    On a spring night in 2018, I stood on a Manhattan sidewalk with friends, reading Shakespeare aloud. We were in line to see an adaptation of Macbeth and had decided to pass the time refreshing our memories of the play’s best lines. I pulled up Lady Macbeth’s soliloquy on my iPhone. “Come, you spirits / That tend on mortal thoughts, unsex me here,” I read, thrilled once again by the incantatory power of the verse. I remembered where I was when I first heard those lines: in my 10th-grade English class, startled out of my adolescent stupor by this woman rebelling magnificently and malevolently against her submissive status. “Make thick my blood, / Stop up th’ access and passage to remorse.” Six months into the #MeToo movement, her fury and frustration felt newly resonant.

    Pulled back into plays I’d studied in college and graduate school, I found myself mesmerized by Lady Macbeth and her sisters in the Shakespeare canon. Beatrice, in Much Ado About Nothing, raging at the limitations of her sex (“O God, that I were a man! I would eat his heart in the marketplace”). Rosalind, in As You Like It, affecting the swagger of masculine confidence to escape those limitations (“We’ll have a swashing and a martial outside, / As many other mannish cowards have / That do outface it with their semblances”). Isabella, in Measure for Measure, fearing no one will believe her word against Angelo’s, rapist though he is (“To whom should I complain? Did I tell this, / Who would believe me?”). Kate, in The Taming of the Shrew, refusing to be silenced by her husband (“My tongue will tell the anger of my heart, / Or else my heart concealing it will break”). Emilia, in one of her last speeches in Othello before Iago kills her, arguing for women’s equality (“Let husbands know / Their wives have sense like them”).
    I was reminded of all the remarkable female friendships, too: Beatrice and Hero’s allegiance; Emilia’s devotion to her mistress, Desdemona; Paulina’s brave loyalty to Hermione in The Winter’s Tale; and plenty more. (“Let’s consult together against this greasy knight,” resolve the merry wives of Windsor, revenging themselves on Falstaff.) These intimate female alliances are fresh inventions—they don’t exist in the literary sources from which many of the plays are drawn. And when the plays lean on historical sources (Plutarch, for instance), they feminize them, portraying legendary male figures through the eyes of mothers, wives, and lovers. “Why was Shakespeare able to see the woman’s position, write entirely as if he were a woman, in a way that none of the other playwrights of the age were able to?” In her book about the plays’ female characters, Tina Packer, the founding artistic director of Shakespeare & Company, asked the question very much on my mind.

    Doubts about whether William Shakespeare (who was born in Stratford-upon-Avon in 1564 and died in 1616) really wrote the works attributed to him are almost as old as the writing itself. Alternative contenders—Francis Bacon; Christopher Marlowe; and Edward de Vere, the 17th earl of Oxford, prominent among them—continue to have champions, whose fervor can sometimes border on fanaticism. In response, orthodox Shakespeare scholars have settled into dogmatism of their own. Even to dabble in authorship questions is considered a sign of bad faith, a blinkered failure to countenance genius in a glover’s son. The time had come, I felt, to tug at the blinkers of both camps and reconsider the authorship debate: Had anyone ever proposed that the creator of those extraordinary women might be a woman? Each of the male possibilities requires an elaborate theory to explain his use of another’s name. None of the candidates has succeeded in dethroning the man from Stratford. Yet a simple reason would explain a playwright’s need for a pseudonym in Elizabethan England: being female.
    Who was this woman writing “immortal work” in the same year that Shakespeare’s name first appeared in print?

    Long before Tina Packer marveled at the bard’s uncanny insight, others were no less awed by the empathy that pervades the work. “One would think that he had been Metamorphosed from a Man to a Woman,” wrote Margaret Cavendish, the 17th-century philosopher and playwright. The critic John Ruskin said, “Shakespeare has no heroes—he has only heroines.” A striking number of those heroines refuse to obey rules. At least 10 defy their fathers, bucking betrothals they don’t like to find their own paths to love. Eight disguise themselves as men, outwitting patriarchal controls—more gender-swapping than can be found in the work of any previous English playwright. Six lead armies.

    The prevailing view, however, has been that no women in Renaissance England wrote for the theater, because that was against the rules. Religious verse and translation were deemed suitable female literary pursuits; “closet dramas,” meant only for private reading, were acceptable. The stage was off-limits. Yet scholars have lately established that women were involved in the business of acting companies as patrons, shareholders, suppliers of costumes, and gatherers of entrance fees. What’s more, 80 percent of the plays printed in the 1580s were written anonymously, and that number didn’t fall below 50 percent until the early 1600s. At least one eminent Shakespeare scholar, Phyllis Rackin, of the University of Pennsylvania, challenges the blanket assumption that the commercial drama pouring forth in the period bore no trace of a female hand. So did Virginia Woolf, even as she sighed over the obstacles that would have confronted a female Shakespeare: “Undoubtedly, I thought, looking at the shelf where there are no plays by women, her work would have gone unsigned.”

    A tantalizing nudge lies buried in the writings of Gabriel Harvey, a well-known Elizabethan literary critic. In 1593, he referred cryptically to an “excellent Gentlewoman” who had written three sonnets and a comedy. “I dare not Particularise her Description,” he wrote, even as he heaped praise on her.

    All her conceits are illuminate with the light of Reason; all her speeches beautified with the grace of Affability … In her mind there appeareth a certain heavenly Logic; in her tongue & pen a divine Rhetoric … I dare undertake with warrant, whatsoever she writeth must needs remain an immortal work, and will leave, in the activest world, an eternal memory of the silliest vermin that she should vouchsafe to grace with her beautiful and allective style, as ingenious as elegant.

    Who was this woman writing “immortal work” in the same year that Shakespeare’s name first appeared in print, on the poem “Venus and Adonis,” a scandalous parody of masculine seduction tales (in which the woman forces herself on the man)? Harvey’s tribute is extraordinary, yet orthodox Shakespeareans and anti-Stratfordians alike have almost entirely ignored it.

    Until recently, that is, when a few bold outliers began to advance the case that Shakespeare might well have been a woman. One candidate is Mary Sidney, the countess of Pembroke (and beloved sister of the celebrated poet Philip Sidney)—one of the most educated women of her time, a translator and poet, and the doyenne of the Wilton Circle, a literary salon dedicated to galvanizing an English cultural renaissance. Clues beckon, not least that Sidney and her husband were the patrons of one of the first theater companies to perform Shakespeare’s plays. Was Shakespeare’s name useful camouflage, allowing her to publish what she otherwise couldn’t?
    Shakespeare’s life is remarkably well documented—yet no records from his lifetime identify him unequivocally as a writer.

    But the candidate who intrigued me more was a woman as exotic and peripheral as Sidney was pedigreed and prominent. Not long after my Macbeth outing, I learned that Shakespeare’s Globe, in London, had set out to explore this figure’s input to the canon. The theater’s summer 2018 season concluded with a new play, Emilia, about a contemporary of Shakespeare’s named Emilia Bassano. Born in London in 1569 to a family of Venetian immigrants—musicians and instrument-makers who were likely Jewish—she was one of the first women in England to publish a volume of poetry (suitably religious yet startlingly feminist, arguing for women’s “Libertie” and against male oppression). Her existence was unearthed in 1973 by the Oxford historian A. L. Rowse, who speculated that she was Shakespeare’s mistress, the “dark lady” described in the sonnets. In Emilia, the playwright Morgan Lloyd Malcolm goes a step further: Her Shakespeare is a plagiarist who uses Bassano’s words for Emilia’s famous defense of women in Othello.

    Could Bassano have contributed even more widely and directly? The idea felt like a feminist fantasy about the past—but then, stories about women’s lost and obscured achievements so often have a dreamlike quality, unveiling a history different from the one we’ve learned. Was I getting carried away, reinventing Shakespeare in the image of our age? Or was I seeing past gendered assumptions to the woman who—like Shakespeare’s heroines—had fashioned herself a clever disguise? Perhaps the time was finally ripe for us to see her.

    The ranks of Shakespeare skeptics comprise a kind of literary underworld—a cross-disciplinary array of academics, actors (Derek Jacobi and Mark Rylance are perhaps the best known), writers, teachers, lawyers, a few Supreme Court justices (Sandra Day O’Connor, Antonin Scalia, John Paul Stevens). Look further back and you’ll find such illustrious names as Ralph Waldo Emerson, Walt Whitman, Mark Twain, Henry James, Sigmund Freud, Helen Keller, and Charlie Chaplin. Their ideas about the authorship of the plays and poems differ, but they concur that Shakespeare is not the man who wrote them.

    Their doubt is rooted in an empirical conundrum. Shakespeare’s life is remarkably well documented, by the standards of the period—yet no records from his lifetime identify him unequivocally as a writer. The more than 70 documents that exist show him as an actor, a shareholder in a theater company, a moneylender, and a property investor. They show that he dodged taxes, was fined for hoarding grain during a shortage, pursued petty lawsuits, and was subject to a restraining order. The profile is remarkably coherent, adding up to a mercenary impresario of the Renaissance entertainment industry. What’s missing is any sign that he wrote.

    No such void exists for other major writers of the period, as a meticulous scholar named Diana Price has demonstrated. Many left fewer documents than Shakespeare did, but among them are manuscripts, letters, and payment records proving that writing was their profession. For example, court records show payment to Ben Jonson for “those services of his wit & pen.” Desperate to come up with comparable material to round out Shakespeare, scholars in the 18th and 19th centuries forged evidence—later debunked—of a writerly life.

    To be sure, Shakespeare’s name can be found linked, during his lifetime, to written works. With Love’s Labour’s Lost, in 1598, it started appearing on the title pages of one-play editions called “quartos.” (Several of the plays attributed to Shakespeare were first published anonymously.) Commentators at the time saluted him by name, praising “Shakespeare’s fine filed phrase” and “honey-tongued Shakespeare.” But such evidence proves attribution, not actual authorship—as even some orthodox Shakespeare scholars grant. “I would love to find a contemporary document that said William Shakespeare was the dramatist of Stratford-upon-Avon written during his lifetime,” Stanley Wells, a professor emeritus at the University of Birmingham’s Shakespeare Institute, has said. “That would shut the buggers up!”

    By contrast, more than a few of Shakespeare’s contemporaries are on record suggesting that his name got affixed to work that wasn’t his. In 1591, the dramatist Robert Greene wrote of the practice of “underhand brokery”—of poets who “get some other Batillus to set his name to their verses.” (Batillus was a mediocre Roman poet who claimed some of Virgil’s verses as his own.) The following year, he warned fellow playwrights about an “upstart Crow, beautified with our feathers,” who thinks he is the “onely Shake-scene in a countrey.” Most scholars agree that the “Crow” is Shakespeare, then an actor in his late 20s, and conclude that the new-hatched playwright was starting to irk established figures. Anti-Stratfordians see something else: In Aesop’s fables, the crow was a proud strutter who stole the feathers of others; Horace’s crow, in his epistles, was a plagiarist. Shakespeare was being attacked, they say, not as a budding dramatist, but as a paymaster taking credit for others’ work. “Seeke you better Maisters,” Greene advised, urging his colleagues to cease writing for the Crow.

    Ben Jonson, among others, got in his digs, too. Scholars agree that the character of Sogliardo in Every Man Out of His Humour—a country bumpkin “without brain, wit, anything, indeed, ramping to gentility”—is a parody of Shakespeare, a social climber whose pursuit of a coat of arms was common lore among his circle of actors. In a satirical poem called “On Poet-Ape,” Jonson was likely taking aim at Shakespeare the theater-world wheeler-dealer. This poet-ape, Jonson wrote, “from brokage is become so bold a thief,”

    At first he made low shifts, would pick and glean,
    Buy the reversion of old plays; now grown
    To a little wealth, and credit in the scene,
    He takes up all, makes each man’s wit his own

    What to make of the fact that Jonson changed his tune in the prefatory material that he contributed to the First Folio of plays when it appeared seven years after Shakespeare’s death? Jonson’s praise there did more than attribute the work to Shakespeare. It declared his art unmatched: “He was not of an age, but for all time!” The anti-Stratfordian response is to note the shameless hype at the heart of the Folio project. “Whatever you do, Buy,” the compilers urged in their dedication, intent on a hard sell for a dramatist who, doubters emphasize, was curiously unsung at his death. The Folio’s introductory effusions, they argue, contain double meanings. Jonson tells readers, for example, to find Shakespeare not in his portrait “but his Booke,” seeming to undercut the relation between the man and the work. And near the start of his over-the-top tribute, Jonson riffs on the unreliability of extravagant praise, “which doth ne’er advance / The truth.”

    The authorship puzzles don’t end there. How did the man born in Stratford acquire the wide-ranging knowledge on display in the plays—of the Elizabethan court, as well as of multiple languages, the law, astronomy, music, the military, and foreign lands, especially northern Italian cities? The author’s linguistic brilliance shines in words and sayings imported from foreign vocabularies, but Shakespeare wasn’t educated past the age of 13. Perhaps he traveled, joined the army, worked as a tutor, or all three, scholars have proposed. Yet no proof exists of any of those experiences, despite, as the Oxford historian Hugh Trevor-Roper pointed out in an essay, “the greatest battery of organized research that has ever been directed upon a single person.”
    Emilia Bassano’s life encompassed the breadth of the Shakespeare canon: its low-class references and knowledge of the court; its Italian sources and Jewish allusions; its music and feminism.

    In fact, a document that does exist—Shakespeare’s will—would seem to undercut such hypotheses. A wealthy man when he retired to Stratford, he was meticulous about bequeathing his properties and possessions (his silver, his second-best bed). Yet he left behind not a single book, though the plays draw on hundreds of texts, including some—in Italian and French—that hadn’t yet been translated into English. Nor did he leave any musical instruments, though the plays use at least 300 musical terms and refer to 26 instruments. He remembered three actor-owners in his company, but no one in the literary profession. Strangest of all, he made no mention of manuscripts or writing. Perhaps as startling as the gaps in his will, Shakespeare appears to have neglected his daughters’ education—an incongruity, given the erudition of so many of the playwright’s female characters. One signed with her mark, the other with a signature a scholar has called “painfully formed.”

    “Weak and unconvincing” was Trevor-Roper’s verdict on the case for Shakespeare. My delving left me in agreement, not that the briefs for the male alternatives struck me as compelling either. Steeped in the plays, I felt their author would surely join me in bridling at the Stratfordians’ unquestioning worship at the shrine—their arrogant dismissal of skeptics as mere deluded “buggers,” or worse. (“Is there any more fanatic zealot than the priest-like defender of a challenged creed?” asked Richmond Crinkley, a former director of programs at the Folger Shakespeare Library who was nonetheless sympathetic to the anti-Stratfordian view.) To appreciate how belief blossoms into fact—how readily myths about someone get disseminated as truth—one can’t do better than to read Shakespeare. Just think of how obsessed the work is with mistaken identities, concealed women, forged and anonymous documents—with the error of trusting in outward appearances. What if searchers for the real Shakespeare simply haven’t set their sights on the right pool of candidates?

    I met Emilia Bassano’s most ardent champion at Alice’s Tea Cup, which seemed unexpectedly apt: A teahouse on Manhattan’s Upper West Side, it has quotes from Alice in Wonderland scrawled across the walls. (“off with their heads!”) John Hudson, an Englishman in his 60s who pursued a degree at the Shakespeare Institute in a mid-career swerve, had been on the Bassano case for years, he told me. In 2014, he published Shakespeare’s Dark Lady: Amelia Bassano Lanier, the Woman Behind Shakespeare’s Plays? His zeal can sometimes get the better of him, yet he emphasizes that his methods and findings are laid out “for anyone … to refute if they wish.” Like Alice’s rabbit hole, Bassano’s case opened up new and richly disorienting perspectives—on the plays, on the ways we think about genius and gender, and on a fascinating life.

    Hudson first learned of Bassano from A. L. Rowse, who discovered mention of her in the notebooks of an Elizabethan physician and astrologer named Simon Forman. In her teens, she became the mistress of Henry Carey, Lord Hunsdon, the master of court entertainment and patron of Shakespeare’s acting company. And that is only the start. Whether or not Bassano was Shakespeare’s lover (scholars now dismiss Rowse’s claim), the discernible contours of her biography supply what the available material about Shakespeare’s life doesn’t: circumstantial evidence of opportunities to acquire an impressive expanse of knowledge.

    Bassano lived, Hudson points out, “an existence on the boundaries of many different social worlds,” encompassing the breadth of the Shakespeare canon: its coarse, low-class references and its intimate knowledge of the court; its Italian sources and its Jewish allusions; its music and its feminism. And her imprint, as Hudson reads the plays, extends over a long period. He notes the many uses of her name, citing several early on—for instance, an Emilia in The Comedy of Errors. (Emilia, the most common female name in the plays alongside Katherine, wasn’t used in the 16th century by any other English playwright.) Titus Andronicus features a character named Bassianus, which was the original Roman name of Bassano del Grappa, her family’s hometown before their move to Venice. Later, in The Merchant of Venice, the romantic hero is a Venetian named Bassanio, an indication that the author perhaps knew of the Bassanos’ connection to Venice. (Bassanio is a spelling of their name in some records.)

    Further on, in Othello, another Emilia appears—Iago’s wife. Her famous speech against abusive husbands, Hudson notes, doesn’t show up until 1623, in the First Folio, included among lines that hadn’t appeared in an earlier version (lines that Stratfordians assume—without any proof—were written before Shakespeare’s death). Bassano was still alive, and by then had known her share of hardship at the hands of men. More to the point, she had already spoken out, in her 1611 book of poetry, against men who “do like vipers deface the wombs wherein they were bred.”

    Prodded by Hudson, you can discern traces of Bassano’s own life trajectory in particular works across the canon. In All’s Well That Ends Well, a lowborn girl lives with a dowager countess and a general named Bertram. When Bassano’s father, Baptista, died in 1576, Emilia, then 7, was taken in by Susan Bertie, the dowager countess of Kent. The countess’s brother, Peregrine Bertie, was—like the fictional Bertram—a celebrated general. In the play, the countess tells how a father “famous … in his profession” left “his sole child … bequeathed to my overlooking. I have those hopes of her good that her education promises.” Bassano received a remarkable humanist education with the countess. In her book of poetry, she praised her guardian as “the Mistris of my youth, / The noble guide of my ungovern’d dayes.”
    Bassano’s life sheds possible light on the plays’ preoccupation with women caught in forced or loveless marriages.

    As for the celebrated general, Hudson seizes on the possibility that Bassano’s ears, and perhaps eyes, were opened by Peregrine Bertie as well. In 1582, Bertie was named ambassador to Denmark by the queen and sent to the court at Elsinore—the setting of Hamlet. Records show that the trip included state dinners with Rosencrantz and Guildenstern, whose names appear in the play. Because emissaries from the same two families later visited the English court, the trip isn’t decisive, but another encounter is telling: Bertie met with the Danish astronomer Tycho Brahe, whose astronomical theories influenced the play. Was Bassano (then just entering her teens) on the trip? Bertie was accompanied by a “whole traine,” but only the names of important gentlemen are recorded. In any case, Hudson argues, she would have heard tales on his return.

    Later, as the mistress of Henry Carey (43 years her senior), Bassano gained access to more than the theater world. Carey, the queen’s cousin, held various legal and military positions. Bassano was “favoured much of her Majesty and of many noblemen,” the physician Forman noted, indicating the kind of extensive aristocratic associations that only vague guesswork can accord to Shakespeare. His company didn’t perform at court until Christmas of 1594, after several of the plays informed by courtly life had already been written. Shakespeare’s history plays, concerned as they are with the interactions of the governing class, presume an insider perspective on aristocratic life. Yet mere court performances wouldn’t have enabled such familiarity, and no trace exists of Shakespeare’s presence in any upper-class household.

    And then, in late 1592, Bassano (now 23) was expelled from court. She was pregnant. Carey gave her money and jewels and, for appearance’s sake, married her off to Alphonso Lanier, a court musician. A few months later, she had a son. Despite the glittering dowry, Lanier must not have been pleased. “Her husband hath dealt hardly with her,” Forman wrote, “and spent and consumed her goods.”

    Bassano was later employed in a noble household, probably as a music tutor, and roughly a decade after that opened a school. Whether she accompanied her male relatives—whose consort of recorder players at the English court lasted 90 years—on their trips back to northern Italy isn’t known. But the family link to the home country offers support for the fine-grained familiarity with the region that (along with in-depth musical knowledge) any plausible candidate for authorship would seem to need—just what scholars have had to strain to establish for Shakespeare. (Perhaps, theories go, he chatted with travelers or consulted books.) In Othello, for example, Iago gives a speech that precisely describes a fresco in Bassano del Grappa—also the location of a shop owned by Giovanni Otello, a likely source of the title character’s name.

