Du combustible payé par le Qatar entre à Gaza

(...) Six camions transportant 450.000 litres de combustible ont franchi mardi Kerem Shalom, le seul point de passage entre Israël et Gaza pour les marchandises, a dit un responsable palestinien sous couvert de l’anonymat. L’AFP a vu passer l’un de ces camions.

Aux termes de l’accord conclu sous les auspices de l’ONU, le Qatar paie le combustible livré ensuite via Israël sous supervision onusienne, selon un diplomate.

Le Qatar est l’un des principaux soutiens du Hamas et l’un des plus importants bailleurs de fonds à Gaza.

Azzam al-Ahmad, un proche de M. Abbas, a menacé dans un communiqué de mesures de rétorsion si les livraisons continuent.

M. Abbas, qui fait pression pour forcer le Hamas à accepter le retour de l’Autorité à Gaza, redoute que la communauté internationale ne reconnaisse l’autorité de ce mouvement sur Gaza en concluant des accords avec lui.

Selon le porte-parole du Hamas, la livraison a été « favorisée par l’ONU à cause du vide causé par l’Autorité ».

Le Premier ministre israélien Benjamin Netanyahu a accusé mardi M. Abbas d’aggraver les souffrances des habitants de Gaza et d’alimenter leur animosité contre Israël.

« Abou Mazen (surnom de M. Abbas) les étrangle économiquement et ils se déchaînent contre Israël » a-t-il dit lors d’une conférence de presse à Jérusalem.

Il n’a pas directement fait référence à la livraison de combustible mais a évoqué « des tentatives pour trouver des solutions concrètes afin qu’il cesse cet étranglement ». (...)

Israël a proposé d’ouvrir tous les postes frontaliers vers la bande de Gaza et d’accorder au Hamas l’accès à un passage maritime vers Chypre en échange de l’arrêt de toutes formes d’attaques depuis l’enclave, indique un haut responsable du Hamas à Middle East Eye.

Dans le même temps, depuis Ramallah, dont le chef des services de renseignement égyptiens Abbas Kamel est parti ce jeudi sans avoir rencontré le président palestinien Mahmoud Abbas, qui aurait eu d’autres obligations, le responsable du Fatah chargé de la réconciliation intrapalestinienne a indiqué que le Hamas se livrait à un « stratagème hostile » qui briserait l’unité palestinienne.

« En négociant avec Israël un cessez-le-feu et une trêve à Gaza ainsi que des arrangements séparés pour Gaza, le Hamas s’engage dans le stratagème hostile qui vise à séparer Gaza de l’État de Palestine internationalement reconnu selon la ligne de 1967 », a déclaré Azzam al-Ahmad, responsable du Fatah chargé de la réconciliation, ce jeudi à MEE.

La découverte des détails de l’accord intervient alors que la source a précisé que le Hamas et Israël avaient réalisé « des progrès significatifs » vers une trêve à long terme autour de la situation à Gaza, tandis que les négociations engagées avec la médiation de l’Égypte, largement considérées comme faisant partie de l’« accord du siècle » américain, se poursuivent.

Selon la source, Israël a abandonné ses revendications historiques, notamment le désarmement du Hamas, l’arrêt du creusement de tunnels et la libération d’Israéliens captifs ou disparus à Gaza. Dans le même temps, le Hamas a fait pression en faveur du déploiement de projets humanitaires à Gaza, portant notamment sur l’eau, l’électricité et les eaux usées.

The Palestinian Health Ministry has confirmed that Israeli soldiers killed, Friday, three young Palestinian men, and injured more than 995, including at least 178 who were shot with live fire.

It stated that the first Palestinian who was killed by Israeli army fire, Friday, has been identified as Mohammad Amin al-Moqyd , 21, from Gaza city. His body was moved to the Shifa Medical Center.

The Ministry added that the soldiers also killed Abdul-Salam Bakr , 29, from Khuza’a town, east of Khan Younis, in the southern part of the Gaza Strip.

The third Palestinian who was killed by army fire has been identified as Khalil Na’im Atallah , 22, from Gaza.

In addition, the Health Ministry said the soldiers injured 995 Palestinians, including many who suffered serious wounds. It added that 178 of the wounded were shot with live fire.

175 of the wounded Palestinians were injured in Northern Gaza, 251 in Gaza city area, 200 in Central Gaza, 146 in Khan Younis and 183 in Rafah.

The Palestinian Health Ministry in the Gaza Strip has reported that a child died, on Saturday morning, of a serious gunshot wound he suffered, Friday, after an Israeli army sharpshooter shot him with a live round in the head, east of Khan Younis, in the southern part of the Gaza Strip.

