    BETHLEHEM (Ma’an) — Israeli forces on Saturday shot and killed two Palestinian men at the al-Hamra military checkpoint in the northern Jordan Valley, witnesses said.

    Witnesses told Ma’an that the two men were stopped at the checkpoint — also known as Beqaot — and asked by military forces to exit their vehicle, at which point the forces shot them dead.

    The witnesses said they did not see the men wielding knives, and told Ma’an the two were “killed in cold blood.” The men sold wholesale goods and were reportedly on their way to distribute merchandise to grocery shops, witnesses added.

    An Israeli army spokeswoman told Ma’an that two assailants attempted to stab Israeli soldiers stationed at the security crossing who opened fire in response to the attack.

    The two Palestinians received medical treatment on site but were pronounced dead, the spokeswoman said.

    No Israelis were injured in the incident.

    The men were identified as as 26-year-old Ali Abu Maryam from the village of al-Jadida and 38-year-old Said Abu al-Wafa from the village of al-Zawiya, both southwest of Jenin in the northern West Bank.

    The al-Hamra military checkpoint is located in the eastern outskirts of the Nablus district, south of the illegal Israeli settlements of Beqaot and Roi.

    BETHLEHEM (Ma’an) — An 18-year-old Palestinian was shot dead after he reportedly stabbed an Israeli soldier south of Bethlehem in the occupied West Bank, Israel’s army said.

    An Israeli army spokeswoman told Ma’an that an assailant stabbed and lightly wounded a soldier stationed at the Gush Etzion junction.

    “Israeli forces responded to the attack and shot the assailant, resulting in his death,” she said, adding that the soldier had been evacuated for medical treatment.

    Palestinian security sources later identified the Palestinian as Ahmad Younis Kawazba , 18, from the town of Sair north of Hebron.

    Despite initial reports his body had been returned, the sources confirmed that it was still being held by the Israeli authorities.

    Kawazba is the sixth resident of Sair to be shot dead by Israeli forces since a wave of unrest swept the occupied Palestinian territory at the beginning of October.

    The Gush Etzion junction — the entrance point to the illegal Gush Etzion settlement bloc — has seen several deadly encounters in that period, with more than 10 reported attacks that have resulted in at least six Palestinian and three Israeli deaths.

    About 100 Ukrainian National Guard troops and soldiers from the Kherson Battalion have beaten a group of activists enforcing an unofficial blockade of Ukraine’s Russian-occupied territory of Crimea, Ukrainian media reported on Nov. 21.

    The troops were reported to have surrounded a group of activists near the town of Chaplynka, at the site of some high-voltage power line pylons reported to have been damaged by explosions in the early hours of Nov. 20.

    According to Shevket Namatullaev, a journalist of the Crimean Tatar television channel ATR, the armed troops were beating the activists away from the area with their rifle butts. He said several Crimean Tatar activists had been injured.

    According to the spokeswoman of the National Guard of Ukraine, Svitlana Pavlovska, the National Guard has yet to arrive in the area. However, she said that the guardsmen had been ordered by the Interior Ministry to provide security while the power pylons are being repaired.

    In accordance with the Interior Ministry leadership’s decision, the National Guard has been sent to secure areas, along with the national police and other law enforcement agencies, where electrical supply lines were damaged in order to ensure and provide security while they’re being repaired,” Pavlovska told the Kyiv Post by phone.

    The National Guard hasn’t arrived yet to those areas. It has no orders that are related to the so-called blockade / roadblock of Crimea from the mainland,” she added.

    Officials say the damage to the electricity pylons could threaten the power supply to 40 percent of Kherson and Mykolayiv oblasts, Ukrainian television channel 24 Kanal reported.

    Crimean Tatar activists, along with fighters from the ultra-nationalist Right Sector organization, have been blockading the Russian-occupied Crimean peninsula for several weeks, preventing heavy goods vehicles from entering the annexed Ukrainian territory.

    A bill that would legalize blaze pink hunting gear in Wisconsin cleared its first legislative hurdle Wednesday after a state Assembly committee overwhelmingly approved the measure.

