When the US entered the nuclear age, it did so recklessly. New research suggests that the hidden cost of developing nuclear weapons were far larger than previous estimates, with radioactive fallout responsible for 340,000 to 690,000 American deaths from 1951 to 1973.
The study, performed by University of Arizona economist Keith Meyers, uses a novel method (pdf) to trace the deadly effects of this radiation, which was often consumed by Americans drinking milk far from the site of atomic tests.
Those measurements, however, did not capture the full range of effects over time and geography. Meyers created a broader picture by way of a macabre insight: When cows consumed radioactive fallout spread by atmospheric winds, their milk became a key channel to transmit radiation sickness to humans. Most milk production during this time was local, with cows eating at pasture and their milk being delivered to nearby communities, giving Meyers a way to trace radioactivity across the country.
The National Cancer Institute has records of the amount of Iodine 131—a dangerous isotope released in the Nevada tests—in milk, as well as broader data about radiation exposure. By comparing this data with county-level mortality records, Meyers came across a significant finding: “Exposure to fallout through milk leads to immediate and sustained increases in the crude death rate.” What’s more, these results were sustained over time. US nuclear testing likely killed seven to 14 times more people than we had thought, mostly in the midwest and northeast.

Black women are more likely to be uninsured outside of pregnancy, when Medicaid kicks in, and thus more likely to start prenatal care later and to lose coverage in the postpartum period. They are more likely to have chronic conditions such as obesity, diabetes and hypertension that make having a baby more dangerous. The hospitals where they give birth are often the products of historical #segregation, lower in quality than those where white mothers deliver, with significantly higher rates of life-threatening complications.
Those problems are amplified by unconscious #biases that are embedded in the medical system, affecting quality of care in stark and subtle ways. In the more than 200 stories of #African-American mothers that ProPublica and NPR have collected over the past year, the feeling of being devalued and disrespected by medical providers was a constant theme.
There was the new mother in Nebraska with a history of hypertension who couldn’t get her doctors to believe she was having a heart attack until she had another one. The young Florida mother-to-be whose breathing problems were blamed on obesity when in fact her lungs were filling with fluid and her heart was failing. The Arizona mother whose anesthesiologist assumed she smoked marijuana because of the way she did her hair. The Chicago-area businesswoman with a high-risk pregnancy who was so upset at her doctor’s attitude that she changed OB/GYNs in her seventh month, only to suffer a fatal postpartum stroke.
Over and over, black women told of medical providers who equated being African-American with being poor, uneducated, noncompliant and unworthy. “Sometimes you just know in your bones when someone feels contempt for you based on your #race,” said one Brooklyn, N.Y., woman who took to bringing her white husband or in-laws to every prenatal visit. Hakima Payne, a mother of nine in Kansas City, Mo., who used to be a labor and delivery nurse and still attends births as a midwife-doula, has seen this cultural divide as both patient and caregiver. “The nursing culture is white, middle-class and female, so is largely built around that identity. Anything that doesn’t fit that #identity is suspect,” she said. Payne, who lectures on unconscious bias for professional organizations, recalled “the conversations that took place behind the nurse’s station that just made assumptions; a lot of victim-blaming — ’If those people would only do blah, blah, blah, things would be different.’”

But it’s the discrimination that black women experience in the rest of their lives — the double whammy of race and gender — that may ultimately be the most significant factor in poor maternal outcomes.
“It’s chronic stress that just happens all the time — there is never a period where there’s rest from it. It’s everywhere; it’s in the air; it’s just affecting everything,” said Fleda Mask Jackson, an Atlanta researcher who focuses on birth outcomes for middle-class black women.
It’s a type of stress for which education and class provide no protection. “When you interview these doctors and lawyers and business executives, when you interview African-American college graduates, it’s not like their lives have been a walk in the park,” said Michael Lu, a longtime disparities researcher and former head of the Maternal and Child Health Bureau of the Health Resources and Services Administration, the main federal agency funding programs for mothers and infants. “It’s the experience of having to work harder than anybody else just to get equal pay and equal respect. It’s being followed around when you’re shopping at a nice store, or being stopped by the police when you’re driving in a nice neighborhood.”

An investment firm run by Bill Gates has put down $80 million to develop a planned community in Arizona. The 25,000 acres of land is about 45 minutes west of Phoenix, in an area called the West Valley. The community, which Gates wants to turn into a “smart city,” will be named Belmont.
“Belmont will create a forward-thinking community with a communication and infrastructure spine that embraces cutting-edge technology, designed around high-speed digital networks, data centers, new manufacturing technologies and distribution models, autonomous vehicles and autonomous logistics hubs,” Belmont Partners, the Arizona real state investment company involved in the deal, said in a news release.
This isn’t the first intentional community built to optimize urban life in the area. About an hour north of Phoenix, the experimental town Arcosanti was built by architect Paolo Soleri in the ’70s. The retrofuturist site follows Soleri’s philosophy of arcology, an integration of architecture and ecology. The town is rumored to be one of the inspirations for the architecture of Star Wars’ Tatooine.
It’s unlikely that Gates’ new city will be as ambitious or aesthetically sublime as Soleri’s project. But perhaps it will bring utopian ideas of planned communities, mostly abandoned in recent decades, into the 21st century.

(JTA) — The American Civil Liberties Union criticized a city in Texas for requiring applicants for Hurricane Harvey rebuilding funds to certify in writing that they will not take part in a boycott of Israel.
The website for Dickinson, Texas, is accepting applications for individuals and businesses who need assistance following the devastating August hurricane. According to the application, those who sign must verify that the applicant “(1) does not boycott Israel; and (2) will not boycott Israel during the term of this Agreement.”

Two artists — one Mexican, one American — piled into a white Sprinter van stuffed with camping gear, photo equipment and art supplies for a 3,721-mile journey to mark the expanse of the U.S.-Mexico border.
Marcos Ramirez, known as “ERRE,” a Tijuana artist who tackles border topics in sculptural and conceptual works, and David Taylor, an Arizona photographer who has documented the border, began the first leg of their journey in July 2014 with a two-hour crossing from Tijuana into the U.S. at the international border.

Hate crimes have jumped by nearly 20 percent in major U.S. cities through much of this year, after increasing nationally by 5 percent last year, according to police data compiled by the Center for the Study of Hate and Extremism at California State University at San Bernardino.
The number of hate crimes in 13 cities with a population of over 250,000 rose to 827 incidents, up 19.9 percent from 690 reported during the same period last year, according to the study. Only two cities - Columbus, Ohio, and Riverside, California - posted declines.
Among the nation’s six largest cities, including New York City, Los Angeles and Chicago, the number of hate incidents increased to 526 from 431 last year, up 22.4 percent, according to the study.
In New York City, hate crimes jumped 28.4 percent; in Los Angeles by 13 percent; in Philadelphia by 9 percent; in Chicago, by 8.3 percent, and in Phoenix, Arizona, by a whopping 46 percent. Houston, the nation’s No. 4 city, bucked the trend, reporting five incidents through July 31, the same number as last year.
Major hate crimes reported this year included the stabbing of an African-American man in New York City in March; the fatal stabbing of two men protecting a hijab-wearing Muslim woman in Portland, Oregon in May; and the killing of a protester in Charlottesville, Virginia last month.
All were committed by “avowed white supremacists,” said Brian Levin, director of the hate and extremism studies center in California.
If 2017 ends with an overall increase, it would mark the third consecutive annual rise in hate crimes, something not seen since 2004, according to Levin said.

