    Let’s talk more about these extremely sketchy construction amnesties, and what they offered.

    In very simple terms, the Turkish government allowed constructors to be retroactively exempt buildings with a small fee.

    This scheme netted more than 3$bn to the central government, all while 50% of buildings in Turkey were built in violation of seismic regulations.

    In fact, just a few days before the earthquake, a draft law was proposed to parliament which would grant further amnesty.

    Circling back to 2020 and the destruction in Izmir, a report from BBC revealed that 672,000 buildings had benefited from the construction amnesty.

    The Riza Bey Apartment for example was built on a marsh with poor materials, yet was granted an amnesty along with many more.

    Since 1948, these “zoning amnesty” laws have been passed 19 times, netting billions to the country’s coffers and popularity to the government.

    The Minister of Urban Planning even commented that “pardoned buildings don’t have to be durable or solid”, unsurprisingly.

    Let’s quickly touch on the earthquake tax.

    Roughly speaking, the earthquake tax is an additional tax on a number of financial transactions, from paying income tax to purchasing plane tickets.

    Created in order to fund a disasters fund, this tax has come under scrutiny.

    Former Finance Minister Mehmet Simsek admitted it was used to fund highway construction.

    President Erdogan said it’s “no one’s business” how the funds gathered from the earthquake tax were being used.

    A recipe for disaster, combined with routine governmental mismanagement and local corruption.

    That’s what led to an absolutely massive catastrophe.

    While frequently lambasting local authorities and constructors for “murderous negligence”, much of this is the result of AKP policy.

    In particular, the continuous push for economic expansion.

    Highways (with earthquake tax income), ports, bridges and, of course, massive residential complexes for a very large population.

    There’s already complaints from Hatay that they’re being forgotten.

    Sooner or later, the government’s rescue efforts will give way to failures before the disaster struck.

    Maybe, there’s a real possibility Erdogan manages to scrape through this crisis, however I wouldn’t bet on it.

    The opposition is more united than usual, and their relatively consistent approach on seismic safety makes them seem like a solution.

    The solidarity shown by those branded as “enemies” of Turkey hurts the more aggressive policy that Erdogan has tried to follow on the world stage.

    Once again, the first month or so will be crucial to see whether Erdogan will survive in May’s presidential election.

    It’s impact will not be confined to the collapsed apartments of Antakya and Kahramanmaraş, and I believe we have a long way to go still.

    Imaginez ces pauvres gens, encore ensevelis sous des décombres, qui guettent le moindre des secours, et qui entendent soudain le son amplifié des salat (faire part de décès) qui leur parvient, dans leur prison de gravats. Comment leur dire mieux “mourrez en paix”, qu’en leur soufflant dans les oreilles une prière des morts ? “Il n’y en avait pas en stock pour encourager les secours” me dira-t-on. D’ailleurs, les secours de l’Etat auront sans doute quelque retard, le temps de remettre leurs chaussures (...)

[…] Pékin produit 44 % de l’#indium consommé dans le monde, 55 % du vanadium, près de 65 % du #spath_fluor et du #graphite naturel, 71 % du germanium et 77 % de l’antimoine. La Commission européenne tient sa propre liste et abonde dans le même sens : la Chine produit 61 % du silicium et 67 % du germanium. Les taux atteignent 84 % pour le tungstène et 95 % pour les terres rares. Sobre conclusion de Bruxelles : « La Chine est le pays le plus influent en ce qui concerne l’approvisionnement mondial en maintes matières premières critiques ». »

    « La République démocratique du Congo produit ainsi 64 % du #cobalt, l’Afrique du Sud fournit 83 % du platine, de l’iridium et du #ruthénium, et le Brésil exploite 90 % du #niobium. L’Europe est également dépendante des États-Unis, qui produisent plus de 90 % du #béryllium . »

    « Les 14 pays membres de l’OPEP, capables depuis des décennies d’influencer fortement les cours du baril, ne totalisent « que » 41 % de la prod. mondiale d’or noir… La Chine, elle, s’arroge jusqu’à 99 % de la prod. mondiale de terres rares, le + convoité des métaux rares ! »

    Aimants — « Alors qu’à la fin de la décennie 1990 le Japon, les États-Unis et l’Europe concentraient 90 % du marché des aimants, la Chine contrôle désormais les 3/4 de la production mondiale ! Bref, par le jeu du chantage « technologies contre ressources », le monopole chinois de la production des minerais s’est transposé à l’échelon de leur transformation. La Chine n’a pas trusté une, mais deux étapes de la chaîne industrielle. C’est ce que confirme la Chinoise Vivian Wu : « Je pense même que, dans un avenir proche, la Chine se sera dotée d’une industrie de terres rares totalement intégrée d’un bout à l’autre de la chaîne de valeur. » Vœu déjà en partie réalisé. Il a surtout pris racine dans la ville de #Baotou, en #Mongolie-Intérieure . »

    « Baotou produit chaque année 30 000 tonnes d’aimants de terres rares, soit le tiers de la production mondiale. »

    « Nos besoins en métaux rares se diversifient et s’accroissent de façon exponentielle. […] D’ici à 2040, nous devrons extraire trois fois plus de terres rares, cinq fois plus de tellure, douze fois plus de cobalt et seize fois plus de #lithium qu’aujourd’hui. […] la croissance de ce marché va exiger, d’ici à 2050, « 3 200 millions de tonnes d’acier, 310 millions de tonnes d’aluminium et 40 millions de tonnes de #cuivre 5 », car les éoliennes engloutissent davantage de matières premières que les technologies antérieures.

    .. « À capacité [de production électrique] équivalente, les infrastructures […] éoliennes nécessitent jusqu’à quinze fois davantage de #béton, quatre-vingt-dix fois plus d’aluminium et cinquante fois plus de fer, de cuivre et de verre » que les installations utilisant des #combustibles traditionnels, indique M. Vidal. Selon la Banque mondiale, qui a conduit sa propre étude en 2017, cela vaut également pour le solaire et pour l’hydrogène. […] La conclusion d’ensemble est aberrante : puisque la consommation mondiale de métaux croît à un rythme de 3 à 5 % par an, « pour satisfaire les besoins mondiaux d’ici à 2050, nous devrons extraire du sous-sol plus de métaux que l’humanité n’en a extrait depuis son origine ».

    .. Que le lecteur nous pardonne d’insister : nous allons consommer davantage de #minerais durant la prochaine génération qu’au cours des 70 000 dernières années, c’est-à-dire des cinq cents générations qui nous ont précédés. Nos 7,5 milliards de contemporains vont absorber plus de #ressources_minérales que les 108 milliards d’humains que la Terre a portés jusqu’à ce jour. » (211-214)

    Sans parler des « immenses quantités d’eau consommées par l’industrie minière, [des] rejets de gaz carbonique causés par le transport, [du] #stockage et [de] l’utilisation de l’énergie, [de] l’impact, encore mal connu, du recyclage des technologies vertes [de] toutes les autres formes de pollution des #écosystèmes générées par l’ensemble de ces activités [et] des multiples incidences sur la biodiversité. » (215)

    « D’un côté, les avocats de la transition énergétique nous ont promis que nous pourrions puiser à l’infini aux intarissables sources d’énergie que constituent les marées, les vents et les rayons solaires pour faire fonctionner nos technologies vertes. Mais, de l’autre, les chasseurs de métaux rares nous préviennent que nous allons bientôt manquer d’un nombre considérable de matières premières. Nous avions déjà des listes d’espèces animales et végétales menacées ; nous établirons bientôt des listes rouges de métaux en voie de disparition. » (216)

    « Au rythme actuel de production, les #réserves rentables d’une quinzaine de métaux de base et de métaux rares seront épuisées en moins de cinquante ans ; pour cinq métaux supplémentaires (y compris le fer, pourtant très abondant), ce sera avant la fin de ce siècle. Nous nous dirigeons aussi, à court ou moyen terme, vers une pénurie de vanadium, de #dysprosium, de #terbium, d’#europium & de #néodyme. Le #titane et l’indium sont également en tension, de même que le cobalt. « La prochaine pénurie va concerner ce métal, Personne n’a vu le problème venir. »

    « La #révolution_verte, plus lente qu’espéré, sera emmenée par la Chine, l’un des rares pays à s’être dotés d’une stratégie d’approvisionnement adéquate. Et Pékin ne va pas accroître exagérément sa production de métaux rares pour étancher la soif du reste du monde. Non seulement parce que sa politique commerciale lui permet d’asphyxier les États occidentaux, mais parce qu’il craint à son tour que ses ressources ne s’amenuisent trop rapidement. Le marché noir des terres rares, qui représente un tiers de la demande officielle, accélère l’appauvrissement des mines, et, à ce rythme, certaines réserves pourraient être épuisées dès 2027. »

    De la question « du #taux_de_retour_énergétique (#TRE), c’est-à-dire le ratio entre l’énergie nécessaire à la production des métaux et celle que leur utilisation va générer. […] C’est une fuite en avant dont nous pressentons l’absurdité. Notre modèle de production sera-t-il encore sensé le jour où un baril permettra tt juste de remplir un autre baril ? […] Les limites de notre système productiviste se dessinent aujourd’hui plus nettement : elles seront atteintes le jour où il nous faudra dépenser davantage d’énergie que nous ne pourrons en produire. »

    « Plusieurs vagues de #nationalisme minier ont déjà placé les États importateurs à la merci de pays fournisseurs prtant bien moins puissants qu’eux. En fait de mines, le client ne sera donc plus (toujours) roi. La géopolitique des métaux rares pourrait faire émerger de nouveaux acteurs prépondérants, souvent issus du monde en développement : le #Chili, le #Pérou et la #Bolivie, grâce à leurs fabuleuses réserves de lithium et de cuivre ; l’#Inde, riche de son titane, de son #acier et de son #fer ; la #Guinée et l’#Afrique_australe, dont les sous-sols regorgent de bauxite, de chrome, de manganèse et de platine ; le Brésil, où le bauxite et le fer abondent ; la Nouvelle-Calédonie, grâce à ses prodigieux gisements de #nickel. » (226-227)

    « En engageant l’humanité ds la quête de métaux rares, la transition énergétique & numérique va assurément aggraver dissensions & discordes. Loin de mettre un terme à la géopol. de l’énergie, elle va au contraire l’exacerber. Et la Chine entend façonner ce nouveau monde à sa main. »

    « Les #ONG écologistes font la preuve d’une certaine incohérence, puisqu’elles dénoncent les effets du nouveau monde plus durable qu’elles ont elles-mêmes appelé de leurs vœux. Elles n’admettent pas que la transition énergétique et numérique est aussi une transition des champs de pétrole vers les gisements de métaux rares, et que la lutte contre le réchauffement climatique appelle une réponse minière qu’il faut bien assumer. » (234-235)

    « La bataille des terres rares (et de la transition énergétique et numérique) est bel et bien en train de gagner le fond des mers. Une nouvelle ruée minière se profile. […] La #France est particulièrement bien positionnée dans cette nouvelle course. Paris a en effet mené avec succès, ces dernières années, une politique d’extension de son territoire maritime. […] L’ensemble du #domaine_maritime français [est] le deuxième plus grand au monde après celui des #États-Unis. […] Résumons : alors que, pendant des milliers d’années, 71 % de la surface du globe n’ont appartenu à personne, au cours des six dernières décennies 40 % de la surface des océans ont été rattachés à un pays, et 10 % supplémentaires font l’objet d’une demande d’extension du plateau continental. À terme, les États pourvus d’une côte exerceront leur juridiction sur 57 % des fonds marins. Attirés, en particulier par le pactole des métaux rares, nous avons mené, en un tps record, la + vaste entreprise d’#appropriation_de_territoires de l’histoire. »

    « Le projet, entonné en chœur par tous les avocats de la #transition_énergétique et numérique, de réduire l’impact de l’homme sur les écosystèmes a en réalité conduit à accroître notre mainmise sur la #biodiversité. » (248)

  • Rentrer ou pas à #Futaba, près de #Fukushima : le dilemme des anciens habitants

    La dernière des 11 municipalités évacuées en 2011 à proximité de la centrale nucléaire de Fukushima accueille de nouveau des habitants sur 10 % de son territoire. La levée de l’#interdiction_de_résidence, présentée comme un pas vers la #reconstruction, ne déclenche pas l’enthousiasme.

    Lorsque Shinichi Kokubun, 72 ans, emménagera dans son logement HLM tout neuf, il pourra apercevoir au loin les ruines de son ancienne maison, qui fut détruite à 80 % par le tremblement de terre de mars 2011. Devant l’ampleur des travaux, il a préféré la laisser pour s’installer dans un trois pièces du projet immobilier flambant neuf actuellement en construction près de la gare de Futaba.

    « Mon ancien voisin, lui, est retourné chez lui. Moi, je vais devoir attendre octobre 2023 pour rentrer mais je peux bien patienter un an de plus », dit en souriant le septuagénaire. Plus de onze ans qu’ils attendent. En mars 2011, les 7 000 habitant·es de Futaba ont fui leur ville, dans la peur et la panique, chassé·es par la menace de la centrale nucléaire de #Fukushima_Daiichi, qui se trouve à trois kilomètres de là. Maisons, affaires, souvenirs, ils ont tout abandonné, contraints de recommencer leur vie ailleurs.

    Mais depuis le 31 août dernier, 10 % du territoire de Futaba a été déclaré habitable par les autorités. Une décision qui entre dans le projet de #revitalisation de la région mis en place après le #tremblement_de_terre. La commune, sur laquelle se trouve en partie la centrale nucléaire endommagée, était la dernière des 11 municipalités évacuées en 2011 à être encore frappée, sur 96 % de son territoire, d’une interdiction totale de résidence. 

    Depuis la réouverture partielle, une vingtaine de personnes se sont réinstallées. Le 1er octobre, le lotissement de #Shinichi_Kokubun, baptisé « Le village de la communauté », a ouvert une première tranche de 25 logements qui a accueilli ses résident·es. D’ici à un an, il comptera 86 habitations, auxquelles s’ajouteront trois bâtiments de vie commune et un service de consultations médicales.

    « Nous voulons passer la barre des 2 000 habitants à Futaba dans les cinq ans », explique Naoya Matsubara, fonctionnaire qui s’attelle au projet de reconstruction de la ville. Un pari qui est loin d’être gagné : selon une enquête réalisée cette année, moins de 11 % des 5 562 ancien·nes résident·es toujours en vie se disent prêt·es à revenir vivre à Futaba. Il faut dire qu’au-delà des logements, il n’y a rien. Pas de commerces, de supermarchés, de médecins ni d’écoles…

    En guise de restauration, une camionnette vient le midi, en semaine, pour proposer quelques plateaux-repas et snacks. La ville vit au rythme des engins de chantier. En plus d’être aux portes de la #zone_interdite, celles et ceux qui viendront vivre ici seront cerné·es d’immeubles et d’habitations toujours en cours de #décontamination et de démolition, qui ponctuent le paysage.

    Fin août, le gouverneur de Fukushima, Masao Uchibori, déclarait que « les étapes du chantier de décontamination à venir, ainsi que le traitement des maisons et des terres de ceux qui ne souhaitent pas rentrer, n’ont pas encore été définis ». 

