    Dubai: Lieutenant General Shaikh Saif Bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior, yesterday chaired the first meeting for the Department of Behavioural Award of the Ministry of Possibilities, which was launched to bring about a radical change in the current government work systems.

    During the meeting, Shaikh Saif approved the department’s action plans for the next phase, which includes setting a list of behaviours affecting society, and identifying incentives to stimulate good behaviour, in addition to developing a smart application to reach out to all segments of society.

    Shaikh Saif stressed that the UAE is pressing ahead with enhancing its success to improve the quality of life under the leadership of President His Highness Shaikh Khalifa Bin Zayed Al Nahyan and the creative initiatives of His Highness Shaikh Mohammad Bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, and His Highness Shaikh Mohammad Bin Zayed Al Nahyan, Abu Dhabi Crown Prince and Deputy Supreme Commander of the UAE Armed Forces.

    Last April, Shaikh Mohammad Bin Rashid launched the Ministry of Possibilities as the world’s first virtual ministry to apply design-thinking and experimentation to develop proactive and disruptive solutions to tackle critical issues, bringing together federal and local government teams and the private sector.

  • Refugee, volunteer, prisoner: #Sarah_Mardini and Europe’s hardening line on migration

    Early last August, Sarah Mardini sat on a balcony on the Greek island of Lesvos. As the sun started to fade, a summer breeze rose off the Aegean Sea. She leaned back in her chair and relaxed, while the Turkish coastline, only 16 kilometres away, formed a silhouette behind her.

    Three years before, Mardini had arrived on this island from Syria – a dramatic journey that made international headlines. Now she was volunteering her time helping other refugees. She didn’t know it yet, but in a few weeks that work would land her in prison.

    Mardini had crossed the narrow stretch of water from Turkey in August 2015, landing on Lesvos after fleeing her home in Damascus to escape the Syrian civil war. On the way, she almost drowned when the engine of the inflatable dinghy she was travelling in broke down.

    More than 800,000 people followed a similar route from the Turkish coast to the Greek Islands that year. Almost 800 of them are now dead or missing.

    As the boat Mardini was in pitched and spun, she slipped overboard and struggled to hold it steady in the violent waves. Her sister, Yusra, three years younger, soon joined. Both girls were swimmers, and their act of heroism likely saved the 18 other people on board. They eventually made it to Germany and received asylum. Yusra went on to compete in the 2016 Olympics for the first ever Refugee Olympic Team. Sarah, held back from swimming by an injury, returned to Lesvos to help other refugees.

    On the balcony, Mardini, 23, was enjoying a rare moment of respite from long days spent working in the squalid Moria refugee camp. For the first time in a long time, she was looking forward to the future. After years spent between Lesvos and Berlin, she had decided to return to her university studies in Germany.

    But when she went to the airport to leave, shortly after The New Humanitarian visited her, Mardini was arrested. Along with several other volunteers from Emergency Response Centre International, or ERCI, the Greek non-profit where she volunteered, Mardini was charged with belonging to a criminal organisation, people smuggling, money laundering, and espionage.

    According to watchdog groups, the case against Mardini is not an isolated incident. Amnesty International says it is part of a broader trend of European governments taking a harder line on immigration and using anti-smuggling laws to de-legitimise humanitarian assistance to refugees and migrants.

    Far-right Italian Deputy Prime Minister Matteo Salvini recently pushed through legislation that ends humanitarian protection for migrants and asylum seekers, while Italy and Greece have ramped up pressure on maritime search and rescue NGOs, forcing them to shutter operations. At the end of March, the EU ended naval patrols in the Mediterranean that had saved the lives of thousands of migrants.

    In 2016, five other international volunteers were arrested on Lesvos on similar charges to Mardini. They were eventually acquitted, but dozens of other cases across Europe fit a similar pattern: from Denmark to France, people have been arrested, charged, and sometimes successfully prosecuted under anti-smuggling regulations based on actions they took to assist migrants.

    Late last month, Salam Kamal-Aldeen, a Danish national who founded the rescue non-governmental organisation Team Humanity, filed an application with the European Court of Human Rights, challenging what he says is a Greek crackdown on lifesaving activities.

    According to Maria Serrano, senior campaigner on migration at Amnesty International, collectively the cases have done tremendous damage in terms of public perception of humanitarian work in Europe. “The atmosphere… is very hostile for anyone that is trying to help, and this [has a] chilling effect on other people that want to help,” she said.

    As for the case against Mardini and the other ERCI volunteers, Human Rights Watch concluded that the accusations are baseless. “It seems like a bad joke, and a scary one as well because of what the implications are for humanitarian activists and NGOs just trying to save people’s lives,” said Bill Van Esveld, who researched the case for HRW.

    While the Lesvos prosecutor could not be reached for comment, the Greek police said in a statement after Mardini’s arrest that she and other aid workers were “active in the systematic facilitation of illegal entrance of foreigners” – a violation of the country’s Migration Code.

    Mardini spent 108 days in pre-trial detention before being released on bail at the beginning of December. The case against her is still open. Her lawyer expects news on what will happen next in June or July. If convicted, Mardini could be sentenced to up to 25 years in prison.

    Return to Lesvos

    The arrest and pending trial are the latest in a series of events, starting with the beginning of the Syrian war in 2011, that have disrupted any sense of normalcy in Mardini’s life.

    Even after making it to Germany in 2015, Mardini never really settled in. She was 20 years old and in an unfamiliar city. The secure world she grew up in had been destroyed, and the future felt like a blank and confusing canvas. “I missed Syria and Damascus and just this warmness in everything,” she said.

    While wading through these emotions, Mardini received a Facebook message in 2016 from an ERCI volunteer. The swimming sisters from Syria who saved a boat full of refugees were an inspiration. Volunteers on Lesvos told their story to children on the island to give them hope for the future, the volunteer said, inviting Mardini to visit. “It totally touched my heart,” Mardini recalled. “Somebody saw me as a hope… and there is somebody asking for my help.”

    So Mardini flew back to Lesvos in August 2016. Just one year earlier she had nearly died trying to reach the island, before enduring a journey across the Balkans that involved hiding from police officers in forests, narrowly escaping being kidnapped, sneaking across tightly controlled borders, and spending a night in police custody in a barn. Now, all it took was a flight to retrace the route.

    Her first day on the island, Mardini was trained to help refugees disembark safely when their boats reached the shores. By nighttime, she was sitting on the beach watching for approaching vessels. It was past midnight, and the sea was calm. Lights from the Turkish coastline twinkled serenely across the water. After about half an hour, a walkie talkie crackled. The Greek Coast Guard had spotted a boat.

    Volunteers switched on the headlights of their cars, giving the refugees something to aim for. Thin lines of silver from the reflective strips on the refugees’ life jackets glinted in the darkness, and the rumble of a motor and chatter of voices drifted across the water. As the boat came into view, volunteers yelled: “You are in Greece. You are safe. Turn the engine off.”

    Mardini was in the water again, holding the boat steady, helping people disembark. When the rush of activity ended, a feeling of guilt washed over her. “I felt it was unfair that they were on a refugee boat and I’m a rescuer,” she said.

    But Mardini was hooked. She spent the next two weeks assisting with boat landings and teaching swimming lessons to the kids who idolised her and her sister. Even after returning to Germany, she couldn’t stop thinking about Lesvos. “I decided to come back for one month,” she said, “and I never left.”
    Moria camp

    The island became the centre of Mardini’s life. She put her studies at Bard College Berlin on hold to spend more time in Greece. “I found what I love,” she explained.

    Meanwhile, the situation on the Greek islands was changing. In 2017, just under 30,000 people crossed the Aegean Sea to Greece, compared to some 850,000 in 2015. There were fewer arrivals, but those who did come were spending more time in camps with dismal conditions.

    “You have people who are dying and living in a four-metre tent with seven relatives. They have limited access to water. Hygiene is zero. Privacy is zero. Security: zero. Children’s rights: zero. Human rights: zero… You feel useless. You feel very useless.”

    The volunteer response shifted accordingly, towards the camps, and when TNH visited Mardini she moved around the island with a sense of purpose and familiarity, joking with other volunteers and greeting refugees she knew from her work in the streets.

    Much of her time was spent as a translator for ERCI’s medical team in Moria. The camp, the main one on Lesvos, was built to accommodate around 3,000 people, but by 2018 housed close to 9,000. Streams of sewage ran between tents. People were forced to stand in line for hours for food. The wait to see a doctor could take months, and conditions were causing intense psychological strain. Self-harm and suicide attempts were increasing, especially among children, and sexual and gender-based violence were commonplace.

    Mardini was on the front lines. “What we do in Moria is fighting the fire,” she said. “You have people who are dying and living in a four-metre tent with seven relatives. They have limited access to water. Hygiene is zero. Privacy is zero. Security: zero. Children’s rights: zero. Human rights: zero… You feel useless. You feel very useless.”

    By then, Mardini had been on Lesvos almost continuously for nine months, and it was taking a toll. She seemed to be weighed down, slipping into long moments of silence. “I’m taking in. I’m taking in. I’m taking in. But it’s going to come out at some point,” she said.

    It was time for a break. Mardini had decided to return to Berlin at the end of the month to resume her studies and make an effort to invest in her life there. But she planned to remain connected to Lesvos. “I love this island… the sad thing is that it’s not nice for everybody. Others see it as just a jail.”
    Investigation and Arrest

    The airport on Lesvos is on the shoreline close to where Mardini helped with the boat landing her first night as a volunteer. On 21 August, when she went to check in for her flight to Berlin, she was surrounded by five Greek police officers. “They kind of circled around me, and they said that I should come with [them],” Mardini recalled.

    Mardini knew that the police on Lesvos had been investigating her and some of the other volunteers from ERCI, but at first she still didn’t realise what was happening. Seven months earlier, in February 2018, she was briefly detained with a volunteer named Sean Binder, a German national. They had been driving one of ERCI’s 4X4s when police stopped them, searched the vehicle, and found Greek military license plates hidden under the civilian plates.

    When Mardini was arrested at the airport, Binder turned himself in too, and the police released a statement saying they were investigating 30 people – six Greeks and 24 foreigners – for involvement in “organised migrant trafficking rings”. Two Greek nationals, including ERCI’s founder, were also arrested at the time.

    While it is still not clear what the plates were doing on the vehicle, according Van Esveld from HRW, “it does seem clear… neither Sarah or Sean had any idea that these plates were [there]”.

    The felony charges against Mardini and Binder were ultimately unconnected to the plates, and HRW’s Van Esveld said the police work appears to either have been appallingly shoddy or done in bad faith. HRW took the unusual step of commenting on the ongoing case because it appeared authorities were “literally just [taking] a humanitarian activity and labelling it as a crime”, he added.
    Detention

    After two weeks in a cell on Lesvos, Mardini was sent to a prison in Athens. On the ferry ride to the mainland, her hands were shackled. That’s when it sank in: “Ok, it’s official,” she thought. “They’re transferring me to jail.”

    In prison, Mardini was locked in a cell with eight other women from 8pm to 8am. During the day, she would go to Greek classes and art classes, drink coffee with other prisoners, and watch the news.

    She was able to make phone calls, and her mother, who was also granted asylum in Germany, came to visit a number of times. “The first time we saw each other we just broke down in tears,” Mardini recalled. It had been months since they’d seen each other, and now they could only speak for 20 minutes, separated by a plastic barrier.

    Most of the time, Mardini just read, finishing more than 40 books, including Nelson Mandela’s autobiography, which helped her come to terms with her situation. “I decided this is my life right now, and I need to get something out of it,” she explained. “I just accepted what’s going on.”

    People can be held in pre-trial detention for up to 18 months in Greece. But at the beginning of December, a judge accepted Mardini’s lawyer’s request for bail. Binder was released the same day.
    Lingering fear

    On Lesvos, where everyone in the volunteer community knows each other, the case came as a shock. “People started to be... scared,” said Claudia Drost, a 23-year-old from the Netherlands and close friend of Mardini’s who started volunteering on the island in 2016. “There was a feeling of fear that if the police… put [Mardini] in prison, they can put anyone in prison.”

    “We are standing [up] for what we are doing because we are saving people and we are helping people.”

    That feeling was heightened by the knowledge that humanitarians across Europe were being charged with crimes for helping refugees and migrants.

    During the height of the migration crisis in Europe, between the fall of 2015 and winter 2016, some 300 people were arrested in Denmark on charges related to helping refugees. In August 2016, French farmer Cédric Herrou was arrested for helping migrants and asylum seekers cross the French-Italian border. In October 2017, 12 people were charged with facilitating illegal migration in Belgium for letting asylum seekers stay in their homes and use their cellphones. And last June, the captain of a search and rescue boat belonging to the German NGO Mission Lifeline was arrested in Malta and charged with operating the vessel without proper registration or license.

    Drost said that after Mardini was released the fear faded a bit, but still lingers. There is also a sense of defiance. “We are standing [up] for what we are doing because we are saving people and we are helping people,” Drost said.

    As for Mardini, the charges have forced her to disengage from humanitarian work on Lesvos, at least until the case is over. She is back in Berlin and has started university again. “I think because I’m not in Lesvos anymore I’m just finding it very good to be here,” she said. “I’m kind of in a stable moment just to reflect about my life and what I want to do.”

