    That led to a virtually unanimous tidal wave of condemnation of Charlie Hebdo, including from many quarters that, just two years ago, were sanctifying the same magazine for its identical mockery of Muslims. Yesterday’s assault on white sensibilities also led many people to suddenly rediscover the principle that one can simultaneously defend a person’s free speech rights while expressing revulsion for the content of their speech.

    SINCE HIS INAUGURATION, President Donald Trump has found little funding for his “big, beautiful wall.” In the meantime, however, another acquisition promised to deter unauthorized immigrants is coming to the border: iris recognition devices. Thirty-one sheriffs, representing every county along the U.S.-Mexico border, voted unanimously on April 3 to adopt tools that will capture, catalogue, and compare individuals’ iris data, for use both in jails and out on patrol. Biometric Intelligence and Identification Technologies, the company behind the push, has offered the sheriffs a free three-year trial, citing law enforcement’s difficulties in identifying unauthorized immigrants whose fingerprints can be disfigured through manual labor or self-inflicted wounds.

    Iris recognition is just the latest surveillance technology helping fortify what the White House hopes will make up a “digital wall,” a concept that many border sheriffs view as less intrusive than Trump’s envisioned 30-foot barricade stretching from Brownsville, Texas, to San Diego, California. For law enforcement, the tool promises to help identify people without reliable fingerprints and to deter repeat border crossers. And for Biometric Intelligence and Identification Technologies, which frequently goes by BI2, rapid border expansion means its existing national iris database will receive a huge influx of biometric information on unauthorized immigrants, boosting its product’s capabilities to potential law enforcement clients across the country.

Une dépêche de l’Associated Press relève que dans une étude d’évaluation des risques datant de 2014, Arkema avait estimé que dans le pire des scénarios, une explosition de usine pouvait impacter jusqu’à 1,1 million de personnes dans un rayon de 37 kilomètres. Selon l’entreprise, ce scénario demeure cependant « très peu probable ». Deux explosions ont été entendues sur le site ce jeudi 31 août.

En attendant, le déluge Harvey est qualifié de « biblique » par les commentateurs. Je peux vous dire qu’on va regarder de près ce qui se passe là-bas. Pour le reste, pour une nation qui prétend « contrôler » le climat pour 2020 et aseptiser toute la planète pour cela, ce n’est qu’un juste retour des choses…

    Le plus gros de l’ouragan Harvey vient de passer au-dessus du Texas et de la ville de Houston. A bout de force, cette

      Mais un simple fait doit retenir l’attention : le Texas est le cœur de l’industrie pétrolière des Etats-Unis. Les patrons de cette industrie sont ultra-conservateurs et soutiennent les positions climato-sceptiques de Trump. Le gouverneur républicain du Texas, Greg Abbott, en place depuis 2015, a affirmé à plusieurs reprises que l’industrie pétrolière ainsi que l’activité humaine n’avaient pas d’impact significatif sur « le réchauffement climatique ». Il n’y a donc pas de chance que l’administration Trump change de position sur ce thème. Par contre, la protection – dite sécurisation – des industries pétrolières, plus ou moins proches du littoral, sera à coup sûr mise en avant et financée. Et tout cela aura pour fonction de stabiliser, dans cette vaste région, le réseau socio-élecoral et économique du Trump tweeteur et de sa fraction de milliardaires qui noient sous les dollars les divers lobbies – comme le puissant Forum pour la liberté et la croissance des frères pétroliers Koch – chargés d’assurer une refonte du Parti républicain, quitte à se trouver, plus d’une fois, à la marge droite et dans une position semi-indépendante par rapport au GOP.     Words cannot describe the catastrophic situation unfolding in Houston and Southeast Texas. As daylight dawned this morning, the scope of the devastation began to come into clearer focus, and it will probably take months, if not years, to fully recover from damage of this magnitude.

    The total rainfall from the storm is likely to tally up to a widespread 15 to 30 inches, with a few localized spots picking up 50 inches or more. Many textbooks have the 60-inch mark as a once-in-a-million-year recurrence interval, meaning that if any spots had that amount of rainfall, they would essentially be dealing with a once-in-a-million-year event.

    PATTISON — Coffee brown water flows through ditches in rural Waller County, the remnant of storms that drenched the Katy Prairie during Houston’s Tax Day flood.

    Weeks after that epic rainfall, the prairie is awash in daisies and blue and purple horesemint flowers. Beavers take advantage of ponds brimming with water, and nearby dirt roads show little evidence of being recently inundated.

    “This is how the land is supposed to act,” said Mary Anne Piacentini, executive director of the Katy Prairie Conservancy, a nonprofit land trust. “It’s supposed to absorb water and filter out pollutants. It’s not supposed to send it roaring into the rivers and bayous and homes.”