Vigilantes Not Welcome : A Border Town Pushes Back on Anti-Immigrant Extremists
In late August last year, 39-year-old Michael Lewis Arthur Meyer exited La Gitana bar in Arivaca, Arizona, took out his phone, and started recording a video for his Facebook page: “So down here in Arivaca, if you like to traffic in children, if you like to make sure women and children have contraceptives before handing them off to the coyotes to be dragged through the desert, knowing they’re going to get raped along the way, if you’re involved in human trafficking or dope smuggling, these individuals have your back.”
Meyer, who had a trim red beard, dark sunglasses, and a camouflage American flag hat, aimed his cellphone camera at a wooden awning on a small white bungalow across the street from La Gitana, panning between two signs with the words “Arivaca Humanitarian Aid Office” and “Oficina De Ayuda Humanitaria” in turquoise letters.
The video went on for nine and a half minutes, as Meyer, the leader of a group called Veterans on Patrol, which had more than 70,000 followers on Facebook, talked about stopping border crossers and searching abandoned mineshafts for evidence of trafficked women and children. Every couple of minutes he would return to the aid office.

The claims were false and outrageous. But Meyer had an audience, and people in town were well aware of how media-fueled anti-immigrant vitriol and conspiracies could spill over into real-world violence. It had happened there before.
Arivaca sits just 11 miles north of the Mexico border in a remote area of the Sonoran Desert. For about two decades, anti-immigrant vigilante groups have patrolled the region to try to remedy what they perceive as the federal government’s failure to secure the border. In 2009, the leader of one of these groups and two accomplices murdered two residents—a little girl and her father—during a home invasion and robbery planned to fund their activities. Meyer’s video brought that trauma back and was quickly followed by a series of incidents revolving around various vigilante groups, La Gitana, and the humanitarian aid office. When I visited in mid-September, the town was clearly on edge. “If we don’t do something about [the situation], we’re going to have bodies here again,” Arivaca’s unofficial mayor, Ken Buchanan, told me.
Shortly before making his video, Meyer had been sitting in La Gitana with several volunteers from Veterans on Patrol. Megan Davern, a 30-year-old meat cutter with work-worn hands and long brown hair, was tending bar. She had heard that a rancher living along the border was having issues with a vigilante group trespassing and flying drones over his property.
“I walked into the bar at four o’clock one day to start a shift, and I saw this big group of people in fatigues with empty gun holsters and a drone on the table, and I felt it was probably them,” Davern recalled.
Davern had heard the group’s name before and quickly did some internet research, reading highlights as the men drank. The group was founded to provide support to homeless veterans. Then, in May 2018, Meyer—who is not a veteran and has a criminal history—claimed he had discovered a child sex trafficking camp at an abandoned cement factory in Tucson. The camp, he said, was part of a pedophilia ring, and on his Facebook page he shared posts linking it to the Clintons, George Soros, and Mexican drug cartels.
Meyer, who showed up for rancher Cliven Bundy’s 2014 armed standoff with authorities in Nevada and was present during Bundy’s sons’ occupation of an Oregon wildlife refuge in 2016, declined an interview request. But the story he was spreading mimicked right-wing conspiracies like Pizzagate and QAnon, and though Tucson police investigated and debunked his claims, Meyer gained tens of thousands of social-media followers. With donations of supplies and gift cards pouring in from supporters, he vowed to gather evidence and save the women and children he claimed were being victimized.
Davern watched as Meyer and the other Veterans on Patrol volunteers left La Gitana and started filming the first video. Toward the end of the video, she stepped out of the bar to confront them. “We’ve been hearing about you for a long time,” she said, as Meyer turned the camera on her. “I’d appreciate if you don’t come in anymore.”
Banning Veterans on Patrol, Davern told me, was an easy decision: “We have a strict no-militia policy at the bar because of the history of militia violence in this town.”
Arivaca is a quirky place. To start with, it’s unincorporated, which means there’s no official mayor, no town council, no police force. The 700 or so residents are an unlikely mix of miners, ranchers, aging hippies, artists, and other folks who stumbled across the odd little community, became enchanted, and decided to make it home. A single road runs through it, linking an interstate highway to the east and a state highway to the west. The next town is 30 minutes away; Tucson is 60 miles north.

Jagged hills covered in scraggly mesquite spread in every direction until they meet towering mountains at the distant southern horizon. The vast landscape swallows up the dividing line with Mexico, but the presence of the border looms large.
By the early 2000s, a federal policy called Prevention Through Deterrence had pushed border crossers from urban areas to more hostile terrain like the desert around Arivaca. Migrant deaths skyrocketed, and Arivaca eventually became a staging ground for volunteers caching water and food in the desert. Some settled down, and residents opened the humanitarian aid office in 2012.
The border crossers also caught the attention of vigilante groups, many of which had formed in the late ’90s in Texas and California, and which ranged from heavily armed paramilitary-type organizations to gangs of middle-aged men sitting on lawn chairs with binoculars. “They realized that ground zero was really on the Arizona border,” said Mark Pitcavage, who researches right-wing extremism at the Anti-Defamation League.