    Her Bassano lineage—scholars suggest the family were conversos, converted or hidden Jews presenting as Christians—also helps account for the Jewish references that scholars of the plays have noted. The plea in The Merchant of Venice for the equality and humanity of Jews, a radical departure from typical anti-Semitic portrayals of the period, is well known. “Hath not a Jew hands, organs, dimensions, senses, affections, passions?” Shylock asks. “If you prick us, do we not bleed?” A Midsummer Night’s Dream draws from a passage in the Talmud about marriage vows; spoken Hebrew is mixed into the nonsense language of All’s Well That Ends Well.

    What’s more, the Bassano family’s background suggests a source close to home for the particular interest in dark figures in the sonnets, Othello, and elsewhere. A 1584 document about the arrest of two Bassano men records them as “black”—among Elizabethans, the term could apply to anyone darker than the fair-skinned English, including those with a Mediterranean complexion. (The fellows uttered lines that could come straight from a comic interlude in the plays: “We have as good friends in the court as thou hast and better too … Send us to ward? Thou wert as good kiss our arse.”) In Love’s Labour’s Lost, the noblemen derisively compare Rosaline, the princess’s attendant, to “chimney-sweepers” and “colliers” (coal miners). The king joins in, telling Berowne, who is infatuated with her, “Thy love is black as ebony,” to which the young lord responds, “O wood divine!”

    Bassano’s life sheds possible light, too, on another outsider theme: the plays’ preoccupation with women caught in forced or loveless marriages. Hudson sees her misery reflected in the sonnets, thought to have been written from the early 1590s to the early 1600s. “When, in disgrace with fortune and men’s eyes, / I all alone beweep my outcast state, /And trouble deaf heaven with my bootless cries, /And look upon myself and curse my fate,” reads sonnet 29. (When Maya Angelou first encountered the poem as a child, she thought Shakespeare must have been a black girl who had been sexually abused: “How else could he know what I know?”) For Shakespeare, those years brought a rise in status: In 1596, he was granted a coat of arms, and by 1597, he was rich enough to buy the second-largest house in Stratford.

    In what is considered an early or muddled version of The Taming of the Shrew, a man named Alphonso (as was Bassano’s husband) tries to marry off his three daughters, Emilia, Kate, and Philema. Emilia drops out in the later version, and the father is now called Baptista (the name of Bassano’s father). As a portrait of a husband dealing “hardly” with a wife, the play is horrifying. Yet Kate’s speech of submission, with its allusions to the Letters of Paul, is slippery: Even as she exaggeratedly parrots the Christian doctrine of womanly subjection, she is anything but dutifully silent.

    Shakespeare’s women repeatedly subvert such teachings, perhaps most radically in The Winter’s Tale, another drama of male cruelty. There the noblewoman Paulina, scorned by King Leontes as “a most intelligencing bawd” with a “boundless tongue,” bears fierce witness against him (no man dares to) when he wrongly accuses Queen Hermione of adultery and imprisons her. As in so many of the comedies, a more enlightened society emerges in the end because the women’s values triumph.

    I was stunned to realize that the year The Winter’s Tale was likely completed, 1611, was the same year Bassano published her book of poetry, Salve Deus Rex Judæorum. Her writing style bears no obvious resemblance to Shakespeare’s in his plays, though Hudson strains to suggest similarities. The overlap lies in the feminist content. Bassano’s poetry registers as more than conventional religious verse designed to win patronage (she dedicates it to nine women, Mary Sidney included, fashioning a female literary community). Scholars have observed that it reads as a “transgressive” defense of Eve and womankind. Like a cross-dressing Shakespearean heroine, Bassano refuses to play by the rules, heretically reinterpreting scripture. “If Eve did err, it was for knowledge sake,” she writes. Arguing that the crucifixion, a crime committed by men, was a greater crime than Eve’s, she challenges the basis of men’s “tyranny” over women.

    “I always feel something Italian, something Jewish about Shakespeare,” Jorge Luis Borges told The Paris Review in 1966. “Perhaps Englishmen admire him because of that, because it’s so unlike them.” Borges didn’t mention feeling “something female” about the bard, yet that response has never ceased to be part of Shakespeare’s allure—embodiment though he is of the patriarchal authority of the Western canon. What would the revelation of a woman’s hand at work mean, aside from the loss of a prime tourist attraction in Stratford-upon-Avon? Would the effect be a blow to the cultural patriarchy, or the erosion of the canon’s status? Would (male) myths of inexplicable genius take a hit? Would women at last claim their rightful authority as historical and intellectual forces?

    I was curious to take the temperature of the combative authorship debate as women edge their way into it. Over more tea, I tested Hudson’s room for flexibility. Could the plays’ many connections to Bassano be explained by simply assuming the playwright knew her well? “Shakespeare would have had to run to her every few minutes for a musical reference or an Italian pun,” he said. I caught up with Mark Rylance, the actor and former artistic director of the Globe, in the midst of rehearsals for Othello (whose plot, he noted, comes from an Italian text that didn’t exist in English). A latitudinarian doubter—embracing the inquiry, not any single candidate—Rylance has lately observed that the once heretical notion of collaboration between Shakespeare and other writers “is now accepted, pursued and published by leading orthodox scholars.” He told me that “Emilia should be studied by anyone interested in the creation of the plays.” David Scott Kastan, a well-known Shakespeare scholar at Yale, urged further exploration too, though he wasn’t ready to anoint her bard. “What’s clear is that it’s important to know more about her,” he said, and even got playful with pronouns: “The more we know about her and the world she lived in, the more we’ll know about Shakespeare, whoever she was.”

    In the fall, I joined the annual meeting of the Shakespeare Authorship Trust—a gathering of skeptics at the Globe—feeling excited that gender would be at the top of the agenda. Some eyebrows were raised even in this company, but enthusiasm ran high. “People have been totally frustrated with authorship debates that go nowhere, but that’s because there have been 200 years of bad candidates,” one participant from the University of Toronto exclaimed. “They didn’t want to see women in this,” he reflected. “It’s a tragedy of history.”

    He favored Sidney. Others were eager to learn about Bassano, and with collaboration in mind, I wondered whether the two women had perhaps worked together, or as part of a group. I thought of Bassano’s Salve Deus, in which she writes that men have wrongly taken credit for knowledge: “Yet Men will boast of Knowledge, which he tooke / From Eve’s faire hand, as from a learned Booke.”

    The night after the meeting, I went to a performance of Antony and Cleopatra at the National Theatre. I sat enthralled, still listening for the poet in her words, trying to catch her reflection in some forgotten bit of verse. “Give me my robe, put on my crown,” cried the queen, “I have / Immortal longings in me.” There she was, kissing her ladies goodbye, raising the serpent to her breast. “I am fire and air.”

  • Refugee, volunteer, prisoner: #Sarah_Mardini and Europe’s hardening line on migration

    Early last August, Sarah Mardini sat on a balcony on the Greek island of Lesvos. As the sun started to fade, a summer breeze rose off the Aegean Sea. She leaned back in her chair and relaxed, while the Turkish coastline, only 16 kilometres away, formed a silhouette behind her.

    Three years before, Mardini had arrived on this island from Syria – a dramatic journey that made international headlines. Now she was volunteering her time helping other refugees. She didn’t know it yet, but in a few weeks that work would land her in prison.

    Mardini had crossed the narrow stretch of water from Turkey in August 2015, landing on Lesvos after fleeing her home in Damascus to escape the Syrian civil war. On the way, she almost drowned when the engine of the inflatable dinghy she was travelling in broke down.

    More than 800,000 people followed a similar route from the Turkish coast to the Greek Islands that year. Almost 800 of them are now dead or missing.

    As the boat Mardini was in pitched and spun, she slipped overboard and struggled to hold it steady in the violent waves. Her sister, Yusra, three years younger, soon joined. Both girls were swimmers, and their act of heroism likely saved the 18 other people on board. They eventually made it to Germany and received asylum. Yusra went on to compete in the 2016 Olympics for the first ever Refugee Olympic Team. Sarah, held back from swimming by an injury, returned to Lesvos to help other refugees.

    On the balcony, Mardini, 23, was enjoying a rare moment of respite from long days spent working in the squalid Moria refugee camp. For the first time in a long time, she was looking forward to the future. After years spent between Lesvos and Berlin, she had decided to return to her university studies in Germany.

    But when she went to the airport to leave, shortly after The New Humanitarian visited her, Mardini was arrested. Along with several other volunteers from Emergency Response Centre International, or ERCI, the Greek non-profit where she volunteered, Mardini was charged with belonging to a criminal organisation, people smuggling, money laundering, and espionage.

    According to watchdog groups, the case against Mardini is not an isolated incident. Amnesty International says it is part of a broader trend of European governments taking a harder line on immigration and using anti-smuggling laws to de-legitimise humanitarian assistance to refugees and migrants.

    Far-right Italian Deputy Prime Minister Matteo Salvini recently pushed through legislation that ends humanitarian protection for migrants and asylum seekers, while Italy and Greece have ramped up pressure on maritime search and rescue NGOs, forcing them to shutter operations. At the end of March, the EU ended naval patrols in the Mediterranean that had saved the lives of thousands of migrants.

    In 2016, five other international volunteers were arrested on Lesvos on similar charges to Mardini. They were eventually acquitted, but dozens of other cases across Europe fit a similar pattern: from Denmark to France, people have been arrested, charged, and sometimes successfully prosecuted under anti-smuggling regulations based on actions they took to assist migrants.

    Late last month, Salam Kamal-Aldeen, a Danish national who founded the rescue non-governmental organisation Team Humanity, filed an application with the European Court of Human Rights, challenging what he says is a Greek crackdown on lifesaving activities.

    According to Maria Serrano, senior campaigner on migration at Amnesty International, collectively the cases have done tremendous damage in terms of public perception of humanitarian work in Europe. “The atmosphere… is very hostile for anyone that is trying to help, and this [has a] chilling effect on other people that want to help,” she said.

    As for the case against Mardini and the other ERCI volunteers, Human Rights Watch concluded that the accusations are baseless. “It seems like a bad joke, and a scary one as well because of what the implications are for humanitarian activists and NGOs just trying to save people’s lives,” said Bill Van Esveld, who researched the case for HRW.

    While the Lesvos prosecutor could not be reached for comment, the Greek police said in a statement after Mardini’s arrest that she and other aid workers were “active in the systematic facilitation of illegal entrance of foreigners” – a violation of the country’s Migration Code.

    Mardini spent 108 days in pre-trial detention before being released on bail at the beginning of December. The case against her is still open. Her lawyer expects news on what will happen next in June or July. If convicted, Mardini could be sentenced to up to 25 years in prison.

    Return to Lesvos

    The arrest and pending trial are the latest in a series of events, starting with the beginning of the Syrian war in 2011, that have disrupted any sense of normalcy in Mardini’s life.

    Even after making it to Germany in 2015, Mardini never really settled in. She was 20 years old and in an unfamiliar city. The secure world she grew up in had been destroyed, and the future felt like a blank and confusing canvas. “I missed Syria and Damascus and just this warmness in everything,” she said.

    While wading through these emotions, Mardini received a Facebook message in 2016 from an ERCI volunteer. The swimming sisters from Syria who saved a boat full of refugees were an inspiration. Volunteers on Lesvos told their story to children on the island to give them hope for the future, the volunteer said, inviting Mardini to visit. “It totally touched my heart,” Mardini recalled. “Somebody saw me as a hope… and there is somebody asking for my help.”

    So Mardini flew back to Lesvos in August 2016. Just one year earlier she had nearly died trying to reach the island, before enduring a journey across the Balkans that involved hiding from police officers in forests, narrowly escaping being kidnapped, sneaking across tightly controlled borders, and spending a night in police custody in a barn. Now, all it took was a flight to retrace the route.

    Her first day on the island, Mardini was trained to help refugees disembark safely when their boats reached the shores. By nighttime, she was sitting on the beach watching for approaching vessels. It was past midnight, and the sea was calm. Lights from the Turkish coastline twinkled serenely across the water. After about half an hour, a walkie talkie crackled. The Greek Coast Guard had spotted a boat.

    Volunteers switched on the headlights of their cars, giving the refugees something to aim for. Thin lines of silver from the reflective strips on the refugees’ life jackets glinted in the darkness, and the rumble of a motor and chatter of voices drifted across the water. As the boat came into view, volunteers yelled: “You are in Greece. You are safe. Turn the engine off.”

    Mardini was in the water again, holding the boat steady, helping people disembark. When the rush of activity ended, a feeling of guilt washed over her. “I felt it was unfair that they were on a refugee boat and I’m a rescuer,” she said.

    But Mardini was hooked. She spent the next two weeks assisting with boat landings and teaching swimming lessons to the kids who idolised her and her sister. Even after returning to Germany, she couldn’t stop thinking about Lesvos. “I decided to come back for one month,” she said, “and I never left.”
    Moria camp

    The island became the centre of Mardini’s life. She put her studies at Bard College Berlin on hold to spend more time in Greece. “I found what I love,” she explained.

    Meanwhile, the situation on the Greek islands was changing. In 2017, just under 30,000 people crossed the Aegean Sea to Greece, compared to some 850,000 in 2015. There were fewer arrivals, but those who did come were spending more time in camps with dismal conditions.

    “You have people who are dying and living in a four-metre tent with seven relatives. They have limited access to water. Hygiene is zero. Privacy is zero. Security: zero. Children’s rights: zero. Human rights: zero… You feel useless. You feel very useless.”

    The volunteer response shifted accordingly, towards the camps, and when TNH visited Mardini she moved around the island with a sense of purpose and familiarity, joking with other volunteers and greeting refugees she knew from her work in the streets.

    Much of her time was spent as a translator for ERCI’s medical team in Moria. The camp, the main one on Lesvos, was built to accommodate around 3,000 people, but by 2018 housed close to 9,000. Streams of sewage ran between tents. People were forced to stand in line for hours for food. The wait to see a doctor could take months, and conditions were causing intense psychological strain. Self-harm and suicide attempts were increasing, especially among children, and sexual and gender-based violence were commonplace.

    Mardini was on the front lines. “What we do in Moria is fighting the fire,” she said. “You have people who are dying and living in a four-metre tent with seven relatives. They have limited access to water. Hygiene is zero. Privacy is zero. Security: zero. Children’s rights: zero. Human rights: zero… You feel useless. You feel very useless.”

    By then, Mardini had been on Lesvos almost continuously for nine months, and it was taking a toll. She seemed to be weighed down, slipping into long moments of silence. “I’m taking in. I’m taking in. I’m taking in. But it’s going to come out at some point,” she said.

    It was time for a break. Mardini had decided to return to Berlin at the end of the month to resume her studies and make an effort to invest in her life there. But she planned to remain connected to Lesvos. “I love this island… the sad thing is that it’s not nice for everybody. Others see it as just a jail.”
    Investigation and Arrest

    The airport on Lesvos is on the shoreline close to where Mardini helped with the boat landing her first night as a volunteer. On 21 August, when she went to check in for her flight to Berlin, she was surrounded by five Greek police officers. “They kind of circled around me, and they said that I should come with [them],” Mardini recalled.

    Mardini knew that the police on Lesvos had been investigating her and some of the other volunteers from ERCI, but at first she still didn’t realise what was happening. Seven months earlier, in February 2018, she was briefly detained with a volunteer named Sean Binder, a German national. They had been driving one of ERCI’s 4X4s when police stopped them, searched the vehicle, and found Greek military license plates hidden under the civilian plates.

    When Mardini was arrested at the airport, Binder turned himself in too, and the police released a statement saying they were investigating 30 people – six Greeks and 24 foreigners – for involvement in “organised migrant trafficking rings”. Two Greek nationals, including ERCI’s founder, were also arrested at the time.

    While it is still not clear what the plates were doing on the vehicle, according Van Esveld from HRW, “it does seem clear… neither Sarah or Sean had any idea that these plates were [there]”.

    The felony charges against Mardini and Binder were ultimately unconnected to the plates, and HRW’s Van Esveld said the police work appears to either have been appallingly shoddy or done in bad faith. HRW took the unusual step of commenting on the ongoing case because it appeared authorities were “literally just [taking] a humanitarian activity and labelling it as a crime”, he added.
    Detention

    After two weeks in a cell on Lesvos, Mardini was sent to a prison in Athens. On the ferry ride to the mainland, her hands were shackled. That’s when it sank in: “Ok, it’s official,” she thought. “They’re transferring me to jail.”

    In prison, Mardini was locked in a cell with eight other women from 8pm to 8am. During the day, she would go to Greek classes and art classes, drink coffee with other prisoners, and watch the news.

    She was able to make phone calls, and her mother, who was also granted asylum in Germany, came to visit a number of times. “The first time we saw each other we just broke down in tears,” Mardini recalled. It had been months since they’d seen each other, and now they could only speak for 20 minutes, separated by a plastic barrier.

    Most of the time, Mardini just read, finishing more than 40 books, including Nelson Mandela’s autobiography, which helped her come to terms with her situation. “I decided this is my life right now, and I need to get something out of it,” she explained. “I just accepted what’s going on.”

    People can be held in pre-trial detention for up to 18 months in Greece. But at the beginning of December, a judge accepted Mardini’s lawyer’s request for bail. Binder was released the same day.
    Lingering fear

    On Lesvos, where everyone in the volunteer community knows each other, the case came as a shock. “People started to be... scared,” said Claudia Drost, a 23-year-old from the Netherlands and close friend of Mardini’s who started volunteering on the island in 2016. “There was a feeling of fear that if the police… put [Mardini] in prison, they can put anyone in prison.”

    “We are standing [up] for what we are doing because we are saving people and we are helping people.”

    That feeling was heightened by the knowledge that humanitarians across Europe were being charged with crimes for helping refugees and migrants.

    During the height of the migration crisis in Europe, between the fall of 2015 and winter 2016, some 300 people were arrested in Denmark on charges related to helping refugees. In August 2016, French farmer Cédric Herrou was arrested for helping migrants and asylum seekers cross the French-Italian border. In October 2017, 12 people were charged with facilitating illegal migration in Belgium for letting asylum seekers stay in their homes and use their cellphones. And last June, the captain of a search and rescue boat belonging to the German NGO Mission Lifeline was arrested in Malta and charged with operating the vessel without proper registration or license.

    Drost said that after Mardini was released the fear faded a bit, but still lingers. There is also a sense of defiance. “We are standing [up] for what we are doing because we are saving people and we are helping people,” Drost said.

    As for Mardini, the charges have forced her to disengage from humanitarian work on Lesvos, at least until the case is over. She is back in Berlin and has started university again. “I think because I’m not in Lesvos anymore I’m just finding it very good to be here,” she said. “I’m kind of in a stable moment just to reflect about my life and what I want to do.”

    But she also knows the stability could very well be fleeting. With the prospect of more time in prison hanging over her, the future is still a blank canvas. People often ask if she is optimistic about the case. “No,” she said. “In the first place, they put me in… jail.”

      Sarah and Seán met when they volunteered together as trained rescue workers in Lesvos, Greece. Sarah is a refugee from Syria. Her journey to Europe made international news - she and her sister saved 18 people by dragging their drowning boat to safety. Seán Binder is a son of a Vietnamese refugee. They couldn’t watch refugees drown and do nothing.

      Their humanitarian work saved lives, but like many others across Europe, they are being criminalised for helping refugees. The pair risk facing up to 25 years in prison on ‘people smuggling’ charges. They already spent more than 100 days in prison before being released on bail in December 2018.

    German composer Kurt Weill is ranked high among the best of the 20th century and his music remains popular outside the classical world, from the enduring jazz standard Mack the Knife in his Threepenny Opera, to the Alabama Song covered by the Doors and David Bowie. But not all of Weill’s melodies survived the Nazi clampdown on Jewish culture.

    Now, thanks to the work of an academic at University College London, a suppressed Weill stage hit that posed a puzzle for modern musicians is to be revived and performed in a fresh translation. The research of Michael Berkowitz, professor of Jewish history at UCL, in collaboration with the show’s new translator and director, Leo Doulton, has unlocked the mystery of The Tsar Wants His Photograph Taken and made it clear why this satirical work of 1927 was once so heavily suppressed. A performance on 4 May, the first with a full professional cast and orchestra for almost 40 years, will at last set the opera in its proper context, after 80 years of being largely ignored both in Germany and elsewhere.

  • Europe’s deadly migration strategy. Officials knew EU military operation made Mediterranean crossing more dangerous.

    Since its creation in 2015, Europe’s military operation in the Mediterranean — named “#Operation_Sophia” — has saved some 49,000 people from the sea. But that was never really the main objective.

