  • Report on illegal practice of collective expulsion on Slovene-Croatian border

    Last year Slovenian police officially deported 4653 people to Croatia under the regulation of the readmission agreement. This is means that more than half of 9149 people who were processed for illegally crossing the border were handed over to Croatian police and in further expelled to Bosnia and Herzegovina. Large majority of people who were processed under the readmission agreement were denied their right to asylum procedure by Slovenian police who is still conducting systematic expulsions to Croatia under the guise of the readmission. This practice of denial of right to seek asylum has become systematic with the issue of general police instructions on end of May 2018 when official number of readmission increased dramatically. For example, in police station Črnomelj which the closest in walking distance from Velika Kladuša in May out of 379 people who were processed for illegally crossing the border 371 applied for asylum, but after the issue of police commands in June out of 412 people who crossed the border illegally only 13 officially asked for asylum. Threats, violence, abuse of power and denial of basic rights has became a common practice in other border police stations, collective expulsions to Croatia are happening daily with the knowledge and support of high police and government officials despite high risk of further violence and theft done by police in Croatia.

    In this article is attached a report on collective expuslion from Slovenia and Croatia and work of civil iniciative Info Kolpa which operated a phone line to act as mediator between police and migrants in asylum procedurees. The phone line was used when migrants who contacted the phone number were on the territory of the Republic of Slovenia with the intention to seek asylum and would express a desire for the volunteers to inform the police about their location. In such cases the nearest was informed. The phone line volunteers would send the geographical location, information on people seeking asylum and a clear statement that people are in dire need of help and wish to apply for international protection in Slovenia to the regional police station. This was done via phone or an email sent to the police station in jurisdiction. Also the Office of Ombudsman in Slovenia and different NGOs involved with protection of human rights were informed. This report contains 20 such recorded cases (106 persons); in 6 cases, persons were admitted to the asylum procedure in Slovenia (27 persons); in 7 cases they were pushbacked to Croatia and then illegally expelled to Bosnia and Herzegovina (39 persons); only one person was able to initiate the procedure for international protection after extradition to Croatia and was not expelled to Bosnia and Herzegovina. In 7 cases (39 people) there is no information of what had happened with the people, as they haven’t made any contact after they were apprehended by Slovenian police.

      No Name Kitchen and Border Violence Monitoring have published a common report summarizing current developments in pushbacks and police violence in the Western Balkans, mainly in Bosnia-Herzegovina, Montenegro and along the Serbian borders with Croatia and Hungary.

      As such, this report contains analysis and a review of the situation in these areas as well. This report covers 41 reports of push-backs involving 237 people in transit. 21 of these were incidents of push-backs to BiH, 4 of these were incidents of push-backs to Serbia, and 4 of these were incidents of push-backs from BiH to Montenegro. The reports were conducted with a wide demographic variety of respondents ranging from families to single men to unaccompanied minors. The respondents to these reports also originate from a wide variety of countries such as Tunisia, Kurdistan Iraq, Syria, Pakistan and Algeria to name a few.

    • Bosnia-Croatia border: Needs grow for migrants losing EU entry ‘#game’

      It’s referred to by everyone here as “The Game”, but there are few winners and a humanitarian crisis is brewing on the Bosnia-Croatia border as thousands of migrants and asylum seekers trying to reach the EU find themselves stuck with limited access to food, shelter, or healthcare.

      They are caught between two poles: EU policies designed to reduce irregular crossings and keep people out, and political stalemate in Bosnia, which aid groups say is preventing local authorities from providing those in limbo with adequate protection or living conditions.

      Since the closing of the old migrant route through the Balkans in 2016, Bosnia has emerged as a new way station for those trying to reach Croatia and head on to other nations like France and Germany in the EU’s Schengen free movement zone.

      Migrants and asylum seekers bide their time in northwest Bosnia before attempting “The Game” – the cat-and-mouse evasion of Croatian police as they cross the highly securitised border and try to navigate dense woodland further into EU territory. The majority making this trip are pushed back by Croatian police, who are supported financially in their border operations by the EU.

      Bosnia’s northwestern canton of Una-Sana has become the locus of the ensuing crisis, especially around its main city and administrative centre of Bihać.

      As of June 2019, the UN’s migration agency, IOM, runs four migrant centres in Una-Sana, housing more than 3,100 migrants and asylum seekers. However, with an estimated 6,000 migrants in the canton, it’s not enough and thousands are sleeping rough.

      Faced with sustained protests from local residents about the pressure this has placed on their communities, authorities have scrambled to find solutions.

      In April, Una-Sana police increased measures that were introduced in October 2018 to prevent migrants and asylum seekers from entering the canton. In June, Bihać City Council began to clear the urban centre, with police rounding up and relocating groups of people to a new location at Vučjak, eight kilometres from the city centre.

      The UN has refused to operate at Vučjak, citing concerns about its close proximity to minefields and situation on top of a former landfill site, referring to it as “unsuitable for human habitation”.

      Opening additional accommodation centres would ease the pressure, but politicians have failed to create a national plan to share the burden. Milorad Dodik, Bosnian Serb member of Bosnia and Herzegovina’s tripartite presidency, has notably refused to host migrants and asylum seekers in Bosnia’s mainly Serb entity of Republika Srpska.

      “The Ministry of Security doesn’t have a strategy,” Šuhret Fazlić, mayor of Bihać, told The New Humanitarian. “The only strategy they have is to try and close the border between Bosnia and Serbia, and to let migrants go to Croatia. But it doesn’t work because Croatia is pushing migrants back, and because Dodik won’t allow police from the Federation of Bosnia and Herzegovina or the army on the border with Serbia.”

      Decision-making is complicated by the fact that the outgoing government has been acting in a caretaker capacity since October 2018 elections.

      “If you look at who is currently the Minister of Security, his party and he as a person will definitely not be part of the new government,” said Peter Van der Auweraert, IOM’s chief of mission in Bosnia and Herzegovina. “The parties that will eventually form the government have no incentive to collaborate with him.”

      With weak central leadership, IOM must navigate Bosnia’s local politics to open additional centres for migrants and asylum seekers who currently fall outside of the system.

      “We have identified six alternative locations and now need a political decision at the canton level on which one of those is acceptable,” Van der Auweraert said. “In Bosnia it is so decentralised that canton authorities can really block that from happening. It takes a level of political courage to explain to people on the ground that there are actually economic benefits attached to opening a migrant centre. Unfortunately this has not happened, for example, in Una-Sana canton.”

      As winter nears and thousands of migrants and asylum seekers continue to live in squalid conditions, the urgency of agreeing on the location of a new centre will only grow.

      “Somebody has to find a solution,” said Fazlić. “The only thing that is up to the city is to propose new locations. We are ready for this, but we have only land and somebody has to find a way to build and prepare conditions for them.”

      “We’re scared that the police will catch us”

      “We don’t go into the city centre because we’re scared that the police will catch us. You should see how we were when we lived in Turkey – I looked nothing like this," said Sufyan Al Sheikh Ahmad, 23, from Syria. “The circumstances here are very hard. Last time, we walked for six days in Croatia and reached Slovenia, but the Slovenian police caught us after two days. They handed us over to Croatian police, who took our money and bag, and broke our telephones. They took us to the border and we had to walk about 30 kilometres to Bihać. That was the fifth attempt. Inshallah, I will try again. I don’t have 3,000 euros to pay a smuggler, so I’m trying to walk. Wallah, I feel very tired.”

      Many migrants and asylum seekers set off into Croatia from the Bosnian village of Šturlić, which lies just a few hundred metres from the border. The landscape on the Bosnian side is mountainous, densely forested, and becomes more so once one enters Croatian territory. Croatian authorities, funded to the tune of 131 million euros by the EU, deploy a wide range of technologies to detect and apprehend migrants on their territory. By contrast, the EU has provided 24 million euros to Bosnia since 2018 to help the country manage the migration crisis, on top of 24.6 million euros of assistance in the area of asylum, migration, and border management since 2007.

      “I didn’t even have a t-shirt or shoes”

      “I’ve been in Bosnia four months,” said Zuhaib Arif, 18, from Pakistan. "I got here by train but got off about 70 kilometres from here, at Banja Luca, and walked the rest. The police told me to get off the train there, and anyone who this happens to has to come here by foot. Police tell us to go back and not go to Bihać. I went to Jungle Camp [Vučjak] but I didn’t have a blanket – I didn’t even have a t-shirt or shoes – they were stolen from me whilst I was sleeping.”

      “They didn’t let me inside because they told me there is no space”

      “They didn’t let me inside the [Bira] camp because they told me there is no space. When the police came, they told us, ‘do not run – if you have no ID card, no problem,’ but when we stopped for them, they arrested us and took us to Jungle Camp. We walked for one and a half hours there. More than 200 people were walking. I think 30 to 40 percent came back here from Jungle Camp. If we don’t find a way to jump over the fence [into Bira], we will stay here tonight.”

      “We urgently need more support”

      With the EU and UN having refused to support operations at Vučjak, the City of Bihać Red Cross is the only humanitarian organisation providing assistance to migrants at the camp, providing two meals a day for up to 700 people and first aid. “We are extremely stretched, both financially and in terms of human resources,” Rajko Lazic, secretary-general of the Red Cross Society of Bosnia and Herzegovina, told TNH. “Our volunteers and staff are exhausted. Our funds are running out. We urgently need more support.”