The child, identified as Azzam Hilal Oweida, 14, was shot by the Israeli army sharpshooter near the border fence east of Khuza’a town, east of Khan Younis.

The Health Ministry said the child was shot in the head, and was rushed to the Gaza European Hospital, where he underwent an urgent surgery, but remained in a very critical condition until he succumbed to his wounds.

Sur une vidéo diffusée sur les médias sociaux, on voit des proches d’Ahmad Jarrar, un jeune homme de 22 ans tué la semaine dernière par les forces israéliennes en Cisjordanie occupée après une chasse à l’homme d’un mois, chasser Azzam al-Ahmad du cortège de deuil, à Amman, la capitale jordanienne, vendredi dernier.

Les proches de la victime ont accusé al-Ahmad de complicité dans la mort de Jarrar, à cause de la coordination répressive de l’Autorité palestinienne dirigée par le Fatah avec Israël.

Les participants ont interrompu le discours d’al-Ahmed qui est membre du comité central du Fatah, et ont exigé qu’il quitte la tente de deuil, comme on le voit sur la vidéo. (...)

À Mossoul, une menace plus grande que l’Etat islamique ?

La plus grande menace à laquelle font face les Irakiens du nord n’est peut-être pas celle que l’on croit, selon un article du New Yorker. Si les forces irakiennes progressent sur les territoires occupés par les djihadistes de l’Etat islamique à Mossoul, une autre affaire préoccupe l’administration du pays.

En mars dernier, les Nations unies ont publié un communiqué pour prévenir du risque que représentait une brèche dans le barrage de Mossoul, prédisant que « des centaines de milliers de personnes pourraient être tuées » si le barrage rompait. Un communiqué alarmant publié un mois après que l’ambassade des Etats-Unis à Bagdad a prononcé un avertissement sur le même sujet.

Car le barrage repose sur des roches solubles. Des centaines d’employés sont normalement chargés d’injecter une mixture de ciment dans le sol pour préserver sa stabilité. Sans maintenance continue, les roches s’effriteraient et l’ouvrage coulerait avant de se briser. Or, les conflits qui agitent l’Irak ne sont pas vraiment favorables à ce genre de vigilances.

Les responsables irakiens, apparemment soucieux de l’opinion publique, ont refusé de reconnaître l’étendue du danger. Toutefois, Azzam Alwash confie lui au New Yorker que « presque tous ceux qui ont examiné le barrage en dehors du gouvernement irakien pensent que le temps presse ». Au printemps, la neige fondue s’écoule dans le fleuve, accentuant la pression sur le mur de soutènement. « Si le barrage venait à s’effondrer, cela provoquerait un désastre digne d’une catastrophe biblique », commente le New Yorker, dont les prédictions sont terrifiantes :

« Une vague d’environ 30 mètres de haut déferlerait le long du fleuve Tigre, avalant tout sur plus de 160km. D’importantes parties de Mossoul seraient submergées en moins de trois heures. Les berges du fleuves, les villages et les villes qui contiennent le cœur de la population irakienne seraient inondés ; en quatre jour, une vague d’environ quatre mètres s’écraserait sur Bagdad, une ville de six millions d’habitants. »

Abbas has said he is willing to resume reconciliation talks with Hamas that Qatar has been hosting since 2012. In July 2013, Egypt suspended the reconciliation talks it had held since June 2008 due to the tense relations between Hamas and President Abdel Fattah al-Sisi’s regime, after Cairo accused Hamas of meddling in Egyptian affairs.

Tensions rose between Abbas and the Arab Quartet — which includes Egypt, Jordan, the UAE and Saudi Arabia — against the backdrop of the reconciliation efforts with Dahlan following statements by Abbas and PA leaders like Ahmed Majdalani and Azzam al-Ahmad, who asked the Arab Quartet states not to interfere in internal Palestinian affairs on Sept. 4.

A Tripoli, l’ancien ministre de la Justice, Achraf Rifi, et l’ancien député Misbah Ahdab vont tenter de jouer les trouble-fêtes face à la liste ayant la faveur des pronostics, notamment soutenue par les deux anciens Premiers ministres Saad Hariri et Najib Mikati.

« Je m’oppose au statu-quo que les parties traditionnelles tentent d’imposer à Tripoli »,a martelé M. Rifi, à l’issue de son vote dans la principale ville du Liban-Nord, exprimant le refus de voir la ville « souffrir une nouvelle fois de cela ». « J’ai quitté le troupeau. Je ne ne peux suivre personne aveuglément. Personne n’a à dicter le choix des électeurs à Tripoli », a-t-il ajouté.

