    Secretary of State Rex Tillerson has often been the silent man in the Trump foreign policy team. But out of the spotlight, he appears to be crafting a broad strategy aimed at working with China to resolve the North Korea crisis and with Russia to stabilize Syria and Ukraine.

    The Tillerson approach focuses on personal diplomacy, in direct contacts with Chinese and Russian leaders, and through private channels to North Korea. His core strategic assumption is that if the United States can subtly manage its relations with Chinese President Xi Jinping and Russian President Vladimir Putin — and allow those leaders to take credit for successes — complex regional problems can be solved effectively.

    Tillerson appears unfazed by criticism that he has been a poor communicator and by recent talk of discord with President Trump. His attitude isn’t exactly “take this job and shove it,” but as a former ExxonMobil chief executive, he doesn’t need to make money or Washington friends — and he clearly thinks he has more urgent obligations than dealing with the press.

    Tillerson appears to have preserved a working relationship with Trump despite pointedly separating himself from the president’s controversial comments after the Charlottesville unrest. Although Trump didn’t initially like Tillerson’s statement, it’s said he was ultimately comfortable with it.

    The North Korea crisis is the best example of Tillerson’s diplomacy. For all the bombast of Trump’s tweets, the core of U.S. policy has been an effort to work jointly with China to reverse the North Korean nuclear buildup through negotiations. Tillerson has signaled that the United States is ready for direct talks with Kim Jong Un’s regime — perhaps soon, if Kim shows restraint. Tillerson wants China standing behind Kim at the negotiating table, with its hands figuratively at Kim’s throat.

    Despite Pyongyang’s hyper-belligerent rhetoric, its representatives have conveyed interest in negotiations, querying details of U.S. positions. But Kim’s actions have been erratic and confusing: When it appeared that the North Koreans wanted credit for not launching missiles toward Guam, Tillerson offered such a public statement. Bizarrely, North Korea followed with three more weapons tests, in a reckless rebuff.

    Some analysts see North Korea’s race to test missiles and bombs as an effort to prepare the strongest possible bargaining position before negotiations. Tillerson seems to be betting that China can force such talks by imposing an oil embargo against Pyongyang. U.S. officials hope Xi will make this move unilaterally, demonstrating strong leadership publicly, rather than waiting for the United States to insert the embargo proposal in a new U.N. Security Council resolution.

    Tillerson signaled his seriousness about Korea talks during a March visit to the Demilitarized Zone. He pointed to a table at a U.N. office there and remarked, “Maybe we’ll use this again,” if negotiations begin.

    The Sino-American strategic dialogue about North Korea has been far more extensive than either country acknowledges. They’ve discussed joint efforts to stabilize the Korean Peninsula, including Chinese actions to secure nuclear weapons if the regime collapses.

    The big idea driving Tillerson’s China policy is that the fundamentals of the relationship have changed as China has grown more powerful and assertive. The message to Beijing is that Xi’s actions in defusing the North Korea crisis will shape U.S.-China relations for the next half-century.

    Tillerson continues to work the Russia file, even amid new Russia sanctions. He has known Putin since 1999 and views him as a predictable, if sometimes bullying, leader. Even with the relationship in the dumps, Tillerson believes he’s making some quiet progress on Ukraine and Syria.

    On Ukraine, Tillerson supports Russia’s proposal to send U.N. peacekeepers to police what Putin claims are Ukrainian President Petro Poroshenko’s assaults on Russian-backed forces in eastern Ukraine. The addition of U.N. monitors would help implement the Minsk agreement, even if Putin gets the credit and Poroshenko the blame.

    On Syria, Tillerson has warned Putin that the real danger to Russian interests is increasing Iranian power there, especially as Bashar al-Assad’s regime regains control of Deir al-Zour in eastern Syria. To counter the Iranians, Tillerson supports a quick move by the U.S.-backed Syrian Democratic Forces to capture the lower Euphrates Valley.

    Trump’s boisterous, sometimes belligerent manner and Tillerson’s reticence are an unlikely combination, and many observers have doubted the relationship can last. But Tillerson seems to roll with the punches — and tweets. When Trump makes a disruptive comment, Tillerson seems to treat it as part of the policy landscape — and ponder how to use it to advantage.

    Tillerson may be the least public chief diplomat in modern U.S. history, but that’s apparently by choice. By Washington standards, he’s strangely uninterested in taking the credit.

    PATTISON — Coffee brown water flows through ditches in rural Waller County, the remnant of storms that drenched the Katy Prairie during Houston’s Tax Day flood.

    Weeks after that epic rainfall, the prairie is awash in daisies and blue and purple horesemint flowers. Beavers take advantage of ponds brimming with water, and nearby dirt roads show little evidence of being recently inundated.