      “We don’t want problems with the #police

      Independent groups providing support to migrants and asylum seekers have been forced to operate more covertly as the political context in Una-Sana has changed and patience has begun to wear thin. No Name Kitchen, an NGO of volunteers from several countries that predominantly helps migrants and asylum seekers in Bosnia, runs a free clothes shop and carries out a distribution of food and non-food items to about 30 people a day in the town of Velika Kladuša, about 50 kilometres north of Bihać. “The way that we do that is low profile, hidden… because we don’t want problems with the police,” a No Name Kitchen volunteer told TNH. “As the political will to keep people contained within camps outside of cities has become more salient, there has been an effort to control independent organisations.”

      “The conditions are always violent with the Croatian police”

      “I’ve made six trips from Bosnia,” said Rachid Boudalli, 35, from Morocco. Each time the Slovenian police have caught me and handed me over to the Croatian police. The conditions are always violent with the Croatian police, they hit us, take our stuff from us: our money, our telephones, anything we have. They’ve taken eight power banks from me and four mobiles. I ask the responsible European parties to look into our situation.”

      “They are shameless beyond belief”

      “The Croatian police steal our money, our personal papers – everything that we need," said Eman Muhammad Al Ahmad, a 30-year-old Palestinian refugee from Syria. “As an already persecuted people escaping war, we now suffer from bandits in European countries. When I asked for my Syrian ID card back, they shouted in my face ‘shut up’ and threatened to hit me in the head with their truncheon. They are shameless beyond belief, searching us in a filthy way that doesn’t fit the police of a developed European state. They persecute women by removing her hijab under the guise that she’s got something hidden in there. What does a refugee want to hide? As refugees, we just want to cross peacefully into a European state to be with our families and children – no more and no less.”

      “I told them that I want asylum in Slovenia, but they didn’t reply”


      “I see all kinds of animals in the forest,” Yassin Nowar, 24, from Algeria told TNH. “After eight days of walking, we found this bear in Croatia. Four days later the police caught us.”

      For some, the circumstances are too much to endure any longer. “I want to go back to my country because the situation here is very difficult,” Amjad Al Ghanem, a 24-year-old from the Occupied Palestinian Territories told TNH. “I’ve tried ‘the game’ six times. Three times I reached Slovenia and I told them that I want asylum in Slovenia, but they didn’t reply and returned us to Croatia. At least in Palestine I can take care of myself. I had a dream, but it’s gone: I’ve had enough.”

Initiatives write about in the last three years: systematic push backs and illegal practices, among others the denial of access to asylum for people in search for safety, perpetrated by Croatian police officers. “Action corridor” is the way in which it has been called - “Our interlocutor warns that the intervention and special police, in particular, are encouraged to be as “harsh” as possible in deterring migrants (https://net.hr/danas/hrvatska/zastrasujuca-devijacija-akcije-koridor-policija-sve-dogovara-na-whatsappu-a-pose). Because they are thought to be so discouraged that they later won’t try to cross the border again. The Ogulin area is allegedly also used with dogs to attack, which is actually illegal and extremely inhumane in dealing with migrants, an anonymous police officer told Net.hr”.In the article, you can see picture of people, including migrants, kept in cages at Croatian border crossing areas. This is not the first time that policemen speak publicly about the illegal behavior of Ministry of Interior - this has been addressed by the Ombudswoman (https://www.telegram.hr/politika-kriminal/pucka-pravobraniteljica-primila-anonimno-pismo-policajca-tvrdi-kako-je-isti), and by an anonymous police source that decided to speak with the journalist Barbara Matejcic (https://welcome.cms.hr/index.php/en/2019/07/26/new-evidence-of-violent-pushbacks-executed-by-croatian-police-and-the-eu). Unfortunately, still we do not have any information about any investigation or sanctioning the responsibles of these actions.

    Transatlantic institutions organizing German-American elite networking since the early 1950s

    The Cold War era witnessed an increasing transnational interconnectedness of individuals and organizations in the cultural, economic and political sphere. In this period, two organizations, the Atlantik-Brücke and the American Council on Germany, established themselves as influential facilitators, enabling German-American elite networking throughout the second half of the twentieth century and beyond. The two organizations brought together influential politicians and businesspeople, as well as representatives of the media and the academic world.

    Efforts in this regard commenced in the early days of the Cold War, only a few years after the end of World War II. In 1949, two American citizens and two Germans began developing the plan to found the Atlantik-Brücke in West Germany and a sister organization, the American Council on Germany (ACG), in the United States. Their plan was to use these two organizations as vehicles to foster amicable relations between the newly founded Federal Republic of Germany and the United States of America. Only a few years prior, Americans and Germans had faced each other as enemies during World War II and many segments of German society, including West German elites, held strong, long-standing anti-American sentiments. The U.S. public in turn was skeptical as to whether Germans could indeed be denazified and convinced to develop a democratic system. Thus, in order to forge a strong Western alliance against Soviet Communism that included West Germany it was critical to overcome mutual prejudices and counter anti-Americanism in Western Europe. It was to be one of the central tasks of the Atlantik-Brücke and the ACG to achieve this in West Germany.

    Individuals at the Founding of the Atlantik-Brücke and the ACG

    One of the founders of the Atlantik-Brücke and the ACG was Eric M. Warburg. He was a Jewish-American banker originally from Hamburg where his ancestors had founded the family’s banking house in 1798. Due to Nazi Aryanisation and expropriation policies, the Warburg family lost the company in 1938 and immigrated to the United States, settling in New York. In spite of the terror of the Nazi regime, Eric Warburg was very attached to Hamburg. He became a vibrant transatlantic commuter after World War II, living both in Hamburg and in New York. In the intertwined histories of the Atlantik-Brücke and the ACG, Warburg played a special role, becoming their leading facilitator and mediator.

    Not long after his escape from the Nazis, Warburg met Christopher Emmet, a wealthy publicist and political activist who shared Warburg’s strong anti-communist stance and attachment to pre-Nazi Germany. On the German side of this transatlantic relationship, Warburg and Emmet were joined by Marion Countess Dönhoff, a journalist at the liberal West German weekly Die Zeit, and by Erik Blumenfeld, a Christian Democratic politician and businessmen. There were two main characteristics shared by the original core founders of the Atlantik-Brücke and the ACG: firstly, each one of the founding quartet belonged to an elite – economic, social or political – and was therefore well-connected with political, diplomatic, business and media circles in both the United States and Germany. Secondly, there was a congruence of basic dispositions among them, namely a staunch anti-communist stance, a transatlantic orientation, and an endorsement of Germany’s integration into the West.

    The Western powers sought the economic and political integration of Western Europe to overcome the devastation of Europe, to revive the world economy, and to thwart nationalism and militarism in Europe after World War II. Germany was considered Europe’s economic powerhouse and thus pivotal in the reconstruction process. West Germany also needed to be on board with security and defense policies in order to face the formidable opponent of Soviet Communism. Since the Federal Republic shared a border with the communist bloc, the young state was extremely vulnerable to potential Soviet aggression and was at the same time strategically important within the Western bloc. Elite organizations like the Atlantik-Brücke and the ACG were valuable vehicles to bring West Germany on board for this ambitious Cold War project.

    Thus, in 1952 and 1954 respectively, the ACG and the Atlantik-Brücke were incorporated and granted non-profit status with the approval of John J. McCloy, U.S. High Commissioner to Germany (1949-1952). His wife Ellen McCloy was one of signatories of the ACG’s certificate of incorporation and served as its director for a number of years. The Atlantik-Brücke (originally Transatlantik-Brücke) was incorporated and registered in Hamburg.

    Transatlantic Networking

    The main purpose of both organizations was to inform Germans and Americans about the respective other country, to counter mutual prejudices, and thus contributing to the development of amicable relations between the Federal Republic of Germany and the United States in the postwar era. This was to be achieved by all means deemed appropriate, but with a special focus on arranging personal meetings and talks between representatives of both countries’ business, political, academic, and media elites. One way was to sponsor lectures and provide speakers on issues relating to Germany and the United States. Another method was organizing visiting tours of German politicians, academics, and journalists to the United States and of American representatives to West Germany. Among the Germans who came to the U.S. under the sponsorship of the ACG were Max Brauer, a former Social Democratic mayor of Hamburg, Willy Brandt, the first Social Democratic Chancellor and former mayor of West Berlin, and Franz Josef Strauss, a member of the West German federal government in the 1950s and 1960s and later minister president of the German federal state of Bavaria. American visitors to the Federal Republic were less prominent. Annual reports of the Atlantik-Brücke explicitly mention George Nebolsine of the New York law firm Coudert Brothers and member of the International Chamber of Commerce, and the diplomats Henry J. Tasca, William C. Trimble, and Nedville E. Nordness.

