  • What’s Driving the Conflict in Cameroon?
    Violence Is Escalating in Its Anglophone Regions.

    In recent months, political violence in the Northwest and Southwest regions of Cameroon has escalated dramatically. So far, at least 400 civilians and 160 state security officers have been killed in the conflict between the government and an armed separatist movement that, just two short years ago, started as a peaceful strike of lawyers and teachers. How did such upheaval come to a country that has prided itself for decades as a bulwark of stability in a region of violent conflict? And why has it escalated so quickly?

    THE ROOTS OF THE VIOLENCE

    The Northwest and Southwest regions of Cameroon have a special historical legacy that sets them apart from the country’s other eight regions: between 1922 and 1960, they were ruled as a British trust or protectorate while the rest of the territory was administered by France. This is why today, 3 million residents of the Northwest and Southwest regions—roughly 20 percent of the Cameroonian population—speak primarily English, not French. These two regions also use their own legal and educational systems, inherited from the British, and have a unique cultural identity.

    Many analysts argue that the current conflict stems from the intractable historical animosity between Cameroon’s Anglophones and Francophones. Yet if that is the case, it is strange that the violence is only occurring now. Why not in 1972, when Ahmadou Ahidjo, the first president of Cameroon, ended the federation between the Anglophone and Francophone regions, forcing the Anglophones to submit to a unitary state? Or in 1992, when current President Paul Biya held Cameroon’s first multi-party elections, and narrowly won a heavily rigged contest by four percentage points against Anglophone candidate John Fru Ndi? Furthermore, if differences in identity are the primary driver of the conflict, it is quite surprising that Cameroon—one of the most ethnically diverse countries in Africa—has largely avoided ethnic conflict.

    Most Anglophones themselves say that they would be happy to put their national identity above their linguistic one if they weren’t systematically neglected and repressed by Cameroon’s central government. According to a survey from the Afrobarometer, an independent polling and research network, when asked whether they identify more as Cameroonians or more with their ethnic group, the vast majority of respondents in the Northwest and Southwest regions said they identified with these categories equally. Less than five percent said they identified more with their ethnic group. Nonetheless, members of this population have long felt themselves to be treated as second-class citizens in their own country. Anglophones who go to the capital city of Yaoundé to collect government documents, for example, often report being ridiculed or turned away by public officials because they cannot speak French. Separatists argue that this mistreatment and discrimination by Yaoundé, and Francophone Cameroonians more broadly, is grounds for secession.

    Yet regional neglect and mistreatment are not enough to explain the current wave of violence. If they were the root cause, then we should also be seeing separatist movements in Cameroon’s North and Far North regions, where state violence has become endemic in the fight against Boko Haram over the past four years. Moreover, in the North and Far North regions, the poverty rate is higher (more than 50 percent in each, compared to 15 percent in the Southwest and 25 percent in the Northwest) and state investment in public goods such schools, health clinics, and roads is lower than anywhere else in the country.

    To be sure, the Anglophones’ unique linguistic and cultural identity has played a role in the rebellion. But in order to understand why the escalating violence is taking place where and when it is, we must consider not only the Anglophone regions’ exceptional political isolation and relative economic autonomy from the rest of Cameroon, but also the increasing impatience of Africans living under non-democratic regimes.
    WHY THE ANGLOPHONE REGIONS?

    Biya, who last month won his seventh term in office, has been in power since 1982, making him one of the longest ruling leaders in the world. In fact, Cameroon has only had two presidents since gaining independence in 1960. Because the country’s median age is 18, this means that the majority of Cameroonians have only ever known one president. Yet the decline of Africa’s strongmen over the past two decades—most recently Blaise Compaoré in Burkina Faso, Yahya Jammeh in the Gambia, Robert Mugabe in Zimbabwe, José Eduardo dos Santos in Angola, and even Jacob Zuma in South Africa—has made Biya’s continued rule increasingly untenable. Democracy may have begun to lose its appeal in many parts of the world, but it remains important to most sub-Saharan Africans. Many Cameroonians with an education and a smart phone consider their president’s extended rule increasingly illegitimate. The political tide currently washing away the strongmen of Africa has made this moment an exceptional one for mobilizing people against the regime.

    In spite of these democratic headwinds, Biya has managed to maintain his legitimacy in some quarters through his cooptation of Francophone elites and control of information by means of the (largely Francophone) state-owned media. He has masterfully brought Francophone leaders into government, offering them lucrative ministerial posts and control over various government revenue streams. Importantly, he has not been excessively repressive—at least not before the current outbreak of violence—and has gone out of his way to uphold the façade of democratic legitimacy through holding regular elections, allowing a relatively unfettered (although weak) independent media, and having a general laissez-faire attitude toward governing.

    The state media and elites within the ruling Cameroon People’s Democratic Movement are stalwart defenders of the president, operating whole-heartedly on the fictitious assumption that the regime is democratic. Many Cameroonians, especially those isolated from independent media, opposition parties, or information from outside of the country, earnestly believe this narrative. Another survey by the Afrobarometer conducted in 2015 before the outbreak of violence, showed that the presidency is the second most trusted institution of the state, after the army. It also showed that only ten percent of Cameroonian respondents believe that their country is not a democracy.