    “This is how the land is supposed to act,” said Mary Anne Piacentini, executive director of the Katy Prairie Conservancy, a nonprofit land trust. “It’s supposed to absorb water and filter out pollutants. It’s not supposed to send it roaring into the rivers and bayous and homes.”

    In the greater Houston area, though, the staggering increase of impervious surfaces — roads, sidewalks, parking lots, anything covered with asphalt and concrete — has exacerbated the effects of flooding as development in the region has exploded. When land is covered by these surfaces, it loses ability to act like a sponge and soak up water. Things are further complicated in flat-as-a-pancake Houston, where much of the soil is heavily compacted and acts like pavement anyway, sending sheets of storm water to the nearest low-lying area.

    A recent analysis of federal satellite data by the Houston Advanced Research Center for the Houston Chronicle shows that 337,000 acres of 1.1 million acres in Harris County were covered by impervious surfaces in 2011, the most recent year of data. That dwarfs surrounding counties, but the analysis shows many are catching up as the onslaught of development continues pushing from the city farther into the suburbs.

    James J. Grazioplene, 68, a retired major general from Gainesville, Va., is being court-martialed on charges that he raped a child over a six-year period while he was on active duty in the 1980s, according to Army officials and court documents.

    Charging documents obtained by The Washington Post under the Freedom of Information Act show that Grazioplene is accused of committing rape on six occasions between 1983 and 1989 while stationed in the United States and Germany.

    According to the charging documents, the rapes occurred at Fort Leavenworth, Kan.; Fort Bragg, N.C.; Amberg, Germany; Bindlach, Germany; and Woodbridge, Va.

    The identity of the victim was redacted from the records. It is unclear what led the Army to open an investigation into the case three decades later. Under military law, there is no statute of limitations for rape.

To ensure complete enrollment, the government this year put out several notices restricting access to essential government services for those not part of the system.

    The unanimous ruling by the nine-judge bench will have huge implications in a number of ongoing cases involving Aadhar, which means base or foundation in Hindi.

    It could put an end to the government’s efforts of making enrollment mandatory. It also guarantees privacy for Indian citizens as an intrinsic right — removing it could have had far reaching implications beyond biometric IDs for the daily lives of Indians such as the possible decriminalization of homosexuality.

    In recent months, government notices said that as part of the Aadhar program, Indians would have to use a 12-digit unique identification number (known as the UID) to participate in almost every aspect of civic life — filing income tax returns, applying for railway job s or opening bank accounts.

    Government rules especially targeted the poorest and most vulnerable sections of society, Ramanathan said, by restricting access to services such as free midday meals and allowances for tuberculosis patients.

    Unlike social security numbers, UIDs would be accessible to various government agencies and private organizations. In recent months, government websites have mistakenly leaked thousands of UIDs.

    Both Taplin and Foer begin their books with a discussion of the early days of personal computers, when the Web was still a Pynchonesque fantasy and lots of smart people believed that connecting the world’s PCs would lead to a more peaceful, just, and groovy society. Both cite Stewart Brand, who, after hanging out with Ken Kesey, dropping a lot of acid, and editing “The Whole Earth Catalog,” went on to create one of the first virtual networks, the Whole Earth ’Lectronic Link, otherwise known as WELL.

    In an influential piece that appeared in Rolling Stone in 1972, Brand prophesied that, when computers became widely available, everyone would become a “computer bum” and “more empowered as individuals and co-operators.” This, he further predicted, could enhance “the richness and rigor of spontaneous creation and human interaction.” No longer would it be the editors at the Times and the Washington Post and the producers at CBS News who decided what the public did (or didn’t) learn. No longer would the suits at the entertainment companies determine what the public did (or didn’t) hear.

    “The Internet was supposed to be a boon for artists,” Taplin observes. “It was supposed to eliminate the ‘gatekeepers’—the big studios and record companies that decide which movies and music get widespread distribution.” Silicon Valley, Foer writes, was supposed to be a liberating force—“the disruptive agent that shatters the grip of the sclerotic, self-perpetuating mediocrity that constitutes the American elite.”

    The Internet revolution has, indeed, sent heads rolling, as legions of bookstore owners, music critics, and cirrhotic editors can attest. But Brand’s dream, Taplin and Foer argue, has not been realized. Google, Amazon, Facebook, and Apple—Europeans refer to the group simply as GAFA—didn’t eliminate the gatekeepers; they took their place. Instead of becoming more egalitarian, the country has become less so: the gap between America’s rich and poor grows ever wider. Meanwhile, politically, the nation has lurched to the right. In Foer’s telling, it would be a lot easier to fix an election these days than it was in 1876, and a lot harder for anyone to know about it. All the Big Tech firms would have to do is tinker with some algorithms. They have become, Foer writes, “the most imposing gatekeepers in human history.”