    Le retour n’est-il pas prématuré ? « Au Japon, lorsqu’il s’agit de construire des bâtiments, ils sont très efficaces, explique Trishit Banerjee, étudiant à l’université du Tohoku, investi dans le tourisme dans la préfecture de Fukushima, en particulier Futaba. Mais l’aspect communautaire n’est pas suffisamment réfléchi. C’était la même chose en 1995, après Kōbe. » 

    Les beaux bâtiments donnent « l’impression que la reconstruction va vite. Mais lorsque l’on creuse, on se rend compte que les besoins des résidents n’ont pas été pris en compte ». À une heure d’ici, dans le quartier de #Nakoso, dans la ville d’#Iwaki, 237 personnes évacuées, parmi lesquelles 131 venaient de Futaba, vivent dans une HLM.

    Shinichi Kokubun y réside depuis quatre ans. Lors d’une réunion de consultation tenue en 2020, les personnes évacuées avaient émis de nombreuses inquiétudes à propos du « village de la communauté », par exemple son manque d’accessibilité.

    « Beaucoup d’anciens résidents sont âgés aujourd’hui. Les allées sont trop étroites dans le nouveau lotissement », se désole Shinichi Kokubun. Il bondit à la sirène de l’ambulance. « Les secours viennent souvent ici. Je vais vérifier si quelqu’un a besoin d’aide », dit en s’éclipsant quelques minutes celui qui prête volontiers main-forte à la communauté.

    L’abnégation de Shinichi Kokubun est désarmante : « Il ne me reste plus beaucoup d’années à vivre : autant me rendre utile. » Dans le nouveau lotissement, il espère simplement pouvoir aider. « Je n’ai pas besoin de grand-chose, confie-t-il. Je suis veuf, mes deux fils sont grands. Mes parents sont décédés. Je n’ai pas de petits-enfants. Je peux vivre n’importe où et je ne pense pas aux risques pour ma vie. » 

    Une population discriminée

    Né à Motomiya, un peu plus au nord de la préfecture, il s’installe à Futaba, à l’époque pour travailler dans la centrale. En 2011, il s’apprêtait à prendre sa retraite quand la catastrophe frappe. Ce jour-là, comme les 165 000 personnes évacuées de la préfecture de Fukushima, il ne l’oubliera jamais. Il était à Tokyo – « c’était la panique ». Il remue alors ciel et terre pour rentrer chez lui et retrouver sa famille.

    Une fois à Futaba, l’ordre d’évacuer tombe : les heures de bouchons sur les routes pour fuir la radioactivité, les nuits en centres d’évacuation. « C’était le chaos, la nuit on ne pouvait pas dormir. » De cette expérience tragique, il veut en tirer un enseignement pour l’avenir : « Je suis sûr que je peux aider à la prévention de catastrophes. »

    Le 11 mars 2011, le tremblement de terre du Tohoku fait près de 20 000 morts, dont 1 614 dans la préfecture de Fukushima, auxquels s’ajoutent 196 personnes disparues. Depuis, la préfecture a déclaré 2 333 décès supplémentaires parmi les personnes évacuées (chiffre de mars 2022), dus aux conséquences de la catastrophe.

    La femme de Shinichi Kokubun, décédée en 2015, en fait partie, confie-t-il sans s’étendre. Problèmes de santé mais aussi suicides sont élevés chez les évacué·es : comme les hibakusha, les survivants de la bombe atomique avant eux, ils ont souffert et souffrent toujours d’une #discrimination sévère.

    On ne veut pas d’eux en ville, on ne veut pas leur dire bonjour. Comme si l’exposition à la #radioactivité était honteuse, voire contagieuse. Dans le nouveau Futaba, « va-t-on devenir une attraction ? », s’inquiète Shinichi Kokubun, qui craint l’étiquette de village de la zone interdite. « À Tchernobyl, on ne peut pas approcher si près. Futaba va attirer du tourisme macabre, je le crains. » 

    Pour Katsuyoshi Kuma, 71 ans, rentrer à Futaba dans les conditions actuelles, c’est hors de question. « Ce n’est pas que l’on ne veut pas rentrer, c’est plutôt que l’on ne peut pas décemment le faire. » Pour cet enfant du pays, l’ensemble est pensé à l’envers : avant d’installer des gens, il faut d’abord réfléchir à leurs conditions de vie. « Comment va-t-on survivre ? Et ceux qui ne veulent pas d’une HLM, où vont-ils aller ? » 

    La maison de Katsuyoshi Kuma se trouve dans la partie de la ville où l’interdiction de résider n’a toujours pas été levée. Sa maison risque de rester inaccessible encore un certain temps, si ce n’est toujours. « La zone qui a été rouverte concentrait autrefois plus de 60 % de la population. Nous, nous vivions dans la montagne. » Futaba, c’était le quotidien d’une « petite ville de campagne ». « Il y avait pas mal d’agriculteurs. » 

    Les habitant·es qui travaillaient la terre « ne veulent plus revenir ». Désabusé, Katsuyoshi Kuma rêve néanmoins de « rentrer un jour pour cultiver des légumes et du riz sur [s]on lopin de terre ». En attendant, il ne retournera pas vivre à Futaba. « Si je ne peux pas retourner dans ma maison, cela ne m’intéresse pas. » 

    Il vit aussi à Nakoso, mais pas dans le quartier des personnes évacuées. Il préfère s’en éloigner un peu mais pas trop : comme autrefois, lorsque du haut de ses montagnes il continuait de garder un œil bienveillant sur sa communauté, sans trop s’y mêler.

    La zone devrait-elle rester condamnée ? La menace de la radioactivité est-elle pleinement levée ? Cette ville dont la centrale assurait autrefois l’emploi d’une grande partie des habitant·es parviendra-t-elle à recréer un bassin économiquement viable ?

    Dans la mairie, une centaine de fonctionnaires travaillent à relancer la machine. Ils comptent aussi sur de nouveaux arrivants, originaires d’autres régions du Japon, qui veulent participer à l’effort de reconstruction. Sur la question de la radioactivité, les autorités locales se veulent rassurantes.

    « Je comprends la peur, avoue Naoya Matsubara. Mais en 2011, les doses de radioactivité étaient très élevées, cela n’a plus rien à voir avec aujourd’hui. » Shinichi Kokubun et Katsuyoshi Kuma ont décidé de faire confiance. Malgré ce qu’ils ont vécu, ils ne sont pas contre le nucléaire. Pour eux, la décontamination est « un chantier qui fonctionne et il n’y a pas de raisons de croire que l’on nous ment ».

    Trishit est plus tourmenté. « C’est une peur que je garde dans un coin de ma tête… Mais que faire ? Abandonner ? Est-ce que l’on devrait empêcher les gens de rentrer chez eux si c’est leur vœu le plus cher ? » Il poursuit : « Il faut garder espoir. » 

    Ce redémarrage à zéro, l’étudiant, débordant d’optimisme, le perçoit aussi comme une « occasion de réfléchir à notre lieu de résidence, de repenser la ville selon les besoins des citoyens, de façon durable ». Si la communauté se reconstruit ainsi, « ce sera une expérience humaine incroyable ».

    Katsuyoshi Kuma boit son café glacé. Il se redresse et sans un mot, il tire sur son tee-shirt, découvrant sa gorge et une large cicatrice. « J’ai été opéré de la thyroïde il y a quatre ans. Tout de suite, j’ai pensé à la centrale. Y a-t-il un lien ? » À l’époque, il contacte Tepco. « Un employé, qui est resté anonyme, m’a dit d’aller au tribunal. » 

    Pourtant, Katsuyoshi Kuma ne fera rien. « C’est compliqué pour moi, ce type de procédure. Je me suis résigné. La cause, je ne la connaîtrai jamais... » Mais il affirme : « Je ne suis pas le seul. D’autres ont vécu la même chose que moi. On ne saura jamais vraiment à quelles doses nous avons été exposés lorsque nous avons évacué. C’est vrai que nous aussi nous sommes des #hibakusha. » Depuis le 11 mars 2011, « nos vies ont été bien sombres ».

    21.8.2022 von Ode Maria Punamäe - Vom Rummelsburger Ufer aus sind sie gut zu sehen. Oder auch vom Treptower Park aus: mehrere Boote, die auf der Mitte des Flusses zusammengebunden sind. Sie wirken fast wie schwimmende Inseln, sie bewegen sich nur leicht, wie im Fluss verankert. Manchmal kann man Menschen sehen, die darauf herumlaufen. Wer lebt dort? Juan sitzt am Ufer der Rummelsburger Bucht. Er sagt: „Ja, ich wohne auf einem der Boote.“ Und: „Klar, komm mit, ich zeig es dir, mein Zuhause.“

    Boot 1: „Berlin ist so anstrengend und stressig“

    Eine Minute später fährt Juan mit seinem kleinen Motorboot herum, vorbei an mehreren Hausbooten. Einige sehen aus, als würden sie bald zusammenfallen oder untergehen. Andere sind größer und schicker. Eine ältere Frau winkt im Vorbeifahren. „Für viele Menschen hier“, sagt Juan, „ist das Boot ihr einziges Zuhause.“ Das sei bei rund der Hälfte der Menschen der Fall.

    Nach ein paar Minuten Fahrt steigen wir auf sein Boot. Als der Motor abgestellt ist, wird es plötzlich ganz still. Kein Großstadtlärm ist mehr zu hören, nur das Rauschen der Wellen und leise Musik aus einem kleinen Radio irgendwo. Aber die Musik kommt nicht von Juans Boot, sondern von einem der anderen Boote, die mit seinem verbunden sind. Die Boote haben sich zusammengeschlossen, vor allem aus Sicherheitsgründen: Wenn einer der Bewohner ans Ufer fährt, kann ein anderer sein Haus im Auge behalten.

    Juans Freundin heißt Tatjana, sie wohnt mit ihm schon seit längerem auf dem Boot. „Das ist gut für die Seele“, sagt sie. „Ich bin hier viel mehr mit der Natur verbunden.“ Sie habe zwar eine eigene Wohnung in der Stadt, aber so oft wie möglich sei sie auf dem Boot. Im September wird sie ihre Wohnung in Friedrichshain ganz aufgeben. „Ich mag nicht, dass mein ganzes Geld für die Miete draufgeht“, sagt sie, „außerdem habe ich mich schon daran gewöhnt, auf dem Wasser zu leben.“ Wenn es im Winter zu kalt werde, könne sie in der Wohnung ihrer Mutter schlafen.

    Es ist meine Entscheidung, auf dem Boot zu leben. Torsten, Ex-Lkw-Fahrer

    In den Sommermonaten, so berichten es die Bewohner, ist das Leben leicht. Die Leute unternehmen etwas zusammen, verbringen fröhliche Nächte miteinander. Im Winter ist die Atmosphäre etwas rauer, und die Leute, die das ganze Jahr über hier wohnen, geraten leichter in Streit. Gerade dann wird klar, dass man die Gemeinschaft der anderen braucht. Immer ist etwas zu reparieren, und allein wird es schnell langweilig.

    Tatjana ist in Berlin geboren, aber hat die Stadt nie wirklich gemocht. „Berlin ist so anstrengend und stressig“, sagt sie. „Ich habe dort auch nie richtig gute Freunde gefunden.“ Auf dem Fluss habe sie das Gefühl, zu einer Gemeinschaft zu gehören. „Wir haben alle die gleiche Leidenschaft für Boote und Wasser.“ Aber das heißt nicht, dass es keine Probleme gebe.

    Boot 2: „Irgendwann geht es wahrscheinlich nicht mehr“

    Ein kleines Boot schwimmt vorbei. Es ist beladen mit Baumstämmen, Seilen und allerlei Baumaterial. Inmitten all dieser Dinge sitzt Torsten, der gerade aus seinem Bootshaus gekommen ist. Der 59-jährige Mann lebt seit neun Jahren auf dem Fluss. Früher hat er als Lkw-Fahrer gearbeitet, jetzt lässt seine Gesundheit das nicht mehr zu. „Es ist meine Entscheidung, auf einem Boot zu leben.“ Bis vor zwei Jahren war er Teil der größten Bootsinsel in der Mitte der Spree, „Neu-Lummerland“. Aber Torsten erzählt, das sie sich entschieden haben, auseinander zu fahren, wegen interner Spannungen, aber auch wegen der vielen Regeln des Senats.

    Mit den Jahren sei es immer schwieriger geworden, eine Stelle zu finden, wo man ankern darf. Außerdem gibt es immer mehr Vorschriften für den Bau eines Hausboots: Die Boote dürfen eine bestimmte Größe nicht überschreiten und wenn doch, werden sie sofort ans Ufer geschickt. Die Wasserschutzpolizei fährt jeden Tag eine Runde und fordert die Boote manchmal auf, näher ans Ufer zu rücken oder fragt nach ihren Papieren.

    Torsten aber fühlt sich wohl hier. „Die Gruppe der Rummelsburger Bootshausgemeinde ist in den letzten Jahren sogar gewachsen“, sagt er, „wohl auch, weil die Mieten in der Stadt immer höher werden.“ Er glaubt, dass es bald keinen Platz mehr auf dem Wasser für neue Leute geben wird. „Es gibt auch immer mehr Geschäfte und Touristenboote.“ Gentrifizierung ist auch auf dem Wasser ein Thema. Ob Torsten hier für den Rest seines Lebens bleibe, weiß er noch nicht. „Irgendwann geht es wahrscheinlich einfach nicht mehr“, sagt er, „weil es anstrengend ist und ich älter werde.“

    Boot 3: „Das Einzige, was fehlt, ist eine Kirche“

    Nicht jeder Bootsbewohner will öffentlich sprechen. Manche sind hier, weil sie sich von der Stadt und auch von der Welt abgrenzen wollen. Da ist Candy, der gerade sein Boot bemalt. Der 51-Jährige hat an einer Reality-Show teilgenommen und hat kein Problem mit Öffentlichkeit: „Ich bin sowieso überall im Internet.“ Er lebt erst seit einer Woche auf dem Boot und besucht einen Freund. Es sei wie überall: Manche wollen Partys, andere nur Geld verdienen. „Das hier ist wie ein Dorf in der Stadt“, sagt Candy, „das Einzige, was fehlt, ist eine Kirche."

    Tatsächlich, wer genauer hinblickt, merkt: Hier auf dem Fluss lebt ein Querschnitt der Berliner Gesellschaft. Es gibt Obdachlose, die von staatlicher Hilfe leben, direkt neben gutverdienenden IT-Spezialisten, deren Boot ihr Homeoffice ist, bis hin zu reichen Geschäftsleuten, die Bootsfahrten für Touristen anbieten. Manche leben hier, weil sie nichts Besseres gefunden haben, aber die meisten schlafen einfach lieber auf dem Wasser.