    But she also knows the stability could very well be fleeting. With the prospect of more time in prison hanging over her, the future is still a blank canvas. People often ask if she is optimistic about the case. “No,” she said. “In the first place, they put me in… jail.”

      In Greece, you can go to jail for trying to save a life. It happened to Seán Binder, 25, and Sarah Mardini, 24, when they helped to spot refugee boats in distress. They risk facing up to 25 years in prison.

      Sarah and Seán met when they volunteered together as trained rescue workers in Lesvos, Greece. Sarah is a refugee from Syria. Her journey to Europe made international news - she and her sister saved 18 people by dragging their drowning boat to safety. Seán Binder is a son of a Vietnamese refugee. They couldn’t watch refugees drown and do nothing.

      Their humanitarian work saved lives, but like many others across Europe, they are being criminalised for helping refugees. The pair risk facing up to 25 years in prison on ‘people smuggling’ charges. They already spent more than 100 days in prison before being released on bail in December 2018.

    Driving was already expensive in France when in January 2018 the government of President Emmanuel Macron imposed a tax that raised the price of diesel fuel by 7.6 centimes per liter and of gasoline by 3.8 centimes (about 9 and 4 cents, respectively); further increases were planned for January 2019. The taxes were an attempt to cut carbon emissions and honor the president’s lofty promise to “Make Our Planet Great Again.”

    Priscillia Ludosky, then a thirty-two-year-old bank employee from the Seine-et-Marne department outside Paris, had no choice but to drive into the city for work every day, and the cost of her commute was mounting. “When you pay regularly for something, it really adds up fast, and the increase was enormous,” she told me recently. “There are lots of things I don’t like. But on that I pushed.” In late May 2018, she created a petition on Change.org entitled Pour une Baisse des Prix du Carburant à la Pompe! (For a reduction of fuel prices at the pump!)

    Over the summer Ludosky’s petition—which acknowledged the “entirely honorable” aim of reducing pollution while offering six alternative policy suggestions, including subsidizing electric cars and encouraging employers to allow remote work—got little attention. In the fall she tried again, convincing a radio host in Seine-et-Marne to interview her if the petition garnered 1,500 signatures. She posted that challenge on her Facebook page, and the signatures arrived in less than twenty-four hours. A local news site then shared the petition on its own Facebook page, and it went viral, eventually being signed by over 1.2 million people.

    Éric Drouet, a thirty-three-year-old truck driver and anti-Macron militant also from Seine-et-Marne, created a Facebook event for a nationwide blockade of roads on November 17 to protest the high fuel prices. Around the same time, a fifty-one-year-old self-employed hypnotherapist named Jacline Mouraud recorded herself addressing Macron for four minutes and thirty-eight seconds and posted the video on Facebook. “You have persecuted drivers since the day you took office,” she said. “This will continue for how long?” Mouraud’s invective was viewed over six million times, and the gilets jaunes—the yellow vests, named for the high-visibility vests that French drivers are required to keep in their cars and to wear in case of emergency—were born.

    Even in a country where protest is a cherished ritual of public life, the violence and vitriol of the gilets jaunes movement have stunned the government. Almost immediately it outgrew the issue of the carbon taxes and the financial burden on car-reliant French people outside major cities. In a series of Saturday demonstrations that began in mid-November and have continued for three months, a previously dormant anger has erupted. Demonstrators have beaten police officers, thrown acid in the faces of journalists, and threatened the lives of government officials. There has been violence on both sides, and the European Parliament has condemned French authorities for using “flash-ball guns” against protesters, maiming and even blinding more than a few in the crowds. But the gilets jaunes have a flair for cinematic destruction. In late November they damaged parts of the Arc de Triomphe in Paris; in early January they commandeered a forklift and rammed through the heavy doors of the ministry of state—the only time in the history of the Fifth Republic that a sitting minister had to be evacuated from a government building.

    The gilets jaunes are more than a protest. This is a modern-day jacquerie, an emotional wildfire stoked in the provinces and directed against Paris and, most of all, the elite. French history since 1789 can be seen as a sequence of anti-elite movements, yet the gilets jaunes have no real precedent. Unlike the Paris Commune of 1871, this is a proletarian struggle devoid of utopian aspirations. Unlike the Poujadist movement of the mid-1950s—a confederation of shopkeepers likewise opposed to the “Americanization” of a “thieving and inhuman” state and similarly attracted to anti-Semitic conspiracy theories—the gilets jaunes include shopkeepers seemingly content to destroy shop windows. There is an aspect of carnival here: a delight in the subversion of norms, a deliberate embrace of the grotesque.

    Many have said that the gilets jaunes are merely another “populist movement,” although the term is now so broad that it is nearly meaningless. Comparisons have been made to the Britain of Brexit, the United States of Donald Trump, and especially the Italy of Cinque Stelle. But the crucial difference is that the gilets jaunes are apolitical, and militantly so. They have no official platform, no leadership hierarchy, and no reliable communications. Everyone can speak for the movement, and yet no one can. When a small faction within it fielded a list of candidates for the upcoming European parliamentary elections in May, their sharpest opposition came from within: to many gilets jaunes, the ten who had put their names forward—among them a nurse, a truck driver, and an accountant—were traitors to the cause, having dared to replicate the elite that the rest of the movement disdains.

    Concessions from the government have had little effect. Under mounting pressure, Macron was forced to abandon the carbon tax planned for 2019 in a solemn televised address in mid-December. He also launched the so-called grand débat, a three-month tour of rural France designed to give him a better grasp of the concerns of ordinary people. In some of these sessions, Macron has endured more than six hours of bitter criticisms from angry provincial mayors. But these gestures have quelled neither the protests nor the anger of those who remain in the movement. Performance is the point. During the early “acts,” as the weekly demonstrations are known, members refused to meet with French prime minister Édouard Philippe, on the grounds that he would not allow the encounter to be televised, and that sentiment has persisted. Perhaps the most telling thing about the gilets jaunes is the vest they wear: a symbol of car ownership, but more fundamentally a material demand to be seen.

    Inequality in France is less extreme than in the United States and Britain, but it is increasing. Among wealthy Western countries, the postwar French state—l’État-providence—is something of a marvel. France’s health and education systems remain almost entirely free while ranking among the best in the world. In 2017 the country’s ratio of tax revenue to gross domestic product was 46.2 percent, according to statistics from the Organization for Economic Co-operation and Development (OECD)—the highest redistribution level of any OECD country and a ratio that allows the state to fight poverty through a generous social protection system. Of that 46.2 percent, the French government allocated approximately 28 percent for social services.

    “The French social model is so integrated that it almost seems a natural, preexisting condition,” Alexis Spire, a sociologist of inequality at the École des Hautes Études en Sciences Sociales, told me recently. A number of the gilets jaunes I met said that despite the taxes they pay, they do not feel they benefit from any social services, since they live far from urban centers. But anyone who has ever received housing assistance, a free prescription, or sixteen weeks of paid maternity leave has benefited from the social protection system. The effect of redistribution is often invisible.

    And yet the rich in France have gotten much richer. Between 1983 and 2015, the vast majority of incomes in France rose by less than one percent per year, while the richest one percent of the population saw their incomes rise by 100 percent after taxes. According to World Bank statistics, the richest 20 percent now earns nearly five times as much as the bottom 20 percent. This represents a stark shift from the Trente Glorieuses, France’s thirty-year economic boom after World War II. As the economist Thomas Piketty has pointed out, between 1950 and 1983, most French incomes rose steadily by approximately 4 percent per year; the nation’s top incomes rose by only one percent.

    What has become painfully visible, however, is the extent of the country’s geographical fractures. Paris has always been the undisputed center of politics, culture, and commerce, but France was once also a country that cherished and protected its vibrant provincial life. This was la France profonde, a clichéd but genuinely existing France of tranquil stone villages and local boulangeries with lines around the block on Sundays. “Douce France, cher pays de mon enfance,” goes the beloved song by the crooner Charles Trenet. “Mon village, au clocher aux maisons sages.” These days, the maisons sages are vacant, and the country boulangeries are closed.

    The story is familiar: the arrival of large multinational megastores on the outskirts of provincial French towns and cities has threatened, and in many cases asphyxiated, local businesses.1 In the once-bustling centers of towns like Avignon, Agen, Calais, and Périgueux, there is now an eerie quiet: windows are often boarded up, and fewer and fewer people are to be found. This is the world evoked with a melancholy beauty in Nicolas Mathieu’s novel Leurs enfants après eux, which won the Prix Goncourt, France’s most prestigious literary prize, in 2018.

    The expansion since the 1980s of France’s high-speed rail network has meant that the country’s major cities are all well connected to Paris. But there are many small towns where the future never arrived, where abandoned nineteenth-century train stations are now merely places for teenagers to make out, monuments of the way things used to be. In these towns, cars are the only way people can get to work. I met a fifty-five-year-old truck and taxi driver named Marco Pavan in the Franche-Comté in late November. What he told me then—about how carbon taxes can seem like sneers from the Parisian elite—has stayed with me. “Ask a Parisian—for him none of this is an issue, because he doesn’t need a car,” Pavan said. “There’s no bus or train to take us anywhere. We have to have a car.” I cited that remark in a Washington Post story I filed from Besançon; in the online comments section, many attacked the movement for what they saw as a backward anti-environmentalism—missing his point.

    Few have written as extensively as the French geographer Christophe Guilluy on la France périphérique, a term he popularized that refers both to the people and the regions left behind by an increasingly globalized economy. Since 2010, when he published Fractures françaises, Guilluy has been investigating the myths and realities of what he calls “the trompe l’oeil of a peaceful, moderate, and consensual society.” He is one of a number of left-wing French intellectuals—among them the novelist Michel Houellebecq, the historian Georges Bensoussan, and the essayist Michel Onfray—who in recent years have argued that their beloved patrie has drifted into inexorable decline, a classic critique of the French right since 1789. But Guilluy’s decline narrative is different: he is not as concerned as the others with Islamist extremism or “decadence” broadly conceived. For him, France’s decline is structural, the result of having become a place where “the social question disappears.”

    Guilluy, born in Montreuil in 1964, is something of a rarity among well-known French intellectuals: he is a product of the Paris suburbs, not of France’s storied grandes écoles. And it is clear that much of his critique is personal. As a child, Guilluy, whose family then lived in the working-class Paris neighborhood of Belleville, was forcibly relocated for a brief period to the heavily immigrant suburb of La Courneuve when their building was slated to be demolished in the midst of Paris’s urban transformation. “I saw gentrification firsthand,” he told Le Figaro in 2017. “For the natives—the natives being just as much the white worker as the young immigrant—what provoked the most problems was not the arrival of Magrebis, but that of the bobos.”

    This has long been Guilluy’s battle cry, and he has focused his intellectual energy on attacking what he sees as the hypocrisy of the bobos, or bourgeois bohemians. His public debut was a short 2001 column in Libération applying that term, coined by the columnist David Brooks, to French social life. What was happening in major urban centers across the country, he wrote then, was a “ghettoization by the top of society” that excluded people like his own family.

    Guilluy crystallized that argument in a 2014 book that won him the ear of the Élysée Palace and regular appearances on French radio. This was La France périphérique: comment on a sacrifié les classes populaires, in which he contended that since the mid-1980s, France’s working classes have been pushed out of the major cities to rural communities—a situation that was a ticking time bomb—partly as a result of rising prices. He advanced that view further in 2016 with La Crépuscule de la France d’en haut—now translated into English as Twilight of the Elites: Prosperity, the Periphery, and the Future of France—a pithy screed against France’s bobo elite and what he sees as its shameless embrace of a “neoliberal,” “Americanized society” and a hollow, feel-good creed of multicultural tolerance. In 2018, one month before the rise of the gilets jaunes, he published No Society, whose title comes from Margaret Thatcher’s 1987 comment that “there is no such thing as society.”

    In Guilluy’s view, an immigrant working class has taken the place of the “native” working class in the banlieues on the outskirts of major cities. This native class, he argues, has been scattered throughout the country and become an “unnoticed presence” that France’s elite has “made to disappear from public consciousness” in order to consolidate its grip on power. Cities are now the exclusive preserve of the elites and their servants, and what Guilluy means by “no society” is that the visible signs of class conflict in urban daily life have vanished. This is his trompe l’oeil: rich, insulated Parisians have convinced themselves that everything is fine, while those who might say otherwise are nowhere near. “The simmering discontent of rural France has never really been taken seriously,” he writes in Twilight of the Elites.

    Since November, much of the French press has declared that Guilluy essentially predicted the rise of the gilets jaunes. They seem, after all, a fulfillment of his prophecy about “the betrayal of the people” by the elites, even if he is always elusive about who exactly “the people” are. While critiques from the movement have remained a confused cloud of social media invective, Guilluy has served as its de facto interpreter.

    No Society puts into words what many in the gilets jaunes have either struggled or refused to articulate. This is the hazy middle ground between warning and threat: “The populist wave coursing through the western world is only the visible part of a soft power emanating from the working classes that will force the elites to rejoin the real movement of society or else to disappear.”

    For now, however, there is just one member of the elite whom the gilets jaunes wish would disappear, and calls for his violent overthrow continue even as the movement’s momentum subsides.