Difficile à imaginer si le John McCain entrait au port ; normalement, il présentait son flanc tribord…

      Au vu des photos, et de l’enfoncement des tôles, il semblerait que le pétrolier venait de l’arrière.

      It is unknown whether McCain had suffered any kind of casualty to its engineering or steering systems ahead of the collision that would have contributed to the disaster.

      The collision was the fourth significant safety incident of 2017 involving a U.S. 7th Fleet ship. In January, the cruiser Antietam ran aground in Tokyo Bay and in May, the cruiser Lake Champlain collided with a Korean fishing boat in the Sea of Japan.

Dans les derniers instants, on voit l’Alnic NC abattre en grand sur la gauche en ralentissant fortement, indice évident d’une manœuvre en catastrophe, qui ne peut se justifier (on est dans le rail, bon sang !) que par une tentative d’évitement désespérée…

      pour gCaptain, l’abattée à gauche est le résultat de la collision, ce qui parait tout à fait crédible et explique bien la forme de l’enfoncement sur l’arrière de l’ouverture. Le McCain devait filer vite pour dévier à ce point la trajectore.
      Du coup, on peut élaborer un scénario où le McCain coupe, pour des raisons qu’il reste à préciser, le rail « conformément aux règles internationales » : perpendiculairement et le plus vite possible. Et dans ce cas, il est responsable à 100%…

      The oil tanker involved in a collision with the USS John S. McCain destroyer in busy Southeast Asian waters had four deficiencies including navigation safety violations in its last port inspection.

      An official database for ports in Asia shows the Alnic MC was inspected in the Chinese port of Dongying on July 29 and had one document deficiency, one fire safety deficiency and two safety of navigation problems.

      The database doesn’t go into details and the problems were apparently not serious enough for the Liberian-flagged and Greek-owned vessel to be detained by the port authority.

      The chief of Malaysia’s Maritime Enforcement Agency says the collision between an oil tanker and the USS John S. McCain guided missile destroyer early Monday occurred at the start of a designated sea lane for ships sailing into the Singapore Strait, one of the world’s busiest shipping lanes.

      Zulkifli Abu Bakar said the incident occurred 4.5 nautical miles (8.3 kilometers) from Malaysia’s coast. He said a Malaysian warship was in the area monitoring the cleanup of an oil spill from an unrelated collision of two merchant ships and was contacted by the McCain.

      Both Malaysia and Singapore say the accident happened in their waters, likely reflecting a dispute about ownership of some rocky outcrops in the area.

      It happened in Malaysian territorial waters, specifically in Teluk Ramunia waters,” Zulkifli said. “For this moment, we shouldn’t argue about whose waters. Most important thing is we focus on the search and rescue.

      What caused the accident?
      The warship suffered a steering failure as the warship was beginning its approach into the Strait of Malacca, causing it to collide with a commercial tanker Monday, a US Navy official told CNN.
      The official said it was unclear why the crew couldn’t utilize the ship’s backup steering systems to maintain control of ship.
      Earlier, another US Navy official told CNN there were indications the destroyer experienced a loss of steering right before the collision, but steering had been regained after the collision.

      L’amiral n’a pas exclu que la collision ait pu être provoquée par un facteur extérieur ou une cyberattaque. Cet accident n’est pas le premier (voir encadré) et intrigue certains spécialistes de la Défense.

      « Il y a quelque chose de plus que la simple erreur humaine car sinon cela impliquerait énormément de gens », avance par exemple Jeff Stutzman interrogé par le site McClatchyDC.

      Pour cet ancien spécialiste de la guerre de l’information et de la marine, qui travaille désormais chez Wapack Labs, une société de sécurité informatique, tout bâtiment qui s’avance dans le détroit de Singapour aura sur le pont une équipe complète de vigiles et d’opérateurs radars.

      De son côté, interrogé par le site « International Business Times », Todd Humphreys, un professeur à l’Université du Texas et spécialiste en systèmes de navigation par satellite, va plus loin dans la suspicion.

      Pour lui, cet accident semble « statistiquement très suspect ». Et il n’hésite pas à faire un parallèle avec un incident intervenu en juin en Mer noire et au cours duquel des signaux GPS auraient été trafiqués via, selon lui, « un signal qui provenait du continent russe ».

      La piste russe n’est cependant pas la seule à être soulevée. Interrogé par le site australien news.com, Itay Glick, un autre expert de cybersécurité qui a travaillé pour les services de renseignements israéliens, avance que si la Russie a les capacités d’effectuer une telle attaque, la Chine l’a également.

      « Je ne crois pas aux coïncidences », explique-t-il encore en rappelant que « l’erreur humaine » est toujours une solution de facilité pour expliquer un accident.

