    Pompeo then proceeded to rip into former president Barack Obama, who some fringe evangelists have accused of being a secret Muslim and even the Antichrist. The secretary of state used his speech to air domestic grievances, blaming Obama for the rise of Islamic State (ISIS) and the empowerment of Iran.

    “Remember: It was here, here in this city, that another American stood before you. He told you that radical Islamist terrorism does not stem from an ideology. He told you that 9/11 led my country to abandon its ideals, particularly in the Middle East.

    “The results of these misjudgments have been dire,” Pompeo told an assembled group of blank-faced students, eliciting little palpable reaction.

    “We grossly underestimated the tenacity and viciousness of radical Islamism, a debauched strain of the faith that seeks to upend every other form of worship or governance. ISIS drove to the outskirts of Baghdad as America hesitated. They raped and pillaged and murdered tens of thousands of innocents. They birthed a caliphate across Syria and Iraq and launched terror attacks that killed all across continents,” he said.

    There are few things that President Vladimir V. Putin of Russia desires more than the weakening of NATO, the military alliance among the United States, Europe and Canada that has deterred Soviet and Russian aggression for 70 years.

    Last year, President Trump suggested a move tantamount to destroying NATO: the withdrawal of the United States.

    Senior administration officials told The New York Times that several times over the course of 2018, Mr. Trump privately said he wanted to withdraw from the North Atlantic Treaty Organization. Current and former officials who support the alliance said they feared Mr. Trump could return to his threat as allied military spending continued to lag behind the goals the president had set.

    In the days around a tumultuous NATO summit meeting last summer, they said, Mr. Trump told his top national security officials that he did not see the point of the military alliance, which he presented as a drain on the United States.

    At the time, Mr. Trump’s national security team, including Jim Mattis, then the defense secretary, and John R. Bolton, the national security adviser, scrambled to keep American strategy on track without mention of a withdrawal that would drastically reduce Washington’s influence in Europe and could embolden Russia for decades.

    Now, the president’s repeatedly stated desire to withdraw from NATO is raising new worries among national security officials amid growing concern about Mr. Trump’s efforts to keep his meetings with Mr. Putin secret from even his own aides, and an F.B.I. investigation into the administration’s Russia ties.

    A move to withdraw from the alliance, in place since 1949, “would be one of the most damaging things that any president could do to U.S. interests,” said Michèle A. Flournoy, an under secretary of defense under President Barack Obama.

    “It would destroy 70-plus years of painstaking work across multiple administrations, Republican and Democratic, to create perhaps the most powerful and advantageous alliance in history,” Ms. Flournoy said in an interview. “And it would be the wildest success that Vladimir Putin could dream of.”

    Retired Adm. James G. Stavridis, the former supreme allied commander of NATO, said an American withdrawal from the alliance would be “a geopolitical mistake of epic proportion.”

    “Even discussing the idea of leaving NATO — let alone actually doing so — would be the gift of the century for Putin,” Admiral Stavridis said.

    Senior Trump administration officials discussed the internal and highly sensitive efforts to preserve the military alliance on condition of anonymity.

    After the White House was asked for comment on Monday, a senior administration official pointed to Mr. Trump’s remarks in July when he called the United States’ commitment to NATO “very strong” and the alliance “very important.” The official declined to comment further.

    American national security officials believe that Russia has largely focused on undermining solidarity between the United States and Europe after it annexed Crimea in 2014. Its goal was to upend NATO, which Moscow views as a threat.

    La radio allemande Deutsche Welle a épinglé une dégradation du statut diplomatique de la délégation de l’Union européenne aux États-Unis. Dans l’ordre de préséance du corps diplomatiquedu département d’État américain, David O’Sullivan, qui dirige la délégation de l’UE, n’apparait qu’après tous les ambassadeurs nationaux, qui sont quant à eux classés en fonction de la date de présentation de leur lettre de créance. En tant que représentant d’une « organisation internationale », il se retrouve donc au même rang que l’ambassadeur de l’Union africaine à Washington, Arikana Chihombori Quao.

    Lors des funérailles de l’ancien président George H.W. Bush, David O’Sullivan n’a donc pas été appelé dans l’ordre chronologique habituel, sur un pied d’égalité avec les ambassadeurs nationaux, mais à la toute fin. Sans le changement protocolaire, il aurait fait partie des 20 ou 30 premiers ambassadeurs (sur plus de 150 représentants étrangers), étant donné qu’il est en poste à Washington depuis 2014.

    A primetime address from the Oval Office is generally reserved for the absolute, most important events in a president’s time in office. It is literally an attempt to place the weight and magnitude of the entire presidency in view of the American people, in order to convey the extreme magnitude of the President’s speech and the issue at hand.

    President John F. Kennedy addressed the nation on the Cuban Missile Crisis from the Oval Office.

    President Ronald Reagan spoke to comfort the nation from the Oval Office after the Challenger space shuttle disaster.

    President George W. Bush addressed the nation from the Oval Office the night of the 9/11 terrorist attacks.

    President Barack Obama used the Oval Office to address the nation on the Deepwater Horizon oil spill.

    None of them fundraised off their speeches.

    On Tuesday night, about 15 minutes after President Trump finished his speech, likely thousands if not millions of supporters received a text asking them to “Donate to the Official Secure the Border Fund NOW.”

    MSNBC’s Joy Reid posted a screenshot of the text:

    If that weren’t enough, Trump sent a fearmongering fundraising email, trashing Democratic leaders and urging supporters to donate half a million dollars by 9 PM, the time of his speech. The email was sent around 5:30 PM.

    “Drugs are poisoning our loved ones,” it reads. “MS-13 gang members are threatening our safety.” “Illegal criminals are flooding our nation,” it warns.

    “I want to make one thing clear to Chuck Schumer and Nancy Pelosi: Your safety is not a political game or a negotiation tactic!”

    If these scare tactics weren’t enough, Trump used high-pressure tactics to eek every dime out of his supporters – many of whom are low income earners or retirees.

    “I want to know who stood with me when it mattered most so I’ve asked my team to send me a list of EVERY AMERICAN PATRIOT who donates to the Official Secure the Border Fund,” the email reads.

    In other words, the President of the United states is saying if you don’t send him money, you’re not a patriotic American. And he’s taking names. Literally.

    “Please make a special contribution of $5 by 9 PM EST to our Official Secure the Border Fund to have your name sent to me after my speech.”

    The Official Secure the Border Fund is not a fund that will actually secure the border. It’s just Trump’s re-election campaign fund.

  • Petition calls for U.S. to give Northwest Angle to Canada

    ’Make America great by correcting this critical survey error,’ petition says.

    There is a call for the U.S. government to adjust the border near #Manitoba to give Canada the geographic oddity known as the Northwest Angle.

    Known simply as the Angle to the 120 people who live there, it is a jetty of #Minnesota sandwiched between Manitoba and northwestern #Ontario.

    It is the only place in the United States outside Alaska that is north of the 49th parallel. And it was based on a flawed map from 1755.

    “Make America great by correcting this critical survey error,” states a petition, called “Give Canada back the Northwest Angle located in Manitoba,” and created as part of We the People.

    Launched in September 2011 under then-President Barack Obama, We the People is a section of the White House website for petitioning policy experts. Petitions that meet a certain threshold of signatures are typically reviewed by administration officials who are prepared to issue official responses.

    The threshold for a response is 100,000 signatures, so it could take some more for the Northwest Angle petition to find its way onto the desk of U.S. Congress.

    It was created Sunday, and as of Wednesday, had just 32 signatures.

    The international boundary that takes in the #Northwest_Angle was made shortly after the Treaty of Paris in 1783 between the U.S. and Britain.

    However, Benjamin Franklin and British representatives relied on a 1755 map from American John Mitchell, who was not a professional geographer or map-maker.

    He was a physician and botanist who developed an interest in geography and created his map based on materials he found in official archives and private hands. But he misattributed the source of the Mississippi River as being at the edge of Lake of the Woods, and drew the lake itself in the shape of an oval rather than bent and bowed by the multiple bays it actually contains.

    The Treaty of Paris stated the boundary between U.S. territory and the British possessions to the north would run “...through the Lake of the Woods to the northwestern-most point thereof, and from thence on a due west course to the river Mississippi.”

    The source of the Mississippi River, however, actually lies nearly due south of Lake of the Woods, rather than north and west of it.

    The end result is a thumb of land isolated from the rest of the U.S. In those months when Lake of the Woods is free of ice, Angle residents can reach the mainland U.S. directly by boat.

    However, to make the journey by land, residents must pass through two Canada-U.S. borders — at the east and southern boundaries of Manitoba.

    “Even the most mundane tasks involve a certain amount of shuttle diplomacy. Grocery shopping is once a week, and that’s an hour and 15 minutes, one way,” states a story on the region by CBS News in 2016.

    “First, residents have to notify Canadian authorities that they’re about to cross the border. Then, it’s a 60-mile [96.6-km] or so trek through Canada back to the U.S. boundary line to cross back into Minnesota and the nearest town.”

    I originally thought that the idea that the Russians could have used social media to create a substantial impact on the election was absurd. I started to change my mind when I saw the first release of Russian social media and troll campaign ads and messaging during the U.S. Senate hearings in October and November of last year. These ads were a coherent plan and understanding of the presidential election which was consistent with Donald Trump’s political needs.

    If acted on systematically, these ads would have produced a communication effect that on the margins could have affected enough votes to change the outcome of the election in his favor. If the Russians didn’t have a coherent theory of what it took for Donald Trump to win — or what it would take to make it more likely that Hillary Clinton would lose — then all their machinations would not have mattered. But the Russians knew who to mobilize.

