  • The Iraqi and Syrian refugees using body-mapping to share their stories

    What does it mean to flee one’s country and undertake the dangerous journey to Europe? What does it mean to suddenly lose everything and be forced to live in a different country? A new home, new school, new friends and a totally new life? To what extent does it influence family lives and the family unit as such? These are questions that a new research project, based at the University of Birmingham and funded by the British Academy, is tackling. The focus is not only on the changes occurring within refugee families, but equally on the impact of the influx of refugees on the host society.

    We use art as a research method to allow Iraqi and Syrian women and men to express their thoughts and feelings, on both their refugee journey and their new lives in their host countries. Fleeing one’s country puts enormous pressure and stress on an individual, both emotionally and physically. Using the artistic technique of body mapping proved to be very useful in this project, as it allowed participants to embody the emotional and psychological pain caused by their refugee experiences through art. Holding a paint brush, painting and being taught by a renowned artist, in this instance Rachel Gadsden, were for the majority of the participants a new experience. It provided them with a feeling of pride, achievement and self-fulfilment, at a time when they needed it the most. But what are they painting? How are they expressing their experiences? How do they portray themselves? What do they say about their new lives? Do their own narratives confirm widespread notions of their ‘vulnerability’?

    Decades of displacement

    Saddam Hussein’s decades of authoritarian rule in Iraq, the continuous political instability caused by his fall in 2003 and the rise of the so-called Islamic State (ISIS) in 2014 has forced over three million Iraqis to flee their country since the 1980s. Since the outbreak of the Syrian civil war in 2011, Syrians have become one of the largest groups of refugees, with more than five million civilians forced to flee to neighbouring Middle Eastern countries and to Europe. Many Iraqi and Syrian refugees have headed to Europe directly and settled in countries such as Germany or the UK, others went through multi-local trajectories of displacement in so-called ‘transit countries’ such as Jordan.

    Syrian and Iraqi societies are to a significant extent tribal and patriarchal in nature, with familial or community-based social networks often serving to protect their members. However, these networks may be disrupted or disappear entirely during a migration process, leaving women and children in particular in extremely vulnerable situations, unprotected by their family networks. Women, as well as children, very often find themselves in the most subservient and marginal positions, making them vulnerable to abuse and violence, inflicted either by social and religious communities or the state. Human trafficking operations have played a central role in facilitating immigration. In such circumstances, human traffickers who bring migrants across borders abuse women and children and force them into sexually exploitive occupations, or subject them to physical and sexual abuse themselves. Tackling violence against women and girls is one of the UK government’s most important goals. The UK’s aid report in 2015 highlights explicitly the challenges the UK faces regarding the conflict in Iraq and Syria and the need to support peace and stability abroad, in order to secure social and political stability in the UK. The UK government is working extensively towards implementing the ‘No One Behind Promise’, which strives to achieve gender equality, prioritise the empowerment of girls and women and end violence against them, within war zones, such as in Syria and Iraq, and during migration processes in particular.

    Women are often limited to gender-specific narratives of female vulnerability within patriarchal social structures. Without neglecting the fact that women are more affected by and subject to sexual and gender-based violence, the over 150 women we talked and worked with in our projects so far have another story to tell. In our art workshops, these women used art and body-mapping to express their powerful stories of resilience, endurance and survival.

    Gender roles in a time of war and instability

    “I never worked with fabric, but I learnt how to produce the most amazing clothes for women’s engagement and wedding parties. I go around clothing shops in the city and try to sell them. Now I have my own network of buyers. I earn more money now than my husband used to earn. He passed away five years ago and left me with three children to feed. Yes, they call me sharmuta – a slut – because I go around male merchants in town to see whether they would buy my products. I don’t sleep with them. I only sell them my dresses. I don’t do anything wrong. Therefore, I will not stop. I cannot stop. I have children to feed. The problem is not me – the problem is their dirty thinking, only because I am a woman and a good-looking one too [laughing].”

    The young Iraqi widow above was not the only female refugee in Jordan, the UK or in Germany who struggles with social stigmatisations and sexual harassment, on the way to and from work as well as in the workplace. Women’s independence is very often violently attacked, verbally and physically, in order to control women’s lives, bodies and sexuality. Refugee women’s pending legal status, their socio-economic integration and the degree of their security within the host environment change long-held values on family structures and socio-cultural expectations on gender roles. They also influence women and men’s own understanding of their roles which, in most cases, represents a shift from their traditional gender roles within their families. Women and men’s roles in family and society inevitably change in time of war and forced migration and society needs to adapt to this development. In order to achieve sustainable change in society’s perception, both men and women need to be socialised and equipped to understand these societal changes. This does not solely apply to the refugee communities, but also to the host communities, who are also influenced by the presence of these newcomers.

    Through stitching fabric onto their body map paintings or adding pictures of the food they cook to sell on the canvases, women express their attempts to survive. Through art, women can portray how they see themselves: strong in enduring the hardship, without neglecting the challenges they face. “I want to show the world out there that we are not poor victims. One woman like us is better and stronger than 100 men,” as one Iraqi in Germany explains. Another Syrian in the UK emphasised women’s resilience, saying “wherever we fall we will land straight. I want to paint my head up for these politicians to know that nothing will bend us”.

    Women in our art workshops see the production of their artwork and the planned art exhibitions as an opportunity to provide a different narrative on Muslim refugee women. It provided them with a space to articulate the challenges they faced, during and after their refugee journey, but also to create a bridge between the refugee communities and the host community. The artwork produced in the workshops helped to facilitate community bonding, integration and above all, as one Syrian in Jordan explains, “a better understanding of what we really are”.

    • Negotiating Relationships and Redefining Traditions: Syrian and Iraqi Women Refugees in Jordan

      Narratives of displacement is a research-based project of the University of Birmingham and funded by the British Academy, documenting the effects of the long and extensive conflict in Syria and the consequent process of significant temporary and permanent displacement of families, upon the marriages and the family-units of the many thousands of Syrian and Iraqi women affected, and now living as refugees, and as asylum-seekers, within several host nations, namely: Germany, UK and Jordan.

      The project is devised and directed by Dr Yafa Shanneik, and comprises at its core the collecting and collating of data, in several locations, in this instance within Jordan, by Shanneik, by means of a comprehensive and broad-reaching programme of interviews with women affected, personal testimony, that considers the sustainment of the marriage and the family unit, and those topics directly related to this, ranging from, the physical, and frequently arduous and perilous, journey from home to host country, to the shifting balance as to the family provider – affected in turn by, for example, skills and the availability of opportunity, psychological changes within individual family members, cultural differences within those host nations.

      Dr Shanneik is acutely conscious of the forced upheaval, the diaspora of no choosing, and the desire therefore, the longing, of those affected, to give voice to the emotional impact, simply to tell their own stories. And, for this reason she has enlisted the services of artist Dr Rachel Gadsden, who will, over an extended period, work with the interviewees, together with family members, mothers, sisters, children, to create mural-style artwork, using the body-mapping process as a starting-point, to depict not only the destruction they may have left behind, the harrowing passages and the significant demands imposed by the process of integration, but also, perhaps, the opportunities, both foreseen and unforeseen, of the new circumstances that they find themselves in.

      The artwork will serve an additional purpose: the opportunity for the testimony, the stories, to be presented to the outside world, a public voice in the form of an exhibition; and therefore, as a means of enhancing this experience, composer and musician Freddie Meyers has been commissioned to compose an original score integrates the Syrian and Iraqi narratives as part of a live art performance, that will sit alongside the exhibition of artworks, to provide an additional layer in terms of expressing the emotional response.

      The starting-point for this particular leg of the project is the one-time fortified town of Karak. Historically, Karak was always of importance, in its strategic location overlooking the easy trading route formed by the valley and the escarpment that is now the Kings Highway, running from north to south through the centre of the country. There will always have been a ‘stop-over’ here, and certainly in the time of the Nabateans, it would have been both a military base and one of many toll-gates, alongside of course Petra in the south, used to control the movement of frankincense, in particular, shipped and sold to Rome, that made the Nabateans so wealthy and enduring. Later, it was held by the Romans themselves, and later again the, Frankish, Crusaders, who used it as a means of protecting Jerusalem, until finally it was laid siege to and liberated by Saladin.

      This fascinating and colourful history is of great significance in terms of Narratives of Displacement, exemplifying as it does the history of the different forms of migration, movement, cross-cultural trade and interface that has been instrumental in forging the tolerant and diverse nature of modern Jordan.

      Since the conflict in Syria began it is understood that there are, conservatively, over a million Syrians currently taking refuge in Jordan, and the country therefore actively engages in seeking to understand the many and continuing pressures consequent to this, borne not only by the refugees themselves but by their hosts, and impinging upon the infrastructure and social and work environment, the better to accommodate the enormous influx.

      The project for five days has based itself at the Al Hassan Cultural Community centre, interestingly on the other side of the valley from, and having spectacular views of, the liberated fortress. Strategically this location is still of importance. Under the inspirational guidance of its director, Ouruba al Shamayle, the community centre houses an extensive library, research and study rooms, and also a brilliant 800 seat theatre and, used in conjunction with Karak University, attracts students hailing from every other part of the country, north and south.

      The immediate vicinity of the centre alone plays host to many hundreds of refugee families, and so over the juration of our stay the centre has witnessed a continuous visitation of the women and their families, attending for interview with Shanneik, and subsequently to interact in creating body-mapping paintings. The interviewing process has been successful and revealing in documenting individual narratives, and the participants have rendered their often-harrowing stories within a total so far of 7 narrative canvases.

      The venue has proved wholly appropriate for additional reasons. The centre plays host to the regular round-table forum of local community leaders, and consequently on Wednesday, Shanneik was given the opportunity to present to a near full complement of forum members including influential local tribal and community leaders. The talk generated considerable interest and discussion amongst the forum, who voiced their appreciation of the objectives, and offered continuing support.

      Subsequently the governor of Karak, Dr. Jamal Al Fayez, visited the centre to familiarize himself with the research, taking a short break for coffee and relaxed discussion about the project’s aims and objectives, and additionally contributing to the artwork underway, completing a part of the painted surface of one of the artworks, and also superimposing in charcoal some of the written word to be contained in the finished pieces.

      From Karak we journeyed north to Irbid where the weather took a turn for the worse. With the rain and the cold, we were conscious of how such conditions might affect our ability to link up with prospective artistic collaborators. The first workshop in Irbid brought together a group of both Syrian and Iraqi women and was hosted in a private home. A red plastic swing swaying in the sitting room, caught our attention. Our Iraqi host has 2 young children, a daughter, and a son who is autistic. The swing allows the son to continue to enjoy physical activity throughout the winter months – this winter, apparently, having been one of the longest. We painted two canvases; one that accommodated two Syrian sisters and our Iraqi host, and one created on traditional dark canvas and telling the stories of displacement of the four Iraqi women, designed in a circular pattern and evoking journeys and life’s force. After the women drew and painted, music filled the air as all the Iraqi women danced and sang traditional songs together. It was a joy for Yafa and Rachel to witness: art and music transports the mood, and the women let their feelings go, laughed, sang and danced together. Rachel recorded their ululation; to incorporate in the music and performance Freddie Meyers is composing.

