      Abstract:
      In this paper, we present a novel crowd behavior evolution method with emotional contagion in political rallies. We first analyze the most representative political rally scenes in detail and model them into two kinds of abstract scenario. Furthermore, the `extroversion'' and `empathy’’ factors from the OCEAN model are chosen to describe the most important individual personalities in such scenarios. Based on this, an improved emotional contagion model is proposed by combining the Susceptible-Infected-Recovered model and individual personality under different political viewpoints. Finally, the crowd in a political rally is driven to move according to the new potential moving direction generated by emotional contagion and the original direction of the individual together. The experiments show that our method can intuitively demonstrate the emotional changes of those individuals with different political perspectives and reasonably simulate the crowd movement under the political rally scenes.

    This is an amazing novel about the German Revolution, written by a participant. Republished here in PDF and Kindle formats.

    I’m republishing a novel about the German Revolution called The Kaiser Goes: the Generals Remain, written by a participant in the naval mutinies which kicked the whole thing off. But the novel doesn’t just concern rebellion in the armed forces, there’s all kinds of other exciting events covered too!

    I first became aware of the novel when I noticed some quotations from it in Working Class Politics in the German Revolution1, Ralf Hoffrogge’s wonderful book about the revolutionary shop stewards’ movement in Germany during and just after World War I.

    I set about finding a copy of The Kaiser goes..., read it, and immediately wanted to make it more widely available by scanning it. The results are here.

    Below I’ve gathered together all the most readily accessible information about the novel’s author, Theodor Plivier, that I can find. Hopefully, the sources referenced will provide a useful basis for anybody who wants to do further research.

    THEODOR Otto Richard PLIVIER – Some biographical details

    Theodor Plivier (called Plievier after 1933) was born on 12 February 1892 in Berlin and died on 12 March 1955 in Tessin, Switzerland.

    Since his death Plivier/Plievier has been mostly known in his native Germany as a novelist, particularly for his trilogy of novels about the fighting on the Eastern Front in WWII, made up of the works Moscow, Stalingrad and Berlin.

    He was the son of an artisan file-maker (Feilenhauer in German) and spent his childhood in the Gesundbrunnen district in Berlin. There is still a plaque dedicated to him on the house where he was born at 29 Wiesenstraße. He was interested in literature from an early age. He began an apprenticeship at 17 with a plasterer and left his family home shortly after. For his apprenticeship he traveled across the German Empire, in Austria-Hungary and in the Netherlands. After briefly returning to his parents, he joined up as a sailor in the merchant navy. He first visited South America in 1910, and worked in the sodium nitrate (saltpetre) mines in 1913 in Chile. This period of his life seems to have provided much of the material for the novel The World’s Last Corner (see below).

    He returned to Germany, Hamburg, in 1914, when he was still only 22. He was arrested by the police for a brawl in a sailors’ pub, and was thus “recruited” into the imperial navy just as the First World War broke out. He spent his time in service on the auxiliary cruiser SMS Wolf, commanded by the famous Commander Karl August Nerger. It was he who led a victorious war of patriotic piracy in the Atlantic, the Indian Ocean and the Pacific, seizing enemy ships and their cargo, taking their crews prisoner, and returning in glory to Kiel in February 1918. The activities of SMS Wolf are described in fictional form in the final chapter of Plivier’s The Kaiser’s Coolies (see below). The young Plivier didn’t set foot on land for 451 days, but while at sea he became converted to revolutionary ideas, like thousands of other German sailors. Nevertheless, he never joined a political party. In November 1918, he was in Wilhelmshaven and participated in the strikes, uprisings and revolts accompanying the fall of the German Empire, including the Kiel Mutiny. He also played a small role in the November Revolution in Berlin.

    He left the navy after the armistice (11 November 1918) and, with Karl Raichle and Gregor Gog (both sailor veterans of the Wilmhelmshaven revolt), founded the “Green Way Commune”, near Bad Urach. It was a sort of commune of revolutionaries, artists, poets, proto-hippies, and whoever turned up. Two early participants were the anarchist Erich Mühsam and Johannes Becher (see below), who was a member of the German Communist Party (KPD). At this time several communes were set up around Germany, with Urach being one of three vegetarian communes set up in the Swabia region2.

    It was the beginning of the anarchist-oriented “Edition of the 12” publishing house. Plivier was certainly influenced by the ideas of Bakunin, but also Nietzsche. Later he took on some kind of “individualist anarchism”, ensuring that he didn’t join any party or formal political organisation.

    In Berlin in 1920 he married the actress Maria Stoz3. He belonged to the circle of friends of Käthe Kollwitz4, the radical painter and sculptor, who painted his portrait. On Christmas Day 1920 he showed a delegation from the American IWW to the grave of Karl Liebknecht5. In the early ‘20s he seems to have associated with the anarcho-syndicalist union, the FAUD (Free Workers’ Union of Germany), and addressed its public meetings6.

    Plivier underwent a “personal crisis” and began to follow the example of the “back to nature” poet Gusto Gräser7, another regular resident of “Green Way” and a man seen as the leading figure in the subculture of poets and wandering mystics known (disparagingly at the time) as the “Inflation Saints” (Inflationsheilige)8. In the words of the historian Ulrich Linse, “When the revolutionaries were killed, were in prison or had given up, the hour of the wandering prophets came. As the outer revolution had fizzled out, they found its continuation in the consciousness-being-revolution, in a spiritual change”9. Plivier began wearing sandals and robes…10 According to the Mountain of Truth book (see footnote), in 1922, in Weimar, Plivier was preaching a neo-Tolstoyan gospel of peace and anarchism, much influenced by Gräser. That year he published Anarchy, advocating a “masterless order, built up out of the moral power of free individuals”. Supposedly, “he was a religious anarchist, frequently quoting from the Bible”11. This was not unusual amongst the Inflationsheilige.