    An intense and deeply personal hatred of Macron is the only unifying cry among the gilets jaunes. Eighteen months before the uprising began, this was the man who captured the world’s imagination and who, after populist victories in Britain and the United States, had promised a French “Third Way.” Yet the Macronian romance is already over, both at home and abroad.

    To some extent, the French always turn against their presidents, but the anger Macron elicits is unique. This is less because of any particular policy than because of his demeanor and, most of all, his language. “Mr. Macron always refused to respond to us,” Muriel Gautherin, fifty-three, a podiatrist who lives in the Paris suburbs, told me at a December march on the Champs-Élysées. “It’s he who insults us, and he who should respond.” When I asked her what she found most distasteful about the French president, her answer was simple: “His words.”

    She has a point. Among Macron’s earliest actions as president was to shave five euros off the monthly stipends of France’s Aide personalisée au logement (APL), the country’s housing assistance program. Around the same time, he slashed France’s wealth tax on those with a net worth of at least €1.3 million—a holdover from the Mitterand era.

    Macron came to office with a record of unrelentingly insulting the poor. In 2014, when he was France’s economic minister, he responded to the firing of nine hundred employees (most of them women) from a Breton slaughterhouse by noting that some were “mostly illiterate.” In 2016 he was caught on camera in a heated dispute with a labor activist in the Hérault. When the activist gestured to Macron’s €1,600 suit as a symbol of his privilege, the minister said, “The best way to afford a suit is to work.” In 2018 he told a young, unemployed gardener that he could find a new job if he merely “crossed the street.”

    Yet nothing quite compares to the statement Macron made in inaugurating Station F, a startup incubator in the thirteenth arrondissement of Paris, housed in a converted rail depot. It is a cavernous consulate for Silicon Valley, a soaring glass campus open to all those with “big ideas” who can also pay €195 a month for a desk and can fill out an application in fluent English. (“We won’t consider any other language,” the organization’s website says.) Google, Amazon, and Microsoft all have offices in it, and in a city of terrible coffee, the espresso is predictably fabulous. In June 2017 Macron delivered a speech there. “A train station,” he said, referring to the structure’s origins, “it’s a place where we encounter those who are succeeding and those who are nothing.”

    This was the moment when a large percentage of the French public learned that in the eyes of their president, they had no value. “Ceux qui ne sont rien” is a phrase that has lingered and festered. To don the yellow vest is thus to declare not only that one has value but also that one exists.

    On the whole, the gilets jaunes are not the poorest members of French society, which is not surprising. As Tocqueville remarked, revolutions are fueled not by those who suffer the most, but by those whose economic status has been improving and who then experience a sudden and unexpected fall. So it seems with the gilets jaunes: most live above the poverty line but come from the precarious ranks of the lower middle class, a group that aspires to middle-class stability and seeks to secure it through palliative consumption: certain clothing brands, the latest iPhone, the newest television.

    In mid-December Le Monde profiled a young couple in the movement from Sens in north-central France, identified only as Arnaud and Jessica. Both twenty-six, they and their four children live in a housing project on the €2,700 per month that Arnaud earns as a truck driver, including more than €1,000 in government assistance. According to statistics from France’s Institut national de la statistique et des études économiques (Insée), this income places them right at the poverty line for a family of this size, and possibly even slightly below it. But the expenses Arnaud and Jessica told Le Monde they struggled to pay included karate lessons for their oldest son and pet supplies for their dog. Jessica, who does not work, told Le Monde, “Children are so mean to each other if they wear lesser brands. I don’t want their friends to make fun of them.” She said she had traveled to Paris for gilet jaune protests on three separate weekends—journeys that presumably cost her money.

    Readers of Le Monde—many of them educated, affluent, and pro-Macron—were quick to attack Arnaud and Jessica. But the sniping missed their point, which was that they felt a seemingly inescapable sense of humiliation, fearing ridicule everywhere from the Élysée Palace to their children’s school. They were explaining something profound about the gilets jaunes: the degree to which the movement is fueled by unfulfilled expectations. For many demonstrators, life is simply not as they believed it would be, or as they feel they deserve. There is an aspect of entitlement to the gilets jaunes, who are also protesting what the French call déclassement, the increasing elusiveness of the middle-class dream in a society in which economic growth has not kept pace with population increase. This entitlement appears to have alienated the gilets jaunes from immigrants and people of color, who are largely absent from their ranks and whose condition is often materially worse.2 “It’s not people who don’t have hope anymore, who don’t have a place to live, or who don’t have a job,” Rokhaya Diallo, a French activist for racial equality, told me recently, describing the movement. “It’s just that status they’re trying to preserve.”

    The gilets jaunes have no substantive ideas: resentment does not an ideology make. They remain a combustible vacuum, and extremist agitators on the far right and the far left have sought to capitalize on their anger. Both Marine Le Pen of the recently renamed Rassemblement National and Jean-Luc Mélenchon of the left-wing La France Insoumise have tried hard to channel the movement’s grassroots energy into their own political parties, but the gilets jaunes have so far resisted these entreaties. The gilets jaunes also found themselves at the center of a diplomatic spat: in early February Italy’s deputy prime minister, Luigi Di Maio, met with two of their members on the outskirts of Paris in a jab at Macron. Two days later, France withdrew its ambassador to Rome for the first time since 1940, but the gilets jaunes have not attempted to exploit this attention for their own political gain. Instead there was infighting—a Twitter war over who had the right to represent the cause abroad and who did not.

    The intellectual void at the heart of an amorphous movement can easily fill with the hatred of an “other.” That may already be happening to the gilets jaunes. Although a careful analysis by Le Monde concluded that race and immigration were not major concerns in the two hundred most frequently shared messages on gilet jaune Facebook pages between the beginning of the movement and January 22, a number of gilets jaunes have been recorded on camera making anti-Semitic gestures, insulting a Holocaust survivor on the Paris metro, and saying that journalists “work for the Jews.” Importantly, the gilets jaunes have never collectively denounced any of these anti-Semitic incidents—a silence perhaps inevitable for a movement that eschews organization of any kind. Likewise, a thorough study conducted by the Paris-based Fondation Jean Jaurès has shown the extent to which conspiracy theories are popular in the movement: 59 percent of those surveyed who had participated in a gilet jaune demonstration said they believed that France’s political elites were encouraging immigration in order to replace them, and 50 percent said they believed in a global “Zionist” conspiracy.

    Members of the movement are often quick to point out that the gilets jaunes are not motivated by identity politics, and yet anyone who has visited one of their demonstrations is confronted with an undeniable reality. Far too much attention has been paid to the symbolism of the yellow vests and far too little to the fact that the vast majority of those who wear them are lower-middle-class whites. In what is perhaps the most ethnically diverse society in Western Europe, can the gilets jaunes truly be said to represent “the people,” as the members of the movement often claim? Priscillia Ludosky, arguably the first gilet jaune, is a black woman. “It’s complicated, that question,” she told me. “I have no response.”

    The gilets jaunes are also distinctly a minority of the French population: in a country of 67 million, as many as 282,000 have demonstrated on a single day, and that figure has consistently fallen with each passing week, down to 41,500 during “Act 14” of the protest on February 16. On two different weekends in November and December, other marches in Paris—one for women’s rights, the other against climate change—drew far bigger crowds than the gilets jaunes did. But the concerns of this minority are treated as universal by politicians, the press, and even the movement’s sharpest critics. Especially after Trump and Brexit, lower-middle-class and working-class whites command public attention even when they have no clear message.

    French citizens of color have been protesting social inequality for years without receiving any such respect. In 2005 the killing of two minority youths by French police in the Paris suburb of Clichy-sous-Bois ignited a string of violent uprisings against police brutality, but the government declared an official state of emergency instead of launching a grand débat. In 2009, the overseas departments of Guadeloupe and Martinique saw a huge strike against the high cost of living—a forty-four-day uprising that also targeted fuel prices and demanded an increase to the minimum wage. In 2017 an almost identical protest occurred in French Guiana, another French overseas department, where residents demonstrated against household goods that were as much as 12 percent more expensive than they were in mainland France, despite a lower minimum wage. The French government was slow to respond in both of these instances, while the concerns of the gilets jaunes have resulted in a personal apology from the president and a slew of concessions.

    Guilluy, whose analysis of la France périphérique ultimately fails to grapple significantly with France’s decidedly peripheral overseas territories, does not shy away from the question of identity. He sees a racial element to the frustrations of la France périphérique, but he does not see this as a problem. Some of the most frustrating moments in his work come when he acknowledges but refuses to interrogate white working-class behavior that seems to be racially motivated. “Public housing in outlying communities is now a last resort for workers hoping to be able to go on living near the major cities,” he writes in Twilight of the Elites, describing the recent astronomic rise in France’s urban real estate prices. “These projects, mostly occupied by immigrant renters, are avoided by white French-born workers. Barring some utterly unforeseeable turn of events, their expulsion from the largest urban centers will be irreversible.” It would not diminish Guilluy’s broader point about la France périphérique if he acknowledged that victims of structural changes can also be intolerant.

    Guilluy also regularly recycles anxieties over immigration, often from controversial theorists such as Michèle Tribalat, who is associated with the idea of le grand remplacement, the alleged “great replacement” of France’s white population by immigrants from North and Sub-Saharan Africa. In making his case about “the demographic revolution in process,” Guilluy has been accused of inflating his statistics. France, he wrote in Fractures françaises, “welcomes a little less than 200,000 legal foreigners every year.” But these claims were attacked by Patrick Weil, a leading French historian of immigration, who noted in his book Le sens de la République (2015) that Guilluy failed to consider that a large number of those 200,000 are temporary workers, students who come and go, and others of “irregular” status. Guilluy has not responded to these criticisms, and in any case his rhetoric has since grown more radical. In No Society he writes, “Multiculturalism is, intrinsically, a feeble ideology that divides and weakens.”

    Whether the gilets jaunes will eventually come to agree with him is a crucial question. Like Guilluy, they are responding to real social conditions. But if, following Guilluy’s lead, they ultimately resort to the language of race and ethnicity to explain their suffering, they will have chosen to become a different movement altogether, one in which addressing inequality was never quite the point. In some ways, they have already crossed that line.

    On the afternoon of Saturday, February 16, the prominent French intellectual Alain Finkielkraut got out of a taxi on the Boulevard Montparnasse. A crowd of gilets jaunes noticed him and began hurling anti-Semitic insults. The scene, recorded on video, was chilling: in the center of Paris, under a cloudless sky, a mob of visibly angry men surrounded a man they knew to be Jewish, called him a “dirty Zionist,” and told him, “go back to Tel Aviv.”

    Finkielkraut’s parents were Polish refugees from the Holocaust. He was born in Paris in 1949 and has become a fixture in French cultural life, a prolific author, a host of a popular weekly broadcast on France Culture, and a member of the Académie Française, the country’s most elite literary institution. In the words of Macron, who immediately responded to the attack, he “is not only an eminent man of letters but the symbol of what the Republic affords us all.” The irony is that Finkielkraut—another former leftist who believes that France has plunged into inexorable decline and ignored the dangers of multiculturalism—was one of the only Parisian intellectuals who had supported the gilets jaunes from the beginning.

    I spoke to Finkielkraut after the attack, and he explained that the gilets jaunes had seemed to him the evidence of something authentic. “I saw an invisible France, neglected and forgotten,” he said. “Wearing fluorescent yellow vests in order to be visible—of being a ‘somewhere’ as opposed to an ‘anywhere,’ as Goodhart has said—seemed to me an absolutely legitimate critique.” The British journalist David Goodhart, popular these days in French right-wing circles, is the author of The Road to Somewhere (2017), which sees populist anger as the inevitable response to the widening gulf between those “rooted” in a particular place and cosmopolitans at home anywhere. “France is not a ‘start-up nation,’” Finkielkraut told me. “It can’t be reduced to that.”

    Finkielkraut said that the attack was a sign that the reasonable critiques orginally made by the gilets jaunes had vanished, and that they had no real future. “I think the movement is in the process of degradation. It’s no longer a social movement but a sect that has closed in on itself, whose discourse is no longer rational.”

    Although the Paris prosecutor has opened an investigation into his attackers, Finkielkraut has not pressed charges. He told me that the episode, as violent as it was, did not necessarily suggest that all those who had worn yellow vests in recent months were anti-Semites or extremists. “Those who insulted me were not the nurses, the shopkeepers, or the small business owners,” he said, noting that he doubted he would have experienced the same prejudice at the roundabouts, the traffic circles across the country where gilets jaunes protesters gathered every Saturday. In a sense, these were the essence of the movement, which was an inchoate mobilization against many things, but perhaps none so much as loneliness. The roundabouts quickly became impromptu piazzas and a means, however small, of reclaiming a spirit of community that disappeared long ago in so many French towns and villages.

    In Paris, where the remaining gilets jaunes have now focused most of their energy, the weekly protests have become little more than a despicable theater filled with scenes like the attack on Finkielkraut. There is no convincing evidence that those still wearing yellow vests are troubled by the presence of bigotry in their ranks. What is more, many gilets jaunes now seem to believe that pointing out such prejudice is somehow to become part of a government-backed conspiracy to turn public opinion against them.