    In the late 1950s the officers of the Atlantik-Brücke and the ACG sought ways of institutionalizing personal encounters between key Americans and Germans. Thus they established the German-American Conferences modeled on the British-German Königswinter Conferences and the Bilderberg Conferences. The former brought together English and German elites and were organized by the German-English Society (later German-British Society). The latter were organized by the Bilderberg Group, founded by Joseph Retinger, Paul van Zeeland and Prince Bernhard of the Netherlands. Those conferences began in 1954 and were informal, off-the-record meetings of American and West European representatives of business, media, academia and politics. Each of these conference series was important for the coordination of Western elites during the Cold War era. Bilderberg was critical in paving the way for continental European integration and the German-British effort was important for reconciling the European wartime enemies.

    From 1959 onwards, the German-American Conferences took place biennially, alternating between venues in West Germany and the United States. At the first conference in Bonn, 24 Americans came together with 27 Germans, among them such prominent individuals as Dean Acheson, Henry Kissinger, and John J. McCloy on the American side, and Willy Brandt, Arnold Bergstraesser (considered to be one of the founding fathers of postwar political science in Germany), and Kurt Georg Kiesinger (third Christian Democratic Chancellor of the Federal Republic of Germany and former minister president of the federal state Baden-Württemberg) on the German side. By 1974 the size of the delegations had increased continuously, reaching 73 American and 63 German participants.

    A central goal in selecting the delegations was to arrange for a balanced, bipartisan group of politicians, always including representatives of the Social and Christian Democrats (e.g. Fritz Erler, Kurt Birrenbach) on the German side and both Democratic and Republican senators and representatives (e.g. Henry S. Reuss, Jacob Javits) on the American side, along with academics, journalists, and businessmen. Prominent American academics attending several of the German-American conferences included Henry Kissinger and Zbigniew Brzezinski. Representatives of major media outlets were Marion Countess Dönhoff of Germany’s major liberal weekly Die Zeit, Kurt Becker, editor of the conservative daily newspaper Die Welt, and Hellmut Jaesrich, editor of the anticommunist cultural magazine Der Monat. The business community was prominently represented by John J. McCloy, the president of the Chase Manhattan Bank, and Herman Georg Kaiser, an oil producer from Tulsa, Oklahoma. From Germany, Gotthard von Falkenhausen and Eric Warburg represented the financial sector and Alexander Menne, a member of the executive board of Farbwerke Hoechst, represented German industry.

    Officers of the Atlantik-Brücke and the ACG were mainly in charge of selecting the delegates for the conferences. However, Shepard Stone of the Ford Foundation also had an influential say in this process. In the late 1950s and 1960s he was director of the foundation’s international program and thus responsible for allocating funds to the ACG to facilitate the German-American conferences. Shepard Stone was deeply attached to Germany as he had pursued graduate studies in Berlin in the Weimar period, earning a doctoral degree in history. After World War II he returned to Germany as a public affairs officer of the U.S. High Commission. Stone’s continuing interest in German affairs and friendship with Eric Warburg and Marion Dönhoff regularly brought him to Germany, and he was a frequent participant in the German-American conferences.

    The German-American Conferences and Cold War Politics

    All matters discussed during the conferences stood under the headline “East-West tensions” in the earlier period and later “East-West issues” signaling the beginning of détente, but always maintaining a special focus on U.S.-German relations. The debates from the late 1950s to the early/mid-1970s can be categorized as follows: firstly, bilateral relations between the U.S. and the FRG; secondly, Germany’s relation with the Western alliance; thirdly, Europe and the United States in the Atlantic Alliance; and last but not least, relations between the West, the East, and the developing world. The conferences served three central purposes: firstly, developing a German-American network of elites; secondly, building consensus on key issues of the Cold War period; and thirdly, forming a common Western, transatlantic identity among West Germans and Americans.

    Another emphasis of both groups’ activities in the United States and Germany was the production of studies and other publications (among others, The Vanishing Swastika, the Bridge, Meet Germany, a Newsletter, Hans Wallenberg’s report Democratic Institutions, and the reports on the German-American Conferences). Studies aimed at informing Germans about developments in the United States and American international policies on the one hand, and at informing the American people about West Germany’s progress in denazification, democratization, and re-education on the other. The overall aim of these activities was first and foremost improving each country’s and people’s image in the eyes of the counterpart’s elites and wider public.

    The sources and amounts of available funds to the ACG and the Atlantik-Brücke differed considerably. Whereas the latter selected its members very carefully by way of cooptation especially among businessmen and CEOs to secure sound funding of its enterprise, the former opened membership or affiliation to basically anyone who had an interest in Germany. As a result, the ACG depended heavily, at least for its everyday business, on the fortune of the organization’s executive vice president Christopher Emmet. Emmet personally provided the salaries of ACG secretaries and set up the organization’s offices in his private apartment in New York’s upper Westside. In addition, the ACG relied on funds granted by the Ford Foundation especially for the biannual German-American conferences as well as for the publication of a number of studies. The Atlantik-Brücke in turn benefitted immensely from public funds for its publications and the realization of the German-American conferences. The Federal Press and Information Agency (Bundespresse- und Informationsamt, BPA) supported mainly publication efforts of the organization and the Federal Foreign Office (Auswärtiges Amt) regularly granted funds for the conferences.

    Politics, Business and Membership Growth

    Membership of the Atlantik-Brücke grew from 12 in 1954 to 65 in 1974. Among them were representatives of companies like Mannesmann, Esso, Farbwerke Hoechst, Daimler Benz, Deutsche Bank, and Schering. Those members were expected to be willing and able to pay annual membership fees of 3000 to 5000 DM (approx. $750 to $1,250 in 1955, equivalent to approx. $6,475 to $10,793 today). Since the business community always accounted for the majority of Atlantik-Brücke membership compared to members from academia, media and politics, the organization operated on secure financial footing compared to its American counterpart. The ACG had not even established formal membership like its German sister organization. The people affiliated with the ACG in the 1950s up to the mid-1970s were mostly academics, intellectuals, and journalists. It posed a great difficulty for ACG officers to attract business people willing and able to contribute financially to the organization at least until the mid-1970s. When Christopher Emmet, the ACG’s “heart and soul,” passed away in 1974, the group’s affiliates and directors were mostly comprised of Emmet’s circle of friends and acquaintances who shared an interest in U.S.-German relations and Germany itself. Emmet had enlisted most of them during his frequent visits to the meeting of the Council on Foreign Relations. Another group of prominent members represented the military. Several leading figures of the U.S. occupying forces and U.S. High Commission personnel joined the ACG, in addition to ranking politicians and U.S. diplomats. The ACG’s long term president, George N. Shuster had served as Land Commissioner for Bavaria during 1950-51. In 1963, Lucius D. Clay, former military governor of the U.S. zone in Germany, 1947-49, joined the ACG as honorary chairman. George McGhee, the former ambassador to Germany prominently represented U.S. diplomacy when he became director of the organization in 1969.

    Although the Atlantik-Brücke had initially ruled out board membership for active politicians, they were prominently represented. Erik Blumenfeld, for example, was an influential Christian Democratic leader in Hamburg. In 1958 he was elected CDU chairman of the federal city state of Hamburg and three years later he became a member of the Bundestag.In the course of the 1960s and 1970s more politicians joined the Atlantik-Brücke and became active members of the board: Kurt Birrenbach (CDU), Fritz Erler (SPD), W. Alexander Menne (FDP), and Helmut Schmidt (SPD). Thus, through their members and affiliates both organizations have been very well-connected with political, diplomatic, and business elites.

    Besides individual and corporate contributions, both organizations relied on funding from public and private institutions and agencies. On the German side federal agencies like the Foreign Office, the Press and Information Agency, and the Chancellery provided funding for publications and supported the German-American conferences. On the American side additional funds were provided almost exclusively by the Ford Foundation.

    Although both groups were incorporated as private associations with the objective of furthering German-American relations in the postwar era, their membership profile and sources of funding clearly illustrate that they were not operating at great distance from either public politics or official diplomacy. On the contrary, the Atlantik-Brücke and the ACG represent two prominent actors in a transnational elite networking project with the aim of forging a strong anti-communist Atlantic Alliance among the Western European states and the United States of America. In this endeavor to back up public with private authority, the Atlantik-Brücke and the ACG functioned as major conduits of both transnational and transcultural exchange and transfer processes.

    This report gives an overview not available elsewhere of the impact
    of the Coalition bombing campaign on food production and
    distribution in rural Yemen and on fishing along the Red Sea coast.
    The timing of its release appears opportune. Press coverage of this
    forgotten war has increased; there is some diplomatic and political
    movement; and the report on human rights violations during the
    Yemen war, prepared under the aegis of the Group of Eminent Experts, has been submitted to the UN Human Rights Council in Geneva.¹
    Warnings of the risk of mass starvation echo ever more shrilly.²
    It is high time that citizens, parliamentarians and civil organisations
    to do all they can to end a conflict now well into its fourth year. On
    the 6 September, a new UN-appointed mediator had announced
    discussions between two major Yemeni parties in the war (the internationally
    recognized Government of Yemen led by Abd-Rabbuh
    Mansour Hadi, based between al-Riyadh and Aden, and the “Salvation/Rescue Government” of Ansarallah and allies based in Sanʿaʾ, internationally designated as “the Houthi rebels” or “the de-facto power”). Following this announcement, the talks were postponed in the wake of a failure to provide certain safe passage for the delegation from Sanʿaʾ.
    Mounting civilian casualties and recent atrocities resulting from
    Coalition bombing have brought press and political reaction to
    this long war.³ As part of the attack begun in June 2018 with the
    objective of taking the city of al-Hudayda, on 2 August the central
    fish market and the entrance to the main public hospital (to which

    Sitting in the back seat, the blue-blooded Swedish aristocrat and the decorated French hero of two world wars had begun to relax from the tension of the journey as the big Chrysler, the last of a three-car convoy, started its final ascent up the narrow road through the now Jewish-occupied district of Katamon, towards Rehavia and the house of the Jerusalem military governor. No one in the first car, a DeSoto, least of all the Israeli captain assigned to escort the VIPs, showed much concern when a new-looking Israeli army jeep slewed across the road to bring the convoy to a halt: just another temporary checkpoint. As three soldiers in standard Israel Defence Forces khaki shorts, fingers on triggers, approached the DeSoto; the three young Swedes and a Belgian in the passenger seats, groped for their papers. “It’s OK boys,” the Israeli officer explained. “Let us pass. It’s the UN mediator.”

