  • Facebook Takes a Step Into Education Software - The New York Times

    SAN FRANCISCO — Facebook, which transformed communication with its social networking service, now wants to make a similar impact on education.

    The Silicon Valley company announced on Thursday that it was working with a local charter school network, Summit Public Schools, to develop software that schools can use to help children learn at their own pace. The project has been championed by Mark Zucker

    berg, Facebook’s co-founder and chief executive, and one of his top lieutenants, Chris Cox.

    “We’ve seen that there’s an opportunity to help apply our skills to the future of education, and we all wanted to find a way to help make an impact by doing what we do best — building software,” Mr. Cox wrote in a blog post announcing the initiative.❞

    “It’s really driven by this idea that we want to put learning in the hands of kids and the control back in the hands of kids,” Ms. Tavenner said in a telephone interview. The software, she said, allows students to work with teachers to create tailored lessons and projects. Teachers can also administer individualized quizzes that the software can grade and track.

    The platform, which is separate from the Facebook social network, is now being used by nine Summit schools and about 20 others. Ultimately, Ms. Tavenner said, “our motivation is to share it with everyone and anyone who wants it,” including other charters and public school districts. The software would be free for all users.

    Like Internet.org, Facebook’s latest education initiative is not quite philanthropy and not quite business. The company owns the rights to the contributions it makes to Summit’s original software and could use that to eventually enter the education software business.

    Mike Sego, the Facebook engineering director running the Summit software project, said making money was not an immediate goal. “Whenever I ask Mark, ‘Do I need to think of this as business?’ he always pushes back and says, ‘That shouldn’t be a priority right now. We should just continue making this better.’ ”

    A unnamed senior U.S. Defense Department official was quick to tell CBS that Iran was “apparently” behind the Thursday attack on two oil tankers in the Gulf of Oman, followed by State Secretary Mike Pompeo who later told reported that it was his government’s assessment. There’s nothing new about that, but neither is it a decisive proof.

    Who, then, struck the tankers? Whom does this strike serve and what can be done against such attacks?

    In all previous attacks in the Gulf in recent weeks Iran was naturally taken to be the immediate suspect. After all, Iran had threatened that if it could now sell its oil in the Gulf, other countries would not be able to ship oil through it; Tehran threatened to block the Strait of Hormuz, and in any case it’s in the sights of the United States, Saudi Arabia and Israel. But this explanation is too easy.

    The Iranian regime is in the thrones of a major diplomatic struggle to persuade Europe and its allies, Russia and China, not to take the path of pulling out of the 2015 nuclear agreement. At the same time, Iran is sure that the United States is only looking for an excuse to attack it. Any violent initiative on Tehran’s part could only make things worse and bring it close to a military conflict, which it must avoid.

    Iran has announced it would scale back its commitments under the nuclear deal by expanding its low-level uranium enrichment and not transferring the remainder of its enriched uranium and heavy water to another country, as the agreement requires. The International Atomic Energy Agency’s reports reveal that it has indeed stepped up enrichment, but not in a way that could support a military nuclear program.

    It seems that alongside its diplomatic efforts, Iran prefers to threaten to harm the nuclear deal itself, responding to Washington with the same token, rather than escalate the situation to a military clash.

    Other possible suspects are the Iran-backed Houthi rebels in Yemen, who continue to pound Saudi targets with medium-range missiles, as was the case last week with strikes on the Abha and Jizan airports, near the Yemeni border, which wounded 26 people. The Houthis have also fired missiles at Riyadh and hit targets in the Gulf. In response, Saudi Arabia launched a massive missile strike on Houthi-controlled areas in northern Yemen.

    The strike on the oil tankers may have been a response to the response, but if this is the case, it goes against Iran’s policy, which seeks to neutralize any pretexts for a military clash in the Gulf. The question, therefore, is whether Iran has full control over all the actions the Houthis take, and whether the aid it gives them commits them fully to its policies, or whether they see assaults on Saudi targets as a separate, local battle, cut off from Iran’s considerations.

    The Houthis have claimed responsibility for some of their actions in Saudi territory in the past, and at times even took the trouble of explaining the reasons behind this assault or the other. But not this time.

