    L’hiver passé, les cabanons désaffectés des anciens Jardins familiaux de #Vidy étaient occupés par des #personnes_migrantes en quête de #logement. Le confort y était minimal, un cabanon de jardin n’étant ni spacieux, ni équipé de chauffage. Ces lieux précaires offraient toutefois la possibilité d’aménager un espace à soi, de garantir une #intimité, de mettre en sécurité les biens de ceux qui les avaient investis. Le détournement d’usage des #cabanes ne les constituait pas seulement en #habitats, il leur donnait la forme de lieux autres, propres à interroger les modalités de l’#accueil, les #politiques_sociales, les conceptions des besoins qui les soutiennent, et les interventions mises en œuvre au niveau local.
    Nous avons entrepris d’en faire une exposition, sur la base des travaux ethnographiques et des #photographies de #Nasser_Tafferant, sociologue. Il nous semblait important d’en restituer les dimensions sensibles, matérielles, corporelles. Comment investit-on, en plein #hiver, un #cabanon pour en faire un #espace_habitable ? Plus encore : comment en fait-on un espace à soi ?
    L’exposition est loin d’être terminée, mais le #chantier est ouvert : à la visite, dans ses espaces encore nus, mais aussi à la réflexion, car l’épisode des Jardins de Vidy, au delà de l’événement proprement dit, soulève la question plus générale de la condition du #sans-habitat et de sa #visibilité.

    أكدت مصادر دبلوماسية غربية في بيروت ان وزير الخارجية الأميركي جون كيري اصر على أن يعبّر بنفسه عن غضب بلاده من التفجيرين الانتحاريين اللذين استهدفا السفارة الإيرانية في بيروت الثلاثاء الماضي. وعزت المصادر إصرار كيري الى أن الأخير اراد تظهير موقف اميركي عالي اللهجة ضد الجهات التي تقف وراء الاعتداء لسببين: الاول، هو أن رئيس الدبلوماسية الأميركية، بحسب ما رشح عن مصادره، يرى أن الانفجارين يستهدفان، من بين أهداف أخرى، مسعاه لانجاح مفاوضات «5+1» مع ايران في جنيف. والثاني ان الاعتداء ــــ إذا كانت للسعوديين علاقة به ــــ رد مهين على ما طلبه من الرياض في زيارته الاخيرة إليها، وهو ان تقتصر معارضتها للدور الايراني في المنطقة ومشاركة حزب الله في سوريا، على الضغوط السياسية، وتجنب اللجوء الى اي عمل امني، وخصوصاً في لبنان، الذي تحرص واشنطن على مراعاة قرار دولي بالحفاظ على الحد الادنى من الاستقرار فيه.

    Des sources diplomatiques arabes à Beyrouth ont souligné que le secrétaire d’Etat américain, John Kerry, a insisté à exprimer en personne la colère de son pays contre le double attentat qui a visé l’ambassade d’Iran à Beyrouth. M. Kerry a sciemment voulu hausser le ton contre les parties responsables de cette attaque pour deux raisons : 1- Selon des sources proches du chef de la diplomatie américaine, M. Kerry estime que ce double attentat est dirigé, entre autres, contre ses efforts visant à faire réussir les négociations entre l’Iran et le Groupe 5+1 sur le dossier nucléaire. 2-Si les Saoudiens sont liés à cette attaque, cela constituerait une réponse insultante à la demande qu’il a formulée lors de sa visite à Riyad, et qui consiste à ce que l’opposition du royaume au rôle iranien dans la région et à la participation du Hezbollah aux combats en Syrie, se limite aux pressions politiques. M. Kerry a prié l’Arabie saoudite d’éviter toute action sécuritaire, notamment au Liban, où Washington souhaite préserver un minimum de stabilité.

      The war advances but it has a shortcoming: one side, Saudi Arabia and its agents in Syria and Lebanon eagerly wants it, with the other side it is more complicated: the Syrian regime wants the war to expand into Lebanon but Iran and Hizbullah don’t want it although within the base of Hizbullah there is strong appetite for it. The fact that Iran officially accused Israel of responsibility tells you that they still don’t want to escalate against Saudi Arabia and avoid direct confrontation with them. Sure Israel may be involved but on the same side with Saudi Arabia and its agents. What is the difference these days. It is not clear what dumb policies Iran and Hizbullah are pursuing: they are willing to go all out against Saudi Arabia’s agents in Syria but not against Saudi Arabia directly or against its agents in Lebanon. The bombing should be read as invitation by Saudi intelligence to Iran and Hizbullah for a direct confrontation in Lebanon, that would sapp Hizbullah’s muscle and energy and comfort Israel.

