• Greece a testing ground for smart surveillance technologies

    Europe is rapidly building an AI-ready smart-border regime — bankrolled by the EU, pushed by Germany and tested in Greece. Defense and security firms are among the biggest winners. Much of it is unfolding under the radar, with safeguards for people on the move lagging behind.

    Border guards patrolling Greece’s frontier with North Macedonia to prevent irregular crossings have long relied on an unusual early-warning system: the storks nesting on a bridge over the Axios River. When the birds suddenly scatter, officers know someone is likely moving in the bushes below – usually migrants trying to slip out of Greece and head toward Northern Europe. Soon, their role will be obsolete.

    Smart border technology, cameras and drones, will take their place – tireless, unblinking, and financed by Brussels. Greece plans to extend the high-tech surveillance model it built along the Evros land border with Turkey – designed to stop asylum seekers entering the European Union – to its northern frontier. The aim this time is to seal the exit routes used for secondary movement toward Western Europe.

    What is being planned here is part of a broader shift driven by Berlin, Brussels and Athens: Germany wants fewer arrivals, the EU is funding new technologies, and Greece has become the test bed for Europe’s AI-enabled border regime.

    This cross-border investigation by Solomon, Die Tageszeitung (Germany), SWI Swissinfo (Switzerland) and Inkstick Media (US) took us to eight countries – including on-the-ground reporting in seven – and involved interviews with more than two dozen officials, insiders and frontline officers. We also reviewed hundreds of pages of public and internal documents, freedom-of-information request responses, procurement records and technical documentation. Taken together, the findings show how Europe is rapidly building a smart border system, who profits from it, and what risks it creates. Among the key findings:

    - How Brussels’ efforts to seal the Balkan route, combined with Berlin’s demand to curb onward movement to Germany, are driving the expansion of Greece’s new border architecture;

    – Previously unpublished details about Greece’s plan to replicate the “Evros model” – the high-tech fence-and-sensor system along the Turkish land border – at its northern borders with North Macedonia and Albania;

    - How E-Surveillance, the EU-funded program backing Greece’s new automated border monitoring, reflects a wider European trend: powerful systems advancing with vague data rules and thin public oversight;

    - How defense giants, security firms, university labs and research institutions, backed by an influential Brussels lobby, profit from a new ecosystem of EU-funded border projects.

    Drones and AI at the border

    Last September, senior EU border officials attended an internal meeting to be briefed on innovation at the headquarters of Frontex, the EU border agency, in Warsaw. According to participants, a Frontex-tested drone surveillance network was presented. It featured vertical-take-off (V-BAT) drones hovering along the Bulgarian-Turkish border, transmitting real-time video to a command hub where the system alerted the police about migrant-crossing attempts and “criminal activities.”

    One of the contractors is Shield AI. The California-based company is run by a former Navy SEAL, Brandon Tseng. Tseng claimed that the 60-day pilot in Bulgaria – a country which, like Greece, is accused of systematically violating asylum seeker rights – significantly reduced irregular border crossings and crime, citing Bulgarian officials. Shield AI declined to answer questions about the system, its deployment, costs, or data use. Frontex confirmed in a written response that the pilot demonstrated a prevention effect “contributing to a visible reduction or temporary stop of criminal activities,” adding that the deployment had “comprehensive fundamental-rights safeguards” and that the preventive effect was “an indirect outcome.”

    Such pilots illustrate the agency’s strategy for deploying “next-generation European border surveillance capabilities” across the EU’s external frontiers – and how pilots can be hard to distinguish from operational deployments.

    Frontex has also created an internal AI Hub and an AI Roundtable to identify which of the agency’s AI systems could be classified as “high-risk” under the EU AI Act. According to the regulation, systems used in migration, asylum and border control management “affect persons who are often in particularly vulnerable positions” and should, “in no circumstances,” be used either to circumvent asylum seeker rights such as through surveillance-assisted pushbacks, in which people located with the help of drones and sensors are forced back across the border before they can apply for international protection.

    Frontex stated that it “does not operate or deploy high-risk AI systems.” Greece’s Hellenic Coast Guard also said it “does not operate artificial-intelligence systems” and that all procurements include data-protection clauses — even as it acknowledged using EU-provided “electronic platforms which have an AI mechanism.” The Coast Guard declined to specify which platforms it uses, citing the confidential nature of this information and the need to protect operations.

    The choice of words is not accidental, as authorities prefer to talk about “algorithms,” “automation” or “innovation,” says Dr. Niovi Vavoula, an Associate Professor and Chair in Cyber Policy at the University of Luxembourg. “They hide behind broader words to avoid scrutiny and to keep systems upgradeable without relabelling them as AI.”

    The European Commission has said that, contrary to deployed systems, research pilots remain outside the full legal framework — a distinction that Vavoula calls increasingly untenable. Pilots at live borders now closely resemble operations, yet are still shielded from full transparency, data protection impact assessments and public scrutiny. In her view, once such systems are tested on real people in uncontrolled, active operations (as in the Bulgaria pilot), “we are past the purely testing research phase” and any research exceptions “shouldn’t be applicable”.

    The Evros Model Goes North

    Such concerns are often dismissed at a time when migration has been reframed as a security threat across Europe. “Everything to do with borders is being more and more exempt from democratic oversight, accountability, transparency,” said Bram Vranken, a researcher at Corporate Europe Observatory, a Brussels-based watchdog tracking tech and defense lobbying.

    This new narrative is evident in the replication of the “Evros model” — the high-tech fence-and-sensor system Greece installed along its border with Turkey to spot and stop irregular migration, equipped with long-range cameras, thermal sensors, drones, and central command hubs.

    Under the EU’s €35.4 million“E-Surveillance” program, Greece is bringing the Evros system to its northern borders.

    Meeting minutes and technical and other documents reviewed for this investigation detail plans for Mobile Incident-Management Centers: 4×4 vehicles with thermal cameras, drones, and encrypted communications systems, operating alongside new fixed surveillance sites and feeding real-time alerts to regional and national command centers.

    Internal documents describe these units as “essential” for monitoring blind spots where “no other advanced electronic or automated surveillance systems” exist.

    Tender documents reviewed by our team include broad secrecy clauses and stiff penalties for disclosure – standard, officials say, for national security contracts. But the same documents are thin on key safeguards: for example, daytime footage has a 15-day deletion limit, but no such explicit rule exists for thermal images. Encryption and auditing requirements are exhaustive, while privacy and data protections for people caught in the system are not.

    Dr. Vavoula calls this a “second black box”: technical opacity layered with legal omissions.

    In Evros, the system has proven effective in deterring asylum seekers from reaching EU soil, according to Greek and EU officials, as shown in a previous Solomon investigation. Which is why Evros is now more of a blueprint than a test site: the same technology used to keep migrants out of Europe will be used to keep them inside Greece, limiting movement toward the Balkans and beyond.

    For years, Greece resisted EU pressure to bolster checks at its northern exits. After a scathing 2021 Schengen evaluation, the EU demanded upgrades. The new system is expected to be fully operational in 2027. Police sources briefed on the plans say the system will automate what once depended on human observation: a crossing detected on thermal camera, auto-tracked by drone, and relayed to a rapid-response unit.
    Ample funding and political pressure

    Greece’s northern frontier has long served as a quiet exit route for people trying to reach Western Europe via the Balkan corridor, and Greek policy was to tolerate the movement to a degree, seeing it as a way to ease pressure inside the country.

    Greece’s new rush to secure those exits is partly driven by German pressure, according to Greek migration and security officials involved in the deliberations. Berlin has taken one of Europe’s hardest lines on migration, tightening asylum rules and insisting on tougher border controls across the bloc.

    When Germany’s new chancellor, Friedrich Merz, met Greek Prime Minister Kyriakos Mitsotakis in May 2025, the message was blunt: “Secondary migration from Greece to Germany must decrease. Returns must increase.” Germany received over 25,000 asylum applications in 2024 from people already recognized as refugees in Greece.

    Asked by this investigation whether the German Interior Ministry could confirm that it was putting pressure on Greece, the official line was: “The Federal Government supports measures that contribute to an effective protection of the EU’s external borders and the fight against inhumane smuggling.”

    A senior Greek official summed up the dynamics: “Brussels wants results. Berlin wants fewer arrivals. Athens delivers both – it is that simple.” The political pressure is palpable, driven by the fact that migration remains one of the top voter concerns across much of Europe.
    Smart border winners

    The EU money at stake is vast. For 2021-2027, Greece has over €1.5 billion in EU Home Affairs funding at its disposal. Greece’s border allocation (BMVI) is the largest in the EU. Its Home Affairs package is second only to Germany’s.

    Our investigation found that much of it is earmarked for surveillance and automation:

    – a unified maritime surveillance system using radars, cameras and patrol vessels;

    - new surveillance equipment;

    - encrypted police communications in border zones;

    - offshore patrol vessels with Vertical Take-Off and Landing (VTOL) drones;

    - €100 million to extend and equip the Evros fence.

    Greek officials say one of the goals is full coverage of the land border with Turkey through a mix of personnel and high-tech detection systems. Some 2,000 border guards are currently deployed there, assisted “by technology, equipment, the fence, which is an important means of deterrence,” said Michalis Chrisochoidis, Greece’s civil protection minister.

    Spending on high-tech deterrence dwarfs investment in search and rescue or services for asylum seekers. A Solomon investigation found that just €600,000 (or 0,07 percent) of total EU border management funding to Greece was earmarked for search and rescue. In October 2025 the Greek Migration Ministry decided to cut spending and benefits for asylum related services by a hefty 30 percent.

    Across the EU, member states plan to spend less than 0.04 percent of their border funds on assistance and protection for people on the move, funnelling nearly all resources into infrastructure and surveillance.
    A corporate windfall

    Defense and security companies are major beneficiaries of Europe’s border-security boom.

    Shield AI, the US company behind the Bulgaria pilot, sells its V-BAT drones not only to Greece but also to the Netherlands and the US Coast Guard and Navy.

    Israeli defense giants, long embedded in Europe’s border-security market, are also deeply involved. Israel’s Aerospace Industries (IAI) and Elbit Systems – the country’s biggest defense company – provide Heron and Hermes drones to Frontex and Greece, including for the monitoring of vessels departing Libya for Crete.

    In 2023, IAI acquired Greece’s Intracom Defense (IDE), embedding Israeli industry inside Greece’s defense ecosystem. Other Israeli companies — including Aeronautics and Rafael — supply UAVs, sensors and analytics to Greek and EU missions. Earlier investigations have documented the reach of Israeli-made surveillance tools in Europe’s border systems and in Greek refugee camps, with companies tied to Israel’s defense sector providing key software and hardware.

    Greek firms profit too. Construction giant GEK Terna helped extend the Evros fence; Space Hellas led a multi-million expansion of the Automated Border Surveillance System in Evros; And companies like ESA Security and Byte delivered the “smart” camp monitoring systems (Centaur and Hyperion).

    Behind the contracts is a powerful lobbying network in Brussels. A web of interlocking associations – including ASD (representing Europe’s aerospace, security and defense industries); EOS (the security-industry association); and ECSO (set up in 2016 as the European Commission’s cybersecurity public-private partner) – pushes for a tech-first agenda and more public money for security R&D. Industry figures often rotate across associations advising the Commission.
    The Great Tech Bazaar

    At a major defense expo in Athens last spring, the future of Europe’s border control was on full display: radar-fusion platforms, AI powered camera networks, “heat maps” predicting migration flows. Startups pitched tools that blur the line between civil and military tech – a trend encouraged by EU policy. Even the European Commission had a booth. Its Joint Research Centre is heavily involved in, among other things, migration-route forecasts.

