    C’est une bonne chose d’apprendre qu’une jeune femme et son enfant ont survécu un enlèvement en Syrie. Cette jeune allemande a voulu faire ses armes avec un reportage dans une zone de guerre.

    Ses préparatifs font preuve d’une naïveté surprenante avec un résultat conséquent. Sachant qu’il y a d’autres reporters qui ont réuissi des reportages dans la même guerre et au même moment qui ne se sont pas faits kidnapper, je me demande pourquoi elle raconte son histoire et ce faisant expose aux monde entier son incompétence.

    Peut-être les perspective professionelles d’une jeune diplomée en éthnologie et sciences des religions comparées l’obligent à se démarquer du reste de la meute.

    Alors qu’on apprécie les actes qui font preuve d’une grande ambition, quelqu’un qui risque la vie de son enfant pour un scoop dépasse les limites du raisonnable. Qui voudrait ensuite employer et donner des responsabilité à quelqu’un qui est dépourvu de scrupules sur le plan humain et peu réfléchi dans ses démarches professionelles ?

    Derrière le scoop ce cache la triste histoire de la rencontre d’une jeune femme à caractère extrême avec le monde des science qui ne permettent plus à bien des scientifiques de vivre de leur métier.

    A German woman who was abducted in Syria and held captive for nearly a year has revealed how her kidnappers were prepared to “cut off my head in front of a live camera”, but ended up pampering her with chocolate, toys and luxury nappies after she gave birth to a baby boy while in captivity.

    The journalist Janina Findeisen, who was released with her child in September 2016, has spoken for the first time about the circumstances under which she travelled to a war zone on her own when seven months pregnant, and how she managed to survive the ordeal.

    In an interview published in Süddeutsche Zeitung, Findeisen said she travelled to Syria in October 2015 in order to make a documentary about a schoolfriend who had turned to jihad and joined a faction of al-Qaida’s former affiliate in Syria, Jabhat al-Nusra.

    Her pregnancy, she said, had spurred her on rather than made her more aware of the risks. “I felt pressured – precisely because of my pregnancy. I wanted to tell this one more story before only being able to pick up work a few months after the birth. I was not aware of the fact that in that moment I was making the biggest mistake of my life.”

    Using a people smuggler in Antakya, southern Turkey, to drive her across the border into Syria, Findeisen said she had only shared her travel plans with the father of her child and not taken a mobile phone or a GPS tracker with her. While conceding that other people could have stopped her from going through with her plans, Findeisen said: “In the end it was my decision, and my mistake.”

    Even though her school friend had promised her in an email that she would not be harmed, Findeisen and her driver were ambushed as they tried to cross over back into Turkey. The then 27-year-old was blindfolded at gunpoint and taken to a house in a remote location.

    “On the first night I really believed that the security guarantee my friend had given me meant I would soon be released. But I soon realised that my hopes were in vain,” said Findeisen, whose book My Room in the House of War is being published in Germany next month. She said she does not believe that her friend was aware of the plan to kidnap her, though members of his group were.

    Asked about treatment while in captivity, Findeisen said: “There were a couple of unpleasant situations, but I fared comparatively well. But nonetheless it was clear that these weren’t nice, humane people […] They would have cut off my head in front of a live camera.”

    While she was held captive, the journalist kept a diary in tiny handwriting, using food packaging after she ran out of paper. She unsuccessfully tried to get the attention of people in neighbouring houses and secretly collected tools that could become handy to facilitate an escape.

    “Until the end I believed that I would be back in Germany for the birth of my child,” Findeisen told her interviewers. “It was unimaginable to me that I would give birth to my child in Syria. I ignored the reality of the situation. Until I could ignore it no more.”

    Her kidnappers blackmailed a doctor to deliver her child, and the birth took place without complications. “Suddenly everything was so very far away: the war, my kidnappers, it was just my son and I. He was so teeny, so fragile, but healthy.”

    After the birth, Findeisen said, her kidnappers’ treatment of her changed: “With a small child I was even more helpless than before. When my son woke at night and screamed, they asked me the next morning what was wrong.” Her abductors brought her chocolate, multivitamin juice and a teddy bear, and did not spare expenses when it came to nappies: “In Syria there are two kinds of nappies: the one kind is known as ‘Assad nappies’ and are quite flimsy. Then there are Molfix, the premium nappy brand there. They brought me those.”

    Asked if she thought that her son would one day reproach her for having him in such precarious circumstances, Findeisen said: “I have thought about that a lot. When the time comes, I will face up to it.”

    Findeisen, who studied ethnology and comparative religion before researching modern jihadism as a journalist, was eventually freed – not by German intelligence services, but another group of Islamists. After hearing shots outside her compound, the journalist found herself surrounded by a group of men in balaclavas who told her they would take her back to Germany.

    The group Jabhat Fateh al-Sham announced in an online statement that it had freed the German woman after a sharia court ruled her kidnapping un-Islamic in the light of the security guarantee given by her friend.

    Findeisen told Süddeutsche Zeitung she believed this to have been the case, and that she was not aware of the German state having paid any of the €5m (£4.3m) ransom her kidnappers had demanded.

    “I got a second chance,” Findeisen said. “Not everyone who got kidnapped [in Syria] was given one.”

  • Palestinian youth killed by Israeli forces near Bethlehem

    BETHLEHEM (Ma’an) — A 22-year-old Palestinian succumbed to wounds he had sustained after Israeli forces opened heavy fire towards a vehicle that he was riding in, near the al-Nashash checkpoint in the southern occupied West Bank district of Bethlehem, on late Wednesday.

    The Palestinian Ministry of Health confirmed that Ahmad Jamal Mahmoud Munasra, 22, a resident from Wadi Fukin village, in the Bethlehem district, was shot with Israeli live fire in the chest, shoulder, and hand.

    The ministry said that Munasra was transferred to the Beit Jala Governmental Hospital, where he succumbed to his wounds.

    The ministry mentioned that another Palestinian was shot and injured in the stomach.

      It was appallingly cold, rainy and foggy on Monday of this week at the southern entrance to Bethlehem. A group of young people stood on the side of the road, gazing at something. Gloomy and toughened, they formed a circle around the concrete cube in which are sunken the spikes of a large billboard – an ad for Kia cars that stretches across the road. They were looking for signs of blood, as though they were volunteers in Zaka, the Israeli emergency response organization. They were looking for bloodstains of their friend, who was killed there five days earlier. Behind the concrete cube they found what they were looking for, a large bloodstain, now congealed. The stain held fast despite the heavy rain, as though refusing to be washed away, determined to remain there, a silent monument.

      This is where their friend tried, in his last moments, to find protection from the soldiers who were shooting at him, probably from the armored concrete tower that looms over the intersection a few dozen meters away. It was to here that he fled, already wounded, attempting to take cover behind the concrete cube. But it was too late. His fate was sealed by the soldiers. Six bullets slashed into his body and killed him. He collapsed and died next to the concrete cube by the side of the road.

      Even in a situation in which anything is possible, this is an unbelievable story. It’s 9 P.M. Wednesday March 20. A family is returning from an outing. Their car breaks down. The father of the family, Ala Raida, 38, from the village of Nahalin, who is legally employed paving roads in Israel, steps out of his Volkswagen Golf to see what has happened. His wife, Maisa, 34, and their two daughters, Sirin, 8, and Lin, 5, wait in the car. Suddenly the mother hears a single shot and sees her husband lean back onto the car. Emerging from the car, she discovers to her astonishment that he’s wounded in the stomach. She shouts hysterically for help, the girls in the car are crying and screaming.

      Another car, a Kia Sportage, arrives at the intersection. Its occupants are four young people from the nearby village of Wadi Fukin. They’re on the way home from the wedding of their friend Mahmoud Lahruv, held that evening in the Hall of Dreams in Bethlehem. At the sight of the woman next to the traffic light appealing for help, they stop the car and get out to see what they can do. Three of them quickly carry the wounded man to their car and rush him to the nearest hospital, Al-Yamamah, in the town of Al-Khader. The fourth young man, Ahmad Manasra, 23, stays behind to calm the woman and the frightened girls. Manasra tries to start the stalled car in order to move it away from the dangerous intersection, but the vehicle doesn’t respond. He then gets back out of the car. The soldiers start firing at him. He tries to get to the concrete cube but is struck by the bullets as he runs. Three rounds hit him in the back and chest, the others slam into his lower body. He dies on the spot.

      The army says that stones were thrown. All the eyewitnesses deny that outright. Nor is it clear what the target of the stones might have been. The armored concrete tower? And even if stones were thrown at cars heading for the settlement of Efrat, is that a reason to open fire with live ammunition on a driver whose car broke down, with his wife and young daughters on board? Or on a young man who tried to get the car moving and to calm the mother and her daughters? Shooting with no restraint? With no pity? With no law?

      We visit the skeleton of an unfinished apartment on the second floor of a house in Wadi Fukin. It’s an impoverished West Bank village just over the Green Line, whose residents fled in 1949 and were allowed to return in 1972, and which is now imprisoned between the giant ultra-Orthodox settlement of Betar Ilit and the town of Tzur Hadassah, which is just inside the Green Line. A wood stove tries to rebuff the bitter cold in the broad space between the unplastered walls and the untiled floor. A grim-looking group of men are sitting around the fire, trying to warm themselves. They are the mourners for Manasra; this was going to be his apartment one day, when he got married. That will never happen now.

      Only the memorial posters remain in the unbuilt space. A relative and fellow villager, Adel Atiyah, an ambassador in the Palestinian delegation to the European Union, calls from Brussels to offer his shocked condolences. One of the mourners, Fahmi Manasra, lives in Toronto and is here on a visit to his native land. The atmosphere is dark and pained.

      The bereaved father, Jamal, 50, is resting in his apartment on the ground floor. When he comes upstairs, it’s clear he’s a person deeply immersed in his grief though impressive in his restraint. He’s a tiler who works in Israel with a permit. He last saw his son as he drove along the main street in Bethlehem as his son was going to his friend’s wedding. Jamal was driving his wife, Wafa, home from another wedding. That was about two hours before Ahmad was killed. In the last two days of his life they worked together, Jamal and his son, in the family vineyard, clearing away cuttings and spraying. Now he wistfully remembers those precious moments. Ahmad asked to borrow his father’s car to drive to the wedding, but Jamal needed it to visit the doctor, and Ahmad joined the group in Wahib Manasra’s SUV.

      Quiet prevails in the shell of the unfinished apartment. Someone says that Manasra was already planning the layout of his future home – the living room would be here, the kitchen there. Maisa Raida, the wife of the wounded driver, is at her husband’s bedside at Hadassah Medical Center, Ein Karem, Jerusalem, where he’s recovering from his severe stomach wound. He was brought there from Al-Khader because of the seriousness of his condition. Major damage was done to internal organs in his abdomen and he needed complicated surgery, but he seems to be on the mend.

      Maisa told a local field investigator from a human rights group that at first she didn’t realize that her husband was wounded. Only after she stepped out of the car did she see that he was leaning on the vehicle because of the wound. She yelled for help, and after the young men stopped and took her husband to the hospital, she got back into the car with Manasra, whom she didn’t know. While they were in the car with her daughters, and he was trying get it started, she heard another burst of gunfire aimed at their car from the side, but which didn’t hit them.

      She had no idea that Manasra was shot and killed when he got out of the car, moments later. She stayed inside, trying to calm the girls. It wasn’t until she called her father and her brother-in-law and they arrived and took her to Al-Yamamah Hospital that she heard that someone had been killed. Appalled, she thought they meant her husband but was told that the dead person had been taken to Al-Hussein Hospital in Beit Jala.

      Eventually, she realized that the man who was killed was the same young man who tried to help her and her daughters; he was dead on arrival. Before Maisa and her daughters were taken from the scene, an officer and soldiers from the Israel Defense Forces came to the stalled car and tried to calm them.

      Manasra was dead by then, sprawled next to the concrete cube. He was a Real Madrid fan and liked cars. Until recently he worked in the settlement of Hadar Betar, inside Betar Ilit. His little brother, 8-year-old Abdel Rahman, wanders among the mourners in a daze.

      After Jamal Manasra returned home, his phone began ringing nonstop. He decided not to answer. He says he was afraid to answer, he had forebodings from God. He and his wife drove to the hospital in Beit Jala. He has no rational explanation for why they went to the hospital. From God. “I was the last to know,” he says in Hebrew. At the hospital, he was asked whether he was Ahmad’s father. Then he understood. He and his wife have two more sons and a daughter. Ahmad was their firstborn.

      We asked the IDF Spokesperson’s Unit a number of questions. Why did the soldiers shoot Ala Raida and Ahmad Manasra with live ammunition? Why did they go on shooting at Manasra even after he tried to flee? Did the soldiers fire from the armored watchtower? Do the security cameras show that stones were indeed thrown? Were the soldiers in mortal danger?

      This was the IDF’s response to all these questions: “On March 21, a debriefing was held headed by the commander of the Judea and Samaria Division, Brig. Gen. Eran Niv, and the commander of the Etzion territorial brigade, Col. David Shapira, in the area of the event that took place on Thursday [actually, it was a Wednesday] at the Efrat junction and at the entrance to Bethlehem. From the debriefing it emerges that an IDF fighter who was on guard at a military position near the intersection spotted a suspect who was throwing stones at vehicles in the area and carried out the procedure for arresting a suspect, which ended in shooting. As a result of the shooting, the suspect was killed and another Palestinian was wounded.

      “The possibility is being examined that there was friction between Palestinians, which included stone-throwing.

      “The inquiry into the event continues, parallel to the opening of an investigation by the Military Police.”

      After the group of young people found what they were looking for – bloodstains of their friend, Ahmad – they reconstructed for us the events of that horrific evening. It was important for them to talk to an Israeli journalist. They’re the three who came out alive from the drive home after the wedding. One of them, Ahmad Manasra – he has the same name as the young man who was killed – wouldn’t get out of the car when we were there. He’s still traumatized. Wahib Manasra, the driver of the SUV, showed us where the stalled VW had been, and where they stopped when they saw a woman shouting for help.

      Soldiers and security cameras viewed us even now, from the watchtower, which is no more than 30 meters from the site. Wahib says that if there was stone-throwing, or if they had noticed soldiers, they wouldn’t have stopped and gotten out of the car. Raida, the wounded man, kept mumbling, “My daughters, my daughters,” when they approached him. He leaned on them and they put him in their car. By the time they reached the gas station down the road, he had lost consciousness. Before that, he again mumbled, “My daughters.”

      Wahib and the other Ahmad, the one who was alive, returned quickly from the hospital, which is just a few minutes from the site. But they could no longer get close to the scene, as a great many cars were congregated there. They got out of the car and proceeded on foot. A Palestinian ambulance went by. Looking through the window, Wahib saw to his horror his friend, Ahmad Manasra, whom they had left on the road with the woman and her girls, lying inside. He saw at once that Ahmad was dead.

      The Military Advocate General is to seek a sentence of three months’ community service for an Israeli soldier who shot and killed an innocent Palestinian, as part of a plea bargain signed with the solider.

      The 23-year-old victim, Ahmad Manasra, was helping a man who had been shot by the same soldier and seriously wounded. The soldier who killed Manasra was charged with negligent homicide, but was not charged for wounding the other man, although the first shooting is mentioned in the indictment.

      According to an eyewitness, the soldier fired six bullets at Manasra.

      The soldier has since been released from the Israel Defense Forces. The army did not respond to Haaretz’s query as to whether the soldier had continued in his combat role after the shooting.

      The plea bargain, which states that the soldier will be given a three-month prison sentence that he will serve as community service, will be brought before the military court in Jaffa on Monday. The deal also states that the soldier will be given a suspended sentence and will be demoted to the rank of private.

      This is the first time an indictment has been served against a soldier following the killing of a Palestinian since the case of Elor Azaria, who shot and killed a wounded and incapacitated assailant in Hebron in 2016.

      According to the July indictment, in March of 2019 Alaa Raayda, the 38-year-old Palestinian who was shot in the stomach and seriously wounded, was driving his car together with his wife and two daughters when another car crashed into them at a junction near the village of El-Hadar in the southern West Bank. The other car fled the scene, and Raayda left his vehicle and waved his hands at the other car. The indictment states that the solider thought that Raayda was throwing stones at Israeli vehicles and proceeded to shout warnings and fire into the air before shooting at him.

      However, in Raayda’s affidavit, he states that he was shot outside his vehicle without warning, which is an infraction of the rules of engagement.

      The indictment then states that Manasra came to Raayda’s aid, with three friends who had been on their way home with him after a wedding in Bethlehem. The three helped evacuate the wounded man to the hospital, while Manasra remained at the scene with Raayda’s wife and daughters to help them start their car. According to the indictment, Manasra was shot when he exited the car, and then shot again when he tried to flee the scene.

