Quel effet cela a-t-il pour le souvenir du (rarement de la) disparu(e) ? Très certainement peu de choses. Beaucoup de résidents ignorent qui était l’illustre dont leur adresse porte le patronyme et avouent souvent ne pas même s’être posé la question. Habiter avenue des tilleuls ou rue Gambetta ne change rien à la vie quotidienne ou aux représentations qu’on se fait de sa propre géographie. Littéralement, le plan de la ville n’est pas une carte-mémoire.

      "Ah, s’il avait pu ne pas exister, celui-là !"

      Je me souviens avoir, il y a plus de quarante ans, enseigné dans un collège (un CES alors) de ce qui était la banlieue rouge. La municipalité communiste lui avait donné le nom de #Marcel_Cachin. Lorsque la vie politique française du XXe siècle figurait dans les programmes, je me faisais un devoir de citer l’homme politique communiste, longtemps directeur de L’Humanité. Je n’ai jamais rencontré un élève qui en avait au préalable une vague connaissance. Pourtant, cela faisait moins de vingt ans qu’il était décédé et l’environnement politique local aurait pu favoriser ce culte du héros. L’ignorance était aussi profonde dans l’établissement voisin baptisé (si j’ose dire) Eugénie Cotton. Chose amusante, il est plusieurs fois arrivé que des élèves s’écrient : "ah, s’il avait pu ne pas exister, celui-là !". On pourrait imaginer une dystopie où il serait possible d’effacer le passé, ce qui ferait disparaître tous les lieux portant le nom évanoui. L’abolition historique générant l’abolition géographique. L’amnésie gommant la carte.

      En supprimant une statue, ne serait-on pas quelque peu dans un processus de même nature, mais inversé ? Effacer la #matérialisation d’une mémoire, ce n’est plus, bien sûr, la glorifier, mais ce n’est pas non plus montrer quelles nuisances, quelles souffrances elle avait occultées. Passé le bref moment de satisfaction qu’apporte le sentiment d’avoir infligé une juste punition, comment pourra-t-on rappeler au quotidien ces nuisances et ces souffrances ? En érigeant d’autres statues, jusqu’à ce que plus tard d’autres mécontentements finissent par les prendre pour cibles, soit par regret des #célébrations antérieures, soit, plus probablement, parce que les personnages ou les actes célébrés apparaissent trop tièdes, trop ambigus. Ce sont les actuelles mésaventures de #Victor_Schœlcher, dont les représentations n’ont d’autres buts que de rappeler l’abolition de l’#esclavage (sinon, qui se souviendrait de cet assez modeste personnage politique du XIXe siècle ?), raison qui lui a valu d’être, avec #Félix_Eboué, panthéonisé en 1949 (et sa tombe fleurie par Mitterrand en 1981).

      Contextualiser et non effacer

      La colère qui aboutit au renversement d’une statue est d’aujourd’hui. Ce ne sont pas les comptes du passé qui sont réglés, mais des souffrances bien contemporaines qui s’expriment. S’attaquer à la mémoire des traites négrières et de leurs acteurs hurle la blessure constamment rouverte du racisme subi au quotidien. Mais en tentant de changer la mise en scène du passé – qui ne passe pas, selon la formule consacrée -, c’est la mémoire qui risque de disparaître, pas le racisme présent qui n’a nul besoin de profondeur historique.

      De fait, tous les historiens et autres spécialistes de sciences sociales ne cessent de dire qu’il faut avant tout contextualiser et non effacer. Bien sûr, je ne peux y manquer. Mais je contenterai d’un seul critère de mise en situation : éviter de réduire une personne et sa statue à une symbolique marginale dans ce qu’elles peuvent représenter. En 2005, la célébration du bicentaire de la victoire d’Austerlitz a avorté. Cela pouvait se comprendre par refus d’une exaltation militariste et impérialiste. Mais le grand reproche fait alors à Napoléon a été d’avoir rétabli l’esclavage aux colonies trois ans avant la bataille. Ce retour en arrière sur un acquis majeur de la Révolution, même s’il n’avait guère eu d’effet concret, est évidemment un acte honteux. Mais ce n’est vraiment pas pour cela qu’on a érigé des statues de l’empereur. La situation est la même pour la figure du roman national la plus honnie aujourd’hui : Jean-Baptiste Colbert. On peut le détester pour les mêmes raisons qui ont fait réinventer son personnage par la 3ème République : le fait qu’il soit un maillon essentiel dans la chaîne des bâtisseurs de l’Etat central. Le roman national en faisait un modèle à suivre pour les petits écoliers, en vantant sa capacité de travail : l’imagerie le montrait entrant dans son bureau très tôt le matin et se frottant les mains pour exprimer son plaisir de voir d’énormes piles de dossiers à travailler. Le colbertisme n’a que marginalement à voir avec le Code noir dont la haine dont il est l’objet témoigne d’abord d’une totale décontextualisation. Certes, il vaut mieux prendre des symboles qui tiennent la route et Christiane Taubira a très justement tranché sur la mémoire de Colbert en insistant sur les raisons toutes autres de sa célébration. Sacrifier la statue qui trône devant l’Assemblée nationale (d’ailleurs une copie) n’aurait pas grand sens et n’aboutirait qu’à provoquer d’inutiles divisions.

      Les oubliées, les opprimées, les minoritaires

      L’ancien contrôleur général des finances de Louis XIV connaît ainsi un bref moment de « popularité » qui n’a pas grand rapport avec la patrimonialisation généralisée dans laquelle nous baignons depuis au moins trois décennies. Dans un monde où toute ancienne usine, toute petite zone humide, toute vieille ferme est célébrée comme un lieu de mémoire si sa destruction est envisageable, ne resterait-il que les statues qu’il faudrait effacer ? Alors que, dans l’ensemble, on ne leur prête généralement aucun intérêt et que même ceux qui passent régulièrement devant elles ne s’y intéressent pas le moins du monde. Une solution est aujourd’hui souvent prônée : ériger nouvelles statues célébrant les oubliées, les opprimées, les minoritaires. Vu que l’immense majorité de la statuaire publique (et encore, compte non tenu des monuments aux morts militaires) représente des hommes blancs, souvent vieux, la tâche est impressionnante, digne d’une relance économique hyper-keynésienne. Mais les sommes monumentales (désolé, le jeu de mot est tentant) nécessaires ne seraient-elles pas mieux employées à remettre à flots les hôpitaux publics ? Il est vrai que ce serait sans doute un facteur de réindustrialisation, les bronziers ayant largement disparu du territoire national.

      Lorsque le président sénégalais #Abdoulaye_Wade a voulu ériger sur les #collines_des_Mamelles, près de #Dakar et face à l’Atlantique, l’énorme groupe statuaire qu’est le monument de la #Renaissance_africaine (52 mètres de haut, en bronze et cuivre), un seul pays s’est montré capable de relever le défi technique : la Corée du Nord. Statufier les mémoires est chose difficile. Deux passés particulièrement douloureux, la Shoah et les traites négrières se livrent à ce qu’il est convenu d’appeler une concurrence mémorielle. Des lieux ont pu être ainsi fabriqués, ainsi la maison des esclaves de Gorée où sans doute peu d’esclaves sont passés, mais peu importe. D’autres subsistent, comme la cité de la Muette à Drancy qui fut l’antichambre d’Auschwitz. Neuf juifs sur dix déportés de France passèrent par le camp de Drancy. En 2006 une sorte de jumelage mémoriel fut mis en place entre les municipalités de Gorée et de Drancy avec l’érection de deux groupes statuaires, un dans chaque lieu, réalisés par deux artistes guadeloupéens, Jean et Christian Moisa. Mais les deux célèbrent la fin de l’esclavage, pas la libération des camps.

      Finalement, la statue la plus durable serait celle qui n’a pas de corps. Grace aux déboulonnages opérés durant l’occupation pour fournir des métaux rares aux Allemands, ont longtemps subsisté sur bien des places de France, des socles vides, pourvu néanmoins d’une plaque. La solution a été adoptée pour un des très récents ensembles de statues érigées à Paris : le monument aux 549 soldats français morts en #Opex inauguré le 11 novembre 2019 par le président Macron. Le cercueil porté par les 6 soldats de bronze est non seulement vide, mais il n’existe pas. La statue idéale.

  • "Via la statua di #Montanelli da Milano, è stato un razzista": la richiesta dei Sentinelli apre il dibattito in Comune

    Dopo l’uccisione negli Usa di George Floyd l’associazione milanese chiede che venga tolta la statua e cambiata l’intitolazione dei giardini pubblici. Salvini: «Che vergogna». Parte del Pd sostiene la proposta di discuterne, ma dal capogruppo arriva il no.

    L’anno scorso le donne di «Non una di meno» l’avevano imbrattata con la vernice rosa durante il corteo dell’8 marzo. Ora sono i ’#Sentinelli_di_Milano', a fare una lettera appello al sindaco Beppe Sala e al Consiglio comunale per chiedere di rimuovere la statua dedicata a #Indro_Montanelli, giornalista e scrittore che in Africa durante il colonialismo italiano si macchiò della colpa di fare di una bambina eritrea la sua concubina. A lui la giunta del sindaco Gabriele Albertini intitolò anche il giardino di Porta Venezia dove c’è la statua a lui dedicata. Un tema molto controverso che viene adesso legato all’omicidio in America dell’afroamericano George Floyd, scatena il dibattito in Rete e in futuro approderà in aula a Palazzo Marino.