    The line between civilian and military tech is increasingly blurred. Programs like the EU Defense Innovation Scheme bring start-ups, companies, research centers and universities into defense and policing supply chains, creating a pipeline where tools built for commercial use are quickly turned into surveillance products.

    One example is ROBORDER, an EU-funded project to build a “fully-functional autonomous border surveillance system.” Its consortium spanned major research institutions — including the center for Research and Technology Hellas, the University of Athens and a German R&D behemoth (the Fraunhofer Society) — as well as NATO and Greece’s Defense Ministry. The project’s results then fed into REACTION, the EU-funded AI border surveillance program coordinated by Greece’s Migration Ministry. Due by the end of 2025, it promises an “automated picture” of Greek land and sea borders for early warning and response.

    Beyond winning contracts, the real prize, according to experts, is data. Dr. Vavoula said migration has become “a primary testing ground” for harvesting mass amounts of personal data that can be used to train AI models predicting movements or “riskiness” — with huge potential for bias.
    EU “set on” AI

    The EU sets the technological direction, funds it, and expects member states to align. Greece has become one of the most enthusiastic adopters.

    The EU’s Integrated Border Management Strategy is backed by the €6.7 billion BMVI fund (2021–27), while Horizon Europe adds hundreds of millions for security and border-tech research.

    Greece is building its own AI-powered surveillance hub, THORAX – a nearly €49 million system fusing radar, drone, and sensor data from the army, police and coast guard, using machine learning to flag and deal with threats.

    In 2025, the Commission proposed tripling overall home-affairs funding to €81 billion for 2028–2034, including €15.4 billion for border management, €12 billion for migration and €11.9 billion for Frontex. One of the explicit goals is to “fully digitalise border control management” and modernise law-enforcement capacities.

    Lobbying has played a key role: Companies like Airbus, Thales, Leonardo and Indra lobbied for a unified security market and then won many of the resulting contracts.

    “The EU is set on the idea of imposing AI in border management,” said Theofanis Papadopoulos, head of Greece’s Managing Authority for Migration and Home Affairs Funds. “They make these calls, fully oriented toward AI and e-surveillance. They provide funding, launch calls with this very specific orientation and this gives reason for the Member States to move towards this direction.”

    Minutes from a meeting of the committee that oversees how Greece uses EU migration and home-affairs funds confirm it: a Hellenic Police official described an integrated surveillance system as “a requirement of the European Commission” for closing the northwest route and curbing secondary migration.

    Similar tools are already being tested outside the EU — including in Britain, where a Home Office pilot using facial-age estimation algorithms on asylum seekers, uncovered through freedom-of-information requests, has raised concerns about bias and reliability and the checkered track record of some of the companies involved.
    The Human Cost

    Hans Leijtens, the executive director of Frontex, has said cutting-edge technologies can “sav[e] lives that otherwise may have been lost.” The Commission has argued they will enhance efficiency while respecting fundamental rights.

    But on the ground, the record is troubling. In June 2023, an overcrowded fishing vessel carrying hundreds of migrants from Libya sank inside Greece’s search and rescue zone. The deadliest shipwreck in the Mediterranean in recent history unfolded in plain view of Europe’s surveillance systems — not for lack of sensors or aircraft, but amid what critics describe as a failure of political will. In a written response, the Hellenic Coast Guard insisted its primary mission is the protection of life at sea, noting that its crews have rescued more than 268,000 people in over 6,500 incidents.

    Rights groups warn that “technology contributes to the growing trend of human rights violations at borders,” and that drones and cameras frequently support pushbacks and abuse. “These tools are not trained to show compassion,” Dr. Vavoula cautions. At the border, she added, the rationale is deterrence, not protection.

    Safeguards remain minimal. Tender files for Greece’s E-surveillance program this investigation reviewed are detailed on technical requirements but vague on oversight, data retention, or remedies.

    Insiders described the paperwork involved in data protection impact assessments as box-ticking exercises.

    In 2024, Greece’s Data Protection Authority issued a record fine on the country’s Migration Ministry for deploying two EU-funded camp surveillance systems without proper safeguards – violations first exposed by Solomon journalists.

    Other EU projects show similar weaknesses. Nestor, a “next generation” pre-frontier surveillance system detecting movements well before people reach the EU’s borders, relied heavily on self-assessment, with an ethics board made up mostly of consortium members, according to documents reviewed for this investigation. The European Commission said that the project was evaluated by independent experts through the European Research Executive Agency.

    Stergios Aidinlis, associate professor of AI law at the University of Durham, argues that ethics and legal oversight in such programs can be “too formalistic” and warns about the potential conflicts of interest when governments or companies are the ones doing the oversight, as in the case of NESTOR, where the Athens-based, state-affiliated Center for Security Studies heads the ethics advisory board. The center declined to comment.

    From Warsaw’s conference rooms to the Evros riverbanks the same trend appears: systems are expanding faster than the safeguards meant to govern them. Across Europe, billions in public money are flowing into an increasingly automated border infrastructure. Oversight and projections, officials and experts acknowledge, have not kept pace.

  • The automated Fortress Europe : No place for human rights

    29,000 people have died in the Mediterranean over the past ten years while trying to reach the EU. You would think that the EU wanted this tragedy to stop and scientists across Europe were working feverishly on making this happen with the latest technology. The opposite is the case: With the help of so-called Artificial Intelligence, digital border walls are being raised, financed with taxpayers’ money.

    Drones, satellites, and other digital monitoring systems: For decades, the EU’s external borders have been upgraded with state-of-the-art surveillance technology to create so-called smart borders. Now, algorithms and Artificial Intelligence are increasingly adding to the wall.

    Their development is funded with millions of euros by EU research programs with names like Horizon 2020 or Horizon Europe. The funded projects read like a catalog of surveillance technologies. Instead of trying to save people from losing their lives, they put all of us in danger.

    It doesn’t come as a surprise that most initiatives are kept secret. The public learns next to nothing about them. Law enforcement and border authorities prefer not to be bothered with giving insights into their work. They try to avoid a democratic debate about the research and development of this sort of AI-driven surveillance technology.
    WE FOUND OUT ABOUT WHAT THE EU PREFERS TO KEEP OUT OF THE PUBLIC’S EYE

    When we asked for information on research projects in which such systems are being developed, we received many responses that wouldn’t give us any substantial information.

    The European Research Executive Agency (REA) is mandated by the EU Commission to fund and manage innovative projects in virtually all areas of research, including Horizon 2020. Still, the REA isn’t particularly outspoken about their research projects.

    We had tried, for example, to obtain details about the ROBORDER project‘s “methodology applied for the evaluation of the system performance” through access to information requests. At first, we were denied it in reference to the “protection of the public interest as regards public security.” The identity and affiliation of individuals involved in the ethics review process would also not be shared, to protect their “privacy and integrity.” REA also cited “commercial interests” and the protection of intellectual property as lawful grounds to refuse disclosure: “releasing this information into public domain would give the competitors of the consortium an unfair advantage, as the competitors would be able to use this sensitive commercial information in their favour.” These reasons given to us to avoid disclosure were common reactions to all the requests we sent out. But in the end, REA did provide us with information on the methodology.

    More transparency is urgently needed. ROBORDER aims at developing unmanned vehicles to patrol EU borders, capable of operating in swarms. Such capabilities would most likely be of interest to the military as well. In fact, research by AlgorithmWatch and ZDF Magazin Royale shows that in a market analysis conducted within the ROBORDER project, “military units” have been identified as potential users of the system. Documents we obtained show that members of the research team met with prospective officers of the Greek Navy to introduce the ROBORDER system.

    Military applications would exclude ROBORDER from Horizon 2020 funding, which is reserved for civilian applications. However, an EU Commission’s spokesperson said that the mere fact that a “military audience” was also chosen to disseminate the project does not “per se call into question the exclusively civilian application of the activities carried out within the framework of this project.”

    The ROBORDER project was executed as planned until its scheduled end in 2021. Its output contributed to later projects. At a national level, one is REACTION, which is funded by the EU’s Border Management and Visa Instrument and coordinated by the Greek Ministry of Immigration and Asylum. AlgorithmWatch and ZDF Magazin Royale tried to ask the Greek research center CERTH – which coordinated ROBORDER and is now working on REACTION – what results or components exactly were adopted, but we didn’t get an answer.

    Due to our persistence, we managed to obtain documents for various EU-funded projects. Some of them we received were so heavily redacted that it was impossible to get an idea what they were about. The grant agreement and the annexes to the NESTOR project contained 169 consecutive redacted pages.
    JUST ANOTHER BRICK IN THE AUTOMATED WALL

    An automated Fortress Europe would also impact everyone’s rights, since the technology it facilitates allows governments to find out everything about us.

    How do they do it, you ask? By using face recognition, for example, and by reducing your identity to your face and other measurable biometric features. Faces can be captured and analyzed by increasingly sophisticated biometric recognition systems. In the D4FLY project, they combine “2D+thermal facial, 3D facial, iris and somatotype biometrics.” In projects such as iBorderCtrl, they examine emotions and “micro-expressions,” fleeting facial expressions that last only fractions of a second, to assess whether travelers are lying to (virtual) border officials. That way, risk assessments are automatically created, which could lead to stricter security checks at EU borders.

    Such EU-funded projects are designed to digitalize, computerize, and automate human mobility. The EU envisions a future where law-abiding travelers enjoy uninterrupted freedom, while “risky” people are automatically flagged for further checks.

    As Frontex’ deputy executive director, Uku Särekanno, put it in a recent interview: „What comes next is a very serious discussion on automation. We are looking into how, in the next five to ten years, we can have more automated border crossings and a more seamless travel experience.”

    According to various scientists, this is the result of over two decades’ work, ultimately leading to total remote surveillance and thus to a perfect panoptic society, in which we are utterly dominated by such digital technologies and the underlying logic of security policy.

    WHAT IS IT GOOD FOR? SKIMMING THROUGH THE SURVEILLANCE CATALOGUE

    Checking people requires time and resources. Therefore, some projects aim to automatically “relieve” border officials, which means make them auxiliaries for automated systems that are falsely assumed to be more objective or reliable.

    Automated systems are supposed to detect “abnormal behavior,” increase “situation awareness,” and derive real-time information and predictions ("nowcasts") from multiple sensors attached to individuals, groups, but also freighters or other vehicles. Migration movements are to be predicted algorithmically, by analyzing Google Trends data, content on social media platforms such as Facebook and X (formerly Twitter), and “quantitative (geo-located) indicators of telephone conversations.” But such automated systems can’t replace political decisions by taking available data and leaving the decision to algorithms. The decisions have to be justified. Political decisions are also not only a byproduct of technological solutions and have to be put first.

    Risks become apparent by looking at the ITFLOWS project’s EuMigraTool. It includes “monthly predictions of asylum applications in the EU” and is supposed to “identify the potential risks of tensions between migrants and EU citizens” by providing “intuitions” on the “attitudes towards migration” in the EU using “Twitter Sentiment Analysis model data as input”. The very project’s Users Board, in which organizations such as the Red Cross and Oxfam are represented, warned in a statement against misuse, “misuse could entail closing of borders, instigating violence, and misuse for political purposes to gain support and consensus for an anti-migration policy.” The tool was developed nonetheless.

    In these EU-funded projects, people on the move are constantly portrayed as a threat to security. The FOLDOUT project explicates this core premise in all frankness: “in the last years irregular migration has dramatically increased,” therefore it was “no longer manageable with existing systems.” Law enforcement and border agencies now assume that in order to “stay one step ahead” of criminals and terrorists, automation needs to become the norm, especially in migration-related contexts.

