Man muss ziemlich dämlich sein, um Taxifahrer zu überfallen. Bei Uber-Kutschern ist noch weniger zu holen, im Prinzip nämlich genau garnichts.

    Ein Uber-Fahrer ist in der Nacht zum Samstag in Berlin-Neukölln überfallen und verletzt worden. Wie die Polizei mitteilte, wurde der 29-Jährige gegen 2 Uhr in der Lahnstraße von drei bisher unbekannten Tätern mit einer Schusswaffe bedroht.

    Die Männer forderten Geld, welches der Überfallene jedoch nicht herausgab. Daraufhin schlugen ihm die drei Unbekannten mit der Waffe und ihren Fäusten gegen den Kopf und durchsuchten dann das Handschuhfach seines Wagens. Sie fanden jedoch nichts, sodass sie ohne Beute flüchteten.

    Der Angegriffene fuhr vom Tatort zu einer Tankstelle in der Karl-Marx-Straße, von wo aus Polizei- und Rettungskräfte alarmiert wurden. Der 29-Jährige erlitt bei dem Überfall mehrere Platzwunden am Kopf und blutete erheblich, sodass ihn die Rettungskräfte zur stationären Behandlung in ein Krankenhaus brachten. Die Polizisten suchten die Umgebung nach den Tätern ab, die Suche verlief jedoch erfolglos. Die Kriminalpolizei ermittelt wegen schweren Raubes.

    Mahamane Ousmane is an unrepentant people smuggler. He makes no effort to deny transporting migrants “countless times” across the Sahara into Libya. When he is released from prison in Niger’s desert city of Agadez, he intends to return to the same work.

    The 32-year-old is even more adamant he has done nothing wrong. “I don’t like criminals. I am no thief. I have killed no one,” he says.

    As Ousmane speaks, a small circle of fellow inmates in filthy football shirts and flip-flops murmur in agreement. The prison at Agadez, where the French once stabled their horses in colonial times, now houses an increasing number of people smugglers. These “passeurs,” as they are known in French, have found themselves on the wrong side of a recent law criminalizing the movement of migrants north of Agadez.

    Aji Dan Chef Halidou, the prison director who has gathered the group in his office, does his best to explain. “Driving migrants out into the Sahara is very dangerous, that’s why it is now illegal,” he interjects.

    Ousmane, a member of the Tubu tribe, an ethnic group that straddles the border between Niger and Libya, is having none of it. “Nobody ever got hurt driving with me,” he insists. “You just have to drive at night because in the day the sun can kill people.”

    A powerfully built man who speaks in emphatic bursts of English and Hausa, Ousmane worked in the informal gold mines of Djado in northern Niger until they were closed by the military. Then he borrowed money to buy a pickup truck and run the route from Agadez to Sebha in Libya. His confiscated truck is now sinking into the sand at the nearby military base, along with more than 100 others taken from people smugglers. Ousmane still owes nearly $9,000 on the Toyota Hilux and has a family to support. “There is no alternative so I will go back to work,” he says.

    “We need to implement this law gently as many people were living off migration and they were promised compensation by Europe for leaving it behind, but this hasn’t happened yet.”

    While the temperature outside in the direct sun nears 120F (50C), the air conditioner in the warden’s office declares its intention to get to 60F (16C). It will not succeed. As mosquitoes circle overhead, Halidou’s earlier enthusiasm for the law evaporates. “Agadez has always been a crossroads where people live from migration,” he says. “We need to implement this law gently as many people were living off migration and they were promised compensation by Europe for leaving it behind, but this hasn’t happened yet.”

    Ali Diallo, the veteran among the inmates, blames Europe for his predicament. Originally from Senegal, he made his way across West Africa to Libya working in construction. His life there fell apart after the Western-backed ouster of the Gadhafi regime. The steady supply of work became more dangerous and his last Libyan employer shot him in the leg instead of paying him at the end of a job.

    “In Senegal there are no jobs, in Mali there are no jobs, but there were jobs in Libya and that was all right,” he says. “Then the West killed Gadhafi and now they want to stop migration.” Diallo retreated two years ago to Agadez and found a job as a tout or “coxeur” matching migrants with drivers. This was what he was arrested for. He has a question: “Didn’t the Europeans think about what would happen after Gadhafi?”

    The Little Red Town

    Niger is prevented from being the poorest country in the world only by the depth of misery in Central African Republic. It was second from bottom in last year’s U.N. Human Development Index. Niamey, the country’s humid capital on the banks of the River Niger, has a laid-back feeling and its population only recently passed the 1 million mark.

    But the city’s days as a forgotten backwater are coming to an end.

    Along the Boulevard de la Republique, past the machine-gun nests that block approaches to the presidential palace, concrete harbingers of change are rising from the reddish Saharan dust. Saudi Arabia and the U.S. have vast new embassy complexes under construction that will soon overshadow those of Libya and France, the two traditional rivals for influence in Niger.

    Further north in the Plateau neighborhood, the development aid complex is spreading out, much of it funded by the European Union.

    “What do all these foreigners want from our little red town?” a senior Niger government adviser asked.

    In the case of the E.U. the answer is clear. Three-quarters of all African migrants arriving by boat in Italy in recent years transited Niger. As one European ambassador said, “Niger is now the southern border of Europe.”

    Federica Mogherini, the closest the 28-member E.U. has to a foreign minister, chose Niger for her first trip to Africa in 2015. The visit was seen as a reward for the Niger government’s passage of Law 36 in May that year that effectively made it illegal for foreign nationals to travel north of Agadez.

    “We share an interest in managing migration in the best possible way, for both Europe and Africa,” Mogherini said at the time.

    Since then, she has referred to Niger as the “model” for how other transit countries should manage migration and the best performer of the five African nations who signed up to the E.U. Partnership Framework on Migration – the plan that made development aid conditional on cooperation in migration control. Niger is “an initial success story that we now want to replicate at regional level,” she said in a recent speech.

    Angela Merkel became the first German chancellor to visit the country in October 2016. Her trip followed a wave of arrests under Law 36 in the Agadez region. Merkel promised money and “opportunities” for those who had previously made their living out of migration.

    One of the main recipients of E.U. funding is the International Organization for Migration (IOM), which now occupies most of one street in Plateau. In a little over two years the IOM headcount has gone from 22 to more than 300 staff.

    Giuseppe Loprete, the head of mission, says the crackdown in northern Niger is about more than Europe closing the door on African migrants. The new law was needed as networks connecting drug smuggling and militant groups were threatening the country, and the conditions in which migrants were forced to travel were criminal.

    Loprete echoes Mogherini in saying that stopping “irregular migration” is about saving lives in the desert. The IOM has hired community officers to warn migrants of the dangers they face farther north.

    “Libya is hell and people who go there healthy lose their minds,” Loprete says.

    A side effect of the crackdown has been a sharp increase in business for IOM, whose main activity is a voluntary returns program. Some 7,000 African migrants were sent home from Niger last year, up from 1,400 in 2014. More than 2,000 returns in the first three months of 2018 suggest another record year.

    Loprete says European politicians must see that more legal routes are the only answer to containing irregular migration, but he concludes, “Europe is not asking for the moon, just for managed migration.”

    The person who does most of the asking is Raul Mateus Paula, the E.U.’s top diplomat in Niamey. This relatively unheralded country that connects West and North Africa is now the biggest per capita recipient of E.U. aid in the world. The European Development Fund awarded $731 million to Niger for the period 2014–20. A subsequent review boosted this by a further $108 million. Among the experiments this money bankrolls are the connection of remote border posts – where there was previously no electricity – to the internet under the German aid corporation, GIZ; a massive expansion of judges to hear smuggling and trafficking cases; and hundreds of flatbed trucks, off-road vehicles, motorcycles and satellite phones for Nigerien security forces.

    This relatively unheralded country that connects West and North Africa is now the biggest per capita recipient of E.U. aid in the world.

    Normally, when foreign aid is directed to countries with endemic corruption – Transparency International ranks Niger 112th out of 180 countries worldwide – it is channeled through nongovernmental organizations. Until 2014 the E.U. gave only one-third of its aid to Niger in direct budget support; in this cycle, 75 percent of its aid goes straight into government coffers. Paula calls the E.U. Niger’s “number one partner” and sees no divergence in their interests on security, development or migration.

    But not everyone agrees that European and Nigerien interests align. Julien Brachet, an expert on the Sahel and Sahara, argues that the desire to stop Europe-bound migration as far upstream as possible has made Niger, and particularly Agadez, the “perfect target” for E.U. migration policies. These policies, he argues, have taken decades-old informal migration routes and made them clandestine and more dangerous. A fellow at the French National Research Institute for Development, Brachet accuses the E.U. of “manufacturing smugglers” with the policies it has drafted to control them.

    Niger, which has the fastest-growing population in the world, is a fragile setting for grand policy experiments. Since independence from France in 1960 it has witnessed four coups, the last of which was in 2010. The regular overthrow of governments has seen political parties proliferate, while the same cast of politicians remains. The current president, Mahamadou Issoufou, has run in every presidential election since 1993. His latest vehicle, the Party for Democracy and Socialism, is one of more than 50 active parties. The group’s headquarters stands out from the landscape in Niamey thanks to giant streamers, in the party’s signature pink, draped over the building.

    The biggest office in the pink house belongs to Mohamed Bazoum, Niger’s interior minister and its rising political star. When European diplomats mention who they deal with in the Nigerien government, his name is invariably heard.

    “We are in a moment with a lot of international attention,” Bazoum says. “We took measures to control migration and this has been appreciated especially by our European partners.”

    Since the crackdown, the number of migrants passing checkpoints between Niamey and Agadez has dropped from 350 per day, he claims, to 160 a week.

    “We took away many people’s livelihoods,” he says, “but we have to say that the economy was linked to banditry and connected to other criminal activities.”

    E.U. officials say privately that Bazoum has taken to issuing shopping lists, running to helicopters and vehicles, of goods he expects in return for continued cooperation.
    By contrast, the World Food Programme, which supports the roughly one in ten of Niger’s population who face borderline malnutrition, has received only 34 percent of the funding it needs for 2018.

    At least three E.U. states – France, Italy and Germany – have troops on the ground in Niger. Their roles range from military advisers to medics and trainers. French forces and drone bases are present as part of the overlapping Barkhane and G5 Sahel counterinsurgency operations which includes forces from Burkina Faso, Chad, Mali and Mauritania. The U.S., meanwhile, has both troops and drone bases for its own regional fight against Islamic militants, the latest of which is being built outside Agadez at a cost of more than $100 million.

    “Since independence, we never had a government that served so many foreign interests,” says Hamadou Tcherno Boulama, a civil society activist. His organization, Alternative Espaces Citoyens, often has an armed police presence outside its gates these days to prevent people gathering. Four of Niger’s main civil society leaders were jailed in late March after 35,000 people took to the streets in Niamey in the biggest demonstrations Niger has seen in a decade. Much of the public anger is directed against this year’s budget, which hiked taxes on staples such as rice and sugar.

    Foreign aid accounts for 45 percent of Niger’s budget, so the austerity budget at a time of peak foreign interest has stoked local anger.

    Boulama calls Bazoum “the minister of repression” and says Issoufou has grown fond of foreign travel and spends so little time in Niger that his nickname is “Rimbo” – Niger’s best-known international bus company.

    “Issoufou uses international support related to migration and security issues to fortify his power,” Boulama says.

    The E.U. and the International Monetary Fund have praised the government for this year’s budget, saying it will ease dependence on donors. The most that European diplomats will concede is that the Nigerien government is “bloated” with 43 ministers, each with an expensive retinue.

    European leaders’ “focus on migration is 100 percent,” says Kirsi Henriksson, the outgoing head of EUCAP Sahel, one of those E.U. agencies that few Europeans have ever heard of. When it was conceived, its brief was to deliver a coordinated strategy to meet the jihadi threat in Mali, but its mandate changed recently to prioritize migration. Since then its international staff has trebled.

    Henriksson, whose term ended in April, compares the security and development push to a train where everything must move at the same speed: “If the carriages become too far apart the train will crash,” she says.

    As one of the few Europeans to have visited the border area between Libya and Niger, she is concerned that some European politicians have unrealistic expectations of what is achievable. The border post at Tummo is loosely controlled by ethnic Tubu militia from southern Libya and no Nigerien forces are present.

    “Ungoverned spaces” confuse some E.U. leaders, she says, who want to know how much it will cost to bring the border under control. These kinds of questions ignore both the conditions and scale of the Sahara. On the wall of Henriksson’s office is a large map of the region. It shows the emerald green of West Africa, veined with the blue of its great rivers, fading slowly to pale yellow as you look north. If you drew a line along the map where the Saharan yellow displaces all other colors, it would run right through Agadez. North of that line is a sea of sand nearly four times the size of the Mediterranean.

    The Development Delusion

    Bashir Amma’s retirement from the smuggling business made him an Agadez celebrity after he plowed his past earnings into a local soccer team, where he makes a show of recruiting migrant players. Bashir once ran a ghetto, the connection houses where migrants would wait until a suitable ride north could be found. These days a handful of relatives are the only occupants of a warren of rooms leading off a courtyard amid the adobe walls of the old town.

    He is the president of the only officially recognized association of ex-passeurs and has become the poster boy for the E.U.-funded effort to convert smugglers into legitimate business people. The scheme centers on giving away goods such as cheap motorcycles, refrigerators or livestock up to a value of $2,700 to an approved list of people who are judged to have quit the migration business.

