Pendant qu’ils dénoncent le « massacre » à Alep, les États-Unis intensifient leur assaut contre Mossoul

L’hypocrisie des dénonciations américaines des méthodes brutales employées par le gouvernement syrien et ses alliés à l’est d’Alep est mise en lumière par le déroulement d’un autre siège, similaire dans sa sauvagerie, qui est dirigé par le Pentagone contre la population de Mossoul, une ville beaucoup plus grande qu’Alep et deuxième en importance de l’Irak. Environ 1,5 million de personnes vivent toujours dans cette région métropolitaine, qui a été abandonnée par l’armée irakienne aux mains de l’État islamique de l’Irak et de la Syrie (ÉI) en juin 2014.
Tandis que l’offensive appuyée par les États-Unis contre Mossoul dure depuis près de deux mois, les conditions pour les résidents de la ville deviennent de plus en plus désespérées et le nombre de civils tués continue d’augmenter.
Des reportages épars provenant des médias de la région fournissent un aperçu du carnage à Mossoul. L’agence de presse turque Anadolu a rapporté qu’une famille entière de neuf personnes a été massacrée mardi lorsqu’un missile envoyé par un drone américain a frappé une maison du quartier al-Falah de Mossoul. « Neuf membres de la famille ont été tués dans l’attaque », a dit un policier irakien à l’agence.
Le journal The New Arab (Al-Araby Al-Jadeed) a rapporté jeudi : « Au moins 40 civils ont été tués incluant des femmes et des enfants et des douzaines d’autres ont été blessés dans des frappes aériennes et des tirs d’artillerie dans l’est du bastion de Mossoul du groupe État islamique, ont rapporté des sources locales et médicales. Les civils ont été tués mercredi et plusieurs des blessés sont encore piégés sous les décombres... »
Tandis que des reportages similaires de souffrance humaine à Alep ont bénéficié d’une couverture sans arrêt dans les médias occidentaux au milieu des dénonciations officielles de la Syrie et de la Russie, les reportages des massacres à Mossoul sont en réalité censurés.

Comment le pétrole de l’Etat Islamique finit à bas prix dans les raffineries israéliennes

Le pétrole qui vient des champs contrôlés par le groupe Etat islamique a fait l’objet d’une nouvelle enquête d’al-Araby Al-Jadeed. L’or noir qu’il extrait, transporte et vend, est une véritable planche de salut pour le groupe armée.

Mais qui l’achète ? Qui finance les forces brutales et meurtrières qui ont conquis des pans entiers d’Irak et de Syrie ? Comment le pétrole passe-t-il du sol aux citernes, et qui en tire profit tout au long du chemin ?

Ce sont les millions de dollars de recettes pétrolières qui permettent au groupe Etat islamique de développer et d’administrer les vastes zones qu’il contrôle et où vivent environ cinq millions de civils.

L’EI vend du pétrole irakien et syrien, à très bas prix, aux réseaux et aux mafias de contrebande kurdes et turcs, qui le revendent sous le label du gouvernement régional du Kurdistan.

Il est alors le plus souvent transporté de Turquie en Israël par des intermédiaire qui connaissent ou ignorent sa provenance réelle, selon al-Araby.

Le groupe Etat islamique a dit à al-Araby qu’il ne vendait pas intentionnellement du pétrole à Israël ; selon lui, c’est le fait des intermédiaires qui l’acheminent sur les marchés internationaux.

(…) Selon l’officier de renseignement, les autorités frontalières reçoivent de gros pots de vin des gangs de contrebande irakiens locaux et des raffineries privées.
Une fois en Turquie, les camions vont à Silopi, où le pétrole est remis à une personne connue sous les pseudos de Dr Farid, Farid Hajji ou oncle Farid.
Oncle Farid, qui a la cinquantaine, bénéficie de la double nationalité israélo-grec. Il circule dans une Jeep Cherokee noire, généralement accompagné de deux gardes du corps. Comme il est dangereux de prendre l’oncle Farid en photo, on en a fait un portrait-robot.

Une fois en Turquie, il n’y a plus moyen de distinguer le pétrole de l’EI du pétrole vendu par le Gouvernement Régional du Kurdistan (GRK) : les deux sont vendus comme du pétrole « illégal », de « source inconnue » ou « non autorisée ».
Les compagnies qui achètent le pétrole du GRK achètent également le pétrole de contrebande de l’EI, selon le colonel.