    His son Peter and his daughter Thora died from malnutrition during the terrible times of crisis and hyper-inflation in 1923. A year later he began to find work as a journalist and translator. He then worked for some time in South America as a cattle trader and as secretary to the German consul in Pisagua, Chile. On his return to Germany he wrote Des Kaisers Kulis (“The Kaiser’s Coolies”) in 1929, which was published the following year. It was a story based on his days in the Imperial Navy, denouncing the imperialist war in no uncertain terms. At the front of the book is a dedication to two sailors who were executed for participation in a strike and demonstration by hundreds of sailors from the Prinzregent Luitpold12. Erwin Piscator put on a play of his novel at the Lessingtheater in Berlin, with the first showing on 30 August 1930. Der Kaiser ging, die Generälen blieben (“The Kaiser Goes: The Generals Remain”) was published in 1932. In both novels Plivier did an enormous amount of research, as well as drawing on his own memories of important historical events. In the original edition of Der Kaiser ging… there is a citations section at the end with fifty book titles and a list of newspapers and magazines consulted. This attention to historical fact was to become a hallmark of Plivier’s method as a novelist. The postscript to Der Kaiser ging… clearly states what he was trying to do:

    “I have cast this history in the form of a novel, because it is my belief that events which are brought about not by any exchange of diplomatic notes, but by the sudden collision of opposed forces, do not lend themselves to a purely scientific treatment. By that method one can merely assemble a selection of facts belonging to any particular period – only artistic re-fashioning can yield a living picture of the whole. As in my former book, The Kaiser’s Coolies, so I have tried here to preserve strict historic truth, and in so far as exact material was available I have used it as the basis of my work. All the events described, all the persons introduced, are drawn to the life and their words reproduced verbatim. Occasional statements which the sources preserve only in indirect speech are here given direct form. But in no instance has the sense been altered.”

    His second marriage (which didn’t produce any children) was to the Jewish actress Hildegard Piscator in 1931. When Hitler came to power as Chancellor in 1933, his books were banned and publically burnt. He changed his name to Plievier. That year he decided to emigrate, and at the end of a long journey which led him to Prague, Zurich, Paris and Oslo, he ended up in the Soviet Union.

    He was initially not subject to much censorship in Moscow and published accounts of his adventures and political commentaries. When Operation Barbarossa was launched he was evacuated to Tashkent along with other foreigners. Here, for example, he met up (again?) with Johannes Robert Becher, the future Culture Minister of the DDR! In September 1943 he became a member of the National Committee for a Free Germany (NKFD), which gathered anti-Nazi German exiles living in the USSR – not just Communist Party members, although there were a fair number of them involved. In 1945 he wrote Stalingrad, based on testimonies which he collected, with official permission, from German prisoners of war in camps around Moscow. This novel was initially published in occupied Berlin and Mexico, but ended up being translated into 14 languages and being adapted for the theatre and TV13. It describes in unflinching and pitiless detail the German military defeat and its roots in the megalomania of Hitler and the incompetence of the High Command. It is the only novel by Plievier that was written specifically as a work of state propaganda. It is certainly “defeatist”, but only on the German side – it is certainly not “revolutionary defeatist” like Plievier’s writings about WWI. The French writer Pierre Vaydat (in the French-language magazine of German culture, Germanica14) even suggests that it was clearly aimed at “the new military class which was the officer corps of the Wehrmacht” in an effort to encourage them to rise up against Hitler and save the honour of the German military. The novel nevertheless only appeared in a censored form in the USSR.

    He returned to Weimar at the end of 1945, as an official of the Red Army! For two years he worked as a delegate of the regional assembly, as director of publications and had a leading position in the “Cultural Association [Kulturbund] for German Democratic Renewal” which was a Soviet organisation devoted to changing attitudes in Germany and preparing its inclusion into the USSR’s economic and political empire. As with so much else in Plievier’s life, this episode was partly fictionalised in a novel, in this case his last ever novel, Berlin.

    Plievier ended up breaking with the Soviet system in 1948, and made an announcement to this effect to a gathering of German writers in Frankfurt in May of that year15. However, Plievier had taken a long and tortuous political path since his days as a revolutionary sailor in 1918… He clearly ended up supporting the Cold War – seeing the struggle against “Communist” totalitarianism as a continuation of the struggle against fascism (logically enough). What’s more, his views had taken on a somewhat religious tinge, talking of a “spiritual rebirth” whose foundations “begin with the Ten Commandments from Mount Sinai and end with the theses of the Atlantic Charter”! Although it can be read as a denunciation of the horrors of war in general, it’s clear that Berlin, his description of the collapse of Nazi Germany in 1945, is far more of a denunciation of Soviet Russia than anything else. The character Colonel Zecke, obviously a mouthpiece for Plievier’s views, even claims that Churchill and Roosevelt only bombed Dresden because they wanted to please Stalin. If you say so, Theo…! One virtue of Plievier’s single-minded attack on the Russian side is that he draws attention to the mass rape of German women by Russian soldiers. This was a war crime which it was not at all fashionable to mention at the time he was writing, despite the existence of perhaps as many as two million victims16.

    Berlin ends with one of the recurring characters in Plievier’s war novels being killed while participating in the East German worker’s revolt in 195317. Despite his conservative turn, Plievier obviously still has some of the spirit of Wilhelmshaven and can’t restrain himself from giving the rebellious workers some advice about how to organise a proletarian insurrection – seize the means of production! Another character says:

    “What use was it raising one’s fists against tanks, fighting with the Vopos [Volkspolizei – People’s Police], trampling down propaganda posters – one has to get into the vital works, to get busy at the waterworks, the power stations, the metropolitan railway! But the workers are without organisation, without leadership or a plan –the revolt has broken out like a steppes fire and is flickering away uncoordinated, in all directions at once.”