    Candy zeigt auf die Wohnhäuser direkt am Fluss und erzählt von den Leuten in den schicken Wohnungen mit Wasserblick. Der Unterschied könnte größer nicht sein. Eine 3-Zimmer-Wohnung koste hier rund eine Million Euro, das billigste Boot sei nur 1000 bis 2000 Euro wert. Die Menschen auf dem Fluss haben eine WhatsApp-Gruppe mit über 300 Mitgliedern. Dort reden sie über nötige Reparaturen von Booten, sie fragen, ob jemand ein Kanu vermisse oder schimpfen über die Reichen am Ufer. Im Chat gibt es aber auch einige Nachrichten, die von einer Person handeln, die letzte Woche auf ihrem Boot verstorben ist.

    Boot 4: „Wir versuchen, ihm zu helfen, ins Leben zurückzukehren“

    Alle Bewohner auf den ersten drei Booten haben einen „Kapitän“ erwähnt. Zum Abschluss der Tour fährt Juan noch ein dunkelrotes Boot an. Es ist, so sagt man sich, das älteste Boot im Fluss, 135 Jahre alt ist es. „Das ist der Maestro“, sagt Juan und zeigt auf einen langhaarigen Türken namens Cahit. Der 61-Jährige ist der, zu dem alle kommen, wenn es Probleme gibt. „Ich bin so etwas wie ein Friedensstifter", sagt Cahit. Mal hat jemand ein Paddel gestohlen, mal ist Benzin verschwunden. „Es ist ein Kindergarten hier!“ Nur Gewalt wird nicht geduldet. Wer schlägt, der muss ans Ufer.

    Cahits Boot liegt seit drei Jahren an der Rummelsburger Bucht, er lebt seit 25 Jahren auf diesem Boot. Sein Zimmer ist nur zehn Quadratmeter groß, in einer Ecke ist die Toilette, einen Meter weiter die Küche. Ein Bett, ein Tisch. Mehr brauche er nicht. In 25 Jahren ist sein Boot zweimal gesunken und wieder zusammengebaut worden, und das sieht man auch, es sieht abgenutzt aus. Trotzdem will Cahit für immer auf diesem Boot bleiben. Er könne nicht mehr in einem Haus leben, dann würde er sich wie eingesperrt fühlen.

    Zweimal pro Woche macht er Musik in den Clubs. Der Mann hat weder eine Krankenversicherung noch ein Bankkonto, aber das Geld, das er durch das Auflegen von Techno und Elektro in den Clubs verdient, reicht ihm. „Im Gegensatz zu mir leben hier viele Leute vom Staat“, sagt er.

    Neulich sei die Gemeinschaft wieder gewachsen. Das war im letzten Winter, da schliefen sieben Leute direkt am Ufer in einem Busch. Damals war ein Boot übrig, sie luden die Menschen auf das Boot und diese blieben bis heute. Sie leben jetzt wie eine Gemeinschaft zusammen und sind sehr dankbare Menschen.

    Am Ende erzählt Cahit von dem toten Mann aus dem WhatsApp-Chat. Der Mann, der letzte Woche auf einem Boot gestorben ist, war der siebte Tote, den Cahit in seinen drei Jahren hier gesehen hat. „Einer war Alkoholiker, die anderen hatten eine Überdosis Speed oder Kokain, alles Mögliche.“ Man könne den Drogenkonsum auf den Booten nicht regulieren. „Aber wenn wir sehen, dass jemand zu viel nimmt, versuchen wir einfach, ihm zu helfen, wieder ins Leben zurückzukehren.“

    Der Kapitän zeigt auf einen kleinen Zettel an einer Wand. Er erzählt, dass er statt zu Gott zur Mutter Erde bete. Auf dem Zettel habe er Regeln aufgeschrieben, um besser mit Mutter Erde zusammenzuleben. Mit grünem Filzstift stehen dort zehn Wörter untereinander: Liebe, Empathie, Glücklich sein, Wissen, Verantwortung, Vergebung, Dankbarkeit, Respekt, Ehrlichkeit, Nachhaltigkeit. Candy hatte gesagt, dass es in diesem seltsamen Dorf keine Kirche gibt. Wenn es eine gebe, dann wäre es dieses alte Boot des Kapitäns.

    Dal terremoto dell’aprile 2009 il capoluogo abruzzese è ancora un cantiere. Il podcast “#L’Aquila_fenice” racconta l’urgenza di costruire un’identità per la futura città. Partendo dalla rielaborazione collettiva di quanto accaduto.

    Se il terremoto ha insegnato qualcosa agli aquilani è a sperimentare, a lanciarsi nelle sfide, a collaborare, a creare nuove realtà e soluzioni dal basso”, dice Alessandro Chiappanuvoli. Giornalista, scrittore, il 6 aprile del 2009 aveva 28 anni e stava per decidere di abbandonare la sua città, per lavorare come cooperante in Sud America dopo essersi laureato in Sociologia della multiculturalità a Urbino. Non se n’è mai andato, però: a luglio ha riassunto tredici anni di vita in un podcast, “L’Aquila fenice”, prodotto da Spotify studios in collaborazione con Chora Media e Maxxi. “La memoria di ciò che è stato è fondamentale -dice- L’Aquila non può permettersi di non essere testimone del proprio terremoto. Non è più la città che stavo per abbandonare, ma un centro nevralgico di sperimentazione. Questo fermento deve essere alimentato. Ricostruite le case andrà ricostruita la città, l’idea di città, e l’identità dei suoi cittadini”.

    Attraversare un terremoto cambia l’approccio alla vita nel quotidiano. Porta a chiedersi “quand’è che sono felice?”. Che cosa significa questa domanda per te?
    AC Il terremoto è un momento di crisi, individuale e collettivo. Come tale porta con sé un dono, un’opportunità, quella di poter ripensare la propria vita. A me è accaduto nel 2010 quando mi posi la domanda che riporto nel podcast, e la risposta fu facile: “Quando scrivo”. Dopo 13 anni credo che il valore che ho dato a quella domanda e l’approccio alla vita non siano cambiati. La mia esistenza può finire da un giorno all’altro e devo viverla come se fosse sempre l’ultimo giorno, nel lavoro, nei sentimenti, nella socialità e nella vita politica (ovvero nella vita finalizzata alla realizzazione del bene comune). Ogni giorno cerco di andare a dormire sereno, soddisfatto, e così mi sveglio propositivo, energico, con la voglia di fare ancora di più.

    Nel podcast racconti del grande attivismo post-terremoto, della mobilitazione dei giovani e non solo, di progetti come Casematte e 3e32. Però L’Aquila è stato il primo capoluogo di Regione in cui Fratelli d’Italia (FdI) ha vinto le elezioni, nel 2017. Perché?
    AC Le elezioni del 2017 furono controverse. Il candidato del Partito democratico perse al ballottaggio ma era dato come sicuro vincitore. E non credo che la vittoria sia targata FdI, quanto centrodestra. In città si è parlato di faide interne al Pd o di distrazione di voti a sinistra, causati dai movimenti nati dai comitati come il 3e32. Credo che il centro di potere del Pd che ha governato la città durante il terremoto abbia commesso un grave errore, perpetrato ancora nelle amministrative di quest’anno: non dare continuità alla propria azione, non alimentare un ricambio generazionale, non coinvolgere pienamente la grande mobilitazione nata a seguito del terremoto. L’Aquila prima del 2009 era un paesotto piccolo borghese con fulcri di potere ben definiti, il terremoto ha attivato processi di partecipazione strutturati o spontanei, calati dall’alto o nati dal basso. Questa partecipazione andava alimentata e organizzata, poiché un passo indietro è sempre possibile. Poi c’è una cosa che penso da 13 anni: L’Aquila è lo specchio futuro dell’Italia, la mia città è l’Italia tra cinque anni, quel che succede da noi è molto probabile succeda anche nel resto del Paese. Non avrei nulla contro la destra, purché sappia essere progressista, aperta al dialogo, partecipativa, responsabilizzante di tutte le parti sociali. Ciò che la sinistra non sta riuscendo a fare.

    Nel tuo racconto dai voce ai giovani aquilani, che erano bambini ai tempi del terremoto.
    AC Molti hanno avuto la fortuna di crescere al fianco di persone che si sono spese anima e corpo per L’Aquila, per il suo futuro e per strutturare un’idea di città anche se oggi nessuno sta lavorando per costruire un’idea di città futura. Ci sono intenzioni, protocolli d’intesa, strategie, ma poche azioni concrete, sostenibili, pochissime visioni di lungo periodo. I giovani hanno il diritto al futuro. Noi abbiamo il dovere di indicare la via, loro di sognare. L’Aquila quand’ero giovane era una città da cui scappare, oggi è in continuo mutamento, ma non è ancora una città dove restare. Ecco, forse dovremmo iniziare a chiedere in prestito i sogni dei giovani aquilani per costruire una vera idea de L’Aquila futura.

    AC Davanti a una crisi personale, dopo il momento del dolore e di emergenza, le strade sono due: chiudere col passato e voltare pagina o metabolizzare quanto accaduto e imparare dai propri errori. Con il terremoto, un momento di crisi collettiva, è diverso: l’unica strada percorribile è la seconda. Bisogna costruire una memoria pubblica che aiuti la comunità a fare pace con l’emergenza, con il dolore, come hanno fatto i cittadini che hanno voluto il Parco della memoria. Questo non solo per non ripetere gli errori commessi -la cattiva gestione degli sfollati, i ritardi nella ricostruzione- e per non affrontare le catastrofi naturali come se fosse sempre la prima volta. È necessario per ricucire le ferite nell’animo della comunità, per rinsaldare lo spirito sociale di mutuo aiuto. La collettività non può vivere in salute con un rimosso. Gli esseri umani costruiscono sul passato una sovrastruttura sulla quale erigere l’esperienza di vita. Oggi invece sembra sia diventato importante soltanto commemorare il dolore, ricordare l’anniversario. Non c’è nulla di più inutile.

    Il terremoto ha tenuto L’Aquila ai margini degli effetti della crisi economica, ma rischia di causare una bolla. La città si sta preparando alla fine della ricostruzione?
    AC No, né da un punto di vista economico, né da quello socio-culturale. Si vive in una specie di presentismo precario, ma tra qualche anno la ricostruzione sarà ultimata e anche i flussi di denaro per la ripresa sociale smetteranno di arrivare. E se deperisce l’economia della città non so quanto realtà come il museo Maxxi L’Aquila o il Gran Sasso science institute, create dopo il terremoto, possano resistere in un contesto non più in crescita. Basti pensare che una buona parte dei fondi del Pnrr sono stati destinati al recupero del decoro urbano e non a costruire un futuro per le prossime generazioni. Come se fosse possibile per una città di provincia come L’Aquila, che certo non è Firenze, Roma o Venezia, puntare forte sul turismo. Temo che tra qualche anno ci ritroveremo con una città, ricostruita con i soldi degli italiani, bella ma vuota, nuova ma priva d’identità, una cattedrale desertificata, gentrificata.

    Hai citato il Gran sasso science institute (Gssi). Quand’è arrivato e perché può rappresentare un modello, in generale per l’Italia interna e le sue università?
    AC Il Gssi è un centro di alta formazione che apre la città al mondo e che, fatto non secondario, tenta di concretizzare i saperi che produce. È fuor di dubbio un modello per l’Italia interna e per le università, ed è innegabile la mole di studi che mette a disposizione dei territori. Il problema è che fatica a non essere percepito come la classica astronave scesa dal cielo e non è solo una responsabilità dell’istituto costruire un rapporto con la città e con i cittadini, che va costruito da ambo le parti. È una questione che riguarda il rapporto dei cittadini con la cultura. Se la formazione continuerà a essere percepita solo come un’attività professionalizzante, questo divario diventerà sempre più ampio. Ma il punto, per tornare al Gssi, è questo. Dobbiamo trovare una risposta seria a queste domande: “A che serve il Gran sasso science institute per la quotidiana degli aquilani? Cosa ci può dare culturalmente che non siano benefici superficiali come affitti e introiti economici per i commercianti? Come può migliorare le nostre vite?”. Ecco, troviamo una risposta a queste domande.

    Tra i luoghi della cultura, gli spazi che guardano al futuro, elenchi anche il Mercato contadino: che cosa rappresenta?
    AC A citarlo è Quirino Crosta, attivista, tra le altre cose, di Slow Food, che ha partecipato in prima linea alla sua creazione. Io lo frequento come acquirente. Posso dire che rappresenta anch’esso un’opportunità e la più evidente: aiutare i produttori locali a raggiungere sempre più ampie fette di mercato e contribuire alla salvaguardia della memoria, dei saperi contadini locali, delle specificità, della biodiversità. Il Mercato contadino è un presidio, un tentativo di resistenza, una realtà che nel suo piccolo già crea cultura, già cambia la prospettiva e alimenta una nuova visione di consumo e di benessere.

      Voici ce que Peter Weiss a écrit sur l’hôtel de Pergame en 1938. Je m’excuse car je n’ai pas de version numérique allemande. On a détruit l’ancienne présentation où on on entrait dans une pièce consacrée à la contemplation de l’oeuvre antique. Là il semble que l’hôtel soit retourné afin de permettre de faire passer devant des dizaines de milliers de touristes par jour.

      All around us the bodies rose out of the stone, crowded into groups, intertwined, or shattered into fragments, hinting at their shapes with a torso, a propped-up arm, a burst hip, a scabbed shard, always in warlike gestures, dodging, rebounding, attacking, shielding themselves, stretched high or crooked, some of them snuffed out, but with a freestanding, forward-pressing foot, a twisted back, the contour of a calf harnessed into a single common motion. A gigantic wrestling, emerging from the gray wall, recalling a perfection, sinking back into formlessness. A hand, stretching from the rough ground, ready to clutch, attached to the shoulder across empty surface, a barked face, with yawning cracks, a wide-open mouth, blankly gaping eyes, the face surrounded by the flowing locks of the beard, the tempestuous folds of a garment, everything close to its weathered end and close to its origin. Every detail preserving its expression, brittle fragments from which the whole could be gleaned, rough stumps next to polished smoothness, enlivened by the play of muscles and sinews, tautly harnessed chargers, rounded shields, erect spears, a head split into a raw oval, outspread wings, a triumphantly raised arm, a leaping heel circled by a fluttering tunic, a clenched fist on a now absent sword, shaggy hounds, their jaws clamped into loins and necks, a falling man, his finger stub aiming at the eye of the beast hanging over him, a charging lion protecting a female warrior, his paw swinging back to strike, hands endowed with bird claws, horns looming from weighty brows, scaly legs coiling, a brood of serpents everywhere, with strangleholds around bellies and throats, darting their tongues, baring sharp teeth, bashing into naked chests.