    Consider, for instance, a February 19 communiqué released in response to the attack on Finkielkraut from La France en Colère, one of the movement’s main online bulletins. “For many days, the government and its friends in the national media seem to have found a new technique for destabilizing public opinion and discrediting the Gilets Jaunes movement,” it begins. “We denounce the accusations and the manipulations put in place by this government adept at fake news.” But this is all the communiqué denounces; it does not address the anti-Semitic violence to which Finkielkraut was subjected, nor does it apologize to a national figure who had defended the movement when few others of his prominence dared to do the same.

    A month after our last conversation, I called Priscillia Ludosky back, to see if she had any reaction to the recent turn of events in the movement her petition had launched. She was only interested in discussing what she called the French government’s “systematic abuse to manipulate public opinion.” She also believes that a government-media conspiracy will stop at nothing to smear the cause. “If there was one person who ever said something homophobic, it was on the front page of every newspaper,” she told me.

    In the days after the attack, Finkielkraut lamented not so much the grim details of what had happened but the squandered potential of a moment that has increasingly descended into paranoid feverishness. As he told me: “This was a beautiful opportunity to reflect on who we are that’s been completely ruined.”

    The European Union will cease the maritime patrols that have rescued thousands of migrants making the perilous Mediterranean Sea crossing from North Africa to Europe, but it will extend air missions, two diplomats said on Tuesday (26 March).

    A new agreement on the EU’s Operation Sophia was hammered out after Italy, where anti-migrant sentiment is rising, said it would no longer receive those rescued at sea.

    Operation Sophia’s mandate was due to expire on Sunday but should now continue for another six months with the same aim of deterring people smugglers in the Mediterranean. But it will no longer deploy ships, instead relying on air patrols and closer coordination with Libya, the diplomats said.

    “It is awkward, but this was the only way forward given Italy’s position, because nobody wanted the Sophia mission completely shut down,” one EU diplomat said.

    A second diplomat confirmed a deal had been reached and said it must be endorsed by all EU governments on Wednesday.

    The tentative deal, however, could weaken Operation Sophia’s role in saving lives in the sea where nearly 2,300 people perished last year, according to United Nations figures.

    From the more than one million refugees and migrants who made it to the bloc during a 2015 crisis, sea arrivals dropped to 141,500 people in 2018, according to the United Nations.

    Still, Italy’s deputy prime minister Matteo Salvini, has said his country would no longer be the main point of disembarkation for people trying to cross the Mediterranean by boat and rescued by Sophia’s patrol ships.

    Rome called for other countries to open up their ports instead, but no other EU states came forward. Diplomats said countries including Spain, France and Germany signalled they were not willing to host more rescued people – most of whom are fleeing wars and poverty in Africa and the Middle East.

    However, EU governments did want the mission to continue because they felt it had been effective in dissuading smugglers.

    The compromise discussion in Brussels did not discuss military aspects of the role of air patrols. But the new arrangement will involve more training of the coast guard in Libya, where lawlessness has allowed smugglers to openly operate sending people to Europe by sea.

    But it would be in line with the EU’s policy of turning increasingly restrictive on Mediterranean immigration since the surge in 2015 and discouraging people from risking their lives in the sea in trying to cross to Europe where governments do not want them.

    The bloc has already curbed operations of EU aid groups in the part of the Mediterranean in question and moved its own ships further north where fewer rescues take place.

    • Commissioner calls for more rescue capacity in the Mediterranean

      I take note of the decision taken by the EU’s Political and Security Committee with regards to Operation Sophia. I regret that this will lead to even fewer naval assets in the Mediterranean, which could assist the rescue of persons in distress at sea. Lives are continuing to be lost in the Mediterranean. This should remind states of the urgency to adopt a different approach, one that should ensure a sufficiently resourced and fully operational system for saving human lives at sea and to safeguard rescued migrants’ dignity.

      Whilst coastal states have the responsibility to ensure effective coordination of search and rescue operations, protecting lives in the Mediterranean requires concerted efforts of other states as well, to begin with the provision of naval assets specifically dedicated to search and rescue activities, deployed in those areas where they can make an effective contribution to saving human lives. Furthermore, I reiterate my call to all states to refrain from hindering and criminalising the work of NGOs who are trying to fill the ever-increasing gap in rescue capacity. States should rather support and co-operate with them, including by ensuring that they can use ports for their life-saving activities.

      Finally, the decision to continue only with aerial surveillance and training of the Libyan Coast Guard further increases the risks that EU member states, directly or indirectly, contribute to the return of migrants and asylum seekers to Libya, where it is well-documented, in particular recently by the United Nations, that they face serious human rights violations. So far, calls to ensure more transparency and accountability in this area, including by publishing human rights risk assessments and setting up independent monitoring mechanisms, have not been heeded. The onus is now on EU member states to show urgently that the support to the Libyan Coast Guard is not contributing to human rights violations, and to suspend this support if they cannot do so.

      The Council today extended the mandate of EUNAVFOR MED Operation Sophia until 30 September 2019.

      The Operation Commander has been instructed to suspend temporarily the deployment of the Operation’s naval assets for the duration of this extension for operational reasons. EU member states will continue to work in the appropriate fora on a solution on disembarkation as part of the follow-up to the June 2018 European Council conclusions.

      The Operation will continue to implement its mandate accordingly, strengthening surveillance by air assets as well as reinforcing support to the Libyan Coastguard and Navy in law enforcement tasks at sea through enhanced monitoring, including ashore, and continuation of training.

      The operation’s core mandate is to contribute to the EU’s work to disrupt the business model of migrant smugglers and human traffickers in the Southern Central Mediterranean. The operation has also supporting tasks. It trains the Libyan Coastguard and Navy and monitors the long-term efficiency of the training and it contributes to the implementation of the UN arms embargo on the high seas off the coast of Libya. In addition, the operation also conducts surveillance activities and gathers information on illegal trafficking of oil exports from Libya, in accordance with the UN Security Council resolutions. As such, the operation contributes to EU efforts for the return of stability and security in Libya and to maritime security in the Central Mediterranean region.

      EUNAVFOR MED Operation Sophia was launched on 22 June 2015. It is part of the EU’s comprehensive approach to migration. The Operation Commander is Rear Admiral Credendino, from Italy. The headquarters of the operation are located in Rome.

      Today’s decision was adopted by the Council by written procedure.

  • Europe’s deadly migration strategy. Officials knew EU military operation made Mediterranean crossing more dangerous.

    Since its creation in 2015, Europe’s military operation in the Mediterranean — named “#Operation_Sophia” — has saved some 49,000 people from the sea. But that was never really the main objective.

    The goal of the operation — which at its peak involved over a dozen sea and air assets from 27 EU countries, including ships, airplanes, drones and submarines — was to disrupt people-smuggling networks off the coast of Libya and, by extension, stem the tide of people crossing the sea to Europe.

    European leaders have hailed the operation as a successful joint effort to address the migration crisis that rocked the bloc starting in 2015, when a spike in arrivals overwhelmed border countries like Greece and Italy and sparked a political fight over who would be responsible for the new arrivals.

    But a collection of leaked documents from the European External Action Service, the bloc’s foreign policy arm, obtained by POLITICO (https://g8fip1kplyr33r3krz5b97d1-wpengine.netdna-ssl.com/wp-content/uploads/2019/02/OperationSophia.pdf), paint a different picture.

    In internal memos, the operation’s leaders admit Sophia’s success has been limited by its own mandate — it can only operate in international waters, not in Libyan waters or on land, where smuggling networks operate — and it is underfunded, understaffed and underequipped.

    The confidential reports also show the EU is aware that a number of its policies have made the sea crossing more dangerous for migrants, and that it nonetheless chose to continue to pursue those strategies. Officials acknowledge internally that some members of the Libyan coast guard that the EU funds, equips and trains are collaborating with smuggling networks.

    For the operation’s critics, the EU’s willingness to turn a blind eye to these shortcomings — as well as serious human rights abuses by the Libyan coast guard and in the country’s migrant detention centers — are symptomatic of what critics call the bloc’s incoherent approach to managing migration and its desire to outsource the problem to non-EU countries.

    “Sophia is a military operation with a very political agenda,” said Barbara Spinelli, an Italian MEP and member of the Committee on Civil Liberties, Justice and Home Affairs in the European Parliament. “It has become an instrument of refoulement, legitimizing militias with criminal records, dressed up as coast guards.”

    Now the operation, which is managed by Italy and has been dogged by political disagreements since it began, is coming under increasing pressure as the deadline for its renewal approaches in March.

    Italy’s deputy prime minister, far-right leader Matteo Salvini, has said the operation should only be extended if there are new provisions to resettle rescued people across the bloc. Last month, Germany announced it would be discontinuing its participation in the program, claiming that Italy’s refusal to allow rescued migrants to disembark is undermining the mission.

    Named after a baby girl born on an EU rescue ship, Sophia is the uneasy compromise to resolve a deep split across the bloc: between those who pushed for proactive search-and-rescue efforts to save more lives and those who favored pulling resources from the sea to make the crossing more dangerous.

    The naval operation sits uncomfortably between the two, rescuing migrants in distress at sea, but insisting its primary focus is to fight smugglers off the coast of Libya. The two activities are frequently in conflict.

    The operation has cycled through a number of strategies since its launch: a campaign to destroy boats used by smugglers; law-enforcement interviews with those rescued at sea; extensive aerial surveillance; and training and funding a newly consolidated Libyan coast guard.

    But the success of these approaches is highly disputed, and in some cases they have put migrants’ lives at greater risk.

    The EU’s policy of destroying the wooden boats used by smugglers to avoid them being reused, for example, has indeed disrupted the Libyan smuggling business, but at a substantial human cost.

    As Libyan smugglers lost their wooden boats, many started to rely more heavily on smaller, cheaper rubber boats. The boats, which smugglers often overfill to maximize profit, are not as safe as the wooden vessels and less likely to reach European shores. Instead, Libyan smugglers started to abandon migrants in international waters, leaving them to be pulled out of peril by European rescue ships.

    Sophia officials tracked the situation and were aware of the increased risk to migrants as a result of the policy. “Smugglers can no longer recover smuggling vessels on the high seas, effectively rendering them a less economic option for the smuggling business and thereby hampering it,” they wrote in a 2016 status report seen by POLITICO.

    The report acknowledged however that the policy has pushed migrants into using rubber boats, putting them in greater danger. “Effectively, with the limited supply and the degree of overloading, the migrant vessels are [distress] cases from the moment they launch,” it said.

    These overfilled rubber boats, which officials described as shipwrecks waiting to happen, also present a problem for the EU operation.

    International maritime law compels vessels to respond to people in distress at sea and bring the rescued to a nearby safe port. And because European courts have held that Libya has no safe port, that means bringing migrants found at sea to Europe — in most cases, Italy.

    This has exacerbated political tensions in the country, where far-right leader Salvini has responded to the influx of new arrivals by closing ports to NGO and humanitarian ships carrying migrants and threatening to bar Sophia vessels from docking.

    Meanwhile, Sophia officials have complained that rescuing people from leaking, unseaworthy boats detracted from the operation’s ability to pursue its primary target: Libyan smugglers.

    In a leaked status report from 2017, Sophia officials made a highly unusual suggestion: that the operation be granted permission to suspend its rescue responsibilities in order to focus on its anti-smuggling operations.

    “Consideration should be given to an option that would allow the operation to be authorized for being temporarily exempt from search and rescue when actively conducting anti-smuggling operations against jackals in international waters,” the report read.

    The EU has also wilfully ignored inconvenient aspects of its policies when it comes to its collaboration with Libya’s municipal coast guard.

    The intention of the strategy — launched one year into the Sophia operation — was to equip Libyan authorities to intercept migrant boats setting off from the Libyan coast and bring people back to shore. This saved Europe from sending its own ships close to coast, and meant that people could be brought back to Libya, rather than to Europe, as required by international maritime law — or more specifically, Italy.

    Here too, the EU was aware it was pursuing a problematic strategy, as the Libyan coast guard has a well-documented relationship with Libyan smugglers.

    A leaked report from Frontex, the EU’s coast guard, noted in 2016: “As mentioned in previous reports, some members of Libya’s local authorities are involved in smuggling activities.” The report cited interviews with recently rescued people who said they were smuggled by Libyans in uniform. It also noted that similar conclusions were reported multiple times by the Italian coast guard and Operation Sophia.

    In Sophia’s leaked status report from 2017, operation leaders noted that “migrant smuggling and human trafficking networks remain well ingrained” throughout the region and that smugglers routinely “pay off authorities” for passage to international waters.

    “Many of [the coast guard officers] were militia people — many of them fought with militias during the civil war,” said Rabih Boualleg, who worked as a translator for Operation Sophia in late 2016 on board a Dutch ship involved in training the coast guard from Tripoli.

    “They were telling me that many of them hadn’t gotten their government salaries in eight months. They told me, jokingly, that they were ‘forced’ to take money from smugglers sometimes.”

    The coast guards talked openly about accepting money from smuggling networks in exchange for escorting rubber boats to international waters instead of turning them back toward the shore, Boualleg said.

    “If the [on-duty] coast guard came,” Boualleg added, “they would just say they were fishermen following the rubber boats, that’s all.”