    Bashir is accustomed to European questioners and holds court on a red, black and gold sofa in a parlor decorated with framed verses from the Quran, plastic flowers and a clutch of E.U. lanyards hanging from a fuse box. Flanked by the crutches he has used to get around since a botched injection as a child left him with atrophied legs, he says his conscience led him to give up smuggling. But the more he talks, the more his disenchantment with his conversion seeps out.

    Some of his colleagues have kept up their trade but are now plying different, more dangerous routes to avoid detection. “The law has turned the desert into a cemetery, for African passengers and for drivers as well,” Bashir says.

    You either have to be foolhardy or rich to keep working, Bashir says, because the cost of bribing the police has increased since Law 36 was implemented. As he talks, the two phones on the table in front of him vibrate constantly. His public profile means everyone is looking to him to help them get European money.

    “I’m the president but I don’t know what to tell them. Some are even accusing me of stealing the money for myself,” he says.

    His anxious monologue is interrupted by the appearance of man in a brilliant white suit and sandals at the doorway. Bashir introduces him as “one of the most important passeurs in Agadez.”

    The visitor dismisses the E.U. compensation scheme as “foolish” and “pocket money,” saying he earns more money in a weekend. The police are trying to stop the smugglers, he says, but they do not patrol more than 10 miles (15km) outside the city limits. When asked about army patrols north of Agadez, he replies, “the desert is a big place.”

    After he leaves, Bashir hints darkly at continuing corruption in the security forces, saying some smugglers are freer to operate than others. The old way was effectively taxed through an open system of payments at checkpoints; it is unrealistic to expect this to disappear because of a change in the law.

    “We know that the E.U. has given big money to the government of Niger, we’re seeing plenty of projects opening here,” he says. “But still, one year after the conversion program launched, we’re waiting to receive the money promised.”

    Even the lucky few who make it onto the list for the Action Plan for Rapid Economic Impact in Agadez (PAIERA) are not getting what they really need, which is jobs, he says. The kits are goods to support a small business idea, not a promise of longer-term employment.

    “National authorities don’t give a damn about us,” he says. “We asked them to free our jailed colleagues, to give us back the seized vehicles, but nothing came.”

    There is a growing anti-E.U. sentiment in Agadez, Bashir warns, and the people are getting tired. “Almost every week planes land with leaders from Niamey or Europe. They come and they bring nothing,” he says.

    Agadez is not a stranger to rebellions. The scheme to convert smugglers is run by the same government department tasked with patching up the wreckage left by the Tuareg rebellion, the latest surge of northern resentment at perceived southern neglect that ended in 2009. The scheme sought to compensate ex-combatants and to reduce tensions amid the mass return of pro-Gadhafi fighters and migrant workers that followed from Libya, in 2011 and 2012. Many of them were ethnic Tubu and Tuareg who brought vehicles and desert know-how with them.

    The offices of the High Authority for the Consolidation of Peace in the capital have the air of a place where there has not been much to do lately. Two men doze on couches in the entrance hall. Inside, Jacques Herve is at his desk, the picture of a well-ironed French bureaucrat. He bristles at the accusation that the PAIERA program has failed.

    “The media has often been negative about the conversion program, but they have not always had the right information,” he says. Herve is one of the legion of French functionaries rumored to be seconded to every nook of Niger’s government, and is well-versed in the complaints common in Agadez.

    “During the preparatory phase, people did not see anything, so they were frustrated, but now they are starting to see concrete progress,” he says.

    Herve says 108 small business kits have been given out while another 186 were due to be handed over. When a small number of four-person projects are added in, the total number of people who have been helped is 371. The pilot for the conversion scheme that Bashir and others are waiting on is worth just $800,000.

    If the program was rolled out to all 5,118 ex-smugglers on the long list, it would cost $13 million in funding over the next three years, according to a letter sent to the E.U. Delegation in Niamey. There are other E.U.-funded cash-for-jobs schemes worth another $7 million in Agadez, but these are not related to the former passeur.

    This leaves an apparent mismatch in funding between security, in effect enforcement, and development spending, or compensation. The E.U. Trust Fund for Africa, which European leaders have earmarked to address the “root causes” of migration, has allocated $272 million in Niger.

    Money, Herve acknowledges, is not the problem. He says the principle has been to “do no harm” and avoid channeling funds to organized smuggling kingpins. He also says the task of compiling a roll call of all the workers in an informal economy in a region larger than France had been enormous. “The final list may not be perfect but at least it exists,” he says.

    Herve’s struggles are part of the E.U.’s wider problem. The bloc has pushed for the mainstay of northern Niger’s economy to be criminalized but it remains wary of compensating the individuals and groups it has helped to brand as criminals. There is no precedent for demolishing an informal economy in one of the world’s poorest countries and replacing it with a formal model. Some 60 percent of Niger’s GDP comes from the informal sector, according to the World Bank.

    As a senior government adviser put it, “When you slap a child you cannot ask it not to cry.”

    According to an E.U. official who followed the program, “the law was imposed in a brutal way, without any prior consultation, in a process where the government of Niger was heavily pressured by the E.U., France and Germany, with a minimal consideration of the fact Nigerien security forces are involved in this traffic.”

    The group listens as Awal presents the latest draft of an eight-page plan featuring carpentry, restoration, tailoring and sheep-farming ideas. Making it a reality would cost $160,000, they estimate.

    “Some of us have been jailed, some vehicles are lying uselessly under the sun in the military base, but the reality is that we don’t know any other job than this.”

    All those present listen and pledge to respect the new law but they are not happy. The oldest man in the group, a Tuareg with a calm and deep voice, speaks up, “Some of us have been jailed, some vehicles are lying uselessly under the sun in the military base, but the reality is that we don’t know any other job than this,” he says.

    Then his tone turns bitter, “I feel like we have been rejected and the option to move to Libya, like we did in the past, is not there anymore.” Before he can finish, one of the frequent Agadez power cuts strikes, leaving everyone sitting in darkness.

    Unintended Consequences

    Alessandra Morelli uses the fingers of her right hand to list the emergencies engulfing Niger. The country representative of the U.N. Refugee Agency (UNHCR) starts with her little finger to represent the 240,000 people displaced by the Boko Haram crisis in Niger’s southeast. Next is the Malian refugee crisis in the regions of Tillabery and Tahoua, a strip of land that stretches northeast of the capital, along the border with Mali, where 65,000 people have fled conflict into Niger. Her middle finger is the situation along the border with Algeria where migrants from all over West Africa are being pushed back or deported, often violently, into Niger. Her index finger stands for the thousands of refugees and migrants who have retreated back into Niger across the border from Libya. And her thumb represents the refugees the U.N. has evacuated from Libya’s capital Tripoli under a tenuous plan to process them in Niger ahead of resettlement to Europe.

    “I can no more tell you which is more important than I can choose a finger I don’t need,” says Morelli, the survivor of a roadside bombing in Somalia.

    Her depiction of a country beset by emergencies is at odds with the E.U. officials who talk of security and development benefits for Niger from its burgeoning international partnerships. UNHCR opened its office in Niger in 2012 and had been attempting to identify refugees and asylum cases among the much larger northward flow of economic migrants. The agency already has tens of thousands of refugees scattered across camps in the region, where many have already been in the queue for resettlement to the rich world for more than 15 years.

    Her depiction of a country beset by emergencies is at odds with the E.U. officials who talk of security and development benefits for Niger from its burgeoning international partnerships.

    A delicate negotiation with the government of Niger – which is aware that European money and plaudits flow from stopping migrants, not identifying more refugees – led to a fledgling project in Agadez, which in partnership with IOM was meant to identify a small number of test cases.

    But the concentration of international resources in Agadez can also have unintended side effects and the UNHCR guest houses were overwhelmed soon after they opened their doors.
    In December a trickle of young Sudanese men started to appear at the IOM transit center. When they made it clear they did not want passage home to Darfur, they were moved into the guest houses as soon as these opened in January. Hundreds more Sudanese quickly followed, the majority of them from Darfur but some from as far away as South Sudan. Most of them had spent half a lifetime in camps in Sudan or Chad and brought with them stories of hardship, abuse and torture in Libya, where they said they had either worked or been seeking passage to Europe.

    By February the first of the men’s families started to arrive, some from Libya and others from camps in neighboring Chad or from Darfur itself. By the time the number of Sudanese passed 500, UNHCR and its partner – an Italian NGO, COOPI – saw their funds exhausted. The influx continued.

    By early March more than 1,500 Sudanese had gathered in Agadez, many camped in front of the government’s office for refugees. The government of Niger wanted to expel them, said an E.U. security adviser. They were suspicious of possible links with Darfuri rebel groups who have been active in southern Libya. “They gave them a 10-day deadline to leave then revoked it only after a delicate negotiation,” the security adviser said.

    Rumors that the Sudanese were demobilized fighters from the Justice and Equality Movement and Sudan Liberation Army-Minni Minawi spread in Agadez. In the comment section of local media outlet Air Info, anger has been rising. “Agadez is not a dumping ground,” wrote one person, while another said, “we’re tired of being Europe’s dustbin.”

    Still only 21 years old, Yacob Ali is also tired. He has been on the run since he was 8 years old, first escaping the bombs of Sudanese government forces in al-Fasher, northern Darfur. He remembers battling for a tent in Zam Zam, one of the world’s biggest camps for displaced people. The eldest of six children, he left for Libya at 20, hoping to find a job. After being abused and exploited on a farm outside Murzuq, an oasis town in southern Libya, he decided “to cross the sea.”

    Agadez is not a dumping ground,” wrote one person, while another said, “we’re tired of being Europe’s dustbin.

    Once again there was no escape and “after hours on a dinghy,” Ali says, “a Libyan vessel with plainclothes armed men forced us back.”

    For the next five months he was trapped in a warehouse in Tripoli, where he and hundreds of others were sold into forced labor. Eventually he managed to free himself and was told that Agadez “was a safe place.”

    Any hopes Ali or other Sudanese may have harbored that Agadez with its presence of international agencies might offer a swifter and safer route to resettlement are vanishing.
    “For refugees who are stuck in Libya, coming to Niger is the only way to safety and protection,” Morelli says, “but it’s difficult to offer them a real solution.”

    Fears that the Sudanese may be deported en masse intensified in early May, when 132 of them were arrested and removed from the city by Nigerien authorities. They were transported to Madama, a remote military outpost in the northern desert, before being forcibly pushed over the border into Libya.

    The accusation that Niger has become a dumping ground for unwanted Africans has become harder for the government to dismiss over the past six months as its neighbor Algeria has stepped up a campaign of pushbacks and deportations along the desert border. Arbitrary arrests and deportations of West Africans working without documents have long been a feature of Algeria’s economy, but the scale of current operations has surprised observers.

    Omar Sanou’s time in Algeria ended abruptly. The Gambian, who worked in construction as a day laborer, was stopped on the street one evening by police. When he asked for the chance to go to his digs and collect his things he was told by officers he was just going to a registration center and would be released later. Another policeman told him he was African, so had “no right to make money out of Algeria.”

    That is when he knew for sure he would be deported.

    Without ever seeing a court or a lawyer, Sanou found himself with dozens of other migrants on a police bus driving east from the Algerian city of Tamanrasset. The men had been stripped of their belongings, food and water.

    The bus stopped in a place in the desert with no signs and they were told the nearest shelter was 15 miles (25km) away. Although several of the men in his group died on the ensuing march, Sanou was lucky. Other groups have been left more than 30 miles from the border. Some men talk of drinking their own urine to survive, and reports of beatings and gunshot wounds are common. As many as 600 migrants have arrived in a single day at Assamaka border post, the only outpost of the Nigerien state in the vast Tamesna desert, where IOM recently opened an office. Survivors such as Sanou have found themselves at the IOM transit center in Agadez where there is food, shelter, healthcare and psychological support for those willing to abandon the road north and go home.

    After nearly five years, Sanou now faces returning home to Gambia empty-handed. The money he earned during the early years of his odyssey was given to his little brother more than a year ago to pay his way north from Agadez. Now 35 and looking older than his age, he admits to feeling humiliated but refuses to despair. “A man’s downfall is not his end,” he says.

    Algeria’s brutal campaign has hardly drawn comment from the E.U., and a Nigerien diplomat said U.S. and European anti-migrant rhetoric is being parroted by Algerian officials. At a recent gathering of Algerian military commanders, discussions centered on the need to “build a wall.”

    The perception among senior figures in the Niger government that they have allowed themselves to become a soft touch for unwanted refugees and migrants has created acute tension elsewhere.

    In March a small-scale effort to evacuate the most vulnerable refugees from Tripoli to Niamey before processing them for resettlement in Europe was suspended. The deal with UNHCR hinged on departures for Europe matching arrivals from Libya. When only 25 refugees were taken in by France, the government of Niger pulled the plug. It has been partially reactivated but refugee arrivals at 913 far outweigh departures for the E.U. at 107. Some reluctant E.U. governments have sent asylum teams to Niamey that are larger in number than the refugees they are prepared to resettle. Meanwhile, people who have suffered horrifically in Libya are left in limbo. They include a Somali mother now in Niamey whose legs are covered in the cigarette burns she withstood daily in Libya at the hands of torturers who said they would start on her two-year-old daughter if she could not take the pain.

    The knock-on effects of the experiments in closing Niger as a migration corridor are not felt only by foreigners. Next to the rubbish dump in Agadez, a few hundred yards from the airstrip, is a no-man’s land where the city’s landless poor are allowed to pitch lean-to shelters. This is where Fatima al-Husseini, a gaunt 60-year-old, lives with her toddler granddaughter Malika. Her son Soumana Abdullahi was a fledgling passeur who took the job after failing to find any other work.

