier testified to having taken a photo from the corpse of an Arab. Over time, all these images found their way to archives in Israel, in particular the IDF Archive.

    Sela discovers IDF archive

    In 2000, Sela, buoyed by her early finds, requested permission from that archive to examine the visual materials that had been seized by the army in the 1980s. The initial response was denial: The material was not in Israel’s hands, she was told.

    “But I knew what I was looking for, because I had soldiers’ testimonies,” she says now, adding that when she persisted in her request, she encountered “difficulties, various restrictions and the torpedoing of the possibility of perusing the material.”

    The breakthrough came when she enlisted the aid of attorneys Michael Sfard and Shlomi Zacharia, in 2008. To begin with, they received word, confirmed by the Defense Ministry’s legal adviser, that various spoils taken in Beirut were now part of the IDF Archive. However, Sela was subsequently informed that “the PLO’s photography archive,” as the Defense Ministry referred in general to photographic materials taken from the Palestinians, is “archival material on matters of foreign affairs and security, and as such is ‘restricted material’ as defined in Par. 7(a) of the Archives Regulations.”

    Then, one day in 2010, Sela received a fax informing her that Palestinian films had been found in the IDF Archive, without elaboration, and inviting her to view them. “There were a few dozen segments from films, and I was astonished by what I saw,” she says. “At first I was shown only a very limited amount of footage, but it was indicative of the whole. On the basis of my experience, I understood that there was more.”

    A few more years of what Sela terms “endless nagging, conversations and correspondence” passed, which resulted in her being permitted to view dozens of segments of additional films, including some that apparently came from Habashneh’s archive. Sela also discovered another Palestinian archive that had been seized by the IDF. Established under the aegis of the PLO’s Cultural Arts Section, its director in the 1970s was the Lod-born painter and historian Ismail Shammout (1930-2006).

    One of the works in that collection is Shammout’s own film “The Urgent Call,” whose theme song was written and performed by the Palestinian singer Zainab Shathat in English, accompanying herself on the guitar. “The film was thought to be lost until I found it in the IDF Archive,” says Sela, who describes “The Urgent Call” as “a cry about the condition of Palestine, its sons and its daughters.”

    Viewing it takes one back in time to the late 1960s and early ‘70s, when the cinema of the Palestinian struggle briefly connected with other international revolutionary film movements.

    Legendary French filmmaker Jean-Luc Godard

    For example, in 1969 and 1970 Jean-Luc Godard, the legendary filmmaker of the French New Wave in cinema, visited Jordan and Lebanon several times with the Dziga Vertov Group of French filmmakers (named after the Soviet pioneer documentarian of the 1920s and ‘30s), who included filmmaker Jean-Pierre Gorin, who worked with Godard in his “radical” period. They came to shoot footage in refugee camps and in fedayeen bases for Godard’s film “Until Victory.” Habashneh told Sela that she and others had met Godard, assisted him and were of course influenced by his work. [Ed. note: Godard’s work on Palestine caused him to be accused of antisemitism by the Washington Post’s Richard Cohen and others. “In Hollywood there is no greater sin,” the Guardian reported.]

    Along with “The Urgent Call” – excerpts from which are included in her “Looted and Hidden” documentary – Sela also found another Shammout work in the IDF Archive. Titled “Memories and Fire,” it chronicles 20th-century Palestinian history, “from the days depicting the idyllic life in Palestine, via the documentation of refugeehood, to the documentation of the organizing and the resistance. To use the terms of the Palestinian cinema scholar and filmmaker George Khleifi, the aggressive fighter took the place of the ill-fated refugee,” she adds.

    Sela also found footage by the Iraqi director Kais al-Zubaidi, who worked for a time in the PLO’s Cultural Arts Section. His films from that period include “Away from Home” (1969) and “The Visit” (1970); in 2006 he published an anthology, “Palestine in the Cinema,” a history of the subject, which mentions some 800 films that deal with Palestine or the Palestinian people. [Ed. note: unfortunately it appears this book has never been translated into English.]

    IDF seals the archive for decades

    Some of the Palestinian movies in the IDF Archive bear their original titles. However, in many other cases this archival material was re-cataloged to suit the Israeli perspective, so that Palestinian “fighters” became “gangs” or “terrorists,” for example. In one case, a film of Palestinians undergoing arms training is listed as “Terrorist camp in Kuwait: Distribution of uniforms, girls crawling with weapons, terrorists marching with weapons in the hills, instruction in laying mines and in arms.”

    Sela: “These films and stills, though not made by Jewish/Israeli filmmakers or military units – which is the central criterion for depositing materials in the Israeli army archive – were transferred to the IDF Archive and subordinated to the rules of the State of Israel. The archive immediately sealed them for many decades and cataloged them according to its terminology – which is Zionist, Jewish and Israeli – and not according to the original Palestinian terminology. I saw places where the word ‘terrorists’ was written on photographs taken by Palestinians. But after all, they do not call themselves as such. It’s part of terminological camouflaging, which subordinated their creative work to the colonial process in which the occupier controls the material that’s captured.”

    Hidden Palestinian history

    Sela’s discoveries, which are of international importance, are not only a research, documentation and academic achievement: They also constitute a breakthrough in regard to the chronicling of Palestinian history. “Palestinian visual historiography lacks many chapters,” she observes. “Many photographs and archives were destroyed, were lost, taken as spoils or plundered in the various wars and in the course of the Israeli-Palestinian conflict.”

    From her point of view, the systematic collecting of Palestinian visual materials in the IDF Archive “makes it possible to write an alternative history that counteracts the content created by the army and the military archive, which is impelled by ideological and political considerations.” In the material she found in the army archive, she sees “images that depict the history of the Palestinian people and its long-term ties to this soil and this place, which present an alternative to the Zionist history that denied the Palestinians’ existence here, as well as their culture and history and the protracted tragedy they endured and their national struggle of many years.”

    The result is an intriguing paradox, such as one often finds by digging deep into an archive. The extensive information that Sela found in the IDF Archive makes it possible to reconstruct elements of the pre-1948 existence of the Palestinians and to help fill in the holes of the Palestinian narrative up until the 1980s. In other words, even if Israel’s intention was to hide these items and to control the Palestinians’ historical treasures, its actions actually abet the process of preservation, and will go on doing so in the future.

    Earlier groundbreaking discovery – confiscated Palestinians books & libraries

    Sela’s research on visual archival materials was preceded by another groundbreaking study – dealing with the written word – conducted by Dr. Gish Amit, an expert on the cultural aspects of Zionism at Ben-Gurion University of the Negev. Amit chronicled the fate of Palestinian books and libraries that, like the photographs and films Sela found, ended up in Israeli archives – including in the National Library in Jerusalem.

    In his 2014 book, “Ex-Libris: Chronicles of Theft, Preservation, and Appropriating at the Jewish National Library” (Hebrew), Amit trenchantly analyzes the foredoomed failure of any attempt to conceal and control the history of others. According to him, “an archive remembers its forgettings and erasures,” “documents injustice, and thus makes it possible to trace its paths” and “paves a way for forgotten histories which may, one day, convict the owners” of the documents.

    However, Amit also sees the complexity of this story and presents another side of it. Describing the operation in which the Palestinian books were collected by Israeli soldiers and National Library personnel during the War of Independence, he raises the possibility that this was actually an act involving rescue, preservation and accessibility: “On the one hand, the books were collected and not burned or left in the abandoned houses in the Arab neighborhoods that had been emptied of their inhabitants. Had they not been collected their fate would have been sealed — not a trace of them would remain,” he writes, adding, that the National Library “protected the books from the war, the looting and the destruction, and from illegal trade in manuscripts.”

    According to the National Library, it is holding about 6,500 Palestinian books and manuscripts, which were taken from private homes whose owners left in 1948. The entire collection is cataloged and accessible to the general public, but is held under the responsibility of the Custodian of Absentees’ Property in the Finance Ministry. Accordingly, there is no intention, in the near future, of trying to locate the owners and returning the items.

    Israeli control over history

    Sela views the existence of these spoils of war in Israel as a direct expression of the occupation, which she defines, beyond Israel’s physical presence in the territories, as “the control of history, the writing of culture and the shaping of identity.” In her view, “Israel’s rule over the Palestinians is not only geographic but extends also to culture and consciousness. Israel wants to erase this history from the public consciousness, but it is not being successful, because the force of the resistance is stronger. Furthermore, its attempts to erase Palestinian history adversely affect Israel itself in the end.”

    At this point, Sela resorts to a charged comparison, to illustrate how visual materials contribute to the creation of personal and collective identity. “As the daughter of Holocaust survivors,” she says, “I grew up in a home without photographic historical memory. Nothing. My history starts only with the meeting of my parents, in 1953. It’s only from then that we have photos. Before that – nothing.

    “I know what it feels like when you have no idea what your grandmother or grandfather looked like, or your father’s childhood,” she continues. “This is all the more true of the history of a whole people. The construction of identity by means of visual materials is very meaningful. Many researchers have addressed this topic. The fact is that Zionist bodies made and are continuing to make extensive and rational use of [such materials too] over a period that spans decades.”

    Sela admits that there is still much to be done, but as far as she’s concerned, once a crack appeared in the wall, there was no turning back. “There is a great deal of material, including hundreds of films, that I haven’t yet got to,” she notes. “This is an amazing treasure, which contains information about the cultural, educational, rural and urban life of the Palestinian people throughout the 20th century – an erased narrative that needs to be restored to the history books,” she adds.

    Asked what she thinks should be done with the material, she asserts, “Of course it has to be returned. Just as Israel is constantly fighting to retrieve what the Nazis looted from Jews in the Holocaust. The historical story is different, but by the same criterion, practice what you preach. These are cultural and historical materials of the Palestinian people.”

    The fact that these items are being held by Israel “creates a large hole in Palestinian research and knowledge,” Sela avers. “It’s a hole for which Israel is responsible. This material does not belong to us. It has to be returned to its owners. Afterward, if we view it intelligently, we too can come to know and understand highly meaningful chapters in Palestinian history and in our own history. I think that the first and basic stage in the process of conciliation is to know the history of the Other and also your own history of controlling the Other.”

    Defense Ministry response

    A spokesperson for the Defense Ministry, which was asked to comment on the holdings in the IDF Archive, the archive contains 642 “war booty films,” most of which deal with refugees and were produced by the UNRWA (the United Nations refugee relief agency) in the 1960s and 1970s. The ministry also noted that 158 films that were seized by the IDF in the 1982 Lebanon War are listed in orderly fashion in the reading-room catalog and are available for perusal by the general public, including Arab citizens and Palestinians.