    The Russians were trying to mobilize evangelicals and white conservative Catholics. The Russians also knew that they needed to mobilize veterans and military households. The Russians knew they had to demobilize Bernie Sanders supporters and liberals, especially young people. The Russians were also attempting to shift the voters they could not demobilize over to Jill Stein.

    You add that together with demobilizing African-American voters with messaging that Hillary Clinton is bad for the black community, and then Clinton’s whole messaging strategy is at risk. If Hillary Clinton can’t mobilize the black vote at levels near Barack Obama’s, although not the same level, then she is in trouble.

    I then started to examine where the Russians and their trolls spent their time and attention. They were spending more of it on trying to demobilize African-American voters by emphasizing things that group may not like about Hillary Clinton. When a person casts a vote they are not thinking about every detail or issue relative to a candidate. Voters make decisions based on what is most important in that moment of time, what is on the top of their mind.

    So if you remind voters who are African-American that at the end of Bill Clinton’s presidency there was a very high level of increased incarceration of African-Americans on drug charges then an African-American voter may say, “Maybe I should think about Hillary Clinton differently.”

    If you remember her “superpredator” comment and take it to be about black people in general and not about gangs specifically, then you as an African-American voter may be less likely to support her.

    By featuring these types of messages, the Russians were increasing the likelihood that while you may not be likely to cast a vote for Donald Trump, you are more likely to stay home and not vote for Hillary Clinton.

    I then started to wonder whether maybe there was enough troll activity that was addressed to the right constituencies to have impacted the margins of the vote. The question then becomes, did the Russians and their trolls target the right voters in the right places? We still don’t know that.

    The social media platforms know the answer, but they have not released the information. The trolls alone could have swung the electorate. But in my judgment the WikiLeaks hacks against the DNC is a much stronger case. There we see a clear effect on the news media agenda. We know from decades of communication scholarship that if you change the media agenda you then change the criteria that people vote on. The shift in the media agenda from October forward was decisively against Hillary Clinton. And the questions in the presidential debates which were based on information stolen by WikiLeaks and the Russians disadvantaged Clinton and, looking at the polling data, predicted the vote.

    President Trump is better at commanding the agenda than he is at any other single thing that he as a communicator does. The press has been an accomplice in the process of ceding agenda control to him by virtue of his tweeting — and having the press respond immediately, as if every tweet is presumed to be newsworthy. Donald Trump has the capacity to get whatever he wants the public to focus on by directing the cable news agenda. We really should ask: Aren’t there other things we ought to be paying more attention to? How often are we being distracted from something that Trump does not want us to pay attention to? Being distracted by his effective use of tweets to set an alternative agenda.

    Fox News is de facto Trump’s state-sponsored media. How does this impact American political culture?

    We are increasingly going into ideological enclaves to get our news. To the extent that people find the news compatible with what they already believe, that means they are not being exposed to alternative interpretations of reality and alternative points of view. What is unprecedented about the relationship between Fox News and the president of the United States is the extent to which what is said and shown on Fox News appears to influence what is said and featured by the president of the United States. The traditional model of agenda-setting is that the president sets the agenda and the news media follows. This reversal with Donald Trump and Fox News is something new.

    L’Homme, petit ou grand, a besoin d’étoiles pour se repérer. Il a besoin de modèles pour se construire, bâtir son estime de soi, changer son imaginaire, casser les #préjugés qu’il projette sur lui-même et sur les autres. Dans mon enfance, on m’a montré beau- coup d’étoiles. Je les ai admirées, j’en ai rêvé : Socrate, Baudelaire, Einstein, Marie Curie, le général de Gaulle, Mère Teresa… Mais des étoiles noires, personne ne m’en a jamais parlé. Les murs des classes étaient blancs, les pages des livres d’histoire étaient blanches.
    J’ignorais tout de l’histoire de mes propres ancêtres. Seul l’esclavage était mentionné. L’histoire des Noirs, ainsi présentée, n’était qu’une vallée d’armes et de larmes.

    Pouvez-vous me citer un scientifique noir ?

    Donald Trump has accused Twitter of blocking followers from his account, despite lacking any evidence to support such a claim, in his latest complaint about how he is treated by social media companies.

    The president wrote on Twitter that the site had “made it much more difficult for people to join @realDonaldTrump,” despite his account featuring the same, one-click follow button as any other profile. He also claimed the platform had “removed many names & greatly slowed the level and speed of increase,” suggesting Twitter had targeted him and other Republicans by reducing following counts. 

    Facebook, Twitter and Google are so biased toward the Dems it is ridiculous!” Mr Trump said Tuesday during a series of angry morning tweets. “_They have acknowledged-done NOTHING!

    Twitter and other major social media sites have spent the year purging millions of fake accounts and bots, with countless celebrities — including the president — and regular users alike seeing slight reductions in their followings due to the loss of false profiles.

    The effort has been part of a response to criticism from Congress that companies have not been doing enough to combat efforts at election meddling such as those seen during the 2016 presidential race. In October, Twitter announced it had removed at least nine million accounts as part of an effort that had been underway since July. 

    Facebook has also been steadily purging fake accounts throughout the year, and executives from all three platforms the president attacked on Twitter have testified before Congress in 2018 about their company’s responses to the spread of disinformation, Russian interference in the 2016 election and other issues. 

    It was previously reported the president’s personal Twitter handle, @realDonaldTrump, was followed by millions of fake accounts and bots. During one purge in July, Mr Trump lost at least 300,000 followers.

    Gallup conducted a survey in May that found nearly 15m — 29 per cent — of Mr Trump’s Twitter followings appeared to be fake accounts. 

    The president has a Twitter following of 56.3m as of Tuesday, compared to his predecessor, Barack Obama, who has a following of 104m. 

    The same Gallup survey found Mr Obama’s following to have a fake following of nearly 15 per cent. 

    The tweets from the president come a day after a pair of reports were released by the Senate Intelligence Committee said Moscow’s interference in the 2016 election was more widespread than previously thought and aimed at dividing Americans.

    There is nothing earth-shattering about seeing Women’s March leader and Arab-American activist Linda Sarsour criticized as a dangerous Islamist by the conservative right and pro-Israel advocates in the United States. But the latest attack on the activist comes from a new and somewhat surprising source: Saudi Arabia.
    Al Arabiya, a Saudi-owned, pan-Arab news channel closely linked to the country’s royal family and widely viewed as reflecting Saudi foreign policy, published an article Sunday strongly suggesting that Sarsour and two incoming Muslim congresswomen are puppets planted by the Muslim Brotherhood and Qatar to undermine the Trump administration.
    The feature, which profiles Sarsour, seems to cast her as the latest proxy figure in the kingdom’s bitter dispute with Qatar, and its bid to strengthen ties and curry favor with the White House.
    It also focused on two Democratic politicians whom Sarsour actively campaigned for in the 2018 midterms: Minnesota’s Ilhan Omar and Michigan’s Rashida Tlaib, who are set to be the first-ever Muslim congresswomen when the House reconvenes in January.

    Headlined “Details of calls to attack Trump by US ‘Muslim Sisters’ allied to Brotherhood,” the article is light on actual details but heavy on insinuation.
    Activists like Sarsour, and politicians like Tlaib and Omar, the Saudi publication wrote, are “mujahideen” (a term used to describe those involved in jihad) – fighting against “tyrants and opponents of Trump’s foreign policies.”

    The story says the policies they are fighting include “the siege of Iran, the fight against political Islam groups, and [Trump’s] choice of Saudi Arabia under the leadership of King Salman bin Abdulaziz and Saudi Crown Prince Mohammed bin Salman as a strategic ally.”

    Tlaib and Omar, Al Arabiya asserts, are agents designed to “restore” control of political Islamist movements on the U.S. government by attacking Trump. The article says this effort is being directed by Sarsour – who, it writes, is purportedly funded and controlled by the Muslim Brotherhood - a claim it fails to provide any clear basis for.
    Tamara Cofman Wittes, a senior fellow in the Center for Middle East Policy at the Brookings Institution, Washington, says it should come as little surprise to those familiar with the region that “a state-owned Arabic news outlet would publish conspiracy theories about people whose views don’t accord with those of the government that funds it.”
    Al Arabiya, based in Dubai, but Saudi-owned, was founded in 2002 as a counter to Qatar’s popular Al Jazeera TV station – which frequently runs material sharply critical of the Saudis – as well as other Arabic media outlets critical of Saudi influence and supportive of political Islam.
    The article comes as rivalry between Saudi Arabia and Qatar has heated up in recent times, with Qatar’s emir skipping this weekend’s Gulf Cooperation Council summit hosted by Saudi Arabia, which has led a diplomatic war on its neighbor for the past 18 months.
    Saudi Arabia, the United Arab Emirates, Bahrain and non-GCC member Egypt cut diplomatic and economic ties with Qatar in June 2017, charging that the country supports terrorism. Qatar denies the charges and says the Saudi boycott aims to curtail its sovereignty. Last week, the Gulf nation announced it was withdrawing from the OPEC oil cartel.
    Islamists vs Islamists
    “Democrats’ battle against the Republican control of the U.S. Congress led to an alliance with political Islamist movements in order to restore their control on government, pushing Muslim candidates and women activists of immigrant minorities onto the electoral scene,” the report states.
    The “common ground” between Omar and Tlaib, the article adds, is to battle Trump’s foreign policy “starting from the sanctions on Iran to the isolation of the Muslim Brotherhood and all movements of political Islam. Those sponsoring and supporting the two Muslim women to reach the U.S. Congress adopted a tactic to infiltrate through their immigrant and black minority communities in general, and women’s groups in particular.
    The article ties Sarsour to Qatar and the Muslim Brotherhood through multiple associations with the Arab American Association of New York, which “was created by Palestinian Ahmed Jaber, a member of the Qatar International Foundation responsible for funding the association,” and also her attendance at an annual meeting of the International Network of Muslim Brotherhood in North America and Canada in 2016.
    The article compares Sarsour’s rhetoric to that “used by Muslim Brotherhood teachings and in the views of Sayyid Qutb, a scholar and co-founder of Egypt’s Muslim Brotherhood, as well as from Abul A’la Maududi’s books ‘Islam and Ignorance’ and ‘Fundamentals of Islam.’
    “From all that is mentioned, we can touch the influence of Muslim Brotherhood in shaping the thoughts of American activist Linda Sarsour and consequently her declaring her ‘jihad’ against U.S. President Donald Trump, in addition to her call for the application of ‘Sharia,’ the rule of Islam in the United States of America,” the piece asserts.
    No one knows for sure whether Al Arabiya received direct orders from the Saudi government to attack Sarsour, Tlaib, Omar and other politically active Muslim women on the American left.
    Those familiar with Middle East media say conspiracy-minded attacks against figures in American politics aren’t particularly unusual in Arabic,
    but what is unique about this article is the fact it appeared in English on the network’s website.
    It seems to be a highly creative attempt to somehow repay the Trump White House as it deals with the fallout from the Jamal Khashoggi assassination. As Trump continues to take heat for staying close to the Saudis, they, in turn, are demonstrating their loyalty with their willingness to vilify people who were President Barack Obama’s supporters and are now Trump’s political enemies – even if they wear a hijab.