    A Kuwaiti court on Wednesday sentenced prominent opposition writer Mohammad Al Wushaihi to a three-month jail term for tweets deemed derogatory to a former prime minister.

    The court ruling said Wushaihi had been convicted of posting messages on Twitter defaming former premier Shaikh Nasser Mohammad Al Ahmad Al Sabah, a senior member of the ruling family.

    The ruling stipulated that Wushaihi, who is also a television presenter, must start serving his jail term immediately, but that he could appeal the sentence.

    He could also request the judge suspend the implementation of the jail term until any appeals court ruling on the case.

    British Prime Minister David Cameron said he will establish a national commission to ensure that Britain has a “permanent and fitting” Holocaust memorial.

    On Monday, speaking at a dinner marking the Holocaust Educational Trust’s 25th anniversary, Cameron said he would personally chair the first session of the commission.

    “At a time when anti-Semitism is returning in some parts of mainland Europe, it is more important than ever that as a whole country, we do everything possible to make sure that the memory of the Holocaust is preserved from generation to generation,” he said.

    Cameron cited the legacy of the Holocaust as a reason he had pushed for military action in Syria, although he lost a crucial parliamentary vote in late August authorizing an intervention. He suggested that those who opposed him would come to feel “shame.”

    “It’s an extraordinary human emotion, but somehow when genocide is taking place, the shame of not acting sometimes doesn’t quite register properly until afterwards,” he said.

    “When we look back at Srebrenica and Rwanda, we wonder now why we didn’t do more at the time. When something truly terrible happens, it’s as if we put up a defense mechanism and try and rationalize why we are powerless to act. The same could so easily be true of Syria.”

    Three MPs yesterday filed to grill Oil Minister Hani Hussein over a variety of violations and misconduct, mainly on the payment of the $ 2.2 billion penalty to US Dow Chemical after the government pulled out of a joint deal. Two other MPs meanwhile filed a second request to grill Interior Minister Sheikh Ahmad Al-Humoud Al-Sabah alleging his failure to cooperate with the National Assembly and attempting to cover up a Kuwaiti “terror” cell having links with Islamists under trial in the United Arab Emirates.

    The submission of the two grillings came after a morning of drama yesterday as MPs had initially planned to file three grillings against the oil minister, all focusing on the payment to Dow besides other alleged violations. But after a brief discussion, the three teams agreed to file one grilling to be signed by MPs Saadoun Hammad, Yacoub Al-Sane and Nasser Al-Marri, which highlighted four major violations with the Dow payment remaining the main issue. Besides the Dow issue, MPs also accused the minister of allowing commercial deals with Israel, not taking any action to prevent the sale of alcohol at Kuwait-owned petrol stations in Europe and approving illegal staff promotions at state-owned oil companies.

    The three MPs also accused the minister of failing to take action to stop the sale of alcohol at thousands of petrol stations in Europe owned by Kuwait Petroleum International, a subsidiary of Kuwait Petroleum Corp (KPC). He also failed to punish officials who were responsible for maintaining Kuwaiti investments in a company in Europe even after an Israeli company bought a stake in it. The three MPs also accused the minister of approving a large number of staff promotions at oil companies that were in violation of Kuwaiti laws. [...]

    Meanwhile, MPs Safa Al-Hashem and Youssef Al-Zalzalah filed to grill the interior minister over allegations he is not fully cooperating with the Assembly and over the theft of thousands of bullets from ministry stores. The two lawmakers called on the minister to resign because they have solid evidence about the accusations they made in the grilling. They charged that the minister failed to cooperate with MPs by first failing to implement a number of recommendations and also by not answering their questions as he only answered less than half of the questions.

    They held the minister responsible for the robbery of thousands of bullets and even M16 automatic rifles from Interior Ministry stores and that he has failed to maintain law and order in the country, besides failing to implement thousands of court verdicts. But the main issue the lawmakers highlighted are accusations that the minister has refused to supply UAE authorities with information about a number of Kuwaiti Islamists – members of the Muslim Brotherhood – who have links with a group of Emirati Islamists on trial on charges of plotting to overthrow the government.