    Yemen also hosts large Al-Qaida cells and Islamic State outposts, with both groups having a running account with Saudi Arabia and apparently the capabilities to carry out strikes on vessels moving through the Gulf.

    In the absence of confirmed and reliable information on the source of the fire, we may meanwhile discount the possibility of a Saudi or American provocation at which Iran has hinted, but such things have happened before. However, we may also wonder why some of the most sophisticated intelligence services in the world are having so much trouble discovering who actually carried out these attacks.

    Thwarting such attacks with no precise intelligence is an almost impossible task, but even if the identity of those responsible for it is known, the question of how to respond to the threat would still arise.

    If it turns out that Iran initiated or even carried out these attacks, American and Saudi military forces could attack its Revolutionary Guards’ marine bases along the Gulf coast, block Iranian shipping in the Gulf and persuade European countries to withdraw from the nuclear deal, claiming that continuing relations with Iran would mean supporting terrorism in general, and maritime terrorism in particular.

    The concern is that such a military response would lead Iran to escalate its own and openly strike American and Saudi targets in the name of self-defense and protecting its sovereignty. In that case, a large-scale war would be inevitable. But there’s no certainty that U.S. President Donald Trump, who wants to extricate his forces from military involvement in the Middle East, truly seeks such a conflict, which could suck more and more American forces into this sensitive arena.

    An escape route from this scenario would require intensive mediation efforts between Iran and the United States, but therein lies one major difficulty – finding an authoritative mediator that could pressure both parties. Russia or China are not suitable candidates, and ties between Washington and the European Union are acrimonious.

    It seems that all sides would be satisfied if they could place responsibility for the attacks on the Houthis or other terror groups. That is not to say that the United States or Saudi Arabia have any magic solutions when it comes to the Houthis; far from it. The war in Yemen has been going on for five years now with no military resolution, and increased bombardment of concentrations of Houthi forces could only expand their efforts to show their strength. But the United States would pay none of the diplomatic or military price for assaults on the Houthis it would for a forceful violent response against Iran itself.

    If sporadic, small-scale attacks raise such complex dilemmas, one can perhaps dream of an all-out war with Iran, but it is enough to look at the chaos in Iraq and Afghanistan to grow extremely cautious of the trajectory in which such dreams become a nightmare that lasts for decades.❞

      TOKYO, June 14 (Reuters) - Two “flying objects” damaged a Japanese tanker owned by Kokuka Sangyo Co in an attack on Thursday in the Gulf of Oman, but there was no damage to the cargo of methanol, the company president said on Friday.

      The Kokuka Courageous is now sailing toward the port of Khor Fakkan in the United Arab Emirates, with the crew having returned to the ship after evacuating because of the incident, Kokuka President Yutaka Katada told a press conference. It was being escorted by the U.S. Navy, he said.

      “The crew told us something came flying at the ship, and they found a hole,” Katada said. “Then some crew witnessed the second shot.”

      Katada said there was no possibility that the ship, carrying 25,000 tons of methanol, was hit by a torpedo.

      The United States has blamed Iran for attacking the Kokuka Courageous and another tanker, the Norwegian-owned Front Altair, on Thursday, but Tehran has denied the allegations.

      The ship’s crew saw an Iranian military ship in the vicinity on Thursday night Japan time, Katada said.

      Katada said he did not believe Kokuka Courageous was targetted because it was owned by a Japanese firm. The tanker is registered in Panama and was flying a Panamanian flag, he said.

      “Unless very carefully examined, it would be hard to tell the tanker was operated or owned by Japanese,” he said. (...)

Le secrétaire d’Etat américain, Mike Pompeo, a affirmé, à ce propos, dimanche, lors d’une rencontre privée avec la Conférence des présidents des principales organisations juives américaines que ce plan est « inexécutable » et « peut être rejeté ».

    « Je comprends pourquoi les gens pensent qu’il s’agit d’un accord que seuls les Israéliens pourront aimer », a-t-il ajouté, selon le Washington Post qui a rapporté, dimanche, l’information. « Je comprends cette perception. J’espère juste qu’on laissera la place à l’écoute et qu’on la laissera s’installer un peu », a-t-il toutefois ajouté.