    In the greater Houston area, though, the staggering increase of impervious surfaces — roads, sidewalks, parking lots, anything covered with asphalt and concrete — has exacerbated the effects of flooding as development in the region has exploded. When land is covered by these surfaces, it loses ability to act like a sponge and soak up water. Things are further complicated in flat-as-a-pancake Houston, where much of the soil is heavily compacted and acts like pavement anyway, sending sheets of storm water to the nearest low-lying area.

    A recent analysis of federal satellite data by the Houston Advanced Research Center for the Houston Chronicle shows that 337,000 acres of 1.1 million acres in Harris County were covered by impervious surfaces in 2011, the most recent year of data. That dwarfs surrounding counties, but the analysis shows many are catching up as the onslaught of development continues pushing from the city farther into the suburbs.

    Nearly twelve years to the day after Hurricane Katrina devastated the city of New Orleans, Hurricane Harvey is wreaking havoc along the Texas Gulf Coast. Harvey has caused widespread flooding in Houston, the fourth largest city in the country, with 2.3 million people and a metropolitan area population of nearly 6.5 million.

    Once again, a major storm has stripped away the pretense and revealed the brutal reality of American society, exposing pervasive poverty, staggering levels of inequality, and rampant official neglect and corruption. Scenes are unfolding of entire families trudging through waist-high water befouled with oil, sewage and chemicals; people young and old scrambling onto roofs in the desperate hope of being rescued from rapidly rising water; entire sections of the city cut off from shelter, food and clean water. The situation will only grow worse as the storm continues to drop record volumes of rain on the city and its environs.

    In the richest country in the world, where trillions of dollars were made available to the banks in the aftermath of the 2008 financial crash, widespread destruction and loss of life have become a common feature of the tornadoes, floods, hurricanes and other severe weather events that occur with increasing frequency. This is above all due to the decay of infrastructure and an acute social crisis that has left millions without the means to prepare for a natural disaster.

    The victims, as always, are overwhelmingly working-class. Once again, scenes of human suffering amid official dysfunction are shattering the claims of the United States to be a land of prosperity and progress.

    As in every such crisis, the spontaneous response of ordinary people is one of social solidarity. Victims of the storm are rushing to help their neighbors and thousands of people are pouring into the impacted area to assist in saving lives and providing food, shelter and medical care. This stands in the starkest contrast to the authorities, who did nothing to ward off the impact of a major flood or prepare to deal with its consequences.

    Il fallait oser. Ecrire un récit de voyage au XIXe siècle, une époque où le genre semble avoir fait long feu, n’a rien d’évident. En ce temps-là, plus personne ne s’assume utopiste – sauf Etienne Cabet, l’auteur de Voyage en Icarie, d’abord paru en 1840 sous le titre de Voyage et aventures de lord William Carisdall en Icarie. Contrairement à la plupart de ses contemporains, cet ancien militant républicain qui a lutté contre la monarchie de Juillet ne craint pas de revendiquer l’héritage du premier utopiste, Thomas More, pour expliquer sa conversion au communisme.

    Alors que Thomas More s’adressait, au XVIe siècle, aux humanistes, le livre d’Etienne Cabet est, lui, à destination des ouvriers. « Il a dans l’idée qu’il faut d’abord remodeler les imaginaires afin de pouvoir transformer le réel », affirme François Jarrige, maître de conférences en histoire contemporaine à l’université de Bourgogne. Pour faciliter la lecture de son livre, il choisit de recourir à la forme éprouvée du récit de voyage et il adopte un style simple, sans se perdre dans des analyses austères. A rebours d’un Charles Fourier dont l’écriture est empreinte d’une sécheresse mathématique, il met en œuvre une « stratégie publicitaire », estime encore l’historien.

    Langage des masses

    A la fin de son utopie, Etienne Cabet s’en explique : « Il y a deux manières d’écrire pour le Peuple ; l’une, (…) d’embrouiller et d’obscurcir les choses simples et claires, souvent pour avoir l’air d’être savant ; l’autre, d’éclaircir les choses les plus embrouillées, de faire de la science sans le dire et de tout faire comprendre en employant la langue vulgaire. » Il choisit la deuxième option : parler le langage des masses exige, selon lui, des compromis. « Cabet n’est pas anticlérical mais, dans une société encore très chrétienne, tenir un discours religieux en expliquant que le vrai christianisme est en Icarie vise à gagner le peuple à sa cause sans l’effrayer », poursuit l’historien François Jarrige.

    La mise en scène de Voyage en Icarie sera on ne peut plus classique : parti le 22 décembre 1835, Lord William Carisdall arrive au port de Camiris, sur la côte orientale du pays imaginaire des Marvols. Icarie, dont le nom évoque une île grecque de la mer Egée, en est séparé par un bras de mer qui se traverse en six heures. Dans cette contrée passionnée d’égalité qui ne figure sur aucune carte, seuls sont admis les étrangers parlant la langue icarienne. Très facile à apprendre, elle est destinée à devenir « la langue de toute la terre » : « parfaitement rationnelle, régulière et simple », elle « s’écrit comme elle se parle et se prononce comme elle s’écrit ». Les règles y « sont en très petit nombre, et sans aucune exception » et « tous les mots (…) ont une signification parfaitement définie ».