      These only just created, already dying faces, these tremendous and dismembered hands, these wide-sweeping pinions drowning in the blunt rock, this stony gaze, these lips torn open for a shriek, this striding, stamping, these blows of heavy weapons, this rolling of armored wheels, these clusters of hurled lightning bolts, this grinding underfoot, this rearing and collapsing, this endless straining to twist upward out of grainy boulders. And how gracefully curly the hair, how elaborately gathered and girded the lightweight mantle, how delicate the ornamentation on the straps of the shield, on the bulge of the helmet, how gentle the shimmer of the skin, ready for caresses yet exposed to the relentless rivalry, to slaughter and annihilation. With mask-like countenances, clutching one another and shoving one another away, strangling one another, clambering over one another, sliding from horses, entangled in the reins, utterly vulnerable in nakedness, and yet enrapt in Olympic aloofness, appearing indomitable as an ocean monster, a griffin, a centaur, yet grimacing in pain and despair, thus they clashed with one another, acting at higher behest, dreaming, motionless in insane vehemence, mute in inaudible roaring, all of them woven into a metamorphosis of torture, shuddering, persisting, waiting for an awakening, in perpetual endurance and perpetual rebellion, in outrageous impact, and in an extreme exertion to subdue the threat, to provoke the decision. A soft ringing and murmuring resounded now and again, the echoes of footfalls and voices surrounded us for moments at a time; and then once more, only this battle was near, our gazes glided over the toes in the sandals, bouncing off the skull of a fallen man, over the dying man whose stiffening hand lay tenderly on the arm of the goddess who held him by the hair. The cornice was the ground for the warriors: from its narrow, even strip they threw themselves up into the turmoil, the hooves of the horses banged upon the cornice, the hems of the garments grazed it, and the serpentine legs twisted across it; the ground was perforated at only one place: here, the demoness of the earth rose up, her face hacked away under her eye sockets, her breasts massive in a thin covering, the torn-off clump of one hand lifted in a search, the other hand, asking for a standstill, loomed from the stone edge, and knotty, long-jointed fingers stretched up to the profiled corbel as if they were still underground and were trying to reach the wrist of the open thumbless female hand, they moved along under the cornice, seeking the blurred traces of incised script, and Coppi’s face, his myopic eyes behind glasses with a thin steel frame, approached the letters, which Heilmann deci-hered with the help of a book he had brought along. Coppi turned toward him, attentive, with a broad, sharply drawn mouth, a large, protruding nose, and we gave the opponents in this melee their names and, in the torrent of noises, discussed the causes of the fight. Heilmann, the fifteen-year-old, who rejected any uncertainty, who tolerated no undocumented interpretation, but occasionally also adhered to the poetic demand for a conscious deregulation of the senses, who wanted to be a scientist and a seer, he, whom we nicknamed our Rimbaud, explained to us, who were already about twenty years old and who had been out of school for four years by now and were familiar with the world of labor and also with unemployment, while Coppi had spent a year in prison for circulating subversive literature —

      Heilmann explained to us the meaning of this dance round, in which the entire host of deities, led by Zeus, were striding toward vicory over a race of giants and fabulous creatures. The Giants, the sons of the lamenting Gaea, in front of whose torso we were now standing, had blasphemously mutinied against the gods; but other struggles that had passed across the kingdom of Pergamum were concealed under this depiction. The regents in the dynasty of the Attalids had ordered their master sculptors to translate the swift transience, paid for with thousands of lives, to a level of timeless permanence, thereby putting up a monu-ment to their own grandeur and immortality. The subjugation of the Gal-lic tribes invading from the north had turned into a triumph of aristocratic purity over wild and base forces, and the chisels and mallets of the stone carvers and their assistants had displayed a picture of incontestable order to make the subjects bow in awe. Historic events appeared in mythi-cal disguise, enormously palpable, arousing terror, admiration, yet not understandable as man-made, but endurable only as a more-than-personal power that wanted enthralled, enslaved people galore, though few at the top, who dictated destinies with a mere stirring of the finger. The populace, when trudging by on solemn days, scarcely dared to glance up at the effigy of its own history, while—along with the priests—the philosophers and poets, the artists from elsewhere, all full of factual knowledge, had long since walked around the temple; and that which, for the ignorant, lay in magical darkness was, for the informed, a handicraft to be soberly assessed. The initiates, the specialists talked about art, praising the harmony of movement, the coordination of gestures; the others, however, who were not even familiar with the concept of “cultured,” stared furtively into the gaping maws, felt the swoop of the paw in their own flesh.

      The work gave pleasure to the privileged; the others sensed a segregation under a draconian law of hierarchy. However, a few sculptures, said Heilmann, did not have to be extracted from their symbolism; the falling man, the man of Gaul taking his own life, showed the immediate tragedy of a concrete situation; but these sculptures, replied Coppi, had not been outside, they had remained among the trophies in the throne rooms, purely in order to indicate from whom the shields and helmets, the bundles of swords and spears had been taken. The sole aim of the wars was to safeguard the territories of the kings. The gods, confronted with the spirits of the earth, kept the notion of certain power relationships alive. A frieze filled with anonymous soldiers, who, as tools of the higher-ups, fought for years, attacking other anonymous soldiers, would have altered the attitude toward those who served, boosting their position; the kings, not the warriors, won the victories, and the victors could be like the gods, while the losers were despised by the gods. The privileged knew that the gods did not exist, for they, the privileged, who donned the masks of the gods, knew themselves. So they were even more insistent on being surrounded with splendor and dignity. Art served to give their rank, their authority the appearance of the supernatural. They could permit no skepticism about their perfection. Heilmann’s bright face, with its regular features, bushy eyebrows, and high forehead, had turned to the demoness of the earth. She had brought forth Uranus, the sky, Pontus, the sea, and all mountains. She had given birth to the Giants, the Titans, the Cyclopes, and the Furies. This was our race. We evaluated the history of the earthly beings. We looked up at her again, the demoness stretching out of the ground. The waves of loosened hair flowed about her. On her shoulder, she carried a bowl of pomegranates. Foliage and grape vines twirled at the back of her neck. The start of the lips, begging for mercy, was discernible in the raw facial plane, which veered sideways and upward. A gash gaped from her chin to her larynx. Alcyoneus, her favorite son, slanted away from her while dropping to his knees. The stump of his left hand groped toward her. She was still touching his left foot, which dangled from his stretched and shattered leg. His thighs, abdomen, belly, and chest were all tensing in convulsions. The pain of death radiated from the small wound inflicted between his ribs by the venomous reptile. The wide, unfurled wings of the kingfisher, growing from his shoulder, slowed down his plunge. The silhouette of the burst-off face above him, with the hard line of the neck, of the hair, which was tied up and tucked under the helmet, spoke of the pitilessness of Athena. As she swung forward, her wide, belted cloak flew back. The downward glide of the garment revealed, on her left breast, the scale armor with the small, bloated face of Medusa. The weight of the round shield, her arm thrust into its thong, pulled her along to new deeds. Nike, leaping up, with mighty wings, in loose, airy tunics, held the wreath, invisible but implied by the gesture, over her head. Heilmann pointed: at the dissolving goddess of the night, Nyx, who, with a loving smile, was hurling her vessel full of serpents toward a downcast creature; at Zeus, who, in his open, billowing cloak, was using his woolen aegis, the goatskin of doom, to whip down three adversaries; and at Eos, the goddess of dawn, who was riding like a cloud in front of the rising team of the naked sun god, Helios.

      Thus, he said gently, a new day dawns after the dreadful butchery, and now the glass-covered room became noisy with the scraping of feet on the smooth floor, with the ticking echoes of shoe soles on the steep steps leading up the reconstructed western façade of the temple to the colonnades of the interior court. We turned back toward the relief, which throughout its bands demonstrated the instant when the tremendous change was about to take place, the moment when the concentrated strength portends the ineluctable consequence. By seeing the lance immediately before its throw, the club before its whizzing plunge, the run before the jump, the hauling-back before the clash, our eyes were driven from figure to figure, from one situation to the next, and the stone began to quiver all around us. However, we missed Heracles, who, according to the myth, was the only mortal to ally himself with the gods in the battle against the Giants; and, combing the immured bodies, the remnants of limbs, we looked for the son of Zeus and Alcmene, the earthly helper whose courage and unremitting labor would bring an end to the period of menace. All we could discern was a sign bearing his name, and the paw of a lion’s skin that had cloaked him; nothing else testified to his station between Hera’s four-horse team and Zeus’s athletic body; and Coppi called it an omen that Heracles, who was our equal, was missing, and that we now had to create our own image of this advocate of action. As we headed toward the low, narrow exit on the side of the room, the red armbands of the men in black and brown uniforms shone toward us from the whirling shifts in the throng of visitors; and whenever I spotted the emblem, rotating and chopping in the white, round field, it became a venomous spider, ruggedly hairy, hatched in with pencil, ink, or India ink, under Coppi’s hand, as I knew it from the class at the Scharfenberg Institute, where Coppi had sat at the next desk, doodling on small pictures, cards from cigarette packs, on illustrations clipped from newspapers, disfiguring the symbol of the new rulers, adding warts, tusks, nasty creases, and rivulets of blood to the plump faces looming from the uniform collars. Heilmann, our friend, also wore the brown shirt, with rolled-up sleeves, the shoulder straps, the string for the whistle, the dagger on the short pants; but he wore this garb as a disguise, camouflaging his own knowledge and camouflaging Coppi, who was coming from illegal work, and camouflaging me, who was about to leave for Spain. And thus, on the twenty-second of September, nineteen thirty-seven, a few days before my departure, we stood in front of the altar frieze, which had been brought here from the castle mountain of Pergamum to be reconstructed, and which, painted colorfully and lined with forged metals, had once reflected the light of the Aegean sky. Heilmann indicated the dimensions and location of the temple, as the temple, still undamaged by sandstorms or earthquakes, pillage or plunder, had shown itself on a protruding platform, on the terraced hill of the residence, above the city known today as Bergama, sixty-five miles north of Smyrna, between the narrow, usually dried-out rivers Keteios and Selinos, gazing westward, across the plain of Caicus, toward the ocean and the isle of Lesbos, a structure with an almost square ground plan, one hundred twenty by one hundred thirteen feet, and with a perron sixty-five feet wide, the whole thing dedicated by Eumenes II, to thank the gods for helping him in his war — the construction having begun one hundred eighty years before our era and lasting for twenty years, the buildings visible from far away, included among the wonders of the world by Lucius Ampelius in his Book of Memorabilia, second century a.d., before the temple sank into the rubble of a millennium.

      And has this mass of stone, Coppi asked, which served the cult of princely and religious masters of ceremony, who glorified the victory of the aristocrats over an earthbound mix of nations—has this mass of stone now become a value in its own right, belonging to anyone who steps in front of it.

      It was no doubt highbred figures who trod barbaric mongrels underfoot here, and the sculptors did not immortalize the people who were down in the streets, running the mills, smithies, and manufactories, or who were employed in the markets, the workshops, the harbor shipyards; besides, the sanctuary on the thousand-foot-high mountain, in the walled district of the storehouses, barracks, baths, theaters, administration buildings, and palaces of the ruling clan, was accessible to the populace only on holidays; no doubt, only the names of some of the master artists were handed down, Menecrates, Dionysades, Orestes, and not the names of those who had transferred the drawings to the ashlars, had defined the intersections with compasses and drills, and had practiced expertly on some veins and shocks of hair, and nothing recalled the peons who fetched the marble and dragged the huge blocks to the oxcarts, and yet, said Heilmann, the frieze brought fame not only for those who were close to the gods but also for those whose strength was still concealed, for they too were not ignorant, they did not want to be enslaved forever, led by Aristonicus they rebelled at the end of the construction, rising up against the lords of the city. Nevertheless the work still incorporated the same dichotomy as at the time of its creation. Destined to emanate royal power, it could simultaneously be questioned about its peculiarities of style, its sculptural persuasiveness. In its heyday, before falling to the Byzantine Empire, Pergamum was renowned for its scholars, its schools and libraries, and the special writing pages of cured, fleshed, and buffed calfskin made the fruits of poetic invention, of scholarly and scientific investigation permanent. The silence, the paralysis of those fated to be trampled into the ground continued to be palpable. They, the real bearers of the Ionian state, unable to read or write, excluded from artistic activity, were only good enough to create the wealth for a small privileged stratum and the necessary leisure for the elite of the mind. The existence of the celestials was unattainable for them, but they could recognize themselves in the kneeling imbruted creatures. The latter, in crudeness, degradation, and maltreatment, bore their features. The portrayal of the gods in flight and of the annihilation of urgent danger expressed not the struggle of good against evil, but the struggle between the classes, and this was recognized not only in our present-day viewing but perhaps also back then in secret glimpses by serfs. However, the afterdays of the altar were likewise determined by the enterprising spirit of the well-to-do. When the sculptural fragments that had lain buried under the deposits of Near Eastern power changes came to light, it was once again the superior, the enlightened who knew how to use the valuable items, while the herdsmen and nomads, the descendants of the builders of the temple, possessed no more of Pergamum’s grandeur than dust.

      But it was a waste of breath complaining, said Heilmann, for the preservation of the showpiece of Hellenic civilization in a mausoleum of the modern world was preferable to its traceless entombment in Mysian detritus. Since our goal was to eliminate injustice, to wipe out poverty, he said, and since this country too was only going through a transition, we could imagine that this site would some day demonstrate the expanded and mutual ownership intrinsic in the monumentality of the formed work. And so, in the dim light, we gazed at the beaten and dying. The mouth of one of the vanquished, with the rapacious hound hanging over his shoulder, was half open, breathing its last. His left hand lay feeble on the forward-charging leather-shod foot of Artemis, his right arm was still raised in self-defense, but his hips were already growing cold, and his legs had turned into a spongy mass. We heard the thuds of the clubs, the shrilling whistles, the moans, the splashing of blood. We looked back at a prehistoric past, and for an instant the prospect of the future likewise filled up with a massacre impenetrable to the thought of liberation. Heracles would have to help them, the subjugated, and not those who had enough armor and weapons. Prior to the genesis of the figurations, there had been the bondage, the enclosure in stone. In the marble quarries on the mountain slopes north of the castle, the master sculptors had pointed their long sticks at the best blocks while eying the Gallic captives toiling in the sultry heat. Shielded and fanned by palm branches, squinting in the blinding sun, the sculptors took in the rippling of the muscles, the bending and stretching of the sweating bodies. The defeated warriors, driven here in chains, hanging from ropes on the rock faces, smashing crowbars and wedges into the strata of glittering, bluish white, crystalline-like limestone, and transporting the gigantic ashlars on long wooden sleds down the twisting paths, were notorious for their savagery, their brutal customs, and in the evenings the lords with their retinues passed them timidly when the stinking prisoners, drunk on cheap rotgut, were camping in a pit. Up in the gardens of the castle, however, in the gentle breeze wafting up from the sea, the huge bearded faces became the stuff of the sculptors’ dreams, and they remembered ordering one man or another to stand still, opening his eye wide, pulling his lips apart to view his teeth, they recalled the arteries swelling on his temples, the glistening nose, zygomas, and forehead emerging from the cast shadows.They could still hear the lugging and shoving, the stemming of shoulders and backs against the weight of the stone, the rhythmic shouts, the curses, the whip cracks, the grinding of sled runners in the sand, and they could see the figures of the frieze slumbering in the marble coffins. Slowly they scraped forth the limbs, felt them, saw forms emerge whose essence was perfection.

      With the plundered people transferring their energies into relaxed and receptive thoughts, degradation and lust for power produced art. Through the noisy maelstrom of a school class we pushed our way into the next room, where the market gates of Miletus loomed in the penumbra.

