    #Éthiopie, inventer la #ville de demain

    Expédition en Éthiopie sur le chantier d’un nouveau type de ville, qui répond au défi démographique du pays. Conçu par l’urbaniste suisse #Franz_Oswald, l’idée est de construire des #micro-villes à la #campagne, autosuffisantes et durables. Pays à forte croissance démographique, l’Éthiopie, où plus de 80% de la population travaille dans le domaine de l’agriculture, est aussi caractérisée par un exode rural massif. Chaque année, des millions de jeunes en recherche d’emploi émigrent vers les villes, dont Addis-Abeba, la capitale, et y vivent dans la promiscuité et le dénuement des bidonvilles. Face à cette tendance préoccupante, une équipe composée d’architectes internationaux et d’agriculteurs locaux entreprend de réaliser un projet visionnaire, conçu par l’urbaniste suisse Franz Oswald. Leur idée : construire des micro-villes à la campagne, autosuffisantes et durables. Sur le chantier de la cité pilote de Buranest, ce documentaire part à la rencontre des participants, dont le paysan Tilahun Ayelew et l’architecte éthiopien reconnu Fasil Giorghis. Malgré les obstacles culturels et administratifs, une petite zone urbaine autonome en milieu rural voit progressivement le jour, avec un accès à l’eau, à l’électricité, à Internet et à l’école : une expérience source d’espoir pour désengorger les villes.

      Ethiopia’s present population of more than 90 million people is growing rapidly. In spite of the outstanding economic growth the multi-ethnic state on the Horn of Africa seems to be reaching its limits. It is confronted with inefficient cultivation of land and harmful migration to city centres. It lacks the experience to respond to the growth of its population with a sustainable settlement development approach. In order to develop a model town, the authorities in the Amhara region are working closely since 2007 with NESTown Group, including experts from ETH Zurich. It has been officially decided to implement this urban development proposal.

      The region aims to offer its mostly farming inhabitants a town and house type designed according to local conditions which they can build and manage themselves. The buildings are used to harvest rainwater and are built from local materials such as eucalyptus wood. The developed and tested construction is estimated to cost no more than the equivalent of 2000 - 3000 Swiss francs.

      To realize a sustainable town, other capacities have to be developed: cooperative communal living serving both the public good and the individual households, efficient water management, a productive and ecologically diverse agriculture for food security, continuous education, including appropriate technology transfer.

      Ethiopia’s Plans to Bridge the Urban-Rural Divide

      Ethiopia’s population has tripled over the past few decades. Millions of farmers are leaving the fields only to end up living in the slums of huge cities. City planners believe they have found a solution — in the remote countryside.

      Stories about people embarking on their future usually start with a departure. But the story of farmer Birhan Abegaz is different. He plans to stay put right where he is in his quest for happiness — a treeless wasteland in northern Ethiopia.

      The crooked huts of his village, Bura, are surrounded by solitary thorn bushes and acacias. Birhan is cultivating rice on a patch of leased land behind his hut, at least during the rainy season. A few months have passed since the harvest. The dry season is here, and the earth is dusty. The Shine River, Bura’s lifeblood, is nothing but a trickle.

      Married with three children, Birhan is only 28 years old, but the hardness of rural life has taken its toll on him and he looks much older. He fetches the family’s water for drinking, cooking and washing from about a kilometer away. The nearest well is on the other side of the highway leading to the provincial capital of Bahir Dar, a two-hour drive away. In the past, many people from Bura and the nearby villages took this road, turning their backs on the countryside in search of a better life in the city.

      What Can Keep the Farmers in the Countryside?

      Since the 1970s, Ethiopia’s population has more than tripled, going from 30 million to over 100 million. In the countryside, overpopulation is leading to the overuse and overgrazing of fields and deforestation. More and more people are moving to the big cities, which are growing faster than the rest of the country. The provincial capital of Bahir Dar had about 60,000 inhabitants 30 years ago, but today it has 350,000. “Apartment buildings, streets, the drinking-water supply and the entire infrastructure can’t keep up with this tempo,” says Ethiopian city planner and architect Zegeye Cherenet.