      The indictment also states that the soldier started shooting when he “mistakenly thought" that Manasra “was the stone-thrower he has seen earlier… although in fact the man who was killed had not thrown stones.”

      In response to the plea bargain, Manasra’s father, Jamal, told Haaretz: “In our religion it says you have to help everyone. Look what happened to my son when he tried to help – they shot him dead. It doesn’t matter how much I talked to Israeli television and newspapers, nothing helped.”

      Attorney Shlomo Lecker, who is representing the families of Raayda and Manasra, asked to appeal the plea bargain when it was issued last month. To this end, he asked for a letter summarizing the investigation, the reason the soldier had not been charged for shooting and wounding Raayda, and that the case had been closed. However, Lecker said the prosecutor in the case and the head of litigation, Major Matan Forsht, refused to give him the document. On Thursday, Lecker submitted his appeal against the plea bargain based on the facts in the indictment, but his request to postpone the hearing until after a decision on his petition was rejected.

      According to Lecker: “The higher echelons of the army convey a message to soldiers in the occupied territories that if they shoot Palestinians for no reason, killing and wounding them, the punishment will be three months of raking leaves” at the Kirya military base in Tel Aviv.

      The IDF Spokesperson’s Unit said that on the day of the shooting, “a warning had been received shortly before the shooting of a possible terror attack in the area,” adding that “the indictment was filed in the context of a plea bargain after a hearing. In the framework of the plea bargain the soldier is expected to take responsibility and admit to the facts of the indictment before the court."

      The plea agreement is subject to the approval of the military court and will be presented to it in the near future. In coming to a decision regarding the charges and the sentence, complex evidentiary and legal elements were taken into consideration, as well as the clear operational circumstances of the event, and the willingness of the soldier to take responsibility, the IDF said.

      The statement said that “contrary to the claims of the representative of the families of the killed and wounded men,” there has been an ongoing dialogue with him for a long time … thus the representative was informed of the negotiations and he was given the opportunity to respond. He also received a copy of the indictment and it was explained that he could convey any information he saw fit with regard to his clients, which would be brought before the military court when the plea bargain was presented. The hearing was also put off for a week at the request of the parties, which was filed at [Lecker’s] request.”

    Il existe effectivement un projet visant à déstabiliser Gaza, mais ce n’est pas une excuse pour frapper les manifestants.

    Il ne fait aucun doute que le mouvement Hamas a commis des erreurs à Gaza. Il a dirigé la bande de Gaza de manière partisane et sectaire, en faisant appel à ses loyalistes et en s’aliénant ses opposants, voire même ceux qui étaient neutres. Il s’est ainsi donné une longue ligne d’adversaires : cela commence à l’intérieur de Gaza avec les opposants locaux qui appartiennent au mouvement Fatah et certains groupes islamistes radicaux opposés au maintien du calme ; puis cela passe par Ramallah où l’Autorité palestinienne (AP) veut reprendre la mains sur la bande de Gaza à ses propres conditions, la principale étant de désarmer la résistance ; et cela se termine à Tel-Aviv, où l’État israélien d’occupation est de plus en plus inquiet de la résistance armée de Gaza, des missiles et des manifestations de masse.

    Malgré tous ces défis, rien ne peut justifier la façon très laide, insultante et brutale avec laquelle la police du Hamas a traité les manifestants alors que ceux-ci cherchaient à exprimer leur colère face à la dégradation des conditions de vie dans le territoire sous blocus. Ces manifestants utilisaient des moyens purement pacifiques pour protester contre les impôts et les taxes qui pèsent sur eux, l’inflation qui rendre la vie impossible et, plus important encore, le taux de chômage des jeunes de 60% ou plus qui les incite à prendre la mer et à risquer leur vie pour tenter de migrer.

    Le Hamas a raison de dire qu’il est confronté à un complot aux multiples facettes visant à remettre en cause son pouvoir à Gaza en déstabilisant le territoire et en le faisant exploser de l’intérieur. Le chef de l’Autorité palestinienne, Mahmoud Abbas, et ses assistants ne cachent pas leur intention d’atteindre cet objectif en multipliant les pressions sur les habitants de la bande de Gaza. C’est la raison pour laquelle ils ont largement rogné sur les salaires des fonctionnaires – y compris les partisans du Fatah -, forcé des milliers de personnes à prendre une retraite anticipée et cessé de payer la facture de carburant de la seule centrale électrique de la bande côtière. Israël – confronté à des missiles de plus en plus efficaces, des ballons et des cerfs-volants incendiaires, des Marches du retour et des dommages croissants à sa réputation internationale – est naturellement le principal comploteur.

    Chaque fois que j’appelais des parents ou des amis dans la bande de Gaza, quelle que soit leur conviction politique, ils se plaignaient de moments difficiles et de la difficulté à joindre les deux bouts. Mais tous, même les partisans du Fatah, étaient d’accord sur un point : le Hamas avait instauré la sécurité et mis fin à l’anarchie qui régnait avant sa prise du pouvoir par son célèbre coup de force de 2007.       For now it seems that the intimidation has done its job. The Hamas regime in Gaza succeeded in putting down the protests. But the immediate and cruel repression has managed to shock even those people who tend to take Hamas’ side in the conflict between Hamas and the Palestinian Authority, or who see the Ramallah leadership as primarily responsible – after Israel, of course – for the Gaza residents’ enormous distress.

      Hamas proved last week the extent to which it fears popular criticism, which at first wasn’t necessarily ideological or political. There is a tendency to believe that the Hamas leadership is more attentive to the public than the Fatah leadership. The former was given a chance to confirm this belief and score some points even among those who are not their ideological supporters. That opportunity was squandered.

      In response to the suppression of the demonstrations and the detention of journalists (23 of whom were arrested, with three still detained as of Monday), journalists received a message this week to boycott the March of Return demonstrations this Friday and not to report on them. “This will be a test of the youth movement,” a Gazan woman told Haaretz. “If they don’t attend the demonstrations and leave them just to the Hamas people, it will be another way to show their strength and the strength of the protest.”

      Despite the high price they’ve exacted in lives and in the health of Gazan residents and the functioning of the Strip’s health system, the March of Return demonstrations were seen as an act that gave meaning to the residents cooped up in the Strip, and as a political achievement for Hamas, which had organized a protest that reached the ears of the entire world. Therefore the readiness – even if it’s only talk – to boycott them as an act of protest indicates that Hamas cannot count forever on its monopoly as the leading force of resistance against the occupation.

      Hamas has proven that it clings to its status as the ruling party in Gaza, just as Fatah is clinging to its status as the ruling party in the West Bank enclaves. Just as the PA organized artificial demonstrations of support for Mahmoud Abbas, so did Hamas fashion rallies for itself over the past few days in Gaza, while blocking the authentic demonstrations. On Sunday it exploited the shooting and knifing attack at the Ariel junction to bring its supporters out into the streets. What it denies its opponents, it permits its supporters.

      The youth movement that initiated the demonstrations promised on Sunday to revive them, but it didn’t happen. Nevertheless, those I spoke with gave the impression that there’s no fear of speaking openly about what’s happening and to share the reports with others. The way Hamas security personnel beat demonstrators could be seen from the few video clips that were distributed, despite the confiscation of journalists’ and others’ cell phones. They are reminiscent of the videos taken at demonstrations in Iran – with telephones that were half hidden under clothing or handbags, or from behind screens.

      The total number of people arrested and those freed is not known and it’s doubtful if anyone will manage to calculate it. Nor is it known how many people are still being detained in police stations now. The talk of torture in detention was very scary. There were reports that some regular participants in the Friday demonstrations were among those detained and tortured. These reports are yet to be verified.

      When journalists are not free and don’t dare investigate events properly, the Palestinian human rights organizations operating in Gaza become even more important, particularly the Independent Palestinian Human Rights Commission, (which acts as the ombudsman of the PA and of the de facto government in Gaza), the Palestinian Center for Human Rights and the Al-Mezan Center for Human Rights. These are organizations that criticize the PA regime when necessary, and continuously document the Israeli violations of international law and human rights.

      During the wars and Israeli military attacks, their field investigators took risks to gather testimony and document the harshest of incidents. Shortly after the violent dispersal of the demonstrations in Gaza on Thursday, these organizations issued reports and condemnations – in Arabic and English – provided their counterpart organizations in Ramallah with regular information, and repeatedly sent out their people to take testimony.

      Here too the Hamas security apparatuses revealed their fear of the facts coming out; policemen attacked two senior officials of the Independent Palestinian Commission – Jamil Sarhan, director of the Gaza branch, and attorney Baker Turkmani. On Friday, in the context of their work, both of them were in the home of a journalist in the Dir al-Balah refugee camp, where the boldest demonstrations took place. Hamas policemen confiscated their cell phones and removed them from the house. When they were outside, in police custody, although their identities were known, other policemen beat them until they bled. Sarhan still suffers from a head wound.

      It didn’t stop there. Four researchers from three human rights organizations (the Palestinian Center for Human Rights, Al-Mezan and Al-Dameer) were arrested Saturday while collecting testimony and were taken for questioning. When the lawyer of the Palestinian Center went to the police to find out the reason for the arrests, he was also arrested. But the five were released a few hours later. These organizations and their people have proven in the past that they cannot be intimidated. So from Hamas’ perspective, the attempt to frighten them was foolish.

      It seems that the suppression of the demonstrations restored, if only for a short while, the emotional and ideological barrier that in the 1980s had separated the nationalist PLO groups and the Islamic organizations in the pre-Hamas era. The National and Islamic Forces, an umbrella body, convened Friday and called on Hamas to apologize to the public and release all the detainees.

      Hamas and Fatah have long refused to sit together at these meetings, at least at most of them, so this is an organization without teeth. But its importance as an umbrella body is that during times of crisis it brings together senior officials of various parties and movements, albeit not all of them, and provides some sort of platform for exchanging views and calming the situation when necessary.

      At this meeting, all the national organizations were present except for Hamas and Islamic Jihad. The absence of the latter is interesting; during past periods of tension between Hamas and Fatah, this small organization remained neutral and was a partner to the external efforts to reconcile between them. This time one could interpret their absence from the meeting as expressing support for Hamas’ repression – or as dependence on the large religious organization.

      Those who signed the meeting’s call for Hamas to apologize included the Popular Front, which is very close to Hamas when it comes to their criticism of the Oslo Accords and the PA. Although it has shrunk and no longer has prominent leaders or activists as in the past, it still benefits from its past glory, and its clear stance has symbolic value. Even if the demonstrators fear to return to protest for a lengthy period, the Hamas government has inflicted upon itself a powerful blow.

      Like a lot of people in my generation, I heard Dick Dale’s “Misirlou” for the first time in the opening credits of Quentin Tarantino’s “Pulp Fiction.” It was 1994, I was fourteen, and my friend Bobby, who had both a license and a car, had driven us to the fancy movie theatre, the one with the un-ripped seats and slightly artier films. We were aspiring aesthetes who dreamed of one day being described as pretentious; by Thanksgiving, we had made half a dozen trips to see “Pulp Fiction.” Each time “Miserlou” played—and Tarantino lets it roll on, uninterrupted, for over a minute—I gripped my cardboard tub of popcorn a little tighter. I simply could not imagine a cooler way to start a movie. “Misirlou” is only two minutes and fifteen seconds long, all told, but it communicates an extraordinary amount of menace. Dale yelps periodically, as if he’s being hotly pursued. One is left only with the sense that something terrible and great is about to occur.

Dale bought his first guitar used, for eight dollars, and paid it off twenty-five or fifty cents at a time. He liked Hank Williams’s spare and searching cowboy songs—his stage name is a winking homage to the cheekiness of the country-music circuit—but he was particularly taken by the effervescent and indefatigable drumming of Gene Krupa. His guitar style is rhythmic, prickly, biting: “That’s why I play now with that heavy staccato style like I’m playing drums,” he told the Miami New Times, in 2018. “I actually started playing on soup cans and flower pots while listening to big band.” When he was a senior in high school, his family moved from Massachusetts to El Segundo, California, so that his father, a machinist, could take a job at Howard Hughes’s aerospace company. That’s when Dale started surfing.

      As far as subgenres go, surf rock is fairly specialized: the term refers to instrumental rock music made in the first half of the nineteen-sixties, in southern California, in which reverb-laden guitars approximate, in some vague way, the sound of a crashing wave. Though it is tempting to fold in bands like the Beach Boys, who often sang about surfing, surf rock was wet and gnarly and unconcerned with romance or sweetness. The important part was successfully evincing the sensation of riding atop a rushing crest of water and to capture something about that experience, which was both tense and glorious: man versus sea, man versus himself, man versus the banality and ugliness of life on land. Its biggest question was: How do we make this thing sound the way that thing feels? Surfing is an alluring sport in part because it combines recklessness with grace. Dale’s music did similar work. It was as audacious as it was beautiful.

      For six months, beginning on July 1, 1961, Dale set up at the Rendezvous Ballroom, an old dance hall on the Balboa Peninsula, in Newport Beach, and tried to bring the wildness of the Pacific Ocean inside. His song “Let’s Go Trippin’,” which he started playing that summer, is now widely considered the very first surf-rock song. He recorded it in September, and it reached No. 60 on the Hot 100. His shows at the Rendezvous were often referred to as stomps, and they routinely sold out. It is hard not to wonder now what it must have felt like in that room: the briny air, a bit of sand in everyone’s hair, Dale shredding so loud and so hard that the windows rattled. He was messing around with reverb and non-Western scales, ideas that had not yet infiltrated rock music in any meaningful way. Maybe you took a beer outside and let his guitar fade into the sound of the surf. Maybe you stood up close, near a speaker, and felt every bone in your body clack together.

      Dale was left-handed, and he preferred to play a custom-made Fender Stratocaster guitar at an indecent volume. (After he exploded enough amplifiers, Fender also made him a custom amplifier—the Dick Dale Dual Showman.) His version of “Misirlou” is gorgeously belligerent. Though it feels deeply American—it is so heavy with the energy of teen-agers, hot rods, and wide suburban boulevards—“Misirlou” is in fact an eastern Mediterranean folk song. The earliest recorded version is Greek, from 1927, and it was performed in a style known as rebetiko, itself a complex mélange of Orthodox chanting, indigenous Greek music, and the Ottoman songs that took root in Greek cities during the occupation. (A few years back, I spent some time travelling through Greece for a Times Magazine story about indigenous-Greek folk music; when I heard “Misirlou” playing from a 78-r.p.m. record on a gramophone on the outskirts of Athens—a later, slower version, recorded by an extraordinary oud player named Anton Abdelahad—I nearly choked on my cup of wine.)

      That a song written at least a century before and thousands of miles away could leave me quaking in a movie theatre in suburban New York City in 1994 is so plainly miraculous and wonderful—how do we not toast Dale for being the momentary keeper of such a thing? He eventually released nine studio albums, beginning in 1962 and ending in 2001. (In 2019, he was still touring regularly and had new dates scheduled for this spring and summer.) There’s some footage of Dale playing “Misirlou” on “Later…with Jools Holland,” in 1996, when he was nearly sixty years old. His hair has thinned, and he’s wearing a sweatband across his forehead. A feathery earring hangs from one ear. The dude is going for it in a big way. It feels like a plume of smoke is about to start rising from the strings of his guitar. His fingers never stop moving. It’s hard to see the faces of the audience members, but I like to think that their eyes were wide, and they were thinking of the sea.

    The campaign included surveillance, kidnapping, detention and torture of Saudis, said the report published on Sunday citing the US officials who have read classified intelligence reports about the effort.

    American officials referred to it as the Saudi Rapid Intervention Group, the Times said.

    Here we go again: The Palestinians have 22 states and, poor us, we have only one. Benjamin Netanyahu isn’t the first to use this warped argument; it has been a cornerstone of Zionist propaganda that we’ve imbibed with our mothers’ milk. But he returned to it last week. “The Arab citizens have 22 states. They don’t need another one,” he said on Likud TV.

    If the Arab citizens of Israel have 22 countries, the state’s Jewish citizens have almost 200. If the prime minister meant that Arab citizens could move to Arab countries, it’s obvious that Jews are invited to return to their country of origin: Palestinians to Saudi Arabia and Jews to Germany.

    Netanyahu belongs in the United States much more than Ayman Odeh belongs in Yemen. Naftali Bennett will also find his feet in San Francisco much more easily than Ahmad Tibi in Mogadishu. Avigdor Lieberman belongs in Russia much more than Jamal Zahalka belongs in Libya. Aida Touma-Sliman is no more connected to Iraq than Ayelet Shaked, whose father was born there. David Bitan belongs to Morocco, his birthplace, much more than Mohammad Barakeh does.

Underlying it are the right wing’s claims that there is no Palestinian people, that the Palestinians aren’t attached to their land and that all Arabs are alike. There are no greater lies than these. The simple truth is that the Jews have a state and the Palestinians don’t.