      At the columns flanking the gates, which had led from the town hall of the port to the open emporium, Heilmann asked whether we had noticed that inside, in the altar room, a spatial function had been inverted, so that exterior surfaces had become interior walls. In facing the western perron, he said, we had our backs to the eastern side, the rear of the temple, that is, in its merely rudimentary reconstruction, and the unfolded southern frieze stretched out to the right while the relief on the northern cornice ran to the left. Something the viewer was to grasp by slowly circling it was now surrounding him instead.

      This dizzying procedure would ultimately make us understand the Theory of Relativity, he added when, moving a few centuries deeper, we walked along the claybrick walls that had once stood in the cluster of Nebuchadnezzar’s Babylonian towers, and we then suddenly stepped into an area where yellowing leaves, whirring sunspots, pale-yellow double-decker buses, cars with flashing reflections, streams of pedestrians, and the rhythmic smashing of hobnailed boots demanded a readjustment in our bearings, a new indication of our whereabouts. We are now, said Coppi, after we crossed the square between the museum, the cathedral, and the Armory Canal, in front of the motionless fieldgray steel-helmeted sentries at the monument, whose dungeon still has room enough for the mangled marchers who, having bled to death, are en route here, willing or not, in order to lie down under the wreaths with silk ribbons. Heilmann, beneath the foliage of the Lindens, pointed between the Brothers Humboldt, who, enthroned loftily in armchairs with griffin feet, were brooding over open books, and he motioned across the wide forecourt, toward the university, where, reckoning with an accelerated high school diploma, he intended to study foreign affairs. He already knew English and French, and at the night school where we had met him, he had been seeking contacts for teaching him the taboo Russian language.

      The municipal night school, a gathering place for proletarians and renegade burghers, had been our chief educational institution after Coppi had left the Scharfenberg School Island at sixteen, and I, one year later, had likewise taken my last ferry to the mainland near Tegel Forest. Here, basic courses on Dostoyevsky’s and Turgenev’s novels served for debates on the prerevolutionary situation in Russia, just as lectures on economics guided us in our perusal of Soviet economic planning. The Association of Socialist Physicians plus scholarships from the Communist Party, where Coppi belonged to the Youth Organization, had enabled us to attend the Scharfenberg School, a progressive institution at that time. Our chief advocate had been Hodann, a municipal physician, head of the Health Office of the Reinickendorf district and director of the Institute of Sexology. We had met him at the question-and-answer evenings in the Ernst Haeckel Auditorium, and until his imprisonment and escape in nineteen thirty-three we often participated in the regular discussions on psychology, literature, and politics taking place every second week at his home in a settlement on Wiesener Strasse, Tempelhof. After the summoning of the National Socialist government, known as the Machtübernahme, the takeover of power, when it was no longer possible for us to go to school, Coppi had begun training at Siemens, and I had gotten a job as a shipping clerk at Alfa Laval, where my father had been foreman in the separator assembly department.

    In the summer of 2016, America’s opioid epidemic was raging, and Purdue Pharma, one of the drug manufacturers at the center of the maelstrom, was seeking outside help to manage its collapsing reputation.

    For Amit Paley, a rising associate partner at the global consulting giant McKinsey & Co., it was an opportunity. He had worked closely with Purdue before and seemed eager to do so again. So, on a Friday evening in June, Paley scrambled to come up with a list of past examples of how companies selling dangerous products had reduced risk in order to avoid liability and salvaged their reputations with an outraged public.

    He suggested looking to pharmaceuticals that carried risky side effects — but also, to consider Twitter, noting it was “lauded for opening discourse but also [a] hotbed of lots of hatred and anonymous vicious attacks,” and trains, saying, “people initially thought they would be very dangerous.”

    “Ideally, we would highlight products/services that are positive,” he wrote to another McKinsey consultant, “but carry risks of being abused.”

    Today, Paley has a new job: executive director and CEO of the country’s largest LGBTQ crisis hotline, The Trevor Project, which he has led since 2017. The Trevor Project provides thousands of young LGBTQ people every year with crisis and suicide prevention counseling through its national hotline, and it drives research and lobbies for resources dedicated to preventing youth LGBTQ suicide. Under Paley, the organization has overseen the launch of a 24/7 digital crisis service, a six-fold increase in the number of young people it serves, and the start of a global launch outside the United States.

    The Trevor Project is also among the countless nonprofits now grappling with the fallout of the opioid crisis: A report the group put out in January said the misuse of prescription drugs was associated with a threefold increase in suicide attempts by LGBTQ people.

    Purdue Pharma was dissolved last year in a settlement that set aside $4.5 billion for states suffering the impacts of the opioid crisis.

    By the time of Paley’s work with Purdue, the opioid epidemic and its deadly toll were undeniable. Purdue was beginning to attract public notoriety and legal scrutiny, and its aggressive marketing of OxyContin was widely blamed by experts for creating a generation of people addicted to opioids. In 2015, more than 33,000 people in the United States died of an overdose involving an opioid, a number that soared in the years to come. In 2016, a national federal survey found that almost 4 million people in the U.S. were abusing prescription oxycodone.

    Besides helping McKinsey compete for Purdue’s crisis response business, Paley collaborated with Purdue executives over a period of four or five weeks on a strategic 10-year plan to boost the sales of opioids and other Purdue products. Later, as McKinsey competed to handle data analysis for Purdue, his team suggested ways to use data to support Purdue’s sales goals and undermine its critics.

    “Seven years ago, when I was a consultant at McKinsey, I was assigned to a project for Purdue,” Paley said as part of a statement to HuffPost. “If I knew then what I know now, I would not have agreed to do any consulting for that company, and I regret that I did.”

    Paley’s work with Purdue has not been previously reported. Of his seven years working for McKinsey, his biography on The Trevor Project’s website says only that he “served numerous non-profit organizations, Fortune 500 companies, and governments.”

    His role came to light thanks to McKinsey’s $573 million settlement with a coalition of 47 state attorneys general over the firm’s role in driving the opioid crisis. For more than a decade, McKinsey provided Purdue with detailed advice on how to maximize sales of its blockbuster opioid, OxyContin. The settlement terms allowed McKinsey to avoid any admission of wrongdoing, but required it to make public more than 100,000 emails, presentations, and other internal documents from the years it spent advising several of the nation’s leading opioid makers.

    HuffPost reviewed hundreds of emails, slideshows, agendas and documents that Paley traded with colleagues and clients.

    His first assignment was to a project to create a 10-year strategic plan for Purdue, with a goal of helping the company reach $700 million in annual distributions.

    Most of the strategies McKinsey laid out were aimed at protecting Purdue’s share of the opioid market, such as by creating an in-house litigation team to challenge rival opioid makers using intellectual property law, and helping its recently expanded sales force pump more prescriptions into regional health care networks and long-term care facilities. “Protect OxyContin,” “Protect Butrans” and “Protect Hysingla” — the latter two are other Purdue brand-name narcotics — were labeled priorities number one, two and three.

    Paley’s role in the 10-year plan project was to be the engagement manager, or the liaison between Purdue executives and the rest of the consulting team. Starting in September 2015, Paley worked with Purdue on an almost daily basis, often taking a car service up to the company’s headquarters in Stamford, Connecticut. He fielded lists of new and ongoing business initiatives from Purdue’s top executives, which the McKinsey team then fleshed out as long-term profitability strategies that they presented to Purdue.

    McKinsey places a high value on “client continuity,” and so, after his work on the 10-year plan, Paley hustled to stay involved with Purdue.

    He helped McKinsey win the rights to overhaul Purdue’s global procurement process, and he helped assemble a new consulting team when Purdue turned to McKinsey for corporate development advice.

    “I want him to feel the love from us,” Laura Moran, a McKinsey partner overseeing the project, told Paley as he was corresponding with Ed Mahony, a Purdue executive vice president.

    In May 2016, Paley became a key member of a McKinsey bid to create a big data strategy for Purdue. Paley, because he had experience with Purdue, would have helped lead the data project on a day-to-day basis, according to versions of the proposal dated the day it was submitted to Purdue. A source close to The Trevor Project said it would be inaccurate to describe Paley as a leader of any of McKinsey’s Purdue-related work and noted that his promotion to associate partner was in the pipeline but not yet in effect. “The description of his role is inflated to win the account,” he said.

    As part of its pitch, the team proposed a long list of ways that McKinsey’s proprietary analysis capabilities could help Purdue sell more products. One option McKinsey presented was to strategically redeploy salespeople to regions where demand was greatest; another was identifying “undiagnosed patients” who weren’t taking Purdue’s “high-value products” but could be.

    McKinsey also pitched using data analysis to shield Purdue from a growing public backlash. The firm had previously helped another pharmaceutical company combat negative impressions on Facebook and Twitter with methods like creating a patient advocacy group, McKinsey said, and could do something similar for Purdue.

    Big data could even help discredit negative press, it said in its pitch: Weeks earlier, the Los Angeles Times dropped a damning report on how Purdue had marketed OxyContin as offering 12 hours of pain relief despite knowing that the effects often wore off sooner — “the perfect recipe for addiction,” in the words of a leading researcher. The story relied partly on research performed by Purdue itself. McKinsey nevertheless claimed it could produce data to counter the Times’ “anecdotal” reporting.

    “Fingers crossed that we win this!” Paley wrote to his team members as they prepared to submit the proposal. Purdue ultimately awarded the contract to a rival firm.

    In June 2016, Paley helped McKinsey compete for a slice of Purdue Pharma’s crisis management business. That was when he drew up the list of other hazardous consumer products. Purdue did not carry out McKinsey’s recommendations, a spokesman for McKinsey said.

    “Amit served Purdue for a relatively brief period of time while in a junior role,” Greg Romano, the spokesman, wrote in reply to questions for this story. “It would be incorrect to present his client service to Purdue as central or leading.”

    As for Paley coming up with a list of high-risk products that could serve as an example to Purdue, Romano said: “That work was not to understand how to avoid liability or improve public reputations. … Rather, it looked at ways in which the company could change its business model to better address the risks of opioid misuse.”

    In an email with McKinsey colleagues, Paley described the job as a “competitive proposal related to crisis response.” And in a response to a colleague who asked if Purdue was trying to “improve impressions of opioids” or address risk by taking the lead of other companies that had faced tort liability, Paley replied, “both.”

    The source close to The Trevor Project stressed that Paley worked on just one project out of dozens that McKinsey handled for Purdue and billed only 168 hours. He was not in a senior role while working on the 10-year plan or while crafting subsequent proposals, this person said, and was “at most [in] a mid-level position.”

    “The Trevor Project CEO search was a thorough and robust process which resulted in hiring the most qualified candidate in Amit Paley,” Gina Muñoz, the chair of the board of directors, said in a statement. “The Board of Directors remains steadfast in our choice of CEO and we are proud of the transformational growth and expansion of life-saving programming at The Trevor Project that Amit has led since the start of his tenure.”

    “We have full confidence in Amit as CEO of The Trevor Project and stand firmly behind him,” she continued.

    Paley’s team leaders at McKinsey seemed acutely aware that their work could be reputationally toxic. In May 2017, Moran, his supervisor on several projects, told another consultant, Arnab Ghatak, that she planned to give Purdue print copies of a presentation rather than a digital version. “These guys will be deposed,” she reasoned. “Best our emails are not sucked into it.”

    Ghatak and Martin Elling, also Paley’s onetime supervisors, were both fired from McKinsey after a 2019 lawsuit brought by Massachusetts Attorney General Maura Healey revealed that the two had discussed destroying all documents related to Purdue. Moran and Elling did not reply to a request for comment, and Ghatak could not be reached.

    But if members of the team had personal misgivings about their work for a company at the heart of the opioid epidemic, they did not readily discuss it. On Nov. 9, 2015, Paley and the rest of his team received an email from a McKinsey analyst about a New York Times opinion piece, “How Doctors Helped Drive The Addiction Crisis.” The article laid out how opioids were driving up American mortality rates.

    “Worth a quick read,” the analyst said. There is no record of anyone responding.

    Paley left McKinsey to lead The Trevor Project in July 2017. He had volunteered for The Trevor Lifeline for six years.

    “I left McKinsey to become CEO of The Trevor Project so I could devote all of my time, energy and expertise to scaling this organization’s life-saving work,” he said in his statement to HuffPost. “I am proud of my impact at The Trevor Project over the past five years and I will continue dedicating my life to supporting and saving lives of LGBTQ young people around the world.”

    When he left the firm, he had glowing words about his time there. “I am so grateful for all the friends and mentors I have made at McKinsey,” he wrote in a farewell message posted to the firm’s Facebook page. “You are the most inspiring, talented group of people I have ever met.”

    « Les parlementaires avaient peur de la réaction des travailleurs ukrainiens, mais une fenêtre s’est ouverte avec la guerre et ils en profitent », s’indigne l’avocat George Sandul. « On peut d’ailleurs noter que les députés de la coalition de la Plateforme pour la vie et la paix, un parti pro-russe interdit en mars dernier, ont voté en faveur du projet de loi. On comprend aisément que, dans le contexte actuel, ces derniers n’aient pas opposé beaucoup de résistance. Les autres partis d’opposition se sont prudemment abstenus. »

    Le projet de loi 5371 a officiellement été déposé par Halyna Tretyakova, cheffe de la commission parlementaire sur la politique sociale, également députée du parti au pouvoir. Il a été élaboré par une ONG ukrainienne, le Bureau des solutions simples et des résultats, créée par l’ancien président géorgien Mikheil Saakachvili, un temps revenu en grâce auprès de Volodymyr Zelensky, après avoir fait de la prison sous son prédécesseur Petro Porochenko, et qui travaille en collaboration avec des associations de patrons ukrainiens.

    Pietätlos? Keine Spur. Friedhöfe sind öffentliche Orte, genau wie Parks – mit dem Unterschied, dass man die Totenruhe respektieren, sich angemessen verhalten sollte.     Nun kennt natürlich jeder den Waldfriedhof Zehlendorf, wo unter anderem Schauspielerin Hildegard Knef, Box-Legende Bubi Scholz, Berlins ehemalige Bürgermeister Ernst Reuter, Otto Suhr und Willy Brandt begraben liegen, ebenso der TV-Star Günter Pfitzmann sowie Theatermacher Erwin Piscator. Und der Friedhof St. Matthäus ist Pilgerstätte für alle Fans von Sänger Rio Reiser, der hier in Schöneberg seine letzte Ruhe fand.

    Aber auch im Osten Berlins gibt es Friedhöfe, auf denen die Gräber von Promis und Persönlichkeiten zu besichtigen sind. Welche das sind, verraten wir Ihnen hier.
    Mitte: Dorotheenstädtischer Friedhof

    Kein Ost-Berliner, der diesen Friedhof nicht kennen würde: Der Eingang ein bisschen unscheinbar, fast schon abweisend, von der Chausseestraße aus gesehen vollkommen unspektakulär. Aber sobald man den Friedhof betritt, spürt man eine ganz besondere Atmosphäre. „Im Dorotheenstädtischen Friedhof lesen sich die Grabsteine und Gedenktafeln wie das ‚Who is Who‘ der geistigen Elite Deutschlands“, heißt es auf visitberlin.de sehr treffend.