    He went to live in the British Zone of Occupation. He got married for a third time, in 1950, to Margarete Grote, and went to live next to Lake Constance. He published Moscow (Moskau) in 1952 and Berlin in 1954. He moved to Tessin in Switzerland in 1953, and died from a heart attack there in 1955, at the age of 63.

    His works – particularly the pro-revolutionary ones – are almost unknown in the English-speaking world (or anywhere else) today. The republication of The Kaiser Goes: The Generals Remain in electronic form is a modest attempt to remedy this!

    A Norwegian Navy frigate returning from a NATO exercise collided with an oil tanker off Norway’s coast. Eight people received light injuries in the incident while the warship started slowly sinking.
    The early morning collision, which involved the frigate KNM Helge Ingstad and the tanker Sola TS, happened off Norway’s western coast near an island chain on which the municipality of Øygarden is located.

    Unlike the warship, the tanker, which carries around 625,000 barrels of crude, was mostly undamaged in the incident and no signs of an oil spill were reported. The ship was still ordered to return to port for inspection.

    The frigate, which reportedly received a long tear in the hull’s starboard side, started to take on water and listed dangerously. A tank of helicopter fuel was damaged and leaked some of its content, local media say. The crew of 137 was ordered to abandon ship, which was moved closer to land to prevent it from capsizing.

    The incident also triggered the shut-down of several oil industry sites in the vicinity, including a North Sea crude export terminal, Norway’s largest gas processing plant and several offshore fields.

      C’est un accident spectaculaire qui risque bien de sceller le sort de la frégate norvégienne Helge Ingstad. À 3 heures 55 du matin, le pétrolier Sola TS a quitté le terminal pétrolier de Sture, près de Bergen, en direction du nord. Il était alors suivi du remorqueur Tenax. Huit minutes plus tard, le tanker entrait en collision avec le bâtiment de combat norvégien qui faisait route inverse. À 4 heures 50, la Marine norvégienne commençait l’évacuation des 137 membres d’équipage se trouvant à bord de la frégate, devenue incontrôlable.
       
      Heureusement, il n’y pas de victimes à déplorer pour les deux navires. Seuls huit marins de l’Helge Ingstad ont été légèrement blessés et c’est un miracle à la vue des images diffusées par les autorités. L’abordage a eu lieu sur tribord. Le pétrolier, probablement lourdement chargé de pétrole, a vu son écubier littéralement déchirer la coque de la frégate sur la moitié de sa longueur au niveau de la ligne de flottaison. Une importante voie d’eau n’a pas pu être maîtrisée. Sur les photos de la télévision publique norvégienne NRK1, on peut observer que le tanker a été très faiblement endommagé au niveau du bordé et de l’écubier tribord. Ce dernier est très proéminent sur ce bateau et est probablement renforcé pour soutenir son ancre et sa chaîne.

      Prior to her collision with the Suezmax tanker Sola TS on Thursday, the Norwegian frigate KNM Helge Ingstad was repeatedly called over VHF, both by the approaching vessel and by the nearby Fedje VTS center, according to a new report. However, the bridge team on the frigate allegedly responded that they had the situation under control. The Ingstad and the Sola TS collided shortly thereafter. 

      Norwegian defense outlet Aldrimer first reported the radio exchange in an update Friday, citing “five sources” with independent knowledge of the accident.

      According to the report, the Sola TS spotted the Helge Ingstad visually shortly after departing the Sture petroleum terminal outside Bergen. The Ingstad was inbound, heading for the Haakonsvern Naval Base at Mathopen. The Sola’s bridge team called the Ingstad to determine her intentions. The Fedje VTS center also noted the situation and called the Ingstad repeatedly to warn that she was on a collision course. 

      Shortly after 0400 on Thursday, the two vessels collided. The impact tore a large hole in the Ingstad’s starboard side, spilling fuel, injuring eight crewmembers and rendering her unable to maneuver. Aldrimer’s sources reported that the Ingstad’s crew turned on her AIS transponder after the collision so that she could be easily located by rescuers, thereby corroborating the sudden appearance of her AIS signal on commercial tracking services shortly after the collision. 

      On Friday, Fedje Maritime Transport Center confirmed that it had played a role in a VHF exchange with the Ingstad. The Norwegian military declined requests for comment, citing an ongoing investigation.

      NORTHWOOD, United Kingdom (November 08, 2018) HNoMS Helge Ingstad was involved in a collision with the Maltese oil tanker Sola TS in Norwegian waters around 0400 this morning (8 Nov) while sailing inner Fjords for navigation training.

      Due to the damage to the frigate it was moved to a safe place and the crew was evacuated in a professional manner. There are no reports of damages or leaks from the oil tanker and no report of serious injuries, though eight crewmembers are being treated for minor injuries.

      The Norwegian Armed Forces are working with the Norwegian Coastal Authority to address the situation. The Norwegian frigate HNoMS Helge Ingstad is part of the Standing NATO Maritime Group One (SNMG1). The group was sailing in and around the Fjords, following their participation in exercise Trident Juncture 2018 which concluded on November 7th.

      Le locuteur en norvégien du Sola TS, navire de l’armement grec Tsakos, sous pavillon maltais et dont l’équipage est certainement cosmopolite a de grandes chances d’être le pilote, basé justement au centre de contrôle du trafic de Fedje qui assure (de tous temps, dit WP) le service de pilotes pour le fjord de Bergen.

      – dès la prise de contact (laborieuse…) le pétrolier demande une manœuvre,
      – ce que la frégate annonce accepter, apparemment, sans qu’il se passe grand chose,

      The frigate Helge Ingstad lost steering and drifted at five knots onto the rocky shore near Norwegian port of Sture, north of Bergen, saving the ship from sinking in the Fjord, according to media reports. The crew of 137 was forced to abandon ship. Ingstad is now resting on its side on three points while crews move to secure it.