    Le navigateur débarque dans la ville « neuve et régulière » de Tyrama, avec ses rues « droites, larges et parfaitement propres » qui rappellent au narrateur la rue de Rivoli, à Paris. Tout y est « charmant » – les maisons, les jardins, les fermes, les villages, les coteaux, les enfants… « C’était la plus jolie de toutes les villes que je connaissais », écrit Etienne Cabet, non sans une pointe de naïveté. A l’arrivée de Lord William Carisdall, les autorités du pays lui demandent de s’acquitter de la somme de deux cents guinées : la nation se chargera ensuite de lui fournir ce dont il a besoin pendant ses quatre mois de séjour. Car en Icarie, comme sur l’île d’Utopie de Thomas More ou dans la Cité du soleil de Campanella, rien ne se vend, rien ne s’achète : l’usage de la monnaie est interdit aux particuliers.

    A la pointe de la technologie

    Voyage en Icarie ne fantasme pas un mode de vie simple et champêtre, comme c’est souvent le cas dans le genre utopique. « C’est l’une des premières utopies communistes fondée sur la technique et sur le déploiement de machines », relève François Jarrige. Cabet raconte l’émerveillement de son voyageur. « Nous atteignîmes un grand chemin de fer sur lequel la vapeur nous transporta avec la rapidité du vent ou de l’éclair. » Plus surprenant pour l’époque, les Icariens ont des sous-marins et voyagent en ballon. « Le voyage aérien est non seulement le plus rapide et le plus agréable, mais encore celui qui présente le moins d’accidents et de dangers », pressent l’auteur. Autant dire qu’il préfigure l’avion, inventé à la toute fin du XIXe siècle.

    Ce pays à la pointe de la technologie vit sous le régime d’une démocratie absolue. En Icarie, les deux mille députés qui sont élus pour deux ans sont choisis parmi les citoyens les plus habiles. Le peuple souverain donne mandat à cette représentation nationale. Chargé d’exécuter les décisions du pouvoir législatif, le pouvoir exécutif est quant à lui « comptable, responsable et destituable ». On ne le confie pas à un seul homme mais à un corps qui inclut le président.

    Les citoyens forgent leur sens politique et débattent des affaires publiques dans mille assemblées populaires. On y traite d’importantes questions : « pour jouir plus souvent de la campagne », faut-il travailler sept heures et trente minutes par jour au lieu de sept afin d’avoir un jour de repos tous les cinq jours, et non tous les dix jours ? Dans ce débat, Cabet est en avance sur son temps : en France, les premières réglementations sur la durée du travail des enfants sont adoptées un an après la publication de son livre, en 1841 – la journée de dix heures à Paris et onze heures en province sera, elle, actée en 1848 par le gouvernement provisoire de la République.

    Réseau de disciples

    Davantage propagandiste que philosophe, Etienne Cabet maîtrise à la perfection les outils de la communication politique. Il possède un réseau de disciples dévoués qui compte beaucoup de femmes et d’ouvriers. Organisés autour de son journal, Le Populaire, ils sont présents dès 1846 dans tous les départements français. Cabet désigne en outre des « correspondants » qui récoltent des signatures pour des pétitions et collectent des fonds. Surtout, « ils veillent au respect des principes icariens : la réprobation des sociétés secrètes, le refus absolu de participer aux actes de violence », rappelle François Fourn, docteur en histoire, contributeur du Dictionnaire des utopies (Larousse, 2002).

    La diffusion des idées d’Etienne Cabet est telle qu’avant 1848 la plupart des communistes français sont icariens, constate François Fourn. « Jusqu’à la caricature, [Cabet] donne à son Icarie toutes les apparences d’un incroyable pays de cocagne, d’un paradis terrestre pour les ouvriers », résume-t-il. Cabet souhaite cependant que ce rêve devienne réalité : le 9 mai 1847, il lance un cri enthousiaste dans les colonnes de son journal : « Allons en Icarie ! » Depuis un an, la France est en proie à une crise économique, le communisme fait peur et cet utopiste revendiqué est en mauvaise posture – le pouvoir l’accuse d’être la cause de la moindre émeute et il est lâché par les réformateurs.