      That night there was crashing thunder and flashes of lightning, so no surprise that our trip to Mafraq, further north, had to be postponed – flooding can be a hazard on these occasions as rainwater pours down from the mountains and fills up the dry wadis. So instead the project headed to a Palestinian refugee camp, to a society that supports orphaned children.

      Freddie and Tim were not able to join the workshop and so went off to film the surrounding area. Hearing the stories of migration is always a challenge, but as Yafa interviews the women a clear narrative emerges to guide the piecing together of the artwork. This time there were two Iraqi women and also two Syrian women. Despite living in the same building, the two Syrians had never before spoken to one another. One of the Iraqi women has been fantastically creative in her efforts to secure the lives of her children, taking whatever work she can to support her family, having been widowed five years ago. Adoption is rare in these communities so it was heartening to hear about the work of the society as it goes about raising funds to educate and support the young orphans. The psychological impact upon the women is invariably, but perhaps not always addressed or discussed, and the process of art and the interviews can be cathartic, allowing the women to be open and perhaps emotionally truthful about their predicament.

      The weather turned the following day, so Mafraq was back on the schedule. The project visited a centre that teaches basic skills to support and enable refugees to seek work. A group of five women who all had direct contact with the centre joined the workshop. The women were all from Homs, and its environs. One of the canvases tells of the many ways the refugees fled their homeland and made their way to Jordan, both north and south. The key factor that emerged was that all of the women wanted to hold hands in the painting. It is clear that they support one another. Yafa and Rachel had the opportunity to visit the temporary homes of three of the women. As is to be expected, living conditions can sometimes be difficult, with problems related to dampness, for example, lack of adequate heating, and overcrowding. Despite the challenges the women were making traditional food to sell in the market and doing whatever they could to make the daily conditions and circumstances for their families better.

      The final destination for the project was Amman, where the project was hosted at the Baqa’a Palestinian refugee camp. It was market day in Baqa’a so our journey into the camp was more a case of maneuvering around stallholders than following the road. Al Baqa’a camp was one of six “emergency” camps set up in 1968 to accommodate Palestine refugees and displaced people who left the West Bank and Gaza Strip as a result of the 1967 Arab-Israeli war. Over 200,000 people live in the camp now; the community has welcomed recently many Syrian and Iraqi refugees.

      We were hosted by an organisation that also supports orphans, and they had brought together the group of Syrian women refugees and their children for our art workshop. 
Their husbands and fathers are all missing as a direct result of the Syrian conflict. We hear this narrative often, the bravery of each of the women as they share their stories and continue to support their families in the best possible way they can, is humbling. 
We will be creating a full narrative artwork, but these images say so much already.

Nicola is at University studying Arabic and is currently attending Arabic classes as part of her degree process in Amman, and Laura, an Italian literature teacher was visiting her daughter. Additionally so as not to let the men miss out of the experience of the centre and the Baqa’a hospitality, the hosts took all of us on a tour of the camp after the workshop.

      Having listened to many harrowing and challenging stories of displacement during their time in Jordan, told by the Syrian and Iraqi refugee artistic collaborators, at the forefront of Yafa’s and Rachel’s mind is the fact that displacement is never a temporary predicament, it is a continuing one. The emotional scars are life long, and they have yet to meet a single refugee whose greatest hope is anything other than to safely return home.

      This was even more evident at Baqa’a Refugee Camp. Vulnerable individuals have a remarkable ability to survive, and ultimately they have no other choice other than to do just that.

  • Who Was Shakespeare? Could the Author Have Been a Woman? - The Atlantic

    On a spring night in 2018, I stood on a Manhattan sidewalk with friends, reading Shakespeare aloud. We were in line to see an adaptation of Macbeth and had decided to pass the time refreshing our memories of the play’s best lines. I pulled up Lady Macbeth’s soliloquy on my iPhone. “Come, you spirits / That tend on mortal thoughts, unsex me here,” I read, thrilled once again by the incantatory power of the verse. I remembered where I was when I first heard those lines: in my 10th-grade English class, startled out of my adolescent stupor by this woman rebelling magnificently and malevolently against her submissive status. “Make thick my blood, / Stop up th’ access and passage to remorse.” Six months into the #MeToo movement, her fury and frustration felt newly resonant.

    Pulled back into plays I’d studied in college and graduate school, I found myself mesmerized by Lady Macbeth and her sisters in the Shakespeare canon. Beatrice, in Much Ado About Nothing, raging at the limitations of her sex (“O God, that I were a man! I would eat his heart in the marketplace”). Rosalind, in As You Like It, affecting the swagger of masculine confidence to escape those limitations (“We’ll have a swashing and a martial outside, / As many other mannish cowards have / That do outface it with their semblances”). Isabella, in Measure for Measure, fearing no one will believe her word against Angelo’s, rapist though he is (“To whom should I complain? Did I tell this, / Who would believe me?”). Kate, in The Taming of the Shrew, refusing to be silenced by her husband (“My tongue will tell the anger of my heart, / Or else my heart concealing it will break”). Emilia, in one of her last speeches in Othello before Iago kills her, arguing for women’s equality (“Let husbands know / Their wives have sense like them”).
    I was reminded of all the remarkable female friendships, too: Beatrice and Hero’s allegiance; Emilia’s devotion to her mistress, Desdemona; Paulina’s brave loyalty to Hermione in The Winter’s Tale; and plenty more. (“Let’s consult together against this greasy knight,” resolve the merry wives of Windsor, revenging themselves on Falstaff.) These intimate female alliances are fresh inventions—they don’t exist in the literary sources from which many of the plays are drawn. And when the plays lean on historical sources (Plutarch, for instance), they feminize them, portraying legendary male figures through the eyes of mothers, wives, and lovers. “Why was Shakespeare able to see the woman’s position, write entirely as if he were a woman, in a way that none of the other playwrights of the age were able to?” In her book about the plays’ female characters, Tina Packer, the founding artistic director of Shakespeare & Company, asked the question very much on my mind.

    Doubts about whether William Shakespeare (who was born in Stratford-upon-Avon in 1564 and died in 1616) really wrote the works attributed to him are almost as old as the writing itself. Alternative contenders—Francis Bacon; Christopher Marlowe; and Edward de Vere, the 17th earl of Oxford, prominent among them—continue to have champions, whose fervor can sometimes border on fanaticism. In response, orthodox Shakespeare scholars have settled into dogmatism of their own. Even to dabble in authorship questions is considered a sign of bad faith, a blinkered failure to countenance genius in a glover’s son. The time had come, I felt, to tug at the blinkers of both camps and reconsider the authorship debate: Had anyone ever proposed that the creator of those extraordinary women might be a woman? Each of the male possibilities requires an elaborate theory to explain his use of another’s name. None of the candidates has succeeded in dethroning the man from Stratford. Yet a simple reason would explain a playwright’s need for a pseudonym in Elizabethan England: being female.
    Who was this woman writing “immortal work” in the same year that Shakespeare’s name first appeared in print?

    Long before Tina Packer marveled at the bard’s uncanny insight, others were no less awed by the empathy that pervades the work. “One would think that he had been Metamorphosed from a Man to a Woman,” wrote Margaret Cavendish, the 17th-century philosopher and playwright. The critic John Ruskin said, “Shakespeare has no heroes—he has only heroines.” A striking number of those heroines refuse to obey rules. At least 10 defy their fathers, bucking betrothals they don’t like to find their own paths to love. Eight disguise themselves as men, outwitting patriarchal controls—more gender-swapping than can be found in the work of any previous English playwright. Six lead armies.

    The prevailing view, however, has been that no women in Renaissance England wrote for the theater, because that was against the rules. Religious verse and translation were deemed suitable female literary pursuits; “closet dramas,” meant only for private reading, were acceptable. The stage was off-limits. Yet scholars have lately established that women were involved in the business of acting companies as patrons, shareholders, suppliers of costumes, and gatherers of entrance fees. What’s more, 80 percent of the plays printed in the 1580s were written anonymously, and that number didn’t fall below 50 percent until the early 1600s. At least one eminent Shakespeare scholar, Phyllis Rackin, of the University of Pennsylvania, challenges the blanket assumption that the commercial drama pouring forth in the period bore no trace of a female hand. So did Virginia Woolf, even as she sighed over the obstacles that would have confronted a female Shakespeare: “Undoubtedly, I thought, looking at the shelf where there are no plays by women, her work would have gone unsigned.”

    A tantalizing nudge lies buried in the writings of Gabriel Harvey, a well-known Elizabethan literary critic. In 1593, he referred cryptically to an “excellent Gentlewoman” who had written three sonnets and a comedy. “I dare not Particularise her Description,” he wrote, even as he heaped praise on her.

    All her conceits are illuminate with the light of Reason; all her speeches beautified with the grace of Affability … In her mind there appeareth a certain heavenly Logic; in her tongue & pen a divine Rhetoric … I dare undertake with warrant, whatsoever she writeth must needs remain an immortal work, and will leave, in the activest world, an eternal memory of the silliest vermin that she should vouchsafe to grace with her beautiful and allective style, as ingenious as elegant.

    Who was this woman writing “immortal work” in the same year that Shakespeare’s name first appeared in print, on the poem “Venus and Adonis,” a scandalous parody of masculine seduction tales (in which the woman forces herself on the man)? Harvey’s tribute is extraordinary, yet orthodox Shakespeareans and anti-Stratfordians alike have almost entirely ignored it.

    Until recently, that is, when a few bold outliers began to advance the case that Shakespeare might well have been a woman. One candidate is Mary Sidney, the countess of Pembroke (and beloved sister of the celebrated poet Philip Sidney)—one of the most educated women of her time, a translator and poet, and the doyenne of the Wilton Circle, a literary salon dedicated to galvanizing an English cultural renaissance. Clues beckon, not least that Sidney and her husband were the patrons of one of the first theater companies to perform Shakespeare’s plays. Was Shakespeare’s name useful camouflage, allowing her to publish what she otherwise couldn’t?
    Shakespeare’s life is remarkably well documented—yet no records from his lifetime identify him unequivocally as a writer.

