    .... while Balkan and European countries have shut down the refugee route, the billion-euro pipeline sending arms by plane and ship to the Middle East remains open – and very lucrative.

    It is a trade that is almost certainly illegal, according to arms and human rights experts.

    “The evidence points towards systematic diversion of weapons to armed groups accused of committing serious human rights violations. If this is the case, the transfers are illegal under the ATT (United Nations’ Arms Trade Treaty) and other international law and should cease immediately,” said Patrick Wilcken, an arms-control researcher at Amnesty International who reviewed the evidence collected by reporters.

    But with hundreds of millions of euros at stake and weapons factories working overtime, countries have a strong incentive to let the business flourish. Arms export licences, which are supposed to guarantee the final destination of the goods, have been granted despite ample evidence that weapons are being diverted to Syrian and other armed groups accused of widespread human rights abuses and atrocities.

    Robert Stephen Ford, US ambassador to Syria between 2011 and 2014, told BIRN [Balkan Investigative Reporting Network] and the OCCRP [Organized Crime and Corruption Reporting Project] that the trade is coordinated by the US Central Intelligence Agency, CIA, Turkey and Gulf states through centres in Jordan and Turkey, although in practice weapon supplies often bypass this process.

    BIRN and the OCCRP examined arms export data, UN reports, flight records, and weapons contracts during a year-long investigation that reveals how thousands of assault rifles, mortar shells, rocket launchers, anti-tank weapons, and heavy machine guns are pouring into the troubled region, originating from Bosnia and Herzegovina, Bulgaria, Croatia, the Czech Republic, Montenegro, Romania, Serbia and Slovakia.

    Since the escalation of the Syrian conflict in 2012, these eight countries have approved the shipment of weapons and ammunition worth at least 1.2 billion euros to Saudi Arabia, Jordan, United Arab Emirates, and Turkey.

    Lebanese Ambassador to Moscow Chawki Bou Nassar said on Monday that Lebanon asked Russia to supply his country with Kornet anti-tank missile systems and T-72 main battle tanks and cannons.

    Nassar added in a statement published by Russian agency Sputnik News that the talks on this matter are continuing, pointing out that the Lebanese authorities are hoping to obtain these weapons within a year.

    During his visit to Moscow last month, the Lebanese Finance Minister Ali Hassan Khalil expressed hope that Lebanon would receive additional military aid from Russia to support its efforts to fight terrorism.

      Chargé de plus de 10.000 tonnes d’aide humanitaire, le Lady Leyla, navire battant pavillon panaméen, chargé de fournitures, avait quitté vendredi le port de Mersin vers celui de la ville côtière israélienne.

      Israël a autorisé l’envoi de marchandises vers le territoire palestinien et fournit 1.000 camions d’aide quotidienne pour leur transfert, après la conclusion d’un accord de normalisation avec Ankara la semaine dernière.

      De leurs cotés, les familles de trois Israéliens dont les corps sont détenus par le Hamas ont organisé une manifestation pour protester contre l’acheminement de cette aide.

      A Turkish cargo ship bearing humanitarian equipment and food destined for the Gaza Strip docked in the southern Israeli port city of Ashdod on Sunday afternoon in accordance with the recent reconciliation agreement signed between Israel and Turkey.

      Israel and Turkey last week agreed to normalize relations after six years of diplomatic standoff between the two states. In terms of the agreement, Turkey is able to send aid to Gaza via Israel.

      Turkish Prime Minister Binali Yildirim announced last Monday that the ship would set sail on Friday, carrying 20,000 tons of aid. Yildirim also said that the agreement with Israel reflects Turkey’s role as protector of oppressed peoples in the Middle East.

      The family of Oron Shaul, an Israeli soldier whose body is being held by Hamas in the Gaza Strip, arrived at the Kerem Shalom border crossing on Sunday morning, planning to block the transfer of the ship’s cargo to Gaza.