    What had always been a risky job has become potentially more deadly as police and army patrols have forced smugglers off the old roads where there are wells and into the deep desert. Abdullahi’s friends and fellow drivers cannot be sure what happened to him but his car got separated from a three-vehicle convoy on a night drive and appears to have broken down. It took them hours to find the vehicle and its human cargo but Abdullahi had struck out for help into the desert and disappeared.

    His newly widowed wife had to return to her family and could support only two of their three children, so Malika came to live with al-Husseini. Tears look incongruous on her tough and weatherworn face but she cries as she remembers that the family had been close to buying a small house before her son died.

    Epilogue

    All that remains of Mamadou Makka is his phone. The only traces on the scratched handset of the optimistic and determined young Guinean are a few songs he liked and some contacts. It is Ousman Ba’s most treasured possession. “I have been hungry and refused to sell it,” he says, sitting on the mud floor of a smuggler’s ghetto outside Agadez.

    Makka and Ba became friends on the road north to the Sahara; they had never met in Conakry, the capital of their native Guinea. The younger man told Ba about his repeated attempts to get a visa to study in France. Makka raised and lost thousands of dollars through intermediaries in various scams before being forced to accept that getting to Europe legally was a dead end. Only then did he set out overland.

    “It was not his fate to study at a university in France, it was his fate to die in the desert,” says Ba, who was with him when, on the last day of 2017, he died, aged 22.

    The pair were among some 80 migrants on the back of a trio of vehicles roughly two days’ drive north of Agadez. The drivers became convinced they had been spotted by an army patrol and everything began to go wrong. Since the 2016 crackdown the routes have changed and distances doubled, according to active smugglers. Drivers have also begun to take amounts of up to $5,000 to pay off security patrols, but whether this works depends on who intercepts them. Some drivers have lost their vehicles and cash and been arrested. News that drivers are carrying cash has drawn bandits, some from as far afield as Chad. Faced with this gauntlet, some drivers unload their passengers and try to outrun the military.

    In Makka and Ba’s case, they were told to climb down. With very little food or water, the group did not even know in which direction to walk. “In that desert, there are no trees. No houses, no water … just mountains of sand,” Ba says.

    It took four days before an army patrol found them. In that time, six of the group died. There was no way to bury Makka, so he was covered with sand. Ba speaks with shame about the selfishness that comes with entering survival mode. “Not even your mother would give you her food and water,” he says.

    When they were finally picked up by the Nigerien army, one of the officers demanded to know of Ba why he had put himself in such an appalling situation and said he could not understand why he hadn’t gotten a visa.

    Half dead from heat stroke and dehydration, Ba answered him, “It is your fault that this happened. Because if you weren’t here, the driver would never abandon us.”

    Four months on and Ba has refused the offer from IOM of an E.U.-funded plane ticket home. He is back in the ghetto playing checkers on a homemade board and waiting to try again. He used Makka’s phone to speak to the young man’s father in Conakry, who begged him to turn back. Ba told him, “Your son had a goal and I am still following that goal. Either I will reach it or I will die. God will decide.”

Die Pläne des Senats wollen die Taxis vor dem Hauptbahnhof in Berlin in die Tiefgarage des Gebäudes verlegen. Man sorgt sich um einen Einbruch an Kundschaft. Zudem leiden viele Taxi-Fahrer unter den zahlreichen alternativen Mitfahrmöglichkeiten wie Uber, Bolt und Co.

    Im April 2023 kam es zu einem erschreckenden Überfall auf einen Taxi-Fahrer der ganz Berlin und besonders aber die Taxi-Fahrer dieser Stadt erschütterte. Nach einer Fahrt stach ein 24-Jähriger im Stadtteil Grunewald auf den Fahrer ein weil er offenbar kein Geld hatte. Seinen schweren Verletzungen erlag der Taxi-Fahrer später im Krankenhaus. Ende September brachte ein Mann in Neukölln ein Taxi zum stehen, lief über den Wagen und schlug dann auf den Fahrer ein.

    Berlin: Beklaut, geschlagen und mit Messer bedroht

    In der Nacht von Sonntag auf Montag, dem 16. Oktober, überfiel ein Fahrgast in Berlin seinen Fahrer. Der Tatverdächtige soll gegen 2.15 Uhr am Frankfurter Tor einen Teil der Einnahmen des Taxi-Fahrers gestohlen haben. Nachdem der 58-jährige Fahrer das Geld zurückverlangte, soll der 28-Jährige dem Mann zuerst einen Faustschlag ins Gesicht verpasst und ihn dann anschließend mit einem Messer bedroht haben.

    Danach soll der Fahrgast weiteres Geld des Fahrers an sich genommen haben und in Richtung der Warschauer Straße in Berlin-Friedrichshain geflohen sein. Einsatzkräfte der Polizei konnten ihn kurze Zeit später festnehmen. Er soll nun einem Richter vorgeführt werden.

    20.9.2023 von Andreas Kopietz - Gegen drei Männer, die im Görlitzer Park eine Frau vergewaltigt haben sollen, hat die Berliner Staatsanwaltschaft die Ermittlungen abgeschlossen. Dies bestätigte eine Sprecherin der Anklagebehörde am Mittwoch.

    Die Tat in der Nacht zum 21. Juni 2023 hatte großes Aufsehen erregt und eine Debatte über die Sicherheit in Berlin ausgelöst.

    Eine 27-Jährige und ihr gleichaltriger Ehemann hatten sich gegen 4 Uhr im Görlitzer Park aufgehalten und Kokain gekauft. Das aus Georgien stammende Ehepaar ging zu einer abgelegenen Stelle und hatte Sex. Plötzlich wurden die beiden von fünf Männern angegriffen. Einige hielten den Mann fest, schlugen auf ihn ein und entrissen ihm eine Bauchtasche mit Geld. Währenddessen vergewaltigen Mittäter die Frau.

    Im Juli und August wurden drei der Tatverdächtigen nacheinander festgenommen. Sie sitzen seither in Untersuchungshaft.

    Kai Wegners Sicherheitsgipfel: Das richtige Format, um Berlin endlich sicherer zu machen?

    Die Anklageschrift hat die Staatsanwaltschaft inzwischen an die Anwälte der Beschuldigten verschickt. Nach Angaben der Neuen Zürcher Zeitung (NZZ), der der Schriftsatz vorliegt, stammen die drei jungen Männer aus Afrika. Demnach ist Osman B. 21 Jahre alt und kommt aus Somalia. Er hat keinen festen Wohnsitz, dafür zehn Alias-Identitäten. Er ist seit sieben Jahren in Deutschland. Seine Aufenthaltsgestattung ist erloschen. Sein Strafregister enthalte sieben Eintragungen, berichtet die NZZ.

    Boubacar B. stammt dem Bericht zufolge aus Guinea und ist ungefähr 22 Jahre alt. Er hat vier Alias-Identitäten und ist seit sechseinhalb Jahren in Deutschland. Sein Asylantrag ist abgelehnt, seine Aufenthaltsgestattung ebenfalls erloschen. Er hat neun Eintragungen im Strafregister. 2020 bekam er wegen Drogenhandels eine Jugendstrafe von einem Jahr, erst auf Bewährung, die später widerrufen wurde. 2021 wurde er erneut verurteilt, wieder wegen Drogenhandels.

    Der dritte Mann, Mountaga D., ist 22 und stammt ebenfalls aus Guinea. Sein Asylantrag wurde abgelehnt, er hat eine Duldung. Er wohnt in Neukölln in einer Einrichtung für betreutes Wohnen. Seit sechs Jahren lebt er in Deutschland. Im Bundeszentralregister finden sich drei ihn betreffende Einträge. Jedes Mal wurde von Verfolgung abgesehen. Alle drei Männer sitzen jetzt in Untersuchungshaft.
    Vergewaltigung „aus ermittlungstaktischen Gründen“ nicht gemeldet

    Alle drei Männer, die vom Aufenthaltsstatus her eigentlich gar nicht in Deutschland sein dürften, entstammen den Ermittlungen zufolge der Szene der Drogendealer in dem Park.

    Unter anderem anhand ihrer DNA konnte die Polizei die Tatverdächtigen identifizieren, da sie an der Frau Spermaspuren hinterlassen hatten. Die Polizei hatte über die Gruppenvergewaltigung lange Zeit nichts mitgeteilt – „aus ermittlungstaktischen Gründen“.

    Der Görlitzer Park ist seit Jahren ein Drogen- und Kriminalitätshotspot. Im vergangenen Jahr registrierte die Polizei dort 1567 Straftaten, darunter 192 Körperverletzungen und 310 Raub- und Diebstahlsdelikte.

    Gert Möbius, geboren 1943, ist der mittlere Bruder von Peter und Ralph (Rio Reiser, 1950–1996). Nach einer Kaufmannslehre studierte er Malerei und arbeitete mit seinen Brüdern an Theaterproduktionen. Er managte die Band Ton Steine Scherben, arbeitete als Drehbuchautor für Film- und Fernsehproduktionen und war Mitbegründer des Berliner Tempodroms. Nach dem Tod seines Bruders Rio Reiser im Jahr 1996 baute er das Rio-Reiser-Archiv auf.
    An das Leben seines Bruders erinnert er sich in dem Buch „Halt dich an deiner Liebe fest. Rio Reiser“ (Aufbau Berlin 2017, 352 S., 14 Euro)

    Rio Reiser (1950–1996) war Mitbegründer und von 1970 bis 1985 Sänger und Haupttexter der Band Ton Steine Scherben. Zu seinen bekanntesten Liedern gehören „Macht kaputt, was euch kaputt macht“, „Keine Macht für Niemand“ und der „Rauch-Haus-Song“ mit Ton Steine Scherben sowie „König von Deutschland“, „Alles Lüge“ und „Junimond“ aus seiner Solozeit. Der Rauch-Haus-Song ist zur Hausbesetzer-und Kreuzberg-Hymne geworden. Das Georg-von-Rauch-Haus auf dem Kreuzberger Bethanien-Gelände, zu dessen Besetzung Rio Reiser 1971 bei einem Konzert in der Mensa der Berliner TU aufgerufen hatte, ist bis heute ein selbstverwaltetes Jugendzentrum.

    Gert Möbius und sein kleiner Bruder Rio Reiser wohnten in der Oranienstraße, rauchten gemeinsam den ersten Joint. Auch sein Outing hatte Rio Reiser bei ihm.

    Wir besuchen Gert Möbius in seinem Haus in Berlin-Zehlendorf, eine alte Villa mit Garten. Dass er mal in dieser ruhigen Wohngegend landen würde, habe er sich früher nicht vorstellen können, sagt er. Gerade arbeitet Gert Möbius an einer kleinen Ansprache, die er am 21. August halten wird. An diesem Tag wird bei einem Festakt ab 17 Uhr der Heinrichplatz in Berlin-Kreuzberg nach seinem kleinen Bruder benannt: Rio Reiser.

    Herr Möbius, wie sind Sie und Rio Reiser damals nach Berlin gekommen?

    Wir haben vorher in Frankfurt am Main gewohnt, haben dort Theater gemacht. Rio wusste nicht so richtig, was er machen sollte, in der Schule hatte er Probleme. Meine Mutter ist immer hingerannt, aber mit den Sprachen klappte es nicht. Das war schon im Melanchthon-Gymnasium in Nürnberg so, wir sind viel umgezogen. Musik hat er aber damals schon gemacht. Er hat dann in Nürnberg ein Krippenspiel geschrieben, das in der Schule aufgeführt wurde und ein Riesenerfolg wurde. Dann hat er auch bessere Noten bekommen. Weil mein Vater so ein begeisterter Fotograf war, hat Rio dann gesagt, er mache statt Schule eine Fotolehre. Unser ältester Bruder Peter ist nach Berlin gezogen und ich dann auch. Wir hatten eine schöne Wohnung über dem Literarischen Colloquium, und dann kamen wir auf die Idee, eine Beat-Oper zu machen. Rio sollte die Musik machen, deshalb haben wir ihn nach Berlin geholt, und wir haben dann auch zusammen gewohnt.

    Wo denn?

    Erst am Kaiserdamm, später in der Uhlandstraße. Und Rio hat dann die Lieder für „Robinson 2000“ geschrieben. Wir sind damit zum Theater des Westens gegangen, der Intendant hieß Karl-Heinz Stracke, der war aus dem Handwerker-Milieu, hat das ganze Theater tyrannisiert und auch selber gespielt. Rio hatte die Gitarre dabei und hat ihm ein paar Songs vorgespielt, die Stracke gefielen. Aber er wollte Stars haben. Zuerst haben wir selber rumtelefoniert, dann sind wir zum Arbeitsamt. Die haben dann überall rumtelefoniert. Sogar bei Ringo Starr haben die angerufen.

    Das Arbeitsamt?

    Ja. Und dann hat Eric Burdon gesagt, er macht es. Eine Woche später hat er wieder abgesagt, er musste nach San Francisco. Wir konnten dann die Sängerin Marion Maerz verpflichten. Und den Sohn von dem Tiefseetaucher Hans Hass, Hans Hass junior. Der konnte auch singen. Der Star dieser Beat-Oper war aber der der Engländer David Garrick. Von ihm stammt der Song „Dear Mrs. Applebee“.

    War das ein Erfolg?