    They said that the prime minister has acknowledged the information but the interior minister still told UAE authorities that there was no Muslim Brotherhood in Kuwait, thus undermining the security of Kuwait and its Gulf partner UAE. The two grillings are expected to be debated after two weeks unless the Assembly decides to delay the debate or for any other reason like a government resignation, the ministers’ resignations or others.

      Kuwait, May 15 (KUNA) - Speaker of the National Assembly Ali Fahad Al-Rashid on Wednesday [15 May] refuted recent press reports that he reached a deal with His Highness the Prime Minister Shaykh Jabir Al-Mubarak Al-Hamad Al-Sabah to put off the grillings of First Deputy Prime Minister and Minister of Interior Shaykh Ahmad Al-Humud Al-Sabah and Minister of Oil Hani Husayn.

      “The allegations about the postponement of the two interpellations for three or four weeks are totally untrue and groundless speculations,” Al-Rashid told reporters.

      “If there is any agreement with HH the Prime Minister in this regard, I would announce it in person via the official channels of the Assembly,” he made clear.

      Al-Rashid urged the mass media which carried the reports citing what they called “a senior government official” to be more accurate and credible in their coverage.

    One of the most interesting and prolonged private debates I have had in my life was with the brilliant Dr. Nahum Goldmann. The subject: American peace initiatives.

    It was an unequal debate, of course. Goldmann was my elder by 28 years. While I was a mere editor of an Israeli news magazine, he was an international figure, President of the World Zionist Organization and the World Jewish Congress.

    In the mid ’50s, when I was looking for a personality who could possibly contest David Ben-Gurion’s stranglehold on the prime minister’s office, I thought of Goldmann. He had the necessary stature and was liked by moderate Zionists. No less important, he had a clear set of opinions. From the first day of the State of Israel, he had proposed that Israel become a “Middle Eastern Switzerland”, neutral between the US and the Soviet Union. For him, peace with the Arabs was absolutely essential for the future of Israel.

    Le journaliste indépendant US Wayne Madsen cite des documents de la CIA sur l’activité de l’agence durant la guerre froide pour notamment s’interroger sur les capacités du Mossad israélien à exercer une influence sur le nouveau secrétaire d’État John Kerry. Il s’agit de documents donnant des précisions sur la collaboration entre la CIA et le Mossad, particulièrement en Europe occidentale et dans les colonies des pays d’Europe occidentale, dans des activités proches de celles des groupes de l’organisation Gladio ; le Mossad apportait une contribution importante, notamment à partir de ses correspondants dans les communauté juives, dans divers pays européens. Pour le cas de Kerry, il s’agit d’informations obtenues durant les événements de la “révolution des œillets” au Portugal en 1974, qui amena la chute de Salazar et, pendant un temps, des jeunes officiers réformistes et révolutionnaires de gauche au pouvoir. Les moyens de pression dont disposerait le Mossad concernent particulièrement la femme de Kerry et sa famille, propriétaires de la puissante compagnie H.J. Heinz.

    Madsen ne précise pas comment il a obtenu ces documents, s’il s’agit d’une déclassification normale, etc. D’une façon générale, Madsen, en tant que journaliste indépendant, a un crédit certain et a montré qu’il dispose de sources intéressantes. Les précisions concernant John Kerry et sa famille, et le Mossad, sont notamment contenus dans un texte d’Intrepid Report du 5 février 2013.

    Il n’est pas inintéressant de noter la remarquable transformation positive de l’attitude de Doha à l’égard du Premier ministre libanais Najib Mikati, lors de sa dernière visite au Qatar. Non seulement le boycott diplomatique et économique est levé, mais l’ouverture est totale. On ne menace plus d’expulser les libanais travaillant sur le territoire qatari. On propose la mise en place de projets de développement pour soutenir et renforcer la stabilité économique du pays. Encore mieux, on se propose d’offrir une assistance financière au port de Tripoli, lequel est destiné à suppléer au port syrien de Lattaquié en cas de nécessité. Il n’est pas inintéressant, non plus, de noter que la raffinerie de Tripoli ne fonctionne plus depuis des années, mais qu’existent toujours des réservoirs de stockage de pétrole, non de gaz. Mais il est parfaitement possible de réhabiliter le port et d’y amener les installations nécessaires à la liquéfaction et au stockage du gaz. En même temps, ce serait l’une des options d’expédition du gaz qatari vers l’Europe !