    Pelosi has also held staunchly pro-Israel views that have at times even out flanked the GOP from the right.
    In 2005, while addressing AIPAC, Pelosi had waxed poetic about her personal experiences in Israel and how they shaped her views: “This spring, I was in Israel as part of a congressional trip that also took us to Egypt, Lebanon, Jordan, and Iraq. One of the most powerful experiences was taking a helicopter toward Gaza, over the path of the security fence. We set down in a field that belonged to a local kibbutz. It was a cool but sunny day, and the field was starting to bloom with mustard. Mustard is a crop that grows in California, and it felt at that moment as if I were home.”
    Pelosi, who was the 52nd Speaker of the House, previously served from 2007 to 2011 in the position which coincided with the 2008-2009 Israel-Gaza war known as Operation Cast Lead. In 2009, Pelosi sponsored a resolution that passed the House by a 390-5 majority blaming the Palestinian side for the violence and reaffirming U.S. support for Israel and a peaceful resolution to the Israeli-Palestinian conflict.
    The resolution quoted then Secretary of State Condoleezza Rice, who said in 2008, “We strongly condemn the repeated rocket and mortar attacks against Israel and hold Hamas responsible for breaking the cease-fire and for the renewal of violence there.”
    Stephen Zunes, author and professor of Middle Eastern Studies at the University of San Francisco, pointed out at the time that the language in the House decision was even to the right of the Bush administration, which supported the UN Security Council resolution condemning “all acts of violence and terror directed against civilians” - the congressional resolution only condemns the violence and terror of Hamas.
    Pelosi’s resolution also called for “the immediate release of the kidnapped Israeli soldier Gilad Shalit, who has been illegally held in Gaza since June 2006.”
    The Shalit kidnapping was a personal issue for Pelosi, who in 2008, while meeting with then Israeli Knesset speaker Dalia Itzik, held up dog tags of three Israeli soldiers kidnapped in 2006. Two of them belonged to Ehud Goldwasser and Eldad Regev, whose bodies were repatriated to Israel earlier that year. The third belonged to Gilad Shalit, who at the time was still believed to be held by Hamas in Gaza. Shalit was famously freed in 2011 as part of a prisoner exchange deal.
    Pelosi said she kept them as a “symbol of the sacrifices made, sacrifices far too great by the people of the state of Israel.”
    However, she hasn’t always been been on the right side of the pro-Israel divide. In 2014 Pelosi was criticized for suggesting Hamas is a humanitarian organization. On CNN she said, “And we have to confer with the Qataris, who have told me over and over again that Hamas is a humanitarian organization.” The host of the segment Candy Crowley then interrupted her to ask, “The U.S. thinks they’re a terrorist organization though, correct? Do you?” Pelosi responded with, “Mmm hmm.”
    After receiving a lashing from the likes of Megyn Kelly on Fox News and The Republican Jewish Coalition Matthew Brook, Pelosi’s office released a statement, “As Leader Pelosi reiterated in her CNN interview, Hamas is a terrorist organization.”
    Pelosi was also a vocal critic of Prime Minister Benjamin Netanyahu’s speech to a joint session of the U.S. Congress denouncing then-President Obama’s nuclear deal, which she supported.
    After the speech she released a very harshly worded condemnation saying, “That is why, as one who values the U.S. – Israel relationship, and loves Israel, I was near tears throughout the prime minister’s speech – saddened by the insult to the intelligence of the United States as part of the P5 +1 nations, and saddened by the condescension toward our knowledge of the threat posed by Iran and our broader commitment to preventing nuclear proliferation.”
    Pelosi, who was endorsed this week by J Street in her bid for speaker, addressed the 2017 AIPAC Policy Conference by reading a J Street-backed letter, which was signed by 191 members of Congress, mostly Democrats, urging U.S. President Donald Trump to support a two-state solution.
    “As strong supporters of Israel, we write to urge you to reaffirm the United States’ long-standing, bipartisan commitment to supporting a just and lasting two-state solution to the Israeli-Palestinian conflict,” Pelosi said.
    “It is our belief that a one-state outcome risks destroying Israel’s Jewish and democratic character, denies the Palestinians fulfillment of their legitimate aspirations, and would leave both Israelis and Palestinians embroiled in an endless and intractable conflict for generations to come,” she continued.
    Pelosi, at 78, represents the Democratic establishment’s traditional position on Israel, coupling unwavering support for Israeli defense and the two-state solution for peace between Israel and Palestinians, a bipartisan position that courts both AIPAC and J Street and doesn’t diverge too far from that of centrist Republicans. Unlike some new members of her caucus who criticize Israel for “occupying” the West Bank or for human rights abuses, Pelosi reservers her criticism only for Israeli leaders or policies she disagrees with, most prominently Netanyahu.

    La date n’est pas anodine. Scellé par la signature d’un pacte de solidarité et de coexistence pacifique entre régimes arabes, ce sommet s’est tenu en septembre 1965, au terme d’un été particulièrement brûlant au Maroc, marqué par la terrible répression de la révolte étudiante de Casablanca (23 mars 1965) qui fit officiellement 7 morts et 168 blessés. En fait 400 morts selon l’ambassade de France à Rabat.

    Sentant le vent du boulet, le jeune monarque a eu la lumineuse idée de se tourner alors vers les Israéliens, comme garde fou aux débordements de son opposition interne et externe. Autrement dit, contre la volonté de son peuple, il s’allia aux ennemis du Monde arabe pour la survie de son trône, dans la pure tradition de la servitude coloniale. Un schéma identique sera observé 70 ans plus tard par le trône wahhabite, bradant la Palestine, par une alliance ouverte avec Israël.

    Dans une sorte d’échange de bons procédés, Hassan II percevra le prix de sa forfaiture au plan arabe, un mois plus tard, par l’élimination d’un des espoirs de la renaissance arabe, Mehdi Ben Barka.

    Figure mythique de l’opposition démocratique marocaine, l’ancien professeur de mathématiques d’Hassan II sera enlevé en octobre 1965 à Paris avec la complicité du Mossad, et carbonisé par des sbires marocains, un mois après la tenue du sommet de Casablanca.

    Principal opposant socialiste au roi Hassan II et leader du mouvement tiers-mondiste et panafricaniste, Mehdi Ben Barka a été enlevé le 29 octobre 1965 à Paris alors qu’il tentait, en sa qualité de « commis-voyageur de la révolution », de fédérer les mouvements révolutionnaires du tiers-monde en vue de la Conférence Tri-continentale devant se tenir en janvier 1966 à la Havane en vue de faire converger « les deux courants de la révolution mondiale : le courant surgi avec la révolution d’Octobre et celui de la révolution nationale libératrice ». Pour l’historien René Galissot, « c’est dans cet élan révolutionnaire de la Tri-continentale que se trouve la cause profonde de l’enlèvement et de l’assassinat de Ben Barka ».

    La mise sur écoute des dirigeants arabes a permis aux Israéliens de prendre note de la stratégie de reconquête de la Palestine, comme des divergences inter arabes. La décision marocaine aura constitué « Le plus grand trésor stratégique d’Israël ». Le journaliste israélien a estimé que cette information était « la raison principale qui a poussé Israël à prendre la décision de faire la guerre aux États arabes en Juin 1967 », deux ans après le sommet de Casablanca, et qui a infligé une terrible défaite à l’Égypte, à la Syrie et à la Jordanie.

Deux ans après la défaite de juin 1967, dont il en a été indirectement responsable, le « Commandeur des Croyants » va cumuler cette fonction spirituelle avec celle plus politique de président du « Comité Al Qods ».

    Le sommet islamique de Rabat a marqué, sur le plan idéologique, le début de l’instrumentalisation de l’Islam comme arme politique contre l’athéisme soviétique et le nationalisme arabe, et, sur le plan stratégique, le détournement du combat pour la libération de la Palestine, vers des contrées périphériques, à des milliers de km du champ de bataille de la Palestine, avec Al Qaida en Afghanistan et les djihadistes arabo afghans au Caucase et en Bosnie au Kosovo, avant d’être dirigé contre les pays arabes à structure républicaine (Libye, Syrie) à l’occasion du déclenchement de la séquence dite du « printemps arabe » et le surgissement de groupements terroristes islamistes Daech, Jabat An Nosra, Jaych al Islam, opérant, dans le sud de la Syrie, en coopération avec Israël.