    The Assembly Natural Resources and Sporting Heritage Committee passed the bill on a 14-1 vote Wednesday, clearing the way for the full Assembly to take up the bill. A spokeswoman for Speaker Robin Vos, R-Rochester, didn’t immediately respond to an email asking about the bill’s chances.

    Under current Wisconsin law, at least half of each article of clothing that gun deer hunters wear above the waist must be blaze orange. The bipartisan bill would allow hunters to wear fluorescent pink as well.

    The bill’s authors, Reps. Nick Milroy, D-South Range, and Joel Kleefisch, R-Oconomowoc, maintain that the measure will encourage more women to take up hunting, give hunters more clothing options and give apparel manufacturers a boost.

    The Odesa city elections commission has declared incumbent Mayor Hennadiy Trukhanov the winner in the mayoral elections, even though Odesa regional administration chief Mikheil Saakashvili had suggested earlier that Trukhanov and his main rival should run in the second round.

    The city elections commission head announced on Oct. 27 evening that Trukhanov had garnered nearly 139,000 votes, or 52.9 percent of all those who cast their ballots in the elections, so securing his victory in the first round.

    Oleksandr Borovyk (Sasha Borovyk), an adviser to the Odesa regional administration head, came in second with 66,500 votes, or 25.7 percent of the vote. Former Odesa Mayor Eduard Hurvits came in third, having garnered 22,500 votes, or 8.5 percent of the vote.

    RAMALLAH (Ma’an) — Israeli forces shot dead a 13-year-old boy during clashes south of al-Bireh in Ramallah district, medics said.

    The child, identified as 13-year-old Ahmad Sharaka , was shot in the neck with a live round, medics said.

    Sharaka’s death brings the total number of Palestinians killed to 24 since the beginning of October. He is also the third 13-year-old to be shot dead by Israeli forces in the same time period.

    Another Palestinian was shot in his leg with a live round during the protest in the al-Balu area of southern Bireh, while another was injured by a rubber-coated steel bullet.

    Two others reportedly suffered excessive tear gas inhalation at the protest.

    Israeli bulldozers have reportedly removed large objects in the area, in order to remove cover for Palestinian protesters.

    An Israeli army spokeswoman had no immediate comment.

    BETHLEHEM (Ma’an) — A 12-year-old Palestinian boy was shot and killed by Israeli soldiers during clashes in Aida refugee camp in Bethlehem on Monday, Palestinian medics told Ma’an.

    Abed al-Rahman Shadi Obeidallah, 12, was shot near the heart by Israeli forces during clashes in the refugee camp.

    He was taken in a civilian car to Beit Jala hospital where he immediately underwent surgery. However, doctors later pronounced him dead.

    Another teenager was reportedly shot with live fire in the leg during the same clashes and taken to hospital for treatment, locals said.

    An Israeli army spokeswoman said she was looking into the reports.

    Overnight Sunday, Israeli forces shot dead a Palestinian teenager during clashes in the northern West Bank village of Bala, east of Tulkarem.

    Red Crescent officials told Ma’an that 18-year-old Huthayfa Othman Suleiman was shot in the chest during clashes and died in the operating room.

    The killings follow violent confrontations over the weekend in which the Palestinian Red Crescent documented at least 96 Palestinians who were wounded by live rounds or rubber-coated steel bullets in clashes with Israeli forces and settlers.

    Overnight Saturday, Fadi Samir Mustafa Alloun , 19, from the East Jerusalem village of al-Issawiya, was shot dead by Israeli forces after allegedly attempting to stab a group of Israelis.

    The incident took place just hours after another Palestinian was shot dead when he stabbed and possibly opened fire on a family of Israelis at the Old City’s Lion’s Gate.

    Two Israelis were killed and two others injured, including a two-year-old infant, in the attack.

    Volkswagen faces daunting challenges in fixing software that enables cheating on diesel engine emissions tests, a task that’s becoming more urgent because of growing anger from customers.

    The company has set aside $7.3 billion to pay for the scandal. But experts say it’s likely to cost much more as VW tries to comply with U.S. clean air regulations while appeasing diesel owners who paid extra for the cars, thinking they could help the environment without sacrificing performance.

    We understand that owners of the cars affected by the emissions compliance issues are upset,” VW said on a consumer website launched Sunday. The company asked for patience and said it would address the issue as fast as it can. A spokeswoman wouldn’t comment further.