En route pour Israël
Après avoir payé les chauffeurs, les intermédiaires et les pots de vin, le profit de l’EI est de 15 à 18 dollars américains le baril. Le groupe fait actuellement 19 millions de dollars de profit par mois en moyenne, selon l’officier du renseignement.
Oncle Farid a une licence d’import-export qui lui permet de négocier des accords entre les mafias de contrebande qui achètent le pétrole à l’EI et les trois compagnies pétrolières qui exportent le pétrole vers Israël.

(…) En août, le Financial Times a rapporté qu’Israël a acheté jusqu’à 75 % de son pétrole au Kurdistan irakien. Plus d’un tiers de ces importations passent par le port de Ceyhan.
Kioukstsolou a dit à al-Araby Al-Jadeed que la corruption semble être surtout pratiquée par les intermédiaires et les petits trafiquants– et pas tellement par les multinationales ni les gouvernements.
Selon un officiel européen appartenant à une compagnie pétrolière internationale qui a rencontré al-Araby dans une capitale du Golfe, Israël raffine le pétrole seulement « une ou deux fois », car il ne possède pas de raffineries sophistiquées. Il exporte le pétrole dans les pays méditerranéens - où le pétrole « gagne un statut semi-légitime » - au prix de 30 à 35 dollars le baril.
« Le pétrole est vendu, en l’espace d’un jour ou deux, à un certain nombre d’entreprises privées, la plus grosse partie allant à une raffinerie italienne détenue par l’un des actionnaires les plus importants d’un club de football italien [dont nous tairons le nom] où le pétrole est raffiné et utilisé localement, » a ajouté l’officiel européen du pétrole.

La ministre adjointe des Affaires étrangères d’Israël, Tzipi Hotovely, a rencontré des représentants de YouTube et Google pour discuter des moyens de coopérer dans ce qu’elle appelle la lutte contre « l’incitation à la violence et le terrorisme ».

Le journal israélien Maariv a rapporté hier que Hotovely a accepté de travailler avec Google et YouTube en vue d’établir un mécanisme de travail commun pour surveiller et empêcher la publication de de documents qualifiés « d’incendiaires » en provenance des territoires palestiniens.

Depuis la dernière escalade de la violence contre les Palestiniens de la part des services de sécurité israéliens, début octobre, beaucoup d’internautes ont partagé des vidéos montrant l’agression israélienne envers les Palestiniens, mettant ainsi en évidence le point de vue palestinien du conflit.

Le site arabe basé à Londres Al-Araby Al-Jadeed, a exprimé la crainte que les réunions dont il est question ne s’acheminent vers la censure pure et simple L’État israélien des documents issus de Palestine occupée.

L’ambassadeur palestinien à l’ONU, Riyad Mansour, a déposé une plainte officielle contre Israël mercredi, alléguant qu’il manquait des organes sur les corps des terroristes qui ont été remis jusqu’à présent par l’Etat hébreu.

« Un examen médical effectué sur les corps de Palestiniens remis après qu’ils ont été tués par la puissance occupante a constaté qu’il y avait des organes manquants », a revendiqué Mansour dans la lettre adressée à l’ONU.

L’ambassadeur d’Israël à l’ONU, Danny Danon a répondu au secrétaire général de l’ONU, affirmant que le « visage antisémite du représentant palestinien a été révélé » et que l’allégation était une nouvelle « diffamation de sang ». Danon a exhorté l’ONU à condamner fortement les « déclarations incendiaires du représentant palestinien et d’éradiquer l’antisémitisme des couloirs de l’Organisation des Nations Unies ».

The United Arab Emirates says 15 members of the Saudi-led coalition battling rebels in Yemen have been killed in an assault on the port city of Aden on Tuesday.
The United Arab Emirates has said that 15 Arab troops were killed on Tuesday, and blamed Yemen’s Houthi rebels and their allies for the deaths. 

It did not provide nationalities for those killed.

“I found out when arrived at the show that three Israeli artists were taking part, one of whom served in the IDF. I got upset that I hadn’t been informed and tried to complain to the organisers. I was told someone would meet with me but after over an hour of waiting no one came to meet with me,” Zaqzouq told al-Araby al-Jadeed.

“I decided I had to protest in some way so I went and got a bed sheet from my hotel room and wrote ‘R.I.P Gaza: Boycott Israel’ on it in coal and hung it over my artwork and laid down like a corpse in front of my two paintings on display,” the 34-year-old said.

After half an hour security guards approached Zaqzouq to inquire about what was going on, who then called Holly Cushing - believed to be Banksy’s manager.

