  • Burying the Nakba: How Israel systematically hides evidence of 1948 expulsion of Arabs

    Four years ago, historian Tamar Novick was jolted by a document she found in the file of Yosef Vashitz, from the Arab Department of the left-wing Mapam Party, in the Yad Yaari archive at Givat Haviva. The document, which seemed to describe events that took place during the 1948 war, began:

    “Safsaf [former Palestinian village near Safed] – 52 men were caught, tied them to one another, dug a pit and shot them. 10 were still twitching. Women came, begged for mercy. Found bodies of 6 elderly men. There were 61 bodies. 3 cases of rape, one east of from Safed, girl of 14, 4 men shot and killed. From one they cut off his fingers with a knife to take the ring.”

    The writer goes on to describe additional massacres, looting and abuse perpetrated by Israeli forces in Israel’s War of Independence. “There’s no name on the document and it’s not clear who’s behind it,” Dr. Novick tells Haaretz. “It also breaks off in the middle. I found it very disturbing. I knew that finding a document like this made me responsible for clarifying what happened.”

    The Upper Galilee village of Safsaf was captured by the Israel Defense Forces in Operation Hiram toward the end of 1948. Moshav Safsufa was established on its ruins. Allegations were made over the years that the Seventh Brigade committed war crimes in the village. Those charges are supported by the document Novick found, which was not previously known to scholars. It could also constitute additional evidence that the Israeli top brass knew about what was going on in real time.

    Novick decided to consult with other historians about the document. Benny Morris, whose books are basic texts in the study of the Nakba – the “calamity,” as the Palestinians refer to the mass emigration of Arabs from the country during the 1948 war – told her that he, too, had come across similar documentation in the past. He was referring to notes made by Mapam Central Committee member Aharon Cohen on the basis of a briefing given in November 1948 by Israel Galili, the former chief of staff of the Haganah militia, which became the IDF. Cohen’s notes in this instance, which Morris published, stated: “Safsaf 52 men tied with a rope. Dropped into a pit and shot. 10 were killed. Women pleaded for mercy. [There were] 3 cases of rape. Caught and released. A girl of 14 was raped. Another 4 were killed. Rings of knives.”

    Morris’ footnote (in his seminal “The Birth of the Palestinian Refugee Problem, 1947-1949”) states that this document was also found in the Yad Yaari Archive. But when Novick returned to examine the document, she was surprised to discover that it was no longer there.

    “At first I thought that maybe Morris hadn’t been accurate in his footnote, that perhaps he had made a mistake,” Novick recalls. “It took me time to consider the possibility that the document had simply disappeared.” When she asked those in charge where the document was, she was told that it had been placed behind lock and key at Yad Yaari – by order of the Ministry of Defense.

    Since the start of the last decade, Defense Ministry teams have been scouring Israel’s archives and removing historic documents. But it’s not just papers relating to Israel’s nuclear project or to the country’s foreign relations that are being transferred to vaults: Hundreds of documents have been concealed as part of a systematic effort to hide evidence of the Nakba.

    The phenomenon was first detected by the Akevot Institute for Israeli-Palestinian Conflict Research. According to a report drawn up by the institute, the operation is being spearheaded by Malmab, the Defense Ministry’s secretive security department (the name is a Hebrew acronym for “director of security of the defense establishment”), whose activities and budget are classified. The report asserts that Malmab removed historical documentation illegally and with no authority, and at least in some cases has sealed documents that had previously been cleared for publication by the military censor. Some of the documents that were placed in vaults had already been published.
    An investigative report by Haaretz found that Malmab has concealed testimony from IDF generals about the killing of civilians and the demolition of villages, as well as documentation of the expulsion of Bedouin during the first decade of statehood. Conversations conducted by Haaretz with directors of public and private archives alike revealed that staff of the security department had treated the archives as their property, in some cases threatening the directors themselves.

    Yehiel Horev, who headed Malmab for two decades, until 2007, acknowledged to Haaretz that he launched the project, which is still ongoing. He maintains that it makes sense to conceal the events of 1948, because uncovering them could generate unrest among the country’s Arab population. Asked what the point is of removing documents that have already been published, he explained that the objective is to undermine the credibility of studies about the history of the refugee problem. In Horev’s view, an allegation made by a researcher that’s backed up by an original document is not the same as an allegation that cannot be proved or refuted.

    The document Novick was looking for might have reinforced Morris’ work. During the investigation, Haaretz was in fact able to find the Aharon Cohen memo, which sums up a meeting of Mapam’s Political Committee on the subject of massacres and expulsions in 1948. Participants in the meeting called for cooperation with a commission of inquiry that would investigate the events. One case the committee discussed concerned “grave actions” carried out in the village of Al-Dawayima, east of Kiryat Gat. One participant mentioned the then-disbanded Lehi underground militia in this connection. Acts of looting were also reported: “Lod and Ramle, Be’er Sheva, there isn’t [an Arab] store that hasn’t been broken into. 9th Brigade says 7, 7th Brigade says 8.”
    “The party,” the document states near the end, “is against expulsion if there is no military necessity for it. There are different approaches concerning the evaluation of necessity. And further clarification is best. What happened in Galilee – those are Nazi acts! Every one of our members must report what he knows.”

    The Israeli version
    One of the most fascinating documents about the origin of the Palestinian refugee problem was written by an officer in Shai, the precursor to the Shin Bet security service. It discusses why the country was emptied of so many of its Arab inhabitants, dwelling on the circumstances of each village. Compiled in late June 1948, it was titled “The Emigration of the Arabs of Palestine.”

    This document was the basis for an article that Benny Morris published in 1986. After the article appeared, the document was removed from the archive and rendered inaccessible to researchers. Years later, the Malmab team reexamined the document, and ordered that it remain classified. They could not have known that a few years later researchers from Akevot would find a copy of the text and run it past the military censors – who authorized its publication unconditionally. Now, after years of concealment, the gist of the document is being revealed here.

    The 25-page document begins with an introduction that unabashedly approves of the evacuation of the Arab villages. According to the author, the month of April “excelled in an increase of emigration,” while May “was blessed with the evacuation of maximum places.” The report then addresses “the causes of the Arab emigration.” According to the Israeli narrative that was disseminated over the years, responsibility for the exodus from Israel rests with Arab politicians who encouraged the population to leave. However, according to the document, 70 percent of the Arabs left as a result of Jewish military operations.

    The unnamed author of the text ranks the reasons for the Arabs’ departure in order of importance. The first reason: “Direct Jewish acts of hostility against Arab places of settlement.” The second reason was the impact of those actions on neighboring villages. Third in importance came “operations by the breakaways,” namely the Irgun and Lehi undergrounds. The fourth reason for the Arab exodus was orders issued by Arab institutions and “gangs” (as the document refers to all Arab fighting groups); fifth was “Jewish ’whispering operations’ to induce the Arab inhabitants to flee”; and the sixth factor was “evacuation ultimatums.”

    The author asserts that, “without a doubt, the hostile operations were the main cause of the movement of the population.” In addition, “Loudspeakers in the Arabic language proved their effectiveness on the occasions when they were utilized properly.” As for Irgun and Lehi operations, the report observes that “many in the villages of central Galilee started to flee following the abduction of the notables of Sheikh Muwannis [a village north of Tel Aviv]. The Arab learned that it is not enough to forge an agreement with the Haganah and that there are other Jews [i.e., the breakaway militias] to beware of.”

    The author notes that ultimatums to leave were especially employed in central Galilee, less so in the Mount Gilboa region. “Naturally, the act of this ultimatum, like the effect of the ’friendly advice,’ came after a certain preparing of the ground by means of hostile actions in the area.”
    An appendix to the document describes the specific causes of the exodus from each of scores of Arab locales: Ein Zeitun – “our destruction of the village”; Qeitiya – “harassment, threat of action”; Almaniya – “our action, many killed”; Tira – “friendly Jewish advice”; Al’Amarir – “after robbery and murder carried out by the breakaways”; Sumsum – “our ultimatum”; Bir Salim – “attack on the orphanage”; and Zarnuga – “conquest and expulsion.”

    Short fuse
    In the early 2000s, the Yitzhak Rabin Center conducted a series of interviews with former public and military figures as part of a project to document their activity in the service of the state. The long arm of Malmab seized on these interviews, too. Haaretz, which obtained the original texts of several of the interviews, compared them to the versions that are now available to the public, after large swaths of them were declared classified.

    These included, for example, sections of the testimony of Brig. Gen. (res.) Aryeh Shalev about the expulsion across the border of the residents of a village he called “Sabra.” Later in the interview, the following sentences were deleted: “There was a very serious problem in the valley. There were refugees who wanted to return to the valley, to the Triangle [a concentration of Arab towns and villages in eastern Israel]. We expelled them. I met with them to persuade them not to want that. I have papers about it.”

    In another case, Malmab decided to conceal the following segment from an interview that historian Boaz Lev Tov conducted with Maj. Gen. (res.) Elad Peled:
    Lev Tov: “We’re talking about a population – women and children?”
    Peled: “All, all. Yes.”
    Lev Tov: “Don’t you distinguish between them?”
    Peled: “The problem is very simple. The war is between two populations. They come out of their home.”
    Lev Tov: “If the home exists, they have somewhere to return to?”
    Peled: “It’s not armies yet, it’s gangs. We’re also actually gangs. We come out of the house and return to the house. They come out of the house and return to the house. It’s either their house or our house.”
    Lev Tov: “Qualms belong to the more recent generation?”
    Peled: “Yes, today. When I sit in an armchair here and think about what happened, all kinds of thoughts come to mind.”
    Lev Tov: “Wasn’t that the case then?”
    Peled: “Look, let me tell you something even less nice and cruel, about the big raid in Sasa [Palestinian village in Upper Galilee]. The goal was actually to deter them, to tell them, ‘Dear friends, the Palmach [the Haganah “shock troops”] can reach every place, you are not immune.’ That was the heart of the Arab settlement. But what did we do? My platoon blew up 20 homes with everything that was there.”
    Lev Tov: “While people were sleeping there?”
    Peled: “I suppose so. What happened there, we came, we entered the village, planted a bomb next to every house, and afterward Homesh blew on a trumpet, because we didn’t have radios, and that was the signal [for our forces] to leave. We’re running in reverse, the sappers stay, they pull, it’s all primitive. They light the fuse or pull the detonator and all those houses are gone.”

    Another passage that the Defense Ministry wanted to keep from the public came from Dr. Lev Tov’s conversation with Maj. Gen. Avraham Tamir:
    Tamir: “I was under Chera [Maj. Gen. Tzvi Tzur, later IDF chief of staff], and I had excellent working relations with him. He gave me freedom of action – don’t ask – and I happened to be in charge of staff and operations work during two developments deriving from [Prime Minister David] Ben-Gurion’s policy. One development was when reports arrived about marches of refugees from Jordan toward the abandoned villages [in Israel]. And then Ben-Gurion lays down as policy that we have to demolish [the villages] so they won’t have anywhere to return to. That is, all the Arab villages, most of which were in [the area covered by] Central Command, most of them.”
    Lev Tov: “The ones that were still standing?”
    Tamir: “The ones that weren’t yet inhabited by Israelis. There were places where we had already settled Israelis, like Zakariyya and others. But most of them were still abandoned villages.”
    Lev Tov: “That were standing?”
    Tamir: “Standing. It was necessary for there to be no place for them to return to, so I mobilized all the engineering battalions of Central Command, and within 48 hours I knocked all those villages to the ground. Period. There’s no place to return to.”
    Lev Tov: “Without hesitation, I imagine.”
    Tamir: “Without hesitation. That was the policy. I mobilized, I carried it out and I did it.”

    Crates in vaults
    The vault of the Yad Yaari Research and Documentation Center is one floor below ground level. In the vault, which is actually a small, well-secured room, are stacks of crates containing classified documents. The archive houses the materials of the Hashomer Hatzair movement, the Kibbutz Ha’artzi kibbutz movement, Mapam, Meretz and other bodies, such as Peace Now.
    The archive’s director is Dudu Amitai, who is also chairman of the Association of Israel Archivists. According to Amitai, Malmab personnel visited the archive regularly between 2009 and 2011. Staff of the archive relate that security department teams – two Defense Ministry retirees with no archival training – would show up two or three times a week. They searched for documents according to such keywords as “nuclear,” “security” and “censorship,” and also devoted considerable time to the War of Independence and the fate of the pre-1948 Arab villages.
    “In the end, they submitted a summary to us, saying that they had located a few dozen sensitive documents,” Amitai says. “We don’t usually take apart files, so dozens of files, in their entirety, found their way into our vault and were removed from the public catalog.” A file might contain more than 100 documents.
    One of the files that was sealed deals with the military government that controlled the lives of Israel’s Arab citizens from 1948 until 1966. For years, the documents were stored in the same vault, inaccessible to scholars. Recently, in the wake of a request by Prof. Gadi Algazi, a historian from Tel Aviv University, Amitai examined the file himself and ruled that there was no reason not to unseal it, Malmab’s opinion notwithstanding.

    According to Algazi, there could be several reasons for Malmab’s decision to keep the file classified. One of them has to do with a secret annex it contains to a report by a committee that examined the operation of the military government. The report deals almost entirely with land-ownership battles between the state and Arab citizens, and barely touches on security matters.

    Another possibility is a 1958 report by the ministerial committee that oversaw the military government. In one of the report’s secret appendixes, Col. Mishael Shaham, a senior officer in the military government, explains that one reason for not dismantling the martial law apparatus is the need to restrict Arab citizens’ access to the labor market and to prevent the reestablishment of destroyed villages.
    A third possible explanation for hiding the file concerns previously unpublished historical testimony about the expulsion of Bedouin. On the eve of Israel’s establishment, nearly 100,000 Bedouin lived in the Negev. Three years later, their number was down to 13,000. In the years during and after the independence war, a number of expulsion operations were carried out in the country’s south. In one case, United Nations observers reported that Israel had expelled 400 Bedouin from the Azazma tribe and cited testimonies of tents being burned. The letter that appears in the classified file describes a similar expulsion carried out as late as 1956, as related by geologist Avraham Parnes:

    “A month ago we toured Ramon [crater]. The Bedouin in the Mohila area came to us with their flocks and their families and asked us to break bread with them. I replied that we had a great deal of work to do and didn’t have time. In our visit this week, we headed toward Mohila again. Instead of the Bedouin and their flocks, there was deathly silence. Scores of camel carcasses were scattered in the area. We learned that three days earlier the IDF had ‘screwed’ the Bedouin, and their flocks were destroyed – the camels by shooting, the sheep with grenades. One of the Bedouin, who started to complain, was killed, the rest fled.”

    The testimony continued, “Two weeks earlier, they’d been ordered to stay where they were for the time being, afterward they were ordered to leave, and to speed things up 500 head were slaughtered.... The expulsion was executed ‘efficiently.’” The letter goes on to quote what one of the soldiers said to Parnes, according to his testimony: “They won’t go unless we’ve screwed their flocks. A young girl of about 16 approached us. She had a beaded necklace of brass snakes. We tore the necklace and each of us took a bead for a souvenir.”

    The letter was originally sent to MK Yaakov Uri, from Mapai (forerunner of Labor), who passed it on to Development Minister Mordechai Bentov (Mapam). “His letter shocked me,” Uri wrote Bentov. The latter circulated the letter among all the cabinet ministers, writing, “It is my opinion that the government cannot simply ignore the facts related in the letter.” Bentov added that, in light of the appalling contents of the letter, he asked security experts to check its credibility. They had confirmed that the contents “do in fact generally conform to the truth.”

    Nuclear excuse
    It was during the tenure of historian Tuvia Friling as Israel’s chief archivist, from 2001 to 2004, that Malmab carried out its first archival incursions. What began as an operation to prevent the leakage of nuclear secrets, he says, became, in time, a large-scale censorship project.
    “I resigned after three years, and that was one of the reasons,” Prof. Friling says. “The classification placed on the document about the Arabs’ emigration in 1948 is precisely an example of what I was apprehensive about. The storage and archival system is not an arm of the state’s public relations. If there’s something you don’t like – well, that’s life. A healthy society also learns from its mistakes.”

    Why did Friling allow the Defense Ministry to have access the archives? The reason, he says, was the intention to give the public access to archival material via the internet. In discussions about the implications of digitizing the material, concern was expressed that references in the documents to a “certain topic” would be made public by mistake. The topic, of course, is Israel’s nuclear project. Friling insists that the only authorization Malmab received was to search for documents on that subject.

    But Malmab’s activity is only one example of a broader problem, Friling notes: “In 1998, the confidentiality of the [oldest documents in the] Shin Bet and Mossad archives expired. For years those two institutions disdained the chief archivist. When I took over, they requested that the confidentiality of all the material be extended [from 50] to 70 years, which is ridiculous – most of the material can be opened.”

    In 2010, the confidentiality period was extended to 70 years; last February it was extended again, to 90 years, despite the opposition of the Supreme Council of Archives. “The state may impose confidentiality on some of its documentation,” Friling says. “The question is whether the issue of security doesn’t act as a kind of cover. In many cases, it’s already become a joke.”
    In the view of Yad Yaari’s Dudu Amitai, the confidentiality imposed by the Defense Ministry must be challenged. In his period at the helm, he says, one of the documents placed in the vault was an order issued by an IDF general, during a truce in the War of Independence, for his troops to refrain from rape and looting. Amitai now intends to go over the documents that were deposited in the vault, especially 1948 documents, and open whatever is possible. “We’ll do it cautiously and responsibly, but recognizing that the State of Israel has to learn how to cope with the less pleasant aspects of its history.”
    In contrast to Yad Yaari, where ministry personnel no longer visit, they are continuing to peruse documents at Yad Tabenkin, the research and documentation center of the United Kibbutz Movement. The director, Aharon Azati, reached an agreement with the Malmab teams under which documents will be transferred to the vault only if he is convinced that this is justified. But in Yad Tabenkin, too, Malmab has broadened its searches beyond the realm of nuclear project to encompass interviews conducted by archival staff with former members of the Palmach, and has even perused material about the history of the settlements in the occupied territories.

    Malmab has, for example, shown interest in the Hebrew-language book “A Decade of Discretion: Settlement Policy in the Territories 1967-1977,” published by Yad Tabenkin in 1992, and written by Yehiel Admoni, director of the Jewish Agency’s Settlement Department during the decade he writes about. The book mentions a plan to settle Palestinian refugees in the Jordan Valley and to the uprooting of 1,540 Bedouin families from the Rafah area of the Gaza Strip in 1972, including an operation that included the sealing of wells by the IDF. Ironically, in the case of the Bedouin, Admoni quotes former Justice Minister Yaakov Shimshon Shapira as saying, “It is not necessary to stretch the security rationale too far. The whole Bedouin episode is not a glorious chapter of the State of Israel.”

    According to Azati, “We are moving increasingly to a tightening of the ranks. Although this is an era of openness and transparency, there are apparently forces that are pulling in the opposite direction.”
    Unauthorized secrecy
    About a year ago, the legal adviser to the State Archives, attorney Naomi Aldouby, wrote an opinion titled “Files Closed Without Authorization in Public Archives.” According to her, the accessibility policy of public archives is the exclusive purview of the director of each institution.
    Despite Aldouby’s opinion, however, in the vast majority of cases, archivists who encountered unreasonable decisions by Malmab did not raise objections – that is, until 2014, when Defense Ministry personnel arrived at the archive of the Harry S. Truman Research Institute at the Hebrew University of Jerusalem. To the visitors’ surprise, their request to examine the archive – which contains collections of former minister and diplomat Abba Eban and Maj. Gen. (res.) Shlomo Gazit – was turned down by its then director, Menahem Blondheim.

    According to Blondheim, “I told them that the documents in question were decades old, and that I could not imagine that there was any security problem that would warrant restricting their access to researchers. In response, they said, ‘And let’s say there is testimony here that wells were poisoned in the War of Independence?’ I replied, ‘Fine, those people should be brought to trial.’”
    Blondheim’s refusal led to a meeting with a more senior ministry official, only this time the attitude he encountered was different and explicit threats were made. Finally the two sides reached an accommodation.
    Benny Morris is not surprised at Malmab’s activity. “I knew about it,” he says “Not officially, no one informed me, but I encountered it when I discovered that documents I had seen in the past are now sealed. There were documents from the IDF Archive that I used for an article about Deir Yassin, and which are now sealed. When I came to the archive, I was no longer allowed to see the original, so I pointed out in a footnote [in the article] that the State Archive had denied access to documents that I had published 15 years earlier.”
    The Malmab case is only one example of the battle being waged for access to archives in Israel. According to the executive director of the Akevot Institute, Lior Yavne, “The IDF Archive, which is the largest archive in Israel, is sealed almost hermetically. About 1 percent of the material is open. The Shin Bet archive, which contains materials of immense importance [to scholars], is totally closed apart from a handful of documents.”