Beirich credits the Minutemen with helping mainstream the demonization of undocumented migrants, calling the media-savvy group “probably the thing that started off what ultimately becomes Donald Trump’s anti-immigrant politics.”
But by 2007, the organization was splintering. One spinoff, Minutemen American Defense (MAD), was led by a woman named Shawna Forde, a name that no one in Arivaca would soon forget.
“The whole town has those emotional scars.”
Just before 1 a.m. on May 30, 2009, Forde and two accomplices murdered nine-year-old Brisenia Flores and her 29-year-old father, Raul, in their home. They also injured Brisenia’s mother, Gina Gonzales, before she drove them away by grabbing her husband’s gun and returning fire.
Raul Flores was rumored to be involved in the drug trade, and Forde, a woman with a long criminal history, had devised a plan to rob his home and use the money to finance MAD.
The murders shook Arivaca. “The whole town has those emotional scars,” Alan Wallen, whose daughter was friends with Brisenia, told me.
The day that Meyer filmed that first Facebook video in Arivaca, Terry Sayles, 69, a retired schoolteacher with a long-standing research interest in far-right groups, was at his home in Green Valley, some 45 minutes away. Sayles had been following Veterans on Patrol since the cement plant conspiracy theory first surfaced. When he saw Meyer’s video outside La Gitana, he called the bar with a warning. “You guys know that you’re on Facebook?” he asked.
“Oh, great,” Davern remembered thinking. Until then, she hadn’t realized Meyer’s video was online. “I didn’t know what the ramifications would be. Were people going to come into my work and harass me? Threaten me with violence? Were they going to find out where I live?”
Around the time of Davern’s confrontation outside the bar, La Gitana put up a sign saying that members of border vigilante groups were not welcome inside. It didn’t mention Veterans on Patrol but instead singled out another group: Arizona Border Recon (AZBR).
Tim Foley, the leader of AZBR, had moved to Arivaca in the summer of 2017. Before starting the group in 2011, Foley, who has piercing blue eyes and leathery skin from long hours in the sun, worked construction jobs in Phoenix until 2008, when the financial crisis hit. “Everything fell apart,” he told me over the phone.
Foley said that after years of seeing immigration violations on work sites go unpunished, he went down to the border and decided to dedicate himself to stopping undocumented crossers. The Southern Poverty Law Center considers AZBR a nativist extremist group, but Foley now says his main mission is gathering intelligence on Mexican drug cartels.
Just before I visited Arivaca, Foley was in Washington, DC, speaking at “The Negative Impact of Illegal Alien Crime in America,” a rally hosted by families of people killed by undocumented immigrants. Other speakers included former Maricopa County Sheriff Joe Arpaio, who is also a Trump pardon recipient; presidential adviser Kellyanne Conway; and Rep. Steve King, a Republican from Iowa with a history of racist and anti-immigrant rhetoric.
A few days after Meyer filmed his video, a BearCat armored vehicle—the kind used by SWAT teams—came rolling into Arivaca. It had a mock .50-caliber machine gun affixed to a turret on its roof and belonged to the Utah Gun Exchange, a marketplace and media company based near Salt Lake City with a mission to build what one of its co-owners, 46-year-old Bryan Melchior, described as “web platforms that allow free speech and that promote and protect the Second Amendment.”
Before coming to Arivaca, the group had followed survivors of the Parkland high school shooting around the country during the teens’ “March for Our Lives” tour. But after President Trump threatened to shut down the government over funding for his border wall, Melchior shifted his attention. “Ultimately, we came here to tell stories from the border, and that’s what brought us to Arivaca, because there are some outspoken public figures here. Tim Foley is one of them,” Melchior told me.
Melchior, stocky with a scruffy salt-and-pepper beard and an ever-present sidearm, and his crew decided to get dinner at La Gitana. Davern was tending bar and asked the group what they were up to. When Melchior said they were a media company in town to tell border stories and that they were in touch with Foley, “the whole thing went to hell in a handbag,” he recalled.
Davern said she left their initial conversation feeling optimistic that the Utah Gun Exchange’s platform could be a good avenue to reach a different audience with information about what life was actually like at the border. But when she found out it had a channel called BuildTheWallTV, she changed her mind.
Melchior was down by the border when somebody sent him a picture of a new sign in La Gitana’s window listing the Utah Gun Exchange and Veterans on Patrol as groups that were not welcome. He later went into La Gitana with an open container of alcohol from a store across the street to ask about the sign. The interaction did not go well.
The next day, Meyer came back to town ready to film again. Playing to an audience watching in real time on Facebook Live, he walked up to La Gitana, showed the signs hanging in the window, and knocked. “Do you stand by your convictions to tell tens of thousands of supporters [that they’re not welcome]?” he asked the bartender working that day.
“Sure. Absolutely,” she replied.
Meyer went on to say that Veterans on Patrol was going to build a wall around Arivaca to make it part of Mexico. He then walked across the street to again film the humanitarian office: “This town’s made it apparent they don’t want us. They’d rather have the illegals crossing over. They’d rather help traffic the children and the women.”
To many Arivaca residents, it felt like things were building toward cataclysm. “People are terrified,” Davern told me. “These people come to town and they’re threatening. Extremely threatening.”

So they called a town meeting. It was held on September 9, and about 60 people came. Terry Sayles, the retired teacher from Green Valley, was there. He suggested that the town report Veterans on Patrol’s page to Facebook. The residents set up a phone tree in case they needed to quickly rally aid—local law enforcement is at least an hour away. Kelly and a couple of others formed a neighborhood watch of sorts. “We had a strategy that we had rehearsed so that if in fact there was some attempt by somebody to do harm, we could de-escalate it in a hurry and quietly defuse it,” he said.Arivacans weren’t so much concerned about Foley, Meyer, or Melchior, but about their followers, who might see their inflammatory videos and posts about Arivaca and take matters into their own hands. “Our greatest fear was some person incensed at the thought of this community engaged in sex traffic would come out here and have a shootout at our local tavern,” Dan Kelly, a Vietnam War veteran who lives in Arivaca, told me.
One of the most important things, though, was channeling the spiraling fear into a productive reaction. “We worked hard to separate the emotional response to it and try to look at it logically and coldly,” Kelly said. “The visceral side, the emotional side, was the impetus to get organized and take a rational response.”
Their containment approach worked. A couple of days after the meeting, Veterans on Patrol’s main Facebook account was taken down, stripping Meyer of his audience. The Utah Gun Exchange eventually packed up and left. Many people had refused to talk to the outlet. “Arivaca is the most unwelcoming town I’ve ever been to in my life,” Melchior complained to me.
In January, Melchior was charged in Utah with felony drug and weapons possession. Meyer also faces legal trouble, some of it stemming from videos he took of himself trespassing on private property around Tucson. He currently has several cases pending in the Pima County court system.
“There’s been significantly less obvious militia activity in Arivaca, which I contribute to a victory on our part,” Davern told me during a recent phone call. “There’s a lot less fear going around, which is great.” Town meetings continued for a while but have stopped for now. But to Davern, as long as Tim Foley is still in town, the issue isn’t resolved. “That person needs to leave,” she said, describing him as a magnet for conflict. High Country News detailed an incident in early March when locals eager to keep the peace dissuaded a group of reportedly self-described anarchists who had come to town to confront him.
Foley knows what Davern and others in Arivaca think about him but insists there’s a silent majority in town that supports his presence. “They can keep calling me the bad guy. I already know I’m not, or else I still wouldn’t be walking the streets,” he told me. “I’m not moving. I’m staying in Arivaca. They can keep crying for the rest of their lives. I really don’t care.”
Even at the height of their fear, a question hovered over the town’s residents: Were they overreacting?
It’s a question more people across the country confront as they wake up to the reality of right-wing extremism and violence. When I was in Arivaca, the answer was clear to Clara Godfrey, whose nephew Albert Gaxiola was Shawna Forde’s accomplice in the Flores murders. He and Forde had met at La Gitana. “We can never say, ‘We didn’t know,’ again,” Godfrey told me. “If anything happens, we have to say, ‘We knew, and it was okay with us.’”