    But the candidate who intrigued me more was a woman as exotic and peripheral as Sidney was pedigreed and prominent. Not long after my Macbeth outing, I learned that Shakespeare’s Globe, in London, had set out to explore this figure’s input to the canon. The theater’s summer 2018 season concluded with a new play, Emilia, about a contemporary of Shakespeare’s named Emilia Bassano. Born in London in 1569 to a family of Venetian immigrants—musicians and instrument-makers who were likely Jewish—she was one of the first women in England to publish a volume of poetry (suitably religious yet startlingly feminist, arguing for women’s “Libertie” and against male oppression). Her existence was unearthed in 1973 by the Oxford historian A. L. Rowse, who speculated that she was Shakespeare’s mistress, the “dark lady” described in the sonnets. In Emilia, the playwright Morgan Lloyd Malcolm goes a step further: Her Shakespeare is a plagiarist who uses Bassano’s words for Emilia’s famous defense of women in Othello.

    Could Bassano have contributed even more widely and directly? The idea felt like a feminist fantasy about the past—but then, stories about women’s lost and obscured achievements so often have a dreamlike quality, unveiling a history different from the one we’ve learned. Was I getting carried away, reinventing Shakespeare in the image of our age? Or was I seeing past gendered assumptions to the woman who—like Shakespeare’s heroines—had fashioned herself a clever disguise? Perhaps the time was finally ripe for us to see her.

    The ranks of Shakespeare skeptics comprise a kind of literary underworld—a cross-disciplinary array of academics, actors (Derek Jacobi and Mark Rylance are perhaps the best known), writers, teachers, lawyers, a few Supreme Court justices (Sandra Day O’Connor, Antonin Scalia, John Paul Stevens). Look further back and you’ll find such illustrious names as Ralph Waldo Emerson, Walt Whitman, Mark Twain, Henry James, Sigmund Freud, Helen Keller, and Charlie Chaplin. Their ideas about the authorship of the plays and poems differ, but they concur that Shakespeare is not the man who wrote them.

    Their doubt is rooted in an empirical conundrum. Shakespeare’s life is remarkably well documented, by the standards of the period—yet no records from his lifetime identify him unequivocally as a writer. The more than 70 documents that exist show him as an actor, a shareholder in a theater company, a moneylender, and a property investor. They show that he dodged taxes, was fined for hoarding grain during a shortage, pursued petty lawsuits, and was subject to a restraining order. The profile is remarkably coherent, adding up to a mercenary impresario of the Renaissance entertainment industry. What’s missing is any sign that he wrote.

    No such void exists for other major writers of the period, as a meticulous scholar named Diana Price has demonstrated. Many left fewer documents than Shakespeare did, but among them are manuscripts, letters, and payment records proving that writing was their profession. For example, court records show payment to Ben Jonson for “those services of his wit & pen.” Desperate to come up with comparable material to round out Shakespeare, scholars in the 18th and 19th centuries forged evidence—later debunked—of a writerly life.

    To be sure, Shakespeare’s name can be found linked, during his lifetime, to written works. With Love’s Labour’s Lost, in 1598, it started appearing on the title pages of one-play editions called “quartos.” (Several of the plays attributed to Shakespeare were first published anonymously.) Commentators at the time saluted him by name, praising “Shakespeare’s fine filed phrase” and “honey-tongued Shakespeare.” But such evidence proves attribution, not actual authorship—as even some orthodox Shakespeare scholars grant. “I would love to find a contemporary document that said William Shakespeare was the dramatist of Stratford-upon-Avon written during his lifetime,” Stanley Wells, a professor emeritus at the University of Birmingham’s Shakespeare Institute, has said. “That would shut the buggers up!”

    By contrast, more than a few of Shakespeare’s contemporaries are on record suggesting that his name got affixed to work that wasn’t his. In 1591, the dramatist Robert Greene wrote of the practice of “underhand brokery”—of poets who “get some other Batillus to set his name to their verses.” (Batillus was a mediocre Roman poet who claimed some of Virgil’s verses as his own.) The following year, he warned fellow playwrights about an “upstart Crow, beautified with our feathers,” who thinks he is the “onely Shake-scene in a countrey.” Most scholars agree that the “Crow” is Shakespeare, then an actor in his late 20s, and conclude that the new-hatched playwright was starting to irk established figures. Anti-Stratfordians see something else: In Aesop’s fables, the crow was a proud strutter who stole the feathers of others; Horace’s crow, in his epistles, was a plagiarist. Shakespeare was being attacked, they say, not as a budding dramatist, but as a paymaster taking credit for others’ work. “Seeke you better Maisters,” Greene advised, urging his colleagues to cease writing for the Crow.

    Ben Jonson, among others, got in his digs, too. Scholars agree that the character of Sogliardo in Every Man Out of His Humour—a country bumpkin “without brain, wit, anything, indeed, ramping to gentility”—is a parody of Shakespeare, a social climber whose pursuit of a coat of arms was common lore among his circle of actors. In a satirical poem called “On Poet-Ape,” Jonson was likely taking aim at Shakespeare the theater-world wheeler-dealer. This poet-ape, Jonson wrote, “from brokage is become so bold a thief,”

    At first he made low shifts, would pick and glean,
    Buy the reversion of old plays; now grown
    To a little wealth, and credit in the scene,
    He takes up all, makes each man’s wit his own

    What to make of the fact that Jonson changed his tune in the prefatory material that he contributed to the First Folio of plays when it appeared seven years after Shakespeare’s death? Jonson’s praise there did more than attribute the work to Shakespeare. It declared his art unmatched: “He was not of an age, but for all time!” The anti-Stratfordian response is to note the shameless hype at the heart of the Folio project. “Whatever you do, Buy,” the compilers urged in their dedication, intent on a hard sell for a dramatist who, doubters emphasize, was curiously unsung at his death. The Folio’s introductory effusions, they argue, contain double meanings. Jonson tells readers, for example, to find Shakespeare not in his portrait “but his Booke,” seeming to undercut the relation between the man and the work. And near the start of his over-the-top tribute, Jonson riffs on the unreliability of extravagant praise, “which doth ne’er advance / The truth.”

    The authorship puzzles don’t end there. How did the man born in Stratford acquire the wide-ranging knowledge on display in the plays—of the Elizabethan court, as well as of multiple languages, the law, astronomy, music, the military, and foreign lands, especially northern Italian cities? The author’s linguistic brilliance shines in words and sayings imported from foreign vocabularies, but Shakespeare wasn’t educated past the age of 13. Perhaps he traveled, joined the army, worked as a tutor, or all three, scholars have proposed. Yet no proof exists of any of those experiences, despite, as the Oxford historian Hugh Trevor-Roper pointed out in an essay, “the greatest battery of organized research that has ever been directed upon a single person.”
    Emilia Bassano’s life encompassed the breadth of the Shakespeare canon: its low-class references and knowledge of the court; its Italian sources and Jewish allusions; its music and feminism.

    In fact, a document that does exist—Shakespeare’s will—would seem to undercut such hypotheses. A wealthy man when he retired to Stratford, he was meticulous about bequeathing his properties and possessions (his silver, his second-best bed). Yet he left behind not a single book, though the plays draw on hundreds of texts, including some—in Italian and French—that hadn’t yet been translated into English. Nor did he leave any musical instruments, though the plays use at least 300 musical terms and refer to 26 instruments. He remembered three actor-owners in his company, but no one in the literary profession. Strangest of all, he made no mention of manuscripts or writing. Perhaps as startling as the gaps in his will, Shakespeare appears to have neglected his daughters’ education—an incongruity, given the erudition of so many of the playwright’s female characters. One signed with her mark, the other with a signature a scholar has called “painfully formed.”

    “Weak and unconvincing” was Trevor-Roper’s verdict on the case for Shakespeare. My delving left me in agreement, not that the briefs for the male alternatives struck me as compelling either. Steeped in the plays, I felt their author would surely join me in bridling at the Stratfordians’ unquestioning worship at the shrine—their arrogant dismissal of skeptics as mere deluded “buggers,” or worse. (“Is there any more fanatic zealot than the priest-like defender of a challenged creed?” asked Richmond Crinkley, a former director of programs at the Folger Shakespeare Library who was nonetheless sympathetic to the anti-Stratfordian view.) To appreciate how belief blossoms into fact—how readily myths about someone get disseminated as truth—one can’t do better than to read Shakespeare. Just think of how obsessed the work is with mistaken identities, concealed women, forged and anonymous documents—with the error of trusting in outward appearances. What if searchers for the real Shakespeare simply haven’t set their sights on the right pool of candidates?

    I met Emilia Bassano’s most ardent champion at Alice’s Tea Cup, which seemed unexpectedly apt: A teahouse on Manhattan’s Upper West Side, it has quotes from Alice in Wonderland scrawled across the walls. (“off with their heads!”) John Hudson, an Englishman in his 60s who pursued a degree at the Shakespeare Institute in a mid-career swerve, had been on the Bassano case for years, he told me. In 2014, he published Shakespeare’s Dark Lady: Amelia Bassano Lanier, the Woman Behind Shakespeare’s Plays? His zeal can sometimes get the better of him, yet he emphasizes that his methods and findings are laid out “for anyone … to refute if they wish.” Like Alice’s rabbit hole, Bassano’s case opened up new and richly disorienting perspectives—on the plays, on the ways we think about genius and gender, and on a fascinating life.

    Hudson first learned of Bassano from A. L. Rowse, who discovered mention of her in the notebooks of an Elizabethan physician and astrologer named Simon Forman. In her teens, she became the mistress of Henry Carey, Lord Hunsdon, the master of court entertainment and patron of Shakespeare’s acting company. And that is only the start. Whether or not Bassano was Shakespeare’s lover (scholars now dismiss Rowse’s claim), the discernible contours of her biography supply what the available material about Shakespeare’s life doesn’t: circumstantial evidence of opportunities to acquire an impressive expanse of knowledge.

    Bassano lived, Hudson points out, “an existence on the boundaries of many different social worlds,” encompassing the breadth of the Shakespeare canon: its coarse, low-class references and its intimate knowledge of the court; its Italian sources and its Jewish allusions; its music and its feminism. And her imprint, as Hudson reads the plays, extends over a long period. He notes the many uses of her name, citing several early on—for instance, an Emilia in The Comedy of Errors. (Emilia, the most common female name in the plays alongside Katherine, wasn’t used in the 16th century by any other English playwright.) Titus Andronicus features a character named Bassianus, which was the original Roman name of Bassano del Grappa, her family’s hometown before their move to Venice. Later, in The Merchant of Venice, the romantic hero is a Venetian named Bassanio, an indication that the author perhaps knew of the Bassanos’ connection to Venice. (Bassanio is a spelling of their name in some records.)

    Further on, in Othello, another Emilia appears—Iago’s wife. Her famous speech against abusive husbands, Hudson notes, doesn’t show up until 1623, in the First Folio, included among lines that hadn’t appeared in an earlier version (lines that Stratfordians assume—without any proof—were written before Shakespeare’s death). Bassano was still alive, and by then had known her share of hardship at the hands of men. More to the point, she had already spoken out, in her 1611 book of poetry, against men who “do like vipers deface the wombs wherein they were bred.”