      As a result, new arrivals end up living on the streets or in slums. In the early mornings in Bahir Dar, dozens of ragged young men stand at the intersections in the hope of picking up work as day laborers. In the evenings, their sisters and mothers go to the square and wait for johns.

      That’s supposed to change now, and the starting point is to be the barren wasteland next to the village of Bura. Birhan points to a construction site next to the highway. His new house is being built there, constructed out of eucalyptus wood and clay bricks. It’s supposed to be the first of many. An entire town is to be built here — with a school and a training center where the farmers from the surrounding area can learn new skills, which they can then put to use to earn money. The newly founded municipality, which is to gradually grow to around 15,000 residents, is called Buranest. The idea behind the project is that the city must come to the farmers in order to keep the rural population from flooding into the cities.

      The project is called Nestown, short for New Sustainable Town. The plan was primarily devised by Franz Oswald, a former professor at ETH in Zurich, and sociologist Dieter Läpple, the doctoral supervisor of Ethiopian city planner Cherenet at Hafencity University in Hamburg.

      Urbanization without Rural Depopulation

      An entire network of this new type of settlement is to be built as part of Ethiopia’s Nestown project — half village, half town. The inhabitants are to form cooperatives to build and run their towns themselves, as well as to make and sell agricultural and handcrafted wares. “The residents can remain farmers, which is familiar to them, but also simultaneously learn urban skills,” says Cherenet. Rural towns like Buranest are meant to keep the people in the countryside by offering them local opportunities like the ones they are moving to overpopulated cities to search for in vain.

      Work on the project began five years ago. First, model houses were built to show the skeptical farmers how useful it can be to have stable foundation walls, cisterns and toilets. The region’s usual dwellings are huts made of twigs, mud and cow dung — crooked housing often described as “dancing houses.”

      Birhan proudly opens the hatch of his cistern. He dug the pit for it together with his new neighbors. His home is also almost complete, a kind of row house that shares a large corrugated iron roof with the adjacent buildings. During the rainy season, the rainwater will drain into the cisterns using constructions called Rain Water Units (RWU). “With the water I can have not just one harvest per year, but several,” he says. A garden is being planted behind the house and his five cows “will even get their own shed.” Earlier, the animals lived in the old hut, under the same roof as the family.

      The construction style is unconventional for the region: The houses are two stories high, with a family housed on each floor in order to take up as little land as possible. Fertile land is valuable. One-half of a row house costs 75,000 Ethiopian birr, or about 2,200 euros, which is being financed partly through loans and partly with donations.

      The River Flows All Year Round

      The training center has been built on the village square — a building with cheerful red and green walls. The farmers will learn how to process food here, as well as household management and the basics of accounting. Their children are to take computer courses. Like his neighbors, however, Birhan has never been to school and doesn’t know how to read or write.

      A school, health center and church are to be built in the next construction phases — all largely by the new inhabitants. Swiss aid organization Green Ethiopia has planted a large vegetable garden as well as trees on the streets and along the banks of the Shine. For the first time in decades, the river is now flowing all year round.

      The rapid population growth has also left scars on the area surrounding Birhan’s village, Bura. The source region of the Shine River, 20 kilometers away, had been deforested, the fertile soil carried away by wind and storms. Since 2012, Green Ethiopia has planted almost 3 million trees on the hills of Lobokemkem. The organization also pays the local farmers to stop grazing their animals there.

      After five years, the successes are visible: The trees reach up to 5 meters high and a thin layer of topsoil has formed, with grass growing on top of it. Tree and grass roots hold down the soil. At several spots, the groundwater trickles out even in the dry season, which hasn’t been the case in two generations. Downriver, in Bunarest, there is enough water for the new gardens despite the drought. They are one of the most important foundations for the further development of the town. “What must I do to build a city? First, I plant a forest,” says Franz Oswald, summing up the seemingly paradoxical principle.
      The tree nursery is also part of the project. People from the region work here and raise the trees that are to be planted in Buranest.

