  • Eoliennes et désastres climatiques

    Les désastres écologiques (dérèglements climatiques, effondrement de la bio-diversité, épuisement des ressources) consécutifs à la domination absolue du système capitaliste sur la planète, devenant de plus en plus évidents, les défenseurs à tout prix, membres de la classe dominante, de ce système mortifère proposent aujourd’hui de le relooker pour le rendre éco-compatible.

    De l’avis même des promoteurs de ce relookage, il n’est pas question de toucher aux fondamentaux du système. La recherche du profit maximum, l’exploitation de l’homme par l’homme, la division de la société en classes antagonistes, la sacralisation de la marchandise restent les idées maîtresses. Ce nouveau capitalisme vert toujours aussi violent, inégalitaire et injuste, se distingue simplement en ce qu’il se prétend respectueux de l’environnement. La rencontre lors de notre camping d’été (1) des membres de l’#Amassada (2), un comité d’habitants qui s’oppose à l’implantation sur leur communes d’habitation d’un transformateur électrique géant (7 hectares) et d’éoliennes industrielles, a nourri notre réflexion.

    Le remplacement des énergies fossiles par des énergies renouvelables est devenu le leitmotiv des gouvernants et des capitalistes, la solution aux problèmes cruciaux de dérèglements climatiques. L’implantation d’éoliennes géantes est donc présentée comme une alternative rendue nécessaire par l’urgence. Les membres de l’Amassada nous ont présenté la face cachée de cette solution. Les éoliennes industrielles, nous ont-ils dit, ne sont pas les aimables moulins à vent d’une autre époque, les plus modernes mesurent plus de 200 m. de haut, et leurs fondations nécessitent 2 000 tonnes de béton. Pour les édifier, il faut procéder à des défrichements massifs, à la construction de nouvelles routes etc.

    Chaque éolienne contient plus de 600 kgs de terre rare (du néodyme), 4 tonnes de cuivre, tous métaux dont l’extraction et le raffinage se font aux dépens des populations (Baotou, ville de Mongolie, centre de production principal du néodyme est surnommée «  la ville du cancer  », l’espérance de vie y est de 40 ans, les travailleurs d’Amérique du sud d’où est extrait le cuivre sont surexploités...). Enfin, ces engins qu’on nous présente comme le nec plus ultra de l’écologie, génèrent des nuisances pour les habitants (sonores et visuelles) et pour la faune (oiseaux tués par les pales en mouvement, malgré l’installation de radars), perturbations de la nidification des oiseaux et de leurs migrations, etc.). A l’évidence donc, les éoliennes géantes ne sont pas aussi écologiques qu’on nous le dit  : elles transforment le paysage, nuisent aux populations et perturbent gravement la faune.

    Mais alors pourquoi construire des éoliennes ? Pour l’argent pardi. A parler vrai, il n’est pas évident compte tenu de tous les coûts directs et indirects liés à la construction d’une éolienne que les bénéfices soient supérieurs aux coûts (quel est le bilan carbone final d’une éolienne  ?). Mais l’Etat (donc, Monsieur tout le monde) est là pour aider les promoteurs (essentiellement des grands groupes industriels et financiers qui se cachent derrière des noms charmants, évocateur de petites entreprises : Compagnie du Vent, Energie des Collines...) en rachetant l’électricité produite à prix d’or.

    En effet, EDF rachète le KWH renouvelable à un prix bien supérieur à celui du marché et, pour financer ces rachats, prélève une taxe (la Contribution au Service Public de l’Electricité) sur les consommateurs. Ainsi l’éolien est devenu une des activités les plus rentables du présent, surtout si l’on considère qu’il permet en plus d’accumuler des crédits carbone.