After explaining to Cushing the reason for his protest, she told him it was too “ugly” for the dark show and that an American art collector was going to buy his art - and that America and Israel were one and the same, according to Zaqzouq.

Cushing then claimed that Banksy wanted the Palestinian artist’s work to be taken down from display.

Zaqzouq said that two of the show’s organisers were polite and understanding.

“I didn’t pull out of the show. I just wanted to send the message that I was protesting - but they didn’t like it and said they would take it down,” the artist said.

“I respect all that Banksy did, especially in Gaza. He was my hero for a long time and gave some hope to us. I just tried to send him a message - in a very Banksy kind of way - that I objected, and then I was told it would be taken down. I am surprised,” he added.

Two of Zaqzouq’s works are on display in the “bemusement” park, After Washing #3 depicts a young woman wearing a bandana over her face holding up a pair of men’s underwear inscribed with the Arabic word “irhal” (leave) – a popular chant by street protesters during the Arab Spring, demanding the ousting of dictators.

The other piece, Rock Me All Night Long shows googly-eyed children throwing brightly coloured rocks and shoes with a stencil in the background of former Libyan leader Muammar Gaddafi, wearing the famous make-up of the fictional supervillain, the Joker.

Zaqzouq was born to Palestinian parents in the Libyan city of Benghazi. He lived in Libya, Gaza and Egypt before settling in France in 2007. It is clear from his art that that revolution and discontent are the primer for each of his canvases.

Last Friday, Banksy opened his large scale group show lampooning Disneyland in the southern UK seaside resort of Weston-super-Mare. Since Dismaland opened it has been plagued with reports of thousands of people struggling to buy tickets and long queues.

UPDATE: Al-Araby al-Jadeed has learnt that the organisers of Dismaland have not removed Shadi Alzaqzouq’s artwork as they said would happen and have instead kept his protest art up with a note saying, “The artist has decided to cover his work to protest being exhibited alongside artists from Israel. We are hoping to resolve the situation as soon as possible and apologise for any disappointment."

L’exposition réunit des œuvres de Banksy et de 58 artistes, tels que les britanniques Damien Hirst et David Shrigley, les espagnols Escif et Paco Pomet ou encore l’américaine Jenny Holzer. Banksy les a lui-même tous choisis, dont trois artistes d’Israël et des Territoires palestiniens, un Egyptien, deux artistes syriens et un Iranien.

« J’ai découvert quand je suis arrivé à l’exposition que trois artistes israéliens y avaient pris part, dont l’un a servi dans l’armée israélienne », a expliqué Alzaqzouq au le site, basé à Londres. « Cela m’a fâché de ne pas avoir été informé et j’ai essayé de me plaindre auprès des organisateurs ».

Lorsque personne n’est venu écouter sa plainte, Alzaqzouq a décidé de prendre les choses en main.

« J’ai décidé que je devais protester par n’importe quelle manière, je suis allé et j’ai pris un drap de lit de ma chambre d’hôtel et j’ai écrit : ‘RIP Gaza : Boycott Israël’ avec du charbon et je l’ai accroché sur mon œuvre et je me suis allongé comme un cadavre devant mes deux tableaux exposés », a déclaré Alzaqzouq, qui est né en Libye de parents palestiniens et qui vit maintenant en France.

Une demi-heure plus tard, les agents de sécurité sont arrivés sur place et lui ont demandé ce qui se passait avant de contacter Holly Cushing, souvent décrite comme la manager ou la gardienne de Banksy qui reste insaisissable.

Alzaqzouq dit qu’après avoir écouté son explication, Cushing lui a dit que le travail de protestation était trop « laid » pour le site, puis a affirmé qu’un collectionneur d’art américain allait acheter son art.

Selon l’article, après avoir passé un appel téléphonique à Banksy, Cushing a ordonné à Alzaqzouq de partir et lui a dit que ses peintures allaient être retirées.

Et pourtant, les œuvres et le drap placé en protestation sur elles sont restées en place.

Dismaland et Cushing ne pouvaient pas être immédiatement joints pour commenter cette affaire. Selon le site Web du sombre et déprimant « parc de la perplexité », les seules choses qui sont interdites sont « les bombes de peinture, les marqueurs, les couteaux et les représentants juridiques de la Walt Disney Corporation ».

Les 3/4 du pétrole importé en Israël proviennent du Kurdistan irakien

Israël importe plus des trois quarts de son pétrole du Kurdistan irakien, selon le Financial Times.