    At that moment, one of the three men ran to the Chrysler, pushed the barrel of his German-made Schmeisser MP40 sub-machine gun through the open rear window, and pumped six bullets into the chest, throat and left arm of the aristocrat and another 18 into the body of the French colonel sitting on his left. Rushing out of the first car, the Israeli captain, Moshe Hillman, ran back to the Chrysler. Aghast at the sight of the copiously bleeding bodies he kept repeating: “My God, oh my God,” before jumping in beside the driver, a UN security man recruited from the FBI, and telling him to head straight for the Hadassah hospital. But Count Folke Bernadotte, the UN mediator officially charged with bringing peace to a Holy Land at war, and his chief UN observer Colonel Andre Serot, who had only swapped places with Hillman at the last minute so that he could personally thank the count for saving his wife from a Nazi concentration camp three years earlier, were dead on arrival.

    The assassination of Bernadotte by Jewish militants disguised as regular soldiers on 17 September 1948, was commemorated in a series of Swedish and UN ceremonies in Jerusalem, Stockholm and New York yesterday. But no blue Israeli plaque marks the spot, as it does for so many military and Jewish underground exploits of the period. (...)

The fourth president of Mongolia also took the opportunity to make an offer to host the historic talks in Ulaanbaatar.

In his tweet, Ts.Elbegdorj alludes to the fact that Mongolia has been a mediator between Japan and North Korea for talks regarding abducted Japanese citizens.

    The West’s approach to the Syrian uprising was from the very beginning dominated by an overdose of wishful thinking. Politicians apparently based their positions on their day-to-day domestic political reflexes, rather than on the long-term vision and result-oriented pragmatism that were needed to work toward genuinely helping to solve the conflict.

    Most Western politicians early on became fixated on the idea that the conflict could only be resolved if President Bashar al-Assad were removed from power. Many really thought that the regime would fall within a relatively short time. Various ambassadors in Damascus expected Assad to have been gone by the summer of 2012. The strength of the regime was completely underestimated, partly out of ignorance and lack of knowledge of the Syrian regime, as well as because of misplaced optimism.

    Academics, journalists, and policymakers who predicted that there was a realistic chance for the Assad regime to survive for a longer time, or called the moral legitimacy of the allegedly “peaceful” opposition into question, ran the risk of being accused of being pro-Assad — or even of being against democracy. Ideological arguments sometimes prevailed over realistic ones. Even the United Nations and its special envoys for Syria were from time to time accused of being partial to Assad after the slightest move that could potentially be interpreted as not opposing his interests.

    The solidarity visit of Ford and his French counterpart, Eric Chevallier, to the opposition in Hama in July 2011 looked sympathetic from a Western point of view but in fact led to the end of the possibility for the United States and France or other countries to play any role as mediator in the conflict. Their visits rather created false hopes among the opposition that essential Western support was forthcoming — and in the end it was not as forthcoming as had been suggested.

    Akbar Hashemi Rafsanjani, the chairman of Iran’s Expediency Discernment Council, died of a heart attack on January 8, 2017. Various factions immediately tried to claim this “pillar of the revolution” in the name of their competing political objectives. The wily politician would have surely recognized this technique of marshaling the spirits of the dead to score points for short-term political gain.

    Temperate “principalists” (usulgarayan), technocratic conservatives (eʿtedaliyyun), and reformists (eslahtalaban) — that is, much of the Iranian political class — saw something in the elderly statesman’s legacy worth appropriating. In this way, his death mirrors his life: during his sixty-plus years of political activity, he became many things to many people, while his ultimate objectives often remained opaque, if not virtually impossible to discern.

    Mahmoud Ahmadinejad and others often painted this postrevolutionary pragmatist as a corrupt and arrogant patrician who had cast aside revolutionary austerity in favor of decadent opulence. The accusation resonated far beyond Ahmadinejad’s supporters, aligning with popular slogans that denounced the two-time president as “Akbar Shah” (meaning King Akbar, Great Shah) and compelling ordinary citizens to scrawl dozd (thief) on many of his campaign posters during the 2005 presidential campaign. He was also known to many as “the shark” (kuseh) on account of his inability to grow a fully fledged beard, though others felt it described his political modus operandi to a tee.

    By 2009, however, he seemed to have aligned himself with the Green Movement, drawing closer to the reformists he once opposed. His intermittent criticisms of the Ahmadinejad government endeared him to many, who began to see him as one of the few establishment voices willing to openly defy the administration and by extension, his old ally, the Supreme Leader Ali Khamenei. He became inextricably linked with the trope of “moderation,” a powerful idea in a country on the precipice, especially after the UN imposed sanctions of 2006.

    Many others remained skeptical, however, unable to forget his reputation as an arch-Machiavellian. They recycled urban legends about his family’s wealth, reinforcing his image as a power-obsessed wheeler-and-dealer.
    Resisting the Shah

    Born in 1934, Akbar Hashemi Bahremani grew up on his family’s small farm in the village of Bahreman in the Nuq district of Rafsanjan, Kerman province. At the behest of his father, he studied in a traditional maktab, but was still expected to help tend to the animals and orchards in a region renowned for its prized pistachio. His paternal uncle was a cleric who often took to the village pulpit, and at the age of fourteen, he left for Qom to study at the Shiʿi seminary, the chief center of Islamic learning in Iran.

    Through the Maraʿshi brothers (Akhavan-e Maraʿshi), Kazem and Mehdi, fellow Rafsanjanis, with whom he lived for a number of years, Akbar quickly came to know Seyyed Ruhollah Khomeini, then a relatively junior mojtahed and esteemed teacher of philosophy and mysticism. In Rafsanjani’s memoir, The Period of Struggle, he recalls how he was immediately captivated by the “majesty” of Khomeini’s visage and demeanor. Thus began an extremely close and fruitful relationship that would last the remainder of Khomeini’s lifetime. Indeed, Rafsanjani’s final resting place is alongside his political and spiritual patron.

    In Qom, Rafsanjani rapidly got involved in political life and activism and found himself attracted to the militant Devotees of Islam (Fadaʾiyan-e Islam), led by Seyyed Mojtaba Mirlowhi, better known as Navvab-e Safavi or “Prince of the Safavids,” whose meetings he would attend at every opportunity. The group tried to convince the Qom seminary to agitate for a strict and unforgiving nomocratic order, but with little success. Under the guidance of Grand Ayatollah Boroujerdi, the overwhelming majority of the Qom seminary rejected the message of the Fadaʾiyan, at one point running them out of town.

    Rafsanjani was studying in Qom during the years of anticolonial fervor after Prime Minister Mosaddeq nationalized the Anglo-Iranian Oil Company (BP). He encountered Mosaddeq’s one-time clerical ally, Ayatollah Seyyed Abolqasem Kashani, who became one of the Fadaʾiyan’s initial patrons. Kashani eventually turned on Mosaddeq, and, in August 1953, a joint CIA-MI6 orchestrated coup d’état ousted the prime minister.

    After the revolution, even while expressing his support for the national movement, Rafsanjani blamed Mosaddeq’s National Front and the communist Tudeh Party for their role in weakening the seminary during this period. But he still recalled with pride how the former prime minister contributed to printing and distributing his translation of The Journey of Palestine, a translation of a popular book on Palestine written in Arabic by Akram Zwayter, a Jordanian ambassador to Tehran. Published in semi-illicit form in 1961, this book marked the beginning of a long career in which he became the most prolific statesman-cum-author of the postrevolutionary era.

    In 1955, Navvab was executed by firing squad, but vestiges of the Fadaʾiyan persisted, creating a vital network of clerical and lay activists in the country’s mosques and bazaars. Rafsanjani became an important organizer inside the country, following Khomeni’s exile in 1964. In January 1965, he was arrested by the Shah’s infamous secret police, SAVAK, for his role in the assassination of the pro-American premier, Hassan ʿAli Mansur. Later recollections by members of the Islamic Coalition Society have since admitted it was Rafsanjani who supplied the weapon. From 1958 until the revolution he was arrested on several occasions. He persisted in his activism despite the abuse and torture he suffered at the hands of the SAVAK, publishing illegal periodicals and distributing Khomeini’s communiqués from Najaf. It was also in 1958 that he married ʿEffat Maraʿshi, the daughter of a fellow cleric from Rafsanjan. His companion of almost sixty years, she would come to exude a formidable matriarchal presence on the Iranian political scene throughout the 1990s and 2000s.