      The family, along with the families of other Israelis missing in Gaza and families of soldiers who died in 2014’s Operation Protective Edge, opposed the agreement with Turkey because it did not include the return of missing Israelis.

      “My son has been here, just over this fence, for two years already,” said Zehava Shaul, Oron’s mother. “Two years in which we didn’t open our mouths and sat in silence.”

      She criticized the Israeli government for allowing humanitarian aid into Gaza but neglecting the humanitarian problem of returning the missing to their families.

      “We aren’t opposed to this agreement,” Herzl Shaul, Oron’s father. “But it is a terrible deal for the families. Our boys are not mentioned in it. This is a prize to Hamas and a loss for Israel. The prime minister got two years of silence with countless promises that he would see to it that the boys would be returned home.”

      The issue of the missing soldier’s bodies was not part of the final agreement between Turkey and Israel, though Turkey issued a separate “letter of goodwill” in which it promised to work with Hamas for the release of the missing Israelis.

      Le navire cargo Lady Leyla est arrivé dimanche après-midi au port d’Ashdod, à une trentaine de kilomètres au nord de la bande de Gaza, après avoir quitté la Turquie vendredi, a constaté un journaliste de l’AFP.

      Sa cargaison est composée de 11.000 tonnes de denrées alimentaires de première nécessité et de jouets, selon l’agence nationale d’informations turque Anadolu.

      Elle sera inspectée par les autorités israéliennes avant d’être envoyée dans la bande de Gaza, contrôlée par le mouvement islamiste Hamas et durement touchée par trois guerres avec Israël depuis 2008 et par un blocus israélien.

      La Turquie avait d’abord exigé une levée du blocus du territoire palestinien pour normaliser ses relations avec Israël, ce que l’Etat hébreu avait refusé. Les deux pays ont finalement trouvé un compromis autorisant la Turquie à envoyer de l’aide humanitaire via le port d’Ashdod.

      Israël estime le blocus nécessaire pour empêcher le Hamas de recevoir des matériaux pouvant être utilisés à des fins militaires, notamment pour construire des tunnels permettant à des hommes armés de s’infiltrer en Israël.

      Des responsables de l’ONU ont de leur côté appelé à une levée du blocus en raison de la détérioration des conditions de vie dans l’enclave palestinienne.

      GAZA CITY (Ma’an) — An official delegation from Turkey arrived in the Gaza Strip on Monday to partake in an official ceremony to welcome Turkish humanitarian aid to Gaza, which arrived a day earlier on board a Turkish ship.

      The ceremony, held at the Kerem Shalom crossing, included the Turkish delegation, headed by ambassador to the Palestinian Authority Mustafa Sarni, as well as Palestinian officials from the Ministry of Foreign Affairs and the Ministry of Social Development.

      Ministry of Social Development in Gaza Undersecretary Yousif Ibrahim said that the 11,000 tons of aid — which include flour, sugar, rice, cooking oil, clothes, toys and diapers — would immediately be distributed to the needy in the besieged Gaza Strip.

      Israeli demonstrators on Saturday reportedly attempted to block the delivery of aid to the besieged Gaza Strip from the Turkish cargo ship Lady Leyla, which docked at Israel’s Ashdod port earlier that morning.

    On Monday, MapLight’s Andrew Perez published an excellent investigation into Ed Rogers’ advocacy against the Iran nuclear agreement while working as an undisclosed lobbyist for Saud Arabia. Rogers’ behavior is particularly troubling since he registered as a lobbyist for Saudi Arabia under the Foreign Agent Registration Act (FARA) seven months after signing a contract with the Saudis. In the time period between signing the contract and registering under FARA, Rogers published two columns in The Washington Post criticizing the Obama administration’s nuclear diplomacy with Iran, neither of which identified him as a lobbyist for Saudi Arabia.

    Rogers’ actions may have violated the law due to the gap between the contract’s signing date and his registration under FARA. But other lobbyists for Sunni-Arab Gulf states have been slow to identify their paid roles when quoted as experts criticizing the White House’s Iran diplomacy.