    • M K Bhadrakumar n’a pas manqué la déclaration de Morsi faisant de l’Iran un “partenaire stratégique” (l’Iran nommant l’Égypte un “allié stratégique”), comme point fondamental des échanges entre les deux pays à Téhéran. Il note effectivement l’embarras manifeste des USA devant l’évolution de Morsi, jugé en général par les commentateurs-Système autant qu’-antiSystème de convenance, comme un “pion” des USA, – mais voilà, on est contraint aujourd’hui de tenter de trouver dans l’attitude du “pion” la démarche “la moins pire possible” pour les intérêts US…

      This is Iranian diplomacy at its best, showing mastery over the art of the possible. What matters infinitely more than everything else from the Iranian viewpoint is that Tehran and Cairo are sharing a regional platform on Syria. Both are OIC members while Egypt is also a member of the Arab League. The ‘regional consensus’ that the United States and Saudi Arabia struggled so hard to put together has been dispatched to oblivion.

    Le bras de fer qui oppose le président élu Mohammed Morsi, issu des Frères musulmans, et le Conseil supérieur des forces armées (CSFA) rappelle aux Egyptiens les plus âgés la confrontation entre la confrérie et le colonel Gamal Abdel Nasser durant l’année 1954. Au départ alliés, les « officiers libres » qui renversent le roi Farouk le 23 juillet 1952, avant d’établir la République, et les Frères musulmans vont s’opposer. Il s’agit moins d’une confrontation politique que d’une lutte pour le pouvoir : les officiers autour de Nasser veulent régner sans partage et n’admettent pas de partis politiques ; les Frères, par leur caractère même d’organisation « globale », (choumouli) n’imaginent pas ne pas exercer de fonction dirigeante.

    Quand Nasser et les Frères s’affrontaient en 1954...

    Cet article de l’écrivain Alaa Al-Aswani, auteur de L’immeuble Yacoubian, revient sur un épisode majeur de l’histoire égyptienne : comment un grand juriste (Sanhoury) a permis en 1953-1954 à Nasser de se débarrasser du grand parti nationaliste Wafd (il est vrai très discrédité) en manipulant la constitution. Sanhoury devait regretter ce conseil toute sa vie, dans la mesure où il ouvrit ainsi la voie à un pouvoir de l’armée et à la fin des partis politiques. Les circonstances sont bien sûr différentes (j’y reviendrai dans un envoi sur mon blog aujourd’hui ou demain). Mais la leçon est claire : utiliser le droit pour éliminer un parti politique que l’on n’aime pas (aujourd’hui les Frères musulmans) est dangereux.

    Calls for reform within Islam ignore the fact that there has been a reformist and progressive Islam that dates back to the 1950s and 1960s: it was the Islam that was promoted and supported by Egypt’s Nasser regime.

    Back then and for much of the Cold War, there was a civil war within Islam: Saudi Arabia and the other pro-American dictatorships of the Middle East supported and promoted a reactionary and conservative Islam defined by the standards of Wahhabism—one of the most intolerant and exclusionary religious movements in Islam.

    Nasser, on the other hand, promoted a very different Islam. His was an Islam that supported gender equality and promoted women and fought obscurantism. Nasser used Egypt’s foremost religious institution, the al-Azhar, through his ally, cleric Mahmud Shaltut, to push for a reformed and enlightened Islam.

    It was under Nasser that al-Azhar opened its doors to women, and ended the takfir (declaration of infidelity) of Shiites by the highest religious establishment.

    Shaltut and Nasser never made the distinction between Sunnis and Shiites (it is unthinkable that Nasser would ever speak in such language given he avoided any sectarian language about Muslims and Christians). But Nasser did not have only Saudi Arabia and its wealth against him: He also had to contend with the US and Western governments.

    In the service of Israel and taking into account Cold War interests, the US supported the reactionary version of Islam and the creation of Muslim organizations backed by Saudi Arabia because it was more worried about communism and leftism.