      The disaster has far-reaching consequences for the Norwegian Navy, which is facing the loss of one of its premier warfighting assets,

      This is a huge blow to the Norwegian navy,” said Sebastian Bruns, who heads the Center for Maritime Strategy and Security at the University of Kiel in northern Germany. The loss of the $400 million ship, which appeared likely, leaves the Norwegian Navy with a 20 percent cut to its most advanced class of ship, Burns said.

      The situation is made all the more painful as evidence mounts that Ingstad was repeatedly warned to alter course before the collision and failed to take corrective action to avoid the collision.

      Local media reported that the Maltese-flagged tanker Sola TS identified Ingstad and tried to avoid the disaster. The reports also revealed details that show that Ingstad did not have a firm grasp of the surface picture it was sailing into.

      The disaster developed quickly, with Ingstad transiting the channel inbound at 17 knots and Sola TS traveling outbound at 7 knots.

      Sola TS raised the Ingstad multiple times and was discussing the emerging danger with shore-based Central Station, according to the Norwegian paper Verdens Gang. The responses from Ingstad appear confused, at one point saying that if they altered the course it would take them too close to the shoals, which prompted Sola TS to respond that they had to do something or a collision would be unavoidable.

      Contributing to the confusion, the Ingstad appears to have been transiting with its Automatic Identification System switched off. That seems to have delayed recognition by central control and the other ships in the area that Ingstad was inbound and heading into danger, the account in VG seems to indicate.

    • Mon interprétation, au vu des échanges – et des dégâts provoqués par la collision (la capture de la visualisation de l’écran radar n’est pas vraiment lisible) : il semblerait que le Helge Ingstad après avoir accepté d’infléchir sa trajectoire vers la droite (à tribord) ait, en fait, viré vers sa gauche, d’où l’impact à tribord, au deux tiers de sa flottaison.

      On voit la déchirure provoquée par l’écubier, il n’est pas possible de savoir si le bulbe du pétrolier a entrainé des dégâts sous la flottaison. Sans doute, non puisque le Solas TS a pu reprendre sa route sans trop de problème et à vitesse normale.

      Sous le choc (17 noeuds entrant vs 7 noeuds sortant, presque 45 km/h de vitesse relative) le Helge Ingstad a pivoté sur sa droite est s’est retrouvé, désemparé, sans propulsion, ni gouvernail, à dériver vers la côte à 5 noeuds ; la manœuvre n’a pas du tout été délibérée, mais entièrement subie.

Quant au Monde, aucun signe de l’affaire ; la dernière mention de la frégate norvégienne est de janvier 2014, où elle opérait à Chypre dans le cadre du contrôle des livraisons d’armes chimiques en Syrie…

    • Une version officieuse qui circule en défense de la marine norvégienne : le Sola TS n’était pas sur le rail du trafic sortant, il est plus à l’ouest. À quoi, il est répondu :
      • il venait d’appareiller, sa vitesse n’était que de 5 noeuds, alors que le flux sortant était à 10 noeuds,

      … qui lui a, sans doute, été accordée (ce n’est pas dit). Et c’est là, que l’absence d’information AIS prend toute son importance. L’écho radar était visible, mais pas l’identification, ni la vitesse (17 noeuds, ce qui n’est pas rien dans un détroit (un fjord, en fait,…) Le centre de contrôle ne devait certainement pas suivre manuellement (à l’ancienne !…) l’écho radar, se reposant sur les informations visualisées.

Malgré la localisation AIS, du navire de guerre de l’OTAN, F313 qui apparaît brusquement (à 0’09"), après la collision, derrière le Sola pour ne plus bouger ensuite, la MàJ de la position ne se faisant plus.

      A Norwegian navy frigate that collided with an oil tanker last week was almost completely submerged on Tuesday despite efforts to salvage the sinking vessel, pictures taken by the Norwegian Coastal Administration showed.

      The ship’s plight off the Norwegian coast is, however, not disrupting the nearby Sture crude oil export terminal. “We are in normal operations,” said a spokeswoman for the plant’s operator, Equinor.

      The Norwegian military has been working since Thursday to salvage the ship by tethering it with several cables to the shore. Some of these had broken.

      The ship sunk a meter further and, as a result, two wires broke. They were replaced with two stronger ones. We worked until midnight on this. After midnight, we realized it was not safe for our staff to carry on the work further,” said Haavard Mathiesen, the head of the salvage operation for the Norwegian Defence Materiel Agency.

      Around 0600 (0500 GMT), more wires broke and the ship sank further. It is now in deep water and stable,” he told a news conference.

      The ship was stranded off Norway’s west coast early last Thursday after it collided with the tanker that had left the Sture terminal. The facility was shut for several hours as a result.

      Eight Navy staff, out of a total crew of 137, were slightly injured in the incident.

      Da KNM « Helge Ingstad » ble grunnstøtt etter kollisjonen forrige uke, ble fregatten sikret med ti stålvaiere festet til land. Sikringsjobben var ferdig lørdag morgen. Slik lå skipet fram til mandag kveld, da vaierne foran på skipet begynte å ryke. Tirsdag morgen hadde alle festepunktene foran på fartøyet røket, og « Helge Ingstad » sank nesten helt under vann.

      Den mislykkede sikringen av fregatten til en verdi av fire milliarder har fått hard kritikk i ettertid.

      Mon analyse est très voisine, mais j’aurais tendance à augmenter la responsabilité du centre de contrôle du trafic.