    The Palestinians are the stepchildren of the Arab world. No country wants them and no Arab country hasn’t betrayed them. Try being a Palestinian in Egypt or Lebanon. An Israeli settler from Itamar is more welcome in Morocco than a Palestinian from Nablus.

    There are Arab states where Israeli Arabs, the Palestinians of 1948, are considered bigger traitors than their own Jews. A common language, religion and a few cultural commonalities don’t constitute a common national identity. When a Palestinian meets a Berber they switch to English, and even then they have very little in common.

    The suggestion that Israel’s Arab citizens move to those 22 states is despicable and mean, well beyond its reference to a common language. It portrays them as temporary guests here, casting doubt on the depth of their attachment to their land, “inviting” them to get out. The amazing thing is that the ones making such proposals are immigrants and sons of immigrants whose roots in this country still need to withstand the test of time.

    Palestinians are attached to this country no less than Jews are, possibly more so. It’s doubtful whether the hysterical clamoring for foreign passports would seize the Arab community as it did the Jewish one; everybody was suddenly of Portuguese descent. We can assume that there are more people in Tel Aviv dreaming of foreign lands than there are in Jenin. Los Angeles certainly has more Israelis than Palestinians.

    Hundreds of years of living here have consolidated a Palestinian love of the land, with traditions and a heritage – no settler can match this. Palestinians have za’atar (hyssop) and we have schnitzel. In any case, you don’t have to downplay the intensity of the Jewish connection to this country to recognize the depth of the Palestinian attachment to it.

    They have nowhere to go to and they don’t want to leave, which is more than can be said for some of the Jews living here. If, despite all their woes, defeats and humiliations they haven’t left, they never will. Too bad you can’t say the same thing about the country’s Jews. The Palestinians won’t leave unless they’re forcibly removed. Is this what the prime minister was alluding to?

    When American journalist Helen Thomas suggested that Jews return to Poland she was forced to resign. When Israel’s prime minister proposes the same thing for Arabs, he’s reflecting the opinion of the majority.

    From its inception, the Zionist movement dreamed of expelling the Palestinians from this country. At times it fought to achieve this. The people who survived the ethnic cleansing of 1948, the expulsions of 1967, the occupation and the devil’s work in general have remained here and won’t go anywhere. Not to the 22 states and not to any one of them. Only a Nakba II will get them out of here.

    There was much to celebrate last spring when Ariel Emanuel, the chief executive of the talent agency Endeavor, helped throw a splashy Hollywood party for Saudi Arabia’s crown prince, Mohammed bin Salman.

    The soiree, with guests including the Disney chief executive Robert A. Iger, the Amazon founder Jeff Bezos and the former N.B.A. star Kobe Bryant, took place as Saudi Arabia’s government investment fund was completing an agreement to invest $400 million in Mr. Emanuel’s firm. The deal was meant to finance Endeavor’s growth, while diversifying Saudi Arabia’s economy via the talent agency’s work in sports, events, modeling and television and film production.

    Less than a year after the star-studded party, Endeavor and Saudi Arabia have gone through a messy breakup, set in motion by the murder last October of the Saudi journalist Jamal Khashoggi.

    In recent weeks, Mr. Emanuel’s firm returned the $400 million investment, effectively severing Endeavor’s relationship with Saudi leaders, according to two people with knowledge of the transaction.

    It is one of the few instances of a major company halting business with the wealthy kingdom to protest its agents’ assassination of a journalist.

    Jessikka Aro, a Finnish investigative journalist, has faced down death threats and harassment over her work exposing Russia’s propaganda machine long before the 2016 U.S. presidential elections. In January, the U.S. State Department took notice, telling Aro she would be honored with the prestigious International Women of Courage Award, to be presented in Washington by Secretary of State Mike Pompeo.

    Weeks later, the State Department rescinded the award offer. A State Department spokesperson said it was due to a “regrettable error,” but Aro and U.S. officials familiar with the internal deliberations tell a different story. They say the department revoked her award after U.S. officials went through Aro’s social media posts and found she had also frequently criticized President Donald Trump.

    Maybe Mogadishu will turn out to be the source of hope. This war-torn city was the birthplace of the most promising U.S. congresswoman today.

    Ilhan Omar is not only one of the first two female Muslim members of the House of Representatives, she may herald a dramatic change in that body. “Hamas has entered the House,” Roseanne Barr was quick to cry out; “A black day for Israel,” tweeted Donald Trump. Neither Hamas nor a black day, but a glimmer of hope on Capitol Hill.

    Maybe, for the first time in history, someone will dare tell the truth to the American people, absorbing scathing accusations of anti-Semitism, without bowing her head. The chances of this happening aren’t great; the savage engine of the Jewish lobby and of Israel’s “friends” is already doing everything it can to trample her.

    The president mentioned removing her from the Senate Foreign Relations Committee, and Congress was set to pass a resolution, the second in one month, against uttering “anti-Semitic expressions,” specifically aimed at Omar’s statements.

    When will Americans and Europeans stop running scared every time someone screams “anti-Semitism”? Until when will Israel and the Jewish establishment succeed in exploiting (the existing) anti-Semitism as a shield against criticism? When will the world dare to distinguish between legitimate criticism of an illegitimate reality and anti-Semitism?

    The gap between these two is great. There is anti-Semitism one must fight, and there is criticism of Israel and the Jewish establishment it is imperative to support. Manipulations exercised by the Israeli propaganda machine and the Jewish establishment have managed to make the two issues identical.

    This is the greatest success of the Israeli government’s hasbara: Say one critical word about Israel and you’re labeled an anti-Semite. And labeled an anti-Semite, your fate is obvious. Omar has to break this cursed cycle. Is the young representative from Minnesota up for it? Can she withstand the power centers that have already mobilized against her in full force?

    Maybe it’s important that she knows there are people in Israel crossing fingers for her?

    Her success and that of her congressional colleagues, Rashida Tlaib from Michigan and Alexandria Ocasio-Cortez from New York, could be the first swallows that herald the coming of spring. This is the spring of freely expressing opinions about Israel in America. Cortez already asked this week why isn’t bigotry aimed at other groups condemned just like statements against Israel are.

    What, after all, has Omar said? That pro-Israel activists demand “allegiance to a foreign country”; that U.S. politicians support Israel because of money they receive from the pro-Israel lobby group AIPAC, and that “Israel hypnotized the world.” What is incorrect in these statements? Why is describing reality considered anti-Semitic?

    Jews have immense power in the U.S., far beyond the relative size of their community, and the blind support given by their establishment to Israel raises legitimate questions regarding dual loyalty. Their power derives from their economic success, their organizational skills and the political pressure they exert. Omar dared to speak about this.

    Just imagine what Israelis and Jews would feel if Muslim Americans had the same political, economic and cultural power Jews have. Such power, above all the intoxication with power that has seized hold of the Jewish establishment, comes with a price. Omar and her colleagues are trying to collect on it.

    Due to the Israel lobby, the U.S. does not know the truth about what is happening here. Congress members, senators and shapers of public opinion who are flown here ad nauseam see only Israeli victimhood and Palestinian terror, which apparently emerged out of nowhere. Islamists, Qassam rockets and incendiary balloons – not a word about occupation, expropriation, refugees and military tyranny. Questions such as where the money goes and whether it serves American interests are considered heresy. When talking about Israel one must not ask questions or raise doubts.

    This cycle has to be broken as well. It’s not right and it’s not good for the Jews. Omar is now trying to introduce a new discourse to Congress and to public opinion. Thanks to her and her colleagues there is a chance for a change in America. From Israel we send her our wishes for success.

      Why attack Congresswoman Ilhan Omar, who said that Congressional support for Israel has been bought by money from the American Israel Public Affairs Committee, at a time when someone who is very familiar with the lobby attests to its tremendous power. On the online news publication The Intercept, journalist Mehdi Hassan describes a meeting between Steven Rosen, a former president of AIPAC, and journalist Jeffrey Goldberg in 2005. “You see this napkin?” asked Rosen. “In 24 hours, we could have the signatures of 70 senators on this napkin.”

      That’s corrupting power, which should cause any decent Jew to lose sleep. After all, we’re not talking about a poor country, to which policy can be dictated, whether by force or with money. We’re talking about the world’s biggest superpower. We’re also talking about 70 senators out of 100 – 70 percent of the Senate is in AIPAC’s pocket.

      So what would happen if the situation were reversed, and neo-Nazism, which according to U.S. President Donald Trump also includes good people, were to assume senior positions? Would the Jews then be blamed for all the ills of the United States?

      At the moment I feel for Congresswoman Ilhan, who thought she was living in a democratic country, and that she could report to the public about what she sees. We can assume that a few years ago Omar was able to observe Republican candidates knocking on the door of far-right mogul Sheldon Adelson, asking for his support – his monetary support, of course.

      I assume that Omar also noticed the strange phenomenon which, with the exception of Gideon Levy, almost nobody in Israel noticed: that all the senior members of the White House Middle East team are Jews, and not leftist, Peace Now Jews, God forbid, but right-wing, Habayit Hayehudi Jews. The poor Palestinians were unable to comment on that for fear of AIPAC, which is responsible for putting “anti-Semite” stickers on anyone who dares criticize Israel.

      Now President Trump is angry at Omar. “I think she should be ashamed of herself. I think it was a terrible statement,” he said. But Trump has apparently forgotten that on the eve of his election in 2015 he told the participants at a convention of the Republican Jewish Coalition: “You’re not going to support me because I don’t want your money.”

      Trump’s statement included the two most benighted elements that anti-Semites have attributed to Jews for hundreds of years: money and control. That statement, about which Chemi Shalev wrote at the time: “As though the Jews are incapable of supporting a candidate whom they can’t buy,” was met here by almost total silence. How do they say it in Arabic: “The blows of the beloved are like raisins.”

      Now Omar, after the witch hunt surrounding her, has retreated from her tweet. She will have to work hard to prove that she’s not anti-Semitic, and that what she sees is actually an illusion. The truth must be told: Her retreat is a mark of Cain on the forehead of reasonable Jews, both in Israel and the United States. After all, cleaning the stables of the ills of the Israeli right is mainly the job of reasonable Jews.

      Why impose that job on Omar? Why outsource the dirty work to the gentiles, instead of buckling down and taking action. And starting, for example, by sending tens of thousands of signatures on postcards saying: We support you, Ilhan the heroine.

      And if not, Ilhan will yet say to herself: Why do I need another headache? And retreat to her home. Whereas you, Jewish democrats, will continue to obey the orders of the insane alliance of the Israeli and American right, and continue to send your sons on terrible missions in the occupied territories. And if TV news anchor Oshrat Kotler says that it’s because of the occupation – you’ll stone her, instead of stoning the occupation. Only the occupation could produce such genius.

  • An Interview with Ryszard Kapuscinski: Writing about Suffering

    Wolfe:

    Were you trained as a journalist? Kapuscinski: No, never. I started in journalism in 1950 — I was 18, just finishing secondary school, and the newspaper people came to ask me to work. I learned journalism through practice.

    Wolfe: How would you describe your genre?

    Kapuscinski: It’s very difficult to describe. We have such a mixture now, such a fusion of different genres… in the American tradition you would call it New Journalism. This implies writing about the facts, the real facts of life, but using the techniques of fiction writing. There is a certain difference in my case, because I’m trying to put more elements of the essay into my writing… My writing is a combination of three elements. The first is travel: not travel like a tourist, but travel as exploration, as concentration, as a purpose. The second is reading literature on the subject: books, articles, scholarship. The third is reflection, which comes from travel and reading. My books are created from a combination of these three elements.

    Wolfe:When did the idea of Aesopian writing enter into the genre, the idea of putting layers into official texts?

    Kapuscinski: Well, this is not a new thing — it was a nineteenth-century Russian tradition. As for us, we were trying to use all the available possibilities, because there wasn’t any underground. Underground literature only began in the 70s, when technical developments made it possible. Before that, we were involved in a game with the censors. That was our struggle. The Emperor is considered to be an Aesopian book in Poland and the Soviet Union. Of course it’s not about Ethiopia or Haile Selassie — rather, it’s about the Central Committee of the Communist Party. The First Secretary at the time was named Gierek, and he was very much the emperor with his court, and everybody read the book as being about him and the Central Committee.

    Wolfe: But you didn’t write explicitly about the Central Committee.

    Kapuscinski: No, but of course the authorities knew what it was about, and so it had a very small circulation, and it was forbidden to turn it into a film or a play. Aesopian language was used by all of us. And of course, using this language meant having readers who understood it.

    Cohen: The other day we were discussing the crisis of readership, and wondering whether people were still capable of doing the double reading, of taking apart a text that has been written in a complicated way.

    Kapuscinski: The limitation of sources under the Communists had a very political effect on reading. People had just one book, and nothing else — no television or other diversions — so they just read the same book very carefully several times. Readership was high, and very attentive. It was people’s only source of knowledge about the world. You have to understand that the tradition of Russian literature — and Russians are great readers — is also an eastern tradition of learning poetry and prose by heart. This is the most intimate relationship between literature and its readers: they treat the text as a part of themselves, as a possession. This art of reading, reading the text behind the text, is missing now.

    Cohen: When did you first arrive on the African continent?

    Kapuscinski:My first trip to Africa came when the first countries south of the Sahara became independent, in 1958. Ghana was the first African country I visited. I wrote a series of reports about Nkumrah and Lumumba. My second trip was just two years later, when I went to cover the events surrounding the independence of the Congo. At that time, I was not allowed to go to Kinshasa — it was Leopoldville at that time — but I crossed the Sudan-Congo border illegally with a Czech journalist friend, since there was nobody patrolling it. And I went to Kisangani, which was called Stanleyville then.

    Cohen: Were you in Leopoldville during the actual transfer[1]?

    Kapuscinski:No, afterwards. It was a moment of terrible international tension. I remember the atmosphere of danger: there was the expectation that the Congo might begin a new world war. I say this today and people just smile. But that’s why everybody was so nervous: Russians were going there, Americans were going there, the French, the United Nations… I remember one moment at the airport in Kisangani, thinking that Soviet planes were coming — all the journalists were there, and we all expected it to happen.

    Cohen: At that time, in the early 1960s, there weren’t more than three regular American journalists covering Africa.

    Kapuscinski:There were very few, because most correspondents came from the former colonial powers — there were British, French, and a lot of Italians, because there were a lot of Italian communities there. And of course there were a lot of Russians.

    Wolfe: Was there competition among this handful of people?

    Kapuscinski: No, we all cooperated, all of us, East and West, regardless of country, because the working conditions were really terrible. We had to. We always moved in groups from one coup d’état to another, from one war to another… So if there was a coup d’état of leftist orientation in some country I took my Western colleagues with me and said “look, let them come in,” and if there was one of rightist orientation they took me, saying “no, he’s okay, give him a visa please, he’s going with us, he’s our friend,” and so on. I didn’t compete with the New York Times, for example, because the Polish press agency is a small piece of cake, not important. And because conditions were so hard. For example, to send the news out, there was no e-mail, nothing: telex was the only means, but telex was very rare in Africa. So if somebody was flying to Europe, we gave him correspondence, to send after he arrived. I remember that during the period leading up to independence in Angola in 1975, I was the only correspondent there at all for three months. I was in my hotel room when somebody knocked on my door - I opened it, and a man said, “I’m the New York Times correspondent.” The official independence celebration was going to be held over four or five days, and a group of journalists from all over the world was allowed to fly in, because Angola was closed otherwise. So he said, “I’m sorry, but I’m the new man here, and I heard you’ve been here longer, and I have to write something from Angola, and this is the article I have to send to the New York Times. Could you kindly read it and correct things which are not real?” And he brought a bottle of whiskey. And whiskey was something which was absolutely marvelous, because there was nothing: no cigarettes, no food, nothing…The difference at that time, in comparison with today, was that this was a group of highly specialized people. They were real Africanists, and not only from experience. If you read articles from that time in Le Monde, in the Times, you’ll find that the authors really had background, a knowledge of the subject. It was a very highly qualified sort of journalism — we were all great specialists.

    Woodford: Professor Piotr Michalowski[2] says that when he was growing up in Poland, people lived through your reports in a very special way: they were like a big, exotic outlet, given the state of world politics. People of all ranks and stations followed these adventures. When you went back, did regular Poles, non-educated people, also want you to tell them about what it was like to see these things?

    Kapuscinski:Yes, very much so. They were very interested in what I was writing. This was a unique source of information, and Africa held incomparably greater interest for them at that time than it does now. People were really interested in what was going on because of the international context of the Cold War.

    Wolfe: What did the Poles know about Africa?