    As for the Palestinian photographs that were confiscated, the Defense Ministry stated that there is no orderly record of them. There are 127 files of photographs and negatives in the archive, each of which contains dozens of photographs, probably taken between the 1960s and the 1980s, on a variety of subjects, including visits of foreign delegations to PLO personnel, tours of PLO delegations abroad, Palestinian art and heritage, art objects, traditional attire and Palestinian folklore, factories and workshops, demonstrations, mass parades and rallies held by the PLO, portraits of Arab personalities and PLO symbols.

    The statement adds that a few months ago, crates were located that were stamped by their original owners, “PLO/Department of Information and National Guidance and Department of Information and Culture,” during the evacuation of the archive’s storerooms in the Tzrifin base.

    Ghassan Jarrar says his life is meaningless without Khalida. In his office at the children’s toys and furniture factory he owns in Beit Furik, east of Nablus, its chairs upholstered with red fake fur, the face of the grass widower lights up whenever he talks about his wife. She’s been incarcerated in an Israeli prison for 20 months, without trial, without being charged, without evidence, without anything. In two weeks, however, she could be released, at long last. Ghassan is already busy preparing himself: He knows he’s liable to be disappointed again, for the fourth successive time.

    Khalida Jarrar is Israel’s No. 1 female political prisoner, the leader of the inmates in Damon Prison, on Mt. Carmel, and the most senior Palestinian woman Israel has jailed, without her ever having been convicted of any offense.

    The public struggle for her release has been long and frustrating, with more resonance abroad than in Israel. Here it encounters the implacable walls of the occupation authorities and the startling indifference of Israeli public opinion: People here don’t care that they’re living under a regime in which there are political prisoners. There is also the silence of the female MKs and the muteness of the women’s organizations.

    Haaretz has devoted no fewer than five editorials demanding either that evidence against her be presented or that she be released immediately. To no avail: Jarrar is still in detention and she still hasn’t been charged.

    She’s been placed in administrative detention – that is, incarceration without charges or a trial – a number of times: She was arrested for the first time on April 15, 2015 and sentenced to 15 months in jail, which she served. Some 13 months after she was released from that term, she was again put under administrative detention, which kept getting extended, for 20 consecutive months, starting in mid-2017: two stints of six months each, and two of four months each.

    The latest arbitrary extension of her detention is set to end on February 28. As usual, until that day no one will know whether she is going to be freed or whether her imprisonment will be extended once again, without explanation. A military prosecutor promised at the time of the previous extension that it would be the last, but there’s no way to know. Typical of the occupation and its arbitrariness.

    In any event, Ghassan is repainting their house, replacing air conditioners and the water heater, hanging new curtains, planting flowers in window boxes, ordering food and sweets in commercial quantities, and organizing a reception at one checkpoint and cars to await her at two other checkpoints – you can never know where exactly she will be released. A big celebration will take place in the Catholic church of Ramallah, which Ghassan has rented for three days on the last weekend of the month. Still, it’s all very much a matter of if and when.

    Reminder: On April 2, 2015, troops of the Israel Defense Forces raided the Jarrar family’s home in El Bireh, adjacent to Ramallah, and abducted Khalida, a member of the Palestinian Legislative Council.

    She was placed in administrative detention. In the wake of international protests over Israel’s arrest without charges of a lawmaker who was elected democratically, the occupation authorities decided to try her. She was indicted on 12 counts, all of them utterly grotesque, including suspicion of visiting the homes of prisoners’ families, suspicion of attending a book fair and suspicion of calling for the release of Ahmad Saadat, a leader of the Popular Front for the Liberation of Palestine who has been in prison for years.

    The charge sheet against Jarrar – an opponent of the occupation, a determined feminist and a member of the Palestine Liberation Organization’s executive committee – will one day serve as the crushing proof that there is not even the slightest connection between “military justice” and actual law and justice.

    We saw her in the military court at Ofer base in the summer of 2015, proud and impressive, as her two daughters, Yafa and Suha, who returned from their studies in Canada after their mother’s arrest, wept bitterly with their father on the back benches of the courtroom. No one remained indifferent when the guards allowed the two daughters to approach and embrace their mother, in a rare moment of grace and humanity, as their father continued to cry in the back. It was a scene not easily forgotten.

    Three months ago, she was transferred, along with the other 65 female Palestinian prisoners, from the Sharon detention facility where she’d been incarcerated to Damon, where the conditions are tougher: The authorities in Damon aren’t experienced in dealing with women and their special needs, Ghassan says. The showers are separate from the cells, and when a prisoner is menstruating, the red fluid flows into the yard and embarrasses the women. But at the same time, he says, the prison authorities are treating Khalida’s health situation well: She suffers from a blood-clotting problem and needs weekly medications and tests, which she receives regularly in her cell.

    “You are my sweetheart” is inscribed on some of the synthetic-fur toys in the production room in Beit Furik. There are dolls of Mickey Mouse and of other characters from the cartoon world, sporting bold colors, along with padded rocking chairs and lamps for children’s rooms, all designed by Ghassan and all bespeaking sweet innocence and creativity. He’s devoted much less time to his factory since his wife’s incarceration. Of the 19 employees he had, only seven remain, one of whom, a deaf woman, is his outstanding worker. It’s a carpentry shop, an upholstery center and a sewing workshop all under one roof. Ghassan sells most of his products to Israel, although he’s been denied entry to the country for years.

    Now his mind is focused on his wife’s release. The last time he visited her in prison was a month ago, 45 minutes on a phone through armor-plated glass. During her months in prison, Jarrar became an official examiner of matriculation exams for the Palestinian Education Ministry. The exam papers are brought to the prison by the International Red Cross. Among others that she has graded were Ahed Tamimi and her mother, Nariman. Ahed called Ghassan this week to ask when Khalida’s release was expected. She calls her “my aunt.”

    The clock on the wall of Ghassan’s office has stopped. “Everything is meaningless for me without Khalida,” he says. “Life has no meaning without Khalida. Time stopped when Khalida was arrested. Khalida is not only my wife. She is my father, my mother, my sister and my friend. I breathe Khalida instead of air. Twenty months without meaning. My work is also meaningless.”

    A business call interrupts this love poem, which is manifestly sincere and painful. What will happen if she’s not released, again? “I will wait another four months. Nothing will break me. I don’t let anything break me. That is my philosophy in life. It has always helped me.”

    Ghassan spent 10 years of his life in an Israeli prison, too. Like his wife, he was accused of being active in the PFLP.

    In the meantime, their older daughter, Yafa, 33, completed her Ph.D. in law at the University of Ottawa, and is clerking in a Canadian law firm. Suha, 28, returned from Canada, after completing, there and in Britain, undergraduate and master’s degrees in environmental studies. She’s working for the Ramallah-based human rights organization Al-Haq, and living with her father.

    Both daughters are mobilized in the public campaign to free their mother, particularly by means of the social networks. Khalida was in jail when Yafa married a Canadian lawyer; Ghassan invited the whole family and their friends to watch the wedding ceremony in Canada on a large screen live via the Internet. Ghassan himself is prohibited from going abroad.

    During Khalida’s last arrest, recalls her husband, IDF soldiers and Shin Bet security service agents burst into the house by force in the dead of night. They entered Suha’s room and woke her up. He remembers how she shouted, panic-stricken at the sight of the rifles being brandished by strange men in her bedroom wearing black masks, and how the soldiers handcuffed her from behind. As Ghassan replays the scene in his mind and remembers his daughter’s shouts, he grows distraught, as if it had happened this week.

    Not knowing know what the soldiers were doing to her there, and only hearing her shouts, he tried to come to his daughter’s rescue, he recalls. He says he was almost killed by the soldiers for trying to force his way into Suha’s bedroom.

    After the soldiers took Khalida, preventing Ghassan from even kissing her goodbye, despite his request – he discovered his daughter, bound by plastic handcuffs. After he released her, she wanted to rush into the street to follow the soldiers and her captive mother. He blocked her, and she went to the balcony of the house and screamed at them hysterically, cries of unfettered fury.

    Last Saturday was Khalida’s 56th birthday. It wasn’t the first birthday she’d spent in prison, maybe not the last, either. Ghassan’s face positively glows when he talks about his wife’s birthday. He belongs to a WhatsApp group called “Best Friends” that is devoted to Khalida, where they posted his favorite photograph of her, wearing a purple blouse and raising her arms high in the courtroom of the Ofer facility. The members of the group congratulated him. Umar quoted a poem about a prisoner who is sitting in his cell in complete darkness, unable even to see his own shadow. Hidaya wrote something about freedom. Khamis wrote a traditional birthday greeting, and Ghassan summed up, “You are the bride of Palestine, renewing yourself every year. You are the crown on my head, al-Khalida, eternal one.”

    Israeli soldiers killed, Saturday, one Palestinian and injured at least 30 others, after a group of illegal colonialist settlers attempted to invade the northern part of the al-Mughayyir village, east of the central West Bank city of Ramallah, and were intercepted by the villagers.

    The Palestinian Health Ministry said the Palestinian, identified as Hamdi Taleb Sa’ada Na’san , 38, was shot with a live round in his back, and the bullet was logged in the upper abdomen.

    The Palestinian was rushed to Palestine Medical Complex, in Ramallah, but died from his very serious wounds.

    The soldiers also injured at least thirty other Palestinians, among them six who were shot with live fire, including one who suffered a very serious injury.

    One of the wounded Palestinians was shot with a live round in his mouth, before he was rushed to the Istishari hospital, in Ramallah, in a moderate-but-stable condition.

    A Palestinian Civilian Killed by Israeli Settlers

    At approximately 15:30 on Saturday, 26 January 2019, a group of Israeli settlers moved into al-Moghayer village, northeast of Ramallah, and rioted on the streets while opening fire at several houses; 2 of them belonged to Jamal ‘Ali al-Na’asan and ‘Abdullah al-Na’asan, breaking all the houses’ windows.
    Meanwhile, dozens of Palestinian young men gathered to throw stones, empty bottles and Molotov Cocktails at them. In response, the settlers immediately and randomly fired a barrage of bullets, wounding Hamdi Taleb al-Na’asan (38) with a bullet that entered his lower back, hit the lungs and then exited from the chest. As a result, Hamdi fell on the ground and was immediately taken via an ambulance belonging to the Palestine Red Crescent Society (PRCS) to Palestine Medical Complex in Ramallah, where his death was declared in the ED due to arriving in a very critical condition.

    Following that, the Israeli forces moved into the village to provide protection for settlers and opened fire at the Palestinian protestors. As a result, 22 civilians were wounded with bullets and shrapnel; 8 of them were taken to the Palestine Medical Complex, 6 were taken to the Istishari Arab Hospital in al-Rihan Suburb, north of Ramallah, and 8 were taken to the medical center in nearby Termes’aya village. It should be mentioned that Hamdi al-Na’asan was a former prisoner in the Israeli jails, where he served an 8-year sentence. He was also married with 4 children; the youngest is only 1 year old.