      À « l’expert » dont les pontifications concluent l’article, on fera remarquer que la Navy a viré tout l’état-major de l’USS Fitzgerald et on rappellera aux Échos que l’amiral Richardson met en avant une deuxième hypothèse « matérielle ».

      Certains font remarquer que les nombreuses gesticulations de la Navy dans un contexte où le nombre de bâtiments baisse pourraient avoir aboutir à une fatigue des équipements et des équipages…

      The nationalist Global Times ran an editorial Monday shortly after the USS John S. McCain was hit by an oil tanker east of Singapore in the Strait of Malacca and 10 sailors were reported missing.

      While stating the collision was an example of the U.S. military’s decline and that Chinese society’s “applause” was tantamount to the nation’s feelings toward the U.S. encroaching on its territory, the opinion piece also claimed that the U.S. is not trying to avoid such collisions.

      U.S. warships are constantly involved in accidents around the South China Sea,” the op-ed, which is often considered direct thoughts from the Chinese government, read. “On the one hand, the U.S. Navy has behaved arrogantly in the Asia-Pacific region. It lacks respect for huge merchant ships and fails to take evasive action in time, thus resulting in serious accidents.

      China has been upset at U.S. freedom of navigation operations near Chinese controlled islands in the disputed South China Sea, where China has been reclaiming land, building air bases and increasing its military presence.

      While the U.S. Navy is becoming a dangerous obstacle in Asian waters, China has been making joint efforts with the members of the Association of Southeast Asian Nations to draw up a Code of Conduct for the South China Sea and it has boosted navigational safety by constructing five lighthouses on its islands,” the China Daily said.

      Anyone should be able to tell who is to blame for militarizing the waters and posing a threat to navigation.

      Navigating a ship in a shipping channel is a manual operation. It comes down to watch attention and awareness. It’s a training procedure issue and a watch qualification issue,” he said.

      He added that even if the steering had been compromised it would be possible for the McCain to outrun the tanker, and that some degree of directionality would be possible by changing the speed of the port and starboard propellers.

      The “traffic situation” in the shipping channel at that time should be the focus of investigation, Ridzwan Rahmat, a senior defense and security analyst at Jane’s suggests.

      The signs were that the merchant ship was in compliance and the damage on the USS John S. McCain suggests that it wasn’t in compliance” of traffic rules at the time, he said.

      Sur l’incompétence des commentateurs, je remarque qu’aucun n’a fait la remarque que le navire de guerre coupe la route d’un bâtiment de commerce dans un rail…

      L’hypothèse d’une cyberattaque relève du délire. Mais peut-être que les hackers russes ou chinois dont déjà capables aujourd’hui de liquéfier les cervelles d’une équipe de quart en passerelle, après tout de quoi ne sont-ils pas capables ?

      Si le GPS est tombé en rade ou a été piraté, on dispose d’autres moyens de navigation, mille sabords, notamment en vue de terre. Bon sang, l’abordage a eu lieu à 5 miles du principal phare de la région et à 10 miles de la côte ! Si la passerelle a besoin du GPS pour naviguer, il y a lieu de s’interroger sur les compétences requises pour être officier de quart dans l’US Navy.

      Mais, de fait, on en est bien là : couper la route d’un navire dans le rail (je sais je me répète, mais ça ne passe pas !…)

      The bridge of each Navy destroyer is controlled by a round-the-clock shift of young officers, who must pass written and oral exams to qualify for the positions. Still, they typically are under 25 and may have little shipboard experience. Junior officers also move on to other assignments after limited tours.

      Training for junior ship officers has changed significantly in recent years. In 2003, the Navy dropped what had been an intensive six-month training course on navigation, basic seamanship, engineering and maintenance before new officers were assigned to their first ship.

      Instead, the new officers were sent directly to a ship where they were supposed to learn on the job. Some said they got practical training on deployments, and noted that the Seventh Fleet had a reputation as being the most experienced in the Navy. But, many commanders said, crews were too busy to provide that kind of instruction.

      Most ships use a traditional “five and dime” watch rotation, in which sailors serve five hours of watch, then have 10 hours off, he said. But during those 10 hours, sailors often have daytime duties.

      The rotation can lead to a watch officer pulling a 20-hour day every three days, Mr. Cordle said, adding that even designated sleep time can be interrupted by drills or refueling operations that can keep sailors up for days at a time. A recent Government Accountability Office report said sailors were on duty up to 108 hours each week.

      I averaged 3 hours of sleep a night,” someone described as a Japan-based Navy officer wrote on Reddit last week. “I have personally gone without sleep for so long that I have seen and heard things that weren’t there. I’ve witnessed accidents that could have been avoided because the person was so tired they had no right to be operating heavy machinery.