    The goal of the operation — which at its peak involved over a dozen sea and air assets from 27 EU countries, including ships, airplanes, drones and submarines — was to disrupt people-smuggling networks off the coast of Libya and, by extension, stem the tide of people crossing the sea to Europe.

    European leaders have hailed the operation as a successful joint effort to address the migration crisis that rocked the bloc starting in 2015, when a spike in arrivals overwhelmed border countries like Greece and Italy and sparked a political fight over who would be responsible for the new arrivals.

    But a collection of leaked documents from the European External Action Service, the bloc’s foreign policy arm, obtained by POLITICO (https://g8fip1kplyr33r3krz5b97d1-wpengine.netdna-ssl.com/wp-content/uploads/2019/02/OperationSophia.pdf), paint a different picture.

    In internal memos, the operation’s leaders admit Sophia’s success has been limited by its own mandate — it can only operate in international waters, not in Libyan waters or on land, where smuggling networks operate — and it is underfunded, understaffed and underequipped.

    The confidential reports also show the EU is aware that a number of its policies have made the sea crossing more dangerous for migrants, and that it nonetheless chose to continue to pursue those strategies. Officials acknowledge internally that some members of the Libyan coast guard that the EU funds, equips and trains are collaborating with smuggling networks.

    For the operation’s critics, the EU’s willingness to turn a blind eye to these shortcomings — as well as serious human rights abuses by the Libyan coast guard and in the country’s migrant detention centers — are symptomatic of what critics call the bloc’s incoherent approach to managing migration and its desire to outsource the problem to non-EU countries.

    “Sophia is a military operation with a very political agenda,” said Barbara Spinelli, an Italian MEP and member of the Committee on Civil Liberties, Justice and Home Affairs in the European Parliament. “It has become an instrument of refoulement, legitimizing militias with criminal records, dressed up as coast guards.”

    Now the operation, which is managed by Italy and has been dogged by political disagreements since it began, is coming under increasing pressure as the deadline for its renewal approaches in March.

    Italy’s deputy prime minister, far-right leader Matteo Salvini, has said the operation should only be extended if there are new provisions to resettle rescued people across the bloc. Last month, Germany announced it would be discontinuing its participation in the program, claiming that Italy’s refusal to allow rescued migrants to disembark is undermining the mission.

    Named after a baby girl born on an EU rescue ship, Sophia is the uneasy compromise to resolve a deep split across the bloc: between those who pushed for proactive search-and-rescue efforts to save more lives and those who favored pulling resources from the sea to make the crossing more dangerous.

    The naval operation sits uncomfortably between the two, rescuing migrants in distress at sea, but insisting its primary focus is to fight smugglers off the coast of Libya. The two activities are frequently in conflict.

    The operation has cycled through a number of strategies since its launch: a campaign to destroy boats used by smugglers; law-enforcement interviews with those rescued at sea; extensive aerial surveillance; and training and funding a newly consolidated Libyan coast guard.

    But the success of these approaches is highly disputed, and in some cases they have put migrants’ lives at greater risk.

    The EU’s policy of destroying the wooden boats used by smugglers to avoid them being reused, for example, has indeed disrupted the Libyan smuggling business, but at a substantial human cost.

    As Libyan smugglers lost their wooden boats, many started to rely more heavily on smaller, cheaper rubber boats. The boats, which smugglers often overfill to maximize profit, are not as safe as the wooden vessels and less likely to reach European shores. Instead, Libyan smugglers started to abandon migrants in international waters, leaving them to be pulled out of peril by European rescue ships.

    Sophia officials tracked the situation and were aware of the increased risk to migrants as a result of the policy. “Smugglers can no longer recover smuggling vessels on the high seas, effectively rendering them a less economic option for the smuggling business and thereby hampering it,” they wrote in a 2016 status report seen by POLITICO.

    The report acknowledged however that the policy has pushed migrants into using rubber boats, putting them in greater danger. “Effectively, with the limited supply and the degree of overloading, the migrant vessels are [distress] cases from the moment they launch,” it said.

    These overfilled rubber boats, which officials described as shipwrecks waiting to happen, also present a problem for the EU operation.

    International maritime law compels vessels to respond to people in distress at sea and bring the rescued to a nearby safe port. And because European courts have held that Libya has no safe port, that means bringing migrants found at sea to Europe — in most cases, Italy.

    This has exacerbated political tensions in the country, where far-right leader Salvini has responded to the influx of new arrivals by closing ports to NGO and humanitarian ships carrying migrants and threatening to bar Sophia vessels from docking.

    Meanwhile, Sophia officials have complained that rescuing people from leaking, unseaworthy boats detracted from the operation’s ability to pursue its primary target: Libyan smugglers.

    In a leaked status report from 2017, Sophia officials made a highly unusual suggestion: that the operation be granted permission to suspend its rescue responsibilities in order to focus on its anti-smuggling operations.

    “Consideration should be given to an option that would allow the operation to be authorized for being temporarily exempt from search and rescue when actively conducting anti-smuggling operations against jackals in international waters,” the report read.

    The EU has also wilfully ignored inconvenient aspects of its policies when it comes to its collaboration with Libya’s municipal coast guard.

    The intention of the strategy — launched one year into the Sophia operation — was to equip Libyan authorities to intercept migrant boats setting off from the Libyan coast and bring people back to shore. This saved Europe from sending its own ships close to coast, and meant that people could be brought back to Libya, rather than to Europe, as required by international maritime law — or more specifically, Italy.

    Here too, the EU was aware it was pursuing a problematic strategy, as the Libyan coast guard has a well-documented relationship with Libyan smugglers.

    A leaked report from Frontex, the EU’s coast guard, noted in 2016: “As mentioned in previous reports, some members of Libya’s local authorities are involved in smuggling activities.” The report cited interviews with recently rescued people who said they were smuggled by Libyans in uniform. It also noted that similar conclusions were reported multiple times by the Italian coast guard and Operation Sophia.

    In Sophia’s leaked status report from 2017, operation leaders noted that “migrant smuggling and human trafficking networks remain well ingrained” throughout the region and that smugglers routinely “pay off authorities” for passage to international waters.

    “Many of [the coast guard officers] were militia people — many of them fought with militias during the civil war,” said Rabih Boualleg, who worked as a translator for Operation Sophia in late 2016 on board a Dutch ship involved in training the coast guard from Tripoli.

    “They were telling me that many of them hadn’t gotten their government salaries in eight months. They told me, jokingly, that they were ‘forced’ to take money from smugglers sometimes.”

    The coast guards talked openly about accepting money from smuggling networks in exchange for escorting rubber boats to international waters instead of turning them back toward the shore, Boualleg said.

    “If the [on-duty] coast guard came,” Boualleg added, “they would just say they were fishermen following the rubber boats, that’s all.”

    Frontex’s 2016 report documents similar cases. Two officials with close knowledge of Sophia’s training of the Libyan coast guard also confirmed that members of the coast guard are involved in smuggling networks. A spokesperson for the Libyan coast guard did not return repeated requests for comment.

    EU governments have, for the most part, simply looked the other way.

    And that’s unlikely to change, said a senior European official with close knowledge of Operation Sophia who spoke on condition of anonymity. For the first time since the start of the operation, Libyan authorities are returning more people to Libya than are arriving in Italy.

    “Europe doesn’t want to upset this balance,” the official said. “Any criticism of the coast guards could lead to resentment, to relaxing.”

    Two years into the training program, leaked reports also show the Libyan coast guard was unable to manage search-and-rescue activities on its own. Sophia monitors their operations with GoPro cameras and through surveillance using ships, airplanes, drones and submarines.

    The operation is limited by its mandate, but it has made progress in difficult circumstances, an EEAS spokesperson said. Operation Sophia officials did not respond to multiple interview requests and declined to answer questions via email.

    “The provision of training the Libyan coast guard and navy, as well as continued engagement with them have proven to be the most effecting complementary tool to disrupt the activities of those involved in trafficking,” the EEAS spokesperson said in an email.

    The spokesperson maintained that Libyan coast guards who are trained by Operation Sophia undergo a “thorough vetting procedure." The spokesperson also stated that, while Operation Sophia does advise and monitor the Libyan coast guard, the operation is not involved “in the decision-making in relation to operations.”

    With the March deadline for the operation’s renewal fast approaching, pressure is mounting to find a way to reform Sophia or disband it altogether.

    When Salvini closed Italy’s ports to NGO and humanitarian ships last July, the country’s foreign minister turned to the EU to negotiate a solution that would ensure migrants rescued as part of Operation Sophia would be resettled among other countries. At the time, Italy said it expected results “within weeks.” Six months later, neither side has found a way through the impasse.

    “The fate of this operation is not determined yet,” European Commissioner for Immigration Dimitris Avramopoulos told reporters last month, adding that discussions about allowing migrants to disembark in non-Italian ports are still underway among member countries.

    “If Italy decides — since it is the country in command of Operation Sophia — to stop it, it is up to Italy to make this decision.”

    The political fight over the future of the operation has been made more acute by an increase in criticism from human rights organizations. Reports of violence, torture and extortion in Libyan detention centers have put the naval operation and EEAS on the defensive.

    A Human Rights Watch report published in January found that Europe’s support for the Libyan coast guard has contributed to cases of arbitrary detention, and that people intercepted by Libyan authorities “face inhuman and degrading conditions and the risk of torture, sexual violence, extortion, and forced labor.” Amnesty International has also condemned the conditions under which migrants are being held, and in an open letter published earlier this month, 50 major aid organizations warned that “EU leaders have allowed themselves to become complicit in the tragedy unfolding before their eyes.”

    These human rights violations have been well documented. In 2016, the U.N. Human Rights Office said it considered “migrants to be at high risk of suffering serious human rights violations, including arbitrary detention, in Libya and thus urges States not to return, or facilitate the return of, persons to Libya.”

    Last June, the U.N. sanctioned six men for smuggling and human rights violations, including the head of the coast guard in Zawiya, a city west of Tripoli. A number of officials under his command, a leaked EEAS report found, were trained by Operation Sophia.

    An EEAS spokesperson would not comment on the case of the Zawiya coast guards trained by Operation Sophia or how the officers were vetted. The spokesperson said that none of the coast guards “trained by Operation Sophia” are on the U.N. sanctions list.

    The deteriorating human rights situation has prompted a growing chorus of critics to argue the EU’s arrangement with Libya is unsustainable.

    Sophia is also indicative of a larger, ineffective European policy toward Libya, said Tarek Megerisi, a Libya specialist at the European Council on Foreign Relations.

    “What does the EU do in Libya? They throw money at projects, but they don’t have a very tangible operation on the ground. They really struggle to convert what they spend into political currency — Operation Sophia is all they’ve got,” he said.

    The project, he added, is less a practical attempt to stop smuggling or save migrants than a political effort to paper over differences within the EU when it comes to migration policy.

    With Sophia, he said, Europe is “being as vague as possible so countries like Italy and Hungary can say this is our tool for stopping migration, and countries like Germany and Sweden can say we’re saving lives.”

    “With this operation, there’s something for everyone,” he said.

    Amazon is a global superstore, like Walmart. It’s also a hardware manufacturer, like Apple, and a utility, like Con Edison, and a video distributor, like Netflix, and a book publisher, like Random House, and a production studio, like Paramount, and a literary magazine, like The Paris Review, and a grocery deliverer, like FreshDirect, and someday it might be a package service, like U.P.S. Its founder and chief executive, Jeff Bezos, also owns a major newspaper, the Washington Post. All these streams and tributaries make Amazon something radically new in the history of American business.

    Recently, Amazon even started creating its own “content”—publishing books. The results have been decidedly mixed. A monopoly is dangerous because it concentrates so much economic power, but in the book business the prospect of a single owner of both the means of production and the modes of distribution is especially worrisome: it would give Amazon more control over the exchange of ideas than any company in U.S. history. Even in the iPhone age, books remain central to American intellectual life, and perhaps to democracy. And so the big question is not just whether Amazon is bad for the book industry; it’s whether Amazon is bad for books.

    According to Marcus, Amazon executives considered publishing people “antediluvian losers with rotary phones and inventory systems designed in 1968 and warehouses full of crap.” Publishers kept no data on customers, making their bets on books a matter of instinct rather than metrics. They were full of inefficiences, starting with overpriced Manhattan offices. There was “a general feeling that the New York publishing business was just this cloistered, Gilded Age antique just barely getting by in a sort of Colonial Williamsburg of commerce, but when Amazon waded into this they would show publishing how it was done.”

    During the 1999 holiday season, Amazon tried publishing books, leasing the rights to a defunct imprint called Weathervane and putting out a few titles. “These were not incipient best-sellers,” Marcus writes. “They were creatures from the black lagoon of the remainder table”—Christmas recipes and the like, selected with no apparent thought. Employees with publishing experience, like Fried, were not consulted. Weathervane fell into an oblivion so complete that there’s no trace of it on the Internet. (Representatives at the company today claim never to have heard of it.) Nobody at Amazon seemed to absorb any lessons from the failure. A decade later, the company would try again.

    Around this time, a group called the “personalization team,” or P13N, started to replace editorial suggestions for readers with algorithms that used customers’ history to make recommendations for future purchases. At Amazon, “personalization” meant data analytics and statistical probability. Author interviews became less frequent, and in-house essays were subsumed by customer reviews, which cost the company nothing. Tim Appelo, the entertainment editor at the time, said, “You could be the Platonic ideal of the reviewer, and you would not beat even those rather crude early algorithms.” Amazon’s departments competed with one another almost as fiercely as they did with other companies. According to Brad Stone, a trash-talking sign was hung on a wall in the P13N office: “people forget that john henry died in the end.” Machines defeated human beings.

    In December, 1999, at the height of the dot-com mania, Time named Bezos its Person of the Year. “Amazon isn’t about technology or even commerce,” the breathless cover article announced. “Amazon is, like every other site on the Web, a content play.” Yet this was the moment, Marcus said, when “content” people were “on the way out.” Although the writers and the editors made the site more interesting, and easier to navigate, they didn’t bring more customers.

    The fact that Amazon once devoted significant space on its site to editorial judgments—to thinking and writing—would be an obscure footnote if not for certain turns in the company’s more recent history. According to one insider, around 2008—when the company was selling far more than books, and was making twenty billion dollars a year in revenue, more than the combined sales of all other American bookstores—Amazon began thinking of content as central to its business. Authors started to be considered among the company’s most important customers. By then, Amazon had lost much of the market in selling music and videos to Apple and Netflix, and its relations with publishers were deteriorating. These difficulties offended Bezos’s ideal of “seamless” commerce. “The company despises friction in the marketplace,” the Amazon insider said. “It’s easier for us to sell books and make books happen if we do it our way and not deal with others. It’s a tech-industry thing: ‘We think we can do it better.’ ” If you could control the content, you controlled everything.

    Many publishers had come to regard Amazon as a heavy in khakis and oxford shirts. In its drive for profitability, Amazon did not raise retail prices; it simply squeezed its suppliers harder, much as Walmart had done with manufacturers. Amazon demanded ever-larger co-op fees and better shipping terms; publishers knew that they would stop being favored by the site’s recommendation algorithms if they didn’t comply. Eventually, they all did. (Few customers realize that the results generated by Amazon’s search engine are partly determined by promotional fees.)

    In late 2007, at a press conference in New York, Bezos unveiled the Kindle, a simple, lightweight device that—in a crucial improvement over previous e-readers—could store as many as two hundred books, downloaded from Amazon’s 3G network. Bezos announced that the price of best-sellers and new titles would be nine-ninety-nine, regardless of length or quality—a figure that Bezos, inspired by Apple’s sale of songs on iTunes for ninety-nine cents, basically pulled out of thin air. Amazon had carefully concealed the number from publishers. “We didn’t want to let that cat out of the bag,” Steele said.

    The price was below wholesale in some cases, and so low that it represented a serious threat to the market in twenty-six-dollar hardcovers. Bookstores that depended on hardcover sales—from Barnes & Noble and Borders (which liquidated its business in 2011) to Rainy Day Books in Kansas City—glimpsed their possible doom. If reading went entirely digital, what purpose would they serve? The next year, 2008, which brought the financial crisis, was disastrous for bookstores and publishers alike, with widespread layoffs.

    By 2010, Amazon controlled ninety per cent of the market in digital books—a dominance that almost no company, in any industry, could claim. Its prohibitively low prices warded off competition.

    Publishers looked around for a competitor to Amazon, and they found one in Apple, which was getting ready to introduce the iPad, and the iBooks Store. Apple wanted a deal with each of the Big Six houses (Hachette, HarperCollins, Macmillan, Penguin, Random House, and Simon & Schuster) that would allow the publishers to set the retail price of titles on iBooks, with Apple taking a thirty-per-cent commission on each sale. This was known as the “agency model,” and, in some ways, it offered the publishers a worse deal than selling wholesale to Amazon. But it gave publishers control over pricing and a way to challenge Amazon’s grip on the market. Apple’s terms included the provision that it could match the price of any rival, which induced the publishers to impose the agency model on all digital retailers, including Amazon.

    Five of the Big Six went along with Apple. (Random House was the holdout.) Most of the executives let Amazon know of the change by phone or e-mail, but John Sargent flew out to Seattle to meet with four Amazon executives, including Russ Grandinetti, the vice-president of Kindle content. In an e-mail to a friend, Sargent wrote, “Am on my way out to Seattle to get my ass kicked by Amazon.”

    Sargent’s gesture didn’t seem to matter much to the Amazon executives, who were used to imposing their own terms. Seated at a table in a small conference room, Sargent said that Macmillan wanted to switch to the agency model for e-books, and that if Amazon refused Macmillan would withhold digital editions until seven months after print publication. The discussion was angry and brief. After twenty minutes, Grandinetti escorted Sargent out of the building. The next day, Amazon removed the buy buttons from Macmillan’s print and digital titles on its site, only to restore them a week later, under heavy criticism. Amazon unwillingly accepted the agency model, and within a couple of months e-books were selling for as much as fourteen dollars and ninety-nine cents.

    Amazon filed a complaint with the Federal Trade Commission. In April, 2012, the Justice Department sued Apple and the five publishers for conspiring to raise prices and restrain competition. Eventually, all the publishers settled with the government. (Macmillan was the last, after Sargent learned that potential damages could far exceed the equity value of the company.) Macmillan was obliged to pay twenty million dollars, and Penguin seventy-five million—enormous sums in a business that has always struggled to maintain respectable profit margins.

    Apple fought the charges, and the case went to trial last June. Grandinetti, Sargent, and others testified in the federal courthouse in lower Manhattan. As proof of collusion, the government presented evidence of e-mails, phone calls, and dinners among the Big Six publishers during their negotiations with Apple. Sargent and other executives acknowledged that they wanted higher prices for e-books, but they argued that the evidence showed them only to be competitors in an incestuous business, not conspirators. On July 10th, Judge Denise Cote ruled in the government’s favor.

    Apple, facing up to eight hundred and forty million dollars in damages, has appealed. As Apple and the publishers see it, the ruling ignored the context of the case: when the key events occurred, Amazon effectively had a monopoly in digital books and was selling them so cheaply that it resembled predatory pricing—a barrier to entry for potential competitors. Since then, Amazon’s share of the e-book market has dropped, levelling off at about sixty-five per cent, with the rest going largely to Apple and to Barnes & Noble, which sells the Nook e-reader. In other words, before the feds stepped in, the agency model introduced competition to the market. But the court’s decision reflected a trend in legal thinking among liberals and conservatives alike, going back to the seventies, that looks at antitrust cases from the perspective of consumers, not producers: what matters is lowering prices, even if that goal comes at the expense of competition.

    With Amazon’s patented 1-Click shopping, which already knows your address and credit-card information, there’s just you and the buy button; transactions are as quick and thoughtless as scratching an itch. “It’s sort of a masturbatory culture,” the marketing executive said. If you pay seventy-nine dollars annually to become an Amazon Prime member, a box with the Amazon smile appears at your door two days after you click, with free shipping. Amazon’s next frontier is same-day delivery: first in certain American cities, then throughout the U.S., then the world. In December, the company patented “anticipatory shipping,” which will use your shopping data to put items that you don’t yet know you want to buy, but will soon enough, on a truck or in a warehouse near you.

    Amazon employs or subcontracts tens of thousands of warehouse workers, with seasonal variation, often building its fulfillment centers in areas with high unemployment and low wages. Accounts from inside the centers describe the work of picking, boxing, and shipping books and dog food and beard trimmers as a high-tech version of the dehumanized factory floor satirized in Chaplin’s “Modern Times.” Pickers holding computerized handsets are perpetually timed and measured as they fast-walk up to eleven miles per shift around a million-square-foot warehouse, expected to collect orders in as little as thirty-three seconds. After watching footage taken by an undercover BBC reporter, a stress expert said, “The evidence shows increased risk of mental illness and physical illness.” The company says that its warehouse jobs are “similar to jobs in many other industries.”