    In contrast, the Anglophone regions’ relative distance from both Biya’s networks of patronage and influence and the Francophone state media puts them in a unique position to see the autocratic nature of the regime and rebel against it. Although 75.4 percent of Francophone Cameroonian respondents said they trust Biya “somewhat” or “a lot,” in the Afrobarometer poll, only 45.5 percent of Anglophones felt the same way. Part of the reason for this is easier access to criticism of the Biya government. In electoral autocracies, opposition parties are often the only institutions that consistently voice the view that the regime is not truly democratic. The strongest opposition party in Cameroon—the Social Democratic Front (SDF)—is headquartered in the Northwest region, thus further exposing Anglophones to narratives of state repression. Other parts of Cameroon do not have occasion to become as familiar with opposition party politics. In the most recent 2013 elections for the National Assembly, for example, the Cameroon People’s Democratic Movement ran completely unopposed in 13 of the country’s 83 electoral districts.

    In comparison to other parts of the country, such as the north, Cameroon’s Anglophone regions are also more economically autonomous from Yaoundé. They have a robust cross-border trade with Nigeria, successful plantations in the Southwest, and fertile farming land. They are not overly-reliant on the export of primary resources, such as oil or timber, which funnels through state-owned corporations. And they are not as poor as, for example, the northern regions, which face chronic food insecurity. The Anglophones thus have not only the will, but also the resources to rebel.

    THE SUCCESSION QUESTION

    Unfortunately, an end to the crisis is nowhere in sight. Last month, Biya won his seventh term as president with 71.3 percent of the vote. The already unfair election was marked by exceedingly low participation in the Anglophone regions—just five percent in the Northwest—due to security fears. Meanwhile, Biya has responded to the separatists with an iron fist. He refuses to negotiate with them, instead sending in his elite Rapid Intervention Battalion (trained by the United States and led by a retired Israeli officer), which has now been accused of burning villages and attacking civilians in the Northwest and Southwest. But as long as the violence does not spill over into the Francophone regions, the crisis will likely not affect the president’s legitimacy in the rest of the country. Moreover, Biya remains staunchly supported by the West—especially France, but also the United States, which relies strongly on Cameroon in the fight against Boko Haram. The separatists, meanwhile, remain fractured, weak, and guilty of their own atrocities against civilians. Apart from attacking security forces, they have been kidnapping and torturing teachers and students who refuse to participate in a school strike.

    It is extremely unlikely that Biya will make the concessions necessary for attacks from separatists to stop, and the fluid nature of the insurgency will make it difficult for state security forces to end the violence. The scorched earth tactics on both sides only work to further alienate the population, many of whom have fled to Nigeria. It seems likely that a resolution to the crisis can only happen once the questions of when Biya will step down and who will replace him are fully answered. Right now, there is only unsubstantiated speculation. Many assume he will appoint a successor before the next presidential elections, scheduled for 2025. But if there are any surprises in the meantime similar to the military move against Mugabe in Zimbabwe or the popular uprising against Compaoré in Burkina Faso, a transition may come sooner than expected. A post-Biya political opening might provide a way for Cameroon’ s Anglophones to claim their long-awaited autonomy.

  • National Security Pros, It’s Time to Talk About Right-Wing Extremism

    Ask any of us who works in national security what to do about ISIS, and we’d have no problem pitching you ideas. Even if we lack expertise in the topic or don’t work directly on it, we’d still have opinions and thoughts, because we’ve been swimming in a sea of articles, op-eds, books, hearings, programs, and overall research and debate for years. But ask us about right-wing extremism, a violent ideology that’s killed more Americans than ISIS in the last decade, and most of us would pause — either because we were unaware of the problem or, worse, we were afraid to speak openly about it.

    So let’s talk about it now.

    Over the last decade, individuals and groups fueled by this virulent ideology have committed 71 percent of the known politically or religiously inspired killings in our country — that is, 274 of the 387 Americans murdered by extremists. Reports now indicate it was part of the recent murder of 17 school children and teachers in Florida, just as it was part of mass shootings that have happened everywhere from California to Charleston. It has not just hit inside the US, but has struck many of our closest allies, both causing near-tragedies and horrible massacres. It is not a new threat; it has killed hundreds of Americans in past decades. But it is growing in power and influence, worrisomely being stoked by foreign nations like Russia that wish our nation harm. It is a clear, present, and proven danger to the United States. Yet we find it awkward to talk about.

    There are many reasons why we have a hard time acknowledging the deadly threat from the cluster of groups that gather inside our country under the hateful flags of white nationalism, white supremacy, anti-government militia, and Neo-Nazism. One reason is to avoid appearing too partisan, a desire to be even-handed. There is irony in that we seek to avoid appearing biased, even when the threat espouses bias to the point of justifying hating and even killing their fellow Americans. So, after each episode of right-wing violence, we avoid talking about it, even to the point of reaching in the opposite direction. For instance, after these groups united to march on Charlottesville, culminating in the killing of a young woman, major U.S. papers ran more op-eds condemning the counter-protesters, who have yet to commit a mass killing, than those who committed the crime.