      Navy tests of sailors on the five-and-dime schedule found lack of sleep led to blunted decision-making and reflexes that were roughly the same as those of sailors who had downed several beers.

      The Naval Postgraduate School has developed a shorter watch schedule to match circadian rhythms, which uses three hours of watch duty and nine hours off. Recognizing the benefits, submarines were ordered to move to a similar schedule in 2015.

      Mr. Cordle said adopting the schedule could result in greater safety. But the Navy has left scheduling up to individual captains, and three quarters of ships still use the five and dime.

McCain (DDG-56) collisions, the Navy is conducting investigations, relieving commanding officers, conducting safety stand downs (operational pauses), and retraining. This is a similar response to past mishaps, but this time the Navy must include true root cause analysis . Analysis after mishaps invariably uncovers human error and training deficiencies as causal factors. Some people get fired and others retrained. The Navy has begun to dig deeper with the CNO’s mandate for a fleet-wide investigation last week. I predict some of the findings of root causes will include the Navy’s approach to training and career development, surface warfare officer (SWO) culture, and high operational tempo (OpTempo) driving mission over people. 

      When a junior officer (JO) reports to a warship, he or she immediately has three jobs: standing watch under instruction, running a division, and earning qualifications (first as an officer of the deck and then as a SWO). Once qualified to be a watchstander, a JO is on the watch bill and expected to train the next batch of JOs. Depending on the number of qualified watchstanders on board, the watch rotation varies: “port and starboard” (6 hours on watch and 6 hours off); “five and dime” (5 hours on and 10 hours off watch, rotating); three or four section “chow to chow” rotating (based around mealtimes); “3 on/9 off” or “4 on/8 off” with two watches per day that do not change for a given underway. The “off” time is when a JO can accomplish day work, run the division, and work on qualifications—along with a little sleep and maybe squeeze in a run on the treadmill.

      The U.S. Navy appears to be the only maritime organization in the world that does not have dedicated watchstanders and separate dedicated professional tracks for deck and engineering.

      Another root cause likely will be the alertness level of those watchstanders. Watch rotations vary greatly in the fleet, partly because of the variability in the number of qualified watchstanders and partly because of SWO culture. Many COs will direct the watches be run the way he or she experienced as a JO. The vast majority of Navy ships still use rotating watches, which is completely against human circadian rhythms. With rotating watches, everyone sleeps when they are off watch because they are in a constant state of exhaustion. Myriad sleep deprivation studies have proven that lack of sleep is cumulative. You can’t “catch up” on sleep, and decision-making is impaired just like being under the influence of alcohol or drugs. Yet the Navy has not addressed watch rotations to maximize crew rest. Instead, it perpetuates a culture where lack of sleep is a rite of passage, and the main risk assessment tool does not account for crew rest.

      The Singapore Transport Safety Investigation Bureau (TSIB) launched a marine safety investigation following the collision of the USS John S McCain and Liberian-flagged oil tanker Alnic MC on Aug 21. 

      A TSIB spokesperson said on Thursday (Aug 31) that the investigation was launched immediately after the collision, and the probe was being conducted in accordance with the International Maritime Organization’s Casualty Investigation Code in Singapore’s capacity as a coastal state.

      The US Coast Guard, on behalf of the US National Transportation Safety Board, and the Liberian Maritime Administration are participating in Singapore’s safety investigation as Substantially Interested States,” the spokesperson said. 

      To date, investigators have interviewed the crew members of the Alnic, while TSIB has been coordinating with the US Coast Guard to gather relevant information on the US guided-missile destroyer, including statements of account from its crew. 

      TISB has also obtained shipboard data from the Alnic and other ships in the vicinity at the time of the collision to support the Singapore-led safety investigation, the spokesperson said.