    Gegründet wurde der Friedhof bereits 1762 und zunächst wurden hier einfache Bürgerinnen und Bürger bestattet. „Da aber Einrichtungen wie die Akademie der Künste, die Singakademie, die Akademie der Wissenschaften, die Bauakademie und die Universität Unter den Linden auf dem Gelände der Kirchengemeinde der Dorotheenstädtische Kirche liegen, verändert sich nach und nach die soziale Zusammensetzung und Belegung auf dem Friedhof“, so visitberlin.de.

    Vor allem zu DDR-Zeiten wurden hier namhafte Berühmtheiten beerdigt. Beim Spaziergang entlang von üppigen Grabdenkmälern und uralten Bäumen, vorbei an verwunschenen Ecken und über schmale Pfade entdeckt man einen großen, mit Berlin verbundenen Namen nach dem anderen: die Theater-Legenden Bertolt Brecht und Helene Weigel, Künstler Hanns Eisler, die Schriftstellerinnen Anna Seghers und Christa Wolf, die Philosophen Georg Wilhelm Friedrich Hegel und Johann Gottlieb Fichte, Schriftsteller und Regisseur Heiner Müller, die Architekten Karl Friedrich Schinkel und Friedrich August Stüler.

    Ebenso auf dem Dorotheenstädtischen Friedhof: die Grabstätte der Industriellenfamilie Borsig, die Schriftsteller Heinrich Mann, Johannes R. Becher und Arnold Zweig sowie Ernst Theodor Litfaß, der eigentlich Druckereibesitzer war, aber durch die Erfindung der nach ihm benannten Litfaßsäule in die Geschichte einging. Auch der 2013 verstorbene Otto Sander, Stiefvater von Meret und Ben Becker, liegt hier begraben. Und der frühere Bundespräsident Johannes Rau hat hier ein Ehrengrab bekommen.

    Auf dem Gelände des Dorotheenstädtischen ist auch der Französische Friedhof beheimatet, auf dem die beliebte und 2006 im Alter von nur 59 Jahren verstorbene Schauspielerin Jenny Gröllmann beerdigt wurde.

    Der Dorotheenstädtische Friedhof ist immer ab 8 Uhr geöffnet. Schließzeiten sind wie folgt: Januar/Dezember 16 Uhr, Februar/November 17 Uhr, März/Oktober 18 Uhr, April/September 19 Uhr, Mai bis August 20 Uhr.

    Die Adresse lautet #Chausseestraße 126, 10115 Berlin. Von der Haltestelle Naturkundemuseum (U6, Tram 12, M5, M8, M10) sind es nur wenige Minuten zu Fuß.

    Weißensee: Jüdischer Friedhof

    So viele wunderschöne, beeindruckende Grabstätten! Wer den Jüdischen Friedhof Weißensee betritt, ist schnell sprachlos, aus zweierlei Gründen: zunächst angesichts solch monumentaler Begräbnisorte, dann aber auch wegen des teilweise beklagenswerten Zustandes einiger Gräberstelen und -platten. Das ändert aber nichts daran, dass man mit Ehrfurcht über diesen Friedhof spaziert. Und vielleicht macht genau das seinen Charme aus.

    Im 19. Jahrhundert war die jüdische Gemeinde Berlins mit rund 65.000 Gläubigen sehr groß (Bevölkerungszahl gesamt Berlin: circa 500.000). Zu groß, als dass der Friedhof an der Schönhauser Allee gereicht hätte. Darum kaufte man 1875 das 40 Hektar große Gelände an der damaligen #Lothringenstraße in #Weißensee, das 1880 schließlich eingeweiht wurde. Es war der vierte jüdische Friedhof in Berlin.

    „Der Jüdische Friedhof in Weißensee spiegelt in besonderer Weise die Geschichte der Juden in Deutschland wider. Diese suchten einerseits gesellschaftliche Anerkennung und mühten sich andererseits, ihre Traditionen zu bewahren. Auf traditionellen jüdischen Friedhöfen wird die Gleichheit der Menschen im Tode durch gleich hohe, schmucklose Grabsteine symbolisiert. Die einfachen Steine bewirken mit ihrer beruhigenden Monotonie eine schlichte Monumentalität als Gesamteindruck“, steht auf der Website des Fördervereins Jüdischer Friedhof Berlin-Weißensee.

    Und: „Weiterhin ist die Grabstätte im jüdischen Glauben unantastbar und wird folglich nicht neu belegt. Auf dem Friedhof in Weißensee besteht ebenfalls ewiges Ruherecht, aber in der Gestaltung der Grabstätten übernehmen die sich assimilierenden Juden die zu Wilhelminischen Zeiten auf deutschen Friedhöfen übliche, überladene Gestaltung. Traditionelle schlichte Grabsteine stehen neben prachtvollen Grabstätten aus geschliffenem und poliertem Stein.“

    Es ist also ein kulturhistorisch spannender Rundgang, der einen erwartet. Heute befindet sich am Eingang des Friedhofs zudem ein Rondell, das an die Millionen Jüdinnen und Juden erinnern soll, die im Holocaust ermordet wurden.

    Zu den Prominenten, die auf dem Jüdischen Friedhof ihre letzte Ruhe fanden, gehören der Publizist und Sozialpolitiker Max Hirsch, der Maler Lesser Ury, die Verleger Samuel Fischer und Rudolf Mosse, aber auch der hebräische Schriftsteller Micha Josef Bin Gorion. Darüber hinaus der Journalist Theodor Wolff, der Schriftsteller Stefan Heym, KaDeWe-Gründer Adolf Jandorf, Zigarettenfabrikant Josef Garbaty-Rosenthal (den kennen vor allem Pankower), Warenhausbesitzer Herrmann Tietz sowie Brauereibesitzer Oswald Berliner.

    Der Jüdische Friedhof #Weißensee ist von April bis September montags bis freitags ab 7.30 Uhr geöffnet, donnerstags ist ab 17 Uhr und freitags bereits ab 14.30 Uhr geschlossen. Sonntags ist von 8 bis 17 Uhr geöffnet. In der Zeit von Oktober bis März sind die Öffnungszeiten wie folgt: montags bis donnerstags von 7.30 Uhr bis 16 Uhr, freitags 7.30 Uhr bis 14.30 Uhr uns donnerstags von 8 bis 16 Uhr.

    Die Adresse lautet #Herbert-Baum-Straße 45, 13088 Berlin. Zu erreichen ist der Friedhof von der Haltestelle Weißer See (Tram 12, M4, M13, Bus 255) aus binnen weniger Minuten.

    Hinweis: An Schabbat, also samstags, sowie an jüdischen Feiertagen ist der Friedhof geschlossen. Männliche Besucher müssen eine Kopfbedeckung tragen. Am Eingang im Blumenladen kann man sich eine Kippa leihen.

    Lichtenberg: Zentralfriedhof Friedrichsfelde

    Einmal im Jahr ist der Zentralfriedhof Friedrichsfelde in den Schlagzeilen: Und zwar immer Mitte Januar, wenn der Ermordung #Rosa-Luxemburgs und #Karl_Liebknechts gedacht wird und unzählige Menschen, allen voran Linke-Politikerinnen und -Politiker, zum Friedhof pilgern, um Blumen (hauptsächlich rote Nelken) an deren Gräbern abzulegen. Die beiden Kommunistenführer und Politiker wurden am 15. Januar 1919 von Freikorps-Soldaten erschossen.

    Auch Liebknechts Vater Wilhelm, seines Zeichens Sozialdemokrat, ist hier beerdigt worden. Aufgrund der alljährlichen Aufmerksamkeit im Januar wird der Friedhof auch Sozialisten-Friedhof genannt (und so lautet übrigens auch die Web-Adresse!); die Tradition des Blumenniederlegens gab es schon zu DDR-Zeiten, es war ein wahrer Staatsakt.

    Aber auch andere große Namen sind auf dem Zentralfriedhof zu finden, wie etwa die der Schriftsteller Erich Weinert, Friedrich Wolf und Willi Bredel. Zudem liegt die Schriftstellerin Käthe Kollwitz hier begraben und der Filmregisseur Konrad Wolf. Unweit der Feierhalle, rechts vom Hauptweg, finden Sie außerdem das Grab des Astronomen Friedrich Archenhold, Namensgeber und Begründer der Sternwarte in #Treptow.

    Der Zentralfriedhof #Friedrichsfelde ist von Februar bis November täglich von 7.30 Uhr bis zur Dämmerung sowie in der Zeit von Dezember bis Januar ab 8 Uhr bis zur Dämmerung geöffnet.

    Die Adresse lautet #Gudrunstraße 33, 10365 Berlin. Zu erreichen ist der Zentralfriedhof gut vom U- und S-Bahnhof #Lichtenberg (U5, S5, S7, S75) oder vom S-Bahnhof Friedrichsfelde-Ost (S5, S7, S75) aus. Sie brauchen je nach Schrittgeschwindigkeit zehn bis 15 Minuten.

    Und wo liegen andere berühmte Menschen begraben?

    Nicht jeder Friedhof bietet eine hohe Promidichte. Aber für manch einen Namen lohnt sich auch eine Reise auf einen sonst eher normalen Friedhof, beispielsweise für Theodor Fontane. Der in Neuruppin geborene Dichter starb 1898 hier in Berlin, und wurde in der Domgemeinde St. Hedwig in Mitte (Liesenstr. 8) beigesetzt. Ganz in seiner Nähe ist der Hotelier Lorenz Adlon begraben.

    Auf dem Waldkirchhof# Mahlsdorf (#Rahnsdorfer_Straße 30) liegt Charlotte von Mahlsdorf, Schriftstellerin und Gründerin des nach ihr benannten Gründerzeitmuseums. Carl Mampe, der Spirituosen-Erbe und Sohn des „Mampe bittere Tropfen“-Erfinders, wiederum ruht auf dem Friedhof der Sophiengemeinde in Mitte (Bergstr. 29).

    Gruftkirche des Berliner Doms

    P.S.: Falls Sie royale Grabstätten bestaunen wollen, müssen Sie in die Gruftkirche des Berliner Doms gehen (Karl-Liebknecht-Str./Lustgarten; direkt an der Museumsinsel). Zwar kein Friedhof, aber auch schattig und kühl. Die Fürstengruft des Geschlechts der Hohenzollern ist eine der bedeutendsten sogenannten Grablegen Europas und beeindruckt mit Prunksarkophagen aus den zurückliegenden Jahrhunderten. Hier liegt unter anderem König Friedrich I. von Preußen sowie Königin Sophie Charlotte. Seit dem 1. März 2020 ist die Gruft für drei Jahre wegen dringend notwendiger Sanierungen geschlossen.

  • Perché bisogna demolire la “#new_town” di #Berlusconi

    Il processo di ricostruzione dell’Aquila deve concludersi, simbolicamente e praticamente, con una demolizione: quella del progetto C.A.S.E

    Pochi giorni fa un servizio della celebre trasmissione televisiva Report è tornato per un attimo a puntare i riflettori dell’attenzione pubblica sulla gestione del post-sisma all’Aquila, denunciando in particolare lo stato di degrado in cui versano alcuni alloggi del progetto C.A.S.E. (acronimo di Complessi Antisismici, Sostenibili ed Ecocompatibili).

    Il progetto è il principale intervento realizzato dal governo nazionale (allora presieduto da Silvio Berlusconi) per dare alloggio temporaneo alla popolazione sfollata a seguito del sisma che, nel 2009, colpì il capoluogo abruzzese – provocando 309 morti e decine di migliaia di sfollati, e riducendo in macerie ampie porzioni della città e di alcuni comuni limitrofi. Stiamo parlando di quasi 4500 alloggi, destinati a ospitare circa 17.000 persone, costituiti da palazzine residenziali realizzate su enormi piastre antisismiche in cemento armato. Le palazzine del progetto C.A.S.E. sono raggruppate in piccoli “quartieri dormitorio” (i servizi pubblici sono pochi, gli esercizi commerciali assenti) localizzati in varie aree, per lo più periferiche, della città. Questi quartieri sono conosciuti giornalisticamente come le “new towns” di Berlusconi: fu infatti il Cavaliere a spingere fortemente per la loro realizzazione. Al suono dello slogan “dalle tende alle case”, l’allora presidente del Consiglio fece un enorme investimento politico e di immagine sulla costruzione di queste strutture. I primi appartamenti furono inaugurati a soli cinque mesi dal sisma, con un Berlusconi raggiante che poteva dichiarare di aver vinto la sfida di sistemare velocemente un numero elevato di sfollati all’interno di strutture in tutto e per tutto simili a tradizionali abitazioni. Dalle tende dell’emergenza alle case del progetto C.A.S.E., per l’appunto.

    Il costo di tale apparente successo è però stato abilmente scaricato sulla collettività, senza che quest’ultima quasi se ne accorgesse. Ciò non riguarda tanto la spesa astronomica (superiore agli 800 milioni di euro) per la costruzione degli alloggi del progetto C.A.S.E., quanto la salatissima ipoteca che hanno imposto al territorio aquilano, legata alla loro nefasta natura in bilico tra temporaneo e permanente. Il progetto è stato infatti realizzato per dare rapidamente un alloggio temporaneo alla popolazione sfollata e, per questo, è stato costruito con materiali inadatti a durare a lungo. Ciò è stato plasticamente testimoniato, nel 2014, dal crollo di un balcone in una delle “new towns”, successivamente interamente evacuata. Simultaneamente, il progetto C.A.S.E. è stato realizzato nell’idea, inizialmente non troppo sbandierata, che le strutture edificate in verità non sarebbero mai state rimosse. Si trova traccia di questa intenzione già in alcuni documenti ufficiale di 2011 (tra cui il Piano di Ricostruzione, che avanzava l’ipotesi, invero alquanto strampalata, che quegli appartamenti “temporanei” avrebbero potuto ospitare studenti e turisti alla fine della ricostruzione).

    Oggi, con la ricostruzione della città che non è lontana dall’essere completata, questi alloggi sono entrati in una traiettoria di sotto-utilizzo e degrado. Su 4450 abitazioni, solo circa 2850 sono oggi occupate, in parte dagli sfollati del sisma, in parte da altri soggetti fragili (popolazione a basso reddito, famiglie monoparentali e anziani, a cui si sono aggiunte recentemente alcune decine di profughi ucraini). Dei rimanenti alloggi, solo 300 sono effettivamente disponibili, mentre risultano inagibili 870 appartamenti (quelli in corso di manutenzione sono 420). Con il passare del tempo, la quota di abitazioni inoccupate crescerà, così come, probabilmente, quella degli alloggi inagibili (e i costi di manutenzione). Che fare, dunque, del progetto C.A.S.E.?

    Il servizio di Report menzionato all’inizio di questo post ha scatenato all’Aquila un rimpallo di responsabilità tra la presente amministrazione (di centro-destra) e la precedente (di centro-sinistra), che ha dimostrato solo, in maniera inequivocabile, come nessuno, indipendentemente dal colore politico, abbia un piano unitario, a lungo termine, per queste strutture. Quello che si sta facendo è procedere a tentoni, per frammenti. In campo ci sono alcuni interessanti progetti di riutilizzo di alcune porzioni del progetto C.A.S.E., legati all’istituzione all’Aquila del Centro Nazionale del Servizio Civile Universale e alla Scuola Nazionale dei Vigili del Fuoco.