    I must pause here to pre-empt the inevitable “what-aboutism” — the kind of attempts to change the conversation that wouldn’t happen in an article on a group like ISIS. Yes, far-left violence is bad. (See how easy it is to write that? There’s no need to caveat violent extremists of any flag as “very fine people.”) But over the last decade, 3 percent of extremist killings in the U.S. have been committed by members of far left-wing groups — a fraction of the 71 percent by right-wing extremists and 26 percent by Islamic extremists. Those figures are the ADL’s, which documents them case by case. If you don’t like the ADL’s categorization, you could use the data gathered by colleagues of mine at the New America Foundation, which drew on the statements of law enforcement officials to determine motivation in the various attacks. That dataset shows that attacks by right-wing extremists outnumber those by left-wing groups more than 17 to one. Or you could use the one compiled by the Southern Poverty Law Center, which since the rise of the “alt-right” in 2014, has documented 43 people killed and more than 60 injured by young men whose social media use evinced a similar ideology — and often a “lone-wolf” style familiar from other forms of terrorism. And this was before Parkland. In short, from a standpoint of scale, trends, and impact, we have a problem that shouldn’t require what-aboutism or ignoring the bulk of the problem. Nor is the “alt-left,” or “violent left,” a viable political movement. Certainly, it has not bled into the broader mainstream of party politics and key media outlets, nor held multiple armed standoffs after seizing government facilities, nor even paralyzed entire American cities in fear.

    We also have to admit that we are quiet about right-wing extremist violence out of calculation. The cost-vs.-gain equations that shape our choices are simply different from other topics. Compare the professional benefits to the potential risks of publishing an article, creating a college course, writing a book or dissertation, organizing a conference, hosting a speech, creating a university or thinktank project, funding a foundation program, etc., on right-wing extremism. It is not just that there is no great profit in it. It is that every one of these endeavors would be far more difficult, and would likely create far more headaches for us and our bosses, than a similar project on pretty much any other topic in our field.

    This isn’t to say there aren’t fantastic researchers on this topic; there are many, who have valuably shaped much of what we know about the issue. But we in the rest of the field must acknowledge that they’ve chosen a more professionally risky path than most of us, even though the very object of their study has killed more Americans over the last few years than essentially any other problem we are working on.

    The same problem plagues government. For an elected official, or, worse, a U.S. government employee, to speak about this threat carries proven political and professional risks; doing so has literally cost people their jobs. And that was before we had the first president in the modern era to express sympathy for and be celebrated by these groups.

    The result is that far-right extremism mirrors that of Islamic extremism in its forms, spread, and goals. The head of counter-terrorism policing in the U.K., which broke up four planned far-right terrorist attacks in just the last year, says both groups “create intolerance, exploit grievances, and generate distrust of state institutions.” But the politics of doing something about these two dangers are directly opposite. In America, it is politically savvy to talk strongly and repeatedly about terrorism and extremism, except the version of it that has killed the largest number of our fellow citizens over the last decade.

    Finally, we avoid talking about right-wing extremism because to do so invites personal risks and annoyances that, generally speaking, don’t much afflict other areas of security studies. These range from online harassment (via social networks that have become a breeding ground for it) to physical stalking and violence.

    I don’t have all the answers about what to do about the plague of violence fueled by right-wing hate groups. But I do know we’ll never find them as long as those of us interested in national security downplay and avoid it. It is long past time to start talking about a threat that is regularly killing our fellow citizens.

  • Can Mark Zuckerberg Fix Facebook Before It Breaks Democracy? | The New Yorker

    Since 2011, Zuckerberg has lived in a century-old white clapboard Craftsman in the Crescent Park neighborhood, an enclave of giant oaks and historic homes not far from Stanford University. The house, which cost seven million dollars, affords him a sense of sanctuary. It’s set back from the road, shielded by hedges, a wall, and mature trees. Guests enter through an arched wooden gate and follow a long gravel path to a front lawn with a saltwater pool in the center. The year after Zuckerberg bought the house, he and his longtime girlfriend, Priscilla Chan, held their wedding in the back yard, which encompasses gardens, a pond, and a shaded pavilion. Since then, they have had two children, and acquired a seven-hundred-acre estate in Hawaii, a ski retreat in Montana, and a four-story town house on Liberty Hill, in San Francisco. But the family’s full-time residence is here, a ten-minute drive from Facebook’s headquarters.

    Occasionally, Zuckerberg records a Facebook video from the back yard or the dinner table, as is expected of a man who built his fortune exhorting employees to keep “pushing the world in the direction of making it a more open and transparent place.” But his appetite for personal openness is limited. Although Zuckerberg is the most famous entrepreneur of his generation, he remains elusive to everyone but a small circle of family and friends, and his efforts to protect his privacy inevitably attract attention. The local press has chronicled his feud with a developer who announced plans to build a mansion that would look into Zuckerberg’s master bedroom. After a legal fight, the developer gave up, and Zuckerberg spent forty-four million dollars to buy the houses surrounding his. Over the years, he has come to believe that he will always be the subject of criticism. “We’re not—pick your noncontroversial business—selling dog food, although I think that people who do that probably say there is controversy in that, too, but this is an inherently cultural thing,” he told me, of his business. “It’s at the intersection of technology and psychology, and it’s very personal.”