    Commentant les confidences de Mike Pompeo, l’ancien négociateur américain sur le dossier du Moyen-Orient, Aaron David Miller, a indiqué que ces propos représentent l’évaluation « la plus révélatrice et la plus réelle que j’ai entendue jusqu’à présent ». « Le fait que Pompeo ait si facilement admis la perception et probablement la réalité que le plan était fortement structuré et favorable aux Israéliens est frappant », a ajouté l’ancien négociateur, cité aussi par le Washington Post.

    Exclusive: In secret recording, Pompeo opens up about Venezuelan opposition, says keeping it united ‘has proven devilishly difficult’

    Secretary of State Mike Pompeo offered a candid assessment of Venezuela’s opposition during a closed-door meeting in New York last week, saying that the opponents of President Nicolás Maduro are highly fractious and that U.S. efforts to keep them together have been more difficult than is publicly known.

    “Our conundrum, which is to keep the opposition united, has proven devilishly difficult,” Pompeo said in an audio recording obtained by The Washington Post. “The moment Maduro leaves, everybody’s going to raise their hands and [say], ‘Take me, I’m the next president of Venezuela.’ It would be forty-plus people who believe they’re the rightful heir to Maduro.”

    The remarks provide a rare window into the challenges the Trump administration faces as the momentum to oust Maduro stalls and some of the countries that initially backed the opposition explore alternative diplomatic paths to resolve the crisis.

    Le temple du droit américain a finalement autorisé l’Indiana à rendre obligatoire l’enterrement ou l’incinération des tissus des fœtus avortés comme « les autres restes humains » et non comme des « déchets médicaux ».

    Cette disposition « n’affecte pas le droit des femmes » à avorter et peut donc entrer en vigueur, a jugé la Cour suprême.

    En revanche, la haute cour a confirmé que l’État ne pouvait pas interdire aux femmes d’avorter en raison du sexe, de la race ou d’une malformation de leur fœtus, notamment en cas de détection d’une trisomie.

    Elle se réserve toutefois la possibilité de changer d’avis ultérieurement, en soulignant qu’une seule cour d’appel a été saisie de cette question. « Nous suivons notre pratique habituelle qui consiste à rejeter les requêtes tant que les points légaux soulevés n’ont pas été étudiés par davantage de cours d’appel », dit-elle.

    Les deux lois avaient été promulguées en 2016 par le gouverneur républicain de l’Indiana, Mike Pence, devenu depuis vice-président des États-Unis et connu pour revendiquer sa foi chrétienne.

    Elles avaient été bloquées par des tribunaux fédéraux en 2017.

    L’Indiana avait alors fait appel auprès de la Cour suprême, qui a légalisé en 1973 le droit des Américaines à avorter tant que le fœtus n’est pas viable.

    Elle a depuis confirmé sa jurisprudence à plusieurs reprises.

    Mais la droite religieuse est galvanisée par l’arrivée en son sein de deux juges conservateurs nommés par Donald Trump, plaçant les magistrats progressistes en minorité (quatre sur neuf juges).

    Plusieurs États, dont l’Alabama ou la Géorgie, ont adopté récemment des lois très restrictives sur l’avortement, en espérant que, grâce à ces nouveaux juges, la Cour suprême revienne sur son arrêt de 1973 « Roe v. Wade ».

    The Oklahoma trial, which will be broadcast online, is expected to last for much of the summer, putting a national spotlight on the opioid crisis, which is still killing 130 people in the United States every day. The testimony will focus on how much manufacturers of highly addictive painkillers are to blame for getting patients hooked on opioids through misleading medical claims and aggressive marketing practices.

    The trial involving Johnson & Johnson will be closely watched by the hundreds of parties participating in the larger multi-district litigation overseen by U.S. District Court Judge Dan Polster, who has been pushing for a massive settlement before the first of those cases go to trial in the fall.

    “It’s going to be one of the first times that there will be evidence presented in an open forum about how we got to where we are,” said Joe Rice, co-lead counsel in the federal litigation targeting drugmakers and distributors in Ohio. “That’s a big question that a lot of people in the health community want to know. … Why and how did we get here?”