Pénuries et hausses de prix ont émaillé le passage de l’ouragan Irma. Au point que les économistes libéraux eux-mêmes s’interrogent sur leurs dogmes.
Alors que la population fuyait Miami, menacée de destruction par l’ouragan Irma, la loi de l’offre et de la demande a joué, implacable. Ainsi, la population de cette ville de Floride a assisté à l’envolée des billets d’avion pour fuir : le prix d’un vol aller pour Phoenix, en Arizona, a bondi de 550 dollars jusqu’à 3 250 dollars, provoquant une indignation immédiate. Les compagnies ont assuré ensuite avoir plafonné leurs prix.
Au contraire, les téméraires, qui par obligation professionnelle, se rendirent dans la tempête de Miami à la dernière minute volèrent à prix cassé : 220 dollars pour partir par l’un des derniers vols vendredi 8 septembre dans l’après-midi, avant la fermeture de l’aéroport, et revenir mardi à New York par le premier avion.
Rien que de très logique, tout comme le furent la ruée sur l’essence et les supermarchés, qui conduisirent à des pénuries et des hausses de tarifs. Ces dernières ont poussé les habitant de Floride à déposer plus de 8 000 plaintes auprès de la justice pour prix abusifs.
L’affaire conduit mardi 12 septembre le New York Times à s’interroger sur la spéculation au temps des catastrophes : « Les prix abusifs peuvent-ils aider les victimes ? Pourquoi certains économistes disent oui. » Un brin provocateur, le quotidien de centre-gauche appelle à son secours les disciples libéraux de Milton Friedman, sur l’utilité de laisser jouer le marché.
« L’éthique des prix abusifs »
Matt Zwolinski, de l’université de San Diego, auteur d’un article sur « l’éthique des prix abusifs » prend l’exemple d’un hôtel : si le prix est doublé, une riche famille va se serrer dans une chambre au lieu d’en prendre deux tandis qu’une autre serait restée dans sa maison abîmée mais encore habitable. Résultat, de la place disponible pour ceux qui en ont besoin.
Qu’il soit permis de confronter cette belle théorie à l’expérience de terrain. Vendredi, on réserve in extremis via Internet un appart-hôtel dans le centre-ville. Prix pour quatre nuits : 630 dollars, ménage compris. Imbattable, surtout lorsqu’on découvre les lieux – appartement luxueux avec salon, trois chambres. Encore plus imbattable lorsqu’on compare le prix avec d’autres compagnons d’ouragan, qui ont payé trois fois plus cher dans la même tour pour une seule chambre avec salon.
Curieux aveuglement de la main invisible du marché, que l’on a fini par comprendre lors d’un dîner avec Andrew, le gérant de la tour.
Pour lui, Irma est d’abord une très mauvaise nouvelle : tous les touristes annulent leur séjour à Miami, sa tour va se trouver vide. Sauf qu’il remarque que les hôtels de la ville côtière ferment les uns après les autres, forcés de mettre à l’abri leur personnel, et expulsent leurs clients en vertu de l’ordre d’évacuation.
Une main pas seulement invisible, mais imprévisible
Lui n’a pas ce souci : l’appart-hôtel peut vivre seul et surtout, sa tour, bâtie selon les normes anti-ouragan les plus strictes, est en léger surplomb de Downtown. Elle sera la dernière prise par les eaux et va devenir un refuge. Andrew flaire la bonne affaire et son intuition est confirmée lorsqu’il reçoit le coup de fil d’une équipe de la chaîne de télévision qatarie Al-Jazira. Elle veut louer des appartements, un par personne, peu importe le tarif : la couverture d’Irma n’a pas de prix. Conforté, Andrew décide de plus que doubler les prix.
Il tente de convaincre les différentes sociétés dont il gère les appartements de suivre la même politique. Tous le font, sauf la nôtre, persuadée que nul voudra venir à Miami. Elle divise au contraire par deux et demi son tarif habituel. Voilà l’histoire des divergences de prix. La main du marché n’est pas seulement invisible, elle est imprévisible : il fallait parier sur la hausse !
Au total, dans l’appart-hôtel, tous les lits n’étaient pas occupés. L’allocation des ressources a été gravement perturbée : par les riches insensibles au prix ; par ceux qui avaient fait une bonne affaire, surpris de leur confort. Il est vrai en revanche que les locataires à budget normal avaient choisi de se serrer et de partager les coûts.
A supposer que le marché ait fonctionné, l’affaire ne résout pas le problème des plus pauvres, restés sous l’ouragan. Interrogées sur la raison de leur présence, les familles modestes ou des touristes esseulés croisés au sud de Miami sur la route des Keys, ces îles submergées par l’ouragan, répondaient invariablement : « Où aller ? » L’envolée des prix des billets d’avions, tous bondés, n’a fait qu’une sélection par l’argent. Le marché oublie les pauvres.
Problème
L’école libérale a beau dénoncer les effets pervers du blocage des prix (marché noir, stocks de précaution excessifs créant des pénuries, même s’il était indispensable d’acheter de l’essence pour fuir et d’avoir de l’eau et de la nourriture pour survivre), elle concède qu’il y a un problème.
« Nous restons avec la difficulté de rendre ces biens accessibles à des personnes et des familles pauvres, dont beaucoup peuvent à peine se les payer en période de prix normaux », confesse sur son blog Joe Carter, contributeur pour le site très protestant et très libéral Acton Institute. Il propose qu’avant les catastrophes, l’Etat émette pour les pauvres des coupons qui compenseraient l’écart entre le prix de marché en temps de crise et le prix normal. On peut objecter qu’il s’agit de faire financer par le contribuable la pénurie de catastrophe au profit d’intérêts privés.
Fichu marché qui ne fonctionne pas non plus pour les assurances. Depuis 1968 et un ouragan dévastateur dans le golfe du Mexique, les assureurs américains ne couvrent pas les inondations. C’est l’Etat fédéral qui les supplée et rend obligatoire l’assurance en zone inondable. Mais le système d’Etat ne fonctionne pas non plus : les assurés, trop peu nombreux à verser des primes, comptent sur lui et continuent de s’installer en zone inondable.
En réalité, en période de catastrophe, rien ne marche vraiment. Ce qu’on a constaté, c’est de l’entraide entre amis, en famille, avec d’inconnus compagnons d’infortune. Et des instants de partage : après avoir fait de la cuisine pour plusieurs jours, anticipant coupure d’électricité et pénurie d’eau, l’hôtelier Andrew et son épouse ont convié leurs hôtes, qui mangeaient froid depuis leur arrivée, à un somptueux repas chaud thaïlandais. Parfois, le business sait s’arrêter.

Speaking before a House of Representatives Armed Services Committee hearing, John Pendleton, from the U.S. #Government_Accountability_Office (#GAO), said that a report had found that 37 percent of U.S. Navy cruisers and destroyers based out of Japan had expired warfare certifications as of June 2017. That was a five-fold increase from the number in May 2015.
The certification is a measurement of whether a ship and its crew are well trained and ready for operations.
The GAO report also found that a reduction in crew sizes was contributing to safety risks, with some sailors working over 100 hours a week and there was limited training because of an increased demand for operations.
“The Navy has made plans to revise operational schedules to provide dedicated training time for overseas-based ships, but this schedule has not yet been implemented,” the report said.

Probing potential cyber tampering and cyber intrusion will now be a standard part of U.S. Navy accident investigation following the Aug. 21 collision of guided missile destroyer USS John S. McCain (DDG-56) with a chemical tanker, Vice Chief of Naval Operations Adm. Bill Moran told Congress last week.
As part of the investigation into McCain’s collision, a team from the Navy’s U.S. 10th Fleet cyber arm traveled to Singapore to see if a reported steering failure of the destroyer was a result of cyber tampering, USNI News reported last month.