    A report written by Yaacov Lozowick, the previous chief archivist at the State Archives, upon his retirement, refers to the defense establishment’s grip on the country’s archival materials. In it, he writes, “A democracy must not conceal information because it is liable to embarrass the state. In practice, the security establishment in Israel, and to a certain extent that of foreign relations as well, are interfering with the [public] discussion.”

    Advocates of concealment put forward several arguments, Lozowick notes: “The uncovering of the facts could provide our enemies with a battering ram against us and weaken the determination of our friends; it’s liable to stir up the Arab population; it could enfeeble the state’s arguments in courts of law; and what is revealed could be interpreted as Israeli war crimes.” However, he says, “All these arguments must be rejected. This is an attempt to hide part of the historical truth in order to construct a more convenient version.”

    What Malmab says
    Yehiel Horev was the keeper of the security establishment’s secrets for more than two decades. He headed the Defense Ministry’s security department from 1986 until 2007 and naturally kept out of the limelight. To his credit, he now agreed to talk forthrightly to Haaretz about the archives project.
    “I don’t remember when it began,” Horev says, “but I do know that I started it. If I’m not mistaken, it started when people wanted to publish documents from the archives. We had to set up teams to examine all outgoing material.”
    From conversations with archive directors, it’s clear that a good deal of the documents on which confidentiality was imposed relate to the War of Independence. Is concealing the events of 1948 part of the purpose of Malmab?

    “What does ‘part of the purpose’ mean? The subject is examined based on an approach of whether it could harm Israel’s foreign relations and the defense establishment. Those are the criteria. I think it’s still relevant. There has not been peace since 1948. I may be wrong, but to the best of my knowledge the Arab-Israeli conflict has not been resolved. So yes, it could be that problematic subjects remain.”

    Asked in what way such documents might be problematic, Horev speaks of the possibility of agitation among the country’s Arab citizens. From his point of view, every document must be perused and every case decided on its merits.

    If the events of 1948 weren’t known, we could argue about whether this approach is the right one. That is not the case. Many testimonies and studies have appeared about the history of the refugee problem. What’s the point of hiding things?
    “The question is whether it can do harm or not. It’s a very sensitive matter. Not everything has been published about the refugee issue, and there are all kinds of narratives. Some say there was no flight at all, only expulsion. Others say there was flight. It’s not black-and-white. There’s a difference between flight and those who say they were forcibly expelled. It’s a different picture. I can’t say now if it merits total confidentiality, but it’s a subject that definitely has to be discussed before a decision is made about what to publish.”

    For years, the Defense Ministry has imposed confidentiality on a detailed document that describes the reasons for the departure of those who became refugees. Benny Morris has already written about the document, so what’s the logic of keeping it hidden?
    “I don’t remember the document you’re referring to, but if he quoted from it and the document itself is not there [i.e., where Morris says it is], then his facts aren’t strong. If he says, ‘Yes, I have the document,’ I can’t argue with that. But if he says that it’s written there, that could be right and it could be wrong. If the document were already outside and were sealed in the archive, I would say that that’s folly. But if someone quoted from it – there’s a difference of day and night in terms of the validity of the evidence he cited.”

    In this case, we’re talking about the most quoted scholar when it comes to the Palestinian refugees.
    “The fact that you say ‘scholar’ makes no impression on me. I know people in academia who spout nonsense about subjects that I know from A to Z. When the state imposes confidentiality, the published work is weakened, because he doesn’t have the document.”

    But isn’t concealing documents based on footnotes in books an attempt to lock the barn door after the horses have bolted?
    “I gave you an example that this needn’t be the case. If someone writes that the horse is black, if the horse isn’t outside the barn, you can’t prove that it’s really black.”

    There are legal opinions stating that Malmab’s activity in the archives is illegal and unauthorized.
    “If I know that an archive contains classified material, I am empowered to tell the police to go there and confiscate the material. I can also utilize the courts. I don’t need the archivist’s authorization. If there is classified material, I have the authority to act. Look, there’s policy. Documents aren’t sealed for no reason. And despite it all, I won’t say to you that everything that’s sealed is 100 percent justified [in being sealed].”

    The Defense Ministry refused to respond to specific questions regarding the findings of this investigative report and made do with the following response: “The director of security of the defense establishment operates by virtue of his responsibility to protect the state’s secrets and its security assets. The Malmab does not provide details about its mode of activity or its missions.”

    Like many arguments, the fight over the term “concentration camp” is mostly an argument about something entirely different. It is not about terminology. Almost refreshingly, it is not an argument about facts. This argument is about imagination, and it may be a deeper, more important conversation than it seems.

    In a Monday-evening live stream, Representative Alexandria Ocasio-Cortez, of New York, called the U.S.’s detention facilities for migrants “concentration camps.” On Tuesday, she tweeted a link to an article in Esquire in which Andrea Pitzer, a historian of concentration camps, was quoted making the same assertion: that the United States has created a “concentration camp system.” Pitzer argued that “mass detention of civilians without a trial” was what made the camps concentration camps.

    In 2015, Prime Minister Benjamin Netanyahu sparked an uproar when he claimed that Mufti Haj Amin al-Husseini was the one who’d urged Hitler to annihilate the Jews. In the wake of the criticism this elicited, Netanyahu said his intention was not to absolve Hitler of responsibility for the Holocaust, but to note that “the Mufti played an important role in the Final Solution.”

    But it turns out that there was another side to the story that also escaped mention by Netanyahu, the historian’s son: the forgotten role played by thousands of Palestinians who did not heed the Mufti of Jerusalem’s call to support the Axis countries, and went so far as to take up arms to fight the Nazis, often shoulder to shoulder with young Jews from Mandatory Palestine.

    Professor Mustafa Abbasi, a historian at Tel Hai Academic College, has spent years tracing their story. Having recently published an academic article on the subject, this week he suggested an opposite narrative to the one that Netanyahu put forward. The prime minister had sought to paint the Palestinians as supporters of the Third Reich, but Abbasi says, “The Mufti did not find a receptive audience among the Palestinians for his call to aid the Nazis. Not at all.”

    The subject of Abbasi’s research is unusual. Many studies have been published about Jewish volunteerism in the war against the Nazis, which reached a peak with the formation of the Jewish Brigade. But “the thousands of Arab volunteers are hardly mentioned and sometimes the record is often distorted,” Abbasi says.

    In an article in the latest issue of the periodical Cathedra (“Palestinians Fighting the Nazis: The Story of Palestinian Volunteers in World War II”), he explains why these Palestinian fighters have been left out of the history books.

    On the one hand, Zionist historians naturally placed an emphasis on the role played by Jewish volunteers in the fight against the Nazis. On the other hand, their Palestinian counterparts were focusing on the struggle against British rule and were not eager to glorify the names of those who cooperated with Britain not so many years after the British put down the Arab Revolt of 1936-1939, and thereby indirectly helped the Jews establish a state.

    “Neither side wished to highlight this subject,” says Professor Abbasi. “But I think it’s the historian’s job to be faithful to the sources and to try to describe history as it was, without being hostage to any national narrative that would limit him and prevent him from writing history freely.”

    One has to wonder why no organization was ever established to commemorate the actions of these Palestinian volunteers. “Many of them were killed and many others are still listed as missing. But no memorial has ever been established for them,” says Abbasi. In fact, the records of the Palestinian volunteers, along with much of their personal archives and papers, have disappeared, much of it lost in the War of Independence.

    Over the last few years, Abbasi was able to learn of their story in Palestinian newspapers from the Mandate era, in memoirs and personal journals, and through interviews he conducted with a few of the last remaining volunteers who are still alive. He also collected material from various British archives, from the Zionist Archive, and the archives of the Haganah and the IDF.

    Abbasi estimates that about 12,000 young Palestinians enlisted in the British Army in World War II. Hundreds became POWs, many others (the exact figure is unknown) were killed. “Compared to other peoples, this is not an insignificant number,” he says, and also points out that, unlike other groups, the Palestinians volunteered for the British Army from the first stage of the war.

    Initially, the Palestinian and Jewish volunteers served in mixed units. “They received training and drilled at the same bases and in many instances fought shoulder to shoulder, and were also taken prisoner together,” says Abbasi. And as reported here two years ago, the proximity of the Jewish and Palestinian fighters sometimes led to unusual outcomes, as in the case of Shehab Hadjaj, a Palestinian who enlisted in the British Army, was taken prisoner in Germany and died in 1943. To this day, he is listed at Mount Herzl as “a casualty of Israel’s wars” because someone mistakenly thought his surname indicated that he was Jewish.

    “Relations among the fighters were generally good, and if there was any friction it was mainly over service conditions, like mail and food,” Abbasi says. However, there were certain key differences between the two groups, too. For example, while the Jews were united in their goal of fighting the Nazis to promote the establishment of the Jewish state, the Palestinians “had no clear national agenda,” Abbasi writes. For this reason, unlike the Jews, they did not seek to form separate Palestinian units and there was no “Palestinian Brigade” parallel to the Jewish Brigade, in which thousands of Jews from Mandatory Palestine served.

    So who were the Palestinians who volunteered for the British Army to fight the Nazis? Abbasi says they mostly came from the Palestinian elite and that, contrary to what many think, represented “an important and central part of the Palestinian public.” A part of the public that believed it was necessary to stand by Britain at this time, and to temporarily put aside the Palestinian national aspirations – akin to the Jewish idea to “fight Hitler as if there were no White Paper, and fight the White Paper as if there were no Hitler.”

    They did this at a time when the Mufti of Jerusalem had left Palestine for exile in the Arab countries and Europe, where he met with Hitler and congratulated the Muslim volunteers of the Free Arab Legion – an Arab unit established in the army of Nazi Germany. “He left Palestine for a decade in 1937. What kind of leader abandons his people at such a time?” Abbasi wonders. “He had no influence on the public. He was detached and the public was already tired of him and his methods. They didn’t see him as a leader,” he says. “Anyone who says differently is distorting history,” he adds in a not so subtle dig at certain politicians.

    In his research, he documented pro-British propaganda conferences that were held from 1940 on in Abu Dis (next to Jerusalem), in Jenin, in villages in the Nablus area, in Tul Karm and in Lod. Among the supporters of Britain’s fight against the Nazis were the mayors of Nablus and Gaza. Radio Palestine broadcast the comments of an Egyptian writer who said, “The war is between the lofty and humane values represented by England and the forces of darkness represented by the Nazis.”

    Motivations for volunteering were varied. “Some did it for ideological reasons, out of opposition to the Nazi ideology and loyalty to the British and the values that they represented,” says Abbasi. This motivation was common among upper middle class and highly educated Palestinian volunteers from urban backgrounds. Rural Palestinians were motivated largely by financial reasons. “And there were also those who were seeking adventure and wanted a chance to travel abroad,” he says.

    Abbasi found that some Palestinian women also volunteered to fight the Nazis. Almost 120 young women did so as part of the

    Auxiliary Territorial Service, the women’s branch of the British Army, alongside Jewish women. A British recruiting poster in Arabic, published in the Falastin newspaper in January 1942, read: “She couldn’t stop thinking about contribution and sacrifice, she felt ongoing pride and exaltation of spirit – when she did what she saw as her sacred duty for her nation and its sons. When your country is crying out to you and asking for your service, when your country makes it plain that our Arab men need your love and support, and when your country reminds you of how cruel the enemy is – when your country is calling you, can you stand by and do nothing?”

    Abbasi is one of the only researchers in Palestinian society who is studying this area, which was also the subject of a 2015 article by Dalia Karpel in Haaretz Magazine. He came to it thanks to his maternal grandfather, Sa’id Abbasi, who was one of the volunteers in the British Army during the war. “The family didn’t talk about it, until one day when I asked my grandmother why there was such a big age difference between her children,” he says. “Her answer was: ‘Don’t remind me of the time your grandfather left me for so many years.’” Abbasi decided to find out more about that time, and came to see that his family story was part of his people’s history.

    In the future, he hopes, the original material he has collected will be developed into a book that, for the first time, will tell the optimistic story of a rare moment in history in which Jews and Palestinians joined forces for a lofty shared goal.

  • First-ever private border wall built in #New_Mexico

    A private group announced Monday that it has constructed a half-mile wall along a section of the U.S.-Mexico border in New Mexico, in what it said was a first in the border debate.

    The 18-foot steel bollard wall is similar to the designs used by the Border Patrol, sealing off a part of the border that had been a striking gap in existing fencing, according to We Build the Wall, the group behind the new section.

    The section was also built faster and, organizers say, likely more cheaply than the government has been able to manage in recent years.

    Kris Kobach, a former secretary of state in Kansas and an informal immigration adviser to President Trump, says the New Mexico project has the president’s blessing, and says local Border Patrol agents are eager to have the assistance.

    “We’re closing a gap that’s been a big headache for them,” said Mr. Kobach, who is general counsel for We Build the Wall.

    • The #GoFundMe Border Wall Is the Quintessential Trump-Era Grift

      In 2012, historian Rick Perlstein wrote a piece of essential reading for understanding modern conservatism, titled “The Long Con” and published by the Baffler. It ties the right’s penchant for absurd and obvious grifts to the conservative mind’s particular vulnerability to fear and lies:

      The strategic alliance of snake-oil vendors and conservative true believers points up evidence of another successful long march, of tactics designed to corral fleeceable multitudes all in one place—and the formation of a cast of mind that makes it hard for either them or us to discern where the ideological con ended and the money con began.

      Lying, Perlstein said, is “what makes you sound the way a conservative is supposed to sound.” The lies—about abortion factories, ACORN, immigrants, etc.—fund the grifts, and the grifts prey on the psychology that makes the lies so successful.

      Perlstein’s piece is all I could think of when I saw last night’s CNN story about the border wall GoFundMe, which seemingly has actually produced Wall. According to CNN, the group We Build the Wall says it has produced a half-mile of border wall in New Mexico. CNN was invited to watch the construction, where Kris Kobach, who is general counsel for the group, spoke “over the clanking and beeping of construction equipment.”

      #Steve_Bannon, who is naturally involved with the group, told CNN that the wall connects existing fencing and had “tough terrain” that means it was left “off the government list.” The half-mile stretch of wall cost an “estimated $6 million to $8 million to build,” CNN reported.

      CNN also quoted #Jeff_Allen, who owns the property on which the fence was built, as saying: “I have fought illegals on this property for six years. I love my country and this is a step in protecting my country.” According to MSN, Allen partnered with United Constitutional Patriots to build the wall with We Build the Wall’s funding. UCP is the same militia that was seen on video detaining immigrants and misrepresenting themselves as Border Patrol; the Phoenix New Times reported on the “apparent ties” between the UCP and We Build the Wall earlier this month.

      This story is bursting at the seams with an all-star lineup of right-wing scammers. The GoFundMe itself, of course, has been rocked by scandal: After the effort raised $20 million, just $980 million short of the billion-dollar goal, GoFundMe said in January that the funds would be returned, since creator Brian Kolfage had originally pledged that “If for ANY reason we don’t reach our goal we will refund your donation.” But Kolfage quickly figured out how to keep the gravy train going, urging those who had donated to allow their donations to be redirected to a non-profit. Ultimately, $14 million of that $20 million figure was indeed rerouted by the idiots who donated it.

      That non-profit became #We_Build_The_Wall, and like all good conservative con jobs, it has the celebs of the fever swamp attached to it. Not only #Kris_Kobach, a tenacious liar who failed at proving voter fraud is a widespread problem—but also slightly washed-up figures like Bannon, Sheriff David Clarke, Curt Schilling, and Tom Tancredo. All the stars are here!

      How much sleazier could it get? Try this: the main contractor working at the site of New Wall, according to CNN, is Tommy Fisher. The Washington Post reported last week that Trump had “personally and repeatedly urged the head of the U.S. Army Corps of Engineers” to give the contract for the border wall to the company owned by Fisher, a “GOP donor and frequent guest on Fox News,” despite the fact that the Corps of Engineers previously said Fisher’s proposals didn’t meet their requirements.

      Of course, like all good schemes, the need for more money never ceases: On the Facebook page for the group, the announcement that Wall had been completed was accompanied with a plea for fans to “DONATE NOW to fund more walls! We have many more projects lined up!”

      So, what we have is: A tax-exempt non-profit raised $20 million by claiming it would be able to make the federal government build Wall by just giving it the money for it and then, when that didn’t happen, getting most of its donors to reroute that money; then it built a half-mile of wall on private land for as much as $8 million, which went to a firm of a Fox News star whom President Trump adores.

      Perlstein wrote in the aforementioned piece that it’s hard to “specify a break point where the money game ends and the ideological one begins,” since “the con selling 23-cent miracle cures for heart disease inches inexorably into the one selling miniscule marginal tax rates as the miracle cure for the nation itself.” The con job was sold through fear: “Conjuring up the most garishly insatiable monsters precisely in order to banish them from underneath the bed, they aim to put the target to sleep.”

      The Trump era is the inartful, gaudy, brazen peak of this phenomenon. This time, instead of selling fake stem cell cures using the language of Invading Liberals, the grifters are just straight-up selling—for real American dollars—the promise of building a big wall to keep the monsters out.

    • Company touted by Trump to build the wall has history of fines, violations

      President Donald Trump appears to have set his sights on a North Dakota construction firm with a checkered legal record to build portions of his signature border wall.
      The family-owned company, #Fisher_Sand_&_Gravel, claims it can build the wall cheaper and faster than competitors. It was among a handful of construction firms chosen to build prototypes of the President’s border wall in 2017 and is currently constructing portions of barrier on private land along the border in New Mexico using private donations.
      It also, however, has a history of red flags including more than $1 million in fines for environmental and tax violations. A decade ago, a former co-owner of the company pleaded guilty to tax fraud, and was sentenced to prison. The company also admitted to defrauding the federal government by impeding the IRS. The former executive, who’s a brother of the current company owner, is no longer associated with it.
      More than two years into his presidency, Trump is still fighting to build and pay for his border wall, a key campaign issue. After failing to get his requests for wall funding passed by a Republican-held Congress during his first two years in office, Trump has met resistance this year from a Democratic-controlled House. His attempt to circumvent Congress through a national emergency declaration has been challenged in the courts.
      On May 24, a federal district judge blocked the administration from using Defense Department funds to construct parts of the wall. The Trump administration has since appealed the block to the 9th US Circuit Court of Appeals and in the interim, asked the district court to allow building to continue pending appeal. The district court denied the administration’s request.
      Despite the uncertainty, construction firms have been competing to win multimillion-dollar contracts to build portions of wall, including Fisher Sand & Gravel.

      Asked by CNN to comment on the company’s history of environmental violations and legal issues, the company said in a statement: “The questions you are asking have nothing to do with the excellent product and work that Fisher is proposing with regard to protecting America’s southern border. The issues and situations in your email were resolved years ago. None of those matters are outstanding today.”
      Catching the President’s attention
      The company was founded in North Dakota in 1952 and operates in several states across the US. It’s enjoyed public support from North Dakota Republican Sen. Kevin Cramer, who as a congressman invited the company’s CEO, Tommy Fisher, to Trump’s State of the Union address in 2018. Cramer has received campaign contributions from Fisher and his wife. A photo of the event shared by Fisher in a company newsletter shows Tommy Fisher shaking Trump’s hand.
      The Washington Post first reported the President’s interest in Fisher. According to the Post, the President has “aggressively” pushed for the Army Corps of Engineers to award a wall contract to Fisher.
      The President “immediately brought up Fisher” during a May 23 meeting in the Oval Office to discuss details of the border wall with various government officials, including that he wants it to be painted black and include French-style doors, according to the Post and confirmed by CNN.
      “The Army Corps of Engineers says about 450 miles of wall will be completed by the end of next year, and the only thing President Trump is pushing, is for the wall to be finished quickly so the American people have the safety and security they deserve,” said Hogan Gidley, White House deputy press secretary.
      A US government official familiar with the meeting tells CNN that the President has repeatedly mentioned the company in discussions he’s had about the wall with the head of the Army Corps of Engineers, Lt. Gen. Todd Semonite.
      Fisher has recently made efforts to raise its public profile, both by upping its lobbying efforts and through repeated appearances on conservative media by its CEO, Tommy Fisher.