    Weeks after he began his campaign by alleging that Mexican immigrants were criminals and rapists, two brothers in Boston beat up and urinated on a 58-year-old homeless Mexican national, subsequently telling police “Donald Trump was right, all these illegals need to be deported.”
    Instead of condemning the brutality, Trump excused it by saying “people who are following me are very passionate. They love this country and they want this country to be great again.”
    During campaign rallies Trump repeatedly excused brutality toward protesters. “You know what they used to do to guys like that when they were in a place like this? They’d be carried out on a stretcher, folks.”
    After white supporters punched and attempted to choke a Black Lives Matter protester, Trump said “maybe he should have been roughed up.”
    Trump was even reluctant to distance himself from David Duke and the Ku Klux Klan. 
    Since becoming president, Trump’s instigations have continued. As Representative Mark Sanford, a Republican from South Carolina, told the Washington Post, “the president has unearthed some demons.”
    In May, Trump congratulated body-slamming businessman Greg Gianforte on his special election win in Montana, making no mention of the victor’s attack on a reporter the night before.
    Weeks ago Trump even tweeted a video clip of himself in a WWE professional wrestling match slamming a CNN avatar to the ground and pounding him with punches and elbows to the head.
    Hateful violence is hardly new to America. But never before has a president licensed it as a political strategy or considered haters part of his political base.
    In his second week as president, Trump called Wayne LaPierre, CEO of the National Rifle Association to the White House.
    Soon thereafter, LaPierre told gun owners they should fear “leftists” and the “national media machine” that were “an enemy utterly dedicated to destroy not just our country, but also Western civilization.”
    Since then the NRA has run ads with the same theme, concluding “the only way we stop this, the only way we save our country and our freedom, is to fight this violence of lies with a clenched fist of truth.”
    It’s almost as if someone had declared a new civil war. But who? And for what purpose?
    One clue came earlier last week in a memo from Rich Higgins, who had been director for strategic planning in Trump’s National Security Council.
    Entitled “POTUS & Political Warfare,” Higgins wrote the seven-page document in May, which was recently leaked to Foreign Policy Magazine.
    In it Higgins charges that a cabal of leftist “deep state” government workers, “globalists,” bankers, adherents to Islamic fundamentalism and establishment Republicans want to impose cultural Marxism in the United States. “Recognizing in candidate Trump an existential threat to cultural Marxist memes that dominate the prevailing cultural narrative, those that benefit recognize the threat he poses and seek his destruction.”
    There you have it. Trump’s goal has never been to promote guns or white supremacy or to fuel attacks on the press and the left. These may be means, but the goal has been to build and fortify his power. And keep him in power even if it’s found that he colluded with Russia to get power.
    Trump and his consigliere Steve Bannon have been quietly encouraging a civil war between Trump’s base of support – mostly white and worried – and everyone who’s not.
    It’s built on economic stresses and racial resentments. It’s fueled by paranoia. And it’s conveyed by Trump’s winks and nods haters, and his deafening silence in the face of their violence.
    A smaller version of the civil war extends even into the White House, where Bannon and his protégés are doing battle with leveler heads.

Curtis LeMay, head of the Strategic Air Command during the Korean War, told the Office of Air Force History in 1984. Dean Rusk, a supporter of the war and later secretary of state, said the United States bombed “everything that moved in North Korea, every brick standing on top of another.” After running low on urban targets, U.S. bombers destroyed hydroelectric and irrigation dams in the later stages of the war, flooding farmland and destroying crops.

    Predictably, the chief proponent of illegal, covert, cowardly attacks on foreign governments via proxies, mercenaries, drones and special forces, Senator McWar of Arizona, fairly leapt out of his hospital bed to denounce the President’s action:

    “If these reports are true, the administration is playing right into the hands of Vladimir Putin.”

    That’s just plain pathetic because the issue is the gross stupidity and massive harm that has been done by McCain’s personally inspired and directed war on Assad – not Putin and not Russia’s historic role as an ally of the Syrian regime.

    Since 2011, Senator McCain has been to the region countless times. There he has made it his business to strut about in the manner of an imperial proconsul – advising, organizing and directing a CIA recruited, trained and supplied army of rebels dedicated to the overthrow of Syria’s constitutionally legitimate government.

    The left is back — and millennials are leading the way. “Socialism” was the most searched word on the Merriam-Webster website in 2015, and a 2016 poll showed that 43 percent of Iowa Democrats described themselves as “socialists.” Despite the setback of President Trump’s electoral victory, the left continues to grow. Publications like the magazine Jacobin, launched by millennial Bhaskar Sunkara, now reach more than 1 million website visitors each month.

    But the millennial left is not a return to the New Left of the 1960s — the student radicals, hippies and Yippies who raised hell in their efforts to end the Vietnam War and change American culture to make it less racist and sexist and more authentic. Rather it invokes the ideas of the Old Left of the 1930s — the militant labor unions, socialists and even communists who, in the context of the worst economic depression in American history, sought a genuine alternative to capitalism.

    WASHINGTON — In a propaganda film posted to the Taliban’s official website, a fighter can be seen carrying a FN SCAR 7.62mm rifle, a weapon commonly issued to U.S. special operators, such as Marine Raiders and Army Rangers. 

    The 70-minute video titled “Omari Army 5,” produced by Al Emarah Studio — a media branch of the Taliban— showcases seven Taliban training bases and military training exercises being carried out by the resurgent militant group.

    The video also displays U.S. weapon systems and optics commonly carried by American soldiers and Marines.

    Attached to the rifle is what appears to be an AN/PEQ 5 visible laser, which aids special operators in aiming and precision fires in close quarters.

    Affixed to the rifle’s side rail mount is a past model Surefire flashlight, issued to special operators as part of the older generation of Special Operations Peculiar Modification Kits — assorted optics, lasers and night vision equipment issued to American commandos that can be attached to an M4 carbine or SCAR rifle.