    On Sunday, Oklahoma also announced an $85 million settlement with Teva. That left Johnson & Johnson subsidiary Janssen Pharmaceuticals as the sole remaining defendant, barring a last-minute settlement.

    Purdue and its owners, the Sackler family, settled with Oklahoma for $270 million in March, which some state lawmakers and public health experts condemned as too meager. The biggest chunk of that settlement, $200 million, will be used to establish a new addiction treatment center at the University of Oklahoma. Another $60 million will be paid to attorneys involved in the case, and just $12 million will filter down to cities and towns struggling to deal with the addiction epidemic.

    Oklahoma Attorney General Mike Hunter stressed that the settlement was the best option because of the threat that Purdue would declare bankruptcy and the state might end up with nothing. But that means Oklahoma’s attorneys will have to make the potentially trickier case that other, less notorious players in the opioid pipeline created a “public nuisance” in the state by pushing misleading medical claims.

      Mossad and Saudi Arabian intelligence agents communicate well, the agency’s former chief indirectly revealed in an interview with Intelligence Matters podcast host and former CIA director Michael Morell Wednesday.

      Discussing the strength of cooperation between agents of different countries’ intelligence agencies, Tamir Pardo started rattling off many of the usual suspects with whom the Mossad cooperates, and then unexpectedly tossed in the Saudis.

      Before talking about the relationship between the CIA and Israel and the United States, even to speak to Arab countries that you don’t have any kind of relation, when you meet people from your profession, it’s so easy, okay?” Pardo said.

      Finally, Pardo said that when intelligence agencies “are looking for certain qualities, and whether you’re serving in the CIA, the MI6, or one of any other country, France, Italy, Saudi Arabia, you need the same people, the same qualities. So it’s quite easy… They can fight each other very well, but they can talk and communicate very well.

      In November and December 2017, there was a flurry of rare public confirmation of contacts between Israel and the Saudis by former IDF chief Gadi Eisenkot, minister Yuval Steinitz and then-CIA director Mike Pompeo.

      However, Pardo’s statement dated the Israeli-Saudi intelligence cooperation back to an earlier period, since he served as Mossad director from 2011 until March 2016.

      Furthermore, Pardo’s statement was a much more personal reflection about his dealings with intelligence agents from Saudi Arabia and other countries – implying that Mossad-Saudi dealings are often similar to dealings with traditional allied intelligence agencies.

      Besides cooperation, Pardo reflected on the current tensions between Iran, Israel and the US.

      Asked by Morell if Iran sought “the elimination of the State of Israel,” he replied: “Look, that’s what they are stating, okay? I think that they know that that’s an illusion. Maybe it’s good for their own propaganda, and it might serve us if we want to do a few things, but it’s – come on. When they are facing reality, they will never be able to do it. It doesn’t matter which kind of weapon they’re going to hold.

      The reason, he said, is “because I believe that we know how to defend ourselves. We showed it when we were a very young country, against, let’s say, combined forces from all Arab countries. Now we have peace with some of them, and quite good relations with others. So I think that maybe for them, it’s a dream, but it’s more an illusion than a dream.

      Despite Pardo’s confidence that Iran does not endanger Israel’s existence, he did warn of multiple threats from the Islamic Republic.

      One is the nuclear program,” said the former Mossad chief. “The other [is] their vision that they’re going to have a corridor between Tehran and the Mediterranean Sea. And the third thing is [to] be dominant in many other countries by supporting minorities like they’re doing in Yemen, like they did in South America, in certain places in Africa.

      Pardo also told Morell that cyberattacks pose a major concern.

      I believe it’s the biggest threat that the free world, our planet, is dealing with these days,” the spy chief said. “You can compare it to a nuclear threat that we used to see during the Cold War days.

    Selon le site d’informations américain Middle East Eye, le secrétaire d’état américain Mike Pompeo a envoyé un message de Donald Trump à Téhéran, via le médiateur irakien, qui n’a rien à voir avec le climat médiatique qui fait état de menaces de guerre américaine contre l’Iran.

    Ceci a eu lieu lors de sa dernière visite à Bagdad, le 8 mai dernier, lorsqu’il a rencontré le Premier ministre Adel Abdel Mahdi.