      A lethal weekend for Palestinians — four killed, from Rafah in the Gaza Strip to Ramallah in the West Bank — ended Saturday with the death of a farmer in his olive orchard, in the central West Bank village of Al-Mughayyir.

      It was the afternoon. Hamdi Na’asan and a few fellow villagers were about to finish tilling their fine olive orchard, downhill from the virulent outpost of Adei Ad. It is plowing season and the farmers were turning over the earth on their beautifully terraced orchard. At around 4 P.M., a group of armed settlers approached from the direction of Adei Ad and began attacking them in an effort to chase them off their land.

      That is the routine here in the land of the outposts, especially in Al-Mughayyir. I was in the village last week, and I saw the still and bleeding remains of 25 olive trees planted 35 years ago, cut down by electric saws, tree after tree, on Friday January 11, three days before the Jewish holiday of Tu Bishvat, sometimes called Jewish Arbor Day.

      Footprints led to the Mevo Shiloh outpost, whose residents took over a half-abandoned army barracks on the hill above Al-Mughayyir’s fields. For the past two months, villagers had gathered every Friday at their land to demand the removal of Mevo Shiloh. Its settlers graze their flocks on the village’s land and have carried out so-called price tag attacks in the village, vandalizing cars.

      On Saturday they came from Adei Ad. A few days before, villagers said they had somehow learned to live with Adei Ad, and their problem was with Mevo Shilo. This weekend it became clear to them that it was a choice between plague and cholera. One week the evil came from the east, from Mevo Shilo, a week later from the north, Adei Ad — a rotation of hate crimes coming from the outposts. You should have seen the fear of the residents as we drove to their orchards last week as we approached Mevo Shilo, to see the atmosphere of threats and terror with which they live.

      After the settlers came down and attacked them, the farmers phoned for help. They were utterly helpless: The army will always side with the settlers, of course. The residents also called the Palestinian liaison bureau but didn’t get any help. Military forces arrived, and soldiers and settlers began shooting live ammunition toward the farmers.

      Villagers deny claims that the settlers were attacked by farmers. Anyone familiar with the Shiloh Valley knows how difficult, impossible really, it is to believe such claims. The settlers descend upon fields that aren’t theirs for the sole purpose of evicting residents from their land and striking fear. That’s the aim, that’s the goal.

      The farmers and villagers who rushed to help them fled south, toward the village, as soldiers and settlers fired first tear gas, that enveloped the homes, and then live ammunition. They shot at them as they fled. Na’asan was shot in the back. The Israel Defense Forces said Saturday night that he was shot by a settler. It took an hour to bring him to the government hospital in Ramallah. An additional 15 villagers were wounded. Nine were admitted to the Ramallah hospital; three needed surgery.

      The view from Al-Mughayyir is gorgeous this time of year, a fertile valley, cultivated amazingly. Brown earth sprouting blossoming olive orchards and green fields. And here are the photographs of Na’asan’s death: His dead face and closed eyes, the small hole in his back, near his spine. He was 38, a father of four, a relative of Abed al Hai Na’asan, the owner of the orchard whose trees were cut down, with whom we went last week to witness the damage and his pain.

      Thus fell the village’s first victim since the start of its popular protest, and he will probably not be the last.

      BETHLEHEM (Ma’an) — The United Nations Special Coordinator for the Middle East Peace Process, Nikolay Mladenov, condemned in a tweet the Israeli settlers’ killing of a Palestinian father during an attack on al-Mughayyir village, on Saturday.

      Mladenov posted in a tweet, “Today’s violence in al-Mughayyir is shocking and unacceptable!”

      He added, “Israel must put an end to settler violence & bring those responsible to justice.”

      “My thoughts and prayers go out to the family of the #Palestinian man killed and those injured… All must condemn violence, stand up to terror,” he stressed.

      Des milliers de personnes se sont rassemblées dans le village d’al-Mugheir pour assister aux funérailles de Naasan.

    RAMALLAH (Ma’an) — A 16-year-old Palestinian was shot and killed by Israeli forces during clashes that erupted in the al-Jalazun refugee camp north of al-Bireh in the central occupied West Bank, on Friday evening.

    The Palestinian Ministry of Health confirmed that a Palestinian from the al-Jalazun refugee camp arrived to the Palestine Medical Center in a critical condition.

    Sources added that the teen was injured with live bullets in the abdomen.

    The ministry identified the killed teen as Mahmoud Youssef Nakhleh.

    Israeli forces opened fire at the teen from a very close range; from less than 10 meters away.

    Israeli soldiers attempted to detain Nakhleh afterwards, however, Palestinian Red Crescent paramedics were able to take him and transfer him to the Palestine Medical Center after having to quarrel Israeli soldiers for more than 30 minutes.

    Nakhleh was later pronounced dead at the hospital.

      What goes through the head of soldiers, young Israelis, after they shoot an unarmed Palestinian teenager in the back with live ammunition, prevent him from getting medical treatment, move him around, putting him on the ground and then picking him up again – and chase away an ambulance at gunpoint? For 15 minutes, the Israel Defense Forces soldiers carried the dying Mahmoud Nakhle , pulling him by his hands and feet, it’s not clear why or where, before allowing him to be evacuated. They had already shot him and wounded him badly. He was dying. Why not let the Palestinian ambulance that arrived at the site rush him to the hospital and possibly save his life? Nakhle died from a bullet in his liver and loss of blood. He was two weeks after his 18th birthday, the only son of parents who are descendants of refugees, and he lived in the Jalazun refugee camp adjacent to Ramallah, in the West Bank.

      Nakhle was killed last Friday, December 14.

      Getting to Jalazun took a long time this week; it was a long and stressful trip. Overnight, terror attacks and other sights of the intifada had returned simultaneously: innumerable surprise checkpoints, such as we hadn’t seen for years; long lines of Palestinian vehicles, forced to wait for hours; drivers emerging from their cars and waiting in desperation by the side of the road, anger and frustration etched on their faces; roads blocked arbitrarily, with people signaling each other as to which was open and which was closed; some cars making their way cross-country via boulder-strewn areas and dirt paths to bypass the roadblocks, until those options, too, were sealed off by the army. And also aggressive, edgy, frightened soldiers, carrying weapons that threatened just about anyone who made a move near them.

      Welcome back to the days of the intifada, welcome to a trip into the past: Even if only for a moment, the West Bank this week regressed 15 years, to the start of the millennium.

      The wind blows cold at the Jalazun camp. A throng of thousands of children and teenagers is streaming down the road, heading home from their schools run by UNRWA, the United Nations refugee agency. The two schools, one for boys and one for girls, are situated at the camp’s entrance, on both sides of the main Ramallah-Nablus road. We were here a year and a half ago, after IDF soldiers shot up a car stolen from Israel when it stopped outside the settlement of Beit El, spraying it with at least 10 rounds, and killing two of its passengers. About half a year ago, we returned to the camp to meet Mohammed Nakhle, the bereaved father of 16-year-old Jassem, one of those fatalities. The father cried through our entire meeting, even though this was a year after he had lost Jassem.

      Mahmoud Nakhle, who was killed last week, was a relative of Jassem’s.

      Last Friday, there was stone throwing in the valley between Jalazun’s boys’ school and the first houses of Beit El, across the way. The soldiers fired tear-gas canisters and rubber-coated bullets at the young Palestinians. Quite a few of the camp’s residents have been killed at this spot, which has become a main arena of the struggle against the large, veteran settlement that looms through every window in poverty-stricken, overcrowded Jalazun, situated below.

      The stone throwing had slowed down in the afternoon and had just about stopped when an IDF force, arriving in two vehicles, began chasing after the youths, who were now on their way back to the camp, at about 4 P.M. The latter numbered about 15 teens, aged 14 to 18. Suddenly the soldiers started shooting, using live ammunition – even as calm was apparently about to be restored. A video clip, one of several that captured the event, shows the soldiers walking along the road and firing into the air.

      The wail of an ambulance slashes the air now, as we stand at the site of the incident with Iyad Hadad, a field investigator for the Israeli human-rights organization B’Tselem, who collected testimony from eyewitnesses. Nakhle chose to return home by way of a dirt path that passes above the camp. The soldiers ran after him and one of them shot him once, in the lower back. Nakhle fell to the ground, bleeding.

      The occupant of the first-floor apartment in the closest building in Jalazun, just meters from the site of the incident, heard the shot, the groans and a call for help. She assumed someone had been wounded, but wasn’t sure where or who he was. From her window she saw a group of soldiers standing in a circle, though she couldn’t see the wounded person who lay on the ground between them. A second eyewitness saw one soldier nudge Nakhle with his foot, apparently to see if the teen was still alive. They then pulled up his shirt and pulled down his pants, apparently to check whether the stone-throwing youth was a dangerous, booby-trapped terrorist. As the video accounts show, he was left lying like that, exposed in his blue underwear. The woman from the apartment rushed out to summon help, but the soldiers fired toward her to drive her off. One bullet struck her husband’s car.

      The soldiers lifted Nakhle up and carried him a few dozen meters from where he’d fallen, laying him down at the side of the road. One of the eyewitnesses related that they carried him “like you haul a slaughtered sheep.” The video clip shows them carrying him not in the prescribed way for moving someone who is seriously wounded, but by his hands and his feet, his back sagging.

      Before the soldiers shot at the first eyewitness – whose identity is known to the B’Tselem investigator – to scare her off, she shouted at them to let the wounded person be and to allow him to be taken to hospital in an ambulance. “Leave him alone, do you want to kill him… give him aid.” She also shouted at the soldiers that she was his mother – apparently hoping that the lie would stir pity in them – but to no avail. In the video shot by her daughter on her cell phone, the woman sounds overwrought, gasping for breath as she cries out, “In God’s name, call an ambulance!”

      After five to seven minutes, the soldiers again lifted Nakhle, once more by his extremities, and carried him a few dozen meters more, in the direction of the main road, and again laid him by the roadside. A Palestinian ambulance that had arrived at the scene was chased off by the soldiers, who threatened the driver with their rifles. As far as is known, the soldiers did not give Nakhle any sort of medical aid. The woman from the house again shouted, now from her window: “In God’s name, let the ambulance take him away.” But still to no avail.

      It was only after a quarter of an hour, during which Nakhle continued to bleed, that the soldiers allowed an ambulance to be summoned. A video clip shows Nakhle raising one hand limply to the back of his neck, proof that he was still alive. Half-naked, he’s placed on a stretcher and put in the ambulance, which speeds off, its siren wailing, to the Government Hospital in Ramallah.

      The teen apparently breathed his last en route, arriving at the hospital with no pulse. Attempts were made to resuscitate him in the ER and to perform emergency surgery, but after half an hour, he was pronounced dead. Dr. Muayad Bader, a physician in the hospital, wrote on the death certificate that Mahmoud Nakhle died from loss of blood after a bullet entered his lower back, struck his liver and hit a main artery, damaging other internal organs.