Entre mai et le 11 août, selon les rapports de presse, Israël a importé 19 millions de barils de pétrole kurde, l’équivalent de 77% de la demande moyenne en Israël et pour une valeur de près de 1 milliard de dollars.

Ces informations proviennent des données de transports par bateau, des sites de négoce et du suivi des navires-citernes par satellite.

Le gouvernement régional du Kurdistan (KRG) ne reconnait pas vendre du pétrole à Israël.

Cependant, un conseiller du gouvernement d’Erbil a déclaré : « Nous ne nous soucions pas de où va le pétrole une fois que nous l’avons livré à des transitaires ... Notre priorité devient l’argent pour financer nos forces de Peshmergas contre Daesh [le groupe de l’Etat islamique] et pour payer les salaires de fonctionnaires. »

Dix-neuf millions de barils de pétrole représenteraient environ un tiers des exportations de pétrole du KRG au cours de cette période. Ces exportations transitent par le port méditerranéen turc de Ceyhan.

D’autres destinations pour le pétrole du KRG sont l’Italie et Chypre.

Le KRG avait signé un accord avec Bagdad l’an dernier en vertu duquel il livrerait 550 000 barils de pétrole brut par les voies officielles de l’État en échange de 17% des recettes du gouvernement central. Cependant l’accord s’est effondré alors que les revenus pétroliers en baisse poussait Bagdad à ne faire que des paiements limités au KRG.

Le gouvernement central de l’Irak a dit aussi que le KRG n’assurait pas les quantités de pétrole convenues.

Les nouvelles sur les ventes de pétrole du KRG à Israël signifient selon de nombreux analystes politiques que les liens entre le gouvernement central irakien et le KRG s’affaiblissent.

Il a été suggéré qu’Israël pourrait bien acquérir le pétrole kurde à un prix bradé, tandis que d’autres ont expliqué qu’il s’agissait peut être d’un moyen pour Israël de fournir un soutien financier aux Kurdes, selon le Financial Times.

Children born to Jordanian women married to foreign men will be given some state privileges, but won’t adopt nationality of the Hashemite kingdom.
Jordanian women married to foreigners achieved a limited victory on Sunday, when Prime Minister Abdallah Ensour announced an easing of restrictions faced by children in mixed-nationality marriages.

Jordan, however, will not ease its strict citizenship rules to allow female citizens to pass their nationality on to their children or partners.

Hundreds of thousands of children of Jordanian mothers and foreign fathers, including many who have lived in the kingdom their whole lives, will now enjoy basic civil rights. But the move falls short of the demands of campaigners to grant automatic citizenship.

Interior Minister Hussein Majali said that the law would benefit 355,923 children of 88,983 mothers.

Partial rights

Children of Jordanian mothers will now have free education in government schools until secondary level, free healthcare in state hospitals, and the right to work in jobs previously restricted to Jordanian citizens. They will also be able to invest in the kingdom and own property, obtain a private driver’s licence, and be granted a special national ID card.

Mothers who want to claim these rights for their children must have been residents in the country for at least six months.

There are 52,660 Jordanian women married to Palestinian men - as well as 8,486 married to Egyptians, 7,731 to Syrians, 4,549 to Saudis, 2,822 to Iraqis, 2,516 to Americans and 2,048 to Lebanese, according to the latest official statistics.

Demographic imbalance

Demographics appear to be the main motive for denying Jordanian women the same citizenship rights as men. The official justification is that any easing of the law would encourage an influx of Palestinians into the kingdom. Jordanian officials also say that it could lead to Israel expelling Palestinians to Jordan.

“[Changing nationality laws] could change the demographic balance and might lead to depopulating Palestine… the eases in restrictions will take into account meeting the needs of the children and not neglecting the rights of Palestinians,” said Ensour. 
“The eases to restrictions for the children of these women are a culmination of joint efforts between the government and the efforts of those pushing for a parliamentary initiative to ease restrictions, showing the continuous cooperation between the executive and the legislative branches.”

Jordan tightened nationality restrictions for Palestinians after the first intifada in 1989, when it severed its residual administrative and financial ties to the West Bank, amid sweeping popular support for the Palestine Liberation Organisation (PLO). 

MP Mostafa Hamarneh, who has led the campaign for civil rights of children in parliament, told al-Araby al-Jadeed: “This was a landmark decision and is an important step towards equality between men and women.”

Falling short

Activists welcomed this as a first step in what they hoped would be changes that could eventually lead to granting full citizenship rights for their children.