    Kapuscinski: They had very limited knowledge. This was very typical of the European understanding of Africa, which is full of stereotypes and biases. Nevertheless, there was a certain fascination with Africa. Maybe it has something to do with our literature: we have Conrad’s Heart of Darkness, for example, and Conrad is considered in Poland as a Polish writer. The similarity between Africa and Poland - and this is an argument I have always had with people in Africa - is that we were also a colonized country. We were a colony for 130 years. We lost independence at the end of the 18th century, and only regained it in 1918, after the First World War. We were divided between three colonial powers - Russia, Prussia, and Austria. There’s a certain similarity of experience. I’ve often quarreled with African friends about this. I’ve asked, “How long were you colonized?” "Eighty years," they’ve answered, and I’ve responded, “We were colonized 50 years longer, so what can you say about colonialism? I’ll tell you what colonial experience is.” And they’re shocked. But though there is a similarity of experience, the common people are not conscious of this.

    Wolfe: At the end of the Copernicus Lecture, you said that you wrote Imperium because it was important to bring a Polish way of seeing things to your topic. How did you come to a sense that there was a Polish way of seeing things? Did it emerge from your experiences in Africa, or in relationship to Russia?

    Kapuscinski: It developed in relation to Russia in particular. Our history, the history of Polish-Russian relations, is very tragic, very harrowing. There has been a lot of suffering on our side, because Stalin killed all our intelligentsia. It wasn’t just that he killed 100,000 people, it was that he purposely killed the 100,000 who were our only intelligentsia… When I started writing Imperium, I had a problem with my conscience, because if I wrote strictly from the point of view of this Polish experience, the book would be completely unacceptable and incomprehensible to the Western reader…So I had to put aside our Polish experience, and to find an angle, an objective way of writing about Russia.

    Wolfe: Isn’t there something inherently difficult in writing about suffering? How does one go back and forth between a sense of causation in daily suffering on the one hand, and an understanding of the purges as a social phenomenon, on the other? How does one attempt to understand the cultural propensity of Russians to suffer?

    Kapuscinski: There is a fundamental difference between the Polish experience of the state and the Russian experience. In the Polish experience, the state was always a foreign power. So, to hate the state, to be disobedient to the state, was a patriotic act. In the Russian experience, although the Russian state is oppressive, it is their state, it is part of their fabric, and so the relation between Russian citizens and their state is much more complicated. There are several reasons why Russians view the oppressive state positively. First of all, in Russian culture, in the Russian Orthodox religion, there is an understanding of authority as something sent by God. This makes the state part of the sacred… So if the state is oppressive, then it is oppressive, but you can’t revolt against it. The cult of authority is very strong in Russian society.

    Wolfe: But what is the difference between Soviet suffering and something like the battle of the Marne, the insanity of World War I and trench warfare?

    Kapuscinski: It’s different. In the First World War, there was the sudden passion of nationalism, and the killing took place because of these emotions. But the Soviet case is different, because there you had systematic murder, like in the Holocaust. Ten or 12 million Ukrainian peasants were purposely killed by Stalin, by starvation, in the Ukrainian hunger of 1932-3…It was a very systematic plan… In modern Russia, you have no official, formal assessment of this past. Nobody in any Russian document has said that the policy of the Soviet government was criminal, that it was terrible. No one has ever said this.

    Woodford: But what about Khrushchev in 1956?

    Kapuscinski: I’m speaking about the present. Official Russian state doctrine and foreign policy doesn’t mention the Bolshevik policy of expansion. It doesn’t condemn it. If you ask liberal Russians - academics, politicians - if Russia is dangerous to us, to Europe, to the world, they say: “No, it’s not dangerous, we’re too weak, we have an economic crisis, difficulties with foreign trade, our army is in a state of anarchy…” That is the answer. They are not saying: “We will never, ever repeat our crimes of expansionism, of constant war.” No, they say: “We are not dangerous to you, because right now we are weak.”

    Cohen:

    When Vaclav Havel was president of Czechoslovakia, he was asked whether the state would take responsibility for the deaths, the oppression, the confiscations of the previous governments of Czechoslovakia, and he said “yes.” The same questions were asked in South Africa of the Mandela government. And I think Poland is now struggling with how much responsibility the government will have to take for the past. But the Russian official response has been that Stalin can be blamed for everything.

    Kapuscinski:This is a very crucial point: there is a lack of critical assessment of the past. But you have to understand that the current ruling elite is actually the old ruling elite. So they are incapable of a self-critical approach to the past.

    Polish-born journalist Ryszard Kapuscinski worked as an African correspondent for various Polish periodicals and press agencies from 1958 to 1980. In his book Imperium (Granta Books, 1994), he turns a journalist’s eye onto the Russian state, and the effects of authoritarianism on everyday Russian life. Kapuscinski delivered his November, 1997 Copernicus lecture: "The Russian Puzzle: Why I Wrote Imperium at the Center for Russian and East European Studies. During his visit, he spoke with David Cohen (International Institute); John Woodford (Executive Editor of Michigan Today ); and Thomas Wolfe (Communications).     The dream that came true, in the form of a two-inch water line, was too good to be true. For about six months, 12 Palestinian West Bank villages in the South Hebron Hills enjoyed clean running water. That was until February 13, when staff from the Israeli Civil Administration, accompanied by soldiers and Border Police and a couple of bulldozers, arrived.

    The troops dug up the pipes, cut and sawed them apart and watched the jets of water that spurted out. About 350 cubic meters of water were wasted. Of a 20 kilometer long (12 mile) network, the Civil Administration confiscated remnants and sections of a total of about 6 kilometers of piping. They loaded them on four garbage trucks emblazoned with the name of the Tel Aviv suburb of Ramat Gan on them.

    The demolition work lasted six and a half hours. Construction of the water line network had taken about four months. It had been a clear act of civil rebellion in the spirit of Mahatma Gandhi and Martin Luther King against one of the most brutal bans that Israel imposes on Palestinian communities in Area C, the portion of the West Bank under full Israeli control. It bars Palestinians from hooking into existing water infrastructure.

    The residential caves in the Masafer Yatta village region south of Hebron and the ancient cisterns used for collecting rainwater confirm the local residents’ claim that their villages have existed for decades, long before the founding of the State of Israel. In the 1970s, Israel declared some 30,000 dunams (7,500 acres) in the area Firing Range 918.

    In 1999, under the auspices of the negotiations between Israel and the Palestinian Authority, the army expelled the residents of the villages and demolished their structures and water cisterns. The government claimed that the residents were trespassing on the firing range, even though these were their lands and they have lived in the area long before the West Bank was captured by Israel.

    When the matter was brought to the High Court of Justice, the court approved a partial return to the villages but did not allow construction or hookups to utility infrastructure. Mediation attempts failed, because the state was demanding that the residents leave their villages and live in the West Bank town of Yatta and come to graze their flocks and work their land only on a few specific days per year.

    But the residents continued to live in their homes, risking military raids and demolition action — including the demolition of public facilities such as schools, medical clinics and even toilets. They give up a lot to maintain their way of life as shepherds, but could not forgo water.

    “The rainy season has grown much shorter in recent years, to only about 45 days a year,” explained Nidal Younes, the chairman of the Masafer Yatta council of villages. “In the past, we didn’t immediately fill the cisterns with rainwater, allowing them to be washed and cleaned first. Since the amount of rain has decreased, people stored water right away. It turns out the dirty water harmed the sheep and the people.”

    Because the number of residents has increased, even in years with abundant rain, at a certain stage the cisterns ran dry and the shepherds would bring in water by tractor. They would haul a 4 cubic meter (140 square foot) tank along the area’s narrow, poor roads — which Israel does not permit to have widened and paved. “The water has become every family’s largest expense,” Younes said.

    In the village of Halawa, he pointed out Abu Ziyad, a man of about 60. “I always see him on a tractor, bringing in water or setting out to bring back water.”

    Sometimes the tractors overturn and drivers are injured. Tires quickly wear out and precious work days go to waste. “We are drowning in debt to pay for the transportation of water,” Abu Ziyad said.

    In 2017, the Civil Administration and the Israeli army closed and demolished the roads to the villages, which the council had earlier managed to widen and rebuild. That had been done to make it easier to haul water in particular, but also more generally to give the villages better access.

    The right-wing Regavim non-profit group “exposed” the great crime committed in upgrading the roads and pressured the Civil Administration and the army to rip them up. “The residents’ suffering increased,” Younes remarked. “We asked ourselves how to solve the water problem.”

    The not very surprising solution was installing pipes to carry the water from the main water line in the village of Al-Tuwani, through privately owned lands of the other villages. “I checked it out, looking to see if there was any ban on laying water lines on private land and couldn’t find one,” Younes said.

    Work done by volunteers

    The plumbing work was done by volunteers, mostly at night and without heavy machinery, almost with their bare hands. Ali Debabseh, 77, of the village of Khalet al-Daba, recalled the moment when he opened the spigot installed near his home and washed his face with running water. “I wanted to jump for joy. I was as happy as a groom before his wedding.”

    Umm Fadi of the village of Halawa also resorted to the word “joy” in describing the six months when she had a faucet near the small shack in which she lives. “The water was clean, not brown from rust or dust. I didn’t need to go as far as the cistern to draw water, didn’t need to measure every drop.”

    Now it’s more difficult to again get used to being dependent on water dispensed from tanks.

    The piping and connections and water meters were bought with a 100,000 euro ($113,000) European donation. Instead of paying 40 shekels ($11) per cubic meter for water brought in with water tanks, the residents paid only about 6 shekels for the same amount of running water. Suddenly they not only saved money, but also had more precious time.

    The water lines also could have saved European taxpayers money. A European project to help the residents remain in their homes had been up and running since 2011, providing annual funding of 120,000 euros to cover the cost of buying and transporting drinking water during the three summer months for the residents (but not their livestock).

    The cost was based on a calculation involving consumption of 750 liters per person a month, far below the World Health Organization’s recommended quantity. There are between 1,500 and 2,000 residents. The project made things much easier for such a poor community, which continued to pay out of its own pocket for the water for some 40,000 sheep and for the residents’ drinking water during the remainder of the year. Now that the Civil Administration has demolished the water lines, the European donor countries may be forced to once again pay for the high price of transporting water during the summer months, at seven times the cost.

    For its part, the Civil Administration issued a statement noting that the area is a closed military zone. “On February 13,” the statement said, “enforcement action was taken against water infrastructure that was connected to illegal structures in this area and that were built without the required permits.”

    Ismail Bahis should have been sorry that the pipes were laid last year. He and his brothers, residents of Yatta, own water tankers and were the main water suppliers to the Masafer Yatta villages. Through a system of coupons purchased with the European donation, they received 800 shekels for every shipment of 20 cubic meters of water. But Bahis said he was happy he had lost out on the work.

    “The roads to the villages of Masafer Yatta are rough and dangerous, particularly after the army closed them,” he said. “Every trip of a few kilometers took at least three and a half hours. Once I tipped over with the tanker. Another time the army confiscated my brother’s truck, claiming it was a closed military zone. We got the truck released three weeks later in return for 5,000 shekels. We always had other additional expenses replacing tires and other repairs for the truck.

    Nidal Younes recounted that the council signed a contract with another water carrier to meet the demand. But that supplier quit after three weeks. He wouldn’t agree to drive on the poor and dangerous roads.

    On February 13, Younes heard the large group of forces sent by the Civil Administration beginning to demolish the water lines near the village of Al-Fakhit. He rushed to the scene and began arguing with the soldiers and Civil Administration staff.

    Border Police arrests

    Border Police officers arrested him, handcuffed him and put him in a jeep. His colleague, the head of the Al-Tuwani council, Mohammed al-Raba’i, also approached those carrying out the demolition work to protest. “But they arrested me after I said two words. At least Nidal managed to say a lot,” he said with a smile that concealed sadness.

    Two teams carried out the demolition work, one proceeding toward the village of Jinbah, to the southeast, the second advanced in the direction of Al-Tuwani, to the northwest. They also demolished the access road leading to the village of Sha’ab al-Butum, so that even if Bahis wanted to transport water again, he would have had to make a large detour to do so.

    Younes was shocked to spot a man named Marco among the team carrying out the demolition. “I remembered him from when I was a child, from the 1980s when he was an inspector for the Civil Administration. In 1985, he supervised the demolition of houses in our village, Jinbah — twice, during Ramadan and Eid al-Fitr [marking the end of the Ramadan holy month],” he said.

    “They knew him very well in all the villages in the area because he attended all the demolitions. The name Marco was a synonym for an evil spirit. Our parents who saw him demolish their homes, have died. He disappeared, and suddenly he has reappeared,” Younes remarked.

    Marco is Marco Ben-Shabbat, who has lead the Civil Administration’s supervision unit for the past 10 years. Speaking to a reporter from the Israel Hayom daily who accompanied the forces carrying out the demolition work, Ben-Shabbat said: “The [water line] project was not carried out by the individual village. The Palestinian Authority definitely put a project manager here and invested a lot of money.”

    More precisely, it was European governments that did so.

    From all of the villages where the Civil Administration destroyed water lines, the Jewish outposts of Mitzpeh Yair and Avigayil can be seen on the hilltops. Although they are unauthorized and illegal even according to lenient Israeli settlement laws, the outposts were connected almost immediately to water and electricity grids and paved roads lead to them.

    “I asked why they demolished the water lines,” Nidal Younes recalled. He said one of the Border Police officers answered him, in English, telling him it was done “to replace Arabs with Jews.”

      When I wrote my questions and asked the spokesperson’s office of the Coordinator of Government Activities in the Territories to explain the destruction of the water pipelines in the Palestinian villages southeast of Yatta, on February 13, my fingers started itching wanting to type the following question: “Tell me, aren’t you ashamed?” You may interpret it as a didactic urge, you can see it as a vestige of faith in the possibility of exerting an influence, or a crumb of hope that there’s somebody there who doesn’t automatically carry out orders and will feel a niggling doubt. But the itching in my fingers disappeared quickly.

      This is not the first time that I’m repressing my didactic urge to ask the representatives of the destroyers, and the deprivers of water, if they aren’t ashamed. After all, every day our forces carry out some brutal act of demolition or prevent construction or assist the settlers who are permeated with a sense of racial superiority, to expel shepherds and farmers from their land. The vast majority of these acts of destruction and expulsion are not reported in the Israeli media. After all, writing about them would require the hiring of another two full-time reporters.

      These acts are carried out in the name of every Israeli citizen, who also pays the taxes to fund the salaries of the officials and the army officers and the demolition contractors. When I write about one small sampling from among the many acts of destruction, I have every right as a citizen and a journalist to ask those who hand down the orders, and those who carry them out: “Tell me, can you look at yourself in the mirror?”

      But I don’t ask. Because we know the answer: They’re pleased with what they see in the mirror. Shame has disappeared from our lives. Here’s another axiom that has come down to us from Mount Sinai: The Jews have a right to water, wherever they are. Not the Palestinians. If they insist on living outside the enclaves we assigned to them in Area A, outside the crowded reservations (the city of Yatta, for example), let them bear the responsibility of becoming accustomed to living without water. It’s impossible without water? You don’t say. Then please, let the Palestinians pay for water that is carried in containers, seven times the cost of the water in the faucet.

      It’s none of our business that most of the income of these impoverished communities is spent on water. It’s none of our business that water delivery is dangerous because of the poor roads. It’s none of our business that the Israel Defense Forces and the Civil Administration dig pits in them and pile up rocks – so that it will be truly impossible to use them to transport water for about 1,500 to 2,000 people, and another 40,000 sheep and goats. What do we care that only one road remains, a long detour that makes delivery even more expensive? After all, it’s written in the Torah: What’s good for us, we’ll deny to others.

      I confess: The fact that the pyramid that carries out the policy of depriving the Palestinians of water is now headed by a Druze (Brig. Gen. Kamil Abu Rokon, the Coordinator of Government Activities in the Territories) made the itching in my fingers last longer. Maybe because when Abu Rokon approaches the faucet, he thinks the word “thirsty” in the same language used by the elderly Ali Dababseh from the village of Khalet al-Daba to describe life with a dry spigot and waiting for the tractor that will bring water in a container. Or because Abu Rokon first learned from his mother how to say in Arabic that he wants to drink.

      But that longer itching is irrational, at least based on the test of reality. The Civil Administration and COGAT are filled with Druze soldiers and officers whose mother tongue is Arabic. They carry out the orders to implement Israel’s settler colonial policy, to expel Palestinians and to take over as much land as possible for Jews, with the same unhesitant efficiency as their colleagues whose mother tongue is Hebrew, Russian or Spanish.

      Of all the Israeli methods of removing Palestinians from their land in order to allocate it to Jews from Israel and the Diaspora, the policy of water deprivation is the cruelest. And these are the main points of this policy: Israel does not recognize the right of all the human beings living under its control to equal access to water and to quantities of water. On the contrary. It believes in the right of the Jews as lords and masters to far greater quantities of water than the Palestinians. It controls the water sources everywhere in the country, including in the West Bank. It carries out drilling in the West Bank and draws water in the occupied territory, and transfers most of it to Israel and the settlements.