    Frontex’s 2016 report documents similar cases. Two officials with close knowledge of Sophia’s training of the Libyan coast guard also confirmed that members of the coast guard are involved in smuggling networks. A spokesperson for the Libyan coast guard did not return repeated requests for comment.

    EU governments have, for the most part, simply looked the other way.

    And that’s unlikely to change, said a senior European official with close knowledge of Operation Sophia who spoke on condition of anonymity. For the first time since the start of the operation, Libyan authorities are returning more people to Libya than are arriving in Italy.

    “If Italy decides — since it is the country in command of Operation Sophia — to stop it, it is up to Italy to make this decision" — Dimitris Avramopoulos, immigration commissioner

    Two years into the training program, leaked reports also show the Libyan coast guard was unable to manage search-and-rescue activities on its own. Sophia monitors their operations with GoPro cameras and through surveillance using ships, airplanes, drones and submarines.

    The operation is limited by its mandate, but it has made progress in difficult circumstances, an EEAS spokesperson said. Operation Sophia officials did not respond to multiple interview requests and declined to answer questions via email.

    “The provision of training the Libyan coast guard and navy, as well as continued engagement with them have proven to be the most effecting complementary tool to disrupt the activities of those involved in trafficking,” the EEAS spokesperson said in an email.

    The spokesperson maintained that Libyan coast guards who are trained by Operation Sophia undergo a “thorough vetting procedure." The spokesperson also stated that, while Operation Sophia does advise and monitor the Libyan coast guard, the operation is not involved “in the decision-making in relation to operations.”

    With the March deadline for the operation’s renewal fast approaching, pressure is mounting to find a way to reform Sophia or disband it altogether.

    When Salvini closed Italy’s ports to NGO and humanitarian ships last July, the country’s foreign minister turned to the EU to negotiate a solution that would ensure migrants rescued as part of Operation Sophia would be resettled among other countries. At the time, Italy said it expected results “within weeks.” Six months later, neither side has found a way through the impasse.

    “The fate of this operation is not determined yet,” European Commissioner for Immigration Dimitris Avramopoulos told reporters last month, adding that discussions about allowing migrants to disembark in non-Italian ports are still underway among member countries.

    “If Italy decides — since it is the country in command of Operation Sophia — to stop it, it is up to Italy to make this decision.”

    The political fight over the future of the operation has been made more acute by an increase in criticism from human rights organizations. Reports of violence, torture and extortion in Libyan detention centers have put the naval operation and EEAS on the defensive.

    A Human Rights Watch report published in January found that Europe’s support for the Libyan coast guard has contributed to cases of arbitrary detention, and that people intercepted by Libyan authorities “face inhuman and degrading conditions and the risk of torture, sexual violence, extortion, and forced labor.” Amnesty International has also condemned the conditions under which migrants are being held, and in an open letter published earlier this month, 50 major aid organizations warned that “EU leaders have allowed themselves to become complicit in the tragedy unfolding before their eyes.”

    These human rights violations have been well documented. In 2016, the U.N. Human Rights Office said it considered “migrants to be at high risk of suffering serious human rights violations, including arbitrary detention, in Libya and thus urges States not to return, or facilitate the return of, persons to Libya.”

    Last June, the U.N. sanctioned six men for smuggling and human rights violations, including the head of the coast guard in Zawiya, a city west of Tripoli. A number of officials under his command, a leaked EEAS report found, were trained by Operation Sophia.

    An EEAS spokesperson would not comment on the case of the Zawiya coast guards trained by Operation Sophia or how the officers were vetted. The spokesperson said that none of the coast guards “trained by Operation Sophia” are on the U.N. sanctions list.

    The deteriorating human rights situation has prompted a growing chorus of critics to argue the EU’s arrangement with Libya is unsustainable.

    “Returning anyone to Libya is against international law,” said Salah Margani, a former justice minister in Libya’s post-civil war government. “Libya is not a safe place. They will be subject to murder. They will be subjected to torture.”

    “This is documented,” Margani added. “And [Europe] knows it.”

    Sophia is also indicative of a larger, ineffective European policy toward Libya, said Tarek Megerisi, a Libya specialist at the European Council on Foreign Relations.

    “What does the EU do in Libya? They throw money at projects, but they don’t have a very tangible operation on the ground. They really struggle to convert what they spend into political currency — Operation Sophia is all they’ve got,” he said.

    The project, he added, is less a practical attempt to stop smuggling or save migrants than a political effort to paper over differences within the EU when it comes to migration policy.

    With Sophia, he said, Europe is “being as vague as possible so countries like Italy and Hungary can say this is our tool for stopping migration, and countries like Germany and Sweden can say we’re saving lives.”

    “With this operation, there’s something for everyone,” he said.

  • Fascist white feminism is exploiting fears about sexual violence to push racist agendas

    Sexual violence and child sexual abuse is a growing focus in racist and anti-immigrant rhetoric across Europe. Following the arrest of ex-#English_Defence_League (#EDL) leader #Tommy_Robinson after he broadcast live outside a child grooming trial in Leeds, in June 2018 another “#Free_Tommy” march took place, supported by a far-right campaign group called #120_decibels (#120dB). The group are named after the volume of a rape alarm, use sexual violence against women as a political tool to assert their nationalist, racist agenda across Europe and the UK.

    Heavily promoted by the now-crumbling #Generation_Identity, an alt-right group whose “core belief is that ‘white identity’ is under attack”, #120dB claim that sexual violence is “imported violence” perpetrated by “criminal migrants”. This racialisation of sexual violence is dangerous. Instead of tackling all gender-based violence, regardless of the perpetrator’s nationality, immigration status or race, narratives such as those reproduced by #120dB co-opt violence against women for a racist agenda. The impact of this is that already marginalised communities are criminalised, victims and survivors are unsupported, and abuse goes unchallenged, as it is obfuscated by racism.

    In their YouTube videos, #120dB labels migrants as “criminal migrants…from archaic societies” who are responsible for “migrant sex crimes”. This #racialisation feeds into racist tropes – that migrant men are from “backward” cultures and are inherently “sexually dangerous”. This language obscures the prevalence of sexual violence across society, which occurs as a cause and consequence of gender inequality. The blanket stereotyping of all non-white men is dangerous and has contributed to racist attacks perpetrated in order to “avenge” white women.

    For example, in February 2018, the murder of 18-year-old Italian #Pamela_Mastropietro by a Nigerian man became a focal point for anti-immigration hatred, and was used to promote #120dB’s messages. A few days after Mastropietro’s death, a gunman went on a shooting rampage in #Marcerata, Italy, injuring six African migrants – five men and one woman. Far-right extremist #Luca_Traini was arrested in connection with the attack. The timing of these incidents show how anti-immigration rhetoric gives the green light to racist violence. Speaking at the time of the shooting, Macerata’s mayor said that the shooting rampage “could be ascribable to the campaign of racial hatred that began after Mastropietro’s death.

    The Italian far-right Lega Nord (Northern League) party also used Mastropietro’s killing to push their anti-immigration agenda. The continued ramifications of their anti-migrant rhetoric were evident in the killing of #Soumaila_Sacko in June 2018. #Sacko, a 29-year-old Malian man and Unione Sindacale di Base (USB) trade union activist was shot dead in Calabria, Italy by a white man. The USB trade union attributed Sacko’s death to interior minister Matteo Salvini’s vow to “send home” thousands of migrants. As Hsiao-Hung Pai wrote for OpenDemocracy: “No one could ignore the fact that Sacko was murdered just hours after Salvini was sworn in as the country’s deputy prime minister and interior minister, the man who had built a political career on inciting racial hatred”.

    This narrative of #victimisation is not new. At a Generation Identity rally in Telford, UK, where it was revealed in March 2018 that up to 1,000 children may have suffered abuse and exploitation, a male speaker called the Midlands town “the epicentre for one of the worst crimes committed against the English nation”. He told the crowd:

    “We fight for the dignity, self-respect and honour of the women of the West.

    We are talking about our sisters, our mothers, our girlfriends and our wives.”

    Here, women have no agency and are depicted only in their relation to men, as sisters, mothers and wives. This type of rhetoric reinforced by #120dB in their video, where they state: “we are the daughters of Europa…mothers, women, sisters”. Their campaign is not about the experience of victims but instead centres on competing masculinities, whereby the bodies of women become a battleground of “honour”. By arguing that violence against women is caused by immigration, and that therefore “closing our borders is the first solution”, women are used to serve this nationalistic ideology, whereby the body, and in turn the nation, is under siege.

    It is notable that the women presented as in need of protection are uniformly white. Calling itself “the true #MeToo Movement”, 120 db co-opts a campaign that strives to include all women’s experiences into one that focuses on white women alone.

    Despite the fact that a third of victims in the Telford child abuse cases were of black, Asian and minority ethnic background, Generation Identity framed the exploitation as an attack on “the English working classes”, where “the vast majority of [victims] were of English descent.” Using false statistics erases women and girls of colour and leaves them unsupported, suggesting that only violence against white women should be challenged. This is particularly dangerous considering that Europe has seen a sharp increase in Islamophobic attacks: last month a 19-year-old Muslim woman was brutally assaulted by two men in Belgium, who took off her headscarf, tore apart her shirt and used a sharp object to cut a cross into her body.

    This skewing of statistics to suit racist agendas is not new: the same tactic was used after the exposure of the Rotherham child exploitation scandal. The fact that Asian girls were among those who had been abused was lost in reporting, the pinnacle of which was an article written by Sarah Champion in The Sun headlined: “British Pakistani men ARE raping and exploiting white girls…and it’s time we faced up to it.” As Just Yorkshire, a project promoting racial justice and human rights documented in their impact report of Champion’s comments: “The issue was no longer one of vulnerable young girls, white and Asian, being horrendously exploited by men who set out to groom and abuse them, but one of the entire nation being under threat by an alien force.” In these cases, sexual violence is portrayed as a civilisational threat of the violent immigrant man, rather than as gender-based violence which is caused by patriarchy and male dominance worldwide.

    We urgently need an anti-racist, anti-fascist feminism that strikes back at both sexual abuse and racism, in order to resist this toxic nationalistic “feminism”.

    As #MeToo gains prominence, we must be aware of the potential dangers of hashtag activism, which is easily co-opted by the far-right to normalise hatred. By building a feminist movement that is proactively anti-racist, and which centres the voices of women and girls of colour, we can build a feminist movement that is for all.

    • Pour la première fois depuis 2009, un navire italien ramène des migrants en Libye

      Une embarcation de migrants secourue par un navire de ravitaillement italien a été renvoyée en Libye lundi 30 juillet. Le HCR a annoncé mardi l’ouverture d’une enquête et s’inquiète d’une violation du droit international.

      Lundi 30 juillet, un navire battant pavillon italien, l’Asso Ventotto, a ramené des migrants en Libye après les avoir secourus dans les eaux internationales – en 2012 déjà l’Italie a été condamnée par la Cour européenne des droits de l’Homme pour avoir reconduit en Libye des migrants secourus en pleine mer en 2009.

      L’information a été donnée lundi soir sur Twitter par Oscar Camps, le fondateur de l’ONG espagnole Proactiva Open Arms, avant d’être reprise par Nicola Fratoianni, un député de la gauche italienne qui est actuellement à bord du bateau humanitaire espagnol qui sillonne en ce moment les côtes libyennes.

      Selon le quotidien italien La Repubblica, 108 migrants à bord d’une embarcation de fortune ont été pris en charge en mer Méditerranée par l’Asso Ventotto lundi 30 juillet. L’équipage du navire de ravitaillement italien a alors contacté le MRCC à Rome - centre de coordination des secours maritimes – qui les a orienté vers le centre de commandement maritime libyen. La Libye leur a ensuite donné l’instruction de ramener les migrants au port de Tripoli.

      En effet depuis le 28 juin, sur décision européenne, la gestion des secours des migrants en mer Méditerranée dépend des autorités libyennes et non plus de l’Italie. Concrètement, cela signifie que les opérations de sauvetage menées dans la « SAR zone » - zone de recherche et de sauvetage au large de la Libye - sont désormais coordonnées par les Libyens, depuis Tripoli. Mais le porte-parole du Conseil de l’Europe a réaffirmé ces dernières semaines qu’"aucun navire européen ne peut ramener des migrants en Libye car cela serait contraire à nos principes".

      Violation du droit international

      La Libye ne peut être considérée comme un « port sûr » pour le débarquement des migrants. « C’est une violation du droit international qui stipule que les personnes sauvées en mer doivent être amenées dans un ‘port sûr’. Malgré ce que dit le gouvernement italien, les ports libyens ne peuvent être considérés comme tels », a déclaré sur Twitter le député Nicola Fratoianni. « Les migrants se sont vus refuser la possibilité de demander l’asile, ce qui constitue une violation des accords de Genève sur les sauvetages en mer », dit-il encore dans le quotidien italien La Stampa.

      Sur Facebook, le ministre italien de l’Intérieur, Matteo Salvini, nie toutes entraves au droit international. « La garde-côtière italienne n’a ni coordonné, ni participé à cette opération, comme l’a faussement déclarée une ONG et un député de gauche mal informé ».