    At the same time, former Facebook executives, echoing a growing body of research, began to voice misgivings about the company’s role in exacerbating isolation, outrage, and addictive behaviors. One of the largest studies, published last year in the American Journal of Epidemiology, followed the Facebook use of more than five thousand people over three years and found that higher use correlated with self-reported declines in physical health, mental health, and life satisfaction. At an event in November, 2017, Sean Parker, Facebook’s first president, called himself a “conscientious objector” to social media, saying, “God only knows what it’s doing to our children’s brains.” A few days later, Chamath Palihapitiya, the former vice-president of user growth, told an audience at Stanford, “The short-term, dopamine-driven feedback loops that we have created are destroying how society works—no civil discourse, no coöperation, misinformation, mistruth.” Palihapitiya, a prominent Silicon Valley figure who worked at Facebook from 2007 to 2011, said, “I feel tremendous guilt. I think we all knew in the back of our minds.” Of his children, he added, “They’re not allowed to use this shit.” (Facebook replied to the remarks in a statement, noting that Palihapitiya had left six years earlier, and adding, “Facebook was a very different company back then.”)

    In March, Facebook was confronted with an even larger scandal: the Times and the British newspaper the Observer reported that a researcher had gained access to the personal information of Facebook users and sold it to Cambridge Analytica, a consultancy hired by Trump and other Republicans which advertised using “psychographic” techniques to manipulate voter behavior. In all, the personal data of eighty-seven million people had been harvested. Moreover, Facebook had known of the problem since December of 2015 but had said nothing to users or regulators. The company acknowledged the breach only after the press discovered it.

    We spoke at his home, at his office, and by phone. I also interviewed four dozen people inside and outside the company about its culture, his performance, and his decision-making. I found Zuckerberg straining, not always coherently, to grasp problems for which he was plainly unprepared. These are not technical puzzles to be cracked in the middle of the night but some of the subtlest aspects of human affairs, including the meaning of truth, the limits of free speech, and the origins of violence.

    Zuckerberg is now at the center of a full-fledged debate about the moral character of Silicon Valley and the conscience of its leaders. Leslie Berlin, a historian of technology at Stanford, told me, “For a long time, Silicon Valley enjoyed an unencumbered embrace in America. And now everyone says, Is this a trick? And the question Mark Zuckerberg is dealing with is: Should my company be the arbiter of truth and decency for two billion people? Nobody in the history of technology has dealt with that.”

    In 2002, Zuckerberg went to Harvard, where he embraced the hacker mystique, which celebrates brilliance in pursuit of disruption. “The ‘fuck you’ to those in power was very strong,” the longtime friend said. In 2004, as a sophomore, he embarked on the project whose origin story is now well known: the founding of Thefacebook.com with four fellow-students (“the” was dropped the following year); the legal battles over ownership, including a suit filed by twin brothers, Cameron and Tyler Winklevoss, accusing Zuckerberg of stealing their idea; the disclosure of embarrassing messages in which Zuckerberg mocked users for giving him so much data (“they ‘trust me.’ dumb fucks,” he wrote); his regrets about those remarks, and his efforts, in the years afterward, to convince the world that he has left that mind-set behind.

    New hires learned that a crucial measure of the company’s performance was how many people had logged in to Facebook on six of the previous seven days, a measurement known as L6/7. “You could say it’s how many people love this service so much they use it six out of seven days,” Parakilas, who left the company in 2012, said. “But, if your job is to get that number up, at some point you run out of good, purely positive ways. You start thinking about ‘Well, what are the dark patterns that I can use to get people to log back in?’ ”

    Facebook engineers became a new breed of behaviorists, tweaking levers of vanity and passion and susceptibility. The real-world effects were striking. In 2012, when Chan was in medical school, she and Zuckerberg discussed a critical shortage of organs for transplant, inspiring Zuckerberg to add a small, powerful nudge on Facebook: if people indicated that they were organ donors, it triggered a notification to friends, and, in turn, a cascade of social pressure. Researchers later found that, on the first day the feature appeared, it increased official organ-donor enrollment more than twentyfold nationwide.

    Sean Parker later described the company’s expertise as “exploiting a vulnerability in human psychology.” The goal: “How do we consume as much of your time and conscious attention as possible?” Facebook engineers discovered that people find it nearly impossible not to log in after receiving an e-mail saying that someone has uploaded a picture of them. Facebook also discovered its power to affect people’s political behavior. Researchers found that, during the 2010 midterm elections, Facebook was able to prod users to vote simply by feeding them pictures of friends who had already voted, and by giving them the option to click on an “I Voted” button. The technique boosted turnout by three hundred and forty thousand people—more than four times the number of votes separating Trump and Clinton in key states in the 2016 race. It became a running joke among employees that Facebook could tilt an election just by choosing where to deploy its “I Voted” button.