    When I spoke with Grandinetti, he expressed sympathy for publishers faced with upheaval. “The move to people reading digitally and buying books digitally is the single biggest change that any of us in the book business will experience in our time,” he said. “Because the change is particularly big in size, and because we happen to be a leader in making it, a lot of that fear gets projected onto us.” Bezos also argues that Amazon’s role is simply to usher in inevitable change. After giving “60 Minutes” a first glimpse of Amazon drone delivery, Bezos told Charlie Rose, “Amazon is not happening to bookselling. The future is happening to bookselling.”

    In Grandinetti’s view, the Kindle “has helped the book business make a more orderly transition to a mixed print and digital world than perhaps any other medium.” Compared with people who work in music, movies, and newspapers, he said, authors are well positioned to thrive. The old print world of scarcity—with a limited number of publishers and editors selecting which manuscripts to publish, and a limited number of bookstores selecting which titles to carry—is yielding to a world of digital abundance. Grandinetti told me that, in these new circumstances, a publisher’s job “is to build a megaphone.”

    After the Kindle came out, the company established Amazon Publishing, which is now a profitable empire of digital works: in addition to Kindle Singles, it has mystery, thriller, romance, and Christian lines; it publishes translations and reprints; it has a self-service fan-fiction platform; and it offers an extremely popular self-publishing platform. Authors become Amazon partners, earning up to seventy per cent in royalties, as opposed to the fifteen per cent that authors typically make on hardcovers. Bezos touts the biggest successes, such as Theresa Ragan, whose self-published thrillers and romances have been downloaded hundreds of thousands of times. But one survey found that half of all self-published authors make less than five hundred dollars a year.

    Every year, Fine distributes grants of twenty-five thousand dollars, on average, to dozens of hard-up literary organizations. Beneficiaries include the pen American Center, the Loft Literary Center, in Minneapolis, and the magazine Poets & Writers. “For Amazon, it’s the cost of doing business, like criminal penalties for banks,” the arts manager said, suggesting that the money keeps potential critics quiet. Like liberal Democrats taking Wall Street campaign contributions, the nonprofits don’t advertise the grants. When the Best Translated Book Award received money from Amazon, Dennis Johnson, of Melville House, which had received the prize that year, announced that his firm would no longer compete for it. “Every translator in America wrote me saying I was a son of a bitch,” Johnson said. A few nonprofit heads privately told him, “I wanted to speak out, but I might have taken four thousand dollars from them, too.” A year later, at the Associated Writing Programs conference, Fine shook Johnson’s hand, saying, “I just wanted to thank you—that was the best publicity we could have had.” (Fine denies this.)

    By producing its own original work, Amazon can sell more devices and sign up more Prime members—a major source of revenue. While the company was building the Kindle, it started a digital store for streaming music and videos, and, around the same time it launched Amazon Publishing, it created Amazon Studios.

    The division pursued an unusual way of producing television series, using its strength in data collection. Amazon invited writers to submit scripts on its Web site—“an open platform for content creators,” as Bill Carr, the vice-president for digital music and video, put it. Five thousand scripts poured in, and Amazon chose to develop fourteen into pilots. Last spring, Amazon put the pilots on its site, where customers could review them and answer a detailed questionnaire. Engineers also developed software, called Amazon Storyteller, which scriptwriters can use to create a “storyboard animatic”—a cartoon rendition of a script’s plot—allowing pilots to be visualized without the expense of filming. The difficulty, according to Carr, is to “get the right feedback and the right data, and, of the many, many data points that I can collect from customers, which ones can tell you, ‘This is the one’?”

    Bezos applying his “take no prisoners” pragmatism to the Post: “There are conflicts of interest with Amazon’s many contracts with the government, and he’s got so many policy issues going, like sales tax.” One ex-employee who worked closely with Bezos warned, “At Amazon, drawing a distinction between content people and business people is a foreign concept.”

    Perhaps buying the Post was meant to be a good civic deed. Bezos has a family foundation, but he has hardly involved himself in philanthropy. In 2010, Charlie Rose asked him what he thought of Bill Gates’s challenge to other billionaires to give away most of their wealth. Bezos didn’t answer. Instead, he launched into a monologue on the virtue of markets in solving social problems, and somehow ended up touting the Kindle.

    Bezos bought a newspaper for much the same reason that he has invested money in a project for commercial space travel: the intellectual challenge. With the Post, the challenge is to turn around a money-losing enterprise in a damaged industry, and perhaps to show a way for newspapers to thrive again.

    Lately, digital titles have levelled off at about thirty per cent of book sales. Whatever the temporary fluctuations in publishers’ profits, the long-term outlook is discouraging. This is partly because Americans don’t read as many books as they used to—they are too busy doing other things with their devices—but also because of the relentless downward pressure on prices that Amazon enforces. The digital market is awash with millions of barely edited titles, most of it dreck, while readers are being conditioned to think that books are worth as little as a sandwich. “Amazon has successfully fostered the idea that a book is a thing of minimal value,” Johnson said. “It’s a widget.”

    There are two ways to think about this. Amazon believes that its approach encourages ever more people to tell their stories to ever more people, and turns writers into entrepreneurs; the price per unit might be cheap, but the higher number of units sold, and the accompanying royalties, will make authors wealthier. Jane Friedman, of Open Road, is unfazed by the prospect that Amazon might destroy the old model of publishing. “They are practicing the American Dream—competition is good!” she told me. Publishers, meanwhile, “have been banks for authors. Advances have been very high.” In Friedman’s view, selling digital books at low prices will democratize reading: “What do you want as an author—to sell books to as few people as possible for as much as possible, or for as little as possible to as many readers as possible?”

    The answer seems self-evident, but there is a more skeptical view. Several editors, agents, and authors told me that the money for serious fiction and nonfiction has eroded dramatically in recent years; advances on mid-list titles—books that are expected to sell modestly but whose quality gives them a strong chance of enduring—have declined by a quarter.

  • Uganda’s refugee policies: the history, the politics, the way forward

    Uganda’s refugee policy urgently needs an honest discussion, if sustainable solutions for both refugees and host communities are to be found, a new policy paper by International Refugee Rights Initiative (IRRI) reveals.

    The paper, entitled Uganda’s refugee policies: the history, the politics, the way forward puts the “Ugandan model” in its historical and political context, shines a spotlight on its implementation gaps, and proposes recommendations for the way forward.

    Uganda has since 2013 opened its borders to hundreds of thousands of refugees from South Sudan, bringing the total number of refugees to more than one million. It has been praised for its positive steps on freedom of movement and access to work for refugees, going against the global grain. But generations of policy, this paper shows, have only entrenched the sole focus on refugee settlements and on repatriation as the only viable durable solution. Support to urban refugees and local integration have been largely overlooked.

    The Ugandan refugee crisis unfolded at the same time as the UN adopted the New York Declaration for Refugees and Migrants, and states committed to implement a Comprehensive Refugee Response Framework (CRRF). Uganda immediately seized this opportunity and adopted its own strategy to implement these principles. As the world looks to Uganda for best practices in refugee policy, and rightly so, it is vital to understand the gaps between rhetoric and reality, and the pitfalls of Uganda’s policy. This paper identifies the following challenges:

    There is a danger that the promotion of progressive refugee policies becomes more rhetoric than reality, creating a smoke-screen that squeezes out meaningful discussion about robust alternatives. Policy-making has come at the expense of real qualitative change on the ground.
    Refugees in urban areas continue to be largely excluded from any support due to an ongoing focus on refugee settlements, including through aid provision
    Local integration and access to citizenship have been virtually abandoned, leaving voluntary repatriation as the only solution on the table. Given the protracted crises in South Sudan and Democratic Republic of Congo, this remains unrealistic.
    Host communities remain unheard, with policy conversations largely taking place in Kampala and Geneva. Many Ugandans and refugees have neither the economic resources nor sufficient political leverage to influence the policies that are meant to benefit them.

    The policy paper proposes a number of recommendations to improve the Ugandan refugee model:

    First, international donors need to deliver on their promise of significant financial support.
    Second, repatriation cannot remain the only serious option on the table. There has to be renewed discussion on local integration with Uganda communities and a dramatic increase in resettlement to wealthier states across the globe.
    Third, local communities hosting refugees must be consulted and their voices incorporated in a more meaningful and systematic way, if tensions within and between communities are to be avoided.
    Fourth, in order to genuinely enhance refugee self-reliance, the myth of the “local settlement” needs to be debunked and recognized for what it is: the ongoing isolation of refugees and the utilization of humanitarian assistance to keep them isolated and dependent on aid.

    • A New Deal for Refugees

      Global policies that aim to resettle and integrate displaced populations into local societies is providing a way forward.

      For many years now, groups that work with refugees have fought to put an end to the refugee camp. It’s finally starting to happen.

      Camps are a reasonable solution to temporary dislocation. But refugee crises can go on for decades. Millions of refugees have lived in their country of shelter for more than 30 years. Two-thirds of humanitarian assistance — intended for emergencies — is spent on crises that are more than eight years old.

      Camps are stagnant places. Refugees have access to water and medical care and are fed and educated, but are largely idle. “You keep people for 20 years in camps — don’t expect the next generation to be problem-free,” said Xavier Devictor, who advises the World Bank on refugee issues. “Keeping people in those conditions is not a good idea.” It’s also hard to imagine a better breeding ground for terrorists.

      “As long as the system is ‘we feed you,’ it’s always going to be too expensive for the international community to pay for,” Mr. Devictor said. It’s gotten more and more difficult for the United Nations High Commissioner for Refugees to raise that money; in many crises, the refugee agency can barely keep people from starving. It’s even harder now as nations turn against foreigners — even as the number of people fleeing war and violence has reached a record high.

      At the end of last year, nearly 70 million people were either internally displaced in their own countries, or had crossed a border and become a refugee. That is the largest number of displaced in history — yes, more than at the end of World War II. The vast majority flee to neighboring countries — which can be just as badly off.

      Last year, the United States accepted about 30,000 refugees.

      Uganda, which is a global model for how it treats refugees, has one-seventh of America’s population and a tiny fraction of the wealth. Yet it took in 1,800 refugees per day between mid-2016 and mid-2017 from South Sudan alone. And that’s one of four neighbors whose people take refuge in Uganda.

      Bangladesh, already the world’s most crowded major nation, has accepted more than a million Rohingya fleeing ethnic cleansing in Myanmar. “If we can feed 160 million people, then (feeding) another 500,00-700,000 …. We can do it. We can share our food,” Shiekh Hasina, Bangladesh’s prime minister, said last year.

      Lebanon is host to approximately 1.5 million Syrian refugees, in addition to a half-million Palestinians, some of whom have been there for generations. One in three residents of Lebanon is a refugee.

      The refugee burden falls heavily on a few, poor countries, some of them at risk of destabilization, which can in turn produce more refugees. The rest of the world has been unwilling to share that burden.

      But something happened that could lead to real change: Beginning in 2015, hundreds of thousands of Syrian refugees crossed the Mediterranean in small boats and life rafts into Europe.

      Suddenly, wealthy European countries got interested in fixing a broken system: making it more financially viable, more dignified for refugees, and more palatable for host governments and communities.

      In September 2016, the United Nations General Assembly unanimously passed a resolution stating that all countries shared the responsibility of protecting refugees and supporting host countries. It also laid out a plan to move refugees out of camps into normal lives in their host nations.

      Donor countries agreed they would take more refugees and provide more long-term development aid to host countries: schools, hospitals, roads and job-creation measures that can help both refugees and the communities they settle in. “It looked at refugee crises as development opportunities, rather than a humanitarian risk to be managed,” said Marcus Skinner, a policy adviser at the International Rescue Committee.

      The General Assembly will vote on the specifics next month (whatever they come up with won’t be binding). The Trump administration pulled out of the United Nations’ Global Compact on Migration, but so far it has not opposed the refugee agreement.

      There’s a reason refugee camps exist: Host governments like them. Liberating refugees is a hard sell. In camps, refugees are the United Nations’ problem. Out of camps, refugees are the local governments’ problem. And they don’t want to do anything to make refugees comfortable or welcome.

      Bangladesh’s emergency response for the Rohingya has been staggeringly generous. But “emergency” is the key word. The government has resisted granting Rohingya schooling, work permits or free movement. It is telling Rohingya, in effect, “Don’t get any ideas about sticking around.”

      This attitude won’t deter the Rohingya from coming, and it won’t send them home more quickly. People flee across the closest border — often on foot — that allows them to keep their families alive. And they’ll stay until home becomes safe again. “It’s the simple practicality of finding the easiest way to refuge,” said Victor Odero, regional advocacy coordinator for East Africa and the Horn of Africa at the International Rescue Committee. “Any question of policies is a secondary matter.”

      So far, efforts to integrate refugees have had mixed success. The first experiment was a deal for Jordan, which was hosting 650,000 Syrian refugees, virtually none of whom were allowed to work. Jordan agreed to give them work permits. In exchange, it got grants, loans and trade concessions normally available only to the poorest countries.

      However, though the refugees have work permits, Jordan has put only a moderate number of them into jobs.

      Any agreement should include the views of refugees from the start — the Jordan Compact failed to do this. Aid should be conditioned upon the right things. The deal should have measured refugee jobs, instead of work permits. Analysts also said the benefits should have been targeted more precisely, to reach the areas with most refugees.

      To spread this kind of agreement to other nations, the World Bank established a $2 billion fund in July 2017. The money is available to very poor countries that host many refugees, such as Uganda and Bangladesh. In return, they must take steps to integrate refugees into society. The money will come as grants and zero interest loans with a 10-year grace period. Middle-income countries like Lebanon and Colombia would also be eligible for loans at favorable rates under a different fund.

      Over the last 50 years, only one developing country has granted refugees full rights. In Uganda, refugees can live normally. Instead of camps there are settlements, where refugees stay voluntarily because they get a plot of land. Refugees can work, live anywhere, send their children to school and use the local health services. The only thing they can’t do is become Ugandan citizens.

      Given the global hostility to refugees, it is remarkable that Ugandans still approve of these policies. “There have been flashes of social tension or violence between refugees and their hosts, mostly because of a scarcity of resources,” Mr. Odero said. “But they have not become widespread or protracted.”

      This is the model the United Nations wants the world to adopt. But it is imperiled even in Uganda — because it requires money that isn’t there.

      The new residents are mainly staying near the South Sudan border in Uganda’s north — one of the least developed parts of the country. Hospitals, schools, wells and roads were crumbling or nonexistent before, and now they must serve a million more people.

      Joël Boutroue, the head of the United Nations refugee agency in Uganda, said current humanitarian funding covered a quarter of what the crisis required. “At the moment, not even half of refugees go to primary school,” he said. “There are around 100 children per classroom.”

      Refugees are going without food, medical care and water. The plots of land they get have grown smaller and smaller.

      Uganda is doing everything right — except for a corruption scandal. It could really take advantage of the new plan to develop the refugee zone. That would not only help refugees, it would help their host communities. And it would alleviate growing opposition to rights for refugees. “The Ugandan government is under pressure from politicians who see the government giving favored treatment to refugees,” Mr. Boutroue said. “If we want to change the perception of refugees from recipients of aid to economic assets, we have to showcase that refugees bring development.”

      The World Bank has so far approved two projects — one for water and sanitation and one for city services such as roads and trash collection. But they haven’t gotten started yet.

      Mr. Devictor said that tackling long-term development issues was much slower than providing emergency aid. “The reality is that it will be confusing and confused for a little while,” he said. Water, for example, is trucked in to Uganda’s refugee settlements, as part of humanitarian aid. “That’s a huge cost,” he said. “But if we think this crisis is going to last for six more months, it makes sense. If it’s going to last longer, we should think about upgrading the water system.”

      Most refugee crises are not surprises, Mr. Devictor said. “If you look at a map, you can predict five or six crises that are going to produce refugees over the next few years.” It’s often the same places, over and over. That means developmental help could come in advance, minimizing the burden on the host. “Do we have to wait until people cross the border to realize we’re going to have an emergency?” he said.

      Well, we might. If politicians won’t respond to a crisis, it’s hard to imagine them deciding to plan ahead to avert one. Political commitment, or lack of it, always rules. The world’s new approach to refugees was born out of Europe’s panic about the Syrians on their doorstep. But no European politician is panicking about South Sudanese or Rohingya refugees — or most crises. They’re too far away. The danger is that the new approach will fall victim to the same political neglect that has crippled the old one.

    • As Rich Nations Close the Door on Refugees, Uganda Welcomes Them

      President Trump is vowing to send the military to stop migrants trudging from Central America. Europe’s leaders are paying African nations to block migrants from crossing the Mediterranean — and detaining the ones who make it in filthy, overcrowded camps.

      But Solomon Osakan has a very different approach in this era of rising xenophobia. From his uncluttered desk in northwest Uganda, he manages one of the largest concentrations of refugees anywhere in the world: more than 400,000 people scattered across his rural district.

      He explained what he does with them: Refugees are allotted some land — enough to build a little house, do a little farming and “be self-sufficient,” said Mr. Osakan, a Ugandan civil servant. Here, he added, the refugees live in settlements, not camps — with no barbed wire, and no guards in sight.

      “You are free, and you can come and go as you want,” Mr. Osakan added.

      As many nations are securing their borders and turning refugees away, Uganda keeps welcoming them. And they keep coming, fleeing catastrophes from across this part of Africa.

      In all, Uganda has as many as 1.25 million refugees on its soil, perhaps more, making it one of the most welcoming countries in the world, according to the United Nations.

      And while Uganda’s government has made hosting refugees a core national policy, it works only because of the willingness of rural Ugandans to accept an influx of foreigners on their land and shoulder a big part of the burden.

      Uganda is not doing this without help. About $200 million in humanitarian aid to the country this year will largely pay to feed and care for the refugees. But they need places to live and small plots to farm, so villages across the nation’s north have agreed to carve up their communally owned land and share it with the refugees, often for many years at a time.

      “Our population was very few and our community agreed to loan the land,” said Charles Azamuke, 27, of his village’s decision in 2016 to accept refugees from South Sudan, which has been torn apart by civil war. “We are happy to have these people. We call them our brothers.”

      United Nations officials have pointed to Uganda for its “open border” policy. While the United States, a much more populous nation, has admitted more than three million refugees since 1975, the American government settles them in the country after they have first been thoroughly screened overseas.

      By contrast, Uganda has essentially opened its borders to refugees, rarely turning anyone away.

      Some older Ugandans explain that they, too, had been refugees once, forced from their homes during dictatorship and war. And because the government ensures that spending on refugees benefits Ugandans as well, younger residents spoke of how refugees offered them some unexpected opportunities.

      “I was a farmer. I used to dig,” Mr. Azamuke said. But after learning Arabic from refugees from South Sudan, he got a better job — as a translator at a new health clinic that serves the newcomers.

      His town, Ofua, is bisected by a dirt road, with the Ugandans living on the uphill side and the South Sudanese on the downhill side. The grass-thatched homes of the Ugandans look a bit larger and sturdier, but not much.

      As the sun began to set one recent afternoon, a group of men on the Ugandan side began to pass around a large plastic bottle of waragi, a home brew. On the South Sudanese side, the men were sober, gathered around a card game.

      On both sides, the men had nothing but tolerant words for one another. “Actually, we don’t have any problems with these people,” said Martin Okuonzi, a Ugandan farmer cleaning his fingernails with a razor blade.

      As the men lounged, the women and girls were still at work, preparing dinner, tending children, fetching water and gathering firewood. They explained that disputes did arise, especially as the two groups competed for limited resources like firewood.

      “We’ve been chased away,” said Agnes Ajonye, a 27-year-old refugee from South Sudan. “They say we are destroying their forests.”

      And disputes broke out at the well, where Ugandan women insist they should be allowed to skip ahead of refugees.

      “If we hadn’t given you the land you live on, wouldn’t you be dying in Sudan?” said Adili Chandia, a 62-year-old refugee, recounting the lecture she and others got from a frustrated Ugandan woman waiting in line.

      Ugandan officials often talk about the spirit of Pan-Africanism that motivates their approach to refugees. President Yoweri Museveni, an autocratic leader who has been in power for 32 years, says Uganda’s generosity can be traced to the precolonial days of warring kingdoms and succession disputes, when losing factions often fled to a new land.

      This history of flight and resettlement is embedded in some of the names of local groups around western Uganda, like Batagwenda, which means “the ones that could not continue traveling.”

      The government encourages the nation to go along with its policy by directing that 30 percent of foreign aid destined for refugees be spent in ways that benefit Ugandans nearby. So when money for refugees results in new schools, clinics and wells, Ugandans are more likely to welcome than resent them.

