    Arab political sources say the move is evidence of racism and the delegitimization of Arab society in Israel, accusing Netanyahu’s Likud party of anti-Arab incitement

    The Central Election Committee disqualified the Arab joint slate Balad-United Arab List and Ofer Cassif, a member of politicial alliance Hadash-Ta’al, from running in the election on Wednesday, opposing the opinion of Attorney General Avichai Mendelblit.

    Michael Ben Ari and Itamar Ben-Gvir from the Kahanist, far-right Otzma Yehudit party had petitioned against both lists. The committee approved Ben Air to run in the election earlier Wednesday.

    The decisions will be referred to the Supreme Court on Sunday for approval. A ban against a party slate may be appealed in the Supreme Court, which holds a special “election appeals” process, while a ban on an individual candidate automatically requires approval by the Supreme Court if it is to take effect.

    Arab political sources described the disqualification of the Balad-United Arab List slate as evidence of racism and the delegitimization of Arab society in Israel and accused Prime Minister Benjamin Netanyahu’s Likud party of anti-Arab incitement.

    MK David Bitan petitioned on behalf of Likud against Balad-United Arab List, and Yisrael Beitenu chairman Avigdor Lieberman petitioned against Cassif. Petitioners claimed both lists and Cassif supported terror and ruled out Israel’s right to exist as a Jewish and Democratic state. Mendelblit said he opposed all the petitions.

    Ben-Gvir presented the committee with findings he claimed should disqualify the Hadash-Ta’al slate. He mentioned a call from Ta’al chairman Ahmed Tibi to annul the Declaration of Independence, and quoted a Facebook post by Ayman Odeh, the head of Hadash.

    In the post, written following a meeting with Fatah member Marwan Barghouti at an Israeli prison, Odeh compared Barghouti to Nelson Mandela. “The meeting was moving, as well as speaking to a leader who shares my political stances.” Ben-Gvir noted Odeh defined Ahed Tamimi as an “excellent girl,” and said she showed “legitimate resistance.” Tamimi, a Palestinian teenage girl, served time in prison for slapping an Israeli soldier in 2018.

    Cassif was accused of equating Israel and the Israel Defense Forces with the Nazi regime, and it was noted that he called to fight “Judeo-Nazism,” expressed support for changing the anthem, and called Justice Minister Ayelet Shaked “Neo-Nazi scum.” He did not attend the session, but was called after committee chairman Justice Hanan Melcer insisted on his presence.

    “I come from an academic background, and my area of expertise is among other things the subject of Fascism, Nazis and nationalism in general,” said Cassif, explaining his comments. “When I speak to a friend or write a post as a private person, I use metaphors. When I used the aforementioned terms – they were metaphors.”

    In an interview last month, Cassif said Israel conducts a “creeping genocide” against the Palestinian people.

    The top candidate on the slate, Mansour Abbas, said he had expected that most of the representatives of the Zionist parties on the election committee would support the move to disqualify the slate, but added: “We are a democratic Arab list that is seeking to represent Arab society with dignity and responsibility.”

    Commenting on Benny Gantz, the leader of Kahol Lavan, which is ahead of Likud in recent polls, Abbas said: “There’s no difference between Benjamin Netanyahu and Benjamin Gantz.”

    Mtanes Shehadeh, who is No. 2 on the Balad-United Arab list slate said the decision to disqualify his slate was expected because he said the Central Election Committee has a right-wing majority and “is also controlled by a fascist, right-wing ideology.”

    His Balad faction, Shehadeh said, “presents a challenge to democracy in Israel” and challenges what he called “the right-wing regime that is controlling the country.”

    Sources from the Balad-United Arab list slate said there is in an urgent need to strip the Central Election Committee of the authority to disqualify candidates and parties from running in elections. The considerations that go into the decision are purely political, the sources said.

    Balad chairman Jamal Zahalka said the decision to disqualify the slate sends a “hostile message to the Arab public” in the country. “We will petition the High Court of Justice against the decision and in any event, we will not change our position, even if we are disqualified.”

    Earlier Wednesday, the Central Elections Committee approved Ben Ari, the chairman of the far-right Otzma Yehudit party, to run for the Knesset.

    Meretz, Stav Shaffir (Labor) and the Reform Movement, who filed the petition to the Central Elections Committee to ban Ben Ari from running for Knesset, all said they would file a petition with the High Court of Justice against the committee’s decision.

    Prior to deliberations, Attorney General Avichai Mendelblit submitted his opinion to the comittee, stating he was in favor of disqualifying Ben Ari from running for Knesset on the grounds of incitement to racism.

    In November 2017, for instance, at an annual memorial for Rabbi Meir Kahane, Ben Ari gave a speech in which he said of Israeli Arabs, “Let’s give them another 100,000 dunams [of land] and affirmative action, maybe they’ll love us. In the end, yes, they’ll love us when we’re slaughtered.”

    In May 2018, Ben Ari gave another speech in which he said, “The Arabs of Haifa aren’t different in any way from the Arabs of Gaza. How are they different? In that they’re here, enemies from within. They’re waging war against us here, within the state. And this is called – it has a name – it’s called a fifth column. We need to call the dog by its name. They’re our enemies. They want to destroy us. Of course there are loyal Arabs, but you can count them – one percent or less than one percent.”

      The time has come to put an end to the stammering and going around in circles: Outlaw the Arabs, all of them. Make them all illegal dwellers in their land and have the Border Police hunt them down like animals, as they know how to do. They are already regarded as illegitimate citizens. It’s time to say so and to anchor it in law.

      Discerning the differences among them is artificial: What’s the difference between the United Arab List–Balad ticket and between the Hadash–Ta’al ticket (acronyms for the Arab political parties)? Why is only the first one on this list being disqualified? And what is the difference between the Palestinians who are Israeli citizens and those living under occupation?

      Why does one group have rights while the others don’t? The time has come to rectify the situation: Ta’al should be treated like Balad; citizens of the state should be treated like those under occupation. Anything less is like paying lip service to the guardians of political correctness, to a supposed semblance of fairness, to a deceptive image of democracy. Outlawing all the Arabs is the way to ensure you have a Jewish state. Who’s against that?

      Whoever thinks what I’ve written is wrong or an exaggeration isn’t reading reality. Disqualifying the Arabs is the issue that has the broadest consensus of the current election campaign. “I’ll put it simply,” Yair Lapid, the democrat, said. “We won’t form a blocking majority with the Arabs. Period.”

      Now I, will humbly put it simply, too: This is a revolting display of racism. Period. More than the torture of the residents of Gaza and the West Bank under the guise of security concerns, in this we see a broader Israeli racism in all its glory: Pure, unadulterated and acceptable racism. It’s not Balad, but the Arabs who are being disqualified. It’s not Ofer Kassif but the left that’s being disqualified. It’s a step-by-step slide down the slope and we can no longer shut our eyes to it.

      If this discourse delegitimizing our Arab citizens isn’t driving Israeli democrats mad – then there is no democracy. We don’t need any studies or institutes: A regime that disqualifies voters and elected officials because of their blood and nationality is not a democracy.

      You don’t need to cite the occupation to expose the lie of democracy – now it’s also apparent at home, within. From Benny Gantz to Bezalel Smotrich – all of them are Ben-Zion Gopsteins. The laws against racism and all the rest are only lip service. The Israeli Knesset has 107 lawmakers; thirteen of them, most of them among the best there are, are outside the game, they have less say than the ushers.

      Now we must try to imagine what they’re going through. They hear everyone trying to distance themselves from them, as though they’re a contagious disease, and they’re silent. They hear nobody seeking to get near them as though their bodies stink, and they avoid comment. The Knesset is like a bus that has segregated its Jewish and Arab passengers, an arena of political apartheid, not yet officially so, which declares from the outset that the Arabs are disqualified.

      Why even bother participating in this game that’s already been decided? The response should have been to boycott the elections. If you don’t want us, we don’t want you. The fig leaf is torn and has long been full of holes. But this is exactly what Israel wants: A country only for Jews. Therefore Arab citizens must not play this game and must head in their masses to the polling stations, just like the prime minister said, to poke Israeli racism painfully in the eye.

      For avowed racists, it’s all very clear. They say what they think: The Jews are a supreme race, the recipients of a divine promise, they have rights to this land, the Arabs are, at best, fleeting guests.

      The problem is with the racists in masquerade like Gantz and Lapid. I have a question for them: Why are Hadash and Ta’al not eligible to be part of a bloc? Why can’t you rely on their votes and why shouldn’t their representatives belong to the government? Would Ayman Odeh be any worse a culture minister than Miri Regev? Would Ahmad Tibi be any less skillful a health minister than Yaakov Litzman? The truth is this: The center-left is as racist as the right.

      Let’s hope no Gantz-Lapid government can be formed, just because of the Arab votes that it fails to have. That would be the sweetest revenge for racism.

    Few Israelis have heard of Dr. Ofer Cassif, the Jewish representative on the far-leftist Hadash party’s Knesset slate. On April 9, that will change

    Ofer Cassif is fire and brimstone. Not even the flu he’s suffering from today can contain his bursting energy. His words are blazing, and he bounds through his modest apartment, searching frenetically for books by Karl Marx and Primo Levi in order to find quotations to back up his ideas. Only occasional sips from a cup of maté bring his impassioned delivery to a momentary halt. The South American drink is meant to help fight his illness, he explains.

    Cassif is third on the slate of Knesset candidates in Hadash (the Hebrew acronym for the Democratic Front for Peace and Equality), the successor to Israel’s Communist Party. He holds the party’s “Jewish slot,” replacing MK Dov Khenin. Cassif is likely to draw fire from opponents and be a conspicuous figure in the next Knesset, following the April 9 election.