      The Biggest Obstacle: Neighbors’ Skepticism

      Birhan Abegaz is already planning his transition away from farming to a life as an urban dweller. If one day he manages to get more land, he wants to plant more vegetables “and then open a restaurant,” he says. His family could work there. He hopes that his kids “can learn and have better career options. They shouldn’t remain farmers like me.”

      But his patience is repeatedly being put to the test. As a future urban dweller, he is dependent on the developments taking place around him. He is reliant on his neighbors. His house, as well as the first general construction phase, was supposed to be finished last year. The date has been pushed back repeatedly.

      It should be ready soon, but it’s hard to make predictions in Ethiopia. The cooperative of carpenters and stone masons, which was founded and trained specifically for the construction of the residential buildings, had to be dissolved again because as soon as they had their diploma, many of the trained tradespeople disappeared to find their luck in Bahir Dar or elsewhere. As a result, the construction site remained quiet for a year. The training center with the red-green exterior wall may be finished, but it remains empty because the local authorities are unable to agree on who will pay the instructors.

      Growth is nevertheless happening in Buranest, though not along the banks of the Shine where the planners had initially intended. The actual new town center has developed to the left and right sides of the highway. A kiosk has opened there, as well as a bar. About 300 people have built their traditional “dancing houses” there out of mud and twigs. Buranest, a city under construction, has attracted them from the surrounding villages, but most are still hesitating to sign onto the project. They shun the 40-euro fee for joining the cooperative, and an urban life with electricity and toilets in little sheds in front of the houses still seems alien and unfamiliar.

      The Government Wants to Build Thousands of New Towns

      Although the new settlement isn’t growing according to the Buranest planners’ intentions, they aren’t too bothered by it. The fact that so much is being built informally, says Dieter Läpple, is a sign that the people believe in the settlement’s future. He now hopes for what the founders call the “propaganda of the good deed” — that once families have moved into their new homes with water and gardens, neighbors will also soon recognize the advantages. The decisive factor, Läpple says, will be whether “the population makes the project theirs.”

      The government in Addis Ababa is already on board. In the city of 5 million, up to 80 percent of residents live in slums, according to UN estimates. And although migration into cities and urbanization used to be considered taboo, that’s no longer the case. By 2020, the Ethiopian Ministry of Urban Development and Housing wants to turn 8,000 rural settlements into “urban centers.” The government already has a concrete role model for their plans: Buranest.

    Reportage. #Alta_Val_di_Susa, quei profughi ora accolti sulla rotta di neve e gelo

    Accanto alla stazione di Oulx, in nove mesi sono passate 9mila persone: il 60% proveniva dalla rotta balcanica. Don Luigi (Migrantes): dare un tetto a chi viaggia nel freddo

    Non piangono mai i bambini che arrivano all’ultima tappa prima del confine francese. Sono esausti, dormono di continuo, qualcuno ha i piedi morsicati dai topi negli accampamenti di fortuna in Bosnia, eppure non piangono. Lo raccontano commossi gli operatori e i volontari del rifugio per immigrati ’#Fraternità_Massi' nella casa dei salesiani accanto alla stazione di Oulx. Ai piccoli il lungo viaggio sembra un gioco in compagnia dei genitori. Per gli esperti il gioco si chiama ’rotta italiana’ oppure ’terminale della rotta mediterranea’ e anche ’limite occidentale della rotta balcanica’. Comunque la si veda, Oulx dal 2017 è diventata una porta di uscita sempre più battuta dall’Italia verso la Francia e l’Ue, per marciatori della speranza in viaggio da anni. Non temono di andare in mezzo alla neve in scarpe da tennis, ma se vengono al rifugio voluto dalla fondazione ’#Talità_Kum' con i medici di #Rainbow_4_Africa aperto h 24 trovano scarponi, cibo, possono farsi visitare e passare una notte al caldo dopo le 16, quando d’inverno cala subito il buio e la temperatura scende sottozero. A pochi passi dal rifugio in Alta Val di Susa, ironia della sorte, fermano i treni di linea per la Francia e persino il Tgv. Ma il viaggio comodo è roba per chi ha documenti europei e Green pass. Il resto dell’umanità tenta di prendere un bus di linea, se non controllano i ’certificati verdi’, o arriva a piedi fino alle piste di fondo di #Claviere e poi si infila nei boschi per 20 chilometri per passare il Monginevro. Un’impresa al buio col freddo, specie per le famiglie con donne incinte e bambini. Oltretutto la sorveglianza dei gendarmi dotati anche di visori notturni al confine e lungo la statale è continua. Inflessibili anche con i più vulnerabili, non rilasciano il documento di respingimento, il ’refus d’entrée’, contro cui presentare appello. Chi passa, però, in 5 giorni arriva a Parigi e da lì prosegue per Germania, Paesi Bassi, Belgio o Regno Unito, nell’Europa che cerca manodopera.