    Rafsanjani also managed to travel to the United States and Japan during these years. Many regard the latter as especially formative for his worldview and proclivity toward the seemingly indigenous, albeit technologically advanced, version of modernization he would seek to exact during his own time in power. He also penned a volume on the nationalist icon Amir Kabir (who died in 1852), who tried to streamline the Qajar court’s expenditures, consolidating the weak Iranian state in Tehran while importing technical and military know-how. That Rafsanjani died on the anniversary of Amir Kabir’s murder has only fueled the flood of hagiographies.
    Internal Divisions

    On February 5, 1979, Rafsanjani made his first public appearance facing the world’s media with Khomeini during Mehdi Bazargan’s introduction as prime minister of the Provisional Revolutionary Government. He began his government apprenticeship as deputy interior minister, and soon found common ground with another junior minister, Seyyed Ali Khamenei, who held the same role in defense. More importantly, Rafsanjani also served on the revolutionary council, a secretive body dominated by clerics loyal to Khomeini that was created in lieu of a legislative branch of state.

    Rafsanjani and Khamenei were on a pilgrimage to Mecca when they learned that radical students, who called themselves the Muslim Student Followers of the Imam’s Line, had overrun the United States embassy on November 4, 1979. They had by this time become leading officials of the Islamic Republic Party (IRP), and Bazargan’s resignation thrust both men into the limelight. Rafsanjani took over the interior ministry and organized the first presidential elections of 1980. In the spring of that year, he was elected to the Majlis (parliament) and became speaker, a post he turned into a personal stronghold for most of the following decade.

    Rafsanjani remained steadfastly loyal to Khomeini and led the clerical front that ultimately marginalized competing revolutionary organizations in the early 1980s. But their relationship was not always easy. Together with Khamenei, Rafsanjani lobbied Khomeini to allow clerical candidates into the first presidential election; his mentor’s refusal paved the way for the victory of layman Abolhasan Bani-Sadr. Only after much of the IRP leadership was killed in the Hafte Tir bombing did Khomeini relent and allow Khamenei to run for president in the summer of 1980.

    They also seem to have disagreed about the war with Iraq. According to various sources, including Khomeini’s son Ahmad, the Grand Ayatollah wanted to bring the conflict to an end after taking back the southwestern city of Khorramshahr in April 1982, but Rafsanjani, among others, prevailed on him to prepare an offensive into Iraqi territory.

    As the 1980s progressed, Rafsanjani’s role within the state system far surpassed his formal title of parliamentary speaker. In international settings, he was treated like the state’s foremost figure. The West — including the Reagan administration — relied on him to end kidnappings in Lebanon, and he became known as the real power behind the scenes.

    By 1985, the fervent anti-Americanism he had previously displayed gave way to the realization that a tactical accommodation with the “Great Satan” was necessary. In a risky and ultimately unsuccessful move, he agreed to hold talks with a delegation led by national security adviser Robert McFarlane, which surreptitiously visited Tehran in October 1986 with much-needed weapons for the war effort. The Iran-Contra revelations severely embarrassed both Reagan and Rafsanjani, and the whole affair had major repercussions for the domestic scene. Nevertheless, two decades later, the Rafsanjani clan published a book including the delegation’s fake passports and the inscribed Bible Reagan gave to Rafsanjani to underscore the cooperation between these erstwhile adversaries.

    Rafsanjani was at the heart of several crucial developments during the last years of Khomeini’s life. Many believe he took part in the efforts lead by Ahmad Khomeini and minister of intelligence, Mohammad Reyshahri, to persuade the revolutionary leader to withdraw his support for his designated successor, Hossein ʿAli Montazeri. He certainly had motivation: Montazeri’s relative and close associate, Seyyed Mehdi Hashemi, and his people were responsible for leaking the details of McFarlane’s visit. In early 1988, Rafsanjani had to navigate a major internal crisis when Prime Minister Mir-Hossein Mousavi resigned and noted — in a secret letter to Khamenei — that other figures, including Rafsanjani, had gravely eroded his authority.

    That same year, the USS Vincennes shot down Iran Air Flight 655 over the Persian Gulf, killing almost three hundred civilians. Rafsanjani gloomily indicated during a Friday prayer speech that the tragedy was not an accident and warned that the United States would now intensify its involvement in the Iran-Iraq conflict. This likely contributed to Khomeini’s acceptance of UN Security Council Resolution 598, which initiated the ceasefire between the two countries and which he famously compared to drinking a “poisoned chalice.”
    Consolidation

    Following the Iran-Iraq War and the death of the revolutionary patriarch in June 1989, many wondered if the revolutionary state and its institutions could survive without the uniquely charismatic Ayatollah Khomeini. Even before his death, the ruling establishment proved vulnerable as militant groups such as the People’s Mojahedin Organization and the Forqan, which opposed the political clerisy’s ascent, had assassinated several senior figures in the regime. Khamenei and Rafsanjani both survived attempts on their lives in this period, ensuring that these two friends would decisively shape the post-Khomeini political order.

    Rafsanjani played a key role in elevating Khamenei as Khomeini’s successor, but the more intimate details of his lobbying have yet to be fully revealed. It occurred as the Iranian elite was reeling, both politically and emotionally. Khomeini’s death came after a period of incapacitation, but it nevertheless caught senior state figures unprepared. As a result, the Assembly of Experts, the clerical body in charge of selecting and supervising the guardian jurist (vali-ye faqih), had to decide how best to handle the succession. Rafsanjani took to the podium and declared that Khomeini had stated his preference for Khamenei, despite his lack of clerical rank and authority. The latter was not an Ayatollah, let alone a marjaʿ al-taqlid (source of emulation or Grand Ayatollah).

    Khamenei’s accession unfolded in tandem with major constitutional amendments and changes in the revolutionary state’s institutional structure. The position of vali-ye faqih (often referred to nowadays as the “supreme leader”) was radically revised. No longer was his capacity to act as a source of emulation for the faithful, namely the criterion of marjaʿiyyat a prerequisite for the office. Instead, Khamenei had an “absolute mandate” to rule. At the same time, the office of prime minister was abolished, leaving a directly elected president, which Rafsanjani promptly assumed. These moves quickly consolidated power between the longstanding allies.

    At this moment, Rafsanjani was at the peak of his powers. Many have speculated that he placed his ally in this role because he was counting on Khamenei’s lack of religious credentials and limited influence among the clergy, to keep him relatively weak. Arguably, it was a calculation that would come back to haunt him in the last decade of his life.

    His two presidential terms have become associated with the period of the nation’s reconstruction. In the first few years, his partnership with Khamenei proved most efficacious. First in the 1990 Assembly of Experts’ elections — but most decisively in the 1992 Majles elections — they used the guardian council’s arrogation of the prerogative to supervise elections and thereby disqualify candidates to rapidly marginalize the so-called Islamic left, which included groups like the Association of Combatant Clerics, the so-called Imam’s Line, and the Mojahedin Organization of the Islamic Revolution. All of whose members had been Ayatollah Khomeini’s stalwart supporters and advocated for anti-imperialism and a radical foreign policy, state control of the economy, and the egalitarian redistribution of wealth.

    In response to the country’s very real internal and external economic and political challenges, Rafsanjani and Khamenei conspired to cast aside the Left. Thus, in 1992, they either saw disqualified or campaigned against a raft of sitting MPs and left-leaning regime loyalists, including Behzad Nabavi, Asadollah Bayat, Hadi Ghaffari, Ebrahim Asgharzadeh, and the infamous Ayatollah Sadeq Khalkhali. In fact, only 20 percent of incumbents earned reelection that year.

    Consequently, the traditional right dominated the Fourth Majles, adding to the duo’s firm grip on the intelligence and security apparatuses, the state institutions regulating the Shiʿi clergy, the levers of economic power and patronage — including the ministry of petroleum — and a vast network of religious endowments. Despite starting from a position of weakness, Khamenei began to strengthen his hold on economic and military power. In Rafsanjani’s second term, a mild rivalry started to color their relationship.

    With the Left on the sidelines, Rafsanjani pursued what amounted to a neoliberal agenda of privatization and structural adjustment. He also created a regional détente with the Gulf states, above all Saudi Arabia and Kuwait, which had bankrolled Saddam Hussein’s war effort with US support. Journalist Mohammad Quchani approvingly called Rafsanjani’s tenure the era of “depoliticization,” where “expertise” firmly supplanted “commitment.” Technocratic competency and state-directed economic liberalization without corresponding political reforms became the order of the day. Saʿid Hajjarian — a former intelligence officer who became a preeminent reformist strategist — recalled a meeting with Rafsanjani in which the president disdainfully shrugged off the very notion of political development, a euphemism for “democratization.”

    But after ejecting much of the Islamic left from the ranks of government, Rafsanjani was himself forced to cede primacy over the cultural and intellectual spheres to the traditional right. His brother Mohammad had to give up his long-standing control of state radio and television, while the future president Mohammed Khatami publicly resigned from the Ministry of Culture and Islamic Guidance, replaced by arch-conservative Ali Larijani (who has since joined the ranks of centrist principalists).