    L’appello per la rimozione è sulla pagina Facebook dell’associazione che si batte per i diritti (https://www.facebook.com/isentinellidimilano/photos/a.326149944234099/1563182730530808/?type=3&theater): «A Milano ci sono un parco e una statua dedicati a Indro Montanelli, che fino alla fine dei suoi giorni ha rivendicato con orgoglio il fatto di aver comprato e sposato una bambina eritrea di dodici anni perché gli facesse da schiava sessuale, durante l’aggressione del regime fascista all’Etiopia. Noi riteniamo che sia ora di dire basta a questa offesa alla città e ai suoi valori democratici e antirazzisti e richiamiamo l’intero consiglio a valutare l’ipotesi di rimozione della statua, per intitolare i #Giardini_Pubblici a qualcuno che sia più degno di rappresentare la storia e la memoria della nostra città Medaglia d’Oro della Resistenza», si legge nel post subito condiviso e approvato da migliaia di persone. Molte però anche le critiche arrivate in coda allo stesso post, come avvenne l’anno scorso dopo la manifestazione delle femministe.

    «Giù le mani dal grande Indro Montanelli. Che vergogna la sinistra, viva la libertà», interviene il leader della Lega Matteo Salvini. Ma i Sentinelli non arretrano: «Dopo la barbara uccisione di George Floyd a Minneapolis le proteste sorte spontaneamente in ogni città con milioni di persone in piazza e l’abbattimento a Bristol della statua in bronzo dedicata al mercante e commerciante di schiavi africani #Edward_Colston da parte dei manifestanti antirazzisti di #Black_Lives_Matter - scrivono ancora su Fb - richiamiamo con forza ogni amministrazione comunale a ripensare ai simboli del proprio territorio e a quello che rappresentano».

    Della richiesta si farà portatrice Diana De Marchi, consigliera comunale del Pd, che potrebbe chiedere il dibattito in aula a Palazzo Marino. «Ne parlerò con il gruppo quando riceveremo la richiesta - spiega De Marchi - Certo, sarebbe tema della mia commissione e la storia tra Montanelli e una giovanissima donna eritrea così descritta era una brutta pagina per i diritti. Ma devo anche andare a ricostruire la proposta della statua, come era stata valutata, perché molti di noi non c’erano a quel tempo e nemmeno io». Sulla discussione in consiglio è d’accordo anche Alessandro Giungi (Pd): «In aula discutiamo di tutto e se ci sarà una richiesta in tal senso, perché non dovremmo farlo? Ma non ho mai detto di essere per lo spostamento della statua. Montanelli è stato comunque un protagonista della vita cittadina».

    L’idea piace ad Arci Milano che si associa alla richiesta dei Sentinelli, mentre una bocciatura netta arriva dal capogruppo Pd in Comune, Filippo Barberis: «Sono molto, molto lontano culturalmente da questi tentativi di moralizzazione della storia e della memoria che trovo sbagliati e pericolosi. Atteggiamenti che hanno a che fare più con la categoria della censura che della riflessione critica e che hanno ben poco a che vedere con la sensibilità della nostra città che da sempre si confronta con le contraddizioni e la complessità della società e dei suoi personaggi. Montanelli ha commesso un errore grave, imperdonabile. Se questo fosse però il criterio per rimuovere statue o cambiare il nome alle vie dovremmo rivedere il 50% della toponomastica mondiale. Sarebbe inoltre poco comprensibile dedicare tempo all’argomento in Comune in questa delicatissima fase dove in testa e a cuore dovremmo avere, e a tutti gli effetti abbiamo, ben altre priorità e progetti».

    Protesta anche l’ex vicesindaco e vice presidente di Regione Lombardia Riccardo De Corato, che fu tra i promotori della installazione della statua: «Continuano gli attacchi alla memoria di Indro Montanelli, uno dei più grandi giornalisti, che con il suo lavoro ha dato lustro all’Italia. La ’Floyd mania’ sta offuscando le menti di qualche consigliere comunale: confondere l’omicidio di un povero uomo di colore con la statura culturale di Montanelli, ferito per le sue idee liberali dalle Brigate Rosse, e voler addirittura aprire un dibattito in consiglio comunale è vergognoso».

    • Avessimo la coda di paglia, scriveremmo un pippotto per raccontare la nostra storia, il nostro modo di fare politica rappresentato da 5 anni che sono lì a dimostrare chi siamo, cosa siamo, come agiamo.

      Invece ci limitiamo a scrivere che la nostra proposta civile, fatta in settimana alla luce del sole proprio per permettere una discussione pubblica, non contemplava altro.

      Piuttosto la violenza verbale fatta dal pensiero unico mainstream che ci ha voluto in modo caricaturale descrivere come dei talebani, ha portato il dibattito su un livello volutamente distorto.
      Mentre sui social tantissime persone si riconoscevano nella nostra richiesta, sui media è passato per giorni la voce di una sola campana.
      Come se improvvisamente avessimo toccato un nervo scoperto.
      Polito, Severgnini, Battista, Cerasa, Cazzullo, Levi, Ferrara, Mattia Feltri, Lerner, Cruciani, Travaglio, Scanzi, Gomez, Padellaro, Parenzo tutti maschi, bianchi, benestanti, eterosessuali a discutere se sia stato o meno legittimo per Montanelli stuprare una 12enne. Non ci viene in mente un altro Paese che si definisce democratico e civile, insorgere così compattamente quando si mette in discussione il suo diritto alla misoginia.

      Ci fosse mai stata questa levata di scudi bipartisan da parti delle «grandi firme», sulla piaga che non conosce fine della violenza sulle donne, figlia di una cultura patriarcale della quale era intriso il pensiero anche del Signor Montanelli.
      Ci fosse mai stata questa indignazione di massa sulla quotidiana strage nel mar Mediterraneo che affoga il futuro di donne, uomini, bambini, bambine.

      Bambine, quelle che ancora in Africa come nel 1935 subiscono la violenza sopraffatrice di chi si sente in diritto di infibularle, darle in sposa, comprarle.

      Indro Montanelli ancora nel 2000 rivendicava il suo agire da soldato mandato in Eritrea in un’azione del Regime colonizzatore.

      Noi la lettera mandata a Sindaco e Consiglio Comunale la rifaremmo anche ora.
      Perché non c’è nessuna violenza nell’esprimere il proprio pensiero in modo trasparente.
      Quel parco di Milano deve liberarsi di un nome che non fa onore alla nostra città.
      E peggio di una vernice rossa c’è chi senza entrare nel merito della nostra proposta preferisce buttarla in caciara vendendoci come degli integralisti.

  • Quand le #parc_Geisendorf s’appelait #Surinam

    En 1770, le long de la rue de Lyon, se trouvait le domaine d’un planteur genevois rentré de la #Guyane_hollandaise.

    Le parc Geisendorf est propriété municipale depuis 1931. Situé rue de Lyon, dans le quartier de la Servette, il est connu pour son école primaire et pour ses ombrages, dont ceux d’un fameux chêne vert au nombre des « arbres remarquables qui racontent Genève ». Ce parc public était l’immense jardin d’une maison de campagne jusqu’au krach de 1929 : la fin d’une époque pour les propriétaires de quelques-uns des anciens domaines du pourtour de la ville. L’un d’eux, et non des moindres, Beaulieu, qui abrite lui aussi une école à l’ombre de ses cèdres séculaires, était aux banquiers Chauvet jusqu’à la faillite de leur établissement au moment de la grande crise.

    Au 56, rue de Lyon, ce sont les descendants du commerçant en papeterie Charles Geisendorf et de sa femme Pauline Decrue qui cèdent Surinam à la Ville en 1931. Pourquoi Surinam ? Pourquoi ce nom emprunté au plus petit État d’Amérique du Sud, colonie néerlandaise jusqu’en 1975 ? Nous voilà partis pour un voyage à travers le temps et les océans. Jusqu’en 1769, un Genevois du nom de Jean-Zacharie Robin, né en 1723, vit dans ce petit pays baigné par les mêmes eaux que les deux Guyanes qui l’enserrent. Une dépendance tropicale de la Hollande où l’esclavage sévit avec une grande sévérité. Il n’y sera aboli qu’en 1863. Une pratique qui ne semble pas avoir retenu notre Robin de chercher fortune en ces lieux. Il y a créé un domaine près de Paramaribo – sans doute une plantation de café, d’indigo, de coton ou de canne à sucre – qu’il a appelé tout simplement « La Campagne ».

    Un colon à Châtelaine

    De retour d’Amérique, où son fils et les descendants de celui-ci continueront longtemps à exploiter, sinon à battre « La Campagne », Jean-Zacharie Robin achète aux Lucadou-Naville leur domaine de Châtelaine, délimité par la route de Lyon et les futures rues de la Poterie et Liotard. Ce sera 160 ans plus tard le parc Geisendorf. Aujourd’hui, le chemin Surinam, perpendiculaire à la rue de Lyon, entre la rue Lamartine et l’avenue Wendt, perpétue le nom choisi par Robin pour son domaine agricole. Ses successeurs gardent le même nom, d’abord Isaac-Louis Naville, auquel l’ancien colon a vendu son bien pour s’en aller du côté de Cologny, puis la sœur de Naville, madame Galiffe, avant Jean-André Melly, dont les héritiers vendent Surinam en 1883 à Charles Geisendorf. De l’époque des Naville, ou de madame Galiffe, morte en 1814, daterait le décor du grand salon de la maison de maître aujourd’hui disparue. Des boiseries sculptées et des moulures en stuc attribuées au décorateur Jean Jaquet, coqueluche des salons de la fin du XVIIIesiècle et du début du XIXe à Genève.

    « Je me souviens les avoir admirées quand la maison principale servait à des fins scolaires, se souvient l’arrière-petite-fille de Charles Geisendorf, Claire Honegger-Pallard. J’y ai donné des cours de piano et l’une de mes tantes Brun-Geisendorf m’avait conseillé de bien regarder l’intérieur de la maison. Elle y avait passé de nombreuses vacances mais pas moi, car je n’étais pas née quand Surinam a été vendu. »

    Pour se faire une idée des dimensions de la propriété et de l’emplacement des bâtiments qui s’y trouvaient, il faut se reporter aux indispensables plans et cartes en ligne sur internet. L’atlas cantonal de Mayer, des années 1828 à 1831, indique du bâti en T à Surinam, sans doute la maison de maître et ses communs tels qu’ils étaient encore quand Charles Geisendorf acquit le domaine. Aucune urbanisation en vue. Trois propriétés seulement sont ses voisines : la Servette, la Prairie et les Délices.

