Ces dernières années, les Américains ont beaucoup reproché à leurs alliés européens de ne pas investir suffisamment dans leurs armées et de sous-traiter leur défense aux Etats-Unis. M. Obama est revenu sur ce point lors d’une conférence de presse avec les représentants de l’UE à Bruxelles le 26 mars, et a exprimé ses « inquiétudes face aux diminutions des crédits militaires chez certains partenaires de l’Otan ».

Afin de contraindre les pays européens à mettre la main à la poche, Obama a poursuivi le désengagement militaire en Europe entamé sous la présidence de George W. Bush. Et il passe désormais à la vitesse supérieure. Invoquant les contraintes budgétaires, Obama a récemment annoncé son intention de réduire l’armée américaine à son plus bas niveau depuis 1940.

Les représentants européens, qui jonglent avec les déficits, ont fait connaître clairement leur opposition à une intervention militaire en Ukraine. Pour l’instant, l’Otan a pris une série de mesures relativement modestes afin de rassurer ses membres de l’est de l’Europe, avec l’envoi de deux avions de surveillance de l’Otan pour patrouiller dans les espaces aériens polonais et roumain.

Si l’Otan souhaitait se montrer plus menaçante, il faudrait repenser entièrement le désengagement stratégique américain en Europe. Les alliés européens devraient revoir à la hausse leurs budgets militaires et relancer le débat sur l’affectation de ces budgets.

L’Otan souhaite que ses pays membres consacrent au moins 2 % de leur PIB à la défense et coopèrent davantage pour éviter les dépenses inutiles. Mais, l’année dernière, seuls quelques pays alliés avaient atteint cet objectif, selon les chiffres de l’Otan. Les Etats-Unis étaient en tête avec 4,1 % de leur PIB, contre 1,6 % en moyenne côté européen.

Al-Qaeda and Saddam Hussein were mortal enemies.

J’évoquerai à ce sujet la réaction que suscita un jour aux Etats Unis, où je présentai à des juristes américains le Conseil constitutionnel, cette composition mixte de l’institution. L’un des intervenants fit remarquer qu’à imiter la France, la Cour suprême des Etats-Unis - dont les membres sont nommés à vie après une procédure rigoureuse et publique - compterait comme membres les présidents Jimmy Carter, George Bush, Bill Clinton et George W. Bush ! A cette évocation, une hilarité générale secoua la salle, et j’eus le sentiment que, depuis Montesquieu, la raison constitutionnelle française avait perdu de son éclat chez nos amis américains !

New research shows many so-called experts who appeared on television making the case for U.S. strikes on Syria had undisclosed ties to military contractors. A new report by the Public Accountability Initiative identifies 22 commentators with industry ties. While they appeared on television or were quoted as experts 111 times, their links to military firms were disclosed only 13 of those times. The report focuses largely on Stephen Hadley, who served as national security adviser to President George W. Bush. During the debate on Syria, he appeared on CNN, MSNBC, Fox News and Bloomberg TV. None of these stations informed viewers that Hadley currently serves as a director of the weapons manufacturer Raytheon that makes Tomahawk cruise missiles widely touted as the weapon of choice for bombing Syria. He also owns over 11,000 shares of Raytheon stock, which traded at all-time highs during the Syria debate. We speak to Kevin Connor of the Public Accountability Initiative, a co-author of the report.

"Récemment divers articles sont venus rappeler l’existence d’un ancien projet géostratégique américain de grande ampleur, visant à remodeler le monde musulman via la modification des frontières existantes et la création de nouveaux Etats. Le projet, qui porte le nom de grand Moyen-Orient, a vu le jour au sein des analyses stratégiques américaines des années 50, mais a été mentionné en 2002 (le président Bush annonçant incidemment dans un discours à l’université de Caroline du Sud son intention de lancer une initiative de partenariat avec le Proche-Orient), puis en 2003 (discours du président George W. Bush à la NED) et enfin en 2004 lors du discours annuel du président sur l’état de l’Union.

Ce grand Moyen-Orient ne s’arrête pas en fait au Moyen-Orient actuel, mais s’étend tant au Caucase qu’à l’Asie centrale ou encore au Pakistan, à la Turquie et à certains pays d’Afrique noire. De quoi s’agit-il ?