      For Mr. Museveni, hosting refugees has given him relevance and political capital abroad at a time when he would otherwise have little.

      A former guerrilla fighter who quickly stabilized much of his country, Mr. Museveni was once hailed as an example of new African leadership. He was relatively quick to confront the AIDS epidemic, and he invited back Ugandans of Indian and Pakistani descent who had been expelled during the brutal reign of Idi Amin in the 1970s.

      But his star has fallen considerably. He has clung to power for decades. His security forces have beaten political opponents. Freedom of assembly and expression are severely curtailed.

      Even so, Uganda’s openness toward refugees makes Mr. Museveni important to European nations, which are uneasy at the prospect of more than a million refugees heading for Europe.

      Other African nations also host a significant number of refugees, but recent polls show that Ugandans are more likely than their neighbors in Kenya or Tanzania to support land assistance or the right to work for refugees.

      Part of the reason is that Ugandans have fled their homes as well, first during the murderous reign of Mr. Amin, then during the period of retribution after his overthrow, and again during the 1990s and 2000s, when Joseph Kony, the guerrilla leader who terrorized northern Uganda, left a trail of kidnapped children and mutilated victims.

      Many Ugandans found refuge in what is today South Sudan. Mark Idraku, 57, was a teenager when he fled with his mother to the area. They received two acres of farmland, which helped support them until they returned home six years later.

      “When we were in exile in Sudan, they also helped us,” Mr. Idraku said. “Nobody ever asked for a single coin.”

      Mr. Idraku has since returned the favor, loaning three acres to a South Sudanese refugee named Queen Chandia, 37. Ms. Chandia said the land — along with additional plots other Ugandans allow her to farm — has made all the difference.

      Her homestead of thatched-roof huts teemed with children tending their chores, grinding nuts into paste and maize into meal. Ms. Chandia is the mother of a girl and two boys. But over the years, as violence hollowed out her home country, Ms. Chandia started taking in the orphaned children of relatives and friends. Now 22 children call her “mom.”

      A refugee for nearly her entire life, Ms. Chandia arrived in Uganda as a young girl nearly 30 years ago. For years, she worried about being expelled.

      “Maybe these Ugandans will change their minds on us,” she said, describing the thought that plagued her. Then one day the worry stopped.

      But Mr. Osakan, the administrator who oversees refugee affairs in the country’s extreme northwest, is anxious. There is an Ebola outbreak over the border in the Democratic Republic of Congo. Mr. Osakan fears what might happen if — or when — a refugee turns up in Uganda with the dreaded illness.

      “It would destroy all the harmony between refugees and host communities,” he said, explaining that it would probably lead to calls to seal the border.

      For now, the border is very much open, although the number of refugees arriving has fallen significantly. In one of the newer settlements, many of the refugees came last year, fleeing an attack in a South Sudanese city. But some complained about receiving too little land, about a quarter acre per family, which is less than previous refugees had received.

      “Even if you have skills — in carpentry — you are not given a chance,” said one refugee, Simon Ludoru. He looked over his shoulder, to where a construction crew was building a nursery school. The schoolhouse would teach both local Ugandan and South Sudanese children together, but the workers were almost entirely Ugandan, he said.

      At the construction site, the general contractor, Sam Omongo, 50, said he had hired refugees for the job. “Oh, yes,” he exclaimed.

      How many?

      “Not a lot, actually,” he acknowledged. “I have about three.” Mr. Omongo called one over.

      “Are you a refugee?” Mr. Omongo asked the slight man.

      “No, I’m from Uganda,” he said softly. His name was Amos Chandiga, 28. He lived nearby and owned six acres of land, though he worked only four of them. He had lent the other two to a pair of refugees.

      “They asked me, and I gave it to them,” Mr. Chandiga explained. He patted his chest. “It comes from here, in my heart.”

    • Uganda: a role model for refugee integration?

      Uganda hosts the largest refugee population in Africa and is, after Turkey and Pakistan, the third-largest refugee recipient country worldwide. Political and humanitarian actors have widely praised Ugandan refugee policies because of their progressive nature: In Uganda, in contrast to many other refugee-receiving countries, these are de jure allowed to work, to establish businesses, to access public services such as education, to move freely and have access to a plot of land. Moreover, Uganda is a pilot country of the Comprehensive Refugee Response Framework (CRRF). In this Working Paper the authors ascertain whether Uganda indeed can be taken as a role model for refugee integration, as largely portrayed in the media and the political discourse. They identify the challenges to livelihoods and integration to assess Uganda’s self-reliance and settlement approach and its aspiration towards providing refugees and Ugandan communities receiving refugees with opportunities for becoming self-reliant. Drawing on three months of field research in northern and southern Uganda from July to September of 2017 with a particular focus on South Sudanese refugees, the authors concentrate on three aspects: Access to land, employment and education, intra- and inter-group relations. The findings show that refugees in Uganda are far from self-reliant and socially integrated. Although in Uganda refugees are provided with land, the quality and size of the allocated plots is so poor that they cannot earn a living from agricultural production, which thus, rather impedes self-reliance. Inadequate infrastructure also hinders access to markets and employment opportunities. Even though most local communities have been welcoming to refugees, the sentiment has shifted recently in some areas, particularly where local communities that are often not better off than refugees feel that they have not benefitted from the presence of refugees....

    • Uganda has a remarkable history of hosting refugees, but its efforts are underfunded

      Uganda has agreed to a request from the United States to temporarily accommodate 2,000 refugees from Afghanistan while Washington processes their applications to live in the US. The move underscores the reputation Uganda has of being progressive on refugee issues. Refugee expert Dr Evan Easton-Calabria provides insights into why.
      When did Uganda start hosting refugees?

      Uganda has a long history of hosting refugees. This started in the early 1940s with Polish refugees who fled from Nazi-occupied Europe. The Nakivale refugee settlement – formed in 1959 – in southwest Uganda is the oldest refugee camp in Africa.

      Uganda also hosts huge numbers of refugees. In the mid-1950s almost 80,000 Sudanese refugees, fleeing the first civil war, sought refuge in the country. They were only the first of many waves of refugees from different neighbouring countries to arrive. Uganda has hosted significant numbers of refugees ever since.

      Today, almost 1.5 million refugees live in Uganda, making it the top refugee-hosting country in Africa and one of the top five hosting countries in the world.

      Its longstanding ‘open-door’ policy has benefited it both politically and financially, with hundreds of millions of donor funds provided each year for humanitarian and development projects. These target both refugees and locals. While Kenya, for example, has received Euros 200 million in humanitarian aid from the European Union since 2012, Uganda has received this much from the EU in just over four years.
      Is the country more progressive towards refugees than its neighbours?

      Uganda’s policies towards refugees have been hailed as progressive. It has even been called “the world’s best place for refugees”.

      Refugees have the right to work and freedom of movement, thanks to Uganda’s 2006 Refugee Act and 2010 Refugee Regulations, which provide a strong legal and regulatory framework for refugee rights.

      Refugees have the right to the same social services as Ugandans, including health care and free primary education. They are not confined to camps but can also live in urban areas. The country has, therefore, received a lot of positive attention for ‘fostering’ the self-reliance of refugees.

      However, despite rights on paper in Uganda, refugees still struggle.

      They are not legally recognised as refugees if they live in cities besides the capital, Kampala. As ‘self-settled’ urban refugees, they risk being misclassified as economic migrants. Lacking official refugee status (unless they have been registered in a settlement), urban refugees also often lack assistance.

      Although refugees in Uganda are economically diverse – one study even identified over 70 different types of livelihoods activities by refugees in Uganda – for many in settlements, subsistence farming is their primary livelihood. But, despite plots of land being provided in settlements, many don’t have enough land to farm on and soil quality is often low. This means that, for many, farming is no longer a viable livelihood. This shows that liberal refugee policies, like those promoting self-reliance in Uganda, must be backed with adequate resources if they are to be more than just words on paper.

      Comparatively, Uganda’s neighbours – such as Kenya and Ethiopia – have traditionally been more restrictive. Kenya relies on a system of encampment, where most refugees live in camps, and Ethiopia has only recently expanded its out-of-camp policy to all refugees and aslyum-seekers, although regulatory gaps remain. Nevertheless, it’s important to note that both are major refugee-hosting countries. They host far more refugees than many western (and wealthier) countries. Kenya hosts over half a million refugees, mainly from Somalia and South Sudan. Ethiopia hosts over 788,000 and is the third largest refugee-hosting country in Africa.
      How effectively does Uganda manage its refugee community?

      ‘Effectiveness’ is an interesting word in this context. On one hand, Uganda provides an important foundation in terms of providing the legal infrastructure to allow many refugees to lead independent lives. But refugees also enter a challenging context: Uganda struggles to provide adequate services for its own citizens and unemployment is high. It has one of the world’s lowest rankings in the Human Capital Index.

      In addition, the 2021 presidential election saw increased political and social unrest which has led to the violation of rights such as the freedom of assembly and expression for citizens and other residents, including refugees. While many Ugandans have welcomed refugees, there are increasing accounts of overburdened cities and strains on resources, like firewood, in some parts of the country.

      The corruption of humanitarian aid is also a problem, with UNHCR Uganda accused of mismanaging tens of millions of dollars in 2016-2017. This illustrates the clear need for effective financial management so that refugees can actually be helped.

      There is also another important question of responsibility. Despite the positive attention the international community has given the country, donor funds have not often matched the praise. If schools and health facilities are crowded, in part because of refugees, the responsibility to provide additional support should not fall on a refugee-hosting country such as Uganda alone. Limited resources mean limited management. As of June, the 2020-2021 Uganda Refugee Response Plan was only 22% funded, leaving a shortfall of US$596 million to cover all sectors ranging from protection to food security to sanitation.
      Does it look likely that Uganda will continue in its role as a leading refugee destination?

      Uganda has had a strong commitment to hosting refugees for over 70 years –- about the same length that the 1951 Refugee Convention has existed. A spirit of pan-Africanism and first-hand understanding of displacement by many Ugandans have all contributed to its willingness to host refugees. Its recent temporary accommodation of Afghan refugees indicates that it is interested in continuing this role.

      That said, no country should host refugees without significant international support. Many refugee response plans, such as Uganda’s, remain significantly underfunded even as displacement rises and challenges – such as the COVID-19 pandemic – remain. Even though Uganda receives a significant amount of money, it’s not enough to support the number of people arriving as evidenced by a funding appeal by refugee response actors in June this year.

      Mechanisms such as the Comprehensive Refugee Response Framework offer a means to channel resources and increase collaboration on refugee hosting. But it is important to consider what displacement in Central, Eastern, and the Horn of Africa would look like if Uganda closed its borders. Uganda is making an effort in a neighbourhood where few other countries have the same enthusiasm.

  • The Vulnerability Contest

    Traumatized Afghan child soldiers who were forced to fight in Syria struggle to find protection in Europe’s asylum lottery.

    Mosa did not choose to come forward. Word had spread among the thousands of asylum seekers huddled inside Moria that social workers were looking for lone children among the general population. High up on the hillside, in the Afghan area of the chaotic refugee camp on the Greek island of Lesbos, some residents knew someone they suspected was still a minor. They led the aid workers to Mosa.

    The boy, whose broad and beardless face mark him out as a member of the Hazara ethnic group, had little reason to trust strangers. It was hard to persuade him just to sit with them and listen. Like many lone children, Mosa had slipped through the age assessment carried out on first arrival at Moria: He was registered as 27 years old. With the help of a translator, the social worker explained that there was still time to challenge his classification as an adult. But Mosa did not seem to be able to engage with what he was being told. It would take weeks to establish trust and reveal his real age and background.

    Most new arrivals experience shock when their hopes of a new life in Europe collide with Moria, the refugee camp most synonymous with the miserable consequences of Europe’s efforts to contain the flow of refugees and migrants across the Aegean. When it was built, the camp was meant to provide temporary shelter for fewer than 2,000 people. Since the European Union struck a deal in March 2016 with Turkey under which new arrivals are confined to Greece’s islands, Moria’s population has swollen to 9,000. It has become notorious for overcrowding, snowbound tents, freezing winter deaths, violent protests and suicides by adults and children alike.

    While all asylum systems are subjective, he said that the situation on Greece’s islands has turned the search for protection into a “lottery.”

    Stathis Poularakis is a lawyer who previously served for two years on an appeal committee dealing with asylum cases in Greece and has worked extensively on Lesbos.     Asylum claims on Lesbos can take anywhere between six months and more than two years to be resolved. In the second quarter of 2018, Greece faced nearly four times as many asylum claims per capita as Germany. The E.U. has responded by increasing the presence of the European Asylum Support Office (EASO) and broadening its remit so that EASO officials can conduct asylum interviews. But the promises that EASO will bring Dutch-style efficiency conceal the fact that the vast majority of its hires are not seconded from other member states but drawn from the same pool of Greeks as the national asylum service.

    Asylum caseworkers at Moria face an overwhelming backlog and plummeting morale. A serving EASO official describes extraordinary “pressure to go faster” and said there was “so much subjectivity in the system.” The official also said that it was human nature to reject more claims “when you see every other country is closing its borders.”

    Meanwhile, the only way to escape Moria while your claim is being processed is to be recognized as a “vulnerable” case. Vulnerables get permission to move to the mainland or to more humane accommodation elsewhere on the island. The term is elastic and can apply to lone children and women, families or severely physically or mentally ill people. In all cases the onus is on the asylum seeker ultimately to persuade the asylum service, Greek doctors or the United Nations Refugee Agency that they are especially vulnerable.

    The ensuing scramble to get out of Moria has turned the camp into a vast “vulnerability contest,” said Poularakis. It is a ruthless competition that the most heavily traumatized are often in no condition to understand, let alone win.

    Twice a Refugee

    Mosa arrived at Moria in October 2017 and spent his first night in Europe sleeping rough outside the arrivals tent. While he slept someone stole his phone. When he awoke he was more worried about the lost phone than disputing the decision of the Frontex officer who registered him as an adult. Poularakis said age assessors are on the lookout for adults claiming to be children, but “if you say you’re an adult, no one is going to object.”

    Being a child has never afforded Mosa any protection in the past: He did not understand that his entire future could be at stake. Smugglers often warn refugee children not to reveal their real age, telling them that they will be prevented from traveling further if they do not pretend to be over 18 years old.

    Like many other Hazara of his generation, Mosa was born in Iran, the child of refugees who fled Afghanistan. Sometimes called “the cursed people,” the Hazara are followers of Shia Islam and an ethnic and religious minority in Afghanistan, a country whose wars are usually won by larger ethnic groups and followers of Sunni Islam. Their ancestry, traced by some historians to Genghis Khan, also means they are highly visible and have been targets for persecution by Afghan warlords from 19th-century Pashtun kings to today’s Taliban.

    In recent decades, millions of Hazara have fled Afghanistan, many of them to Iran, where their language, Dari, is a dialect of Persian Farsi, the country’s main language.

    “We had a life where we went from work to home, which were both underground in a basement,” he said. “There was nothing (for us) like strolling the streets. I was trying not to be seen by anyone. I ran from the police like I would from a street dog.”

    Iran hosts 950,000 Afghan refugees who are registered with the U.N. and another 1.5 million undocumented Afghans. There are no official refugee camps, making displaced Afghans one of the largest urban refugee populations in the world. For those without the money to pay bribes, there is no route to permanent residency or citizenship. Most refugees survive without papers on the outskirts of cities such as the capital, Tehran. Those who received permits, before Iran stopped issuing them altogether in 2007, must renew them annually. The charges are unpredictable and high. Mostly, the Afghan Hazara survive as an underclass, providing cheap labor in workshops and constructions sites. This was how Mosa grew up.

    But he could not remain invisible forever and one day in October 2016, on his way home from work, he was detained by police for not having papers.

    Sitting in one of the cantinas opposite the entrance to Moria, Mosa haltingly explained what happened next. How he was threatened with prison in Iran or deportation to Afghanistan, a country in which he has never set foot. How he was told that that the only way out was to agree to fight in Syria – for which they would pay him and reward him with legal residence in Iran.

    “In Iran, you have to pay for papers,” said Mosa. “If you don’t pay, you don’t have papers. I do not know Afghanistan. I did not have a choice.”

    As he talked, Mosa spread out a sheaf of papers from a battered plastic wallet. Along with asylum documents was a small notepad decorated with pink and mauve elephants where he keeps the phone numbers of friends and family. It also contains a passport-sized green booklet with the crest of the Islamic Republic of Iran. It is a temporary residence permit. Inside its shiny cover is the photograph of a scared-looking boy, whom the document claims was born 27 years ago. It is the only I.D. he has ever owned and the date of birth has been faked to hide the fact that the country that issues it has been sending children to war.

    Mosa is not alone among the Hazara boys who have arrived in Greece seeking protection, carrying identification papers with inflated ages. Refugees Deeply has documented the cases of three Hazara child soldiers and corroborated their accounts with testimony from two other underage survivors. Their stories are of childhoods twice denied: once in Syria, where they were forced to fight, and then again after fleeing to Europe, where they are caught up in a system more focused on hard borders than on identifying the most damaged and vulnerable refugees.

    From Teenage Kicks to Adult Nightmares

    Karim’s descent into hell began with a prank. Together with a couple of friends, he recorded an angsty song riffing on growing up as a Hazara teenager in Tehran. Made when he was 16 years old, the song was meant to be funny. His band did not even have a name. The boys uploaded the track on a local file-sharing platform in 2014 and were as surprised as anyone when it was downloaded thousands of times. But after the surprise came a creeping sense of fear. Undocumented Afghan refugee families living in Tehran usually try to avoid drawing attention to themselves. Karim tried to have the song deleted, but after two months there was a knock on the door. It was the police.

    “I asked them how they found me,” he said. “I had no documents but they knew where I lived.”

    Already estranged from his family, the teenager was transported from his life of working in a pharmacy and staying with friends to life in a prison outside the capital. After two weeks inside, he was given three choices: to serve a five-year sentence; to be deported to Afghanistan; or to redeem himself by joining the Fatemiyoun.

    According to Iranian propaganda, the Fatemiyoun are Afghan volunteers deployed to Syria to protect the tomb of Zainab, the granddaughter of the Prophet Mohammad. In reality, the Fatemiyoun Brigade is a unit of Iran’s powerful Revolutionary Guard, drawn overwhelmingly from Hazara communities, and it has fought in Iraq and Yemen, as well as Syria. Some estimates put its full strength at 15,000, which would make it the second-largest foreign force in support of the Assad regime, behind the Lebanese militia group Hezbollah.

    Karim was told he would be paid and given a one-year residence permit during leave back in Iran. Conscripts are promised that if they are “martyred,” their family will receive a pension and permanent status. “I wasn’t going to Afghanistan and I wasn’t going to prison,” said Karim. So he found himself forced to serve in the #Fatemiyoun.

    His first taste of the new life came when he was transferred to a training base outside Tehran, where the recruits, including other children, were given basic weapons training and religious indoctrination. They marched, crawled and prayed under the brigade’s yellow flag with a green arch, crossed by assault rifles and a Koranic phrase: “With the Help of God.”

    “Imagine me at 16,” said Karim. “I have no idea how to kill a bird. They got us to slaughter animals to get us ready. First, they prepare your brain to kill.”

    The 16-year-old’s first deployment was to Mosul in Iraq, where he served four months. When he was given leave back in Iran, Karim was told that to qualify for his residence permit he would need to serve a second term, this time in Syria. They were first sent into the fight against the so-called Islamic State in Raqqa. Because of his age and physique, Karim and some of the other underage soldiers were moved to the medical corps. He said that there were boys as young as 14 and he remembers a 15-year-old who fought using a rocket-propelled grenade launcher.

    “One prisoner was killed by being hung by his hair from a tree. They cut off his fingers one by one and cauterized the wounds with gunpowder.”

    “I knew nothing about Syria. I was just trying to survive. They were making us hate ISIS, dehumanizing them. Telling us not to leave one of them alive.” Since media reports revealed the existence of the Fatemiyoun, the brigade has set up a page on Facebook. Among pictures of “proud volunteers,” it shows stories of captured ISIS prisoners being fed and cared for. Karim recalls a different story.

    “One prisoner was killed by being hung by his hair from a tree. They cut off his fingers one by one and cauterized the wounds with gunpowder.”

    The casualties on both sides were overwhelming. At the al-Razi hospital in Aleppo, the young medic saw the morgue overwhelmed with bodies being stored two or three to a compartment. Despite promises to reward the families of martyrs, Karim said many of the bodies were not sent back to Iran.

    Mosa’s basic training passed in a blur. A shy boy whose parents had divorced when he was young and whose father became an opium addict, he had always shrunk from violence. He never wanted to touch the toy guns that other boys played with. Now he was being taught to break down, clean and fire an assault rifle.