    Un peu plus tard, sur la carte Dufour datant de 1842, on distingue l’avenue qui menait de la rue de Lyon à la maison et à ses dépendances. Un petit pavillon près du portail permettait de guetter les visites ou simplement de se distraire en regardant passer les voitures. Plaisirs d’un autre âge… Ce pavillon est visible sur plusieurs photos en possession de Claire Honegger-Pallard, qui nous a aimablement permis de les reproduire ici. Le parc est vaste. Des prairies s’étendent autour de la maison, de la rue de la Poterie à la rue Liotard et jusqu’à la rue Lamartine. Un plan postérieur, la carte Siegfried de 1899, détaille trois bâtiments en plus du pavillon au bord de la route. D’autres maisons sont apparues sur le pourtour du fonds, suggérant qu’un morcellement a commencé. Le nom Surinam identifie tout le quartier en devenir, jusqu’à la route des Franchises. Nous voici en 1963, la carte a fait place à la photographie aérienne et seul demeure au bout de l’avenue un bâtiment allongé, qui est la maison de maître aux boiseries de Jean Jaquet. Elle ne résistera pas aux exigences du projet d’aménagement du groupe scolaire de Geisendorf. Des travaux échelonnés entre 1952 et 1969 qui aboutissent à la réalisation des cinq bâtiments actuels.

  • Trump refuse de rebaptiser les #bases_militaires honorant des généraux sudistes

    Le président américain Donald Trump s’est dit mercredi catégoriquement opposé à l’idée de rebaptiser des bases militaires portant le nom de #généraux_sudistes, y voyant un manque de #respect pour les #soldats.

    Les tweets présidentiels interviennent au moment où les manifestations contre le racisme, consécutives à la mort de George Floyd sous le genou d’un policier blanc, ont relancé avec vigueur le débat sur le passé esclavagiste du pays.

    Ce n’est pas la première fois que Donald Trump se range de ce côté sur ce sujet sensible aux Etats-Unis où certains voient dans l’#hommage rendu aux #Sudistes, qui étaient favorables à l’esclavage, la célébration d’un passé raciste.

    A l’été 2017, il avait estimé que l’#histoire américaine était « mise en pièces » par le retrait de statues de personnages des Etats confédérés.

    Dix bases de l’armée de terre, toutes situées dans le sud du pays, portent le nom d’anciens #militaires_sudistes.

    Cette base, la plus grande du pays, porte le nom d’un ancien général de l’armée sécessionniste, #Braxton_Bragg, qui est surtout connu pour avoir perdu la grande #bataille_de_Chattanooga en 1863.

    Une base de #Géorgie honore #Henry_Benning, un général esclavagiste convaincu, qui avait plaidé pour la création d’une « #Slavocratie_sudiste ».

    Il existe aussi un #Fort_Lee, du nom du commandant en chef de l’armée sudiste #Robert_Lee, situé à une trentaine de kilomètres de #Richmond, capitale des Etats confédérés pendant la guerre.

    Le Pentagone avait déjà envisagé de renommer ces bases en 2015, après la fusillade de Charleston, en Caroline du Sud, où un jeune suprémaciste blanc avait tué neuf fidèles noirs dans une église. Mais l’armée de Terre avait finalement choisi de conserver les noms actuels.

    Preuve que ce débat récurrent est bien revenu au premier plan, la présidente de la Chambre des représentants Nancy Pelosi a appelé mercredi soir au retrait des 11 statues du Capitole représentant des soldats et des responsables confédérés.

    « Ces statues célèbrent la #haine, pas notre patrimoine », a-t-elle estimé.

    Défendant les tweets présidentiels, Kayleigh McEnany, porte-parole de la Maison Blanche, a estimé que changer le nom de ces bases serait insultant pour tous les soldats américains qui y ont été stationnés.

    Et argué qu’il s’agissait d’une pente glissante, évoquant par exemple le retrait temporaire du film « Autant en emporte le vent », de la plateforme de streaming HBO Max.

    Le long-métrage, qui présente une version romantique du Sud et une vision très édulcorée de l’#esclavage, est considéré par nombre d’universitaires comme l’instrument d’une forme de #révisionnisme_sudiste.

    « Jusqu’où faut-il aller ? », s’est-elle interrogée.

    « George Washington, Thomas Jefferson et James Madison doivent-ils être effacés de l’Histoire » ? a-t-elle poursuivi, dans une allusion au fait que ces présidents possédaient des esclaves.

    En 2017, M. Trump avait déjà tenu le même raisonnement pour défendre le maintien des statues de généraux sudistes.

    Mais la mise sur le même plan d’hommes qui ont joué un rôle central dans la création du pays et de ceux qui ont mené la « #sécession » contre celui-ci au nom de la défense de l’esclavage avait suscité de vives critiques.

    Près d’un siècle sépare la déclaration d’indépendance qui a fondé les Etats-Unis d’Amérique, le 4 juillet 1776, et la Guerre de Sécession.

    Cette dernière, qui a déchiré la nation de 1861 à 1865, a fait quelque 620.000 morts, soit un bilan bien plus lourd pour les Etats-Unis que les deux guerres mondiales réunies.

      More than a thousand protesters have gathered outside Oxford University to demand the removal of a statue of the Victorian imperialist Cecil Rhodes.

      Blocking the road outside Oriel College, the Rhodes Must Fall campaign said Black Lives Matter (BLM) protests across the UK, which included the dramatic toppling of a statue of the slave trader Edward Colston in Bristol, had reignited their campaign.

      Riot police stood on the roof of the college building while the crowd below the Rhodes statue listened to speeches, including the announcement of a BLM protest in Oxford on Friday. The demonstration ended peacefully with people leaving their signs on the outside of the building, while there were cheers as a police officer briefly took a knee in the crowd.

      In 2016, hundreds of Oxford students campaigned for the removal of a likeness of the controversial 19th-century figure – who supported apartheid-style measures in southern Africa – from the wall of the college. The campaign also called for the university curriculum to be changed to reflect diversity of thought beyond the western canon.

      The university said then that the statue would stay, with modifications that “draw attention to this history [and] do justice to the complexity of the debate”. It had been warned that it could lose about £100m in gifts should the statue be taken down, but it insisted financial implications were not the primary motive behind its decision.

      In a statement released on Tuesday, Oriel College said it “abhors racism and discrimination in all its forms” and that it would “continue to debate and discuss the issues raised by the presence on our site of examples of contested heritage relating to Cecil Rhodes”.

      The campaign to remove the statue was supported this week by the Liberal Democrat MP Layla Moran and the leader of the local council.

      Femi Nylander, an organiser for Rhodes Must Fall, welcomed the support from the council, Moran and the thousands who signed the petition to remove the Rhodes statue.

      He said: “It’s good to see public consciousness is changing. We are seeing a paradigm shift. You can see that everywhere.” He added that he hoped the protest would result in a resurgence of the Rhodes Must Fall movement in Oxford.

      Simukai Chigudu, an associate professor of African politics at the University of Oxford, said the phrase “black lives matter” resonated because of “a history of white supremacy that has denigrated, exploited and subjugated black lives”.

      He added that Rhodes Must Fall, which he joined in 2015, had been started by student activists in South Africa who were “tired of colonial iconography, tired of white supremacy in our curriculums, tired of the crisis of representation of black and other minority ethnic people in our institutions”.

      A PhD student, Ndjodi Ndeunyema, 30, said: “We reject this narrative that Cecil Rhodes is a complicated character. No, he is a genocidaire, he is someone who planned an assault [on] Africa and he is not worthy of exaltation, he does not deserve to be on a high street looking down on us. That history will never be erased, it’s a lived reality for people in southern Africa, but it needs to be contextualised, it needs to be accurately represented and not glorified in the way it is today.”

      He said the protest went further than calling for the removal of the statue, it was also about meaningful equality “for the black community, given the moment we are in, but also people of colour and people on the social and economic fringes of any society”. He called for justice for the Windrush generation, describing the scandal as a “substantive policy manifestation of anti-blackness”.

      There was a significant police presence before the protest, with police vans and officers on horses.

      A PhD student who did not want to be named said: “We are here today as students, community members and community-based organisations who believe in democracies, who believe in the valuation of all lives equally and who believe in the removal of colonial iconographies that we must all inhabit.

      “We’re here to say to the University of Oxford, Oriel College and other colleges in Oxford that still demonstrate in support of the values we disagree with, that it is time to take a stand. If you are truly anti-racist and pro-good race relations and inclusion of black and ethnic minority students then today is the day to put your money where your mouth is.”

      Kate Whitington, the Oriel College junior common room president, said: “Oriel College must not be blind to its legacy of colonialism and racism in association with Cecil Rhodes. Despite claims that clear historical context about the Cecil Rhodes statue would be provided in order to acknowledge and educate our students on the imperialist past, the subject remains taboo and Oriel’s continuing silence equal to complicity in the perpetuation of white privilege and supremacy.”

    • Edward Colston statue replaced by sculpture of Black Lives Matter protester Jen Reid

      Exclusive: Artist #Marc_Quinn leads secret mission to install resin-and-steel figure of #Jen_Reid at site of toppled Bristol slave trader.

      The statue of slave trader Edward Colston was replaced in Bristol on Wednesday morning – with a sculpture of one of the protesters whose anger brought him down.

      The figure of Jen Reid, who was photographed standing on the plinth with her fist raised after the 17th-century merchant was toppled by Black Lives Matter demonstrators last month, was erected at dawn by a team directed by the artist Marc Quinn.