Pour les stratèges américains en effet, l’ensemble du Moyen-Orient serait tiraillé par des dynamiques ethniques et confessionnelles qui remettraient en cause le tracé des frontières issues des accords Sykes-Picot. A cette fin, un plan de redécoupage de cinq nations devrait aboutir à la constitution de 15 nouvelles entités étatiques ou régionales, recomposées sur des bases ethnico-religieuses et donc transnationales, comme on peut le voir sur cette carte. Comme on peut le constater, il s’agit de créer des entités autonomes et homogènes, tant ethniquement que religieusement.

Ce projet de scinder cette hyper-région pourrait se faire, selon l’une des intellectuelles en pointe de cette réflexion, via notamment la création de trois cités-États que seraient Bagdad, Misrata et Djébel el-Druze, soit deux villes libyennes et une ville syrienne. On ne saurait mieux comprendre les obsessions occidentales (sous domination américaine) à détruire la Libye de Kadhafi et la Syrie d’Assad, pions essentiels mais surtout obstacles principaux à la réalisation de ce projet assez surprenant.

Celui-ci amène à se poser plusieurs questions.

On peut se demander où pourraient mener ces fragmentations d’Etats souverains et se poser la question de savoir si l’affaiblissement des États de cette région via le séparatisme pourrait faire le lit d’un fondamentalisme islamique dont on sait à quel point il peut être destructeur pour la région.

On peut aussi se demander quel est l’objectif souhaitée par les stratèges américains d’aller finalement modifier des frontières (certes imparfaites mais existantes) d’Etats souverains. Est-ce pour définitivement remettre en cause l’Ordre et l’état des choses imposés par les européens au siècle dernier suite au démembrement de l’Empire ottoman en remettant la Turquie, devenu l’allié américain dans la région, au centre du grand jeu ?

La volonté de se mêler du destin de pays appartenant a des zones d’influences d’autres puissances régionales (russes et chinoises en Asie centrale ou dans certains pays musulmans non alignés comme la Libye ou la Syrie) est elle une forme d’agression en velours pour porter atteinte à l’influence régionale de ces pays ?

Ce scénario semble de moins en moins improbable alors que le projet américain pour le Moyen-Orient et le monde musulman rappelle de plus en plus le démantèlement de la Yougoslavie, dont la fragmentation imposée sur des bases ethnico-religieuses a abouti à l’apparition de petites nations homogènes et pour le coup alignées, que l’on pense à la Croatie, la Slovénie ou encore plus récemment au Kosovo.

Dans ce contexte, la guerre en Syrie prend de plus en plus d’importance tant elle devrait avoir pour conséquence directe soit une perpétuation de ces processus, soit au contraire signifier leur coup d’arrêt. On comprend mieux dès lors pourquoi la guerre médiatique contre l’Etat syrien est aussi intense.

Sur les liens financiers directs et indirects des « experts » et « think tanks » qui ont appelé aux frappes contre la Syrie avec l’industrie de l’armement et la non divulgation de ces liens par les médias étasuniens.

During the public debate around the question of whether to attack Syria, Stephen Hadley, former national security adviser to George W. Bush, made a series of high-profile media appearances. Hadley argued strenuously for military intervention in appearances on CNN, MSNBC, Fox News, and Bloomberg TV, and authored a Washington Post op-ed headlined “To stop Iran, Obama must enforce red lines with Assad.”

In each case, Hadley’s audience was not informed that he serves as a director of Raytheon, the weapons manufacturer that makes the Tomahawk cruise missiles that were widely cited as a weapon of choice in a potential strike against Syria. Hadley earns $128,500 in annual cash compensation from the company and chairs its public affairs committee. He also owns 11,477 shares of Raytheon stock, which traded at all-time highs during the Syria debate ($77.65 on August 23, making Hadley’s share’s worth $891,189). Despite this financial stake, Hadley was presented to his audience as an experienced, independent national security expert.

Though Hadley’s undisclosed conflict is particularly egregious, it is not unique. The following report documents the industry ties of Hadley, 21 other media commentators, and seven think tanks that participated in the media debate around Syria. Like Hadley, these individuals and organizations have strong ties to defense contractors and other defense- and foreign policy-focused firms with a vested interest in the Syria debate, but they were presented to their audiences with a veneer of expertise and independence, as former military officials, retired diplomats, and independent think tanks.