    Son appel s’adresse aux Icariens. « Persécutés comme Jésus et ses disciples par de nouveaux Pharisiens, retirons-nous comme eux dans le désert, dans une terre vierge, pure de toute souillure, qui nous offrira tous les trésors de sa fécondité. » Des terres sont achetées aux Etats-Unis et soixante-neuf hommes partent du Havre le 3 février 1848 pour rejoindre le nord du Texas. Au XXe siècle, seuls les communistes de Russie, où son livre est traduit, continuent de s’intéresser à son modèle centralisé et étatiste. Sans doute l’expérience de l’URSS a-t-elle joué en sa défaveur. Mais, par-delà les réinterprétations anachroniques, Etienne Cabet soulève une question toujours d’actualité : il prétend que les machines vont permettre, en remplaçant les ouvriers, de réduire la durée journalière du travail. Le John McCain est abordé à babord (à l’arrière de sa seconde cheminée), vraisemblablement à l’endroit où s’achève la dernière ligne droite de la trajectoire) alors que le pétrolier vient de l’est et se dirige vers le terminal pétrolier (dans l’axe de cette ligne droite). Difficile à imaginer si le John McCain entrait au port ; normalement, il présentait son flanc tribord…

      Au vu des photos, et de l’enfoncement des tôles, il semblerait que le pétrolier venait de l’arrière.

      It is unknown whether McCain had suffered any kind of casualty to its engineering or steering systems ahead of the collision that would have contributed to the disaster.

      The collision was the fourth significant safety incident of 2017 involving a U.S. 7th Fleet ship. In January, the cruiser Antietam ran aground in Tokyo Bay and in May, the cruiser Lake Champlain collided with a Korean fishing boat in the Sea of Japan.

      pour gCaptain, l’abattée à gauche est le résultat de la collision, ce qui parait tout à fait crédible et explique bien la forme de l’enfoncement sur l’arrière de l’ouverture. Le McCain devait filer vite pour dévier à ce point la trajectore.
      Du coup, on peut élaborer un scénario où le McCain coupe, pour des raisons qu’il reste à préciser, le rail « conformément aux règles internationales » : perpendiculairement et le plus vite possible. Et dans ce cas, il est responsable à 100%…

      Zulkifli Abu Bakar said the incident occurred 4.5 nautical miles (8.3 kilometers) from Malaysia’s coast. He said a Malaysian warship was in the area monitoring the cleanup of an oil spill from an unrelated collision of two merchant ships and was contacted by the McCain.

      Both Malaysia and Singapore say the accident happened in their waters, likely reflecting a dispute about ownership of some rocky outcrops in the area.

      What caused the accident?
      The warship suffered a steering failure as the warship was beginning its approach into the Strait of Malacca, causing it to collide with a commercial tanker Monday, a US Navy official told CNN.
      The official said it was unclear why the crew couldn’t utilize the ship’s backup steering systems to maintain control of ship.
      Earlier, another US Navy official told CNN there were indications the destroyer experienced a loss of steering right before the collision, but steering had been regained after the collision.

      L’amiral n’a pas exclu que la collision ait pu être provoquée par un facteur extérieur ou une cyberattaque. Cet accident n’est pas le premier (voir encadré) et intrigue certains spécialistes de la Défense.

      « Il y a quelque chose de plus que la simple erreur humaine car sinon cela impliquerait énormément de gens », avance par exemple Jeff Stutzman interrogé par le site McClatchyDC.

      Pour cet ancien spécialiste de la guerre de l’information et de la marine, qui travaille désormais chez Wapack Labs, une société de sécurité informatique, tout bâtiment qui s’avance dans le détroit de Singapour aura sur le pont une équipe complète de vigiles et d’opérateurs radars.

      De son côté, interrogé par le site « International Business Times », Todd Humphreys, un professeur à l’Université du Texas et spécialiste en systèmes de navigation par satellite, va plus loin dans la suspicion.

      Pour lui, cet accident semble « statistiquement très suspect ». Et il n’hésite pas à faire un parallèle avec un incident intervenu en juin en Mer noire et au cours duquel des signaux GPS auraient été trafiqués via, selon lui, « un signal qui provenait du continent russe ».

      La piste russe n’est cependant pas la seule à être soulevée. Interrogé par le site australien news.com, Itay Glick, un autre expert de cybersécurité qui a travaillé pour les services de renseignements israéliens, avance que si la Russie a les capacités d’effectuer une telle attaque, la Chine l’a également.

      « Je ne crois pas aux coïncidences », explique-t-il encore en rappelant que « l’erreur humaine » est toujours une solution de facilité pour expliquer un accident.

      À « l’expert » dont les pontifications concluent l’article, on fera remarquer que la Navy a viré tout l’état-major de l’USS Fitzgerald et on rappellera aux Échos que l’amiral Richardson met en avant une deuxième hypothèse « matérielle ».

      Certains font remarquer que les nombreuses gesticulations de la Navy dans un contexte où le nombre de bâtiments baisse pourraient avoir aboutir à une fatigue des équipements et des équipages…

      While stating the collision was an example of the U.S. military’s decline and that Chinese society’s “applause” was tantamount to the nation’s feelings toward the U.S. encroaching on its territory, the opinion piece also claimed that the U.S. is not trying to avoid such collisions.