      In the past two years, for example, the company’s congressional lobbying expenditures jumped significantly — from $5,000 in 2017 to $75,000 in 2018, according to data compiled by the Center for Responsive Politics, a non-profit that tracks lobbying expenditures.

      When asked about Fisher Sand & Gravel’s lobbying, Don Larson, one of Fisher’s registered lobbyists, said: “I am working to help decision makers in Washington become familiar with the company and its outstanding capabilities.”
      Media Blitz
      As part of a media blitz on outlets including Fox News, SiriusXM Patriot and Breitbart News, Tommy Fisher has discussed his support for the border wall and pitched his company as the one to build it. In a March 5 appearance on Fox & Friends, Fisher said that his company could build 234 miles of border wall for $4.3 billion, compared to the $5.7 billion that the Trump administration has requested from Congress.
      Fisher claimed that his firm can work five-to-10 times faster than competitors as a result of its construction process.
      The President has also touted Fisher on Fox News. In an April interview in which he was asked about Fisher by Sean Hannity, Trump said the company was “recommended strongly by a great new senator, as you know, Kevin Cramer. And they’re real. But they have been bidding and so far they haven’t been meeting the bids. I thought they would.”
      Despite the President’s interest, the company has thus far been unsuccessful in obtaining a contract to build the border wall, beyond that of a prototype.

      Earlier this year, Fisher put its name in the running for border wall contracts worth nearly $1 billion. When it lost the bid to Barnard Construction Co. and SLSCO Ltd., Fisher protested the awards over claims that the process was biased. In response, the Army Corps canceled the award. But after a review of the process, the Army Corps combined the projects and granted it to a subsidiary of Barnard Construction, according to an agency spokesperson.
      It’s unclear whether the project will proceed, given the recent decision by a federal judge to block the use of Defense Department funds to build parts of the border wall and the administration’s appeal.
      Fisher, which has a pending lawsuit in the US Court of Federal Claims over the solicitation process, is listed by the Defense Department as being among firms eligible to compete for future border contracts.

      It has moved forward with a private group, We Build the Wall, that is building sections of barrier on private land in New Mexico using private money raised as part of a GoFundMe campaign. Kris Kobach, the former Kansas Secretary of State who is now general counsel for the group, said a half-mile stretch is nearly complete, at an estimated cost of $6 million to $8 million.

      In a statement, a Customs and Border Protection spokesperson said Fisher Industries has told them that the company has begun construction on private property along the border “in the approximate area of a USBP border barrier requirement that was not prioritized under current funding.”
      The spokesperson added: “It is not uncommon for vendors” to demonstrate their capabilities using “their own resources,” but the agency goes on to “encourage all interested vendors” to compete for border contracts “through established mechanisms to ensure any construction is carried out under relevant federal authorities and meets USBP operational requirements for border barrier.”
      In responses provided to CNN through Scott Sleight, an attorney working on behalf of the company, Fisher maintained that it’s “committed to working with all appropriate federal government officials and agencies to provide its expertise and experience to help secure America’s southern border.”
      The company says it has “developed a patent-pending bollard fence hanging system that [it] believes allows border fencing to be constructed faster than any contractor using common construction methods.” It also added: “Fisher has been concerned about the procurement procedures and evaluations done by the USACE to date, and hopes these issues can be remedied.”
      Relationship with Sen. Cramer
      A month after attending the 2018 State of the Union address with Cramer, Fisher and his wife, Candice each contributed the $5,400 maximum donation to Cramer’s campaign for the US Senate, Federal Election Commission records show.
      Fisher also donated to several Arizona Republicans in the 2018 election cycle, including giving the $5,400-maximum donation to Martha McSally’s campaign, records show.
      A recent video produced by Fisher Sand & Gravel demonstrating its ability to construct the wall includes a clip of Cramer at the controls of a track-hoe lifting sections of barrier wall into place, saying “this is just like XBOX, baby.” Cramer was joined at the demonstration by a handful of other Republican lawmakers from across the country.

      Cramer has been publicly critical of how the Army Corps has handled its border wall construction work, arguing that it has moved too slowly and expressing frustration over how it has dealt with Fisher. In an interview with a North Dakota TV station, Cramer said that he believes the corps “made a miscalculation in who they chose over Fisher” and that the company had been “skunked so to speak.” Cramer added that Fisher “remains a pre-qualified, high level, competitor.”

      In an interview with CNN, Cramer said that the company has come up in conversations he has had with administration officials, including the President and the head of the Army Corps, but while the senator said that he would “love if they got every inch of the project,” he added that he has “never advocated specifically for them.”
      "Every time someone comes to meet with me, whether it’s (Acting Defense Secretary) Shanahan, General Semonite, even with Donald Trump, they bring up Fisher Industries because they assume that’s my thing," Cramer said.
      “One of the things I’ve never done is said it should be Fisher,” Cramer said. “Now, I love Fisher. I’d love if they got every inch of the project. They’re my constituents, I don’t apologize for that. But my interest really is more in the bureaucratic process.”
      According to an administration official familiar with the situation, Cramer sent information about Fisher to the President’s son-in-law and White House adviser Jared Kushner, who then passed it along to the Army Corps of Engineers for their consideration. The source tells CNN that Kushner was not familiar with the company prior to getting information about them from Cramer.
      Cramer said he does recall passing along information about the company to Kushner, but that he did not know what Kushner did with the information.
      On May 24, Cramer told a North Dakota radio station that the President has asked him to examine the process of how federal border wall projects are awarded.
      “We’re going to do an entire audit,” Cramer said. “I’ve asked for the entire bid process, and all of the bid numbers.” Cramer told CNN the President said he wanted the wall built for the “lowest, best price, and it’s also quality, and that’s what any builder should want.”
      Asked about aspects of the company’s checkered legal record, Cramer said “that level of scrutiny is important, but I would hope the same scrutiny would be put on the Corps of Engineers.”
      Environmental violations
      Though its corporate headquarters are in North Dakota, Fisher has a sizable footprint in Arizona, where it operates an asphalt company as well as a drilling and blasting company. It’s there that the company has compiled an extensive track record of environmental violations.
      From 2007 to 2017, Fisher Sand & Gravel compiled more than 1,300 air-quality violations in Maricopa County, culminating in the third highest settlement ever received by the Maricopa County Air Quality Department, according to Bob Huhn, a department spokesperson. That’s a record number of violations for any air-quality settlement in the county, Huhn said. The settlement totaled more than $1 million, though the department received slightly less than that following negotiations, Huhn said.
      Most of the violations came from an asphalt plant that the company was running in south Phoenix that has since closed. While the plant was still running, the City of Phoenix filed 469 criminal charges against the company from August to October of 2009, according to a city spokesperson.
      According to a 2010 article in the Arizona Republic, Fisher reached an agreement with Phoenix officials to close the plant in 2010. As part of the deal, fines were reduced from $1.1 million to an estimated $243,000 and all criminal charges were reduced to civil charges.
      Mary Rose Wilcox was a member of the Maricopa Board of Supervisors at the time the city and county were fighting Fisher over the asphalt plant, which was located in her district. “They tried to persuade us they were good guys since they were a family-owned company. But they were spreading noxious fumes into a residential area,” Wilcox said. “We tried to work with them, but their violations were just so blatant.”
      Michael Pops, a community activist who lived in the area around the plant, remembers fighting with Fisher for six years before the plant finally shut down. “The impact they had on this community was devastating,” Pops said, adding many low-income residents living near the asphalt plant were sickened from the fumes the plant emitted.
      The company has also racked up more than 120 violations with the Arizona Department of Environmental Quality from 2004 until as recently as last summer, according to the department.
      In 2011, Fisher agreed to a Consent Judgement with ADEQ over numerous air quality violations the company had committed. As part of that settlement, Fisher agreed to pay $125,000 in civil penalties, and that it would remain in compliance with state air quality standards. Within two years Fisher was found to be in violation of that agreement and was forced to pay an additional $500,000 in fines, according to the state’s attorney general’s office.
      Legal trouble
      Internally, the company has also confronted issues.
      In 2011, Fisher Sand & Gravel agreed to pay $150,000 to settle a sexual discrimination and retaliation suit filed by the US Equal Employment Opportunity Commission. The lawsuit charged that the company violated federal anti-discrimination laws when it “subjected two women workers to egregious verbal sexual harassment by a supervisor and then fired one of them after she repeatedly asked the supervisor to stop harassing her and complained to a job superintendent.”
      The settlement required Fisher to provide anti-discrimination training to its employees in New Mexico and review its policies on sexual harassment.
      Micheal Fisher, a former co-owner of Fisher and Tommy’s brother, was sentenced to prison in 2009 for tax fraud, according to the Justice Department. Fisher pleaded guilty to “conspiracy to defraud the United States by impeding the [Internal Revenue Service], four counts of aiding in the filing of false federal tax returns for FSG and four counts of filing false individual tax returns,” according to a Justice Department release.
      The company also admitted responsibility for defrauding the US by impeding the IRS, according to the DOJ. Citing a long standing policy of not commenting on the contracting process, the Army Corps declined to comment on whether Fisher’s history factored into its decision not to award Fisher a contract.

    • Private US-Mexico border wall ordered open by gov’t, fights back and is now closed again

      The privately funded portion of the U.S.-Mexico border wall is now fully secure and closed again after one of its gates had been ordered to remain open until disputes about waterway access could be resolved.

      “Our border wall & gate are secure again and we still have not had a single breach. I want to thank the IBWC for acting swiftly and we look forward to working with you on our future projects,” triple amputee Air Force veteran Brian Kolfage posted to Twitter on Tuesday night.

      Kolfage created We Build The Wall Inc., a nonprofit that is now backed by former Trump Administration Chief Strategist Steve Bannon. The group crowd-funded more than $22 million in order to privately build a border wall and then sell it to the U.S. government for $1.

      A portion of that wall has been constructed in Texas for between $6 and $8 million. The 1-mile-long wall is located on private property near El Paso, Texas, and Sunland Park, New Mexico.

      However, the International Boundary and Water Commission (IBWC) had ordered a 33-foot gate within the private border wall to remain open – not locked and closed – over a waterway access issue, according to BuzzFeed News. The IBCW addresses waterway issues between the U.S. and Mexico.

      “This is normally done well in advance of a construction project,” IBWC spokesperson Lori Kuczmanski said. “They think they can build now and ask questions later, and that’s not how it works.”

      BuzzFeed reported that the IBWC said the gate “had blocked officials from accessing a levee and dam, and cut off public access to a historic monument known as Monument One, the first in a series of obelisks that mark the U.S.–Mexico border from El Paso to Tijuana.”

      By Tuesday night, the IBWC said the gate would remain locked at night and issued a statement.

      “The U.S. Section of the International Boundary and Water Commission (USIBWC) will lock the privately-owned gate on federal property at night effective immediately due to security concerns,” it said.

      The statement continues:

      The USIBWC is continuing to work with We Build the Wall regarding its permit request. Until this decision, the private gate was in a locked open position. We Build the Wall, a private organization, built a gate on federal land in Sunland Park, N.M., near El Paso, Texas, without authority, and then locked the gate closed on June 6, 2019. The private gate blocks a levee road owned by the U.S. Government. After repeated requests to unlock and open the private gate, the United States Section of the International Boundary and Water Commission (USIBWC), accompanied by two uniformed law enforcement officers from the Dona Ana County Sheriff’s Office, removed the private lock, opened the gate, and locked the gate open pending further discussions with We Build the Wall. The gate was also opened so that USIBWC employees can conduct maintenance and operations at American Dam.

      The USIBWC did not authorize the construction of the private gate on federal property as announced on We Build the Wall’s Twitter page. The USIBWC is not charged with securing other fences or gates as reported by We Build the Wall. The international border fences are not on USIBWC property. The USIBWC did not open any other gates in the El Paso area as erroneously reported. Other gates and the border fence are controlled by other federal agencies.

      When the proper documentation is received for the permit, USIBWC will continue to process the permit application.

    On a spring night in 2018, I stood on a Manhattan sidewalk with friends, reading Shakespeare aloud. We were in line to see an adaptation of Macbeth and had decided to pass the time refreshing our memories of the play’s best lines. I pulled up Lady Macbeth’s soliloquy on my iPhone. “Come, you spirits / That tend on mortal thoughts, unsex me here,” I read, thrilled once again by the incantatory power of the verse. I remembered where I was when I first heard those lines: in my 10th-grade English class, startled out of my adolescent stupor by this woman rebelling magnificently and malevolently against her submissive status. “Make thick my blood, / Stop up th’ access and passage to remorse.” Six months into the #MeToo movement, her fury and frustration felt newly resonant.

    Pulled back into plays I’d studied in college and graduate school, I found myself mesmerized by Lady Macbeth and her sisters in the Shakespeare canon. Beatrice, in Much Ado About Nothing, raging at the limitations of her sex (“O God, that I were a man! I would eat his heart in the marketplace”). Rosalind, in As You Like It, affecting the swagger of masculine confidence to escape those limitations (“We’ll have a swashing and a martial outside, / As many other mannish cowards have / That do outface it with their semblances”). Isabella, in Measure for Measure, fearing no one will believe her word against Angelo’s, rapist though he is (“To whom should I complain? Did I tell this, / Who would believe me?”). Kate, in The Taming of the Shrew, refusing to be silenced by her husband (“My tongue will tell the anger of my heart, / Or else my heart concealing it will break”). Emilia, in one of her last speeches in Othello before Iago kills her, arguing for women’s equality (“Let husbands know / Their wives have sense like them”).
    I was reminded of all the remarkable female friendships, too: Beatrice and Hero’s allegiance; Emilia’s devotion to her mistress, Desdemona; Paulina’s brave loyalty to Hermione in The Winter’s Tale; and plenty more. (“Let’s consult together against this greasy knight,” resolve the merry wives of Windsor, revenging themselves on Falstaff.) These intimate female alliances are fresh inventions—they don’t exist in the literary sources from which many of the plays are drawn. And when the plays lean on historical sources (Plutarch, for instance), they feminize them, portraying legendary male figures through the eyes of mothers, wives, and lovers. “Why was Shakespeare able to see the woman’s position, write entirely as if he were a woman, in a way that none of the other playwrights of the age were able to?” In her book about the plays’ female characters, Tina Packer, the founding artistic director of Shakespeare & Company, asked the question very much on my mind.

    Doubts about whether William Shakespeare (who was born in Stratford-upon-Avon in 1564 and died in 1616) really wrote the works attributed to him are almost as old as the writing itself. Alternative contenders—Francis Bacon; Christopher Marlowe; and Edward de Vere, the 17th earl of Oxford, prominent among them—continue to have champions, whose fervor can sometimes border on fanaticism. In response, orthodox Shakespeare scholars have settled into dogmatism of their own. Even to dabble in authorship questions is considered a sign of bad faith, a blinkered failure to countenance genius in a glover’s son. The time had come, I felt, to tug at the blinkers of both camps and reconsider the authorship debate: Had anyone ever proposed that the creator of those extraordinary women might be a woman? Each of the male possibilities requires an elaborate theory to explain his use of another’s name. None of the candidates has succeeded in dethroning the man from Stratford. Yet a simple reason would explain a playwright’s need for a pseudonym in Elizabethan England: being female.
    Who was this woman writing “immortal work” in the same year that Shakespeare’s name first appeared in print?

    Long before Tina Packer marveled at the bard’s uncanny insight, others were no less awed by the empathy that pervades the work. “One would think that he had been Metamorphosed from a Man to a Woman,” wrote Margaret Cavendish, the 17th-century philosopher and playwright. The critic John Ruskin said, “Shakespeare has no heroes—he has only heroines.” A striking number of those heroines refuse to obey rules. At least 10 defy their fathers, bucking betrothals they don’t like to find their own paths to love. Eight disguise themselves as men, outwitting patriarchal controls—more gender-swapping than can be found in the work of any previous English playwright. Six lead armies.

    The prevailing view, however, has been that no women in Renaissance England wrote for the theater, because that was against the rules. Religious verse and translation were deemed suitable female literary pursuits; “closet dramas,” meant only for private reading, were acceptable. The stage was off-limits. Yet scholars have lately established that women were involved in the business of acting companies as patrons, shareholders, suppliers of costumes, and gatherers of entrance fees. What’s more, 80 percent of the plays printed in the 1580s were written anonymously, and that number didn’t fall below 50 percent until the early 1600s. At least one eminent Shakespeare scholar, Phyllis Rackin, of the University of Pennsylvania, challenges the blanket assumption that the commercial drama pouring forth in the period bore no trace of a female hand. So did Virginia Woolf, even as she sighed over the obstacles that would have confronted a female Shakespeare: “Undoubtedly, I thought, looking at the shelf where there are no plays by women, her work would have gone unsigned.”

    A tantalizing nudge lies buried in the writings of Gabriel Harvey, a well-known Elizabethan literary critic. In 1593, he referred cryptically to an “excellent Gentlewoman” who had written three sonnets and a comedy. “I dare not Particularise her Description,” he wrote, even as he heaped praise on her.

    All her conceits are illuminate with the light of Reason; all her speeches beautified with the grace of Affability … In her mind there appeareth a certain heavenly Logic; in her tongue & pen a divine Rhetoric … I dare undertake with warrant, whatsoever she writeth must needs remain an immortal work, and will leave, in the activest world, an eternal memory of the silliest vermin that she should vouchsafe to grace with her beautiful and allective style, as ingenious as elegant.

    Who was this woman writing “immortal work” in the same year that Shakespeare’s name first appeared in print, on the poem “Venus and Adonis,” a scandalous parody of masculine seduction tales (in which the woman forces herself on the man)? Harvey’s tribute is extraordinary, yet orthodox Shakespeareans and anti-Stratfordians alike have almost entirely ignored it.

    Until recently, that is, when a few bold outliers began to advance the case that Shakespeare might well have been a woman. One candidate is Mary Sidney, the countess of Pembroke (and beloved sister of the celebrated poet Philip Sidney)—one of the most educated women of her time, a translator and poet, and the doyenne of the Wilton Circle, a literary salon dedicated to galvanizing an English cultural renaissance. Clues beckon, not least that Sidney and her husband were the patrons of one of the first theater companies to perform Shakespeare’s plays. Was Shakespeare’s name useful camouflage, allowing her to publish what she otherwise couldn’t?
    Shakespeare’s life is remarkably well documented—yet no records from his lifetime identify him unequivocally as a writer.

    But the candidate who intrigued me more was a woman as exotic and peripheral as Sidney was pedigreed and prominent. Not long after my Macbeth outing, I learned that Shakespeare’s Globe, in London, had set out to explore this figure’s input to the canon. The theater’s summer 2018 season concluded with a new play, Emilia, about a contemporary of Shakespeare’s named Emilia Bassano. Born in London in 1569 to a family of Venetian immigrants—musicians and instrument-makers who were likely Jewish—she was one of the first women in England to publish a volume of poetry (suitably religious yet startlingly feminist, arguing for women’s “Libertie” and against male oppression). Her existence was unearthed in 1973 by the Oxford historian A. L. Rowse, who speculated that she was Shakespeare’s mistress, the “dark lady” described in the sonnets. In Emilia, the playwright Morgan Lloyd Malcolm goes a step further: Her Shakespeare is a plagiarist who uses Bassano’s words for Emilia’s famous defense of women in Othello.

    Could Bassano have contributed even more widely and directly? The idea felt like a feminist fantasy about the past—but then, stories about women’s lost and obscured achievements so often have a dreamlike quality, unveiling a history different from the one we’ve learned. Was I getting carried away, reinventing Shakespeare in the image of our age? Or was I seeing past gendered assumptions to the woman who—like Shakespeare’s heroines—had fashioned herself a clever disguise? Perhaps the time was finally ripe for us to see her.

    The ranks of Shakespeare skeptics comprise a kind of literary underworld—a cross-disciplinary array of academics, actors (Derek Jacobi and Mark Rylance are perhaps the best known), writers, teachers, lawyers, a few Supreme Court justices (Sandra Day O’Connor, Antonin Scalia, John Paul Stevens). Look further back and you’ll find such illustrious names as Ralph Waldo Emerson, Walt Whitman, Mark Twain, Henry James, Sigmund Freud, Helen Keller, and Charlie Chaplin. Their ideas about the authorship of the plays and poems differ, but they concur that Shakespeare is not the man who wrote them.

    Their doubt is rooted in an empirical conundrum. Shakespeare’s life is remarkably well documented, by the standards of the period—yet no records from his lifetime identify him unequivocally as a writer. The more than 70 documents that exist show him as an actor, a shareholder in a theater company, a moneylender, and a property investor. They show that he dodged taxes, was fined for hoarding grain during a shortage, pursued petty lawsuits, and was subject to a restraining order. The profile is remarkably coherent, adding up to a mercenary impresario of the Renaissance entertainment industry. What’s missing is any sign that he wrote.