    These powers of social engineering could be put to dubious purposes. In 2012, Facebook data scientists used nearly seven hundred thousand people as guinea pigs, feeding them happy or sad posts to test whether emotion is contagious on social media. (They concluded that it is.) When the findings were published, in the Proceedings of the National Academy of Sciences, they caused an uproar among users, many of whom were horrified that their emotions may have been surreptitiously manipulated. In an apology, one of the scientists wrote, “In hindsight, the research benefits of the paper may not have justified all of this anxiety.”

    Facebook was, in the words of Tristan Harris, a former design ethicist at Google, becoming a pioneer in “ persuasive technology.

    Facebook had adopted a buccaneering motto, “Move fast and break things,” which celebrated the idea that it was better to be flawed and first than careful and perfect. Andrew Bosworth, a former Harvard teaching assistant who is now one of Zuckerberg’s longest-serving lieutenants and a member of his inner circle, explained, “A failure can be a form of success. It’s not the form you want, but it can be a useful thing to how you learn.” In Zuckerberg’s view, skeptics were often just fogies and scolds. “There’s always someone who wants to slow you down,” he said in a commencement address at Harvard last year. “In our society, we often don’t do big things because we’re so afraid of making mistakes that we ignore all the things wrong today if we do nothing. The reality is, anything we do will have issues in the future. But that can’t keep us from starting.”

    In contrast to a traditional foundation, an L.L.C. can lobby and give money to politicians, without as strict a legal requirement to disclose activities. In other words, rather than trying to win over politicians and citizens in places like Newark, Zuckerberg and Chan could help elect politicians who agree with them, and rally the public directly by running ads and supporting advocacy groups. (A spokesperson for C.Z.I. said that it has given no money to candidates; it has supported ballot initiatives through a 501(c)(4) social-welfare organization.) “The whole point of the L.L.C. structure is to allow a coördinated attack,” Rob Reich, a co-director of Stanford’s Center on Philanthropy and Civil Society, told me. The structure has gained popularity in Silicon Valley but has been criticized for allowing wealthy individuals to orchestrate large-scale social agendas behind closed doors. Reich said, “There should be much greater transparency, so that it’s not dark. That’s not a criticism of Mark Zuckerberg. It’s a criticism of the law.”

    Beginning in 2013, a series of experts on Myanmar met with Facebook officials to warn them that it was fuelling attacks on the Rohingya. David Madden, an entrepreneur based in Myanmar, delivered a presentation to officials at the Menlo Park headquarters, pointing out that the company was playing a role akin to that of the radio broadcasts that spread hatred during the Rwandan genocide. In 2016, C4ADS, a Washington-based nonprofit, published a detailed analysis of Facebook usage in Myanmar, and described a “campaign of hate speech that actively dehumanizes Muslims.” Facebook officials said that they were hiring more Burmese-language reviewers to take down dangerous content, but the company repeatedly declined to say how many had actually been hired. By last March, the situation had become dire: almost a million Rohingya had fled the country, and more than a hundred thousand were confined to internal camps. The United Nations investigator in charge of examining the crisis, which the U.N. has deemed a genocide, said, “I’m afraid that Facebook has now turned into a beast, and not what it was originally intended.” Afterward, when pressed, Zuckerberg repeated the claim that Facebook was “hiring dozens” of additional Burmese-language content reviewers.

    More than three months later, I asked Jes Kaliebe Petersen, the C.E.O. of Phandeeyar, a tech hub in Myanmar, if there had been any progress. “We haven’t seen any tangible change from Facebook,” he told me. “We don’t know how much content is being reported. We don’t know how many people at Facebook speak Burmese. The situation is getting worse and worse here.”

    I saw Zuckerberg the following morning, and asked him what was taking so long. He replied, “I think, fundamentally, we’ve been slow at the same thing in a number of areas, because it’s actually the same problem. But, yeah, I think the situation in Myanmar is terrible.” It was a frustrating and evasive reply. I asked him to specify the problem. He said, “Across the board, the solution to this is we need to move from what is fundamentally a reactive model to a model where we are using technical systems to flag things to a much larger number of people who speak all the native languages around the world and who can just capture much more of the content.”

    once asked Zuckerberg what he reads to get the news. “I probably mostly read aggregators,” he said. “I definitely follow Techmeme”—a roundup of headlines about his industry—“and the media and political equivalents of that, just for awareness.” He went on, “There’s really no newspaper that I pick up and read front to back. Well, that might be true of most people these days—most people don’t read the physical paper—but there aren’t many news Web sites where I go to browse.”

    A couple of days later, he called me and asked to revisit the subject. “I felt like my answers were kind of vague, because I didn’t necessarily feel like it was appropriate for me to get into which specific organizations or reporters I read and follow,” he said. “I guess what I tried to convey, although I’m not sure if this came across clearly, is that the job of uncovering new facts and doing it in a trusted way is just an absolutely critical function for society.”