    Gli scarponi li lasciavano i valligiani quando si è aperta la rotta. Il rifugio prosegue la tradizione solidale, mettendoli nelle rastrelliere. Ogni giorno passano da qui almeno 60 persone, con punte di 100 dall’estate a novembre. Quando si supera quota 50 la Croce rossa sposta i profughi al polo logistico di Bussoleno, 20 chilometri a valle, così che nessuno dorma all’aperto. Da aprile a dicembre sono passate 9mila persone e altre 1.500 sono state portate alla Croce rossa. Il 60% proveniva dalla rotta balcanica, gli altri erano subsahariani sbarcati da poco e tunisini alle prese con disoccupazione.

    «È dura marciare nella neve, ma chi proviene dai Balcani dice che dopo Bosnia e Croazia passare il Monginevro è come bere un bicchiere d’acqua – spiega don Luigi Chiampo, 62 anni, da 10 parroco di Bussoleno, presidente di Talità Kum e responsabile Migrantes della diocesi susina – e da quando abbiamo aperto il centro a Oulx nel 2018 non ci sono più stati morti sulle montagne. Passavano dal Colle della Scala, molto pericoloso. Nel 2021 dalla valle è passato un fiume di circa 15mila persone dirette a Claviere. Arrivano a Trieste e in 72 ore attraversano il nord in treno o bus, oppure vengono dai centri di accoglienza. Il rifugio lo abbiamo aperto per non far dormire più nessuno in mezzo alla strada ed è importante la rete che si è creata e la collaborazione con le istituzioni». I Comuni, al contrario di quanto accade Oltralpe, sono presenti. La Prefettura di Torino contribuirà al nuovo rifugio di fronte alla ’Fraternità Massi’, sempre di proprietà dei salesiani, molto più grande, in cui a giorni si sposteranno le attività. Che comprendono le attività dei medici e infermieri di ’Rainbow for Africa’ e degli operatori legali di Diaconia valdese e Danish refugee Council, che qui hanno un punto nodale del loro osservatorio dei tre confini. Cena e assistenza le offrono la rete solidale di Talità Kum, aperta ad associazioni laiche e nazionali.

    «Prepariamo un piatto di pasta, offriamo un letto caldo – afferma racconta Giorgio Guglielminotti, storico operatore – e se lo desiderano parliamo. Soprattutto diamo le scarpe a chi arriva con i piedi rotti da marce interminabili». I single dormono in uno camerone e le famiglie nei container in cortile. Si resta al massimo 48 ore ad eccezione delle famiglie numerose. Secondo Serena Tiburtini, coordinatrice di programma per Danish refugee council, le famiglie sono soprattutto afghane (il 40%) e iraniane. Poi i pachistani. «Passano da Claviere a piedi – aggiunge – perché sono abituati alla montagna. Sono arrivati i primi evacuati in estate da Kabul, i più ricchi, gli altri li attendiamo nei prossimi mesi. I tempi di ricongiungimento con i parenti sono troppo lunghi. Una ragazza afghana a settembre mi ha detto che non poteva attendere sei mesi per raggiungere la madre in Svezia, mentre poteva farcela in 15 giorni. Un giovane curdo iraniano, rimasto storpio a una gamba, fratturata dalle botte prese in Croazia, non riusciva a passare a piedi. Ma voleva raggiungere moglie e figlioletta in Svizzera. Niente ricongiungimento, alla fine è partito con un passeur».