      The Palestinians have wells from the Jordanian period, some of which have already dried up, and several new ones from the past 20 years, not as deep as the Israeli ones, and together they don’t yield sufficient quantities of water. The Palestinians are therefore forced to buy from Israel water that Israel is stealing from them.

      Because Israel has full administrative control over 60 percent of the area of the West Bank (among other things it decides on the master plans and approves construction permits), it also forbids the Palestinians who live there to link up to the water infrastructure. The reason for the prohibition: They have no master plan. Or that’s a firing zone. And of course firing zones were declared on Mount Sinai, and an absence of a master plan for the Palestinian is not a deliberate human omission but the act of God.

    The Palestinian Health Ministry in the besieged Gaza Strip has reported that Israeli soldiers killed, Friday, a child, and injured 41 other Palestinians, including a medic, after retorting to the excessive use of force against the Great Return March processions.

    Dr. Ashraf al-Qedra, the spokesperson of the Health Ministry in Gaza, has reported that a child, identified as Yousef Sa’id ad-Daya , 14, suffered a life-threatening injury, after the soldiers shot him with a life round in the heart.

    He said that the child’s heart stopped, and the urgent care physicians managed to revive it, but he remained in a critical condition until he succumbed to his wounds. Yousef was from the Zeitoun neighborhood, in of Gaza city.

    Dr. al-Qedra stated that the soldiers shot 26 Palestinians with live fire, and added that two other Palestinians suffered serious injuries.

    One of the wounded Palestinians is a volunteer medic, identified as Fares al-Qedra, who was shot with a gas bomb in the head, east of Khan Younis, in southern Gaza Strip. (...)

  • When the Camera Was a Weapon of Imperialism. (And When It Still Is.)

    I first saw the photograph some years ago, online. Later, I tracked it down to its original source: “In Afric’s Forest and Jungle: Or Six Years Among the Yorubans,” a memoir published in 1899 by the Rev. R.H. Stone. It shows a crowd in what is now Nigeria, but what was then Yorubaland under British colonial influence. The caption below the photograph reads: “A king of Ejayboo. Governor of Lagos on right. For years the rulers of this fierce tribe made the profession of Christianity a capital crime.” This description is familiar in tone from anthropological literature of the period, though the photograph is hard to date precisely. “Ejayboo” is what we would nowadays spell as “Ijebu,” a subgroup of Yoruba. That catches my attention: I am Yoruba and also Ijebu. This picture is a time capsule from a world to which I am connected but had not seen before, a world by colonial encounter.

    By the middle of the 19th century, through treaties and threats of force, the British had wrested control of the coastal city Lagos from its king. They then turned their efforts to improving access to the goods and services in the Yoruba hinterland. The Yoruba were already by that time a populous and diverse ethnic group, full of rivalrous kingdoms large and small, some friendly to the British, others less so.

    Stone, a Virginian sent by the Southern Baptist Convention, lived among them — lived among us — for two spells, in 1859-63 and 1867-69, before, during and after the American Civil War. He had this to say about Yoruba people: “They are reasonable, brave and patriotic, and are capable of a very high degree of intellectual culture.” It is praise, but must be understood in the context of a statement he makes earlier in his book about living “among the barbarous people” of that part of the world. In any case, the Ijebu in the mid-19th century were largely wealthy traders and farmers who did not want to give the British right of way to the interior of the country; only through diplomacy, subterfuge and violence were they finally overcome.

    This photograph was made in the aftermath. The white governor of Lagos — based on the plausible dates, it is probably John Hawley Glover — sits under an enormous umbrella. On one side of him is another high-ranking colonial officer. On the other side is the Ijebu king, or oba, probably the Awujale of the Ijebu kingdom, Oba Ademuyewo Fidipote.

    The oba wears a beaded crown, but the beads have been parted and his face is visible. This is unusual, for the oba is like a god and must be concealed when in public. The beads over his face, with their interplay of light and shadow, are meant to give him a divine aspect. Why is his face visible in this photograph? Some contravention of customary practice has taken place. The dozens of men seated on the ground in front of him are visibly alarmed. Many have turned their bodies away from the oba, and several are positioned toward the camera, not in order to look at the camera but in order to avoid looking at the exposed radiance of their king.

    The invention of the daguerreotype was announced in 1839. By the 1840s, photography had spread like wildfire and become a vital aspect of European colonialism. It played a role in administrative, missionary, scientific and commercial activities. As the Zimbabwean novelist Yvonne Vera put it: “The camera has often been a dire instrument. In Africa, as in most parts of the dispossessed, the camera arrives as part of the colonial paraphernalia, together with the gun and the bible. ...”

    Photography in colonialized societies was not only a dire instrument. Subject peoples often adopted photography for their own uses. There were, for instance, a number of studios in Lagos by the 1880s, where elites could go to pose for portraits. But such positive side effects aside, photography during colonial rule imaged the world in order to study, profit from and own it. The colonial gaze might describe as barbarous both the oba’s beaded crown and his regal right to conceal himself. This was one of the repeated interactions between imperial powers and the populations that they sought to control: The dominant power decided that everything had to be seen and cataloged, a task for which photography was perfectly suited. Under the giant umbrella of colonialism, nothing would be allowed to remain hidden from the imperial authorities.

    Imperialism and colonial photographic practices both flourished in the 19th century, and both extended themselves, with cosmetic adaptations, into the 20th. In 1960, during the horrific French war on Algeria, the French military assigned a young soldier, Marc Garanger, to photograph people in an internment camp in the Kabylia region of Northern Algeria. Thousands of people had been confined in the region under armed guard, and the French military commander had decreed that ID cards were mandatory. A picture of each prisoner was required. Many of the women were forced to remove their veils. These were women who did not wish to be seen, made to sit for photographs that were not for them. (Photography played a different military role in the numerous aerial reconnaissance missions by the French, which resulted in thousands of negatives mapping the region.)

    Garanger’s photographs both record an injustice and occasion it. His alternative, not an easy one, would have been to refuse the order and go to prison. His pictures show us what we ought not to see: Young and old women, their hair free flowing or plaited, one face after the other, in the hundreds. They collectively emanate refusal. The women of Kabylia look through the photographer, certainly not considering him an ally. Their gazes rise from the surface of the photograph, palpably furious.

    When we speak of “shooting” with a camera, we are acknowledging the kinship of photography and violence. The anthropological photographs made in the 19th century under the aegis of colonial powers are related to the images created by contemporary photojournalists, including those who embed with military forces. Embedding is sometimes the only way to get a direct record, no matter how limited, of what is happening in an armed conflict. On occasion such an arrangement leads to images whose directness displeases the authorities, but a more common outcome has been that proximity to an army helps bolster the narrative preferred by the army.

    Still, photographic reportage has the power to quicken the conscience and motivate political commitments. Examples abound of photographs acting as catalysts in the public’s understanding of vital issues, from the images of Bergen-Belsen in 1945 to the photograph of the Syrian toddler Alan Kurdi in 2015. And yet, perhaps even more insistently, on a day-by-day, week-by-week basis, photography implicitly serves the powers that be. To insist that contemporary photographic practice — and I mean to include a majority of the international news coverage in newspapers like this one — is generally made (and published) for the greater good is to misconstrue history, because it leaves out the question of “Good for whom?” Such pictures aren’t for their subjects any more than the photograph in Stone’s book was for the Ijebus and their king.

    Certain images underscore an unbridgeable gap and a never-to-be-toppled hierarchy. When a group of people is judged to be “foreign,” it becomes far more likely that news organizations will run, for the consumption of their audiences, explicit, disturbing photographs of members of that group: starving children or bullet-riddled bodies. Meanwhile, the injury and degradation of those with whom readers perceive a kinship — a judgment often based on racial sympathy and class loyalties — is routinely treated in more circumspect fashion. This has hardly changed since Susan Sontag made the same observation in “Regarding the Pain of Others” (2003), and it has hardly changed because the underlying political relationships between dominant and subject societies have hardly changed.

    Without confronting this inequality, this misconstrual of history, photography will continue to describe itself as one thing (a force for liberation) while obdurately remaining another (an obedient appendage of state power). It will continue to be like the organs of the state that “spread democracy” and change regimes. Even when it appears to go against the state, it will only do so selectively, quaintly, beautifully, piteously, in terms that do not question the right of the state to assert power.

    For how long will these radically unequal societal realities endure? Many affecting photographs have been made during the huge waves of international migration of the past few years. These pictures issue, as usual, from the presumed rights of photographers to depict the suffering of people “out there” for the viewing of those “back home.” But in looking at these images — images of war, of starvation, of capsized boats and exhausted caravans — we must go beyond the usual frames of pity and abjection. Every picture of suffering should elicit a question stronger than “Why is this happening?” The question should be “Why have I allowed this to happen?”

    This is what the scholar Ariella Azoulay calls the “citizenship” of photography, its ability, when practiced thoughtfully, to remind us of our mutual responsibilities. When I look at the bewildering photographs of refugee camps in Richard Mosse’s recent book, “The Castle,” I feel indicted. The imperial underpinnings of Mosse’s project are inescapable: Using military-grade thermal cameras, he makes extremely complex panoramic images (stitched together from hundreds of shots) of landscapes in the Middle East and Europe in which refugees have gathered or have been confined. His pictures echo the surveillance to which these bodies are already subjected. But the thermal imaging renders the images very dark, with the humans showing up as white shapes (almost like a negative). The picture conceals what it reveals. We see people, but they remain hidden.

    This technique makes for uncanny images in which distressed people move about like the figures you see in dreams, indistinct but full of ghostly presence. At the Moria camp in Greece, it is snowing. We see a long snaking line of people, waiting. What are they waiting for? For some material handout, probably, for food or blankets or documents. But their waiting represents the deeper waiting of all those who have been confined in the antechamber of humanity. They are waiting to be allowed to be human.

    Mosse’s images, formally striking as they are, are unquestionably part of the language of visual domination. With his political freedom of movement and his expensive technical equipment, he makes meticulous pictures of suffering that end up in exquisite books and in art galleries. He is not the first photographer to aestheticize suffering, nor will he be the last. And yet, by suppressing color, by overwhelming the viewer with detail, by evoking racial horror rather than prettily displaying it and by including in his work philosophical considerations of the scenes he shows — “The Castle” contains essays by Judith Butler, Paul K. Saint-Amour and Mosse himself and a poem by Behrouz Boochani — he does something quite different from most photojournalists. He unsettles the viewer.

    Photography’s future will be much like its past. It will largely continue to illustrate, without condemning, how the powerful dominate the less powerful. It will bring the “news” and continue to support the idea that doing so — collecting the lives of others for the consumption of “us” — is a natural right. But with a project like “The Castle,” I have a little bit of hope that an ethic of self-determination can be restored. I have hope that the refugees of Moria, Athens, Berlin and Belgrade will gain a measure of privacy. The women of Kabylia will cover their faces and return to themselves as they wish to be. The oba’s beaded crown will fall back into place, shadowing his face. Photography writes with light, but not everything wants to be seen. Among the human rights is the right to remain obscure, unseen and dark.

    The Castle

    Richard Mosse has spent the past few years documenting the ongoing refugee and migration crisis, repurposing military-grade camera technology to confront how governments and societies perceive refugees. His latest book The Castle is a meticulous record of refugee camps located across mass migration routes from the Middle East and Central Asia into the European Union via Turkey. Using a thermal video camera intended for long-range border enforcement, Mosse films the camps from high elevations to draw attention to the ways in which each interrelates with, or is divorced from, adjacent citizen infrastructure. His source footage is then broken down into hundreds of individual frames, which are digitally overlapped in a grid formation to create composite heat maps.

    Truncating time and space, Mosse’s images speak to the lived experience of refugees indefinitely awaiting asylum and trapped in a Byzantine state of limbo. The book is divided into 28 sites, each presenting an annotated sequence of close-up images that fold out into a panoramic heat map. Within this format, Mosse underscores the provisional architecture of the camps and the ways in which each camp is variously marginalised, concealed, regulated, militarized, integrated, and/or dispersed. His images point to the glaring disconnect between the brisk free trade of globalized capitalism and the dehumanizing erosion of international refugee law in European nation-states. Named after Kafka’s 1926 novel, The Castle prompts questions about the ‘visibility’ of refugees and the erosion of their human rights.

    The book comes with a separate book of texts, including a poem by Behrouz Boochani, the journalist, novelist and Iranian refugee currently held by the Australian government in confinement on Manus island, an essay by Paul K. Saint-Amour, associate Professor of English at the University of Pennsylvania, an essay by philosopher Judith Butler, and a text by Richard Mosse.

    Israeli right-wing politicians harshly criticized Channel 13 TV anchorwoman Oshrat Kotler for saying soldiers become “human animals” during their army service in the West Bank during a broadcast on Saturday night.

    Kotler was responding to a report on five Israeli soldiers who were recently indicted for beating Palestinian detainees in revenge for the death of two soldiers from their battalion.

    “They send children to the army, to the territories, and get them back human animals. That’s the result of the occupation,” she said.

    The statement sparked the ire of Prime Minister Benjamin Netanyahu, who tweeted: “Proud of IDF soldiers and love them very much. Oshrat Kotler’s words should be roundly condemned.”

    Netanyahu addressed the remarks again at the start of the weekly cabinet meeting, saying “Yesterday I thought I did not hear correctly when I turned on the television. I heard an infuriating statement against IDF soldiers by a senior journalist, a news anchor. I would like to say that this statement is inappropriate and must be condemned - in a firm and comprehensive manner.”

    “I am proud of IDF soldiers. They are protecting us and we are carrying out the supreme humanitarian and moral mission of defending our people and protecting our country against those who want to slaughter us. The journalist’s words deserve all condemnation,” he said.

    Education Minister Naftali Bennett wrote: “Oshrat, you’re confused. IDF soldiers give their lives so you can sleep peacefully. Human animals are the terrorists who murder children in their beds, a young girl on a walk or a whole family driving on the road. IDF soldiers are our strength. Our children. Apologize.”

    Bennett’s new party, Hayamin Hehadash, tweeted it would file an official request to the attorney general that he prosecute Kotler for defamation, “following her affronting comments which slander IDF soldiers.”

    Kotler, who realized during the broadcast that her statement sparked a storm, said later in the show: “I would like to stress: my children, and their friends, they’re all combat soldiers in the territories. My criticism was directed only at those soldiers led by our control over the Palestinians to hurt innocent people. Those who really listened and didn’t run to rail against me on the web understood that I’m in fact in favor of leniency toward the indicted soldiers, because we sent them into this impossible situation.”

    Meretz chairwoman MK Tamar Zandberg came to Kotler’s defense, writing: “How miserable and predictable is the attack on Kotler’s just statements. We don’t want a reality of occupation and violence? It must be changed. Closing our eyes and then scolding the messenger, that’s no solution.”

    Peace Now also voiced its support for Kotler, tweeting: “It’s permissible and desirable to look in the mirror sometimes and honestly admit the mistakes of the occupation. So when the right wing falsifies and incites and when MKs rush to join the crowd, Oshrat Kotler’s courageous words should be given a platform.”

    Channel 13 news issued a response saying “Oshrat Kotler is a journalist with strong opinions and she expresses them from time to time, like other journalists on our staff who hold other opinions. Oshrat expressed her personal opinion only.”

    The parents of the indicted soldiers called the statement “unfortunate and ugly," saying there is “no place in Israeli discourse and certainly not by a new anchorwoman who is meant to represent the facts and not her distorted worldview. Our boys went into the army with a feeling of mission and Zionism. They chose a hard road, they wanted to be combat soldiers in the IDF, they wanted no special conditions; they carry out a complex mission in one of the most difficult sectors. These are the best of the sons of the State of Israel, who although only a month ago they lost two comrades in arms, held their heads high, walked tall and carried out any mission they were assigned, without fault.”

    They further criticized Kotler for not enquiring into the identity of the soldiers, “what they went through when they enlisted, what huge difficulties they experienced.”

  • Israel wants to deport 300 refugees to one of the world’s most dangerous countries

    It was nine years ago that Julie Wabiwa Juliette narrowly fled her home in the Democratic Republic of the Congo for Israel, where she has since built a life. Juliette, 33, married another Congolese refugee, Christian Mutunwa, and together they raise two children.

    The Congolese are legal residents of Israel, with some in the community having lived in the country for 20 years. The majority arrived between 1999 and 2009, during and following the Second Congo war, considered the world’s deadliest crisis since World War II. Until now, the Congolese, 3o0 in total, were protected under a policy referred to by the Interior Ministry as “general temporary protection.” They have B1 visas, which entitles them to live and work in Israel as any other foreign nationals do. Moreover, each of them also has a pending asylum request.

    This is in contrast with the much larger population of Sudanese and Eritreans, who are regarded by the government as “illegal infiltrators” and have no legal status.