    Le Maroc figurera lors de cette séquence comme l’un des plus gros exportateurs du terrorisme islamique vers l’Europe occidentale (Attentat de Madrid 2004 qui a fait 200 morts, l’assassinat de Théo Van Gogh, les attentats de Bruxelles en 2015 et les attentats de Barcelone en 2017).

    Le Maroc était représenté au sein de cette structure par le général Ahmad Dlimi, un des artisans de la liquidation de Mehdi Ben Barka, l’ancien lieutenant du général Mohamad Oufkir, l’homme des basses oeuvres de la dynastie alaouite, tous les deux liquidés sans autre forme de procès sur ordre du Palais royal.

    Ronen Bergman mentionne 2700 assassinats ciblés orchestrés par Israël ; soit en moyenne 40 opérations par an. Les Israéliens n’auront fait que reprendre les méthodes en vigueur en Palestine par les britanniques, notamment le général Orde Wingate, qui avait créé dans la décennie 1930 les « Special Night Squads », les « Escadrons Nocturnes Spéciaux » composés de combattants juifs chargés des raids contre les villages arabes en procédant à l’élimination des meneurs.

    La France en a fait usage pendant la guerre d’Algérie et François Hollande a même admis que Paris y avait eu recours dans le cadre de la lutte contre le terrorisme. Les deux derniers présidents américains ont eu également recours aux « assassinats extrajudiciaires », George W. Bush jr, après les attentats terroristes du 11 Septembre 2001, et Barack Obama a ordonné plusieurs centaines d’exécutions ciblées par drones.

    YASSER ARAFAT, CHEIKH AHMAD YASSINE, ABDEL AZIZ RANTISSI
    La connivence israélo-marocaine s’est poursuivie en dépit de la décapitation du leadership palestinien, par les Israéliens, et le recours aux assassinats « extra judiciaires » des deux principaux dirigeants du Hamas, Cheikh Ahmad Yassine et son successeur Abdel Aziz Rantissi. Une collision qui acte une forme de forfaiture de la part du pouvoir chérifien.

    Le livre suggère aussi clairement qu’Israël a utilisé un poison radioactif pour tuer Yasser Arafat, le chef historique palestinien, ce que les dirigeants israéliens ont toujours nié. Bergman écrit que la mort d’Arafat en 2004 correspondait à un modèle et avait des partisans. Mais il évite d’affirmer clairement ce qui s’est passé, expliquant que la censure militaire israélienne l’empêche de révéler ce qu’il pourrait savoir.

    Deux monuments ont été édifiés au Maroc pour immortaliser l’oeuvre d’Hassan II : son mausolée à Rabat et la Mosquée de Casablanca, l’une des plus grandes du monde, qui porte son nom. Mais celui que la presse occidentale, particulièrement la presse française engourdie par la diplomatie de la Mamouniya, encensait comme un « Machiavel arabe doté de la baraka », se révélera être, à la lecture des révélations du livre de Ronen Bergman, un mauvais génie, une imposture.

    Et les deux monuments édifiés à la gloire posthume du Commandeur des Croyants et Président du comité Al Qods, -mais néanmoins un des principaux artisans du bradage de la Palestine, au même titre que l’Arabie saoudite-, se perçoivent, rétrospectivement, comme les stigmates du règne hideux d’un parfait sous traitant de l’impérium israélo-occidental. D’un être maléfique. D’un souverain vil et servile.

    L’administration de Barack Obama s’est divisée face aux bouleversements qui, de manière inattendue, ont menacé l’ordre régional ancien à partir de l’hiver 2011-2012. La secrétaire d’État Hillary Clinton souhaitait soutenir jusqu’au bout le président Hosni Moubarak, alors qu’Obama, très isolé au sein de son gouvernement, pensait le contraire. Mais, au-delà de ces différences, la défense des intérêts américains était le point qui les rassemblait, et la démocratie n’était pas une préoccupation prioritaire. Comme l’explique à l’auteur un haut fonctionnaire du département d’État, « on a penché en faveur d’une transition dirigée par Moubarak. Quand ça n’a pas marché, on s’est prononcé pour Omar Suleiman1, et quand cette idée a été abandonnée, on s’est dit, “d’accord, travaillons avec le Conseil supérieur des forces armées2 ”. » L’objectif étant de garder le contact avec les autorités et surtout avec l’armée égyptienne, garante de la paix avec Israël.

    Que pensait le gouvernement américain des Frères musulmans ? Au printemps 2011, le département d’État ne connaissait personne dans ce qui allait devenir le bloc politique égyptien le plus influent ! Comme le raconte un membre du Conseil de sécurité nationale à l’auteur : « Nous ne savions rien ! Les conseillers de Mme Clinton au département d’État et le personnel du bureau égyptien au Conseil de sécurité nationale ont rédigé un câble demandant officiellement à l’ambassade du Caire d’entrer en contact avec les Frères musulmans. »Mais il fallut encore un mois pour que les diplomates obtempèrent.

    UN DOUBLE PARI DE WASHINGTON
    Ces premiers contacts ne furent pas très fructueux, et nombre de responsables politiques, militaires ou du renseignement américains craignaient l’élection de Mohamed Morsi. Le deuxième tour de l’élection en juin 2012 donna lieu à de virulentes discussions internes, d’autant que le très influent réseau saoudien et émirati à Washington était favorable à son adversaire Ahmed Chafik. « De nombreux membres de l’armée et des services de renseignement américains craignaient la perspective d’un président islamiste en Égypte, relate Kirkpatrick. Mais étant donné la piètre performance des généraux [depuis février 2011], une victoire truquée de Chafik ne semblait garantir qu’un chaos continu. » Il cite Ben Rhodes, un proche conseiller d’Obama qui assistait à une réunion du Conseil de sécurité nationale : « On pouvait voir que beaucoup de gens dans la salle penchaient pour Chafik. Mais même ces gens ne pouvaient pas accepter que nous agissions contre l’autre gars (Morsi) qui avait gagné une élection libre. »

    Le double pari de Washington — en tout cas celui de la Maison Blanche — était que les Frères musulmans, le plus puissant parti et le mieux organisé d’Égypte, pourraient engager les réformes économiques nécessaires et rétablir la stabilité ; le second était que le soutien de facto de Morsi aux accords de paix israélo-égyptiens renforcerait l’influence américaine. Si le second pari a été gagné, le premier a échoué.                                                                

    Un test grandeur nature vint après l’offensive d’Israël contre Gaza et le Hamas en novembre 2012. Obama entra directement en contact avec Morsi et ce dernier lui promit d’amener le Hamas à la table des négociations. Ben Rhodes se souvient : « Les pourparlers de cessez-le-feu étaient dans l’impasse avant que Morsi n’intervienne […] Et il a tenu ses engagements […] Il a respecté sa part du marché […] Il a surpris même les sceptiques. »

    « C’était un test décisif pour Morsi, et il l’a passé avec brio, se souvient Steven Simon du Conseil de sécurité nationale. […] Il était indispensable. » La récompense ne tarda pas, Hillary Clinton en personne se rendit au Caire le 21 novembre pour annoncer le cessez-le-feu et remercier Morsi « pour avoir assumé le leadership qui a longtemps fait de ce pays une pierre angulaire de la stabilité et de la paix dans la région ». Et quand le conseiller de politique étrangère de Morsi, Essam Al-Haddad se rendit à Washington quelques semaines plus tard, il fut surpris d’obtenir une audience impromptue avec le président Obama lui-même. Ces événements eurent une double conséquence : alimenter en Égypte une campagne sur le soi-disant soutien d’Obama aux Frères musulmans ; convaincre Morsi qu’il disposait du soutien de l’administration américaine qui empêcherait toute intervention de l’armée contre lui : la suite allait lui montrer son erreur.

    Car le pouvoir de Morsi, au-delà de sa propre incompétence, de ses erreurs et de son sectarisme, faisait face à une campagne régionale bien organisée, relayée par des cercles influents au sein de l’administration américaine. « En avril 2013, note Kirkpatrick, le réseau satellitaire basé aux Émirats — Sky News Arabia, Al Arabiya en Arabie saoudite et d’autres médias égyptiens liés aux Émirats dénonçaient un prétendu complot américain pour amener les Frères au pouvoir, avec l’ambassadrice Patterson comme chef de file […] [Ils] étaient pleins d’accusations selon lesquelles elle était un “laquais” des Frères, une “vieille sorcière” ou un “ogre”[…] Ils affirmaient que l’ambassadrice avait fait pression sur le gouvernement égyptien pour truquer l’élection présidentielle. » Le tout étant le résultat d’un « grand complot », au profit… d’Israël ! Comme le rappelle Rhodes à l’auteur, « les alliés des États-Unis ont financé une campagne de dénigrement contre l’ambassadrice des États-Unis dans un pays qui est l’un des plus grands bénéficiaires de l’aide des États-Unis pour renverser le gouvernement démocratiquement élu de ce pays ».

    PAS DE DIFFÉRENCE ENTRE AL-QAIDA ET LES FRÈRES MUSULMANS
    Mais cette campagne n’aurait pas eu un tel impact si elle n’avait pas disposé de relais influents à Washington, si elle n’avait pas été alimentée par les activités des ambassades saoudienne et émiratie. Au Pentagone, nombre de responsables ne cachaient pas leur haine de tout ce qui est musulman. Le général James Mattis, chef du Central Command, responsable de toutes les opérations au Proche-Orient, en Asie centrale et du Sud-Est (il deviendra secrétaire d’État à la défense du président Donald Trump) pensait que les Frères musulmans et Al-Qaida représentaient plus ou moins le même courant. Et Michael Flynn, directeur de l’agence du renseignement de la défense (DIA), qualifiait l’islam de « cancer » et avait développé des relations étroites avec celui qui n’était encore que le ministre de la défense, le général Abdel Fattah Al-Sissi. Flynn fut limogé par Obama en août 2014 et sera, brièvement, conseiller national à la sécurité de Trump.