    No such void exists for other major writers of the period, as a meticulous scholar named Diana Price has demonstrated. Many left fewer documents than Shakespeare did, but among them are manuscripts, letters, and payment records proving that writing was their profession. For example, court records show payment to Ben Jonson for “those services of his wit & pen.” Desperate to come up with comparable material to round out Shakespeare, scholars in the 18th and 19th centuries forged evidence—later debunked—of a writerly life.

    To be sure, Shakespeare’s name can be found linked, during his lifetime, to written works. With Love’s Labour’s Lost, in 1598, it started appearing on the title pages of one-play editions called “quartos.” (Several of the plays attributed to Shakespeare were first published anonymously.) Commentators at the time saluted him by name, praising “Shakespeare’s fine filed phrase” and “honey-tongued Shakespeare.” But such evidence proves attribution, not actual authorship—as even some orthodox Shakespeare scholars grant. “I would love to find a contemporary document that said William Shakespeare was the dramatist of Stratford-upon-Avon written during his lifetime,” Stanley Wells, a professor emeritus at the University of Birmingham’s Shakespeare Institute, has said. “That would shut the buggers up!”

    In 1991, The Atlantic commissioned two pieces from admittedly partisan authors, Irving Matus and Tom Bethell, to examine and debate the argument:

    The Case for Oxford

    By contrast, more than a few of Shakespeare’s contemporaries are on record suggesting that his name got affixed to work that wasn’t his. In 1591, the dramatist Robert Greene wrote of the practice of “underhand brokery”—of poets who “get some other Batillus to set his name to their verses.” (Batillus was a mediocre Roman poet who claimed some of Virgil’s verses as his own.) The following year, he warned fellow playwrights about an “upstart Crow, beautified with our feathers,” who thinks he is the “onely Shake-scene in a countrey.” Most scholars agree that the “Crow” is Shakespeare, then an actor in his late 20s, and conclude that the new-hatched playwright was starting to irk established figures. Anti-Stratfordians see something else: In Aesop’s fables, the crow was a proud strutter who stole the feathers of others; Horace’s crow, in his epistles, was a plagiarist. Shakespeare was being attacked, they say, not as a budding dramatist, but as a paymaster taking credit for others’ work. “Seeke you better Maisters,” Greene advised, urging his colleagues to cease writing for the Crow.

    Ben Jonson, among others, got in his digs, too. Scholars agree that the character of Sogliardo in Every Man Out of His Humour—a country bumpkin “without brain, wit, anything, indeed, ramping to gentility”—is a parody of Shakespeare, a social climber whose pursuit of a coat of arms was common lore among his circle of actors. In a satirical poem called “On Poet-Ape,” Jonson was likely taking aim at Shakespeare the theater-world wheeler-dealer. This poet-ape, Jonson wrote, “from brokage is become so bold a thief,”

    At first he made low shifts, would pick and glean,
    Buy the reversion of old plays; now grown
    To a little wealth, and credit in the scene,
    He takes up all, makes each man’s wit his own

    What to make of the fact that Jonson changed his tune in the prefatory material that he contributed to the First Folio of plays when it appeared seven years after Shakespeare’s death? Jonson’s praise there did more than attribute the work to Shakespeare. It declared his art unmatched: “He was not of an age, but for all time!” The anti-Stratfordian response is to note the shameless hype at the heart of the Folio project. “Whatever you do, Buy,” the compilers urged in their dedication, intent on a hard sell for a dramatist who, doubters emphasize, was curiously unsung at his death. The Folio’s introductory effusions, they argue, contain double meanings. Jonson tells readers, for example, to find Shakespeare not in his portrait “but his Booke,” seeming to undercut the relation between the man and the work. And near the start of his over-the-top tribute, Jonson riffs on the unreliability of extravagant praise, “which doth ne’er advance / The truth.”

    The authorship puzzles don’t end there. How did the man born in Stratford acquire the wide-ranging knowledge on display in the plays—of the Elizabethan court, as well as of multiple languages, the law, astronomy, music, the military, and foreign lands, especially northern Italian cities? The author’s linguistic brilliance shines in words and sayings imported from foreign vocabularies, but Shakespeare wasn’t educated past the age of 13. Perhaps he traveled, joined the army, worked as a tutor, or all three, scholars have proposed. Yet no proof exists of any of those experiences, despite, as the Oxford historian Hugh Trevor-Roper pointed out in an essay, “the greatest battery of organized research that has ever been directed upon a single person.”
    Emilia Bassano’s life encompassed the breadth of the Shakespeare canon: its low-class references and knowledge of the court; its Italian sources and Jewish allusions; its music and feminism.

    In fact, a document that does exist—Shakespeare’s will—would seem to undercut such hypotheses. A wealthy man when he retired to Stratford, he was meticulous about bequeathing his properties and possessions (his silver, his second-best bed). Yet he left behind not a single book, though the plays draw on hundreds of texts, including some—in Italian and French—that hadn’t yet been translated into English. Nor did he leave any musical instruments, though the plays use at least 300 musical terms and refer to 26 instruments. He remembered three actor-owners in his company, but no one in the literary profession. Strangest of all, he made no mention of manuscripts or writing. Perhaps as startling as the gaps in his will, Shakespeare appears to have neglected his daughters’ education—an incongruity, given the erudition of so many of the playwright’s female characters. One signed with her mark, the other with a signature a scholar has called “painfully formed.”

    “Weak and unconvincing” was Trevor-Roper’s verdict on the case for Shakespeare. My delving left me in agreement, not that the briefs for the male alternatives struck me as compelling either. Steeped in the plays, I felt their author would surely join me in bridling at the Stratfordians’ unquestioning worship at the shrine—their arrogant dismissal of skeptics as mere deluded “buggers,” or worse. (“Is there any more fanatic zealot than the priest-like defender of a challenged creed?” asked Richmond Crinkley, a former director of programs at the Folger Shakespeare Library who was nonetheless sympathetic to the anti-Stratfordian view.) To appreciate how belief blossoms into fact—how readily myths about someone get disseminated as truth—one can’t do better than to read Shakespeare. Just think of how obsessed the work is with mistaken identities, concealed women, forged and anonymous documents—with the error of trusting in outward appearances. What if searchers for the real Shakespeare simply haven’t set their sights on the right pool of candidates?

    I met Emilia Bassano’s most ardent champion at Alice’s Tea Cup, which seemed unexpectedly apt: A teahouse on Manhattan’s Upper West Side, it has quotes from Alice in Wonderland scrawled across the walls. (“off with their heads!”) John Hudson, an Englishman in his 60s who pursued a degree at the Shakespeare Institute in a mid-career swerve, had been on the Bassano case for years, he told me. In 2014, he published Shakespeare’s Dark Lady: Amelia Bassano Lanier, the Woman Behind Shakespeare’s Plays? His zeal can sometimes get the better of him, yet he emphasizes that his methods and findings are laid out “for anyone … to refute if they wish.” Like Alice’s rabbit hole, Bassano’s case opened up new and richly disorienting perspectives—on the plays, on the ways we think about genius and gender, and on a fascinating life.

    Hudson first learned of Bassano from A. L. Rowse, who discovered mention of her in the notebooks of an Elizabethan physician and astrologer named Simon Forman. In her teens, she became the mistress of Henry Carey, Lord Hunsdon, the master of court entertainment and patron of Shakespeare’s acting company. And that is only the start. Whether or not Bassano was Shakespeare’s lover (scholars now dismiss Rowse’s claim), the discernible contours of her biography supply what the available material about Shakespeare’s life doesn’t: circumstantial evidence of opportunities to acquire an impressive expanse of knowledge.

    Bassano lived, Hudson points out, “an existence on the boundaries of many different social worlds,” encompassing the breadth of the Shakespeare canon: its coarse, low-class references and its intimate knowledge of the court; its Italian sources and its Jewish allusions; its music and its feminism. And her imprint, as Hudson reads the plays, extends over a long period. He notes the many uses of her name, citing several early on—for instance, an Emilia in The Comedy of Errors. (Emilia, the most common female name in the plays alongside Katherine, wasn’t used in the 16th century by any other English playwright.) Titus Andronicus features a character named Bassianus, which was the original Roman name of Bassano del Grappa, her family’s hometown before their move to Venice. Later, in The Merchant of Venice, the romantic hero is a Venetian named Bassanio, an indication that the author perhaps knew of the Bassanos’ connection to Venice. (Bassanio is a spelling of their name in some records.)

    Further on, in Othello, another Emilia appears—Iago’s wife. Her famous speech against abusive husbands, Hudson notes, doesn’t show up until 1623, in the First Folio, included among lines that hadn’t appeared in an earlier version (lines that Stratfordians assume—without any proof—were written before Shakespeare’s death). Bassano was still alive, and by then had known her share of hardship at the hands of men. More to the point, she had already spoken out, in her 1611 book of poetry, against men who “do like vipers deface the wombs wherein they were bred.”

    Prodded by Hudson, you can discern traces of Bassano’s own life trajectory in particular works across the canon. In All’s Well That Ends Well, a lowborn girl lives with a dowager countess and a general named Bertram. When Bassano’s father, Baptista, died in 1576, Emilia, then 7, was taken in by Susan Bertie, the dowager countess of Kent. The countess’s brother, Peregrine Bertie, was—like the fictional Bertram—a celebrated general. In the play, the countess tells how a father “famous … in his profession” left “his sole child … bequeathed to my overlooking. I have those hopes of her good that her education promises.” Bassano received a remarkable humanist education with the countess. In her book of poetry, she praised her guardian as “the Mistris of my youth, / The noble guide of my ungovern’d dayes.”
    Bassano’s life sheds possible light on the plays’ preoccupation with women caught in forced or loveless marriages.

    As for the celebrated general, Hudson seizes on the possibility that Bassano’s ears, and perhaps eyes, were opened by Peregrine Bertie as well. In 1582, Bertie was named ambassador to Denmark by the queen and sent to the court at Elsinore—the setting of Hamlet. Records show that the trip included state dinners with Rosencrantz and Guildenstern, whose names appear in the play. Because emissaries from the same two families later visited the English court, the trip isn’t decisive, but another encounter is telling: Bertie met with the Danish astronomer Tycho Brahe, whose astronomical theories influenced the play. Was Bassano (then just entering her teens) on the trip? Bertie was accompanied by a “whole traine,” but only the names of important gentlemen are recorded. In any case, Hudson argues, she would have heard tales on his return.

    Later, as the mistress of Henry Carey (43 years her senior), Bassano gained access to more than the theater world. Carey, the queen’s cousin, held various legal and military positions. Bassano was “favoured much of her Majesty and of many noblemen,” the physician Forman noted, indicating the kind of extensive aristocratic associations that only vague guesswork can accord to Shakespeare. His company didn’t perform at court until Christmas of 1594, after several of the plays informed by courtly life had already been written. Shakespeare’s history plays, concerned as they are with the interactions of the governing class, presume an insider perspective on aristocratic life. Yet mere court performances wouldn’t have enabled such familiarity, and no trace exists of Shakespeare’s presence in any upper-class household.

    And then, in late 1592, Bassano (now 23) was expelled from court. She was pregnant. Carey gave her money and jewels and, for appearance’s sake, married her off to Alphonso Lanier, a court musician. A few months later, she had a son. Despite the glittering dowry, Lanier must not have been pleased. “Her husband hath dealt hardly with her,” Forman wrote, “and spent and consumed her goods.”

    Bassano was later employed in a noble household, probably as a music tutor, and roughly a decade after that opened a school. Whether she accompanied her male relatives—whose consort of recorder players at the English court lasted 90 years—on their trips back to northern Italy isn’t known. But the family link to the home country offers support for the fine-grained familiarity with the region that (along with in-depth musical knowledge) any plausible candidate for authorship would seem to need—just what scholars have had to strain to establish for Shakespeare. (Perhaps, theories go, he chatted with travelers or consulted books.) In Othello, for example, Iago gives a speech that precisely describes a fresco in Bassano del Grappa—also the location of a shop owned by Giovanni Otello, a likely source of the title character’s name.

    Her Bassano lineage—scholars suggest the family were conversos, converted or hidden Jews presenting as Christians—also helps account for the Jewish references that scholars of the plays have noted. The plea in The Merchant of Venice for the equality and humanity of Jews, a radical departure from typical anti-Semitic portrayals of the period, is well known. “Hath not a Jew hands, organs, dimensions, senses, affections, passions?” Shylock asks. “If you prick us, do we not bleed?” A Midsummer Night’s Dream draws from a passage in the Talmud about marriage vows; spoken Hebrew is mixed into the nonsense language of All’s Well That Ends Well.

    What’s more, the Bassano family’s background suggests a source close to home for the particular interest in dark figures in the sonnets, Othello, and elsewhere. A 1584 document about the arrest of two Bassano men records them as “black”—among Elizabethans, the term could apply to anyone darker than the fair-skinned English, including those with a Mediterranean complexion. (The fellows uttered lines that could come straight from a comic interlude in the plays: “We have as good friends in the court as thou hast and better too … Send us to ward? Thou wert as good kiss our arse.”) In Love’s Labour’s Lost, the noblemen derisively compare Rosaline, the princess’s attendant, to “chimney-sweepers” and “colliers” (coal miners). The king joins in, telling Berowne, who is infatuated with her, “Thy love is black as ebony,” to which the young lord responds, “O wood divine!”

    Bassano’s life sheds possible light, too, on another outsider theme: the plays’ preoccupation with women caught in forced or loveless marriages. Hudson sees her misery reflected in the sonnets, thought to have been written from the early 1590s to the early 1600s. “When, in disgrace with fortune and men’s eyes, / I all alone beweep my outcast state, /And trouble deaf heaven with my bootless cries, /And look upon myself and curse my fate,” reads sonnet 29. (When Maya Angelou first encountered the poem as a child, she thought Shakespeare must have been a black girl who had been sexually abused: “How else could he know what I know?”) For Shakespeare, those years brought a rise in status: In 1596, he was granted a coat of arms, and by 1597, he was rich enough to buy the second-largest house in Stratford.

    In what is considered an early or muddled version of The Taming of the Shrew, a man named Alphonso (as was Bassano’s husband) tries to marry off his three daughters, Emilia, Kate, and Philema. Emilia drops out in the later version, and the father is now called Baptista (the name of Bassano’s father). As a portrait of a husband dealing “hardly” with a wife, the play is horrifying. Yet Kate’s speech of submission, with its allusions to the Letters of Paul, is slippery: Even as she exaggeratedly parrots the Christian doctrine of womanly subjection, she is anything but dutifully silent.

    Shakespeare’s women repeatedly subvert such teachings, perhaps most radically in The Winter’s Tale, another drama of male cruelty. There the noblewoman Paulina, scorned by King Leontes as “a most intelligencing bawd” with a “boundless tongue,” bears fierce witness against him (no man dares to) when he wrongly accuses Queen Hermione of adultery and imprisons her. As in so many of the comedies, a more enlightened society emerges in the end because the women’s values triumph.

    I was stunned to realize that the year The Winter’s Tale was likely completed, 1611, was the same year Bassano published her book of poetry, Salve Deus Rex Judæorum. Her writing style bears no obvious resemblance to Shakespeare’s in his plays, though Hudson strains to suggest similarities. The overlap lies in the feminist content. Bassano’s poetry registers as more than conventional religious verse designed to win patronage (she dedicates it to nine women, Mary Sidney included, fashioning a female literary community). Scholars have observed that it reads as a “transgressive” defense of Eve and womankind. Like a cross-dressing Shakespearean heroine, Bassano refuses to play by the rules, heretically reinterpreting scripture. “If Eve did err, it was for knowledge sake,” she writes. Arguing that the crucifixion, a crime committed by men, was a greater crime than Eve’s, she challenges the basis of men’s “tyranny” over women.

    “I always feel something Italian, something Jewish about Shakespeare,” Jorge Luis Borges told The Paris Review in 1966. “Perhaps Englishmen admire him because of that, because it’s so unlike them.” Borges didn’t mention feeling “something female” about the bard, yet that response has never ceased to be part of Shakespeare’s allure—embodiment though he is of the patriarchal authority of the Western canon. What would the revelation of a woman’s hand at work mean, aside from the loss of a prime tourist attraction in Stratford-upon-Avon? Would the effect be a blow to the cultural patriarchy, or the erosion of the canon’s status? Would (male) myths of inexplicable genius take a hit? Would women at last claim their rightful authority as historical and intellectual forces?

    I was curious to take the temperature of the combative authorship debate as women edge their way into it. Over more tea, I tested Hudson’s room for flexibility. Could the plays’ many connections to Bassano be explained by simply assuming the playwright knew her well? “Shakespeare would have had to run to her every few minutes for a musical reference or an Italian pun,” he said. I caught up with Mark Rylance, the actor and former artistic director of the Globe, in the midst of rehearsals for Othello (whose plot, he noted, comes from an Italian text that didn’t exist in English). A latitudinarian doubter—embracing the inquiry, not any single candidate—Rylance has lately observed that the once heretical notion of collaboration between Shakespeare and other writers “is now accepted, pursued and published by leading orthodox scholars.” He told me that “Emilia should be studied by anyone interested in the creation of the plays.” David Scott Kastan, a well-known Shakespeare scholar at Yale, urged further exploration too, though he wasn’t ready to anoint her bard. “What’s clear is that it’s important to know more about her,” he said, and even got playful with pronouns: “The more we know about her and the world she lived in, the more we’ll know about Shakespeare, whoever she was.”

    In the fall, I joined the annual meeting of the Shakespeare Authorship Trust—a gathering of skeptics at the Globe—feeling excited that gender would be at the top of the agenda. Some eyebrows were raised even in this company, but enthusiasm ran high. “People have been totally frustrated with authorship debates that go nowhere, but that’s because there have been 200 years of bad candidates,” one participant from the University of Toronto exclaimed. “They didn’t want to see women in this,” he reflected. “It’s a tragedy of history.”

    He favored Sidney. Others were eager to learn about Bassano, and with collaboration in mind, I wondered whether the two women had perhaps worked together, or as part of a group. I thought of Bassano’s Salve Deus, in which she writes that men have wrongly taken credit for knowledge: “Yet Men will boast of Knowledge, which he tooke / From Eve’s faire hand, as from a learned Booke.”

    The night after the meeting, I went to a performance of Antony and Cleopatra at the National Theatre. I sat enthralled, still listening for the poet in her words, trying to catch her reflection in some forgotten bit of verse. “Give me my robe, put on my crown,” cried the queen, “I have / Immortal longings in me.” There she was, kissing her ladies goodbye, raising the serpent to her breast. “I am fire and air.”

    Historian and Harvard professor Anne Harrington believes that pharmaceutical companies have played an oversized role in determining how mental illness is treated in the United States — leading to a rise in the use of antidepressant drugs.

    Harrington’s new book, Mind Fixers: Psychiatry’s Troubled Search for the Biology of Mental Illness, chronicles the history of psycho-pharmaceuticals, such as Prozac and Xanax, which have been used to treat depression and anxiety, as well as lithium, the first drug to treat what is now called bipolar disorder.

    #Customs_and_Border_Protection on Thursday ended its controversial $297 million hiring contract with Accenture, according to two senior DHS officials and an Accenture representative.
    As of December, when CBP terminated part of its contract, the company had only completed processing 58 applicants and only 22 had made it onto the payroll about a year after the company was hired.
    At the time, the 3,500 applicants that remained in the Accenture hiring pipeline were transferred to CBP’s own hiring center to complete the process.

    CBP cut ties with Accenture on processing applicants a few months ago, it retained some services, including marketing, advertising and applicant support.
    This week, the entire contract was terminated for “convenience,” government speak for agreeing to part ways without placing blame on Accenture.
    While government hiring is “slow and onerous, it’s also part of being in the government” and that’s “something we have to accept and deal with as we go forward,” said one of the officials.
    For its efforts, CBP paid Accenture around $19 million in start-up costs, and around $2 million for 58 people who got job offers, according to the officials.
    Over the last couple of months, CBP explored how to modify the contract, but ultimately decided to completely stop work and return any remaining funds to taxpayers.
    But it’s unclear how much money, if any, that will be.