    Prodded by Hudson, you can discern traces of Bassano’s own life trajectory in particular works across the canon. In All’s Well That Ends Well, a lowborn girl lives with a dowager countess and a general named Bertram. When Bassano’s father, Baptista, died in 1576, Emilia, then 7, was taken in by Susan Bertie, the dowager countess of Kent. The countess’s brother, Peregrine Bertie, was—like the fictional Bertram—a celebrated general. In the play, the countess tells how a father “famous … in his profession” left “his sole child … bequeathed to my overlooking. I have those hopes of her good that her education promises.” Bassano received a remarkable humanist education with the countess. In her book of poetry, she praised her guardian as “the Mistris of my youth, / The noble guide of my ungovern’d dayes.”
    Bassano’s life sheds possible light on the plays’ preoccupation with women caught in forced or loveless marriages.

    As for the celebrated general, Hudson seizes on the possibility that Bassano’s ears, and perhaps eyes, were opened by Peregrine Bertie as well. In 1582, Bertie was named ambassador to Denmark by the queen and sent to the court at Elsinore—the setting of Hamlet. Records show that the trip included state dinners with Rosencrantz and Guildenstern, whose names appear in the play. Because emissaries from the same two families later visited the English court, the trip isn’t decisive, but another encounter is telling: Bertie met with the Danish astronomer Tycho Brahe, whose astronomical theories influenced the play. Was Bassano (then just entering her teens) on the trip? Bertie was accompanied by a “whole traine,” but only the names of important gentlemen are recorded. In any case, Hudson argues, she would have heard tales on his return.

    Later, as the mistress of Henry Carey (43 years her senior), Bassano gained access to more than the theater world. Carey, the queen’s cousin, held various legal and military positions. Bassano was “favoured much of her Majesty and of many noblemen,” the physician Forman noted, indicating the kind of extensive aristocratic associations that only vague guesswork can accord to Shakespeare. His company didn’t perform at court until Christmas of 1594, after several of the plays informed by courtly life had already been written. Shakespeare’s history plays, concerned as they are with the interactions of the governing class, presume an insider perspective on aristocratic life. Yet mere court performances wouldn’t have enabled such familiarity, and no trace exists of Shakespeare’s presence in any upper-class household.

    And then, in late 1592, Bassano (now 23) was expelled from court. She was pregnant. Carey gave her money and jewels and, for appearance’s sake, married her off to Alphonso Lanier, a court musician. A few months later, she had a son. Despite the glittering dowry, Lanier must not have been pleased. “Her husband hath dealt hardly with her,” Forman wrote, “and spent and consumed her goods.”

    Bassano was later employed in a noble household, probably as a music tutor, and roughly a decade after that opened a school. Whether she accompanied her male relatives—whose consort of recorder players at the English court lasted 90 years—on their trips back to northern Italy isn’t known. But the family link to the home country offers support for the fine-grained familiarity with the region that (along with in-depth musical knowledge) any plausible candidate for authorship would seem to need—just what scholars have had to strain to establish for Shakespeare. (Perhaps, theories go, he chatted with travelers or consulted books.) In Othello, for example, Iago gives a speech that precisely describes a fresco in Bassano del Grappa—also the location of a shop owned by Giovanni Otello, a likely source of the title character’s name.

    Her Bassano lineage—scholars suggest the family were conversos, converted or hidden Jews presenting as Christians—also helps account for the Jewish references that scholars of the plays have noted. The plea in The Merchant of Venice for the equality and humanity of Jews, a radical departure from typical anti-Semitic portrayals of the period, is well known. “Hath not a Jew hands, organs, dimensions, senses, affections, passions?” Shylock asks. “If you prick us, do we not bleed?” A Midsummer Night’s Dream draws from a passage in the Talmud about marriage vows; spoken Hebrew is mixed into the nonsense language of All’s Well That Ends Well.

    What’s more, the Bassano family’s background suggests a source close to home for the particular interest in dark figures in the sonnets, Othello, and elsewhere. A 1584 document about the arrest of two Bassano men records them as “black”—among Elizabethans, the term could apply to anyone darker than the fair-skinned English, including those with a Mediterranean complexion. (The fellows uttered lines that could come straight from a comic interlude in the plays: “We have as good friends in the court as thou hast and better too … Send us to ward? Thou wert as good kiss our arse.”) In Love’s Labour’s Lost, the noblemen derisively compare Rosaline, the princess’s attendant, to “chimney-sweepers” and “colliers” (coal miners). The king joins in, telling Berowne, who is infatuated with her, “Thy love is black as ebony,” to which the young lord responds, “O wood divine!”

    Bassano’s life sheds possible light, too, on another outsider theme: the plays’ preoccupation with women caught in forced or loveless marriages. Hudson sees her misery reflected in the sonnets, thought to have been written from the early 1590s to the early 1600s. “When, in disgrace with fortune and men’s eyes, / I all alone beweep my outcast state, /And trouble deaf heaven with my bootless cries, /And look upon myself and curse my fate,” reads sonnet 29. (When Maya Angelou first encountered the poem as a child, she thought Shakespeare must have been a black girl who had been sexually abused: “How else could he know what I know?”) For Shakespeare, those years brought a rise in status: In 1596, he was granted a coat of arms, and by 1597, he was rich enough to buy the second-largest house in Stratford.

    In what is considered an early or muddled version of The Taming of the Shrew, a man named Alphonso (as was Bassano’s husband) tries to marry off his three daughters, Emilia, Kate, and Philema. Emilia drops out in the later version, and the father is now called Baptista (the name of Bassano’s father). As a portrait of a husband dealing “hardly” with a wife, the play is horrifying. Yet Kate’s speech of submission, with its allusions to the Letters of Paul, is slippery: Even as she exaggeratedly parrots the Christian doctrine of womanly subjection, she is anything but dutifully silent.

    Shakespeare’s women repeatedly subvert such teachings, perhaps most radically in The Winter’s Tale, another drama of male cruelty. There the noblewoman Paulina, scorned by King Leontes as “a most intelligencing bawd” with a “boundless tongue,” bears fierce witness against him (no man dares to) when he wrongly accuses Queen Hermione of adultery and imprisons her. As in so many of the comedies, a more enlightened society emerges in the end because the women’s values triumph.

    I was stunned to realize that the year The Winter’s Tale was likely completed, 1611, was the same year Bassano published her book of poetry, Salve Deus Rex Judæorum. Her writing style bears no obvious resemblance to Shakespeare’s in his plays, though Hudson strains to suggest similarities. The overlap lies in the feminist content. Bassano’s poetry registers as more than conventional religious verse designed to win patronage (she dedicates it to nine women, Mary Sidney included, fashioning a female literary community). Scholars have observed that it reads as a “transgressive” defense of Eve and womankind. Like a cross-dressing Shakespearean heroine, Bassano refuses to play by the rules, heretically reinterpreting scripture. “If Eve did err, it was for knowledge sake,” she writes. Arguing that the crucifixion, a crime committed by men, was a greater crime than Eve’s, she challenges the basis of men’s “tyranny” over women.

    “I always feel something Italian, something Jewish about Shakespeare,” Jorge Luis Borges told The Paris Review in 1966. “Perhaps Englishmen admire him because of that, because it’s so unlike them.” Borges didn’t mention feeling “something female” about the bard, yet that response has never ceased to be part of Shakespeare’s allure—embodiment though he is of the patriarchal authority of the Western canon. What would the revelation of a woman’s hand at work mean, aside from the loss of a prime tourist attraction in Stratford-upon-Avon? Would the effect be a blow to the cultural patriarchy, or the erosion of the canon’s status? Would (male) myths of inexplicable genius take a hit? Would women at last claim their rightful authority as historical and intellectual forces?

    I was curious to take the temperature of the combative authorship debate as women edge their way into it. Over more tea, I tested Hudson’s room for flexibility. Could the plays’ many connections to Bassano be explained by simply assuming the playwright knew her well? “Shakespeare would have had to run to her every few minutes for a musical reference or an Italian pun,” he said. I caught up with Mark Rylance, the actor and former artistic director of the Globe, in the midst of rehearsals for Othello (whose plot, he noted, comes from an Italian text that didn’t exist in English). A latitudinarian doubter—embracing the inquiry, not any single candidate—Rylance has lately observed that the once heretical notion of collaboration between Shakespeare and other writers “is now accepted, pursued and published by leading orthodox scholars.” He told me that “Emilia should be studied by anyone interested in the creation of the plays.” David Scott Kastan, a well-known Shakespeare scholar at Yale, urged further exploration too, though he wasn’t ready to anoint her bard. “What’s clear is that it’s important to know more about her,” he said, and even got playful with pronouns: “The more we know about her and the world she lived in, the more we’ll know about Shakespeare, whoever she was.”

    In the fall, I joined the annual meeting of the Shakespeare Authorship Trust—a gathering of skeptics at the Globe—feeling excited that gender would be at the top of the agenda. Some eyebrows were raised even in this company, but enthusiasm ran high. “People have been totally frustrated with authorship debates that go nowhere, but that’s because there have been 200 years of bad candidates,” one participant from the University of Toronto exclaimed. “They didn’t want to see women in this,” he reflected. “It’s a tragedy of history.”

    He favored Sidney. Others were eager to learn about Bassano, and with collaboration in mind, I wondered whether the two women had perhaps worked together, or as part of a group.     The night after the meeting, I went to a performance of Antony and Cleopatra at the National Theatre. I sat enthralled, still listening for the poet in her words, trying to catch her reflection in some forgotten bit of verse. “Give me my robe, put on my crown,” cried the queen, “I have / Immortal longings in me.” There she was, kissing her ladies goodbye, raising the serpent to her breast. “I am fire and air.”

  • Brazilian media report that police are entering university classrooms to interrogate professors

    In advance of this Sunday’s second-round presidential election between far-right politician Jair #Bolsonaro and center-left candidate Fernando Haddad, Brazilian media are reporting that Brazilian police have been staging raids, at times without warrants, in universities across the country this week. In these raids, police have been questioning professors and confiscating materials belonging to students and professors.

    The raids are part a supposed attempt to stop illegal electoral advertising. Brazilian election law prohibits electoral publicity in public spaces. However, many of the confiscated materials do not mention candidates. Among such confiscated materials are a flag for the Universidade Federal Fluminense reading “UFF School of Law - Anti-Fascist” and flyers titled “Manifest in Defense of Democracy and Public Universities.”