    Ein Erfolg war das nicht. Der Regisseur hatte keine Lust. Außerdem hat er sich beim Proben in den Hauptdarsteller verliebt, aber der sich nicht in ihn. Er hat irgendwann einfach aufgehört, die Regie zu machen. Der komplizierte Handlungsablauf von Peters Libretto war auch nicht einfach zu inszenieren. Ich hab das ja selber nicht verstanden. Und dem Stracke war die Musik zu laut.

    Also, Rio Reiser kam für diese Beat-Oper nach Berlin und nicht, weil er hier keinen Wehrdienst machen musste, was ja damals für viele ein Motiv war?

    Das war auch ein Grund. Aber am wichtigsten war für ihn, dass es in Berlin eine andere Atmosphäre gab, dass man hier andere Leute kennenlernen konnte als in dem Kaff, in dem er damals lebte.

    Hat er vielleicht auch gehofft, in Berlin seine Sexualität besser ausleben zu können?

    Das war damals noch gar nicht so entwickelt. In Offenbach hatte er noch eine Freundin. Er wusste damals wohl noch gar nicht, dass er schwul ist. Er hat sich erst in Berlin bei mir geoutet.

    War er da selbstbewusst, auch wenn die Gesellschaft Homosexualität weit weniger akzeptierte als heute?

    Das war ja verboten. Es gab den Paragraphen 175 noch. Rio hat sich sehr gut mit den Lehrlingen angefreundet, mit denen wir damals Theater gemacht haben, da ist auch was gelaufen. Aber die haben sich nicht getraut, sich öffentlich zu zeigen. Das ging damals nicht. Das hätten auch die Jugendlichen nicht gewollt. Und unsere Eltern durften das schon gar nicht wissen.

    Wo in Kreuzberg haben Sie damals gewohnt?

    Erst in der Oranienstraße 45, dann in der 43, gegenüber von dem Lokal „Max und Moritz“.

    War die Oranienstraße damals schon so voller Kneipen wie heute?

    Kreuzberg war damals anders. Die Wohnungen waren nicht saniert, man lebte mit dem Klo auf halber Treppe. Kreuzberg sah genauso aus wie Ost-Berlin. Als wir da 1968 hingezogen sind, kamen die ersten Türken. Es wohnten da vor allem Familien mit Kindern. All die, die es nicht geschafft hatten, nach Gropiusstadt zu ziehen, wo sie hinsollten. Denn die wollten ja Kreuzberg abreißen und eine Autobahn bauen. Die wollten die ganze Kreuzberger Szene vernichten, die Jugendlichen und die Leute, die kein Geld hatten. Auch Rentner waren dabei. Das haben wir mit verhindert.

    Wie sah es in Ihrer Wohnung aus?

    In der Oranienstraße 43 wohnten wir in einem Fabrikgebäude im Hinterhaus. Wir hatten das als Gewerberaum gemietet, es kostete eine Mark pro Quadratmeter, und wir hatten hundert Quadratmeter. Da war gar nichts drin, auch keine Toilette. Ich habe dann erstmal einen Ölofen gekauft. Wir haben da auch geprobt. Das war ein großer Raum. Erst als wir später ans Tempelhofer Ufer gezogen sind, hatte Rio ein eigenes kleines Zimmer. Früher war man nicht so anspruchsvoll. Es gab auch keine Betten, wir hatten nur Matratzen. Der Freundeskreis in Kreuzberg wurde immer größer. Und es gab da Leute, die nicht zu Hause wohnen wollten, aber nichts hatten.

    Ging es so mit den Hausbesetzungen los?

    Ja. Ich habe dann mit meinem Freund Lothar Binger gegenüber vom alten Krankenhaus Bethanien ein Fabrikgebäude entdeckt. Da war keiner drin, und da haben wir überlegt, ob wir das nicht besetzen können. Damals gab es die Stadtteilarbeit in Kreuzberg, die haben Mieterberatung und so was gemacht, mit denen haben wir uns besprochen. Wir waren dann 20, 30 Leute, und dann spielten die Scherben in der Alten Mensa der TU. Und da hat Rio die Durchsage gemacht: Wir fahren jetzt alle zum Mariannenplatz. Wir waren 80 Leute, sind da rein, saßen bei Kerzenlicht, Strom gab es nicht. Plötzlich haben wir gemerkt: Wir können ja die ganze Nacht hier sitzen, aber besetzt ist es deswegen noch nicht. Da muss ja erst die Polizei kommen.

    Und die kam nicht?

    Erstmal nicht. Es gibt das Gerücht, dass jemand von der CDU, der spät vom Skatspielen nach Hause kam, das Licht da oben gesehen hat. Und dann kam die Polizei doch. Die wussten aber gar nichts mit uns anzufangen. Gut, die haben uns mitgenommen auf die Wache. Wir waren Lehrlinge und Studenten, es war nichts geklaut und nichts kaputt gemacht worden. Es war nichts passiert. Deshalb haben sie uns wieder laufen lassen. Wir haben den damaligen Jugend-Stadtrat von Kreuzberg angerufen, Erwin Beck, ein alter SPD-Genosse. Der hat uns das legalisiert. Wir haben Veranstaltungen gemacht, Musik, Filmvorführungen, alle möglichen Gruppen haben da was veranstaltet. Nur wohnen konnte man da nicht, aber unsere Jugendlichen wollten ja irgendwo wohnen.

    Wie ging es weiter?

    Wir haben überlegt: Gegenüber das Krankenhaus Bethanien, das steht doch auch leer. Mal sehen, was da so los ist. Aber es war Winter, und uns war klar, dass wir auf jeden Fall Heizung brauchen. Und dann haben wir beim Rumlaufen zufällig den Hausmeister getroffen. Wir haben ihm erzählt, was wir so planen, und er sagte, er sei früher bei der Roten Hilfe gewesen, in den 20er-Jahren. Dabei kam heraus, dass er wie ich halbblind ist. Er sagte: Ich mach euch auf und stell die Heizung an. Ihr könnt kommen. Das war 1971.

    Unglaublich!

    Ich bin mit Lothar Binger dahin gefahren und habe die Zäune aufgeschnitten. Und dann haben die Scherben wieder an der TU gespielt und Rio sagte: So Freunde, jetzt fahren wir nach Kreuzberg und gucken, was es da zu sehen gibt. Ein paar Tage vorher war Georg von Rauch erschossen worden, der in der Studentenbewegung aktiv war. Deshalb haben wir mehr Leute zusammenbekommen als beim ersten Mal. Und wir hatten auch gleich angekündigt, dass wir das Haus Georg-von-Rauch-Haus nennen. Wir waren dann über 100 Leute, aber es kam auch viel Polizei.

    Daher die Zeile in dem Rauch-Haus-Song: „Der Mariannenplatz war blau, so viel Bullen waren da“.

    Klar. Wir sind aber trotzdem rein und wussten nicht so richtig, wie wir uns verhalten sollen. Mich hat dann noch so ein Polizeihund ins Bein gebissen. Wir haben sofort den Beck angerufen, er kam auch und hat der Polizei gesagt, sie sollen nach Hause gehen, er würde es regeln. 74 Leute sind am Ende da wohnen geblieben.

    Was für Leute waren das?

    Ganz verschiedene. Es waren die Jugendlichen von unserer Theatergruppe, aber es waren auch viele, die ich gar nicht kannte. Leute, die bei dem Scherben-Konzert gewesen waren, aber auch Leute, die mit Rauschgift zu tun hatten. Es waren 74 Leute, die ganz verschiedene Interessen hatten. Das wurde dann auch für uns zum Problem.

    Rio Reiser und Sie haben da nicht gewohnt?

    Nein, aber ich hab das Geld aufgetrieben und für alle gekocht. Ich bin später vom Senat als Kontaktperson zwischen dem Haus und dem Senat angestellt worden, zusammen mit Irene Mössinger, die später das Tempodrom gegründet hat. Ein paar Lehrlinge waren die einzigen, die gemerkt haben, dass da Ordnung reinkommen muss. Das hieß für die: Arbeiten gehen, in die Schule gehen. Andere haben gesagt: Nee, wir wollen Revolution machen. Aber wir wollten, dass das Haus sich selber erhalten kann, und wenn man arbeitet, kriegt man Geld und als Schüler und Student auch. Da bildete sich eine Lehrlingsschicht heraus, Leute aus dem Proletariat, die realistischer drauf waren, die dann später auch beim KBW waren, dem Kommunistischen Bund Westdeutschland. Das passte den Leuten von unserer Theatergruppe „Roten Steine“ nicht, die sind dann fast alle zu uns ans T-Ufer gezogen. Die wollten nicht mehr in dem reaktionären Rauch-Haus wohnen.

    Mit wem hat sich Rio Reiser denn besser verstanden, mit den Lehrlingen oder mit den Studenten?

    Nur mit den Lehrlingen. Mit Studenten wollte er gar nichts zu tun haben, das war nicht seine Welt. Die haben ihm zu viel theoretisiert.

    Was hat ihn inspiriert?

    Er war ein sehr engagierter Christ, hat jeden Tag die Bibel gelesen. Die kannte er fast auswendig. Und er war Karl-May-Fan. Er hatte alle Bände.

    Was hat ihn an Karl May fasziniert?

    Der Gerechtigkeitssinn. Man kann jemanden in den Fuß schießen, aber nicht ins Herz. Dass er Christ ist, hat er aber nicht jedem auf die Nase gebunden. Die Scherben konnten damit nichts anfangen. Lanrue kam aus Frankreich und war katholisch. Und Kai Sichtermann kam aus Norddeutschland, der Vater war Bankdirektor. Die haben sich für sein Christentum nicht interessiert.

    Und für die linke Studentenbewegung war Religion Opium fürs Volk.

    Opium des Volkes. Das ist ein Unterschied. Aber das Christentum war Rios Welt, auch an seinen Texten merkt man seine humanistische Grundhaltung. Das kam von unseren Eltern, die waren im Dritten Reich keine Nazis, sondern Mitglieder der Bekennenden Kirche. Wie Niemöller und Bonhoeffer. Mein Vater war kein Soldat, er hat sich versteckt, als er einberufen werden sollte. Später ist er in die CDU eingetreten, aber das war eine andere CDU damals. Später ist er wieder ausgetreten.

    Und Rio Reiser ist nach der Wende in die PDS eingetreten, oder?

    Es hat ihn total krank gemacht, dass wir die DDR überfallen.

    Überfallen?

    Er hat sich darüber aufgeregt, dass wir Westler die DDR vereinnahmen wollen. Er sagte immer: Die haben mich nicht gefragt, ob ich die Wiedervereinigung in der Form will. Der ist richtig krank geworden und hat sich an Gysi gewandt, die kannten sich bereits. Und dann hat ihm Gysi am 11.11.1990 das Parteibuch überreicht.

    Wie war Ihr Verhältnis? Rio Reiser war ja Ihr kleiner Bruder, war das so ein Beschützerverhältnis?

    Wir waren immer zusammen, haben uns immer geholfen. Wir waren die besten Freunde. Als er gestorben ist, habe ich das gar nicht fassen können. Ich habe oft Angst um ihn gehabt, aber mehr in der Zeit in Kreuzberg. Er ging oft mit Leuten weg, die Trips genommen haben. Ich habe nichts gegen Trips, habe selber auch welche genommen und auch Shit geraucht. Rio und ich haben auch zusammen den ersten Joint geraucht und danach haben wir gesagt: Nie wieder Bier.

    Weil das einfach so viel besser war?

    Ja! Wir haben Musik ganz anders gehört, anders gesehen. Für mich war das ganz wichtig. Und auch das Menschenbild hat sich für mich verändert, zum Positiven hin. Dass man auch hinter die Fassade gucken kann. Aber man wusste nicht, wo die Schwelle überschritten wird und man auch andere Sachen nimmt. Einige Freunde von ihm sind an Heroin gestorben. Er hat sich Gott sei Dank da rausgehalten. Aber ich konnte manchmal nachts gar nicht schlafen. Als ob er mein Sohn wäre.

    Würde es ihn freuen, dass nun ein Platz in Kreuzberg nach ihm benannt wird?

    Klar, warum nicht. Ich finde es ganz gut, dass mal ein Platz nach jemand anderem benannt wird als nach Nazis und Generälen. Dass mal jemand anderes drankommt als die, die immer schon dran waren. Für Rio ist das im Nachhinein ein Geschenk.

  • Artificial intelligence : #Frontex improves its maritime surveillance

    Frontex wants to use a new platform to automatically detect and assess „risks“ on the seas of the European Union. Suspected irregular activities are to be displayed in a constantly updated „threat map“ with the help of self-learning software.

    The EU border agency has renewed a contract with Israeli company Windward for a „maritime analytics“ platform. It will put the application into regular operation. Frontex had initially procured a licence for around 800,000 Euros. For now 2.6 million Euros, the agency will receive access for four workstations. The contract can be extended three times for one year at a time.

    Windward specialises in the digital aggregation and assessment of vessel tracking and maritime surveillance data. Investors in the company, which was founded in 2011, include former US CIA director David Petraeus and former CEO’s of Thomson Reuters and British Petroleum. The former chief of staff of the Israeli military, Gabi Ashkenazi, is considered one of the advisors.

    Signature for each observed ship

    The platform is based on artificial intelligence techniques. For analysis, it uses maritime reporting systems, including position data from the AIS transponders of larger ships and weather data. These are enriched with information about the ship owners and shipping companies as well as the history of previous ship movements. For this purpose, the software queries openly accessible information from the internet.