30 Mexican and Chinese nationals found in a tunnel under the Otay Mesa border crossing
Agents caught four Mexican men and three women, and 23 Chinese nationals, including two women. They apparently had just been smuggled into the United States through the tunnel, Customs and Border Protection spokesman Ralph DeSio said.

Border Patrol agents and Mexico’s Federal Police discovered an incomplete cross-border tunnel in Nogales Wednesday afternoon, authorities said.
The incomplete tunnel was found inside a cross-border storm drain that runs into the United States from Mexico, about 75 yards west of the Dennis DeConcini border crossing in downtown Nogales, said a spokesman for the Border Patrol’s Tucson Sector.
The tunnel did not open to the U.S., but rested more than a dozen feet below a parking lot in Nogales, Ariz. Officials said the tunnel was about 17 feet long, and extended about 12 feet into the U.S., beneath the border fence that remains topped with razor wire installed by National Guard troops last fall.
The tunnel was discovered during a “cooperative bi-national tunnel sweep,” by agents “trained in illicit tunnel detection,” with Mexico’s Federal Police, as well as agents with the Border Patrol’s International Liaison Unit.
U.S. Border Patrol agents and Mexican police explored the tunnel and found “various digging and cutting tools,” the spokesman said. No one has arrested in connection with the discovery at this time, he said.
Authorities in Mexico and the United States will monitor and inspect the incomplete tunnel until it is secured and remediated, which usually involves sealing the tunnel with concrete.
In March, a traffic lane at the DeConcini port was closed after a remediated tunnel collapsed, causing a minor disruption to traffic at the port.
Last December, Border Patrol agents conducting a similar sweep found an incomplete 50-foot tunnel that extended about 44 feet into the United States just beneath the port’s parking lot.
Overall, Border Patrol agents in the Tucson Sector alone have found 119 tunnels, many of them in the Nogales area.

Officials in a second part of Arizona have confirmed that fleas in the area tested positive for plague, an infectious disease infamous for killing millions of Europeans in the Middle Ages.
Navajo County Public Health officials confirmed Friday that fleas collected in the Taylor area have the disease.
Last week, the Coconino County Public Health Services District confirmed that fleas found on prairie dogs in the Red Lake area had the disease.
The Navajo County Public Health Services District has notified residents and plans to treat and closely monitor the rodent burrows, which are on private property, according to a Navajo County press release on Facebook.

The briefing reports that in 2017, 57 people have drowned in the border river, a 54 per cent increase over the 37 deaths recorded in the Río Grande between January and July 2016. IOM’s office in Mexico reports that is likely due to the heavy rainfall in recent months, which has made the river faster and deeper. However, the increase in migrant deaths in other areas on the border, such as the Arizona desert, remains unexplained.

En 2011, un juge fédéral avait déjà pris une ordonnance contre lui, afin qu’il cesse ces arrestations arbitraires et discriminantes. Lundi, la justice a conclu qu’il avait violé cette ordonnance et l’a donc condamné à six mois de prison.
La presse américaine s’est aussitôt interrogée sur le sort de ce fils d’immigrés italiens qui a toujours fait sa loi. Va-t-il subir les terribles conditions qu’il a lui-même instaurées dans la prison de son comté ? Car les idées ne lui ont jamais manqué pour durcir la vie carcérale.
Des chaînes de forçats au pied
Il a ainsi rétabli le port de vêtements rayés noir et blanc et des chaînes de forçats pour les détenus qui travaillent à l’extérieur, une pratique que la plupart des États américains avaient arrêtée dans les années 1950 ! Joe Arpaio se gaussait même de l’avoir imposée aux femmes, « par pur souci d’égalité ! » Il a aussi supprimé des « luxes » comme le café, les salles de musculation, les chaînes de télévision, sauf la météo, « pour que ces abrutis sachent quelle température il va faire quand ils travailleront sur les routes ».
De 1992 à 2016, Joe Arpaio a été constamment été réélu à la tête du comté de Maricopa en prônant un programme anti-immigrants, dans cette région frontalière du Mexique.
Comme il l’avait promis à ses électeurs, le shérif incarcère à tour de bras ; la prison du comté est rapidement surchargée. La solution est vite trouvée et attire les caméras du pays. L’élu républicain installe des tentes en plein milieu du désert et les entoure de barbelés : ce pénitencier de plein air ne coûte que 100 000 €. Les critiques pleuvent à la vue de prisonniers suant sous les 45° de l’Arizona.
Mais selon le journal Arizona Republic, c’est surtout de la nourriture que les détenus se plaignent. Les repas d’un prisonnier de Maricopa ne reviennent qu’à 60 cents par jour, contre en moyenne 8 dollars dans le reste des États-Unis. Afin de décourager totalement de futurs délinquants, le gros bras de l’Arizona a fait installer un message en néon rose en haut du mirador de sa prison : « Places disponibles ».
Abus de pouvoir et discrimination raciale
Ces excès auraient porté ses fruits. La criminalité aurait baissé de 20 % à Maricopa, entre 2004 et 2008. Mais à quel prix ? L’Arizona Republic estimait l’an passé qu’Arpaio avait déjà coûté 142 millions en frais de justice aux contribuables du comté. Ce n’est pas la première fois qu’il doit se défendre contre des accusations d’abus de pouvoir et de discrimination. En 1999, ce sont 8,5 millions de dollars qui disparaissent des finances publiques en dommages et intérêts payés à la famille de Scott Norbert, mort par suffocation dans la prison de Joe.
En 2016, c’est à cette célèbre figure de l’autorité que le candidat Donald Trump, autre chasseur de Mexicains, confie la sécurité de son meeting de campagne. Ces deux hommes à poigne ont plus d’un point commun, dont un goût affiché pour la téléréalité. Comme le milliardaire, le shérif a eu sa petite heure de gloire dans l’émission de Fox News intitulée Smile You’re Under Arrest (Souriez, vous êtes en état d’arrestation).
Mais si l’un a gagné sa présidentielle, le second a perdu son poste. Trop d’abus.
Il fait appel
Son avocat a assuré devant les caméras de la BBC, lundi, que son client n’ira pas en prison, à 85 ans. Il fera appel de la décision de la juge Susan Bolton, qu’il estime « partiale ». Joe Arpaio s’est aussi fendu d’un communiqué : il n’aurait fait que son « devoir, protéger le public ». Aurait-il peur d’être condamné à porter des sous-vêtements roses, mesure qu’il avait imposée dans sa prison pour réduire le trafic de drogues ?

Predictably, the chief proponent of illegal, covert, cowardly attacks on foreign governments via proxies, mercenaries, drones and special forces, Senator McWar of Arizona, fairly leapt out of his hospital bed to denounce the President’s action:
“If these reports are true, the administration is playing right into the hands of Vladimir Putin.”
That’s just plain pathetic because the issue is the gross stupidity and massive harm that has been done by McCain’s personally inspired and directed war on Assad – not Putin and not Russia’s historic role as an ally of the Syrian regime.