    «Chi arriva a Oulx dalla rotta balcanica è esausto fisicamente e mentalmente – prosegue Eloisa Franchi dei medici di Rainbow 4 Africa – poi c’è chi arriva con ferite da marcia o con le cicatrici delle torture inferte dai poliziotti croati. Noi offriamo primo soccorso per curare la ’patologia di confine’, uno stress psicofico continuo. Nel nuovo rifugio avremo uno spazio per dare assistenza continuativa».

    A Oulx sono arrivate quest’anno due donne in procinto di partorire: una ci è riuscita, l’altra ha messo al mondo un bambino morto. Era da sola, marito e figlio erano già passati, ma sono tornati indietro per salutare il piccolo e ripartire con lei. Domani si concluderà qui il ’Cammino della Speranza’, staffetta partita da Trieste in bici una settimana fa per ricordare cosa accade ogni giorno da un confine all’altro.

    Trauma, Death and Profits - Youth Prisons in the UK

    In the UK there are three types of youth imprisonment. Secure Children’s Homes are run by local councils for children aged 10 to 14. Young Offender Institutions (YOIs) are for young people aged 15 to 21. Those under 18 are held in separate institutions. Many YOIs are also part of adult prisons. There are 26 prisons in total across England, Wales, and Scotland that hold 18-21 year olds. Young adults (aged 18 – 24) make up 17% of the prison population with more than 14,932 imprisoned.

    #Cambodia: Appeal Court should overturn unfair conviction of land rights defender #TepVanny, say international CSOs

    We, the undersigned, call on the Court of Appeal to overturn the unjust conviction of Ms. #Tep_Vanny on charges of intentional violence with aggravating circumstances based on her peaceful activism at a 2013 protest, for which she received a draconian sentence of two years and six months’ imprisonment on 23 February 2017. The Court of Appeal will hear Ms. Tep Vanny’s appeal against conviction tomorrow, 27 July 2017. On 15 August 2017, Ms. Tep Vanny will have spent one year in detention; her imprisonment is a clear attempt to silence one of Cambodia’s most fearless and outspoken defenders of human rights ahead of the national elections in July 2018.
    Tomorrow’s appeal is one of three previously dormant years-old cases punitively reactivated against Ms. Tep Vanny. In August 2016 the prosecutor of the Phnom Penh Municipal Court reactivated the long-
    dormant charges of intentional violence with aggravating circumstances against Ms. Tep Vanny while she was in pre-trial detention prior to her spurious conviction on other charges for taking part in a “#Black_Monday” protest to call for the release of the “#Freethe5KH” detainees,1 who were being held in arbitrary
    pre-trial detention at the time.2 The case under appeal dates back to Ms. Tep Vanny’s participation in a 2013 peaceful protest in front of Prime Minister Hun Sen’s house, during which a group of #Boeung_Kak_Lake activists called for the release of a detained fellow community member. This protest had ended in violence against protesters at the hands of Daun Penh security guards, in which Ms. Tep Vanny herself was injured.
    On 23 February 2017, Ms. Tep Vanny was convicted on these charges and sentenced to 30 months in prison and a fine of five million riel (about US$1,250), as well as being ordered to pay compensation totaling nine million riel (about US$2,250) to the plaintiffs, two Daun Penh security guards.
    Ms. Tep Vanny’s trial did not comply with international standards for fair trial rights: no credible evidence was presented to justify the charges against her and neither the plaintiffs nor any prosecution witnesses gave live testimony at either of the two hearings; instead only written statements were provided, preventing cross-examination. Community members outside the court faced unprovoked violence from para-police and, following delivery of the verdict, riot police entered the court room and physically restrained a number of defense witnesses.3
    The re-opening of these charges appears to be a politically motivated attempt to restrict and punish Ms. Tep Vanny’s work as a land activist and human rights defender, as part of the Cambodian authorities’
    ongoing crackdown on dissenting voices. Peaceful assembly and free expression are not crimes, and human rights defenders should not be penalized for peacefully exercising their fundamental freedoms. We call on the Court of Appeal to exercise its independence and rectify the injustice of Ms. Tep Vanny’s flawed trial by overturning her conviction and sentence. We call on the Cambodian authorities to cease their judicial harassment of Ms. Tep Vanny, as well as other Boeung Kak Lake activists, and to release her from prison.