    In this way, a „fingerprint“ is created for each observed ship, which can be used to identify suspicious activities. If the captain switches off the transponder, for example, the analysis platform can recognise this as a suspicuous event and take over further tracking based on the recorded patterns. It is also possible to integrate satellite images.

    Windward uses the register of the International Maritime Organisation (IMO) as its database, which lists about 70,000 ships. Allegedly, however, it also processes data on a total of 400,000 watercraft, including smaller fishing boats. One of the clients is therefore the UN Security Council, which uses the technology to monitor sanctions.

    Against „bad guys“ at sea

    The company advertises its applications with the slogan „Catch the bad guys at sea“. At Frontex, the application is used to combat and prevent unwanted migration and cross-border crime as well as terrorism. Subsequently, „policy makers“ and law enforcement agencies are to be informed about results. For this purpose, the „risks“ found are visualised in a „threat map“.

    Windward put such a „threat map“ online two years ago. At the time, the software rated the Black Sea as significantly more risky than the Mediterranean. Commercial shipping activity off the Crimea was interpreted as „probable sanction evasions“. Ship owners from the British Guernsey Islands as well as Romania recorded the highest proportion of ships exhibiting „risky“ behaviour. 42 vessels were classified as suspicious for drug smuggling based on their patterns.

    Frontex „early warning“ units

    The information from maritime surveillance is likely to be processed first by the „Risk Analysis Unit“ (RAU) at Frontex. It is supposed to support strategic decisions taken by the headquarters in Warsaw on issues of border control, return, prevention of cross-border crime as well as threats of a „hybrid nature“. Frontex calls the applications used there „intelligence products“ and „integrated data services“. Their results flow together in the „Common Integrated Risk Analysis Model“ (CIRAM).

    For the operational monitoring of the situation at the EU’s external borders, the agency also maintains the „Frontex Situation Centre“ (FSC). The department is supposed to provide a constantly updated picture of migration movements, if possible in real time. From these reports, Frontex produces „early warnings“ and situation reports to the border authorities of the member states as well as to the Commission and the Council in Brussels.

    More surveillance capacity in Warsaw

    According to its own information, Windward’s clients include the Italian Guardia di Finanza, which is responsible for controlling Italian territorial waters. The Ministry of the Interior in Rome is also responsible for numerous EU projects aimed at improving surveillance of the central Mediterranean. For the training and equipment of the Libyan coast guard, Italy receives around 67 million euros from EU funds in three different projects. Italian coast guard authorities are also installing a surveillance system for Tunisia’s external maritime borders.

    Frontex now wants to improve its own surveillance capacities with further tenders. Together with the fisheries agency, The agency is awarding further contracts for manned maritime surveillance. It has been operating such a „Frontex Aerial Surveillance Service“ (FASS) in the central Mediterranean since 2017 and in the Adriatic Sea since 2018. Frontex also wants to station large drones in the Mediterranean. Furthermore, it is testing Aerostats in the eastern Mediterranean for a second time. These are zeppelins attached to a 1,000-metre long line.

    • Data et nouvelles technologies, la face cachée du contrôle des mobilités

      Dans un rapport de juillet 2020, l’Agence européenne pour la gestion opérationnelle des systèmes d’information à grande échelle (#EU-Lisa) présente l’intelligence artificielle (IA) comme l’une des « technologies prioritaires » à développer. Le rapport souligne les avantages de l’IA en matière migratoire et aux frontières, grâce, entre autres, à la technologie de #reconnaissance_faciale.

      L’intelligence artificielle est de plus en plus privilégiée par les acteurs publics, les institutions de l’UE et les acteurs privés, mais aussi par le #HCR et l’#OIM. Les agences de l’UE, comme Frontex ou EU-Lisa, ont été particulièrement actives dans l’#expérimentation des nouvelles technologies, brouillant parfois la distinction entre essais et mise en oeuvre. En plus des outils traditionnels de surveillance, une panoplie de technologies est désormais déployée aux frontières de l’Europe et au-delà, qu’il s’agisse de l’ajout de nouvelles #bases_de_données, de technologies financières innovantes, ou plus simplement de la récupération par les #GAFAM des données laissées volontairement ou pas par les migrant·e·s et réfugié∙e∙s durant le parcours migratoire.

      La pandémie #Covid-19 est arrivée à point nommé pour dynamiser les orientations déjà prises, en permettant de tester ou de généraliser des technologies utilisées pour le contrôle des mobilités sans que l’ensemble des droits des exilé·e·s ne soit pris en considération. L’OIM, par exemple, a mis à disposition des Etats sa #Matrice_de_suivi_des_déplacements (#DTM) durant cette période afin de contrôler les « flux migratoires ». De nouvelles technologies au service de vieilles obsessions…

    • La #technopolice aux frontières

      Comment le #business de la #sécurité et de la #surveillance au sein de l’#Union_européenne, en plus de bafouer des #droits_fondamentaux, utilise les personnes exilées comme #laboratoire de recherche, et ce sur des #fonds_publics européens.

      On a beaucoup parlé ici ces derniers mois de surveillance des manifestations ou de surveillance de l’espace public dans nos villes, mais la technopolice est avant tout déployée aux #frontières – et notamment chez nous, aux frontières de la « forteresse Europe ». Ces #dispositifs_technopoliciers sont financés, soutenus et expérimentés par l’Union européenne pour les frontières de l’UE d’abord, et ensuite vendus. Cette surveillance des frontières représente un #marché colossal et profite grandement de l’échelle communautaire et de ses programmes de #recherche_et_développement (#R&D) comme #Horizon_2020.

      #Roborder – des essaims de #drones_autonomes aux frontières

      C’est le cas du projet Roborder – un « jeu de mots » entre robot et border, frontière en anglais. Débuté en 2017, il prévoit de surveiller les frontières par des essaims de #drones autonomes, fonctionnant et patrouillant ensemble. L’#intelligence_artificielle de ces drones leur permettrait de reconnaître les humains et de distinguer si ces derniers commettent des infractions (comme celui de passer une frontière ?) et leur dangerosité pour ensuite prévenir la #police_aux_frontières. Ces drones peuvent se mouvoir dans les airs, sous l’eau, sur l’eau et dans des engins au sol. Dotés de multiples capteurs, en plus de la détection d’activités criminelles, ces drones seraient destinés à repérer des “#radio-fréquences non fiables”, c’est-à-dire à écouter les #communications et également à mesurer la #pollution_marine.
      Pour l’instant, ces essaims de drones autonomes ne seraient pas pourvus d’armes. Roborder est actuellement expérimenté en #Grèce, au #Portugal et en #Hongrie.

      Un #financement européen pour des usages « civils »

      Ce projet est financé à hauteur de 8 millions d’euros par le programme Horizon 2020 (subventionné lui-même par la #Cordis, organe de R&D de la Commission européenne). Horizon 2020 représente 50% du financement public total pour la recherche en sécurité de l’UE. Roborder est coordonné par le centre de recherches et technologie de #Hellas (le #CERTH), en Grèce et comme le montre l’association #Homo_Digitalis le nombre de projets Horizon 2020 ne fait qu’augmenter en Grèce. En plus du CERTH grec s’ajoutent environ 25 participants venus de tous les pays de l’UE (où on retrouve les services de police d’#Irlande_du_Nord, le ministère de la défense grecque, ou encore des entreprises de drones allemandes, etc.).

      L’une des conditions pour le financement de projets de ce genre par Horizon 2020 est que les technologies développées restent dans l’utilisation civile, et ne puissent pas servir à des fins militaires. Cette affirmation pourrait ressembler à un garde-fou, mais en réalité la distinction entre usage civil et militaire est loin d’être clairement établie. Comme le montre Stephen Graham, très souvent les #technologies, à la base militaires, sont réinjectées dans la sécurité, particulièrement aux frontières où la migration est criminalisée. Et cette porosité entre la sécurité et le #militaire est induite par la nécessité de trouver des débouchés pour rentabiliser la #recherche_militaire. C’est ce qu’on peut observer avec les drones ou bien le gaz lacrymogène. Ici, il est plutôt question d’une logique inverse : potentiellement le passage d’un usage dit “civil” de la #sécurité_intérieure à une application militaire, à travers des ventes futures de ces dispositifs. Mais on peut aussi considérer la surveillance, la détection de personnes et la #répression_aux_frontières comme une matérialisation de la #militarisation de l’Europe à ses frontières. Dans ce cas-là, Roborder serait un projet à fins militaires.

      De plus, dans les faits, comme le montre The Intercept (https://theintercept.com/2019/05/11/drones-artificial-intelligence-europe-roborder), une fois le projet terminé celui-ci est vendu. Sans qu’on sache trop à qui. Et, toujours selon le journal, beaucoup sont déjà intéressés par Roborder.

      #IborderCtrl – détection d’#émotions aux frontières

      Si les essaims de drones sont impressionnants, il existe d’autres projets dans la même veine. On peut citer notamment le projet qui a pour nom IborderCtrl, testé en Grèce, Hongrie et #Lettonie.

      Il consiste notamment en de l’#analyse_d’émotions (à côté d’autres projets de #reconnaissances_biométriques) : les personnes désirant passer une frontière doivent se soumettre à des questions et voient leur #visage passer au crible d’un #algorithme qui déterminera si elles mentent ou non. Le projet prétend « accélérer le #contrôle_aux_frontières » : si le #détecteur_de_mensonges estime qu’une personne dit la vérité, un code lui est donné pour passer le contrôle facilement ; si l’algorithme considère qu’une personne ment, elle est envoyée dans une seconde file, vers des gardes-frontières qui lui feront passer un #interrogatoire. L’analyse d’émotions prétend reposer sur un examen de « 38 #micro-mouvements du visage » comme l’angle de la tête ou le mouvement des yeux. Un spectacle de gadgets pseudoscientifiques qui permet surtout de donner l’apparence de la #neutralité_technologique à des politiques d’#exclusion et de #déshumanisation.

      Ce projet a également été financé par Horizon 2020 à hauteur de 4,5 millions d’euros. S’il semble aujourd’hui avoir été arrêté, l’eurodéputé allemand Patrick Breyer a saisi la Cour de justice de l’Union Européenne pour obtenir plus d’informations sur ce projet, ce qui lui a été refusé pour… atteinte au #secret_commercial. Ici encore, on voit que le champ “civil” et non “militaire” du projet est loin de représenter un garde-fou.

      Conclusion

      Ainsi, l’Union européenne participe activement au puissant marché de la surveillance et de la répression. Ici, les frontières et les personnes exilées sont utilisées comme des ressources de laboratoire. Dans une optique de militarisation toujours plus forte des frontières de la forteresse Europe et d’une recherche de profit et de développement des entreprises et centres de recherche européens. Les frontières constituent un nouveau marché et une nouvelle manne financière de la technopolice.

      Les chiffres montrent par ailleurs l’explosion du budget de l’agence européenne #Frontex (de 137 millions d’euros en 2015 à 322 millions d’euros en 2020, chiffres de la Cour des comptes européenne) et une automatisation toujours plus grande de la surveillance des frontières. Et parallèlement, le ratio entre le nombre de personnes qui tentent de franchir la Méditerranée et le nombre de celles qui y laissent la vie ne fait qu’augmenter. Cette automatisation de la surveillance aux frontières n’est donc qu’une nouvelle façon pour les autorités européennes d’accentuer le drame qui continue de se jouer en Méditerranée, pour une “efficacité” qui finalement ne profite qu’aux industries de la surveillance.

      Dans nos rues comme à nos frontières nous devons refuser la Technopolice et la combattre pied à pied !

      In 2019, Frontex, the European Border and Coast Guard Agency, commissioned #RAND Europe to carry out an Artificial intelligence (AI) research study.

      The purpose of the study was to provide an overview of the main opportunities, challenges and requirements for the adoption of AI-based capabilities in border managament. Frontex’s intent was also to find synergies with ongoing AI studies and initiatives in the EU and contribute to a Europe-wide AI landscape by adding the border security dimension.

      Some of the analysed technologies included automated border control, object recognition to detect suspicious vehicles or cargo and the use of geospatial data analytics for operational awareness and threat detection.

      As part of the study, RAND provided Frontex in 2020 with a comprehensive report and an executive summary with conclusions and recommendations.

      The findings will support Frontex in shaping the future landscape of AI-based capabilities for Integrated Border Management, including AI-related research and innovation projects which could be initiated by Frontex (e.g. under #EU_Innovation_Hub) or recommended to be conducted under the EU Research and Innovation Programme (#Horizon_Europe).

    • Pour les réfugiés, la #biométrie tout au long du chemin

      Par-delà les murs qui poussent aux frontières du monde depuis les années 1990, les réfugiés, migrants et demandeurs d’asile sont de plus en plus confrontés à l’extension des bases de #données_biométriques. Un « #mur_virtuel » s’étend ainsi à l’extérieur, aux frontières et à l’intérieur de l’espace Schengen, construit autour de programmes et de #bases_de_données.

      Des réfugiés qui paient avec leurs #iris, des migrants identifiés par leurs #empreintes_digitales, des capteurs de #reconnaissance_faciale, mais aussi d’#émotions… Réunis sous la bannière de la « #frontière_intelligente », ces #dispositifs_technologiques, reposant sur l’#anticipation, l’#identification et l’#automatisation du franchissement de la #frontière grâce aux bases de données biométriques, ont pour but de trier les voyageurs, facilitant le parcours des uns et bloquant celui des autres.