LE PARTI DÉMOCRATE est à son niveau le plus bas de mémoire d’homme. Il a perdu la Maison-Blanche et les deux chambres du Congrès. A l’échelle de l’État, il s’agit du niveau le plus bas depuis 1920. Et aujourd’hui en 2017 les Démocrates n’ont gagné aucune des 4 élections spéciales destinées à élire les remplaçants des membres républicains du congrès qui ont rejoint l’administration de Trump.
Comment en est-on arrivé là ? Personne dans le Parti démocrate ne va poser la question, mais peut être le devrait-on et c’est ce que fait le légendaire défenseur des consommateurs, trois fois candidat aux élections présidentielles, Ralph Nader.
Nader, âgé maintenant de 83 ans et installé à Washington D.C depuis plus de 50 ans, a été aux premières loges de la lente chute des Démocrates. Après ses révélations explosives sur l’industrie automobile américaine dans son livre « Ces voitures qui tuent », lui et ses organisations ont collaboré avec les Démocrates du Congrès pour passer un kyrielle de lois visant à protéger l’environnement, les consommateurs et les lanceurs d’alerte. Le journaliste William Greider a dit de lui qu’il était l’un des trois plus grands modèles du militantisme démocratique, avec Saul Alinsky et Martin Luther King Jr. D’un autre côté, le « Memo Powell » de 1971, qui pose les bases d’une résurgence des droits des entreprises, le considère comme l’ennemi principal du « système » et l’appelle « l’unique opposant efficace au pouvoir des entreprises américaines ».
Quoi qu’il en soit, Nader est bien évidemment devenu persona non grata dans le Parti démocrate depuis ses candidatures pour le Parti vert dans les années 2000. George W. Bush a officiellement battu Al Gore en Floride de 537 voix, avec les votes électoraux menant Bush à la Maison-Blanche bien que ce dernier n’ait pas gagné le vote populaire. En réalité, cependant, une étude approfondie, peu remarquée, publiée peu après le 11 Septembre a établi que Gore aurait gagné en Floride si tous les votes contestés avaient été recomptés.
Les démocrates ont fustigé Nader, qui a obtenu 97 000 votes en Floride, pour avoir permis l’élection de Bush. Puisqu’ il est impossible de refaire l’histoire, il n’y a aucune manière de savoir si Gore aurait gagné sans la candidature de Nader. Certes il aurait pu gagner, mais il est possible aussi que, sans la menace Nader, qui a beaucoup poussé Gore à prendre des positions plus populaires, plus progressistes, le candidat démocrate aurait fait un score encore pire avec une élection où Nader n’aurait pas figuré.En tout cas, il est maintenant incontestable que le Parti démocrate a d’importants problèmes qui ne peuvent être imputés à ce qu’a fait Ralph Nader en 2000. Dans une interview récente, Nader, toujours très bien informé et riche d’une expérience de plusieurs dizaines d’années, donne son opinion sur la manière dont les États-Unis en sont arrivés là dans le domaine politique :
JON SCHWARZ : Je suis intéressé par l’histoire des Démocrates cédant à la pression, devenant de plus en plus désireux de faire tout ce que la droite veut, lors de ces 40 dernières années. Prenons les récentes histoires à propos de Jared Kushner. Quelle que soit l’ultime réalité ici, je pense qu’il est juste de dire que si un président démocrate avait désigné son gendre à un poste de grand pouvoir à la Maison-Blanche – si Hillary Clinton avait désigné Marc Mezvinsky le mari de Chelsea – et si les péripéties sur sa tentative de mettre en place des liens informels avec la Russie étaient sorties dans le Washington Post et le New York Times, il aurait été mis à la porte avant la fin de la journée.
RALPH NADER : Voulez-vous que je vous raconte l’histoire du déclin et de la décadence du Parti Démocrate ? Je vais vous donner les boulets que traîne le Parti Démocrate qui sont des événements marquants.
Le premier grand événement fut en 1971. Tony Coelho, qui était un membre californien du Congrès, et qui s’occupait de la trésorerie de campagne des Démocrates, a convaincu les Démocrates qu’ils devraient solliciter l’argent des entreprises, et qu’ils pourraient grâce à des levées de fonds obtenir beaucoup d’argent. Pourquoi les laisser aux Républicains et simplement miser sur le socle des syndicats pour le financement, quand vous avez un énorme pot de miel dans le milieu des affaires ?
Et ils l’ont fait. Et j’ai pu voir la différence presque immédiatement. Premièrement, ils ont perdu l’élection face à Reagan. Et ensuite ils ont commencé à devenir plus faibles au congrès. A ce moment, 1980, quelques-uns de nos plus grands alliés perdirent après la victoire écrasante de Reagan face à Carter, nous avions perdu le sénateur [Gaylord] Nelson, le sénateur [Warren] Magnuson, le sénateur [Frank] Church. Nous avions davantage de difficultés pour obtenir des audiences devant le Congrès à propos des malversations des sociétés par les dirigeants Démocrates [commission du congrès]. Quand les Démocrates regagnèrent la Maison-Blanche [en 1992] vous pouviez voir la différence dans les nominations pour les agences de réglementation, la difficulté pour leur faire améliorer la santé et les réglementations de sécurité.

[Les Démocrates] continuaient de penser que les conservateurs Républicains étaient ternes, stupides et sans humour. Ils ne s’étaient pas adaptés.