    But experts said VW will have to strike a careful balance to appease government regulators, make customers happy and avoid emptying the company cash box. A cheap remedy of software fixes likely would hurt performance and gas mileage, further antagonizing customers. A more expensive fix that adds a treatment system wouldn’t hurt performance, but it would cost thousands per car and by one analyst’s estimate, could total more than $20 billion including vehicles in the U.S. and Europe.

    That’s in addition to a potential $18 billion fine in the U.S. and the cost of numerous class-action lawsuits alleging that VW’s cheating reduced the value of its customers’ cars.

    As Europe’s worst refugee crisis since the Second World War unfolded in May, hundreds of the continent’s overstretched border guards travelled to Warsaw for one of the highlights of their working year.

    With the costs of flights and hotels paid by hosts Frontex, the EU border agency, the 800 delegates relaxed for what has become an annual event in their calendars, the European Day for Border Guards.

      The expansion and evolution of Frontex’s remit has been mirrored by budget increases. In its first full year of operations it had a budget of €19m and that has grown to €143m in 2015, a rise of 46% on 2014.

      In total, it has received €862m of European taxpayers’ money since it was formed and in that time the number of people working at its Warsaw HQ has grown from 72 to 304.

      Frontex receives over 90% of its current budget from the Commission, while the UK, which does not sit on the organisation’s management board, contributes €570,000. Norway gave €2.2m this year and Switzerland €3m.

      The bulk of Frontex spending goes on its operations by paying countries for the equipment they lend, with ocean patrol vessels being its most costly items. However, these bills are relatively fixed in that they are determined by EU rate cards setting out what countries can charge for cars, personnel and fuel.

      A Bureau analysis of the reimbursements issued by Frontex shows that in the seven years to 2014, more than €350m was reimbursed to 43 countries – including Schengen area states and others such as Albania and Turkey – for personnel and equipment.

      Italy and Spain between them received more than €100m, reflecting the large number of boats and people they deployed to spot and rescue migrants and refugees in the Mediterranean.

      Greece was compensated €28.6m in the period, while Iceland, which currently provides two large coast guard ships and crew and one aircraft, was reimbursed €21.8m over the seven year period.

      Austria received €20m, while Germany and Portugal received €19m and €18m respectively. In contrast, the resources the UK provided for Frontex operations were worth €3.2m over seven years.

      When it comes to spending on itself – on its staff, headquarters, publicity and branding, for example – Frontex has more discretion.

      A Bureau examination of its accounts and contracts has found eyebrow-raising items.

      As with all other EU institutions, there is a high proportion of relatively more expensive senior expatriate staff.

      Of the 304 people employed in Warsaw on June 1 this year, 185 were non-Polish nationals.

      The total wage bill in Warsaw is about €20m, with €1.5m paid out each year for expatriation allowances, another €1.3m for “family allowances” such as school fees, while €165,000 was spent last year flying people home for their annual leave.
      Significant chunks of the Frontex budget is also reserved for parties and other social events.

    German publisher Axel Springer is withdrawing from its Russian business, Russian news agency RBC reported at the weekend, citing two media sources and a government source.

    A deal to sell an 80 percent stake to Russian publisher Alexander Fedotov, owner of Artcom Media, is in its final stages, with the unit’s CEO Regina von Flemming taking the remaining 20 percent, RBC said.

    An Axel Springer spokeswoman declined to comment and an Artcom Media representative was not available for immediate comment on Sunday.

    The Springer subsidiary publishes the Russian editions of Forbes and OK! magazines, among others.

    Springer’s chief executive Mathias Doepfner said in November that the Russian unit was not significant and the company was reviewing its strategy in view of new media laws in the country.

    UN officials have received new allegations of rape by peacekeepers with its mission in Central African Republic, known as Minusca.

    A UN spokeswoman, Vannina Maestracci, said the alleged events, involving three girls or young women, took place in recent weeks and that the victims’ families had notified the mission on 12 August.

    One of the alleged victims is said to be a minor.

    NABLUS (Ma’an) — Israeli troops shot dead a young Palestinian man in the northern West Bank on Monday after he allegedly attempted to stab an Israeli Border Police officer, the Israeli army said.