      A group of children is now standing at the site where Nakhle fell, practicing stone throwing on the way back from school. They hurl the stones to the ground in a demonstrative fit of anger. In the mourning tent that was erected in the courtyard of the camp, adorned with huge posters of the deceased, the men sit, grim-faced, with the bereaved father, Yusuf Nakhle, 41, in the center. Disabled from birth, he is partially paralyzed in his left arm and leg. We asked him to tell us about Mahmoud’s life.

      “What life? He hadn’t yet lived his life, they robbed him of his life,” he replies softly. Mahmoud attended school until the 10th grade and then studied electrical engineering at a professional college in Qalandiyah. He completed his studies and afterward a year of apprenticeship, and was waiting to find a job as an electrician. His father was waiting for him to help provide for the family. Yusuf is a technician at a pharmaceuticals company in Bir Zeit, near Ramallah. He and his wife, Ismahan, 45, have two more daughters, aged 14 and 4. Mahmoud was their only son.

      In response to an inquiry, the IDF Spokesman’s Office gave Haaretz the following statement this week: “On December 14, 2018, there was a violent disturbance adjacent to Jalazun, during which dozens of Palestinians threw rocks at IDF soldiers. The soldiers responded with demonstration-dispersal measures.

      “During the disturbance, a Palestinian holding a suspicious object approached one of the soldiers. The soldier fired at him. Later, it was reported that the Palestinian had been killed. The Military Police have launched an investigation into the incident. Upon its completion, the findings will be transferred to the military advocate general’s office.”

      The spokesman’s office did not respond to a question regarding the denial of medical assistance to Mahmoud Nahle.

      Last Friday, the hours passed normally in the home of Nakhle family in the Jalazun camp. Breakfast, a shower; the son asks his father if he needs anything before going out around midday. Never to return. At 4:30, Yusuf’s brother called to inform him that his son had been wounded and was in the Government Hospital. By the time his father arrived, Mahmoud had been pronounced dead.

      “We are human beings and it is our right to live and to look after our children. We too have feelings, like all people,” says Rabah, Mahmoud’s uncle, the brother of his father. Yusuf has watched the video clips that document the shooting and the hauling of his dying son dozens of times, over and over. Ismahan can’t bring herself to look at them.

    The Chilean congress approved this week a resolution calling for its government to boycott Israeli settlements in any future agreement with Israel and to reexaime past agreements.
    The resolution passed with 99 congressmen voting in its favor, seven voting against it and 30 abstaining.

    The resolution approved in Chile on Tuesday includes a demand from the government to examine all agreements signed with Israel, in order to ensure they only cover territories within the Green Line. The second clause requests that the Chilean Foreign Service ensure that future agreements relate to territories within Israel proper. 
    It was also decided to give guidelines to Chilean citizens visiting or doing business in Israel, so that they understand the historical context of the place and “not support colonization or cooperate with human rights violations in the occupied territories.”
    Finally, the resolution calls for the creation of a so-called mechanism to forbid imports of products made in settlements.

    The resolution recognizes a Palestinian state along the 1967 borders with East Jerusalem as its capital. Chile has in the past recognized a Palestinian state. 
    The foreign ministry in Chile will study the resolution and it may be legislated into law in the future. 
    On Wednesday, the Irish senate passed another stage of a bill calling to boycott produce originating in Israeli settlements.
    Both of these legal moves were pushed by the Palestinians ahead of International Day of Solidarity with the Palestinian People, which takes place Thursday.
    The current stage of the Irish law corresponds with a first reading in the Israeli Knesset.
    In July, the Senate approved the bill in a preliminary reading with support from the opposition. Twenty-five Parliament members voted in favor, 20 opposed and 14 abstained.
    The bill prohibits the export and selling of products and services which come from “illegal settlements in occupied territories.” The vote was postponed earlier this year in an attempt to reach a compromise with the government, which sought to soften it after Israel broached the subject.

    However, mutual understandings were not achieved on the matter.
    Saeb Erekat, the Secretary General of the Palestine Liberation Organization (PLO), lauded the legislative moves on Thursday by saying: “On the occasion of International Solidarity Day with Palestine, it is important to extend the Palestinian peoples’ gratitude to the courageous efforts of both the Chilean and Irish Parliaments. The efforts of both distinguished parliaments have triumphed for the justice and rights of the Palestinian people.”

    The flip side of being too little engaged is to have intimate relationships between foreign governments and companies involved in speech regulation.

    In March this year, for instance, after the company had unknowingly helped spread a campaign of murder, rape and arson in Myanmar, Facebook unpublished the popular Palestinian news site SAFA, which had 1.3 million followers.

    SAFA had something like official status, an online answer to the Palestine Authority’s WAFA news agency. (SAFA has been reported to be sympathetic to Hamas, which the publication denies.) Its operators say they also weren’t given any reason for the removal. “They didn’t even send us a message,” says Anas Malek, SAFA’s social media coordinator. “We were shocked.”

    The yanking of SAFA took place just ahead of a much-publicized protest in the region: the March 30th March of the Great Return, in which Gaza Strip residents were to try to return to their home villages in Israel; it resulted in six months of violent conflict. Malek and his colleagues felt certain SAFA’s removal from Facebook was timed to the march. “This is a direct targeting of an effective Palestinian social media voice at a very critical time,” he says.

    Israel has one of the most openly cooperative relationships with Facebook: The Justice Ministry in 2016 boasted that Facebook had fulfilled “95 percent” of its requests to delete content. The ministry even proposed a “Facebook bill” that would give the government power to remove content from Internet platforms under the broad umbrella of “incitement.” Although it ultimately failed, an informal arrangement already exists, as became clear this October.

    That month, Israel’s National Cyber Directorate announced that Facebook was removing “thousands” of accounts ahead of municipal elections. Jordana Cutler, Facebook’s head of policy in Israel — and a former adviser to Prime Minister Benjamin Netanyahu — said the company was merely following suggestions. “We receive requests from the government but are not committed to them,” Cutler said.

    Rabbis and Jewish leaders have raged on Twitter and in op-eds, in sermons and over shabbat dinners, over how to reconcile the paradox of Jared Kushner, the descendant of Holocaust survivors, and Ivanka Trump, who converted to Judaism to marry Mr. Kushner.

    To some Jews, the couple serves as a bulwark pushing the Trump administration toward pro-Israel policies, most notably the decision to move the U.S. embassy from Tel Aviv to Jerusalem. To many others, they are the wolves in sheep’s clothing, allowing Mr. Trump to brush aside criticism that his words have fueled the uptick in violent attacks against Jews.

    “For Jews who are deeply opposed to Donald Trump and truly believe he is an anti-Semite, it’s deeply problematic that he’s got a Jewish son-in-law and daughter. How can that be?” said Dr. Jonathan D. Sarna, a professor of American Jewish history at Brandeis University.

    Mr. Kushner and Ms. Trump serve as senior advisers in the White House. At a time when Judaism is under assault — the F.B.I. said this week that anti-Semitic attacks have increased in each of the last three years — they are unabashedly Orthodox, observing shabbat each week, walking to an Orthodox Chabad shul near their Kalorama home in Washington, D.C., dropping their children off at Jewish day school and hanging mezuzas on the doors of their West Wing offices.

    After the Pittsburgh attack, Mr. Kushner played a key role in Mr. Trump (eventually) decrying “the scourge of anti-Semitism.” And Mr. Kushner helped arrange the president’s visit to the Squirrel Hill synagogue, including inviting Ron Dermer, the Israeli ambassador to the United States to accompany them. There, in Pittsburgh, thousands marched to protest what one organizer described as the insult of the Mr. Trump’s visit.

    The White House has referenced Mr. Kushner and Ms. Trump’s religion to dismiss accusations that Mr. Trump’s rhetoric has emboldened anti-Semites. “The president is the grandfather of several Jewish grandchildren,” the White House press secretary, Sarah Huckabee Sanders, told reporters.

    Using the couple in this way has unnerved many Jews who oppose the president and say Mr. Kushner and Ms. Trump violated the sacred, if sometimes unspoken, communal code that mandates Jews take care of each other during times of struggle. “I’m more offended by Jared than I am by President Trump,” said Eric Reimer, a lawyer in New York who was on Mr. Kushner’s trivia team at The Frisch School, a modern Orthodox yeshiva in New Jersey that they both attended.

    “We, as Jews, are forced to grapple with the fact that Jared and his wife are Jewish, but Jared is participating in acts of Chillul Hashem,” said Mr. Reimer, using the Hebrew term for when a Jew behaves immorally while in the presence of others.

    For Mr. Reimer, who hasn’t spoken to Mr. Kushner since high school, one of those incidents was the administration’s Muslim ban, which prompted members of the Frisch community to sign an open letter to Mr. Kushner imploring him “to exercise the influence and access you have to annals of power to ensure others don’t suffer the same fate as millions of our co-religionists.”

    Leah Pisar, president of the Aladdin Project, a Paris-based group that works to counter Holocaust denial, and whose late father, Samuel Pisar, escaped Auschwitz and advised John F. Kennedy, said she found it “inconceivable that Jared could stay affiliated with the administration after Pittsburgh” and called Mr. Kushner the president’s “fig leaf.”

    Those kinds of accusations are anathema to other Jews, particularly a subset of Orthodox Jews who accused liberal Jews of politicizing the Pittsburgh attack and who say that any policies that would weaken Israel are the ultimate act of anti-Semitism.

    “Jared and Ivanka are one of us as traditional Jews who care deeply about Israel,” said Ronn Torossian, a New York publicist whose children attend the Ramaz School, the same Upper East Side yeshiva where Mr. Kushner’s eldest daughter Arabella was once enrolled. “I look at them as part of our extended family.”

    Even some Jews who dislike Mr. Trump’s policies and recoil at his political style may feel a reluctance to criticize the country’s most prominent Orthodox Jewish couple, grappling with the age-old question that has haunted the Jewish psyche for generations: Yes, but is it good for the Jews?

    To that end, even as liberal New York Jews suggest the couple would be snubbed when they eventually return to the city, many in the Orthodox community would likely embrace them. “They certainly won’t be banned, but I don’t think most synagogues would give them an aliyah,” said Ethan Tucker, a rabbi and president of the Hadar yeshiva in New York, referring to the relatively limited honor of being called to make a blessing before and after the reading of the Torah. (Mr. Tucker is also the stepson of Joe Lieberman, the first Jewish candidate to run on a major party ticket in the U.S.) “I don’t think people generally honor people they feel were accomplices to politics and policies they abhor,” Mr. Tucker said.

    Haskel Lookstein, who serves as rabbi emeritus of the Congregation Kehilath Jeshurun, the modern Orthodox synagogue on the Upper East Side that Mr. Kushner and Ms. Trump attended, wrote in an open letter to Mr. Trump that he was “deeply troubled” by the president saying “You also had people that were very fine people, on both sides,” in response to the white nationalist riots in Charlottesville, Va.