    The traditional right’s own predominantly mercantilist interests often conflicted with Rafsanjani’s efforts at economic liberalization. As a result, he had to pursue a more modest reform program. Resistance from below also appeared. In 1992, a tentative subsidy reform on foodstuffs and energy — which would only be implemented, ironically, under the Ahmadinejad government — coincided with inflation hovering around 50 percent, leading to tumultuous provincial bread riots.

    Moreover, the privatizations that did take place were far from straightforward. Selling shares to para-statal and quasi-statal organizations sparked allegations of crony capitalism and corruption that the Fourth Majles eventually had to redress through legislation, even if the issue was never satisfactorily resolved. Moreover, one of Rafsanjani’s key allies, Gholam Hossein Karbaschi — mayor of Tehran from 1989 to 1998 — played a crucial role in the capital city’s “urban renewal.” He sold off state-owned land below market value to the connected and well-heeled and exempted large developers from zoning laws, creating a speculative real-estate boom in which certain segments of the political and economic elite were seen to massively profit.

    Rafsanjani also helped create the Islamic Free University, which provided higher education to hundreds of thousands of students unable to enter the state system because of the competitive national examinations. Nevertheless, the university has been criticized for introducing market logic into education and thus exacerbating existing class divisions.

    As Kaveh Ehsani writes, the Rafsanjani administration had decided that “the Islamic Republic needed to first create its own loyal, Islamic (but neoliberal) middle class.” Rafsanjani, however, ultimately failed to develop an entrepreneurial class that could fully implement his neoliberal agenda. Attempts to do so — particularly through his half-hearted wooing of expatriate businessmen who had fled on the eve of the Islamic Republic — were largely met with scorn. The Executives of Reconstruction Party, heavily populated by the president’s kin, including his outspoken daughter Faʾezeh, would belatedly attempt to consolidate this new technocratic order in 1996.

    Meanwhile, the Islamic Revolutionary Guard Corps (IRGC) was invited by the government as a quid pro quo for its services during the war, to help reconstruct the country’s severely depleted infrastructure. Khamenei shrewdly capitalized on this development to augment his institutional power.

    This period also saw a slew of intellectuals, writers, and activists assassinated, arrested, and/or tortured. The long list even extends into the Khatami era and includes ʿAli Akbar Saʿidi Sirjani, Faraj Sarkuhi, Shapur Bakhtiar — the Shah’s last prime minister, who had tried to oust the Islamic Republic with Saddam Hussein’s support — and Sadeq Sharafkandi, secretary-general of the Kurdistan Democratic Party of Iran. These killings have been strongly linked to the Iranian security apparatus, but the extent of Rafsanjani’s involvement remains unclear. Regardless, his objective of consolidating the regime he had been instrumental in building extended — with or without his direct participation — into neutralizing, by any means, dissenting and subversive voices.
    Between the Establishment and Reform

    When Mohammad Khatami became president in the June 1997 elections, many observers — including Rafsanjani — were surprised. In fact, the departing president would eventually admit that he had voted for Ali Akbar Nateq Nuri, the establishment candidate. Nor was he temperamentally disposed to the ethos of the emerging “reformist” camp, which rallied around Khatami. Their emphasis on political, rather than economic, change and openness in the media and intellectual spheres starkly contrasted with the ambitions and priorities of his own administration.

    In fact, between 1997 and 2001, the former president tilted more toward the conservatives, when the right wing became concerned the reformist coalition was taking control of the chief reins of government. In 2000, Rafsanjani ran for parliament in Tehran and sparked a major political crisis. He initially did not rank among the first thirty seats, but was reinstated after a known dissident was disqualified. The media waged a campaign against what they regarded as brazen interference, and Rafsanjani relinquished his seat at a high cost to the Khatami front.

    Entrenched as leader of the expediency council — a body whose influence grew in periods of mediation between parliament and the guardian council — Rafsanjani effectively helped stymie the reformist-dominated Sixth Majles, repeatedly kicking key reforms into the long grass. As a result, the public grew disenchanted with the reformers, seeing them as incapable of implementing their program.

    In 2005, Rafsanjani once again ran for president, arguing that only he could fix a deadlocked political system. His quixotic campaign used roller-skating young women to hand out posters to bemused drivers in Tehran. But Ahmadinejad’s insurgent candidacy derailed his plans and forced an unprecedented run-off. Rafsanjani scrambled and succeeded in winning the support of many moderates, dissidents, and artists, including the late ʿAbbas Kiarostami, who warned of a Chirac-Le Pen scenario.

    When the veteran candidate appeared at Tehran University to this end, he responded to students chanting the name of Akbar Ganji — an imprisoned journalist and public intellectual, who had famously characterized Rafsanjani as Iran’s very own Cardinal Richelieu — by saying conditions in prisons today were far better than under the Shah’s regime. In his final televised campaign interview, he unpersuasively apologized for not holding events outside Tehran in what appeared to be a last-ditch pledge to improve the plight of the neglected provinces.

    His defeat — which he half-heartedly attributed to security forces’ interference — effectively aligned him with the reformist camp he had previously been at odds with. By 2006, he recognized that Ahmadinejad threatened both the Iranian state and the fragile détente with the West that he and Khatami had laboriously engineered. For the last decade of his life, he would repeatedly call for moderation, speaking out against excesses and cautiously supporting Mir-Hossein Mousavi in the 2009 elections.

    Despite warning Khamenei about possible tampering on the eve of the vote and using his Friday prayer address to call for the release of scores of reformists in July 2009, Rafsanjani managed to keep his place within the state apparatus. Rather than directly challenge Khamenei — as Mousavi and Karroubi would — he retained his position as head of the expediency council.

    During the second Ahmadinejad administration, Rafsanajani stayed in the media spotlight, published his much-anticipated annual volumes of political diaries, and continued to lobby at the regime’s highest levels. Despite having few obvious cards to play, Rafsanjani drew on his myriad relationships across ministries, economic institutions, political factions, the bazaar, the clergy, and even the IRGC. He also compelled his son, Mehdi, to return home and face a jail sentence so that opponents couldn’t use the charge that his child was abroad and in the pay of foreigners against him politically.
    Transformation or Rebranding?

    In 2013, after remaining on the fence until the last hours of the registration window, Rafsanjani announced his bid for president without securing the customary approval from Khamenei, who rebuffed his attempts to discuss the matter. The guardian council rejected him on health grounds, paving the way for his protégé Hassan Rouhani, whom Rafsanjani had persuaded not to drop out, to carry the centrist ticket and win in the first round.

    Even in his final years, after he had lost many of the institutional levers he had once wielded so dexterously, Rafsanjani managed to interject himself at crucial political moments and tilt the balance of forces in one direction or another. These interventions were not without significance or merit. His continued support for Rouhani and the nuclear accord with the P5+1 helped alleviate the atmosphere of securitization, economic distress, and growing militarization that had characterized the Ahmadinejad years. When he decried the Western sanctions that “had broken the back” of the nation, he belittled the conservative attempts to portray the accord as a sellout.

    In recent years, prominent intellectuals like Akbar Ganji and Sadeq Zibakalam have debated whether Rafsanjani’s apparent “conversion” to reform represented a truly genuine transformation or another example of his essential Machiavellianism. But a more pertinent question would be what opportunities for contestation and increasing democratic accountability and pluralism were engendered as a result of his interventions and the unforeseen repercussions of elite competition and cleavage.

    On the one hand, his role as mediator between the ruling establishment and the reformists in these final years played an important part in assuaging the contradictions between popular expectations and the reality of regime governance. Since the late 1990s elite competition has taken place on the terrain of electoral and constitutional politics, and Iran’s sizeable urban population and middle classes were periodically summoned to provide momentum to their own mediated demands. A process that also harbored the potential for sparking deeper political transformation, and a renegotiation of the social contract defining the relationship of government and the governed.

    In the short term, reforms included resolving the nuclear impasse; returning to competent, technocratic economic management; lowering inflation and youth unemployment; releasing Green Movement leaders Mir Hossein Mousavi, Mehdi Karroubi, and Zahra Rahnavard; and loosening political and cultural restrictions.

    But in the long term, the reformist horizon strove for something like a new constitutional settlement that would place the supreme leader under close supervision — if not call for his direct election — hold the security apparatuses accountable, and reverse the guardian council’s powers over elections. Reformist activists, as well as political currents with negligible official representation, saw Rafsanjani’s funeral procession as one more opportunity to articulate these manifold demands, proving even his posthumous relevance to the political balance of power.

    Rafsanjani initiated a deeply personal form of statecraft, one that could not bring about a structured perestroika, but did enable the Islamic Republic to survive crises and challenges. Rafsanjani and Khamenei’s chief objective had always preserving the regime they helped build. The question of how to achieve this — and their material and institutional stake in it — rankled their relationship in later life and still divides the country.

  • End of an Era: Is the British Jewish Vote for Labour in Terminal Decline? -

    The party’s current anti-Semitism crisis and the collapse of community support means it’s easy to forget that decades ago most British Jews felt that Labour was their natural home. What happened?