    Ma la verità è che c’è un limite ai progetti di riutilizzo che si possono inventare, motivo per cui si dovrà prima o poi ammettere che c’è un elefante nella stanza: l’unica strada percorribile per un elevato numero di queste strutture è la demolizione. E ciò nonostante l’enorme massa di denaro pubblico spesa per realizzarle poco più di un decennio fa. Si deve infatti prendere atto che il loro mantenimento non rappresenta un’opportunità (semplicemente, la città non ha bisogno di tutti quegli spazi, tanto più che c’è un problema rilevante di vuoti anche all’interno del tessuto urbano consolidato), ma un fardello, i cui costi di manutenzione non faranno che aumentare, di pari passo con l’avanzare del loro degrado e il crescere del loro inutilizzo. L’abbattimento è però più facile a dirsi che a farsi, se non altro per una questione economica: si parla di un’operazione dai costi elevatissimi (svariate decine di milioni di euro), che l’amministrazione comunale non è sicuramente in grado di affrontare. Demolire deve diventare così il tassello finale dell’azione del governo centrale rispetto al sisma dell’Aquila: simbolicamente e praticamente la ricostruzione deve terminare con una distruzione, quella del progetto C.A.S.E.

    Depuis trois jours, des dizaines de personnes campent devant la mairie de Montreuil pour exiger du maire un arrêté anti-expulsions, à la veille de la fin de la trêve hivernale.

    « C’est une blague ! On est dans une mairie communiste, avec neuf élus La France insoumise, et on se croirait en Macronie », lâche Thomas, résidant du #squat EIF. Cela fait deux heures qu’il occupe le hall de la mairie de Montreuil (93) avec une vingtaine d’autres résidents d’habitats abandonnés ou de lieux désaffectés et des militants de l’Association des mal-logés pour parler à un élu, et demander un rendez-vous pour établir un #arrêté_anti-expulsions, qui protégerait les centaines de personnes menacées par la fin de la #trêve_hivernale.

    La Seine-Saint-Denis détient le record du nombre d’#expulsions locatives en France, et le taux de pauvreté atteint 25 % en 2019 à Montreuil. En raison de la gentrification, de l’envol des loyers via la spéculation immobilière et des années d’attente pour obtenir un #logement HLM, une population grandissante occupe des logements vacants, voire des locaux désaffectés, pour ne pas dormir dans la rue.

    L’Association [collectif !] des mal-logés et les habitants des squats se rassemblent depuis des années devant la mairie lors des conseils municipaux, pour demander des arrêtés anti-expulsions. Face à eux, Patrice Bessac, maire communiste (PCF), applique la méthode de l’expulsion, sans proposition de relogement. « Le marqueur entre la droite et la gauche, c’est le dialogue social, déclare Fahima, âgée de 59 ans, ancienne habitante du squat de l’Ermitage, une maison vacante appartenant à la ville. Pourtant, depuis trois ans, ils ont refusé toute médiation pour faire un bail précaire, le temps qu’ils aient un projet pour le lieu. »

Hearing all the talk of “fresh starts” and “clean sheets,” you could almost forget the toxic stew of rubble, chemical outflows and human remains just a few miles down the highway.

    Over at the shelter, Jamar could think of nothing else. “I really don’t see it as cleaning up the city. What I see is that a lot of people got killed uptown. People who shouldn’t have died.”

    In Europa gehen die Lichter aus - mindestens die Glühbirnen, das wünscht sich der Bundesumweltminister. Und prompt wurde im Feuilleton landauf, landab das Ende der Glühbirne - als weltweit gültiges Symbol für Fortschritt, Erfindungsgeist, Ideen und Sozialismus - gefeiert. Der Umweltminister Sigmar Gabriel will es mit seinem „Glühbirnenverbot“ Australien nachtun, wo sein Kollege im dort besonders aussichtslosen Kampf gegen das Ozonloch und den Klimawandel alle Glühbirnen des Kontinents bis 2010 durch so genannte Energiesparlampen ersetzen will.

    Die Glühbirne aber ist unsterblich. Obwohl oder weil sie eine Energieeffizienz hat, die umgekehrt proportional zu der des Glühwürmchens ist. Das infolge der Klimaerwärmung sich langsam bis Skandinavien ausbreitende Leuchtinsekt wandelt 93 Prozent der Energie in Licht und nur 7 Prozent in Wärme um, während die Glühbirne eher ein Heizgerät ist. Durch das Glühen ihrer Wolframwendel - „Seele“ genannt - im Inneren des gebärmutterförmigen Glaskolbens - entsteht eine Sonne en miniature. Das macht ihr Licht so angenehm. Im Gegensatz zu dem der Energiesparlampe, die nur eine umgebogene Leuchtstoffröhre ist, zudem giftstoffhaltig, was sie beim Zerbrechen gefährlich und ihre Entsorgung teuer macht. Und sie ist sauhässlich, ebenso ihr Licht. Außerdem hat man ihr, wie der Glühbirne, einen „geplanten Verschleiß“ eingebaut - im Sockel: Sie lässt sich nicht beliebig oft an- und ausschalten und bei Frost springt sie manchmal nicht an. All das ließe sich marktwirtschaftlich „regeln“. Von dort kommt jedoch der größte Einwand gegen den „Energiesparlampenschwindel“: Privathaushalte verbrauchen heute nur noch etwa 8 Prozent der Elektrizität für Licht, der Rest wird für immer mehr Elektrogeräte und Elektronik benötigt.

    Als die Glühbirne sich mit dem Edison-Patent - das ein ganzes System vom Wechselstromgenerator über das Leitungsnetz und den Schalter bis zur Wendelgeometrie der Birne umfasst - langsam durchzusetzen begann, gab es in den G[Glühbirnen]-7- Ländern, heute sind es 8 (mit dem exsozialistischen Russland, das eine eigene ruhmreichere Glühbirnengeschichte hat), nur Monopolbetriebe im Westen. In Deutschland war das die von Werner von Siemens und Emil Rathenau gegründete Firma Osram. Die beiden Elektropioniere zerstritten sich an der Frage der Glühbirnen-Vermarktung. Gaslicht war billiger, und noch Anfang der Dreißigerjahre konnte sich ein Arbeiterhaushalt höchstens eine 15-Watt-Birne leisten, die nur wenige Stunden am Tag brennen durfte.

    Der jüdisch-protestantische Rathenau wollte das Bedürfnis nach dem neuen Licht auf gut amerikanische Art mit Reklame „wecken“. Zu diesem Zweck illuminierte er z. B. kostenlos ein Theater in München und in Berlin das Café Bauer Unter den Linden, wo er selbst im Keller den Generator mit Wasser kühlte, als der sich überhitzte. Siemens setzte dagegen preußisch-militaristisch auf Beeinflussungsstrategien - gegenüber Staaten und Verwaltungen. Rathenau zog sich bald aus dem Osram-Abenteuer zurück. Die Firma gehört bis heute zu Siemens, im Zuge der Nazieroberungen verleibte der Elektrokonzern sich vorübergehend auch noch Philips und Tungsram ein. In der einstigen „Stadt des Lichts“ werden seit der Wende keine Glühbirnen mehr hergestellt: 1994 wurden im alten Osram-Glühlampenwerk an der Warschauer Brücke, das zu DDR-Zeiten „Narva“ hieß, sämtliche „Arbeitsplätze im Licht“, wie man dort sagte, abgewickelt, und 2004 verlegte man die Glühbirnenproduktion im Spandauer Osramwerk in das Elsass: „Wir sind jetzt ein High-Tech-Betrieb!“, meinte die Telefonistin kichernd. Es werden dort jetzt Hochdrucklampen, u. a. für Straßenlaternen, hergestellt. Der wahre Osram-High-Tech findet im Regensburger Werk statt - in der Leuchtdioden-Entwicklung (die Fertigung befindet sich in Malaysia). Bei den so genannten LEDs meldet Siemens (Deutschland) seit langem mal wieder laufend Patente an. Und sie werden wohl bald auch - zu ganzen „Lichtwänden“ geclustert und in lebensverkürzender Weise hochgetrimmt - die Glühbirnen ersetzen.

    Ironischerweise ging der von Rathenau einst gegründete AEG-Konzern nicht an einem Mangel an Patenten pleite, sondern an der schlechten Vermarktung seiner Produkte. Schon Rathenau war mit seiner AEG dem Konkurrenten Siemens entgegengekommen: Erst gründeten sie zusammen mit Edison (General Electric) u. a. ein europäisches und dann ein internationales Elektrokartell: die IEA (International Electrical Association), mit Sitz in Pully bei Lausanne. Kartellexperten gehen davon aus, dass dieses Syndikat, das weltweit die Preise festlegte, Konkurrenten mit Dumpingpreisen und Patentrechtsprozessen niederkämpfte und gemeinsam festlegte, welches Land was produzieren durfte, sich erst 1999 auflöste. Mir selbst schrieb die IEA, sie hätte sich bereits 1989 aufgelöst. Dies wurde jedoch allgemein als zu schön, um wahr zu sein, bezeichnet. Wahr ist jedoch, dass General Electric Anfang der Achtzigerjahre unter Jack Welch aus der IEA austrat - und er den ganzen Konzern umkrempelte. Ende der Neunzigerjahre versuchte der Siemens-Chef von Pierer sich an einem ähnlichen „Konzernumbau“, „10-Punkte-Programm“ von ihm genannt, das dann von seinem Nachfolger Kleinfeld fortgeführt wurde - und wird: 2005 ließ er die Handysparte erst für 350 Millionen Euro bei dem taiwanesischen Konzern BenQ zwischenlagern und dann mit noch einmal 30 Millionen Euro abwickeln. Und nun wird der Communication-Bereich in ein Joint Venture mit Nokia ausgelagert, wobei Siemens wegen des unklaren Ausgangs der ganzen Korruptionsermittlungen und -prozesse gegen den Konzern noch einmal 300 Mio Euro drauflegte. Der Chefredakteur von Europolitan, Marc Sondermann, nannte diese „Verschlankung“: „eine der schwerwiegendsten strategischen Weichenstellungen in der 160 Jahre langen Konzerngeschichte“, dazu noch im Hauruckverfahren durchgezogen, so dass der nunmehrige Aufsichtsratschef von Pierer seinem Nachfolger Kleinfeld über die Presse mitteilen ließ, solche „’Parforceritte’ wie mit der Com-Sparte künftig gefälligst ausbleiben“ zu lassen. Deutlich werde dabei, so Marc Sondermann, „dass Kleinfeld aus der Erkenntnis, seinem Hause lägen konsumentennahe, von Marktinnovationen getriebene Technologiesprünge nicht, die radikalste aller Konsequenzen geschlossen hat: vollständiger und totaler Abschied aus dem Konsumentenmarkt“. (Die Hausgeräte werden bereits im Joint Venture mit Bosch produziert und das PC-Geschäft zusammen mit Fujitsu betrieben).

    Dieser ganze Konzernumbau hat zum Ziel, Anschluss an die neuen Kapitalströme zu finden. Vorher war Siemens eine Aktiengesellschaft, deren Aktionäre an „langfristigen Gewinnen durch Dividenden“ interessiert sein mussten, denn von einer „Performance der Siemens-Aktie“ konnte genau genommen keine Rede sein - sie ähnelte einer Staatsanleihe. Und der multinationale Konzern war ja auch noch eng mit „seinem“ Nationalstaat verknüpft. Nach seinem „Umbau“ wurde der Konzern auch für „Investoren“ interessant, die nur auf „kurzfristige Gewinne aus Aktienmärkten“ spekulieren. Die Aktionäre profitieren sogar davon, wenn Siemens sich weltweit mittels Schmiergeldern Aufträge verschafft, die er dann mit erhöhten Preisen wieder reinholt: So kosten z. B. medizintechnische Geräte von Siemens in Russland doppelt so viel wie in Deutschland. Und hier wiederum hält sich der Konzern am Finanzamt schadlos, wie die Spiegel-Journalisten H. R. Martin und H. Schumann in ihrem Buch „Die Globalisierungsfalle“ meinen: „So verlegte z. B. Siemens seinen Konzernsitz steuerrechtlich ins Ausland. Von den 2,1 Milliarden Mark Gewinn des Geschäftsjahres 1994/95 bekam der deutsche Fiskus nicht einmal mehr 100 Millionen, im Jahr 1996 zahlte Siemens gar nichts mehr.“ Auch anderswo nicht: „Das Imperium Siemens führte noch 1991 fast die Hälfte des Gewinns an die 180 Staaten ab, in denen es Filialen unterhält. Binnen vier Jahren schrumpfte diese Quote auf nur noch 20 Prozent.“ Gleichzeitig vermehrten sich bei der Bank aller Banken „Clearstream“ in Luxemburg die „unveröffentlichten Konten“ von Siemens, über die wahrscheinlich ein Großteil seiner Schmiergeldzahlungen abgewickelt wurde: „Die Aufnahme von Siemens sorgte für Wirbel“ in dieser den Banken vorbehaltenen Metabank, erinnert sich der ehemalige „Clearstream“-Manager Ernest Backes. Daneben hat sich Siemens auch in andere Richtung vorgearbeitet - und dabei stets die dicksten deutschen Forschungsgelder, Dritte-Welt-Entwicklungsprojekte und - nach der Wende - die meisten DDR-Betriebe abgegriffen. Daneben versuchte der Konzern erst das DDR-Glühlampenkombinat Narva auf die Abwicklungsliste der Treuhand zu setzen. Als der Betrieb dennoch neu ausgeschrieben wurde, teilten sie allen Interessenten mit, sie bräuchten sich nicht zu bewerben, denn sie würden das Werk selbst übernehmen - dabei hatten sie gar keine Kaufofferte abgegeben. Als dann General Electric den DDR-Vorzeigekonzern Elpro privatisieren wollte, überredete Siemens einen Tag vor Vertragsunterzeichnung die GE-Manager in Belgien, vom Kauf zurückzutreten, dafür wollten sie ihnen helfen, wieder im Iran ins Geschäft zu kommen. Als Samsung den Ökokühlschrankhersteller Foron übernehmen wollte, schrieben die Siemensianer den Koreanern in alter Elektrokartellführermanier, sie würden das als einen unfreundlichen Akt ansehen. Samsung zog daraufhin seine Kaufofferte zurück. Und als die Stromspannung wegen der EU von 220 auf 230 Volt erhöht wurde, verkürzte sich auch noch die Lebensdauer der Glühbirnen von 1.000 auf 800 Stunden. In der Vergangenheit hatte das Elektrokartell immer wieder Lebensdauerverkürzungen beschlossen - von 5.000 auf zuletzt 1.000, während die Glühbirnen im Ostblock bis zu 2.500 Stunden brannten und die in China 5.000. Den lebensdauerverkürzenden Kampf des Elektrokartells aus Gründen der Profitsteigerung schilderte Thomas Pynchon in seinem Roman „Die Enden der Parabel“ - aus der Sicht einer Glühbirne, die dagegen erfolgreich Widerstand leistete. Er dachte dabei konkret an eine Birne in der Feuerwehrwache von Livermore (Kalifornien), die dort bereits seit 1901 brennt (man kann sie sich im Internet anschauen). In Berlin erfand der Elektroniker Dieter Binninger 1983 eine Glühbirne, die 150.000 Stunden brannte - etwa so lange wie die DDR. Er baute sich - ständig von Osram molestiert - eine kleine Birnenproduktion in Kreuzberg auf und wollte dann zusammen mit der Commerzbank Narva übernehmen - stürzte jedoch kurz nach Abgabe ihrer Kaufofferte mit seinem Flugzeug ab. Laut Bild-Zeitung hatte auch die Ermordung des Treuhandchefs Detlef Rohwedder, der Narva wieder von der Abwicklungsliste genommen hatte, etwas mit Glühbirnen zu tun: In dem Moment, als er in seinem Wohnzimmer eine kaputte Birne durch eine neue ersetzt hatte und diese anknipste, wurde er erschossen. Günter Grass arbeitete diese plötzliche „Verdunklung“ später in seinen Treuhandroman „Ein weites Feld“ ein. Beizeiten bereits schrieb der Philosoph Ernst Bloch: „Die Glühbirne im schattenarm gewordenen Zimmer hat die Anfechtungen des Nachtgrauens weit gründlicher geheilt als etwa Voltaire.“ Der Immer-noch-Siemens-Chef Kleinfeld schwor kürzlich beim Bundeskartellamt, Siemens werde den Anfechtungen der Korruption schon bald gewachsen sein: „Die Leute sollen in fünf Jahren sagen können, wie Siemens das gehandhabt hat, ist ein Maßstab, wie man es machen sollte.“ Bulbshit!