    Now, Israel seeks to deport the Congolese. In October 2018, the Interior Ministry announced that Congolese group protection would terminate on January 5, at which point they would be forced to leave. The decision was made by Interior Minister Aryeh Deri based on an assessment by the Foreign Ministry that there is “no impediment to the expatriation” of Israel’s Congolese population.

    Not a single Congolese asylum seeker abided by the state’s deadline. It passed without much fanfare, after which the Interior Ministry issued 10 deportation notices, while rejecting a number of visa renewal applications. The Hotline for Refugees and Migrants, an Israeli NGO that protects the rights of asylum seekers, migrant workers, and victims of human trafficking, successfully appealed to the Jerusalem District Court, which suspended the deportations and forced the state to continue renewing the visas. The Interior Ministry has until February 20 to appeal the court’s decision.

    “The court was on our side and made the state continue to renew visas,” says Shira Abbo, spokesperson for the Hotline. “For now, the Congolese are safe.”

    Their future, however, remains uncertain. Sabine Hadad, spokesperson for the Israeli Interior Ministry’s Population and Immigration Authority, confirmed that despite the delays, the ministry has decided to “stop the collective protection for Congolese in Israel.” Hadad says the Interior Ministry will then look into those with open asylum requests; the community will continue to receive work permit visas until an official decision is handed down.

    Less than one percent of asylum claimants in Israel receives refugee status, according to Hotline. “Our experience with the Israeli asylum system is not a good one,” says Abbo. “We know that the system is designed to reject everyone.”

    A rejection means deportation or staying in Israel illegally like Eritrean and Sudanese asylum seekers. For many in the Congolese community, repatriation is a death sentence. Israel is the only country to revoke protection for its Congolese refugee community.

    Julie Wabiwa Juliette tells me about the circumstances in which she left her hometown of Bukavu in the DRC as we sit in her colorful, sparsely decorated apartment in Holon. Her two children, Yonatan, 8, and Joanna, 5, greet me in French, the official language in their parents’ home country, although they also speak Hebrew. They were both born in Israel.

    Bukavu, a small city of just under a million inhabitants, is situated on the southern banks of Lake Kivu on Congo’s eastern most border. Remnants of colonialism are apparent even in its skyline. The bright roofs of the more than 100 Art Deco buildings constructed by the Belgians a century ago dot the hillsides. Just a stone’s throw away is Rwanda, on the opposite side of the Ruzizi River.

    It is in this otherwise picturesque landscape where much of the conflict that has ravaged the DRC for more than two decades has taken place.

    The Congolese eventually bucked the Belgian colonial yolk in 1960 and the Republic of Congo became a sovereign nation. Military dictator Mobutu Sese Seko changed the name to Zaire in 1971. The Central African nation was an American Cold War proxy but floundered following the collapse of the Berlin Wall and subsequent withdrawal of U.S. support.

    The First Congo War began two years after the 1994 Rwanda genocide, which precipitated a refugee crisis in eastern Zaire. The 1996 rebellion, backed by a coalition of Central African countries — though primarily fomented by Rwanda — resulted in a new government and a new name, the Democratic Republic of the Congo.

    Less than a year later, the Second Congo war erupted. The conflict was so brutal that aid groups deemed sexual violence in DRC to be a “weapon of war.” The war formally concluded in 2003, but in eastern Congo the fighting never stopped. The region is home to the vast majority of the 70 armed groups currently fighting, according the Africa Center for Strategic Studies.

    Juliette left Bukavu in 2009. She was in her third year of university, while working on her final thesis for her bachelor’s degree in sociology, which focused on the reentrance into society by victims of rape.

    Juliette’s research was conducted in rural villages that were a couple of hours drive from the city. She worked with a hospital team to collect testimonies from women who were abducted and assaulted during the fighting; many returned pregnant with their attacker’s child. Though the idea of raising the child of the man who raped them is unimaginable, abortion is taboo in rural Congo and carries a high risk of complication.

    Many assumed the numerous rebel militias operating in eastern Congo were responsible for the atrocities. Juliette uncovered evidence that a high-ranking local commander of the DRC military gave direct orders to commit mass rape.

    “It was too much for me when I come back from the field and I’ve heard all the screams, all the atrocities,” Juliette says. “To stay quiet was not for me.” But in Congo, that is not so simple. “I wanted to tell the truth, but once you talk about something, you must count your days.”

    She shared her research with Bruno Koko Chirambiza, a radio journalist at Star Radio in Bukavu, who named the commander, accusing him of orchestrating the rape.

    The mere mention of Chirambiza’s name brings tears to Juliette’s eyes. According to the Committee to Protect Journalists, he was murdered by eight assailants on August 24, 2009 at the age of 24. “Many activists, many journalists don’t have long lives in Congo,” Juliette says. According to CPJ, Koko was the third Congolese journalist to be murdered in two years.

    Soldiers, who Juliette believes were acting at the behest of the commander named in Chirambiza’s report, searched for Juliette’s at her aunt’s house. She happened to be out of the house when they arrived, so they sexually assaulted her cousin and came back the next morning. Juliette was resolute to remain in DRC and might not have left if were it not for her now-husband.

    Juliette and Christian Mutunwa were partners back in DRC. Mutunwa, a human rights activist, fled in 2007, after uniformed police officers who claimed they were from the DRC’s intelligence service, Agence Nationale de Renseignement, came to his home. They wanted to bring him in for “interrogation.”

    “I knew if they took me this so-called interrogation process, I would not come back,” Mutunwa says. So he left, spending a few months in Egypt where refugee protection was “nonexistent.” A fellow asylum seeker there told him that there was a democratic country on the other side of the border.

    He then went to Israel where he received asylum protection. Mutunwa encouraged Juliette to join him.

    Juliette managed to get a visa to go to Israel with a delegation of Christians traveling to the holy land. She didn’t know much about Israel except its importance in Christianity. “We talked about Israel every time in church,” Julie remembers. “We prayed for peace in Israel.” She remained in the country after the delegation returned home, and applied for asylum.

    Juliette and Mutunwa are now married and raise their two children in Holon, which, along with neighboring Bat Yam, is where the majority of the Congolese community lives. They support their children by working in Tel Aviv hotels. Six days a week, Juliette rises before dawn to be at work by 5 a.m., and often won’t return home until late afternoon.

    Neither Julietter nor Mutunwa feel integrated into Israeli society. “I’m not a free woman,” says Juliette. “I can’t do what I know I can do.” They yearn for a change in their home country so they can safely return.

    After 18 years of autocracy under Joseph Kabila, DRC elected a new president, Félix Tshisekedi, in December of last year. The Congolese in Israel can only wait and hope he effects true change, and that Israel will give them the time they need to wait for that to happen.

    “Home is home,” she explains. “We didn’t come here to stay for life.”

    It is unclear why Israeli authorities decided to act now. Human rights organizations speculate that the government wants to flex its muscles following the failed deportation of the Eritreans and Sudanese in the beginning of 2018.

    The timing could not be worse. The presidential election has brought about an increase in violence. The political instability, coupled with the second deadliest Ebola outbreak in recorded history, has left the country struggling once again.

    Annick Bouvier, spokesperson for the Great Lakes region at the International Committee of the Red Cross, says that 2018 saw a deterioration of the humanitarian situation in eastern Congo “as a result of the fragmentation of armed groups and increased crime.” According to Bouvier, ICRC’s response to the Ebola outbreak has been “temporarily paralyzed” by the violence.

    The DRC is also the second worst place to be a woman, according to Amnesty International. “Wherever clashes occur, women find themselves at heightened risk of all forms of violence,” says Joao Martins, Médecins Sans Frontières head of mission for South Kivu in eastern DRC. “This is particularly the case in pockets of conflict across eastern DRC.”

    Emilie Serralta, a researcher for Amnesty International in DRC, condemned the government’s response to war crimes perpetrated by state actors as “inadequate.” Amnesty reports that a single high-ranking officer, General Jérôme Kakwavu, has been found guilty of war crimes. He is the exception; the other military commanders, says Serralta, are “untouchable.”

    Meanwhile, the commander named by Juliette and Chirambiza has never faced justice for his crimes. In fact, says Juliette, the government promoted him.

    “I am afraid for my life, for my family, and for my kids,” says Juliette about the prospect of her deportation. “I don’t see myself going back to a place where I didn’t even have the power to save my own life.”

    HELSINKI (Reuters) - Finland’s basic income scheme did not spur its unemployed recipients to work more to supplement their earnings as hoped but it did help their wellbeing, researchers said on Friday as the government announced initial findings.

    The two-year trial, which ended a month ago, saw 2,000 Finns, chosen randomly from among the unemployed, become the first Europeans to be paid a regular monthly income by the state that was not reduced if they found work.

    Finland — the world’s happiest country last year, according to the United Nations — is exploring alternatives to its social security model.

    The trial was being watched closely by other governments who see a basic income as a way of encouraging the unemployed to take up often low-paid or temporary work without fear of losing their benefits. That could help reduce dependence on the state and cut welfare costs, especially as greater automation sees humans replaced in the workforce.

    Finland’s minister of health and social affairs Pirkko Mattila said the impact on employment of the monthly pay cheque of 560 euros ($635) “seems to have been minor on the grounds of the first trial year”.

    But participants in the trial were happier and healthier than the control group.

    “The basic income recipients of the test group reported better wellbeing in every way (than) the comparison group,” chief researcher Olli Kangas said.

    Chief economist for the trial Ohto Kanniainen said the low impact on employment was not a surprise, given that many jobless people have few skills or struggle with difficult life situations or health concerns.

    “Economists have known for a long time that with unemployed people financial incentives don’t work quite the way some people would expect them to,” he added.
    PSYCHOLOGICAL BOOST

    Sini Marttinen, 36, had been unemployed for nearly a year before “winning the lottery”, as she described the trial.

    Her basic income gave her enough confidence to open a restaurant with two friends. “I think the effect was a lot psychological,” the former IT consultant told Reuters.

    “You kind of got this idea you have two years, you have the security of 560 euros per month ... It gave me the security to start my own business.”

    Her income only rose by 50 euros a month compared to the jobless benefit she had been receiving, “but in an instant you lose the bureaucracy, the reporting”, Marttinen said.

    Mira Jaskari, 36, who briefly found a job during the trial but lost it due to poor health, said losing the basic income had left her feeling more insecure about money.

    The center-right government’s original plan was to expand the basic income scheme after two years as it tries to combat unemployment which has been persistently high for years but reached a 10-year low of 6.6 percent in December.

    That followed the imposition of benefits sanctions on unemployed people who refused work.

    The basic income has been controversial, however, with leaders of the main Finnish political parties keen to streamline the benefits system but wary of offering “money for nothing”, especially ahead of parliamentary elections due in April.

    Prime Minister Juha Sipila’s Centre Party has proposed limiting the basic income to poor people, with sanctions if they reject a job offer, while Conservative finance minister Petteri Orpo says he favors a scheme like Britain’s Universal Credit.

    The higher taxes that the Organisation for Economic Co-operation and Development (OECD) says would be needed to pay for basic income schemes might also be off-putting for voters.

    In a review of the Finnish scheme last year, the OECD warned that implementing it nationally and cost-neutrally for the state would imply significant income redistribution, especially towards couples from single people, and increase poverty.

    The researchers have acknowledged that the Finnish pilot was less than realistic because it did not include any tax claw-back once participants found work and reached a certain income level.

    Swiss voters rejected a similar scheme in 2016. Italy is due to introduce a “citizens’ wage” in April in a major overhaul of the welfare state, which will offer income support to the unemployed and poor.

    Trial participants were generally positive, however, with Tuomas Muraja, a 45-year-old journalist and author, saying the basic income had allowed him to concentrate on writing instead of form-filling or attending jobseekers’ courses.

    He said the end of the two-year trial, during which he published two books, had made it difficult again for him to accept commissions, because “I ... can earn only 300 euros per month without losing any benefits”.

    “If people are paid money freely that makes them creative, productive and welfare brings welfare,” Muraja told Reuters about his experience of the pilot.

    “If you feel free, you feel safer and then you can do whatever you want. That is my assessment.”

    Border Guard Bangladesh director general major general Md Shafeenul Islam on Wednesday said Bangladeshi people were being killed 20 kilometres inside India and he condemned those incidents as ‘killings’ in the name of fighting petty crimes while refusing to accept the conventional category — ‘border killing.’
    Border Guard Bangladesh chief came up with a new definition at a programme held at the border force headquarters in Peelkhana during the inaugural ceremony of a Data Centre.
    The BGB chief went on to add, ‘Human life is very important whether it is our citizen or theirs. Our force is cognizant of human rights. No killing is acceptable to us.’
    ‘But the term border killing is a misnomer. It implies that the killing has taken place on the border,’ the BGB chief told the reporters and hastened to ask, ‘Can we term these murders “border killings” when they take place 15 to 20 kilometres inside [Indian] border?’
    He pointed out to the journalist that a spade should be called a spade and termed every murder as ‘killing.’ He further said that it is killing in the name of fighting ‘petty crimes’.
    If the killing took place within 200 yards of the border or on the no man’s land it could be termed as border killing, he argued.
    Asked whether he had any statistics on such killings inside the Indian territory or in areas proximal to the border, he said this year eight Bangladeshis were killed so far.
    BGB chief took issue with such incidents. ‘Why do members of Indian Border Security Force are killing Bangladeshis instead of arresting them. Bangladeshi people were getting killed when the Indian force were supposed to use non-lethal weapons instead of lethal ones,’ he added.
    The BSF troops join the rank from various regions across India including Kashmir, and they need more time to become sensitised to the people living near the border areas. They easily become ‘trigger-happy’ when Bangladeshis are involved, said the BGB chief.
    Last year, he said border killing was reported until October. It increased slightly during the winter.
    ‘Due to the fog in winter, the illegal trespassing usually increases. People cross the border even by cutting the barbed wire fences,’ said BGB chief.
    He said they have intensified their vigilance along the western frontier so that none can cross the border.
    ‘We are arresting people every day when they set out to cross the border,’ he added.
    According to the Border Guard chief, they have now a digital surveillance system in place on Putkhali border to check the border crime while another surveillance system was under trial on Tekhnaf border.
    They have started getting benefits of the surveillance systems, he said, adding, ‘We expect that human trafficking and smuggling will reduce in the border regions.’
    He said their troops were facing extreme hardship to protect the borders. ‘We can give better protection of borders once we will have border road that are yet to be constructed,’ he said, adding, ‘There are many border outposts which need seven days to reach.’
    Binoy Krishna Mallik, executive director of Rights Jessore, said it doesn’t matter how far the place of incident is from the border, it is important whether it is related to the border or border forces. These are nothing but border killings,’ he told New Age.
    As of February 3, 2019, the Indian Border Security Force shot dead seven Bangladeshi in less than five weeks along the Bangladesh-India border.
    According to Ain o Salish Kendra six Bangladeshis were shot dead by BSF along border in January, four of them on the Thakurgaon frontier and one each on Nilphamari and Rajshahi border.
    In 2018, ‘trigger-happy’ BSF killed 14 Bangladeshis, according to the Kendra.
    According to Odhikar, at least 1,144 Bangladeshi were killed by the Indian border force between 2001 and 2018. Bangladesh and India share a border of 2,429 miles.

    The revelations raise fresh questions about whether the US has lost control over a key ally presiding over one of the most horrific wars of the past decade, and whether Saudi Arabia is responsible enough to be allowed to continue buying the sophisticated arms and fighting hardware. Previous CNN investigations established that US-made weapons were used in a series of deadly Saudi coalition attacks that killed dozens of civilians, many of them children.

The injury of 7 of those wounded were reported serious, including a 17-year-old girl who was shot with a bullet to the chest in eastern Khan Younis.

    According to observations by PCHR’s fieldworkers, though the demonstrators were around tens of meters away from the border fence, the Israeli forces who stationed in prone positions and in military jeeps along the fence continued to use excessive force against the demonstrators by opening fire and firing teargas canisters at them. As a result, dozens of them were hit with bullets and teargas canisters without posing any imminent threat or danger to the life of soldiers.

    On this Friday, the Israeli forces continued to target the medical personnel in field and wounded 2 of female paramedics in eastern Gaza City and Rafah when a PRCS ambulance was targeted with a bullet. This indicates an Israeli systematic policy to target the medical personnel and obstruct their humanitarian work that is guaranteed with protection under the international humanitarian law.

    First Encounter with the 1965-66 Massacres – The Globalization Tapes
    In 2001-2002, Christine Cynn and I went to Indonesia for the first time to produce The Globalization Tapes (2003), a participatory documentary project made in collaboration with the Independent Plantation Workers Union of Sumatra. Using their own forbidden history as a case study, these Indonesian filmmakers worked with us to trace the development of contemporary globalization from its roots in colonialism to the present.

    The Globalization Tapes exposes the devastating role of militarism and repression in building the global economy, and explores the relationships between trade, third-world debt, and international institutions like the IMF and the World Trade Organization. Made by some of the poorest workers in the world, the film is a lyrical and incisive account of how our global financial institutions shape and enforce the corporate world order. The film uses chilling first-hand accounts, hilarious improvised interventions, collective debate and archival collage.