    Many Labour Jews voted for Sadiq Khan as Mayor of London with a heavy heart. Khan’s past association with unsavory Islamists who were not shy about peppering their views with anti-Semitic tropes undoubtedly jarred. Yet during the election campaign Khan went out of his way to court the Jewish community and instantly denounced the view of his predecessor, Ken Livingstone, that “Hitler supported Zionism.” However, the feeling lingers – if he changed his views once, could he now do it again when in office?

    Fifty years ago, it was all very different. Most British Jews felt that Labour was their natural home. The Conservatives, it was argued, had a streak of snobbish English anti-Semitism running through their veins. As the Conservative prime minister, Neville Chamberlain, pointed out after Kristallnacht: “No doubt the Jews aren’t a loveable people. I don’t care about them myself, but that is not sufficient to explain the pogrom.” In contrast, the British Left, together with the Jews, fought the local fascists in London’s East End in the 1930s.

    Labour leader Harold Wilson was regarded as “a friend of Israel” and even sent his son to Kibbutz Yagur to learn Hebrew. The parliamentary Labour Party boasted of between 30 and 40 Jewish members of the House of Commons – a hugely disproportionate number, given the small number of Jews in Britain (around 400,000, less than 1% of the population). Gerald Kaufman, currently “Father of the House of Commons” (its most veteran member) and now a virulent critic of Israel, was Wilson’s intermediary with the Israel Embassy, admirer of Ben-Gurion and all-round uber-Zionist.

    Wilson had been a follower of Aneurin Bevan, the acknowledged leader of the Labour Left (but never PM) in post-war Britain and the revered founder of the National Health Service. Bevan was a dyed-in-the-wool Zionist and threatened to resign from Atlee’s government because of British policy in Mandate Palestine in the 1940s. Bevan’s wife, Jennie Lee, a politician in her right and founder of Britain’s Open University, wrote after their visit to Israel in 1954:

    “They gather in their own from every kind of area, none so humble, so diseased, so illiterate, so despised and downtrodden that they are not welcome. This is the kind of passion that socialist workers everywhere who have had their own experience of victimization and of exile through poverty, should particularly understand.”

    The further left that was travelled, the more sympathetic to the Zionist experiment. Labour politicians such as Tony Benn were enthralled at the prospect of building socialism in Israel. They were deeply aware that the Allies may have won the war, but the Jews had certainly lost it. The survivors had crawled out of the camps and were constructing something unique in a promised land.

    Today’s Labour leader, Jeremy Corbyn, and indeed Livingstone himself, were members of the succeeding generation. A “New Left” that had not experienced the Shoah or lived through the rise of Israel came of age during the post-war period of decolonization. They understood the nascent Palestinian national movement in the context of other national liberation movements – and this mindset was in place before Israel’s settlement drive after the Six-Day War. The establishment of West Bank settlements merely exacerbated this outlook. The New Left was often indifferent to the right of the Jews to national self-determination. For them, Zionism was wrong, not different.

    Such a view of Israel has moved from the political periphery in the 1960s to the center of the Labour Party in 2016. Corbyn has not been a mediator in the past in bringing Israelis and Palestinians together, but a facilitator of Palestinian hasbara. Like Sadiq Khan, he has shared platforms with reactionaries and looked the other way when anti-Zionism has tipped over into anti-Semitism.

    One feature that has gone largely unnoticed in this current controversy has been the willingness of many Jewish liberals to now publicly attack the Labour Party. This would have been unthinkable a short time ago.

    While many on the Jewish Right would say “I told you so,” it is clear that there have been profound changes in the Labour Party during the last five years. For example, the pejorative term “Zios” is a recent introduction. Yet the comprehensive academic survey of the attitudes of British Jews towards Israel a few months ago indicated that an overwhelming 93% identified in some fashion with Israel. Who then are the “Zios” if not practically every British Jew?

    The Britain of 2016 is very much an operating multi-cultural society. Many of the post-war and newer immigrants identify with an anti-colonial ethos. Moreover, just as a majority of British Jews look to Israel, a majority of British Muslims identify with the Palestinians. The Muslim population of the UK is seven or eight times as large as the Jewish population and thus far more electorally significant. It’s no surprise that all political parties, especially during election campaigns, take note of this.

    The trade unions (a faction of the party with significant voting power) parachuted Ed Miliband into the Labour leadership in 2010 over the wishes of both local constituencies and the parliamentary party (who preferred his brother David). His disastrous tenure was marked by a new system of party membership which enabled an influx of hundreds of thousands. Many were young people who wished to rid Labour of the men in blue suits and return the party to its traditional values on behalf of working people. For others, this was a subtle form of entryism such that many members of the far Left found a new home. The unlikely figure of Jeremy Corbyn on Labour’s most peripheral Left was carried on a wave of messianic fervor to the leadership.

    Operation Protective Edge in 2014 was a turning point. The large number of Palestinian civilian casualties blotted out any rational explanation of the conflict. It was accentuated by instant and blanket media coverage in Britain and became a cause célèbre on the Left. The election of Corbyn last year was a psychological green light to what had been bubbling up below to overflow publicly. Social media acted as a loudspeaker. Ken Livingstone’s outburst, reminiscent of the mutterings of the white working-class far-right, was the spark that ignited the fire – and persuaded many Jewish Labour supporters to think twice about voting for Sadiq Khan.

    While undoubtedly Jews have moved to the Right as a result of a growing affluence, and the philo-Semitism of Margaret Thatcher’s long tenure, there is also a widening schism between Labour-voting Jews and the party. Anti-Semitism is a live issue now for British Jews and Jeremy Corbyn is seen as an albatross around Labour’s neck. Some two-thirds of Jewish Labour voters have deserted Labour since Tony Blair’s period in office. A Survation poll for the Jewish Chronicle which was conducted this week indicates that only 8.5 percent of British Jews would vote Labour if a general election was held tomorrow.

    Accusations of anti-Semitism and covert racism are an ideological dagger pointed at Labour’s heart, and it shouldn’t be a problem only for British Jews. While some members are being suspended and an inquiry has been established, will this be successful? Is it a political environment that is the problem or simply the opinions of a few individual members?

    Perhaps the victor in this controversy is the depth of ignorance about the Israel-Palestine conflict among party members and an indifference to inappropriate and racist language – when it’s targeted at Jews. Education doesn’t only start with the young, but also with the ignorant.

    Israel has become the main buyer for oil from ISIS controlled territory, reports “al-Araby al-Jadeed.”

    Kurdish and Turkish smugglers are transporting oil from ISIS controlled territory in Syria and Iraq and selling it to Israel, according to several reports in the Arab and Russian media. An estimated 20,000-40,000 barrels of oil are produced daily in ISIS controlled territory generating $1-1.5 million daily profit for the terrorist organization.

    The oil is extracted from Dir A-Zur in Syria and two fields in Iraq and transported to the Kurdish city of Zakhu in a triangle of land near the borders of Syria, Iraq and Turkey. Israeli and Turkish mediators come to the city and when prices are agreed, the oil is smuggled to the Turkish city of Silop marked as originating from Kurdish regions of Iraq and sold for $15-18 per barrel (WTI and Brent Crude currently sell for $41 and $45 per barrel) to the Israeli mediator, a man in his 50s with dual Greek-Israeli citizenship known as Dr. Farid. He transports the oil via several Turkish ports and then onto other ports, with Israel among the main destinations.

    In August, the “Financial Times” reported that Israel obtained 75% of its oil supplies from Iraqi Kurdistan. More than a third of such exports go through the port of Ceyhan, which the FT describe as a “potential gateway for ISIS-smuggled crude."

    Egypt-Israel-Gaza is possibly one of the most bizarre and perhaps twisted love-hate triangles of recent times. Washington’s credentials as an honest broker have rightly been questioned over the years, and Egypt was traditionally seen as a welcome counterbalance to U.S. bias, but Cairo has lost its pro-Palestinian credentials. It can scarcely be seen as an impartial broker.

    For the past year or so, ever since Abdel-Fatah al-Sissi became the de facto leader and then president of Egypt, his regime has been an enthusiastic accomplice in the Israeli-led blockade against Gaza, completely sealing off the Rafah crossing and destroying hundreds of tunnels into the Sinai which provided the Gazan economy with some respite from the siege.

    Taking a page out of Israel’s handbook, Egyptian officials leaked plans to Reuters earlier this year that Egypt intends to topple Hamas by, among other things, fomenting dissent in Gaza and backing Fatah.

    On top of that, military-aligned television presenters and hosts have been ratcheting up the rhetoric and disinformation against Hamas in Gaza. Despite the continued presence of critical voices, including normally pro-regime anchors, this anti-Hamas propaganda reached fever pitch when hostilities began in early July.

    Tawfik Okasha, the military junta’s leading TV cheerleader, praised Israel’s military campaign in Gaza and mocked Gazans on his show. “Gazans are not men,” he taunted live on air. “If they were men, they would revolt against Hamas.”

    “Bless you, Netanyahu, and may God give us more like you who will rid us of Hamas, the root of corruption, treason and collaboration with the Brotherhood,” tweeted Azza Sami, a journalist with the semi-official Al Ahram newspaper.