      The ambush sculpture is likely to reignite the debate over public statuary in the UK that began with the toppling of the Colston figure five weeks ago. On Wednesday morning police said they had had no complaints and it was “a matter for Bristol city council”.

      Marvin Rees, the city’s mayor, issued a statement saying that “the future of the plinth and what is installed on it must be decided by the people of Bristol”. He said the sculpture was “the work and decision of a London-based artist,” and added: “It was not requested and permission was not given for it to be installed.”

      But he stopped short of saying that the council would act to remove it.

      Arriving in two lorries before 5am, a team of 10 people worked quickly to install the figure of Reid, who said she had been secretly working with Quinn on the idea for weeks. It came as a complete surprise to the authorities, who are yet to announce their plans for the location.

      A cardboard placard reading “black lives still matter” was placed at the bottom of the plinth.

      Shortly after the vehicles drove away, Reid stood in front of the statue with her fist in the air. “It’s just incredible,” she said. “That’s pretty fucking ballsy, that it is.”

      After meticulous planning to ensure the statue could be erected quickly enough to have it in place before officials arrived, the vehicles left the scene about 15 minutes after they got there. “I just knew it was going to happen,” said Reid. “They were so efficient.”

      The most powerful moment of the morning, she said later, was “watching children stand next to it and raising their fists. Black children and white children, together.”

      Quinn said that the installation had gone well. “It went exactly the opposite of how it imagined, because I imagined it being stopped,” he said. “It almost feels like it’s been there forever. It gets under the skin before you understand what it is, which I think is how you make people think about things, how you pose the question a different way and renew the conversation.”

      By late morning the only council presence had been a roadsweeper, whose driver stopped to take a picture before continuing on his shift.

      “It is incredible seeing it,” said Jen Reid’s daughter, Leila Reid, arriving and gazing up at the statue a little later. “It’s surreal. From the kneecap to the shape of her hands - it’s just her.” She said she had struggled to keep the secret since her mother told her. “She’s proud to represent a movement, and if there’s a better way to do that I can’t think of it.”

      Reid, a stylist, attended the march with her husband, who one of the group that rolled the statue of Colston to the river after it was pulled down. She said that to stand for the BLM movement was “massive”, but “it would be just as big if it was someone else representing the same thing.”

      Quinn – whose best known works include his “blood head” self-portrait Self and a sculpture of an artist that temporarily occupied the fourth plinth in Trafalgar Square, Alison Lapper Pregnant – said he viewed it as a duty for prominent white artists to amplify other voices.

      “Jen created the sculpture when she stood on the plinth and raised her arm in the air,” said Quinn. “Now we’re crystallising it.”

      In the weeks since the Colston statue was removed, although ideas including a Banksy proposal and calls for a statue of civil rights campaigner Paul Stephenson have been floated, and a mannequin of the notorious paedophile Jimmy Savile was briefly installed before falling off, no permanent decision on the future of the Colston site has been reached.

      The new black resin and steel figure – entitled A Surge of Power (Jen Reid) 2020 – was transported from Quinn’s studio on Tuesday and stored overnight nearby. It was put in place using a hydraulic crane truck parked next to the plinth.

      The team carried out the same surveys and health and safety checks it would have gone through on a more conventional work, Quinn said, adding that it would be “extremely difficult to move”. But he added: “This is not a permanent artwork.”

      Reid said it had been difficult to keep the secret from friends and family. “When friends say ‘I’ll see you later,’ I think … yeah, you will!”

      On whether there was an issue with a white artist being behind the work, Reid said: “It’s not even a question. If we have allies, it doesn’t matter what colour they are. He has done something to represent BLM, and to keep the conversation going.”

      A placard was briefly placed on the plinth reading “Marc Quinn loves money, not blacks” before it was removed by another member of the public to applause.

      Others were broadly positive in their response. “It’s a really great addition to the centre of Bristol,” said Bobby Loyal, an engineer. “I just hope no one tries to rip this down. The statue before was offensive to a lot of people, I don’t think this is. I think the council should leave it in place.”

      Sanna Bertilsson, who was cycling past, did a double take as she saw the figure and stopped to look. “I didn’t know they were replacing it,” she said. “It’s absolutely beautiful.” Told that it had been put up without permission, she said: “I’d better get a picture before they take it down.”

      The author Bernardine Evaristo tweeted that “some people will find this image of black empowerment offensive/outrageous/threatening” but that she thought it was “wonderful”.

  • Thinking of statues of racists reminds me of Namibia. Let’s talk about the Reiterdenkmal (Equestrian Monument) or Südwester Reiter (South West Rider) that used to be up in #Windhoek.
    The statue went up on January 27, 1912 on the 53rd birthday of #Kaiser_Wilhelm_II, the last Kaiser and the leader who oversaw Germany’s colonial run in Africa and the Pacific, including the settlement of German South West Africa.
    The monument honors the German soldiers and civilians who died during the 1904-07 Herero Wars, the —and I can’t stress this enough — genocidal military campaign waged against the Herero & Nama. This is what the inscription on the monument said:


    Considering statue-making as a propaganda tool, historian Andres Vogt wrote in The Namibian “the representation of persons in the form of an equestrian monument was a privilege reserved for highest nobility like emperors, kings and princes only.”

    After some years of protest, the monument was removed from its plinth on Christmas day 2013. It now sits inside Alta Feste, the fortress-cum-museum that used to be the HQ of the imperial German army.

    “Heritage” does a lot of heavy lifting, and when it comes to public monuments it is almost always invoked by those who are fearful about symbols of conquest (which is why neo-Confederates make me laugh, y’all lost lol) + colonial domination disappearing from public memory.
    But those monuments will never disappear anywhere people are living in the eternal shadow of the material violences they represent. Public space is a contested arena for memory: those monuments seek to represent the eternality of European violence and the people are saying no.
    Tear them all down, reconceptualize the multivalence + evolution of things like “history” and “heritage,” and if you’re being precious about the monuments perhaps consider why idolatrous statues to white supremacy are sacred to you lol

  • Confederate Monuments Are Now Coming Down All Over the South

    Over the last twelve hours, three statues associated with the Confederacy have been removed as protesters continue to demonstrate against police brutality and racial inequality.

    As residents in more than 40 cities have taken to the streets over the last week to engage in both peaceful and destructive protests over the police killing of George Floyd, some have turned their focus on one particular historical wound: Confederate monuments.

    Monday evening, in three Southern states—Florida, Alabama, and Virginia—protesters toppled graffiti-covered statues celebrating the former Confederate government that fought to uphold the institution of slavery, as crowds cheered.

    “With the recent death of many of those across this nation, we say enough is enough. We are done dying, and we’re done being reminded,” William Barnes, president of the Birmingham Urban League, said in a statement calling for an Alabama monument’s removal. “We’re done being reminded of the atrocities against African Americans.”

    On Monday night, a statue of Confederate General Robert E. Lee was toppled from its pedestal in front of his namesake high school in Montgomery, Alabama. As the figure fell, a small crowd cheered and honked before briefly singing: “Hey, he-ey, goodbye.”

    The Montgomery Police Department said multiple people had been arrested in the incident, which occurred on a state holiday commemorating President of the Confederate States Jefferson Davis, but declined to provide any additional details. The Monday holiday is one of three in Alabama that celebrate the Confederacy.

    “The statue was damaged and there are suspects in custody. Charges are pending,” Montgomery Police Captain Saba Coleman said.

    In Birmingham, demonstrators attempted to take down a Confederate Soldiers and Sailors monument on Sunday evening—a 115-year-old statue that has been at the center of a legal fight between the city and the state attorney general’s office.

    “It used to be a sore. It’s cancer. It’s eating away at the community,” Jefferson County Commissioner Sheila Tyson said Monday during a press conference demanding its removal, adding that it represented hundreds of years of torment. “We cannot grow, we cannot expand with this monster wings over us, choking us, and it’s got to leave.”

    While protesters were unsuccessful in toppling the 52-foot-tall statue, some residents tore down the monument of Charles Linn, one of Birmingham’s founders and a former Confederate Navy officer, that was also in the park. Two other statues on either side of the Confederate memorial—the Spirit of the American Doughboy and the memorial to Spanish American War Veterans—were also defaced with graffiti.

    At around 9 p.m. on Monday, Birmingham Mayor Randall Woodfin stepped in to finish the job protesters started, vowing to remove the Confederate Soldiers and Sailors monument that has stood in Linn Park since 1905.

    “In order to prevent more civil unrest, it is very imperative that we remove this statue,” Woodfin told the Birmingham News. As of Monday evening, demolition crews had already started to dismantle the monument.

    In Florida, a bust of Lee that sat on a pedestal in downtown Fort Myers was removed at the request of Sons of Confederate Veterans, according to the Orlando Sentinel. On Monday evening, protesters were seen surrounding the pedestal—that did not include the bust of the Civil War general—during a protest for Floyd.

    The United Daughters of the Confederacy also took preemptive measures in Alexandria, Virginia, on Tuesday morning, removing the Appomattox statue that has stood in the middle of Old Town since 1889. The bronze statue, which commemorated Confederate soldiers from the area, has been relocated to an undisclosed location amid the ongoing protests and the statue’s pillar will also be removed to avoid any damage.

    “Alexandria, like all great cities, is constantly changing and evolving,” Alexandria Mayor Justin Wilson said on Twitter Tuesday.

    Wilson later told Washingtonian magazine the city has been in discussions with the United Daughters of the Confederacy for some time about removing the statue, but decided to accelerate the process on Monday evening to “ensure there was no drama about it. We did not want to see a repeat of Charlottesville or anything else.”

    The United Daughters of the Confederacy did not immediately return The Daily Beast’s request for comment.