    Indeed, the assault on him began as soon as he was selected by the party’s convention. The media pursued him; a columnist in the mass-circulation Yedioth Ahronoth newspaper, Ben-Dror Yemini, called for him to be disqualified from running for the Knesset. It would be naive to say that this was unexpected. Cassif, who was one of the first Israeli soldiers to refuse to serve in the territories, in 1987, gained fame thanks to a number of provocative statements. The best known is his branding of Justice Minister Ayelet Shaked as “neo-Nazi scum.” On another occasion, he characterized Jews who visit the Temple Mount as “cancer with metastases that have to be eradicated.”

    On his alternate Facebook page, launched after repeated blockages of his original account by a blitz of posts from right-wing activists, he asserted that Culture Minister Miri Regev is “repulsive gutter contamination,” that Prime Minister Benjamin Netanyahu is an “arch-murderer” and that the new Israel Defense Forces chief of staff, Lt. Gen. Aviv Kochavi, is a “war criminal.”

    Do you regret making those remarks?

    Cassif: “‘Regret’ is a word of emotion. Those statements were made against a background of particular events: the fence in Gaza, horrible legislation, and the wild antics of Im Tirtzu [an ultranationalist organization] on campus. That’s what I had to say at the time. I didn’t count on being in the Knesset. That wasn’t part of my plan. But it’s clear to me that as a public personality, I would not have made those comments.”

    Is Netanyahu an arch-murderer?

    “Yes. I wrote it in the specific context of a particular day in the Gaza Strip. A massacre of innocent people was perpetrated there, and no one’s going to persuade me that those people were endangering anyone. It’s a concentration camp. Not a ‘concentration camp’ in the sense of Bergen-Belsen; I am absolutely not comparing the Holocaust to what’s happening.”

    You term what Israel is doing to the Palestinians “genocide.”

    “I call it ‘creeping genocide.’ Genocide is not only a matter of taking people to gas chambers. When Yeshayahu Leibowitz used the term ‘Judeo-Nazis,’ people asked him, ‘How can you say that? Are we about to build gas chambers?’ To that, he had two things to say. First, if the whole difference between us and the Nazis boils down to the fact that we’re not building gas chambers, we’re already in trouble. And second, maybe we won’t use gas chambers, but the mentality that exists today in Israel – and he said this 40 years ago – would allow it. I’m afraid that today, after four years of such an extreme government, it possesses even greater legitimacy.

    “But you know what, put aside ‘genocide’ – ethnic cleansing is taking place there. And that ethnic cleansing is also being carried out by means of killing, although mainly by way of humiliation and of making life intolerable. The trampling of human dignity. It reminds me of Primo Levi’s ‘If This Is a Man.’”

    You say you’re not comparing, but you repeatedly come back to Holocaust references. On Facebook, you also uploaded the scene from “Schindler’s List” in which the SS commander Amon Goeth picks off Jews with his rifle from the balcony of his quarters in the camp. You compared that to what was taking place along the border fence in the Gaza Strip.

    “Today, I would find different comparisons. In the past I wrote an article titled, ‘On Holocaust and on Other Crimes.’ It’s online [in Hebrew]. I wrote there that anyone who compares Israel to the Holocaust is cheapening the Holocaust. My comparison between here and what happened in the early 1930s [in Germany] is a very different matter.”

    Clarity vs. crudity

    Given Cassif’s style, not everyone in Hadash was happy with his election, particularly when it comes to the Jewish members of the predominantly Arab party. Dov Khenin, for example, declined to be interviewed and say what he thinks of his parliamentary successor. According to a veteran party figure, “From the conversations I had, it turns out that almost none of the Jewish delegates – who make up about 100 of the party’s 940 delegates – supported his candidacy.

    “He is perceived, and rightly so,” the party veteran continues, “as someone who closes doors to Hadash activity within Israeli society. Each of the other Jewish candidates presented a record of action and of struggles they spearheaded. What does he do? Curses right-wing politicians on Facebook. Why did the party leadership throw the full force of its weight behind him? In a continuation of the [trend exemplified by] its becoming part of the Joint List, Ofer’s election reflects insularity and an ongoing retreat from the historical goal of implementing change in Israeli society.”

    At the same time, as his selection by a 60 percent majority shows, many in the party believe that it’s time to change course. “Israeli society is moving rightward, and what’s perceived as Dov’s [Khenin] more gentle style didn’t generate any great breakthrough on the Jewish street,” a senior source in Hadash notes.

    “It’s not a question of the tension between extremism and moderation, but of how to signpost an alternative that will develop over time. Clarity, which is sometimes called crudity, never interfered with cooperation between Arabs and Jews. On the contrary. Ofer says things that we all agreed with but didn’t so much say, and of course that’s going to rile the right wing. And a good thing, too.”

    Hadash chairman MK Ayman Odeh also says he’s pleased with the choice, though sources in the party claim that Odeh is apprehensive about Cassif’s style and that he actually supported a different candidate. “Dov went for the widest possible alliances in order to wield influence,” says Odeh. “Ofer will go for very sharp positions at the expense of the breadth of the alliance. But his sharp statements could have a large impact.”

    Khenin was deeply esteemed by everyone. When he ran for mayor of Tel Aviv in 2008, some 35 percent of the electorate voted for him, because he was able to touch people who weren’t only from his political milieu.

    Odeh: “No one has a higher regard for Dov than I do. But just to remind you, we are not a regular opposition, we are beyond the pale. And there are all kinds of styles. Influence can be wielded through comments that are vexatious the first time but which people get used to the second time. When an Arab speaks about the Nakba and about the massacre in Kafr Kassem [an Israeli Arab village, in 1956], it will be taken in a particular way, but when uttered by a Jew it takes on special importance.”

    He will be the cause of many attacks on the party.

    “Ahlan wa sahlan – welcome.”

    Cassif will be the first to tell you that, with all due respect for the approach pursued by Khenin and by his predecessor in the Jewish slot, Tamar Gozansky, he will be something completely different. “I totally admire what Tamar and Dov did – nothing less than that,” he says, while adding, “But my agenda will be different. The three immediate dangers to Israeli society are the occupation, racism and the diminishment of the democratic space to the point of liquidation. That’s the agenda that has to be the hub of the struggle, as long as Israel rules over millions of people who have no rights, enters [people’s houses] in the middle of the night, arrests minors on a daily basis and shoots people in the back.

    "Israel commits murder on a daily basis. When you murder one Palestinian, you’re called Elor Azaria [the IDF soldier convicted and jailed for killing an incapacitated Palestinian assailant]; when you murder and oppress thousands of Palestinians, you’re called the State of Israel.”

    So you plan to be the provocateur in the next Knesset?

    “It’s not my intention to be a provocateur, to stand there and scream and revile people. Even on Facebook I was compelled to stop that. But I definitely intend to challenge the dialogue in terms of the content, and mainly with a type of sarcasm.”

    ’Bags of blood’

    Cassif, 54, who holds a doctorate in political philosophy from the London School of Economics, teaches political science at the Hebrew University of Jerusalem, Sapir Academic College in Sderot and at the Academic College of Tel Aviv-Yaffo. He lives in Rehovot, is married and is the father of a 19-year-old son. He’s been active in Hadash for three decades and has held a number of posts in the party.

    As a lecturer, he stands out for his boldness and fierce rhetoric, which draws students of all stripes. He even hangs out with some of his Haredi students, one of whom wrote a post on the eve of the Hadash primary urging the delegates to choose him. After his election, a student from a settlement in the territories wrote to him, “You are a determined and industrious person, and for that I hold you in high regard. Hoping we will meet on the field of action and growth for the success of Israel as a Jewish, democratic state (I felt obliged to add a small touch of irony in conclusion).”

    Cassif grew up in a home that supported Mapai, forerunner of Labor, in Rishon Letzion. He was an only child; his father was an accountant, his mother held a variety of jobs. He was a news hound from an early age, and at 12 ran for the student council in school. He veered sharply to the left in his teens, becoming a keen follower of Marx and socialism.

    Following military service in the IDF’s Nahal brigade and a period in the airborne Nahal, Cassif entered the Hebrew University. There his political career moved one step forward, and there he also forsook the Zionist left permanently. His first position was as a parliamentary aide to the secretary general of the Communist Party, Meir Wilner.

    “At first I was closer to Mapam [the United Workers Party, which was Zionist], and then I refused to serve in the territories. I was the first refusenik in the first intifada to be jailed. I didn’t get support from Mapam, I got support from the people of Hadash, and I drew close to them. I was later jailed three more times for refusing to serve in the territories.”

    His rivals in the student organizations at the Hebrew University remember him as the epitome of the extreme left.

    “Even in the Arab-Jewish student association, Cassif was considered off-the-wall,” says Motti Ohana, who was chairman of Likud’s student association and active in the Student Union at the end of the 1980s and early 1990s. “One time I got into a brawl with him. It was during the first intifada, when he brought two bags of blood, emptied them out in the university’s corridors and declared, ‘There is no difference between Jewish and Arab blood,’ likening Israeli soldiers to terrorists. The custom on campus was that we would quarrel, left-right, Arabs-Jews, and after that we would sit together, have a coffee and talk. But not Cassif.”

    According to Ohana, today a member of the Likud central committee, the right-wing activists knew that, “You could count on Ofer to fall into every trap. There was one event at the Hebrew University that was a kind of political Hyde Park. The right wanted to boot the left out of there, so we hung up the flag. It was obvious that Ofer would react, and in fact he tore the flag, and in the wake of the ruckus that developed, political activity was stopped for good.”