      Le Haut-Commissariat des Nations unies pour les réfugiés (HCR) a de son côté annoncé mardi 31 juillet l’ouverture d’une enquête. « Nous recueillons toutes les informations nécessaires sur le cas du remorqueur italien Asso Ventotto qui aurait ramené en Libye 108 personnes sauvées en Méditerranée. La Libye n’est pas un ‘port sûr’ et cet acte pourrait constituer une violation du droit international », dit l’agence onusienne sur Twitter.

    • Libyan Coast Guard Takes 611 Migrants Back to Africa

      Between Monday and Tuesday, the Libyan Coast Guard reportedly rescued 611 migrants aboard several dinghies off the coast and took them back to the African mainland.

      Along with the Libyan search and rescue operation, an Italian vessel, following indications from the Libyan Coast Guard, rescued 108 migrants aboard a rubber dinghy and delivered them back to the port of Tripoli. The vessel, called La Asso 28, was a support boat for an oil platform.

      Italian mainstream media have echoed complaints of NGOs claiming that in taking migrants back to Libya the Italian vessel would have violated international law that guarantees the right to asylum and does not recognize Libya as a safe haven.

      In recent weeks, a spokesman for the Council of Europe had stated that “no European ship can bring migrants back to Libya because it is contrary to our principles.”

      Twenty days ago, another ship supporting an oil rig, the Vos Thalassa, after rescuing a group of migrants, was preparing to deliver them to a Libyan patrol boat when an attempt to revolt among the migrants convinced the commander to reverse the route and ask the help of the Italian Coast Guard. The migrants were loaded aboard the ship Diciotti and taken to Trapani, Sicily, after the intervention of the President of the Republic Sergio Mattarella.

      On the contrary, Deputy Prime Minister Matteo Salvini has declared Tuesday’s operation to be a victory for efforts to curb illegal immigration. The decision to take migrants back to Africa rather than transporting them to Europe reflects an accord between Italy and Libya that has greatly reduced the numbers of African migrants reaching Italian shores.

      Commenting on the news, Mr. Salvini tweeted: “The Libyan Coast Guard has rescued and taken back to land 611 immigrants in recent hours. The NGOs protest and the traffickers lose their business? Great, this is how we make progress,” followed by hashtags announcing “closed ports” and “open hearts.”

      Parliamentarian Nicola Fratoianni of the left-wing Liberi and Uguali (Free and Equal) party and secretary of the Italian Left, presently aboard the Spanish NGO ship Open Arms, denounced the move.

      “We do not yet know whether this operation was carried out on the instructions of the Italian Coast Guard, but if so it would be a very serious precedent, a real collective rejection for which Italy and the ship’s captain will answer before a court,” he said.

      “International law requires that people rescued at sea must be taken to a safe haven and the Libyan ports, despite the mystification of reality by the Italian government, cannot be considered as such,” he added.

      The United Nations immigration office (UNHCR) has threatened Italy for the incident involving the 108 migrants taken to Tripoli, insisting that Libya is not a safe port and that the episode could represent a breach of international law.

      As of 14 November, the Libyan Coast Guard (LCG) has rescued/intercepted 14,595 refugees and migrants (10,184 men, 2,147 women and 1,408 children) at sea. On 10 November, a commercial vessel reached the port of Misrata (187 km east of Tripoli) carrying 95 refugees and migrants who refused to disembark the boat. The individuals on board comprise of Ethiopian, Eritrean, South Sudanese, Pakistani, Bangladeshi and Somali nationals. UNHCR is closely following-up on the situation of the 14 individuals who have already disembarked and ensuring the necessary assistance is provided and screening is conducted for solutions. Since the onset, UNHCR has advocated for a peaceful resolution of the situation and provided food, water and core relief items (CRIs) to alleviate the suffering of individuals onboard the vessel.

    • Rescued at sea, locked up, then sold to smugglers

      In Libya, refugees returned by EU-funded ships are thrust back into a world of exploitation.

      The Souq al Khamis detention centre in Khoms, Libya, is so close to the sea that migrants and refugees can hear waves crashing on the shore. Its detainees – hundreds of men, women and children – were among 15,000 people caught trying to cross the Mediterranean in flimsy boats in 2018, after attempting to reach Italy and the safety of Europe.

      They’re now locked in rooms covered in graffiti, including warnings that refugees may be sold to smugglers by the guards that watch them.


      This detention centre is run by the UN-backed Libyan government’s department for combatting illegal migration (DCIM). Events here over the last few weeks show how a hardening of European migration policy is leaving desperate refugees with little room to escape from networks ready to exploit them.

      Since 2014, the EU has allocated more than €300 million to Libya with the aim of stopping migration. Funnelled through the Trust Fund for Africa, this includes roughly €40 million for the Libyan coast guard, which intercepts boats in the Mediterranean. Ireland’s contribution to the trust fund will be €15 million between 2016 and 2020.

      Scabies

      One of the last 2018 sea interceptions happened on December 29th, when, the UN says, 286 people were returned to Khoms. According to two current detainees, who message using hidden phones, the returned migrants arrived at Souq al Khamis with scabies and other health problems, and were desperate for medical attention.


      On New Year’s Eve, a detainee messaged to say the guards in the centre had tried to force an Eritrean man to return to smugglers, but others managed to break down the door and save him.

      On Sunday, January 5th, detainees said, the Libyan guards were pressurising the still-unregistered arrivals to leave by beating them with guns. “The leaders are trying to push them [to] get out every day,” one said.

    • Migrants calling us in distress from the Mediterranean returned to Libya by deadly ‘refoulement’ industry

      When they called us from the sea, the 106 precarious travellers referred to their boat as a white balloon. This balloon, or rubber dinghy, was meant to carry them all the way to safety in Europe. The people on board – many men, about 20 women, and 12 children from central, west and north Africa – had left Khoms in Libya a day earlier, on the evening of January 19.

      Though they survived the night at sea, many of passengers on the boat were unwell, seasick and freezing. They decided to call for help and used their satellite phone at approximately 11am the next day. They reached out to the Alarm Phone, a hotline operated by international activists situated in Europe and Africa, that can be called by migrants in distress at sea. Alongside my work as a researcher on migration and borders, I am also a member of this activist network, and on that day I supported our shift team who received and documented the direct calls from the people on the boat in distress.

      The boat had been trying to get as far away as possible from the Libyan coast. Only then would the passengers stand a chance of escaping Libya’s coastguard. The European Union and Italy struck a deal in 2017 to train the Libyan coastguard in return for them stopping migrants reaching European shores. But a 2017 report by Amnesty International highlighted how the Libyan authorities operate in collusion with smuggling networks. Time and again, media reports suggest they have drastically violated the human rights of escaping migrants as well as the laws of the sea.

      The migrant travellers knew that if they were detected and caught, they would be abducted back to Libya, or illegally “refouled”. But Libya is a dangerous place for migrants in transit – as well as for Libyan nationals – given the ongoing civil conflict between several warring factions. In all likelihood, being sent back to Libya would mean being sent to detention centres described as “concentration-camp like” by German diplomats.

      The odds of reaching Europe were stacked against the people on the boat. Over the past year, the European-Libyan collaboration in containing migrants in North Africa, a research focus of mine, has resulted in a decrease of sea arrivals in Italy – from about 119,000 in 2017 to 23,000 in 2018. Precisely how many people were intercepted by the Libyan coastguards last year is unclear but the Libyan authorities have put the figure at around 15,000. The fact that this refoulement industry has led to a decrease in the number of migrant crossings in the central Mediterranean means that fewer people have been able to escape grave human rights violations and reach a place of safety.
      Shifting responsibility

      In repeated conversations, the 106 people on the boat made clear to the Alarm Phone activists that they would rather move on and endanger their lives by continuing to Europe than be returned by the Libyan coastguards. The activists stayed in touch with them, and for transparency reasons, the distress situation was made public via Twitter.

      Around noon, the situation on board deteriorated markedly and anxiety spread. With weather conditions worsening and after a boy had fallen unconscious, the people on the boat expressed for the first time their immediate fear of dying at sea and demanded Alarm Phone to alert all available authorities.

      The activists swiftly notified the Italian coastguards. But both the Italian Maritime Rescue Coordination Centre, and in turn the Maltese authorities, suggested it was the Libyan coastguard’s responsibility to handle the distress call. And yet, eight different phone numbers of the Libyan coastguards could not be reached by the activists.

      In the afternoon, the situation had come across the radar of the Italian media. When the Alarm Phone activists informed the people on board that the public had also been made aware of the situation by the media one person succinctly responded: “I don’t need to be on the news, I need to be rescued.”

      And yet media attention catapulted the story into the highest political spheres in Italy. According to a report in the Italian national newspaper Corriere della Sera, the prime minister, Giuseppe Conte, took charge of the situation, stating that the fate of the migrant boat could not be left to Alarm Phone activists. Conte instructed the Italian foreign intelligence service to launch rapid negotiations with the Libyan coastguards. It took some time to persuade them, but eventually, the Libyans were convinced to take action.

      In the meantime, the precarious passengers on the boat reported of water leaking into their boat, of the freezing cold, and their fear of drowning. The last time the Alarm Phone reached them, around 8pm, they could see a plane in the distance but were unable to forward their GPS coordinates to the Alarm Phone due to the failing battery of their satellite phone.
      Sent back to Libya

      About three hours later, the Italian coastguards issued a press release: the Libyans had assumed responsibility and co-ordinated the rescue of several boats. According to the press release, a merchant vessel had rescued the boat and the 106 people would be returned to Libya.

      According to the survivors and Médecins Sans Frontières who treated them on arrival, at least six people appeared to have drowned during the voyage – presumably after the Alarm Phone lost contact with them. Another boy died after disembarkation.

      A day later, on January 21, members of a second group of 144 people called the Alarm Phone from another merchant vessel. Just like the first group, they had been refouled to Libya, but they were still on board. Some still believed that they would be brought to Europe.

      Speaking on the phone with the activists, they could see land but it was not European but Libyan land. Recognising they’d been returned to their place of torment, they panicked, cried and threatened collective suicide. The women were separated from the men – Alarm Phone activists could hear them shout in the background. In the evening, contact with this second group of migrants was lost.

      During the evening of January 23, several of the women of the group reached out to the activists. They said that during the night, Libyan security forces boarded the merchant vessel and transported small groups into the harbour of Misrata, where they were taken to a detention centre. They said they’d been beaten when refusing to disembark. One of them, bleeding, feared that she had already lost her unborn child.

      On the next day, the situation worsened further. The women told the activists that Libyan forces entered their cell in the morning, pointing guns at them, after some of the imprisoned had tried to escape. Reportedly, every man was beaten. The pictures they sent to the Alarm Phone made it into Italian news, showing unhygienic conditions, overcrowded cells, and bodies with torture marks.

      Just like the 106 travellers on the “white balloon”, this second group of 144 people had risked their lives but were now back in their hell.
      Profiteering

      It’s more than likely that for some of these migrant travellers, this was not their first attempt to escape Libya. The tens of thousands captured at sea and returned over the past years have found themselves entangled in the European-Libyan refoulement “industry”. Due to European promises of financial support or border technologies, regimes with often questionable human rights records have wilfully taken on the role as Europe’s frontier guards. In the Mediterranean, the Libyan coastguards are left to do the dirty work while European agencies – such as Frontex, Eunavfor Med as well as the Italian and Maltese coastguards – have withdrawn from the most contentious and deadly areas of the sea.

      It’s sadly not surprising that flagrant human rights violations have become the norm rather than the exception. Quite cynically, several factions of the Libyan coastguards have profited not merely from Europe’s financial support but also from playing a “double game” in which they continue to be involved in human smuggling while, disguised as coastguards, clampdown on the trade of rival smuggling networks. This means that the Libyan coastguards profit often from both letting migrant boats leave and from subsequently recapturing them.

      The detention camps in Libya, where torture and rape are everyday phenomena, are not merely containment zones of captured migrants – they form crucial extortion zones in this refoulement industry. Migrants are turned into “cash cows” and are repeatedly subjected to violent forms of extortion, often forced to call relatives at home and beg for their ransom.

      Despite this systematic abuse, migrant voices cannot be completely drowned out. They continue to appear, rebelliously, from detention and even from the middle of the sea, reminding us all about Europe’s complicity in the production of their suffering.

      The Libyan coast guard has stopped 113 migrants trying to reach Italy over the past two days, the United Nations said on Wednesday, as boat departures resume following a lull in fighting between rival forces in Libya.

      The western Libyan coast is a major departure point for mainly African migrants fleeing conflict and poverty and trying to reach Italy across the Mediterranean Sea with the help of human traffickers.

      Smuggling activity had slowed when forces loyal to military commander Khalifa Haftar launched an offensive to take the capital Tripoli, home to Libya’s internationally recognized government.

      But clashes eased on Tuesday after a push by Haftar’s Libyan National Army (LNA) back by artillery failed to make inroads toward the center.

      Shelling audible in central Tripoli was less intense on Wednesday than on previous days. Three weeks of clashes had killed 376 as of Tuesday, the World Health Organization said.

      The Libyan coast guard stopped two boats on Tuesday and one on Wednesday, carrying 113 migrants in all, and returned them to two western towns away from the Tripoli frontline, where they were put into detention centers, U.N. migration agency IOM said.

      A coast guard spokesman said the migrants were from Arab and sub-Saharan African countries as well as Bangladesh.