    The push toward eradicating old tributes to the Confederacy has sped up over the last week in several other states. In Richmond, a Robert E. Lee memorial was covered in graffiti Saturday night—as was a Stonewall Jackson statue. Several miles away, the headquarters of the United Daughters of the Confederacy was similarly vandalized with the phrases “police are creepy” and fuck racists” before it was set on fire, according to the Richmond Times-Dispatch.

    The Confederate Defenders statue in Charleston, South Carolina, was also spray painted, the Post and Courier reported. And in North Carolina, a crowd set fire to the Market House in Fayetteville. The National Historic Landmark constructed in 1832 was used as a town hall and a slave market.

    The protests raging across the nation all center around George Floyd, who died May 25 after Minneapolis police officer Derek Chauvin pressed his knee to the 46-year-old’s neck for more than eight minutes.

    While the county autopsy reports that Floyd died of cardiac arrest and had underlying health issues, an independent report commissioned by his family states that the 46-year-old was in good health and died of strangulation from pressure to his back and neck.

    After a national outcry, the four officers involved in the incident were fired and Chauvin was charged with third-degree murder and second-degree manslaughter. Protesters are now demanding the other three officers be charged for what some are calling a “legalized lynching.”

    Despite the fact black people make up less than 1% of the overall Scottish population, Glasgow being a major city should rise and re-name these streets. It should not forever internalise such a disgusting time in history.
    Also, Jamaica and Tobago street are right next to these streets.

      Anti-racism campaigners have renamed streets in the centre of Glasgow that have links to the slave trade.

      In several streets, signs with a black background and white font have appeared alongside the originals, as activists replace the names of tobacco lords and slave trade ownerswith those of black activists, slaves and people killed by police officers.

      Cochrane Street – named after Andrew Cochrane, an 18th-century tobacco lord – has been retitled Sheku Bayoh Street.

      Sheku Bayoh died in 2015 in police custody in Scotland aged 32 after he was restrained by officers responding to a call in Kirkcaldy.

      His sister – who is a nurse – said her family would have attended planned demonstrations in Scotland this weekend but the danger of spreading coronavirus is “still too great”.

      Buchanan Street, named after a slave owner, was renamed George Floyd Street, however the sign has now been removed.

      Rosa Parks Street has been suggested as an alternative for Wilson Street – after the American civil rights activist.

      Floyd, an African-American, died after a white police officer knelt on his knee in Minneapolis on 25 May. His death has sparked days of protest around the world.

      The Glasgow street name changes come after more than 11,500 people signed a petition to rename streets named after slave owners.

      The petition states: “I think it’s important to take these tobacco lords off the pedestal they seemingly stand on and instead recognise other Scottish activists who are deserving of such esteem.”

      Report commissioned by city council says blood of enslaved people is ‘built into the very bones’ of the metropolis

      Glasgow authorities have apologised for the city’s role in the Atlantic slave trade, saying the “tentacles” of money from the practice reached every corner of Scotland’s biggest metropolis.

      The apology comes as Britain increasingly reckons with the legacy of its colonial past in the wake of global Black Lives Matter anti-racism protests.

      It follows the release of an academic study Glasgow city council commissioned about the city’s connections to the trade in human beings.

      “Follow the Atlantic slavery money trail and its tentacles reach into every corner of Glasgow,” council leader Susan Aitken told colleagues at a meeting on Thursday.

      “It’s clear what this report tells is that the blood of trafficked and enslaved African people, their children and their children’s children is built into the very bones of this city.”

      One of the report’s main findings was that 40 out of 79 lord provosts or mayors from Glasgow were connected to the Atlantic slave trade between 1636 and 1834.

      Some sat in office while owning enslaved people.

      At least 11 buildings in Glasgow are connected to individuals who were involved with the trade, while eight implicated individuals have monuments or other memorials to them in the city.

      A total of 62 Glasgow streets are named after slave owners who built their fortunes on tobacco plantations.

      These include Buchanan Street and Glassford Street, named after the “tobacco lords” Andrew Buchanan and John Glassford.

      James Watt, whose improvements to the steam engine drove the Industrial Revolution, was personally involved in trafficking a black child for sale to a family in north-east Scotland, the report said.

      “It can no longer be ignored and the amendment that I am moving today asks us to do three things: to acknowledge, apologise and to act,” Aitken said.

      Glasgow council’s chief executive, Annemarie O’Donnell, said the city acknowledged that black, Asian and minority ethnic citizens wished the council to “recognise the historic legacy of chattel slavery based on the exploitation of enslaved Africans”.

      The report, by the University of Glasgow academic Stephen Mullen, who has written extensively on the city’s links to slavery, was “a step towards healing the anger and frustration” felt by these citizens, she added.

Une fois définie comme le simple primat de la coopération sur la compétition, rien n’empêche en effet de la limiter aux relations internes à un groupe opposé aux autres sur la base d’un critère déterminé, qu’il soit racial, ethnique, culturel, etc. Autrement dit, vous pouvez très bien penser en même temps l’entraide et la guerre des races, des identités ou des survivalistes les mieux armés.

    Une nouvelle édition sortira en juin aux éditions Nada, dans l’avant-propos de laquelle je rappelle ces éléments-là. Il ne faut pas s’y tromper. Kropotkine, théoricien de l’entraide, n’était en rien original dans l’aire russe occidentalisée de son époque, où nombre de savants, lecteurs de Darwin, cherchaient à accommoder les thèses du naturaliste britannique au socialisme. Par contre, il fut le premier à exposer d’une façon systématique la dimension anarchiste de l’entraide. Il la concevait comme un outil pour démanteler les structures de pouvoir illégitimes. Il ne s’agissait pas de passer un baume apaisant sur la lutte des gens pour la survie. Kropotkine montrait comment l’aide mutuelle s’approfondit dans l’histoire en conduites d’abnégation, en un déploiement de force vitale qui culmine dans la révolte contre l’État et la bureaucratie.

    En bon anarchiste, il supposait un instinct de liberté chez l’être humain, cohabitant avec le penchant individualiste. Il n’aurait sans doute pas compris, cent ans après sa mort, que les individus des sociétés industrielles, accrochés à leur connexion, à leurs apéros Whatsapp, à leurs séries et autres « tutos », se distraient à en mourir. C’est certainement sur ce point qu’il faudrait le relire dans le souci de l’ « actualiser ».

  • #Dzyunashogh : ricordi infranti dell’Azerbaijan

    I villaggi di #Dzyunashough, in Armenia e #Kerkenj, in Arzebaijan, sono stati protagonisti alla fine degli anni ’80 di un drammatico scambio di popolazioni, in fuga da violenza e persecuzioni. Un reportage.

    La strada per Dzyunashogh è lunga e difficile. I ricordi degli abitanti di questo villaggio remoto, incastonato tra le montagne dell’Armenia e della Georgia, sono come queste strade tortuose.

    Trent’anni fa, quando Dzyunashogh era popolata da azerbaijani, il villaggio veniva chiamato Qizil Shafaq o «Alba Rossa». Ma con l’acuirsi delle tensioni tra Armenia e Azerbaijan nella regione di Nagorno Karabakh, verso la fine degli anni ’80, gli abitanti del villaggio scelsero di scambiare le loro case con quelle di armeni che vivevano nel villaggio di Kerkenj, in Arzebaijan, distante circa 540 chilometri.

    È a seguito del massacro degli armeni nella città di Sumgayit, in Arzebaijan, nel febbraio del 1988, che si diffuse l’idea di abbandonare il paese, racconta un ex abitante di Kerkenj.

    «Un giorno, mentre stavamo lavorando, un azerbaijano arrivò e disse che dovevamo lasciare il villaggio», spiega il 63enne Sashik Vardanyan. «Non potevamo crederci. Tutto è iniziato dopo Sumgayit».

    L’obiettivo era quello di tenere unito il villaggio. Un comitato informale iniziò quindi a cercare dei luoghi disponibili in Armenia, dove stabilire la comunità. Si sperava nella Valle dell’Ararat, una ricca pianura agricola situata ai piedi del Monte Ararat, un simbolo culturale per gli armeni. Ma quei villaggi erano già stati occupati da altri armeni sfollati dalla capitale dell’Azerbaijan, Baku.

    Rimaneva disponibile Qizil Shafaq (Dzyunashogh), situata circa 52 chilometri a nord di Vanadzor, terza città dell’Armenia. Come gli abitanti di Kerkenj, anche gli abitanti di Dzyunashogh, azerbaijani, avevano lo stesso desiderio, vivere uniti e in pace.

    A tutte le 250 famiglie di Kerkenj il comitato propose delle abitazioni in villaggi armeni, ricorda la moglie di Vardanyan, Sonia, 58 anni. In seguito ogni famiglia andò a Qizil Shafaq per parlare direttamente con gli abitanti azerbaijani.

    Per entrambi la priorità era assicurarsi la protezione dei cimiteri. Mostrare rispetto per i defunti è una questione di profonda importanza e di onore. Un impegno di responsabilità collettiva preso dai due villaggi, basato sulla fiducia reciproca.

    «Fino ad oggi ci siamo presi cura dei cimiteri e abbiamo spiegato ai nostri figli che anche loro dovrebbero farlo», racconta Sashik Vardanyan.

    Ora un cimitero di abitanti armeni sorge accanto a un cimitero azero abbandonato.

    Lo scambio degli abitanti avvenne in modo pacifico, tra il maggio e l’agosto del 1989. Governo e partito comunista in carica non svolsero nessun ruolo in questo scambio e non espressero nessun interesse al riguardo, spiega un abitante.

    Con poche automobili, lo scambio non fu una questione semplice. Spesso gli abitanti azerbaijani arrivavano a Kerkenj con la stessa macchina presa in prestito che aveva portato gli abitanti di Kerkenj in Armenia, raccontano alcuni abitanti.