    For those worrying about Brazilian democracy, these raids are some of the most troubling signs yet of the problems the country faces. They indicate the extremes of Brazilian political polarization: Anti-fascist and pro-democracy speech is now interpreted as illegal advertising in favor of one candidate (Fernando Haddad) and against another (Jair Bolsonaro). In the long run, the politicization of these two terms will hurt support for the idea of democracy, and bolster support for the idea of fascism.

    In the short run, the raids have even more troublesome implications. Warrantless police raids in university classrooms to monitor professor speech have worrisome echoes of Brazil’s 1964-1985 military regime — particularly when the speech the raids are seeking to stop is not actually illegal.

    Perhaps the most concerning point of all is that these raids are happening before Bolsonaro takes office. They have often been initiated by complaints from Bolsonaro supporters. All of this suggests that if Bolsonaro wins the election — as is widely expected — and seeks to suppress the speech of his opponents, whom he has called “red [i.e., Communist] criminals,” he may have plenty of willing helpers.

      220 000 messages de haine en quatre jours contre une journaliste

      Dans une université du Pará, quatre policiers militaires sont entrés sur le campus pour interroger un professeur sur « son idéologie ». L’enseignant avait abordé la question des fake news dans un cours sur les médias numériques. Une étudiante s’en est sentie offensée, alléguant une « doctrine marxiste », et l’a dit à son père, policier militaire. Une enquête du journal la Folha de São Paulo a pourtant révélé mi-octobre que des entreprises qui soutiennent le candidat d’extrême droite avaient acheté les services d’entreprises de communication pour faire envoyer en masse des fausses nouvelles anti-Parti des travailleurs directement sur les numéros whatsapp – une plateforme de messagerie en ligne – des Brésiliens. L’auteure de l’enquête, la journaliste Patricia Campos Melo, et le quotidien de São Paulo, ont ensuite reçu 220 000 messages de haine en quatre jours ! [2] Le journal a demandé à la police fédérale de lancer une enquête.

      Mais ce sont des conférences et des débats sur la dictature militaire et le fascisme qui ont pour l’instant été interdits. Devaient y participer l’ex-candidat du parti de gauche PSOL au premier tour de la présidentielle, Guilherme Boulos, un ancien ministre issu du Parti des travailleurs, des députés fédéraux du PT et du PSOL. « J’ai donné des cours et des conférences dans des universités en France, en Angleterre, au Portugal, en Espagne, en Allemagne, en Argentine, et ici, même pendant la dictature. Aujourd’hui, je suis censuré dans l’État, le Rio Grande do Sul, que j’ai moi-même gouverné. Le fascisme grandit », a réagi l’un des députés, Tarso Genro, sur twitter.

      Une banderole « moins d’armes, plus de livres » jugée illégale

      Dans le Paraíba, les agents du tribunal électoral se sont introduits dans l’université pour retirer une banderole où était simplement inscrit « moins d’armes, plus de livres ». « Cette opération de la justice électorale dans les universités du pays pour saisir du matériel en défense de la démocratie et contre le fascisme est absurde. Cela rappelle les temps sombres de la censure et de l’invasion des facultés », a écrit Guilherme Boulos, le leader du PSOL, sur twitter, ajoutant : « Le parti de la justice a formé une coalition avec le PSL », le parti de Bolsonaro. « De telles interventions à l’intérieur de campus au cours d’une campagne électorale sont inédites. Une partie de l’appareil d’État se prépare au changement de régime », a aussi alerté l’historienne française, spécialiste du Brésil, Maud Chirio, sur sa page Facebook.

      Dimanche dernier, dans une allocution filmée diffusée pour ses supporters rassemblés à São Paulo, Jair Bolsonaro a proféré des menaces claires à l’égard de ses opposants. « Ou vous partez en exil ou vous partez en prison », a-il dit, ajoutant « nous allons balayer ces bandits rouges du Brésil », et annonçant un « nettoyage jamais vu dans l’histoire de ce pays ». Il a précisé qu’il allait classer le Mouvements des paysans sans Terre (MST) et le Mouvement des travailleurs sans toit (MTST) comme des organisations terroristes, et menacé Fernando Haddad de l’envoyer « pourrir en prison aux côtés de Lula ».

      107 international academics react to social media reports that more than 20 universities in Brazil have been invaded by military police in recent days, with teaching materials confiscated on ideological grounds

      Reports have emerged on social media that more than 20 universities in Brazil have been subjected in recent days to: invasions by military police; the confiscation of teaching materials on ideological grounds; and the suppression of freedom of speech and expression, especially in relation to anti-fascist history and activism.

      As academics, researchers, graduates, students and workers at universities in the UK, Europe and further afield, we deplore this attack on freedom of expression in Brazil’s universities, which comes as a direct result of the campaign and election of far-right President Bolsonaro.

      Academic autonomy is a linchpin not only of independent and objective research, but of a functioning democracy, which should be subject to scrutiny and informed, evidence-based investigation and critique.

      We call on co-workers, colleagues and students to decry this attack on Brazil’s universities in the name of Bolsonaro’s wider militaristic, anti-progressive agenda. We will not stand by as this reactionary populist attacks the pillars of Brazil’s democracy and education system. We will campaign vigorously in whatever capacity we can with activists, educators and lawmakers in Brazil to ensure that its institutions can operate without the interference of this new – and hopefully short-lived – government.

    • Brazil Court Strikes Down Restrictions on University Speech

      Brazil´s Supreme Court issued an important decision striking down restrictions on political speech on university campuses in a unanimous ruling yesterday. Meanwhile, president-elect Jair Bolsonaro´s allies in Congress are pressing ahead with efforts to restrict what students and educators can discuss in the classroom.

      The court ruling overturned decisions by electoral court judges who recently ordered universities across the country to clamp down on what they considered illegal political campaigning. The orders were spurred by complaints from anonymous callers and, in a few cases, by members of conservative groups.

      For example, at Grande Dourados Federal University, court officials suspended a public event against fascism, according to the student group that organized it. At Campina Grande Federal University, police allegedly seized copies of a pamphlet titled “Manifesto in defense of democracy and public universities” and hard drives, said a professors´ association.

      At Rio de Janeiro State University, police ordered the removal of a banner honoring Marielle Franco, a black lesbian human rights defender and councilwoman murdered in March, despite not having a judicial order.

      The attorney general, Raquel Dodge, asked the Supreme Court to rule the electoral court judges´ decisions unconstitutional, and Supreme Court justice Cármen Lúcia Rocha issued an injunction stopping them. The full court upheld that decision on October 31.

      “The only force that must enter universities is the force of ideas,” said Rocha.

      “The excessive and illegitimate use of force by state agents … echoes somber days in Brazilian history,” said Justice Rosa Weber, referring to Brazil´s 1964 – 1985 military dictatorship.

      The ruling comes as Bolsonaro, who remains in Congress until he assumes the presidency on January 1, and his allies push a bill that would prohibit teachers from promoting their own opinions in the classroom or using the terms “gender” or “sexual orientation,” and would order that sex and religious education be framed around “family values.”

      A state representative-elect from Bolsonaro´s party has even called on students to film and report teachers who make “political-partisan or ideological statements.” Bolsonaro made a similar call in 2016. State prosecutors have filed a civil action against the representative-elect, alleging she instituted “an illegal service for the political and ideological control of teaching activities.”

      In his long career in Congress, Bolsonaro has endorsed abusive practices that undermine the rule of law, defended the dictatorship, and has been a vocal proponent of bigotry.

      More than ever, Brazil needs its judiciary to defend human rights within and outside the classroom.

      We, citizens, intellectuals, activists, politicians, people living, working, and studying in Europe and Canada, wish to express our growing alarm at the imminent threat of Jair Bolsonaro’s election to the presidency on October 28, 2018. The potential victory of a far-right radical in Brazil would reinforce a dangerous international trend of extremely reactionary and anti-democratic politicians gaining state power in recent years.

      Bolsonaro explicitly defends the Brazilian military dictatorship that ruled the country from 1964-85 and praises torture and torturers. He condemns human rights efforts. He has expressed aggressive and vile hostility toward women, people of African descent, the LGBT+ community, indigenous people, and the poor. His proposed policies would effectively undo all of the political, social, economic, labor, environmental, and cultural gains of the last four decades, efforts by social movements and progressive politicians to consolidate and expand democracy in Brazil. A Bolsonaro presidency also threatens to undermine the still fragile democratic politics that people throughout Brazil have risked so much to build.

      His election would seriously hamper any ambitious international effort for environmental protection, against climate change and for the preservation of peace.

    • Global migration figures higher than previously thought, study finds

      US researchers reveal that up to 87 million people migrate every five years.

      Over a five-year period, about one in 80 people around the world migrate to another country, researchers have revealed, in a study that shows more than a quarter of that movement is down to people returning to their country of birth.

      Global migration is difficult to measure, with data often lacking for developing countries and inaccurate for others.

      But a pair of researchers in the US say they have come up with a model that provides the most reliable “big picture” view of human migration yet. Crucially, they say, it takes into account the “churn” of people moving into and out of countries, something previous global estimates had not included.

      “Policies that are set based on a quota of a number of people who enter the country miss out on the fact that you should also be expecting a lot of the existing migrant population to be leaving the country,” said Dr Jonathan Azose, a co-author of the study from the University of Washington.

      The study, published in the journal PNAS, reveals a model for estimating migration around the world between 1990 and 2015, broken down into five-year chunks. The team say they were able to show the model worked by comparing its results with high-quality migration data from Europe.

      A key problem with the previous leading global migration estimates, says Azose, is that the approach looked at overall changes in the net number of immigrants in a country over time, without taking into account that many individuals left and others arrived, resulting in underestimates of movement, something the new model tackles.

      It suggests that between 67 million and 87 million people, including refugees, migrated for each five-year chunk – far higher than previous global estimates of 34m-46 m migrations – and corresponding to 1.13%-1.29% of the global population.

      The team note that while absolute numbers of people migrating appear to have risen, there has been little change in the proportion of the world’s population who are on the move. That said, key origins and destinations change over time: for example,movement of Syrians in Saudi Arabia to Turkey between 2010 and 2015 were a leading contributor to “transit” migrations, while migration of Syrians from Syria to Turkey and Lebanon were among the largest emigration movements in that period.

      The new study suggests that while migration to a new country makes up the biggest proportion of human movement, return migration – in which individuals return to their country of birth – accounted for between 26% and 31% of migration in each five-year period.

      However, the team admit the new model has limitations, including the fact that different countries require individuals to stay there for different lengths of time to be registered as a migrant, and figures for the total number of migrants in each country might not be accurate to start with, meaning possible errors in the data used.

      But the team say their work could help researchers delve deeper into what causes people to migrate and help them build predictive models for this.

      Dr Nando Sigona, an expert in international migration and forced displacement at the University of Birmingham, who was not involved in the research, welcomed the study.