    Comme le note l’auteur, « les divisions au sein du gouvernement américain devenaient évidentes pour les diplomates et les militaires de la région. Obama et une partie de la Maison-Blanche espéraient que Morsi réussirait ; beaucoup au Pentagone, comme Mattis et Flynn, étaient d’accord avec leurs homologues égyptiens et émiratis que Morsi était un danger. La schizophrénie américaine était si visible que les généraux égyptiens s’en sont plaints auprès de leurs contacts au Pentagone ». Et ils ont compris qu’ils pourraient agir contre le pouvoir élu sans représailles américaines.

    En janvier 2013, Obama nomme Chuck Hagel, un sénateur républicain, au secrétariat d’État à la défense. Celui-ci se rend en Égypte avec comme instructions de prévenir Sissi que tout coup d’État provoquerait l’arrêt de l’aide militaire américaine. Mais, à la fois du fait de ses convictions, et des pressions saoudiennes, émiraties et israéliennes, Hagel n’en fit rien, si l’on en croit Kirkpatrick.

    Dès le printemps 2013, l’ensemble des organisations de renseignement américaines informèrent Washington qu’un coup d’État était en préparation, « mais personne au Pentagone, au département d’État, à la Maison Blanche ne dit à Sissi de s’arrêter ni n’expliqua à Morsi que Sissi s’était retourné contre lui »(étonnamment, presque jusqu’au bout Morsi fit confiance à son ministre de la défense).

    ISRAËL AVEC LES PUTSCHISTES
    Le 3 juillet 2013, l’armée égyptienne franchissait le Rubicon et Morsi était mis sous les verrous. Le lendemain, Obama convoquait une réunion du Conseil national de sécurité. À la surprise de ses conseillers, le président refusa de qualifier les événements de « coup d’État », ce qui aurait entraîné ipso facto la suspension de l’aide militaire américaine. John Kerry, secrétaire d’État depuis décembre 2012, abonda dans son sens. Il expliquera plus tard à l’auteur que « Sissi s’était incliné devant la volonté populaire et agissait pour sauver l’Égypte. Les généraux affirmaient qu’ils avaient destitué Morsi pour éviter une implosion et établir la primauté du droit, et non dans le but de gouverner. Ils prétendaient qu’ils allaient adopter une feuille de route permettant le recours aux élections ».

    Israël joua un rôle non négligeable dans ces choix, comme l’explique Hagel à Kirkpatrick : « (Les Israéliens) me disaient, c’est notre sécurité et [Sissi] garantit la meilleure relation que nous ayons jamais eue avec les Égyptiens. Et ils intervenaient auprès du Congrès ». Le sénateur Rand Paul, républicain du Kentucky, avait présenté un projet de loi visant à mettre fin à l’aide militaire à l’Égypte en raison du coup d’État. L’American Israel Public Affairs Committee — plus connu sous l’acronyme AIPAC — écrivit à tous les sénateurs en faisant valoir que toute réduction de l’aide « pourrait accroître l’instabilité en Égypte, miner d’importants intérêts américains et avoir un impact négatif sur notre allié israélien ». Le Sénat vota par 86 voix contre 13 la poursuite de l’aide.

    Cet appui d’Israël et du lobby pro-israélien au régime égyptien confirmait la fragilité et la dépendance du président Siss, malgré ses rodomontades ultra nationalistes, et diminuait le poids que pouvait avoir l’Égypte pour trouver une solution au conflit israélo-palestinien. Comme le rapporte l’auteur, « le 21 février 2016, le secrétaire d’État Kerry a convoqué un sommet secret à Aqaba, en Jordanie, avec Sissi, le roi Abdallah de Jordanie et le premier ministre israélien Benjamin Nétanyahou. Une partie de l’ordre du jour était un accord régional pour que l’Égypte garantisse la sécurité d’Israël dans le cadre de la création d’un État palestinien. Nétanyahou tourna la proposition en ridicule. Qu’est-ce que Sissi pouvait offrir à Israël ? s’interrogea-t-il, selon deux Américains impliqués dans les pourparlers. Sissi dépendait d’Israël pour contrôler son propre territoire, pour sa propre survie. Sissi avait besoin de Nétanyahou ; Nétanyahou n’avait pas besoin de Sissi. » Nétanyahou savait que, loin d’apporter une solution au « terrorisme », le coup d’État du 3 juillet 2013 avait marqué le début d’une insurrection dans le Sinaï, sous la direction d’un groupe qui rallia en 2015 l’organisation de l’État islamique (OEI) ; l’armée égyptienne était incapable de la juguler et Israël dut intervenir plusieurs fois militairement pour aider les militaires égyptiens. On était loin des rodomontades ultranationalistes du Caire.

    Il fallut le massacre de près d’un millier de civils à Rabaa au mois d’août 2013 pour que les États-Unis réagissent. D’abord en reportant les manœuvres militaires conjointes américano-égyptiennes, ensuite, au mois d’octobre, en suspendant l’aide militaire de 1,3 milliard de dollars (1,58 milliards d’euros). Mais il était trop tard, d’autant que de puissantes forces se faisaient entendre à Washington contre ces orientations : le Pentagone ne désignait plus les conseillers du président que comme « les djihadistes de la Maison Blanche » ou « le caucus des Frères musulmans ». Rapidement, Obama rétablit l’aide militaire. Washington tirait un trait sur la démocratie en Égypte.

    Du livre se dégage le portrait finalement peu flatteur d’un président Obama velléitaire, incapable d’imposer ses choix à sa propre administration, et pour qui la démocratie n’est sûrement pas une composante majeure de la politique étrangère des États-Unis. Avec des conséquences graves. Comme l’explique Mohamad Soltan, un Égypto-Américain membre des Frères emprisonné par la junte avant d’être expulsé vers les États-Unis : « La seule chose qu’ont en commun tous ceux qui sont en prison — les gars de l’État islamique, les Frères musulmans, les libéraux, les gardes, les officiers — c’est qu’ils haïssent tous l’Amérique. » On se demande pourquoi…

    Jon Temin, who worked for the State Department’s Policy Planning Staff during the final years of the Obama administration, has been highly critical of the Obama administration’s choices. In a recent report published by the U.S. Holocaust Memorial Museum, Temin argued that some of the worst violence could have been avoided if the Obama administration had implemented an arms embargo early in the conflict and refrained from siding so consistently with President Kiir.

    “The United States, at multiple stages, failed to step back and broadly reassess policy,” Temin reported.

    More recently, the Trump administration has started paying some attention. The White House has posted statements to its website criticizing South Sudanese leaders and threatening to withhold assistance. Administration officials coordinated a recent vote at the United Nations Security Council to finally impose an arms embargo on the country.

    In other ways, however, the Trump administration has continued many of the policies of the Obama administration. It has not called much attention to the crisis. With the exception of the arms embargo, which could always be evaded with more winks to Uganda, it has done very little to step back, reassess policy, and change course.

    The United States could “lose leverage” in South Sudan “if it becomes antagonistic toward the government,” U.S. diplomat Gordon Buay warned earlier this year.

    Both images are the result of digital manipulation, and what, in its most ominous form, is called deep fakes: technology that makes it possible to show people saying things they never said, doing things they never did.

    This technology has great potential both as art and snark: One set of deep fakes has cleverly inserted Nicolas Cage into a half-dozen movies he wasn’t involved with, including “Raiders of the Lost Ark.” You can watch that and decide for yourself whether Mr. Cage or Harrison Ford makes for the best Indiana Jones.

    But, as always, the same technology that contains the opportunity for good also provides an opening for its opposite. As a result, we find ourselves on the cusp of a new world — one in which it will be impossible, literally, to tell what is real from what is invented.

    But deep-fake technology takes deception a step further, exploiting our natural inclination to engage with things that make us angriest. As Jonathan Swift said: “The greatest liar hath his believers: and it often happens, that if a lie be believed only for an hour, it hath done its work, and there is no further occasion for it.”

    Consider the image of Emma Gonzalez, a survivor of the Parkland High School shooting in February who has become a vocal activist. A manipulated photo of her tearing up the Constitution went viral on Twitter among gun-rights supporters and members of the alt-right. The image had been digitally altered from another photo appearing in Teen Vogue. That publication’s editor lamented: “The fact that we even have to clarify this is proof of how democracy continues to be fractured by people who manipulate and fabricate the truth.”

    That fake was exposed — but did it really make a difference to the people who wanted to inhabit their own paranoid universe? How many people still believe, all evidence to the contrary, that Barack Obama is a Muslim, or that he was born in Kenya?

    Now imagine the effect of deep fakes on a close election. Let’s say video is posted of Beto O’Rourke, a Democrat running for Senate in Texas, swearing that he wants to take away every last gun in Texas, or of Senator Susan Collins of Maine saying she’s changed her mind on Brett Kavanaugh. Before the fraud can be properly refuted, the polls open. The chaos that might ensue — well, let’s just say it’s everything Vladimir Putin ever dreamed of.

    There’s more: The “liar’s dividend” will now apply even to people, like Mr. Trump, who actually did say something terrible. In the era of deep fakes, it will be simple enough for a guilty party simply to deny reality. Mr. Trump, in fact, has claimed that the infamous recording of him suggesting grabbing women by their nether parts is not really him. This, after apologizing for it.