    Depuis le protocole de Kyoto, pour lutter contre le réchauffement climatique, les entreprises et les Etats sont censés limiter leur production de gaz à effet de serre, ce qui ne veut pas dire qu’ils doivent en produire moins  ! Ils peuvent dépasser les limites autorisées, à condition de compenser ce dépassement par l’acquisition de ces fameux crédits carbones  ; crédits que l’on peut acheter sur un marché international, ou en investissant dans des projets écologiques  : zones protégées (par exemple des monocultures d’eucalyptus) ou énergies dites vertes (par exemple des éoliennes industrielles). Les aérogénérateurs sont donc une solution parfaite pour les gros industriels qui peuvent acheter ainsi le droit de polluer tout en empochant des profits grâce à la «  générosité  » d’EDF  !

    L’énergie produite sur les montagnes aveyronnaises, ne servira même pas, nous dirent les membres de l’Amassada, aux populations locales, elle sera donc exportée vers l’Espagne ou le Maroc (pays, comme chacun le sait, où il n’y a ni vent, ni soleil !) et pour ce faire il faut construire des lignes à très haute tension  : 400 000 volts (ce qui permet de diminuer fortement les pertes lors du transport de l’électricité). Pour alimenter ces lignes monstrueuses, il faut beaucoup d’éoliennes (94 éoliennes actuellement en Aveyron, 121 autres se sont vu accorder un permis de construire et José Bové souhaite voir l’Aveyron couvert d’éoliennes) et des transformateurs adaptés. Bien entendu, les frais de construction des lignes THT et des transfos sont pris en charge par EDF et donc par le contribuable.

    En résumé, le consommateur va surpayer l’électricité qu’il consomme pour que des groupes industriels et financiers puissent engranger un maximum de profits, et cela grâce à l’aide de l’Etat. Nous constatons donc encore une fois que, quel que soit le parti politique au pouvoir, l’Etat et les puissances d’argent ont partie liée. L’Etat comme le reconnaît Joseph Stiglitz, prix Nobel d’économie, ancien conseiller du président Clinton (pas vraiment un anarchiste) soutient systématiquement les très riches et les aide à faire croître leur fortune sur le dos des pauvres.

  • Reshuffling Eurasia’s energy deck — Iran, China and #Pipelineistan: Escobar

    Pipelineistan – the prime Eurasian energy chessboard — never sleeps. Recently, it’s Russia that has scored big on all fronts; two monster gas deals sealed with China last year; the launch of Turk Stream replacing South Stream; and the doubling of Nord Stream to Germany.

    Now, with the possibility of sanctions on Iran finally vanishing by late 2015/early 2016, all elements will be in place for the revival of one of Pipelineistan’s most spectacular soap operas, which I have been following for years; the competition between the IP (Iran-Pakistan) and TAPI (Turkmenistan-Afghanistan-Pakistan-India) gas pipelines.

    The $7.5-billion IP had hit a wall for years now – a casualty of hardcore geopolitical power play. IP was initially IPI – connected to India; both India and Pakistan badly need Iranian energy. And yet relentless pressure from successive Bush and Obama administrations scared India out of the project. And then sanctions stalled it for good.

    Now, Pakistan’s Minister of Petroleum and Natural Resources Shahid Khaqan Abbasi swears IP is a go. The Iranian stretch of the 1,800-kilometer pipeline has already been built. IP originates in the massive South Pars gas fields – the largest in the world – and ends in the Pakistani city of Nawabshah, close to Karachi. The geopolitical significance of this steel umbilical cord linking Iran and Pakistan couldn’t be more graphic.

    Enter – who else? – China. Chinese construction companies already started working on the stretch between Nawabshah and the key strategic port of Gwadar, close to the Iranian border.

    China is financing the Pakistani stretch of IP. And for a very serious reason; IP, for which Gwadar is a key hub, is essential in a much larger long game; the $46 billion China-Pakistan economic corridor, which will ultimately link Xinjiang to the Persian Gulf via Pakistan. Yes, once again, we’re right into New Silk Road(s) territory.

    And the next step regarding Gwadar will be essential for China’s energy strategy; an IP extension all the way to Xinjiang. That’s a huge logistical challenge, implying the construction of a pipeline parallel to the geology — defying Karakoram highway.