    When reached last week to comment about the president’s daughter and son-in-law days after the Pittsburgh attack, Mr. Lookstein said simply, “I love them and that’s one of the reasons I don’t talk about them.”

    Talk to enough Jews about Mr. Kushner and Ms. Trump, and you begin to realize that the couple has become a sort of Rorschach test, with defenders and detractors seeing what they want to see as it relates to larger rifts about Jewish identity.

    “It’s not about Jared and Ivanka,” said Matthew Brooks, the executive director of the Republican Jewish Coalition. “People look at them through the prism of their own worldviews.”

    Those worldviews are rapidly changing. One in five American Jews now describes themselves as having no religion and identifying as Jews based only on ancestry, ethnicity or culture, according to Pew. By contrast, in the 1950s, 93 percent of American Jews identified as Jews based on religion.

    As Jews retreat from membership to reform synagogues, historically made up of political liberals who were at the forefront of the fight for Civil Rights and other progressive issues, Chabad-Lubavitch, the Orthodox Hasidic group with which Mr. Kushner is affiliated, has become a rapidly-growing Jewish movement. The growth of Chabad correlates with fierce divisions about the Israeli-Palestinian conflict and a small but growing contingent of American Jews who prioritize Israel above any other political or social issue.

    Mr. Kushner, in particular, has become a sort of proxy for these larger schisms about faith and Israel, according to Jewish experts. “There is a great deal of anxiety around the coming of the Orthodox,” said Dr. Sarna, the Brandeis professor. “Jared in every way — his Orthodoxy, his Chabad ties, his views on Israel — symbolizes those changes.”

    Mr. Kushner is the scion of wealthy real-estate developers and his family has donated millions of dollars to the Jewish community, including through a foundation that gives to settlements in the West Bank. Mr. Kushner influenced the Trump administration’s decision to move the U.S. Embassy, to withdraw from the Iran nuclear deal, and to shutter a Palestine Liberation Organization office in Washington.

    “You’d be hard pressed to find a better supporter of Israel than Donald Trump and Jared plays a role in that,” said Ari Fleischer, a former White House press secretary under President George W. Bush. Mr. Kushner is currently working on a Middle East peace plan expected to be rolled out in the coming months.

    Haim Saban, an entertainment magnate and pro-Israel Democrat, is optimistic about Mr. Kushner’s efforts. He said in an interview from his hotel in Israel that although he disagrees with some of Mr. Trump’s policies, “Jared and by extension the president understand the importance of the relationship between the U.S. and Israel on multiple levels — security, intelligence, but most of all, shared values.”

    That embrace has only exacerbated tensions with secular Jews who overwhelmingly vote Democratic and oppose Mr. Trump. According to a 2018 survey by the American Jewish Committee, 41 percent of Jews said they strongly disagree with Mr. Trump’s handling of U.S.-Israeli relations and 71 percent had an overall unfavorable opinion of Mr. Trump. (In response to questions for this story, a White House press aide referred reporters to an Ami magazine poll of 263 Orthodox Jews in the tristate area published in August. Eighty-two percent said they would vote for President Trump in 2020.)

    “To wave a flag and say ‘Oh, he’s obviously pro-Jewish because he moved the embassy’ just absolutely ignores what we know to be a deeply alarming rise of anti-Semitism and all sorts of dog-whistling and enabling of the alt-right,” said Andy Bachman, a prominent progressive rabbi in New York.

    In September, Mr. Kushner and his top advisers, Jason D. Greenblatt and Avi Berkowitz, hosted a private dinner at the Pierre Hotel on the Upper East Side. Over a kosher meal, Mr. Kushner, aware of concerns within the Jewish community that Israel policy had become an overly partisan issue, fielded the advice of a range of Jewish leaders, including hedge-fund billionaire and Republican donor Paul Singer and Mr. Saban, to craft his Middle East peace plan. “He called and said ’I’ll bring 10 Republicans and you bring 10 Democrats,’” Mr. Saban said.

    The undertaking will only bring more kvetching about Mr. Kushner. Indeed, some of Mr. Trump’s most ardent Jewish supporters have already expressed their displeasure at any deal that would require Israel to give up land.

    “I’m not happy with Jared promoting a peace deal that’s sending a message that we’re ready to ignore the horrors of the Palestinian regime,” said Morton A. Klein, the president of the Zionist Organization of America and a friend of Republican megadonor Sheldon G. Adelson.

    “But …” Mr. Klein added, as if self-aware of how other Jews will view his position, “I am a fanatical, pro-Israel Zionist.”

    His death is key to understanding the political forces that helped turn the Middle East from a region of hope seven years ago to one of brutal repression and slaughter today.

    The mind plays strange tricks sometimes, especially after a tragedy. When I sat down to write this story about the Saudi regime’s homicidal obsession with the Muslim Brotherhood, the first person I thought I’d call was Jamal Khashoggi. For more than 20 years I phoned him or met with him, even smoked the occasional water pipe with him, as I looked for a better understanding of his country, its people, its leaders, and the Middle East. We often disagreed, but he almost always gave me fresh insights into the major figures of the region, starting with Osama bin Laden in the 1990s, and the political trends, especially the explosion of hope that was called the Arab Spring in 2011. He would be just the man to talk to about the Saudis and the Muslim Brotherhood, because he knew both sides of that bitter relationship so well.

    And then, of course, I realized that Jamal is dead, murdered precisely because he knew too much.

    Although the stories keep changing, there is now no doubt that 33-year-old Saudi Crown Prince Mohammed bin Salman, the power in front of his decrepit father’s throne, had put out word to his minions that he wanted Khashoggi silenced, and the hit-team allegedly understood that as “wanted dead or alive.” But the [petro]buck stops with MBS, as bin Salman’s called. He’s responsible for a gruesome murder just as Henry II was responsible for the murder of Thomas Becket when he said, “Who will rid me of that meddlesome priest?” In this case, a meddlesome journalist.

    We now know that a few minor players will pay. Some of them might even be executed by Saudi headsmen (one already was reported killed in a car crash). But experience also tells us the spotlight of world attention will shift. Arms sales will go ahead. And the death of Washington Post columnist Jamal Khashoggi risks becoming just one more entry in the annals of intensifying, murderous repression of journalists who are branded the “enemy of the people” by Donald Trump and various two-bit tyrants around the world.

    There is more to Khashoggi’s murder than the question of press freedom, however. His death holds the key to understanding the political forces that have helped turn the Middle East from a region of hope seven years ago to one of brutal repression and ongoing slaughter today. Which brings us back to the question of the Saudis’ fear and hatred of the Muslim Brotherhood, the regional rivalries of those who support it and those who oppose it, and the game of thrones in the House of Saud itself. Khashoggi was not central to any of those conflicts, but his career implicated him, fatally, in all of them.

    The Muslim Brotherhood is not a benign political organization, but neither is it Terror Incorporated. It was created in the 1920s and developed in the 1930s and ‘40s as an Islamic alternative to the secular fascist and communist ideologies that dominated revolutionary anti-colonial movements at the time. From those other political organizations the Brotherhood learned the values of a tight structure, party discipline, and secrecy, with a public face devoted to conventional political activity—when possible—and a clandestine branch that resorted to violence if that appeared useful.

    In the novel Sugar Street, Nobel Prize-winning author Naguib Mahfouz sketched a vivid portrait of a Brotherhood activist spouting the group’s political credo in Egypt during World War II. “Islam is a creed, a way of worship, a nation and a nationality, a religion, a state, a form of spirituality, a Holy Book, and a sword,” says the Brotherhood preacher. “Let us prepare for a prolonged struggle. Our mission is not to Egypt alone but to all Muslims worldwide. It will not be successful until Egypt and all other Islamic nations have accepted these Quranic principles in common. We shall not put our weapons away until the Quran has become a constitution for all Believers.”

    For several decades after World War II, the Brotherhood’s movement was eclipsed by Arab nationalism, which became the dominant political current in the region, and secular dictators moved to crush the organization. But the movement found support among the increasingly embattled monarchies of the Gulf, including and especially Saudi Arabia, where the rule of the king is based on his custodianship of Mecca and Medina, the two holiest sites in Islam. At the height of the Cold War, monarchies saw the Brotherhood as a helpful antidote to the threat of communist-led or Soviet-allied movements and ideologies.

    By the 1980s, several of the region’s rulers were using the Brotherhood as a tool to weaken or destroy secular opposition. Egypt’s Anwar Sadat courted them, then moved against them, and paid with his life in 1981, murdered by members of a group originally tied to the Brotherhood. Sadat’s successor, Hosni Mubarak, then spent three decades in power manipulating the Brotherhood as an opposition force, outlawing the party as such, but allowing its known members to run for office in the toothless legislature, where they formed a significant bloc and did a lot of talking.

    Jordan’s King Hussein played a similar game, but went further, giving clandestine support to members of the Brotherhood waging a covert war against Syrian tyrant Hafez al-Assad—a rebellion largely destroyed in 1982 when Assad’s brother killed tens of thousands of people in the Brotherhood stronghold of Hama.

    Even Israel got in on the action, initially giving Hamas, the Brotherhood branch among the Palestinians, tacit support as opposition to the left-leaning Palestine Liberation Organization (although PLO Chairman Yasser Arafat once identified with the Brotherhood himself).

    The Saudi royals, too, thought the Brotherhood could be bought off and manipulated for their own ends. “Over the years the relationship between the Saudis and the Brotherhood ebbed and flowed,” says Lorenzo Vidino, an expert on extremism at George Washington University and one of the foremost scholars in the U.S. studying the Brotherhood’s history and activities.

    Over the decades factions of the Brotherhood, like communists and fascists before them, “adapted to individual environments,” says Vidino. In different countries it took on different characteristics. Thus Hamas, or its military wing, is easily labeled as terrorist by most definitions, while Ennahda in Tunisia, which used to be called terrorist by the ousted Ben Ali regime, has behaved as a responsible political party in a complex democratic environment. To the extent that Jamal Khashoggi identified with the Brotherhood, that was the current he espoused. But democracy, precisely, is what Mohammed bin Salman fears.

    Vidino traces the Saudis’ intense hostility toward the Brotherhood to the uprisings that swept through much of the Arab world in 2011. “The Saudis together with the Emiratis saw it as a threat to their own power,” says Vidino.

    Other regimes in the region thought they could use the Brotherhood to extend their influence. First among these was the powerful government in Turkey of Recep Tayyip Erdogan, who has such longstanding ties to the Islamist movement that some scholars refer to his elected government as “Brotherhood 2.0.” Also hoping to ride the Brotherhood wave was tiny, ultra-rich Qatar, whose leaders had used their vast natural gas wealth and their popular satellite television channel, Al Jazeera, to project themselves on the world stage and, they hoped, buy some protection from their aggressive Saudi neighbors. As one senior Qatari official told me back in 2013, “The future of Qatar is soft power.” After 2011, Jazeera’s Arabic channel frequently appeared to propagandize in the Brotherhood’s favor as much as, say, Fox News does in Trump’s.