    FRONTEX: IT’S EVERYWHERE

    A driving force in border security is also one of the main customers: Frontex. Founded in 2004, the European Border and Coast Guard Agency has played an increasingly important role in the EU’s research and innovation projects in recent years. The agency’s budget has increased by 194 percent compared to the previous budget, and by an incredible 13,200 percent in the last 20 years. But Frontex’ influence goes far beyond the money at its disposal. The agency intervened to “help,” "actively participate in," and “push forward” several Horizon 2020 projects, addressing “a wide spectrum of technological capabilities critical for border security,” including Artificial Intelligence, augmented reality, or virtual reality.

    In 2020, the agency formalized their collaboration with the EU Commission’s Directorate-General for Migration and Home Affairs (DG-HOME). It allowed Frontex to provide assistance to DG-HOME “in the areas of programming, monitoring and the uptake of projects results.” The agency is now responsible for “identifying research activities,” evaluating research proposals, and the supervision of the Horizon Europe research projects’ “operational relevance.”

    The agency therefore joined EU-funded projects trials, demonstrations, and workshops, held events involving EU-funded projects, and even created a laboratory (the Border Management Innovation Centre, BoMIC) to help implement EU-funded projects in border security. This is complemented with Frontex’s own “Research Grants Programme”, whose first call for proposals was announced in November 2022, to “bring promising ideas from the lab to real applications in border security.”
    HOW IS THIS SUPPOSED TO BECOME REALITY?

    The NESTOR project promises “an entirely functional, next-generation, comprehensive border surveillance system offering pre-frontier situational awareness beyond sea and land borders.” The system is based on optical, thermal imaging, and radio frequency spectrum analysis technologies. Such data will be “fed by an interoperable sensors network” comprised of both stationary installations and mobile manned or unmanned vehicles (that can operate underwater, on water surfaces, on the ground, or in the air). The vehicles are also capable of functioning in swarms. This allows for detecting, recognizing, classifying, and tracking “moving targets” such as persons, vessels, vehicles, or drones. A “Border Command, Control, and Coordination intelligence system” would adopt “cutting-edge Artificial Intelligence and Risk Assessment technologies”, fusing “in real-time the surveillance data in combination with analysis of web and social media data.”

    The key term here is “pre-frontier awareness.” According to the EU, “pre-frontier” refers to “the geographical area beyond the external borders which is relevant for managing the external borders through risk analysis and situational awareness.” Or, to put it bluntly: the very notion of “border” ultimately dissolves into whatever the authorities want it to mean.
    CONCLUSION: ONLY FEW BENEFIT FROM THE AUTOMATED EU FORTRESS AND YOU ARE DEFINITELY NOT ONE OF THEM.

    The list of projects could go on and on (see the box below), but you get the EU’s gist: They perceive migrants as a threat and want to better protect their borders from them by constantly improving automation and ever-increasing surveillance − far beyond existing borders. The EU conjures up the image of a migration “crisis” that we can only hope to end through technological solutions.

    This belief is extensively and increasingly affirmed and shaped by the border and coast guard community in lockstep with the surveillance and security industries, as has been well documented. But it threatens social justice, non-discrimination, fairness, and a basic respect of fundamental rights. “Ethics assessments” only scratch at the surface of the complexity of automating migration. The systems will be developed anyway, even if the assessments fundamentally question whether the systems’ use can be justified at all. Many of these projects should not have been funded in the first place, so they should not be pursued.

  • Migrations : l’Union européenne, droit dans le mur

    La Commission européenne affirme que l’UE ne finance pas de « murs » anti-migrants à ses #frontières_extérieures, malgré les demandes insistantes d’États de l’est de l’Europe. En réalité, cette « ligne rouge » de l’exécutif, qui a toujours été floue, s’efface de plus en plus.

    Le 14 juin dernier, le naufrage d’un bateau entraînait la noyade de centaines de personnes exilées. Quelques jours auparavant, le 8 juin, les États membres de l’Union européenne s’enorgueillissaient d’avoir trouvé un accord sur deux règlements essentiels du « Pacte européen pour l’asile et la migration », qui multipliera les procédures d’asile express dans des centres de détention aux frontières de l’Europe, faisant craindre aux ONG une nouvelle érosion du droit d’asile.

    Dans ce contexte délétère, un groupe d’une douzaine d’États membres, surtout d’Europe de l’Est, réclame que l’Union européenne reconnaisse leur rôle de « protecteurs » des frontières de l’Union en autorisant le financement européen de murs, #clôtures et #barbelés pour contenir le « flux migratoire ». Le premier ministre grec, Kyriákos Mitsotákis, avait même estimé que son pays était en première ligne face à « l’invasion de migrants ».

    Officiellement, la Commission européenne se refuse toujours à financer les multiples projets de clôtures anti-migrants qui s’érigent le long des frontières extérieures de l’UE. « Nous avons un principe bien établi : nous ne finançons pas de murs ni de barbelés. Et je pense que cela ne devrait pas changer », avait encore déclaré Ylva Johansson, la commissaire européenne aux affaires intérieures, le 31 janvier. Pourtant, la ligne rouge semble inexorablement s’effacer.

    Le 7 octobre 2021, les ministres de douze États, dont la #Grèce, la #Pologne, la #Hongrie, la #Bulgarie ou les #Pays_baltes, demandaient par écrit à la Commission que le financement de « #barrières_physiques » aux frontières de l’UE soit une « priorité », car cette « mesure de protection » serait un outil « efficace et légitime » dans l’intérêt de toute l’Union. Une demande qu’ils réitèrent depuis à toute occasion.

    Les États membres n’ont pas attendu un quelconque « feu vert » de la Commission pour ériger des clôtures. Les premières ont été construites par l’Espagne dans les années 1990, dans les enclaves de Ceuta et Melilla. Mais c’est en 2015, après l’exil de centaines de milliers de Syrien·nes fuyant la guerre civile, que les barrières se sont multipliées. Alors que l’Union européenne comptait 315 kilomètres de fil de fer et barbelés à ses frontières en 2014, elle en totalisait 2 048 l’an passé.

    Depuis 2021, ce groupe d’États revient sans cesse à la charge. Lors de son arrivée au sommet des dirigeants européens, le 9 février dernier, Victor Orbán (Hongrie) annonçait la couleur : « Les barrières protègent l’Europe. » Les conclusions de ce sommet, ambiguës, semblaient ouvrir une brèche dans la politique européenne de financement du contrôle aux frontières. Les États demandaient « à la Commission de mobiliser immédiatement des fonds pour aider les États membres à renforcer […] les infrastructures de protection des frontières ».

    Dans ses réponses écrites aux questions de Mediapart, la Commission ne mentionne plus aucune ligne rouge : « Les États membres ont une obligation de protéger les frontières extérieures. Ils sont les mieux placés pour définir comment le faire en pratique d’une manière qui […] respecte les droits fondamentaux. »

    Si l’on en croit le ministre de l’intérieur grec, Panagiótis Mitarákis, les dernières résistances de la Commission seraient en train de tomber. Le 24 février, il affirmait, au sujet du projet grec d’#extension et de renforcement de sa clôture avec la Turquie, le long de la rivière #Evros, que la Commission avait « accepté que certaines dépenses pour la construction de la barrière soient financées par l’Union européenne ».

    Pour Catherine Woollard, de l’ONG Ecre (Conseil européen pour les réfugiés et exilés), « c’est important que la Commission résiste à ces appels de financement des murs et clôtures, car il faut respecter le droit de demander l’asile qui implique un accès au territoire. Mais cette position risque de devenir symbolique si les barrières sont tout de même construites et qu’en plus se développent des barrières d’autres types, numériques et technologiques, surtout dans des États qui utilisent la force et des mesures illégales pour refouler les demandeurs d’asile ».

    D’une ligne rouge à une ligne floue

    Au sein de l’ONG Statewatch, Chris Jones estime que « cette “ligne rouge” de la Commission européenne, c’est du grand n’importe quoi ! Cela fait des années que l’Union européenne finance des dispositifs autour ou sur ces clôtures, des #drones, des #caméras, des #véhicules, des #officiers. Dire que l’UE ne finance pas de clôtures, c’est uniquement sémantique, quand des milliards d’euros sont dépensés pour fortifier les frontières ». Même diagnostic chez Mark Akkerman, chercheur néerlandais au Transnational Institute, pour qui la « #ligne_rouge de la Commission est plutôt une ligne floue ». Dans ses travaux, il avait déjà démontré qu’en 2010, l’UE avait financé l’achat de #caméras_de_vidéosurveillance à #Ceuta et la construction d’un #mirador à #Melilla.

    Lorsqu’il est disponible, le détail des dépenses relatives au contrôle des frontières montre que la politique de non-financement des « murs » est une ligne de crête, car si la Commission ne finance pas le béton ni les barbelés, elle finance bien des #dispositifs qui les accompagnent.

    En 2021, par exemple, la #Lituanie a reçu 14,9 millions d’euros de fonds d’aide d’urgence pour « renforcer » sa frontière extérieure avec la Biélorussie, peut-on lire dans un rapport de la Commission. Une frontière qui, selon le ministère de l’intérieur lituanien, contacté par Mediapart, est « désormais longée d’une clôture de 530 km et d’une barrière surmontée de fils barbelés sur 360 kilomètres ». Si la barrière a pesé 148 millions d’euros sur le #budget de l’État, le ministère de l’intérieur affirme que la rénovation de la route qui la longe et permet aux gardes-frontières de patrouiller a été financée à hauteur de « 10 millions d’euros par des fonds européens ».

    En Grèce, le détail des dépenses du gouvernement, dans le cadre du fonds européen de sécurité intérieur, de 2014 à 2020, est éclairant. Toujours le long de la rivière Evros, là où est érigée la barrière physique, la police grecque a pu bénéficier en 2016 d’un apport de 15 millions d’euros, dont 11,2 millions financés par le fonds européen pour la sécurité intérieure, afin de construire 10 #pylônes et d’y intégrer des #caméras_thermiques, des caméras de surveillance, des #radars et autres systèmes de communication.

    Cet apport financier fut complété la même année par 1,5 million d’euros pour l’achat d’#équipements permettant de détecter les battements de cœur dans les véhicules, coffres ou conteneurs.

    Mais l’enjeu, en Grèce, c’est avant tout la mer, là où des bateaux des gardes-côtes sont impliqués dans des cas de refoulements documentés. Dans son programme d’action national du fonds européen relatif à la gestion des frontières et des visas, écrit en 2021, le gouvernement grec envisage le renouvellement de sa flotte, dont une dizaine de bateaux de #patrouille côtière, équipés de #technologies de #surveillance dernier cri, pour environ 60 millions d’euros. Et malgré les refoulements, la Commission européenne octroie les fonds.

    Technologies et barrières font bon ménage

    Les États membres de l’UE qui font partie de l’espace Schengen ont pour mission de « protéger les frontières extérieures ». Le droit européen leur impose aussi de respecter le droit d’asile. « Les exigences du code Schengen contredisent bien souvent l’acquis européen en matière d’asile. Lorsqu’un grand nombre de personnes arrivent aux frontières de l’Union européenne et qu’il existe des pressions pour faire baisser ce nombre, il est presque impossible de le faire sans violer certaines règles relatives au droit d’asile », reconnaît Atanas Rusev, directeur du programme « sécurité » du Centre pour l’étude de la démocratie, basé en Bulgarie.