    Replacing the anthem

    Cassif voices clearly and cogently positions that challenge the public discourse in Israel, and does so with ardor and charisma. Four candidates vied for Hadash’s Jewish slot, and they all delivered speeches at the convention. The three candidates who lost to him – Efraim Davidi, Yaela Raanan and the head of the party’s Tel Aviv branch, Noa Levy – described their activity and their guiding principles. When they spoke, there was the regular buzz of an audience that’s waiting for lunch. But when Cassif took the stage, the effect was magnetic.

    “Peace will not be established without a correction of the crimes of the Nakba and [recognition of] the right of return,” he shouted, and the crowd cheered him. As one senior party figure put it, “Efraim talked about workers’ rights, Yaela about the Negev, Noa about activity in Tel Aviv – and Ofer was Ofer.”

    What do you mean by “right of return”?

    Cassif: “The first thing is the actual recognition of the Nakba and of the wrong done by Israel. Compare it to the Truth and Reconciliation Commissions in South Africa, if you like, or with the commissions in Chile after Pinochet. Israel must recognize the wrong it committed. Now, recognition of the wrong also includes recognition of the right of return. The question is how it’s implemented. It has to be done by agreement. I can’t say that tomorrow Tel Aviv University has to be dismantled and that Sheikh Munis [the Arab village on whose ruins the university stands] has to be rebuilt there. The possibility can be examined of giving compensation in place of return, for example.”

    But what is the just solution, in your opinion?

    “For the Palestinian refugees to return to their homeland.”

    That means there will be Jews who will have to leave their home.

    “In some places, unequivocally, yes. People will have to be told: ‘You must evacuate your places.’ The classic example is Ikrit and Biram [Christian-Arab villages in Galilee whose residents were promised – untruly – by the Israeli authorities in 1948 that they would be able to return, and whose lands were turned over to Jewish communities]. But there are places where there is certainly greater difficulty. You don’t right one wrong with another.”

    What about the public space in Israel? What should it look like?

    “The public space has to change, to belong to all the state’s residents. I dispute the conception of ‘Jewish publicness.’”

    How should that be realized?

    “For example, by changing the national symbols, changing the national anthem. [Former Hadash MK] Mohammed Barakeh once suggested ‘I Believe’ [‘Sahki, Sahki’] by [Shaul] Tchernichovsky – a poem that is not exactly an expression of Palestinian nationalism. He chose it because of the line, ‘For in mankind I’ll believe.’ What does it mean to believe in mankind? It’s not a Jew, or a Palestinian, or a Frenchman, or I don’t know what.”

    What’s the difference between you and the [Arab] Balad party? Both parties overall want two states – a state “of all its citizens” and a Palestinian state.

    “In the big picture, yes. But Balad puts identity first on the agenda. We are not nationalists. We do not espouse nationalism as a supreme value. For us, self-determination is a means. We are engaged in class politics. By the way, Balad [the National Democratic Assembly] and Ta’al [MK Ahmad Tibi’s Arab Movement for Renewal] took the idea of a state of all its citizens from us, from Hadash. We’ve been talking about it for ages.”

    If you were a Palestinian, what would you do today?

    “In Israel, what my Palestinian friends are doing, and I with them – [wage] a parliamentary and extra-parliamentary struggle.”

    And what about the Palestinians in the territories?

    “We have always been against harming innocent civilians. Always. In all our demonstrations, one of our leading slogans was: ‘In Gaza and in Sderot, children want to live.’ With all my criticism of the settlers, to enter a house and slaughter children, as in the case of the Fogel family [who were murdered in their beds in the settlement of Itamar in 2011], is intolerable. You have to be a human being and reject that.”

    And attacks on soldiers?

    “An attack on soldiers is not terrorism. Even Netanyahu, in his book about terrorism, explicitly categorizes attacks on soldiers or on the security forces as guerrilla warfare. It’s perfectly legitimate, according to every moral criterion – and, by the way, in international law. At the same time, I am not saying it’s something wonderful, joyful or desirable. The party’s Haifa office is on Ben-Gurion Street, and suddenly, after years, I noticed a memorial plaque there for a fighter in Lehi [pre-state underground militia, also known as the Stern Gang] who assassinated a British officer. Wherever there has been a struggle for liberation from oppression, there are national heroes, who in 90 percent of the cases carried out some operations that were unlawful. Nelson Mandela is today considered a hero, he was awarded the Nobel Peace Prize, but according to the conventional definition, he was a terrorist. Most of the victims of the ANC [African National Congress] were civilians.”

    In other words, today’s Hamas commanders who are carrying out attacks on soldiers will be heroes of the future Palestinian state?

    “Of course.”

    Anti-Zionist identity

    Cassif terms himself an explicit anti-Zionist. “There are three reasons for that,” he says. “To begin with, Zionism is a colonialist movement, and as a socialist, I am against colonialism. Second, as far as I am concerned, Zionism is racist in ideology and in practice. I am not referring to the definition of race theory – even though there are also some who impute that to the Zionist movement – but to what I call Jewish supremacy. No socialist can accept that. My supreme value is equality, and I can’t abide any supremacy – Jewish or Arab. The third thing is that Zionism, like other ethno-nationalistic movements, splits the working class and all weakened groups. Instead of uniting them in a struggle for social justice, for equality, for democracy, it divides the exploited classes and the enfeebled groups, and by that means strengthens the rule of capital.”

    He continues, “Zionism also sustains anti-Semitism. I don’t say it does so deliberately – even though I have no doubt that there are some who do it deliberately, like Netanyahu, who is connected to people like the prime minister of Hungary, Viktor Orban, and the leader of the far right in Austria, Hans Christian Strache.”

    Did Mapai-style Zionism also encourage anti-Semitism?

    “The phenomenon was very striking in Mapai. Think about it for a minute, not only historically, but logically. If the goal of political and practical Zionism is really the establishment of a Jewish state containing a Jewish majority, and for Diaspora Jewry to settle there, nothing serves them better than anti-Semitism.”

    What in their actions encouraged anti-Semitism?

    “The very appeal to Jews throughout the world – the very fact of treating them as belonging to the same nation, when they were living among other nations. The whole old ‘dual loyalty’ story – Zionism actually encouraged that. Therefore, I maintain that anti-Semitism and anti-Zionism are not the same thing, but are precisely opposites. That doesn’t mean, of course, that there are no anti-Zionists who are also anti-Semites. Most of the BDS people are of course anti-Zionists, but they are in no way anti-Semites. But there are anti-Semites there, too.”

    Do you support BDS?

    “It’s too complex a subject for a yes or no answer; there are aspects I don’t support.”

    Do you think that the Jews deserve a national home in the Land of Israel?

    “I don’t know what you mean by ‘national home.’ It’s very amorphous. We in Hadash say explicitly that Israel has a right to exist as a sovereign state. Our struggle is not against the state’s existence, but over its character.”

    But that state is the product of the actions of the Zionist movement, which you say has been colonialist and criminal from day one.

    “That’s true, but the circumstances have changed. That’s the reason that the majority of the members of the Communist Party accepted the [1947] partition agreement at the time. They recognized that the circumstances had changed. I think that one of the traits that sets communist thought apart, and makes it more apt, is the understanding and the attempt to strike the proper balance between what should be, and reality. So it’s true that Zionism started as colonialism, but what do you do with the people who were already born here? What do you tell them? Because your grandparents committed a crime, you have to leave? The question is how you transform the situation that’s been created into one that’s just, democratic and equal.”

    So, a person who survived a death camp and came here is a criminal?

    “The individual person, of course not. I’m in favor of taking in refugees in distress, no matter who or what they are. I am against Zionism’s cynical use of Jews in distress, including the refugees from the Holocaust. I have a problem with the fact that the natives whose homeland this is cannot return, while people for whom it’s not their homeland, can, because they supposedly have some sort of blood tie and an ‘imaginary friend’ promised them the land.”

    I understand that you are in favor of the annulment of the Law of Return?

    “Yes. Definitely.”

    But you are in favor of the Palestinian right of return.

    “There’s no comparison. There’s no symmetry here at all. Jerry Seinfeld was by chance born to a Jewish family. What’s his connection to this place? Why should he have preference over a refugee from Sabra or Chatila, or Edward Said, who did well in the United States? They are the true refugees. This is their homeland. Not Seinfeld’s.”

    Are you critical of the Arabs, too?

    “Certainly. One criticism is of their cooperation with imperialism – take the case of today’s Saudi Arabia, Qatar and so on. Another, from the past, relates to the reactionary forces that did not accept that the Jews have a right to live here.”

    Hadash refrained from criticizing the Assad regime even as it was massacring civilians in Syria. The party even torpedoed a condemnation of Assad after the chemical attack. Do you identify with that approach?

    “Hadash was critical of the Assad regime – father and son – for years, so we can’t be accused in any way of supporting Assad or Hezbollah. We are not Ba’ath, we are not Islamists. We are communists. But as I said earlier, the struggle, unfortunately, is generally not between the ideal and what exists in practice, but many times between two evils. And then you have to ask yourself which is the lesser evil. The Syrian constellation is extremely complicated. On the one hand, there is the United States, which is intervening, and despite all the pretense of being against ISIS, supported ISIS and made it possible for ISIS to sprout.

    "I remind you that ISIS started from the occupation of Iraq. And ideologically and practically, ISIS is definitely a thousand times worse than the Assad regime, which is at base also a secular regime. Our position was and is against the countries that pose the greatest danger to regional peace, which above all are Qatar and Saudi Arabia, and the United States, which supports them. That doesn’t mean that we support Assad.”