The report offers a new look at an issue raised by David Barstow’s 2008 Pulitzer Prize-winning New York Times series on the role military analysts played in promoting the Bush Administration’s narrative on Iraq. In addition to exposing coordination with the Pentagon, Barstow found that many cable news analysts had industry ties that were not disclosed on air.

If the recent debate around Syria is any guide, media outlets have done very little to address the gaps in disclosure and abuses of the public trust that Barstow exposed. Some analysts have stayed the same, others are new, and the issues and range of opinion are different. But the media continues to present former military and government officials as venerated experts without informing the public of their industry ties – the personal financial interests that may be shaping their opinions of what is in the national interest.

Here are some of the individuals who have been involved since 9/11 in detainee abuse and torture, and potential war crimes, and have never been prosecuted.

George W. Bush
George W. Bush was president when the U.S. invaded Iraq based on faulty intelligence, tortured terror prisoners and conducted extraordinary renditions around the world.

“Enhanced interrogation,” a Bush administration euphemism for torture, was approved at the highest level. A “principals committee” composed of Vice President Dick Cheney, National Security Advisor Condoleezza Rice, Defense Secretary Donald Rumsfeld, Secretary of State Colin Powell, CIA Director George Tenet and Attorney General John Ashcroft signed off on the methods.

“There are solid grounds to investigate Bush, Cheney, Rumsfeld, and Tenet for authorizing torture and war crimes,” said Kenneth Roth, executive director of Human Rights Watch, when the group released a report called “Getting Away With Torture” in 2011.

Dick Cheney
As Bush’s vice president, Cheney pushed the nation over to the “dark side,” as he called it, in the war on terror.

The U.S. used extraordinary renditions to swoop up terror suspects and send them to repressive regimes in places like Syria and Libya for torture. Cheney was the key driver in producing the faulty intelligence that led the U.S. into war in Iraq. And he steadfastly defended the CIA’s use of water-boarding and other torture tactics on U.S. prisoners.

Cheney “fears being tried as a war criminal,” according to Colin Powell’s former chief of staff Col. Lawrence Wilkerson, but he never has been.

Donald Rumsfeld
One of the planners of the Iraq War, Rumsfeld steadfastly maintained while Defense Secretary under Bush that U.S. soldiers did not have an obligation to stop torture being used by their Iraqi counterparts. He also approved of “stripping prisoners naked, hooding them, exposing prisoners to extremes of heat and cold, and slamming them up against walls” at Guantanamo.

While deployed to Iraq, Manning discovered that Iraqi soldiers had arrested members of a political group for producing a pamphlet called “Where Did the Money Go?” decrying corruption in the cabinet of Prime Minister Nouri al-Maliki.

“‘i immediately took that information and ran to the officer to explain what was going on,” Manning wrote in the chat logs. “he didn’t want to hear any of it … he told me to shut up and explain how we could assist the FPs in finding MORE detainees.”

George Tenet and CIA torturers
Tenet was the CIA chief who told Bush that the case for war with Iraq was a “slam dunk.” Under his watch, the CIA waterboarded Khalid Sheikh Mohammed, Abu Zubaydah and Abd al-Rahim al-Nashiri.

Further down the chain of command at the spy agency, lower-level officers have escaped prosecution for killing a prisoner in Iraq and one in Afghanistan in CIA custody. Attorney General Eric Holder in 2012 ruled out prosecuting anyone responsible for those deaths.

In sharp contrast, former CIA agent John Kiriakou is currently serving a 30-month sentence for revealing to reporters the names of interrogators involved in detainee abuse.

Abu Ghraib higher-ups
Although low-level soldiers like former Army Reserve Specialist Lynndie England were court-martialed for their role in detainee abuse at this notorious prison in Iraq, graphically illustrated in photos, the only officer prosecuted in the case had his conviction tossed out.

A 2009 Senate Armed Services Committee report found that the abuses at Abu Ghraib were not the result of a few unmonitored bad apples but rather the direct result of “enhanced interrogation” practices approved of by officials much higher up in the Bush administration.