    La Bulgarie est au cœur de ces tiraillements européens. En 2022, la police a comptabilisé 164 000 passages dits « irréguliers » de sa frontière, contre 55 000 l’année précédente. Des demandeurs d’asile qui, pour la plupart, souhaitent se rendre dans d’autres pays européens.

    Les Pays-Bas ou l’Autriche ont fait pression pour que la #Bulgarie réduise ce nombre, agitant la menace d’un report de son intégration à l’espace Schengen. Dans le même temps, des ONG locales, comme le Helsinki Committee Center ou le Refugee Help Group, dénoncent la brutalité qui s’exerce sur les exilé·es et les refoulements massifs dont ils sont victimes. Le pays a construit une clôture de 234 kilomètres le long de sa frontière avec la Turquie.

    Dans son plan d’action, le gouvernement bulgare détaille son intention de dépenser l’argent européen du fonds relatif à la gestion des frontières, sur la période 2021-2027, pour renforcer son « système de surveillance intégré » ; une collecte de données en temps réel par des caméras thermiques, des #capteurs_de_mouvements, des systèmes de surveillance mobiles, des #hélicoptères.

    Philip Gounev est consultant dans le domaine de la gestion des frontières. Il fut surtout ministre adjoint des affaires intérieures en Bulgarie, chargé des fonds européens, mais aussi de l’érection de la barrière à la frontière turque. Il explique très clairement la complémentarité, à ses yeux, des différents dispositifs : « Notre barrière ne fait que ralentir les migrants de cinq minutes. Mais ces cinq minutes sont importantes. Grâce aux caméras et capteurs qui détectent des mouvements ou une brèche dans la barrière, l’intervention des gardes-frontières est rapide. »

    L’appétit pour les technologies et le numérique ne fait que croître, au point que des ONG, comme l’EDRi (European Digital Rights) dénoncent la construction par l’UE d’un « #mur_numérique ». Dans ce domaine, le programme de recherche européen #Horizon_Europe et, avant lui, #Horizon_2020, tracent les contours du futur numérisé des contrôles, par le financement de projets portés par l’industrie et des centres de #recherche, au caractère parfois dystopique.

    De 2017 à 2021, « #Roborder » a reçu une aide publique de 8 millions d’euros. L’idée est de déployer une armada de véhicules sans pilotes, sur la mer ou sur terre, ainsi que différents drones, tous munis de caméras et capteurs, et dont les informations seraient croisées et analysées pour donner une image précise des mouvements humains aux abords des frontières. Dans son programme d’action national d’utilisation du fonds européen pour la gestion des frontières, la Hongrie manifeste un intérêt appuyé pour « l’adaptation partielle des résultats » de Roborder via une série de projets pilotes à ses frontières.

    Les #projets_de_recherche dans le domaine des frontières sont nombreux. Citons « #Foldout », dont les 8 millions d’euros servent à développer des technologies de #détection de personnes, à travers des #feuillages épais « dans les zones les plus reculées de l’Union européenne ». « Le développement de technologies et de l’#intelligence_artificielle aux frontières de l’Europe est potentiellement plus puissant que des murs, décrypte Sarah Chandler, de l’EDRi. Notre inquiétude, c’est que ces technologies soient utilisées pour des #refoulements aux frontières. »

    D’autres projets, développés sous l’impulsion de #Frontex, utilisent les croisements de #données et l’intelligence artificielle pour analyser, voire prédire, les mouvements migratoires. « Le déploiement de nouvelles technologies de surveillance, avec la construction de barrières pour bloquer les routes migratoires, est intimement lié à des dangers accrus et provoque davantage de morts des personnes en mouvement », peut-on lire dans un rapport de Statewatch. Dans un contexte de droitisation de nombreux États membres de l’Union européenne, Philip Gounev pense de son côté que « le financement de barrières physiques par l’UE deviendra inévitable ».

  • With drones and thermal cameras, Greek officials monitor refugees

    Athens says a new surveillance system will boost security, but critics raise alarm over its implications for privacy.

    “Let’s go see something that looks really nice,” says Anastasios Salis, head of information and communications technology at the Greek Migration and Asylum Ministry in Athens, before entering an airtight room sealed behind two interlocking doors, accessible only with an ID card and fingerprint scan.

    Beyond these doors is the ministry’s newly-installed centralised surveillance room.

    The front wall is covered by a vast screen. More than a dozen rectangles and squares display footage from three refugee camps already connected to the system.

    Some show a basketball court in a refugee camp on the island of Samos. Another screen shows the playground and another the inside of one of the containers where people socialise.

    Overhead, lights suddenly flash red. A potential threat has been detected in one of the camps. This “threat” has been flagged by Centaur, a high-tech security system the Greek Migration Ministry is piloting and rolling out at all of the nearly 40 refugee camps in the country.

    Centaur includes cameras and motion sensors. It uses algorithms to automatically predict and flag threats such as the presence of guns, unauthorised vehicles, or unusual visits into restricted areas.

    The system subsequently alerts the appropriate authorities, such as the police, fire brigade, and private security working in the camps.

    From the control room, operators deploy camera-equipped drones and instruct officers stationed at the camp to rush to the location of the reported threat.

    Officers carry smartphones loaded with software that allows them to communicate with the control centre.

    Once they determine the nature and severity of the threat, the control room guides them on the ground to resolve the incident.

    Video footage and other data collected as part of the operation can then be stored under an “incident card” in the system.

    This particular incident is merely a simulation, presented to Al Jazeera during an exclusive tour and preview of the Centaur system.

    The aim of the programme, according to Greek officials, is to ensure the safety of those who live inside the camps and in surrounding communities.

    “We use technology to prevent violence, to prevent events like we had in Moria – the arson of the camp. Because safety is critical for everyone,” Greek Migration Minister Notis Mitarachi told Al Jazeera at the November inauguration of a new, EU-funded “closed-controlled” refugee camp on Kos island, one of the first facilities to be connected to the Centaur system.

    ‘Dystopian’ surveillance project

    Nearly 40 cameras are being installed in each camp, which can be operated from the control room.

    There will also be thermal cameras, drones, and other technology – including augmented reality glasses, which will be distributed to police and private security personnel.

    “This was not to monitor and invade the privacy of the people [in the camps],” said Salis, one of the architects of Centaur. “You’re not monitoring them. You’re trying to prevent bad things from happening.”

    Greek authorities headline this new surveillance as a form of security but civil society groups and European lawmakers have criticised the move.

    “This fits a broader trend of the EU pouring public money into dystopian and experimental surveillance projects, which treat human beings as lab rats,” Ella Jakubowska, policy and campaigns officer at European Digital Rights (EDRi), told Al Jazeera. “Money which could be used to help people is instead used to punish them, all while the surveillance industry makes vast profits selling false promises of magical technology that claims to fix complex structural issues.”

    Recent reporting, which revealed Centaur will be partly financed by the EU COVID Recovery fund, has led a group of European lawmakers to write to the European Commission with their concerns about its implementation.

    Homo Digitalis, a Greek digital rights advocacy group, and EDRi said they made several requests for information on what data protection assessments were carried out before the development and deployment of Centaur.

    Such analysis is required under the EU’s General Data Protection Regulation (GDPR). They have also asked what data will be collected and how long it will be held by authorities. Those requests, they said, have gone unanswered.

    The Greek Migration Ministry did not respond to Al Jazeera’s query on whether an impact assessment was completed, and on policies regarding data retention and the processing of data related to children.

    In Samos, mixed feelings

    Advocates in Samos told Al Jazeera they raised concerns about camp residents being adequately notified about the presence of these technologies.

    But Salis, at the control centre, said this has been achieved through “signs – a lot of signs”, in the camps.

    The system does not currently incorporate facial recognition technology, at least “not yet”, according to Leonidas Petavrakis, a digital software specialist with ESA Security Solutions S.A., one of the companies contracted for the Centaur project.

    The potential use of facial recognition in this context is “a big concern”, said Konstantinos Kakavoulis of Homo Digitalis.

    Facial recognition systems often misidentify people of colour and can lead to wrongful arrests and convictions, according to studies. Human rights organisations globally have called for their use to be limited or banned.

    An EU proposal on regulating artificial intelligence, unveiled by the European Commission in April, does not go far enough to prevent the misuse of AI systems, critics claim.

    For some of those living under the glare of this EU-funded surveillance system, the feeling is mixed.

    Mohammed, a 25-year-old refugee from Palestine living in the new Samos camp, said that he did not always mind the cameras as he thought they might prevent fights, which broke out frequently at the former Samos camp.

    “Sometimes it’s [a] good feeling because it makes you feel safe, sometimes not,” he said but added that the sense of security came at a price.

    “There’s not a lot of difference between this camp and a prison.”

    • Greece plans automated drones to spot people crossing border

      The Greek Migration Ministry announced it would use EU-funded drones with “Artificial Intelligence” to track people seeking refuge at the border. Promises that they will also improve search and rescue operations ring hollow.

      At the opening of the Thessaloniki International Trade Fair this September, Greek migration minister Notis Mitarakis – otherwise known for dismissing the ongoing evidence of Greek border guards’ brutal and illegal pushbacks of asylum seekers as “fake news” – made national headlines when he introduced his ministry’s latest project: €3.7m funding for drones with “innovative algorithms” that can “automatically identify defined targets of interest” at the Greek border.

      What did he mean? In a demo video, two men – one in sunglasses and a red shirt, another blurred – walk next to a line drawn through a field, with boxes marking them as “person”. As the guy in sunglasses walks closer towards the line, he gets labeled as “person of interest”. He starts running, jumps over the line, runs, lies down on a bench, disappearing from view. When he gets up, the box keeps tracking him.

      EU funding for Greek security projects

      “I actually recognize people from my department in this video”, one IT researcher told us, chuckling, at the Greek Ministry for Migration’s stall at the Thessaloniki Trade Fair on 13 September.

      His department – the Information Technologies Institute at the Center for Research and Technology Hellas (CERTH) – is in a quiet building in the outskirts of Thessaloniki. Here, researchers work on 27 different projects, mostly funded by the European Commission.

      The first time CERTH got funding for a security project was in 2017, when the European Union’s research and innovation program Horizon 2020 paid them to coordinate “ROBORDER”, an €8m project which aimed to develop and pilot “a fully autonomous border surveillance system” where, researchers said, robots will be able to identify humans and independently decide if they represent a threat. These days, the CERTH researcher says, there is a lot of interest from European institutions for funding “security projects”.

      REACTION

      Now, REACTION, or “Real-Time Artificial Intelligence for Border Surveillance” will also be CERTH-coordinated and funded by the European Commission’s Migration and Home Affairs Fund. It is set to start in November 2022, and run for 36 months.

      Computer scientist Stathes Hadjiefthymiades, who is part of the REACTION team, said they want to combine the research from ROBORDER and “AIDERS” – another EU-funded project aimed at processing data from drones, sensors and cameras to “improve emergency responses” in case of a fire, flood or shipwreck. The aim, he says, is to bring the technologies – “or goodies”, as he calls them – into the hands of the police, who want drones (as well as thermal sensors, motion detectors and cameras already installed at the Greek border) to alert them of border crossings.

      Once alerted, law enforcement will “not necessarily” stop people from crossing into Greece, Mr Hadjiefthymiades said. They could also be arrested or brought to camps and be instructed on how to apply for asylum. He added that pushbacks, which Amnesty International describes as “Greece’s de facto border policy”, are “in the news” but he does not believe that Greek border guards are pushing boats of asylum seekers back to Turkey.

      “Innovative algorithms”

      In his speech at the Thessaloniki Trade Fair, migration minister Mr Mitarakis said REACTION’s “use of artificial intelligence” will allow drones to identify and monitor “targets of interest”. However, one young man from the research consortium told us that “[the Migration Ministry] do not really know anything about what we are doing”, because they are “in a different field” and are “end users”.