    Wrong language

    Cassif’s economic views are almost as far from the consensus as his political ideas. He lives modestly in an apartment that’s furnished like a young couple’s first home. You won’t find an espresso maker or unnecessary products of convenience in his place. To his credit, it can be said that he extracts the maximum from Elite instant coffee.

    What is your utopian vision – to nationalize Israel’s conglomerates, such as Cellcom, the telecommunications company, or Osem, the food manufacturer and distributor?

    “The bottom line is yes. How exactly will it be done? That’s an excellent question, which I can’t answer. Perhaps by transferring ownership to the state or to the workers, with democratic tools. And there are other alternatives. But certainly, I would like it if a large part of the resources were not in private hands, as was the case before the big privatizations. It’s true that it won’t be socialism, because, again, there can be no such thing as Zionist socialism, but there won’t be privatization like we have today. What is the result of capitalism in Israel? The collapse of the health system, the absence of a social-welfare system, a high cost of living and of housing, the elderly and the disabled in a terrible situation.”

    Does any private sector have the right to exist?

    “Look, the question is what you mean by ‘private sector.’ If we’re talking about huge concerns that the owners of capital control completely through their wealth, then no.”

    What growth was there in the communist countries? How can anyone support communism, in light of the grim experience wherever it was tried?

    “It’s true, we know that in the absolute majority of societies where an attempt was made to implement socialism, there was no growth or prosperity, and we need to ask ourselves why, and how to avoid that. When I talk about communism, I’m not talking about Stalin and all the crimes that were committed in the name of the communist idea. Communism is not North Korea and it is not Pol Pot in Cambodia. Heaven forbid.”

    And what about Venezuela?

    “Venezuela is not communism. In fact, they didn’t go far enough in the direction of socialism.”

    Chavez was not enough of a socialist?

    “Chavez, but in particular Maduro. The Communist Party is critical of the regime. They support it because the main enemy is truly American imperialism and its handmaidens. Let’s look at what the U.S. did over the years. At how many times it invaded and employed bullying, fascist forces. Not only in Latin America, its backyard, but everywhere.”

    Venezuela is falling apart, people there don’t have anything to eat, there’s no medicine, everyone who can flees – and it’s the fault of the United States?

    “You can’t deny that the regime has made mistakes. It’s not ideal. But basically, it is the result of American imperialism and its lackeys. After all, the masses voted for Chavez and for Maduro not because things were good for them. But because American corporations stole the country’s resources and filled their own pockets. I wouldn’t make Chavez into an icon, but he did some excellent things.”

    Then how do you generate individual wealth within the method you’re proposing? I understand that I am now talking to you capitalistically, but the reality is that people see the accumulation of assets as an expression of progress in life.

    “Your question is indeed framed in capitalist language, which simply departs from what I believe in. Because you are actually asking me how the distribution of resources is supposed to occur within the capitalist framework. And I say no, I am not talking about resource distribution within a capitalist framework.”

    Gantz vs. Netanyahu

    Cassif was chosen as the polls showed Meretz and Labor, the representatives of the Zionist left, barely scraping through into the next Knesset and in fact facing a serious possibility of electoral extinction. The critique of both parties from the radical left is sometimes more acerbic than from the right.

    Would you like to see the Labor Party disappear?

    “No. I think that what’s happening at the moment with Labor and with Meretz is extremely dangerous. I speak about them as collectives, because they contain individuals with whom I see no possibility of engaging in a dialogue. But I think that they absolutely must be in the Knesset.”

    Is a left-winger who defines himself as a Zionist your partner in any way?

    “Yes. We need partners. We can’t be picky. Certainly we will cooperate with liberals and Zionists on such issues as combating violence against women or the battle to rescue the health system. Maybe even in putting an end to the occupation.”

    I’ll put a scenario to you: Benny Gantz does really well in the election and somehow overcomes Netanyahu. Do you support the person who led Operation Protective Edge in Gaza when he was chief of staff?

    “Heaven forbid. But we don’t reject people, we reject policy. I remind you that it was [then-defense minister] Yitzhak Rabin who led the most violent tendency in the first intifada, with his ‘Break their bones.’ But when he came to the Oslo Accords, it was Hadash and the Arab parties that gave him, from outside the coalition, an insurmountable bloc. I can’t speak for the party, but if there is ever a government whose policy is one that we agree with – eliminating the occupation, combating racism, abolishing the nation-state law – I believe we will give our support in one way or another.”

    And if Gantz doesn’t declare his intention to eliminate the occupation, he isn’t preferable to Netanyahu in any case?

    “If so, why should we recommend him [to the president to form the next government]? After the clips he posted boasting about how many people he killed and how he hurled Gaza back into the Stone Age, I’m far from certain that he’s better.”

    News flash for the minister in charge of combating hatred, Gilad Erdan: One is allowed to hate Israel. Sometimes one must even hate its policies. A democratic country doesn’t ask new arrivals whether they love it. It’s none of their business. The gates of democracy are open to everyone, as long as they don’t endanger its security. That is the test.
    Erdan may also have visited a country whose policies he despised; he certainly did not love the liberalism and equality in Sweden, or Germany’s willingness to take in asylum-seekers – and nobody asked him what he thought. His colleague, Culture Minister Miri Regev, a sworn Arab-hater, intends to fly to Abu Dhabi soon. Will they deport her because of her hatred? If only. Maybe that way Erdan would learn.

    “Everyone understands,” Erdan? Well, almost everyone. Even the minister of strategic affairs can’t yet speak for everyone in Israel. Maybe he will be able to do so soon.
    Meanwhile, there are also some people who don’t understand. Not everyone here has been brainwashed by the propagandistic lies. The “hypocritical organizations” are more interested in human rights than anything else. They are people of conscience. Some are veterans of long-standing work against the Vietnam War and apartheid in South Africa, some are young people who should be a source of pride. At a time when most Israelis their age are not interested in anything that doesn’t involve them directly, they are fighting for something. They are certainly immeasurably more moral than any settler in the territories.

    How scandalous: Coalition Chairman David Bitan criticized the Shin Bet security service. How dare he? He said they’re cowards who only want to get home safely. What gall! They protect him day and night and he’s a bigger coward – he hid for a month when his checks bounced.
    And who raised the cry? The Zionist left, obviously. This includes all those patriots, friends of the Shin Bet, from Isaac Herzog to Ofer Shelah, as well as the daily Yedioth Ahronoth, which put on a particularly grotesque show the other day, showing what could be likened to a sequel to “The Gatekeepers.”
    Whereas in Dror Moreh’s excellent documentary former Shin Bet heads lament the occupation, in which they obviously played no role, in part two they would whine about some guy Bitan daring to criticize the apple of their eyes. The old-boy network, excluding Likud’s Avi Dichter, whose spokesman said he couldn’t be located (speaking of cowards), called on politicians to keep their hands off this organization.
    They’re very sensitive people, these Shin Bet chiefs, fragile and vulnerable, just like the organization they used to command. They were thus offended to the depths of their souls by Bitan’s comments, as well as those by Culture Minister Miri Regev, who called the Shin Bet’s positions “delusional.” The Shin Bet as victim – soon we’ll be passing around donation trays – the heart commiserates with this moving welfare organization and its wonderful employees, the gatekeepers of Israel who never sleep, while Bitan only talks.

    Culture and Sports Minister Miri Regev said on Sunday morning, following a report in Haaretz, that she objects to a proposal set to be brought to the cabinet on Israel joining an EU cultural initiative since it would exclude the settlements. Since then, the cabinet secretariat announced that the issue will be taken off the agenda of Sunday’s cabinet meeting. 
    Regev published her statement despite the fact that the official document on the government proposal, circulated to ministers by the Prime Minister’s Bureau on Wednesday, clearly states that she supports the move.
    The EU program, called Creative Europe, involves cooperation between EU and non-EU countries in the areas of culture and media. The significance of the proposal is that the government of Israel would in effect be agreeing to a European boycott of the settlements in the West Bank, East Jerusalem and the Golan Heights.
    “The culture minister supports international cooperation in the field of culture. However, if the agreement with the European Union that the Foreign Ministry is proposing includes a boycott of Judea and Samaria – Minister Regev will oppose it and the Culture Ministry won’t be a party to this agreement,” the statement said, referring to the West Bank settlements.
    Regev’s office also said that she plans to turn to Prime Minister Benjamin Netanyahu, who is to submit the proposal in his capacity as foreign minister, clarify her opposition and ask to remove the topic from the cabinet meeting’s agenda.
    By joining the initiative, Israel would be showing its willingness to accept the exclusion of cultural institutions from the settlements in exchange for EU funding of institutions within Israel.