    The trainees were taken three times a day to the imam, who preached to them about their holy duty and the iniquities of ISIS, often referred to as Daesh.

    “They told us that Daesh was the same but worse than the Taliban,” said Mosa. “I didn’t listen to them. I didn’t go to Syria by choice. They forced me to. I just needed the paper.”

    Mosa was born in 2001. Before being deployed to Syria, the recruits were given I.D. tags and papers that deliberately overstated their age: In 2017, Human Rights Watch released photographs of the tombstones of eight Afghan children who had died in Syria and whose families identified them as having been under 18 years old. The clerk who filled out Mosa’s forms did not trouble himself with complex math: He just changed 2001 to 1991. Mosa was one of four underage soldiers in his group. The boys were scared – their hands shook so hard they kept dropping their weapons. Two of them were dead within days of reaching the front lines.

    “I didn’t even know where we were exactly, somewhere in the mountains in a foreign country. I was scared all the time. Every time I saw a friend dying in front of my eyes I was thinking I would be next,” said Mosa.

    He has flashbacks of a friend who died next to him after being shot in the face by a sniper. After the incident, he could not sleep for four nights. The worst, he said, were the sudden raids by ISIS when they would capture Fatemiyoun fighters: “God knows what happened to them.”

    Iran does not release figures on the number of Fatemiyoun casualties. In a rare interview earlier this year, a senior officer in the Iranian Revolutionary Guard suggested as many as 1,500 Fatemiyoun had been killed in Syria. In Mashhad, an Iranian city near the border with Afghanistan where the brigade was first recruited, video footage has emerged of families demanding the bodies of their young men believed to have died in Syria. Mosa recalls patrols in Syria where 150 men and boys would go out and only 120 would return.

    Escaping Syria

    Abbas had two weeks left in Syria before going back to Iran on leave. After 10 weeks in what he describes as a “living hell,” he had begun to believe he might make it out alive. It was his second stint in Syria and, still only 17 years old, he had been chosen to be a paramedic, riding in the back of a 2008 Chevrolet truck converted into a makeshift ambulance.

    He remembers thinking that the ambulance and the hospital would have to be better than the bitter cold of the front line. His abiding memory from then was the sound of incoming 120mm shells. “They had a special voice,” Abbas said. “And when you hear it, you must lie down.”

    Following 15 days of nursing training, during which he was taught how to find a vein and administer injections, he was now an ambulance man, collecting the dead and wounded from the battlefields on which the Fatemiyoun were fighting ISIS.

    Abbas grew up in Ghazni in Afghanistan, but his childhood ended when his father died from cancer in 2013. Now the provider for the family, he traveled with smugglers across the border into Iran, to work for a tailor in Tehran who had known his father. He worked without documents and faced the same threats as the undocumented Hazara children born in Iran. Even more dangerous were the few attempts he made to return to Ghazni. The third time he attempted to hop the border he was captured by Iranian police.

    Abbas was packed onto a transport, along with 23 other children, and sent to Ordugah-i Muhaceran, a camplike detention center outside Mashhad. When they got there the Shia Hazara boys were separated from Sunni Pashtuns, Afghanistan’s largest ethnic group, who were pushed back across the border. Abbas was given the same choice as Karim and Mosa before him: Afghanistan or Syria. Many of the other forced recruits Abbas met in training, and later fought alongside in Syria, were addicts with a history of substance abuse.

    Testimony from three Fatemiyoun child soldiers confirmed that Tramadol was routinely used by recruits to deaden their senses, leaving them “feeling nothing” even in combat situations but, nonetheless, able to stay awake for days at a time.

    The Fatemiyoun officers dealt with withdrawal symptoms by handing out Tramadol, an opioid painkiller that is used to treat back pain but sometimes abused as a cheap alternative to methadone. The drug is a slow-release analgesic. Testimony from three Fatemiyoun child soldiers confirmed that it was routinely used by recruits to deaden their senses, leaving them “feeling nothing” even in combat situations but, nonetheless, able to stay awake for days at a time. One of the children reiterated that the painkiller meant he felt nothing. Users describe feeling intensely thirsty but say they avoid drinking water because it triggers serious nausea and vomiting. Tramadol is addictive and prolonged use can lead to insomnia and seizures.

    Life in the ambulance had not met Abbas’ expectations. He was still sent to the front line, only now it was to collect the dead and mutilated. Some soldiers shot themselves in the feet to escape the conflict.

    “We picked up people with no feet and no hands. Some of them were my friends,” Abbas said. “One man was in small, small pieces. We collected body parts I could not recognize and I didn’t know if they were Syrian or Iranian or Afghan. We just put them in bags.”

    Abbas did not make it to the 12th week. One morning, driving along a rubble-strewn road, his ambulance collided with an anti-tank mine. Abbas’ last memory of Syria is seeing the back doors of the vehicle blasted outward as he was thrown onto the road.

    When he awoke he was in a hospital bed in Iran. He would later learn that the Syrian ambulance driver had been killed and that the other Afghan medic in the vehicle had lost both his legs. At the time, his only thought was to escape.

    The Toll on Child Soldiers

    Alice Roorda first came into contact with child soldiers in 2001 in the refugee camps of Sierra Leone in West Africa. A child psychologist, she was sent there by the United Kingdom-based charity War Child. She was one of three psychologists for a camp of more than 5,000 heavily traumatized survivors of one of West Africa’s more brutal conflicts.

    “There was almost nothing we could do,” she admitted.

    The experience, together with later work in Uganda, has given her a deep grounding in the effects of war and post-conflict trauma on children. She said prolonged exposure to conflict zones has physical as well as psychological effects.

    “If you are chronically stressed, as in a war zone, you have consistently high levels of the two basic stress hormones: adrenaline and cortisol.”

    Even after reaching a calmer situation, the “stress baseline” remains high, she said. This impacts everything from the immune system to bowel movements. Veterans often suffer from complications related to the continual engagement of the psoas, or “fear muscle” – the deepest muscles in the body’s core, which connect the spine, through the pelvis, to the femurs.

    “With prolonged stress you start to see the world around you as more dangerous.” The medial prefrontal cortex, the section of the brain that interprets threat levels, is also affected, said Roorda. This part of the brain is sometimes called the “watchtower.”

    “When your watchtower isn’t functioning well you see everything as more dangerous. You are on high alert. This is not a conscious response; it is because the stress is already so close to the surface.”

    Psychological conditions that can be expected to develop include post-traumatic stress disorder (PTSD) and attention deficit hyperactivity disorder (ADHD). Left untreated, these stress levels can lead to physical symptoms ranging from chronic fatigue syndrome (CFS or ME) to high blood pressure or irritable bowel syndrome. Also common are heightened sensitivity to noise and insomnia.

    The trauma of war can also leave children frozen at the point when they were traumatized. “Their life is organized as if the trauma is still ongoing,” said Roorda. “It is difficult for them to take care of themselves, to make rational well informed choices, and to trust people.”

    The starting point for any treatment of child soldiers, said Roorda, is a calm environment. They need to release the tension with support groups and physical therapy, she said, and “a normal bedtime.”

    The Dutch psychologist, who is now based in Athens, acknowledged that what she is describing is the exact opposite of the conditions at #Moria.

    Endgame

    Karim is convinced that his facility for English has saved his life. While most Hazara boys arrive in Europe speaking only Farsi, Karim had taught himself some basic English before reaching Greece. As a boy in Tehran he had spent hours every day trying to pick up words and phrases from movies that he watched with subtitles on his phone. His favorite was The Godfather, which he said he must have seen 25 times. He now calls English his “safe zone” and said he prefers it to Farsi.

    When Karim reached Greece in March 2016, new arrivals were not yet confined to the islands. No one asked him if he was a child or an adult. He paid smugglers to help him escape Iran while on leave from Syria and after crossing through Turkey landed on Chios. Within a day and a half, he had passed through the port of Piraeus and reached Greece’s northern border with Macedonia, at Idomeni.

    When he realized the border was closed, he talked to some of the international aid workers who had come to help at the makeshift encampment where tens of thousands of refugees and migrants waited for a border that would not reopen. They ended up hiring him as a translator. Two years on, his English is now much improved and Karim has worked for a string of international NGOs and a branch of the Greek armed forces, where he was helped to successfully apply for asylum.

    The same job has also brought him to Moria. He earns an above-average salary for Greece and at first he said that his work on Lesbos is positive: “I’m not the only one who has a shitty background. It balances my mind to know that I’m not the only one.”

    But then he admits that it is difficult hearing and interpreting versions of his own life story from Afghan asylum seekers every day at work. He has had problems with depression and suffered flashbacks, “even though I’m in a safe country now.”

    Abbas got the help he needed to win the vulnerability contest. After he was initially registered as an adult, his age assessment was overturned and he was transferred from Moria to a shelter for children on Lesbos. He has since been moved again to a shelter in mainland Greece. While he waits to hear the decision on his protection status, Abbas – like other asylum seekers in Greece – receives 150 euros ($170) a month. This amount needs to cover all his expenses, from food and clothing to phone credit. The money is not enough to cover a regular course of the antidepressant Prozac and the sleeping pills he was prescribed by the psychiatrist he was able to see on Lesbos.

    “I save them for when it gets really bad,” he said.

    Since moving to the mainland he has been hospitalized once with convulsions, but his main worry is the pain in his groin. Abbas underwent a hernia operation in Iran, the result of injuries sustained as a child lifting adult bodies into the ambulance. He has been told that he will need to wait for four months to see a doctor in Greece who can tell him if he needs another operation.

    “I would like to go back to school,” he said. But in reality, Abbas knows that he will need to work and there is little future for an Afghan boy who can no longer lift heavy weights.

    Walking into an Afghan restaurant in downtown Athens – near Victoria Square, where the people smugglers do business – Abbas is thrilled to see Farsi singers performing on the television above the door. “I haven’t been in an Afghan restaurant for maybe three years,” he said to explain his excitement. His face brightens again when he catches sight of Ghormeh sabzi, a herb stew popular in Afghanistan and Iran that reminds him of his mother. “I miss being with them,” he said, “being among my family.”

    When the dish arrives he pauses before eating, taking out his phone and carefully photographing the plate from every angle.

    Mosa is about to mark the end of a full year in Moria. He remains in the same drab tent that reminds him every day of Syria. Serious weight loss has made his long limbs – the ones that made it easier for adults to pretend he was not a child – almost comically thin. His skin is laced with scars, but he refuses to go into detail about how he got them. Mosa has now turned 18 and seems to realize that his best chance of getting help may have gone.

    “Those people who don’t have problems, they give them vulnerability (status),” he said with evident anger. “If you tell them the truth, they don’t help you.”

    Then he apologises for the flash of temper. “I get upset and angry and my body shakes,” he said.

    Mosa explained that now when he gets angry he has learned to remove himself: “Sometimes I stuff my ears with toilet paper to make it quiet.”

    It is 10 months since Mosa had his asylum interview. The questions he expected about his time in the Fatemiyoun never came up. Instead, the interviewers asked him why he had not stayed in Turkey after reaching that country, having run away while on leave in Iran.

    The questions they did ask him point to his likely rejection and deportation. Why, he was asked, was his fear of being persecuted in Afghanistan credible? He told them that he has heard from other Afghan boys that police and security services in the capital, Kabul, were arresting ex-combatants from Syria.

    Like teenagers everywhere, many of the younger Fatemiyoun conscripts took selfies in Syria and posted them on Facebook or shared them on WhatsApp. The images, which include uniforms and insignia, can make him a target for Sunni reprisals. These pictures now haunt him as much as the faces of his dead comrades.

    Meanwhile, the fate he suffered two tours in Syria to avoid now seems to be the most that Europe can offer him. Without any of his earlier anger, he said, “I prefer to kill myself here than go to Afghanistan.”

    I CAN take any empty space and call it a bare stage. A man walks across this empty space whilst someone else is watching him, and this is all that is needed for an act of theatre to be engaged. Yet when we talk about theatre this is not quite what we mean. Red curtains, spotlights, blank verse, laughter, darkness, these are all confusedly superimposed in a messy image covered by one all-purpose word. We talk of the cinema killing the theatre, and in that phrase we refer to the theatre as it was when the cinema was born, a theatre of box office, foyer, tip-up seats, footlights, scene changes, intervals, music, as though the theatre was by very definition these and little more.

    I will try to split the word four ways and distinguish four different meanings—and so will talk about a Deadly Theatre , a Holy Theatre , a Rough Theatre and an Immediate Theatre . Sometimes these four theatres really exist, standing side by side, in the West End of London, or in New York off Times Square. Sometimes they are hundreds of miles apart, the Holy in Warsaw and the Rough in Prague, and sometimes they are metaphoric: two of them mixing together within one evening, within one act. Sometimes within one single moment, the four of them, Holy, Rough, Immediate and Deadly intertwine.

    Sixty-five years ago, Kenneth Tynan identified the qualities of a young Peter Brook as “repose, curiosity and mental accuracy – plus, of course, the unlearnable lively flair”. Now 92, Brook may walk more slowly than he did but those gifts are still abundantly there. He is as busy as ever, with a new book full of aphoristic wisdom, Tip of the Tongue, and a new stage project, The Prisoner, due to open in Paris next year.

    When we meet in London, he has just caught up with a revival of Stephen Sondheim’s Follies at the National Theatre, which he calls “one of the greatest musicals I’ve ever seen – a perfect combination of palpable emotion and dazzling spectacle”. To those who think of Brook as some kind of theatrical monk, dedicated to empty spaces and a refined austerity, his rapture over Follies may come as a shock. But Brook’s early career embraced everything from Shakespeare and boulevard comedy to opera and musicals. He directed Irma La Douce in the West End and Harold Arlen’s House of Flowers on Broadway.

    While a new generation may be unaware of the diversity of Brook’s career, he has never forgotten his roots. We meet shortly after the death of his old friend, Peter Hall. “One of Peter’s supreme qualities,” he says, “was charm – and it was something I saw in two now forgotten figures of British theatre who shaped my life. One was Sir Barry Jackson, a fine old English gentleman who came from a Midlands dairy-owning business, founded Birmingham Rep and took over the theatre in Stratford, where he asked me to direct Love’s Labour’s Lost when I was only 21. In his way, he was a quiet revolutionary.

    “The other big influence was the West End producer Binkie Beaumont who had that mysterious thing called taste. If Binkie wanted me to change some detail of lighting, costume or design, he would ring up and say, ‘You do see, don’t you?’ in a way you couldn’t argue with. All these figures had a charm that, in the theatre, achieves far more than tantrums or bullying.”

    If it’s a quality Brook recognises, it’s because he clearly possesses it. But his current preoccupation is with the sometimes irreconcilable differences between the French and English languages. Given that he has made Paris his base since 1971, when he founded the International Centre for Theatre Research, it is a subject on which he has necessarily become an expert. Do the differences between the two tongues make the translation of Shakespeare into French virtually impossible?

    “Not impossible but certainly very difficult. Take a famous phrase from Macbeth, ‘Light thickens.’ You can turn that into French, as Ariane Mnouchkine did, as, ‘La lumière s’epaissit.’ But the well-trained Cartesian French mind is unable to cope with the illogicality of the thought. A British actor will savour every syllable of a Shakespearean line while a French actor will drive to the end of a sentence or a speech with a propulsive rhythm: the thing you never say to a French actor is, ‘Take your time.’ The one translator I’ve worked with who overcomes these obstacles is Jean-Claude Carrière. He has the ability to render the underlying idea rather than the precise words and whose language has the clarity of a freshwater spring.”

    Brook understands what divides cultures. As he says in his book, “if in English we speak words, the French speak thoughts”. Yet he also sees common factors, especially in the universal search in actors for ever greater self-disclosure. “If we were transported back to the Elizabethan theatre,” he says, “I think we’d be shocked by the crudity and coarseness of what we saw. Over the centuries, there has been a quest for finer acting but, when I started out, the theatre was still a place of artifice. It was the age of grand design by people like Oliver Messel and Cecil Beaton, of big wigs and heavy makeup. What we see now, partly because of the influence of the camera and smaller stages, is a stripping away of the layers of pretence until the personality of the actor becomes visible.”

    That may be true but isn’t something being lost – above all, the delight in impersonation? “You obviously have to reconcile inner depth with outer skill but I think back to some of the actors I have worked with. With Olivier, there was nothing he couldn’t do as an actor except to reach the deepest sources of humanity itself. Gielgud, in contrast, had little of Olivier’s gift of impersonation but the fine, pure, sensitive heart of the man himself was always there. Scofield, too, had that same gift for revealing his inward self.”

    I find myself questioning Brook’s argument. I can think of one particular Olivier performance where, confronted by the extremes of human suffering, he seemed to dive into his very soul to call up cries of monumental despair. The production was Titus Andronicus at Stratford in 1955. The director? None other than Brook himself.

    Given Brook’s belief in acting as a form of self-revelation, I’m intrigued to know how he feels about gender-fluid casting. “I’d answer that,” says Brook, “by pointing out how I worked consistently from 1971 to break down all the racial stereotypes in casting not by declarations of intent but by everyday practice. I think the same applies to issues of gender. You can change things not by preaching but by doing – or, as they used to say to me when I worked in Germany, ‘Just get on your horse.’

    “I’d only add that since men have exploited and abused women for centuries, we should applaud any movement that attempts to rectify the injustices of history. Did you see Glenda Jackson as King Lear? I’ve only seen a few moments of it on screen, but what struck me was that Glenda made no attempt to impersonate masculinity but simply brought her own unique qualities to the role in a way that transcended gender.”

    Possibly the most resonant statement in Brook’s new book concerns the impact of live performance. “Every form of theatre,” he writes, “has something in common with a visit to the doctor. On the way out, one should always feel better than on the way in.” But “better” how? Physically, spiritually, morally? “I think this derives from the artist’s sense of responsibility to the audience,” he says. “People have entrusted themselves to you for two hours or more and you have to give them a respect that derives from confidence in what you are doing. At the end of an evening, you may have encouraged what is crude, violent or destructive in them. Or you can help them. By that I mean that an audience can be touched, entranced or – best of all – moved to a silence that vibrates round the theatre.

    “You can, of course, encourage an audience to participate through joy, as happened in Follies. But I was struck by how when we toured Battlefield” – drawn from The Mahabharata and dealing with the apocalyptic impact of a great war – “around the world, on good nights there was that moment of tingling silence that suggested we had reached out to the audience.”

    But theatre does not exist in a vacuum. Brook has lived through more international crises than most of us. Has he ever been tempted to throw up his hands in horror at a world filled with nuclear threats, environmental disasters and political malfunction from Trump to Brexit? He answers by talking at length about the Hindu philosophy of Yugas in which world history goes through cycles from a golden age to one of darkness in which everything is chaos and turmoil. The point is that the wheel eventually turns and humanity renews itself.

    All very well in the long term but, in the meantime, how do we survive? “We swim against the tide,” says Brook, “and achieve whatever we can in our chosen field. Fate dictated that mine was that of theatre and, within that, I have a responsibility to be as positive and creative as I can. To give way to despair is the ultimate cop-out.” That seems the distilled philosophy of a director who miraculously still retains the curiosity that Tynan singled out a lifetime ago.

      L’ONG grecque Emergency response centre international (ERCY) était présente sur l’île de Lesbos depuis 2015 pour venir en aide aux réfugiés. Depuis mardi 28 août, ses 30 membres sont poursuivis pour avoir « facilité l’entrée illégale d’étrangers sur le territoire grec » en vue de gains financiers, selon le communiqué de la police grecque.

      L’enquête a commencé en février 2018, rapporte le site d’information protagon.gr, lorsqu’une Jeep portant une fausse plaque d’immatriculation de l’armée grecque a été découverte par la police sur une plage, attendant l’arrivée d’une barque pleine de réfugiés en provenance de Turquie. Les membres de l’ONG, six Grecs et 24 ressortissants étrangers, sont accusés d’avoir été informés à l’avance par des personnes présentes du côté turc des heures et des lieux d’arrivée des barques de migrants, d’avoir organisé l’accueil de ces réfugiés sans en informer les autorités locales et d’avoir surveillé illégalement les communications radio entre les autorités grecques et étrangères, dont Frontex, l’agence européenne des gardes-cotes et gardes-frontières. Les crimes pour lesquels ils sont inculpés – participation à une organisation criminelle, violation de secrets d’État et recel – sont passibles de la réclusion à perpétuité.

      Parmi les membres de l’ONG grecque arrêtés se trouve Yusra et Sarah Mardini, deux sœurs nageuses et réfugiées syrienne qui avaient sauvé 18 personnes de la noyade lors de leur traversée de la mer Égée en août 2015. Depuis Yusra a participé aux Jeux Olympiques de Rio, est devenue ambassadrice de l’ONU et a écrit un livre, Butterfly. Sarah avait quant à elle décidé d’aider à son tour les réfugiés qui traversaient dangereusement la mer Égée sur des bateaux de fortune et s’était engagée comme bénévole dans l’ONG ERCI durant l’été 2016.

