Hamas looks to rebrand internationally with new policy document

Raed Enairat, a professor of political science at An-Najah National University in Nablus and head of the Contemporary Center for Studies and Policy Analysis, told Al-Monitor that based on what he had gather from leaks, “The Hamas document is not a ticket for Hamas to join the international community, but it is perhaps a step on the path toward breaking out of its isolation. Before allowing Hamas access to its ranks, the international community will have basic demands, such as Hamas recognizing Israel. This would mean that it is still too early for Hamas to replace the Palestine Liberation Organization as the representative of the Palestinian people in regional and international forums and that the document will not speed up this process.”

Also based on leaks about the document, Haaretz correspondent Jack Khoury wrote March 8 that it will stress that peaceful popular struggle against Israel is a legitimate approach, along with armed struggle, a move that could facilitate the movement’s contacts with the international community.

In a March 15 article for the Arabi 21 website, Jordanian political writer Majed Abu Dyak wrote that he had obtained a copy of the document that includes Hamas agreeing to the establishment of a Palestinian state within the 1967 borders as an interim solution to the conflict with Israel, but without acknowledging the legitimacy of Israeli sovereignty over the land of historic Palestine (that is, recognizing Israel) or waiving refugees’ right to return. If accurate, it would appear that Hamas’ end goal remains Palestinian rule over all of pre-1948 Palestine.

A senior Hamas leader who requested anonymity revealed some procedural details to Al-Monitor, stating, “Hamas began work on the document two years ago. The document has been submitted to the movement’s governing bodies, the political bureau and Shura Council. Legal and political parties inside Hamas are currently editing the document and translating it from Arabic into French and English. Hamas’ current head, Khaled Meshaal, will be presenting the document in late March or early April.”

Yahya Sinouar (55 ans), membre de l’aile armée du Hamas, a été élu lundi dernier à la tête du bureau politique de Gaza.

Il a remplacé Ismaël Haniyeh, qui est considéré par beaucoup d’observateurs comme le successeur le plus probable du chef du Hamas en exil Khaled Meshaal.

Yahya Sinouar, diplômé en arabe, est né dans le camp de réfugiés de Khan Younis, dans le sud de Gaza.

Il a fondé le « Majd », l’un des services de renseignement du Hamas, et a été arrêté par Israël en 1988 pour « activité terroriste » et condamné à quatre peines d’emprisonnement à perpétuité.

Sinouar a été libéré en octobre 2011 en vertu d’un accord visant à échanger plus de 1 000 prisonniers palestiniens contre la libération de Gilad Shalit, un soldat israélien capturé cinq ans plus tôt.

It is rather unnerving to come face to face with a man regarded by many people in the West as the leader of a terrorist organisation, and by possibly more people elsewhere in the world as the head of a legitimate resistance movement. It might, I suppose, have been the same for journalists meeting the late Nelson Mandela when politicians in Britain and America, for example, called him a terrorist who “should be shot” (according to Teddy Taylor, a British MP, in the mid-80s) while to most others he was a freedom fighter to be admired and supported.

Is the switch from sinner to saint going to be the same for the head of the Hamas political bureau, Khaled Meshaal? Time will tell, but seeing that the Islamic Resistance Movement was described just last week in Britain’s unelected second chamber by hereditary peer Viscount Slim as “one of the nastiest and most vicious terrorist organisations in the world”, it seems that there is a lot of ground to make up. Convincing people like John Slim that resistance against Israel’s occupation of Palestinian “by any means available” is not only a legal right for the people under occupation but also, according to Meshaal, a “duty”, is likely to be an uphill struggle. Struggle, though, is what Palestinians have been born into for almost 100 years.

Ofir Gendelman, porte-parole du Premier Ministre Netanyahou, a posté sur son compte twitter : « Une cellule de 93 membres du Hamas a été arrêtée, elle avait prévu de renverser l’Autorité [Nationale] Palestinienne, de s’emparer de la Cisjordanie et de lancer des attaques terroristes contre Israël qui auraient déstabilisé la Cisjordanie ».