    One of the most prominent examples of this trend is J. Adam Ereli, U.S. ambassador to Bahrain from 2007 to 2011, a lobbyist for Qatar since January 2015, and an outspoken critic of the Obama administration’s efforts to curtail Iran’s nuclear program.

    Following a vehement protest from Saudi Arabia, Secretary-General Ban Ki-moon on Monday removed the Saudi-led coalition fighting Shiite rebels in Yemen from a list of government forces that committed grave violations against children last year, pending a joint review of cases.

    Saudi Arabia’s U.N. Ambassador Abdallah Al-Mouallimi insisted “the removal is unconditional and irreversible,” explaining that the government has no problem with a review and is confident it will conclude that the coalition was “wrongly placed on the list.”

    Earlier, he asked for an immediate correction saying Saudi Arabia’s inclusion on the list was based on “inaccurate and incomplete” information.

    The secretary-general’s annual report on children and armed conflict released Thursday said the U.N. verified a total of 1,953 youngsters killed and injured in 2015 — a six-fold increase in the number of child casualties in Yemen compared with 2014. About 60 percent of those casualties were attributed to the coalition. The U.N. said it also verified 101 attacks on schools and hospitals last year, double the number in 2014, of which 48 percent were attributed to the coalition.

    After internal political scandals resulted in Brazilian President Dilma Rousseff’s suspension from power, the conditions were ripe to solve the crisis, but the Ministry of Foreign Affairs took the decision to delay naming an ambassador for the time being to avoid the impression that the Brazilians’ refusal to accept Dayan had been successful. This means that Israel wants to “punish” Brazil for its handling of the matter.

    Sources in the MFA expressed surprise at the delay, especially as Acting President Michel Temer is considered friendly to Israel. Temer attended former Israeli president Shimon Peres’s 90th birthday party, and Brazil’s new minister of foreign relations, José Serra, is considered very close to the Jewish community and even came in the 80s for a three-week visit to Israel.

    In an interview with Alternet.org, the independent investigative reporter Seymour Hersh was asked about Hillary Clinton’s role in the Benghazi Libya consulate’s operation to collect sarin from Libyan stockpiles and send it through Turkey into Syria for a set-up sarin-gas attack, to be blamed on Assad in order to ‘justify’ the US invading Syria, as it had invaded Libya.

    He said: «That ambassador who was killed, he was known as a guy, from what I understand, as somebody, who would not get in the way of the CIA. As I wrote, on the day of the mission he was meeting with the CIA base chief and the shipping company. He was certainly involved, aware and witting of everything that was going on. And there’s no way somebody in that sensitive of a position is not talking to the boss, by some channel».

    This was, in fact, the Syrian part of the State Department’s Libyan operation, Obama’s operation to set up an excuse for the US doing in Syria what they had already done in Libya.

    The interviewer then asked: «In the book [Hersh’s The Killing of Osama bin Laden, just out] you quote a former intelligence official as saying that the White House rejected 35 target sets [for the planned US invasion of Syria] provided by the Joint Chiefs as being insufficiently painful to the Assad regime. (You note that the original targets included military sites only – nothing by way of civilian infrastructure.) Later the White House proposed a target list that included civilian infrastructure. What would the toll to civilians have been if the White House’s proposed strike had been carried out?»

    Hersh responded by saying that the US tradition in that regard has long been to ignore civilian casualties; i.e., collateral damage of US attacks is okay or even desired (so as to terrorize the population into surrender) – not an ‘issue’, except, perhaps, for the PR people. (...)

    On 3 February, President Santos signed the Zones of Rural, Economic and Social Interest Law (Zidres in Spanish) in the central-eastern department of Casanare. He could not have chosen a more defiant location. In this highland region (Altillanura), domestic and foreign companies see the potential for securing long-term investments to accumulate thousands of hectares of land. Indeed, congresspeople, academics and farmers have denounced the shortcuts used by these companies to acquire land, including vacant lands that exceed the limit established by the 1994 Law of Family Agricultural Units (Law 160). This scandal even resulted in the resignation of the Colombian ambassador to the United States, Carlos Urrutia. Urrutia had signed legal documents permitting the creation of fictitious companies that were listed as owners of properties, which in fact all belonged to the same company.