    La gauche française n’a aucun discours, aucune revendication en direction des minorités, et tout particulièrement des minorités ethno-raciales. L’enjeu des discriminations pourtant systémiques qui pèsent sur la société française n’est tout simplement pas discuté par la gauche partisane, qui n’a aucune proposition à faire sur la question. L’enjeu pour la gauche française n’est donc pas tant d’en faire moins pour les minorités que d’en dire un peu plus, si elle veut reconquérir un segment de l’électorat qu’elle a pour partie perdu et qui constitue une population largement abstentionniste. Où sont passés le droit de vote des étrangers et le récépissé d’identité pour freiner les contrôles au faciès par la police promis en 2012 par François Hollande dans un programme pour le moins frileux sur la question ? Si la gauche ne parvient plus non plus à parler aux classes populaires blanches, ce n’est pas tant parce qu’elle a trop choyé les minorités que parce qu’elle s’est concentrée sur les classes supérieures, et a délaissé ses horizons égalitaires en adoptant une théorie du ruissellement qui n’a pourtant jamais marché.

      Pour le chercheur au CNRS Julien Talpin, opposer revendications sociales et défense des droits minoritaires n’est pas une nécessité pour l’emporter électoralement comme le défend l’historien des idées américain Mark Lilla dans son dernier essai, « la Gauche identitaire ».

      L’essai de l’historien américain Mark Lilla, la Gauche identitaire (Stock), rencontre un certain succès éditorial depuis sa sortie en France. Ce qui surprend n’est pas tant son constat relatif à la fragmentation de la gauche américaine, qui est réelle, que l’importation de ses thèses pour penser les conditions de reconquête du pouvoir par la gauche française. La gauche devrait abandonner les minorités pour se concentrer sur des revendications de classe – et encore, le mot n’est pas formulé en ces termes – seules capables de rassembler largement et de permettre la construction d’une majorité électorale. Or il n’y a rien à abandonner, puisque la gauche française ne propose rien en direction des minorités. Si bien que l’invitation de Mark Lilla à approfondir le sillon républicain ne semble pas en mesure d’infléchir l’éloignement de la gauche française de toutes les classes populaires. Une autre voie, pleinement égalitaire, serait pourtant possible.

      Aux Etats-Unis comme en France, la race ne joue pas contre la classe

      La thèse de Mark Lilla est simple. Si Donald Trump a gagné, c’est qu’Hillary Clinton a perdu. Sa défaite serait liée à une focalisation excessive sur le vote des minorités et les revendications sociétales : en courtisant les suffrages des Noir·e·s et des Latinos, des femmes et des minorités sexuelles, la candidate démocrate aurait oublié les mesures sociales. A l’inverse, un candidat comme Bernie Sanders aurait pu l’emporter car il avançait de réelles propositions en direction des classes populaires. Cette thèse est malheureusement trop simple et déforme la réalité. S’il ne fait aucun doute qu’Hillary Clinton était une candidate de l’Amérique qui va bien, et s’est peu adressée aux classes populaires, en faire un héraut des revendications minoritaires est pour le moins osé tant elle a été attaquée à ce sujet par un mouvement comme Black Lives Matter par exemple. A l’inverse, Bernie Sanders, s’il a aussi fait l’objet de critiques sur ses positions en matière d’égalité raciale avait sur ce point des positions beaucoup plus progressistes qu’Hillary Clinton. Ce qui ne l’a pas empêché d’obtenir de bons résultats dans la rust belt et auprès de la classe ouvrière blanche. Bref, opposer revendications sociales et défense des droits minoritaires n’est pas une nécessité pour l’emporter comme le défend Lilla. Barack Obama, en dépit de toutes les déceptions qui ont suivi, avait également réussi à forger une telle majorité électorale. La construction de majorités politiques, et plus encore d’une hégémonie, n’est en outre pas une simple question d’arithmétique électorale mais de travail politique et organisationnel pour façonner des intérêts communs entre des groupes sociaux qui se fréquentent peu.

      Quand la gauche française s’est-t-elle réellement préoccupée des minorités ?

      Tout n’est pas à jeter dans le livre de Mark Lilla. Il souligne à raison l’immense fragmentation de la gauche américaine et les difficultés de créer des alliances. Le problème essentiel vient davantage de sa réception française autour d’un message simple : ne prenez pas le même chemin que nous ! Attention à la politique identitaire ! Seule une politique républicaine, de défense du bien commun et d’invisibilisation de la question minoritaire permettra à la gauche de gagner les élections. Or ce parallèle est pour le moins discutable.

      Tout d’abord, les mouvements minoritaires pèsent bien moins auprès de la gauche française que ce n’est le cas aux Etats-Unis. Si le Parti démocrate a dans l’histoire pu être contraint de prendre en compte certaines revendications minoritaires – le droit de vote pour les Noir·e·s par exemple, la non-discrimination, la fin de la ségrégation, etc. – on en est loin en France. La gauche française n’a aucun discours, aucune revendication en direction des minorités, et tout particulièrement des minorités ethno-raciales. L’enjeu des discriminations pourtant systémiques qui pèsent sur la société française n’est tout simplement pas discuté par la gauche partisane, qui n’a aucune proposition à faire sur la question. L’enjeu pour la gauche française n’est donc pas tant d’en faire moins pour les minorités que d’en dire un peu plus, si elle veut reconquérir un segment de l’électorat qu’elle a pour partie perdu et qui constitue une population largement abstentionniste. Où sont passés le droit de vote des étrangers et le récépissé d’identité pour freiner les contrôles au faciès par la police promis en 2012 par François Hollande dans un programme pour le moins frileux sur la question ? Si la gauche ne parvient plus non plus à parler aux classes populaires blanches, ce n’est pas tant parce qu’elle a trop choyé les minorités que parce qu’elle s’est concentrée sur les classes supérieures, et a délaissé ses horizons égalitaires en adoptant une théorie du ruissellement qui n’a pourtant jamais marché.

      Refaire de l’égalité le cœur de la matrice à gauche

      Une façon de répondre à la désertion des classes populaires est de suivre la voie tracée par Mark Lilla, Laurent Bouvet ou Manuel Valls. Abandonner un peu plus les minorités, droitiser son discours pour tenter de reconquérir les classes populaires passées à l’extrême droite. Bref, choisir les bons pauvres contre les mauvais. Une autre option, celle de Jean-Luc Mélenchon, consiste à formuler une offre politique reposant essentiellement sur la classe : les problèmes sont essentiellement économiques et sociaux, c’est uniquement par un discours classiste qu’on pourra réunifier les classes populaires, majoritaires et minoritaires. Le problème d’un tel discours est qu’il a peu de chances de séduire ces dernières, qui verraient une nouvelle fois certains de leurs intérêts et de leurs problèmes passer à la trappe. Car si les pauvres minorisés sont (majoritairement) pauvres c’est certes pour des raisons sociales, mais également parce qu’ils sont discriminés à l’embauche, dans l’accès à des logements de qualité, par la police ou dans l’orientation scolaire. Les inégalités sociales et raciales ne s’annulent pas, elles se cumulent. Prendre en compte ces enjeux-là n’implique en rien de formuler des propositions particularistes ou « identitaires ».

      La troisième voie, alternative aux deux précédentes, consiste à défendre un discours d’égalité, sociale, territoriale et ethno-raciale. C’est à cette condition qu’une unification des classes populaires peut être possible, pas en choisissant les pauvres à qui l’on veut parler. Plus encore, croire que la reconquête des classes populaires n’est qu’une question d’offre politique et programmatique – c’est-à-dire de discours – c’est oublier un peu vite que la politisation est surtout une affaire pratique. Sans un travail politique, organisationnel et militant pour construire des intérêts communs, quelle que soit la voie choisie elle ne rencontrera que ce qu’elle a produit jusqu’à présent : le désintérêt et la résignation.

    United Nations Ambassador Nikki Haley’s abrupt resignation on Tuesday came one day after an ethics group requested the State Department’s inspector general investigate her acceptance of seven free flights aboard private jets.

    Haley, the former governor of South Carolina, listed the flights on her 2017 financial disclosure and asserted that each qualified for an exception based on her relationships with the trio of businessmen who provided them.

    But the group suggested that Haley did not provide enough information to assert that exception.

      Selon cette organisation, Nikki Haley et son mari « ont accepté en 2017 sept vols gratuits sur des avions de luxe privés de la part de trois hommes d’affaires de Caroline du Sud », l’État dont elle était gouverneure avant son entrée dans l’administration républicaine. Le coût est estimé par CREW à « plusieurs dizaines de milliers de dollars ».

      « L’ambassadrice Haley affirme que chaque vol était éligible à une exception aux règles pour les cadeaux sur la base de relations personnelles avec les donateurs », rapporte l’association, qui soulève des doutes sur ces justifications. « Quoi qu’il en soit », « il semble que l’ambassadrice Haley n’a pas respecté les valeurs éthiques portées par ces règles », déplore-t-elle.

      « L’ambassadrice Haley a également accepté, durant la même année, des billets pour des matchs de basketball pour une valeur qu’elle a chiffrée à 19 558 $ », relève encore CREW dans sa lettre au département d’État.

      « L’an dernier, Nikki Haley a accepté des billets de basket pour la valeur d’une Toyota Corolla. Elle a accepté des vols sur des avions de luxe privés qui ont probablement coûté beaucoup plus cher, mais elle a les a sous-estimés et il n’est pas totalement clair si des personnes ou leurs sociétés en ont supporté le coût », a critiqué mardi matin Walter Shaub, l’ancien responsable de l’éthique gouvernementale au sein de l’administration démocrate précédente de Barack Obama, dans un tweet publié trois heures avant l’annonce de sa démission.