    Zuckerberg and Sandberg have attributed their mistakes to excessive optimism, a blindness to the darker applications of their service. But that explanation ignores their fixation on growth, and their unwillingness to heed warnings. Zuckerberg resisted calls to reorganize the company around a new understanding of privacy, or to reconsider the depth of data it collects for advertisers.

    Antitrust

    In barely two years, the mood in Washington had shifted. Internet companies and entrepreneurs, formerly valorized as the vanguard of American ingenuity and the astronauts of our time, were being compared to Standard Oil and other monopolists of the Gilded Age. This spring, the Wall Street Journal published an article that began, “Imagine a not-too-distant future in which trustbusters force Facebook to sell off Instagram and WhatsApp.” It was accompanied by a sepia-toned illustration in which portraits of Zuckerberg, Tim Cook, and other tech C.E.O.s had been grafted onto overstuffed torsos meant to evoke the robber barons. In 1915, Louis Brandeis, the reformer and future Supreme Court Justice, testified before a congressional committee about the dangers of corporations large enough that they could achieve a level of near-sovereignty “so powerful that the ordinary social and industrial forces existing are insufficient to cope with it.” He called this the “curse of bigness.” Tim Wu, a Columbia law-school professor and the author of a forthcoming book inspired by Brandeis’s phrase, told me, “Today, no sector exemplifies more clearly the threat of bigness to democracy than Big Tech.” He added, “When a concentrated private power has such control over what we see and hear, it has a power that rivals or exceeds that of elected government.”

    When I asked Zuckerberg whether policymakers might try to break up Facebook, he replied, adamantly, that such a move would be a mistake. The field is “extremely competitive,” he told me. “I think sometimes people get into this mode of ‘Well, there’s not, like, an exact replacement for Facebook.’ Well, actually, that makes it more competitive, because what we really are is a system of different things: we compete with Twitter as a broadcast medium; we compete with Snapchat as a broadcast medium; we do messaging, and iMessage is default-installed on every iPhone.” He acknowledged the deeper concern. “There’s this other question, which is just, laws aside, how do we feel about these tech companies being big?” he said. But he argued that efforts to “curtail” the growth of Facebook or other Silicon Valley heavyweights would cede the field to China. “I think that anything that we’re doing to constrain them will, first, have an impact on how successful we can be in other places,” he said. “I wouldn’t worry in the near term about Chinese companies or anyone else winning in the U.S., for the most part. But there are all these places where there are day-to-day more competitive situations—in Southeast Asia, across Europe, Latin America, lots of different places.”

    The rough consensus in Washington is that regulators are unlikely to try to break up Facebook. The F.T.C. will almost certainly fine the company for violations, and may consider blocking it from buying big potential competitors, but, as a former F.T.C. commissioner told me, “in the United States you’re allowed to have a monopoly position, as long as you achieve it and maintain it without doing illegal things.”

    Facebook is encountering tougher treatment in Europe, where antitrust laws are stronger and the history of fascism makes people especially wary of intrusions on privacy. One of the most formidable critics of Silicon Valley is the European Union’s top antitrust regulator, Margrethe Vestager.

    In Vestager’s view, a healthy market should produce competitors to Facebook that position themselves as ethical alternatives, collecting less data and seeking a smaller share of user attention. “We need social media that will allow us to have a nonaddictive, advertising-free space,” she said. “You’re more than welcome to be successful and to dramatically outgrow your competitors if customers like your product. But, if you grow to be dominant, you have a special responsibility not to misuse your dominant position to make it very difficult for others to compete against you and to attract potential customers. Of course, we keep an eye on it. If we get worried, we will start looking.”

    As hard as it is to curb election propaganda, Zuckerberg’s most intractable problem may lie elsewhere—in the struggle over which opinions can appear on Facebook, which cannot, and who gets to decide. As an engineer, Zuckerberg never wanted to wade into the realm of content. Initially, Facebook tried blocking certain kinds of material, such as posts featuring nudity, but it was forced to create long lists of exceptions, including images of breast-feeding, “acts of protest,” and works of art. Once Facebook became a venue for political debate, the problem exploded. In April, in a call with investment analysts, Zuckerberg said glumly that it was proving “easier to build an A.I. system to detect a nipple than what is hate speech.”

    The cult of growth leads to the curse of bigness: every day, a billion things were being posted to Facebook. At any given moment, a Facebook “content moderator” was deciding whether a post in, say, Sri Lanka met the standard of hate speech or whether a dispute over Korean politics had crossed the line into bullying. Zuckerberg sought to avoid banning users, preferring to be a “platform for all ideas.” But he needed to prevent Facebook from becoming a swamp of hoaxes and abuse. His solution was to ban “hate speech” and impose lesser punishments for “misinformation,” a broad category that ranged from crude deceptions to simple mistakes. Facebook tried to develop rules about how the punishments would be applied, but each idiosyncratic scenario prompted more rules, and over time they became byzantine. According to Facebook training slides published by the Guardian last year, moderators were told that it was permissible to say “You are such a Jew” but not permissible to say “Irish are the best, but really French sucks,” because the latter was defining another people as “inferiors.” Users could not write “Migrants are scum,” because it is dehumanizing, but they could write “Keep the horny migrant teen-agers away from our daughters.” The distinctions were explained to trainees in arcane formulas such as “Not Protected + Quasi protected = not protected.”