    An Israeli army spokeswoman alleged that the Palestinian man approached Israeli Border Police officers at Tappuah junction, known to Palestinians as Zaatara military checkpoint, asking for “medical assistance.”

    The spokeswoman said that he then pulled out a knife and attempted to stab an Israeli officer.

    She said that he struggled with the officer, before other officers opened fire on him.

    The spokeswoman confirmed that he had been killed. She added that the police officer was lightly injured.

    Palestinian witnesses said that Israeli forces closed the checkpoint to traffic as large numbers of troops deployed in the area.

    Palestinian security sources told Ma’an that the victim did not have an identity card on him.

    They said that Israeli forces took his body to a nearby military base in Huwwara.

    They said that the body would be delivered to his family after he is identified.

    Le corps du Palestinien, dont l’identité n’était pas connue dans l’immédiat, gisait au sol recouvert d’une couverture bleue, ont constaté des journalistes de l’AFP, avant qu’une ambulance de l’armée ne l’emporte pour le remettre aux Palestiniens.

    Le Croissant-Rouge palestinien a confirmé le décès et indiqué que son ambulance avait été empêchée d’approcher de la zone, bouclée par l’armée.

    The exhibition — called Sculptures That We Don’t See — showed works by Soviet sculptors that did not see the light of day during the Soviet period because they were nonconformist.

    The show, which opened to the public on August 14, included some works with religious themes, including a crucifixion bas-relief.

    Sidur was an avant-garde artist unable to show his nonconformist works publicly in the Soviet era. He died in 1986. A museum in Moscow is now dedicated to his work, and his art has been sold at international auction houses such as Sotheby’s.

      On August 14th, a group exhibition of legendary Moscow sculptors, participants of the «LeSS» art group, Vadim Sidur, Nikolai Silis and Vladimir Lemport, is opening at the Central exhibition hall Manege.
       
      The exhibition «The Sculptures We Do Not See» is a full-scale research of the so-called «cellar nonconformism» – a phenomenon that took place in the Soviet Union side-by-side with the conventional art scene. Dozens of works of Vadim Sidur, Leonid Berlin, Anatoli Slepyshev and Alexander Pozin from the MEA Manege collection are exhibited together with Nikolai Silis’s and Vladimir Lemport’s art works.
       
      The analysis of Soviet formalism is impossible when considered outside of Soviet and contemporary Russian art history. That is why works by such contemporary artists as Anatoli Osmolovski, Haim Sokol, Dmitri Gutov, Alexander Povzner and many others will also be on display.
       
      In 1954 young Moscow sculptors Vladimir Lemport, Vadim Sidur and Nikolai Silis set up an art group «LeSS» (an acronym deriving from their last names). This group stayed active until 1968. While fulfilling state demands, the three sculptors took part in creating the most vivid form of ideological propaganda – monumental sculptures integrated into the architecture of late Soviet modernism. But, due to the exclusion of formalism from the USSR art history, these artists had to switch to small statuary, so their works were to stay in the cellars of their studios for ages.

    Video from a security camera provided by Mr. Kasba’s family to B’Tselem shows the teenager hurling a rock at a vehicle’s window and then running away. Three soldiers then leave the vehicle, with two of them pursuing Mr. Kasba and the third soldier standing near the vehicle. Seconds later, they return to the vehicle and drive away.

    The video, along with accounts by Palestinian witnesses and photographs of Mr. Kasba’s body that were provided to B’Tselem, indicate that he was not risking the soldiers’ lives when he was shot and killed, Ms. Michaeli said. In a video distributed on social media networks that purports to show Mr. Kasba after he was shot, he is seen lying on the ground with blood pooling around his face, neck and upper shoulders, as people yell for medical help.

    Ms. Michaeli said that he had been shot twice in the upper back and once on the side of his face, which she said indicated that he had been running away when he was shot. The witnesses’ statements and the video also suggested, she said, that the soldiers left Mr. Kasba without offering any medical treatment. He was taken to a hospital in the nearby city of Ramallah, where he was pronounced dead.

    JERUSALEM (AFP) — Israeli soldiers shot dead a Palestinian teenager in the West Bank on Friday after he threw stones at their patrol, Palestinian medical and security sources said.