De son côté, M. Mikati a indiqué que la page du conflit avec M. Hariri avait été tournée à l’occasion de ce scrutin, ajoutant que l’ancien ministre de la Justice constituait « une composante importante de la ville que personne ne peut éliminer ».

Quatre listes s’affrontent à Tripoli. La liste présidée par Azzam Awada, soutenue par le leader du Courant du Futur, fait face à une liste présidée par l’ingénieur Ahmad Qamareddine, soutenue par Achraf Rifi, ainsi qu’à une liste incomplète soutenue par l’ancien député Misbah Ahdab et une quatrième liste composée de quatre membres de la société civile.

A New Direction for Lebanon’s Muslim Brothers

The Muslim Brotherhood has never played as large a role in the political life of Lebanon as it has in other Arab countries such as Egypt and Syria, but the January 2016 election of Azzam Ayyoubi as Secretary General of the Brotherhood’s Lebanon branch, the Jamaa al-Islamiya, has provoked speculation that the move could refresh the group’s image and bolster its influence in the local Sunni Muslim community. A 48-year-old Tripoli school inspector and head of the group’s political bureau until recently, Ayyoubi is viewed as a pragmatic yet principled Islamist leader who can shore up the group’s popularity.

Created in 1964 by Islamic activists from Tripoli, the Jamaa al-Islamiya has since then spread, to varying degrees, to all of Lebanon’s regions. It spearheads a vast network of medical facilities and schools distributed across the country. The group is also active in the Sunni religious sphere. Its influence in mosques and institutions such as Dar al-Fatwa have turned it into the most powerful Sunni Islamist actor.

Yet, for all its successes, the Jamaa al-Islamiya remains on the fringes of Lebanese politics. The group has only one member in parliament, a stark contrast to the 26 MPs boasted by the Future Movement, the party of former prime minister Saad al-Hariri that is its main Sunni rival. It is a junior partner in the March 14 coalition, a cross-sectarian gathering of parties opposed to the Syrian regime. Even in Tripoli, a traditional bastion of support for the group, it has struggled to retain its political relevance.

While there are many reasons for this state of affairs, a key element has been the lack of a bold leadership at its helm willing to clarify the group’s political positions on a range of issues, a symptom of the Islamist old guard’s grasp on the reins of leadership. Before aiming to expand the reach of his organization, Azzam Ayyoubi will thus face the uphill task of reforming the Jamaa al-Islamiya and injecting new blood into its veins.

OVERCOMING INTERNAL TENSIONS

In itself, the election of Azzam Ayyoubi is a manifestation of the intense degree of frustration felt by the younger generation of activists towards an old guard that has held power since the 1960s. Indeed, the main line of fracture which emerged during the contest between candidates vying for the top post was neither ideological nor regional, but generational. It pitted Azzam Ayyoubi, who had the support of a majority of the youth, against Ghassan Hoblos, also a Tripolitan but one from the generation of the group’s founding fathers. Ayyoubi’s electoral victory was preceded by elections to the Majlis al-Shura, the group’s main internal decision making body, which yielded a major rise in young members in the Majlis.

Generational tensions are not merely a product of younger members’ thirst for positions and responsibilities but also a result of clashing visions over the identity of the Jamaa al-Islamiya. While successive leaders such as Fathi Yakan, Faysal Mawlawi, and Ibrahim al-Masri have all prioritized organizational survival through tight hierarchy and discreet political manoeuvring, the youth have by contrast encouraged greater openness and more assertive political stances. Reportedly, members in their thirties and forties have been the driving force behind the entry of six women into the group’s Majlis al-Shura who will now, for the first time, have voting rights equal to the men. They have also pushed for greater coordination with other Sunni Islamist forces and with non-Muslims.

The execution of a man at a hospital in the occupied West Bank city of Hebron early Thursday has generated shock even among Palestinians familiar with Israel’s brutality.

At 2:43am, two dozen Israeli gunmen disguised as Palestinians invaded al-Ahli hospital. They included two dressed as women, one as a pregnant woman in a wheelchair, and others wearing fake beards, according to the Palestinian Centre for Human Rights.

Three of the agents obstructed the hospital entrance and ordered medical staff not to move.

The other Israelis went up to the surgery department on the third floor and detained medical staff.

At around 2:45, five agents, including two disguised as women, raided a patient’s room.

Four gunshots were heard and the agents left, taking 20-year-old Azzam Izzat Shaban al-Shalalda, a patient in the hospital.