      L’Union européenne dispose ainsi d’une batterie de bases de données qui viennent compléter les contrôles aux frontières. Depuis 2011, une agence dédiée, l’#Agence_européenne_pour_la_gestion_opérationnelle_des_systèmes_d’information_à_grande_échelle, l’#EU-Lisa, a pour but d’élaborer et de développer, en lien avec des entreprises privées, le suivi des demandeurs d’asile.

      Elle gère ainsi plusieurs bases compilant des #données_biométriques. L’une d’elles, le « #Entry_and_Exit_System » (#EES), sera déployée en 2022, pour un coût évalué à 480 millions d’euros. L’EES a pour mission de collecter jusqu’à 400 millions de données sur les personnes non européennes franchissant les frontières de l’espace Schengen, afin de contrôler en temps réel les dépassements de durée légale de #visa. En cas de séjour prolongé devenu illégal, l’alerte sera donnée à l’ensemble des polices européennes.

      Se brûler les doigts pour ne pas être enregistré

      L’EU-Lisa gère également le fichier #Eurodac, qui consigne les empreintes digitales de chacun des demandeurs d’asile de l’Union européenne. Utilisé pour appliquer le #règlement_Dublin III, selon lequel la demande d’asile est déposée et traitée dans le pays européen où le migrant a été enregistré la première fois, il entraîne des stratégies de #résistance.

      « On a vu des migrants refuser de donner leurs empreintes à leur arrivée en Grèce, ou même se brûler les doigts pour ne pas être enregistrés dans Eurodac, rappelle Damien Simonneau, chercheur à l’Institut Convergences Migrations du Collège de France. Ils savent que s’ils ont, par exemple, de la famille en Allemagne, mais qu’ils ont été enregistrés en Grèce, ils seront renvoyés en Grèce pour que leur demande y soit traitée, ce qui a des conséquences énormes sur leur vie. » La procédure d’instruction dure en effet de 12 à 18 mois en moyenne.

      La collecte de données biométriques jalonne ainsi les parcours migratoires, des pays de départs jusqu’aux déplacements au sein de l’Union européenne, dans un but de limitation et de #contrôle. Pour lutter contre « la criminalité transfrontalière » et « l’immigration clandestine », le système de surveillance des zones frontières #Eurosur permet, via un partage d’informations en temps réel, d’intercepter avant leur arrivée les personnes tentant d’atteindre l’Union européenne.

      Des contrôles dans les pays de départ

      Pour le Transnational Institute, auteur avec le think tank Stop Wapenhandel et le Centre Delàs de plusieurs études sur les frontières, l’utilisation de ces bases de données témoigne d’une stratégie claire de la part de l’Union européenne. « Un des objectifs de l’expansion des #frontières_virtuelles, écrivent-ils ainsi dans le rapport Building Walls (https://www.tni.org/files/publication-downloads/building_walls_-_full_report_-_english.pdf), paru en 2018, est d’intercepter les réfugiés et les migrants avant même qu’ils n’atteignent les frontières européennes, pour ne pas avoir à traiter avec eux. »

      Si ces techniques permettent de pré-trier les demandes pour fluidifier le passage des frontières, en accélérant les déplacements autorisés, elles peuvent également, selon Damien Simonneau, avoir des effets pervers. « L’utilisation de ces mécanismes repose sur l’idée que la #technologie est un facilitateur, et il est vrai que l’#autonomisation de certaines démarches peut faciliter les déplacements de personnes autorisées à franchir les frontières, expose-t-il. Mais les technologies sont faillibles, et peuvent produire des #discriminations. »

      Ces #techniques_virtuelles, aux conséquences bien réelles, bouleversent ainsi le rapport à la frontière et les parcours migratoires. « Le migrant est confronté à de multiples points "frontière", disséminés un peu partout, analyse Damien Simonneau. Cela crée des #obstacles supplémentaires aux parcours migratoires : le contrôle n’est quasiment plus lié au franchissement d’une frontière nationale, il est déterritorialisé et peut se produire n’importe où, en amont comme en aval de la frontière de l’État. »

      Ainsi, la « politique d’#externalisation de l’Union européenne » permet au contrôle migratoire de s’exercer dans les pays de départ. Le programme européen « #SIV » collecte par exemple dès leur formulation dans les #consulats les données biométriques liées aux #demandes_de_visas.

      Plus encore, l’Union européenne délègue une partie de la gestion de ses frontières à d’autres pays : « Dans certains États du Sahel, explique Damien Simonneau, l’aide humanitaire et de développement est conditionnée à l’amélioration des contrôles aux frontières. »

      Un programme de l’Organisation internationale pour les migrations (OIM), le programme #MIDAS, financé par l’Union européenne, est ainsi employé par 23 pays, majoritairement en Afrique, mais aussi en Asie et en Amérique. Son but est de « collecter, traiter, stocker et analyser les informations [biométriques et biographiques] des voyageurs en temps réel » pour aider les polices locales à contrôler leurs frontières. Mais selon le réseau Migreurop, ces données peuvent également être transmises aux agences policières européennes. L’UE exerce ainsi un droit de regard, via Frontex, sur le système d’information et d’analyse de données sur la migration, installé à Makalondi au Niger.

      Des réfugiés qui paient avec leurs yeux

      Un mélange des genres, entre organisations humanitaires et États, entre protection, logistique et surveillance, qui se retrouve également dans les #camps_de_réfugiés. Dans les camps jordaniens de #Zaatari et d’#Azarq, par exemple, près de la frontière syrienne, les réfugiés paient depuis 2016 leurs aliments avec leurs iris.

      L’#aide_humanitaire_alimentaire distribuée par le Programme alimentaire mondial (PAM) leur est en effet versée sur un compte relié à leurs données biométriques. Il leur suffit de passer leurs yeux dans un scanner pour régler leurs achats. Une pratique qui facilite grandement la gestion #logistique du camp par le #HCR et le PAM, en permettant la #traçabilité des échanges et en évitant les fraudes et les vols.

      Mais selon Léa Macias, anthropologue à l’EHESS, cela a aussi des inconvénients. « Si ce paiement avec les yeux peut rassurer certains réfugiés, dans la mesure où cela les protège contre les vols, développe-t-elle, le procédé est également perçu comme une #violence. Les réfugiés ont bien conscience que personne d’autre au monde, dans une situation normale, ne paie ainsi avec son #corps. »

      Le danger de la fuite de données

      La chercheuse s’inquiète également du devenir des données ainsi collectées, et se pose la question de l’intérêt des réfugiés dans ce processus. « Les humanitaires sont poussés à utiliser ces nouvelles technologies, expose-t-elle, qui sont vues comme un gage de fiabilité par les bailleurs de fonds. Mais la #technologisation n’est pas toujours dans l’intérêt des réfugiés. En cas de fuite ou de hackage des bases de données, cela les expose même à des dangers. »

      Un rapport de Human Rights Watch (HRW) (https://www.hrw.org/news/2021/06/15/un-shared-rohingya-data-without-informed-consent), publié mardi 15 juin, alerte ainsi sur des #transferts_de_données biométriques appartenant à des #Rohingyas réfugiés au Bangladesh. Ces données, collectées par le Haut-commissariat aux réfugiés (HCR) de l’ONU, ont été transmises par le gouvernement du Bangladesh à l’État birman. Si le HCR a réagi (https://www.unhcr.org/en-us/news/press/2021/6/60c85a7b4/news-comment-statement-refugee-registration-data-collection-bangladesh.html) en affirmant que les personnes concernées avaient donné leur accord à ce #transfert_de_données pour préparer un éventuel retour en Birmanie, rien ne permet cependant de garantir qu’ils seront bien reçus si leur nom « bipe » au moment de passer la frontière.

Le trente-septième anniversaire de l’Armée zapatiste de libération nationale est certainement la lumière la plus puissante du firmament latino-américain.

    L’EZLN fête son trente-septième anniversaire en faisant face à l’une des plus grandes offensives militaires depuis longtemps, encouragée par le gouvernement progressiste d’Andrés Manuel López Obrador, par le gouvernement du Chiapas et plusieurs municipalités de ce État, qui ont lancé une guerre d’usure contre les territoires autonomes, pour dépouiller et détruire l’EZLN et ses bases de soutien.

    Mais que célébrons-nous dans les faits ? La continuité et la persévérance d’un mouvement révolutionnaire différent de tout ce qui l’a précédé, quelque chose que nous devons considérer dans toute sa transcendance. Non sono cave: sono miniere. La roccia estratta qui non finisce in sculture e non alimenta più la filiera artigianale locale. Parte per l’Asia oppure, in gran percentuale, finisce nei dentifrici, nella carta e in altre decine di prodotti. È il business del carbonato di calcio. Un’attività dominata dalla multinazionale svizzera Omya che qui possiede un grosso stabilimento industriale.

      Sembra un ghiacciaio ma è un bacino minerario. Tutto è bianco sporco. Le rocce, le strade, la polvere. Le montagne sono divorate dalle ruspe. Decine di camion, carichi di blocchi o di detriti, scendono a valle da stradine improvvisate. Persino la nostra Panda 4X4 fatica sul ripido pendio sterrato. Stiamo salendo alla cava Michelangelo, una delle più pregiate del bacino marmifero di Carrara, in Toscana. Qui viene estratto lo statuario, il marmo venduto anche a 4.600 franchi la tonnellata. In questa grossa cava lavorano circa una dozzina di persone.

      Riccardo, 52 anni di cui trenta passati a estrarre roccia, sta manovrando un blocco con il filo diamantato. Il sole che batte a picco sul marmo dà l’effetto di un forno. «D’estate è così mentre d’inverno è freddo e umido» ci racconta questo figlio e nipote di cavatori. Riccardo spiega con orgoglio il suo lavoro. Poi conclude: «Spero che mio figlio faccia qualcos’altro nella vita».

      Un lavoro rischioso

      La situazione nelle cave è sicuramente migliorata rispetto a qualche anno fa, ma il lavoro qui resta rischioso. L’ultimo decesso è dello scorso mese di luglio: Luca Savio, 37 anni, papà di un piccolo bambino, è stato travolto da un blocco in un deposito. Aveva un contratto di lavoro di sei giorni. A maggio, Luciano Pampana, un operaio di 58 anni, è invece morto schiacciato sotto una pala meccanica. «Qui i servi della gleba versano sangue» ha esclamato don Raffaello, il parroco di Carrara che nella sua omelia dopo questa morte si è scagliato contro il business del marmo: «Le Apuane sono sfregiate e pochi si arricchiscono!»

      I sindacati hanno indetto un giorno di sciopero e chiesto la chiusura delle cave non in regola. Negli ultimi dodici anni vi sono stati undici incidenti mortali, di cui sei tra il 2015 e il 2016. «È decisamente troppo se si calcola che in tutta la provincia i cavatori sono circa 600» esclama Roberto Venturini, segretario della Fillea Cgil di Massa Carrara che ci accompagna nella visita. Per il sindacalista vi è un solo modo per rendere compatibile questa attività con l’ambiente e con una cittadinanza che sempre meno tollera le cave: «Bisogna rallentare la produzione e aumentare il numero di dipendenti».
      «Monocoltura del marmo»

      Carrara e la vicina Massa sono un microcosmo rappresentativo delle attuali problematiche dell’economia: l’automatizzazione, la maledizione delle risorse, la concentrazione delle ricchezze, il conflitto tra ambiente e lavoro. Un conflitto, questo, che è emerso in queste zone già negli anni 80 attorno al polo chimico situato nella piana, verso il mare. Nel 1987 ci fu il primo referendum consultivo d’Europa con cui i cittadini si espressero a favore della chiusura dello stabilimento Farmoplant della Montedison. Ciò che avvenne, però, solo un anno dopo, a seguito dell’esplosione di un serbatoio di Rogor, pesticida cui già il nome dà inquietudine.

      In pochi anni, a catena, tutti gli stabilimenti cessarono le attività lasciando come eredità terreni inquinati e una schiera di disoccupati. Oggi la zona industriale si è trasferita dal mare alle montagne.

      L’unico settore che tira è quello estrattivo tanto che qui si parla di “monocultura del marmo”, in comparazione a quei paesi che hanno fatto di un prodotto destinato all’esportazione la sola attività economica. E così in pochi ci guadagnano mentre alla collettività rimangono le briciole e gli effetti nocivi.

      I ricavi crescono, gli impieghi no

      Nello scorso triennio il settore, dal punto di vista del ricavo, è cresciuto all’incirca del 5% all’anno. Difficile trovare un altro comparto in così rapida crescita. I profitti, però, sono sempre più concentrati.

      Gli addetti sono sempre meno e una crescente percentuale dell’attività di trasformazione è ormai svolta all’estero: dall’inizio degli anni duemila gli impieghi diretti sono diminuiti di oltre il 30%, passando da quasi 7’000 a circa 4’750 unità. Negli ultimi anni nelle cave sempre più meccanizzate sono stati persi più di 300 posti di lavoro; altri 300 sono scomparsi nelle attività di trasformazione e nella lavorazione.

      Ma anche attorno a queste cifre vi è scontro. Da un lato gli ambientalisti, dall’altro i rappresentanti del mondo imprenditoriale con i primi che tendono a sminuirne l’impatto economico e i secondi che mettono in valore l’effetto occupazionale del settore. La sola certezza, qui, è che quel marmo che ha plasmato l’identità ribelle dei carrarrini e fatto conoscere la città nel mondo intero è oggi sinonimo di conflitto.
      «Una comunità arrabbiata e ferita»

      «Dal marmo il territorio si aspetterebbe molto di più», ci spiega Paolo Gozzani, segretario della Cgil di Massa e Carrara. Il quale aggiunge: «Questa è una comunità arrabbiata e ferita che vede i signori del marmo come un potere arrogante, che si accaparra la ricchezza derivata da questa materia prima senza dare al territorio la possibilità di migliorarsi da un punto di vista sociale, dei servizi e senza fare in modo che, attorno al marmo, si sviluppi una vera e propria filiera».