    Several scenes in The Globalization Tapes reveal the earliest traces of the methods we refined in the shooting of The Act of Killing: plantation workers stage a satirical commercial for the pesticide that poisons them; worker-filmmakers pose as World Bank agents who offer microfinance to ‘develop’ local businesses – offers that are both brutal and absurd, yet tempting nonetheless.

    While shooting and editing The Globalization Tapes, we discovered that the 1965-66 Indonesian massacres were the dark secret haunting Indonesia’s much-celebrated entrance into the global economy. One of the military’s main objectives in the killings was to destroy the anti-colonial labour movement that had existed until 1965, and to lure foreign investors with the promise of cheap, docile workers and abundant natural resources. The military succeeded (The Globalization Tapes is a testament to the extraordinary courage of the plantation worker-filmmakers as they challenge this decades-long legacy of terror and try to build a new union).

    The killings would come up in discussions, planning sessions, and film shoots nearly every day, but always in whispers. Indeed, many of the plantation workers were themselves survivors of the killings. They would discretely point out the houses of neighbors who had killed their parents, grandparents, aunts, or uncles. The perpetrators were still living in the same village and made up, along with their children and protégés, the local power structure. As outsiders, we could interview these perpetrators – something the plantation workers could not do without fear of violence.

    In conducting these first interviews, we encountered the pride with which perpetrators would boast about the most grisly details of the killings. The Act of Killing was born out of our curiosity about the nature of this pride – its clichéd grammar, its threatening performativity, its frightening banality.

    The Globalization Tapes was a film made collectively by the plantation workers themselves, with us as facilitators and collaborating directors. The Act of Killing was also made by working very closely with its subjects, while in solidarity and collaboration with the survivors’ families. However, unlike The Globalization Tapes, The Act of Killing is an authored work, an expression of my own vision and concerns regarding these issues.

    THE BEGINNING OF THE ACT OF KILLING

    By the time I first met the characters in The Act of Killing (in 2005), I had been making films in Indonesia for three years, and I spoke Indonesian with some degree of fluency. Since making The Globalization Tapes (2003), Christine Cynn, fellow film-maker and longtime collaborator Andrea Zimmerman and I had continued filming with perpetrators and survivors of the massacres in the plantation areas around the city of Medan. In 2003 and 2004, we filmed more interviews and simple re-enactments with Sharman Sinaga, the death squad leader who had appeared in The Globalization Tapes. We also filmed as he introduced us to other killers in the area. And we secretly interviewed survivors of the massacres they committed.

    Moving from perpetrator to perpetrator, and, unbeknownst to them, from one community of survivors to another, we began to map the relationships between different death squads throughout the region, and began to understand the process by which the massacres were perpetrated. In 2004, we began filming Amir Hasan, the death squad leader who had commanded the massacres at the plantation where we made The Globalization Tapes.

    In late 2004, Amir Hasan began to introduce me to killers up the chain of command in Medan. Independently in 2004, we began contacting ‘veterans’ organizations of death squad members and anti-leftist activists in Medan. These two approaches allowed us to piece together a chain of command, and to locate the surviving commanders of the North Sumatran death squads. In early interviews with the veterans of the killings (2004), I learned that the most notorious death squad in North Sumatra was Anwar Congo and Adi Zulkadry’s Frog Squad (Pasukan Kodok).

    During these first meetings with Medan perpetrators (2004 and 2005), I encountered the same disturbing boastfulness about the killings that we had been documenting on the plantations. The difference was that these men were the celebrated and powerful leaders not of a small rural village, but of the third largest city in Indonesia (Greater Medan has a population of over four million people).

    Our starting point for The Act of Killing was thus the question: how had this society developed to the point that its leaders could – and would – speak of their own crimes against humanity with a cheer that was at once celebratory but also intended as a threat?

    OVERVIEW AND CHRONOLOGY OF THE METHODS USED IN THE ACT OF KILLING

    Building on The Globalization Tapes and our film work outside Indonesia, we had developed a method in which we open a space for people to play with their image of themselves, re-creating and re-imagining it on camera, while we document this transformation as it unfolds. In particular, we had refined this method to explore the intersection between imagination and extreme violence.

    In the early days of research (2005), I discovered that the army recruited its killers in Medan from the ranks of movie theatre gangsters (or preman bioskop) who already hated the leftists for their boycott of American movies – the most profitable in the cinema. I was intrigued by this relationship between cinema and killings, although I had no idea it would be so deep. Not only did Anwar and his friends know and love the cinema, but they dreamed of being on the screen themselves, and styled themselves after their favorite characters. They even borrowed their methods of murder from the screen.

    Of course, I began by trying to understand in as much detail as possible Anwar and his friends’ roles in the killings and, afterwards, in the regime they helped to build. Among the first things I did was to bring them to the former newspaper office directly across the road from Anwar’s old cinema, the place where Anwar and his friends killed most of their victims. There, they demonstrated in detail what they had done. Although they were filming documentary re-enactment and interviews, during breaks I noticed that they would muse about how they looked like various movie stars – for instance, Anwar compared his protégé and sidekick, Herman to Fernando Sancho.

    To understand how they felt about the killings, and their unrepentant way of representing them on film, I screened back the unedited footage of these early re-enactments, and filmed their responses. At first, I thought that they would feel the re-enactments made them look bad, and that they might possibly come to a more complex place morally and emotionally.

    I was startled by what actually happened. On the surface at least, Anwar was mostly anxious that he should look young and fashionable. Instead of any explicit moral reflection, the screening led him and Herman spontaneously to suggest a better, and more elaborate, dramatization.

    To explore their love of movies, I screened for them scenes from their favorite films at the time of the killings – Cecil B. DeMille’s Samson and Delilah and, ironically, The Ten Commandments topped the list – recording their commentary and the memories these films elicited. Through this process, I came to realize why Anwar was continually bringing up these old Hollywood films whenever I filmed re-enactments with them: he and his fellow movie theatre thugs were inspired by them at the time of the killings, and had even borrowed their methods of murder from the movies. This was such an outlandish and disturbing idea that I in fact had to hear it several times before I realized quite what Anwar and his friends were saying.

    He described how he got the idea of strangling people with wire from watching gangster movies. In a late-night interview in front of his former cinema, Anwar explained how different film genres would lead him to approach killing in different ways. The most disturbing example was how, after watching a “happy film like an Elvis Presley musical”, Anwar would “kill in a happy way”.

    In 2005, I also discovered that the other paramilitary leaders (not just the former movie theater gangsters) had other personal and deep-seated relationship to movies. Ibrahim Sinik, the newspaper boss who was secretary general of all the anti-communist organizations that participated in the killings, and who directly gave the orders to Anwar’s death squad, turned out to be a feature film producer, screenwriter, and former head of the Indonesian Film Festival.

    In addition to all this, Anwar and his friends’ impulse towards being in a film about the killings was essentially to act in dramatizations of their pasts – both as they remember them, and as they would like to be remembered (the most powerful insights in The Act of Killing probably come in those places where these two agendas radically diverge). As described, the idea of dramatizations came up quite spontaneously, in response to viewing the rushes from Anwar’s first re-enactments of the killings.

    But it would be disingenuous to claim that we facilitated the dramatizations only because that’s what Anwar and his friends wanted to do. Ever since we produced The Globalization Tapes, the thing that most fascinated us about the killings was the way the perpetrators we filmed would recount their stories of those atrocities. One had the feeling that we weren’t simply hearing memories, but something else besides – something intended for a spectator. More precisely, we felt we were receiving performances. And we instinctively understood, I think, that the purpose of these performances was somehow to assert a kind of impunity, to maintain a threatening image, to perpetuate the autocratic regime that had begun with the massacres themselves.

    We sensed that the methods we had developed for incorporating performance into documentary might, in this context, yield powerful insights into the mystery of the killers’ boastfulness, the nature of the regime of which they are a part, and, most importantly, the nature of human ‘evil’ itself.

    So, having learned that even their methods of murder were directly influenced by cinema, we challenged Anwar and his friends to make the sort of scenes they had in mind. We created a space in which they could devise and star in dramatisations based on the killings, using their favorite genres from the medium.

    We hoped to catalyze a process of collective remembrance and imagination. Fiction provided one or two degrees of separation from reality, a canvas on which they could paint their own portrait and stand back and look at it.

    We started to suspect that performance played a similar role during the killings themselves, making it possible for Anwar and his friends to absent themselves from the scene of their crimes, while they were committing them. Thus, performing dramatizations of the killings for our cameras was also a re-living of a mode of performance they had experienced in 1965, when they were killing. This obviously gave the experience of performing for our cameras a deeper resonance for Anwar and his friends than we had anticipated.

    And so, in The Act of Killing, we worked with Anwar and his friends to create such scenes for the insights they would offer, but also for the tensions and debates that arose during the process – including Anwar’s own devastating emotional unravelling.

    This created a safe space, in which all sorts of things could happen that would probably elude a more conventional documentary method. The protagonists could safely explore their deepest memories and feelings (as well as their blackest humor). I could safely challenge them about what they did, without fear of being arrested or beaten up. And they could challenge each other in ways that were otherwise unthinkable, given Sumatra’s political landscape.

    Anwar and his friends could direct their fellow gangsters to play victims, and even play the victims themselves, because the wounds are only make-up, the blood only red paint, applied only for a movie. Feelings far deeper than those that would come up in an interview would surface unexpectedly. One reason the emotional impact was so profound came from the fact that this production method required a lot of time – the filmmaking process came to define a significant period in the participants’ lives. This meant that they went on a deeper journey into their memories and feelings than they would in a film consisting largely of testimony and simple demonstration.

    Different scenes used different methods, but in all of them it was crucial that Anwar and his friends felt a sense of fundamental ownership over the fiction material. The crux of the method is to give performers the maximum amount of freedom to determine as many variables as possible in the production (storyline, casting, costumes, mise-en-scene, improvisation on set). Whenever possible, I let them direct each other, and used my cameras to document their process of creation. My role was primarily that of provocateur, challenging them to remember the events they were performing more deeply, encouraging them to intervene and direct each other when they felt a performance was superficial, and asking questions between takes – both about what actually happened, but also about how they felt at the time, and how they felt as they re-enacted it.

    We shot in long takes, so that situations could evolve organically, and with minimal intervention from ourselves. I felt the most significant event unfolding in front of the cameras was the act of transformation itself, particularly because this transformation was usually plagued by conflict, misgivings, and other imperfections that seemed to reveal more about the nature of power, violence, and fantasy than more conventional documentary or investigative methods. For this same reason, we also filmed the pre-production of fiction scenes, including castings, script meetings, and costume fittings. Make-up sessions too were important spaces of reflection and transformation, moments where the characters slip down the rabbit hole of self-invention.

    In addition, because we never knew when the characters would refuse to take the process further, or when we might get in trouble with the military, we filmed each scene as though it might be the last, and also everything leading up to them (not only for the reasons above), because often we didn’t know if the dramatization itself would actually happen. We also felt that the stories we were hearing – stories of crimes against humanity never before recorded – were of world historical importance. More than anything else, these are two reasons why this method generated so many hours of footage (indeed, we have created a vast audio-visual archive about the Indonesian massacres. This archive has been the basis of a four-year United Kingdom Arts and Humanities Research Council project called Genocide and Genre).

    After almost every dramatization, we would screen the rushes back to them, and record their responses. We wanted to make sure they knew how they appeared on film, and to use the screening to trigger further reflection. Sometimes, screenings provoked feelings of remorse (as when Anwar watches himself play the victim during a film noir scene) but, at other times, as when we screened the re-enactment of the Kampung Kolam massacre to the entire cast, the images were met with terrifying peals of laughter.

    Most interestingly, Anwar and his friends discussed, often insightfully, how other people will view the film, both in Indonesia and internationally. For example, Anwar sometimes commented on how survivors might curse him, but that “luckily” the victims haven’t the power to do anything in today’s Indonesia.

    The gangster scenes were wholly improvised. The scenarios came from the stories Anwar and his friends had told each other during earlier interviews, and during visits to the office where they killed people. The set was modeled on this interior. For maximum flexibility, our cinematographer lit the space so that Anwar and his friends could move about freely, and we filmed them with two cameras so that they could fluidly move from directing each other to improvised re-enactments to quiet, often riveting reflection after the improvisation was finished.

    For instance, Anwar re-enacted how he killed people by placing them on a table and then pulling tight a wire, from underneath the table, to garrote them. The scene exhausted him, physically and emotionally, leaving him full of doubt about the morality of what he did. Immediately after this re-enactment, he launched into a cynical and resigned rant against the growing consensus around human rights violations. Here, reality and its refraction through fiction, Anwar’s memories and his anticipation of their impact internationally, are all overlaid.

    The noir scenes were shot over a week, and culminated in an extraordinary improvisation where Anwar played the victim. Anwar’s performance was effective and, transported by the performance, the viewer empathizes with the victim, only to do a double take as they remember that Anwar is not a victim, but the killer.

    The large-scale re-enactment of the Kampung Kolam massacre was made using a similar improvisational process, with Anwar and his friends undertaking the direction. What we didn’t expect was a scene of such violence and realism; so much so that it proved genuinely frightening to the participants, all of whom were Anwar’s friends from Pancasila Youth, or their wives and children. After the scene, we filmed participants talking amongst themselves about how the location of our re-enactment was just a few hundred meters from one of North Sumatra’s countless mass graves. The woman we see fainting after the scene felt she had been possessed by a victim’s ghost. The paramilitary members (including Anwar) thought so, too. The violence of the re-enactment conjured the spectres of a deeper violence, the terrifying history of which everybody in Indonesia is somehow aware, and upon which the perpetrators have built their rarefied bubble of air conditioned shopping malls, gated communities, and “very, very limited” crystal figurines.

    The process by which we made the musical scenes (the waterfall, the giant concrete goldfish) was slightly different again. But here too Anwar was very much in the driver’s seat: he chose the songs and, along with his friends, devised both scenes. Anwar and his cast were also free to make changes as we went.

    In the end, we worked very carefully with the giant goldfish, presenting motifs from a half-forgotten dream. Anwar’s beautiful nightmare? An allegory for his storytelling confection? For his blindness? For the willful blindness by which almost all history is written, and by which, consequently, we inevitably come to know (and fail to know) ourselves? The fish changes throughout the film, but it is always a world of “eye candy”, emptiness and ghosts. If it could be explained adequately in words, we would not need it in the film.

    For the scenes written by the newspaper boss Ibrahim Sinik and his staff, Sinik enlisted the help of his friends at state television, TVRI. He borrows the TVRI regional drama studios, and recruits a soap opera crew. In these scenes, our role was largely to document Anwar and his friends as they work with the TV crew, and to catalyze and document debates between fiction set-ups. In our edited scenes, we cut from the documentary cameras to TVRI’s fiction cameras, highlighting the gap between fiction and reality – often to comic effect. But above all, we focused our cameras on moments between takes where they debated the meaning of the scene.

    The Televisi Republik Indonesia “Special Dialogue” came into being when the show’s producers realised that feared and respected paramilitary leaders making a film about the genocide was a big story (they came to know about our work because we were using the TVRI studios.) After their grotesque chat show was broadcast, there was no critical response in North Sumatra whatsoever. This is not to say that the show will not be shocking to Indonesians. For reasons discussed in my director’s statement, North Sumatrans are more accustomed than Jakartans, for example, to the boasting of perpetrators (who in Sumatra were recruited from the ranks of gangsters – and the basis of gangsters’ power, after all, lies in being feared).

    Moreover, virtually nobody in Medan dares to criticise Pancasila Youth and men like Anwar Congo and Ibrahim Sinik. Ironically, the only significant reaction to the talk show’s broadcast came from the Indonesian Actors’ Union. According to Anwar, a representative of the union visiting family in Medan came to Anwar’s house to ask him if he would consider being president of the North Sumatra branch of the union. According to Anwar, the union was angry that such a large-scale production had occurred in North Sumatra without their knowing about it. Luckily, Anwar had the humility to tell them that he is not an actor, that he was playing himself in scenes made for a documentary, and therefore would decline the offer.

    Anwar and his friends knew that their fiction scenes were only being made for our documentary, and this will be clear to the audience, too. But at the same time, if these scenes were to offer genuine insights, it was vital that the filmmaking project was one in which they were deeply invested, and one over which they felt ownership.

    It has won over critics but this tasteless film teaches us nothing and merely indulges the unrepentant butchers of Indonesia

    The Act of Killing won the documentary prize at the Baftas last week and is the favourite to win the much-coveted Oscar. I watch many documentaries on behalf of the BBC each year and I go to festivals. I’m a doc obsessive. By my own, not quite reliable reckoning, I’ve been asked by fans to show The Act of Killing on the BBC at least five times. I’ve never encountered a film greeted by such extreme responses – both those who say it is among the best films and those who tell me how much they hate it. Much about the film puzzles me. I am still surprised by the fact that so many critics listed it among their favourite films of last year.