    Selon MEE, citant des sources irakiennes informées, ce dernier a été surpris par la proposition de Pompeo. Alors qu’il s’attendait à ce qu’il se lance dans une diatribe contre l’Iran, d’autant que les informations rendaient compte de l’envoi d’un porte-avion et des bombardiers américains dans la région, il a écouté de sa part un discours diamétralement différent.

    Ainsi, Pompeo a demandé à Abdel Mahdi de transmettre un message à Téhéran lui faisant part que les USA ne sont pas enthousiasmes pour faire la guerre et que tout ce que Donald Trump voudrait faire est de conclure un nouvel accord nucléaire qui serait baptisé de son nom.

    La réponse d’Abdel Mahdi a été de lui dire que les Iraniens sont très fiers d’eux-mêmes pour qu’ils puissent admettre une nouvelle discussion sur l’accord nucléaire, mais qu’ils pourraient peut-être accepter de lui rajouter un protocole.
    Selon les sources du MEE, la proposition semble avoir plu à Pompeo qui l’a qualifiée de « bonne idée ».

    The United States has refused to sign an agreement on challenges in the Arctic due to discrepancies over climate change wording, diplomats said on Tuesday, jeopardising cooperation in the polar region at the sharp edge of global warming.

    With Arctic temperatures rising at twice the rate of the rest of the globe, the melting ice is creating potential new shipping lanes and has opened much of the world’s last untapped reserves of oil and gas to commercial exploitation .

    A meeting of eight nations bordering the Arctic in Rovaniemi in Finland on Tuesday was supposed to frame a two-year agenda to balance the challenge of global warming with sustainable development of mineral wealth.

    But sources with knowledge of the discussions said the United States balked at signing a final declaration as it disagreed with wording that climate change was a serious threat to the Arctic.

    It was the first time a declaration had been cancelled since the Arctic Council was formed in 1996.

    Something is off with Lime scooters.

    Riders in Switzerland and New Zealand have reported the front wheels of their electric scooters locking suddenly mid-ride, hurling riders to the ground. The malfunction has resulted in dozens of injuries ranging from bruises to broken jaws.

    Lime pulled all its scooters from Swiss streets in January when reports of the incidents surfaced there. When the city of Auckland, New Zealand voted to suspend the company earlier this week following 155 reported cases of sudden braking, the company acknowledged that a software glitch was causing the chaos.

    “Recently we detected a bug in the firmware of our scooter fleet that under rare circumstances could cause sudden excessive braking during use,” Lime wrote in a blog post Saturday. “[I]n very rare cases—usually riding downhill at top speed while hitting a pothole or other obstacle—excessive brake force on the front wheel can occur, resulting in a scooter stopping unexpectedly.”

    The company claims that fewer than 0.0045% of all rides worldwide have been affected, adding that “any injury is one too many.” An initial fix reduced the number of incidents, it said, and a final update underway on all scooters will soon be complete.

    It’s unclear just how many of the other 17 countries where Lime has deployed scooters have been affected by the problem. A Texas man sued the company this week after a similar-sounding incident threw him from a Lime scooter.

    Lime was valued at $2 billion earlier this year, just two years after its launch. It’s not the only company in the crowded electric scooter rental market to field such reports. While most scooter-related injuries stem from traffic accidents or improper use by riders, there have also been reports of malfunctioning machines causing injuries, like the Skip scooter that flung Quartz reporter Mike Murphy onto the pavement in San Francisco late last year.

    Le laboratoire pharmaceutique, Purdue, et sa famille propriétaire, les Sackler, ont accepté de payer 270 millions de dollars (environ 240 millions d’euros) pour mettre fin à une plainte de l’Etat de l’Oklahoma liée à la crise des opioïdes. Il s’agit d’une victoire majeure contre les industriels accusés d’avoir favorisé la dépendance aux drogues qui ravage les Etats-Unis.

    Le procureur général de cet Etat du Midwest, qui a vu comme d’autres exploser le nombre d’overdoses mortelles ces dernières années, a annoncé mardi 26 mars, ce paiement dans le cadre d’un accord à l’amiable passé avec le producteur de l’OxyContin, un antidouleur au premier rang des accusés dans cette crise.