      At the Thessaloniki Trade Fair, three drones were on display at the Greek Migration Ministry’s stall. Two were from the Chinese commercial drone maker DJI. The third was wrapped in wires and was, a presenter explained, trained to do what Mr Mitarakis said: scan an area, and, if it spots something “more interesting”, like a person crossing a border, independently change its course to track this person. However, the presenter told us, it is the only drone they have that can do this, because “on-board processing” is very expensive and requires a lot of energy.

      Mr Hadjiefthymiades confirmed that they were “dealing with reduced-size drones with limited on-board power. We are struggling to do on-board intelligence with off-the-shelf drones.”

      In the brochure for REACTION, the Greek migration ministry says that one of the project’s aims is “to use the funding to buy equipment needed for the border project.”

      Search and Rescue

      After police are alerted about a person or vehicle crossing the Greek border, “they will go see what is happening”, the young man from the research consortium told us. A woman, overhearing this, said angrily, “I will tell you what they do, they will either come with guns to shoot, or they will beat them”. Later, the young man admitted, “For me, the one thing is, I don’t know exactly what the police will do to the migrants after we alert them.” He grimaced. “But what can I do,” he said.

      When asked about REACTION’s claim that it will be used for “search and rescue”, the young man said he believed that people at the “Multimedia Knowledge Lab” at CERTH are training an algorithm to spot if someone is injured at the border. But Yiannis Kompatsiaris, a senior researcher there, told us that his lab is not currently training such an algorithm.

      In recent years, the Greek Coast Guard, like other European authorities, was repeatedly accused of delaying rescue operations. Earlier this month, Deutsche Welle published a report which showed that Greek authorities left a group of 38 asylum-seekers stranded on an islet on the Evros river, which marks most of the border between Greece and Turkey, despite a nearby pylon with heat sensors and cameras, which should have been able to immediately locate the group.

      Since 2017, open-source researcher Phevos Simeonidis tracks local and EU-funded border surveillance projects in Greece. So far, he says, “this ever-increasing apparatus always seems to fall short of assisting search and rescue, and also evidently turns a blind eye when footage or data could help individuals substantiate claims that they have been victims of human rights violations.”

  • Contre les migrants, toujours plus de #technologie

    Reporterre s’est rendu au salon #Milipol pour découvrir les innovations technologiques sécuritaires. Elles sont de plus en plus déployées pour repousser les migrants.

    « Viens ici pépère ! » lance un homme élancé en costume-cravate en direction d’un chien-robot en mouvement, faisant mine de lui proposer à manger. Derrière les regards amusés autour du robot développé par l’entreprise étasunienne #Ghost_Robotics, son « maître » le guide avec sa télécommande d’un œil malicieux. Ce chien-robot au look Black Mirror répond au nom de #Q-UGV et sa mission consiste à surveiller des sites ultrasensibles comme les centrales nucléaires.

    Ce surveillant atypique, capable de courir, grimper et nager dans des environnements extrêmes, était l’une des nombreuses innovations présentées sur le salon Milipol de la sécurité intérieure au parc des expositions de Villepinte (Seine-Saint-Denis). Près de 1 000 exposants, dont deux tiers d’entreprises internationales, y ont élu domicile du mardi 19 au vendredi 22 octobre. Plus de 30 000 professionnels de la sécurité publique et privée de 150 pays déambulaient dans les allées. Entre une coupe de champagne et des petits fours, ils s’informaient pour en faire commerce sur les dernières grenades lacrymogènes, les dispositifs de reconnaissance faciale ou les fusils d’assaut.

    L’heure est à la reprise pour le secteur de la #sécurité. « La première des libertés », comme l’a assuré le ministre de l’Intérieur, Gérald Darmanin, lors de sa visite du salon le premier jour. Après avoir subi la crise sanitaire à l’instar d’une large partie de l’économie mondiale, le marché mondial de la #sécurité_intérieure devrait rebondir. Sa prévision de croissance est de 8 % en 2021 et de 6 % en 2022, après une baisse de 3 % en 2020. En France, il n’a pas été épargné non plus et les dépenses étatiques consacrées à la sécurité ont baissé de 8,6 %, pour atteindre 3,6 milliards d’euros. Mais certains domaines, comme celui des #drones_de_surveillance, ont tiré leur épingle du jeu avec une progression de 5,8 %. Alors que l’Union européenne peine toujours à s’accorder sur une politique commune de gestion des #frontières, chaque État membre est tenté de renforcer la #surveillance des siennes grâce à des technologies toujours plus sophistiquées.

    Mille et une façons de traquer les migrants

    Déjà déployés, en passe d’être expérimentés ou pas encore autorisés, les dispositifs de #détection de migrants sont présentés aux quatre coins de l’immense salle d’exposition. Nichés entre deux stands de drones, les représentants de la société française #HGH, spécialisée dans les #systèmes_électro-optiques, sont ainsi très sollicités. La série de #caméras_thermiques #Spynel, qui promet une « #surveillance_panoramique 360 degrés, #jour et #nuit, jusqu’à l’horizon » sur les frontières des pays intéressés, a du succès. À l’occasion du salon, l’entreprise vient de finaliser un contrat d’un million d’euros avec un pays de l’#Otan (Organisation du traité de l’Atlantique Nord) — dont elle tait le nom — pour sécuriser et surveiller sur près de 1 000 kilomètres de côte et empêcher les passages des migrants et des trafiquants de drogues. « C’est impossible d’échapper à la #vigilance de cette caméra, et à l’inverse des drones, on ne peut pas brouiller son signal, car elle n’émet aucune onde », se félicite le responsable marketing. « Si un groupe de personnes ou un zodiac s’approche de nuit d’un littoral dans la zone surveillée, l’#intelligence_artificielle détectera automatiquement le #mouvement et une alerte sera envoyée aux forces de sécurité », poursuit-il.

    De l’autre côté du salon, un groupe de gendarmes écoute attentivement les explications du représentant de l’entreprise néerlandaise #UVI-Scan. Sur la brochure commerciale, une page est consacrée à un #scanner capable de détecter les passagers clandestins sous les camions. Le visuel est explicite : accrochés sous un véhicule, deux migrants sont pris en flagrant délit. « Ce sont de vraies photos ! » assume le consultant technique. « C’est un système intégré à la chaussée qui détecte les #intrus et prend automatiquement une photo à l’approche des postes frontières et des ferrys », explique-t-il. « Nous en avons déployés un peu partout en Europe, notamment à #Dieppe, en France ». Là où de nombreux exilés tentent leur chance pour gagner les côtes anglaises par le ferry ou des embarcations de fortune.

    Entre deux stands de fusils d’assaut et des tenues de camouflages, un drone blanc aux allures d’avion miniature surplombe le stand de #German_Drones. L’entreprise allemande propose un « service personnalisé » à ses clients en fonction des usages ». Pour la détection de passages de migrants à la frontière, Anis Fellahi, le chef de projet international du groupe, recommande « le modèle 150, le plus performant, qui peut voler une heure et demie, couvrir une centaine de kilomètres, et transmet une vidéo de meilleure qualité ». Le dit #Songbird est d’ores et déjà déployé aux frontières allemandes et belges, et cherche à étendre son empreinte.

    Les industriels ne s’arrêtent pas là et proposent aux autorités des outils de #surveillance_aérienne toujours plus développées et intrusifs. L’entreprise française #T-ops intègre des #IMSI-Catcher directement embarqués sur les drones. Ce dispositif de #surveillance_de_masse est capable d’intercepter le trafic des communications téléphoniques, de récupérer et recouper ces informations à distance et de suivre les mouvements des utilisateurs. « Là nous proposons un produit avec une #efficacité au-delà du réel ! » s’exclame le représentant de la société. Cette technologie peut-elle être déployée pour repérer les migrants ? « C’est possible, oui. Mais nous ne fournissons qu’un service, le responsable de son utilisation est l’État », répond-il sobrement.

    Certains produits attendent des évolutions législatives pour être pleinement déployés. C’est le cas du drone de surveillance très longue distance présenté par le groupe belge #John_Cockerill, traditionnel acteur de la défense, lancé depuis peu dans la sécurité intérieure. « Ce type d’appareil peut voir jusqu’à 30 kilomètres et il est en capacité d’identifier très clairement des personnes », explique #Jean-Marc_Tyberg, le président du conseil d’administration du groupe. « À ce stade, nous devons intégrer un logiciel qui floute automatiquement le visage de la personne pour ne pas la reconnaître ». Mais selon lui, « se priver de ces outils de reconnaissance revient à fermer les yeux en conduisant. Il faut que l’on rattrape notre retard législatif pour que ces solutions puissent être pleinement utilisées. » Jean-Marc Tyberg fait référence aux longs débats autour de la controversée #loi_Sécurité_globale. Le Conseil constitutionnel avait fini par censurer le dispositif d’encadrement de l’utilisation des images des drones utilisés les forces de l’ordre, jugée trop dangereux au regard du #droit_à_la_vie_privée. Mais le gouvernement est revenu à la charge à la rentrée avec une disposition remaniée dans le projet de loi relatif à la sécurité intérieure, actuellement débattu au Parlement.

    Si la France n’est pas le terrain de jeu technologique idéal des industriels, d’autres États comme la #Grèce accueillent de nombreuses expérimentations plus poussées. Le pays frontalier de la Turquie est un passage obligé dans le parcours des migrants. Et il reçoit le soutien de l’agence de gardes-côtes européens #Frontex, accusée par des ONG et des médias d’opérer des refoulements illégaux à l’extérieur de l’UE. Si le gestionnaire des frontières européennes n’a pas de stand dédié ici, ses fournisseurs sont disséminés sur le salon. La société française #Cnim_Air_Space est l’un d’eux. « Notre modèle de #ballon_captif #Eagle_Owl gonflé à l’Hélium peut voler jusqu’à 600 mètres de haut, et possède une autonomie de 7 jours », expose fièrement le représentant de l’entreprise. Il est actuellement utilisé par les autorités grecques et l’agence Frontex. Un modèle plus petit a également été expérimenté autour de #Calais par la gendarmerie. Avec sa caméra embarquée, il renvoie en continu les #images vers une station positionnée au sol. « En cas d’alerte, si un zodiac débarque, les autorités grecques sont en capacité de les repérer à des kilomètres avant d’intervenir », précise-t-il. « Il mesure 22 mètres de long, donc le fait de le voir peut aussi avoir un effet dissuasif… ».

    La Grèce accueille également l’expérimentation du projet #Roborder, contraction de #robot et de border (frontière en anglais), lancé en 2017, qui prévoit un #système_de_surveillance des frontières par un essaim de #drones_autonomes, capables par l’intelligence artificielle de déterminer les franchissements. Le projet #iborder_control ambitionne quant à lui de développer un #algorithme capable de détecter les #mensonges des migrants lors de leur passage à l’aéroport.

    Mais sur le terrain, les associations d’aide aux personnes exilées observent que le renforcement de la surveillance des frontières ne décourage pas les candidats à l’asile, mais rend simplement leur parcours plus dangereux. Alors que la surveillance se renforce d’année en année, l’Organisation internationale des migrations a comptabilisé 1 146 décès de migrants sur les routes maritimes vers l’Europe au premier semestre 2021, contre 513 en 2020 et 674 en 2019 à la même période. Mais au salon Milipol, le rêve d’une Europe forteresse a de belles années devant lui.