      Human rights groups have accused armed groups and members of the coast guard of being involved in human trafficking.

      Officials have been accused in the past of mistreating detainees, who are being held in their thousands as part of European-backed efforts to curb smuggling. A U.N. report in December referred to a “terrible litany” of violations including unlawful killings, torture, gang rape and slavery.

      Rights groups have also accused the European Union of complicity in the abuse as Italy and France have provided boats for the coast guard to step up patrols. That move has helped to reduce migrant departures.

    • Returned to War and Torture: Malta and Frontex coordinate push-back to Libya

      On Saturday, 14 March 2020, RCC Malta coordinated a push-back operation from the Maltese Search and Rescue (SAR) zone to Libya in cooperation with the EU border agency Frontex and the so-called Libyan coastguards.[1] Similar to the events we documented on 18 October 2019, the Maltese authorities instructed the so-called Libyan coastguards to enter a European SAR zone in order to abduct about 49 people and force them back to Libya.[2] Instead of complying with refugee and human rights conventions, the Maltese authorities coordinated a grave violation of international law and of the principle of non-refoulment, as the rescued must be disembarked in a safe harbour.[3] Clearly, Libya is not a safe harbour but a place of war and systemic human rights abuses. Every week, the Alarm Phone receives testimonies of torture, rape and other forms of violence against migrants detained in Libyan camps and prisons.

      On the same day, we alerted the Armed Forces of Malta to a second boat in distress in the Maltese SAR zone with 112 people on board.[4] Before their eventual rescue, the people spent about 48 hours at sea. Malta delayed the rescue for more than 18 hours, putting 112 lives at severe risk. Non-assistance, delays, and pushbacks are becoming the norm in the Central Mediterranean, causing trauma in survivors, disappearances and deaths, both at sea and in Libya.

      Europe continues to delegate border enforcement to the Libyan authorities to evade their responsibility to rescue the distressed to Europe. We hold Europe accountable for the abuses and suffering inflicted on migrants at sea and in Libya. We condemn the role of European institutions and member states, including Malta and Italy, in these human rights violations through bilateral agreements as well as the financing, equipping, and training of the so-called Libyan coastguards.

      Summary of the push-back by proxy case:

      On Saturday 14 March 2020, at 15:33h CET, the Alarm Phone received a distress call from 49 people, including one pregnant woman and three children, who were trying to escape from the war in Libya. They had left Tripoli the evening before on a white fiberglass boat. They shared their GPS position with us, which clearly showed them within the Maltese SAR zone (34° 26′ 39 ” N, 14° 07′ 86″ E, at 15:33h). The people on board told us that they had lost their engine and that water was entering the boat. We immediately informed RCC Malta and the Italian coastguard via email. We received updated GPS positions from the people in distress at 16:22h (34° 26 81′ N, 014° 08′ 56″ E) and at 17:07h (N 34° 27′ 12″, E 014° 09′ 37″), both confirming once more that they were drifting within the Maltese SAR zone.

      At 17:42h, RCC Malta confirmed via phone that they had sent two patrol boats for the two SAR events in the Maltese SAR zone to which we had alerted them: one for the boat of 49 people and another one for the rubber boat with 112 people on board. Soon after, at 17:45h, we talked to the 49 people on the boat who told us that they could see a boat heading in their direction. Unfortunately, the conversation broke off and we were not able to clarify further details. This was our last contact to the people in distress after which we could not reach them any longer. Since then, we have tried to obtain further details from RCC Malta, but they claim to not have any information.

      However, confidential sources have informed us that a Frontex aerial asset had spotted the migrant boat already at 6:00h when it was still in the contested Libyan SAR zone. At 18.04h, the Libyan coastguard vessel Ras Al Jadar intercepted the boat in the Maltese SAR zone at the position N34° 26’, E 14° 07’. This means that the European border agency Frontex, MRCC Rome as well as RCC Malta were all aware of this boat in distress and colluded with the Libyan authorities to enter Maltese SAR and intercept the migrant boat.

      On Sunday 15 March 2020, at 7:00h, we were called by relatives of the people on board who told us that the people in distress had just informed them that they had been abducted by a Libyan vessel from within the Maltese SAR zone and returned to Libya, where, according to their testimonies, they were imprisoned and battered. In the afternoon, we were called by the people who were on the boat, and they testified that before the push-back occurred they saw a helicopter circling above them. About 30 minutes later, according to their testimonies, a vessel of the so-called Libyan coastguard arrived on scene. The people stated that the Libyan officers behaved brutally toward them, beating them repeatedly. They also stated that they were prevented from filming and documenting these abuses as their phones were confiscated. Moreover, the people reported that they had travelled together with another boat, a white rubber boat with around 60 people on board (including 7 women and 1 woman with a nine-month-old infant). Also this second boat[5] was intercepted and returned to Libya and its passengers experienced similar forms of violence and abuse.

  • Albania Cannot “Adopt” Asylum Seekers from Italy

    Over the weekend, the Albanian government announced that it would “adopt” 20 of the 150 Eritrean asylum seekers that had been blocked for a week in the Italian port of Catania by far-right deputy prime minister Matteo Salvini. The refugees were only allowed to leave the ship after the Italian court started proceedings against him.

    The Italian Ombudsman Mauro Palma, claimed that migrants were “de facto deprived of freedom without any legal basis or judicial oversight” and that Salvini and the Italian government had potentially violated the European Convention for the Protection of Human Rights, the Italian Constitution, the Geneva Convention, as well as the Italian Criminal Code and Code of Navigation.

    The acceptance of Albania’s offer to take over 20 asylum seekers may yet be another violation, because Albania is a “third country” and not part of the common EU asylum system, the Dublin Convention.

    In an interview with Italian newspaper La Repubblica, Lorenzo Trucco, director of the Association for the Juridical Study of Immigration (ASGI), called the Albanian “solution” a “theater of the absurd”:
    Here we are outside any legal context. Albania is not in the European Union, so we are talking about a relocation to a third country that does not have everything that is foreseen by the common European asylum system. It means that we are not sure that they have the requisites required for the recognition of protection. So a transfer to this country can only take place if the migrants agree, never against their will. In that case it would be a forced removal.

    And then there is the issue of choice. How will anyone selected to go to Albania be selected? It is a theater of the absurd, an attack on the asylum system. Fortunately, there was the intervention of the judiciary.

    Transferring Eritrean refugees from Italy to Albania against their will or after they applied for asylum in Italy (for which they had the right as soon as they disembarked the ship) is a breach of EU law. The Albanian government has given Salvini a pretext for doing so, while also showing how little it understands of how the rule of law works.

    • Montenegro to Host Some Migrants From Italy

      Montenegrin on Thursday announced that it will take in up to five people from a ship full of migrants that was stranded off the coast of Italy for days.

      The government of Montenegro has said it will receive up to five refugees and migrants who disembarked at a port in Sicily after the Italian authorities kept them on the ship for days.

      “The Government, having acknowledged the principles of humanity and solidarity with people in need as a traditional value of Montenegrin society, confirmed many times in our history, decided that Montenegro should accept up to five migrants from the Diciotto,” the government said on its Twitter account on Thursday evening.

      Montenegro confirmed on August 30 that it had been approached by Italy and asked to take in a number of migrants and refugees, to help end a 10-day standoff with the ship docked off the Italian coast at Catania.

      Podgorica said then it was still mulling whether to take the mostly African-origin migrants and refugees, but had not yet taken a stance.

      “Unanimously, the Government of Montenegro confirms its commitment to the European value system and affirms human dignity,” it said on Twitter on Thursday.

    Russia is setting up a direct shipping line to Syria and wants its companies to help build an economic recovery in the war-torn Middle Eastern country, the TASS news agency quoted Russian Deputy Prime Minister Dmitry Rogozin as saying on Tuesday.

    The report did not specify what a direct shipping line would entail, but any increase in agricultural and other supplies from Russia or help in reviving exports would be a boost for Syrian President Bashar al-Assad.

    Following his historic address to the U.S.-Arab-Islamic Summit in Riyadh, Saudi Arabia, U.S. President Donald J. Trump held bilateral talks with every Gulf Cooperation Council leader except for Oman’s deputy prime minister, Sayyid Fahd al-Said, who had his meeting cancelled at the last minute with no public explanation. Oman’s unique foreign policy record – which ranges from facilitating the early U.S.-Iranian contact that eventually led to the nuclear agreement, to its active contribution to the Middle East peace process, to more recently supporting the United Nations-sponsored Yemen peace negotiations – was also ignored altogether during the president’s speech, even though he thanked each of the other GCC countries for their respective commitments to fighting extremism and regional terrorist groups.

    In fact, it may be that the very nature of Oman’s engagement in efforts to defuse regional conflicts has prompted the Trump administration to view it warily, given Washington’s efforts to restore close relations with Saudi Arabia. In this context, Oman’s established links to both Tehran and the political leadership of Yemen’s Houthi insurgents – clearly valued by the administration of former President Barack Obama – may be seen now as reasons to keep Oman at arm’s length. Further evidence that the U.S.-Omani relationship may be heading toward uncertainty came as Secretary of State Rex Tillerson cancelled his meeting in Riyadh with his Omani counterpart, Yusuf bin Alawi. This, coupled with the Trump administration’s Budget Blueprint for fiscal year 2018 – which suggests a 35 percent cut in annual military/security assistance to Oman, down from $5.4 million to $3.5 million – further suggests that Washington is revising its approach toward Muscat.

    The Sultanate of Oman has been a U.S. strategic ally for nearly two centuries, and was the second Arab country, after Morocco, to establish diplomatic relations with Washington, in 1841. Moreover, Oman is only one of two GCC countries to enjoy a free trade agreement with the United States.

    Building on these historic ties, Sultan Qaboos bin Said of Oman, the Arab world’s longest-serving monarch, has skillfully managed throughout his 44-year tenure to serve as a regional intermediary to help defuse tensions between Washington and Tehran, and has at the same time actively contributed to Israeli-Arab dialogue by hosting the Middle East Desalination Research Center (MEDRC), a Muscat-based organization dedicated to sharing Israeli expertise on desalination technologies and clean fresh water supply.

    Given that Trump has pledged to reset U.S.-GCC relations and accelerate the Israeli-Palestinian peace process as part of an apparent strategic effort to counter Tehran’s “malign” regional influence, it is also surprising that Qaboos is the only GCC leader that Trump has yet to call, especially considering Oman is the only GCC country to enjoy pragmatic relationships with Iran and Israel.

    In recent years, Oman used its channels to Tehran – and to the Houthis in Yemen – to gain the release of a half dozen U.S. citizens who had been detained, efforts that earned Oman public expressions of thanks from Obama.

    In addition, “Oman recognizes that the Israeli-Palestinian conflict is an irritant between the U.S. and the Arab world, but – consistent with Qaboos’ philosophy of peaceful coexistence and conflict resolution – he wanted to play a constructive role,” said Richard Schmierer, former U.S. ambassador to Oman, adding that the Israeli-Palestinian conflict was not a top issue on the U.S.-Omani bilateral agenda during his tenure in Muscat.

    Nonetheless, in 2010 U.S. Secretary of State Hilary Clinton hailed MEDRC as “a model for Middle East peace making.” A year later, it was revealed that Obama personally called Qaboos to ask him to lead Arab goodwill gestures toward Israel in exchange for a settlement freeze moratorium.

    A Long History of Support for Mideast Peace

    Following the 1979 Egyptian-Israeli peace treaty, Oman was the only GCC member to consistently engage with Israel through a number of informal diplomatic initiatives. Oman was also one of only three Arab League members not to boycott Egypt after its peace treaty with Israel while actively supporting Jordanian-Israeli peace talks in the ensuing years.

    Qaboos demonstrated his commitment to reaching a comprehensive Arab-Israeli peace treaty by inviting Prime Minister Yitzhak Rabin to visit him in Muscat in 1994. Rabin’s visit came only months after Israel and Jordan signed a comprehensive peace treaty. Although Rabin’s landmark visit was initially conducted in secrecy, it was announced publicly upon his return to Israel.

    Though falling short of Egyptian President Anwar Sadat’s historic Knesset address in 1977 and the Israeli-Jordanian peace treaty of 1994, Qaboos granted Rabin and the Israeli leadership what it had strived for since the inception of the Jewish state in 1948: recognition and legitimacy. Moreover, Qaboos’ invitation arguably signaled publicly to Rabin, the Israeli public, and the Arab world at large a willingness to distance Oman from the Saudi position by granting Israel de facto recognition.

    Following the assassination of Rabin, Qaboos once again displayed his commitment to the peace process by dispatching Oman’s foreign minister to attend Rabin’s funeral. In a subsequent interview with Israeli media, Alawi said, while being hosted by acting Prime Minister Shimon Peres, “Oman will soon have diplomatic relations with Israel, Oman was never in a state of war with Israel so there is no need for a peace agreement.”

    The brief relationship between Qaboos, Rabin, and Peres has had concrete and positive outcomes: Oman has maintained a diplomatic channel with Israel since 1996 by hosting MEDRC. MEDRC is the only surviving organization of five regional initiatives included in the Oslo Accords as part of an effort to accelerate the peace process. Through it, participants from Gaza, Jordan, and the West Bank have attended, with Israeli counterparts, a number of courses on desalination and wastewater management in Tel Aviv.