    Ce sont les pratiques marketing des compagnies pharmaceutiques qui sont visées : en encourageant les médecins à prescrire, voire à surprescrire, ces analgésiques hautement addictifs, elles sont accusées d’avoir précipité des millions d’Américains dans l’addiction aux médicaments ou aux drogues dures, comme l’héroïne, ou de synthèse, comme le fentanyl.

    Deux autres laboratoires attaqués

    Les 270 millions de dollars serviront en grande partie à financer le centre de recherche sur les dépendances de l’université publique de Tulsa, qui va recevoir de Purdue Pharma 102,5 millions de dollars dès maintenant, plus 75 millions de dollars sur cinq ans de la famille Sackler, et 20 millions de dollars en médicaments destinés à traiter les personnes dépendantes, a annoncé le procureur Mike Hunter.

    « C’est une victoire monumentale » dans la bataille contre la crise « cauchemardesque » des opioïdes qui ravage les Etats-Unis, même si ce n’est qu’« un premier pas », a-t-il fait valoir.

    L’accord à l’amiable ne met pas fin à la plainte déposée en 2017 par l’Oklahoma contre les fabricants d’opioïdes, qui attaquait non seulement Purdue, mais aussi Johnson & Johnson et Teva. Ces derniers restent attendus au tribunal le 28 mai, pour se défendre d’avoir promu ces médicaments alors même qu’ils connaissaient leurs effets néfastes.

    Ce devrait être le premier grand procès contre les laboratoires dans cette crise des opioïdes déclarée « urgence de santé publique » par le gouvernement Trump fin 2017. A moins qu’eux aussi négocient d’ici là un accord avec l’Oklahoma, ce que n’a pas complètement exclu M. Hunter.

    Au moins 1 600 plaintes au niveau fédéral

    D’autres accords à l’amiable pourraient suivre dans d’autres juridictions où Purdue Pharma a été attaqué pour des faits similaires : au moins 1 600 plaintes ont été enregistrées au niveau fédéral, supervisées par un juge de Cleveland (Ohio), et des centaines au niveau des Etats, dont New York et le Massachusetts. Face à cette avalanche de plaintes, la direction du laboratoire avait évoqué la possibilité de se déclarer en faillite.

    Le procureur Hunter a cependant fait savoir qu’il avait tout fait pour s’assurer que la société ne se mettrait pas « en faillite à court terme », pour pouvoir honorer le paiement promis. Le président de Purdue, le docteur Craig Landau, a assuré que l’accord trouvé reflétait « la détermination [de la firme] à jouer un rôle moteur pour résoudre la crise des opioïdes ». Un porte-parole de la famille Sackler a lui aussi affirmé « sa détermination à contribuer substantiellement à sauver des vies ».

    Si d’autres fabricants de médicaments opioïdes sont sur la sellette, Purdue Pharma et la famille Sackler – de grands philanthropes dont le nom orne de nombreux musées aux Etats-Unis et en Europe – ont été la première cible des critiques. Les Sackler ont amassé des milliards de dollars grâce à l’OxyContin.

    Or, on sait aujourd’hui que l’OxyContin et d’autres opioïdes contre la douleur ont été surprescrits par le milieu médical pendant des années, entraînant une dépendance croissante aux opioïdes et poussant les consommateurs vers des drogues plus fortes comme le fentanyl et l’héroïne, avec pour effet de multiplier les overdoses.

    Les plaintes accusent les fabricants d’avoir promu agressivement ces médicaments auprès du corps médical alors qu’ils connaissaient leurs effets addictifs et qu’ils auraient dû limiter leurs ordonnances à des maladies bien précises.
    Selon les derniers chiffres des Centres pour la prévention des maladies (CDC), quelque 70 000 Américains sont morts d’overdoses aux Etats-Unis, 10 % de plus qu’en 2016. Dans des métropoles comme New York, les opioïdes font désormais davantage de victimes qu’accidents de la route et homicides réunis. Cette explosion d’overdoses a contribué à faire baisser l’espérance de vie aux Etats-Unis en 2017, pour la troisième année consécutive.