      Since 28 April 2016, five Cambodian human rights defenders – four senior staff members from NGO the Cambodian Human Rights and Development Association (ADHOC), Mr. #Ny_Sokha, Mr. #Yi_Soksan, Mr. #Nay_Vanda and Ms. #Lim_Mony, and deputy secretary-general of the National Election Committee (and former ADHOC staff member) Mr. #Ny_Chakrya – have been detained with regard to advice and legitimate reimbursement of food and transport costs provided to the woman alleged to have had an extra-marital relationship with then deputy opposition leader Kem Sokha.

      On 2 May, the four ADHOC staff were indicted with bribing a witness, and Ny Chakrya was indicted as an accomplice to the same crime. United Nations (UN) staffer Mr. Soen Sally was also indicted as an accomplice; however, he remains free due to his immunity as a UN official. That same day, Chakrya was transferred to Police Judiciare and the four ADHOC staff were transferred to Phnom Penh’s Prey Sar prison. The charges bear all the hallmarks of being politically motivated, amounting to legal harassment.

      In November 2016, the United Nations Working Group on Arbitrary Detention (“UNWGAD”) concluded that their detention was “arbitrary” and in violation of international human rights law, that they have been discriminated against based on their status as human rights defenders, and called for their immediate release. On 26 April 2017 the courage of the five and their commitment to their work to promote and protect human rights was acknowledged internationally through their nomination as one of three finalists to receive the prestigious Martin Ennals Award for Human Rights Defenders.

      Il 23 febbraio Vanny è stata condannata a due anni e mezzo di reclusione per aver preso parte a una protesta pacifica nel 2013 contro gli sgomberi forzati nei pressi della casa del primo ministro, a Phnom Penh: migliaia di famiglie erano state sgomberate con la forza dalle loro abitazioni per fare spazio ad abitazioni di lusso. L’8 agosto la Corte d’appello di Phnom Penh ha rigettato l’appello della difensora dei diritti umani e confermato la sua condanna.

      Questa è la terza volta che viene arrestata e condannata per aver preso parte o coordinato proteste pacifiche.

      Cambodian land rights activist Tep Vanny released after 2 years in detention

      Cambodian human rights defender Tep Vanny was released from prison on Monday after spending more than 700 days in detention.

      Vanny was handed a prison sentence of two years and six months on 23 February 2017, after Phnom Penh’s First Instance Court convicted her of “intentional violence with aggravating circumstances” for peacefully protesting the forced eviction of her community from Boeung Kak Lake, Phnom Penh. A construction project on the site has seen thousands of families lose their homes.

      Vanny was released from prison following a royal pardon. In response, Minar Pimple, Amnesty International’s Senior Director of Global Operations, said:

      “After more than two years of being unjustly detained for her peaceful activism, the news that Tep Vanny is once again reunited with her family is a cause for great celebration.

      “However, her release is long overdue. Tep Vanny has endured a catalogue of injustice – from baseless, politically-motivated charges to unfair trials – and should never have been imprisoned in the first place.

      “As well as allowing Tep Vanny to resume her activism without fear of further reprisals, Cambodia’s authorities must quash all convictions against her and halt any investigations into any other pending charges. Additionally, the many other human rights defenders and prisoners of conscience still languishing behind bars in the country must also be immediately and unconditionally released.”

      Amnesty considered Tep Vanny a prisoner of conscience, held solely for her peaceful human rights work. She was also part of the human rights organisation’s global BRAVE campaign, which seeks to strengthen the recognition and protection of human rights defenders around the world. Through this campaign, more than 200,000 people around the world joined the call for Tep Vanny’s release.