RN : De plus en plus ils commencèrent à juger leur opposition face aux Républicains à travers la quantité d’argent qu’ils levaient. Vous parliez à [Marcy] Kaptur de Cleveland, elle disait, nous allons au « caucus » démocrate à la Chambre des Représentants, nous y allons pour parler d’argent, nous continuons de parler d’argent, et nous allons sortir avec notre part d’argent…
La conséquence est que cela a fait sortir les questions économiques de la table, celles-là qui ont permis aux Démocrates de gagner encore et encore dans les années 30 et 40. Les questions sur le travail, les questions sur le salaire minimum, la question de l’assurance maladie, les questions sur les pensions. Et ce fut bien sûr une grande aubaine pour le parti Républicain car le parti Républicain ne pouvait faire face sur la question économique. Ils faisaient face sur la question raciale, sur la question de l’intolérance, et c’est comme cela qu’ils ont commencé à prendre un contrôle sur le solide Sud démocrate après le vote des lois sur les droits civils.
Lever de l’argent de Wall Street, des compagnies pharmaceutiques, des compagnies d’assurance santé, des sociétés énergétiques, éloignaient les Démocrates de leur principal avantage sur les Républicains, qui est, dans le langage de Roosevelt : « Le Parti Démocrate est le parti des familles de travailleurs, les Républicains sont le parti des riches ». Cela s’est complètement inversé et a laissé les Démocrates extrêmement vulnérables.
Cela a eu pour conséquence de les faire reculer géographiquement, vers la côte est, la côte ouest et autres.
Et ils ont créé un autre boulet : ils n’ont pas fait de campagne [présidentielle] dans les 50 États. Si vous ne faites pas campagne dans les 50 États, premièrement vous renforcez le parti adverse dans ces États que vous avez abandonnés, ils peuvent donc prendre ces États pour acquis et se concentrer sur les États qui sont dans la zone grise. C’était le raté numéro un.
Le raté numéro deux est ce que Ben Barnes, le politicien averti au Texas, m’a dit. Il m’a dit, quand vous ne vous battez pas pour la présidentielle au Texas, cela pourrit tout le parti… jusqu’aux maires et conseils municipaux. Ainsi cela répète cette décadence et perte de pouvoir pour les années futures.
Quand ils ont abandonné les États rouges, ils ont abandonné cinq États dans la zone de Rocky Mountain et ont commencé déjà avec un handicap de 9 ou 10 sénateurs.
Vous devez vous souvenir de votre histoire, les deux sénateurs du Montana étaient Démocrates, le Sénateur Church de l’Idaho était un Démocrate, le Sénateur Frank Moss, grand défenseur des consommateurs, un Démocrate de l’Utah. Maintenant il n’y a presque plus personne. Les deux sénateurs du Wyoming sont Républicains, les deux sénateurs du Montana sont Républicains [John Tester,le sénateur principal du Montana, est un Démocrate], les deux sénateurs de l’Utah sont Républicains. Je pense que les Démocrates ont un siège au Colorado. Ensuite vous descendez en Arizona et c’est deux Républicains.
Ainsi ils n’ont jamais été à l’abri d’un veto de l’opposition même à leur apogée au Sénat. Et bien sûr plus tard lorsqu’ils n’étaient pas à leur apogée cela leur coûté le Sénat encore et encore. Et maintenant ils sont dans un grand trou, avec la débâcle aux sénatoriales de 2016, ils font face à trois fois plus de Démocrates pour une réélection en 2018.
Le [troisième] boulet est qu’ils ont décidé de faire campagne à la télévision, avec des consultants politiques les influençant et recevant leurs parts de 15-20 pour cent. Quand vous faites campagne à la télévision, avec des slogans, vous ne faites pas campagne sur de la politique.
Le boulet suivant, les syndicats ont commencé à devenir faibles, faibles en nombre et faibles en leadership. Ils ont commencé à verser beaucoup d’argent aux Démocrates pour la télévision. Et en même temps qu’ils s’affaiblissaient ils perdirent leur capacité de mobilisation populaire au nom des Démocrates.
Les Démocrates avaient initié le procédé où le message précède la politique. Non – la politique précède le message. Cela signifie qu’ils continuent de dire à quel point les Républicains sont mauvais. Ils ont fait campagne non pas en disant, regardez comme nous sommes bons, nous allons vous apporter l’assistance médicale [à tous], nous allons sévir face aux crimes des sociétés contre les travailleurs et les consommateurs et l’environnement, volant, mentant, vous trompant. Nous allons vous donner un salaire minimum. Nous allons avoir une défense moins importante, une meilleure défense, et investir un peu de cet argent et commencer à reconstruire vos écoles et ponts et systèmes d’eau et d’assainissement, et librairies, et cliniques.
Au lieu de dire cela, ils ont fait campagne en disant « Pouvez-vous croire à quel point les Républicains sont mauvais ? » Un fois cela dit, ils ont piégé leur aile progressiste, car leur aile progressiste est le seul segment qui peut changer le parti en un formidable opposant. Car ils ont dit à leur aile progressiste : « vous n’avez nulle part où aller, fichez-nous la paix ».
Et cela nous amène aux boucs émissaires de ces 20 dernières années. « Oh, c’est Nader, oh, c’est les frères Koch, oh, c’est le collège électoral, oh, c’est de la misogynie, oh, ce sont les lamentables rednecks ». Ils ne se sont jamais regardés dans la glace.

RN : Les Républicains, quand ils perdent, ils se battent sur les idées, aussi terrifiantes soit-elles. Les idées du Tea Party, les idées libertaires, les mornes idées républicaines. Ils se battent. Mais les Démocrates veulent de l’uniformité, ils veulent faire taire les gens. Ainsi ils ont la transition la plus défectueuse de toutes. Ils ont la transition de Nancy Pelosi à Nancy Pelosi, quatre fois perdante face au pire Parti Républicain de l’histoire du Parti Républicain.
Si vous mettiez aujourd’hui des politiques Républicains d’avant le fantôme de Teddy Roosevelt, Dwight Eisenhower, et « Mr Conservateur » le sénateur Robert Taft, ils se retourneraient dans leurs tombes. C’est la forme radicalement extrémiste, cruelle, vicieuse, Wall Street, militariste du parti républicain. Cela aurait signifié que les Démocrates les auraient écrasés. Ils ne les auraient pas juste battus, ils les auraient écrasés dans le corps législatif dans tout le pays, les gouverneurs, le Président et le congrès.
Mais non, ce sont toujours les boucs émissaires. Peut-être que Jill Stein, le petit Parti Vert, ont pris la Pennsylvanie et le Michigan au faucon Hillary.
JS : Les Démocrates semblent avoir assimilé les vues des Républicains sur tout ce qui concerne l’armée.
RN : [Un autre] boulet est qu’ils ne se sont jamais différenciés des Républicains sur la politique militaire étrangère – car ils étaient comme eux. Ils n’ont jamais remis en question le budget de l’armée, ils n’ont jamais remis en question la politique étrangère militarisée, comme le faucon Hillary sur la Libye, qui fit peur aux généraux et fuir [le secrétaire à la défense Robert] Gates qui s’était opposé à ce qu’elle aille à la Maison-Blanche pour [prôner] le renversement du régime, métastasant la violence dans sept ou huit pays africains à ce jour.
Ainsi ils ont abandonné la politique étrangère et militaire, car ils recevaient de l’argent de Lockheed et Boeing et General Dynamics et Raytheon et d’autres. Même Elizabeth Warren quand elle a eu sa chance commença en discutant du maintien de ces contrats avec Raytheon. Voilà l’aile gauche du parti discutant avec la société Raytheon, qui est le plus grand gâchis de subvention à l’est du Pécos.
[Un autre] boulet est : personne n’a été viré. Ils enchaînent défaite après défaite, et ne peuvent pas remplacer leurs compères par de nouvelles personnes, vigoureuses, énergiques. Même chose pour les syndicats. Ils [gardent leurs positions] des années 80 peu importe à quel point le syndicat est décalé de la réalité. Vous n’êtes pas viré quelle que soit l’envergure de la perte, à l’inverse du milieu des affaires, où vous vous faites virer.
Le dernier boulet est qu’ils prennent leurs précautions en harcelant les tierces partis progressistes afin que ces tierces partis ne les dépassent pas. Je suis un expert dans ce domaine. Ils ont essayé de les faire disparaître du vote. Nous avions eu 24 poursuites judiciaires en 12 semaines durant l’été 2004 par le Parti démocrate pour nous faire disparaître du vote dans des dizaines d’États. Même si nous n’avions que 5 pour cent, 6 pour cent de votes, ils subiraient une forte pression pour changer de direction et changer leurs pratiques car il y aurait assez d’électeurs américains pour dire aux Démocrates, « nous avons un autre endroit où aller », un troisième parti viable. Ils les harcèlent, violent les libertés civiles, ils utilisent leurs juges Démocrates désignés pour rendre de mauvais jugements ou les harceler de dépositions. Avant que [les troisièmes partis] soient liquidés, c’est de toute façon la Fête du travail et ils ont une campagne de huit semaines.
Il y a certaines personnes qui pensent que le Parti démocrate peut être réformé de l’intérieur sans changer le personnel. Je leur dis bonne chance. Que s’est-il passé ces 20 dernières années ? Ils se sont retranchés davantage. Débarrassez-vous de Pelosi, vous avez Steny Hoyer. Débarrassez-vous d’Harry Reid, vous avez [Charles] Schumer. Bonne chance.
Malheureusement, en résumé, les Démocrates sont incapables de défendre les États-Unis d’Amérique du [Parti Républicain] le plus vicieux, ignorant, soumis aux entreprises, militariste, anti-syndical, contre les intérêts du consommateur, anti-environnement, contre la postérité, de l’histoire.