    It will hardly be the last quandary of this sort. Facebook’s free-speech dilemmas have no simple answers—you don’t have to be a fan of Alex Jones to be unnerved by the company’s extraordinary power to silence a voice when it chooses, or, for that matter, to amplify others, to pull the levers of what we see, hear, and experience. Zuckerberg is hoping to erect a scalable system, an orderly decision tree that accounts for every eventuality and exception, but the boundaries of speech are a bedevilling problem that defies mechanistic fixes. The Supreme Court, defining obscenity, landed on “I know it when I see it.” For now, Facebook is making do with a Rube Goldberg machine of policies and improvisations, and opportunists are relishing it. Senator Ted Cruz, Republican of Texas, seized on the ban of Jones as a fascist assault on conservatives. In a moment that was rich even by Cruz’s standards, he quoted Martin Niemöller’s famous lines about the Holocaust, saying, “As the poem goes, you know, ‘First they came for Alex Jones.’ ”

    For the past decade, you’ve told us that your products will change the world, and indeed they have. We carry tiny networked computers with us everywhere, we control “smart” home appliances at a remove, we communicate with our friends and family over online platforms, and now we are all part of the vast Muslim registry known as Facebook. Almost 80 percent of American internet users belong to the social network, and many of them happily offer up their religious affiliation. The faith of those who don’t, too, can be easily deduced with a little data-science magic; in 2013, a Cambridge University study accurately detected Muslims 82 percent of the time, using only their Facebook likes. The industry has only become better at individual targeting since then.

    You’ve created simple, elegant tools that allow us to disseminate news in real time. Twitter, for example, is very good at this. It’s also a prodigious disinformation machine. Trolls, fake news, and hate speech thrived on the platform during the presidential campaign, and they show few signs of disappearing now. Twitter has likewise made it easier to efficiently map the networks of activists and political dissenters. For every proud hashtag — #BlackLivesMatter, #ShoutYourAbortion, the anti-deportation campaign #Not1More — there are data sets that reveal the identities of the “influencers” and “joiners” and offer a means of tracking, harassing, and silencing them.

    You may intend to resist, but some requests will leave little room for refusal. Last year, the U.S. government forced Yahoo to scan all its customers’ incoming emails, allegedly to find a set of characters that were related to terrorist activity. Tracking emails is just the beginning, of course, and the FBI knows it. The most important encryption case to date hinged on the FBI’s demand that Apple create a bespoke operating system that would allow the government to intentionally undermine user security whenever it impeded an investigation. Apple won the fight, but that was when Obama was in office. Trump’s regime may pressure the technology sector to create back doors in all its products, widen surveillance, and weaken the security of every networked phone, vehicle, and thermostat.

    There is precedent for technology companies assisting authoritarian regimes. In 1880, after watching a train conductor punch tickets, Herman Hollerith, a young employee of the U.S. Census Bureau, was inspired to design a punch-card system to catalogue human traits. The Hollerith Machine was used in the 1890 census to tabulate markers such as race, literacy level, gender, and country of origin. During the 1930s, the Third Reich used the same system, under the direction of a German subsidiary of International Business Machines, to identify Jews and other ethnic groups. Thomas J. Watson, IBM’s first president, received a medal from Hitler for his services. As Edwin Black recounts in IBM and the Holocaust, there was both profit and glory to be had in providing the computational services for rounding up the state’s undesirables. Within the decade, IBM served as the information subcontractor for the U.S. government’s Japanese-internment camps.

    You, the software engineers and leaders of technology companies, face an enormous responsibility. You know better than anyone how best to protect the millions who have entrusted you with their data, and your knowledge gives you real power as civic actors. If you want to transform the world for the better, here is your moment. Inquire about how a platform will be used. Encrypt as much as you can. Oppose the type of data analysis that predicts people’s orientation, religion, and political preferences if they did not willingly offer that information. Reduce the quantity of personal information that is kept. And when the unreasonable demands come, the demands that would put activists, lawyers, journalists, and entire communities at risk, resist wherever you can. History also keeps a file.

    “Other countries in the Middle East see what is happening and may think, ‘We should be opening golf courses’ or ‘We should be buying rooms at the Trump International,’” said Brian Egan, a State Department legal adviser under the Obama administration. “Even if there is no nefarious intent on behalf of the president or the Trumps, for a president to be making money from business holdings in sensitive places around the world is likely to have an impact.”

    Mr. Trump’s dealings with the Saudis extend back to at least 1995, when he sold the Plaza Hotel to a partnership formed by a Saudi prince and an investor from Singapore. The deal, for $325 million, enabled Mr. Trump to escape a default on his loans. (The same prince had reportedly bought Mr. Trump’s yacht for $18 million four years earlier.)