      The UK must protect human rights defenders at risk

      Human rights defenders like Tep Vanny are coming under increasing attack. At least 3,500 human rights defenders have been killed since 1998 – an average of 180 deaths a year. Governments around the world must do more to protect the people who are putting their lives at risk to fight human rights abuses around the world, said Amnesty.

      Kate Allen, Director of Amnesty International UK, said: “The level of danger facing activists worldwide has reached crisis point. Every day people are threatened, tortured, imprisoned and killed for what they fight for, believe in or simply for who they are.

      “The protection of human rights defenders must be put at the heart of the Foreign Secretary’s vision of ‘Global Britain’ if the UK is to be a credible voice on human rights post Brexit. Now is the time to act and prioritse tackling the global surge in repression of human rights defenders.”

      Background

      Tep Vanny’s conviction on 23 February 2017 was based on her peaceful participation in a protest calling for the release of one of the detained Boeung Kak Lake Community members, which took place in front of Prime Minister Hun Sen‘s house in March 2013.

      Tep Vanny was sentennced to two years and six months’ imprisonment, and was also ordered to pay a fine of five million Cambodian Riel (around £960), as well as a combined nine million Riel in compensation payments to the two plaintiffs, both of whom are members of Phnom Penh’s Daun Penh district para-police.

      On 27 July 2017 and again on 7 February 2018, Phnom Penh’s Appeal court upheld both her conviction and prison sentence.

      Cambodia must drop all charges against opposition politician #Kem_Sokha

      Following widespread and systematic repression of the political opposition and electoral rights in Cambodia, the European Parliament urges its government to put an end to all forms of harassment and politically-motivated charges and rulings against politicians, human rights defenders, trade unionists, civil society activists and journalists. Parliament also expresses its serious concerns over the conduct and results of the 2018 elections, which failed to produce a credible process, and underlines that this electoral procedure cannot be considered free and fair.

      MEPs demand that the Cambodian authorities drop all charges against prominent opposition leader Kem Sokha, and call for his immediate and full release from house arrest. This also goes for all other politicians, including Sam Rainsy, who have been charged, detained or imprisoned for the same reasons.

      Parliament also asks the European External Action Service and the European Commission to compile a list of individuals responsible for the dissolution of the Cambodian opposition and other serious human rights violations in the country, with the aim of imposing possible visa restrictions and asset freezes on them.

      The resolution was approved by a show of hands.

    Le projet incriminé par #Rainforest_Foundation et d’autres ONG comme #Global_Witness ou #Greenpeace est porté par l’Agence française de développement (#AFD, partenaire du Monde #Afrique). D’un montant de 18 millions de dollars (environ 16 millions d’euros), dont 6 millions de dollars financés par la France, il est censé contribuer à la gestion durable des forêts à laquelle s’est engagée la #RDC en adoptant une stratégie nationale de lutte contre la déforestation en 2012. Au total, à travers CAFI, Kinshasa devrait recevoir 200 millions de dollars d’ici à 2020 pour financer cette stratégie dont la réussite détermine l’avenir de 7 % des #forêts tropicales mondiales.
    « La feuille de route n’a jamais été d’octroyer de nouvelles concessions industrielles », un membre de l’Initiative pour les forêts d’#Afrique_centrale.

    La multiplication des grandes #concessions_forestières peut-elle être la pièce maîtresse d’une telle ambition ? C’est ce qui ressort de la proposition de l’AFD, qui met en avant la sous-exploitation de la forêt congolaise et les importantes « opportunités de développement économique » que cela permet d’envisager. Elle évalue ainsi un scénario qui conduirait à multiplier par trois les superficies accordées aux exploitants industriels – de 11 millions d’hectares aujourd’hui à 30 millions d’hectares – et à multiplier par quinze le volume de bois prélevé.
    Sous-exploitation