    Muhammad Hani al-Kasbah,17 , was killed by two bullets after allegedly throwing stones at a Israeli military vehicle close to the Qalandiya checkpoint, south of Ramallah, the sources said.

    An Israeli army spokeswoman said the soldiers had opened fire after their vehicle was damaged.

    “The forces called the suspect to halt and shot warning shots in the air. Once he continued hurling rocks at close range and in response to the imminent danger the forces fired towards the suspect,” the spokeswoman told AFP.

    Israeli news source Haaretz cited eyewitnesses reporting that al-Kasbah was shot in the upper body after attempting to climb the separation wall. He had reportedly left his home early that morning to reach the Al-Aqsa mosque in Jerusalem.

    Al-Kasbah was shot at around 7.30 a.m. and fell to the ground before a group of Palestinians took him to hospital in Ramallah.

    Hundreds of Palestinians from the Qalandiya refugee camp gathered at the Palestine Medical Center to mourn his death.

    Israeli forces deployed in large numbers around Qalandiya checkpoint following the killing.

    Al-Kasbah’s two brothers, Yasser and Samer, were killed by Israeli forces in the Qalandiya refugee camp in May 2002.

    Al-Kasbah was the second Palestinian to be killed by Israeli forces in the last week, after forces shot dead a Palestinian man last Friday when he opened fire at soldiers at the Beqaot checkpoint in the Jordan Valley.

      After being shot, the teen fell from a high altitude and slammed onto the ground; the slain Palestinian is from the Qalandia refugee camp, north of occupied Jerusalem.

      The eyewitnesses said the military is trying to justify the killing of the teen, who was not involved in any clashes with the military, but was simply trying to reach the Al-Aqsa Mosque, on the third Friday of the Holy Muslim Month of Ramadan.

      The soldiers did not allow any person to approach him, and later a Palestinian ambulance arrived at the scene and moved him to the Palestine Medical Center, in Ramallah, where he died of his serious injuries.

    “We were all in shock,” said a female journalist present at the briefing. “The spokeswoman clearly said it was an Israeli interest to maintain German guilt feelings. She even said that without them, we’d be just another country as far as they’re concerned.”

    Others present at the event confirmed the journalist’s account.

    Some added that the Israeli ambassador himself, Yakov Hadas-Handelsman, was present for some of the briefing, as were other embassy workers who don’t speak Hebrew. Another journalist commented, “It was so awkward. We couldn’t believe our ears. We’re sitting there eating peanuts, and behind the spokeswoman there are two German women sitting there who don’t understand a word of Hebrew – and the embassy staff is telling us they’re working to preserve the German guilt feelings and that Israel has no interest in normalization of relations between the two countries.”

    “I don’t remember saying that,” Farjon told Haaretz in response. “I can’t vouch for any particular quote, she added. “It was an off-the-record conversation, a briefing talk. The way I speak with Israeli journalists is a little different. These things aren’t intended to get out. I can’t reveal the principles I work by. For example, I don’t say who I go to in order to get good stories out here, or who I pay for things like that.”

    A spokesperson for the Foreign Ministry in Jerusalem said Farjon’s comments had been taken out of context. “These are tendentious quotes ... from an off-the-record briefing for Israeli reporters who were visiting Berlin. At this briefing, there was an open and critical discussion in which the invited Israeli journalists took an active part, and it’s regrettable that someone decided to violate the rules of journalistic ethics and take selected statements out of their broader context and distort them in a way that alters their meaning.”

    This year is a special one for the German and Israeli governments, with Berlin and Jerusalem marking 50 years since the start of diplomatic relations between the two countries. German support for Israel also appears to be at an all-time high – particularly in light of Israel’s ongoing battles with the European Union over labeling of products from West Bank settlements and its troubled diplomatic standing in the world.

    This week, as part of the 50th-anniversary celebrations, Bundestag President Norbert Lammert visited Israel. In his speech to the Knesset on Wednesday, Lammert said that the “intensive friendship between our two countries is a historic miracle.” In his speech, Knesset Speaker Yuli Edelstein praised the special and extraordinary” relations of the two countries, calling Germany “a true friend of Israel.”