    Egypt’s stance has, unsurprisingly, met with much praise in Israel. However, this Egyptian-Israeli love affair has set alarm bells ringing even among normally staunch supporters of Israel. For instance, the conservative, generally pro-Israel Wall Street Journal ran a long feature on this “unlikely alliance” which laid much of the blame for the escalation to open warfare on the excessive “squeezing” of Hamas.

    For their part, Palestinians have generally reacted with bewilderment and anger that a country they regarded as an ally has left Gaza to burn, regardless of what they think about Hamas. Many Palestinians I encounter ask me, with a tone of severe disappointment mixed with betrayal in their voices, what Egypt’s game is and why it is allowing fellow Arabs to die in this way.

    Some Palestinians and Arab sympathizers have gone so far as to see the hidden hand of conspiracy theories at work, and are convinced that al-Sissi and his regime are U.S. and Zionist agents.

    Despite the fact that the al-Sissi regime, under worldwide attack for its lack of democratic legitimacy and widespread human rights abuses, wants Washington onside, this is certainly not the case.

    Egypt’s punitive approach towards Hamas is actually not all that new, though it has become far more severe. The Mubarak regime also distrusted and disliked Hamas and played its part in maintaining the Israeli blockade. Even Morsi, the Muslim Brother, did little to alleviate Gaza’s suffering, though he eased the blockade slightly.

    The Egyptian president’s strident hostility towards Cairo actually stems from al-Sisi’s hatred of the Muslim Brotherhood, a movement he has persecuted since toppling his Brotherhood predecessor, Mohamed Morsi, following massive protests. The Egyptian regime has falsely alleged that Hamas was guilty of stealing Egyptian resources during Morsi’s 12-month term in office and is behind an insurgency in the Sinai.

    This may partly be out of genuine conviction but is also certainly a political ruse to keep popular anti-Brotherhood sentiment and hostility high to justify al-Sissi’s self-declared “war on terrorism”, to manufacture consent, like in Israel, by creating a frightening common enemy, and to crush opposition.

    Where once Arab leaders sometimes used Israel as an excuse to silence dissent and delay reform, al-Sissi has come up with a troublingly innovative new formula: Blame the Palestinians. And a surprisingly large, if dwindling, number of Egyptians are swallowing the rhetoric.

    With all this hostility in the air, Egypt has decided effectively to fight a proxy war against Hamas, by sitting on the sidelines and letting Israel bloody its hands in Gaza, with the trapped civilian population paying a deadly and heavy price, in the hope that its Islamist adversary will collapse.

    However, Israeli-Egyptian calculations that Hamas can be brought down or tamed through violence are enormous miscalculations. Although Hamas’s resorting to rocket attacks after some two years of respecting a ceasefire were disastrous and stupid, and walked straight into the trap set by extremist forces in Israel, the Israeli-Egyptian pincer movement over the past year had so cornered the movement that it is now fighting an existential battle in which it has nothing left to lose and, as it sees it, everything to gain.

    In addition, even if Hamas falls, there is no guarantee that Fatah will take over, and even if it did, many Gazans will view it as a traitor and collaborator. There is also a strong chance that more radical groups will take over control of the Strip.

    With Egypt as mediator and Israel as protagonist on the same misguided line regarding the need to contain, and preferably, topple Hamas, I am skeptical that the current talks in Cairo will lead to a lasting and durable solution, since for that to happen, requires the lifting of the blockade and the reconnecting of Gaza to the West Bank.

    The sad, ironic tragedy is that Hamas could have been “contained” without a single shot being fired now, or in 2012, 2008/9 and 2006. Yes, I find Hamas’s extremist ideology and its past of suicide bombings abhorrent, and, like Israel’s militarism, its swift resorting to violence despite its proven futility has been extremely costly. However, ever since coming to power, Hamas, burdened with the responsibility of governing under siege, has displayed far more pragmatism than Israel.

    Hamas not only dropped its calls for the destruction of Israel from its election manifesto, the party has consistently indicated its willingness to accept a two-state solution along the pre-1967 borders. Before the latest conflict, Hamas even went so far as to cede political control to the PA and a government of technocrats in the desperate hope that this would lead to the lifting of the siege.

    Despite all these clear overtures, Israel’s extremist, jingoistic government, desperate not to give up the territory in the West Bank conquered in 1967 and blinded by ideological hatred towards Hamas (which Israel once misguidedly supported as a counterbalance against the PLO), has refused to play ball and find a way to coexist.

    If Israel and Egypt fail to find a way to live non-violently with Hamas, history will continue to repeat itself, each time more tragically than the preceding time. And Gaza will become not only the graveyard of innocent civilians but also the burial ground for the prospects for peace for generations to come.

    Res. 57 (Sep. 18, 1948) – Expresses deep shock at the assassination of the U.N. Mediator in Palestine, Count Folke Bernadotte, by Zionist terrorists.

    Res. 89 (Nov. 17, 1950) – Requests that attention be given to the expulsion of “thousands of Palestine Arabs” and calls upon concerned governments to take no further action “involving the transfer of persons across international frontiers or armistice lines”, and notes that Israel announced that it would withdraw to the armistice lines.

    Res. 93 (May 18, 1951) – Finds that Israeli airstrikes on Syria on April 5, 1951 constitutes “a violation of the cease-fire”, and decides that Arab civilians expelled from the demilitarized zone by Israel should be allowed to return.

    Res. 100 (Oct. 27, 1953) – Notes that Israel had said it would stop work it started in the demilitarized zone on September 2, 1953.

    Res. 248 (Mar. 24, 1968) – Observes that the Israeli attack on Jordan “was of a large-scale and carefully planned nature”, “Deplores the loss of life and heavy damage to property”, “Condemns the military action launched by Israel in flagrant violation of the United Nations Charter and the cease-fire resolutions”, and “Calls upon Israel to desist from” further violations of resolution 237.

    Res. 250 (Apr. 27, 1968) – Considers “that the holding of a military parade in Jerusalem will aggravate tensions in the area and have an adverse effect on a peaceful settlement of the problems in the area” and “Calls upon Israel to refrain from holding the military parade in Jerusalem which is contemplated” for May 2, 1968.

    Res. 251 (May 2, 1968) – Recalls resolution 250 and “Deeply deplores the holding by Israel of the military parade in Jerusalem” on May 2, 1968 “in disregard of” resolution 250.

    Res. 256 (Aug. 16, 1968) – Recalls Israel’s “flagrant violation of the United Nations Charter” condemned in resolution 248, observes that further Israeli air attacks on Jordan “were of a large scale and carefully planned nature in violation of resolution 248”, “Deplores the loss of life and heavy damage to property”, and condemns Israel’s attacks.

    Res. 259 (Sep. 27, 1968) – Expresses concern for “the safety, welfare and security” of the Palestinians “under military occupation by Israel”, deplores “the delay in the implementation of resolution 237 (1967) because of the conditions still being set by Israel for receiving a Special Representative of the Secretary-General”, and requests Israel to receive the Special Representative and facilitate his work.

    Res. 262 (Dec. 31, 1968) – Observes “that the military action by the armed forces of Israel against the civil International Airport of Beirut was premeditated and of a large scale and carefully planned nature”, and condemns Israel for the attack.

  • Russia said on Tuesday it was prepared to see Syrian President Bashar al-Assad leave power in a negotiated solution to 15 months of bloodshed that has claimed more than 13,000 lives.

    Russian Deputy Foreign Minister Gennady Gatilov said a day after meeting mediator Kofi Annan in Geneva that Moscow would back any peaceful settlement to the crisis as long as it did not involve the use of outside force.

    “We have never said or insisted that Assad necessarily had to remain in power at the end of the political process,” Gatilov told the ITAR-TASS news agency in Switzerland.

    Engineered by Kofi Annan – the UN and Arab League mediator – the ceasefire of 12 April is now in tatters. His peace plan called on both sides to put down their guns as a necessary preliminary to ’"Syria-led" political negotiations. But the opposition – of which the most formidable element is the Muslim Brothers – is waging an urban guerrilla war backed by outside powers. This wing of the opposition does not want to negotiate with Bashar al-Assad: it wants to topple him.

    The Gulf states have pledged $100m to the opposition, to enable it to pay its fighters and buy arms. The US has no intention of getting involved in a war in Syria itself, but it is said to be co-ordinating the flow of weapons and intelligence to the rebels. Although it says it supports the Annan plan, it is unashamedly undermining it by helping to arm the rebels. This is the central contradiction in US policy.

    • UN monitors counted 85 bodies at Houla. The opposition has blamed the regime for the slaughter, while the regime has put the blame on “terrorists” – that is to say, on its armed opponents, stiffened by Islamist jihadis, some of them linked to al-Qaida, who have been flowing into Syria from Iraq, Lebanon and Jordan. These jihadis are thought to be responsible for about a dozen terrorist acts, the worst of which, in Damascus on 10 May, killed 55 people and wounded close to 400.

      Major-General Robert Mood, the Norwegian head of the UN observer mission, has been cautious in pointing the finger of blame for Friday’s Houla killings: “Whatever I learned on the ground in Syria ... is that I should not jump to conclusions.” Probably, the truth is that the two sides share the responsibility.