      U.S. warships are constantly involved in accidents around the South China Sea,” the op-ed, which is often considered direct thoughts from the Chinese government, read. “On the one hand, the U.S. Navy has behaved arrogantly in the Asia-Pacific region. It lacks respect for huge merchant ships and fails to take evasive action in time, thus resulting in serious accidents.

      China has been upset at U.S. freedom of navigation operations near Chinese controlled islands in the disputed South China Sea, where China has been reclaiming land, building air bases and increasing its military presence.

      While the U.S. Navy is becoming a dangerous obstacle in Asian waters, China has been making joint efforts with the members of the Association of Southeast Asian Nations to draw up a Code of Conduct for the South China Sea and it has boosted navigational safety by constructing five lighthouses on its islands,” the China Daily said.

      Anyone should be able to tell who is to blame for militarizing the waters and posing a threat to navigation.

      Navigating a ship in a shipping channel is a manual operation. It comes down to watch attention and awareness. It’s a training procedure issue and a watch qualification issue,” he said.

      He added that even if the steering had been compromised it would be possible for the McCain to outrun the tanker, and that some degree of directionality would be possible by changing the speed of the port and starboard propellers.

      The “traffic situation” in the shipping channel at that time should be the focus of investigation, Ridzwan Rahmat, a senior defense and security analyst at Jane’s suggests.

      The signs were that the merchant ship was in compliance and the damage on the USS John S. McCain suggests that it wasn’t in compliance” of traffic rules at the time, he said.

      Sur l’incompétence des commentateurs, je remarque qu’aucun n’a fait la remarque que le navire de guerre coupe la route d’un bâtiment de commerce dans un rail…

      L’hypothèse d’une cyberattaque relève du délire. Mais peut-être que les hackers russes ou chinois dont déjà capables aujourd’hui de liquéfier les cervelles d’une équipe de quart en passerelle, après tout de quoi ne sont-ils pas capables ?

      Si le GPS est tombé en rade ou a été piraté, on dispose d’autres moyens de navigation, mille sabords, notamment en vue de terre. Bon sang, l’abordage a eu lieu à 5 miles du principal phare de la région et à 10 miles de la côte ! Si la passerelle a besoin du GPS pour naviguer, il y a lieu de s’interroger sur les compétences requises pour être officier de quart dans l’US Navy.

      Mais, de fait, on en est bien là : couper la route d’un navire dans le rail (je sais je me répète, mais ça ne passe pas !…)

Deployed Operational Employment and Risk Management (Force Employment), to include Combatant Commander mission requirements, theater security cooperation requirements, maintenance impacts, other competing priorities (fleet experimentation, concept development), and their corresponding impact to operational tempo (OPTEMPO) and fundamental mariner and seamanship proficiency;

      The bridge of each Navy destroyer is controlled by a round-the-clock shift of young officers, who must pass written and oral exams to qualify for the positions. Still, they typically are under 25 and may have little shipboard experience. Junior officers also move on to other assignments after limited tours.

      Are we shortchanging their basic training, especially as we rotate our junior officers every 18 to 24 months?” asked Admiral Crowder.

      Training for junior ship officers has changed significantly in recent years. In 2003, the Navy dropped what had been an intensive six-month training course on navigation, basic seamanship, engineering and maintenance before new officers were assigned to their first ship.

      Instead, the new officers were sent directly to a ship where they were supposed to learn on the job. Some said they got practical training on deployments, and noted that the Seventh Fleet had a reputation as being the most experienced in the Navy. But, many commanders said, crews were too busy to provide that kind of instruction.

A recent Government Accountability Office report said sailors were on duty up to 108 hours each week.

      I averaged 3 hours of sleep a night,” someone described as a Japan-based Navy officer wrote on Reddit last week. “I have personally gone without sleep for so long that I have seen and heard things that weren’t there. I’ve witnessed accidents that could have been avoided because the person was so tired they had no right to be operating heavy machinery.

      Navy tests of sailors on the five-and-dime schedule found lack of sleep led to blunted decision-making and reflexes that were roughly the same as those of sailors who had downed several beers.

      The Naval Postgraduate School has developed a shorter watch schedule to match circadian rhythms, which uses three hours of watch duty and nine hours off. Recognizing the benefits, submarines were ordered to move to a similar schedule in 2015.

      Mr. Cordle said adopting the schedule could result in greater safety. But the Navy has left scheduling up to individual captains, and three quarters of ships still use the five and dime.

This is a similar response to past mishaps, but this time the Navy must include true root cause analysis . Analysis after mishaps invariably uncovers human error and training deficiencies as causal factors. Some people get fired and others retrained. The Navy has begun to dig deeper with the CNO’s mandate for a fleet-wide investigation last week. I predict some of the findings of root causes will include the Navy’s approach to training and career development, surface warfare officer (SWO) culture, and high operational tempo (OpTempo) driving mission over people. 