    President Santos seemed to be saying that, through this law, those who seek justice in cases of land grabbing would ultimately get their revenge. However, the Zidres Law, which critics call the “Urrutia Law”, actually serves the interest of land grabbers [helping them access lands] in areas where there is little infrastructure, where the land needs a large investment in order to be productive, and where investors must demonstrate that they possess a large amount of capital. Most frightening are the acquisitions already made by companies like Cargill, Riopaila Castilla and Poligrow, in complete disregard for the law.

    BETHLEHEM (Ma’an) — Members of the United States Congress are delaying a payment of $159 million in aid allocated for the Palestinian Authority in effort to pressure the PA to relaunch negotiations with Israel, the PLO ambassador to Washington said Saturday.

    Maen Erekat confirmed earlier reports that US Congress was blocking the payment, which came at the request of House Republican Kay Granger, the Chairwoman of the House Appropriations Subcommittee on State-Foreign Operations, under the pretext that the PA supports “terrorism.”

    The Obama administration allocated $440 million in aid to Palestinians for 2015, including $131 million for economic and development projects by USAID and $70 million for PA agencies and security agencies, while $80 million in aid was deducted following Israeli criticism of “incitement” by the PA last October.

    Erekat added that some “pro-Israel” congress members are continuing to pressure the PA to relaunch diplomatic negotiations with Israel, and prevent Palestinians from joining international organizations and conventions.

    Turkey has directly supported al-Qaeda’s wing in Syria in defiance of the United States, the former American ambassador to Ankara has said.
    The Turkish authorities thought they could work with extremist Islamist groups in the Syrian civil war and at the same time push them to become more moderate, Francis Ricciardone, who was until late June the US ambassador to Ankara, told journalists in a briefing.
    That led them to work with Jabhat al-Nusra, al-Qaeda’s branch, as well as hardline Salafi Islamist groups like Ahrar al-Sham. Mr Ricciardone said that he tried to persuade the Turkish government to close its borders to the groups, but to no avail. [...] But this is the first time a senior American official - albeit one no longer in service - has said openly that Turkey was working with al-Qaeda.

    That sentiment — that the United States sold out the Kurds — is not completely off-base. I arrived in Brussels on Jan. 25 to attend the European Parliament’s annual conference on the Kurds, organized by its leftist party bloc, which includes Nobel laureates Archbishop Desmond Tutu, Shirin Ebadi of Iran and Jose Ramos-Horta of East Timor, as well as controversial American scholar Noam Chomsky.

    I was a speaker on a panel with Selahattin Demirtas, Turkey’s popular pro-Kurdish Peoples’ Democratic Party (HDP) chairman, and Peter Galbraith, a former American ambassador considered a close friend of the Kurds because of the role he played in the struggles of Iraqi Kurds.

    PYD leader Salih Muslim was on the list of speakers for the second day of that conference. But when I arrived in Brussels, I was told Muslim had left for Geneva at the invitation of UN special envoy Staffan de Mistura. He would be back the next day and then would travel again to Geneva for the Geneva III talks, which were set for Jan. 29.

    Thanks to my Kurdish sources, who were in constant communication with Muslim, I learned that Galbraith had come to Brussels from Geneva, where he also had met with American officials working on the Geneva III talks. He had been told that the United States was keen on seeing the PYD at the table during the talks.

    On Jan. 26, before Muslim was back in Brussels, the news broke: De Mistura had issued invitation letters to the Arab members of the Syrian Democratic Council like Manna. It was assumed that Muslim would be returning to Brussels with his invitation letter in his bag.

    Instead, Turkish Foreign Minister Mevlut Cavusoglu, who was in Strasbourg, Germany, said Turkey would boycott the Geneva talks if the PYD was involved.