      Un’opinione condivisa da Giulio Milani, uno scrittore che ha dedicato un libro alla devastazione territoriale di questa terra, dalla chimica al marmo: «L’industria del marmo c’è sempre stata in questa zona, ma negli ultimi anni è diventata una turboindustria che sta mettendo in crisi il territorio».

      Milani s’interroga sul presente e sul futuro dei suoi tre figli in un luogo che ha già sofferto per le conseguenze dell’inquinamento della chimica: «Tutte le volte in cui piove i fiumi diventano bianchi come latte a causa della marmittola, la polvere di marmo; a Carrara vi sono state quattro gravi alluvioni in nove anni legate al dissesto idrogeologico del territorio. Per questo parlo di costi sociali di questa attività. Dobbiamo ormai considerare che questo è diventato un distretto minerario vero e proprio e noi ci viviamo dentro».

      A supporto di questa situazione vi è la netta presa di posizione del procuratore capo di Massa, Aldo Giubilaro, che lo scorso mese di maggio ha illustrato l’entità di un’operazione effettuata presso diverse società attive nella lavorazione del marmo dalla quale è emerso uno spaccato di irregolarità ambientali diffuse: «Salvo rari casi, sicuramente encomiabili, sembra essere una regola per le aziende del lapideo al piano, quella di non rispettare le normative sull’impatto ambientale con conseguenze decisamente deleterie per chi vive in questa zona (…). Non si tratta solo di un problema ambientale, ma riguarda anche e soprattutto la salute dei cittadini che vivono in questa provincia, purtroppo maglia nera per il numero di tumori in tutta la Toscana» ha affermato questo magistrato noto per aver più volte criticato l’omertà del settore.
      Il carbonato svizzero

      Lasciata la cava, con la nostra Panda 4X4 ridiscendiamo a valle. Ai lati della strada diversi ravaneti, le vallate dove una volta si riversavano i detriti derivati dalla scavazione.

      Sotto numerosi camion sono in fila per scaricare le loro benne cariche di sassi. Il rumore degli scarichi e della frantumazione è incessante. Siamo di fronte a quello che è chiamato «il mulino»: i sassi qui vengono frantumati in scaglie.

      Una volta effettuata l’operazione, i camion imboccano la Strada dei marmi – sei chilometri di gallerie costati 138 milioni di franchi pubblici e destinati solo al trasporto del marmo – che sbuca verso il mare, a pochi passi da un grosso stabilimento industriale. È la fabbrica della Omya Spa dove le scaglie di marmo vengono lavorate fino a renderle carbonato di calcio, un prodotto sempre più richiesto.

      Questa farina di marmo la si trova dappertutto, nei dentifrici, nella carta e in altre decine di prodotti. La Omya Spa è una filiale della Omya Schweiz, che ha sede nel Canton Argovia. Pur essendo un’impresa familiare, poco nota al grande pubblico e non quotata in borsa, stiamo parlando di una vera e propria multinazionale: con 180 stabilimenti in 55 paesi Omya è il leader mondiale del carbonato di calcio. In Toscana ha campo libero. Nel 2014 il gruppo elvetico ha acquistato lo stabilimento del principale concorrente, la francese Imerys. Non solo: Omya ha preso importanti partecipazioni in quattro aziende attive nell’estrazione che la riforniscono di materia prima.

      Le polveri del boom

      A Carrara e dintorni si respirano le polveri di questo boom. Si stima che i blocchi di marmo rappresentino soltanto il 25% del materiale estratto: il restante 75% sono detriti. Una volta le scaglie erano considerate un rifiuto fastidioso, che impediva l’avanzata degli scavi e che veniva liberato nei ravaneti.

      Poi, nel 1987, arrivò Raul Gardini che con la sua Calcestruzzi Spa entrò nel business delle cave e ottenne un maxi contratto per la desolforazione delle centrali a carbone della Enel: un’attività in cui il carbonato di calcio era essenziale. L’industriale Raul Gardini morì suicida sulla scia di Tangentopoli, ma a Carrara rimase e si sviluppò questa nuova attività.

      Il business del carbonato di calcio ha dato un’accelerata all’attività estrattiva e ha permesso di tenere aperte cave che altrimenti sarebbero già state chiuse. Lo abbiamo visto alle pendici del Monte Sagro, all’interno del Parco delle Apuane, marchio Unesco: questa montagna, come ci ha mostrato Eros Tetti, dell’associazione Salviamo le Apuane, continua ad essere scarnificata per alimentare proprio il commercio del carbonato.

      La corsa alla polvere di marmo tocca anche il versante lucano. A Seravezza, un paesino a mezz’ora di auto da Carrara, abbiamo incontrato un gruppo di cittadini che si batte contro l’aumento incontrollato dell’attività di scavo: «Il comitato – ci spiegano i promotori – nasce proprio in risposta alla riapertura di tre cave di marmo sul Monte Costa. Siamo preoccupati per il nostro territorio e ci siamo interrogati sugli effetti che questi siti estrattivi avranno sulla nostra cittadinanza».
      Le parti nobili partono all’estero

      Se gran parte della roccia viene sbriciolata, la parte nobile – i blocchi di marmo – partono per il mondo. Così, interi e grezzi. Verranno poi lavorati direttamente all’estero, dove la manodopera costa meno.

      Se prima la regione di Massa e Carrara era un centro mondiale dell’arte e dell’artigianato legato al marmo, oggi la filiera legata all’estrazione è praticamente scomparsa. Ce lo racconta Boutros Romhein, un rinomato scultore siriano, da 35 anni a Carrara dove, oltre a realizzare enormi sculture, insegna agli studenti di tutto il mondo i segreti di questa nobile roccia: «Non ci sono ormai più artigiani sulla via Carriona, che parte dalle cave e va fino al mare. Una volta era un tutt’uno di piccole e grandi aziende che producevano sculture o materiale per l’architettura. Oggi possiamo dire che non c’è più nessuno».

      Una percezione confermata dai dati. Nel 2017 l’esportazione dei blocchi di marmo italiano è aumentata del 37%. È stata, in particolare, la provincia di Massa Carrara a realizzare il fatturato estero più alto con un export del valore di circa 212 milioni di euro. In calo, invece, i lavorati di marmo: per la provincia, nel 2017, la diminuzione è stata del 6,6%. I blocchi partono interi per gli Stati Uniti, la Cina, l’India e per i Paesi arabi.
      Il marmo dei Bin Laden

      Significativo di questa dinamica mondiale è lo sbarco a Carrara della famiglia saudita dei Bin Laden. Già grandi acquirenti di marmo per le loro attività edili, i Bin Laden sono ora entrati direttamente nell’attività estrattiva.

      Nel 2014 la famiglia saudita ha investito 45 milioni di euro per assicurarsi il controllo della società Erton che detiene il 50% della Marmi Carrara, il gruppo più importante del comprensorio del marmo, che attraverso la Società Apuana Marmi (Sam) controlla un terzo delle concessioni. Quattro famiglie carraresi si sono così riempite le tasche e messo parte delle cave nelle mani della CpC Holding, società controllata dalla Saudi Binladin Group.
      Un bacino minerario vero e proprio

      A Carrara siamo davanti non più a un’economia di cava, ma ad un bacino minerario vero e proprio. Così come nelle Ande e in Africa, nelle zone cioè dove l’estrazione di minerali è più selvaggia, il lato oscuro di questo business – mischiato alla pesante eredità lasciata dall’industria chimica e al fatto di non aver saputo sviluppare alternative economiche al marmo – hanno generato tutta una serie di effetti negativi: inquinamento, malattie, disoccupazione e disagio sociale.

      Nella graduatoria sulla qualità di vita 2017 curata dal dipartimento di statistiche dell’Università La Sapienza di Roma, la provincia di Massa-Carrara figura al 98esimo posto su 110. Se guardiamo i dettagli di questa classifica, la provincia è addirittura penultima per il fattore ambiente, 107esima per disagio sociale, 103esima per il superamento quotidiano della media di polveri sottili disperse nell’aria e 95esima per gli infortuni sul lavoro.

      Anche se non è possibile fare un legame diretto con il marmo, in questa terra vi è inoltre un’incidenza di malattie oncologiche fra le più elevate in Italia. In particolare vi un indice molto elevato nei mesoteliomi pleurici, la cui causa è quasi certamente dovuta alle tipologie di lavorazioni svolte in passato e all’eredità di prodotti tossici tuttora da smaltire. Per quanto riguarda il lavoro: nel 2017, Massa Carrara è stata la seconda provincia d’Italia con l’incremento più grande di disoccupazione (+36,7%). Il business del marmo e del suo derivato, il carbonato di calcio, sembra anch’esso continuare a crescere.

      Mi balena in mente un quadro, come un’epifania, intercettato anni fa nel vivaio del d’Orsay, perché quelle opere respirano e non venitemi a dire che non assorbono luce e non emettono ossigeno. Sono creature folte e sempre assetate. Le spigolatrici di Jean-François Millet incastra tre donne su un lenzuolo di terra. Sono chinate, sono ingobbite, sono stanche e senza volto. La fatica rivendica il possesso feudale di quelle facce. Ma malgrado le loro schiene lontane da ogni verticale, malgrado tutte le ore inarcate e incallite, quelle lavoratrici sanno che il suolo non sputa. Che dal ventre di semi e raccolte dipende la loro vita. E anche quella che non conoscono. Non esiste(va) legame più forte. Perché il tempo presente fa pensare all’imperfetto.

      Il libro di Giulio Milani La terra bianca (Laterza, 2015) è l’ennesimo emblema della frattura, l’ulteriore dolente puntata di una serie d’inchieste sullo stupro più o meno inconsapevole subito dal nostro Paese.

      Siamo avvezzi ai fuochi campani, allo sfregio dell’agro aversano, all’idea che i rifiuti si sommergano, oppure che s-fumino altissimi a ingozzare le nuvole. Tutto già digerito. Il potere dei media gonfia il clamore e poi lo normalizza. Ci anestetizza. Ma la tragedia ambientale cambia dialetto. E in questo caso parla toscano. Nell’enclave assoluta del marmo.

      «Un’onda pietrificata, una sterminata scogliera di fossili» nella zona di confine tra la bassa Liguria e l’Emilia, che comprende la doppia provincia di Massa Carrara, le Alpi Apuane e una costola di Mar Tirreno.

      Giulio Milani, scrittore e direttore responsabile della casa editrice Transeuropa, ha sempre abitato qui, il bacino delle cave, un poligono colonizzato dalle industrie fin dagli anni Cinquanta. «Ex Farmoplant-Montedison. Ex Rumianca-Enichem. Ex Bario-Solvay. Ex Italiana Coke».

      Una sequela di sposalizi chimici e divorzi malconci che hanno divelto, macellato, svuotato un territorio rendendolo una tra le aree più inquinate d’Italia «anche per le polveri sottili prodotte dal traffico incessante dei mezzi pesanti, tra i quali i sempre più numerosi e caratteristici camion coi pianali per il trasporto di blocchi di marmo grandi alle volte come interi container e, in misura molto maggiore, i ribaltabili carichi fino al colmo di scaglie detritiche per i mille usi non ornamentali della pietra». «Fumi di latte», un impasto pestifero sbriciolato nell’aria, che la gente del luogo ingurgita ogni giorno, pensando non sia immaginabile un ipotetico altrimenti. Perché le cave sono lavoro e senza lavoro si muore. Ma a quanto pare anche a causa del lavoro.

      L’inchiesta di Milani parte da un episodio miliare: Il 17 luglio del 1988 il serbatoio di un pesticida (il Rogor), occultato malamente tra i Formulati liquidi per eludere la legge, scoppia come un attentato nello stabilimento Farmoplant- Montedison, partorendo una nube tossica diluita per 2000 kmq, soprattutto su Marina di Massa e Marina di Carrara. Nessun morto e chissà quante vittime. Perché il disastro più maligno è quello che s’incassa tardi, che s’incista nelle crepe, acquattato nelle vie respiratorie, nell’alcova dei polmoni, tra reni e vescica.

      Dopo proteste di ogni tipo la fabbrica fu chiusa, ma non la scia di condanne pronta a chiedere asilo dentro troppi cittadini. Il motivo? Le pratiche più diffuse da molte di quelle aziende riguardavano lo smaltimento “sportivo” dei rifiuti. Ovviamente tossico-nocivi, tramite la termodistruzione per opera dell’inceneritore Lurgi nel caso della Farmoplant, attraverso interramenti silenziosi e consenzienti in tutti gli altri. Abbuffare le zolle di veleni e poi coprirle di ulivi e ammalarsi d’olio e non capirlo mai per tempo.

      Ma il libro di Milani procede oltre, traccia una geometria spazio-temporale molto complessa, diagonali d’analisi che scavalcano il singolo episodio e pennellano il profilo di una provincia abusata attraverso la Storia, in prima istanza dalla fatica delle cave, dove i dispositivi di protezione sono stati per decenni fantasmi senza guanti. Operai falciati come insetti per un cumulo distratto, schiacciati da un peso sfuggito al controllo. Poi il vespaio furioso dell’industria estrattiva e dei suoi sversamenti. E la smania noncurante di usare la terra come un tappeto. Come un sepolcro ben ammobiliato.