    On the surface, Oman’s quiet diplomatic style of doing business appears to be by design: By maintaining a policy of neutrality and noninterference, Oman seeks to preserve its independence and stability by closely aligning with Britain and the United States while balancing relations with its powerful neighbors, Iran and Saudi Arabia. The Israeli-Palestinian angle, however, does not fit into Oman’s immediate strategic concerns; unlike Iran, with whom it shares the Strait of Hormuz, Israel is a distant power.

    Given Trump’s quest to forge a comprehensive Arab-Israeli peace agreement, Oman could potentially again play a pivotal role through its MEDRC networks. A White House invitation to Oman’s newly-appointed deputy prime minister for international cooperation, Sayyid Assad bin Tariq al-Said, might provide an opportunity to explore this potential with the man who appears to be in line to become Qaboos’ eventual successor. And, unlikely as it would seem at the moment given Trump’s strident anti-Iran rhetoric, Oman could also reprise its role as a conduit for quiet messaging between Tehran and Washington on regional security issues as part of an effort to mitigate the risk of conflict.

    While the last U.S. president to visit Oman was Bill Clinton in 2000, the administration of George W. Bush dispatched vice president Dick Cheney to Muscat in 2002, 2005, and 2006 to discuss Iran and other regional issues. More recently, the Obama administration and its secretary of state, John Kerry, in particular, came to rely on Muscat on a host of regional initiatives ranging from Iran, Syria, and Yemen. In fact, Kerry grew so appreciative of Oman’s effective diplomacy that he attended Oman’s national day celebration in 2016, a most unusual public gesture for a secretary of state. Whether Oman regains this coveted position in the eyes of the current administration remains to be seen, although its unique contributions in support of efforts to resolve some of the Middle East’s most intractable problems would at the very least argue for open channels of communication.

    KUWAIT CITY, March 20: Deputy Prime Minister and Minister of Finance Anas Al-Saleh has issued a decision to equate Bedoun employees employed on wages the same way expatriates are employed on second contract basis, reports Al-Qabas daily. According to the decision, Bedoun employees will be entitled to all perks that are granted to expatriates, including the right for all leaves specified in the rules and regulations of the Civil Service Commission (CSC).

    This includes annual leave, sick leave, maternity leave, Hajj leave and other paid leaves. They will also be entitled to monetization of annual leave balance. This is a new dimension to the former situation whereby Bedoun employees were appointed based on wages. This means they were not entitled to allowances and other benefits after retirement. Bedouns can now be employed based on content of this decision, while nobody should seal the employment until they obtain civil ID card.

    On November 11, 2004, Palestinian Authority President Yasser Arafat died under mysterious circumstances. The next day his body was brought to Cairo, where a official state funeral was held. Representatives of 50 countries participated in the event, both admirers and rivals.
    Behind his coffin marched Egyptian President Hosni Mubarak, Syrian President Bashar Assad, King Abdullah of Jordan, King Mohammed VI of Morocco, the presidents of Tunisia and Sudan, the leaders of Sweden, Brazil, Turkey, Malaysia and Pakistan, the deputy prime minister of China, the vice presidents of Austria, Bulgaria, Tanzania, Iraq and Afghanistan, the foreign ministers of Great Britain, France, Spain, Germany, Holland, Belgium, Ireland, Portugal, Denmark, Finland, Luxembourg, Greece, the Czech Republic, Croatia, Slovakia, Canada, Indian and Slovenia, the parliamentary leaders of Italy, Russia, Switzerland and the United Arab Emirates. It was an official farewell that was less impressive that Shimon Peres’ funeral, but still quite respectable for a president without a country.
    The United States, the well known neutral intermediary between Israel and Palestine, sent a low-ranking representative: William Burns, assistant secretary of state for Near Eastern affairs. Israel, on the other hand, gave it the finger.
    No Israeli representative, either high- or low-ranking, or even very low-ranking, attended. None of the leaders of the opposition dreamed of showing his final respects to the leader of the Palestinian people, the first who recognized the State of Israel, and signed the Oslo Accords. Not Shimon Peres, not Ehud Barak, not Shlomo Ben-Ami and not even Uzi Baram bothered to participate in the Palestinians’ mourning.
    Some of them had courageously shaken his hand in the past, other had embraced him enthusiastically several years earlier. But with the outbreak of the second intifada he was once again categorized as a satanic terrorist. The pundits of the sane, moderate left repeatedly claimed in innumerable learned articles that he was not a partner and there was nobody to talk to. When the body of the rais was transferred to Ramallah, the funeral was attended by several “extremist,” marginal Israelis, the likes of Uri Avnery and Mohammed Barakeh.
    All the other peaceniks had to wait for the screening of the film “The Gatekeepers” in 2012; in other words, for the videos of all the chiefs of the Shin Bet security services, who declared that in real time they knew that Arafat did not encourage, organize or initiate the mass uprising in the second intifada, nor the acts of terror that accompanied it. For lack of choice the leader was forced to join the wave, otherwise he would have lost his prestige and his status. The disappointment at Barak’s unprepared and totally bizarre diplomatic step, and Ariel Sharon’s ascent to the Temple Mount, were among the main reasons for the eruption of the Palestinians’ unbridled opposition.

    Ukraine’s parliament voted on April 14 to appoint Volodymyr Groysman as the country’s new prime minister, with 257 lawmakers – 31 votes more than needed – supporting his candidacy.

    But the new coalition that was formed to back Groysman and his new government proved unstable even on its first day, immediately raising questions about how long it can last.

    Twenty-one lawmakers from factions in the new coalition didn’t support Groysman for prime minister. Ten of them were absent, but 11 lawmakers deliberately didn’t vote.

    Groysman’s appointment was passed, though, thanks to the support of 11 independent lawmakers, all 23 lawmakers of the Vidrodzhennya (Renaissance) faction, a group that is associated with oligarch Igor Kolomoisky, and 16 lawmakers from the Volya Narodu (People’s Will) faction.

    But just hours later, it took the parliament three attempts to scrape together enough votes to pass the program of Groysman’s Cabinet.

    The position of health minister remains vacant, as the coalition is yet to agree on a candidate.

    Former head of National Bank of Ukraine Stepan Kubiv was appointed economy minister. Deputy Head of President’s Administration Oleksandr Danyuliuk, who previously worked in the Yanukovych administration, is the new minister of finance. He replaced Ukrainian-American Jaresko.

    As Groysman made his address as the new prime minister, his promises of hard work were barely audible above opposition chants of “Shame!” Opposition lawmakers were still outraged by the all-in-one vote that gave Groysman the premiership.

    I’m going to show you what it means to govern a country,” Groysman said at the end of his speech, looking irritated by the shouting.

      Groysman’s rebooted cabinet appears to strengthen the influence of Poroshenko in the government and on the economic side of policymaking in particular.

      Oleksandr Danylyuk, 40, who is set to become finance minister, is the deputy head of Poroshenko’s administration, while the economy minister and first deputy prime minister positions will be given to Stepan Kubiv, who is currently the president’s representative in parliament.

      They replace Jaresko, praised by Washington for her handling of Ukraine’s debt crisis, and Aivaras Abromavicius, who as economy minister spearheaded a drive to privatise graft-ridden state firms, but quit in protest over corruption in February.

    Upon the invitation of Former Prime Minister Saad Hariri, a ceremony was held this evening at the “Center House” entitled “Loyalty to the Kingdom of Saudi Arabia and the Gulf Cooperation Council States”.

    The ceremony was attended by the Head of the Future Parliamentary Bloc Fouad Siniora, Deputy Speaker Farid Makari, Deputy Prime Minister and Minister of Defense Samir Mokbel, Ministers Wael Abu Faour, Michel Pharaon, Rashid Derbas, Akram Chehayeb and Nabil de Freige, former Ministers Marwan Hamadeh, Mohamad Safadi, Adnan Kassar and Hassan Mneimne, and a large number of MPs, businessmen, journalists, economic figures, representatives of civil society and dignitaries.

    The ceremony was an occasion to launch the signing of a petition expressing “Solidarity with the Arab consensus and loyalty to the Arab brotherly states.”

    At the onset of the ceremony, Premier Hariri delivered the following statement:

By granting Syrians work permits, Turkey is trying to stop the remaining, more highly qualified Syrians from going to Europe, as Deputy Prime Minister Yalcin Akdogan recently said. In an interview with Haberturk television on Jan. 16, Akdogan said, “European countries ... admit Syrians who belong to certain categories [of] qualified labor. Turkey, too, has shortages in certain fields. There are also some other fields where a bit less qualified people can work. The Labor Agency makes announcements for open positions in certain fields but no one would apply. ... [Syrians] can be employed in various fields. If we hadn’t issued the work permits, the qualified labor force would have gone to other countries and we would have been left with a much different picture.”

    In the next two weeks the Health Minister (Alexander Kvitashvili), Energy Minister (Volodymyr Demchyshyn) and Education Minister (Serhiy Kvit) will be dismissed, Ukraine’s Prime Minister Arseniy Yatsenyuk said in an interview with Politico.

    In addition, the Prime Minister announced the introduction of a Deputy Prime Minister for European Integration, Politico reports.

    It’s too early to say who [will come into office], this could shatter the coalition,” he explained. “We are in talks with the president. But the quicker we announce the better.

    There have been mistakes,” Yatsenyuk admitted to Politico. “But I will correct these mistakes with new folks sitting in the cabinet.

    It should be noted that Health Minister Alexander Kvitashvili, submitted his resignation letter in early July, but the parliament did not approve his move.

    China’s BeiDou navigation satellite system, which reportedly boasts accuracy to the centimeter, and Russia’s GLONASS, hailed as the only global rival to GPS, plan to join forces and build a production facility.
    The news was broken by Deputy Prime Minister Dmitry Rogozin, who spoke in Harbin, the capital of the northeast Chinese province of Heilongjiang. He added that it is planned that the facility for production of receiver modules and chipsets will be based in Russia.

    According to the Xinhua news agency, China began to build the BeiDou satellite navigation system in 1994, two decades after the US developed GPS. China is the third country to have an independent satellite navigation and positioning system, after the US and Russia.

    BeiDou now has about 20 satellites that ensure positioning to an accuracy of 10 meters, which is set to get even better with the introduction of next generation satellites. With the help of ground-based facilities, the positioning precision of BeiDou is now accurate to the centimeter, according to Xinhua.

    Ukraine’s Radical Party quit the ruling coalition following a vote on constitutional changes aimed at giving more autonomy to areas held by pro-Russian seperatists triggered deadly clashes outside parliament.
    The Radical Party’s departure reduced the government’s majority in parliament by 21 seats to 281, leaving the remaining four factions short of the 300 two-thirds majority needed to approve constitutional amendments. Radical Party member Valeriy Voshchevskyi also resigned from his post as deputy prime minister.

    Free Patriotic Movement leader Michel Aoun has reportedly criticized Defense Minister Samir Moqbel’s abrupt decision to keep the country’s top Army generals in their posts, while his movement threatened to take escalatory steps against the decision.

    FPM sources said in comments published Thursday by Al-Akhbar newspaper that the bloc had no prior knowledge that Moqbel intended to extend the generals’ terms “because [chances] of reaching a deal and amending the Defense Law were still being debated.”

    The sources warned that the FPM would carry out a “major escalation” against the extension, adding that Aoun will not back down although they did not elaborate on what type of escalatory steps they would take.

    Seven soldiers and 17 protesters were wounded near the Grand Serail in Downtown Beirut last month in a scuffle between the Lebanese Army and FPM supporters protesting the government ignoring the FPM’s demand to prioritize the issue of security and military appointments.

    Aoun has been pressing the government to appoint new military and security chiefs. He was also lobbying for his son-in-law Brig. Gen. Shamel Roukoz to be appointed Army commander.

    Al-Akhbar quoted high-ranking Future Movement sources as saying that the current regional and international political situation does not allow Aoun to have any share in the Army nor in the presidency, and instead seek to diminish his political weight.

    The sources added that the Future Movement has proceeded with the decision after a flurry of contacts Wednesday with MP Walid Jumblatt, former President Michel Sleiman, MP Sami Gemayel, former Prime Minister Saad Hariri and Parliament Speaker Nabih Berri.

    The decision also came after a Future Movement meeting was held following Wednesday’s Cabinet session and before the Hezbollah-Future talks at Berri’s Ain al-Tineh residence, according to the report. The meeting was attended by Future bloc head Fouad Siniora, Deputy Prime Minister Farid Makari and former MP Ghattas Khoury.

    Ukrzaliznytsia has a long history of serving as a corruption hub. For years multiple scams existed at all levels, ranging from trainmen smuggling cigarettes to executives using company assets for their personal benefit and skimming off money in procurement schemes.

    Ukrzaliznitsia has become one of the most corrupt entities of Ukraine,” Olena Scherban, lawyer at the Anticorruption Action Center told the Kyiv Post.

    Since 2000, Ukrzaliznytsia has been buying electricity from private enterprises at prices that are 22 percent above market levels, according to the Interior Ministry. Although the railway company is required by law to purchase electricity from state-run Energorynok, it has been buying it from privately owned intermediary companies at marked-up prices, authorities say, involving the state energy and utilities regulator.