    IP will continue to be swayed by geopolitics. The Japan-based and heavily US-influenced Asian Development Bank (ADB) committed a $30 million loan to help Islamabad build its first LNG terminal. The ADB knows that Iranian natural gas is a much cheaper option for Pakistan compared to LNG imports. And yet the ADB’s agenda is essentially an American agenda; out with IP, and full support to TAPI.

    This implies, in the near future, the strong possibility of Pakistan increasingly relying on the China-driven Asian Infrastructure Development Bank (AIIB) for infrastructure development, and not the ADB.

    Recently, the IP field got even more crowded with the arrival of Gazprom. Gazprom also wants to invest in IP – which means Moscow getting closer to Islamabad. That’s part of another key geopolitical gambit; Pakistan being admitted as a full member, alongside India, of the Shanghai Cooperation Organization (SCO), something that will happen, soon, with Iran as well. For the moment, Russia-Pakistan collaboration is already evident in an agreement to build a gas pipeline from Karachi to Lahore.

    Talk to the (new) Mullah

    So where do all these movements leave TAPI?

    The $10 billion TAPI is a soap opera that stretches all the way back to the first Clinton administration. This is what the US government always wanted from the Taliban; a deal to build a gas pipeline to Pakistan and India bypassing Iran. We all know how it all went horribly downhill.

    The death of Mullah Omar – whenever that happened – may be a game changer. Not for the moment, tough, because there is an actual Taliban summer offensive going on, and “reconciliation” talks in Afghanistan have been suspended.

    Whatever happens next, all the problems plaguing TAPI remain. Turkmenistan – adept of self-isolation, idiosyncratic and unreliable as long as it’s not dealing with China – is a mystery concerning how much natural gas it really holds (the sixth largest or third largest reserves in the world?)

    And the idea of committing billions of dollars to build a pipeline traversing a war zone – from Western Afghanistan to Kandahar, not to mention crossing a Balochistan prone to separatist attacks — is nothing short of sheer lunacy.

    Energy majors though, remain in the game. France’s Total seems to be in the lead, with Russian and Chinese companies not far behind. Gazprom’s interest in TAPI is key – because the pipeline, if built, would certainly be connected in the future to others which are part of the massive, former Soviet Union energy grid.

    To complicate matters further, there is the fractious relationship between Gazprom and Turkmenistan. Until the recent, spectacular Chinese entrance, Ashgabat depended mostly on Russia to market Turkmen gas, and to a lesser extent, Iran.

    As part of a nasty ongoing dispute, Turkmengaz accuses Gazprom of economic exploitation. So what is Plan B? Once again, China. Beijing already buys more than half of all Turkmen gas exports. That flows through the Central Asia-China pipeline; full capacity of 55 billion cubic meters (bcm) a year, only used by half at the moment.

    China is already helping Turkmenistan to develop Galkynysh, the second largest gas field in the world after South Pars.

    And needless to add, China is as much interested in buying more gas from Turkmenistan – the Pipelineistan way – as from Iran. Pipelineistan fits right into China’s privileged “escape from Malacca” strategy; to buy a maximum of energy as far away from the U.S. Navy as possible.

    So Turkmenistan is bound to get closer and closer, energy-wise, to Beijing. That leaves the Turkmen option of supplying the EU in the dust – as much as Brussels has been courting Ashgabat for years.

    The EU pipe dream is a Pipelineistan stretch across the Caspian Sea. It won’t happen, because of a number of reasons; the long-running dispute over the Caspian legal status – Is it a lake? Is it a sea? – won’t be solved anytime soon; Russia does not want it; and Turkmenistan does not have enough Pipelineistan infrastructure to ship all that gas from Galkynysh to the Caspian.

    Considering all of the above, it’s not hard to identify the real winner of all these interlocking Pipelineistan power plays – way beyond individual countries; deeper Eurasia integration. And so far away from Western interference.

    The news media have adopted the Obama administration’s view that negotiations were the result of Iran responding to international sanctions. The problem with that conventional view is not that Iran wasn’t eager to get the sanctions removed, but that it was motivated to do so long before the United States was willing to negotiate. 