  • Artificial intelligence : #Frontex improves its maritime surveillance

    Frontex wants to use a new platform to automatically detect and assess „risks“ on the seas of the European Union. Suspected irregular activities are to be displayed in a constantly updated „threat map“ with the help of self-learning software.

    The EU border agency has renewed a contract with Israeli company Windward for a „maritime analytics“ platform. It will put the application into regular operation. Frontex had initially procured a licence for around 800,000 Euros. For now 2.6 million Euros, the agency will receive access for four workstations. The contract can be extended three times for one year at a time.

    Windward specialises in the digital aggregation and assessment of vessel tracking and maritime surveillance data. Investors in the company, which was founded in 2011, include former US CIA director David Petraeus and former CEO’s of Thomson Reuters and British Petroleum. The former chief of staff of the Israeli military, Gabi Ashkenazi, is considered one of the advisors.

    Signature for each observed ship

    The platform is based on artificial intelligence techniques. For analysis, it uses maritime reporting systems, including position data from the AIS transponders of larger ships and weather data. These are enriched with information about the ship owners and shipping companies as well as the history of previous ship movements. For this purpose, the software queries openly accessible information from the internet.

    In this way, a „fingerprint“ is created for each observed ship, which can be used to identify suspicious activities. If the captain switches off the transponder, for example, the analysis platform can recognise this as a suspicuous event and take over further tracking based on the recorded patterns. It is also possible to integrate satellite images.

    Windward uses the register of the International Maritime Organisation (IMO) as its database, which lists about 70,000 ships. Allegedly, however, it also processes data on a total of 400,000 watercraft, including smaller fishing boats. One of the clients is therefore the UN Security Council, which uses the technology to monitor sanctions.

    Against „bad guys“ at sea

    The company advertises its applications with the slogan „Catch the bad guys at sea“. At Frontex, the application is used to combat and prevent unwanted migration and cross-border crime as well as terrorism. Subsequently, „policy makers“ and law enforcement agencies are to be informed about results. For this purpose, the „risks“ found are visualised in a „threat map“.

    Windward put such a „threat map“ online two years ago. At the time, the software rated the Black Sea as significantly more risky than the Mediterranean. Commercial shipping activity off the Crimea was interpreted as „probable sanction evasions“. Ship owners from the British Guernsey Islands as well as Romania recorded the highest proportion of ships exhibiting „risky“ behaviour. 42 vessels were classified as suspicious for drug smuggling based on their patterns.

    Frontex „early warning“ units

    The information from maritime surveillance is likely to be processed first by the „Risk Analysis Unit“ (RAU) at Frontex. It is supposed to support strategic decisions taken by the headquarters in Warsaw on issues of border control, return, prevention of cross-border crime as well as threats of a „hybrid nature“. Frontex calls the applications used there „intelligence products“ and „integrated data services“. Their results flow together in the „Common Integrated Risk Analysis Model“ (CIRAM).

    For the operational monitoring of the situation at the EU’s external borders, the agency also maintains the „Frontex Situation Centre“ (FSC). The department is supposed to provide a constantly updated picture of migration movements, if possible in real time. From these reports, Frontex produces „early warnings“ and situation reports to the border authorities of the member states as well as to the Commission and the Council in Brussels.

    More surveillance capacity in Warsaw

    According to its own information, Windward’s clients include the Italian Guardia di Finanza, which is responsible for controlling Italian territorial waters. The Ministry of the Interior in Rome is also responsible for numerous EU projects aimed at improving surveillance of the central Mediterranean. For the training and equipment of the Libyan coast guard, Italy receives around 67 million euros from EU funds in three different projects. Italian coast guard authorities are also installing a surveillance system for Tunisia’s external maritime borders.

    Frontex now wants to improve its own surveillance capacities with further tenders. Together with the fisheries agency, The agency is awarding further contracts for manned maritime surveillance. It has been operating such a „Frontex Aerial Surveillance Service“ (FASS) in the central Mediterranean since 2017 and in the Adriatic Sea since 2018. Frontex also wants to station large drones in the Mediterranean. Furthermore, it is testing Aerostats in the eastern Mediterranean for a second time. These are zeppelins attached to a 1,000-metre long line.

    • Data et nouvelles technologies, la face cachée du contrôle des mobilités

      Dans un rapport de juillet 2020, l’Agence européenne pour la gestion opérationnelle des systèmes d’information à grande échelle (#EU-Lisa) présente l’intelligence artificielle (IA) comme l’une des « technologies prioritaires » à développer. Le rapport souligne les avantages de l’IA en matière migratoire et aux frontières, grâce, entre autres, à la technologie de #reconnaissance_faciale.

      L’intelligence artificielle est de plus en plus privilégiée par les acteurs publics, les institutions de l’UE et les acteurs privés, mais aussi par le #HCR et l’#OIM. Les agences de l’UE, comme Frontex ou EU-Lisa, ont été particulièrement actives dans l’#expérimentation des nouvelles technologies, brouillant parfois la distinction entre essais et mise en oeuvre. En plus des outils traditionnels de surveillance, une panoplie de technologies est désormais déployée aux frontières de l’Europe et au-delà, qu’il s’agisse de l’ajout de nouvelles #bases_de_données, de technologies financières innovantes, ou plus simplement de la récupération par les #GAFAM des données laissées volontairement ou pas par les migrant·e·s et réfugié∙e∙s durant le parcours migratoire.

      La pandémie #Covid-19 est arrivée à point nommé pour dynamiser les orientations déjà prises, en permettant de tester ou de généraliser des technologies utilisées pour le contrôle des mobilités sans que l’ensemble des droits des exilé·e·s ne soit pris en considération. L’OIM, par exemple, a mis à disposition des Etats sa #Matrice_de_suivi_des_déplacements (#DTM) durant cette période afin de contrôler les « flux migratoires ». De nouvelles technologies au service de vieilles obsessions…

      Comment le #business de la #sécurité et de la #surveillance au sein de l’#Union_européenne, en plus de bafouer des #droits_fondamentaux, utilise les personnes exilées comme #laboratoire de recherche, et ce sur des #fonds_publics européens.

      On a beaucoup parlé ici ces derniers mois de surveillance des manifestations ou de surveillance de l’espace public dans nos villes, mais la technopolice est avant tout déployée aux #frontières – et notamment chez nous, aux frontières de la « forteresse Europe ». Ces #dispositifs_technopoliciers sont financés, soutenus et expérimentés par l’Union européenne pour les frontières de l’UE d’abord, et ensuite vendus. Cette surveillance des frontières représente un #marché colossal et profite grandement de l’échelle communautaire et de ses programmes de #recherche_et_développement (#R&D) comme #Horizon_2020.

      #Roborder – des essaims de #drones_autonomes aux frontières

      C’est le cas du projet Roborder – un « jeu de mots » entre robot et border, frontière en anglais. Débuté en 2017, il prévoit de surveiller les frontières par des essaims de #drones autonomes, fonctionnant et patrouillant ensemble. L’#intelligence_artificielle de ces drones leur permettrait de reconnaître les humains et de distinguer si ces derniers commettent des infractions (comme celui de passer une frontière ?) et leur dangerosité pour ensuite prévenir la #police_aux_frontières. Ces drones peuvent se mouvoir dans les airs, sous l’eau, sur l’eau et dans des engins au sol. Dotés de multiples capteurs, en plus de la détection d’activités criminelles, ces drones seraient destinés à repérer des “#radio-fréquences non fiables”, c’est-à-dire à écouter les #communications et également à mesurer la #pollution_marine.
      Pour l’instant, ces essaims de drones autonomes ne seraient pas pourvus d’armes. Roborder est actuellement expérimenté en #Grèce, au #Portugal et en #Hongrie.

      Un #financement européen pour des usages « civils »

      Ce projet est financé à hauteur de 8 millions d’euros par le programme Horizon 2020 (subventionné lui-même par la #Cordis, organe de R&D de la Commission européenne). Horizon 2020 représente 50% du financement public total pour la recherche en sécurité de l’UE. Roborder est coordonné par le centre de recherches et technologie de #Hellas (le #CERTH), en Grèce et comme le montre l’association #Homo_Digitalis le nombre de projets Horizon 2020 ne fait qu’augmenter en Grèce. En plus du CERTH grec s’ajoutent environ 25 participants venus de tous les pays de l’UE (où on retrouve les services de police d’#Irlande_du_Nord, le ministère de la défense grecque, ou encore des entreprises de drones allemandes, etc.).

      L’une des conditions pour le financement de projets de ce genre par Horizon 2020 est que les technologies développées restent dans l’utilisation civile, et ne puissent pas servir à des fins militaires. Cette affirmation pourrait ressembler à un garde-fou, mais en réalité la distinction entre usage civil et militaire est loin d’être clairement établie. Comme le montre Stephen Graham, très souvent les #technologies, à la base militaires, sont réinjectées dans la sécurité, particulièrement aux frontières où la migration est criminalisée. Et cette porosité entre la sécurité et le #militaire est induite par la nécessité de trouver des débouchés pour rentabiliser la #recherche_militaire. C’est ce qu’on peut observer avec les drones ou bien le gaz lacrymogène. Ici, il est plutôt question d’une logique inverse : potentiellement le passage d’un usage dit “civil” de la #sécurité_intérieure à une application militaire, à travers des ventes futures de ces dispositifs. Mais on peut aussi considérer la surveillance, la détection de personnes et la #répression_aux_frontières comme une matérialisation de la #militarisation de l’Europe à ses frontières. Dans ce cas-là, Roborder serait un projet à fins militaires.

      De plus, dans les faits, comme le montre The Intercept (https://theintercept.com/2019/05/11/drones-artificial-intelligence-europe-roborder), une fois le projet terminé celui-ci est vendu. Sans qu’on sache trop à qui. Et, toujours selon le journal, beaucoup sont déjà intéressés par Roborder.

      #IborderCtrl – détection d’#émotions aux frontières

      Si les essaims de drones sont impressionnants, il existe d’autres projets dans la même veine. On peut citer notamment le projet qui a pour nom IborderCtrl, testé en Grèce, Hongrie et #Lettonie.

      Il consiste notamment en de l’#analyse_d’émotions (à côté d’autres projets de #reconnaissances_biométriques) : les personnes désirant passer une frontière doivent se soumettre à des questions et voient leur #visage passer au crible d’un #algorithme qui déterminera si elles mentent ou non. Le projet prétend « accélérer le #contrôle_aux_frontières » : si le #détecteur_de_mensonges estime qu’une personne dit la vérité, un code lui est donné pour passer le contrôle facilement ; si l’algorithme considère qu’une personne ment, elle est envoyée dans une seconde file, vers des gardes-frontières qui lui feront passer un #interrogatoire. L’analyse d’émotions prétend reposer sur un examen de « 38 #micro-mouvements du visage » comme l’angle de la tête ou le mouvement des yeux. Un spectacle de gadgets pseudoscientifiques qui permet surtout de donner l’apparence de la #neutralité_technologique à des politiques d’#exclusion et de #déshumanisation.

      Ce projet a également été financé par Horizon 2020 à hauteur de 4,5 millions d’euros. S’il semble aujourd’hui avoir été arrêté, l’eurodéputé allemand Patrick Breyer a saisi la Cour de justice de l’Union Européenne pour obtenir plus d’informations sur ce projet, ce qui lui a été refusé pour… atteinte au #secret_commercial. Ici encore, on voit que le champ “civil” et non “militaire” du projet est loin de représenter un garde-fou.