“The decision is an important step forward to attaining rights for the children of Jordanian women,” said campaigner Nima al-Habashneh. “The statements of officials are an explicit recognition of the rights of women and their children… the ease in restrictions is only the starting point to obtaining more rights that will hopefully culminate in granting nationality.”

Habashneh’s “My mother is Jordanian and her nationality is a right for me” campaign started in 2006 - though critics have argued that, if successful, it would turn Jordan into an alternative homeland for Palestinians.

Although Ensour stressed that the new move would not grant nationality, he did say officials will not deny the rights of those who have already applied for Jordanian citizenship.

Williams avait intitulé son exposé « Archéologues militants » et, non content de dénoncer les abus contre l’histoire et l’archéologie commis par l’EI, il a aussi critiqué la façon dont les archéologues israéliens ignorent et même détruisent des preuves historiques de culture, démographie ou religion non-hébraïques, en Palestine.

Il a souligné que, en plus de fournir des « titres de propriété », l’histoire peut être une menace – « Vous découvrez des preuves d’une histoire familiale que vous voudriez supprimer ... Vous serez tenté de les mettre au feu ... L’histoire officielle est l’ennemie potentielle de l’authenticité et de l’intégrité, les seules choses dont j’ai besoin pour savoir tout ce que je dois savoir, et « s’il vous plaît n’essayer pas de m’enfumer avec vos ‘preuves’ ».

Parmi les nombreux exemples où les découvertes ne sont pas autorisées à interférer avec l’histoire officielle, il y a le projet de parc à thème dans la « Cité de David », à Jérusalem, qui s’édifie en grande partie sur des terres palestiniennes confisquées.

Au cours des fouilles effectuées sur ce site situé dans le quartier de Silwan, les archéologues israéliens ont détruit des artéfacts datant de l’ère jébuséenne cananéenne au deuxième millénaire avant JC, dans leur tentative désespérée de privilégier un ensemble de « titres de propriété » aux dépens d’autres tout aussi valides. Les fouilles ont également abouti à la destruction de plusieurs sites islamiques anciens, y compris un cimetière datant du califat abbasside. (...)

Analysis: Though they are on opposite sides of the regional crisis, Lebanon’s Saad al-Hariri and Hassan Nasrallah are keen to avoid an escalation of political tension in Lebanon.
A bizarre calm has descended on the Lebanese domestic scene.

Although the divide among the Lebanese has worsened, the decision to spare the country an explosion is still valid, with many indications showing it may not last long.

Meanwhile, two political leaders in Lebanon continue to exchange verbal blows on a regular basis. Ever since the “Decisive Storm” Operation kicked off, Future Movement leader Saad al-Hariri seemed like a key player in the Saudi-led alliance, as he was the first Arab politician to openly back up the operation in the media. In a 30-minute telephone conversation with al-Arabiya on 30 March, Hariri voiced his support for the operation, three hours after the airstrikes began.

On the opposite front stands Hezbollah Secretary General Hassan Nasrallah who spearheaded the opposite camp. On the second day of the operation, Nasrallah devoted a speech to respond to the alliance and for an hour, Hezbollah’s chief defended Iran and blasted Saudi Arabia for spearheading a coalition to launch a war on Yemen. Once again, during a live interview with the Syrian al-Ikhbariya TV, Nasrallah lashed out at Riyadh and he is expected to speak tomorrow in a ceremony organised by Hezbollah in support of the Houthis.

Au 13ème anniversaire de son emprisonnement, Marwan Barghouti a appelé à la fin des divisions palestiniennes et a invité l’autorité Palestinienne a officiellement approuver et soutenir la campagne mondiale pour le Boycott, le Désinvestissement et les Sanctions.

Le dirigeant du Fatah, emprisonné durant la deuxième Intifada palestinienne, en 2002, reste un des dirigeants politiques palestiniens les plus populaires et un symbole du soulèvement palestinien.

Bien qu’ayant au début soutenu le principe des pourparlers avec Israël, Barghouti, dans sa déclaration communiquée depuis s prison ce mercredi, a dit que l’idée « d’une solution négociée avec le projet sioniste s’est avérée être un échec total », en prenant note de la victoire récente du parti d’extrême-droite du Likud mené par Binyamin Netanyahu, lors des élections Israéliennes.

Barghouti avait rejoint le mouvement palestinien du Fatah à l’âge de 15, et était un co-fondateur du Mouvement de la Jeunesse du Fatah (les Shabiba) en Cisjordanie.

Il a été une première fois arrêté en 1978 et emprisonné pendant plus de quatre années pour « adhésion à une organisation interdite ».

