    A thinktank called the International Crisis Group has released a report titled Towards a Post-MINUSTAH Haiti: Making an Effective Transition. Excerpt from the executive summary and recommendations:

    5. Respond to the cholera epidemic by: 
    a) apologising for the perceived failures of some units to appropriately dispose of human waste in relation to the cholera epidemic, regardless of ongoing scientific disputes as to the devastating epidemic’s origins; 
    b) directing that MINUSTAH undertake further actions in conjunction with the Haitian government to reduce the short-term spread of the disease prioritising vaccination in remote areas, access to drinking water, and treatment; 
    c) convening additional donors’ commitment to the ten-year comprehensive water and sanitation infrastructure investment project now recommended by the Pan-American Health Organization (PAHO)/ World Health Organization (WHO) and the health ministries of Haiti and the Dominican Republic; and 
    d) reporting to the Security Council on the pace of implementation of the recommendations of the expert group on cholera for all peacekeeping missions.
    Somehow I don’t think a “Sorry about that” for “perceived failures,” plus vague promises of more money for sanitation, will quite make up for half a million cholera cases and over 7,000 deaths.

    The Obama administration is weighing its options for more direct involvement in the Syrian civil war if the rebels opposing the Assad regime can wrest enough control to create a safe haven for themselves, U.S. officials said.

    Secretary of State Hillary Rodham Clinton says it’s only a matter of time before the rebels have enough territory and organization to create such areas.

    “More and more territory is being taken,” Clinton said this week. “It will eventually result in a safe haven inside Syria, which will then provide a base for further actions by the opposition.”

    Several Palestinian journalists in Jerusalem boycotted a press conference held by U.S. Secretary of state, Hilary Clinton, in Jerusalem after Israeli security officers ordered them to undergo a strip search before they enter the conference room at the David Citadel Hotel in Jerusalem.

    The reporters stated that they conducted all needed prior arrangements and obtained all needed permits to enter the press conference, but the Israeli Internal Security refused to allow them into the hotel unless they agree to be strip searched. The journalist refused and left the hotel building, the Maan News Agency reported.

    They said that Israel did not require that Israeli and International reporters should also be strip-searched and only targeted Palestinian reporters.

    As the death toll mounts in Syria, attention falls on the shadowy paramilitary gangs now implicated in some of the country’s worst massacres

    The details of the recent massacres in the Syrian district of Houla and the farming hamlet of Mazraat al-Qubeir were bloodcurdling: children shot point-blank, throats slit, skulls crushed, entire families gunned down in their homes, the stench of charred human flesh, the paucity of survivors. The dead have been buried, but the question remains: Who could do this? Who could commit what U.N. Secretary-General Ban Ki-moon described as “unspeakable barbarity?” “Not even a monster,” insisted Syrian President Bashar Assad. But what about a shabih?

    The gangs known as the shabiha — the plural of shabih — along with uniformed elements of the security forces, were blamed by many observers and witnesses for both massacres. (Some regime sources, however, say that rebels had a hand in the killings.) In an increasingly bloody 15-month crisis, the shabiha have become increasingly prominent as irregular paramilitary troops, regime enforcers and the go-to guys when the going gets tough and bloody.

    Philippine President Aquino in Washington boosts military ties

    Philippine President Benigno Aquino travelled to Washington from June 7 to 10, where he met with President Barack Obama in the Oval Office, as well as Secretary of State Hillary Clinton and members of the US Senate. The meetings were part of Washington’s “pivot” to the Asia Pacific, a calculated policy for the strategic military containment of China. Increased military ties, intelligence sharing, and the dramatic expansion of the rotational deployment of US troops in the Philippines were all agreed upon during these meetings.

    On June 5, two days before Aquino’s arrival, the US Senate unanimously passed Resolution 481, which called for US support for “increased Philippine defense modernization” and the “rotational presence of US armed forces in the Philippines.” The call for the rotational presence of US armed forces is part of the push for renewed basing arrangements in the Philippines, along the lines of the agreement reached by Washington and Canberra in November last year. It would allow the stationing of US troops in the Philippines and grant access to Philippine naval and military facilities.

  • US fears for new massacre in Syria

    A spokesperson for former UN secretary general Kofi Annan, who drafted a fledgling UN-Arab League peace plan, earlier warned that civilians were trapped in the northwestern city and demanded the immediate entry of UN monitors.