      When a junior officer (JO) reports to a warship, he or she immediately has three jobs: standing watch under instruction, running a division, and earning qualifications (first as an officer of the deck and then as a SWO). Once qualified to be a watchstander, a JO is on the watch bill and expected to train the next batch of JOs. Depending on the number of qualified watchstanders on board, the watch rotation varies: “port and starboard” (6 hours on watch and 6 hours off); “five and dime” (5 hours on and 10 hours off watch, rotating); three or four section “chow to chow” rotating (based around mealtimes); “3 on/9 off” or “4 on/8 off” with two watches per day that do not change for a given underway. The “off” time is when a JO can accomplish day work, run the division, and work on qualifications—along with a little sleep and maybe squeeze in a run on the treadmill.

      Another root cause likely will be the alertness level of those watchstanders. Watch rotations vary greatly in the fleet, partly because of the variability in the number of qualified watchstanders and partly because of SWO culture. Many COs will direct the watches be run the way he or she experienced as a JO. The vast majority of Navy ships still use rotating watches, which is completely against human circadian rhythms. With rotating watches, everyone sleeps when they are off watch because they are in a constant state of exhaustion. Myriad sleep deprivation studies have proven that lack of sleep is cumulative. You can’t “catch up” on sleep, and decision-making is impaired just like being under the influence of alcohol or drugs. Yet the Navy has not addressed watch rotations to maximize crew rest. Instead, it perpetuates a culture where lack of sleep is a rite of passage, and the main risk assessment tool does not account for crew rest.

      The Singapore Transport Safety Investigation Bureau (TSIB) launched a marine safety investigation following the collision of the USS John S McCain and Liberian-flagged oil tanker Alnic MC on Aug 21. 

      A TSIB spokesperson said on Thursday (Aug 31) that the investigation was launched immediately after the collision, and the probe was being conducted in accordance with the International Maritime Organization’s Casualty Investigation Code in Singapore’s capacity as a coastal state.

      The US Coast Guard, on behalf of the US National Transportation Safety Board, and the Liberian Maritime Administration are participating in Singapore’s safety investigation as Substantially Interested States,” the spokesperson said. 

      To date, investigators have interviewed the crew members of the Alnic, while TSIB has been coordinating with the US Coast Guard to gather relevant information on the US guided-missile destroyer, including statements of account from its crew. 

      TISB has also obtained shipboard data from the Alnic and other ships in the vicinity at the time of the collision to support the Singapore-led safety investigation, the spokesperson said.

Un nom malheureusement adapté, puisqu’elle exclut la prise en charge des avortements de toutes les assurances maladie au Texas, qu’elles soient publiques, privées ou fournies par l’employeur, et n’autorise leur prise en charge que dans le cadre d’une assurance séparée. Et ce même en cas de viol, d’inceste ou de malformations sévères du fœtus ; seul un avortement réalisé dans le cas d’une femme enceinte se trouvant en urgence mortelle pourra désormais être pris en charge par une assurance maladie.

  • Un Innocent dans le Couloir de la Mort du Texas

    « Je repense aux sensations que j’ai éprouvées lors de mon arrivée dans le couloir de la mort du Texas. (…) C’était comme si j’avais été jeté dans les profondeurs d’une mer noire et glacée, au cœur de la nuit, sans aucune aide en vue. Ces sensations sont pires que la mort. Mourir serait rapide et ne ferait mal que quelques instants. Je mourais mille fois. Le système me tuait à petits feux, me torturait, m’infligeant de petits entailles, me vidant de ma force. C’était comme si j’avais touché le fond de cette mer glacée. Instinctivement, je savais que j’avais deux choix, soit rester au fond et mourir, soit m’obliger à remonter à la surface. (…) J’ai appris que l’une des pires choses était de faire l’expérience intime du désespoir » (« Warrior within », Charles Don Flores)

    Charles Don Flores se trouve dans le couloir de la mort du Texas, aux Etats-Unis, depuis 1999, pour un meurtre qu’il n’a pas commis. Il a été condamné à tort, sans aucune preuve crédible. Aucune empreinte digitale, aucune trace de sang, aucune trace d’ADN, ni aucune autre preuve médico-légale n’a été recueillie à son encontre. Charles Flores n’a fait aucun aveu, il a toujours nié avoir commis ce crime.

    Faute de preuves, l’accusation a construit son argumentation autour d’un témoin non fiable qui a été hypnotisé par les officiers de police et a par ailleurs été soumis à d’autres procédures d’identification suggestives. Toutes ces manœuvres ont abouti à une fausse identification.

    A l’heure du crime, Charles se trouvait en compagnie de sa famille à une heure de route de la scène de crime. Il n’a pas été en mesure de présenter d’alibis dans le cadre de sa défense, à cause de pressions exercées par les procureurs, qui ont menacé de prison la famille et les amis de Charles s’ils témoignaient en sa faveur.

