The European Union on Monday removed six territories including the United States from its list of countries exempted from restrictions on non-essential travel during the coronavirus pandemic.“Israel, Kosovo, Lebanon, Montenegro, the Republic of North Macedonia and the United States of America were removed from the list,” a statement from the European Council said.The recommendation from the Council, which represents member state governments, is not binding on national capitals, which may yet choose to allow fully vaccinated US travellers to visit despite concerns about rising numbers of Covid-19 cases in the country.But most EU members have followed Brussels’ travel advice during the crisis so far.Non-essential travel into the bloc from outside the 27-member EU and eight associated countries – Iceland, Lichtenstein, Norway, Switzerland, Andorra, Monaco, San Marino and the Vatican – has been restricted.     EU removes six countries including US from Covid safe travel list. Travellers from Israel, Kosovo, Lebanon, Montenegro, and North Macedonia also affected by move. The EU has removed six countries, including the US, from a Covid “white list” of places whose tourists should be permitted entry without restrictions such as mandatory quarantine.
    A majority of EU countries had reopened their borders to Americans in June, in the hope of salvaging the summer tourism season although most required a negative test ahead of travel. The move was not, however, reciprocated by the US.The EU’s white list necessitates having fewer than 75 new cases daily for every 100,000 people over the previous 14 days – a threshold that is not currently being met in the US. According to Johns Hopkins University, the US suffered the world’s highest number of infections over the past 28 days. Also removed from the EU’s safe list because of a rise in Covid infections are Israel, Kosovo, Lebanon, Montenegro, and the Republic of North Macedonia. The current white list now includes: Albania, Armenia, Australia, Azerbaijan, Bosnia and Herzegovina, Brunei Darussalam, Canada, Japan, Jordan, New Zealand, Qatar, Republic of Moldova, Saudi Arabia, Serbia, Singapore, South Korea, Ukraine and China.
    The member states are also advised that travel restrictions should be gradually lifted for the special administrative regions of China Hong Kong and Macao. The guidance is non-binding and the recommendation is that the fully vaccinated should nevertheless be granted entry for non-essential travel.

    Dans le cadre de la lutte contre la pandémie de Covid-19, les pays membres de l’Union européenne (UE) ont décidé d’imposer à nouveau des restrictions aux voyages non essentiels vers son territoire, selon une recommandation publiée lundi 30 août. Six pays sont concernés : les Etats-Unis, Israël, le Kosovo, le Monténégro, le Liban et la Macédoine du Nord. Mais les Etats membres conservent la possibilité de lever ces restrictions pour les personnes totalement vaccinées, précise la Commission européenne dans un communiqué.
    Avant la décision du Conseil européen, plusieurs Etats membres, dont l’Allemagne et la Belgique, classaient déjà les Etats-Unis sur une liste « rouge », exigeant des tests de dépistage et des périodes d’isolement pour les voyageurs en provenance du pays, mais d’autres, comme la France ou les Pays-Bas, les considéraient comme un pays sûr. La liste « verte » de l’UE compte désormais dix-sept pays, dont le Canada, le Japon et la Nouvelle-Zélande. L’UE autorise toujours la venue des voyageurs pleinement vaccinés en provenance des pays extérieurs à sa zone, même si des tests de dépistage ou des périodes de quarantaine sont requis dans certains cas, selon le pays d’arrivée.
    Les Etats-Unis, quant à eux, interdisent toujours aux ressortissants de l’UE de se rendre librement sur leur territoire, en dépit des appels du bloc communautaire. Une absence de mesures de réciprocité qui divise les Vingt-Sept. Les Etats membres dépendants du tourisme se montrent soucieux de ne pas restreindre les arrivées de voyageurs américains. Loin de montrer des signes d’ouverture, Washington déconseille désormais aux Américains de se rendre en Suisse, en raison de la situation sanitaire liée au Covid-19 dans ce pays. Dans un bulletin publié lundi, le département d’Etat a relevé à 4 son niveau d’alerte relatif à la Confédération suisse, invitant les Américains à « ne pas voyager » dans ce pays. Une recommandation émise également par les Centres de prévention et de lutte contre les maladies, principale agence sanitaire des Etats-Unis. « En raison de la situation actuelle en Suisse, même les voyageurs complètement vaccinés peuvent être à risque de contracter et de propager les variants du Covid-19 », précise l’agence. A l’instar d’un grand nombre de pays européens, la Suisse connaît une résurgence du nombre de cas de Covid-19 depuis l’apparition du variant Delta, avec 35 150 cas enregistrés depuis le 16 août, selon les données de l’Office fédéral de santé publique. Les Etats-Unis avaient déjà émis une notice similaire le 10 août pour la France, là aussi en raison d’une hausse du nombre de cas de Covid-19.

The president of the European commission has offered fresh hope of a summer holiday in the EU for those living outside its borders. Ursula von der Leyen suggested in an interview with the New York Times that Americans who were fully vaccinated would be able to visit the EU in what would be a change of policy on non-essential travel.The EU adopted tough restrictions on travel into the the bloc’s 27 member states last year. Non-essential trips are only permitted from Australia, New Zealand, Rwanda, Singapore, South Korea, and Thailand.To qualify for the list, countries must record no more than 25 new Covid cases per 100,000 people over the last 14 days and no more than 4% of tests carried out in the previous week can return positive. The latest statistics, dated 20 April, shows the UK recorded 24.7 cases per 100,000 across a seven-day period. The list of countries exempt from the ban is reviewed every two weeks.Von der Leyen suggested, however, that the EU’s rules on non-essential travel would change in time for summer to also take into account vaccination coverage.“The Americans, as far as I can see, use European Medicines Agency-approved vaccines,” she said. “This will enable free movement and the travel to the European Union. Because one thing is clear: all 27 member states will accept, unconditionally, all those who are vaccinated with vaccines that are approved by EMA.”She added that the travel situation would still depend “on the epidemiological situation, but the situation is improving in the United States, as it is, hopefully, also improving in the European Union”.Last week, EU diplomats opened a discussion as to what criteria could be used to allow Europe’s tourism hotspots to enjoy a summer season.It was suggested by the commission that the vaccination rates in several parts of the world “support updating the approach for the safe lifting of restrictions on non-essential travel into the EU”.
    While a number of northern EU member states are cautious about reopening to tourists, ministers in Spain and Greece, among others, have been outspoken about the needs of their tourism sectors.The EU is developing a “digital green certificate” that would record whether someone has been vaccinated or had a recent negative test.Last week Von der Leyen said it would be up to member states whether they wished come to arrangements with non-EU countries to allow such certificates to open up to tourists.
    Greece has said it will open its borders to travellers from the US from Monday, provided they show proof of vaccination or a negative coronavirus test.Spain’s tourism minister, Fernando Valdés, said last week that his country would be ready for mass tourism this summer.He told Sky News: “We are desperate to welcome you this summer. “I think we will be ready here in Spain and we also think that things on the vaccination scheme of the UK are going pretty well. So, hopefully we will be seeing this summer the restart of holidays.”The European commissioner leading the EU’s vaccine taskforce, Thierry Breton, told the Guardian earlier this month that he was confident the bloc would hit its target of vaccinating 70% of adults by the end of the summer, permitting it “an almost normal tourist season”.