    In country after country across Europe, the Syrian refugee crisis has put intense pressure on the political establishment. In Poland, voters have brought to power a right-wing party whose leader, Jarosław Kaczyński, warns that migrants are bringing “dangerous diseases” and “various types of parasites” to Europe. In France’s regional elections in December, some Socialist candidates withdrew at the last minute to support the conservatives and prevent the far-right National Front from winning. Even Germany, which took in more than a million asylum-seekers in 2015, has been forced to pull back in the face of a growing revolt from Chancellor Angela Merkel’s own party and the recent New Year’s attacks on women in Cologne, allegedly by groups of men of North African origin.
    And then there is Denmark. A small, wealthy Scandinavian democracy of 5.6 million people, it is according to most measures one of the most open and egalitarian countries in the world. It has the highest income equality and one of the lowest poverty rates of any Western nation. Known for its nearly carbon-neutral cities, its free health care and university education for all, its bus drivers who are paid like accountants, its robust defense of gay rights and social freedoms, and its vigorous culture of social and political debate, the country has long been envied as a social-democratic success, a place where the state has an improbably durable record of doing good. Danish leaders also have a history of protecting religious minorities: the country was unique in Nazi-occupied Europe in prosecuting anti-Semitism and rescuing almost its entire Jewish population.
    When it comes to refugees, however, Denmark has long led the continent in its shift to the right—and in its growing domestic consensus that large-scale Muslim immigration is incompatible with European social democracy. To the visitor, the country’s resistance to immigrants from Africa and the Middle East can seem implacable. In last June’s Danish national election—months before the Syrian refugee crisis hit Europe—the debate centered around whether the incumbent, center-left Social Democrats or their challengers, the center-right Liberal Party, were tougher on asylum-seekers. The main victor was the Danish People’s Party, a populist, openly anti-immigration party, which drew 21 percent of the vote, its best performance ever. Its founder, Pia Kjærsgaard, for years known for suggesting that Muslims “are at a lower stage of civilization,” is now speaker of the Danish parliament. With the backing of the Danish People’s Party, the center-right Liberals formed a minority government that has taken one of the hardest lines on refugees of any European nation.
    When I arrived in Copenhagen last August, the new government, under Liberal Prime Minister Lars Løkke Rasmussen, had just cut social benefits to refugees by 45 percent. There was talk among Danish politicians and in the Danish press of an “invasion” from the Middle East—though the influx at the time was occurring in the Greek islands, more than one thousand miles away. In early September, Denmark began taking out newspaper ads in Lebanon and Jordan warning would-be asylum-seekers not to come. And by November, the Danish government announced that it could no longer accept the modest share of one thousand refugees assigned to Denmark under an EU redistribution agreement, because Italy and Greece had lost control of their borders.
    These developments culminated in late January of this year, when Rasmussen’s minister of integration, Inger Støjberg, a striking, red-headed forty-two-year-old who has come to represent the government’s aggressive anti-refugee policies, succeeded in pushing through parliament an “asylum austerity” law that has gained notoriety across Europe. The new law, which passed with support from the Social Democrats as well as the Danish People’s Party, permits police to strip-search asylum-seekers and confiscate their cash and most valuables above 10,000 Danish kroner ($1,460) to pay for their accommodation; delays the opportunity to apply for family reunification by up to three years; forbids asylum-seekers from residing outside refugee centers, some of which are tent encampments; reduces the cash benefits they can receive; and makes it significantly harder to qualify for permanent residence. One aim, a Liberal MPexplained to me, is simply to “make Denmark less attractive to foreigners.”
    Danish hostility to refugees is particularly startling in Scandinavia, where there is a pronounced tradition of humanitarianism. Over the past decade, the Swedish government has opened its doors to hundreds of thousands of Iraqis and Syrians, despite growing social problems and an increasingly popular far-right party. But one of the things Danish leaders—and many Danes I spoke to—seem to fear most is turning into “another Sweden.” Anna Mee Allerslev, the top integration official for the city of Copenhagen, told me that the Danish capital, a Social Democratic stronghold with a large foreign-born population, has for years refused to take any refugees. (Under pressure from other municipalities, this policy is set to change in 2016.)
    In part, the Danish approach has been driven by the country’s long experience with terrorism and jihadism. Nearly a decade before the Charlie Hebdo attacks in Paris in January 2015, and the coordinated terrorist attacks in Paris in November, the publication of the so-called Muhammad cartoons by the Danish newspaper Jyllands-Posten had already turned Denmark into a primary target for extremists. Initially driven by a group of Danish imams, outcry against the cartoons gave strength to several small but radical groups among the country’s 260,000 Muslims. These groups have been blamed for the unusually large number of Danes—perhaps as many as three hundred or more—who have gone to fight in Syria, including some who went before the rise ofISIS in 2013. “The Danish system has pretty much been blinking red since 2005,” Magnus Ranstorp, a counterterrorism expert who advises the PET, the Danish security and intelligence service, told me.
    Since the publication of the Muhammad cartoons, the PET and other intelligence forces have disrupted numerous terrorist plots, some of them eerily foreshadowing what happened in Paris last year. In 2009, the Pakistani-American extremist David Headley, together with Laskar-e-Taiba, a Pakistani terrorist organization, devised a meticulous plan to storm the Jyllands-Posten offices in Copenhagen and systematically kill all the journalists that could be found. Headley was arrested in the United States in October 2009, before any part of the plan was carried out; in 2013, he was sentenced by a US district court to thirty-five years in prison for his involvement in the Mumbai attacks of 2008.
    In February of last year, just weeks after the Charlie Hebdo attacks, a young Danish-Palestinian man named Omar Abdel Hamid el-Hussein tried to shoot his way into the Copenhagen meeting of a free-speech group to which a Swedish cartoonist, known for his caricatures of Muhammad, had been invited. El-Hussein succeeded in killing a Danish filmmaker at the meeting before fleeing the scene; then, hours later, he killed a security guard at the city’s main synagogue and was shot dead by police.
    Yet many Danes I talked to are less concerned about terrorism than about the threat they see Muslims posing to their way of life. Though Muslims make up less than 5 percent of the population, there is growing evidence that many of the new arrivals fail to enter the workforce, are slow to learn Danish, and end up in high-crime immigrant neighborhoods where, while relying on extensive state handouts, they and their children are cut off from Danish society. In 2010, the Danish government introduced a “ghetto list” of such marginalized places with the goal of “reintegrating” them; the list now includes more than thirty neighborhoods.
    Popular fears that the refugee crisis could overwhelm the Danish welfare state have sometimes surprised the country’s own leadership. On December 3, in a major defeat for the government, a clear majority of Danes—53 percent—rejected a referendum on closer security cooperation with the European Union. Until now, Denmark has been only a partial EU member—for example, it does not belong to the euro and has not joined EU protocols on citizenship and legal affairs. In view of the growing threat of jihadism, both the government and the opposition Social Democrats hoped to integrate the country fully into European policing and counterterrorism efforts. But the “no” vote, which was supported by the Danish People’s Party, was driven by fears that such a move could also give Brussels influence over Denmark’s refugee and immigration policies.
    The outcome of the referendum has ominous implications for the European Union at a time when emergency border controls in numerous countries—including Germany and Sweden as well as Denmark—have put in doubt the Schengen system of open borders inside the EU. In Denmark itself, the referendum has forced both the Liberals and the Social Democrats to continue moving closer to the populist right. In November, Martin Henriksen, the Danish People’s Party spokesman on refugees and immigration, toldPolitiken, the country’s leading newspaper, “There is a contest on to see who can match the Danish People’s Party on immigration matters, and I hope that more parties will participate.”

    According to many Danes I met, the origins of Denmark’s anti-immigration consensus can be traced to the national election of November 2001, two months after the September 11 attacks in the United States. At the time, the recently founded Danish People’s Party was largely excluded from mainstream politics; the incumbent prime minister, who was a Social Democrat, famously described the party as unfit to govern.
    But during the 1990s, the country’s Muslim population had nearly doubled to around 200,000 people, and in the 2001 campaign, immigration became a central theme. The Social Democrats suffered a devastating defeat and, for the first time since 1924, didn’t control the most seats in parliament. Anders Fogh Rasmussen, the ambitious leader of the victorious Liberal Party (no relation to the current prime minister, Lars Løkke Rasmussen), made a historic decision to form a government with support from the Danish People’s Party, which had come in third place—a far-right alliance that had never been tried in Scandinavia. It kept Fogh Rasmussen in power for three terms.
    From an economic perspective, the government’s embrace of the populist right was anomalous. With its unique combination of comprehensive welfare and a flexible labor market—known as flexicurity—Denmark has an efficient economy in which the rate of job turnover is one of the highest in Europe, yet almost 75 percent of working-age Danes are employed. At the same time, the country’s extraordinary social benefits, such as long-term education, retraining, and free child care, are based on integration in the workforce. Yet many of the qualities about the Danish system that work so well for those born into it have made it particularly hard for outsiders to penetrate.
    Denmark is a mostly low-lying country consisting of the Jutland Peninsula in the west, the large islands of Funen and Zealand in the east, and numerous smaller islands. (It also includes the island of Greenland, whose tiny population is largely Inuit.) The modern state emerged in the late nineteenth century, following a series of defeats by Bismarck’s Germany in which it lost much of its territory and a significant part of its population. Several Danish writers have linked this founding trauma to a lasting national obsession with invasion and a continual need to assert danskhed, or Danishness.
    Among other things, these preoccupations have given the Danish welfare system an unusually important part in shaping national identity. Visitors to Denmark will find the Danish flag on everything from public buses to butter wrappers; many of the country’s defining institutions, from its universal secondary education (Folkehøjskoler—the People’s High Schools) to the parliament (Folketinget—the People’s House) to the Danish national church (Folkekirken—the People’s Church) to the concept of democracy itself (Folkestyret—the Rule of the People) have been built to reinforce a strong sense of folke, the Danish people.
    One result of this emphasis on cohesion is the striking contrast between how Danes view their fellow nationals and how they seem to view the outside world: in 1997, a study of racism in EU countries found Danes to be simultaneously among the most tolerant and also the most racist of any European population. “In the nationalist self-image, tolerance is seen as good,” writes the Danish anthropologist Peter Hervik. “Yet…excessive tolerance is considered naive and counterproductive for sustaining Danish national identity.”
    According to Hervik, this paradox helps account for the rise of the Danish People’s Party, or Dansk Folkeparti. Like its far-right counterparts in neighboring countries, the party drew on new anxieties about non-European immigrants and the growing influence of the EU. What made the Danish People’s Party particularly potent, however, was its robust defense of wealth redistribution and advanced welfare benefits for all Danes. “On a traditional left-right scheme they are very difficult to locate,” former prime minister Fogh Rasmussen told me in Copenhagen. “They are tough on crime, tough on immigration, but on welfare policy, they are center left. Sometimes they even try to surpass the Social Democrats.”
    Beginning in 2002, the Fogh Rasmussen government passed a sweeping set of reforms to limit the flow of asylum-seekers. Among the most controversial were the so-called twenty-four-year rule, which required foreign-born spouses to be at least twenty-four years old to qualify for Danish citizenship, and a requirement that both spouses combined had spent more years living in Denmark than in any other country. Unprecedented in Europe, the new rules effectively ended immigrant marriages as a quick path to citizenship. At the same time, the government dramatically restricted the criteria under which a foreigner could qualify for refugee status.
    To Fogh Rasmussen’s critics, the measures were simply a way to gain the support of the Danish People’s Party for his own political program. This included labor market reforms, such as tying social benefits more closely to active employment, and—most notably—a muscular new foreign policy. Departing from Denmark’s traditional neutrality, the government joined with US troops in military interventions in Afghanistan and Iraq; Denmark has since taken part in the interventions in Libya and Syria as well. (In his official state portrait in the parliament, Fogh Rasmussen, who went on to become general secretary of NATO in 2009, is depicted with a Danish military plane swooping over a desolate Afghan landscape in the background.)
    Yet the immigration overhaul also had strong foundations in the Liberal Party. In 1997, Bertel Haarder, a veteran Liberal politician and strategist, wrote an influential book called Soft Cynicism, which excoriated the Danish welfare system for creating, through excessive coddling, the very stigmatization of new arrivals to Denmark that it was ostensibly supposed to prevent. Haarder, who went on to become Fogh Rasmussen’s minister of immigration, told me, “The Danes wanted to be soft and nice. And we turned proud immigrants into social welfare addicts. It wasn’t their fault. It was our fault.”
    According to Haarder, who has returned to the Danish cabinet as culture minister in the current Liberal government, the refugees who have come to Denmark in recent years overwhelmingly lack the education and training needed to enter the country’s advanced labor market. As Fogh Rasmussen’s immigration minister, he sought to match the restrictions on asylum-seekers with expedited citizenship for qualified foreigners. But he was also known for his criticism of Muslims who wanted to assert their own traditions: “All this talk about equality of cultures and equality of religion is nonsense,” he told a Danish newspaper in 2002. “The Danes have the right to make decisions in Denmark.”