    For those who haven’t seen the film, it investigates the circumstances in which half-a-million Indonesian leftists were murdered in the 1960s, at the instigation of a government that is still in power. You might think this is a recondite subject, worthy of a late-night screening for insomniacs or atrocity buffs on BBC4, but, no, the film-maker Joshua Oppenheimer has made the subject viewable by enlisting the participation of some of the murderers. He spent some years hanging out with them, to his credit luring them into confessions. But he also, more dubiously, enlisted their help in restaging their killings. Although one of them, the grandfatherly Anwar, shows mild symptoms of distress towards the end of the film, they live in a state of impunity and it is thus, coddled and celebrated in their old age, that we revisit them.

    So let me be as upfront as I can. I dislike the aesthetic or moral premise of The Act of Killing. I find myself deeply opposed to the film. Getting killers to script and restage their murders for the benefit of a cinema or television audience seems a bad idea for a number of reasons. I find the scenes where the killers are encouraged to retell their exploits, often with lip-smacking expressions of satisfaction, upsetting not because they reveal so much, as many allege, but because they tell us so little of importance. Of course murderers, flattered in their impunity, will behave vilely. Of course they will reliably supply enlightened folk with a degraded vision of humanity. But, sorry, I don’t feel we want to be doing this. It feels wrong and it certainly looks wrong to me. Something has gone missing here. How badly do we want to hear from these people, after all? Wouldn’t it be better if we were told something about the individuals whose lives they took?

    I’d feel the same if film-makers had gone to rural Argentina in the 1950s, rounding up a bunch of ageing Nazis and getting them to make a film entitled “We Love Killing Jews”. Think of other half-covered-up atrocities – in Bosnia, Rwanda, South Africa, Israel, any place you like with secrets – and imagine similar films had been made. Consider your response – and now consider whether such goings-on in Indonesia are not acceptable merely because the place is so far away, and so little known or talked about that the cruelty of such an act can pass uncriticised.

    The film does not in any recognisable sense enhance our knowledge of the 1960s Indonesian killings, and its real merits – the curiosity when it comes to uncovering the Indonesian cult of anticommunism capable of masking atrocity, and the good and shocking scenes with characters from the Indonesian elite, still whitewashing the past – are obscured by tasteless devices. At the risk of being labelled a contemporary prude or dismissed as a stuffy upholder of middle-class taste, I feel that no one should be asked to sit through repeated demonstrations of the art of garrotting. Instead of an investigation, or indeed a genuine recreation, we’ve ended somewhere else – in a high-minded snuff movie.

    What I like most about documentary film is that anything can be made to work, given a chance. You can mix up fact and fiction, past and present. You can add to cold objectivity a degree of empathy. You will, of course, lie to reluctant or recalcitrant participants, in particular when they wish not to divulge important pieces of information. And trickery has its place, too. But documentary films have emerged from the not inconsiderable belief that it’s good to be literal as well as truthful. In a makeshift, fallible way, they tell us what the world is really like. Documentaries are the art of the journeyman. They can be undone by too much ambition. Too much ingenious construction and they cease to represent the world, becoming reflected images of their own excessively stated pretensions.

    In his bizarrely eulogistic piece defending The Act of Killing (of which he is an executive producer), Errol Morris, the documentary maker, compares the film to Hamlet’s inspired use of theatre to reveal dirty deeds at the court of Denmark. But Hamlet doesn’t really believe that theatrical gestures can stand in for reality. Nor, we must assume, did his creator. A more apt analogy than Morris’s might come from Shakespeare’s darkest play, Macbeth. What would we think if Macbeth and his scheming wife were written out of the action, replaced by those low-level thugs paid to do bad business on their behalf? We might conclude that putting them centre stage, in the style of The Act of Killing, was indeed perverse and we’d be right.

    There are still half-forgotten, heavily whitewashed atrocities from the last century, such as the Bengali famine allowed to occur during the second world war through the culpably racist inattention of British officials; the never wholly cleared-up question of Franco’s mass killings; or the death of so many millions in the 1950s as a consequence of Mao’s catastrophic utopianism. Those wondering how to record such events will no doubt watch The Act of Killing, but I hope they will also look at less hyped, more modestly conceived depictions of mass murder. In Enemies of the People (2010), the Cambodian journalist Thet Sambath goes after the murderers of the Khmer Rouge. He finds Pol Pot’s sidekick, but it is the earnest, touching quest of Sambath himself that lingers in the mind, rather than the empty encounters with evil-doers. Atrocity is both banal and ultimately impossible to comprehend.

    Writing in 1944, Arthur Koestler was among the first to gain knowledge of the slaughter of eastern European Jews and he estimated that the effect of such revelations was strictly limited, lasting only minutes or days and swiftly overcome by indifference. Koestler suggested that there was only one way we could respond to the double atrocity of mass murder and contemporary indifference and that was by screaming.

    I’m grateful to The Act of Killing not because it’s a good film, or because it deserves to win its Oscar (I don’t think it does), but because it reminds me of the truth of Koestler’s observation. What’s not to scream about?

    The researchers who reported that Israeli software was used to spy on Washington Post journalist Jamal Khashoggi’s inner circle before his gruesome death are being targeted in turn by international undercover operatives, The Associated Press has found.

    Twice in the past two months, men masquerading as socially conscious investors have lured members of the Citizen Lab internet watchdog group to meetings at luxury hotels to quiz them for hours about their work exposing Israeli surveillance and the details of their personal lives. In both cases, the researchers believe they were secretly recorded.

    Citizen Lab Director Ron Deibert described the stunts as “a new low.”

    “We condemn these sinister, underhanded activities in the strongest possible terms,” he said in a statement Friday. “Such a deceitful attack on an academic group like the Citizen Lab is an attack on academic freedom everywhere.”

    Who these operatives are working for remains a riddle, but their tactics recall those of private investigators who assume elaborate false identities to gather intelligence or compromising material on critics of powerful figures in government or business.

    Citizen Lab, based out of the Munk School of Global Affairs at the University of Toronto, has for years played a leading role in exposing state-backed hackers operating in places as far afield as Tibet , Ethiopia and Syria . Lately the group has drawn attention for its repeated exposés of an Israeli surveillance software vendor called the NSO Group, a firm whose wares have been used by governments to target journalists in Mexico , opposition figures in Panama and human rights activists in the Middle East .

    In October, Citizen Lab reported that an iPhone belonging to one of Khashoggi’s confidantes had been infected by the NSO’s signature spy software only months before Khashoggi’s grisly murder. The friend, Saudi dissident Omar Abdulaziz, would later claim that the hacking had exposed Khashoggi’s private criticisms of the Saudi royal family to the Arab kingdom’s spies and thus “played a major role” in his death.

    In a statement, NSO denied having anything to do with the undercover operations targeting Citizen Lab, “either directly or indirectly” and said it had neither hired nor asked anyone to hire private investigators to pursue the Canadian organization. “Any suggestion to the contrary is factually incorrect and nothing more than baseless speculation,” NSO said.

    NSO has long denied that its software was used to target Khashoggi, although it has refused to comment when asked whether it has sold its software to the Saudi government more generally.

    The first message reached Bahr Abdul Razzak, a Syrian refugee who works as a Citizen Lab researcher, Dec. 6, when a man calling himself Gary Bowman got in touch via LinkedIn. The man described himself as a South African financial technology executive based in Madrid.

    “I came across your profile and think that the work you’ve done helping Syrian refugees and your extensive technical background could be a great fit for our new initiative,” Bowman wrote.

    Abdul Razzak said he thought the proposal was a bit odd, but he eventually agreed to meet the man at Toronto’s swanky Shangri-La Hotel on the morning of Dec. 18.

    The conversation got weird very quickly, Abdul Razzak said.

    Instead of talking about refugees, Abdul Razzak said, Bowman grilled him about his work for Citizen Lab and its investigations into the use of NSO’s software. Abdul Razzak said Bowman appeared to be reading off cue cards, asking him if he was earning enough money and throwing out pointed questions about Israel, the war in Syria and Abdul Razzak’s religiosity.

    “Do you pray?” Abdul Razzak recalled Bowman asking. “Why do you write only about NSO?” ’’Do you write about it because it’s an Israeli company?" ’’Do you hate #Israel?"

    Abdul Razzak said he emerged from the meeting feeling shaken. He alerted his Citizen Lab colleagues, who quickly determined that the breakfast get-together had been a ruse. Bowman’s supposed Madrid-based company, FlameTech, had no web presence beyond a LinkedIn page, a handful of social media profiles and an entry in the business information platform Crunchbase. A reverse image search revealed that the profile picture of the man listed as FlameTech’s chief executive, Mauricio Alonso, was a stock photograph.

    “My immediate gut feeling was: ’This is a fake,’” said John Scott-Railton, one of Abdul Razzak’s colleagues.

    Scott-Railton flagged the incident to the AP, which confirmed that FlameTech was a digital facade.

    Searches of the Orbis database of corporate records, which has data on some 300 million global companies, turned up no evidence of a Spanish firm called FlameTech or Flame Tech or any company anywhere in the world matching its description. Similarly, the AP found no record of FlameTech in Madrid’s official registry or of a Gary Bowman in the city’s telephone listings. An Orbis search for Alonso, the supposed chief executive, also drew a blank. When an AP reporter visited Madrid’s Crystal Tower high-rise, where FlameTech claimed to have 250 sq. meters (2,700 sq. feet) of office space, he could find no trace of the firm and calls to the number listed on its website went unanswered.

    The AP was about to publish a story about the curious company when, on Jan. 9, Scott-Railton received an intriguing message of his own.

    This time the contact came not from Bowman of FlameTech but from someone who identified himself as Michel Lambert, a director at the Paris-based agricultural technology firm CPW-Consulting.

    Lambert had done his homework. In his introductory email , he referred to Scott-Railton’s early doctoral research on kite aerial photography — a mapping technique using kite-mounted cameras — and said he was “quite impressed.

    We have a few projects and clients coming up that could significantly benefit from implementing Kite Aerial Photography,” he said.

    Like FlameTech, CPW-Consulting was a fiction. Searches of Orbis and the French commercial court registry Infogreffe turned up no trace of the supposedly Paris-based company or indeed of any Paris-based company bearing the acronym CPW. And when the AP visited CPW’s alleged office there was no evidence of the company; the address was home to a mainly residential apartment building. Residents and the building’s caretaker said they had never heard of the firm.

    Whoever dreamed up CPW had taken steps to ensure the illusion survived a casual web search, but even those efforts didn’t bear much scrutiny. The company had issued a help wanted ad, for example, seeking a digital mapping specialist for their Paris office, but Scott-Railton discovered that the language had been lifted almost word-for-word from an ad from an unrelated company seeking a mapping specialist in London. A blog post touted CPW as a major player in Africa, but an examination of the author’s profile suggests the article was the only one the blogger had ever written.

    When Lambert suggested an in-person meeting in New York during a Jan. 19 phone call , Scott-Railton felt certain that Lambert was trying to set him up.

    But Scott-Railton agreed to the meeting. He planned to lay a trap of his own.

    Anyone watching Scott-Railton and Lambert laughing over wagyu beef and lobster bisque at the Peninsula Hotel’s upscale restaurant on Thursday afternoon might have mistaken the pair for friends.

    In fact, the lunch was Spy vs. Spy. Scott-Railton had spent the night before trying to secret a homemade camera into his tie, he later told AP, eventually settling for a GoPro action camera and several recording devices hidden about his person. On the table, Lambert had placed a large pen in which Scott-Railton said he spotted a tiny camera lens peeking out from an opening in the top.

    Lambert didn’t seem to be alone. At the beginning of the meal, a man sat behind him, holding up his phone as if to take pictures and then abruptly left the restaurant, having eaten nothing. Later, two or three men materialized at the bar and appeared to be monitoring proceedings.

    Scott-Railton wasn’t alone either. A few tables away, two Associated Press journalists were making small talk as they waited for a signal from Scott-Railton, who had invited the reporters to observe the lunch from nearby and then interview Lambert near the end of the meal.

    The conversation began with a discussion of kites, gossip about African politicians, and a detour through Scott-Railton’s family background. But Lambert, just like Bowman, eventually steered the talk to Citizen Lab and NSO.

    “Work drama? Tell me, I like drama!” Lambert said at one point, according to Scott-Railton’s recording of the conversation. “Is there a big competition between the people inside Citizen Lab?” he asked later.

    Like Bowman, Lambert appeared to be working off cue cards and occasionally made awkward conversational gambits. At one point he repeated a racist French expression, insisting it wasn’t offensive. He also asked Scott-Railton questions about the Holocaust, anti-Semitism and whether he grew up with any Jewish friends. At another point he asked whether there might not be a “racist element” to Citizen Lab’s interest in Israeli spyware.

    After dessert arrived, the AP reporters approached Lambert at his table and asked him why his company didn’t seem to exist.
    He seemed to stiffen.

    “I know what I’m doing,” Lambert said, as he put his files — and his pen — into a bag. Then he stood up, bumped into a chair and walked off, saying “Ciao” and waving his hand, before returning because he had neglected to pay the bill.

    As he paced around the restaurant waiting for the check, Lambert refused to answer questions about who he worked for or why no trace of his firm could be found.

    “I don’t have to give you any explanation,” he said. He eventually retreated to a back room and closed the door.

    Who Lambert and Bowman really are isn’t clear. Neither men returned emails, LinkedIn messages or phone calls. And despite their keen focus on NSO the AP has found no evidence of any link to the Israeli spyware merchant, which is adamant that it wasn’t involved.

    The kind of aggressive investigative tactics used by the mystery men who targeted Citizen Lab have come under fire in the wake of the Harvey Weinstein sexual abuse scandal. Black Cube, an Israeli private investigation firm apologized after The New Yorker and other media outlets revealed that the company’s operatives had used subterfuge and dirty tricks to help the Hollywood mogul suppress allegations of rape and sexual assault.

    Scott-Railton and Abdul Razzak said they didn’t want to speculate about who was involved. But both said they believed they were being steered toward making controversial comments that could be used to blacken Citizen Lab’s reputation.

    “It could be they wanted me to say, ’Yes, I hate Israel,’ or ’Yes, Citizen Lab is against NSO because it’s Israeli,’” said Abdul Razzak.
    Scott-Railton said the elaborate, multinational operation was gratifying, in a way.

    “People were paid to fly to a city to sit you down to an expensive meal and try to convince you to say bad things about your work, your colleagues and your employer,” he said.

    “That means that your work is important.”

    A Turkish journalist’s investigation into doubtful scenarios portrayed in a BBC documentary series has revealed that a woman interviewed in Istanbul’s Aksaray who was portrayed as a Syrian refugee from Aleppo is actually a Turkish beggar.

    Hürriyet journalist Ilker Sezer was prompted to investigate suspicious scenes in the episode on Turkey after former journalist Claas Relotius of Germany’s Der Spiegel confessed that news he published about immigrant children in Turkey was false.

    In the BBC documentary series called “Sex in Strange Places,” aired on BBCThree, a woman named Fatma is described as a 35-year-old Syrian who fled Aleppo by paying human smugglers at the Turkish border and was forced to resort to begging and prostitution after failing to receive “any support” in Turkey.

    BBC presenter Stacey Dooley claimed Fatma was forced to prostitute herself because she couldn’t earn enough by begging during the day.

    Sezer, however, upon investigating the story, was told by a tradesman in Aksaray that he knew the woman to be a beggar from Harran in Turkey’s southeastern Şanlıurfa province.

    In the episode, Dooley slams what she calls “racist” treatment against Fatma, claiming Turkey has not given Syrian refugees any support or rights.

    “This treatment is because this woman is Syrian. This is very racist behavior. Unacceptable,” Dooley says after her film team is denied permission to film in the Vakıflar Çarşısı marketplace.

    But when Sezer went to Vakıflar Çarşısı, he heard a different story. One longtime tradesman, Veysel Gül, said he has seen the woman, who he estimated to be about 50 years old, at the marketplace for 15 or 20 years. He said she speaks Turkish, Kurdish and Arabic, and spoke to the BBC for money.

    Sezer also talked to Ishan Ünal, a tradesman shown in the BBC episode. Ünal also said Fatma was immediately recognized as the Turkish beggar, even with her face covered in the documentary. He said the team was not allowed to film in the marketplace for the sole reason that they did not obtain permission to do so.

    The producer of the BBC documentary, Julia Rooke, said that the woman who claimed to be a prostitute in Aksaray was an ethnic Turkmen, and didn’t have any identity documents because of her illegal flight from Aleppo to Hatay. She went onto claim that a local had helped find the supposedly Syrian woman in an effort to pin the blame on someone else.