      “Estimating migration flows is extremely difficult. Data are limited and incomplete, especially in less economically developed countries. This contributes to a perception in the west that all migration flows are directed towards the global north,” he said.

      While the new model had limitations, he added, it offered a more rounded view of global migration, including showing movements between countries in the south and highlighting the large proportion of return journeys. “Finally,” he said, “it shows a world which is more dynamic and on the move than previously thought.”

      UK academics oppose visa monitoring regime for foreign staff
      UK university leaders are being urged to review their attitudes towards foreign staff and students, following fresh reports of visa holders being “unfairly monitored” and even threatened with home visits by nervous administrators.

      Institutions say that efforts to record the whereabouts of international employees and students on sponsored visas are necessary to comply with Home Office regulations, but union representatives argue that the requirements are being misinterpreted and create a “hostile environment” for foreign workers.
      One foreign academic employed by the University of Birmingham told Times Higher Education that they had become “confused and scared” after being told that they must report their attendance weekly or “risk deportation”.

      “I feel like I am not trusted, that I can’t do my job, that I’m assumed [to be] a criminal,” said the academic, who chose to remain anonymous. “Being constantly monitored in this way makes me feel like I don’t really want to be here…if I had an opportunity somewhere else I would consider leaving the UK.”

      A letter issued by Birmingham’s human resources department to international staff and seen by THE states that any individual who fails to report their attendance as well as any time spent off campus on a weekly basis will have their “name passed to the UK Border Agency”.

      Failure to comply may result in “disciplinary action and/or withdrawal of your certificate of sponsorship, and thereby your eligibility to remain in the UK”.

      Birmingham had to operate “within the requirements set out by the Home Office”, a university spokesman said. “Our priority is ensuring that we are supporting staff to remain in the UK.”

      Meanwhile, staff at the University of Sussex launched a petition last week calling on vice-chancellor Adam Tickell to “end the hostile environment” found towards “migrants, people of colour and Muslims” on campus, which they said had been made worse as a result of “immigration monitoring”.

      The Sussex branch of the University and College Union said that managers at the institution had chosen to interpret Home Office guidelines in a needlessly stringent manner. “Staff and students are made aware that if they are not able to attest to their whereabouts for 80 per cent of the semester, they risk having their [immigration] status withdrawn,” a spokesman said. “This is not necessary."

      Those on Tier 2 and Tier 5 visas were at one stage told to “expect home visits” if they chose to work out of the office, but the university has since admitted that this approach is “not feasible”, the UCU spokesman added.

      An email sent from one head of department on 10 April informs Sussex staff they must have “complete records of their movements at any given time” recorded via “electronic calendars, so if auditors turn up at any given time we can point to it”.

      “I found this procedure extraordinary,” said one academic, “and I am sure there would be revolt if this were imposed on everyone in the department.”

      A University of Sussex spokeswoman said that Professor Tickell was aware of the petition, and had “already clarified with members of our community why and how the university needs to comply with statutory regulations”.

      “Our policies and procedures are informed by UK and EU legislation, statutory regulations and duties and best practice,” she added.

      Separately, staff at UCL have written to the institution’s president, Michael Arthur, expressing “serious concerns” over rules that require staff to have “physical check-ins” with international students every three weeks in order to monitor visa compliance.

      The policy takes up staff time “in bureaucracy that is irrelevant”, “builds a culture of mistrust” and creates “added pressure...at a time when we have increasing evidence about risks to student wellbeing and mental health”, the letter says.

      A Home Office spokeswoman said it remained “the responsibility of individual sponsors to develop their own systems to ensure they meet their reporting responsibilities”.

    This new beauty-standard denialism is all around us. It courses through cosmetics ads, fitness instructor monologues, Instagram captions and, increasingly, pop feminist principles. In the forthcoming book “Perfect Me,” Heather Widdows, a philosophy professor at the University of Birmingham, England, convincingly argues that the pressures on women to appear thinner, younger and firmer are stronger than ever. Keeping up appearances is no longer simply a superficial pursuit; it’s an ethical one, too. A woman who fails to conform to the ideal is regarded as a failure as a person.

    Can research quality be measured quantitatively? (2017-11-07)

    In this article I reflect on ways in which the neoliberal university and its administrative counterpart, new public management (NPM), affect academic publishing activity. One characteristic feature of NPM is the urge to use simple numerical indicators of research output as a tool to allocate funding and, in practice if not in theory, as a means of assessing research quality. This ranges from the use of journal impact factors (IF) and ranking of journals to publication points to determine what types of work in publishing is counted as meritorious for funding allocation. I argue that it is a fallacy to attempt to assess quality of scholarship through quantitative measures of publication output. I base my arguments on my experiences of editing a Norwegian geographical journal over a period of 16 years, along with my experiences as a scholar working for many years within the Norwegian university system.

    Reclaiming value from academic labor: commentary by the Editors of Human Geography (2017-11-07)

    There have long been discussions about the need for an alternative publishing model for academic research. This has been made clear by the September 2017 scandal involving Third World Quarterly. The editor’s deeply problematic decision to publish an essay arguing in favor of colonialism was likely meant as click-bate to drive clicks and citations. But we should not lose sight of the fact that this latest scandal is only one recent manifestation of a long-simmering problem that has periodically commanded significant attention in the academic literature, blogs, email lists, conference sessions, and the popular press. As a direct result, over the last decade or more, new journals have been created that specifically endeavor to offer routes around corporate/capitalist academic publishing, and several existing journals have removed themselves from this profit-driven ecosystem. In this commentary, the editorial team of the journal Human Geography weighs in on what we see as the nature of the problem, what we are doing in response, what our successes have been, and what challenges remain.

    Say ‘Yes!’ to peer review: Open Access publishing and the need for mutual aid in academia (2017-11-22)

    Scholars are increasingly declining to offer their services in the peer review process. There are myriad reasons for this refusal, most notably the ever-increasing pressure placed on academics to publish within the neoliberal university. Yet if you are publishing yourself then you necessarily expect someone else to review your work, which begs the question as to why this service is not being reciprocated. There is something to be said about withholding one’s labour when journals are under corporate control, but when it comes to Open Access journals such denial is effectively unacceptable. Make time for it, as others have made time for you. As editors of the independent, Open Access, non-corporate journal ACME: An International Journal for Critical Geographies, we reflect on the struggles facing our daily operations, where scholars declining to participate in peer review is the biggest obstacle we face. We argue that peer review should be considered as a form of mutual aid, which is rooted in an ethics of cooperation. The system only works if you say ‘Yes’!

    Evaluating otherwise: hierarchies and opportunities in publishing practices (2017-11-30)

    This short paper responds to the provocations set out in Kirsi Pauliina Kallio’s recent editorial on ‘Subtle radical moves in scientific publishing’ and emerges out of my participation in a Fennia-organized panel at the 2017 Nordic Geographers’ Meeting where participants reflected on the challenges and opportunities of creating a more equitable and pluralistic international publishing environment. Given the dominance of English language publishing in international academic work and the broader geopolitics of knowledge production through which some contexts, approaches, and modes of knowledge are regularly devalued, I suggest that—to the extent that publishing outlets are evaluated or ranked—they should be evaluated and ranked, in part, based on their contribution to a pluralistically international academy. This revaluation could help shape the informal assessments made by scholars in the context of hiring, funding, and other key decisions. It could also be integrated into more formal channels, such as within the deliberations of the boards who produce publication rankings in, for example, Finland’s Publication Forum. Such a tactic need not preclude other work to contest rankings hierarchies and audit cultures as they advance the neoliberalization of academic work, but it does 1) suggest the importance of paying attention to what and how scholars value when we evaluate publishing outlets and 2) point toward the potential of critical and creative engagement with the range of processes (i.e. indexing, accrediting, measuring, ranking etc.) that surround and subsist within academic publishing.

    Socially just publishing: implications for geographers and their journals (2017-11-26)

    There have been a range of protests against the high journal subscription costs, and author processing charges (APCs) levied for publishing in the more prestigious and commercially run journals that are favoured by geographers. But open protests across the sector like the ‘Academic Spring’ of 2012, and challenges to commercial copyright agreements, have been fragmented and less than successful. I renew the argument for ‘socially just’ publishing in geography. For geographers this is not limited to choosing alternative publication venues. It also involves a considerable effort by senior faculty members that are assessing hiring and promotion cases, to read and assess scholarship independently of its place of publication, and to reward the efforts of colleagues that offer their work as a public good. Criteria other than the citation index and prestige of a journal need to be foregrounded. Geographers can also be publishers, and I offer my experience editing the free online Journal of Political Ecology.

    English: lingua franca or disenfranchising? (2017-12-04)

    Conceiving academic publishing as a long-term process that often includes oral communication and knowledge exchange at academic conferences, this commentary offers a critical take on English as lingua franca. Contrarily to the historical use of lingua franca as a simplified system of transnational communication that facilitates the pragmatics of economic and cultural exchange, academic English is instead used vernacularly and becomes an excluding barrier. In the writing and peer review stages of publishing, the linguistic positionality of both authors and peer reviewers thus needs more reflection in order for academic English not to become once again part of a disenfranchising process.

    Anyone questioning whether a boycott is a just and effective means of fighting the Israeli occupation should listen to the counterarguments of Thom Yorke from British rock band Radiohead and Yesh Atid Chairman Yair Lapid. The front men of Radiohead and Yesh Atid present: cheap propaganda. Their counterarguments could convince any person of conscience around the world – to support the boycott. Yorke, who ignores the boycott movement, and Lapid, who is an ardent opponent of the Boycott, Sanctions and Divestment movement, have enlisted to oppose the movement. Their reasoning says a lot more about them than the BDS movement.
    Boycotting is a legitimate means. Israel as a state makes use of it, and even preaches that other countries should follow suit. Some Israeli citizens also make use of it. There is a boycott of Hamas in Gaza, sanctions on Iran. There are boycotts of nonkosher stores, boycotts against eating meat, and of Turkish beach resorts. And the world also uses it, imposing sanctions on Russia right after its annexation of Crimea.
    The only question is whether Israel deserves such a punishment, like the one imposed on apartheid South Africa in an earlier era, and whether such steps are effective. And one more question: What other means have not been tried against the occupation and haven’t failed?
    Yorke directs his ire against fellow rock star Roger Waters, perhaps the most exalted of protest artists at the moment, who called on Yorke to reconsider his band’s concert appearance in Tel Aviv on July 19.

    • Struggling UK universities warn staff of possible job cuts

      Deteriorating balance sheets and political uncertainty blamed for redundancy threats.

      Universities are warning staff to prepare for redundancies in the new year as a result of deteriorating balance sheets and lowered forecasts for student recruitment, coupled with the uncertainty of Brexit and sudden shifts in government policy.