    Coming amid the Fogh Rasmussen government’s rightward shift on immigration and its growing involvement in the “war on terror,” the decision by the Danish paperJyllands-Posten in September 2005 to publish caricatures of the Prophet Muhammad seemed to bring into the open an irresolvable conflict. In the decade since they appeared, the cartoons have been linked to the torching of Western embassies, an unending series of terrorist attacks and assassination plots across Europe, and a sense, among many European intellectuals, that Western society is being cowed into a “tyranny of silence,” as Flemming Rose, the former culture editor of Jyllands-Postenwho commissioned the cartoons and who now lives under constant police protection, has titled a recent book.1 In his new study of French jihadism, Terreur dans l’hexagone: Genèse du djihad français, Gilles Kepel, the French scholar of Islam, suggests that the cartoons inspired an “international Islamic campaign against little Denmark” that became a crucial part of a broader redirection of jihadist ideology toward the West.
    And yet little about the original twelve cartoons could have foretold any of this. Traditionally based in Jutland, Jyllands-Posten is a center-right broadsheet that tends to draw readers from outside the capital; it was little known abroad before the cartoons appeared. Following reports that a Danish illustrator had refused to do drawings for a book about Muhammad, Rose invited a group of caricaturists to “draw Muhammad as you see him” to find out whether they were similarly inhibited (most of them weren’t). Some of the resulting drawings made fun of the newspaper itself for pursuing the idea; in the subsequent controversy, outrage was largely directed at just one of the cartoons, which depicted the Prophet wearing a lit bomb as a turban. Even then, the uproar began only months later, after the Danish prime minister refused a request from diplomats of Muslim nations for a meeting about the cartoons. “I thought it was a trap,” Fogh Rasmussen told me. At the same time, several secular Arab regimes, including Mubarak’s Egypt and Assad’s Syria, concluded that encouraging vigorous opposition to the cartoons could shore up their Islamist credentials.
    Once angry mass protests had finally been stirred up throughout the Muslim world in late January and early February 2006—including in Egypt, Iran, Sudan, Syria, Lebanon, and Afghanistan—the crisis quickly took on a logic that had never existed at the outset: attacks against Western targets led many newspapers in the West to republish the cartoons in solidarity, which in turn provoked more attacks. By the time of the Charlie Hebdo massacre in early 2015, there was a real question of what Timothy Garton Ash, in these pages, has called “the assassin’s veto,” the fact that some newspapers might self-censor simply to avoid further violence.2 Jyllands-Posten itself, declaring in an editorial in January 2015 that “violence works,” no longer republishes the cartoons.
    Lost in the geopolitical fallout, however, was the debate over Danish values that the cartoons provoked in Denmark itself. Under the influence of the nineteenth-century state builder N.F.S. Grundtvig, the founders of modern Denmark embraced free speech as a core value. It was the first country in Europe to legalize pornography in the 1960s, and Danes have long taken a special pleasure in cheerful, in-your-face irreverence. In December Politiken published a cartoon showing the integration minister Inger Støjberg gleefully lighting candles on a Christmas tree that has a dead asylum-seeker as an ornament (see illustration on page 34).
    Explaining his own reasons for commissioning the Muhammad cartoons, Flemming Rose has written of the need to assert the all-important right to “sarcasm, mockery, and ridicule” against an encroaching totalitarianism emanating from the Islamic world. He also makes clear that Muslims or any other minority group should be equally free to express their own views in the strongest terms. (Rose told me that he differs strongly with Geert Wilders, the prominent Dutch populist and critic of Islam. “He wants to ban the Koran. I say absolutely you can’t do that.”)
    But Rose’s views about speech have been actively contested. Bo Lidegaard, the editor of Politiken, the traditional paper of the Copenhagen establishment, was Fogh Rasmussen’s national security adviser at the time of the cartoons crisis. Politiken, which shares the same owner and inhabits the same high-security building as Jyllands-Posten, has long been critical of the publication of the cartoons by its sister paper, and Lidegaard was blunt. “It was a complete lack of understanding of what a minority religion holds holy,” he told me. “It also seemed to be mobbing a minority, by saying, in their faces, ‘We don’t respect your religion! You may think this is offensive but we don’t think its offensive, so you’re dumb!’”
    Lidegaard, who has written several books about Danish history, argues that the cartoons’ defenders misread the free speech tradition. He cites Denmark’s law against “threatening, insulting, or degrading” speech, which was passed by the Danish parliament in 1939, largely to protect the country’s Jewish minority from anti-Semitism. Remarkably, it remained in force—and was even invoked—during the Nazi occupation of Denmark. According to Lidegaard, it is a powerful recognition that upholding equal rights and tolerance for all can sometimes trump the need to protect extreme forms of speech.
    Today, however, few Danes seem concerned about offending Muslims. Neils-Erik Hansen, a leading Danish human rights lawyer, told me that the anti–hate speech law has rarely been used in recent years, and that in several cases of hate crimes against Muslim immigrants—a newspaper boy was killed after being called “Paki swine”—the authorities have shown little interest in invoking the statute. During the cartoon affair, Lidegaard himself was part of the foreign policy team that advised Prime Minister Fogh Rasmussen not to have talks with Muslim representatives. When I asked him about this, he acknowledged, “The government made some mistakes.”

    Last fall I visited Mjølnerparken, an overwhelmingly immigrant “ghetto” in north Copenhagen where Omar el-Hussein, the shooter in last year’s attack against the free speech meeting, had come from. Many of the youth there belong to gangs and have been in and out of prison; the police make frequent raids to search for guns. Upward of half the adults, many of them of Palestinian and Somali origin, are unemployed. Eskild Pedersen, a veteran social worker who almost single-handedly looks after the neighborhood, told me that hardly any ethnic Danes set foot there. This was Denmark at its worst.
    And yet there was little about the tidy red-brick housing blocks or the facing playground, apart from a modest amount of graffiti, that suggested dereliction or squalor. Pedersen seems to have the trust of many of his charges. He had just settled a complicated honor dispute between two Somalian families; and as we spoke, a Palestinian girl, not more than six, interrupted to tell him about a domestic violence problem in her household. He has also found part-time jobs for several gang members, and helped one of them return to school; one young man of Palestinian background gave me a tour of the auto body shop he had started in a nearby garage. (When a delegation of Egyptians was recently shown the neighborhood, the visitors asked, “Where is the ghetto?”)
    But in Denmark, the police force is regarded as an extension of the social welfare system and Pedersen also makes it clear, to the young men especially, that he works closely with law enforcement. As last year’s shooting reveals, it doesn’t always work. But city officials in Copenhagen and in Aarhus, Denmark’s second city, describe some cases in which local authorities, drawing on daily contact with young and often disaffected Muslims, including jihadists returning from Syria, have been able to preempt extremist behavior.
    Across Europe in recent weeks, shock over the arrival of hundreds of thousands of refugees has quickly been overtaken by alarm over the challenge they are now seen as posing to social stability. Several countries that have been welcoming to large numbers of Syrian and other asylum-seekers are confronting growing revolts from the far right—along with anti-refugee violence. In December Die Zeit, the German newsweekly, reported that more than two hundred German refugee shelters have been attacked or firebombed over the past year; in late January, Swedish police intercepted a gang of dozens of masked men who were seeking to attack migrants near Stockholm’s central station. Since the beginning of 2016, two notorious far-right, anti-immigration parties—the Sweden Democrats in Sweden and Geert Wilders’s Party for Freedom in the Netherlands—became more popular than the ruling parties in their respective countries, despite being excluded from government.
    Nor is the backlash limited to the right. Since the New Year’s attacks by migrants against women in Cologne, conservative opponents of German Chancellor Angela Merkel’s refugee policy have been joined by feminists and members of the left, who have denounced the “patriarchal” traditions of the “Arab man.” Recent data on the anti-immigrant Sweden Democrats, who in January were polling at 28 percent of the popular vote, shows that the party’s steady rise during Sweden’s decade of open-asylum policies has closely tracked a parallel decline in support for the center-left Social Democrats, the traditional force in Swedish politics. Confronted with such a populist surge, the Swedish government announced on January 27 that it plans to deport as many as 80,000 asylum-seekers.
    As the advanced democracies of Europe reconsider their physical and psychological borders with the Muslim world, the restrictive Danish approach to immigration and the welfare state offers a stark alternative. Brought into the political process far earlier than its counterparts elsewhere, the Danish People’s Party is a good deal more moderate than, say, the National Front in France; but it also has succeeded in shaping, to an extraordinary degree, the Danish immigration debate. In recent weeks, Denmark’s Social Democrats have struggled to define their own immigration policy amid sagging support. When I asked former prime minister Fogh Rasmussen about how the Danish People’s Party differed from the others on asylum-seekers and refugees, he said, “You have differences when it comes to rhetoric, but these are nuances.”
    In January, more than 60,000 refugees arrived in Europe, a thirty-five-fold increase from the same month last year; but in Denmark, according to Politiken, the number of asylum-seekers has steadily declined since the start of the year, with only 1,400 seeking to enter the country. In limiting the kind of social turmoil now playing out in Germany, Sweden, and France, the Danes may yet come through the current crisis a more stable, united, and open society than any of their neighbors. But they may also have shown that this openness extends no farther than the Danish frontier.