      • la frégate va vite, très vite, trop vite : 17 noeuds, c’est pratiquement le double de la vitesse de l’ensemble des bateaux environnants, la vitesse de rapprochement est donc de 44 km/h, soit 11 m/s
      • son AIS est éteint, alors que le navire est en vue des côtes, dans un trafic dense, ça n’a pratiquement que des inconvénients (c’est une des conclusions des analyses des accidents des destroyers de la marine états-unienne l’année dernière). D’un autre côté, on comprend que l’état-major soit réticent à ce que tout le monde (y compris les méchants) puisse connaître en une connexion à MarineTraffic ou VesselFinder la position des navires de sa flotte, du moins ceux qui sont en eaux côtières

      • le centre de contrôle du trafic échoue totalement dans sa mission et commet une très lourde faute. Quand le pétrolier lui demande qui il a en face de lui, le VTS ne le sait pas d’emblée. C’est proprement ahurissant. Il est probable que cela vient du fait que le suivi des navires se fait uniquement sur la base de l’AIS ; position, cap et vitesse sont affichés automatiquement. Il n’y a probablement pas (ou alors pas au même endroit) de suivi manuel du navire sans AIS ; celui-ci mobilise une charge mentale intense, une grande concentration et génère un stress non négligeable (souvenirs précis de service militaire en Iroise,…)
      • d’après ce que j’ai lu, le VTS doit autoriser l’appareillage des navires du port pétrolier. Si c’est exact, alors il a donné un clear pour une situation qui ne l’était pas du tout et était hautement problématique. En demandant de retarder l’appareillage d’une demi-heure, ça laissait le temps à la frégate de défiler et de dégager le terrain

      • je ne vois pas trop ce que le Sola TS aurait pu faire d’autre, il est à 5 noeuds, en phase d’accélération pour atteindre les 10 noeuds qui lui permettront de s’injecter dans le rail sortant, ce qui fait qu’il est décalé vers l’ouest par rapport à ce rail, fermant une partie du passage pour le Helge Ingstad. Ses capacités de manoeuvre sont très limitées, c’est d’ailleurs pour ça qu’il a toujours un remorqueur au cul (le Tenax).
      • sans doute, lui aussi, pouvait (aurait pu…) maintenir une veille radar et suivre les échos, y compris sans AIS, – cf. supra – mais, il est possible que son radar ait été masqué par les structures du port et, donc, que la frégate n’ait pas été perçue au départ du quai (par ailleurs, elle était encore « loin ») et, surtout, c’est normalement le boulot du VTS.

      À mon sens, à partir du moment où le pétrolier a appareillé, la situation est plus que problématique et il aurait fallu un enchaînement exceptionnel pour éviter la catastrophe (perception ultra-rapide de la situation et de sa gravité, manoeuvre sans hésitation de la frégate dès la prise de contact radio).

The AIBN contacted the Defence Accident Investigation Board Norway (DAIBN) and it was decided to initiate a joint investigation into the accident, led by the AIBN. The AIBN then contacted the Marine Safety Investigation Unit of Malta (MSIU), which is also a participating party in the investigation; cf. Chapter 18 Section 474 of the Norwegian Maritime Code.

      29 November 2018 the AIBN publishes a preliminary report on the accident and two interim safety recommendations. This preliminary report is published to communicate the information obtained during the initial phase of the ongoing investigation. The purpose is to provide a brief update on how the investigation is progressing as well as a preliminary description of the sequence of events and disseminate safety-critical issues identified at this stage of the investigation. This preliminary report also identifies areas that need further investigation and describes lines of investigation that will be followed up.

      Or, l’eau s’est rapidement infiltré dans un quatrième compartiment en passant par les passages des arbres d’hélice, puis aux autres compartiments à travers les cloisons.

      To start with, flooding occurred in three watertight compartments on board KNM Helge Ingstad: the aft generator room, the orlob deck’s crew quarters and the stores room. There was some uncertainty as to whether the steering engine room, the aftmost compartment, was also filling up with water. Based on this damage, the crew, supported by the vessel’s stability documents, assessed the vessel as having ’poor stability’ status, but that it could be kept afloat. If more compartments were flooded, the status would be assessed as ’vessel lost’ on account of further loss of stability.

      Next, the crew found that water from the aft generator room was running into the gear room via the hollow propeller shafts and that the gear room was filling up fast. From the gear room, the water then ran into and was flooding the aft and fore engine rooms via the stuffing boxes in the bulkheads. This meant that the flooding became substantially more extensive than indicated by the original damage. Based on the flooding of the gear room, it was decided to prepare for evacuation.

      The AIBN considers the vessel’s lack of watertight integrity to be a safety issue relating to Nansen-class frigates and therefore issues the following two safety alerts.

      The vessel is not lifted anytime soon. The vessel is filled with nearly 10,000 cubic meters of seawater, and a large part of this must be pumped out first, the Project Manager for the Salvage Operation, Commander Captain Arild Øydegard tells VG.

      There is still no final decision as to whether the Frigate may be repaired. According to VG, two working groups have been established to assess that question; one who will try to salvage the material on board and one who is planning a possible repairing.

      Øydegard announces that the hull is relatively intact, except for the 45-metre tear that the Frigate sustained in the collision with «Sola TS».

      We have damage to the rudder and such, but this is a warship which hull has tolerated the stresses so far, Øydegard explains.

La marine espagnole a rédigé son propre rapport qui dédouane complètement Navantia et conclut qu’une erreur humaine a été la cause principale de l’accident de la frégate Helge Ingstad.