    Nel caso della famiglia di Sonia Vardanyan, un giovane di Kerkenj che già si era trasferito in Armenia ha fatto ritorno in Arzebaijan, «ed è con lui alle 2 del mattino che abbiamo lasciato il villaggio», dice. L’ora è stata scelta per motivi di sicurezza. Lo stesso vale per il percorso, invece di attraversare il confine amministrativo azerbaijano con l’Armenia, i migranti viaggiavano a nord verso la Georgia, passando per la regione azerbaijana occidentale di Qazakh e poi a sud verso il nuovo villaggio.

    «Siamo stati gli ultimi a lasciare il villaggio (Kerkenj) e le cose erano già peggiorate», dice Vardanyan. «Non riuscivamo a trovare un’automobile e i nostri bagagli erano già pronti».

    Quando gli abitanti di Kerkenj si trasferirono a Qizil Shafaq il nome del villaggio venne cambiato. Non è chiaro il motivo della scelta di Dzyunashogh.

    I pareri in merito al trasferimento erano divergenti. Il clima sulle montagne dell’Armenia del nord era più rigido rispetto a quello di Karkenj. In Armenia erano bestiame, patate e grano - piuttosto che l’uva - le principali fonti di guadagno.

    Sonia Vardanyan ricorda che quando gli abitanti di Kerkenj arrivarono dall’Azerbaijan trovarono i terreni già coltivati, con patate orzo e grano.

    «Ci siamo dati da fare e chiunque sapesse mungere una mucca lo faceva. Io lavoravo nelle stalle d’inverno e portavo al pascolo il bestiame d’estate, sulle montagne».

    Oggi, le 27 famiglie che ancora vivono qui vendono latte per guadagnare. Solo otto di queste sono originarie di Kerkenj.

    Ma a Dzyunashogh il tempo sembra essersi fermato all’epoca dello scambio. La maggior parte delle case sono in rovina o abbandonate.

    I migranti armeni provenienti da Baku «non sapevano fare nulla, erano ex abitanti di città», racconta Sonia. «Quindi le persone iniziarono ad andarsene dal villaggio, una ad una. Sono andati tutti in Russia». Restarsene qui significava affrontare grandi difficoltà. Nessun trasporto pubblico, nessuna fornitura di gas.

    «C’era il servizio di autobus ma non c’è più,» spiega Sonia. «C’era un negozio dove compravamo il pane, chiuso. Tutto è stato privatizzato e spezzettato».

    I nativi di Kerkenj ora vedono Dzyunashogh come casa loro, ma nutrono ancora nostalgia per il villaggio che hanno lasciato.

    A parte quelle portate dai giornalisti che visitano entrambi i villaggi, raccontano di non aver modo di ricevere notizie da Kerkenj.

    «Abbiamo vissuto fianco a fianco per così tanti anni!» esclama Sonia pensando ai suoi ex colleghi e vicini azerbaijani.

    Ricorda i «veri» matrimoni armeni che ogni fine settimana portavano a Kerkenj persone provenienti da ogni parte delle aree vicine. «Il cantante e il batterista erano del nostro paese, il fisarmonicista e il clarinettista di un villaggio armeno vicino. Diventarono amici e ogni settimana suonavano nel nostro villaggio. Ci riunivamo con i vicini e ci divertivamo molto».

    Sashik Vardanyan ricorda la terra. «Kerkenj significa ’più duro della pietra’ nel dialetto armeno che parlano gli abitanti del villaggio, i cui avi provenivano perlopiù dalla città iraniana di Khoy,» spiega Sashik. «Ma non si trovava nemmeno una pietra là. Tutt’intorno c’erano terra nera, vigneti e acqua dalle sorgenti...».

    Tra gli abitanti resta accesa la speranza che un giorno, in qualche modo, vedranno di nuovo il luogo in cui hanno vissuto in Arzebaijan. Per ora rimangono solo i ricordi a legarli a quello che hanno lasciato.

  • Special Report: #COVID-19 and Border Violence along the Balkan Route

    The #Border_Violence_Monitoring_Network are publishing a feature report on the intersection of the current health crisis and border management. This new report shares first hand testimony of people-on-the-move who are experiencing the COVID-19 lockdown in transit. Its scope looks at the way restrictive measures disproportionately affect vulnerable persons in camps and at borders. Further, analysis of various countries from the region shows how COVID-19 measures have also been utilised to shape and erode the fundamental rights of these communities. Approaching the topic of COVID-19 as a period used to stage rights suspensions, some of the developments explored in this report include:

    –The deployment of military forces at borders and camps is a core feature of the securitised response to COVID-19. This was seen with proposals made by the Slovenian government to increase the army’s remit in the border area and the garrisoning of camps in Serbia.

    –The development of pushback practice in countries such as Croatia has shown a disturbing turn. Augmentation of border violence as a result of the pandemic appeared with the crude paint tagging of transit groups near Velika Kladusa. Meanwhile two officers actively involved in pushbacks in the Topusko area were tested positive for COVID-19, putting people-on-the-move at direct risk of contracting the virus at the hand of perpetrating officers..

    –Collective expulsions from camps has rapidly become a new concern for people in centres in Greece and Serbia. The lockdown measures were used on multiple occasions as an excuse to perform large scale pushbacks from inner city camps and centres hosting asylum seekers.

    –Inadequate accommodation facilities are an ongoing concern for transit groups denied the basic means to exercise relevant health protocols. Across the Balkan Route and Greece, the sealing of centres marked disproportionate deprivations of liberty and wilful neglect of hygienic standards by states and the European Union.

  • When Memory is Confined : Politics of Commemoration on #Avenida_26, Bogotá

    After more than five decades of conflict, the Colombian capital, Bogotá, is undergoing processes not just of regeneration, but also of commemoration. The decision to create spaces of memory along one particular road in the city, Avenida 26, has highlighted the stark differences between neighborhoods on either side of its congested lanes—and runs the risk of reinforcing existing segregation.

    Bogotá, Colombia, is a socially divided city in a post-conflict country marked by clashing spatial and cultural cleavages. Over the last 20 years, institutional investments have concentrated on the renewal of the city center in order to boost Bogotá’s image. At the same time, the end of the Colombian conflict has led to the proliferation of a politics of memory in the city. The politics of memory, driven by the pedagogical imperative of “never again” (Bilbija and Payne 2011), expose the difficult task of imagining spaces as contemplative and as sites of reconciliation through their portrayal of past events in the conflict (Jelin 2002).

    The street known as Avenida 26 (Figure 1)—at the center of my four-months-long fieldwork—is a key space for analysis of the city’s regeneration programs and politics of memory. The case of Avenida 26 demonstrates the tensions between urban development and memory-making. It reveals how institution-led production of “spaces of memory” (Huyssen 2003), as cultural spaces dedicated to commemoration and remembrance, also play a crucial role in the process of gentrification and the exclusionary dynamics in the city. Sites of national memory on Avenida 26 reflect strategic plans to build a protective barrier from urban violence and conflicts for the city’s middle class while at the same time further marginalizing low-income residents. These are the same residents who are often most directly touched by the conflict and for whom the politics of memory are officially dedicated.

    Segregated memory, between two Avenidas

    “That [a museum] is like for kids who are studying […], it’s not for everyone, for example, for me […] why should I go to a museum, what for? All these museums, what for? […] For me, my museums are my flowers,” said Catalina, a flower seller, in a half-sarcastic, half-bitter tone. [1]

    Catalina is referring to the future National Museum of Memory of Colombia, which is slated to open in 2021 as a space for reflection over the Colombian conflict. [2] The museum will be built on Avenida 26, where Catalina’s flower stand is located. As she speaks, her voice almost fades into the roar of traffic. The street is one of Bogotá’s main thoroughfares. It is nearly 14 kilometers (8.7 miles) long and as wide as a highway. It is one of the most congested streets in the city (Figure 2).

    Avenida 26 is central to Bogotá’s politics of memory. In 2012, the Center for Memory, Peace and Reconciliation, or CMPyR (Centro de Memoria, Paz y Reconciliación; Figure 3), opened next to the city’s central cemetery, where florists and candle sellers have their stands. Public art on the street [3] portrays the Colombian conflict. In 2014, the municipality renamed the section of Avenida 26 that hosts these cultural initiatives Eje de la Paz y la Memoria, or “Axis of Peace and Memory.” In 2016, a new park, Parque del Renacimiento (“Park of the Rebirth”), was opened.

    As a highly congested major thoroughfare, Avenida 26 does not correspond to conventional spaces of memory. Many institutional representatives define it as an empty space or a “blank slate.”

    “It’s like a corridor: when you cross it in some way you are inhabiting a place that is not a place where one would stop to contemplate […] that is to say it is a non-place,” a member of IDARTES (a body which promotes public art initiatives on the streets of Bogotá) said.

    The imaginary of Avenida 26 as a non-place among public officials reveals their uncomfortable awareness that Avenida 26 is an extremely segregated—and at times violent—place. The renamed section of the avenue—the “Eje de la Paz y la Memoria”—divides two very distinct neighborhoods: the middle-income neighborhood of Teusaquillo on one side, and the deprived and extremely precarious neighborhood of Santa Fe on the other. It would seem that the urban violence that characterizes the avenue would make it unsuitable for commemorative practices, yet officials have focused significant public resources in creating cultural institutions of public memory along this route.

    “The side that is in Teusaquillo is cool, I have friends working with screen printing, who have a cultural center, there is the graffiti […]. In front of the cemetery [on the Santa Fe side], it’s very ugly, people steal and at night there are many homeless people […], I really prefer not to be there,” said Santiago, a skater and graffiti artist, capturing the geographical imagination of the street as a divided space.