    Egypt, the most populous country in the Arab world, and the birthplace of the Brotherhood, became a test case. Although Jamal Khashoggi often identified the organization with the idealistic hopes of the peaceful popular uprising that brought down the Mubarak dynasty, in fact the Egyptian Brotherhood had not taken part. Its leaders had a modus vivendi they understood with Mubarak, and it was unclear what the idealists in Tahrir Square, or the military tolerating them, might do.

    After the dictator fell and elections were called, however, the Brotherhood made its move, using its party organization and discipline, as well as its perennial slogan, “Islam is the solution,” to put its man Mohamed Morsi in the presidential palace and its people in complete control of the government. Or so it thought.

    In Syria, meanwhile, the Brotherhood believed it could and should lead the popular uprising against the Assad dynasty. That had been its role 30 years earlier, and it had paid mightily.

    For more than a year, it looked like the Brotherhood’s various branches might sweep to power across the unsettled Arab world, and the Obama administration, for want of serious alternatives, was inclined to go with the flow.

    But then the Saudis struck back.

    In the summer of 2013, Gen. Abdel Fattah al-Sissi, the commander of the Egyptian armed forces, led a military coup with substantial popular support against the conspicuously inept Brotherhood government, which had proved quickly that Islam was not really the “solution” for much of anything.

    Al-Sissi had once been the Egyptian military attaché in Riyadh, where he had many connections, and the Saudis quickly poured money into Egypt to shore up his new regime. At the same time, he declared the Muslim Brotherhood a terrorist organization, and launched a campaign of ruthless repression. Within weeks of the coup, the Egyptian military attacked two camps of Brotherhood protesters and slaughtered hundreds.

    In Syria, the efforts to organize a credible political opposition to President Bashar al-Assad proved virtually impossible as the Qataris and Turks backed the Brotherhood while the Saudis continued their vehement opposition. But that does not mean that Riyadh supported moderate secular forces. Far from it. The Saudis still wanted to play a major role bringing down the Syrian regime allied to another arch enemy, the government of Iran. So the Saudis put their weight behind ultra-conservative Salafis, thinking they might be easier to control than the Muslim Brothers.

    Riyadh is “okay with quietist Salafism,” says Vidino. But the Salafis’ religious extremism quickly shaded over into the thinking of groups like the al Qaeda spinoff called the Nusra Front. Amid all the infighting, little progress was made against Assad, and there to exploit the chaos was the so-called Islamic State (which Assad partially supported in its early days).

    Then, in January 2015, at the height of all this regional turmoil, the aged and infirm Salman bin Abdelaziz ascended to the throne of Saudi Arabia. His son, Mohammed bin Salman, began taking into his own hands virtually all the reins of power, making bold decisions about reforming the Saudi economy, taking small measures to give the impression he might liberalize society—and moving to intimidate or otherwise neutralize anyone who might challenge his power.

    Saudi Arabia is a country named after one family, the al Saud, and while there is nothing remotely democratic about the government, within the family itself with its thousands of princes there traditionally has been an effort to find consensus. Every king up to now has been a son of the nation’s founder, Abdelaziz ibn Saud, and thus a brother or half brother of the other kings.

    When Salman took over, he finally named successors from the next generation. His nephew Mohammed bin Nayef, then 57 and well known for his role fighting terrorism, became crown prince. His son, Mohammed bin Salman, became deputy crown prince. But bin Nayef’s position between the king and his favorite son clearly was untenable. As one Saudi close to the royals put it: “Between the onion and the skin there is only the stink.”

    Bin Nayef was pushed out in 2017. The New York Times reported that during an end-of-Ramadan gathering at the palace he “was told he was going to meet the king and was led into another room, where royal court officials took away his phones and pressured him to give up his posts as crown prince and interior minister. … At first, he refused. But as the night wore on, the prince, a diabetic who suffers from the effects of a 2009 assassination attempt by a suicide bomber, grew tired.” Royal court officials meanwhile called around to other princes saying bin Nayef had a drug problem and was unfit to be king.

    Similar pressure was brought to bear on many of the richest and most powerful princes in the kingdom, locked up in the Ritz Carlton hotel in 2017, ostensibly as part of an extra-legal fight against corruption. They were forced to give allegiance to MBS at the same time they were giving up a lot of their money.

    That pattern of coerced allegiance is what the Saudis now admit they wanted from Jamal Khashoggi. He was no prince, but he had been closely associated in the past with the sons of the late King Faisal, particularly Turki al-Faisal, who was for many years the head of the Saudi intelligence apparatus and subsequently served as ambassador to the United Kingdom, then the United States.

    Although Turki always denied he had ambitions to be king, his name often was mentioned in the past as a contender. Thus far he seems to have weathered the rule of MBS, but given the record of the crown prince anyone close to the Al Faisal branch of the family, like Khashoggi, would be in a potentially perilous position.

    Barbara Bodine is a former U.S. ambassador to Yemen, which has suffered mightily since MBS launched a brutal proxy war there against Iran. Both MBS and Trump have declared the regime in Tehran enemy number one in the region. But MBS botched the Yemen operation from the start. It was dubbed “Decisive Storm” when it began in 2015, and was supposed to last only a few weeks, but the war continues to this day. Starvation and disease have spread through Yemen, creating one of the world’s greatest humanitarian disasters. And for the moment, in one of those developments that makes the Middle East so rich in ironies, in Yemen the Saudis are allied with a branch of the Muslim Brotherhood.

    “What drives MBS is a ruthless effort toward total control domestically and regionally; he is Putin of the Desert,” says Bodine. “He has basically broken the back of the princelings, the religious establishment and the business elite, brought all ministries and agencies of power under his sole control (’I alone can fix it’), and jailed, killed or put under house arrest activists and any and all potential as well as real opposition (including his mother).”

    In 2017, MBS and his backers in the Emirates accused Qatar of supporting “terrorism,” issuing a set of demands that included shutting down Al Jazeera. The Saudis closed off the border and looked for other ways, including military options, to put pressure on the poor little rich country that plays so many angles it has managed to be supportive of the Brotherhood and cozy with Iran while hosting an enormous U.S. military base.

    “It was Qatar’s independent streak—not just who they supported but that they had a foreign policy divorced from the dictates of Riyadh,” says Bodine. “The basic problem is that both the Brotherhood and Iran offer competing Islam-based governing structures that challenge the Saudi model.”

    “Jamal’s basic sin,” says Bodine,“was he was a credible insider, not a fire-breathing radical. He wrote and spoke in English for an American audience via credible mainstream media and was well regarded and highly visible within the Washington chattering classes. He was accessible, moderate and operated within the West. He challenged not the core structure of the Kingdom but the legitimacy of the current rulers, especially MBS.”

    “I do think the game plan was to make him disappear and I suspect the end game was always to make him dead,” said Bodine in a long and thoughtful email. “If he was simply jailed within Saudi there would have been a drumbeat of pressure for his release. Dead—there is certainly a short term cost, whether more than anticipated or longer than anticipated we don’t know yet, but the world will move on. Jamal will become a footnote, a talking point perhaps, but not a crusade. The dismembered body? No funeral. Taking out Jamal also sends a powerful signal to any dissident that there is no place safe.”

    Jewish Voice for Peace has been fighting Canary Mission since 2015, when the site first appeared.

    Thanks to intrepid reporting in The Forward, The Jewish Community Federation of San Francisco (JCF) has promised to stop funding Canary Mission in the future, following the exposure of a $100,000 contribution by one of its donor groups.

    The Canary Mission website, which maintains a blacklist of people who defend Palestinian human rights, has bullied and slandered thousands of students and professors, making egregious claims based on very little fact. Canary Mission has threatened the careers and reputations of those listed, and tries to intimidate and dissuade people from speaking out for Palestinian rights.

    Canary Mission particularly targets Arab and Muslim students, pulling on anti-Arab and anti-Muslim tropes. For Palestinian students, inclusion on the blacklist can prevent them from visiting their families. Indeed, it was recently confirmed that the State of Israel is using this slanderous and unverified blacklist as a tool in determining who can enter Israel, and that the FBI was using Canary Mission as a basis for questioning students of color in the U.S.

    With the majority of Canary Mission’s donors remaining anonymous, all Jewish institutions should immediately confirm they will cease any funding to the cyber-bullying blacklist.

    Moreover, it is not enough to pledge to abstain from funding Canary Mission in the future. Indeed, the JCF should issue a public apology, and clarify the steps it will take towards restitution and repair.

    Many American Jewish philanthropic institutions grant money to causes far outside their mandate of support for the Jewish community; The Jewish United Fund of Metro Chicago funds anti-Muslim hate groups, for example. We urge members of the American Jewish community to contact your local Jewish institutions to ensure they are not funding hate groups or racist organizations.

    Canary Mission is a form of online harassment, and like all cyberbullying, it has real world consequences for the victims. It must be shutdown – and it will be, once it has lost its funders.

    JERUSALEM (Ma’an) - Un Palestinien de 26 ans a été tué par balle par les forces israéliennes dans le quartier d’al-Musrara, à Jérusalem-Est occupée, pour avoir tenté de commettre une attaque à l’arme blanche.

    Des témoins ont déclaré à Ma’an que les forces israéliennes avaient tué par balle un Palestinien identifié comme étant Muhammad Youssef Shaaban Elayyan, un résident du camp de réfugiés de Qalandiya, qui aurait tenté de mener une attaque à l’arme blanche.

    Un journaliste de Ma’an a déclaré que les autorités israéliennes avaient bouclé la rue dans le quartier d’al-Musrara autour de la scène pendant plusieurs heures, empêchant les résidents locaux d’y accéder.

    Les autorités israéliennes ont ensuite transféré le corps d’Elayyan dans un lieu inconnu après avoir tenu son corps sur les lieux pendant environ trois heures.

      RAMALLAH (Ma’an) — Palestinians of the Qalandiya refugee camp, north of Jerusalem City, marched in the funeral of Muhammad Elayyan, 26, on Friday evening after his body was held by the Israeli authorities for some 53 days.

      The funeral procession set off from in front of the Palestine Medical Center in Ramallah City in the central occupied West Bank.

      The family, friends and loved ones of Elayyan said their farewells at his family home before they carried him on shoulders to the local mosque for prayers and burials afterwards.

      Mourners repeated slogans condemning Israeli crimes against Palestinians, and waved Palestinian flags.

      Elayyan was shot and killed by Israeli forces in September, in the al-Musrara neighborhood near Damascus Gate for allegedly attempting to carry out a stabbing attack.