    In fact, Iran had long viewed its nuclear programme not only in terms of energy and scientific advancement but also as a way of inducing the United States to negotiate an end to the extraordinary legal status in which Iran has been placed for so long. Even during the Bill Clinton administration Iranian strategists wanted to get the United States to move toward more normal relations, but Clinton was determined to be the most pro-Israeli administration in US history, and instead imposed a complete trade embargo on Iran. 

    #Clinton eventually offered a “dialogue” with Iran but made it clear that he had no intention of giving up the sanctions against Iran. The lesson that Iranian strategists, including then secretary of the Supreme National Security Council and now President Hassan Rouhani, learned from the Clinton years was that the United States would only negotiate the end of its sanctions against Iran if was convinced that the cost and risk of refusing to negotiate was too high. 

    It was during the second Clinton administration that Iranian strategists began to discuss the idea that Iran’s nuclear programme was its main hope for engaging the hegemonic power.

    Only in 2013, during his second term, did Obama’s administration give up the aim of forcing Iran to end enrichment entirely and agree to actually negotiate with Iran on the nuclear issue. That decision came only after Iran had increased the number of centrifuges enriching uranium to more than 9,000, with another 9,000 centrifuges installed but never connected, accumulated a large stockpile of low enriched uranium, and – even more alarming to the United States - began enriching uranium to 20 percent.

    The Iran nuclear agreement thus illustrates the elemental importance of the distribution of power but also the possibility of a weaker state achieving its vital interests in negotiations with the hegemonic power against what might appear to be very long odds by exploiting their source of leverage to the maximum with #patience, #courage and careful calculation.

    Distribution de mauvais points et d’avertissements : c’est ainsi que se résume l’entretien accordé par Vladimir Poutine à Europe 1 et TF1 et diffusé mercredi 4 juin, à la veille de son arrivée en France pour participer aux commémorations du 70e anniversaire du débarquement allié. Guère poussé dans ses retranchements par ses interlocuteurs, le président russe a renouvelé ses attaques contre l’administration américaine et les Européens, tenus pour responsables de la crise ukrainienne.

    Je me suis fadé l’entretien, les journalistes ont été lourds et insistants, mais en face, Poutine s’est montré patient, avec réponses calmes et mordantes (quoique j’ai cru sentir à un moment l’envie de soupirer bien fort devant la bêtise d’Elkabnach).
    Un mauvais point, le moment où il a plaisanté sur les femmes, quand ils ont évoqué les égarements diplomatiques de Mme Clinton (parce qu’évidemment, ce sont les politiques ricains qui tiennent des propos agressifs et peu diplomatiques, et ce sont les russes qui sont les méchants).

    • Et puis si, je vais en rajouter. Pas eu envie d’ajouter l’intro. obligatoire, sous peine de disqualification, comme lorsqu’on cause d’islamisme, du genre « le terrorisme c’est mal, l’extremisme c’est mal, Poutine est un impérialiste (du KGB) comme les autres, Assad ne mérite pas de vivre, etc ».

      Dans cette interview, Elkabbach est passé pour un roquet, et Poutine a été incisif et pertinent. Sur tous les sujets (sauf sa réponse sur l’imbécilité de Clinton où il a cru bon d’y mêler toutes les femmes, il est sexiste, pas d’souci, je ne me battrais pas sur ce point, j’l’accorde sans débat, celui-là :-) ). Un exemple... parmi tous les autres : le journaliste l’a attaqué sur les homosexuels... Poutine lui a rappelé que l’homosexualité est punie pénalement dans certains états américains, quand ce n’est pas le cas en Russie. Factuel. Sans plus. Histoire de sortir de la narrative.

      Et enfin... Ses réponses étaient concrètes, simples. Pas comme de se fader une interview de Hollande ou de Valls...