      In recent days more than half a dozen universities have told staff there could be job cuts in 2019, including members of the research-intensive Russell Group such as Cardiff University, while others are privately bracing for cuts later in the year.

      Universities are in the midst of reporting their financial results for 2017-18 and are monitoring student applications coming in for next year. Several have been alarmed by the projections they are seeing before a 15 January deadline for undergraduates.

      Insiders say universities are more likely to cut staff because of a number of other threats in the next 12 months, including the potential effect on international students of a no-deal Brexit, as well as cuts to tuition fees in England as a result of a review of funding ordered by Theresa May that will report early next year.

      “Knee-jerk cuts to staff will harm universities’ ability to deliver high-quality teaching and research and provide the support students need. Staff are already overstretched and asking those who remain to do even more is not a sustainable strategy,” said Matt Waddup, head of policy for the University and College Union (UCU).

      “Students repeatedly say they want greater investment in their staff as a top priority, yet the proportion of expenditure spent on staff has fallen. Cutting staff will send out entirely the wrong signal to potential students. Axing educators is obscene at any time, let alone during the current uncertainty when we need our universities firing on all cylinders.”

      Among the group of universities that have gone public, the University of Reading told staff in an email on Monday evening that a voluntary redundancy scheme was being drawn up and would open in January.

      “I want to emphasise that voluntary redundancies are only one tool available to us,” wrote Prof Robert Van de Noort, the acting vice-chancellor, suggesting that staff should consider early retirement, reduced hours or changes to contracts to help to avoid compulsory redundancies.

      Reading’s accounts, published a few days ago, reveal that the university made a £20m loss for the financial year, including a £27m loss on its subsidiary in Malaysia. Reading’s balance sheet was brought into the black only by £36m of pension “remeasurements”.

      Van de Noort told staff: “There is no doubt that the year ahead will be difficult at times, but I am confident that as a university community we can address these difficulties and remain a leader in teaching and research in the UK and globally.”

      Despite Reading’s deficit, the previous vice-chancellor, Sir David Bell, saw his total pay rise by £10,000 to £329,000. Bell announced his departure this year and is now vice-chancellor of the University of Sunderland.

      At Cardiff, the vice-chancellor, Colin Riordan, has also written to staff telling them they will be offered voluntary redundancy from January. The university has said compulsory staff cuts “cannot be ruled out”.

      In a joint statement the Cardiff University branches of the Unite, Unison and UCU unions said: “We are astonished that Cardiff University staff are facing their third voluntary severance scheme in six years, and we are very worried that the vice-chancellor still refuses to rule out further compulsory redundancies.”

      At the University of Gloucestershire, based in Cheltenham, unions say they have been advised of more than 100 job cuts and other redundancies as a result of what the university called a “rebalancing” in challenging conditions.

      “There is a demographic fall in the number of 18-year-olds in the population, which is affecting demand for higher education, the level of tuition fees universities are permitted to charge home undergraduate students is capped by the government, and there is increasing competition for recruitment,” the university said.

      “At the same time, we are facing large increases in some of our costs, particularly external increases in what we are required to spend on staff pensions. The combined effect of these factors is that, in common with many other universities, our costs are rising faster than our income. That is not a situation we can allow to continue.”

      In Scotland, union members at Queen Margaret University in Musselburgh begin voting on Wednesday on strike action over the possibility of 40 job cuts – about 10% of its staff – although the university says it hopes to meet the number through voluntary redundancies.

      Other universities considering redundancies include Birkbeck, University of London and Bangor University in Wales.

      The university financial reporting season also reveals that some universities continue to thrive. The University of Oxford said its income topped £1.5bn for the first time in 2017-18, with an overall surplus of £150m.

      Oxford’s investments grew by £286m, which was £68m more than the previous year, while the Oxford University Press contributed a further £205m.

      The financial statements suggest the public controversy over vice-chancellors’ high rates of pay has had some effect, with many leading universities showing little or no growth in pay for their leaders.

      At the University of Manchester, where revenue topped £1bn for the first time, the total earnings of the vice-chancellor, Nancy Rothwell, fell from £306,000 to £276,000 owing to lower pension contributions.

    • Bitter sweet citizenship: how European families in the UK cope with Brexit

      About 80,000 EU nationals have applied for British citizenship since the UK voted to leave the European Union. The decision has rarely been easy. On the contrary, it has often been perceived as “forced” or as an attempt to “take back control” of life amid the Brexit uncertainty, a new research has revealed.

      The contrasting feelings were highlighted in a study by “EU families and Eurochildren in Brexiting Britain”, a project by the University of Birmingham in cooperation with civil rights group the3million, Migrant Voice, and immigration barrister Colin Yeo.

      Researchers interviewed 103 families in the UK in which at least one of the partners is a non-British EU national. They wanted to understand how Brexit is impacting the decisions they make about their legal status.

      The study shows that while many are applying for naturalization, many more are still uncertain and “considering their options.” Better off and educated EU nationals from Western European countries are the most resistant to the idea of becoming British citizens as a solution to Brexit. This is especially true for Germans, “who feel like they somehow betray the European ideal in doing so,” says the report.

      Others, particularly from Eastern Europe, take a more pragmatic approach. Those who apply often do it to protect their children. But instead of being seen as “the culmination of a path to integration”, naturalisation often generates “feelings of un-belonging and of disintegration”.

      Lead author Nando Sigona, deputy director of the Institute of Research into Superdiversity at the University of Birmingham, discusses the research findings with Europe Street News.

      Why a research on families rather than individuals?

      We focused on families in which at least one of the partners is a non-British EU national because Brexit has legal implications for their rights and social implications for their choices. We wanted to explore the dilemmas these families face. For example, in a mix family ‘going back home’ is a complex issue: if you are a Polish-German couple who has met in the UK and speak English as main language, where is home? Probably in the UK.

      We also thought about their children, the next generation. Even pro-migration groups have been very utilitarian in their approach to European migrants. They say they are needed because they work hard, they are young and they contribute to the economy. I personally hate this narrative because I do not like to have a price tag on my head. And for children the situation is even more complicated: they are not productive, they use schools and services, and yet they are in the UK as legitimate residents. According to Migration Observatory, there are more than 900,000 children of EU parents (Ireland excluded) in the UK. How will British society look like in 20 or 30 years, when these children will be adult? What will be the impact of the way they have been treated? These are the questions we wanted to examine.

      Is this why the project refers to ‘Eurochildren’?

      Yes, but let’s not forget that in these families there are British nationals too. We could have called the project “British families with European heritage” and probably we would have got more attention from politicians who have a responsibility towards their citizens, those they do not treat as “others”.

      We usually refer to the 3.8 million EU nationals in the UK, according to the latest Eurostat data. But, as you say, many of them have British partners and children. How many people are really impacted by Brexit?

      It is almost impossible to know because of the way official data are collected. In case of dual nationality, the Office for National Statistics prioritises the British one so people disappear from the statistics on EU nationals. Our research also looked at the census data of the past 40 years, with children of earlier migrants now registered as British. The legacy of EU’s free movement in the UK is much larger that what people think.

      This means that no one knows how many people might or might not be protected by the withdrawal agreement – if there is one – or by the “settled status” scheme.

      The situation is so complicated. Within the same family different members may have different rights. The problem with European families is also that, when they moved to the UK, this was not part of the deal. Their legal status was not something they had to worry about. The government is now ignoring or underestimating this situation by imposing a retroactive bureaucratic monstrosity like the “settled status”. The risk is that many will be left out. The only solution would be to turn the process into a registration rather than an application, and to leave it open. Some people will be inevitably left out, but at least they won’t become unlawful.

      Based on your interviews, what has changed for these families since the Brexit vote?

      Most people feel unsettled because they failed to see Brexit coming. They did not think a majority would vote against the EU and they were not prepared for it. Secondly, they feel forced to consider their options and to make important decisions such as applying for British citizenship or leaving. The configuration of the family, for example whether or not the partners are from the same EU country, can make a difference for their opportunities. There is also a sense of being forced to define themselves. Previously mix families could reconcile their identities under a European umbrella, but Brexit is changing that. However, it is important to acknowledge that people have different feelings about the situation and to not monopolise their voices.

      Are the responses you received uniform across the UK?

      There are places where people feel more secure. London feels safer, respondents said, as a majority voted to stay in the EU, the environment does not feel hostile and there are long standing EU communities. In Scotland, the positive narrative coming from the government helped too. In contrast, people in areas with a strong leave vote felt very isolated. Outside big cities, where immigration is a fairly new phenomenon, Polish and Eastern Europeans in particular did not have established communities and social networks to support them in this hostile transition.

      Many of the people we interviewed were reflecting on neighbours and family members who voted for Brexit. It felt very personal. We heard of families avoiding Christmas meals and, in the most tragic situations, splitting up because the additional tension brought by Brexit pushed them beyond the tipping point. We have also seen tensions between parents and children, for example children asking parents not to speak their mother tongue in public or parents not speaking with their children in the native language because they do not feel safe. The Home Office and migration policies do not consider the reverberations within families of big geopolitical shifts.

      What is the approach of these families to naturalisation?

      Part of our respondents showed a lot of resistance to naturalisation. Especially those with higher social stardards do not want to be forced into it. Some who never felt the urge to become British eventually applied. Among the people who did so, there were often feelings of anger and frustration but this was seen as a strategy to secure the future of children, a sort of parental duty.

      A number of people said they have lost trust in the British government, they are sceptical about the settled status and they think naturalization is the safest option. Others want to retain the right to move freely in and out of the country: becoming British for them does not necessarily mean wanting to stay but keeping all options open for themselves and their children. A minority also said they want to be able to vote. But there are large groups who are not applying. Some cannot because their countries do not allow dual citizenship. The cost attached to the process is also a factor. There are strict eligibility criteria and the test is not easy. Citizenship is not a right: it is something you have to earn, pay for and deserve.

      What do you think of Michael Gove’s proposal to grant citizenship for free to EU nationals, if he becomes the leader of the Conservative Party and Prime Minister?

      Great, but I’d feel uncomfortable if this applies only to Europeans. Fees are unfair for everyone and the government makes a large profit from them. Fees should be cut and the process simplified in general, especially for children. It would guarantee their future status and it would be good for the country.

      Are there groups of EU nationals applying more than others?

      Central and Eastern Europeans started to apply for British citizenship early, before the EU referendum. They were already victim of the hostile environment and they felt negatively targeted by populist media, so they tried to secure their rights earlier on. Free movement is also fairly recent for them [the country joined the EU in 2004].

      For French, Spanish, Italian and German nationals there has been a 250-300% increase in applications since the referendum, but this is mostly because few were applying before June 2016. Before the Brexit vote they felt their position in Britain was fully secured.

      Who is not applying?