Le 29 mai 2003, il y a donc exactement dix ans, Friedman jubilait. Il estimait avoir gagné la partie. Partisan du conflit engagé par George W. Bush, il n’avait peut-être pas obtenu comme il le souhaitait que la France soit privée de son siège au conseil de sécurité pour s’être comportée comme un enfant « en classe maternelle » incapable de « jouer avec les autres ». Mais la guerre paraissait alors terminée dans d’excellentes conditions pour les #Etats-Unis, dont le président venait d’ailleurs de proclamer la mission « accomplie ». Cela donna à #Friedman l’occasion de claironner lui aussi.

Il n’y résista pas...

Le propos qui suit n’a pas pour unique intérêt de rappeler ce qui fut dit à l’époque par l’un des journalistes les plus influents du monde. Il amène également à réfléchir au côté insubmersible de certains commentateurs, diplomatiques (la même chose est vraie pour les financiers. Car dix ans plus tard, avec un aplomb intact, Thomas Friedman continue à dispenser ses prêches et à asséner ses leçons.

... the NSA now focuses much of its espionage resources on stealing what spies euphemistically call “electronic data at rest.” These are the secrets that lay inside the computer networks and hard drives of terrorists, rogue nations, and even nominally friendly governments. When President Obama receives his daily intelligence briefing, most of the information comes from government cyberspies, says Mike McConnell, director of national intelligence under President George W. Bush. “It’s at least 75 percent, and going up,” he says.

The key role NSA hackers play in intelligence gathering makes it difficult for Washington to pressure other nations—China in particular—to stop hacking U.S. companies to mine their databanks for product details and trade secrets. In recent months the Obama administration has tried to shame China by publicly calling attention to its cyber-espionage program, which has targeted numerous companies, including Google (GOOG), Yahoo! (YHOO), and Intel (INTC), to steal source code and other secrets. This spring, U.S. Treasury Secretary Jacob Lew and General Martin Dempsey, chairman of the Joint Chiefs of Staff, traveled to Beijing to press Chinese officials about the hacking. National Security Advisor Thomas Donilon is scheduled to visit China on May 26.

Afghanistan : le vrai coût des guerres

Quand Larry Kingsley, conseiller économique de George W. Bush, estima que la guerre en Irak coûterait 200 milliards plutôt que les 50 milliards annoncés par le président, il dut démissionner. Dix ans après, les estimations atteignent plus de 4 400 milliards, soit le PIB de la Chine ! Le site National priorities estime à 600 milliards de dollars le coût de la guerre en Afghanistan. Qu’en sera-t-il pour la France peu habituée à ce genre de calcul, à l’heure du retrait ?

 

Depuis 2010, cette guerre accapare plus de la moitié des ressources budgétaires annuelles des opérations extérieures de la France (Tchad, Liban, Haïti…), soit 1,3 million par jour. Mais ces chiffres n’identifient que le surcoût, soit les dépenses supplémentaires occasionnées par un engagement extérieur (augmentation des soldes, frais de transport, nouveaux équipements, munitions consommées, etc.). Rapatrier 3 600 soldats français déployés en permanence en Afghanistan a un coût évalué entre 300 et 500 millions d’euros. A ce jour, seule la voie aérienne est empruntée, avec des gros-porteurs russes Antonov 124, 60 à 80 rotations seront indispensables (soit 36 à 40 millions d’euros). Les voies routières ne sont pas encore ouvertes. Celle du Pakistan, objet d’un accord négocié par Washington, est soumise aux aléas des tirs de drones américains. Ce sera 4 à 5 millions d’euros en taxes diverses. Depuis 2002, la guerre aurait donc coûté à la France entre 5 à 7 milliards d’euros.

More humiliating revelations for Arab people in this week’s Independent on Sunday which showed how the invasion of Iraq was an ugly intervention designed solely to serve Western interests and strengthen Israel’s regional domination. The IoS detailed how British Prime Minister, Tony Blair, had no intention of going to war with Iraq until he visited George W. Bush in April 2002. MI6 officers told the paper that Blair was ’star struck’ by Bush, with whom he spent an evening alone, and returned from the trip ’a changed man’. The same sources also revealed that Blair went to visit Bush on his ranch thinking they would be planning a war against Libya’s Colonel Gadhafi, whom Blair considered much more dangerous. He knew from the outset that what little stocks of Weapons of Mass Destruction (WMD) Saddam possessed would fit ’in the back of a small truck’. Blair, having overcome his surprise that the target was to be Saddam Hussein and not Gadhafi, and being a paragon of democracy, like the overwhelming majority of Western rulers, returned to London and prepared a series of lies in order to rally the British public behind a war on Iraq. A war against a besieged country, with a starved people, on the pretext of a lie. (…) On the tenth anniversary of the occupation of Iraq, the prominent role played by Rafid Janabi was revealed. Rafid is the Iraqi who fabricated – following instructions from the CIA and German intelligence – the lie of mobile biological and chemical weapons laboratories.