    In this context, the siting of the CMPyR and the future Museum of Memory, as well as ancillary museum initiatives, on Avenida 26 is not unintentional or strictly about memory. They represent selective investments on one side of the street in the middle-class neighborhood of Teusaquillo, and not on the Santa Fe side. The siting of these projects on Avenida 26 is not due to the relevance of this place for commemorative purposes, but instead acts as a revitalization strategy that encloses the more economically viable neighborhood through cultural projects as a means of shielding this neighborhood from the poverty and urban violence on the other side of Avenida 26. A member of the current CMPyR administration mentioned this selective use of the street when sharing his unease over being located to what he perceives as the “wrong” side of the street: “We work looking at that side [pointing to the Teusaquillo side], or we go to the mayor’s office, but we don’t go over there [the Santa Fe side]. […] One is always between two parallel worlds. Let’s say that, among ourselves, we know that on the other [Santa Fe] side there is the jungle.”

    In this scenario, Avenida 26 acts as a true frontier between two neighborhoods that memory professionals deem to be incompatible. Indeed, cultural actors and memory professionals seem to identify two different Avenidas: one apt to welcome initiatives and spaces of memory; the other inaccessible due to urban violence.
    Enclosed spaces, incompatible languages

    The consequences of this enclosure are detrimental to the low-income communities on the Santa Fe side of the street. Gates and security guards around the CMPyR contribute to a significant securitization of this area. Candle and flower sellers on the Santa Fe side, who work informally, face increased policing, disrupting their business and limiting their ability to develop a regular clientele.

    The marginalization and exclusion of these residents is even more evident symbolically. Interviewees on the Santa Fe side of the street are mostly uninformed of the activities of politics of memory—for example, they often confuse the CMPyR with a monument. They are also limited by a linguistic barrier. For example, memory, a common word in public art projects (Figure 4) and part of the title of the CMPyR—is an unfamiliar concept to many of these residents. The vocabulary employed by memory professionals reinforces a social and symbolic barrier among actors sharing the same space. This, in turn, contributes to the general indifference of many people in Santa Fe toward spaces of memory, and often results in explicit opposition to politics of memory on the street.

    A kiosk owner near the Parque del Renacimiento expressed her rejection of the politics of memory through her concerns about the present and her children’s future, “I’m not interested in who is buried there, why he died, why it’s called memory […] I want my children to be well, [I want to know] what time my daughter gets home, because if she is late then what happened to her? […] How can I be interested in this bullshit?”

    Avenida 26 is not a blank slate. It is a “lived space” made of uses and practices that politics of memory dismiss (Lefebvre 1974; de Certeau 1990). These regeneration plans ignore residents’ use of space and relation to memory by relying on cultural tools and a language that excludes them from participation. Avenida 26 highlights the necessity to think of spaces of memory as urban spaces whose function extends beyond their commemorative role (Till 2012). This case demonstrates how the appropriation or rejection of spaces of memory is dependent on urban dynamics—social inequalities, spatial segregation, and access to resources—influencing both the appropriation of spaces of memory and the possibility that a sense of belonging among local actors may flourish (Palermo and Ponzini 2014).

    Finally, the role played by the imperative of “never again” in gentrification and displacement is far from being an exclusively Colombian phenomenon. Across the globe, cities are increasingly taking a stance over episodes of the past at a national scale and publicly displaying it for collective engagement (as in post-apartheid Johannesburg, or in post-9/11 New York, among others). Academic and policymaking literature needs to deepen our understanding of the intricacy of these dynamics and the problematic cultural undertakings in such processes. If remembering is indeed a right as well as a duty, “walking down memory lane” should represent an exercise of citizenship and not the rationalization of social and spatial segregation.

  • Il Comune di #Bologna rimuove la targa in memoria di Lorenzo «Orso» Orsetti

    Il 7 novembre 2019 pubblicavamo il comunicato (https://www.wumingfoundation.com/giap/2019/11/lorenzo-orsetti-in-cirenaica) col quale il «collettivo di collettivi» Resistenze in Cirenaica rivendicava l’intitolazione dal basso di un giardino pubblico ancora senza nome al compagno Lorenzo Orsetti detto «Orso», nome di battaglia «#Tekosher», caduto in Siria nella lotta contro l’ISIS.

    Oggi, 31 gennaio 2020, la targa è stata rimossa. Ora il giardino ha un altro nome, un nome «con tutti i crismi» burocratici e amministrativi.

    La targa in memoria di Orso sarebbe potuta rimanere, perché no? Tanti luoghi delle nostre città hanno un nome ufficioso e uno ufficiale, coesistenti e mai confusi l’uno con l’altro. Tantopiù che parliamo di un giardino pubblico, senza numeri civici, dove non poteva sorgere alcun equivoco o disguido. E invece no, il nome di Orso lo si è voluto rimuovere ed è stato rimosso, senza alcuna remora.

    • Un nuovo partigiano in Cirenaica: RIC intitola un giardino pubblico a Lorenzo Orsetti

      La sera del 7 novembre 2019 Resistenze In Cirenaica ha reso omaggio al combattente internazionalista Lorenzo Orsetti, caduto in Siria il 18 marzo 2019. Abbiamo dato il suo nome a un giardino ancora privo di intitolazione all’inizio di via Sante Vincenzi. Ora si chiama Giardino Lorenzo Orsetti detto Orso – Partigiano (1986 – 2019).

      Nel rione Cirenaica di Bologna la maggior parte delle vie porta nomi di partigiani caduti per la Liberazione; anche Lorenzo è stato un partigiano ed è così che lo ricordiamo, tra le combattenti e i combattenti di tutte le liberazioni.

      “Orso” stava dando il proprio contributo alla lotta contro l’ISIS e alla rivoluzione del confederalismo democratico, un esempio di società laica, antisessista e antifascista in pieno Medio Oriente.

      In diverse città – Roma, Torino, Palermo, Firenze… – piazze e parchi portano già il nome di questo nostro compagno.

      Dal 2014 Resistenze In Cirenaica lavora per fare dell’intero rione un grande luogo di memoria, raccontando le storie di resistenza al colonialismo e al fascismo incastonate nei nomi delle vie e nel nome stesso del quartiere; organizzando trekking urbani e performance; realizzando murales e curando libri autoprodotti. L’azione che ha tenuto a battesimo il progetto RIC è stata l’intitolazione dal basso al ferroviere anarchico Lorenzo Giusti del giardino pubblico di via Barontini.

      Durante un trekking urbano abbiamo anche reintitolato via Libia alla partigiana Vinka Kitarovic e via De Amicis alla partigiana Tolmina Guazzaloca.

      Le nostre azioni hanno ispirato le ignote che l’8 marzo scorso hanno ribattezzato la piazzetta degli Umarells «piazzetta delle Partigiane», così come molte altre performance nel resto d’Italia.

      Quella di ieri sera non era dunque la prima azione di guerriglia odonomastica e non sarà l’ultima.

      In Siria del Nord si continua a combattere e morire e dopo l’invasione turca la situazione si è fatta ancora più grave. In questi anni migliaia di persone provenienti da tutta la Siria e da tutto il mondo sono cadute per difendere la rivoluzione del Rojava. Questo cartello non è solo per Orso ma per tutte e tutti loro.

      Della situazione in Siria si parlerà questa sera al Vag61 di via Paolo Fabbri 110.

  • Sicilia, il dramma del petrolchimico siracusano

    A nord di #Siracusa l’inquinamento industriale si insinua da decenni nel suolo e nelle falde acquifere, si diffonde nell’aria e contamina il mare. Si teme una deflagrazione di tumori, già da anni in eccesso, e una propagazione di inquinanti nel Mediterraneo. Viaggio nel labirinto di una storia dai risvolti inquietanti. Un giallo siciliano di cui si rischia di parlare molto nel 2020.

    Fabbriche, ciminiere e cisterne di greggio si estendono a macchia d’olio. Il polo petrolchimico a nord di Siracusa è una spina nel fianco dell’Italia. E del Mediterraneo. Venti chilometri di costa, un territorio e una baia imbottiti di sostanze contaminanti e nocive. Dall’insediamento negli anni cinquanta della prima raffineria, la zona è oggi stravolta dall’inquinamento e il governo costretto a correre ai ripari. Nello scorso novembre il ministro dell’ambiente Sergio Costa si è precipitato sul territorio: «Per far sì che si avvii, finalmente, il processo di bonifica». La fretta governativa è percepita come il segnale di una catastrofe.

    A gennaio, senza perdere tempo, è stata istituita una «direzione nazionale delle bonifiche». Per risolvere «una situazione inchiodata da troppi anni», spiega Costa. Subito dopo, a febbraio, una commissione ministeriale dava il via ai sopralluoghi nelle fabbriche. «Per valutare le emissioni in acqua e in aria» e dare speranza alla popolazione, che da decenni convive con tre impianti di raffinazione, due stabilimenti chimici, tre centrali elettriche, un cementificio e due aziende di gas. Quattro centri urbani sono i più esposti all’inquinamento: Augusta, Melilli, Priolo e Siracusa, circa 180 000 abitanti, di cui 7000 dipendono dall’attività industriale.
    Disillusioni e tradimenti

    A volte nell’aria i miasmi tossici sono da capogiro. Su questi è intervenuto un anno fa il procuratore aggiunto Fabio Scavone, inchiodando le fabbriche petrolchimiche a seguito di due anni di inchiesta. «Superavano i limiti di emissioni inquinanti nell’atmosfera», conferma allargando le braccia. Nel suo ufficio della procura di Siracusa avverte: «Ci sarà un processo». Si rischia di parlare molto nel 2020 del petrolchimico siracusano.

    Troppi anni di disillusioni e tradimenti insegnano però a non coltivare grandi speranze. In questo periodo convulso affiorano alla mente spettacolari capovolgimenti, a cominciare dall’archiviazione negli anni 2000 dell’inchiesta «Mare Rosso» sullo sversamento di mercurio da EniChem nella baia di Augusta. Più tardi si scoprì che il procuratore incaricato dell’inchiesta intratteneva uno «strettissimo rapporto di amicizia» con l’avvocato dell’azienda.