    The Saudis “buy apartments from me,” he said in August 2015 at a rally in Mobile, Ala. “They spend $40 million, $50 million. Am I supposed to dislike them? I like them very much.”

    His company filed paperwork to create eight inactive corporations in Saudi Arabia around that time, presumably contemplating a hotel or licensing deal in Jidda that has not come to fruition.

    In May, the rulers of the kingdom agreed to invest $20 billion in a fund to build invest in American infrastructure, billed as part of an initiative Mr. Trump has championed. The $20 billion investment went to a fund set up by the money manager Blackstone, whose founder is close to Mr. Trump, his daughter Ivanka and her husband, Jared Kushner.

    Mr. Trump made his first deal in Dubai, in the United Arab Emirates, in 2005, to build a hotel with a state-owned developer. He pulled out after the 2008 recession, but by 2010 Mr. Trump and two of his children, Ms. Trump and Donald Jr., were back in the region scouting for new business.

    Now some in Qatar are asking if missing a chance to do business with the Trumps might have been a mistake, Clayton Swisher, a journalist who works for the Qatar-owned Al Jazeera network, wrote in a recent column on the subject.

    “Could anyone have imagined that five or 10 years ago, when businessmen turned down a New York mogul and reality TV host auditioning for its investment,” he wrote, “that they were jeopardizing the security of their country?”

    “A COLOSSAL roller-coaster” is how a senior engineer described it. He was talking about the railway that China plans to build from the lowlands of the south-west, across some of the world’s most forbidding terrain, into Tibet. Of all the country’s railway-building feats in recent years, this will be the most remarkable: a 1,600-kilometre (1,000-mile) track that will pass through snow-capped mountains in a region racked by earthquakes, with nearly half of it running through tunnels or over bridges. It will also be dogged all the way by controversy.

    Chinese officials have dreamed of such a railway line for a century. In 1912, shortly after he took over as China’s first president, Sun Yat-sen called for a trans-Tibetan line, not least to help prevent Tibet from falling under the sway of Britain (which had already invaded Tibet from India a decade earlier). Mao Zedong revived the idea in the 1950s. In the years since, many exploratory surveys have been carried out.

    • In Litang, a town high up in Sichuan on that difficult stretch, a Tibetan monk speaks approvingly of the project, which will bring more tourists to the remote community and its 16th-century monastery (rebuilt since the Chinese air force bombed it in 1956 to crush an uprising). But the impact on Tibet of the Golmud-Lhasa line still reverberates. It fuelled a tourism boom in Lhasa that attracted waves of ethnic Han Chinese from other parts of China to work in industries such as catering and transport. The resentment it created among Tibetans, who felt excluded from the new jobs, was a big cause of rioting in Lhasa in 2008 that ignited protests across the plateau. The new line will cut through some of the most restive areas. Since 2011 more than 110 Tibetans are reported to have killed themselves by setting themselves on fire in protest at China’s crackdown after the unrest. Some of the self-immolations have happened in Tibetan-inhabited parts of Sichuan, including near Litang.

    A major memorial center dedicated to Boris Yeltsin has opened in the first Russian president’s native city of Ekaterinburg. The huge three-storied modernist building holds tens of thousands of exhibits, including even a city trolleybus.

    The artifacts include the interior of the politician’s Moscow apartment (complete with a TV set showing the Tchaikovsky ballet Swan Lake), the ‘Chaika’ limo that he used as a service car and a real trolleybus that Yeltsin once rode to ask questions of ordinary people. The exhibition also has a lot of multimedia materials and allows visitors to record own video messages expressing attitude to the museum, to Russia’s first president and to 1990s Russia in general.

    Yeltsin’s widow and daughter, along with many former officials from his government and administration, have arrived in Ekaterinburg to take part in the opening of the center. President Vladimir Putin also participated in the ceremony, telling reporters that the exhibition looked like “honest history” to him.

    Albert Einstein, the most famous Jewish scientist in history, wrote a letter in 1929 to his friend Chaim Weizmann, an accomplished chemist who would later become Israel’s first president. But their correspondence had little to do with scientific subjects. Weizmann served then as president of the British Zionist Federation, and his friend Einstein was writing to him about the Jewish and Zionist question.

    “Should we be unable to find a way to honest cooperation and honest pacts with the Arabs, then we have learned absolutely nothing during our 2,000 years of suffering and deserve all that will come to us,” he wrote, adding, “Should the Jews not learn to live in peace with the Arabs, the struggle against them will follow them for decades in the future.”

    What seems to be a prophetic statement may be attributed to Einstein’s experience in the Holy Land. Four years previously, in early February 1923, Einstein and his wife Elsa came to the reviving Jewish Yishuv in Palestine for a historic visit. Einstein received a royal reception and the crowd sang “Here comes the messiah” in his honor, but the “messiah” was in no hurry to give in to that. He summed up his visit with succinct humor in his travel diary, which has become the basis of a documentary entitled “Einstein Be’eretz Hakodesh” (“Einstein in the Holy Land”) .