(…) We now demand an investigation, conducted by Arabs, into the role of our Arab leaders in this war, which led to the martyrdom of millions of Iraqis, orphaned four million children, and destroyed an Arab country.

Il faut attendre les commentaires pour entendre parler de la loi No Child Left Behind (#NCLB), grand œuvre de G. W. Bush en 2001 dont l’objectif était d’améliorer le niveau scolaire en mettant en place des « objectifs mesurables » (par des tests…) Les écoles ne remplissant pas les standards plusieurs années de suite étant « punies » (de plus en plus contraintes) et, au final, passant sous contrôle de l’état.

Dans le genre, c’est un sommet de la culture du résultat . Il y a déjà eu quelques scandales, mais en général au niveau des écoles, voire de professeurs individuellement, pas encore au niveau du district scolaire.

Ce qui est surprenant, c’est qu’on en ait repéré si peu…

Bush was only a few days away from speaking to the United Nations’ General Assembly about Iraq’s renewed efforts to acquire banned weaponry. And, in a month, the president was going to Congress to seek a resolution approving of a war against Iraq. A Sunday morning story, September 8, 2002, in the New York Times made the U.N. speech and the congressional debate much easier for the White House.

Under the headline, “Threats and Responses: The Iraqis; U.S. Says Hussein Intensifies Quest for A-Bomb Parts,” a 3,603 word story by Michael R. Gordon and Judith Miller detailed the administration’s case against Saddam Hussein related to weapons of mass destruction.

Of course, that’s not the way journalism really works. Otherwise, reporters could easily be replaced with stenographers and people to read and publish e-mail news releases. Actually, if Miller had spoken to one of the various scientific organizations when she wrote the first story, including the leading groups in her own country, she would have learned there was almost no chance the tubes were going into a centrifuge. Her list of interview subjects needed to include contradictory voices and opinions on the uses of the aluminum tubes. There was certainly plenty of them out there.

Miller and Gordon’s inability to find a divergent opinion in a city full of political minds, scientists, and think tanks, has remained a perplexing mystery among their colleagues.

An Iraq War veteran who joined the U.S. Army two days after 9/11 has written a powerful open letter to former President George W. Bush and ex-Vice President Dick Cheney accusing them of war crimes, “plunder” and “the murder of thousands of young Americans—my fellow veterans—whose future you stole.”

Tomas Young, who was shot and paralyzed during an insurgent attack in Sadr City in 2004, five days into his first deployment, penned the letter from his Kansas City, Mo., home, where he’s under hospice care.

“I write this letter, my last letter, to you, Mr. Bush and Mr. Cheney,” Young wrote in the letter published on Truthdig.com. “I write not because I think you grasp the terrible human and moral consequences of your lies, manipulation and thirst for wealth and power. I write this letter because, before my own death, I want to make it clear that I, and hundreds of thousands of my fellow veterans, along with millions of my fellow citizens, along with hundreds of millions more in Iraq and the Middle East, know fully who you are and what you have done. L’ancien vice-président des Etats Unis Dick Cheney a justifié avec véhémence la torture de présumés terroristes par des interrogateurs Américains au temps de l’administration George W. Bush.

Dans un documentaire sur sa vie et sa carrière qui doit être diffusé cette semaine, M. Cheney a rejeté l’idée que les responsables américains doivent mettre en danger la vie des Américains dans le souci de préserver leur propre « honneur ».

 » Dites-moi quel attentat terroriste vous auriez laissé faire parce que vous n’avez pas envie d’être un type cruel et méchant, » a-t-il dit, lorsqu’on lui a demandé si le waterboarding [simulation de noyade] des suspects d’Al-Qaïda était justifié.