    Late in September, Mark Zuckerberg was pictured hugging India prime minister Narendra Modi at Facebook’s Menlo Park headquarters.

    About the same time, on the other side of the world in Modi’s India, a Hindu lynch mob broke into a local Muslim family’s home and bludgeoned to death 50-year-old Mohammad Akhlaq by smashing in his skull, and then dragged him through the streets of Bisara, a village just 30 miles north of the capital New Delhi. The mob also bashed in his 22-year-old son’s head, leaving him in a coma with severe brain damage, and sexually assaulted the dead man’s daughter.

    It was just the latest in a series of increasingly gruesome attacks by Hindu extremists, reportedly inspired and encouraged by Modi’s far-right political party, and affiliated grassroots organizations like the notorious RSS, a paramilitary group established in the 1920s explicitly modeled after Mussolini’s and Hitler’s paramilitaries, through the ranks of which Modi rose to power. For weeks, Modi kept menacingly quiet about the lynching, one of several this year, while his ministers and party officials fanned the flames.

    Modi’s culture minister dismissed the lynching as an “accident” in which no one was at fault — even though a local Hindu temple priest admitted he organized the mob at his temple through announcements over the loudspeaker falsely accusing the only Muslim family in the village of killing a cow. Modi’s culture minister then claimed that the father had died of “shock” after being wrongly told that his son had been killed. This is the father whose head was crushed by bricks in front of his family, and whose body was dragged through the streets of the village.

    Other members of Modi’s party threatened riots and worse if any of the lynch mob murderers were prosecuted. Another BJP party official called for the prosecution of the Muslim family’s survivors for allegedly killing the cow.

    After two weeks, Modi finally issued a statement so vague and tepid that it worked more like gasoline than cold water. Which was exactly the point. As many have explained already, it was Modi himself who began exploiting cow-slaughtering and beef-eating as a way to whip up hatred and rearrange the political divisions along communal religious lines rather than along class and caste lines.

    While Silicon Valley swoons over Modi’s talk of Digital India and SmartCities and bullet trains and the rest, back at home Modi has talked up a very different and very violent, far-right game. And it seems just about everyone in the world who isn’t a far-right Hindu chauvinist understands just how bad and how dangerous Modi is. 

    Everyone, that is, apart from Silicon Valley’s “smartest guys in the room.”

    The New York Times editorial board has been sounding the alarm over Modi’s dangerous lean towards violent sectarianism, authoritarianism and censorship for the past half year (see here, here, here, here, and here). Meanwhile, India under Modi now leads the world in Facebook censorship, and well surpassed Putin in shutting down progressive western NGOs and foundations (excluding Omidyar Network, which has played a hugely supportive role in helping Modi to power). Indian Nobel laureate Amartya Sen was forced out as chancellor of Nalanda University, set up by a consortium of Asian governments on the site of what was one of the oldest universities in the world, as Modi’s allies have cracked down on academics and intellectuals across the country who don’t adhere to the ruling party’s line. In an unprecedented protest for India, dozens of leading writers have been returning the most prestigious literary award from India’s National Academy of Letters, citing intolerance and violence against intellectuals and minorities.

    Salman Rushdie spoke about what writers are facing in India under Modi:

    “There are attacks on ordinary liberties, the ordinary right to assembly, the ordinary right to organize an event in which people can talk about books and ideas freely and without hostility.”
    Last month, Rushdie tweeted,

    “Alarming times for free expression in India.”
    And it isn’t just intellectuals and minorities who have been complaining. The head of India’s central bank, Raghuram Rajan—long a respected favorite of the global neoliberal elites, and a quiet supporter of Modi’s election victory—made a rare and unusual public criticism of Modi’s intolerance. And Moodys, the ratings agency, issued a warning to Modi that his ruling party’s violent intolerance could jeopardize business and investments.

    None of this, however, seems to have put even the slightest damper on Silicon Valley’s love affair with their favorite world leader.

    It’s not hard to imagine how Zuckerberg’s photo gleefully bro-hugging the far-right Indian leader — or Pierre Omidyar’s top India partner in Omidyar Network becoming Modi’s Minister for Finance after spending years helping to elect Modi using his Omidyar perch — will come back to haunt them.

    Zuckerberg especially should be worried. There are those rare photos in history that can capture something dark and contrary that can never be erased from a public figure’s image: Donald Rumsfeld shaking Saddam’s hand a few years before the Iraqi dictator gassed Kurdish villages; Milton Friedman advising Gen. Pinochet even as his concentration camps were torturing tens of thousands of Chilean students, intellectuals and labor union activists.

    Ignorance is no defense; particularly when you pride yourself in being boy-geniuses, with the best information of anyone in the world. Silicon Valley’s Modi problem is apparent to everyone in the world but Silicon Valley’s billionaires. Now, even Modi’s own citizens in India are revolting against him. In the recent election in the state of Bihar, Modi’s party suffered a shocking, crushing defeat to a socialist-led rival. In the campaign before the election, Modi and his top party officials tried inciting communal violence for electoral gain, but locals overwhelmingly rejected it. Now Modi’s own party is openly criticizing him.

    It’s not like Pando hasn’t been warning about the Modi danger since he was first elected in May 2014. Modi crossed our radar precisely because he was such a favorite of so many big-name Silicon Valley leaders — Pierre Omidyar, Zuckerberg, Eric Schmidt, Sheryl Sandberg, Tim Cook. . . .

    And yet, what we’re seeing is that one of the most divisive, intolerant and dangerous leaders in the world has charmed the socks off of Silicon Valley’s best and brightest, against all information and opinion and evidence out there. Our tech leaders are literally the last people in the world to get it.

    UN peacekeepers will protect world heritage sites from attacks by Islamist militants, Unesco has said.

    Italy proposed the move in the wake of the destruction of sites including Palmyra in Syria by Islamic State. The Italian culture minister, Dario Franceschini, said 53 countries, as well as permanent members of the security council, had voted in favour of the idea.

    “Faced with IS terrorist attacks and the terrible images of Palmyra, the international community cannot stand back and watch,” he said. Franceschini said UN peacekeepers would be able to draw on the expertise of Italy’s cultural and heritage police.

    Ukraine has banned French actor Gerard Depardieu from entering the country for five years, its state security service said on Wednesday, apparently for making comments that suggested he supported Russia’s annexation of Crimea last year.
    Government spokeswoman Olena Hitlyanska said the 66-year-old, known for films such as Cyrano de Bergerac and Green Card, had been on a blacklist of public figures deemed to be unsympathetic towards Ukraine’s in its conflict with Russia.
    She did not cite any specific comments from Depardieu.
    This month Culture Minister Ivan Kirilenko said that Depardieu was on a list of 117 prominent figures in the arts and entertainment world “who have spoken out in support of the violation of Ukraine’s territorial integrity and sovereignty”.
    Depardieu, who is notorious for riotous antics off-screen and scrapes with the law over drink-driving, motorbike accidents and his outspoken criticism of high taxes in France, was granted Russian citizenship by Russian President Vladimir Putin in 2013.
    He has since defended Russia’s international policies in interviews with French and other media.

    According to Iranian media reports, two Saudi police are alleged to have attempted to assault the youngsters at Jeddah airport as they prepared to fly home from a pilgrimage to Mecca and Medina two weeks ago.

    In addition to the annual hajj, which was held most recently last October, Muslims also undertake the lesser pilgrimage or umrah throughout the year.

    "I have ordered the Hajj and Pilgrimage Organisation to suspend the lesser pilgrimage until the criminals are tried and punished," Culture Minister Ali Jannati told state television.

    All pilgrimages by Iranians to the Muslim holy places fall under the organisation’s auspices and each year around 500,000 perform the umrah.