  • Près de #Rennes, des #scouts au secours de migrants : « On a répondu à une #urgence_humanitaire »

    Avec la fin de la #trêve_hivernale et de l’#état_d’urgence_sanitaire, 67 exilés se sont retrouvés à la rue et les #Eclaireurs, mouvement laïc, ont accepté de leur ouvrir les portes de leur centre de #Thorigné-Fouillard depuis début octobre. Mais tous craignent une expulsion imminente.

    Les dortoirs pour enfants sont désormais occupés par des familles. Dans le réfectoire, des gamins s’amusent, des ados pianotent dans leur coin téléphone en main, et quelques adultes boivent le café près de la cheminée. Dans la cuisine, le déjeuner se prépare. Au menu : vermicelles, aubergines ou encore mchadi, sorte de galettes de polenta, un plat populaire de Géorgie.

    A la lisière de la forêt de Thorigné-Fouillard, près de Rennes, le #centre_du_Bec-Rond, propriété des Eclaireuses et Eclaireurs de France, héberge ces temps-ci d’inhabituels pensionnaires : depuis le 2 octobre, le mouvement scout laïc accueille dans ses locaux 67 migrants, dont 24 enfants.

    Albanais, Kosovars, Géorgiens… La plupart viennent des marges orientales de l’Union européenne. Déboutés de l’asile ou toujours en quête, ils sont à la rue depuis l’été et ont trouvé là un répit. En sursis : « On ne sait pas si on peut rester ici ou pas. On a peur de devoir retourner dehors. C’est fatigant, physiquement et mentalement, de toujours changer d’endroit », dit Tamar, lycéenne de 19 ans, arrivée de Géorgie il y a trois ans.

    « Faire vivre nos valeurs de fraternité »

    C’est l’une des manifestations de la crise qui couve depuis des mois, dans la région de Rennes, autour de l’#accueil des migrants. Si, depuis le début de la pandémie, la préfecture d’#Ille-et-Vilaine a pris tout le monde en charge, beaucoup se retrouvent maintenant dehors. « Avec la fin de l’état d’urgence sanitaire et de la trêve hivernale, le 1er juin, il y a des sorties massives des dispositifs de mise à l’abri », explique Sami Flodrops, coordinateur d’Utopia 56 Rennes.

    Un #campement s’est formé pendant l’été dans le #parc_des_Gayeulles, rassemblant une centaine de personnes, dont près d’une moitié d’enfants. Mais le 2 octobre, une violente tempête a malmené les fragiles toiles de tente. Face aux refus de l’Etat et de la mairie d’intervenir, les Eclaireurs, sollicités par le collectif local de soutien aux personnes exilées, ont accepté d’ouvrir temporairement les portes du #Bec-Rond. « On a répondu à une urgence humanitaire de mise à l’abri. Notre objectif, c’est de faire vivre nos valeurs de fraternité et de solidarité », dit Stéphane Lamare, le responsable régional, foulard scout vert et blanc autour du cou.

    Mais tous craignent maintenant une expulsion imminente : le centre est sous le coup d’une #fermeture_administrative, décidée le 22 octobre par le maire de #Thorigné. L’édile, appuyé par la préfecture, a diligenté une #commission_de_sécurité inopinée, qui a relevé plusieurs anomalies : une prise électrique hors de son socle, des modes d’emploi absents près des extincteurs… Et surtout une capacité d’accueil dépassée, la structure étant taillée pour 35 personnes.

    Les hôtes ont essayé de se conformer aux exigences : des tentes ont été plantées dans la clairière voisine pour désemplir les locaux et tenir la jauge, des écriteaux ont été posés près des extincteurs, des bénévoles et des migrants ont été formés à la sécurité incendie… Malgré cela, « la fermeture administrative reste d’actualité. On a fait œuvre de #solidarité et voilà ce qu’on récolte. C’est une décision qu’on ne comprend pas, on le prend un peu comme une punition », regrette Stéphane Lamare, qui craint aussi que la fermeture ne perdure et ne pénalise dans la durée les activités scoutes. Paradoxe : le centre du Bec-Rond a déjà hébergé des exilés l’an passé, à la demande de la préfecture. Cet été encore, les autorités ont sondé les Eclaireurs sur la possibilité de loger des familles afghanes, en cas de besoin.

    Sur la prise en charge des migrants, les pouvoirs publics se renvoient la balle : la municipalité rennaise de gauche, qui s’était engagée à ne laisser aucun enfant à la rue, met en avant l’ambitieuse politique d’hébergement des migrants développée ces dernières années et refuse d’en faire davantage sur une compétence qui relève de l’Etat.

    Dans une tribune publiée le 26 octobre, 33 maires de la métropole appellent aussi l’Etat à « assumer ses responsabilités », à « traiter les demandes de régularisation » et à « prendre en charge l’hébergement d’urgence des personnes exilées ». « Nous ne pouvons que constater une situation intolérable, en même temps que les limites de notre capacité à agir en tant qu’élus locaux », écrivent les édiles.

    « L’Etat assume toutes ses responsabilités dans le respect du droit », a rétorqué le lendemain le préfet d’Ille-et-Vilaine, #Emmanuel_Berthier, via un communiqué. Il dit avoir pris en charge les demandeurs d’asile identifiés sur le campement, proposé une aide au retour aux déboutés et mis 37 personnes à l’abri via le 115. « Il y a eu des prises en charge, mais c’est sporadique et temporaire : les gens restent au chaud deux semaines puis ressortent », relève Sami Flodrops.

    A Thorigné, les Eclaireurs espèrent renouer le dialogue pour « sortir par le haut » et pressent les pouvoirs publics d’agir pour assurer « le droit inaliénable à l’hébergement », défend Stéphane Lamare. Qui rappelle ce principe clair, côté scouts : « On ne fermera pas s’il n’y a pas de solution, on ne mettra personne à la rue. »

    • Interdiction de la pratique du scoutisme pour cause humanitaire – Situation au Bec Rond

      Après avoir accepté l’#hébergement et la #mise_à_l’abri d’urgence dans son #Centre_Forestier_du_Bec-Rond à Thorigné-Fouillard, de 99 personnes exilé·e·s résidant initialement sur le campement des #Gayeulles à Rennes, l’association des Éclaireuses Éclaireurs de France s’est vue imposer la fermeture administrative de son site ET DONC L’INTERDICTION DE SES ACTIVITÉS DE SCOUTISME.

      Le 02 octobre dernier, l’association des Éclaireuses et Éclaireurs de France (#EEDF) acceptait l’hébergement et la mise à l’abri d’urgence dans son Centre Forestier du Bec-Rond à Thorigné-Fouillard, de 99 personnes exilé·e·s (dont 43 enfants) résidant initialement sur le campement des Gayeulles à Rennes, du fait de conditions météorologiques extrêmement dégradées et sur sollicitation des collectifs et associations de l’inter-organisation de soutien aux personnes exilées et d’Utopia56. L’association a pris cette responsabilité, qui incombe normalement aux pouvoirs publics et plus particulièrement aux services de la préfecture, par devoir d’humanisme, devant une situation de pluies diluviennes et de vents importants, pour des familles dont les tentes venaient d’être détruites ou complétement détrempées. Cette décision a provoqué la réaction immédiate des pouvoirs publics avec l’intervention de la Commission de Sécurité le 15 octobre, demandée par le Maire de Thorigné-Fouillard.

      Depuis le vendredi 22 octobre 2021, le Centre Forestier des Éclaireuses et Éclaireurs de France du Bec Rond situé sur la commune de Thorigné-Fouillard est administrativement fermé jusqu’à la levée des non-conformités et des prescriptions décelées par la Commission de Sécurité. Ces non-conformités et ces prescriptions, telles qu’exprimées à la fois dans la notification de l’avis défavorable de la Commission de sécurité et dans l’arrêté municipal de fermeture administrative du centre, ont pu toutes être levées sans exception grâce au travail et à l’engagement sans faille des bénévoles et salariés EEDF ainsi que des autres associations de l’inter-organisation de Rennes et Utopia56. L’association les remercie toutes et tous pour leur engagement sincère, leur efficacité et réactivité à protéger et accompagner les populations les plus fragiles.

      Par cet arrêté municipal, la Mairie de Thorigné-Fouillard contrevient à la Liberté d’un acteur associatif d’exercer son droit le plus simple et le plus fondamental de répondre à une urgence humaine. L’arrêté semble disproportionné au regard non seulement de la réactivité des membres associatifs à lever les non-conformités et prescriptions mais aussi et surtout vis-à-vis de sa conséquence : faire expulser et remettre à la rue les personnes actuellement hébergées, en proie à une grande vulnérabilité. Par cet arrêté municipal, la Mairie de Thorigné-Fouillard contrevient à l’affirmation du principe d’Égalité entre les personnes morales et physiques. Morales car il convient d’interroger sur l’équité de traitement que l’association a subi avec cette demande de « visite inopinée » de la commission de sécurité. Physiques car les personnes hébergées voient foulé aux pieds l’égalité de traitement et l’application des droits les plus fondamentaux à leur égard : droit inaliénable et inconditionnel à l’hébergement qui leur est refusé, droit fondamental à la scolarisation de leurs enfants qui n’est plus considéré dans le cadre d’une telle décision de fermeture administrative, … Par cet arrêté municipal, la Mairie de Thorigné-Fouillard contrevient et conteste même l’application du principe de Fraternité, celui-là même qui le 2 octobre dernier a permis aux collectifs et associations qui accompagnent les personnes à la rue et exilées de répondre présents face à la situation en cours au campement de Gayeulle.

      L’association des EEDF demande à la municipalité de Thorigné-Fouillard de reconsidérer les interlocuteurs, les personnes hébergées sur le Centre du Bec-Rond, les actrices et acteurs du scoutisme, les associations de l’éducation populaire, les associations de défenses des droits, leur travail, leur démarche, et d’entrer dans un dialogue sincère et constructif. L’association demande à la municipalité de soutenir ses démarches et de l’accompagner auprès des pouvoirs publics pour trouver des solutions d’accueil pérennes pour ces personnes par devoir d’humanité plutôt que de réprimer les associations qui œuvrent pour un monde plus juste et fraternel.

    Le budget faramineux des JO de Tokyo passe mal auprès des millions de Japonais que la pandémie a fait basculer dans la précarité.

    Dans son petit studio du centre-ville, Masako Sasaki, 82 ans, ne suivra que d’un œil les Jeux olympiques à la télé. Cette retraitée a pris en grippe l’événement à cause de son coût faramineux : plus de 13 milliards d’euros, ce qui fera de ces JO les Jeux d’été les plus chers de l’histoire olympique.

    "Pour nous, les petites gens, ces Jeux de riches, c’est vraiment un autre monde" , commente la vieille dame.


     »Moi, par exemple, ma pension de retraite est si peu élevée qu’elle ne me permet pas de manger trois fois par jour. Et puis, j’ai allumé les néons aujourd’hui pour votre venue mais, d’habitude, pour réduire ma note d’électricité, je ne m’éclaire qu’à la lumière du jour et, le soir, grâce à la télé. Le moindre yen économisé compte…"

    20% des Japonais âgés pauvres
    Keiko Kobayashi, 79 ans, peine tout autant à joindre les deux bouts. "Ma pension de retraite ne me suffisant pas pour vivre, j’en suis réduite à nettoyer des cages d’escalier dans des copropriétés" , explique-t-elle.

    "C’est dur, à mon âge, de monter et descendre sans arrêt de lourds seaux d’eau, mais je n’ai pas le choix : sans ce petit boulot, je ne m’en sortirais pas. Au Japon, 20% des seniors vivent sous le seuil de pauvreté. Bon nombre sont donc, comme moi, obligés de travailler. Tout cet argent dépensé pour les JO, on aurait dû le consacrer à l’augmentation des petites pensions de retraite… "

    Ce qui passe mal aussi auprès des Japonais précarisés, c’est le train de vie des hauts dirigeants du Comité international Olympique (CIO) qui assisteront aux Jeux. Ils occuperont des chambres d’hôtel qui coûteront parfois jusqu’à 300.000 yens (plus de 2000 euros) la nuit.

    Or, en vertu du contrat d’attribution des JO, l’essentiel de ces factures hôtelières sera payé, non par le CIO, mais par les contribuables tokyoïtes.

    Les associations caritatives débordées
    "Des nuits à 300.000 yens alors que tant de Japonais ne mangent plus à leur faim, c’est indigne" , s’irrite-t-on dans une ONG qui offre des plateaux-repas aux personnes dans le besoin.

    Elle en distribue "trois fois plus qu’avant l’apparition du virus : certains soirs, les gens doivent faire la queue pendant deux heures avant d’être servis tellement il y a du monde."

    Parmi ces nouveaux pauvres, figurent beaucoup de femmes. Car au Japon, elles occupent deux fois plus souvent que les hommes des emplois précaires. Ils sont mal payés et, en plus, donnent rarement droit aux allocations de chômage quand on les perd.

    Or, les secteurs professionnels qui ont le plus licencié en raison de la pandémie (l’hôtellerie, la restauration, le tourisme, etc.) avaient très souvent recours à des salariées sous-statutaires.

    En raison de l’envolée du taux de pauvreté depuis l’apparition du virus, on estime que, désormais, 35% des ménages nippons les plus défavorisés n’ont plus les moyens d’acheter toutes les denrées alimentaires dont ils ont besoin.