Scary news: Asteroid may pass Earth by just 6,880km in October • The Register

NASA’s preparing another round asteroid defence tests, thanks to the October fly-by of a rock that may come within a cosmic whisker of the Earth.
Asteroid #2012TC4 is said rock and is between ten and thirty metres across. NASA says it is “certain it will come no closer than 4,200 miles (6,800 kilometers) from the surface of Earth.” That’s a very close encounter indeed given the term “nearby” is applied to rocks that get anywhere inside lunar orbit.
We don’t know a lot about 2012 TC4 because when it was spotted by the Pan-STARRS 1 telescopes in Hawaii we only got a look at it for seven days.
That’s not a bad thing for a dry-run asteroid-spotting campaign, something proposed by University of Arizona astronomer Vishnu Reddy.

L’intermittence de cette source d’énergie est un problème connu de longue date. J’ai souvenir d’avoir lu il y a quelques années (mais je n’ai pas réussi à remettre la main dessus) un article où les auteurs essayaient de dimensionner un système de stockage d’énergie par pompage-turbinage aux dimensions de la consommation allemande et qui concluait qu’il fallait faire varier le niveau du lac de Constance (Bodensee) de l’ordre de plusieurs mètres dans un délai très court…
C’est le problème du #dispatching et l’arrivée des #smart_grids devraient (normalement…) permettre de donner des marges de manœuvre supplémentaire en permettant de moduler la consommation et plus seulement d’ajuster la production à celle-ci. « Devraient », parce que la façon dont sont installés les compteurs communicants est de ce point de vue assez délirante : ils comprennent tout ce qu’il faut pour segmenter les différentes fonctions consommatrices d’énergie dans la maison afin de pouvoir les gérer (à distance) de façon différentielle mais aucun n’est effectivement raccordé en en tenant compte et surtout il n’existe pas d’offre permettant d’exploiter cette fonctionnalité. Et on ne voit pas du tout à quelle échéance une telle offre pourrait se profiler ; le discours officiel étant que la connaissance fine de la consommation que permettent les compteurs communicants va permettre d’élaborer ces offres.
Bref : c’est un #problème_de_pédagogie !
Ce qui concrètement, tiens ! comme pour la vaccination, se traduit par : #rendre_obligatoire et #imposer_par_la_contrainte
Le principe de #Linky est exactement l’inverse : ce n’est pas au consommateur de gérer sa consommation (ça c’est ce que dit le marketing parfaitement débile d’Enedis) mais au fournisseur. Toi, tu dois juste recâbler ton installation pour que tu puisses regrouper par fonction des dispositifs susceptibles d’effacement partiel à la main de ton fournisseur.
D’ailleurs, la toute première grosse décision de modification de conception du compteur à été de virer la prise USB qui permettait un accès direct (non médiatisé par la centralisation du réseau). Ça devait coûter « trop cher »…
Le jeu sur le prix, c’est réservé au vendeur (ton fournisseur), l’acheteur (le cochon de payant) doit rester captif et non informé (d’ailleurs du point de vue de la non-information, la campagne « pédagogique » d’Enedis fait preuve d’une efficacité parfaitement remarquable)

Eight Ways to Build a Border Wall
SAN DIEGO — They all stand neatly in a row: eight large panels on a barren dirt patch just a few hundred yards from the San Diego border with Mexico. Unveiled in late October, these are the prototypes for the border wall President Trump has vowed to erect on the southern border. Later this year, the federal government will test the panels for strength and effectiveness.

As for their looks? This was the most surprising thing of all. When I first caught sight of them from the SUV, I worried about making even basic distinctions among them. They looked virtually identical. But as I spent more time in this odd open-air architecture gallery, it became clear that the aesthetic spectrum the prototypes covered was very wide.
The one furthest east, by #Fisher_Sand_&_Gravel, was the idea of a wall stripped to its essence, suggesting a kind of accidental minimalism, a section of a Peter Zumthor facade after a trip through the federal bureaucracy. Made of three panels that matched almost perfectly the color of the dirt at its feet, it was the simplest of the group and also — at $365,000 — among the least expensive to produce.
A very different sensibility was evident in the slab designed by #ELTA. Its bottom half was concrete, its upper half metal. The concrete section (though only on the side facing the U.S., per the official guidelines) was painted white and blue, as if it were covering a split-level ranch house outside Phoenix.
Also in this decorative vein was the concrete wall by #Texas_Sterling_Construction, which featured a white faux-brick pattern stamped into its American side. The argument these two walls made was pragmatism à la HGTV: that any piece of construction could be humanized, even made cheerful, with some measured, cost-effective ornament.
What the prototypes didn’t resemble, in any practical sense, was a wall. (A swatch of fabric is not a shirt; a lone panel from an umbrella won’t keep you dry when it rains.) It wasn’t just that they suggested Potemkin slices, architectural stand-ins to match the human ones Trump’s campaign invited to the news conference kicking off his White House bid.

Missouri’s Senate is considering legislation that would allow employers and landlords to discriminate against women who use birth control or have had abortions. The bill, which has the support of the state’s governor, Eric Greitens, was approved by the Missouri House Tuesday.
Known as SB 5, the bill was first passed by the Senate on June 14 following a special session called by Greitens. His aim was to overturn an ordinance that prevents employers and housing providers from punishing women for their reproductive health choices, according to a report by Feministing, a feminist website.

It appears SB 5 would override the federal ruling, by mandating new restrictions on abortion clinics that could force some to close.
But the state could run into difficulties enforcing the law if signed. As Feministing reports, the Federal Pregnancy Discrimination Act prevents discrimination against women who have had an abortion. The act, however, makes no mention of birth control.

Note : je n’avais pas écouté la vidéo, là, il s’agit de l’Arizona (en mars 2017) qui autorise les employeurs à retirer de l’assurance maladie tout ce qui concerne l’avortement, la contraception, sauf … raisons médicales.