Il a alors accompli son enseignement secondaire et a reçu son diplôme d’études secondaires pendant son séjour en prison. Plusieurs arrestations à court terme ont suivi pendant, Israël le considérant comme un important dirigeant potentiel.

À la veille de la première Intifada en mai 1997, il a été expulsé en Jordanie pour « incitation », par Ehud Barak, qui était alors à la tête de l’armée israélienne.

Il est revenu à Ramallah après que les Accords d’Oslo aient été signés, estimant que les Palestiniens pourraient aux termes du traité, gagner l’autodétermination et le droit du retour des réfugiés.

Avec le temps, cependant, Barghouti a perdu ses illusions sur les accords et le nouvel ordre politique installé dans les territoires occupés.

En conséquence, il s’est coordonné avec le mouvement Hamas et d’autres organisations pour mobiliser les Palestiniens et lancer la deuxième Intifada.

Analysis: The deal will mean Iran is a year away from developing nuclear weapons for as long as it lasts and offer relief from punishing sanctions.
This article is the first of a three-part series based on a lecture presented at the opening of a roundtable conference entitled “The Iranian Nuclear Agreement and Regional and International Implications” organised by the Arab Centre for Research and Policy Studies.

The deal and its historical context

We may consider the framework agreement concluded between Iran and the major powers (the five plus one - P5+1) to be the culmination of a process of historical regional and international transformation.

Internationally, the US has come to see clearly the limits of its empire, in terms of its ability to deploy forces and fight simultaneous wars in different parts of the world, and in terms of the effectiveness of military force in implementing what was designated, under the neo-conservatives, as the global defence of freedom - or what was designated in Iraq as “nation-building” in what was mockery of history soon followed by the irony of history.

Regionally, a lot of blood has been spilled along the Nile, the Tigris, and the Euphrates.
Since the time of Baker-Hamilton’s Iraq Study group (ISG) and the appointment of Robert Gates as the US Defence Secretary during George W. Bush’s second term in the White House, and throughout Barack Obama’s second term, we have witnessed an internal reassessment carried out by the US political and security establishment.

This is in parallel with calls by liberal currents warning against the consequences of military interventions and their implications for the American people, currents that Barack Obama himself represents at this stage. The US administration is currently taking steps to end the siege on Myanmar (Burma) and Cuba, in addition the negotiations that could lead to lifting the sanctions on Iran. Clearly, there is a particular US approach in this regard then.

This transformation coincided with the rise of Russia from the ruins of the Soviet Union, as a strong nation-state promoting itself as the protector of the global nation-state-based order. Russia abandoned all ideologies and values in its foreign policy, regardless of the nature of these values, and could now only promote pure interest-based pragmatism disguised as the non-ideology championing the nation-state and sovereignty.

This manifested itself as an alliance of dictatorships against foreign intervention and against internal elements of instability, be these the result of democratic or terrorist movements. Both were seen as being the same thing for the Russian “neo-Westphalianists” and their principle of “subjects follow the sovereignty of their dictators” along the lines of the adage of “subjects follow the religion of their kings”.

A shelved UK report into the Muslim Brotherhood concludes that it is not a terrorist organisation and has no connection to violence, according to a British legal source.

The source on Thursday told al-Araby al-Jadeed that the UK investigation concluded that the group did not promote violence and was not hostile to British interests.

However publication of the investigation has been delayed several times amid pressure from Egypt, Saudi Arabia and the UAE, which have all listed the Brotherhood as a “terrorist” group.

Publication was called off in December by the prime minister, David Cameron, and it was again delayed in mid-March. Parliament has now been dissolved, meaning its release will not happen before a new government is formed.

The legal source says the investigation by Sir John Jenkins, the British ambassador in Riyadh, will not change the UK’s position towards the Brotherhood.

“The two-page conclusion consists of remarks about some of the intellectual references the Brotherhood has adopted for guidance, which may raise suspicions about the group’s adoption of a pro-terrorism position,” he said.

“But, for the moment, no connections have been proven between the group, and its charities, and hostile acts against British interests. The report conclusively proved that the Brotherhood’s agenda did not promote violence.”

Member of the PLO Executive Committee, Ahmed Al-Majdalani, told Al-Araby Al-Jadeed news site: “The political committee was commissioned with developing a detailed plan to arrange for suspending security coordination with the Israeli occupation in cooperation with security agency chiefs.”

“The same committee, in collaboration with several ministers and experts, will discuss the economic file, specifically the abolition of the Paris Convention,” Al-Majdalani noted.