« Devant le choix consistant à faire ce que nous avons fait ou reculer en disant ‘nous savons que vous êtes au courant du prochain attentat contre les Etats Unis, mais nous n’allons pas vous forcer à nous dire ce que vous savez, parce que ça pourrait donner une mauvaise image de nous,’ je n’hésite pas une seconde. »

La gestion des présumés terroristes par les Etats Unis fait encore l’objet d’un vif débat plus de onze années après les attentats du 11 septembre 2001 qui avaient amené M. Bush à approuver les « techniques d’interrogatoire améliorées » de la CIA. Des suspects avaient été soumis au waterboarding – qui leur donne la sensation d’être en train de se noyer – ainsi qu’à l’obligation de rester nus, ou de rester confinés dans des espaces réduits et d’être projetés violemment contre les murs.

Le 11 janvier, 11 ans jour pour jour après l’ouverture de la célèbre prison de #Guantanamo par l’administration Bush, le #film Zero Dark Thirty de Kathryn Bigelow sur la chasse d’Oussama Ben Laden sort sur tous les écrans (aux Etats-Unis - NdT). A l’évidence, les producteurs et distributeurs ignorent tout de la signification de cette date – une illustration parfaite de l’insouciance et inconscience de ce film qui sera malheureusement perçu par de nombreux esprits Américains comme un documentaire historique.

Le fait est que Zero Dark Thirty aurait pu être écrit par le cercle rapproché des conseillers à la sécurité nationale qui ont assisté le Président George W. Bush dans la mise en place de la politique post-11/9 qui a abouti à l’ouverture de la prison de Guantanamo et d’un réseau global de « sites noirs » clandestins et constituer dans la foulée tout un monde clandestin d’injustices et de tortures sordides – qualifiées par euphémisme de « techniques d’interrogatoires poussés ». C’est aussi un film qui aurait pu être promu (et il l’a d’ailleurs été) par l’administration Obama qui a défendu l’impunité pour de tels actes. Il aurait pu être intitulé « Retour vers le Futur, 4ème partie », car le film, comme la population à laquelle il s’adresse, semble être coincée pour toujours dans un espace-temps marqué par le désir de vengeance et d’orgueil qui a balayé le pays au lendemain des attentats du 11/9.

Israeli Prime Minister Benjamin Netanyahu complained to his cabinet on Sept. 2 that “the international community is not setting Iran a clear red line and Iran does not see international determination to stop its nuclear project.”

But Netanyahu also is having trouble convincing the Israeli people about the need to attack Iran, with one recent poll indicating less than one-third of respondents favor a military strike.

Ten years ago this week, President George W. Bush faced a similar dilemma in persuading the American public that it was necessary to go to war with Iraq. Like Netanyahu, the Bush administration also resorted to the specter of a hypothetical nuclear threat to rally the public.

On Sept. 8, 2002, National Security Advisor Condoleezza Rice, in a CNN interview with Wolf Blitzer, spoke of intercepted shipments to Iraq of “aluminum tubes … that are really only suited for nuclear weapons programs, centrifuge programs. …

“The problem here is that there will always be some uncertainty about how quickly [Iraqi President Saddam Hussein] can acquire nuclear weapons. But we don’t want the smoking gun to be a mushroom cloud.”

Canada’s hesitation has had a dangerous ripple effect at Guantanamo. The chief U.S. prosecutor, Brigadier General Mark R. Martins, has wisely sought to reach plea bargains with detainees willing to testify against inmates considered higher up the al- Qaeda ladder. By leaving Khadr in limbo, Canada has jeopardized similar deals with other inmates.

One detainee, Soufiyan Barhoumi, a minor al-Qaeda figure from Algeria, is willing to testify against Abu Zubaydah, the Palestinian whom President George W. Bush accused of being al- Qaeda’s chief of operations. Yet Zubaydah, who has been held without charges for a decade and was waterboarded 83 times, has also been described by military and law enforcement sources as little more than a travel agent for the terrorist group.

Charging and trying Zubaydah could resolve the questions about his past and shed light on the torture he suffered. That seems less likely to happen without Barhoumi’s cooperation, which is contingent on repatriation to Algeria. His lawyer told the New York Times, “the fact that Khadr remains at Guantanamo beyond when he was supposed to be transferred is a significant hindrance in my client’s willingness to participate in negotiations with the government.”