    In terms of how U.S. military gear could wind up in the hands of the Taliban, #Afghanistan is a major market for illicit arms trafficking and plenty of these weapons are frequently captured by the Taliban during raids on Afghan troops.

    The video prominently displays Ford Ranger trucks, for example, a vehicle supplied to the Afghan National Police by the U.S. The vehicles — and other equipment — are routinely captured by Taliban forces after attacks on poorly defended checkpoints.

    “It would be more likely that the weapons were captured during an assault on a checkpoint, rather than raiding an armory or a base," Capt. William Salvin, a spokesperson for Operation Resolute Support, told Military Times.

    “However, we can’t confirm where the weapons came from observed in the video,” Salvin added.

    The U.S. supplies the Afghan army and its commando forces with M16s, M4s and ACOG sights through the Defense Department’s Afghan Security Forces Fund. The SCAR, however, is not part of the current inventory provided.

    It is possible that Afghan forces are getting the SCAR through another Defense Department security assistance program, Salvin explained.

    The rifle may have also been lost by U.S. forces last August, when American forces battling ISIS fighters in Nangarhar Province, Afghanistan, lost a SCAR and a host of other equipment — to include a tactical encrypted radio — as forces attempted to evacuate battlefield casualties, according to a report by the Washington Post.

    “The August 2016 case is the only instance where an FN SCAR was not recovered from a mission,” Salvin told Military Times.

    The FN SCAR is manufactured by FN Herstal, a Belgian company, and is also used by the British SAS, as well as special forces from Belgium, Lithuania, and Georgia.

    This summer, a Silicon Valley tech company will have millions of machine-raised, bacteria-infected mosquitoes packed into windowless white vans, driven inland and released into the wild — or, at least, the streets of Fresno, Calif.

    And, yes, Fresno County officials are encouraging this.

    It’s all part of the “#Debug_Fresno” project, which aims to cut down on the number of Aedes aegypti mosquitoes, an unwelcome invasive species that arrived in California’s Central Valley in 2013. In addition to being potential carriers of the #Zika, dengue fever and chikungunya viruses, the Aedes aegypti also adapted rapidly to the area’s residential neighborhoods, to the chagrin of residents and officials alike.

    “It’s a terrible nuisance, a terrible biting nuisance. It’s changed the way people can enjoy their back yard and it’s a threat for disease transmission,” said Steve Mulligan, district manager for the region’s Consolidated Mosquito Abatement District. “So we’re looking for new ways to eliminate it.”

    To do so, district officials have partnered with tech companies to use an approach that has gained traction in recent years. Inside a lab, millions of the mosquitoes will be infected with Wolbachia bacteria, which changes the reproductive ability of males. Afterward, only those male mosquitoes — which don’t bite — will be released to mate with unsuspecting female Aedes aegypti.

    Even if the females lay eggs, those eggs will never hatch. Eventually, officials hope to reduce the population of Aedes aegypti, generation by generation, until they are eliminated from the area.

    The Washington Post recently published an extraordinary article on policies to address the spiraling drug epidemic in the United States. The article—“As opioid overdoses exact a higher price, communities ponder who should be saved”—did not feature calls for emergency health care or rehabilitation programs, but rather suggestions by some local officials that the state should just let drug addicts die.

    The Post highlighted, among others, the proposal of Middletown, Ohio Council Member Daniel Picard that emergency responders should not use the drug naloxone to save overdose victims more than two times. The newspaper noted that the drug is often “the only thing separating whether an overdose victim goes to the hospital instead of the morgue,” and draws the conclusion that it is perfectly reasonable to adopt policies to ensure that many more go to the latter rather than the former.

    That such fascistic measures—what might be called the “Duterte solution” to the drug epidemic in the US—are being treated as a rational and legitimate part of the political debate is an expression of the debased political psychology that dominates in the American ruling class. As far as the corporate and financial elite is concerned, if tens of thousands more people die from drug overdoses, this is not only acceptable, it is a positive good.

    "Here’s an interesting factoid about contemporary policing: In 2014, for the first time ever, law enforcement officers took more property from American citizens than burglars did. Martin Armstrong pointed this out at his blog, Armstrong Economics, last week.

    Officers can take cash and property from people without convicting or even charging them with a crime — yes, really! — through the highly controversial practice known as civil asset forfeiture. Last year, according to the Institute for Justice, the Treasury and Justice departments deposited more than $5 billion into their respective asset forfeiture funds. That same year, the FBI reports that burglary losses topped out at $3.5 billion.

    Armstrong claims that “the police are now taking more assets than the criminals,” but this isn’t exactly right: The FBI also tracks property losses from larceny and theft, in addition to plain ol’ burglary. If you add up all the property stolen in 2014, from burglary, theft, motor vehicle theft and other means, you arrive at roughly $12.3 billion, according to the FBI. That’s more than double the federal asset forfeiture haul."