      Sarah a été arrêtée le 21 août à l’aéroport de Lesbos alors qu’elle devait rejoindre Berlin où elle vit avec sa famille. Le 3 septembre, elle devait commencer son année universitaire au collège Bard en sciences sociales. La jeune Syrienne de 23 ans a été transférée à la prison de Korydallos, à Athènes, dans l’attente de son procès. Son avocat a demandé mercredi sa remise en liberté.

      Ce n’est pas la première fois que des ONG basées à Lesbos ont des soucis avec la justice grecque. Des membres de l’ONG espagnole Proem-Aid avaient aussi été accusés d’avoir participé à l’entrée illégale de réfugiés sur l’île. Ils ont été relaxés en mai dernier. D’après le ministère de la Marine, 114 ONG ont été enregistrées sur l’île, dont les activités souvent difficilement contrôlables inquiètent le gouvernement grec et ses partenaires européens.

    • Arrest of Syrian ’hero swimmer’ puts Lesbos refugees back in spotlight

      Sara Mardini’s case adds to fears that rescue work is being criminalised and raises questions about NGO.

      Greece’s high-security #Korydallos prison acknowledges that #Sara_Mardini is one of its rarer inmates. For a week, the Syrian refugee, a hero among human rights defenders, has been detained in its women’s wing on charges so serious they have elicited baffled dismay.

      The 23-year-old, who saved 18 refugees in 2015 by swimming their waterlogged dingy to the shores of Lesbos with her Olympian sister, is accused of people smuggling, espionage and membership of a criminal organisation – crimes allegedly committed since returning to work with an NGO on the island. Under Greek law, Mardini can be held in custody pending trial for up to 18 months.

      “She is in a state of disbelief,” said her lawyer, Haris Petsalnikos, who has petitioned for her release. “The accusations are more about criminalising humanitarian action. Sara wasn’t even here when these alleged crimes took place but as charges they are serious, perhaps the most serious any aid worker has ever faced.”

      Mardini’s arrival to Europe might have gone unnoticed had it not been for the extraordinary courage she and younger sister, Yusra, exhibited guiding their boat to safety after the engine failed during the treacherous crossing from Turkey. Both were elite swimmers, with Yusra going on to compete in the 2016 Rio Olympics.

      The sisters, whose story is the basis of a forthcoming film by the British director Stephen Daldry, were credited with saving the lives of their fellow passengers. In Germany, their adopted homeland, the pair has since been accorded star status.

      It was because of her inspiring story that Mardini was approached by Emergency Response Centre International, ERCI, on Lesbos. “After risking her own life to save 18 people … not only has she come back to ground zero, but she is here to ensure that no more lives get lost on this perilous journey,” it said after Mardini agreed to join its ranks in 2016.

      After her first stint with ERCI, she again returned to Lesbos last December to volunteer with the aid group. And until 21 August there was nothing to suggest her second spell had not gone well. But as Mardini waited at Mytilini airport to head back to Germany, and a scholarship at Bard College in Berlin, she was arrested. Soon after that, police also arrested ERCI’s field director, Nassos Karakitsos, a former Greek naval force officer, and Sean Binder, a German volunteer who lives in Ireland. All three have protested their innocence.

      The arrests come as signs of a global clampdown on solidarity networks mount. From Russia to Spain, European human rights workers have been targeted in what campaigners call an increasingly sinister attempt to silence civil society in the name of security.

      “There is the concern that this is another example of civil society being closed down by the state,” said Jonathan Cooper, an international human rights lawyer in London. “What we are really seeing is Greek authorities using Sara to send a very worrying message that if you volunteer for refugee work you do so at your peril.”

      But amid concerns about heavy-handed tactics humanitarians face, Greek police say there are others who see a murky side to the story, one ofpeople trafficking and young volunteers being duped into participating in a criminal network unwittingly. In that scenario,the Mardini sisters would make prime targets.

      Greek authorities spent six months investigating the affair. Agents were flown into Lesbos from Athens and Thessaloniki. In an unusually long and detailed statement, last week, Mytilini police said that while posing as a non-profit organisation, ERCI had acted with the sole purpose of profiteering by bringing people illegally into Greece via the north-eastern Aegean islands.

      Members had intercepted Greek and European coastguard radio transmissions to gain advance notification of the location of smugglers’ boats, police said, and that 30, mostly foreign nationals, were lined up to be questioned in connection with the alleged activities. Other “similar organisations” had also collaborated in what was described as “an informal plan to confront emergency situations”, they added.

      Suspicions were first raised, police said, when Mardini and Binder were stopped in February driving a former military 4X4 with false number plates. ERCI remained unnamed until the release of the charge sheets for the pair and that of Karakitsos.

      Lesbos has long been on the frontline of the refugee crisis, attracting idealists and charity workers. Until a dramatic decline in migration numbers via the eastern Mediterranean in March 2016, when a landmark deal was signed between the EU and Turkey, the island was the main entry point to Europe.

      An estimated 114 NGOs and 7,356 volunteers are based on Lesbos, according to Greek authorities. Local officials talk of “an industry”, and with more than 10,000 refugees there and the mood at boiling point, accusations of NGOs acting as a “pull factor” are rife.

      “Sara’s motive for going back this year was purely humanitarian,” said Oceanne Fry, a fellow student who in June worked alongside her at a day clinic in the refugee reception centre.

      “At no point was there any indication of illegal activity by the group … but I can attest to the fact that, other than our intake meeting, none of the volunteers ever met, or interacted, with its leadership.”

      The mayor of Lesbos, Spyros Galinos, said he has seen “good and bad” in the humanitarian movement since the start of the refugee crisis.

      “Everything is possible,. There is no doubt that some NGOs have exploited the situation. The police announcement was uncommonly harsh. For a long time I have been saying that we just don’t need all these NGOs. When the crisis erupted, yes, the state was woefully unprepared but now that isn’t the case.”

      Attempts to contact ERCI were unsuccessful. Neither a telephone number nor an office address – in a scruffy downtown building listed by the aid group on social media – appeared to have any relation to it.

      In a statement released more than a week after Mardini’s arrest, ERCI denied the allegations, saying it had fallen victim to “unfounded claims, accusations and charges”. But it failed to make any mention of Mardini.

      “It makes no sense at all,” said Amed Khan, a New York financier turned philanthropist who has donated boats for ERCI’s search and rescue operations. To accuse any of them of human trafficking is crazy.

      “In today’s fortress Europe you have to wonder whether Brussels isn’t behind it, whether this isn’t a concerted effort to put a chill on civil society volunteers who are just trying to help.     • The volunteers facing jail for rescuing migrants in the Mediterranean

      The risk of refugees and migrants drowning in the Mediterranean has increased dramatically over the past few years.

      As the European Union pursued a policy of externalisation, voluntary groups stepped in to save the thousands of people making the dangerous crossing. One by one, they are now criminalised.

      The arrest of Sarah Mardini, one of two Syrian sisters who saved a number of refugees in 2015 by pulling their sinking dinghy to Greece, has brought the issue to international attention.

      The Trial

      There aren’t chairs enough for the people gathered in Mytilíni Court. Salam Aldeen sits front row to the right. He has a nervous smile on his face, mouth half open, the tongue playing over his lips.

      Noise emanates from the queue forming in the hallway as spectators struggle for a peak through the door’s windows. The morning heat is already thick and moist – not helped by the two unplugged fans hovering motionless in dead air.

      Police officers with uneasy looks, 15 of them, lean up against the cooling walls of the court. From over the judge, a golden Jesus icon looks down on the assembly. For the sunny holiday town on Lesbos, Greece, this is not a normal court proceeding.

      Outside the court, international media has unpacked their cameras and unloaded their equipment. They’ve come from the New York Times, Deutsche Welle, Danish, Greek and Spanish media along with two separate documentary teams.

      There is no way of knowing when the trial will end. Maybe in a couple of days, some of the journalists say, others point to the unpredictability of the Greek judicial system. If the authorities decide to make a principle out of the case, this could take months.

      Salam Aldeen, in a dark blue jacket, white shirt and tie, knows this. He is charged with human smuggling and faces life in jail.

      More than 16,000 people have drowned in less than five years trying to cross the Mediterranean. That’s an average of ten people dying every day outside Europe’s southern border – more than the Russia-Ukraine conflict over the same period.

      In 2015, when more than one million refugees crossed the Mediterranean, the official death toll was around 3,700. A year later, the number of migrants dropped by two thirds – but the death toll increased to more than 5,000. With still fewer migrants crossing during 2017 and the first half of 2018, one would expect the rate of surviving to pick up.

      The numbers, however, tell a different story. For a refugee setting out to cross the Mediterranean today, the risk of drowning has significantly increased.

      The deaths of thousands of people don’t happen in a vacuum. And it would be impossible to explain the increased risks of crossing without considering recent changes in EU-policies towards migration in the Mediterranean.

      The criminalisation of a Danish NGO-worker on the tiny Greek island of Lesbos might help us understand the deeper layers of EU immigration policy.

      The deterrence effect

      On 27 March 2011, 72 migrants flee Tripoli and squeeze into a 12m long rubber dinghy with a max capacity of 25 people. They start the outboard engine and set out in the Mediterranean night, bound for the Italian island of Lampedusa. In the morning, they are registered by a French aircraft flying over. The migrants stay on course. But 18 hours into their voyage, they send out a distress-call from a satellite phone. The signal is picked up by the rescue centre in Rome who alerts other vessels in the area.

      Two hours later, a military helicopter flies over the boat. At this point, the migrants accidentally drop their satellite phone in the sea. In the hours to follow, the migrants encounter several fishing boats – but their call of distress is ignored. As day turns into night, a second helicopter appears and drops rations of water and biscuits before leaving.

      And then, the following morning on 28 March – the migrants run out of fuel. Left at the mercy of wind and oceanic currents, the migrants embark on a hopeless journey. They drift south; exactly where they came from.

      They don’t see any ships the following day. Nor the next; a whole week goes by without contact to the outside world. But then, somewhere between 3 and 5 April, a military vessel appears on the horizon. It moves in on the migrants and circle their boat.

      The migrants, exhausted and on the brink of despair, wave and signal distress. But as suddenly as it arrived, the military vessel turns around and disappears. And all hope with it.

      On April 10, almost a week later, the migrant vessel lands on a beach south of Tripoli. Of the 72 passengers who left 2 weeks ago, only 11 make it back alive. Two die shortly hereafter.

      Lorenzo Pezzani, lecturer at Forensic Architecture at Goldsmiths University of London, was stunned when he read about the case. In 2011, he was still a PhD student developing new spatial and aesthetic visual tools to document human rights violations. Concerned with the rising number of migrant deaths in the Mediterranean, Lorenzo Pezzani and his colleague Charles Heller founded Forensic Oceanography, an affiliated group to Forensic Architecture. Their first project was to uncover the events and policies leading to a vessel left adrift in full knowledge by international rescue operations.

      It was the public outrage fuelled by the 2013 Lampedusa shipwreck which eventually led to the deployment of Operation Mare Nostrum. At this point, the largest migration of people since the Second World War, the Syrian exodus, could no longer be contained within Syria’s neighbouring countries. At the same time, a relative stability in Libya after the fall of Gaddafi in 2011 descended into civil war; waves of migrants started to cross the Mediterranean.

      From October 2013, Mare Nostrum broke with the reigning EU-policy of non-interference and deployed Italian naval vessels, planes and helicopters at a monthly cost of €9.5 million. The scale was unprecedented; saving lives became the political priority over policing and border control. In terms of lives saved, the operation was an undisputed success. Its own life, however, would be short.

      A critical narrative formed on the political right and was amplified by sections of the media: Mare Nostrum was accused of emboldening Libyan smugglers who – knowing rescue ships were waiting – would send out more migrants. In this understanding, Mare Nostrum constituted a so-called “pull factor” on migrants from North African countries. A year after its inception, Mare Nostrum was terminated.

      In late 2014, Mare Nostrum was replaced by Operation Triton led by Frontex, the European Border and Coast Guard Agency, with an initial budget of €2.4 million per month. Triton refocused on border control instead of sea rescues in an area much closer to Italian shores. This was a return to the pre-Mare Nostrum policy of non-assistance to deter migrants from crossing. But not only did the change of policy fail to act as a deterrence against the thousands of migrants still crossing the Mediterranean, it also left a huge gap between the amount of boats in distress and operational rescue vessels. A gap increasingly filled by merchant vessels.

      Merchant vessels, however, do not have the equipment or training to handle rescues of this volume. On 31 March 2015, the shipping community made a call to EU-politicians warning of a “terrible risk of further catastrophic loss of life as ever-more desperate people attempt this deadly sea crossing”. Between 1 January and 20 May 2015, merchant ships rescued 12.000 people – 30 per cent of the total number rescued in the Mediterranean.

      As the shipping community had already foreseen, the new policy of non-assistance as deterrence led to several horrific incidents. These culminated in two catastrophic shipwrecks on 12 and 18 April 2015 and the death of 1,200 people. In both cases, merchant vessels were right next to the overcrowded migrant boats when chaotic rescue attempts caused the migrant boats to take in water and eventually sink. The crew of the merchant vessels could only watch as hundreds of people disappeared in the ocean.

      Back in 1990, the Dublin Convention declared that the first EU-country an asylum seeker enters is responsible for accepting or rejecting the claim. No one in 1990 had expected the Syrian exodus of 2015 – nor the gigantic pressure it would put on just a handful of member states. No other EU-member felt the ineptitudes and total unpreparedness of the immigration system than a country already knee-deep in a harrowing economic crisis. That country was Greece.

      In September 2015, when the world saw the picture of a three-year old Syrian boy, Alan Kurdi, washed up on a beach in Turkey, Europe was already months into what was readily called a “refugee crisis”. Greece was overwhelmed by the hundreds of thousands of people fleeing the Syrian war. During the following month alone, a staggering 200.000 migrants crossed the Aegean Sea from Turkey to reach Europe. With a minimum of institutional support, it was volunteers like Salam Aldeen who helped reduce the overall number of casualties.

      The peak of migrants entered Greece that autumn but huge numbers kept arriving throughout the winter – in worsening sea conditions. Salam Aldeen recalls one December morning on Lesbos.

      The EU-Turkey deal

      And then, from one day to the next, the EU-Turkey deal changed everything. There was a virtual stop of people crossing from Turkey to Greece. From a perspective of deterrence, the agreement was an instant success. In all its simplicity, Turkey had agreed to contain and prevent refugees from reaching the EU – by land or by sea. For this, Turkey would be given a monetary compensation.

      But opponents of the deal included major human rights organisations. Simply paying Turkey a formidable sum of money (€6 billion to this date) to prevent migrants from reaching EU-borders was feared to be a symptom of an ‘out of sight, out of mind’ attitude pervasive among EU decision makers. Moreover, just like Libya in 2015 threatened to flood Europe with migrants, the Turkish President Erdogan would suddenly have a powerful geopolitical card on his hands. A concern that would later be confirmed by EU’s vague response to Erdogan’s crackdown on Turkish opposition.

      As immigration dwindled in Greece, the flow of migrants and refugees continued and increased in the Central Mediterranean during the summer of 2016. At the same time, disorganised Libyan militias were now running the smuggling business and exploited people more ruthlessly than ever before. Migrant boats without satellite phones or enough provision or fuel became increasingly common. Due to safety concerns, merchant vessels were more reluctant to assist in rescue operations. The death toll increased.
      A Conspiracy?

      Frustrated with the perceived apathy of EU states, Non-governmental organisations (NGOs) responded to the situation. At its peak, 12 search and rescue NGO vessels were operating in the Mediterranean and while the European Border and Coast Guard Agency (Frontex) paused many of its operations during the fall and winter of 2016, the remaining NGO vessels did the bulk of the work. Under increasingly dangerous weather conditions, 47 per cent of all November rescues were carried out by NGOs.

      Around this time, the first accusations were launched against rescue NGOs from ‘alt-right’ groups. Accusations, it should be noted, conspicuously like the ones sounded against Mare Nostrum. Just like in 2014, Frontex and EU-politicians followed up and accused NGOs of posing a “pull factor”. The now Italian vice-prime minister, Luigi Di Maio, went even further and denounced NGOs as “taxis for migrants”. Just like in 2014, no consideration was given to the conditions in Libya.

      Moreover, NGOs were falsely accused of collusion with Libyan smugglers. Meanwhile Italian agents had infiltrated the crew of a Save the Children rescue vessel to uncover alleged secret evidence of collusion. The German Jugendrettet NGO-vessel, Iuventa, was impounded and – echoing Salam Aldeen’s case in Greece – the captain accused of collusion with smugglers by Italian authorities.

      The attacks to delegitimise NGOs’ rescue efforts have had a clear effect: many of the NGOs have now effectively stopped their operations in the Mediterranean. Lorenzo Pezzani and Charles Heller, in their report, Mare Clausum, argued that the wave of delegitimisation of humanitarian work was just one part of a two-legged strategy – designed by the EU – to regain control over the Mediterranean.
      Migrants’ rights aren’t human rights

      Libya long ago descended into a precarious state of lawlessness. In the maelstrom of poverty, war and despair, migrants and refugees have become an exploitable resource for rivalling militias in a country where two separate governments compete for power.

      In November 2017, a CNN investigation exposed an entire industry involving slave auctions, rape and people being worked to death.

      Chief spokesman of the UN Migration Agency, Leonard Doyle, describes Libya as a “torture archipelago” where migrants transiting have no idea that they are turned into commodities to be bought, sold and discarded when they have no more value.

      Migrants intercepted by the Libyan Coast Guard (LCG) are routinely brought back to the hellish detention centres for indefinite captivity. Despite EU-leaders’ moral outcry following the exposure of the conditions in Libya, the EU continues to be instrumental in the capacity building of the LCG.

      Libya hadn’t had a functioning coast guard since the fall of Gaddafi in 2011. But starting in late 2016, the LCG received increasing funding from Italy and the EU in the form of patrol boats, training and financial support.

      Seeing the effect of the EU-Turkey deal in deterring refugees crossing the Aegean Sea, Italy and the EU have done all in their power to create a similar approach in Libya.
      The EU Summit

      Forty-two thousand undocumented migrants have so far arrived at Europe’s shores this year. That’s a fraction of the more than one million who arrived in 2015. But when EU leaders met at an “emergency summit” in Brussels in late June, the issue of migration was described by Chancellor Merkel as a “make or break” for the Union. How does this align with the dwindling numbers of refugees and migrants?

      Data released in June 2018 showed that Europeans are more concerned about immigration than any other social challenge. More than half want a ban on migration from Muslim countries. Europe, it seems, lives in two different, incompatible realities as summit after summit tries to untie the Gordian knot of the migration issue.

      Inside the courthouse in Mytilini, Salam Aldeen is questioned by the district prosecutor. The tropical temperature induces an echoing silence from the crowded spectators. The district prosecutor looks at him, open mouth, chin resting on her fist.

      She seems impatient with the translator and the process of going from Greek to English and back. Her eyes search the room. She questions him in detail about the night of arrest. He answers patiently. She wants Salam Aldeen and the four crew members to be found guilty of human smuggling.

      Salam Aldeen’s lawyer, Mr Fragkiskos Ragkousis, an elderly white-haired man, rises before the court for his final statement. An ancient statuette with his glasses in one hand. Salam’s parents sit with scared faces, they haven’t slept for two days; the father’s comforting arm covers the mother’s shoulder. Then, like a once dormant volcano, the lawyer erupts in a torrent of pathos and logos.

      “Political interests changed the truth and created this wicked situation, playing with the defendant’s freedom and honour.”

      He talks to the judge as well as the public. A tragedy, a drama unfolds. The prosecutor looks remorseful, like a small child in her large chair, almost apologetic. Defeated. He’s singing now, Ragkousis. Index finger hits the air much like thunder breaks the night sounding the roar of something eternal. He then sits and the room quiets.

      It was “without a doubt” that the judge acquitted Salam Aldeen and his four colleagues on all charges. The prosecutor both had to determine the defendants’ intention to commit the crime – and that the criminal action had been initialised. She failed at both. The case, as the Italian case against the Iuventa, was baseless.

      But EU’s policy of externalisation continues. On 17 March 2018, the ProActiva rescue vessel, Open Arms, was seized by Italian authorities after it had brought back 217 people to safety.

      Then again in June, the decline by Malta and Italy’s new right-wing government to let the Aquarious rescue-vessel dock with 629 rescued people on board sparked a fierce debate in international media.