      The Israeli authorities had returned Elayyan’s body to his family earlier Friday at the Ofer detention center after the Israeli Minister of Defense, Avigdor Lieberman had agreed on returning Elayyan’s body, on Thursday.

      The bodies of 33 killed Palestinians, from the West Bank and Gaza Strip, are still held by the Israeli authorities since 2016.

    when the Palestine Liberation Organization (PLO) signed the Oslo Accords, it also signed off on the implementation of a dual set of laws based on nationality, which meant that the PA’s laws could only be applied to Palestinians while Israel maintained exclusive personal jurisdiction over Israelis in all criminal and civil matters, even for offenses committed in areas under PA jurisdiction. In other words, Israeli civilian and criminal law, but not Israeli military law, applies to Israelis irrespective of whether they are in the areas of the PA, in Area C, or in Israel; while Palestinians in areas A and B are subject to Palestinian civil laws and Israeli military law, irrespective of whether they are in Areas A, B, or C. In short, the PLO agreed to apartheid.

    Thus, for example, an Israeli who harms or kills a Palestinian in Area A or B cannot be tried for their actions, while Palestinians living in Area C must obtain Israeli permits in order to construct an additional room in their house or even erect a tent or solar panels. Most absurdly, in cases where an Israeli and Palestinian commit the exact same crime, the rights guaranteed to them and the punishment meted out differ substantially.

    At the same time, PA laws were solely designed to focus on matters falling within the areas of PA control but not in relation to matters affecting Palestinians beyond those areas. For example, the PA has never made any pronouncements or issued any injunctions in relation to Israel’s theft of Palestinian land, focusing instead on internal matters.

    Meanwhile, the Israeli legal system, far from challenging Israel’s occupation, vacillated between rubber-stamping the occupation – as seen in the cases involving home demolitions – and outright refusal to confront the occupation. For example, Israel’s courts have refused to hear challenges to Israeli settlement construction on the grounds that these are issues better left to politicians and not the courts.

    Perhaps the most troubling aspect of the changes in legal landscape is on the international level. While the Oslo Accords state that negotiations will lead to the “implementation of resolutions 242 and 338,” the mere fact that they engaged in a negotiation process over borders, settlements, Jerusalem, and refugees indicate that these matters are up for “compromise.” And, this has been the result: while it is clear that settlements are war crimes, the annexation of Jerusalem is illegal, Israel has no right to one inch of occupied territory and that Palestinians have a legal right to return, the Oslo Accords transformed these rights to mere issues to be negotiated.

    Oft-repeated statements from representatives of the international community highlight that Israeli “unilateral actions will not be recognized” and that the occupation “can only be resolved through negotiations.” Stated differently, representatives of the international community are effectively saying that they will recognize those settlements – those war crimes – that the PLO agrees to. This is akin to saying that there are no international standards – no objective laws – but that consent, no matter how it is obtained, can excuse any illegal act.

    Gazans in their 50s still remember, with a smile and a bit of disgust, the glass of milk and the spoonful of fish oil they had to drink at UNRWA schools every morning. As adults, they’re able to appreciate the supportive framework the UN Works and Relief Agency for Palestinian refugees gave them, and which that daily dose reflected.

    A resident of the Gaza Strip’s Al-Shati refugee camp, who studied math at Birzeit University in the West Bank in the 1980s, said half the students in his class were from Gaza, and most were refugees. “It’s thanks to the omega-3 in the oil they got from UNRWA,” he joked.

    The children of Gaza’s old-time residents, who aren’t refugees, envied the refugee children because UNRWA schools were considered better than government ones and even provided free notebooks and writing implements including crayons. But the difference also apparently stems from the refugees’ aspirational mantra. After the immediate trauma of losing their land and property, they educated their children in that mantra’s spirit: Study, because now education is your land.

    Good early education (compared to their surroundings, as one graduate of the UNRWA system stressed) was the basic service UNRWA gave and still gives Palestinian refugees, alongside health care. Most UNRWA employees, some 30,000 people in several different countries, work in these two departments. When residents of refugee camps have more employment opportunities, they have less need of services like food packages. And when UNRWA has to invest in emergency services, this weakens its essential education and health services.

    Even though the United States stopped its financial support for UNRWA, the new school year opened on schedule last week in the agency’s 711 elementary schools located in Lebanon, Syria, Jordan, the West Bank and Gaza. Every day, 526,000 Palestinian students leave there homes in these diverse lands’ almost 60 refugee camps and attend schools with uniform characteristics – doors and windowsills painted turquoise, the UN flag, a few trees in the schoolyard with whitewashed trunks, photographs of the tent camps of 1949 on the walls.

    These uniform characteristics have been maintained for almost seven decades. Millions of Palestinian children became acquainted with the UN flag before that of their host country, or even that of Palestine, and before they encountered the Star of David that they learned to hate so deeply as a symbol of daily military violence. They saw the characteristic turquoise whenever they went to the refugee camp’s clinic or ate lunch in the dining hall reserved for children of unemployed parents.

    The spontaneous architectural process that these camps underwent is also similar – from rows of tents with taps and toilets at the outskirts; less organized rows of a few rooms around an interior courtyard, which stole a few centimeters from the alleys and made them even narrower; the multistory buildings that arose in the 1990s to house grown-up children. The savings of family members who found jobs made this possible (in Gaza, the West Bank and pre-civil war Syria much more than in Lebanon).

    Beyond the clan

    The refugee camps initially maintained geographic divisions among the original villages from which residents were expelled, and even subdivisions among extended families. But with time, and marriages between people from different villages, these divisions blurred.

    In a society that to this day retains both ties of loyalty and material ties to the extended family, the refugee camps created more modern communities because they expanded the bounds of foundational social loyalties beyond the ties of blood – that is, the family and the clan – to a large group of people who were living through the same difficult experience and had to make do with living spaces several times smaller than what they or their parents had before. The social and national consciousness of a shared fate that goes beyond the shared fate of family members and village members was bolstered there, beyond any doubt.

    This happened even before the Palestinian political organizations became established. Until the Palestinian Authority was created, these organizations weren’t just a vehicle for resistance to Israel and the occupation, but also a kind of super-clans that created their own internal loyalties and developed networks of mutual aid and protection.

    The Palestinian dialect was also preserved in the camps, and people from different villages or regions even preserved their own unique accents. Over time, the Palestinian accent in every host country has absorbed some of the country’s unique variety of Arabic, but it’s still easy to tell a Palestinian in these countries by his accent.

    Some refugee camps underwent a similar sociological process of absorbing poor people who weren’t refugees. That happened in the Yarmouk camp in Damascus, before the civil war destroyed it, in several camps in Lebanon and in the Shoafat camp in Jerusalem. But at the same time, anyone who could left the camps.

    Residents of the West Bank’s Deheisheh camp built an offshoot of their camp on the other side of the road, and today it’s a large, separate community called Doha (named for the capital of Qatar, which helped finance the purchase of the land from Beit Jala residents). The Shabura and Jabalya camps in Gaza also have offshoots that are slightly more spacious. But the ties to and affection for the camp – no less than for the village of origin – remain.

    The uniform framework UNRWA has provided for millions of Palestinian in the camps over the last 70 years has undoubtedly helped them retain these affinities. But had it not been for UNRWA, would they have assimilated completely into their different environments (especially outside Palestine) and forgotten that they are Palestinians, as anti-UNRWA propagandists hope or claim?

    There are hundreds of thousands of Palestinians in South America who aren’t refugees (they mostly emigrated voluntarily) and never lived in refugee camps. But they haven’t abandoned their Palestinian identity. It has even strengthened among the second and third generations, along with their political consciousness. And if they don’t speak Arabic, they’re trying to learn it now.

    Collapse of traditional political system

    Without UNRWA, would the Palestinian refugees not have maintained their emotional ties to their towns and villages of origin? Would they not have made this the basis of their political demand for a right of return?

    Anyone who thinks so is confusing the framework with the content. Even if the United States and Israel manage to destroy the framework, UNRWA, this political and material assault is merely strengthening the ties that bind Palestinians to one another. This is happening despite, and in parallel with, the collapse of the traditional political system of the past 60 years that united Palestinians wherever they lived, inside and outside the refugee camps.

    The parties that comprised the PLO are either nonexistent or weak, divided and strife-ridden. The PLO itself has lost its virtue of being an organization that nurtured Palestinian identity and culture and tried to create a system of social and economic solidarity. It has become a thin shell of gray, anonymous bureaucrats and is completely dependent on the Palestinian Authority.

    The PA, as Palestinian President Mahmoud Abbas admitted, fulfills its purpose of coordinating with Israel on security issues. It’s a provider of jobs pretending to be a political leadership. It’s also feuding with its rival, Hamas, and that group’s government in Gaza.

    Hamas is even weaker financially. And it maintains its image as a resistance movement mainly in the eyes of those who haven’t experienced the results of its military adventures and delusions on their own skin – that is, people who don’t live in Gaza but in the West Bank or the diaspora.

    In this situation, the framework that U.S. President Donald Trump and former Labor MK Einat Wilf want to destroy remains what it has been for 70 years – an economic and, to some extent, social stabilizer.

    UNRWA’s budget totals $1.2 billion. Its regular budget is $567 million, of which $450 million goes for education, and another $400 million is an emergency budget, of which 90 percent goes to Gaza. That enormous sum reflects the state of this tiny coastal enclave and the ruinous impact of Israel’s assaults and, even more, its restrictions on movement and trade that have left half the workforce unemployed. The rest of UNRWA’s budget is earmarked for various projects (for instance, in Lebanon’s Nahr al-Bared camp, or what remains of Gaza’s reconstruction).

    Eight months ago, when the United States first slashed its contribution by $300 million, UNRWA’s budget deficit was almost $500 million. With great effort, and with countries like Saudi Arabia, Qatar and the United Arab Emirates contributing $50 million each for the first time, the deficit has shrunk to $270 million.

    UNRWA had to immediately cut its emergency services, of which one of the most important is the Cash for Work program that provides temporary jobs for unemployed Gazans. Other emergency projects were also suspended: psychological treatment for people traumatized by Israeli attacks; help for the Bedouin in Area C, the part of the West Bank under full Israeli control; help for farmers whose lands and income are imprisoned on the other side of the separation barrier; mobile clinics. What is still being funded is the distribution of food and sanitary products such as diapers to 1 million Gazans once every three months.

    Because of the cuts, UNRWA couldn’t renew the contracts of 160 temporary workers in Gaza. It also reduced the salaries of several hundred people employed on its emergency projects.

    The big question is what will happen to its 2019 budget, and whether UNRWA will have to cut or even close its education and health services.

    One of at least seven groups believed to have received weapons from Israel, Fursan al-Joulan, or ‘Knights of Golan,’ reportedly participated in the Israeli-led operation to evacuate hundreds of members of the controversial White Helmets group out of Syria. The group is also believed to have received upwards of $5,000 per month from Israel.