      Conclusion

      Ainsi, l’Union européenne participe activement au puissant marché de la surveillance et de la répression. Ici, les frontières et les personnes exilées sont utilisées comme des ressources de laboratoire. Dans une optique de militarisation toujours plus forte des frontières de la forteresse Europe et d’une recherche de profit et de développement des entreprises et centres de recherche européens. Les frontières constituent un nouveau marché et une nouvelle manne financière de la technopolice.

      Les chiffres montrent par ailleurs l’explosion du budget de l’agence européenne #Frontex (de 137 millions d’euros en 2015 à 322 millions d’euros en 2020, chiffres de la Cour des comptes européenne) et une automatisation toujours plus grande de la surveillance des frontières. Et parallèlement, le ratio entre le nombre de personnes qui tentent de franchir la Méditerranée et le nombre de celles qui y laissent la vie ne fait qu’augmenter. Cette automatisation de la surveillance aux frontières n’est donc qu’une nouvelle façon pour les autorités européennes d’accentuer le drame qui continue de se jouer en Méditerranée, pour une “efficacité” qui finalement ne profite qu’aux industries de la surveillance.

    • Artificial Intelligence - based capabilities for European Border and Coast Guard

      In 2019, Frontex, the European Border and Coast Guard Agency, commissioned #RAND Europe to carry out an Artificial intelligence (AI) research study.

      The purpose of the study was to provide an overview of the main opportunities, challenges and requirements for the adoption of AI-based capabilities in border managament. Frontex’s intent was also to find synergies with ongoing AI studies and initiatives in the EU and contribute to a Europe-wide AI landscape by adding the border security dimension.

      Some of the analysed technologies included automated border control, object recognition to detect suspicious vehicles or cargo and the use of geospatial data analytics for operational awareness and threat detection.

      As part of the study, RAND provided Frontex in 2020 with a comprehensive report and an executive summary with conclusions and recommendations.

    • Pour les réfugiés, la #biométrie tout au long du chemin

      Par-delà les murs qui poussent aux frontières du monde depuis les années 1990, les réfugiés, migrants et demandeurs d’asile sont de plus en plus confrontés à l’extension des bases de #données_biométriques. Un « #mur_virtuel » s’étend ainsi à l’extérieur, aux frontières et à l’intérieur de l’espace Schengen, construit autour de programmes et de #bases_de_données.

      Des réfugiés qui paient avec leurs #iris, des migrants identifiés par leurs #empreintes_digitales, des capteurs de #reconnaissance_faciale, mais aussi d’#émotions… Réunis sous la bannière de la « #frontière_intelligente », ces #dispositifs_technologiques, reposant sur l’#anticipation, l’#identification et l’#automatisation du franchissement de la #frontière grâce aux bases de données biométriques, ont pour but de trier les voyageurs, facilitant le parcours des uns et bloquant celui des autres.

      L’Union européenne dispose ainsi d’une batterie de bases de données qui viennent compléter les contrôles aux frontières. Depuis 2011, une agence dédiée, l’#Agence_européenne_pour_la_gestion_opérationnelle_des_systèmes_d’information_à_grande_échelle, l’#EU-Lisa, a pour but d’élaborer et de développer, en lien avec des entreprises privées, le suivi des demandeurs d’asile.

      Elle gère ainsi plusieurs bases compilant des #données_biométriques. L’une d’elles, le « #Entry_and_Exit_System » (#EES), sera déployée en 2022, pour un coût évalué à 480 millions d’euros. L’EES a pour mission de collecter jusqu’à 400 millions de données sur les personnes non européennes franchissant les frontières de l’espace Schengen, afin de contrôler en temps réel les dépassements de durée légale de #visa. En cas de séjour prolongé devenu illégal, l’alerte sera donnée à l’ensemble des polices européennes.

      Se brûler les doigts pour ne pas être enregistré

      L’EU-Lisa gère également le fichier #Eurodac, qui consigne les empreintes digitales de chacun des demandeurs d’asile de l’Union européenne. Utilisé pour appliquer le #règlement_Dublin III, selon lequel la demande d’asile est déposée et traitée dans le pays européen où le migrant a été enregistré la première fois, il entraîne des stratégies de #résistance.

      « On a vu des migrants refuser de donner leurs empreintes à leur arrivée en Grèce, ou même se brûler les doigts pour ne pas être enregistrés dans Eurodac, rappelle Damien Simonneau, chercheur à l’Institut Convergences Migrations du Collège de France. Ils savent que s’ils ont, par exemple, de la famille en Allemagne, mais qu’ils ont été enregistrés en Grèce, ils seront renvoyés en Grèce pour que leur demande y soit traitée, ce qui a des conséquences énormes sur leur vie. » La procédure d’instruction dure en effet de 12 à 18 mois en moyenne.

      La collecte de données biométriques jalonne ainsi les parcours migratoires, des pays de départs jusqu’aux déplacements au sein de l’Union européenne, dans un but de limitation et de #contrôle. Pour lutter contre « la criminalité transfrontalière » et « l’immigration clandestine », le système de surveillance des zones frontières #Eurosur permet, via un partage d’informations en temps réel, d’intercepter avant leur arrivée les personnes tentant d’atteindre l’Union européenne.

      Des contrôles dans les pays de départ

      Pour le Transnational Institute, auteur avec le think tank Stop Wapenhandel et le Centre Delàs de plusieurs études sur les frontières, l’utilisation de ces bases de données témoigne d’une stratégie claire de la part de l’Union européenne. « Un des objectifs de l’expansion des #frontières_virtuelles, écrivent-ils ainsi dans le rapport Building Walls (https://www.tni.org/files/publication-downloads/building_walls_-_full_report_-_english.pdf), paru en 2018, est d’intercepter les réfugiés et les migrants avant même qu’ils n’atteignent les frontières européennes, pour ne pas avoir à traiter avec eux. »

      Si ces techniques permettent de pré-trier les demandes pour fluidifier le passage des frontières, en accélérant les déplacements autorisés, elles peuvent également, selon Damien Simonneau, avoir des effets pervers. « L’utilisation de ces mécanismes repose sur l’idée que la #technologie est un facilitateur, et il est vrai que l’#autonomisation de certaines démarches peut faciliter les déplacements de personnes autorisées à franchir les frontières, expose-t-il. Mais les technologies sont faillibles, et peuvent produire des #discriminations. »

      Ces #techniques_virtuelles, aux conséquences bien réelles, bouleversent ainsi le rapport à la frontière et les parcours migratoires. « Le migrant est confronté à de multiples points "frontière", disséminés un peu partout, analyse Damien Simonneau. Cela crée des #obstacles supplémentaires aux parcours migratoires : le contrôle n’est quasiment plus lié au franchissement d’une frontière nationale, il est déterritorialisé et peut se produire n’importe où, en amont comme en aval de la frontière de l’État. »

      Ainsi, la « politique d’#externalisation de l’Union européenne » permet au contrôle migratoire de s’exercer dans les pays de départ. Le programme européen « #SIV » collecte par exemple dès leur formulation dans les #consulats les données biométriques liées aux #demandes_de_visas.

      Plus encore, l’Union européenne délègue une partie de la gestion de ses frontières à d’autres pays : « Dans certains États du Sahel, explique Damien Simonneau, l’aide humanitaire et de développement est conditionnée à l’amélioration des contrôles aux frontières. »

      Un programme de l’Organisation internationale pour les migrations (OIM), le programme #MIDAS, financé par l’Union européenne, est ainsi employé par 23 pays, majoritairement en Afrique, mais aussi en Asie et en Amérique. Son but est de « collecter, traiter, stocker et analyser les informations [biométriques et biographiques] des voyageurs en temps réel » pour aider les polices locales à contrôler leurs frontières. Mais selon le réseau Migreurop, ces données peuvent également être transmises aux agences policières européennes. L’UE exerce ainsi un droit de regard, via Frontex, sur le système d’information et d’analyse de données sur la migration, installé à Makalondi au Niger.

      Des réfugiés qui paient avec leurs yeux

      Un mélange des genres, entre organisations humanitaires et États, entre protection, logistique et surveillance, qui se retrouve également dans les #camps_de_réfugiés. Dans les camps jordaniens de #Zaatari et d’#Azarq, par exemple, près de la frontière syrienne, les réfugiés paient depuis 2016 leurs aliments avec leurs iris.

      L’#aide_humanitaire_alimentaire distribuée par le Programme alimentaire mondial (PAM) leur est en effet versée sur un compte relié à leurs données biométriques. Il leur suffit de passer leurs yeux dans un scanner pour régler leurs achats. Une pratique qui facilite grandement la gestion #logistique du camp par le #HCR et le PAM, en permettant la #traçabilité des échanges et en évitant les fraudes et les vols.

      Mais selon Léa Macias, anthropologue à l’EHESS, cela a aussi des inconvénients. « Si ce paiement avec les yeux peut rassurer certains réfugiés, dans la mesure où cela les protège contre les vols, développe-t-elle, le procédé est également perçu comme une #violence. Les réfugiés ont bien conscience que personne d’autre au monde, dans une situation normale, ne paie ainsi avec son #corps. »

      Le danger de la fuite de données

      La chercheuse s’inquiète également du devenir des données ainsi collectées, et se pose la question de l’intérêt des réfugiés dans ce processus. « Les humanitaires sont poussés à utiliser ces nouvelles technologies, expose-t-elle, qui sont vues comme un gage de fiabilité par les bailleurs de fonds. Mais la #technologisation n’est pas toujours dans l’intérêt des réfugiés. En cas de fuite ou de hackage des bases de données, cela les expose même à des dangers. »

      Un rapport de Human Rights Watch (HRW) (https://www.hrw.org/news/2021/06/15/un-shared-rohingya-data-without-informed-consent), publié mardi 15 juin, alerte ainsi sur des #transferts_de_données biométriques appartenant à des #Rohingyas réfugiés au Bangladesh. Ces données, collectées par le Haut-commissariat aux réfugiés (HCR) de l’ONU, ont été transmises par le gouvernement du Bangladesh à l’État birman.   • Greece to extend border fence over migration surge

    Greece will extend its fence on the border with Turkey, a government source said Sunday (8 March), amid continuing efforts by migrants to break through in a surge enabled by Ankara.

    “We have decided to immediately extend the fence in three different areas,” the government source told AFP, adding that the new sections, to the south of the area now under pressure, would cover around 36 kilometres (22 miles).

    The current stretch of fence will also be upgraded, the official added.

    Tens of thousands of asylum-seekers have been trying to break through the land border from Turkey for a week after Ankara announced it would no longer prevent people from trying to cross into the European Union.

    A police source Sunday told AFP that riot police reinforcements from around the country had been sent to the border in recent days, in addition to drones and police dogs.

    There have been numerous exchanges of tear gas and stones between Greek riot police and migrants.

    Turkey has also bombarded Greek forces with tear gas at regular intervals, and Athens has accused Turkish police of handing out wire cutters to migrants to help them break through the border fence.

    The Greek government over the weekend also released footage which it said showed a Turkish armoured vehicle assisting efforts to bring down the fence.

    “Parts of the fence have been removed, both by the (Turkish) vehicle and with wire cutters, but they are constantly being repaired,” local police unionist Elias Akidis told Skai TV.

    Turkey has accused Greek border guards of using undue force against the migrants, injuring many and killing at least five.

    The government in Athens has consistently dismissed the claim as lies.

      According to a report by daily Elftheros Typos, Greece’s Plan B aside from the fence extension is the presence of about 4,000 police officers and soldiers in parallel patrols, helicopters, unmanned aircraft, message broadcasting, cameras for audio-video.

      A Greek Army – Greek Police “joint operations center” is to be established in Nea Vryssa.

      According to the daily more than 1,000 soldiers, two commandos squads, 1,500 police and national guards are currently operating in the Evros area.