    “The United States joins joint special envoy Kofi Annan in expressing deep alarm by reports from inside Syria that the regime may be organizing another massacre,” State Department spokesperson Victoria Nuland told reporters.

    AS DELIVERED

    Three months ago — after a year of deepening crisis, and based on your guidance — Secretary-General Ban and Secretary-General Elaraby gave me a tough job. They asked me to lead a united effort on behalf of the United Nations and the League of Arab States to stop the violence and killing in Syria, and launch a political process for a transition that meets the legitimate aspirations of the Syrian people.

    Today, despite the acceptance of the six-point plan and the deployment of a courageous mission of United Nations observers to Syria, I must be frank and confirm that the plan is not being implemented.

    Mr. President, let me pause here and express my horror and condemnation at the fact that a new massacre of tens of civilians including children and women was perpetrated yesterday in Al Qubayr, west of Hama. My heart goes out to the victims and their families. This took place just two weeks after the massacre in Houleh that shocked the world. Those responsible for perpetrating these crimes must be held to account. We cannot allow mass killing to become part of everyday reality in Syria.

    As the Secretary-General has clearly explained, the crisis is escalating. The violence is getting worse. The abuses are continuing. The country is becoming more polarized and more radicalized. And Syria’s immediate neighbours are increasingly worried about the threat of spillover.

    Nine days ago, I met President Assad in Damascus. I told him that the six-point plan is not being implemented as it must. I strongly urged him to take bold and visible steps to now radically change his military posture and honour his commitments to the six-point plan. I urged him to make a strategic decision to change his path. I also made clear that his Government must work with my mediation effort on behalf of both Organizations that I represent.

    President Assad believed the main obstacle was the actions of militants. Clearly, all parties must cease violence. But equally clearly, the first responsibility lies with the Government.

    Since then, shelling of cities has intensified. Government-backed militia seem to have free rein with appalling consequences. Yes, some detainees have been released, and agreement has been reached on modalities for humanitarian assistance. But the hour demands much more. And President Assad has not indicated a change of course in his recent address to the National Assembly.

    Despite the fear and the violence, ordinary people continue to make their voice heard in protests in the street. Armed opposition groups have stated that they see no reason to respect cessation of hostilities. They have intensified their attacks, which will not serve the cause of the Syrian people. And the situation is made more complex and deadly by a series of bombings — some of which are indicative of the presence of a third actor.

    If things do not change, the future is likely to be one of brutal repression, massacres, sectarian violence, and even all-out civil war. All Syrians will lose.

    When I joined the Arab League Ministers meeting in Doha on 2 June, many expressed their frustration and anger at the situation. They also offered concrete ideas on how to increase pressure for compliance. Clearly, the time has come to determine what more can be done to secure implementation of the plan - and/or what other options exist to address the crisis.

    It is your shared interest - and our collective responsibility - to act quickly. The process cannot be open-ended. The longer we wait, the more radicalized and polarized the situation will become, and the harder it will be to forge a political settlement.

    The international community has united, but it now must take that unity to a new level. We must find the will and the common ground to act – and act as one. Individual actions or interventions will not resolve the crisis. As we demand compliance with international law and the six-point plan, it must be made clear that there will be consequences if compliance is not forthcoming. We must also chart a clearer course for a peaceful transition, if we are to help the Government and opposition, as well as Syrian society , to help resolve the crisis.

    If we genuinely unite behind one process, and act and speak with one voice, I believe it is still possible to avert the worst and enable Syria to emerge from this crisis. I will spare no effort, and I know Secretaries-General Ban and Elaraby too. But for the sake of the people of Syria, who are living through this nightmare, the international community must come together and act as one.

  • US Secretary of State Hillary Clinton arrived in Istanbul Wednesday to strategize with 15 regional and European powers on how to halt the violence in Syria and remove President Bashar al-Assad from power.

    “It’s clear that President [Bashar] al-Assad cannot and has failed to bring peace, stability or positive change for the Syrian people,” she said at a news conference in Baku before flying here.

    Among the issues she intended to discuss in Istanbul were “essential elements of democratization” in Syria, as well as additional measures to increase pressure on the Syrian regime and alleviate the suffering of its people, she said.

    The international community must bear its responsibilities for the Syrian regime’s stubbornness and its repeated violations of Mr Annan’s proposal. This regime has been perpetrating massacres, most prominent of which is the massacre of al-Houla that was followed by the massacre of Hama the very next day before the eyes of the international observers. The Syrian regime has been perpetrating these acts with impunity against the backdrop of near inaction on the part of the international community which is hence responsible for the continuation of this carnage.