    Les avocats incompétents de Charles qui ont plaidé à l’audience n’ont rien fait pour empêcher cela. Ils ne se sont pas opposés à cette faute. Ainsi, Charles a assisté à son procès sans voir aucun témoin être appelé à la barre pour établir où il se trouvait lorsque le crime a été commis. Charles Don Flores a donc été condamné sans le début d’une preuve matérielle pour établir sa culpabilité.

    « Avec les autres gars, je parlais de la façon dont les procureurs, dans mon affaire, m’avaient envoyé au quartier des condamnés à morts à l’issue d’un procès bâclé. A ma grande surprise, tous, je dis bien tous les gars avec qui je m’étais entretenu avaient eu la même vie et le même procès que moi, peu ou prou. J’étais sonné. Je n’arrivais pas à croire que le mensonge, le vol et la triche puissent faire partie des habitudes de l’Etat du Texas pour envoyer des hommes et des femmes dans le couloir de la mort. J’étais horrifié d’apprendre que nos soi-disant “droits”, au regard de la loi, et que la présomption d’innocence n’avaient cours que pour ceux dont la famille avait les moyens. Si une personne peut se permettre de faire appel à des avocats pour garantir le respect de toute la procédure juridique, alors, les droits que lui confère la loi seront protégés. A ce jour, je n’ai encore jamais rencontré aucune personne “riche” dans le couloir de la mort. Je n’ai encore jamais entendu parler d’une personne dont la famille a les moyens, qui aurait été envoyée dans le couloir de la mort. J’en ai des cauchemars. En un mot, la peine capitale existe uniquement pour les pauvres des Etats-Unis d’Amérique. L’homme riche destiné à mourir dans une chambre d’exécution à Huntsville n’est pas encore né… » (« Warrior within », Charles Don Flores)

    Au mois de janvier 2016, Charles Flores a été informé qu’il serait exécuté le 2 juin 2016, puis il est resté pendant les 5 mois qui ont suivi dans une cellule sous surveillance 24 heures sur 24, à proximité de la chambre d’exécution.

    Après que l’avocat de Charles ait déposé un dernier appel axé sur le fait que la fausse identification du témoin hypnotisé n’était pas fiable, la « Texas Court of Criminal Appeal » (Cour d’appel du Texas en matière pénale) a accordé un sursis et ordonné une audience en examen de preuves sur la question des pseudo-sciences/de l’hypnose. Lors de cette audience, prévue le 11 octobre 2017, Charles et ses avocats auront enfin la possibilité de présenter les preuves établissant qu’une injustice a été commise à son encontre, qu’il a été condamné à tort et qu’il est innocent, du fait d’avancées scientifiques constituant de nouvelles preuves qui, selon toute vraisemblance, donneraient lieu à son acquittement s’il était jugé aujourd’hui.

    Une fois que Charles Flores et que son équipe d’avocats auront prouvé cette injustice, ils auront enfin gagné le droit à un nouveau procès, près de vingt ans plus tard…

À la fin du mois, cet État du sud rendra l’avortement plus difficile en donnant la possibilité aux hommes d’empêcher l’IVG de leur partenaire par leur simple refus. La loi signée fin janvier s’inscrit dans un ensemble de loi régissant la fin de vie qui oblige désormais les membres de la famille à s’accorder sur la sépulture du corps du défunt : à l’avenir, cela vaudra aussi pour les fœtus avortés. Chaque femme devra demander au géniteur la permission avant d’avorter, et s’il accepte, les deux personnes devront également être d’accord sur le sort des restes fœtaux. Mais s’il refuse, la femme sera dorénavant dans l’incapacité d’avorter dans son État. En cas de viol, la victime devra entrer en contact avec son agresseur pour avoir son feu vert. Enfin, pour les moins de 18 ans, les jeunes femmes devront avoir l’accord de leurs parents. On croit rêver (ou plutôt cauchemarder).

      L’Arkansas fait déjà figure de mauvais élève en matière d’IVG : l’État de près de trois millions d’habitants ne bénéficie à ce jour que de quatre infrastructures où sont pratiqués des avortements. Quand elles arrivent à avoir accès à ces endroits, les femmes doivent subir un entretien plutôt dissuasif, et une fois passée cette étape, elles doivent encore attendre 48 heures avant de pouvoir planifier leur avortement.

      Depuis que Donald Trump a supprimé les subventions des organisations internationales finançant les IVG aux États-unis, les États américains ne cessent de restreindre ce droit. En juin dernier, le Texas a voté une loi exigeant que les femmes tiennent des “funérailles de fœtus” après les avortements tandis que, depuis décembre dernier dans l’Ohio, une loi interdit désormais l’avortement après six semaines de grossesse.

    Fatal Journeys: Tracking Lives Lost during Migration

    In October 2013, over 400 people lost their lives in two shipwrecks close to the Italian island of Lampedusa. While these two events were highly publicized, sadly they are not isolated incidents; the International Organization for Migration (IOM) estimates that in 2013 and 2014 nearly 6,500 migrants lost their lives in border regions around the world. Because many deaths occur in remote areas and are never reported, counts of deaths fail to capture the full number of lives lost.