      Ce rapport remet en cause la version des autorités norvégiennes : la semaine dernière, le bureau norvégien d’enquêtes sur les accidents maritimes avait pointé du doigt le chantier naval espagnol. Selon le rapport espagnol, « il existe des preuves claires que les dommages initiaux ont touché 4 compartiments étanches, et des indices que 5 aient été réellement endommagés dans la collision, ce qui dépasse les critères de survie fixés pour ce navire. »

      Le rapport interne de la marine espagnole explique que « la longueur de la déchirure visible sur les photos est de 15% de la longueur à la ligne de flottaison (18,2 m), soit 3 tranches contigües inondées. »

      Il ajoute aussi que l’avarie pourrait avoir aussi touché d’autres compartiments. « L’analyse des images indique que, probablement, sous la ligne de flottaison, un 4è compartiment étanche ait été éventré. »

      Pour la marine espagnole, une erreur humaine est la seule cause de l’accident. Une suite d’erreurs ont été commises : navigation à vitesse excessive (environ 17 nœuds), non-utilisation de l’AIS, non-respect du règlement international de prévention des abordages en mer, et non-prise en compte des avertissements du pétrolier.

      Le rapport conclut que « aucun navire ayant des caractéristiques similaires à la frégate n’aurait été capable de contrôler la voie d’eau et d’éviter le naufrage ».

      Remarque : que la cause de l’accident soit une erreur humaine ne fait guère de doute, ce qui est en cause est la suite, l’issue finale de l’accident : le naufrage…

      The Palestinian Ministry of Interior and National Security accused Human Rights Watch of ignoring the reality and facts about the situation of freedoms in the Gaza Strip.

      “With great concern, we followed up the report issued by Human Rights Watch (HRW) on October 23, 2018, that included allegations against the Security Forces in the Gaza Strip accusing them of repressing dissent,” the ministry said.

      The ministry stressed that the HRW’s report “lacks accuracy and objectivity and does not reflect reality” in the Gaza Strip.

      In a statement, the ministry said that the it had “received some inquiries” from HRW “on issues related to freedoms in the Gaza Strip,” stating that the organisation “asked about certain persons who were being allegedly arrested in the Gaza Strip.”

      The ministry “clarified and elaborated all issues, explaining the grounds of all the cases in question,” stating that it was “shocked” because the organisation “ignored our explanations”.

      Meanwhile, the ministry said that it sent another message to the organisation on 22 October asking why its reply was ignored, but it received no response.

      The ministry reiterated that it maintains continuous contact with the different human rights groups, including the International Committee for the Red Cross and visit its jails and meet those held in custody.

      “We do protect the Palestinian citizens and implement the Basic Palestinian law in terms of freedom of expression and prisoners’ rights,” the ministry added.

    In September eight UN working groups, independent experts and special rapporteurs issued a statement highlighting serious concerns over the ongoing attempts to reform the EU’s migration and asylum systems. Their paper was addressed to the informal summit of EU heads of state and government in Salzburg in September, but remains relevant given the ongoing discussions in the EU on the Common European Asylum System and revamping of EU agencies such as Frontex and the European Asylum Support Office (EASO).

    This report gives an overview not available elsewhere of the impact
    of the Coalition bombing campaign on food production and
    distribution in rural Yemen and on fishing along the Red Sea coast.
    The timing of its release appears opportune. Press coverage of this
    forgotten war has increased; there is some diplomatic and political
    movement; and the report on human rights violations during the
    Yemen war, prepared under the aegis of the Group of Eminent Experts, has been submitted to the UN Human Rights Council in Geneva.¹
    Warnings of the risk of mass starvation echo ever more shrilly.²
    It is high time that citizens, parliamentarians and civil organisations
    to do all they can to end a conflict now well into its fourth year. On
    the 6 September, a new UN-appointed mediator had announced
    discussions between two major Yemeni parties in the war (the internationally
    recognized Government of Yemen led by Abd-Rabbuh
    Mansour Hadi, based between al-Riyadh and Aden, and the “Salvation/Rescue Government” of Ansarallah and allies based in Sanʿaʾ, internationally designated as “the Houthi rebels” or “the de-facto power”). Following this announcement, the talks were postponed in the wake of a failure to provide certain safe passage for the delegation from Sanʿaʾ.
    Mounting civilian casualties and recent atrocities resulting from
    Coalition bombing have brought press and political reaction to
    this long war.³ As part of the attack begun in June 2018 with the
    objective of taking the city of al-Hudayda, on 2 August the central
    fish market and the entrance to the main public hospital (to which
    wounded persons were being taken) were attacked.⁴ In the week

    The United Kingdom’s role in the battles of Mosul
    and Raqqa represented some of the heaviest military
    action by its forces in over a half century. The MoD
    deployed a range of fighter and bomber aircraft
    and armed Reaper RPAs, which launched significant
    numbers of munitions at almost 1,000 targets.
    Yet the patterns and indicators of civilian harm are also there:
    Coalition and British strikes took place in large numbers in densely
    populated areas. These strikes frequently hit buildings, the likely
    location of ISIS fighters. Yet according to conservative estimates by
    researchers at Airwars, at least 2,600 civilians and possibly many
    more were killed by Coalition actions during the battles for both
    cities – most reported killed when buildings collapsed around them.
    After the US, the United Kingdom was the largest single international
    contributor to the successful campaign to dislodge ISIS from
    its strongholds. However, unlike the United States (as well as
    Australia, which conducted markedly fewer strikes) British
    authorities have not admitted to a single incident of civilian harm
    in either city. All evidence nevertheless points to the inevitability
    of such casualties in a hard-fought urban-focused war. The UK’s nonadmission
    of harm therefore represents a shortfall in accountability.
    As of this report, Airwars is not aware of any specific claims that
    UK forces might have violated International Humanitarian Law.56
    To date, the broader Coalition has admitted to 892 civilian deaths
    in Iraq and Syria, including 367 fatalities at Mosul and Raqqa –
    all without finding that its forces had violated international law.
    The issue here however is also one of civilian harm mitigation.
    Even accepting that civilians were not unlawfully killed by Coalition
    actions, it is still incumbent upon all belligerents properly to
    understand where, when and how such casualties might have
    resulted from their own actions. Only then can lessons be learned,
    and future conflict casualties reduced.
    By claiming zero civilian casualties from its actions at Mosul and
    Raqqa, the Ministry of Defence is demonstrably failing in this task.
    This disparity additionally sets a poor example to others, providing
    the UK with less leverage when criticizing belligerents such as
    Russia or Syria, which take far fewer precautions or indeed may
    deliberately target civilians or civilian infrastructure – while
    insisting that their own actions too result in no civilian harm.
    Part of the way forward lies in addressing systemic challenges in UK
    civilian harm assessments from the air. At present there is a clear bias
    towards acknowledging incidents that are observable, primarily using
    ISR tools. This is a Coalition-wide problem – and one which the
    United Kingdom government can help take the lead in addressing.