      Milani ci racconta per salti, di uomini capaci di opporsi al male, dello stormo partigiano della Resistenza Apuana, negli echi di guerra nelle steppe di Russia (suo argomento di laurea). «Si erano battuti per tre giorni di seguito. Per tre giorni e due notti si erano sacrificati, a turno, ai piedi di una quota da riconquistare». Poi di altri uomini anni in anni più vicini, intenti a riagguantare la pulizia dei fatti, a denunciare gli illeciti, a spingere forze, a non tacere. Come Marcello Palagi, principale esponente del movimento per la chiusura della Farmoplant; come Alberto Grossi, regista del documentario Aut Out.«Se si altera la morfologia di un luogo non ne vengono modificati solo i caratteri distintivi, ma anche quelli invisibili, come l’alimentazione degli acquiferi e il clima. Sono a rischio le sorgenti, si perdono i fiori, e forse anche la poesia». E lo scempio continua.

      Chi pagherà per ogni verso bruciato, per lo sguardo rappreso in un cucchiaio d’orrore? Per la strage travestita da capitolo ordinario, senza nessun dittatore da offendere? Per le diagnosi neoplastiche di cui smettiamo di stupirci? Sempre noi, che se restiamo fermi avremo solo terre sane dipinte in un museo.

      A Massa e Carrara la “#marmettola” prodotta dalla lavorazione della roccia nelle cave impatta sulle falde. Diverse realtà locali denunciano la gestione problematica delle aziende e le ricadute ambientali del settore. Ecco perché

      Sopra la vallata del fiume Frigido, nel Comune di Massa, c’è una cava inattiva da circa tre anni. Ci avviciniamo in un giorno di sole, risalendo il sentiero che si inerpica nel canale tra cumuli di massi bianchi. Dal tunnel scavato nel marmo si sente l’acqua che scroscia. “Le #Alpi_Apuane sono come un serbatoio, è il famoso carsismo: l’acqua penetra in abbondanza nella roccia, in direzioni che non conosciamo perché non seguono quelle dello spartiacque di superficie, e poi scende formando le sorgenti. Quella che senti, però, alla sorgente del Frigido non arriverà mai”, spiega Nicola Cavazzuti del Club alpino italiano (Cai), che da anni denuncia gli impatti ambientali delle circa ottanta cave attive a Carrara alle quali si aggiungono le quindici di Massa. Tra quest’ultime, molte rientrano all’interno del Parco regionale delle Alpi Apuane.

      L’ultima denuncia risale all’inizio di giugno quando il Cai e altre realtà come il Gruppo d’Intervento Giuridico (GrIG) e Italia Nostra hanno presentato un’istanza di accesso civico a una serie di soggetti istituzionali, tra i quali la Regione Toscana, il ministero dell’Ambiente e i carabinieri forestali, per ottenere informazioni sulle azioni intraprese a tutela dell’ambiente, inviando anche un esposto alla procura di Massa. Al centro della denuncia c’è il fenomeno della “marmettola”, la polvere prodotta dall’estrazione e dalla lavorazione del marmo. Per le associazioni, produce un inquinamento “gravissimo, conclamato e ormai cronico delle acque destinate all’uso potabile”.

      Il problema è noto da decenni e anche se oggi viene gestita come un rifiuto e sono aumentate le prescrizioni per evitare che si diffonda nell’ambiente, le realtà del territorio denunciano che spesso è ancora abbandonata sui piazzali delle cave. Così quando piove viene trascinata nei fiumi cementificandone il letto e riducendo l’habitat di microflora e piccoli organismi. “Le situazioni più critiche sono state osservate nel fiume Frigido e nel torrente Carrione”, si legge nelle conclusioni del “#Progetto_Cave” dell’#Agenzia_regionale_per_la_protezione_ambientale_della_Toscana (#Arpat), monitoraggio durato dal 2017 al 2019. In quegli anni l’Arpat ha effettuato una serie di controlli nelle cave di Massa, Carrara e Lucca, anche in merito alla gestione della marmettola, che “hanno evidenziato una diffusa illegalità e dato luogo a un consistente numero di sanzioni amministrative e di notizie di reato all’autorità giudiziaria”. Nel 2018, scrive Arpat, 18 cave su 60 hanno avuto un “controllo regolare”.

      La marmettola finisce anche nelle falde. Secondo un articolo scientifico del 2019, redatto da docenti e ricercatori dell’università di Firenze, dell’Aquila e del Cnr, si è “accumulata negli acquiferi” con effetti “non ancora noti nel dettaglio” ma che potrebbero modificare “l’idrodinamica delle reti carsiche riducendone la capacità di accumulo”.

      A Forno, frazione di Massa dove nasce il Frigido, il problema è esploso il 19 novembre 2022. “La sorgente è diventata bianca e per dieci giorni l’erogazione dell’acqua è stata sospesa -racconta Cavazzuti-. È un problema costante, tanto che negli anni Novanta è stato costruito questo impianto di depurazione”, dice indicando le sue grandi vasche. Pochi metri più a monte, tra i massi di un fosso in secca, si è accumulato uno strato di marmettola. Le immagini di fiumi e torrenti di colore bianco sono una costante sui giornali locali. Quelle del Carrione che attraversa Carrara, scattate il 13 aprile 2023, sono arrivate anche sulla scrivania del ministero dell’Ambiente che ha chiesto all’Istituto superiore per la protezione e la ricerca ambientale (Ispra) di valutare se si tratti di danno ambientale.

      Il problema della marmettola si è aggravato con l’introduzione di strumenti più efficienti, come il filo diamantato, che ha reso possibile la lavorazione dei blocchi anche a monte. Le nuove tecnologie hanno anche generato un’impennata della quantità di materiale estratto, che oggi ammonta a quattro milioni di tonnellate all’anno. “Le montagne spariscono davanti ai nostri occhi”, commenta Grossi. Nonostante Carrara sia famosa per il suo marmo, secondo dati forniti dal Comune alla sezione locale di Legambiente, nel 2022 solo il 18,6% del materiale è stato estratto in blocchi (utilizzato quindi per uso ornamentale). “Il danno alla montagna viene inferto per ricavare detriti di carbonato di calcio che dagli anni Novanta è diventato un affare perché impiegato per vari usi industriali, dall’alimentazione alle vernici -denuncia Paola Antonioli, presidente di Legambiente Carrara che da 15 anni raccoglie i dati comunali-. Purtroppo non possiamo collegare i dati alle rispettive cave, perché l’amministrazione li ha secretati fornendoli solo in modo anonimo. Ma è importante saperli: alcune aziende estraggono il 90% di detriti e vorremmo che venissero chiuse”. Il Piano regionale cave del 2020 ha affrontato il nodo fissando il quantitativo minimo di blocchi, introducendo però delle deroghe. Per Antonioli “la norma è stata stravolta e le cave che non rispettano i parametri non sono mai state chiuse”.

      Per gli imprenditori del marmo il territorio non può fare a meno di un settore che, secondo un report di Confindustria con dati del 2017, vale il 15% del Pil provinciale per un fatturato totale di quasi un miliardo, di cui 560 milioni di export e rappresenta il 7% degli occupati. Per gli ambientalisti però il marmo grezzo che parte per l’estero, in particolare per la Cina, è sempre di più e i lavoratori sono sempre meno. Dal 1994 al 2020, secondo Fondo Marmo, ente che riunisce industriali e sindacati, il numero di dipendenti è sceso del 36%. Il calo più marcato riguarda i lavoratori impiegati “al piano”: meno 50,9%. Laboratori e segherie, invece, sono crollati del 55%.

      Gli incidenti sul lavoro però non si fermano. Nonostante l’Inail abbia certificato un calo del rischio infortunistico, la provincia di Massa Carrara vanta il primato per gli incidenti mortali nel settore tra il 2015 e il 2019, sette in totale. Anche il 2023 ha già avuto la sua vittima nel bacino apuano, anche se in provincia di Lucca: il 13 maggio Ugo Antonio Orsi, 55 anni, è rimasto schiacciato da un masso che si è staccato dal costone in una cava a Minucciano, in Garfagnana. “Questa è una storia di sfruttamento di beni comuni che arricchiscono le tasche di pochi privati. Ammesso che si possa compensare un simile danno, quasi nulla viene risarcito alla comunità -commenta Paolo Pileri, docente di Pianificazione urbanistica al Politecnico di Milano-. Comparando i canoni di concessione e il contributo di estrazione incassato ogni anno dal comune di Carrara con la quantità di blocchi prodotti, ho calcolato che per ogni tonnellata di marmo rimangono al territorio circa 25 euro a fronte di un prezzo di vendita che va da 800 a 8mila euro. Preciso che si tratta di dati parziali, ottenuti grazie al lavoro di attivisti locali, che non sono resi accessibili così che tutti possano conoscere la situazione. Un pezzo di Paese viene così distrutto per alimentare un modello di sviluppo tossico”.

    Die Immobiliengesellschaft Deutsche Wohnen hat nach eigenen Angaben mehr als 1000 Prozesse gegen Mieter innerhalb von nur einem Jahr an Berliner Gerichten geführt, um Mieterhöhungen durchzusetzen. In vielen der Prozesse unterlag sie allerdings. Weil die zahlreichen rechtlichen Auseinandersetzungen aufwändig und teuer sind, will Berlins größter Vermieter jetzt den Mietspiegel ganz kippen und zerrt dazu zwei Mieter vor das Verfassungsgericht des Landes.
    Das Kalkül: Falls das Gericht das Instrument zur Regulierung des Wohnungsmarktes infrage stellt, kann die Deutsche Wohnen Mieterhöhungen künftig schneller und einfacher durchsetzen. Vor allem wären aber viel kräftigere Mieterhöhungen bei langjährigen Mietern möglich auf dem heiß laufenden Wohnungsmarkt.
    Durch den neuerlichen Angriff auf den Mietspiegel gerät Stadtentwicklungssenatorin Katrin Lompscher noch stärker unter Druck. Die Linken-Politikerin hat das erste Jahr ihrer Amtszeit in den Dienst des Mieterschutzes gestellt. Doch die Erfolge bleiben aus. Lompschers wichtigste Waffe im Kampf gegen die Ferienwohnungen ist stumpf – das Landgericht hatte jüngst das Zweckentfremdungsverbotsgesetz durchlöchert und meldete Zweifel an dessen Verfassungsmäßigkeit an. Auch die Bundesratsinitiativen des Senats zur Reparatur der wirkungslosen Mietpreisbremse stecken fest und gelten unter CDU-geführten Bundesregierungen als chancenlos. Und nun schrumpft das Angebot an Sozialwohnungen stark zusammen.

    Konkret geht der Streit um Mieterhöhungen in der Künstlerkolonie in Wilmersdorf an der Rauenthaler Straße. Die Deutsche Wohnen hatte dort eine Mieterhöhung von rund einem Euro auf knapp acht Euro je Quadratmeter gefordert und würde damit das dort „ortsübliche“ nach Mietspiegel um rund 80 Cent überschreiten. Die Überschreitung dieses „Oberwertes“ begründet die Deutsche Wohnen mit den Mieten von zehn vergleichbaren Wohnungen im selben Gebäudekomplex: Deren Mieten lägen zwischen 8,65 Euro und 8,90 Euro je Quadratmeter, also sogar noch über der geforderten Miete.
    „Der Deutschen Wohnen geht es darum, die so genannte Marktmieten durchzusetzen“, sagt der Geschäftsführer des Berliner Mietervereins Reiner Wild. Das aber würde das „Soziale Mietrecht in seinem Fundament zerstören“

    Après avoir échappé à des centaines de tentatives d’assassinats et survécu à de multiples opérations médicales, Fidel Castro est décédé le 25 novembre 2016 à l’âge de 90 ans. La mort de celui qui incarna, plus que tout autre, la révolution cubaine et la résistance du peuple cubain à l’impérialisme états-unien, doit amener les anticapitalistes à proposer un bilan critique de l’héritage de la Révolution cubaine, du castrisme et du guévarisme, mais également à poser la question de ce qui se joue actuellement à Cuba : assiste-t-on à une restauration rampante du capitalisme (suivant la pente d’un « modèle » chinois ou vietnamien) ou la transition cubaine prend-elle d’autres formes ? Sous quelles conditions pourrait s’inventer à Cuba un socialisme du 21e siècle, nouant fermement l’opposition au capitalisme et l’aspiration à une démocratie radicale, et quel rôle pourrait jouer la gauche cubaine ?

    Dans ce texte, d’abord mis en ligne sur Cubaencuentro.com (une plateforme de nouvelles installée à Madrid et caractérisée par son positionnement critique de gauche de la Révolution cubaine), puis traduit par Marc Saint Upéry sur un blog de Mediapart, Haroldo Dilla effectue une déconstruction de la figure de Fidel Castro et du castrisme comme idéologie politique. Nous le republions ici en tant que contribution au débat sur l’héritage de Fidel Castro et de la révolution cubaine.

    Haroldo Dilla est un chercheur cubain, sociologue et historien. Membre d’un centre de recherche influent à Cuba dans les années 1990 et favorable à une ouverture politique et économique du pays, il fut, comme ses collègues de l’époque, victime d’une purge qui l’amena à quitter le pays pour s’installer à Saint Domingue. Il y devint chercheur à la FLACSO (Facultad Latino Americana de Ciencias Sociales) et ne cessa de s’intéresser aux processus en cours à Cuba avant de prendre sa retraite à Santiago du Chili .