    The Arab League has called on the region’s two major satellite operators to stop broadcasting pro-regime Syrian channels. Some Syrian expats are entertaining the idea of launching their own satellite to get around the ban.

    The public watched on Sunday as Arab League Secretary General Nabil al-Arabi read a statement after the extraordinary meeting of the Arab foreign ministers, asking the two main satellite operators in the Arab world, Arabsat and Nilesat, to stop broadcasting Syrian private and public television stations.

    The precedent-setting move comes after a series of sanctions that the US and the European Union took against the state-run Syrian TV and Ad-Dunya TV owned by businessman and MP Muhammad Hamsho.

  • Western ’realists’ inspire the deadly stalemate in Syria

    You knew it was just a matter of time before Henry Kissinger would take the dismal path on Syria. In an article published in the Washington Post last week, the onetime American secretary of state argued against outside intervention in the Syrian crisis, but then failed to admit how the foreign policy approach that he has advocated for decades is partly responsible for the calamities there.

    Mr Kissinger is a political realist, for whom foreign policy is primarily defined by the pursuit of national interest. He remains an advocate of the post-1648 political order that emerged from the Treaty of Westphalia, which enforced sovereignty as a principle of inter-state relations and “separated international from domestic politics”. This system has perpetuated stability, the former secretary of state has long held, and has been sustained by mechanisms of equilibrium - or what is known in the political jargon as a balance of power.

    Kofi Annan is tinkering with a radical idea for reviving his moribund peace plan for Syria — a road map for political transition there that would be negotiated through a “contact group” that could include, among other nations, Russia and Iran.

    The former secretary general’s new plan was outlined Tuesday by a diplomat who is familiar with the United Nations mission. The proposal, which is expected to be presented to the U.N. Security Council later this week, comes as Annan’s peace mediation with President Bashar al-Assad appears to have hit a dead end in Damascus, leading to growing concerns that the Syria crisis will spiral into all-out civil war.

    US Secretary of State Hillary Clinton used her three-day visit to India last week to pressure India to fall into line with US sanctions against Iran. She met Indian Prime Minister Manmohan Singh, ruling Congress party leader Sonia Gandhi, and External Affairs Minister S.M. Krishna. She also visited West Bengal and met the state’s Chief Minister Mamata Banerjee.

    Clinton acknowledged that Indian imports of Iranian oil had dropped. “We are aware that refineries have cut their orders and the actual purchases have been reduced, so we’re encouraged by what India has done,” she said. At the same time, she called for further cuts, saying: “If the international community eases the pressure or wavers in our resolve, Iran will have less incentive to negotiate in good faith to abandon its nuclear ambitions.”

Obama knows that Russia is the key to avoiding a civil war, but he doesn’t think the Russians will commit to oust Assad unless they’re convinced that he can’t govern and that only a new government will contain extremism in Syria. Like Russian President Vladimir Putin, Obama thinks parts of the Syrian opposition would be worse than Assad — and he worries that the protracted struggle is empowering precisely these people.

    He wants us to trust that a 400-ml bottle of liquid is dangerous, but transferring it to four 100-ml bottles magically makes it safe. He wants us to trust that the butter knives given to first-class passengers are nevertheless too dangerous to be taken through a security checkpoint. He wants us to trust the no-fly list: 21,000 people so dangerous they’re not allowed to fly, yet so innocent they can’t be arrested. That Mr Hawley dismisses these as mere “costs in convenience” demonstrates how out-of-touch the TSA is from the people it claims to be protecting. Additionally, there’s actual physical harm: the radiation from full-body scanners still not publicly tested for safety; and the mental harm suffered by both abuse survivors and children: the things screeners tell them as they touch their bodies are uncomfortably similar to what child molesters say.
      In 2004, the average extra waiting time due to TSA procedures was 19.5 minutes per person. That’s a total economic loss—in –America—of $10 billion per year, more than the TSA’s entire budget. The increased automobile deaths due to people deciding to drive instead of fly is 500 per year. Both of these numbers are for America only, and by themselves demonstrate that post-9/11 airport security has done more harm than good.
      The current TSA measures create an even greater harm: loss of liberty. Airports are effectively rights-free zones.