      My grandparents lost brothers, sisters, cousins, aunts and uncles in the Holocaust, and I’ve toured and have friends in Russia and Turkey: we recognize Trump, and it’s no mystery where we will wind up if we don’t push back.

      Its not that things before Trump were any picnic: the many victims of racism, sexism, homophobia, xenophobia, and war under earlier presidents – some of them Democrats—are not forgotten; and even among the politicians for whom I voted, few were willing to address the structural causes of these problems.

      But even the most pissed off of my activist friends knew right away that Trumpism was seriously wrong, and that resistance—not just protest, which by definition acknowledges the legitimacy of the power to which it appeals—had to be planned.

      I’m a musician, so I began my practice of resistance with music.

      Normally, I practice by studying the past (“Ancient to the Future!” as the Art Ensemble of Chicago put it—and as Hannah Arendt might have if she’d been a jazz musician), and then blowing on or reconstructing or simply misreading those changes until they become useful in the present.

      So, I went back to archives of political music known for years and listened again—trying to find what was useful now. I found songs from the World War II anti-Fascist Italian partisans (“Bella Ciao,” “Fischia il Vento”), the U.S. civil rights movement (“We’ll Never Turn Back,” “We Are Soldiers in the Army”), a political song originally recorded by Mexican artist Paquita la del Barrio, had disguised as a romantic ballad (“Rata de Dos Patas”).

      I also wrote songs: things I heard at demonstrations, and newspaper and television stories that I couldn’t process any other way wound up as lyrics. I changed these found texts as little as possible: much of “Srinivas” is a metered version of news articles on Srinivas Kuchibhotla a Sikh immigrant murdered in February 2017 by a racist who mistook him for a Muslim. And “John Brown” really did “kill... five slaveholders at the Pottawatomie creek”).

      By March 2017, I had the material for Goodbye Beautiful/Songs of Resistance.

      I make no claims of historical “authenticity” about the arrangements of archival songs on the record— although I hope they work on more than one level, the arrangements and composition songs on this CD were written and performed, without apology, as agitprop. I borrowed from, referenced, and quoted public domain song as much as I could, wanting to harness the power of our rich traditions to the needs of the current struggle wherever possible. For the same reason, I altered texts and arrangements freely, as political song makers have always done.

      The underlying politics of this recording is that of the Popular Front: the idea that those of us with democratic values need to put aside our differences long enough to defeat those who threaten them.

      Although this approach has its frustrations, it worked last time around (1942-45).

      Coordinating a multi-artist recording like this wasn’t easy: although the artists involved were without exception enthusiastic and helpful.

      But the madness of the past year kept us moving when things got bogged down: we recorded Justin Vivian Bond’s “We’ll Never Turn Back” literally while Donald Trump was delivering a friendly speech to anti-gay hate groups in Washington DC. Tom Waits’ “Bella Ciao” was recorded near Santa Rosa, in the haze of smoke from 1,500 homes destroyed by wildfires attributed partly to global warming.

      Not a day goes by that I don’t think about the fact that we’re living through what may be the last years of possibility to lessen the degree of catastrophic climate change which will be experienced by our kids.

      And what I think is that thinking isn’t enough.

      The same can be said of singing.

      Profits from this CD will be donated to The Indivisible Project, a 501c4 organization creating a political response to Trump. They now have chapters in EVERY congressional district, and work to build the local and national networks we need. I have a lot of friends who think that ANY kind of politics isn’t cool. I appreciate the sentiment, but: we need to get over it, roll up our sleeves and get our hands dirty if we’re going to survive this thing.

      I want to thank all the Artists and musicians who sang or played on this cd, not only for their time and great performances, but for their critiques and insights, musical and political, that shaped this recording at every stage.

      Although my intention in organizing this recording has been to express solidarity with everyone victimized by the current regime, finding a way to express that solidarity without repeating old patterns of oppression is not easy. I hope the dialogue and spirit of solidarity begun among the performers on this recording will continue with its listeners and spread even further...

      The question of ‘the good fight’—how to fight an enemy without becoming it—hangs over “political” art (as the question of truthfulness hang over art claiming to have transcended the political). Indeed, Left and Fascist song do share musical commonalities. (Armies fighting for causes good and bad all need songs to march to).

      This recording won’t resolve that question.

      But I’ve noted a difference between the marching songs of fascism and those of the partisan and civil rights movements: a willingness to acknowledge sadness:

      “We are soldiers in the army...
      We have to fight, we also have to cry.”

      “And if I die a partisan,
      Goodbye beautiful, goodbye beautiful, goodbye beautiful,
      Please bury me on that mountain, in the shadow of a flower.”

      “I am a pilgrim of sorrow, walking through this world alone.
      I have no hope for tomorrow, but I’m starting to make it my home.”

      are touched by all the beauty
      a sudden sun exposes
      Yes it is bread we fight for, but we also fight for roses.”

      These songs’ acknowledgement of human frailty, of the fact that “we have to cry” even as “we have to fight”, is for me a sign of enormous strength. Their vision of a beauty beyond victory is for me a sign of hope, a reminder that we at least have something worth fighting for.