      Attorney General Jeff Sessions on Monday said he’d be issuing a new directive this week aimed at increasing police seizures of cash and property.

      “We hope to issue this week a new directive on asset forfeiture — especially for drug traffickers,” Sessions said in his prepared remarks for a speech to the National District Attorney’s Association in Minneapolis. “With care and professionalism, we plan to develop policies to increase forfeitures. No criminal should be allowed to keep the proceeds of their crime. Adoptive forfeitures are appropriate as is sharing with our partners.”

      Asset forfeiture is a disputed practice that allows law enforcement officials to permanently take money and goods from individuals suspected of crime. There is little disagreement among lawmakers, authorities and criminal justice reformers that “no criminal should be allowed to keep the proceeds of their crime.” But in many cases, neither a criminal conviction nor even a criminal charge is necessary — under forfeiture laws in most states and at the federal level, mere suspicion of wrongdoing is enough to allow police to seize items permanently.

      The Justice Department announced on Wednesday that it will be restarting the controversial “adoptive forfeiture” program, which allows local police departments and law enforcement agencies to seize the property of people suspected of a crime, even if they haven’t been charged with or convicted of one.

      This particular federal asset forfeiture program, which is a very lucrative revenue source for local enforcement, was shut down by the Obama administration, but the Washington Post reports that in the 12 months before then-Attorney General Eric Holder shut the program down in 2015, state and local authorities took in $65 million that they then shared with federal agencies.

      Law enforcement may keep some or all of what they take, depending on the state. In 13 states and the District of Columbia, agencies are not required to record or report what they’ve taken — or how much it’s worth, or why it was confiscated in the first place.

      It’s a power that opens the door for abuse by law enforcement, particularly cash-strapped agencies. Fortunately, 24 states have implemented reforms and even more have debated curbing the practice.

      But this week, U.S. Attorney General Jeff Sessions announced plans to expand forfeiture on a federal level.

      “We plan to develop policies to increase forfeitures,” Sessions said in prepared remarks delivered Monday to the National District Attorneys Association. “No criminal should be allowed to keep the proceeds of their crime.”

      But because a person does not need to have been convicted of – nor even charged with – a crime to have assets seized, it is often not criminals targeted by law enforcement. As Justice Clarence Thomas wrote in March:

      These forfeiture operations frequently target the poor and other groups least able to defend their interests in forfeiture proceedings. … They are more likely to use cash than alternative forms of payment, like credit cards, which may be less susceptible to forfeiture. And they are more likely to suffer in their daily lives while they litigate for the return of a critical item of property, such as a car or a home.

    As you know, Saudi Arabia and other Gulf countries have imposed a blockade on Qatar, allegedly due to concerns over Qatar’s support for various and sundry terrorist groups. The blockade began in May, after Qatar’s official news agency published incendiary remarks from Qatar’s leader, and then claimed they had been hacked:

    The fake article quoted Qatar emir Sheikh Tamim bin Hamad Al Thani as calling Iran an “Islamic power” and saying Qatar’s relations with Israel were “good” during a military ceremony.

    The Qatari state television’s nightly newscast…scrolling ticker…included calling Hamas “the legitimate representative of the Palestinian people,” as well as saying Qatar had “strong relations” with Iran and the United States. “Iran represents a regional and Islamic power that cannot be ignored and it is unwise to face up against it,” the ticker read at one point. “It is a big power in the stabilization of the region.”

    Hacked? Get serious. Does anyone seriously believe that—

    The United Arab Emirates orchestrated the hacking of Qatari government news and social media sites in order to post incendiary false quotes attributed to Qatar’s emir, Sheikh Tamim Bin Hamad al-Thani, in late May that sparked the ongoing upheaval between Qatar and its neighbors, according to U.S. intelligence officials.

    Officials became aware last week that newly analyzed information gathered by U.S. intelligence agencies confirmed that on May 23, senior members of the UAE government discussed the plan and its implementation. The officials said it remains unclear whether the UAE carried out the hacks itself or contracted to have them done.

    That’s from the Washington Post. The UAE denies everything, of course.

    This is a very big deal. For starters, what are the odds that the UAE did this alone? Pretty slim, I think. Saudi Arabia was almost certainly involved too. And what does President Trump do now? He’s taken the Saudi side of this dispute, but now his own intelligence agencies are telling him that other Arab countries conducted the hack as a deliberate way of giving themselves an excuse to create the blockade. In fact, he probably learned this a week ago.

    Someone in the intelligence community apparently decided that (a) Trump was never going to go public with this, and (b) it really needed to become public. But who? And why?