    In addition, to the funds already paid to Accenture, CBP has around $39 million left to “settle and close the books” with the company, an amount which has yet to be determined.
    In November 2017, CBP awarded Accenture the contract to help meet the hiring demands of an executive order on border security that President Donald Trump signed during his first week in office. The administration directed CBP to hire an additional 7,500 agents and officers on top of its current hiring goals.
    “We were in a situation where we needed to try something new” and “break the cycle of going backwards,” said a DHS official about why the agency started the contract.

    Meanwhile, hiring remains difficult for the agency amid a surge of migrants at the southern border that is stretching CBP resources thin.
    It “continues to be a very challenging environment,” said one official about hiring efforts this year.

    In fact, one of the reasons that CBP didn’t need Accenture to process applicants, is because the agency didn’t receive as many applications as it initially planned for.
    The agency has been focused on beating attrition and has been able to recently “beat it by a modest amount,” said the official. “Ultimately we would like to beat it by a heck of a lot, but we’re not there yet.”

      On a recent sunny spring afternoon in Texas, a couple hundred Border Patrol agents, Homeland Security officials, and salespeople from a wide array of defense and security contractors gathered at the Bandera Gun Club about an hour northwest of San Antonio to eat barbecue and shoot each other’s guns. The techies wore flip-flops; the veterans wore combat boots. Everyone had a good time. They were letting loose, having spent the last forty-eight hours cooped up in suits and ties back at San Antonio’s Henry B. Gonzalez convention center, mingling and schmoozing, hawking their wares, and listening to immigration officials rail about how those serving in enforcement agencies are not, under any circumstances, Nazis.

      These profiteers and bureaucrats of the immigration-industrial complex were fresh from the 2019 #Border_Security_Expo —essentially a trade show for state violence, where law enforcement officers and weapons manufacturers gather, per the Expo’s marketing materials, to “identify and address new and emerging border challenges and opportunities through technology, partnership, and innovation.” The previous two days of panels, speeches, and presentations had been informative, a major in the Argentine Special Forces told me at the gun range, but boring. He was glad to be outside, where handguns popped and automatic rifles spat around us. I emptied a pistol into a target while a man in a Three Percenter militia baseball hat told me that I was a “natural-born killer.” A drone buzzed overhead until, in a demonstration of a company’s new anti-drone technology, a device that looked like a rocket launcher and fired a sort of exploding net took it down. “This is music to me,” the Argentine major said.

      Perhaps it’s not surprising the Border Security Expo attendees were so eager to blow off steam. This year’s event found many of them in a defensive posture, given the waves of bad press they’d endured since President Trump’s inauguration, and especially since the disastrous implementation of his family separation policy, officially announced by former Attorney General Jeff Sessions in April of 2018, before being rescinded by Trump two-and-a-half months later. Throughout the Expo, in public events and in background roundtable conversations with reporters, officials from the various component parts of the Department of Homeland Security rolled out a series of carefully rehearsed talking points: Immigrations and Customs Enforcement (ICE) and Customs and Border Patrol (CBP) need more money, personnel, and technology; taking migrants to hospitals distracts CBP officers from their real mission; and the 1997 Flores court settlement, which prohibits immigration enforcement agencies from detaining migrant families with children for more than twenty days, is undermining the very sovereignty of the United States. “We want a secure border, we want an immigration system that has integrity,” Ronald Vitiello, then–acting head of ICE, said in a keynote address to the hundreds of people gathered in San Antonio. “We have a generous immigration system in this country, but it has to have integrity in order for us to continue to be so generous.”

      More of a technocrat than his thuggish predecessor Thomas Homan, Vitiello also spoke at length about using the “dark web” to take down smugglers and the importance of having the most up-to-date data-management technology. But he spoke most adamantly about needing “a fix” for the Flores settlement. “If you prosecute crimes and you give people consequences, you get less of it,” he said. “With Flores, there’s no consequence, and everybody knows that,” a senior ICE official echoed to reporters during a background conversation immediately following Vitiello’s keynote remarks. “That’s why you’re seeing so many family units. We cannot apply a consequence to a family unit, because we have to release them.”

      Meanwhile, around 550 miles to the west, in El Paso, hundreds of migrants, including children and families, were being held by CBP under a bridge, reportedly forced to sleep on the ground, with inadequate medical attention. “They treated us like we are animals,” one Honduran man told Texas Monthly. “I felt what they were trying to do was to hurt us psychologically, so we would understand that this is a lesson we were being taught, that we shouldn’t have crossed.” Less than a week after the holding pen beneath the bridge closed, Vitiello’s nomination to run ICE would be pulled amid a spate of firings across DHS; President Trump wanted to go “in a tougher direction.”

      Family Values

      On the second day of the Border Security Expo, in a speech over catered lunch, Scott Luck, deputy chief of Customs and Border Protection and a career Border Patrol agent, lamented that the influx of children and families at the border meant that resources were being diverted from traditional enforcement practices. “Every day, about 150 agents spend their shifts at hospitals and medical facilities with illegal aliens receiving treatment,” he said. “The annual salary cost for agents on hospital watch is more than $11.5 million. Budget analysts estimate that 13 percent of our operational budget—the budget that we use to buy equipment, to buy vehicles for our men and women—is now used for transportation, medical expenses, diapers, food, and other necessities to care for illegal aliens in Border Patrol custody.”

      As far as Luck was concerned, every dollar spent on food and diapers is one not spent on drones and weapons, and every hour an agent spends guarding a migrant in a hospital is an hour they don’t spend on the border. “It’s not what they signed up for. The mission they signed up for is to protect the United States border, to protect the communities in which they live and serve,” he told reporters after his speech. “The influx, the volume, the clutter that this creates is frustrating.” Vitiello applied an Orwellian inversion: “We’re not helping them as fast as we want to,” he said of migrant families apprehended at the border.

      Even when discussing the intimate needs of detained migrant families, the language border officials used to describe their remit throughout the Expo was explicitly militaristic: achieving “operational control,” Luck said, requires “impedance and denial” and “situational awareness.” He referred to technology as a “vital force multiplier.” He at least stopped short of endorsing the president’s framing that what is happening on the border constitutes an invasion, instead describing it as a “deluge.”

      According to the Migration Policy Institute, a non-partisan think tank, the U.S. immigrant population has continued to grow—although at a slower rate than it did before the 2007 recession, and undocumented people appear to make up a smaller proportion of the overall population. Regardless, in fiscal year 2018, both ICE and CBP stepped up their enforcement activities, arresting, apprehending, and deporting people at significantly higher rates than the previous year. More than three times as many family members were apprehended at the border last year than in 2017, the Pew Research Center reports, and in the first six months of FY 2019 alone there were 189,584 apprehensions of “family units”: more than half of all apprehensions at the border during that time, and more than the full-year total of apprehended families for any other year on record. While the overall numbers have not yet begun to approach those of the 1980s and 1990s, when apprehensions regularly exceeded one million per year, the demographics of who is arriving at the United States southern border are changing: fewer single men from Mexico and more children and families from Guatemala, Honduras, and El Salvador—in other words, an ever-wider range of desperate victims of drug gangs and American policies that have long supported corrupt regimes.

      This change has presented people like Luck with problems they insist are merely logistical: aging Border Patrol stations, he told us at the Expo, “are not luxurious in any way, and they were never intended to handle families and children.” The solution, according to Vitiello, is “continued capital investment” in those facilities, as well as the cars and trucks necessary to patrol the border region and transport those apprehended from CBP custody to ICE detention centers, the IT necessary to sift through vast amounts of data accumulated through untold surveillance methods, and all of “the systems by which we do our work.”

      Neither Vitiello nor Luck would consider whether those systems—wherein thousands of children, ostensibly under the federal government’s care, have been sexually abused and five, from December through May of this year, have died—ought to be questioned. Both laughed off calls from migrant justice organizers, activists, and politicians to abolish ICE. “The concept of the Department of Homeland Security—and ICE as an agency within it—was designed for us to learn the lessons from 9/11,” Vitiello said. “Those needs still exist in this society. We’re gonna do our part.” DHS officials have even considered holding migrant children at Guantánamo Bay, Cuba, according to the New York Times, where a new $23 million “contingency mass migration complex” is being built. The complex, which is to be completed by the end of the year, will have a capacity of thirteen thousand.

      Violence is the Point

      The existence of ICE may be a consequence of 9/11, but the first sections of fencing along the U.S.-Mexico border—originally to contain livestock—went up in 1909 through 1911. In 1945, in response to a shift in border crossings from Texas to California, the U.S. Border Patrol and the Immigration and Naturalization Service recycled fencing wire and posts from internment camps in Crystal City, Texas, where more than a hundred thousand Japanese Americans had been imprisoned during World War II. “Although the INS could not erect a continuous line of fence along the border, they hoped that strategic placement of the fence would ‘compel persons seeking to enter the United States illegally to attempt to go around the ends of the fence,’” historian Kelly Lytle Hernández, quoting from government documents, writes in Migra! A History of the U.S. Border Patrol. “What lay at the end of the fences and canals were desert lands and mountains extremely dangerous to cross without guidance or sufficient water. The fences, therefore, discouraged illegal immigration by exposing undocumented border crossers to the dangers of daytime dehydration and nighttime hypothermia.”

      Apprehension and deportation tactics continued to escalate in the years following World War II—including Operation Wetback, the infamous (and heavily propagandized) mass-deportation campaign of 1954—but the modern, militarized border era was greatly boosted by Bill Clinton. It was during Clinton’s first administration that Border Patrol released its “Strategic Plan: 1994 and Beyond,” which introduced the idea of “prevention through deterrence,” a theory of border policing that built on the logic of the original wall and hinges upon increasing the “cost” of migration “to the point that many will consider it futile to continue to attempt illegal entry.” With the Strategic Plan, the agency was requesting more money, officers, and equipment in order to “enhance national security and safeguard our immigration heritage.”

      The plan also noted that “a strong interior enforcement posture works well for border control,” and in 1996, amid a flurry of legislation targeting people of color and the poor, Congress passed the Illegal Immigration Reform and Immigrant Responsibility Act, which empowered the federal government to deport more people more quickly and made it nearly impossible for undocumented immigrants to obtain legal status. “Before 1996, internal enforcement activities had not played a very significant role in immigration enforcement,” the sociologists Douglas Massey and Karen A. Pren wrote in 2012. “Afterward these activities rose to levels not seen since the deportation campaigns of the Great Depression.” With the passage of the Patriot Act in 2001 and the creation of the Department of Homeland Security and Immigration and Customs Enforcement in 2002, immigration was further securitized and criminalized, paving the way for an explosion in border policing technology that has further aligned the state with the defense and security industry. And at least one of Border Patrol’s “key assumptions,” explicitly stated in the 1994 strategy document, has borne out: “Violence will increase as effects of strategy are felt.”

      What this phrasing obscures, however, is that violence is the border strategy. In practice, what “prevention through deterrence” has meant is forcing migrants to cross the U.S.-Mexico border in the desert, putting already vulnerable people at even greater risk. Closing urban points of entry, for example, or making asylum-seekers wait indefinitely in Mexico while their claims are processed, pushes migrants into remote areas where there is a higher likelihood they will suffer injury and death, as in the case of seven-year-old Jakil Caal Maquin, who died of dehydration and shock after being taken into CBP custody in December. (A spokesperson for CBP, in an email response, deflected questions about whether the agency considers children dying in its custody a deterrent.) Maquin is one of many thousands who have died attempting to cross into the United States: the most conservative estimate comes from CBP itself, which has recovered the remains of 7,505 people from its southwest border sectors between 1998 and 2018. This figure accounts for neither those who die on the Mexican side of the border, nor those whose bodies remain lost to the desert.

      Draconian immigration policing causes migrants to resort to smugglers and traffickers, creating the conditions for their exploitation by cartels and other violent actors and increasing the likelihood that they will be kidnapped, coerced, or extorted. As a result, some migrants have sought the safety of collective action in the form of the “caravan” or “exodus,” which has then led the U.S. media and immigration enforcement agencies to justify further militarization of the border. Indeed, in his keynote address at the Expo, Luck described “the emerging prevalence of large groups of one hundred people or more” as “troubling and especially dangerous.” Later, a sales representative for the gun manufacturer Glock very confidently explained to me that this was because agents of al-Shabaab, the al-Qaeda affiliate in Somalia, were embedded with the caravans.

      Branding the Border

      Unsurprisingly, caravans came up frequently at the Border Security Expo. (An ICE spokesperson would later decline to explain what specific threat they pose to national security, instead citing general statistics about the terrorist watchlist, “special interest aliens,” and “suspicious travel patterns.”) During his own keynote speech, Vitiello described how ICE, and specifically its subcomponent Homeland Security Investigations, had deployed surveillance and intelligence-gathering techniques to monitor the progress of caravans toward the border. “When these caravans have come, we’ve had trained, vetted individuals on the ground in those countries reporting in real time what they were seeing: who the organizers were, how they were being funded,” he said, before going on an astonishing tangent:

      That’s the kind of capability that also does amazing things to protecting brands, property rights, economic security. Think about it. If you start a company, introduce a product that’s innovative, there are people in the world who can take that, deconstruct it, and create their own version of it and sell it as yours. All the sweat that went into whatever that product was, to build your brand, they’ll take it away and slap it on some substandard product. It’s not good for consumers, it’s not good for public safety, and it’s certainly an economic drain on the country. That’s part of the mission.

      That the then–acting director of ICE, the germ-cell of fascism in the bourgeois American state, would admit that an important part of his agency’s mission is the protection of private property is a testament to the Trump administration’s commitment to saying the quiet part out loud.

      In fact, brands and private industry had pride of place at the Border Security Expo. A memorial ceremony for men and women of Border Patrol who have been killed in the line of duty was sponsored by Sava Solutions, an IT firm that has been awarded at least $482 million in federal contracts since 2008. Sava, whose president spent twenty-four years with the DEA and whose director of business development spent twenty with the FBI, was just one of the scores of firms in attendance at the Expo, each hoping to persuade the bureaucrats in charge of acquiring new gear for border security agencies that their drones, their facial recognition technology, their “smart” fences were the best of the bunch. Corporate sponsors included familiar names like Verizon and Motorola, and other less well-known ones, like Elbit Systems of America, a subsidiary of Israel’s largest private defense contractor, as well as a handful of IT firms with aggressive slogans like “Ever Vigilant” (CACI), “Securing the Future” (ManTech), and “Securing Your Tomorrow” (Unisys).

      The presence of these firms—and indeed the very existence of the Expo—underscores an important truth that anyone attempting to understand immigration politics must reckon with: border security is big business. The “homeland security and emergency management market,” driven by “increasing terrorist threats and biohazard attacks and occurrence of unpredictable natural disasters,” is projected to grow to more than $742 billion by 2023 from $557 billion in 2018, one financial analysis has found. In the coming decades, as more people are displaced by climate catastrophe and economic crises—estimates vary between 150 million and 1 billion by 2050—the industry dedicated to policing the vulnerable stands to profit enormously. By 2013, the United States was already spending more on federal immigration enforcement than all other federal law enforcement agencies combined, including the FBI and DEA; ICE’s budget has doubled since its inception in 2003, while CBP’s has nearly tripled. Between 1993 and 2018, the number of Border Patrol agents grew from 4,139 to 19,555. And year after year, Democrats and Republicans alike have been happy to fuel an ever more high-tech deportation machine. “Congress has given us a lot of money in technology,” Luck told reporters after his keynote speech. “They’ve given us over what we’ve asked for in technology!”

      “As all of this rhetoric around security has increased, so has the impetus to give them more weapons and more tools and more gadgets,” Jacinta Gonzalez, a senior campaign organizer with Mijente, a national network of migrant justice activists, told me. “That’s also where the profiteering comes in.” She continued: “Industries understand what’s good for business and adapt themselves to what they see is happening. If they see an administration coming into power that is pro-militarization, anti-immigrant, pro-police, anti-communities of color, then that’s going to shape where they put their money.”

      By way of example, Gonzalez pointed to Silicon Valley billionaire Peter Thiel, who spent $1.25 million supporting Trump’s 2016 election campaign and followed that up last year by donating $1 million to the Club for Growth—a far-right libertarian organization founded by Heritage Foundation fellow and one-time Federal Reserve Board prospect Stephen Moore—as well as about $350,000 to the Republican National Committee and other GOP groups. ICE has awarded Palantir, the $20 billion surveillance firm founded by Thiel, several contracts worth tens of millions of dollars to manage its data streams—a partnership the agency considers “mission critical,” according to documents reviewed by The Intercept. Palantir, in turn, runs on Amazon Web Services, the cloud computing service provided by the world’s most valuable public company, which is itself a key contractor in managing the Department of Homeland Security’s $6.8 billion IT portfolio.

      Meanwhile, former DHS secretary John Kelly, who was Trump’s chief of staff when the administration enacted its “zero-tolerance” border policy, has joined the board of Caliburn International—parent organization of the only for-profit company operating shelters for migrant children. “Border enforcement and immigration policy,” Caliburn reported in an SEC filing last year, “is driving significant growth.” As Harsha Walia writes in Undoing Border Imperialism, “the state and capitalism are again in mutual alliance.”

      Triumph of the Techno-Nativists

      At one point during the Expo, between speeches, I stopped by a booth for Network Integrity Systems, a security firm that had set up a demonstration of its Sentinel™ Perimeter Intrusion Detection System. A sales representative stuck out his hand and introduced himself, eager to explain how his employer’s fiber optic motion sensors could be used at the border, or—he paused to correct himself—“any kind of perimeter.” He invited me to step inside the space that his coworkers had built, starting to say “cage” but then correcting himself, again, to say “small enclosure.” (It was literally a cage.) If I could get out, climbing over the fencing, without triggering the alarm, I would win a $500 Amazon gift card. I did not succeed.

      Overwhelmingly, the vendors in attendance at the Expo were there to promote this kind of technology: not concrete and steel, but motion sensors, high-powered cameras, and drones. Customs and Border Patrol’s chief operating officer John Sanders—whose biography on the CBP website describes him as a “seasoned entrepreneur and innovator” who has “served on the Board of Directors for several leading providers of contraband detection, geospatial intelligence, and data analytics solutions”—concluded his address by bestowing on CBP the highest compliment he could muster: declaring the agency comparable “to any start-up.” Rhetoric like Sanders’s, ubiquitous at the Expo, renders the border both bureaucratic and boring: a problem to be solved with some algorithmic mixture of brutality and Big Data. The future of border security, as shaped by the material interests that benefit from border securitization, is not a wall of the sort imagined by President Trump, but a “smart” wall.

      High-ranking Democrats—leaders in the second party of capital—and Republicans from the border region have championed this compromise. During the 2018-2019 government shutdown, House Homeland Security Committee Chairman Bennie Thompson told reporters that Democrats would appropriate $5.7 billion for “border security,” so long as that did not include a wall of Trump’s description. “Walls are primitive. What we need to do is have border security,” House Majority Whip Jim Clyburn said in January. He later expanded to CNN: “I’ve said that we ought to have a smart wall. I defined that as a wall using drones to make it too high to get over, using x-ray equipment to make it too wide to get around, and using scanners to go deep enough not to be able to tunnel under it. To me, that would be a smart thing to do.”

      Even the social democratic vision of Senator Bernie Sanders stops short at the border. “If you open the borders, my God, there’s a lot of poverty in this world, and you’re going to have people from all over the world,” he told Iowa voters in early April, “and I don’t think that’s something that we can do at this point.” Over a week later, during a Fox News town hall with Pennsylvania voters, he recommitted: “We need border security. Of course we do. Who argues with that? That goes without saying.”

      To the extent that Trump’s rhetoric, his administration’s immigration policies, and the enforcement agencies’ practices have made the “border crisis” more visible than ever before, they’ve done so on terms that most Democrats and liberals fundamentally agree with: immigration must be controlled and policed; the border must be enforced. One need look no further than the high priest of sensible centrism, Thomas Friedman, whose major complaint about Trump’s immigration politics is that he is “wasting” the crisis—an allusion to Rahm Emanuel’s now-clichéd remark that “you never want a serious crisis to go to waste.” (Frequently stripped of context, it is worth remembering that Emanuel made this comment in the throes of the 2008 financial meltdown, at the Wall Street Journal’s CEO Council, shortly following President Obama’s election.) “Regarding the border, the right place for Democrats to be is for a high wall with a big gate,” Friedman wrote in November of 2018. A few months later, a tour led by Border Patrol agents of the San Ysidro port of entry in San Diego left Friedman “more certain than ever that we have a real immigration crisis and that the solution is a high wall with a big gate—but a smart gate.”