    • Le making-of sur LCI-TF1, où, malgré l’annonce des circonstances « rocambolesques » de l’entretien, on n’apprend pas grand chose.
      • la présentatrice étale à peu près tous les clichés sur Poutine,
      • le passage sur l’interventionnisme é.-u. fait partie visiblement des bests of, j’imagine pour prouver la mauvaise foi de l’intéressé…
      • enfin, surprise !, le monstre n’a pas demandé à voir les questions au préalable. Cette surprise est assez risible, dans la mesure où les questions posées sont d’une prévisibilité absolue…

      Agressif, Gilles Bouleau, le plus impavide des présentateurs ? L’horrible malentendu éclate soudain : Poutine a compris que Bouleau estimait qu’une guerre s’approche (dans le temps), alors que Bouleau exprimait une analyse géographique (dans l’espace). On tremble d’imaginer que des négociations entre chefs d’Etat puissent être exposées à ce genre de malentendus. Erreur de traduction, accusation infondée d’agressivité, réplique énervée ("agressif, moi ?") : le ton peut monter si vite ! Apparemment, la fameuse phrase de Poutine sur Hillary Clinton, qui avait comparé l’armée russe aux nazis ("il est préférable de ne pas débattre avec les femmes"), qui a aussitôt déchaîné Twitter, a été victime du même accident de traduction, Poutine voulant apparemment dire qu’il valait mieux « ne pas se disputer » avec les femmes (erreur de traduction aussitôt signalée par le vigilant concurrent de TF1 à Moscou, le correspondant de France 2 Alban Mikoczy). Peut-être, finalement, est-il préférable pour la paix que Poutine et Obama ne se rencontrent pas. Et si les sommets internationaux étaient davantage source d’escalade que d’apaisement ? Il faudrait revoir toute l’histoire du monde à la lumière de cette hypothèse hardie.

    Situé en bord de mer (et sur des terrains privés), le conservatoire est menacée par la montée des eaux sous l’effet du changement climatique.     • L’#ENTAV (Superbe lieu) est aussi un laboratoire de recherche qui permet de créer des clones exempts de maladies pour les pépiniéristes qui les revendent ensuite aux vignerons. Le souci est de mélanger suffisamment de clones différents sur un terrain, car une maladie inconnue peut rapidement ravager les pieds issus de la même plante.     • J’ai bu dernièrement un vin issu de raisins sauvés du phylloxera (il parait que ce vin et ces vignes sont interdits) qui venait des Cévennes, zut j’ai perdu le nom, mais le goût était assez impressionnant, framboise, fruits rouges, boisé, paysan, large palette de parfum et de goût, vraiment autrement.

      D’après le texte officiel, celle loi avait pour but assainir le marché des vins.
      En fait, elle a introduit de manière légale la notion de « cépages interdits » en viticulture.

      Ceux-ci s’appelant Clinton, Noah, Jacquez, Herbemont, Othello, Isabelle.

      Le recours à l’arrachage et surtout à l’interdiction constituent, il faut le souligner, des faits extrêmement rares dans l’histoire de la vigne L’empereur Domitien a appliqué ce procédé le premier à ma connaissance, on trouve par la suite quelques rares édits de Philippe le Hardi, de Charles IX et de Louis XV imposant ces mêmes solutions.
      Pour des raisons de surproduction, la Tunisie a aussi appliqué ces recettes en 1930.
      Rappelons que, dans la loi du 24 Décembre, l’arrachage ne s’applique qu’aux hybrides producteurs directs.

    • Il s’avère finalement que le #cépage Clinton justement à cause de sa résistance au phylloxera est un cépage hybride américain importé en france au XIXem siècle, mais qui a ensuite été interdit en 1935. Et j’ajouterai, que c’était déjà histoire de faire couler les petits producteurs viticoles…

    The most irritating thing in Tuesday’s celebration was the exaggeration. The exaggerated praise: Peres, with all due respect, is not a social Albert Einstein like Clinton called him. He did not invent the theory of relativity, he did not invent science or nanotechnology, although he often mentions them in his speeches, both relevantly and irrelevantly.
     