De son côté, la radio israélienne citait le Service de Sécurité Intérieure israélien, le Shabak [ou Shin Bet] disant « un fusil M-16, des pistolets et des lance-roquettes avaient été saisis avec de grandes quantités de munitions et une somme de 6.000 shekels [1.285€], une voiture et une maison dans le village d’al-Awjah près de Jéricho, lesquels avaient été préparés dans des buts terroristes ».

Le moment choisi pour révéler cette prétendue cellule en insistant bien sur le fait que Khaled Meshaal, chef du Bureau politique du Hamas, était au courant, et que Riyad Nasir, chef de la cellule, avait été recruté par Saleh al-Arouri, un dirigeant du Hamas qui réside en Turquie : tous ces facteurs pris ensemble confirment qu’il existe un plan pour assassiner les deux hommes, Meshaal et Arouri ensemble, sur la base de leur implication dans cette opération.

De hauts responsables de la ligne dure de l’extrême droite israélienne, dont certains parlementaires, ont appelé à assassiner Meshaal en envoyant un commando à Doha où il se trouve, afin de le liquider physiquement en raison de sa direction du Hamas et de son approbation des attaques de missiles lancés vers les colonies israéliennes au nord de la bande de Gaza.

Il n’est pas inhabituel que l’évocation du nom de l’homme dirigeant une prétendue cellule soit une préliminaire à sa liquidation, et nous devons nous rappeler que Netanyahou était Premier Ministre quand la tentative d’assassinat de Meshaal a été conduite par une cellule du Mossad dans la capitale jordanienne, il y a 15 ans.

La maladresse de ce médiocre scénario ne convaincra même pas les plus naïfs ; en effet, comment cette cellule renverserait-elle l’Autorité de Ramallah avec 6 pistolets, un fusil M-16 et 7 lance-roquettes, sans parler des 1.285€ ? Et en toute naïveté, si cette cellule a été arrêtée en mai dernier, pourquoi l’annoncer trois mois plus tard, juste pendant l’agression contre Gaza et la formation d’une délégation unifiée pour négocier au Caire sous médiation égyptienne ?

Israël n’est pas juste un état qui a raté son agression contre une petite bande terre comme l’enclave de Gaza et contre les factions de la résistance qui la défendent, il a également échoué dans ses mensonges médiatiques et politiques ainsi que dans sa guerre psychologique, parce ce plan allégué est de facture et de production médiocres.

Malgré tout nous devons attirer l’attention, vu l’état de défaite et de rupture qu’expérimente le gouvernement Netanyahou, et vu la confusion qui en résulte, sur la nécessité de rester vigilants quant à une opération d’assassinat possible de dirigeants du Hamas visant à compenser sa sévère défaite à Gaza.

Hizbullah Secretary-General Sayyed Hassan Nasrallah expressed solidarity on Monday with the Palestinian people, voicing support to Hamas.

In a phone call between Nasrallah and Hamas leader Khaled Meshaal, the Hizbullah chief stressed that the Lebanese resistance stands by the intifada of the Palestinians.

“We stand by the the intifada and the resistance of the Palestinian people and we share the same will, hopes and fate,” Nasrallah told Meshaal, according to a statement issued by Hizbullah’s press office.

J’ai découvert un livre exceptionnel et des plus passionnants – une histoire politique sérieuse que l’auteur a rendue sous la forme d’un thriller à rebondissements. Au coeur de l’ouvrage, se trouve le récit de la manière dont, en 1997, les services secrets israéliens du Mossad ont tenté d’assassiner Khaled Meshaal, le chef du Hamas, en plein jour dans les rues d’Ammam en Jordanie. Sous couvert d’ouvrir une canette de coca-cola, les assassins avaient pulvérisé un poison violent dans son oreille.