      As reasonable as this might sound to anxious New York Times readers looking for what passes as humanitarian thinking in James Bennet’s opinion pages, the horror of Friedman’s logic eventually reveals itself when he considers who might pass through the big, smart gate in the high, high wall: “those who deserve asylum” and “a steady flow of legal, high-energy, and high-I.Q. immigrants.” Friedman’s tortured hypothetical shows us who he considers to be acceptable subjects of deportation and deprivation: the poor, the lazy, and the stupid. This is corporate-sponsored, state-sanctioned eugenics: the nativism of technocrats.

      The vision of a hermetically sealed border being sold, in different ways, by Trump and his allies, by Democrats, and by the Border Security Expo is in reality a selectively permeable one that strictly regulates the movement of migrant labor while allowing for the unimpeded flow of capital. Immigrants in the United States, regardless of their legal status, are caught between two factions of the capitalist class, each of which seek their immiseration: the citrus farmers, construction firms, and meat packing plants that benefit from an underclass of unorganized and impoverished workers, and the defense and security firms that keep them in a state of constant criminality and deportability.

      You could even argue that nobody in a position of power really wants a literal wall. Even before taking office, Trump himself knew he could only go so far. “We’re going to do a wall,” he said on the campaign trail in 2015. However: “We’re going to have a big, fat beautiful door on the wall.” In January 2019, speaking to the American Farm Bureau Association, Trump acknowledged the necessity of a mechanism allowing seasonal farmworkers from Mexico to cross the border, actually promising to loosen regulations on employers who rely on temporary migrant labor. “It’s going to be easier for them to get in than what they have to go through now,” he said, “I know a lot about the farming world.”

      At bottom, there is little material difference between this and what Friedman imagines to be the smarter, more humane approach. While establishment liberals would no doubt prefer that immigration enforcement be undertaken quietly, quickly, and efficiently, they have no categorical objection to the idea that noncitizens should enjoy fewer rights than citizens or be subject to different standards of due process (standards that are already applied in deeply inequitable fashion).

      As the smorgasbord of technologies and services so garishly on display at the Border Security Expo attests, maintaining the contradiction between citizens and noncitizens (or between the imperial core and the colonized periphery) requires an ever-expanding security apparatus, which itself becomes a source of ever-expanding profit. The border, shaped by centuries of bourgeois interests and the genocidal machinations of the settler-colonial nation-state, constantly generates fresh crises on which the immigration-industrial complex feeds. In other words, there is not a crisis at the border; the border is the crisis.

      CBP has recently allowed Anduril, a start-up founded by one of Peter Thiel’s mentees, Palmer Luckey, to begin testing its artificial intelligence-powered surveillance towers and drones in Texas and California. Sam Ecker, an Anduril engineer, expounded on the benefits of such technology at the Expo. “A tower doesn’t get tired. It doesn’t care about being in the middle of the desert or a river around the clock,” he told me. “We just let the computers do what they do best.”

    Many aspects of Egyptian culture impressed the ancient Greeks, including their mathematics, papyrus-making, art, and egg-hatching. Aristotle was the first to mention that last innovation, writing that in Egypt, eggs “are hatched spontaneously in the ground, by being buried in dung heaps.” But 200 years later, the historian Diodorus Siculus cast Egyptian egg-hatching as wondrous. In his forty-book-long historical compendium Library of History, he wrote:

    The most astonishing fact is that, by reason of their unusual application to such matters, the men [in Egypt] who have charge of poultry and geese, in addition to producing them in the natural way known to all mankind, raise them by their own hands, by virtue of a skill peculiar to them, in numbers beyond telling.

    Aristotle and Diodorus were referring to Egyptian egg incubators, an ingenious system of mud ovens designed to replicate the conditions under a broody hen. With lots of heat, moisture, and periodical egg-turning, an egg oven could hatch as many as 4,500 fertilized eggs in two to three weeks, a volume that impressed foreigners for centuries. Western travelers mentioned the wondrous structures constantly in their writings about Egypt. In 1750, French entomologist René Antoine Ferchault de Réaumur visited an egg incubator and declared that “Egypt ought to be prouder of them than her pyramids.”

    Egg incubators were quite a late invention, considering Egypt’s long history. According to Salima Ikram, a professor of Egyptology at the American University in Cairo, chickens were not a native bird of the Nile valley. They probably came from Asia—where they were domesticated from wild fowls 10,000 years ago—through Mesopotamia, or perhaps via trade ships that sailed to East Africa. It was only during the Ptolemaic dynasty, which lasted from 323 to 30 B.C., that chicken became a staple feature of Egyptian diets, says Ikram. In order to have a regular supply of chicken meat, Egyptians developed the first egg incubators.

    From the outside, many incubators looked like smaller, more rounded versions of the pyramids. They sat upon rectangular brick foundations, and had conic-shaped chimneys with a circular opening at the top. That thousands of eggs could be hatched in a single oven was an impressive feat, considering that a broody hen can only hatch up to 15 eggs at a time. Incubator hatching also meant that hens could spend more time laying eggs.

    Driving was already expensive in France when in January 2018 the government of President Emmanuel Macron imposed a tax that raised the price of diesel fuel by 7.6 centimes per liter and of gasoline by 3.8 centimes (about 9 and 4 cents, respectively); further increases were planned for January 2019. The taxes were an attempt to cut carbon emissions and honor the president’s lofty promise to “Make Our Planet Great Again.”

    Priscillia Ludosky, then a thirty-two-year-old bank employee from the Seine-et-Marne department outside Paris, had no choice but to drive into the city for work every day, and the cost of her commute was mounting. “When you pay regularly for something, it really adds up fast, and the increase was enormous,” she told me recently. “There are lots of things I don’t like. But on that I pushed.” In late May 2018, she created a petition on Change.org entitled Pour une Baisse des Prix du Carburant à la Pompe! (For a reduction of fuel prices at the pump!)

    Over the summer Ludosky’s petition—which acknowledged the “entirely honorable” aim of reducing pollution while offering six alternative policy suggestions, including subsidizing electric cars and encouraging employers to allow remote work—got little attention. In the fall she tried again, convincing a radio host in Seine-et-Marne to interview her if the petition garnered 1,500 signatures. She posted that challenge on her Facebook page, and the signatures arrived in less than twenty-four hours. A local news site then shared the petition on its own Facebook page, and it went viral, eventually being signed by over 1.2 million people.

    Éric Drouet, a thirty-three-year-old truck driver and anti-Macron militant also from Seine-et-Marne, created a Facebook event for a nationwide blockade of roads on November 17 to protest the high fuel prices. Around the same time, a fifty-one-year-old self-employed hypnotherapist named Jacline Mouraud recorded herself addressing Macron for four minutes and thirty-eight seconds and posted the video on Facebook. “You have persecuted drivers since the day you took office,” she said. “This will continue for how long?” Mouraud’s invective was viewed over six million times, and the gilets jaunes—the yellow vests, named for the high-visibility vests that French drivers are required to keep in their cars and to wear in case of emergency—were born.

    Even in a country where protest is a cherished ritual of public life, the violence and vitriol of the gilets jaunes movement have stunned the government. Almost immediately it outgrew the issue of the carbon taxes and the financial burden on car-reliant French people outside major cities. In a series of Saturday demonstrations that began in mid-November and have continued for three months, a previously dormant anger has erupted. Demonstrators have beaten police officers, thrown acid in the faces of journalists, and threatened the lives of government officials. There has been violence on both sides, and the European Parliament has condemned French authorities for using “flash-ball guns” against protesters, maiming and even blinding more than a few in the crowds. But the gilets jaunes have a flair for cinematic destruction. In late November they damaged parts of the Arc de Triomphe in Paris; in early January they commandeered a forklift and rammed through the heavy doors of the ministry of state—the only time in the history of the Fifth Republic that a sitting minister had to be evacuated from a government building.

    The gilets jaunes are more than a protest. This is a modern-day jacquerie, an emotional wildfire stoked in the provinces and directed against Paris and, most of all, the elite. French history since 1789 can be seen as a sequence of anti-elite movements, yet the gilets jaunes have no real precedent. Unlike the Paris Commune of 1871, this is a proletarian struggle devoid of utopian aspirations. Unlike the Poujadist movement of the mid-1950s—a confederation of shopkeepers likewise opposed to the “Americanization” of a “thieving and inhuman” state and similarly attracted to anti-Semitic conspiracy theories—the gilets jaunes include shopkeepers seemingly content to destroy shop windows. There is an aspect of carnival here: a delight in the subversion of norms, a deliberate embrace of the grotesque.

    Many have said that the gilets jaunes are merely another “populist movement,” although the term is now so broad that it is nearly meaningless. Comparisons have been made to the Britain of Brexit, the United States of Donald Trump, and especially the Italy of Cinque Stelle. But the crucial difference is that the gilets jaunes are apolitical, and militantly so. They have no official platform, no leadership hierarchy, and no reliable communications. Everyone can speak for the movement, and yet no one can. When a small faction within it fielded a list of candidates for the upcoming European parliamentary elections in May, their sharpest opposition came from within: to many gilets jaunes, the ten who had put their names forward—among them a nurse, a truck driver, and an accountant—were traitors to the cause, having dared to replicate the elite that the rest of the movement disdains.

    Concessions from the government have had little effect. Under mounting pressure, Macron was forced to abandon the carbon tax planned for 2019 in a solemn televised address in mid-December. He also launched the so-called grand débat, a three-month tour of rural France designed to give him a better grasp of the concerns of ordinary people. In some of these sessions, Macron has endured more than six hours of bitter criticisms from angry provincial mayors. But these gestures have quelled neither the protests nor the anger of those who remain in the movement. Performance is the point. During the early “acts,” as the weekly demonstrations are known, members refused to meet with French prime minister Édouard Philippe, on the grounds that he would not allow the encounter to be televised, and that sentiment has persisted. Perhaps the most telling thing about the gilets jaunes is the vest they wear: a symbol of car ownership, but more fundamentally a material demand to be seen.

    Inequality in France is less extreme than in the United States and Britain, but it is increasing. Among wealthy Western countries, the postwar French state—l’État-providence—is something of a marvel. France’s health and education systems remain almost entirely free while ranking among the best in the world. In 2017 the country’s ratio of tax revenue to gross domestic product was 46.2 percent, according to statistics from the Organization for Economic Co-operation and Development (OECD)—the highest redistribution level of any OECD country and a ratio that allows the state to fight poverty through a generous social protection system. Of that 46.2 percent, the French government allocated approximately 28 percent for social services.

    “The French social model is so integrated that it almost seems a natural, preexisting condition,” Alexis Spire, a sociologist of inequality at the École des Hautes Études en Sciences Sociales, told me recently. A number of the gilets jaunes I met said that despite the taxes they pay, they do not feel they benefit from any social services, since they live far from urban centers. But anyone who has ever received housing assistance, a free prescription, or sixteen weeks of paid maternity leave has benefited from the social protection system. The effect of redistribution is often invisible.

    And yet the rich in France have gotten much richer. Between 1983 and 2015, the vast majority of incomes in France rose by less than one percent per year, while the richest one percent of the population saw their incomes rise by 100 percent after taxes. According to World Bank statistics, the richest 20 percent now earns nearly five times as much as the bottom 20 percent. This represents a stark shift from the Trente Glorieuses, France’s thirty-year economic boom after World War II. As the economist Thomas Piketty has pointed out, between 1950 and 1983, most French incomes rose steadily by approximately 4 percent per year; the nation’s top incomes rose by only one percent.

    What has become painfully visible, however, is the extent of the country’s geographical fractures. Paris has always been the undisputed center of politics, culture, and commerce, but France was once also a country that cherished and protected its vibrant provincial life. This was la France profonde, a clichéd but genuinely existing France of tranquil stone villages and local boulangeries with lines around the block on Sundays. “Douce France, cher pays de mon enfance,” goes the beloved song by the crooner Charles Trenet. “Mon village, au clocher aux maisons sages.” These days, the maisons sages are vacant, and the country boulangeries are closed.

    The story is familiar: the arrival of large multinational megastores on the outskirts of provincial French towns and cities has threatened, and in many cases asphyxiated, local businesses.1 In the once-bustling centers of towns like Avignon, Agen, Calais, and Périgueux, there is now an eerie quiet: windows are often boarded up, and fewer and fewer people are to be found. This is the world evoked with a melancholy beauty in Nicolas Mathieu’s novel Leurs enfants après eux, which won the Prix Goncourt, France’s most prestigious literary prize, in 2018.

    The expansion since the 1980s of France’s high-speed rail network has meant that the country’s major cities are all well connected to Paris. But there are many small towns where the future never arrived, where abandoned nineteenth-century train stations are now merely places for teenagers to make out, monuments of the way things used to be. In these towns, cars are the only way people can get to work. I met a fifty-five-year-old truck and taxi driver named Marco Pavan in the Franche-Comté in late November. What he told me then—about how carbon taxes can seem like sneers from the Parisian elite—has stayed with me. “Ask a Parisian—for him none of this is an issue, because he doesn’t need a car,” Pavan said. “There’s no bus or train to take us anywhere. We have to have a car.” I cited that remark in a Washington Post story I filed from Besançon; in the online comments section, many attacked the movement for what they saw as a backward anti-environmentalism—missing his point.

    Few have written as extensively as the French geographer Christophe Guilluy on la France périphérique, a term he popularized that refers both to the people and the regions left behind by an increasingly globalized economy. Since 2010, when he published Fractures françaises, Guilluy has been investigating the myths and realities of what he calls “the trompe l’oeil of a peaceful, moderate, and consensual society.” He is one of a number of left-wing French intellectuals—among them the novelist Michel Houellebecq, the historian Georges Bensoussan, and the essayist Michel Onfray—who in recent years have argued that their beloved patrie has drifted into inexorable decline, a classic critique of the French right since 1789. But Guilluy’s decline narrative is different: he is not as concerned as the others with Islamist extremism or “decadence” broadly conceived. For him, France’s decline is structural, the result of having become a place where “the social question disappears.”

    Guilluy, born in Montreuil in 1964, is something of a rarity among well-known French intellectuals: he is a product of the Paris suburbs, not of France’s storied grandes écoles. And it is clear that much of his critique is personal. As a child, Guilluy, whose family then lived in the working-class Paris neighborhood of Belleville, was forcibly relocated for a brief period to the heavily immigrant suburb of La Courneuve when their building was slated to be demolished in the midst of Paris’s urban transformation. “I saw gentrification firsthand,” he told Le Figaro in 2017. “For the natives—the natives being just as much the white worker as the young immigrant—what provoked the most problems was not the arrival of Magrebis, but that of the bobos.”

    This has long been Guilluy’s battle cry, and he has focused his intellectual energy on attacking what he sees as the hypocrisy of the bobos, or bourgeois bohemians. His public debut was a short 2001 column in Libération applying that term, coined by the columnist David Brooks, to French social life. What was happening in major urban centers across the country, he wrote then, was a “ghettoization by the top of society” that excluded people like his own family.

    Guilluy crystallized that argument in a 2014 book that won him the ear of the Élysée Palace and regular appearances on French radio. This was La France périphérique: comment on a sacrifié les classes populaires, in which he contended that since the mid-1980s, France’s working classes have been pushed out of the major cities to rural communities—a situation that was a ticking time bomb—partly as a result of rising prices. He advanced that view further in 2016 with La Crépuscule de la France d’en haut—now translated into English as Twilight of the Elites: Prosperity, the Periphery, and the Future of France—a pithy screed against France’s bobo elite and what he sees as its shameless embrace of a “neoliberal,” “Americanized society” and a hollow, feel-good creed of multicultural tolerance. In 2018, one month before the rise of the gilets jaunes, he published No Society, whose title comes from Margaret Thatcher’s 1987 comment that “there is no such thing as society.”

    In Guilluy’s view, an immigrant working class has taken the place of the “native” working class in the banlieues on the outskirts of major cities. This native class, he argues, has been scattered throughout the country and become an “unnoticed presence” that France’s elite has “made to disappear from public consciousness” in order to consolidate its grip on power. Cities are now the exclusive preserve of the elites and their servants, and what Guilluy means by “no society” is that the visible signs of class conflict in urban daily life have vanished. This is his trompe l’oeil: rich, insulated Parisians have convinced themselves that everything is fine, while those who might say otherwise are nowhere near. “The simmering discontent of rural France has never really been taken seriously,” he writes in Twilight of the Elites.

    Since November, much of the French press has declared that Guilluy essentially predicted the rise of the gilets jaunes. They seem, after all, a fulfillment of his prophecy about “the betrayal of the people” by the elites, even if he is always elusive about who exactly “the people” are. While critiques from the movement have remained a confused cloud of social media invective, Guilluy has served as its de facto interpreter.

    No Society puts into words what many in the gilets jaunes have either struggled or refused to articulate. This is the hazy middle ground between warning and threat: “The populist wave coursing through the western world is only the visible part of a soft power emanating from the working classes that will force the elites to rejoin the real movement of society or else to disappear.”

    For now, however, there is just one member of the elite whom the gilets jaunes wish would disappear, and calls for his violent overthrow continue even as the movement’s momentum subsides.

    An intense and deeply personal hatred of Macron is the only unifying cry among the gilets jaunes. Eighteen months before the uprising began, this was the man who captured the world’s imagination and who, after populist victories in Britain and the United States, had promised a French “Third Way.” Yet the Macronian romance is already over, both at home and abroad.

    To some extent, the French always turn against their presidents, but the anger Macron elicits is unique. This is less because of any particular policy than because of his demeanor and, most of all, his language. “Mr. Macron always refused to respond to us,” Muriel Gautherin, fifty-three, a podiatrist who lives in the Paris suburbs, told me at a December march on the Champs-Élysées. “It’s he who insults us, and he who should respond.” When I asked her what she found most distasteful about the French president, her answer was simple: “His words.”

    She has a point. Among Macron’s earliest actions as president was to shave five euros off the monthly stipends of France’s Aide personalisée au logement (APL), the country’s housing assistance program. Around the same time, he slashed France’s wealth tax on those with a net worth of at least €1.3 million—a holdover from the Mitterand era.

    Macron came to office with a record of unrelentingly insulting the poor. In 2014, when he was France’s economic minister, he responded to the firing of nine hundred employees (most of them women) from a Breton slaughterhouse by noting that some were “mostly illiterate.” In 2016 he was caught on camera in a heated dispute with a labor activist in the Hérault. When the activist gestured to Macron’s €1,600 suit as a symbol of his privilege, the minister said, “The best way to afford a suit is to work.” In 2018 he told a young, unemployed gardener that he could find a new job if he merely “crossed the street.”

    Yet nothing quite compares to the statement Macron made in inaugurating Station F, a startup incubator in the thirteenth arrondissement of Paris, housed in a converted rail depot. It is a cavernous consulate for Silicon Valley, a soaring glass campus open to all those with “big ideas” who can also pay €195 a month for a desk and can fill out an application in fluent English. (“We won’t consider any other language,” the organization’s website says.) Google, Amazon, and Microsoft all have offices in it, and in a city of terrible coffee, the espresso is predictably fabulous. In June 2017 Macron delivered a speech there. “A train station,” he said, referring to the structure’s origins, “it’s a place where we encounter those who are succeeding and those who are nothing.”

    This was the moment when a large percentage of the French public learned that in the eyes of their president, they had no value. “Ceux qui ne sont rien” is a phrase that has lingered and festered. To don the yellow vest is thus to declare not only that one has value but also that one exists.

    On the whole, the gilets jaunes are not the poorest members of French society, which is not surprising. As Tocqueville remarked, revolutions are fueled not by those who suffer the most, but by those whose economic status has been improving and who then experience a sudden and unexpected fall. So it seems with the gilets jaunes: most live above the poverty line but come from the precarious ranks of the lower middle class, a group that aspires to middle-class stability and seeks to secure it through palliative consumption: certain clothing brands, the latest iPhone, the newest television.

    In mid-December Le Monde profiled a young couple in the movement from Sens in north-central France, identified only as Arnaud and Jessica. Both twenty-six, they and their four children live in a housing project on the €2,700 per month that Arnaud earns as a truck driver, including more than €1,000 in government assistance. According to statistics from France’s Institut national de la statistique et des études économiques (Insée), this income places them right at the poverty line for a family of this size, and possibly even slightly below it. But the expenses Arnaud and Jessica told Le Monde they struggled to pay included karate lessons for their oldest son and pet supplies for their dog. Jessica, who does not work, told Le Monde, “Children are so mean to each other if they wear lesser brands. I don’t want their friends to make fun of them.” She said she had traveled to Paris for gilet jaune protests on three separate weekends—journeys that presumably cost her money.