    “Considering what has happened, Iranians’ dignity has been damaged and a public demand has formed,” the minister said.

    Jannati said the Saudi authorities had arrested the two police officers at the centre of the allegations.

    “We have spoken to Saudi officials through diplomatic channels and they have promised to punish the persons in custody,” he said.

    “They even asserted that they would execute them but nothing has been done in reality so far.”

    The outcry over the allegations comes with relations between Shiite Iran and Sunni Saudi Arabia already tense over the Saudi-led air war against Shiite rebels in Yemen.

    ¶7. Salam was born in Beirut in 1945. The Salam family is one of the prominent traditional Sunni political families of Beirut. His late father was one of the heroes of Lebanon’s independence in 1943. Hariri’s political and financial powers undermined the role of the Salam family in Beirut. He is the son of former Prime Minister Saeb Salam.

    Salam was elected a Member of Parliament in 1996. He lost his seat in 2000 because of the late Prime Minister Hariri’s efforts against him. Salam was trying to mend fences with the Hariri camp in early 2005, ahead of the Spring Parliamentary elections. When Speaker Berri launched his response to the Bristol opposition group meetings, Salam participated in Berri’s counterpart conclave known as “Ain Tineh.” Salam abstained from attending the subsequent meeting “Ain Tineh II” after Hariri’s assassination.

    ¶7. (C) Another issue that has come up recently is the discovery of an archaeological site on the grounds of the Nahr al-Barid camp. Two, 3,000 year-old sarcophagi were discovered on the camp site. According to Lebanese law, the GOL is responsible for preserving the site. There exists a number of options on how to do this. However, UNRWA favors leaving the site as is and building around/above the archaeological find (known as back-filling), as it is the quickest and easiest option. Minister of Culture, Tammam Salam’s recommendation on how to preserve the site is needed before construction can begin. Lombardo asked the Ambassador to speak with Salam to urge him to support this option.

    LATE-BREAKING LEGAL CHALLENGE FROM AOUN

    ¶2. (C) In mid-August, Michel Aoun filed a lawsuit with the Shura court requesting an injunction against the backfilling of recently discovered Roman ruins underneath areas of the Nahr al-Barid (NAB) Palestinian refugee camp near Tripoli. The basis for the suit is how to best preserve the remains of the Roman village discovered during rubble and UXO removal. The Directorate General of Antiquities (DGA) earlier in the year carried out a extensive survey at the site and, with cabinet approval, agreed that construction could continue if the ruins were “backfilled” with compressed soil at least one meter above the tallest portion of the ruins after UXO and rubble removal. Caretaker Culture Minister Tammam Salam told us on August 25 that Aoun was demanding the GOL relocate the camp to new land, an option already studied and rejected due to the cost and procedural delays in appropriating the land. Salam described Aoun’s demand as disingenuous since, were the GOL to appropriate new land, Aoun would accuse the GOL of instituting a permanent resettlement plan or “tawteen” for the refugees, a policy universally rejected across the Lebanese political spectrum. One of the issues being considered by the court is whether Aoun has legal standing for the suit, either as a private citizen or an MP.

    ¶3. (C) The GOL filed an appeal to Aoun’s lawsuit, caretaker Justice Minister Ibrahim Najjar confirmed to Ambassador on August 14. Najjar said that both Aoun and the GOL had one month to prepare their cases. Meanwhile, on August 25 caretaker PM Siniora met with Salam, the DGA, the secretary general of the cabinet and a Lebanese Armed Forces (LAF) representative to “consolidate” the government’s position before presenting their appeal to the court later in September. Salam, who underscored earlier acceptance by some members of the opposition of the DGA’s proposal, noted that two of the three judges on the State Council, which must rule on the appeal, are Aoun supporters. On August 26 UNRWA’s Deputy Director for Lebanon Roger Davies told the Ambassador the court had ordered the previously agreed-upon work on backfilling to cease while the case is adjudicated. Only archeological surveying, rubble and UXO removal will continue. Davies said that Siniora had advised UNRWA on August 26 to obey the instruction, which asserting that the GOL was “100 percent behind” the NAB reconstruction project. Davies told us August 27 that UNRWA planned to order its contractor to cease backfilling operations on August 31. According to Regional UNRWA Director Filipo Grandi, the end of October was previously the projected date to complete the clearance work and begin constructing building foundations.

(C) The General does not fold easily, however, and underscored that his demands are firm and he will not “visit” anyone, adding cheekily that if “someone” wants to negotiate, he can visit the broad terrace of Aoun’s house. Caretaker Minister of Culture and Future Party stalwart Tammam Salam told the Ambassador August 25 that despite being “unstable,” Aoun is extremely intelligent, a political animal who does his homework and commits himself to a plan. “Even his allies can’t reel him in,” said Salam. “With or without the blessing of Syria, he will do what he wants.” Alain Aoun explained to PolChief August 26 that the General’s obstinacy was the result of Hariri’s marginalizing him (reftel) and insisted Hariri will need to find a way to meet with the General in order to move forward.

    ¶5. (C) Hariri has remained stoic in his responses to Aoun’s recent rants, winning praise from his allies, including Salam, who assessed that his performance has been “perfect” to date. Nonetheless, Hariri’s attempts to isolate Aoun have brought criticism from the opposition (reftel). Opposition MP Yassine Jaber, who is closely allied to Nabih Berri’s Amal party, suggested Hariri should have started negotiating with Aoun from the beginning instead of expecting Hizballah to push him. Indeed, Raad has insisted consistently in his public comments that Hizballah is Aoun’s ally, but not his mediator.

    ¶9. (C) Many contacts still contend that the Hariri-Aoun spat cannot be the only thing holding up the government and that outside pressures are the real source of stalemate. Salam suggested that Syria, working from a strengthened regional and international position, must be working to freeze the process. Jaber assessed that the Egyptians had been interfering in Lebanon’s cabinet formation to serve its own regional interests. Numerous Embassy interlocutors insist that nothing can move forward in Lebanon until the Saudis and Syrians return to the negotiating table. The mood of many is summed up by Jumblatt’s comment to the Ambassador that Lebanon cannot form a government “while Saudi Arabia and Iran are fighting from Yemen to Iraq.”

    “When Ambassador Michael Oren says the makers of “The Gatekeepers” are compromising the state’s public relations efforts, his are just the latest words in a worrying trend of trying to quiet anyone who dares to be critical.
    This past week, Ha’aretz reported that Israeli diplomats were having a hard time dealing with the film “The Gatekeepers.” Michael Oren, Israel’s ambassador to the United States, outdid all the others when he claimed that the heads of the Shin Bet who were interviewed for the film compromised the state’s public relations efforts, which he said were "in a kind of war.”
    His statements join other similar ones that have been made of late – statements that express one of many symptoms of a dangerous disease that has been attacking Israeli society over the past few years. Other symptoms include increasing delegitmization of the left wing (and the Haredi population as well), with the purpose of silencing legitimate voices in public discourse; Culture Minister Limor Livnat’s call to artists to practice self-censorship; the Education Ministry’s dismissal of civics studies supervisor Adar Cohen because his liberal views were not to the liking of former education minister Gideon Sa’ar; the barring by Israel of Professor Rivka Feldhay from participating in a joint Israeli-German academic conference, apparently for her support for Israeli soldiers who refuse to serve in the Palestinian territories; and the attempts to shut down the Department of Politics and Government at Ben-Gurion University. All these are symptoms of the attempts to suppress free speech in Israeli society.
    Oren and those who share his opinion claim that criticism of the leadership’s policy is tantamount to damaging the State of Israel’s standing and harming its interests. For the regime’s spokesmen, their methods, ideology and goals are an inseparable part of the state. Therefore, disagreeing with them is equivalent to harming the state, and critics betray the state’s interests. This approach is reminiscent of the spokesmen of the Chinese regime, who use the same reason to silence criticism from within and exert tight control over the media, cultural works and academia. The approach of Oren and his colleagues must therefore justify regimes that attempt to silence criticism of anti-Semitism in their countries for fear that making such criticism public might damage their countries’ image and interests.
    In professional terms, the attempt to create an absolute identity between the method of a particular group and the goals of the state is known as “monopolizing patriotism.” This is done by attaching conditions such as support of the leadership and its policies to the definition of patriotism. That is how people who do not meet those conditions are excluded from the patriotic camp and only those who meet those conditions may be considered patriots. Patriotism is thus transformed into an effective mechanism for shunning entire groups within society that do not agree with the leadership’s policies.
    Oren and his ilk do not accept the basic principle that patriots who love their country and their people are allowed to disagree with the political leadership’s vision and policy. They deny the approach that heterogeneity of thought is one of the most obvious and necessary signs of an open and pluralistic society. Not for a moment does it occur to them that perhaps their goals and policy are what is causing damage to the state.
    Individuals and groups in society have different opinions, and it is important that these opinions be expressed in the public discourse, in cultural expressions, in textbooks, in classroom discussions. Attempts to restrict free speech and weaken critical discussion – whose intent is actually to repair society – harm democracy and lead the state down the road of becoming a totalitarian regime in which everyone must express an identical opinion. The demand to express full support for the leadership’s methods and refrain from criticism sabotages any attempt to promote a solution to the crisis. Defining the situation as “a kind of war” is a demagogic and manipulative use of words whose purpose is to convince people to support the leadership.
    Oren and those like him are dictating to the public what the government believes to be the rules of appropriate behavior. Conservative groups operating on the ground strengthen these messages by keeping track of statements that are made or written and then smearing anyone who expresses opinions that differ from the leadership’s. This is how a political climate is constructed in which people are afraid to express their opinions and where free speech, one of the most prominent characteristics of a democratic society, is restricted”.