      There are people who cannot apply because they do not have regular jobs, they are from minorities, for example the Roma, they struggle with the procedure or cannot afford it. We heard of parents who had to prioritize which one of their children could apply for naturalisation, as they could not afford to pay for all. There were people at the margins before Brexit and they will be even more so when they will lose the protections of EU law.

      How do children feel about these changes?

      It depends on the age. Children up to 3 years old are usually shielded by their parents. The 5-6 years old are aware that something is going on and ask questions. Teenagers are aware and sometimes join the conversation, for example participating in demonstrations. Maybe they are more conflicted about family decisions. But kids are the ones normalising the situation trying to be like others.

      Is the European identity of these families at risk?

      Not necessarily. For the first time in Britain we see large numbers of European flags. In a sense, the European identity has become a topic of conversation. For many British citizens and policy makers the EU has only just been an economic project, but now it is a political one and this can further develop. The European heritage is not going to disappear. If anything, some of the people we interviewed started teaching their language to the kids or sending them to language schools. What is clear is that the EU is a topic we will have to confront for years to come. The issue of belonging will have repercussions that can go in many directions, depending on how things will settle. One of the challenges of this research is precisely that it is happening while event are unfolding.

    Leaked cabinet papers seen by the BBC suggest that back when she was home secretary, Theresa May wanted schools to carry out immigration checks and withdraw school places offered to children of parents unlawfully in the UK.

    The leaked documents show that the proposals were vehemently opposed by the then-education secretary Nicky Morgan, who wrote to then prime minister, David Cameron, to warn on the “practical and presentational” risks of such measures. Using rather anodyne jargon, Morgan’s letter questioned the “deprioritisation of illegal migrants” proposed by May.

      The point here is that as a result of Brexit, the reverse may happen. But this time it will not affect only the citizens of the newer EU member states but potentially all EU 27 nationals. And while I’m sure that some kind of solution will be put in place so that EU nationals that currently live in the UK will be able to continue in some shape or form to live and work there, I am equally sure that these measures will leave some out.       Critics warn many could be left without legal status to stay if settlement scheme fails.
      Migration experts have warned that the post-Brexit system for registering EU citizens living in the UK could become a new “Windrush scandal” as the scheme to register an estimated 3.5 million EU citizens living in the UK begins.

      From Monday, the third phase of testing will open to EU residents in the UK, who will be able to register for the new post-Brexit “settled status”. The Home Office is extending its live trial to all EU citizens who hold a valid passport and any non-EU citizen family members who hold a valid biometric residence card.

      Critics have warned that thousands could be left without legal status to remain in the UK if applications are not processed quickly and effectively.

      Maike Bohn, founder of the3million which campaigns for EU citizens in the UK to retain their existing rights after Brexit, warned trust in the government was low.

      “The Windrush people trusted the Home Office and many of them got deported because they were citizens but couldn’t prove it,” she said.

      The expansion of the scheme follows two “private” test phases. The second phase saw 29,987 applications submitted with 27,211 decisions made. Of those, no cases were refused. However, the second phase was open to 250,000 people in selected universities, health and social care bodies.

      The Home Office said 70% of applicants had been granted settled status with the remaining 30% granted pre-settled status, which is given to those who have been in the country for fewer than five years. There was positive feedback from 77% of applicants.

      The immigration minister, Caroline Nokes, said: “From the very beginning we have been clear that securing the rights of EU citizens living in the UK is our priority.

      “The report into the second private test phase of the EU settlement scheme shows clearly that we are well on track to deliver a system that will make it easy and straightforward for EU citizens to obtain status once we have left the EU.

      “We are now in a position to proceed with the wider public testing of the scheme, which will provide us with further valuable insight before the full launch of the system by the end of March. We are grateful to those individuals and organisations that have participated in the testing so far.”

      The rollout comes weeks after a series of bugs were exposed in the phone app, which does not work on iPhones, including complaints that the passport recognition function did not work on all Android models.

      Politicians, migrant thinktanks and charities have warned the UK could face “another Windrush” if the settled status scheme fails.

      Chai Patel, legal policy director at the joint council for welfare of immigrants, said: “EU citizens who do not pay to apply for settled status by 2021 will lose their right to live in the UK and become undocumented.

      “This is a major obstacle in the way of achieving the government’s promise that every EU national currently in the UK will be welcome after Brexit. By charging a fee and by setting a time limit for applications the government is making it certain that some people will not get settled status.

      “And with 3 million to 4 million people needing to register, that means creating tens or hundreds of thousands of undocumented migrants overnight. The poor, the elderly, [and] those with illnesses or disabilities will be particularly affected as the government is failing to set aside enough resources to help them.

      “We therefore urge the government to do everything in its power to make sure everyone’s rights are protected after Brexit. Instead of creating a system that defaults to removing rights if a person does not pay for an application, the government should today grant a free and permanent legal right to stay to all EU nationals resident in the UK.

      “The Home Office should then provide a free and simple process by which people can obtain documents proving that right.”

      Jill Rutter, director of strategy for British Future and co-author of the report, said: “The Home Office must invest in getting the EU settlement scheme right from the start. Failure to do so could cause massive problems in years to come, on a far bigger scale than the ‘Windrush scandal’.

      “The application system should work simply and efficiently for the vast majority of EU citizens. But there will always be more complex cases where people find it harder to navigate the system or to prove their residency – and the sheer scale of this task means even a low rate of failure equates to tens of thousands of people.

      “The Home Office needs to make sure that people hear about the scheme, that it works well and that errors are remedied quickly when they are made. It must also overcome a legacy of mistrust created by the previous permanent residency scheme.

      “This is an important test for the Home Office. The stakes are high. Get it right and the UK sends a strong message that EU citizens are welcome and the government is in control. Get it wrong and the consequences are dire.”

      Ed Davey, Liberal Democrat home affairs spokesman, said: “No one seriously believes that the Home Office will be able to grant settled status to everyone who’s eligible within two years. Thousands will be left effectively undocumented and subject to Theresa May’s hostile environment.

      “Liberal Democrats demand better for the Europeans who’ve made their lives here and contribute so much to our economy, our public services and our society. They must not become the victims of a new Windrush scandal.”

      Le Conseil fédéral entend maintenir les étroites relations bilatérales nouées avec le Royaume-Uni au-delà du Brexit. En conséquence, il a arrêté, lors de sa séance du 13 février 2019, des règles d’admission qui seront applicables aux ressortissants britanniques au cas où le Royaume-Uni quitte l’Union européenne (UE) sans accord de retrait. À partir du 30 mars 2019, les Britanniques qui souhaitent entrer en Suisse pour y exercer une activité lucrative bénéficieront d’un contingent d’autorisations qui leur sera réservé. Le Département fédéral de justice et police (DFJP) va préparer à cet effet, d’ici à fin mars 2019, une révision de l’ordonnance sur l’admission, le séjour et l’exercice d’une activité lucrative (OASA).

      Dans l’éventualité où le Royaume-Uni quitterait l’UE sans accord de retrait, l’accord sur la libre circulation des personnes (ALCP) cessera de s’appliquer aux relations entre la Suisse et le Royaume-Uni dès le 30 mars 2019. À partir de cette date, les Britanniques seront alors en principe soumis au même régime que les ressortissants d’autres pays tiers. Pour ces derniers, l’exercice d’une activité lucrative est soumis aux conditions d’admission fixées dans la loi sur les étrangers et l’intégration (LEI). Au cas où le Royaume-Uni quitterait l’UE, non pas de manière désordonnée, mais en vertu d’un accord de retrait, les relations entre la Suisse et le Royaume-Uni continueraient, pendant une phase de transition qui durerait probablement jusqu’à fin 2020, d’être soumises aux dispositions actuellement en vigueur de l’ALCP.

      Dans le cadre de sa stratégie baptisée « Mind the Gap », le Conseil fédéral a décidé, lors de sa séance du 13 février 2019, de créer un contingent temporaire de 3500 autorisations de séjour en faveur des ressortissants britanniques qui exercent une activité lucrative. Il entend ainsi, d’une part, atténuer, tant pour notre économie que pour les cantons, l’impact du passage soudain des ressortissants du Royaume-Uni du régime de la libre circulation des personnes aux conditions s’appliquant aux ressortissant d’États tiers et, d’autre part, empêcher toute concurrence indésirable entre les citoyens britanniques et les ressortissants d’autres pays tiers. Par ailleurs, des discussions sont en cours au sujet de la conclusion d’un éventuel accord bilatéral entre la Suisse et le Royaume-Uni qui permettrait de déroger temporairement à certaines conditions d’admission visées par la LEI.
      Contingent de 3500 autorisations

      Les nombres maximums d’autorisations de séjour fixés en faveur des ressortissants britanniques seront utilisables durant la période du 30 mars au 31 décembre 2019. Le Conseil fédéral a pris sa décision aussi bien en tenant compte de la position des cantons et des besoins de l’économie qu’à la lumière des prescriptions de l’article sur l’immigration inscrit dans la Constitution fédérale depuis le 9 février 2014 (art. 121a Cst.).

      En tout, 3500 travailleurs devraient pouvoir être recrutés au Royaume-Uni cette année : 2100 au moyen d’une autorisation de séjour B et 1400 de plus sur la base d’une autorisation de séjour de courte durée L. Ces deux contingents apporteront à l’économie suisse la flexibilité dont elle a besoin.

      Ces contingents seront alloués trimestriellement aux cantons. Les autorisations de séjour ainsi octroyées ne seront provisoirement pas soumises à la procédure d’approbation, et seront donc délivrées sous compétence cantonale. Cette mesure tient compte de la situation extraordinaire du Royaume-Uni ; elle constitue une solution transitoire, dans l’attente d’une clarification du futur régime migratoire concernant cet État.

      D’ici à fin mars, le DFJP réalisera les travaux nécessaires à la révision de l’OASA et soumettra son projet au Conseil fédéral pour décision définitive.

      En décembre déjà, le Conseil fédéral avait approuvé un accord avec le Royaume-Uni portant sur les droits des citoyens suisses et britanniques après que le Royaume-Uni aura quitté l’UE (Brexit). Cet accord bénéficiera aux ressortissants suisses et britanniques qui ont acquis des droits (par ex. droits de séjour) en Suisse ou au Royaume-Uni en vertu de l’ALCP. Le Conseil fédéral entend ainsi garantir le maintien de leurs droits et obligations actuels après le Brexit.

    Researchers at the UK’s University of Birmingham reached the finding at the end of a two-year study into how organisations are monitoring illegal file sharers.

    They conclude that large scale monitoring of the most popular illegal downloads from The Pirate Bay has been taking place over the last three years. On average an illegal file sharer, using BitTorrent to download the most popular content, will be picked up and logged within three hours of starting a download. Downloads of more popular files tend to be picked up more quickly