    Readers of Le Monde—many of them educated, affluent, and pro-Macron—were quick to attack Arnaud and Jessica. But the sniping missed their point, which was that they felt a seemingly inescapable sense of humiliation, fearing ridicule everywhere from the Élysée Palace to their children’s school. They were explaining something profound about the gilets jaunes: the degree to which the movement is fueled by unfulfilled expectations. For many demonstrators, life is simply not as they believed it would be, or as they feel they deserve. There is an aspect of entitlement to the gilets jaunes, who are also protesting what the French call déclassement, the increasing elusiveness of the middle-class dream in a society in which economic growth has not kept pace with population increase. This entitlement appears to have alienated the gilets jaunes from immigrants and people of color, who are largely absent from their ranks and whose condition is often materially worse.2 “It’s not people who don’t have hope anymore, who don’t have a place to live, or who don’t have a job,” Rokhaya Diallo, a French activist for racial equality, told me recently, describing the movement. “It’s just that status they’re trying to preserve.”

    The gilets jaunes have no substantive ideas: resentment does not an ideology make. They remain a combustible vacuum, and extremist agitators on the far right and the far left have sought to capitalize on their anger. Both Marine Le Pen of the recently renamed Rassemblement National and Jean-Luc Mélenchon of the left-wing La France Insoumise have tried hard to channel the movement’s grassroots energy into their own political parties, but the gilets jaunes have so far resisted these entreaties. The gilets jaunes also found themselves at the center of a diplomatic spat: in early February Italy’s deputy prime minister, Luigi Di Maio, met with two of their members on the outskirts of Paris in a jab at Macron. Two days later, France withdrew its ambassador to Rome for the first time since 1940, but the gilets jaunes have not attempted to exploit this attention for their own political gain. Instead there was infighting—a Twitter war over who had the right to represent the cause abroad and who did not.

    The intellectual void at the heart of an amorphous movement can easily fill with the hatred of an “other.” That may already be happening to the gilets jaunes. Although a careful analysis by Le Monde concluded that race and immigration were not major concerns in the two hundred most frequently shared messages on gilet jaune Facebook pages between the beginning of the movement and January 22, a number of gilets jaunes have been recorded on camera making anti-Semitic gestures, insulting a Holocaust survivor on the Paris metro, and saying that journalists “work for the Jews.” Importantly, the gilets jaunes have never collectively denounced any of these anti-Semitic incidents—a silence perhaps inevitable for a movement that eschews organization of any kind. Likewise, a thorough study conducted by the Paris-based Fondation Jean Jaurès has shown the extent to which conspiracy theories are popular in the movement: 59 percent of those surveyed who had participated in a gilet jaune demonstration said they believed that France’s political elites were encouraging immigration in order to replace them, and 50 percent said they believed in a global “Zionist” conspiracy.

    Members of the movement are often quick to point out that the gilets jaunes are not motivated by identity politics, and yet anyone who has visited one of their demonstrations is confronted with an undeniable reality. Far too much attention has been paid to the symbolism of the yellow vests and far too little to the fact that the vast majority of those who wear them are lower-middle-class whites. In what is perhaps the most ethnically diverse society in Western Europe, can the gilets jaunes truly be said to represent “the people,” as the members of the movement often claim? Priscillia Ludosky, arguably the first gilet jaune, is a black woman. “It’s complicated, that question,” she told me. “I have no response.”

    The gilets jaunes are also distinctly a minority of the French population: in a country of 67 million, as many as 282,000 have demonstrated on a single day, and that figure has consistently fallen with each passing week, down to 41,500 during “Act 14” of the protest on February 16. On two different weekends in November and December, other marches in Paris—one for women’s rights, the other against climate change—drew far bigger crowds than the gilets jaunes did. But the concerns of this minority are treated as universal by politicians, the press, and even the movement’s sharpest critics. Especially after Trump and Brexit, lower-middle-class and working-class whites command public attention even when they have no clear message.

    French citizens of color have been protesting social inequality for years without receiving any such respect. In 2005 the killing of two minority youths by French police in the Paris suburb of Clichy-sous-Bois ignited a string of violent uprisings against police brutality, but the government declared an official state of emergency instead of launching a grand débat. In 2009, the overseas departments of Guadeloupe and Martinique saw a huge strike against the high cost of living—a forty-four-day uprising that also targeted fuel prices and demanded an increase to the minimum wage. In 2017 an almost identical protest occurred in French Guiana, another French overseas department, where residents demonstrated against household goods that were as much as 12 percent more expensive than they were in mainland France, despite a lower minimum wage. The French government was slow to respond in both of these instances, while the concerns of the gilets jaunes have resulted in a personal apology from the president and a slew of concessions.

    Guilluy, whose analysis of la France périphérique ultimately fails to grapple significantly with France’s decidedly peripheral overseas territories, does not shy away from the question of identity. He sees a racial element to the frustrations of la France périphérique, but he does not see this as a problem. Some of the most frustrating moments in his work come when he acknowledges but refuses to interrogate white working-class behavior that seems to be racially motivated. “Public housing in outlying communities is now a last resort for workers hoping to be able to go on living near the major cities,” he writes in Twilight of the Elites, describing the recent astronomic rise in France’s urban real estate prices. “These projects, mostly occupied by immigrant renters, are avoided by white French-born workers. Barring some utterly unforeseeable turn of events, their expulsion from the largest urban centers will be irreversible.” It would not diminish Guilluy’s broader point about la France périphérique if he acknowledged that victims of structural changes can also be intolerant.

    Guilluy also regularly recycles anxieties over immigration, often from controversial theorists such as Michèle Tribalat, who is associated with the idea of le grand remplacement, the alleged “great replacement” of France’s white population by immigrants from North and Sub-Saharan Africa. In making his case about “the demographic revolution in process,” Guilluy has been accused of inflating his statistics. France, he wrote in Fractures françaises, “welcomes a little less than 200,000 legal foreigners every year.” But these claims were attacked by Patrick Weil, a leading French historian of immigration, who noted in his book Le sens de la République (2015) that Guilluy failed to consider that a large number of those 200,000 are temporary workers, students who come and go, and others of “irregular” status. Guilluy has not responded to these criticisms, and in any case his rhetoric has since grown more radical. In No Society he writes, “Multiculturalism is, intrinsically, a feeble ideology that divides and weakens.”

    Whether the gilets jaunes will eventually come to agree with him is a crucial question. Like Guilluy, they are responding to real social conditions. But if, following Guilluy’s lead, they ultimately resort to the language of race and ethnicity to explain their suffering, they will have chosen to become a different movement altogether, one in which addressing inequality was never quite the point. In some ways, they have already crossed that line.

    On the afternoon of Saturday, February 16, the prominent French intellectual Alain Finkielkraut got out of a taxi on the Boulevard Montparnasse. A crowd of gilets jaunes noticed him and began hurling anti-Semitic insults. The scene, recorded on video, was chilling: in the center of Paris, under a cloudless sky, a mob of visibly angry men surrounded a man they knew to be Jewish, called him a “dirty Zionist,” and told him, “go back to Tel Aviv.”

    Finkielkraut’s parents were Polish refugees from the Holocaust. He was born in Paris in 1949 and has become a fixture in French cultural life, a prolific author, a host of a popular weekly broadcast on France Culture, and a member of the Académie Française, the country’s most elite literary institution. In the words of Macron, who immediately responded to the attack, he “is not only an eminent man of letters but the symbol of what the Republic affords us all.” The irony is that Finkielkraut—another former leftist who believes that France has plunged into inexorable decline and ignored the dangers of multiculturalism—was one of the only Parisian intellectuals who had supported the gilets jaunes from the beginning.

    I spoke to Finkielkraut after the attack, and he explained that the gilets jaunes had seemed to him the evidence of something authentic. “I saw an invisible France, neglected and forgotten,” he said. “Wearing fluorescent yellow vests in order to be visible—of being a ‘somewhere’ as opposed to an ‘anywhere,’ as Goodhart has said—seemed to me an absolutely legitimate critique.” The British journalist David Goodhart, popular these days in French right-wing circles, is the author of The Road to Somewhere (2017), which sees populist anger as the inevitable response to the widening gulf between those “rooted” in a particular place and cosmopolitans at home anywhere. “France is not a ‘start-up nation,’” Finkielkraut told me. “It can’t be reduced to that.”

    Finkielkraut said that the attack was a sign that the reasonable critiques orginally made by the gilets jaunes had vanished, and that they had no real future. “I think the movement is in the process of degradation. It’s no longer a social movement but a sect that has closed in on itself, whose discourse is no longer rational.”

    Although the Paris prosecutor has opened an investigation into his attackers, Finkielkraut has not pressed charges. He told me that the episode, as violent as it was, did not necessarily suggest that all those who had worn yellow vests in recent months were anti-Semites or extremists. “Those who insulted me were not the nurses, the shopkeepers, or the small business owners,” he said, noting that he doubted he would have experienced the same prejudice at the roundabouts, the traffic circles across the country where gilets jaunes protesters gathered every Saturday. In a sense, these were the essence of the movement, which was an inchoate mobilization against many things, but perhaps none so much as loneliness. The roundabouts quickly became impromptu piazzas and a means, however small, of reclaiming a spirit of community that disappeared long ago in so many French towns and villages.

    In Paris, where the remaining gilets jaunes have now focused most of their energy, the weekly protests have become little more than a despicable theater filled with scenes like the attack on Finkielkraut. There is no convincing evidence that those still wearing yellow vests are troubled by the presence of bigotry in their ranks. What is more, many gilets jaunes now seem to believe that pointing out such prejudice is somehow to become part of a government-backed conspiracy to turn public opinion against them.

    Consider, for instance, a February 19 communiqué released in response to the attack on Finkielkraut from La France en Colère, one of the movement’s main online bulletins. “For many days, the government and its friends in the national media seem to have found a new technique for destabilizing public opinion and discrediting the Gilets Jaunes movement,” it begins. “We denounce the accusations and the manipulations put in place by this government adept at fake news.” But this is all the communiqué denounces; it does not address the anti-Semitic violence to which Finkielkraut was subjected, nor does it apologize to a national figure who had defended the movement when few others of his prominence dared to do the same.

    A month after our last conversation, I called Priscillia Ludosky back, to see if she had any reaction to the recent turn of events in the movement her petition had launched. She was only interested in discussing what she called the French government’s “systematic abuse to manipulate public opinion.” She also believes that a government-media conspiracy will stop at nothing to smear the cause. “If there was one person who ever said something homophobic, it was on the front page of every newspaper,” she told me.

    In the days after the attack, Finkielkraut lamented not so much the grim details of what had happened but the squandered potential of a moment that has increasingly descended into paranoid feverishness. As he told me: “This was a beautiful opportunity to reflect on who we are that’s been completely ruined.”

    Four years ago, the historian Andrea Wulf rescued Prussian naturalist Alexander von Humboldt (1769–1859) from relative international obscurity with her delightful biography, The Invention of Nature.

    To celebrate the 250th anniversary of Humboldt’s birth this year, Wulf has teamed up with artist Lillian Melcher to create The Adventures of #Alexander_von_Humboldt, a graphic work of non-fiction depicting Humboldt’s five-year exploration of Latin America as a young man.

    It was a time when scientists had become obsessed with measuring and documenting all aspects of their environment, from human features to the elevation of hills. But no one took investigation of the environment further than Humboldt — and no one thought as seriously about how the measurements could be integrated into a holistic understanding of our globe.

    Alice Guy (1873-1968) was the first woman film director. She worked for French film pioneer Leon Gaumont as a secretary in 1896 before she moved into production. Guy was bored, however, by Gaumont’s films, essentially very short documentaries expressing the novelty of the moving image: street scenes, marching troops, trains arriving at stations.

    As historian Susan Hayward tells it, Gaumont was more interested in the technology than what it could produce. “Guy found the repetitiveness [of his films] irksome and decided she could do something better. She submitted a couple of short comedies to Gaumont and he gave her the go-ahead (almost absent-mindedly, according to Guy),” writes Hayward.

    Guy may very well have been the only female movie-maker for the next decade, during which she directed or produced hundreds of films ranging from one to thirty minutes in length. As “film-maker, artistic director and studio and location sets manager all rolled into one” in the days before the multi-reel feature length film, Guy was a key figure in the birth of the fiction film, the form that eventually trumped documentaries the world over. Hayward lists Guy’s innovations: using scripts; having rehearsals; stressing “natural” performances; deploying trick photography; shooting in studio and on location; and, beginning in 1900, experimenting with sound (Gaumont’s Chronophone synchronized phonograph and film).

    In 1907, Guy resigned from Gaumont’s production company and married fellow Gaumont employee Herbert Blaché. Generally known afterwards as Alice Guy-Blaché, she journeyed with her husband to New York City. In 1910 the Blachés started their own company, Solax, with Alice as director general. They did well enough to have a new studio built in Fort Lee, New Jersey in 1911.

    Solax had two strong years, then both Blachés worked for hire into the teens. In 1914, Guy-Blaché wrote, “it has long been a source of wonder to me that many women have not seized upon the wonderful opportunity offered to them by the motion picture art… Of all the arts there is probably none in which they can make such splendid use of talents so much more natural to a woman than to a man and so necessary to its perfection.” And yet, when the couple arrived in Hollywood in 1918, they found few opportunities for women behind the camera.

    Karen Ward Mahar, in her analysis of the “rise and fall of the woman filmmaker” between 1896 and 1928, argues that the consolidating industry forced women out of behind-the-camera jobs because it gendered those occupations as male. Sex-typing of work in Hollywood would end up allowing for woman screenwriters and continuity workers (a.k.a. “script girls”), but little else—besides, obviously, the women on-screen.

    Understanding how filmmaking became masculinized is particularly important with regard to Hollywood, because those who create American movies wield immense cultural power. Once women were excluded from that power in the 1920s, they did not reappear in significant numbers until the 1970s.

    Mahar notes that Guy-Blaché had been “regularly singled out between 1910 and 1913 as one of the guiding lights of the industry.” Hollywood, however, was not interested in Madame Blaché’s light. Mahar also writes, “women needed male partners to gain access to all the necessary segments of the industry.” She notes that Guy-Blaché had experienced this while running Solax with her husband—despite being in a position of leadership, she was not welcome at distributor’s meetings, “because, as her husband alleged, her presence would embarrass the men.

    Alice Guy-Blaché split up with her husband in 1920 and returned to France in 1922. She never made another movie.

    Collapse can be defined as a rapid and enduring loss of population, identity and socio-economic complexity. Public services crumble and disorder ensues as government loses control of its monopoly on violence.

    We may be more technologically advanced now. But this gives little ground to believe that we are immune to the threats that undid our ancestors. Our newfound technological abilities even bring new, unprecedented challenges to the mix.

    And while our scale may now be global, collapse appears to happen to both sprawling empires and fledgling kingdoms alike. There is no reason to believe that greater size is armour against societal dissolution. Our tightly-coupled, globalised economic system is, if anything, more likely to make crisis spread
    If the fate of previous civilisations can be a roadmap to our future, what does it say? One method is to examine the trends that preceded historic collapses and see how they are unfolding today.

    While there is no single accepted theory for why collapses happen, historians, anthropologists and others have proposed various explanations, including:
    CLIMATIC CHANGE: When climatic stability changes, the results can be disastrous, resulting in crop failure, starvation and desertification. The collapse of the Anasazi, the Tiwanaku civilisation, the Akkadians, the Mayan, the Roman Empire, and many others have all coincided with abrupt climatic changes, usually droughts.

    ENVIRONMENTAL DEGRADATION: Collapse can occur when societies overshoot the carrying capacity of their environment. This ecological collapse theory, which has been the subject of bestselling books, points to excessive deforestation, water pollution, soil degradation and the loss of biodiversity as precipitating causes.

    INEQUALITY AND OLIGARCHY: Wealth and political inequality can be central drivers of social disintegration, as can oligarchy and centralisation of power among leaders. This not only causes social distress, but handicaps a society’s ability to respond to ecological, social and economic problems.
    The field of cliodynamics models how factors such as equality and demography correlate with political violence. Statistical analysis of previous societies suggests that this happens in cycles. As population increases, the supply of labour outstrips demand, workers become cheap and society becomes top-heavy. This inequality undermines collective solidarity and political turbulence follows.

    COMPLEXITY: Collapse expert and historian Joseph Tainter has proposed that societies eventually collapse under the weight of their own accumulated complexity and bureaucracy. Societies are problem-solving collectives that grow in complexity in order to overcome new issues. However, the returns from complexity eventually reach a point of diminishing returns. After this point, collapse will eventually ensue.
    Another measure of increasing complexity is called Energy Return on Investment (EROI). This refers to the ratio between the amount of energy produced by a resource relative to the energy needed to obtain it. Like complexity, EROI appears to have a point of diminishing returns. In his book The Upside of Down, the political scientist Thomas Homer-Dixon observed that environmental degradation throughout the Roman Empire led to falling EROI from their staple energy source: crops of wheat and alfalfa. The empire fell alongside their EROI. Tainter also blames it as a chief culprit of collapse, including for the Mayan. 

    EXTERNAL SHOCKS: In other words, the “four horsemen”: war, natural disasters, famine and plagues. The Aztec Empire, for example, was brought to an end by Spanish invaders. Most early agrarian states were fleeting due to deadly epidemics. The concentration of humans and cattle in walled settlements with poor hygiene made disease outbreaks unavoidable and catastrophic. Sometimes disasters combined, as was the case with the Spanish introducing salmonella to the Americas.

    RANDOMNESS/BAD LUCK: Statistical analysis on empires suggests that collapse is random and independent of age. Evolutionary biologist and data scientist Indre Zliobaite and her colleagues have observed a similar pattern in the evolutionary record of species. A common explanation of this apparent randomness is the “Red Queen Effect”: if species are constantly fighting for survival in a changing environment with numerous competitors, extinction is a consistent possibility.

    Roderick Miller is a US-born historian living in Berlin and the chairman of the nonprofit organization Tracing the Past, whose online project Mapping the Lives ties personal biographies of those persecuted by the Nazi regime with interactive street maps.

    The Nazi German government conducted a census on 17 May 1939 in which a special “supplementary card” was included, where every person had to list if each of their four grandparents was Jewish or not. In the 1980s, a census was conducted in West Germany that led to a lot of resistance from the left, including massive street demonstrations. Several academic works about the planned 1980s census were published at the time, in which the thesis was put forth that the Nazis misused the 1939 census data to create the deportation lists to send the Jews to concentration camps and their subsequent deaths. The resistance to the 1980s census led to its being delayed from the original date of 1981 until they finally managed, in 1987, to meet the criteria put forth by a decision of a 1983 German Supreme Court which severely limited the extent to which the private data of individuals could be used.

    Later research, however, proved that although the Nazis did, in the end, misuse the 1939 census data, in that they sent the “supplementary cards” of people with Jewish grandparents to the local police (ie Gestapo) registration offices throughout Germany, this only happened in late 1941 and 1942. Not only were the deportations already in full operation by this point, but by this time the data on the “supplementary cards” was largely no longer valid — many Jews had already been deported, and most of those who remained had been forced in the interim to move into smaller, crowded apartments, so-called “Jew houses.”

    The 1939 census data was not needed to create deportation lists by 1941/1942 anyway, since the Jewish communities had been forced by the Gestapo to make card indexes of all known Jewish people. These card indexes — it was a typical Nazi tactic to force the people they were persecuting to directly assist in their own persecution — were usually the basis of the deportation lists. In some cases, the Jewish community was itself forced to write the deportation lists and decide who could remain and who got on the train.

    Today we don’t need the Gestapo to force us to give up our personal data, we offer it up voluntarily to social media like Facebook or major US government contractors for the military and intelligence communities like Google. Many people offer their data up to maintain their social presence on the internet or merely for convenience. The standard reply to this is often “I don’t have anything to hide,” but that’s based upon the assumption of a government that respects personal privacy and doesn’t arrest people based on their political opinions, sexual preferences, or lifestyle choices.

    If the Nazis had had access to personal data the same way that these corporate conglomerates do today, there would likely have been very few survivors of the persecution of people for their race, political stance, sexual preference or for the fact that they were somehow seen as physically or mentally handicapped.

    “The enemy is fighting with the utmost stamina and courage,” Heeresgruppe Mitte [German Army group centre] reported to the German Army High Command on 28 June. German 4th Army described the Soviet soldiers as “exceptionally tough and stalwart.” “White” émigres who had fled Russia after the October Revolution were used to try to convince the encircled Red Army troops to surrender and join the anti-Bolshevik side, but this was “categorically refused,” according to a German Army report. Another German account reads: “What has become of the Russian of 1914–17, who ran away or approached us with his hands in the air when the firestorm reached its peak? Now he remains in his bunker and forces us to burn him out, he prefers to be scorched in his tank, and his airmen continue firing at us even when their own aircraft is set ablaze. What has become of the Russian? Ideology has changed him!”