    The thesis focuses attention on the activities of Black Axe Confraternity cult in major Nigerian university campuses. The cult group brings about lack of peace and stability in the campus as a result of incessant violence with the rival cult groups. The Black Axe cult members also involved in armed robbery, drug trafficking, kidnapping, election rigging and other political malpractice. Every year newly recruited members were initiated into the cult group and they swear with the oath of secrecy. From that day, they give their allegiance to their leaders. The impacts of Black Axe Confraternity cult includes interruption of the academic calendar, lack of peace of minds, insecurity and uncertainty among students, death and injury of many members including the innocent students, destruction of the university properties, the involvement of election violence and civil disobedience. The solutions to the problems of Black Axe Confraternity cult group in Nigerian university campuses comprises of public enlightenment campaign on the negative effect of cultism, moral reorientation, discouraging politicians from assisting the cult member financially, admission based on merit and expulsion of students involved in campus cult violence. The parents, society, government and the religious organisations have the greater role to play in bringing an end to the problem which affects the university educational system in Nigerian.

    We explore the risk that self-reinforcing feedbacks could push the Earth System toward a planetary threshold that, if crossed, could
    prevent stabilization of the climate at intermediate temperature rises and cause continued warming on a“Hothouse Earth” pathway even as
    human emissions are reduced. Crossing the threshold would lead to
    a much higher global average temperature than any interglacial in
    the past
    1.2 million years and to sea levels significantly higher than at any time in the Holocene. We examine the evidence that such a threshold
    might exist and where it might be. If the threshold is crossed, the
    resulting trajectory would likely cause serious disruptions to ecosystems, society, and economies. Collective human action is
    required to steer the Earth System away from a potential threshold
    and stabilize it in a habitable interglacial-like state. Such action
    entails stewardship of the entire Earth System and could include
    decarbonization of the global economy, enhancement of biosphere
    carbon sinks, behavioral changes, technological innovations, new
    governance arrangements, and transformed social values.

    We are developing Quire, a new publishing tool—optimized for publication discoverability and longevity—that uses a static-site generator, Hugo, to create and output titles in multiple formats from plain text files. E-book files are distribution-ready for Amazon, Apple, and other vendors; PDF files are print-on-demand ready. And the online edition can be hosted on any web server, with no special configurations or installations necessary and no backend databases or content management system to update and support over the long term.

    In traditional website publishing, a content management system (CMS) is connected to collections and image databases (1) and set up on a server (2). The CMS is used to create the website, and once the website is published, the CMS rebuilds the site pages each time they are loaded by a user (3). Thus, the CMS must be kept running for the lifetime of the publication.

    In static-site publishing, the CMS is just software and a folder of files on your, the publisher’s, computer (1) that are used to build the site. The site files are then uploaded to the server (2), and users (3) access them directly. You only need to run the site software and upload new files if you want to make updates to the publication.

    And yet, despite the name, static sites can be as dynamic and interactive as you want them to be, thanks to the full support of the complete web platform (HTML5, CSS3, and JavaScript). Zoomable and rotating images, interactive maps, and embedded glossaries are just a few of the features that can be included.

  • Editoria — Building a Book in a Browser

    Paginated outputs remain important to scholarly communications, and are still critical for books like monographs. Even in today’s increasingly digital discovery landscape, many readers of long-form content continue to prefer print, and the ability to cite page numbers continues to be critical to creating good old-fashioned tools like a book index. But producing paginated books from HTML source files that could also be used for generating other types of digital files has always been a challenge, as Nellie McKesson notes in her recent blog post on Hederis.

    So, a couple of years ago, the University of California Press and the California Digital Library partnered with Coko to begin an ambitious project to develop a workflow application that would allow books to be built in a browser using entirely open source technologies. Editoria is not the first open source, browser-based book production system that has ever been attempted, but it’s (at least to our knowledge) the first that has attempted to replicate the rigorous production editing process and workflow, which includes styling, copyediting, author review, and proofreading, in a browser-based application.

    We borrowed the idea of single-source publishing using HTML source from predecessor applications like Adam Hyde’s Booktype, O’Reilly’s Atlas, and Hugh McGuire’s Pressbooks, all of which use some form of PDF rendering engine (often proprietary) to output beautiful, paginated books in addition to EPUBs and other HTML or XML-based files. Then, we’ve tried to stand on the shoulders of those applications by building in a greater degree of workflow support. It’s an ambitious project, and supporting paginated outputs from a single HTML-based source file, has been a non-trivial aspect of the system’s development.

    Among the many new details in today’s indictment (PDF) of 12 Russian intelligence officers for cyberattacks meant to interfere with the US presidential election in 2016, one in particular should stand out to techies: the defendants allegedly used Bitcoin to fund the operation.

    A web of dark money: According to the US Department of Justice’s indictment, the defendants “conspired to launder” more than $95,000 “through a web of transactions structured to capitalize on the perceived anonymity of cryptocurrencies such as Bitcoin.” They allegedly mined coins and acquired them “through a variety of means to obscure the origin of the funds,” which were used to finance cyberattacks against Democratic party officials, members of Hillary Clinton’s campaign, and others.

    Cat and mouse: Though the indictment says they used hundreds of different e-mail accounts with fake names to handle Bitcoin payments and cover their tracks, investigators linked messages from “several dedicated email accounts” to corresponding transactions on the Bitcoin blockchain. According to the indictment, the defendants also sometimes facilitated Bitcoin payments on the same computers they used to “conduct their hacking activity.”

    The takeaway: If you weren’t convinced that cryptocurrencies are a magnet for would-be money launderers, this should help. Beyond that, though: Bitcoin is not anonymous! Using clues from outside the internet, which the Mueller team clearly had, it’s quite possible to follow the money on the blockchain and root out individuals behind the transactions (see “Criminals thought Bitcoin was a perfect hiding place, but they thought wrong”).