    The deleted report comes on the heels of another major disclosure: On Monday the IDF announced that Israel has carried out more than 200 strikes in Syria in the past year and half.

    The Israeli military usually declines to comment on missile strikes attributed to Israel, although Tel Aviv has repeatedly claimed that it has the right to attack Hezbollah and Iranian military targets inside Syria. Damascus has repeatedly claimed that Israel uses Hezbollah as a pretext to attack Syrian military formations and installations, accusing Tel Aviv of “directly supporting ISIS and other terror organizations.”

    Le Daily Mail a publié samedi une photo montrant M. Corbyn en 2014 tenant en ses mains une couronne de fleurs lors d’une cérémonie à Tunis. Celui qui était alors simple député était sur place pour une conférence consacrée à la Palestine, organisée par le président tunisien. A la fin, deux gerbes de fleurs ont été déposées sur des tombes palestiniennes.

    La première commémorait 47 Palestiniens tués dans une attaque aérienne israélienne sur une base de l’Organisation de libération de la Palestine (OLP) en 1985. M. Corbyn affirme que c’est ce que la photo du Daily Mail montre. La seconde a été déposée sur les tombes de Salah Khalaf, le fondateur de Septembre noir, Fakhri al-Omari, son bras droit, et Hayel Abdel-Hamid, le chef de la sécurité de l’OLP. Tous les trois ont été assassinés vingt ans après l’attentat de Munich par le Mossad, les services secrets israéliens. C’est cette cérémonie à laquelle M. Corbyn dit avoir été simplement « présent ».

    Noter : que Salah Khalaf, aussi connu sous le nom d’Abou Iyad, a été assassiné par le groupe Abou Nidal. Mais le réduire à fondateur de Septembre Noir est une absurdité : il était un des principaux compagnons d’Arafat et un des principaux dirigeants de l’OLP. Il a soutenu les évolutions politiques de l’organisation après 1973. Il faut lire le livre qu’Eric Rouleau lui a consacré « Palestinien sans patrie ».Pourquoi refuserait-on de déposer des fleurs sur sa tombe ? Il faudrait alors refuser aux dirigeants étrangers d’aller sur la tombe de Yasser Arafat.

    La campagne engagée contre Corbyn ne vise pas des dérives antisémites, mais bien la solidarité avec les Palestiniens. Il est dommage que Le Monde y contribue.

    Left-wing peace activist Uri Avnery has been hospitalized in very serious condition after suffering a stroke on Saturday and is said to be unconscious.

    Avnery, 94, has written opinion pieces on a regular basis for Haaretz. He is a former Knesset member and a founder of the Gush Shalom peace movement who worked as editor-in-chief of the Haolam Hazeh weekly. He has been an advocate for the past 70 years for the creation of a Palestinian state.

    Anat Saragusti, a journalist and human rights activist, who is close to the 94-year-old Avnery, posed a wry comment on Facebook late Wednesday in which she wrote of in part: “It can be assumed that he won’t write his weekly column this week He once told me half-kiddingly and half-seriously: ’If you don’t receive my column on Friday, you should know that I died.’ So he hasn’t died, but he’s not conscious. In exactly another month, on September 10, he’ll be celebrating his 95 birthday, and an event is already being prepared in his honor at the Tzavta [Theater in Tel Aviv]. I was there today, hoping for the best, fingers crossed.”

    Avnery was the first Israeli to meet with PLO leader Yasser Arafat, in Lebanon in 1982.

    In the last article that Avnery wrote for Haaretz, which appeared in Hebrew on Tuesday, he was highly critical of the controversial nation-state law that the Knesset passed last month, and argued that the Israeli nation and not the Jewish nation has its home in Israel. He also mentioned that he had once been among the petitioners in an unsuccessful effort before the High Court of Justice to change the nationality notation in his identity card from “Jewish” to “Israeli.”

    We should adopt the conceit of the right: the Oslo criminals. The pejorative should be attached, of course, to Benjamin Netanyahu and the savage incitement that he and the settlers perpetrate; but the heroes of the peace, Yitzhak Rabin and Shimon Peres, are also worthy of the title. Their missed opportunity, rooted chiefly in their cowardice, is unforgivable.

    A new documentary shows this quite well. “The Oslo Diaries,” directed by Mor Loushy and Daniel Sivan, which was screened at the Jerusalem Film Festival, is a moving and important film that many Israelis will see.

    When it was over, a woman sitting in front of me got up and tried in vain to hold back her tears. It was the chairwoman of Meretz, MK Tamar Zandberg. It was touching to see a politician crying over a missed opportunity, but a similar discomfort, to heavy to bear, filled the entire hall. The film proves how, despite all the wariness toward the Oslo Accords, they still represented an opportunity — and this is what Rabin and Peres missed. This missed opportunity was not only fateful, it was also irreparable.

    “The Oslo Diaries” reflects the spirit of the times. Netanyahu, still with his unkempt hair, looks like a crazy man at the right-wing rallies, his eyes spinning round, different from his relatively level-headed image of today, and the fascist and violent atmosphere of the street as never seen before in Israel. But the film deals with the peacemakers, and the picture that arises from them too is worrying. They are the explanation for the failure, most of which can be placed on their shoulders.

    Faltering from the beginning: Yair Hirschfeld preaches morality with characteristic haughtiness and threatens Ahmed Qureia for daring to mention the Nazi occupation of Norway and to compare it to the Israeli occupation, which has lasted 10 times longer and exacted many more victims. A few of the other members of the Israeli delegation are tainted by the same arrogance toward the Palestinians — particularly legal adviser Joel Singer, who is exposed in the film as an especially repulsive and arrogant individual.

    Standing out from them is the innocent and benevolent figure of Ron Pundak, and above all of them shines Yossi Beilin, one of a rare breed of diplomats who can set his ego aside, always behind the scenes and focused on the goal rather than on getting credit. Beilin has never received his due honor: Oslo is Beilin, Beilin is Oslo. The missed opportunity belongs to those above him, Rabin and Peres. They are the heroes of Oslo, and its criminals.

    They began the negotiations with the intention of manipulating the Palestinians as far as possible. There is not a moment of equality or fairness in the negotiations. When agreement is reached on an Israeli withdrawal from the West Bank in the second stage, they insisted on only 2 percent. Only they had “misgivings” about sitting with the PLO. They, who never shed a drop of blood, found it so difficult to speak with the bloodthirsty terrorists from Tunis. They, who did not exile hundreds of thousands in 1948 and did not establish the occupation enterprise in 1967, suffered so much from speaking with terrorists.

    The theatrical feeling of disgust they showed, and Rabin in particular, from shaking hands with Yasser Arafat demonstrated their true attitude toward the Palestinians. Rabin of the expulsion of Ramle and the massacre in Lod, Rabin of “break their bones,” recoiled so much from defiling his pure hands with Arafat’s bloody hands. And he took the trouble to show it, too. This is not how you make peace. If anyone should have recoiled it was Arafat, who was forced to shake the hand of someone who occupied and disinherited him. Arafat wanted to start a new chapter more than Rabin did.

    But the main guilt is in the missed opportunity. There were at least two, one for Rabin and one for Peres. Rabin, who gave Beilin the impression that he was about to remove the Jewish community of Hebron after the Baruch Goldstein massacre, became frightened and did not keep his word, and in doing so determined the future of the relations, possibly forever.

    At the end of the 40 days of mourning, the suicide bombing attacks began. It is not difficult to imagine what would have happened had Rabin removed the obstacle of the settlement in Hebron. Peres, who in the movie is seen giving one of his peace speeches, one of the most courageous and hair-raising ever heard here, rejected as prime minister the draft of the permanent agreement reached by Beilin and Mahmoud Abbas, out of fear of the coming elections. This was the second moment of missed opportunity. Everyone knows what happened next, and it makes one despair.

    A new legal controversy and political feud has erupted between the Palestinian Hamas and Fatah movements. On June 25, Ahmad Bahar, the first deputy speaker of the Hamas-controlled Palestinian Legislative Council (PLC), accused the PLO of setting up a scheme to strip the PLC of its powers and confer them to the PLO’s Palestinian Central Council (PCC).

    Bahar said in a statement distributed by the PLC media office, “Turning the PCC into a substitute for the PLC is tantamount to passing the ’deal of the century,’" in reference to the forthcoming Mideast peace plan from US President Donald Trump. He pointed out that the PLC will hold a meeting next week to discuss this “dangerous plan” and to set the controls and mechanisms to stop it.

    Amid ever closer cooperation with Saudi Arabia, Israel’s military appears to be adopting the kind of sectarian anti-Shiite rhetoric that Saudi Crown Prince Mohammed bin Salman is abandoning as part of a bid to develop a national rather than a religious ethos and promote his yet to be defined form of moderate Islam.

    The Israeli rhetoric in Arabic-language video clips that target a broad audience across the Middle East and North Africa emerged against the backdrop of a growing influence of conservative religious conscripts and officers in all branches of the Israeli armed forces.

    The clips featuring army spokesman Major Avichay Adraee were also designed to undermine support for Hamas, the Islamist group that controls the Gaza Strip and backed recent mass anti-Israeli protests along the border with Israel, in advance of a visit to the Middle East by US peace negotiators Jared Kushner and Jason Greenblatt.

    The visit could determine when US President Donald J. Trump publishes his long-awaited ‘art of the deal’ proposal for a resolution of the Israeli-Palestinian conflict that despite Israeli and tacit Saudi and United Arab Emirates backing is likely to be rejected by the Palestinians as well as those Arab states that have so far refused to tow the Saudi line.

    Saudi Arabia and the United Arab Emirates, in tacit cooperation with the Palestine Authority on the West Bank, have adopted a carrot-and-stick approach in an as yet failed bid to weaken Hamas’ control of Gaza in advance of the announcement of Mr. Trump’s plan.

    Citing a saying of the Prophet Mohammed, Major Adraee, painting Hamas as an Iranian stooge, asserted that “whoever acts like a people is one of them… You (Hamas) have officially become Shiites in line with the Prophet’s saying… Have you not read the works of the classical jurists, scholars…who have clearly warned you about the threat Iranian Shiism poses to you and your peoples?”

    In a twist of irony, Major Adraee quoted the very scholars Prince Mohammed appears to be downplaying. They include 18th century preacher Mohammed ibn Abdul Wahhab, whose ultra-conservative anti-Shiite interpretation of Islam shaped Saudi Arabia for much of its history; Taqi ad-Din Ahmad ibn Taymiyyah, a 14th century theologist and jurist, whose worldview, like that of Wahhabism, inspires militant Islam; and Sheikh Yusuf al-Qaradawi, the Egyptian-born, Qatar-based scholar, who was designated a terrorist by Saudi Arabia and the UAE because he is believed to be the spiritual leader of the Muslim Brotherhood.