    The unknown wave of mass rape on the Eastern Front

    Western writers have been quite successful in establishing the terrible wave of rapes committed by Soviet soldiers in Germany and Poland towards the end of the war as a general public knowledge. For instance, in his epic book on the battle of Berlin, historian Antony Beevor deals with the rape of German or Polish women by Soviet soldiers on 28 different pages. When dealing with rape, the victim’s perspective must of course dominate, and thus it is absolutely justified and a moral obligation to deal with these atrocities. What makes the whole matter even more tragic is that German rapes of Polish and Soviet women, probably on an even larger scale and definitely preceding these Soviet rapes, are ignored by nearly all Western historians. Although probably millions of Soviet citizens, primarily women and girls, became rape victims, the topic has been grossly understudied.

    There is also a widespread myth that Jews were not sexually assaulted by Germans. Evidence from all over Europe, including the occupied territories and the concentration camps, prove that this is not true. The Nazi laws against having sex with a Jewish woman only pertained in cases of consensual sex.

    Even in spite of their official military and racial laws and rules, Germans of the Wehrmacht, the SS, the police, the civilian administration and their allies engaged in mass rape, including gang rape on an enormous and routine scale, in the occupied territories of the Soviet Union and Poland. The victims were Jews as well as gentiles; women and girls as well as men and boys; and victims were from the youngest of ages. There are examples of a 90-year old female rape victim as well as nine- or eight-year-old girls.

    A new book which can remind us all, again, of what France and the US have in-common... at a good time for remembering all this, on both similarly-beleaguered sides of The Pond right now...

    Tom Paine was British, it must be remembered — but then so were we all, back then, in revolutionary “America”, citizens of an empire which spanned the globe until very recently, our “shots heard round the world” the first of many which ultimately would bring that empire and others to heel and create new ways of thinking about government for the modern world.

    In all that mælstrom we very much needed ideas, and cheerleaders, for encouraging and inspiring ourselves and our fellow citizens, and Tom Paine was that. Whatever his opponents and most severe critics — and there were many — thought of him, and even friends and fans worried about him, but he was encouraging and inspiring, and for careful and conservative American “colonists” like the wealthy plantation-owner George Washington and the gentleman-printer Benjamin Franklin and the Boston lawyer John Adams, Paine’s encouragement and inspiration were enough, and at times they were very badly needed in fact.

    And the French were there for us, very different but close in spirit to the Americans, and always needed, for their spirit & their money & their guns & for many other resources and reasons — at the very least they were enemies of our enemies and so our friends, on whom we could rely for insight, breadth of vision, even occasionally at their own ruinous expense...

    France entertained Paine the rebellious Brit after the excitements of the British colonies had hosted him for a long while — in both places his own exciting language and the clarity of his vision helped citizens greatly, in the great troubles of their times — so now a glimpse of Tom Paine may help again, both to see our current troubles more clearly too, and to remember what we and the French share in-common in all this. When things change, for the US and France, neither of us is ever alone.

    The book is a “reader” — not a compendium, but a comfortable and thoughtful armchair-piece to browse-through and then keep handy, as headline-events of current troubled-times pour in, descending upon us daily.

    First comes a preface — avant-propos — by Nicolas Taffin, outlining why and how the idea for the book occurred to him: 2018 saw the 70th anniversary of the Universal Declaration of Human Rights, he says, and still we face troubles that first were defined for us by events of 1789 — after such a long time the birthday-celebration required a renewal of the effort, he thought, and who better than Tom Paine who first inspired it, in both the US and France, and the “Human Rights” and “Commons” forms in which the ideas were first presented.

    Then comes an elegant introduction to Paine and his works by historian Peter Linebaugh, translated from l’américain...

    It is a useful thing, to know Paine’s history, as he landed somewhat un-announced upon the Americans with his outrageous views and funny accent (?) and stunning phrasings. That he had a tradition, and a context, back home in also-turbulent England, only makes sense — and that early-on England experimented with many of the ideas the colonists were confronting later in their own contests with the Crown, deserves recalling, many of the same conflicts were heard before in early Industrial Revolution England, as workers and owners confronted one another, and governments moved to tax and otherwise control the new techniques.

    Paine and his East Anglia neighbors had rehearsed many of the confrontations he was to witness and comment upon in his sojourns in the American colonies — the issues were similar, new techniques & how to cope with change & the sharing of burdens and benefits & working conditions & and of course taxes... not exactly “taxation without representation”, there at-home in England, but taxation all-the-same...

    Whether Paine was a Che Guevara, as Linebaugh I-hope-playfully suggests, whether the Introduction successfully demonstrates that Americans of that time, “ambitiously risked class warfare on a global scale”, well, other readers will have to read and judge... Linebaugh, described by Wikipedia as a “Marxist historian”, does weave through initial attributions of Paine’s ideas to his having been, “conscious of classes, sensible to differences in power and wealth” — he describes Paine’s concerns for “Agrarian Justice” as involving “class injustice”.

    It matters that Paine’s life in mid-18th c. England greatly preceded the writings of Marx a century later; but also of course there may have been historical connections, workers’ lives a century earlier were very much what the historicist Marx was interested in and wrote about. Linebaugh carefully outlines that Paine, “lived at the time of an industrial revolution, of commercial expansion & urbanization & population increase” — he grants that Paine’s views did not fall cleanly into any contest between “communism and capitalism”, terms which, apparently per Edmund Burke, were, “still cartilaginous, not yet well defined or formed”.

    But Paine had a good sense for “the commons”, he insists, “and of its long presence in English history”, a matter which he says has not been well considered in previous studies of Paine. “A long anti-capitalist tradition in England”, Linebaugh believes he’s found, through Tom Paine, “one which contributes to our understanding about current notions of ‘revolution’ and ‘constitution’ in modern Britain” — for this suggestion alone, Linebaugh’s Introduction makes for some very interesting reading.

    Beyond this Introduction there are excerpts, then, from Paine’s own “Rights of Man” — fascinating, the differences, between one culture’s “emotive” language and another’s — French easily is the equal of English in this regard...

    And finally a fascinating Post-Script by editor Nicolas Taffin: he takes “Tom Paine of Thetford” several significant steps further than the little local American Revolution — several steps further, even, than the nascent Class Warfare of the Levellers and workers’-revolts of East Anglia which maybe-led to the Marxian revolutions of the 19th century — Taffin going-further finds, in Paine, the freeing of the human imagination, from the illusory securities and comforts and oppressions of the previous era’s religion-controlled philosophies, the emergence of the Enlightenment’s idealisms into a modern world of “real” rights and responsibilities and true-freedom, governed by reason alone...

    Paine may have had a glimmer. The American Founders who fought our little revolution here certainly had some glimpse as well... Certainly the young Virginia lawyer who boldly wrote, “We hold these truths to be self-evident” and then chafed as the elders to whom he submitted that draft picked it apart... Jefferson had read much of what the young Paine had read as well — in 1776, when arguably they both were at their most-inspired, Jefferson was age 33, Tom Paine was age 37 — as Wordsworth observed of youth in a slightly-later revolution, “Bliss was it in that Dawn to be alive, but to be young was very heaven”.

    But the true significance of what they all were doing did not emerge until much, much later... as late as the 1820s the two then very elderly American patriots Jefferson and Adams, both preparing for death and fondly reminiscing in their dotage-correspondance, could recall what they had done for the little United States, and for Britain, but only the more daring Jefferson seriously considered what they may have done ‘way back then to, “free the human spirit in general”...

    Taffin gives Paine the greater credit. Well, history has benefit of hindsight... Whether Paine himself, or truly his contemporaries, really understood what he was accomplishing with his amazing writings, back then, seems questionable. There are crackpots writing this sort of thing about The Future today — just as there were in East Anglia long before Paine’s birth there, which later he read, a few of them, in the Old School at Thetford — so qua-dreamer Paine’s contribution may well have been fortuitous, simply a matter of good timing... The poet appears to have felt this about his own contribution to the French Revolution, and others have suggested Paine contributed little there too...

    But ideas have lives of their own, and History has control of this. Taffin doubtless is correct that if we are “free” today — universally — then some part of that is due to the writings of Tom Paine, almost regardless of how exactly that happened and what agencies promoted it and why, Marxist or Liberal or French, English, American, or other... Mao Tse Tung and Ho Chi Minh both are said to have read Tom Paine, I expect Steve Bannon has as well, and Marion (Le Pen) Maréchal (age 29) and Alexandria Ocasio-Cortez (age 29) are reading Paine now...

    So the mystery of origins and influences continues, but so do the ideas. Read Taffin’s fascinating rendition here of Tom Paine’s context and continuing influence, and see what you yourself think... it is what many of us are worrying about in both the US and France, now, & that particular “common-concern” coincidence has made vast historical waves before...

    During the past two years in which Donald Trump has stumbled through his presidency, critics have been asking why so many Americans continue to back him despite mounting evidence of deeply flawed leadership. Often, these critics express contempt for the millions of Americans who constitute Trump’s “base.” They complain that Trump’s partisans are uniformed people who refuse to acknowledge that the president’s lying, ethical lapses, and failed policies are harming the nation. Trump remains in power, these critics argue, largely because starry-eyed followers ignore the facts.

    These critics cast blame in the wrong place. Trump’s supporters, representing 38% of the electorate according to a recent poll, do not deserve all the censure that is directed at them. They did not create the pro-Trump narrative. They are its recipients. Conservative media have been especially influential in promoting optimistic judgments about Trump’s leadership. Fox News serves as command-central for the perspective. It draws a large audience. In October 2018, according the Nielson’s research, Fox racked up its 28thconsecutive month as the No. 1 basic cable news channel. Fox drew more viewers than CNN and MSNBC combined.

    A pattern in the reporting and commentary on Fox was evident in these four prime-time programs. By focusing on old news stories that had been red meat in right-oriented media commentary for years, there was little time left for an analysis of stunning developments in the previous 24-hours. General Mattis’s resignation letter hardly got a nod. The outcry by national and international leaders regarding President Trump’s plan to withdraw from Syria and Afghanistan received little or no attention. The impact of a government shutdown on the American economy and the American people was almost completely ignored. There was hardly a word about the stock markets’ plummet that day or the huge slide of recent weeks. Instead, viewers heard about scary threats from immigrants, Democrats, university administrators, and Chinese hackers. They were reminded often that President Trump fights tenaciously for ordinary Americans.

    Much of the discussion did not reflect what used to be identified as mainstream Republican stands on economic and political affairs. Instead, viewers got an earful of analysis from individuals who spoke from the margins of political debates. Hosts and commentators seemed eager to please their most important viewer, the President of the United States. Most of them endorsed and celebrated Donald Trump’s statements and actions, despite their sharply controversial nature. Dan Bongino, substituting as host for Sean Hannity, provided an example of the slant by promoting his co-authored book, Spygate: The Attempted Sabotage of Donald J. Trump.

His focus is not on the capitals where grand strategies were spun, as in Gaddis’s telling, but on the blood-soaked locales where those strategies took their greatest toll. By Chamberlin’s calculations, more than 20 million people died in conflicts related to the Cold War. Of course, not every one of those conflicts had its origins in the superpower rivalry. But even when Washington and Moscow had little to do with starting a war, they nearly always had a hand in finishing it—by sending troops, advisers, weapons, or cash.

    In recent weeks, a small group of ultra-Orthodox Jews has been gathering alongside a locked iron gate on Nablus Road in the East Jerusalem neighborhood of Sheikh Jarrah. They pray and protest alongside the shuttered gate, periodically squabbling with the Palestinian guard, demanding to be allowed inside to pray. The guard refuses, and refers them to the body that owns and administers the site – the French Consulate of Jerusalem.
    These protests are yet another round in a long-standing historic struggle over control of one of the most beautiful archaeological sites in Jerusalem, which has been closed to the public for years. On the one side stands the government of France and on the other, Haredi and right-wing Israeli factions. Israel’s Antiquities Authority is in favor of opening the site to the public, but does share the French concerns that the site might befall the same fate of many other archaeological sites in the city, which were transformed from mere archaeology and tourism sites into holy sites and then appropriated from the public’s domain.

    The Tomb of the Kings, situated between the Jerusalem District Court and the American Colony Hotel, is considered the grandest burial compound in Jerusalem. The site includes a sophisticated burial cave that has a mechanism for sealing the entrance by means of a stone that rotates on a hinge. It includes a mammoth courtyard carved into the bedrock, a staircase carved into the bedrock that is the second largest in Jerusalem – the only one larger is on the Temple Mount – stone-inscribed ornamentation, an ancient mikveh (Jewish ritual bath) and cisterns.
    The site has been dated to the Second Temple period, and there are various traditions and theories regarding who is actually buried there. According to one tradition, it was the place of burial of Kalba Savua, the father-in-law of Rabbi Akiva, or of Nicodemus ben Guryon – two of the wealthier residents of Jerusalem at the start of the 1st millennium CE.
    The historian Josephus Flavius wrote that this was the burial place of Queen Helena of Adiabene, who converted to Judaism around the year 30 C.E., and some of the site’s investigators say it is reasonable to believe that this is indeed her tomb. An ornamented sarcophagus found here was inscribed with the legend, “Tzadan Malkata,” which is believed to refer to Queen (Malka) Helena. This reinforces the notion that buried on this site were other members of her royal family. The site gained fame in the late 19th century, and among its visitors were the German Kaiser Wilhelm II and Theodore Herzl.

    The Tomb of the Kings is interwoven into the history of archaeology in Israel. The excavation conducted by Félicien de Saulcy in 1863 is considered the first modern archaeological dig in the country. It is also the first excavation to receive a digging permit from the Turkish sultan.

    Pressure worked

    But along with modern archaeology, the protest against it was also born here. “This was the first official archaeological excavation, and also the first time in which the Jews of Jerusalem rose up against the excavation of ancestral graves,” writes a scholar who has studied the site, Dr. Dotan Goren.
    In the wake of the Orthodox Jews’ public protests in the city and pressure from the Jews on the sultan, those excavations were suspended. To the dismay of the city’s Jews, de Saulcy managed to load the queen’s sarcophagus onto a ship anchored in Jaffa port, and it is to this day displayed at the Louvre Museum. Several years ago, it appeared as part of a temporary exhibition in the Israel Museum.
    The basis for the current demand by religious and Haredi circles that the Jews ought to be granted rights over the site has to do with events that occurred following the excavation. In 1878, a woman named Berta Amalia Bertrand, a French Jew who was related to the Pereire brothers, a famous Jewish banking family, purchased the burial compound from its Arab owners. At the time of the purchase, Bertrand dedicated the site in the presence of the chief rabbi of Paris, declaring that it “will become the land in perpetuity of the Jewish community, to be preserved from desecration and abomination, and will never again be damaged by foreigners..”

    Eight years later, however, one of Bertrand’s heirs granted the site as a gift to the government of France. At the time of the conferral of the gift, an agreement was signed between the French government and the family, under which France committed to meet several conditions. One was to erect a sign in Hebrew, French and Arabic saying that these are the Tombs of the Kings of Judah. The large sign, made of copper, can still be found set into the wall of the building.
    A few testimonies describe how the site served for prayer and pilgrimage, although it is altogether clear that it was secondary in importance to the neighboring holy site, the cave of Shimon Hatzadik. But in any event, following the battles of 1948, the site was left behind the enemy lines, within the territory of the Jordanian kingdom. “This site was forgotten or made to be forgotten, and there was no one to tell about it,” says Goren.

    Following 1967’s Six-Day War, the site continued to be administered by the French consulate in Jerusalem. Most of the time, it was open to visitors, for a token entry fee. Ten years ago the consulate held a concert there, together with the Palestinian cultural organization Yabous, which advocates a boycott of Israel.
    Apparently that is what has sparked a renewed interest in the site. In 2014, the rabbinical court for “hekdesh” (sacred property) affairs appointed Yitzhak Mamo and Yaakov Saltzman as emissaries of the court in the matter of the Tomb of the Kings sacred property. Mamo is a well-known right-wing activist in East Jerusalem who for years has been engaged in the evacuation of Palestinian families and the resettlement of Jews in Sheikh Jarrah. In 2015, the two men filed a suit in the rabbinical court against the government of France, with a plea to gain possession of the site.
    The lawsuit sparked outrage in Paris and in the French consulate in Jerusalem, as well as in the Israeli Ministry of Foreign Affairs. A letter sent to the court by David Goldfarb of the ministry’s legal department stated that according to the Vienna Convention on Diplomatic Relations, to which Israel is a signatory, consulate employees are not subject to the rulings of a rabbinical court. “The Ministry of Foreign Affairs also wishes to inform the honorable court that in response to bringing the lawsuit in this case, our office has received a sharply worded letter from the government of France,” Goldfarb wrote.
    The Israeli attorney general also sided with the French, and in a legal opinion submitted to the court, he argued that it was not at all clear that the site can be considered a hekdesh, since the hekdesh was created by the chief rabbi of Paris and not by the Sharia court in Jerusalem, which had been entrusted with the authority to rule on sacred property issues in the city during the period of Ottoman rule. In the wake of these developments, the religious court in Jerusalem rejected the suit.

    The French subsequently announced the closure of the site for renovations. In recent years, there has been practically no opportunity to visit the site. According to parties involved in the matter, the French consulate has invested about 900,000 euros (about $790,000) in a renovation that included construction of a steel apparatus to reinforce the central structure in the event of earthquake, construction of a new stairway, and preservation work.
    In September 2018, the consulate informed the Israeli Foreign Ministry that the work had been completed and that it was now possible to reopen the site. However, the French imposed two conditions: one, that Israel officially recognize French ownership of the site, and two, that they be assured no new lawsuits would be brought against them. Foreign Ministry officials have reported that discussions on the matter are now underway. In the meantime, the place remains closed and the protests have begun again.
    This time around, it was a group of Haredim led by Rabbi Zalman Grossman of Jerusalem that began to arrive on site twice a week and protest its closure by means of prayers and demonstrations. The protest has gained the support of the rabbi of the Western Wall and the holy sites, Shmuel Rabinovich, and of the chief rabbi of Jerusalem, Shlomo Amar, as well as the Ministry of Religious Affairs.
    The demonstrations and the demands to be able to pray on the site have kindled fears among the French that if the site is reopened, it will take on a religious nature and essentially become an Israeli land grab under the French flag in East Jerusalem. As far as France is concerned, this would engender serious political complications with the Palestinians.
    The concerns of the French in this matter are shared by the Antiquities Authority’s Jerusalem district archaeologist, Dr. Yuval Baruch. “There is a trend of archaeological sites taking on a status of holiness, and the problem is if and when that happens, archaeology always loses out,” says Baruch.
    He is concerned about other sites, mainly in the Old City, archaeological-tourism sites that have in the past few years been converted into religious sites, where visitors not coming for ritual purposes do not always feel welcome.
    The phenomenon, incidentally, is not exclusive to Orthodox Jews. This has happened, for instance, in a large section of the Jerusalem Archaeological Park-Davidson Center, south of the Western Wall, which has been turned into the “Ezrat Israel,” a prayer section earmarked for the non-Orthodox streams of Judaism. It is happening on the Hulda steps that ascend to the Temple Mount from the south, which have become a popular prayer site among evangelical Christians. The evangelicals have also adopted the Siloam Pool in Silwan. The plaza just outside Tanner’s Gate, not far from the Western Wall, has become the province of bar mitzvah organizers, and the archaeological site at Nebi Samuel in northern Jerusalem has become a site for prayer and pilgrimage.
    “When all is said and done, there is freedom of religion and the authorities have no ability to control it, but there has to be some regulation,” says Baruch. d”As excavations in Jerusalem continue to proliferate, the more assured it is that there will be continued attempts by religious bodies, and this can be Orthodox, Conservative or Reform rabbis, or evangelicals, it matters not who, to try and take them over. The appeal of sites whose character is becoming more emphatically religious will change. I appeal to the rabbinical establishment and to the leadership of the Christian communities to show more responsibility and greater recognition of the importance of the archaeological values, as well.”
    The official response from the office of the rabbi of the Western Wall in regard to the Tomb of the Kings: “In truth, the site is a holy place for Jews. To that end, the rabbi is acting with all due sensitivity in order that the site also provide free access for Jewish prayer and that its character and its holiness be preserved.”