In the room they shot dead his 28-year-old cousin Abdallah Azzam Shaban al-Shalalda.

Jérusalem - Un Palestinien, parent de l’auteur d’une attaque anti-israélienne hospitalisé à Hébron, en Cisjordanie occupée, a été tué dans la nuit de mercredi à jeudi dans un raid des forces spéciales israéliennes dans l’hôpital, a indiqué le ministère palestinien de la Santé.

Abdallah Azzam Shalaldeh , âgé de 27 ans, a été tué par une unité des moustarabine (composés de soldats infiltrés) à l’hôpital de Hébron, a indiqué cette source.

Le ministère a précisé que 21 agents de l’unité des moustarabine avait mené le raid dans la chambre de Azzam Shalaldeh, dans le département de chirurgie, touchant mortellement son cousin Abdallah de plusieurs balles.

Le Shin Bet, le service de sécurité intérieure israélien, a confirmé dans un communiqué le raid, précisant que les forces israéliennes avaient tiré lorsqu’un proche de Azzam Shalaldeh avait tenté de s’opposer à son arrestation de ce dernier.

Selon le Shin Bet, un raid des forces spéciales a été mené pour arrêter Azzam Shalaldeh, fils d’une famille de militants du Hamas, auteur d’une attaque au couteau le 25 octobre lors de laquelle un Israélien avait été grièvement blessé près de la colonie de Mezad, près de Hébron. L’assaillant avaient alors réussi à prendre la fuite.

Lors de l’arrestation, un des proches (de Azzam Shalaldeh) a été blessé par balles alors qu’il attaquait les forces (israéliennes), précise le Shin Bet.

HEBRON (Ma’an) — Undercover Israeli forces on Thursday shot dead a Palestinian during a hospital raid in the occupied West Bank city of Hebron, witnesses and hospital staff said.

Abdullah Azzam Shalaldah , 28, was shot several times by forces who raided the surgery unit of al-Ahli hospital in order to detain his cousin, Azzam Ezzat Shalaldah, 20, who was shot by an Israeli settler last month, hospital staff told Ma’an.

Abdullah and another relative were in the hospital visiting Azzam when around 20 undercover Israeli soldiers entered the hospital at 3:00 a.m., witnesses said.

The forces tied up the relative while Abdullah, who was in the bathroom at the time, entered the room and was shot dead on scene.

The undercover forces then retreated from the hospital with Azzam, taking him into custody, witnesses added.

An Israeli army spokesperson was unable to comment on the presence of undercover forces during the raid, while Israeli media reported that the forces arrived in two large vans and entered with someone pretending to be pregnant.

The army spokesperson told Ma’an that a combined force of Israeli army and police members had entered the hospital in order to detain Azzam, when an “additional suspect attacked the forces.”

The forces responded with live fire, killing the man, the spokesperson confirmed.

The spokesperson said that the forces detained Azzam on the grounds that he “stabbed an Israeli in the chest in Gush Etzion” on Oct. 25, wounding him severely, adding that the man he stabbed shot Azzam as he fled the scene.

The spokesperson added that the Shalaldah family are “known Hamas operatives.”

Palestinian security sources told Ma’an on Oct. 25 following the attack that Azzam was shot by an Israeli settler.

A spokesperson for Hadassah hospital said at the time that the settler, 58, had received a light “stab” wound to his chest, and had possibly been hit with a stone in his head.

Palestinian witnesses told Ma’an that they believed that the alleged Palestinian attacker had fled the scene unharmed and that Azzam had been working in agricultural fields when he was shot.

JERUSALEM (Ma’an) – Dozens of extremist Israelis on Wednesday entered the courtyards of Al-Aqsa Mosque in Jerusalem, escorted by Israeli police, a Palestinian official said.
Around 100 Israelis entered the compound through the Moroccan Gate, said Azzam al-Khatib, director-general of the PA Ministry of Endowment.
Al-Khatib said Israeli police had rejected a request to stop the visits during the Muslim holy month of Ramadan, which began Wednesday.
Israeli police spokesman Micky Rosenfeld told Ma’an he was not aware of the request. Rosenfeld said Jewish and Christian visitors regularly enter the compound in coordinated visits.
Witnesses told Ma’an that the Israeli visitors tried to enter the Dome of the Rock, which is not an agreed part of their tour.
Muslim worshipers and Islamic students chanted Allahu Akbar to express their rejection to the visitors, witnesses said.
The group, accompanied by rabbis, left the compound through the Chain Gate chanting anti-Arab slogans, they added.