    Despite recognition that actions must be taken to stop more unnecessary deaths, as yet there remains very little information on the scale of the problem. The vast majority of governments do not publish numbers of deaths, and counting lives lost is largely left to civil society and the media. Drawing upon data from a wide range of sources from different regions of the world, Fatal Journeys: Tracking Lives Lost during Migration investigates how border-related deaths are documented, who is documenting them, and what can be done to improve the evidence base to encourage informed accountability, policy and practice.

    Regionally focused chapters present most recent statistics and address a number of key questions regarding how migrant border-related deaths are enumerated. Chapters address: migration routes through Central America to the United States, with a focus on the United States–Mexico border region; the southern European Union bordering the Mediterranean; routes from sub-Saharan Africa to North Africa; routes taken by migrants emigrating from the Horn of Africa towards the Gulf or Southern Africa; and the waters surrounding Australia.

    Numbers have the power to capture attention, and while counts of border-related deaths will always be estimates, they serve to make concrete something which has been left vague and ill-defined. In a way, through counting, deaths too often invisible are given existence. More complete data can not only serve to highlight the extent of what is taking place, but is also crucial in guiding effective policy response.

    Beyond Walls and Cages: Prisons, Borders, and Global Crisis

    The crisis of borders and prisons can be seen starkly in statistics. In 2011 some 1,500 migrants died trying to enter Europe, and the United States deported nearly 400,000 and imprisoned some 2.3 million people―more than at any other time in history. International borders are increasingly militarized places embedded within domestic policing and imprisonment and entwined with expanding prison-industrial complexes. Beyond Walls and Cages offers scholarly and activist perspectives on these issues and explores how the international community can move toward a more humane future.Working at a range of geographic scales and locations, contributors examine concrete and ideological connections among prisons, migration policing and detention, border fortification, and militarization. They challenge the idea that prisons and borders create safety, security, and order, showing that they can be forms of coercive mobility that separate loved ones, disempower communities, and increase shared harms of poverty. Walls and cages can also fortify wealth and power inequalities, racism, and gender and sexual oppression.As governments increasingly rely on criminalization and violent measures of exclusion and containment, strategies for achieving change are essential.     The Human Costs of Border Control (2007)

    This article outlines the relationship between irregular immigration, increased border control, and the number of casualties at Europe’s maritime borders. The conclusion is that the number of fatalities is increasing as a result of increased border control. The author argues that States have a positive obligation under international law to address this issue, and formulates concrete proposals to monitor the number of border deaths.

  • A Statistical and Demographic Profile of the US Temporary Protected Status Populations from El Salvador, Honduras, and Haiti

    This report presents detailed statistical information on the US Temporary Protected Status (TPS) populations from El Salvador, Honduras, and Haiti. TPS can be granted to noncitizens from designated nations who are unable to return to their countries because of armed conflict, environmental disaster, or other extraordinary and temporary conditions. In January 2017, an estimated 325,000 migrants from 13 TPS-designated countries resided in the United States. This statistical portrait of TPS beneficiaries from El Salvador, Honduras, and Haiti reveals hardworking populations with strong family and other ties to the United States. In addition, high percentages have lived in the United States for 20 years or more, arrived as children, and have US citizen children. The paper finds that:

    The labor force participation rate of the TPS population from the three nations ranges from 81 to 88 percent, which is well above the rate for the total US population (63 percent) and the foreign-born population (66 percent).
    The five leading industries in which TPS beneficiaries from these countries work are: construction (51,700), restaurants and other food services (32,400), landscaping services (15,800), child day care services (10,000), and grocery stores (9,200).
    TPS recipients from these countries live in 206,000 households: 99,000 of these households (almost one-half) have mortgages.
    About 68,000, or 22 percent, of the TPS population from these nations arrived as children under the age of 16.
    TPS beneficiaries from these nations have an estimated 273,000 US citizen children (born in the United States).
    Ten percent of El Salvadoran, nine percent of the Haitian, and six percent of the Honduran TPS beneficiaries are married to a legal resident.
    More than one-half of El Salvadoran and Honduran, and 16 percent of the Haitian TPS beneficiaries have resided in the United States for 20 years or more.
    The six US states with the largest TPS populations from these countries are California (55,000), Texas (45,000), Florida (45,000), New York (26,000), Virginia (24,000), and Maryland (23,000).
    Eighty-seven percent of the TPS population from these countries speaks at least some English, and slightly over one-half speak English well, very well, or only English.
    About 27,000, or 11 percent, of those in the labor force are self-employed, having created jobs for themselves and likely for others as well.

    TPS status should be extended until beneficiaries can safely return home and can successfully reintegrate into their home communities. Most long-term TPS recipients should be afforded a path to lawful permanent resident (LPR) status and ultimately to US citizenship.