    Cette perspective n’a pas simplement fait s’étrangler les ONG environnementales, elle a aussi fait tousser les partenaires de CAFI. Lors de la réunion du comité technique organisée par visioconférence le 3 mai depuis Kinshasa, l’AFD a reçu 39 recommandations pour retravailler son projet. « La feuille de route n’a jamais été d’octroyer de nouvelles concessions industrielles. Tout le monde connaît la situation. L’essentiel de la coupe en RDC est illégal, le ministère n’a pas les moyens de contrôler les opérateurs sur le terrain et l’argent qui ressort de ces trafics alimente les rébellions dans le pays. L’amélioration de la gouvernance du secteur devrait être au centre d’un programme de gestion durable. Or il n’en est quasiment pas question », critique un membre de CAFI, en demandant aussi à comprendre comment la multiplication par trois des superficies exploitées ne conduira pas à un accroissement des émissions de #gaz_à_effet_de_serre.

    Des projets alibis

    On le voit notamment dans le financement des projets CAFI. Appuyée par plusieurs bailleurs de fonds (Allemagne, Corée du Sud, France, Norvège, Pays-Bas, Royaume-Uni et Union européenne – mais seules la Norvège et la France ont pour l’instant apporté des fonds), cette initiative vise, officiellement, à « reconnaître et préserver la valeur des forêts », afin « d’atténuer les changements climatiques, réduire la pauvreté et contribuer au développement durable » dans le #bassin_du_Congo. Elle a abouti à un accord, négocié par Oslo, qui prévoit de consacrer 200 millions de dollars à « la lutte contre la déforestation et la dégradation des zones forestières » en RDC.

    Dernier exemple : les projets financés par des prêts de l’Agence française de développement (AFD). En #RDC, cette institution publique porte un projet appelé Agedufor (« Appui à la gestion durable des forêts »), qui depuis 2011 consiste à aider les entreprises forestières à se « mettre en conformité » avec les « principes de gestion durable ». Mais, là aussi, les effets ne sont pas ceux annoncés. En 2015, des ONG, dont Greenpeace, Global Witness et #Rainforest Foundation UK, ainsi que le botaniste français Francis Hallé, ont dénoncé « cette politique de soutien à l’industrie forestière » qui « se fonde sur des postulats erronés et a des résultats désastreux », précisant : l’exploitation forestière industrielle, quelles que soient les règles suivies, abîme « durablement la biodiversité » et est responsable de la « déforestation ». Ces ONG ont aussi déploré un manque de transparence : l’#AFD n’a pas rendu publics les rapports d’évaluation d’Agedufor et des projets similaires qu’elle soutient dans les pays voisins.

      L’information avait été reprise assez largement dans la presse, suite à une dépêche de Reuters (#le_truc_à_te_faire_verdir_le_Décodex : Motherboard, le Washington Post, le Guardian, CBS News, Forbes, Foreign Policy, le Telegraph, NBC News, Numerama, RTS, Le monde informatique, L’usine nouvelle, La Tribune, etc.) et sur les réseaux sociaux… Vous pensez bien, voilà du cyber qui explose avec des vrais cyber-morts et des bouts d’artilleurs éparpillés. La présence du logiciel « X-Agent » étant l’un des principaux éléments cités pour démontrer l’implication d’APT28 et donc du GRU, dans l’attaque contre les artilleurs ukrainiens et dans le piratage du DNC.

      Il n’en reste pas moins que, selon toute probabilité, le gouvernement russe est à l’origine des attaques contre le DNC. L’alignement stratégique, les méthodes employées et la concomitance des attaques avec une vaste opération de propagande désignent la Russie.

      Alors franchement, on s’en tape de Telegram et du chiffrement. Contrairement à ce que l’on a pu lire ici ou là, ce sont des canaux de communication très difficiles à sécuriser qui ont été utilisés, des groupes et chaînes comptant des centaines de membres, dont l’une des plus connues, Ansar At-Tawhid, a été infiltrée au moins à deux reprises et pendant de longs mois. Adel Kermiche était quand à lui un membre actif de ce réseau de relations. Les administrateurs d’Ansar At-Tawhid avaient même vanté ses mérites. Il avait annoncé sur sa chaîne très explicitement ses intentions, le type de cible et le mode opératoire, une semaine avant de passer à l’acte.