    Negli anni 2010 arriva una nuova amara delusione, questa volta sul fronte delle bonifiche, «attese da tempo e mai eseguite», sottolinea Cinzia Di Modica, leader del movimento Stop Veleni. L’attivista rammenta con stizza gli interventi promessi dall’ex ministra forzista dell’Ambiente Stefania Prestigiacomo, i finanziamenti predisposti e i progetti in partenza. «Ma tutto svanì come per incanto».

    Perfino il più battagliero degli agitatori locali, don Palmiro Prisutto, arciprete di Augusta, non si spiega come possano esser spariti i 550 milioni di euro messi a disposizione per le bonifiche.

    Il parroco si è allora incaricato di tenere la luce puntata sugli effetti dell’inquinamento. Da sei anni, ogni 28 del mese, legge durante l’omelia i nomi delle vittime di tumore: sono un migliaio in questo scorcio del 2020. Intitolata «Piazza Martiri del cancro», la lista è composta «con il contributo dei fedeli che mi segnalano i decessi avvenuti in famiglia», ci racconta nella penombra della sua chiesa. "Ognuno di noi conta almeno una vittima tra i parenti

    Nelle statistiche, quelle ufficiali, la cittadina di Augusta rassegna i più alti tassi di «incidenza tumorale», ovvero l’apparizione di nuovi casi. Seguono, in un macabro ordine, Priolo, Siracusa e Melilli. In tanti chiamano ormai questi luoghi il «quadrilatero della morte». Si muore «in eccesso» di carcinoma ai polmoni e al colon, denuncia nel giugno 2019 un rapporto del ministero della Salute. A sorpresa si registra anche l’apparizione negli uomini di tumori al seno.

    Rischi dentro e fuori

    «La tendenza nazionale va invece verso una diminuzione di casi e di mortalità», osserva Anselmo Madeddu, direttore del Registro dei tumori della provincia di Siracusa. Nella sua sede, l’esperto ci svela un dato preoccupante: ad Augusta, Priolo e Melilli, dove si registrano 20% di tumori in più rispetto al resto della provincia, donne e uomini sono colpiti in misura quasi uguale. «Un’incidenza ubiquitaria», la definisce il direttore. È come se l’impatto dei contaminanti sulla salute avesse ormai uguale esito dentro e fuori dagli stabilimenti. Un risultato sorprendente già osservato in uno studio del 2013 «su lavoratori della stessa fabbrica, esposti esattamente agli stessi fattori prodottivi e quindi di rischio», spiega il direttore. «I lavoratori residenti nel quadrilatero mostravano un’incidenza tumorale doppia rispetto ai colleghi pendolari, che abitavano altrove».

    È arrivata oggi la conferma, conclude Madeddu, che il rischio di ammalarsi di cancro si sta pericolosamente trasferendo dai soli impianti alla totalità del territorio. Il direttore fa cogliere la gravità della situazione usando un paradosso: «Se con un colpo di bacchetta magica cancellassimo tutte le industrie, avremmo le stesse incidenze tumorali, poiché noi oggi stiamo osservando i risultati delle esposizioni di trenta o quarant’anni fa».

    Per l’esperto le bonifiche devono essere «immediate», per evitare una deflagrazione delle malattie di cancro. Lo ha capito il ministro dell’ambiente Costa, scegliendo di confrontarsi con un «disastro gigantesco», valuta Pippo Giaquinta, responsabile della sezione Legambiente di Priolo. Nei decenni la contaminazione «si è insinuata dappertutto», nel suolo e nelle falde acquifere, si è diffusa nell’aria ed ha avvelenato il mare.
    Una montagna di sedimenti nocivi

    Ma è nella rada di Augusta che oggi si concentra l’attenzione governativa. «Già nel primo metro, indica Sergio Costa, troviamo mercurio, idrocarburi pesanti, esaclorobenzene, diossine e furani». L’Istituto superiore per la protezione e la ricerca ambientale ha censito più di tredici milioni di metri cubi di sedimenti nocivi. Dimensioni che equivalgono alla somma di quattrocento palazzi di ventiquattro piani ciascuno! Un gigantesco impasto tossico che fa crescere i timori di una propagazione nel Mediterraneo.

    Per il mercurio il dato ufficiale è di 500 tonnellate sversate nel mare, dal 1959 al 1980, dall’ex Montedison, poi EniChem. Una quantità accertata dalla Procura di Siracusa. È probabile che nei decenni successivi circa altre 250 tonnellate abbiano raggiunto i fondali. Fa allora impallidire il parallelo con la catastrofe della baia giapponese di Minamata, negli anni settanta. La biologa marina Mara Nicotra tuona: «Nella rada di Augusta si parla di quantità ben superiori alle 400 tonnellate sversate nel mare del Giappone, che provocarono all’epoca circa duemila vittime». Al disastro umano e ambientale di Minamata l’Onu ha dedicato una Convenzione sul mercurio.

    La preoccupazione riguarda anche il consumo di pesce. Concentrazioni da record di mercurio sono state rilevate nei capelli delle donne in stato di gravidanza che si nutrivano di specie ittiche locali. Nel 2006 la Syndial, ex EniChem, decise di risarcire più di cento famiglie con bambini malformati con 11 milioni di euro in totale. Destò scalpore all’epoca l’esborso spontaneo della somma. Nessun tribunale aveva pertanto emesso una sentenza di risarcimento.

    Lo scandalo delle malformazioni da mercurio non è però bastato a bloccare la minaccia. Malgrado il divieto di pesca, lo scorso 6 marzo, nel porto di Augusta, la polizia marittima ha scoperto una rete clandestina di circa 350 metri. «L’ennesima», sottolinea la Capitaneria di Porto. La pesca di frodo non si arresta, e non si sa dove finisce il pesce contaminato.

    L’impressione è che gli atti inquinanti e lesivi della salute sfuggano al controllo. «A Priolo, nel 2018, una centralina accanto ad un asilo pubblico ha registrato per ben due volte sforamenti di emissioni di arsenico, ma si è saputo solo a distanza di un anno», sbuffa Giorgio Pasqua, deputato del Movimento 5 Stelle al parlamento regionale siciliano. In un bar della suggestiva marina di Ortigia, patrimonio dell’Unesco a pochi chilometri dal petrolchimico, ci racconta la sua odissea legislativa per ottenere «un sistema integrato con sensori e centraline per il monitoraggio ambientale». Dopo una lunga battaglia il dispositivo, in vigore da aprile, «permetterà infine di reagire in poche ore, e di capire subito quale impianto industriale è all’origine delle emissioni nocive». Fino ad oggi, lamenta il deputato, la verità è che «abbiamo tenuto un occhio chiuso, se non tutti e due» sull’inquinamento atmosferico.
    Le grandi fabbriche si difendono

    Soltanto negli ultimi mesi la giustizia e la politica hanno inviato chiari segnali di contrasto. A novembre il ministro Costa non ha nemmeno concesso una visita di cortesia al presidente di Confindustria Siracusa. Diego Bivona usa parole forti, «il territorio è diventato inospitale», e denuncia il «clima luddista» che si sarebbe insinuato, secondo lui, nella politica, un fenomeno «che esercita pressioni nei confronti anche della magistratura».

    Lo sfogo del portavoce del petrolchimico avviene a microfoni aperti nella sede dell’organizzazione. Avverte che le industrie hanno fin qui «mostrato una grande resilienza», ma «potrebbero un giorno andarsene con danni importanti in termini di impiego». L’avvertimento è chiaro, a forza di tirare la corda si spezza. Fa notare che «l’Eni e le altre aziende non investono più nel territorio da dieci anni, se non per adeguamento a normative ambientali» e che, nel 2013, «il gruppo italiano Erg ha venduto la sua raffineria» alla multinazionale russa Lukoil. Il cambio della guardia con le aziende italiane è stato ultimato nel 2018, quando il gigante algerino Sonatrach è subentrato a Esso Italia.

    Il presidente di Confindustria Siracusa si dice anche stupito dalla «cecità di chi guarda esclusivamente alle grandi fabbriche e non vede l’inquinamento generato dalla molteplici attività che si svolgono nel territorio». Sottolinea che nelle parcelle private occupate dall’industria «è stato realizzato il 68% delle bonifiche». Pure l’adeguamento degli impianti dichiara il presidente, «è in avanzato stato di completamento» riguardo alle prescrizioni del ministero dell’Ambiente, mentre «non sono accettabili» i limiti previsti nel recente Piano regionale della qualità dell’aria, su cui è pendente un ricorso, «in quanto si basa su dati di emissioni obsoleti».

    «Le fabbriche si oppongono a tutto», deplora il sindaco di Augusta Cettina Di Pietro, una delle figure politiche in prima linea nella lotta contro l’inquinamento. Lo scorso anno la pentastellata si è allineata sulle posizioni del presidente di centrodestra della Regione Sicilia, Nello Musumeci, in contrasto con Confindustria sul tema dell’inquinamento atmosferico. «Ma è una battaglia impari». Nel suo ufficio, dove il sole di marzo fatica a crearsi uno spiraglio, la prima cittadina si mostra lucida sull’esito della lotta: «Il territorio non è ancora pronto a fronteggiare il fenomeno, gli enti e le municipalità sono sprovvisti di personale qualificato». Lo squilibrio balza agli occhi nei tavoli di discussione: «Spesso ci ritroviamo in tre, io, un assessore e un consulente; dall’altra parte, un esercito di avvocati ed esperti».

    Al potere politico e giudiziario incombe oggi il compito di spezzare lo stato di paralisi in cui da anni sprofonda il territorio. «Fin qui non ci è riuscito nessuno», ricorda però Pippo Giaquinta, storico attivista di Legambiente a Priolo. «Capiremo nei prossimi mesi se si continuerà a scrivere un nuovo capitolo di questo interminabile dramma, o se riusciremo a mettere un punto finale».