    He is an extremely talented man who devoted his life to politics. Peres has been part of nearly every single thing that happened in the 65 years of the State of Israel, for better or for worse. He had great achievements. He made great mistakes. Sometimes it seems that he keeps on talking about the future because he would rather not deal with his past mistakes. A tempestuous political career, one of the longest and most fascinating in the world, was turned into kitsch, into barefoot girls doing rhythmic exercises to the sounds of “Give Peace a Chance.”
     
    Netanyahu delivered a speech in which he described himself as the contractor executing Peres’ vision. Peres dreamed of security and peace, and Netanyahu is doing just that. Netanyahu’s speech was an excellent example of the power of hypocrisy in politics. If Peres and Netanyahu are one and the same, a teacher and his student, why did they attack each other for so many years?
     
    What do Israelis understand when they hear such speeches? They understand that politics has nothing to do with a worldview. It’s all about personal ambition and ego. They are being led by people who are not serious (Clinton, slightly sarcastically, complimented Netanyahu for the praise he offered Peres. He said that in America such praise had ceased to exist).
     
    Megalomaniac production
    Although many words were said throughout the night, they skipped entire chapters in Peres’ career. They skipped his historic role as the father of settlements in the heart of the West Bank, the father of Ofra, Kedumim and Elon Moreh; they skipped the fact that until 1977, after being in politics for decades, Peres had stuck to rightist views, both on security-related issues and on social issues. He shifted to the left not because he had seen the light but because he had been sent to the opposition and felt he had to position himself against the Likud.
     
    They skipped his miserable year as prime minister, after the Rabin murder, during which he lost his ability to make decisions and did all he could to delay the Oslo process which he started. They skipped his willingness to serve as a fig leaf for Netanyahu’s policy on the Palestinian issue, while in private conversations he has very harsh things to say against it.
     

    One of Peres’ greatest virtues is his ability to foster a talented and effective team of assistants. This team put on a marvelous production on Tuesday night – too marvelous. As every bar mitzvah boy knows, a megalomaniac production can destroy the most sincere celebration.
     
    Peres is an excellent president, one of the best we’ve ever had. He is the most popular Israeli in the world – a strategic asset whose value cannot be measured. For all these things he deserves a big thank you, not a cult of personality.

    Manning made it clear last Thursday that he leaked the documents to Wikileaks because he saw serious problems in US foreign policy. Problems which are as serious as they can be: war crimes, criminal behavior at the highest levels up to Secretary of State Clinton, unethical behavior and bullying of other nations.

    To date AFRICOM and US leaders have often said one thing and done another. While the US is a champion of democracy, self interest is writ large. AFRICOM is a force multiplier, closely connected to NATO and friendly, resource rich interests. This commercial imperative rules all relationships; it is naïve to believe otherwise.

    If the US wants to be taken seriously, it needs to move beyond duplicity. It cannot dump subsidised US grown crops and US Aid, destroying local and regional markets, and not expect logical consequences – unemployment, instability and radicalism. This myopia cannot be corrected by military action. US food aid policies clearly need to be reframed to the same extent as AFRICOM.

    As President Mandela told President Clinton during his 1998 visit to South Africa, the US can expect to be told to go and “jump in a big pool” if they wish to dictate how Africans run Africa and choose their friends. If AFRICOM specifically, and US detetente with Africa more generally, is to succeed, it must be on a far more equal and nuanced basis.

    However Africa too must learn to negotiate from a position of strength and unity. While the US clearly wishes to engage, this must be in the collective interest. There is competition out there. China, India, Brazil and the G77 all beckon strongly and arguably far more meaningfully than a fading superpower throwing its weight around.

    Africa has as much, if not more to offer the US than vice versa. It is time for the US to realise that the days of neo-colonial dictatorship and policy intervention are drawing to a close. Rumsfeld and his neo-conservatives are gone. The world has changed. The US will be left behind if it fails to internalise these changes.

    Neither can Africa be expected to assume the costs and impacts of US or AFRICOM’s failures. Expecting to play the militarist card and succeed is so yesterday in this age of asymmetrical warfare. Surely the US has learned this after its failures in Vietnam, Iraq and Afghanistan? Africa cannot allow itself to become the latest expansionist playground for US military hubris.