  • C.I.A. Drone Mission, Curtailed by Obama, Is Expanded in Africa Under Trump

    The C.I.A. is poised to conduct secret drone strikes against Qaeda and Islamic State insurgents from a newly expanded air base deep in the Sahara, making aggressive use of powers that were scaled back during the Obama administration and restored by President Trump.

    Late in his presidency, Barack Obama sought to put the military in charge of drone attacks after a backlash arose over a series of highly visible strikes, some of which killed civilians. The move was intended, in part, to bring greater transparency to attacks that the United States often refused to acknowledge its role in.

    But now the C.I.A. is broadening its drone operations, moving aircraft to northeastern Niger to hunt Islamist militants in southern Libya. The expansion adds to the agency’s limited covert missions in eastern Afghanistan for strikes in Pakistan, and in southern Saudi Arabia for attacks in Yemen.

    Nigerien and American officials said the C.I.A. had been flying drones on surveillance missions for several months from a corner of a small commercial airport in Dirkou. Satellite imagery shows that the airport has grown significantly since February to include a new taxiway, walls and security posts.

    One American official said the drones had not yet been used in lethal missions, but would almost certainly be in the near future, given the growing threat in southern Libya. The official spoke on the condition of anonymity to discuss the secretive operations.

    A C.I.A. spokesman, Timothy Barrett, declined to comment. A Defense Department spokeswoman, Maj. Sheryll Klinkel, said the military had maintained a base at the Dirkou airfield for several months but did not fly drone missions from there.

    The drones take off from Dirkou at night — typically between 10 p.m. and 4 a.m. — buzzing in the clear, starlit desert sky. A New York Times reporter saw the gray aircraft — about the size of Predator drones, which are 27 feet long — flying at least three times over six days in early August. Unlike small passenger planes that land occasionally at the airport, the drones have no blinking lights signaling their presence.

    “All I know is they’re American,” Niger’s interior minister, Mohamed Bazoum, said in an interview. He offered few other details about the drones.

    Dirkou’s mayor, Boubakar Jerome, said the drones had helped improve the town’s security. “It’s always good. If people see things like that, they’ll be scared,” Mr. Jerome said.

    Mr. Obama had curtailed the C.I.A.’s lethal role by limiting its drone flights, notably in Yemen. Some strikes in Pakistan and elsewhere that accidentally killed civilians, stirring outrage among foreign diplomats and military officials, were shielded because of the C.I.A.’s secrecy.

    As part of the shift, the Pentagon was given the unambiguous lead for such operations. The move sought, in part, to end an often awkward charade in which the United States would not concede its responsibility for strikes that were abundantly covered by news organizations and tallied by watchdog groups. However, the C.I.A. program was not fully shut down worldwide, as the agency and its supporters in Congress balked.

    The drone policy was changed last year, after Mike Pompeo, the C.I.A. director at the time, made a forceful case to President Trump that the agency’s broader counterterrorism efforts were being needlessly constrained. The Dirkou base was already up and running by the time Mr. Pompeo stepped down as head of the C.I.A. in April to become Mr. Trump’s secretary of state.

    The Pentagon’s Africa Command has carried out five drone strikes against Qaeda and Islamic State militants in Libya this year, including one two weeks ago. The military launches its MQ-9 Reaper drones from bases in Sicily and in Niamey, Niger’s capital, 800 miles southwest of Dirkou.

    But the C.I.A. base is hundreds of miles closer to southwestern Libya, a notorious haven for Al Qaeda and other extremist groups that also operate in the Sahel region of Niger, Chad, Mali and Algeria. It is also closer to southern Libya than a new $110 million drone base in Agadez, Niger, 350 miles west of Dirkou, where the Pentagon plans to operate armed Reaper drone missions by early next year.

    Another American official said the C.I.A. began setting up the base in January to improve surveillance of the region, partly in response to an ambush last fall in another part of Niger that killed four American troops. The Dirkou airfield was labeled a United States Air Force base as a cover, said the official, who spoke on the condition of anonymity to discuss confidential operational matters.

    The C.I.A. operation in Dirkou is burdened by few, if any, of the political sensitivities that the United States military confronts at its locations, said one former American official involved with the project.

    Even so, security analysts said, it is not clear why the United States needs both military and C.I.A. drone operations in the same general vicinity to combat insurgents in Libya. France also flies Reaper drones from Niamey, but only on unarmed reconnaissance missions.

    “I would be surprised that the C.I.A. would open its own base,” said Bill Roggio, editor of the Foundation for Defense of Democracies’ Long War Journal, which tracks military strikes against militant groups.

    Despite American denials, a Nigerien security official said he had concluded that the C.I.A. launched an armed drone from the Dirkou base to strike a target in Ubari, in southern Libya, on July 25. The Nigerien security official spoke on the condition of anonymity to discuss the classified program.

    A spokesman for the Africa Command, Maj. Karl Wiest, said the military did not carry out the Ubari strike.

    #Ubari is in the same region where the American military in March launched its first-ever drone attack against Qaeda militants in southern Libya. It is at the intersection of the powerful criminal and jihadist currents that have washed across Libya in recent years. Roughly equidistant from Libya’s borders with Niger, Chad and Algeria, the area’s seminomadic residents are heavily involved in the smuggling of weapons, drugs and migrants through the lawless deserts of southern Libya.

    Some of the residents have allied with Islamist militias, including Al Qaeda in the Islamic Maghreb, which operates across Algeria, Mali, Niger and Libya.

    Dirkou, in northeast Niger, is an oasis town of a few thousand people in the open desert, bordered by a small mountain range. For centuries, it has been a key transit point for travelers crossing the Sahara. It helped facilitate the rise of Islam in West Africa in the 9th century, and welcomed salt caravans from the neighboring town of Bilma.

    The town has a handful of narrow, sandy roads. Small trees dot the horizon. Date and neem trees line the streets, providing shelter for people escaping the oppressive midday heat. There is a small market, where goods for sale include spaghetti imported from Libya. Gasoline is also imported from Libya and is cheaper than elsewhere in the country.

    The drones based in Dirkou are loud, and their humming and buzzing drowns out the bleats of goats and crows of roosters.

    “It stops me from sleeping,” said Ajimi Koddo, 45, a former migrant smuggler. “They need to go. They go in our village, and it annoys us too much.”

    Satellite imagery shows that construction started in February on a new compound at the Dirkou airstrip. Since then, the facility has been extended to include a larger paved taxiway and a clamshell tent connected to the airstrip — all features that are consistent with the deployment of small aircraft, possibly drones.

    Five defensive positions were set up around the airport, and there appear to be new security gates and checkpoints both to the compound and the broader airport.

    It’s not the first time that Washington has eyed with interest Dirkou’s tiny base. In the late 1980s, the United States spent $3.2 million renovating the airstrip in an effort to bolster Niger’s government against Col. Muammar el-Qaddafi, then the leader of Libya.

    Compared with other parts of Africa, the C.I.A.’s presence in the continent’s northwest is relatively light, according to a former State Department official who served in the region. In this part of Niger, the C.I.A. is also providing training and sharing intelligence, according to a Nigerien military intelligence document reviewed by The Times.

    The Nigerien security official said about a dozen American Green Berets were stationed earlier this year in #Dirkou — in a base separate from the C.I.A.’s — to train a special counterterrorism battalion of local forces. Those trainers left about three months ago, the official said.

    It is unlikely that they will return anytime soon. The Pentagon is considering withdrawing nearly all American commandos from Niger in the wake of the deadly October ambush that killed four United States soldiers.

    • Le Sahel est-il une zone de #non-droit ?

      La CIA a posé ses valises dans la bande sahélo-saharienne. Le New-York Times l’a annoncé, le 9 septembre dernier. Le quotidien US, a révélé l’existence d’une #base_de_drones secrète non loin de la commune de Dirkou, dans le nord-est du Niger. Cette localité, enclavée, la première grande ville la plus proche est Agadez située à 570 km, est le terrain de tir parfait. Elle est éloignée de tous les regards, y compris des autres forces armées étrangères : France, Allemagne, Italie, présentes sur le sol nigérien. Selon un responsable américain anonyme interrogé par ce journal, les drones déployés à Dirkou n’avaient « pas encore été utilisés dans des missions meurtrières, mais qu’ils le seraient certainement dans un proche avenir, compte tenu de la menace croissante qui pèse sur le sud de la Libye. » Or, d’après les renseignements recueillis par l’IVERIS, ces assertions sont fausses, la CIA a déjà mené des opérations à partir de cette base. Ces informations apportent un nouvel éclairage et expliquent le refus catégorique et systématique de l’administration américaine de placer la force conjointe du G5 Sahel (Tchad, Mauritanie, Burkina-Faso, Niger, Mali) sous le chapitre VII de la charte des Nations Unies.
      L’installation d’une base de drones n’est pas une bonne nouvelle pour les peuples du Sahel, et plus largement de l’Afrique de l’Ouest, qui pourraient connaître les mêmes malheurs que les Afghans et les Pakistanais confrontés à la guerre des drones avec sa cohorte de victimes civiles, appelées pudiquement « dégâts collatéraux ».