      In July, Sea Watch’s Moonbird, a small aircraft used to search for migrant boats, was prevented from flying any more operations by Maltese authorities; the vessel Sea Watch III was blocked from leaving harbour and the captain of a vessel from the NGO Mission Lifeline was taken to court over “registration irregularities“.

      Regardless of Europe’s future political currents, geopolitical developments are only likely to continue to produce refugees worldwide. Will the EU alter its course as the crisis mutates and persists? Or are the deaths of thousands the only possible outcome?

    A former government contractor who pleaded guilty to mailing a classified U.S. report to a news organization was sentenced to more than five years Thursday as part of a deal with prosecutors, who called it the longest sentence ever imposed for a federal crime involving leaks to the media. 

    Reality Winner, 26, pleaded guilty in June to a single count of transmitting national security information. The former Air Force translator worked as a contractor at a National Security Agency’s office in Augusta, Georgia, when she printed a classified report and left the building with it tucked into her pantyhose. Winner told the FBI she mailed the document to an online news outlet.

    In court Thursday, Winner apologized and acknowledged that what she did was wrong.

    Authorities never identified the news organization. But the Justice Department announced Winner’s June 2017 arrest the same day The Intercept reported on a secret NSA document. It detailed Russian government efforts to penetrate a Florida-based supplier of voting software and the accounts of election officials ahead of the 2016 presidential election. The NSA report was dated May 5, the same as the document Winner had leaked.

    U.S. intelligence agencies later confirmed Russian meddling.

    With Ahed Tamimi’s sentence to jail, the truth has come out about Israel

    They might not have intended it – this is too big for them, and perhaps even too big for their arrogance, but they are the initiators of the regime, or at least its harbingers. They studied law and went to work (“to serve”) in the military courts. They were promoted and became military judges. That’s what they call the clerk-officers who work for the moral army as judges of the occupied in the occupied territories. They work in a military unit with a biblical name: the “Judea Military Court,” and they decide people’s fate. No doubt they’re certain they’re working in a legal system, like they were taught at university. There are, after all, prosecutors and defense attorneys in it. There’s even a translator.
    Most of the work attracts no attention. In Israel, who cares what happens in the prefabs at the Ofer military base? They have sent thousands of people to an aggregate tens of thousands of years of imprisonment, and almost never exonerated anyone; at their workplace, there’s no such thing. They have also approved hundreds of detentions without hearings, even though there is no such thing in a country of law. Day after day, it’s just another day at the office.
    And then Ahed Tamimi came to them. Almost 2 million people around the world signed a petition calling for her release. And the forces of Israeli military justice just kept at it, clerks devoted to the system. Now they must be thanked. This time they exposed to the world the naked truth: They are working for an apartheid system. They are its harbingers. They are its formulators. They are its contractors, small cogs in a big machine, but reflective of reality.
    The three officers who judged the teenage girl in various military courts, Col. Netanel Benishu, president of the Military Court of Appeals (there’s no shortage of titles here), who approved the hearing in the dark behind closed doors; Lt. Col. Menahem Lieberman, president of the Judea Military Court, who approved the plea bargain by which Tamimi and her mother would serve eight months in prison for nothing, or for her heroism, and Lt. Col. Haim Balilty, who approved her remaining in custody throughout the trial. One day they’ll be appointed to the Supreme Court. A colonel, and two lieutenant colonels who told the world: There’s apartheid here.
    Only by chance were the three all religious, a kind of innocent coincidence. We don’t know who among them is a settler, but that of course means nothing either. They went to work in a military court of the occupation to protect human rights in the territories, in the name of the Lord of Hosts.After their rulings on Tamimi, there are no fair-minded people left in the world, not even in brainwashed Israel, who can seriously claim that an apartheid regime does not exist in the territories. The BDS movement should congratulate the officers who lifted all doubt from those who still had any doubts. The legal system that has one law for Jews and another for Palestinians, without apology, without whitewashing, should be appreciated for its honesty. A legal system that sentenced a soldier who shot a wounded man to only one more month than its sentence for a teenage girl who slapped a soldier – this is a system that openly admits it considers slapping the occupier equal to the murder of a person under occupation. Only one month separates the two.

    Ha Yoon-na always believed in feminism, but never wanted to call herself a “feminist.” In South Korea, that word carries a negative connotation, and Ha, a 30-year-old book translator, worried she’d be judged and marginalized.

    Ha overcame her fear last year when she visited a feminist space in Seoul. At Doing Cafe, among its more than 1,000 volumes of feminist literature, plus plenty of patrons eager to discuss them, she felt comfortable enough to talk openly about feminism for the first time.

    As a language lover and an impassioned translator, as a cognitive scientist and a lifelong admirer of the human mind’s subtlety, I have followed the attempts to mechanize translation for decades. When I first got interested in the subject, in the mid-1970s, I ran across a letter written in 1947 by the mathematician Warren Weaver, an early machine-translation advocate, to Norbert Wiener, a key figure in cybernetics, in which Weaver made this curious claim, today quite famous:

    When I look at an article in Russian, I say, “This is really written in English, but it has been coded in some strange symbols. I will now proceed to decode.”

    Some years later he offered a different viewpoint: “No reasonable person thinks that a machine translation can ever achieve elegance and style. Pushkin need not shudder.” Whew! Having devoted one unforgettably intense year of my life to translating Alexander Pushkin’s sparkling novel in verse Eugene Onegin into my native tongue (that is, having radically reworked that great Russian work into an English-language novel in verse), I find this remark of Weaver’s far more congenial than his earlier remark, which reveals a strangely simplistic view of language. Nonetheless, his 1947 view of translation-as-decoding became a credo that has long driven the field of machine translation.

    Before showing my findings, though, I should point out that an ambiguity in the adjective “deep” is being exploited here. When one hears that Google bought a company called DeepMind whose products have “deep neural networks” enhanced by “deep learning,” one cannot help taking the word “deep” to mean “profound,” and thus “powerful,” “insightful,” “wise.” And yet, the meaning of “deep” in this context comes simply from the fact that these neural networks have more layers (12, say) than do older networks, which might have only two or three. But does that sort of depth imply that whatever such a network does must be profound? Hardly. This is verbal spinmeistery .

    I began my explorations very humbly, using the following short remark, which, in a human mind, evokes a clear scenario:

    In their house, everything comes in pairs. There’s his car and her car, his towels and her towels, and his library and hers.

    The translation challenge seems straightforward, but in French (and other Romance languages), the words for “his” and “her” don’t agree in gender with the possessor, but with the item possessed. So here’s what Google Translate gave me:

    Dans leur maison, tout vient en paires. Il y a sa voiture et sa voiture, ses serviettes et ses serviettes, sa bibliothèque et les siennes.

    We humans know all sorts of things about couples, houses, personal possessions, pride, rivalry, jealousy, privacy, and many other intangibles that lead to such quirks as a married couple having towels embroidered “his” and “hers.” Google Translate isn’t familiar with such situations. Google Translate isn’t familiar with situations, period. It’s familiar solely with strings composed of words composed of letters. It’s all about ultrarapid processing of pieces of text, not about thinking or imagining or remembering or understanding. It doesn’t even know that words stand for things. Let me hasten to say that a computer program certainly could, in principle, know what language is for, and could have ideas and memories and experiences, and could put them to use, but that’s not what Google Translate was designed to do. Such an ambition wasn’t even on its designers’ radar screens.

    It’s hard for a human, with a lifetime of experience and understanding and of using words in a meaningful way, to realize how devoid of content all the words thrown onto the screen by Google Translate are. It’s almost irresistible for people to presume that a piece of software that deals so fluently with words must surely know what they mean. This classic illusion associated with artificial-intelligence programs is called the “Eliza effect,” since one of the first programs to pull the wool over people’s eyes with its seeming understanding of English, back in the 1960s, was a vacuous phrase manipulator called Eliza, which pretended to be a psychotherapist, and as such, it gave many people who interacted with it the eerie sensation that it deeply understood their innermost feelings.

    To me, the word “translation” exudes a mysterious and evocative aura. It denotes a profoundly human art form that graciously carries clear ideas in Language A into clear ideas in Language B, and the bridging act not only should maintain clarity, but also should give a sense for the flavor, quirks, and idiosyncrasies of the writing style of the original author. Whenever I translate, I first read the original text carefully and internalize the ideas as clearly as I can, letting them slosh back and forth in my mind. It’s not that the words of the original are sloshing back and forth; it’s the ideas that are triggering all sorts of related ideas, creating a rich halo of related scenarios in my mind. Needless to say, most of this halo is unconscious. Only when the halo has been evoked sufficiently in my mind do I start to try to express it—to “press it out”—in the second language. I try to say in Language B what strikes me as a natural B-ish way to talk about the kinds of situations that constitute the halo of meaning in question.

    This process, mediated via meaning, may sound sluggish, and indeed, in comparison with Google Translate’s two or three seconds per page, it certainly is—but it is what any serious human translator does. This is the kind of thing I imagine when I hear an evocative phrase like “deep mind.”

    A friend asked me whether Google Translate’s level of skill isn’t merely a function of the program’s database. He figured that if you multiplied the database by a factor of, say, a million or a billion, eventually it would be able to translate anything thrown at it, and essentially perfectly. I don’t think so. Having ever more “big data” won’t bring you any closer to understanding, since understanding involves having ideas, and lack of ideas is the root of all the problems for machine translation today. So I would venture that bigger databases—even vastly bigger ones—won’t turn the trick.

    Another natural question is whether Google Translate’s use of neural networks—a gesture toward imitating brains—is bringing us closer to genuine understanding of language by machines. This sounds plausible at first, but there’s still no attempt being made to go beyond the surface level of words and phrases. All sorts of statistical facts about the huge databases are embodied in the neural nets, but these statistics merely relate words to other words, not to ideas. There’s no attempt to create internal structures that could be thought of as ideas, images, memories, or experiences. Such mental etherea are still far too elusive to deal with computationally, and so, as a substitute, fast and sophisticated statistical word-clustering algorithms are used. But the results of such techniques are no match for actually having ideas involved as one reads, understands, creates, modifies, and judges a piece of writing.

    Let me return to that sad image of human translators, soon outdone and outmoded, gradually turning into nothing but quality controllers and text tweakers. That’s a recipe for mediocrity at best. A serious artist doesn’t start with a kitschy piece of error-ridden bilgewater and then patch it up here and there to produce a work of high art. That’s not the nature of art. And translation is an art.

    In my writings over the years, I’ve always maintained that the human brain is a machine—a very complicated kind of machine—and I’ve vigorously opposed those who say that machines are intrinsically incapable of dealing with meaning. There is even a school of philosophers who claim computers could never “have semantics” because they’re made of “the wrong stuff” (silicon). To me, that’s facile nonsense. I won’t touch that debate here, but I wouldn’t want to leave readers with the impression that I believe intelligence and understanding to be forever inaccessible to computers. If in this essay I seem to come across sounding that way, it’s because the technology I’ve been discussing makes no attempt to reproduce human intelligence. Quite the contrary: It attempts to make an end run around human intelligence, and the output passages exhibited above clearly reveal its giant lacunas.

    From my point of view, there is no fundamental reason that machines could not, in principle, someday think, be creative, funny, nostalgic, excited, frightened, ecstatic, resigned, hopeful, and, as a corollary, able to translate admirably between languages. There’s no fundamental reason that machines might not someday succeed smashingly in translating jokes, puns, screenplays, novels, poems, and, of course, essays like this one. But all that will come about only when machines are as filled with ideas, emotions, and experiences as human beings are. And that’s not around the corner. Indeed, I believe it is still extremely far away. At least that is what this lifelong admirer of the human mind’s profundity fervently hopes.

    When, one day, a translation engine crafts an artistic novel in verse in English, using precise rhyming iambic tetrameter rich in wit, pathos, and sonic verve, then I’ll know it’s time for me to tip my hat and bow out.

    Chickens have a way of coming home to roost in the tech industry—and gaming hasn’t been immune to the lawless, “that’s tomorrow’s problem” mentality that leads to one ballooning crisis of irresponsibility after another. Instead of getting out in front of a predictable problem and putting guardrails around it, the industry tends to let things explode before admitting anything is even remotely wrong.

    This was on my mind as I saw the latest debates about microtransactions and gambling swirl around. It’s all been discussed by popular gaming YouTubers like Jim Sterling and TotalBiscuit, as well as gaming journalists, the ESRB weighed in (with predictable cowardice), and it’s even been brought to the attention of the British government.

    That last bit should worry the industry. Its failure to self-regulate, to develop wide ranging ethical standards for the practice, will lead inevitably to the imposition of regulations from without. Gaming studios have, for the moment, been glorying in the grey area created by technological novelty, after all. Most people still don’t know or care what a “lootbox” is, much less regard its contents as in any way valuable.

    I welcome your article here, I’ve been one of the most outspoken critics of these tactics in the world community for some time. When I published “Monetizing Children” (https://www.gamasutra.com/blogs/RaminShokrizade/20130620/194429/Monetizing_Children.php) here on Gamasutra in mid 2013, it was the first article of its kind published anywhere. I believe that is because it was the ultimate taboo subject. Now more than 4 years later, it still is. That article caused me to be summoned to Panama for the ICPEN summit where international regulators met to decided how to protect children from a threat they still did not understand.

    USA regulators were a no show at the summit. Apple and Google were invited and declined. Disney did send a VP and when I presented slides of a Disney product made for young children that included a roulette wheel in the tutorial, the Disney exec ended up fleeing the summit before answering a single question from international regulators. She literally threw down her translator and went directly to the airport as regulators were attempting to question her.

    Even as governments in Asia attempt to regulate gacha boxes, many of the largest Western gaming companies feel themselves too big to regulate and do their best to avoid compliance. When China mandated the exposure of gacha box potential drops and their odds, instead of complying Activision Blizzard responded by changing the method that the random reward was deployed in Overwatch ever so slightly in an effort to avoid the letter of the law but not the effect. When a Blizzard business intelligence exec asked me my opinion about the monetization system for Overwatch earlier this year, i told him it was not in the interests of consumers to not comply, and that challenging the Chinese government would not be in the interests of the company long term. He just smiled and shrugged.

    And yes of course the ESRB is going to avoid regulating America’s industry. That’s what they do. But when other countries do act to protect their citizens, the result is a patchwork of global regulation that is very complex for Western game developers to navigate. So ultimately they will be forced to comply with the stricter regulations as that’s easier than having a different product in every country.

    The challenges of translating a maritime novel into a ‘landlocked’ language

    Čemerski spent about 12 years working on the translation of “Moby-Dick,” a project initiated during his undergraduate studies at Graceland University in Iowa, USA. He conducted it as a scientific endeavor, and used it as basis of his masters’ thesis in linguistics.

    This was not the first translation of “Moby-Dick” in Macedonian. There was one edition published in the 1980s, translated from Serbo-Croatian, which did not produce a lasting impact.

    The main problem of translating a book from 1851 about sailing and whaling was that the Macedonian language lacked maritime terminology. Most of the ethnic Macedonian population had been landlocked during the last centuries, having little contact with the sea in general and sailing in particular. In order to overcome this, Čemerski had to re-construct the vocabulary by first discovering the origins of the English terms, and then trace their equivalents in Macedonian or other Slavic languages.

Another English practitioner who is nearing the end of a forty-year career in Hong Kong had a particularly impressive story of an impossible task set him by a client bent on testing his trustworthiness:

    I was phoned up from Osaka once, by a client who said, “I’m sitting across from Owagi-san, who speaks no English, but we are bowing to each other. He has just said to me through a translator that he needs a thousand sides of smoked salmon by Tuesday, and I’m relying on you to get them.” I said, “I’m your wealth manager, not your fishmonger.” And the client said, “Well, today you’re a fishmonger.” So I had to ring up a friend who knew the guy from Unilever who runs the smoked salmon plant in Scotland. And the plant manager made it happen. So I found out later that my client was testing me by setting me an impossible task—he told me that he was trying to see if I was really up to the kind of job he wanted me to do.

    The story is reminiscent in some ways of the tales of knightly quests, complete with seemingly insurmountable obstacles and abject humiliations (“today you’re a fishmonger”)—with a shipment of smoked salmon in place of the Holy Grail. The question behind the impossible task remains consistent: Are you truly devoted?

    Clients may also have a pragmatic reason for posing these tests: They allow the client to discover whether the wealth manager possesses the kind of social networks and influence necessary to provide extraordinary personal service. In this case, being “up to the kind of job” the client wanted depended not just on personal resolve but also on knowing the right people, in this case a friend with connections at Unilever. This is consistent with previous research showing that elite professionals serve their clients in part by acting as commercial “matchmakers,” facilitating opportunities that are not available publicly. For example, a study of 19th-century British lawyers showed how their familiarity with clients’ business dealings allowed them to create whole new industries, such as the country’s railroad system; the professionals established a kind of private market, accessible only to the upper crust of British society. Access to such opportunities hinged entirely on trust between clients and professionals, and the related perception of exclusivity. As the study concluded, “To avail oneself of opportunities, one has to be ‘one of us.’”

    Capital without Borders: Wealth Managers and the One Percent (Harvard University Press, 2016) is an innovative approach to addressing a problem that is even more pressing than income inequality—wealth inequality. Recognizing that the wealthy are “notoriously difficult to study,” Harrington, a sociologist, decided to focus instead on wealth managers. In some ways, however, they are even less accessible. As professionals, they are constrained by privacy considerations. Moreover, as a group they have come under attack for being “agents of money laundering and tax evasion” and are thus suspicious of outsiders. To overcome this barrier to access, Harrington trained for two years to gain certification by STEP (Society of Trust and Estate Practitioners) as a wealth manager herself. Between 2008 and 2015 she conducted 65 interviews with wealth managers in 18 countries.

    Chappelle’s comedy found fans in many worlds. At a recent barbecue in Philadelphia, a friend of the host dutifully but disinterestedly interrogated me about my life, and got excited only when my mother let it slip that I was working on a piece about Dave Chappelle. “Aw, man. I miss that guy,” he said. “He was my friend. I really felt like he was my friend.” I hear this a lot, usually from white people, and usually from white people without many black friends—like this seventy-year-old comparative literature professor in Birkenstocks. Part of what made the show so ingenious was that Chappelle’s racial invective found friends in strange places. With a regularly broadcasted television show, Chappelle was finally able to display what writer and activist Kevin Powell described in an Esquire profile as a “unique capacity to stand out and blend in, to cross boundaries and set up roadblocks.” Almost overnight, Chappelle became America’s black friend. He was a polyglot. He told Powell that, growing up, he used to “hang out with the Jewish kids, black kids, and Vietnamese immigrants,” and it was apparent that Chappelle had used these experiences to become America’s consul and translator for all things racial.

    • Chappelle did such a good job of truth-telling, on every subject, that nobody knew what to do when he just stopped talking. In no way did his quitting conform to our understanding of the comic’s one obligation: to be funny. To talk to us. To entertain us. To make us laugh. We aren’t used to taking no for an answer, to being rejected, especially not by the people who are supposed to make us smile. Especially not by black men who are supposed to make us smile. And yet Chappelle did just that. And so, like everyone, I wondered what had happened. What had happened, and, more so, what had brought Chappelle to—and kept him in—Yellow Springs?At a stand-up appearance in Sacramento in 2004, a frustrated Chappelle lashed out at his hecklers from the stage, yelling, “You people are stupid!” So what was it about this small college town—where hippies slipped me bags of Girl Scout cookies, where Tibetan jewelry stores and fair-trade coffee shops dotted the main street, and where kindly white ladies crossed the street to tell me my wild hair was giving them life—that made it more satisfying than celebrity or fame?

    • Seon was born in Washington, DC. Her father was a fair-skinned man who was adopted by a black woman. Although he self-identified as black, by all accounts he looked Greek. He was also blind. On the day Martin Luther King Jr. was shot, Chappelle’s grandfather was on a city bus and overheard rumblings of a beat-down about to happen to a white fellow on his bus. That guy’s gonna be in trouble, he thought. He did not realize that he was the white man being threatened. This anecdote about his grandfather would inspire Chappelle’s “Clayton Bigsby” sketch—the unforgettable short mockumentary about a blind white supremacist who does not know he is black.

      I spent a week in this part of Ohio, and during my stay I was invited to do all sorts of things with people of all kinds—rich and poor, white and black. I was invited to go flying, dig for worms at midnight, and plant raspberry bushes. My request to drive a tractor was turned down, not because I don’t know how to drive but because the tractor had been put away. In Ohio, there is space for people to do what they want. There is a lot of land, plenty of it. This is where enslaved people ran to, certain that they had finally evaded capture. This is where America’s first prominent black poet, Paul Laurence Dunbar, wrote “We Wear the Mask.” And somewhere in the midst of it all is Dave Chappelle’s home.