Mais les agents du Mossad n’avaient pas pu s’enfuir. Les gardes du corps de Khaled [Meshaal] réussirent à en capturer deux et les autres durent se réfugier dans l’ambassade israélienne. Alors que Meshaal sombrait dans le coma, des troupes jordaniennes cernèrent l’ambassade israélienne et, après les protestations d’un roi Hussein de Jordanie furieux, Bill Clinton fit pression sur le premier ministre israélien Benjamin Netanyahu pour qu’il tente de régler le problème.

Netanyahu avait d’abord affirmé qu’il était trop tard pour annuler les effets du poison. Mais quand Hussein ajouta la menace qu’en cas de décès de Meshaal, les agents du Mossad détenus par la Jordanie seraient tous pendus, l’antidote fut rapidement fourni. Meshaal survécut, de justesse, et le cadre de son ascension politique phénoménale était mis en place.

Les sondages actuels montrent que 90% des israéliens soutiennent l’agression par bombardements aériens contre Gaza. En revanche, ils ne sont que 30% à vouloir une opération terrestre.

Les sondages sont également favorables pour Netanyahou et Ehud Barak, ils ont tous deux fait un bond de 20% dans les intentions de vote selon Haaretz (article réservé aux abonnés ou aux inscrits).

Par comparaison avec l’agression de décembre 2008-janvier 2009, l’universitaire libanaise Amal Saad Ghorayeb rappelle que les sondages étaient également bons pour Ehud Olmert, qui était premier ministre de l’Etat d’Israël à l’époque.

Et lors de la seconde guerre du Liban de juillet 2006, Olmert étaient dans les premiers jours de l’offensive à plus de 78% d’opinions favorables voire plus. A l’a fin de guerre des 34 jours, Olmert avait littéralement plongé puisqu’aucun des objectifs fixés à la guerre n’avaient été atteints.

Actuellement, les derniers sondages sont favorables à Netanyahu et Barak qui sont respectivement à 55 % et 52% et ceci malgré la profonde crise sociale que connait Israël.

Par conséquent, c’est pour ces raisons que Nethanyaou a pris l’initiative de demander une trêve à l’aide des Egyptiens et des turcs. C’est pour lui, l’occasion idéale de transformer son agression sanglante en gains politique.

De plus, Obama est contre une opération terrestre qui risquerait d’occulter la crise syrienne dont nous devrions voir dans les prochaines semaines un durcissement du côté de la ville de Homs...(à suivre).

Khaled Meshaal, le dirigeant politique du Hamas, a rappelé que c’est bien Nethanyaou qui a pris l’initiative de demander la trêve. Meshaal semble avoir bien compris que Nethanyahu veut capitaliser ses gains politiques et veut une trêve rapidement. Plus les choses traînent, plus le risque d’érosion de son « capital politique » est grand.

Que veut Nethanyahu ? Plus de missiles et le droit de poursuivre les résistants en cas de tir.

Khaled Meshaal demande tout simplement que le blocus de Gaza soit levé : ce ne sont pas les Palestiniens qui ont rompu la trêve.

A mon humble avis, si les choses devaient traîner et s’il y a une opération terrestre, l’armée israélienne cherchera à isoler Gaza de l’Egypte en concentrant ses attaques sur l’axe reliant Khan Younes et le point de passage de Rafah et le couloir de Philadelphie au sud de Gaza. C’est sur cette frontière que transitent les armes destinées à la résistance palestinienne.

Hamas has reportedly agreed to join the Palestinian Liberation Organization (PLO) following talks between Hamas leader Khaled Meshaal and Palestinian Authority President Mahmoud Abbas in Cairo on Thursday.

The Associated Press reported the Islamist movement will join the PLO, an umbrella Palestinian organization that was once the main representative of Palestinians, but has been overshadowed in recent years by divisions between Hamas and Fatah.

Hamas has never been a member of the PLO, and its admission into the organization is part of a number of reconciliation steps taken towards forming a unity government with Fatah.