      D’après le journaliste du NYT, qui s’est rendu sur place, les drones présents à Dirkou ressembleraient à des Predator, des aéronefs d’ancienne génération qui ont un rayon d’action de 1250 km. Il serait assez étonnant que l’agence de Langley soit équipée de vieux modèles alors que l’US Air Force dispose à Niamey et bientôt à Agadez des derniers modèles MQ-9 Reaper, qui, eux, volent sur une distance de 1850 km. A partir de cette base, la CIA dispose donc d’un terrain de tir étendu qui va de la Libye, au sud de l’Algérie, en passant par le Tchad, jusqu’au centre du Mali, au Nord du Burkina et du Nigéria…

      Selon deux sources militaires de pays d’Afrique de l’Ouest, ces drones ont déjà réalisé des frappes à partir de la base de Dirkou. Ces bombardements ont eu lieu en Libye. Il paraît important de préciser que le chaos existant dans ce pays depuis la guerre de 2011, ne rend pas ces frappes plus légales. Par ailleurs, ces mêmes sources suspectent la CIA d’utiliser Dirkou comme une prison secrète « si des drones peuvent se poser des avions aussi. Rien ne les empêche de transporter des terroristes de Libye exfiltrés. Dirkou un Guantanamo bis ? »

      En outre, il n’est pas impossible que ces drones tueurs aient été en action dans d’autres Etats limitrophes. Qui peut le savoir ? « Cette base est irrégulière, illégale, la CIA peut faire absolument tout ce qu’elle veut là-bas » rapporte un officier. De plus, comment faire la différence entre un MQ-9 Reaper de la CIA ou encore un de l’US Air Force, qui, elle, a obtenu l’autorisation d’armer ses drones (1). Encore que…

      En novembre 2017, le président Mahamadou Issoufou a autorisé les drones de l’US Air Force basés à Niamey, à frapper leurs cibles sur le territoire nigérien (2). Mais pour que cet agrément soit légal, il aurait fallu qu’il soit présenté devant le parlement, ce qui n’a pas été le cas. Même s’il l’avait été, d’une part, il le serait seulement pour l’armée US et pas pour la CIA, d’autre part, il ne serait valable que sur le sol nigérien et pas sur les territoires des pays voisins…

      Pour rappel, cette autorisation a été accordée à peine un mois après les événements de Tongo Tongo, où neuf militaires avaient été tués, cinq soldats nigériens et quatre américains. Cette autorisation est souvent présentée comme la conséquence de cette attaque. Or, les pourparlers ont eu lieu bien avant. En effet, l’AFRICOM a planifié la construction de la base de drone d’Agadez, la seconde la plus importante de l’US Air Force en Afrique après Djibouti, dès 2016, sous le mandat de Barack Obama. Une nouvelle preuve que la politique africaine du Pentagone n’a pas changée avec l’arrivée de Donald Trump (3-4-5).

      Les USA seuls maîtres à bord dans le Sahel

      Dès lors, le véto catégorique des Etats-Unis de placer la force G5 Sahel sous chapitre VII se comprend mieux. Il s’agit de mener une guerre non-officielle sans mandat international des Nations-Unies et sans se soucier du droit international. Ce n’était donc pas utile qu’Emmanuel Macron, fer de lance du G5, force qui aurait permis à l’opération Barkhane de sortir du bourbier dans lequel elle se trouve, plaide à de nombreuses reprises cette cause auprès de Donald Trump. Tous les présidents du G5 Sahel s’y sont essayés également, en vain. Ils ont fini par comprendre, quatre chefs d’Etats ont boudé la dernière Assemblée générale des Nations Unies. Seul, le Président malien, Ibrahim Boubacar Keïta, est monté à la tribune pour réitérer la demande de mise sous chapitre VII, unique solution pour que cette force obtienne un financement pérenne. Alors qu’en décembre 2017, Emmanuel Macron y croyait encore dur comme fer et exigeait des victoires au premier semestre 2018, faute de budget, le G5 Sahel n’est toujours pas opérationnel ! (6-7) Néanmoins, la Chine a promis de le soutenir financièrement. Magnanime, le secrétaire d’Etat à la défense, Jim Mattis a lui assuré à son homologue, Florence Parly, que les Etats-Unis apporteraient à la force conjointe une aide très significativement augmentée. Mais toujours pas de chapitre VII en vue... Ainsi, l’administration Trump joue coup double. Non seulement elle ne s’embarrasse pas avec le Conseil de Sécurité et le droit international mais sous couvert de lutte antiterroriste, elle incruste ses bottes dans ce qui est, (ce qui fut ?), la zone d’influence française.

      Cerise sur le gâteau, en août dernier le patron de l’AFRICOM, le général Thomas D. Waldhauser, a annoncé une réduction drastique de ses troupes en Afrique (9). Les sociétés militaires privées, dont celle d’Erik Prince, anciennement Blackwater, ont bien compris le message et sont dans les starting-blocks prêtes à s’installer au Sahel (10).

  • As the World Abandons Refugees, UNHCR’s Constraints Are Exposed

    The U.N. refugee agency lacks the funding, political clout and independence to protect refugees in the way that it is supposed to, says former UNHCR official and refugee policy expert #Jeff_Crisp.

    Over the past three years, the world has been confronted with a number of major new refugee emergencies – in Myanmar, Nigeria, South Sudan, Yemen and Venezuela, as well as the Central American region. In addition, existing crises in Afghanistan, Democratic Republic of the Congo, Somalia and Syria have gone unresolved, making it impossible for large exiled populations to return to their own country. As a result, the global refugee population has soared to more than 25 million, the highest figure ever recorded.

    This means that the role of the United Nations refugee agency, UNHCR, which is supposed to protect and find solutions for this growing population, is more important than ever. But is it up to the task? The proliferating crises have stretched it to the limit. Funding, most of which comes from a dozen key donor states, has not kept up with the rising numbers the agency is expected to support. In April, UNHCR said it had received just $2.3 billion of the $8.2 billion it needed for its annual program.

    Things look unlikely to improve. UNHCR is losing the support of the United States, traditionally the organization’s most important government partner, whether under Republican or Democrat administrations. Since Donald Trump’s election, the country has slashed the number of refugees it admits through its resettlement program. In his final years in office, Barack Obama had raised the annual quota to 110,000 refugees. That is now down to 45,000 and may yet be reduced to 25,000.

    There is also the prospect that the Trump administration will demonstrate its disdain for the U.N. and limited interest in the refugee issue by reducing its funding to the agency, as it has already done with UNRWA, a separate agency that supports Palestinian refugees. Given that the U.S. currently contributes almost 40 percent of the UNHCR budget, even a modest reduction in its support will mean serious cuts in expenditure.

    The agency therefore has little choice but to look for alternative sources of funding and diplomatic support, especially from the European Union and its member states. But that may come at a price. One of the E.U.’s top priorities is to halt the arrival of refugees and asylum seekers who have transited through nearby countries such as Libya, Morocco and Turkey. Populist political parties throughout much of the E.U. are reaping the electoral benefits of taking a hard line on the issue of refugees and migration. Several European governments have shown little hesitation in violating the international refugee laws they have signed in their desperation to seal Europe’s borders.

    The E.U. thus looks to UNHCR for two things: first, the expertise and operational capacity of an organization that has years of experience in responding to mass movements of people; and second, the legitimacy that E.U. policies can acquire by means of close association with an agency deemed by its founding statute to be “entirely non-political and humanitarian.” In this context, it should come as no surprise that E.U. foreign policy chief Federica Mogherini has been at pains to point out that the E.U. and UNHCR “work together” and have a “close partnership” – and that the E.U. remains “the strongest supporter of UNHCR.”

    But this partnership (which involved $436 million in funding from Brussels alone in 2017) also involves an important element of compromise on the part of UNHCR. In the Mediterranean, for example, the E.U. is funding the Libyan coast guard to intercept and return any refugees who try to leave the country by boat. Those people are subsequently confined to detention centers where, according to Amnesty International, they are at risk of torture, forced labor, extortion and murder at the hand of smugglers, bandits or the Libyan authorities.

    The U.N. high commissioner for human rights has publicly chastised the E.U. for its failure to improve the situation of migrants in Libya. By contrast, UNHCR has kept very quiet about the E.U.’s role in the process of interception, return and detention, despite the fact that these actions violate a fundamental principle of refugee protection: that no one should be returned to a country where their life or freedom would be threatened.

    This reveals a fundamental tension in the organization’s character. Ostensibly, UNHCR enjoys a high degree of independence and moral authority. As part of the U.N. system, it is treated with more respect by states and other actors than NGOs doing similar work. It has regular access to heads of state, government leaders, regional organizations, the U.N. security council and the secretary-general himself (who was previously UNHCR chief).

    But in practice, the autonomy enjoyed by UNHCR is at best a relative one. Almost 90 percent of the agency’s funding is provided by states, much of it earmarked for specific programs, projects and countries. UNHCR’s governing board consists entirely of states.

    The organization can operate in a country only if it has the agreement of the government, which also has the ability to shape the scope of UNHCR’s operational activities, as well as the partners it works with. In countries such as Ethiopia, Pakistan, Sudan and Syria, for example, the organization is obliged to work with government departments whose priorities may well be different from those of UNHCR.

    The tensions at the heart of UNHCR seem unlikely to diminish. Throughout the world, governments are closing their borders to refugees and depriving them of basic rights. Exiled populations are being induced to repatriate against their will and to countries that are not safe. As epitomized by the E.U.’s deal with Turkey, asylum seekers have become bargaining chips in interstate relations, used by political leaders to extract financial, political and even military concessions from each other.

    Given the constitutional constraints imposed on the organization, UNHCR’s options are now limited. It can try (as it has done for many years) to diversify its funding base. It could assume a more assertive stance with states that violate refugee protection principles – and in doing so risk the loss of its already diminished degree of diplomatic support. And it can hope that the recently completed Global Compact on Refugees, a nonbinding declaration of principles that most U.N. member states are expected to sign, will have some effect on the way that governments actually treat refugees.

    A final option available to UNHCR is to be more transparent about its limitations, to moderate the relentless self-promotion of its branding and marketing campaign and give greater recognition to the efforts that refugees are making to improve their own lives. In that respect, UNHCR’s favourite hashtag, “We Stand #WithRefugees,” could usefully be changed to “Refugees Are #StandingUpForThemselves.”