      Petsas underlined that the Greek government has changed its policy because there is a national security issue at the moment.

      He reiterated the new policy saying that “no one will cross the border.”

      Also Interior Minister Suleyman Soylu had threatened that the migrants will be allowed to leave Turkey again once the pandemic was over.

      The construction of a new fence on northeastern Greece’s Evros land border with Turkey will be completed in eight months, according to Citizens’ Protection Minister Michalis Chrysochoidis, speaking in Parliament on Monday.

      The border fence project has a total budget of 62.9 million euros and has been undertaken by a consortium put together by four construction companies.

      It will have a total length of 27 kilometers and eight elevated observatories will be constructed to be used by the Hellenic Army.

      Moreover, the existing fence will be reinforced with a steel railing measuring 4.3 meters in height, instead of the current 3.5 meters.

      As the world begins to travel again, Europe is sending migrants a loud message: Stay away!

      Greek border police are firing bursts of deafening noise from an armored truck over the frontier into Turkey. Mounted on the vehicle, the long-range acoustic device, or “sound cannon,” is the size of a small TV set but can match the volume of a jet engine.

      It’s part of a vast array of physical and experimental new digital barriers being installed and tested during the quiet months of the coronavirus pandemic at the 200-kilometer (125-mile) Greek border with Turkey to stop people entering the European Union illegally.

      A new steel wall, similar to recent construction on the US-Mexico border, blocks commonly-used crossing points along the Evros River that separates the two countries.

      Nearby observation towers are being fitted with long-range cameras, night vision, and multiple sensors. The data will be sent to control centers to flag suspicious movement using artificial intelligence analysis.

      “We will have a clear ‘pre-border’ picture of what’s happening,” Police Maj. Dimonsthenis Kamargios, head of the region’s border guard authority, told the Associated Press.

      The EU has poured 3 billion euros ($3.7 billion) into security tech research following the refugee crisis in 2015-16, when more than 1 million people – many escaping wars in Syria, Iraq and Afghanistan – fled to Greece and on to other EU countries.

      The automated surveillance network being built on the Greek-Turkish border is aimed at detecting migrants early and deterring them from crossing, with river and land patrols using searchlights and long-range acoustic devices.

      Key elements of the network will be launched by the end of the year, Kamargios said. “Our task is to prevent migrants from entering the country illegally. We need modern equipment and tools to do that.”

      Researchers at universities around Europe, working with private firms, have developed futuristic surveillance and verification technology, and tested more than a dozen projects at Greek borders.

      AI-powered lie detectors and virtual border-guard interview bots have been piloted, as well as efforts to integrate satellite data with footage from drones on land, air, sea and underwater. Palm scanners record the unique vein pattern in a person’s hand to use as a biometric identifier, and the makers of live camera reconstruction technology promise to erase foliage virtually, exposing people hiding near border areas.

      Testing has also been conducted in Hungary, Latvia and elsewhere along the eastern EU perimeter.

      The more aggressive migration strategy has been advanced by European policymakers over the past five years, funding deals with Mediterranean countries outside the bloc to hold migrants back and transforming the EU border protection agency, Frontex, from a coordination mechanism to a full-fledged multinational security force.

      But regional migration deals have left the EU exposed to political pressure from neighbors.

      Earlier this month, several thousand migrants crossed from Morocco into the Spanish enclave of Ceuta in a single day, prompting Spain to deploy the army. A similar crisis unfolded on the Greek-Turkish border and lasted three weeks last year.

      Greece is pressing the EU to let Frontex patrol outside its territorial waters to stop migrants reaching Lesbos and other Greek islands, the most common route in Europe for illegal crossing in recent years.

      Armed with new tech tools, European law enforcement authorities are leaning further outside borders.

      Not all the surveillance programs being tested will be included in the new detection system, but human rights groups say the emerging technology will make it even harder for refugees fleeing wars and extreme hardship to find safety.

      Patrick Breyer, a European lawmaker from Germany, has taken an EU research authority to court, demanding that details of the AI-powered lie detection program be made public.

      “What we are seeing at the borders, and in treating foreign nationals generally, is that it’s often a testing field for technologies that are later used on Europeans as well. And that’s why everybody should care, in their own self-interest,” Breyer of the German Pirates Party told the AP.

      He urged authorities to allow broad oversight of border surveillance methods to review ethical concerns and prevent the sale of the technology through private partners to authoritarian regimes outside the EU.

      Ella Jakubowska, of the digital rights group EDRi, argued that EU officials were adopting “techno-solutionism” to sideline moral considerations in dealing with the complex issue of migration.

      “It is deeply troubling that, time and again, EU funds are poured into expensive technologies which are used in ways that criminalize, experiment with and dehumanize people on the move,” she said.

      Migration flows have slowed in many parts of Europe during the pandemic, interrupting an increase recorded over years. In Greece, for example, the number of arrivals dropped from nearly 75,000 in 2019 to 15,700 in 2020, a 78% decrease.

      But the pressure is sure to return. Between 2000 and 2020, the world’s migrant population rose by more than 80% to reach 272 million, according to United Nations data, fast outpacing international population growth.

      At the Greek border village of Poros, the breakfast discussion at a cafe was about the recent crisis on the Spanish-Moroccan border.

      Many of the houses in the area are abandoned and in a gradual state of collapse, and life is adjusting to that reality.

      Cows use the steel wall as a barrier for the wind and rest nearby.

      Panagiotis Kyrgiannis, a Poros resident, says the wall and other preventive measures have brought migrant crossings to a dead stop.

      “We are used to seeing them cross over and come through the village in groups of 80 or a 100,” he said. “We were not afraid. … They don’t want to settle here. All of this that’s happening around us is not about us.”

    • Greece: EU Commission upgrades border surveillance – and criticises it at the same time

      The Greek border police are using a sound cannon and drones on a new border fence, and the EU Commission expresses its „concern“ about this. However, it is itself funding several similar research projects, including a semi-autonomous drone with stealth features for „effective surveillance of borders and migration flows“

      On Monday, the Associated Press (AP) news agency had reported (https://apnews.com/article/middle-east-europe-migration-technology-health-c23251bec65ba45205a0851fab07e) that police in Greece plan to deploy a long-range sound cannon at the external border with Turkey in the future. The device, mounted on a police tank, makes a deafening noise with the volume of a jet engine. It is part of a system of steel walls that is being installed and tested along with drones on the 200-kilometre border with Turkey for migration defence. The vehicle, made by the Canadian manufacturer #Streit, comes from a series of seized „#Typhoons“ (https://defencereview.gr/mrap-vehicles-hellenic-police) that were to be illegally exported to Libya via Dubai (https://www.cbc.ca/news/politics/streit-libya-un-1.3711776).

      After the AP report about the sound cannons went viral, Commission spokesman Adalbert Jahnz had clarified that it was not an EU project (https://twitter.com/Ad4EU/status/1400010786064437248).

      Yesterday, AP reported again on this (https://apnews.com/article/middle-east-europe-migration-government-and-politics-2cec83ae0d8544a719a885a). According to Jahnz, the Commission has „noted with concern“ the installation of the technology and is requesting information on its use. Methods used in EU member states would have to comply with European fundamental rights, including the „right to dignity“. The right to asylum and the principle of non-refoulement in states where refugees face persecution must also be respected.

      The Commission’s outrage is anything but credible. After Turkish President Recep Tayyip Erdoğan used refugees to storm the Turkish-Greek border in March 2020, Commission President Ursula von der Leyen travelled to the border river Evros before the start of a Frontex mission and declared her solidarity there. Literally, the former German Defence Minister said (https://ec.europa.eu/commission/presscorner/detail/en/statement_20_380): „I thank Greece for being our European shield“.

      Commission funds research on border surveillance

      Also yesterday, the Commission-funded #ROBORDER project (https://cordis.europa.eu/project/id/740593/de) said in a statement (https://roborder.eu/2021/06/03/new-collaboration-with-borderuas-project) that it is now cooperating with the #BorderUAS project (https://cordis.europa.eu/project/id/883272/de). Both are about the use of drones. The police in Greece are involved and the applications are to be tested there.

      The acronym ROBORDER stands for „#Autonomous_Swarm_of_Heterogeneous_Robots_for_Border_Surveillance“. It works with drones on water, on land and in the air. In Greece, for example, a drone is to be used to detect „unauthorised sea border crossing“ (https://roborder.eu/the-project/demonstrators), as well as an aircraft from the #Fraunhofer-Gesellschaft with a surveillance test platform, #radar systems and thermal imaging cameras.

      All drones in ROBORDER are supposed to be able to operate in swarms. They are controlled via a mobile control centre from the German company #Elettronica. This „#Multipurpose_Mission_Support_Vehicle“ (#MUROS) is used to collect all recorded data (https://www.elettronica.de/de/produkte/oeffentliche-sicherheit-integration). The project, which will soon come to an end, will cost around nine million euros, of which the EU Commission will pay the largest share.

      High-resolution cameras on lighter-than-air drones

      The acronym BorderUAS means „#Semi-Autonomous_Border_Surveillance_Platform_with_a_High-Resolution_Multi-Sensor_Surveillance_Payload“. Border authorities, police forces as well as companies and institutes mainly from Eastern Europe and Greece want to use it to investigate so-called lighter-than-air drones.

      These can be small zeppelins or balloons that are propelled by alternative propulsion systems and have a multitude of sensors and cameras. The participating company #HiperSfera (https://hipersfera.hr) from Croatia markets such systems for border surveillance, for example.

      The project aims to prevent migration on the so-called Eastern Mediterranean route, the Western Balkan route and across the EU’s eastern external land border. According to the project description, these account for 58 percent of all detected irregular border crossings. BorderUAS ends in 2023, and the technology will be tested by police forces in Greece, Ukraine and Belarus until then. The Commission is funding the entire budget with around seven million euros.

      Civilian and military drone research

      For border surveillance, the EU Defence Agency and the Commission are funding numerous civilian and military drone projects in Greece. These include the €35 million #OCEAN2020 project (https://ocean2020.eu), which conducts research on the integration of drones and unmanned submarines into fleet formations. #ARESIBO, which costs around seven million euros (https://cordis.europa.eu/project/id/833805/de) and on which the Greek, Portuguese and Romanian Ministries of Defence and the #NATO Research Centre are working on drone technology, will end in 2022. With another five million euros, the Commission is supporting an „#Information_Exchange_for_Command_Control_and_Coordination_Systems_at_the_Borders“ (#ANDROMEDA) (https://cordis.europa.eu/project/id/833881/de). This also involves drones used by navies, coast guards and the police forces of the member states.

      In #CAMELOT (https://cordis.europa.eu/project/id/740736/de) are flying various drones from Israel and Portugal, and as in ROBORDER, a single ground station is to be used for this purpose. A scenario „illegal activity, illegal immigration persons“ is being tested with various surveillance equipment at the Evros river. The Commission is contributing eight million euros of the total sum. This year, results from #FOLDOUT (https://cordis.europa.eu/project/rcn/214861/factsheet/de) will also be tried out on the Greek-Turkish border river Evros, involving satellites, high-flying platforms and drones with technology for „through-foliage detection“ (https://foldout.eu/wp-content/uploads/2018/12/Flyer_v1_Foldout_EN_v2_Print.pdf) in the „outermost regions of the EU„. The Commission is allocating eight million euros for this as well.

      Also with EU funding, predominantly Greek partners, including drone manufacturers #ALTUS and #Intracom_Defense, as well as the Air Force, are developing a drone under the acronym LOTUS with „autonomy functions“ and stealth features for surveillance.
