      The geopolitical landscape of Europe is on the verge of major changes. The era of unconditional American security guarantees, which the Old World has grown accustomed to over the decades following the end of the Cold War, may come to an end. #Washington ’s harsh “America first” rhetoric is threatening the established architecture of #NATO. According to the Italian news agency ANSA, following the high-profile decision to withdraw thousands of American troops from Germany, Italy and Spain have also come under the close scrutiny of US President Donald Trump.

      For Rome, the implementation of such a scenario means not just a technical redeployment of allied troops, but a major challenge to national security and a deep crisis in relations with its main overseas partner. And while previously the main US complaints were about financial issues, today the catalyst for a possible rupture has become an open conflict between Trump and Italian Prime Minister Giorgia Meloni over the war in the #Middle_East.

      To fully assess the scale of the possible consequences, it is necessary to evaluate how deeply US military presence is integrated into Italy’s defense structure. Today, between 12,000 and 13,000 American soldiers, officers, and technical personnel are permanently stationed on the Apennine Peninsula and Sicily. In terms of the size of the American contingent, Italy is one of the key strongholds of the #Pentagon in Europe, second only to Germany. The American presence strengthens the overall air and missile defense system of NATO on the southern flank. Independently replacing this entire complex of capabilities would require Rome and its European allies many years and large investments.

      The United States operates a number of critically important facilities here. First, there is #Aviano Air Base in the north of the country, which hosts F-16 fighter jets and, according to military experts, stores tactical nuclear weapons. Second, there is #Vicenza Base (Caserma Ederle), serving as the headquarters of the US Army garrison in Southern Europe. The strategic hub of Camp Darby near Livorno is one of the largest logistics centers and weapons depots of the US Army abroad. Finally, the naval air station at Sigonella in Sicily is de facto the “eyes and ears” of NATO in the #Mediterranean, playing a vital role in operations in the Middle East and North Africa. The command of the US Sixth Fleet is also based in Naples. The withdrawal or even partial reduction of these forces would create a gaping hole in the southern flank of the North Atlantic Alliance.

      Until the spring of 2026, Giorgia Meloni was considered one of the main allies of American conservatives in Europe. However, in April, relations sharply deteriorated. The trigger was the US-Israeli military campaign against Iran, which Italy categorically refused to support.

      The crisis unfolded on several fronts at once and was accompanied by unprecedentedly harsh rhetoric, which is completely unacceptable to Trump with his ego:

      – Italy’s denial of access to bases. According to Corriere della Sera, Rome refused American bombers permission to transit through the Sigonella base before their deployment to the Middle East. The Italian side argued that landing aircraft carrying weapons required parliamentary approval, for which the US left no time.

      - Defense of the Vatican. Trump publicly attacked Pope Leo XIV, calling him “weak” for his calls for a peaceful resolution of the Middle East conflict. In response, Meloni harshly condemned the US president’s words, calling them unacceptable and expressing full solidarity with the pontiff.

      – Suspension of pacts with #Israel. Rome froze the defense agreement with Israel, demonstratively distancing itself from military escalation.

      – Washington’s response was not long in coming. In an interview with the Italian press, Trump became personal, insulting Meloni: “I’m shocked by her. I thought she had courage, but I was wrong. Iran would blow up Italy in two minutes if it had the chance.“

      Later, on his Truth Social network, Donald Trump delivered a final verdict on allied commitments: “Italy did not come to our aid, and we will not come to its aid.“

      Rome’s Middle Eastern démarche fell on the fertile ground of Trump’s long-standing dissatisfaction with fiscal discipline in NATO. Washington’s basic requirement — to spend at least 2% of GDP on defense — was chronically unmet by Italy, which hovered around 1.4–1.5%. Only recently, largely by revising accounting methods, did Rome reach the threshold of 2%, remaining among the allies that barely meet the former NATO minimum.

      In the transactional logic of the White House, the picture is clear: Italy not only tries to save on its own security at the expense of American taxpayers, but also, at a critical moment, refuses to show loyalty by blocking the use of bases. For the Trump administration, this is sufficient political reason to threaten to reduce the contingent, punishing a recalcitrant ally.

      For the Italian prime minister, the situation has turned into a diplomatic trap. On the one hand, a rupture with the US threatens the country’s basic security. On the other hand, Meloni is constrained by strict domestic political limits.

      In Italy, anti-war sentiment has traditionally been strong. Directly dragging the country into a war with Iran would be political suicide for the government against the backdrop of an already difficult economic situation. Furthermore, Italian industry is critically dependent on energy supplies from the Middle East region. As Trump bluntly stated, Rome does not want to risk oil, believing the US will do all the work on its own. Defending the Pope was also the only correct move for Meloni in a Catholic country where the pontiff’s authority carries enormous weight.

      If Donald Trump’s threats move into the practical realm, the consequences will extend far beyond the Apennines. The current situation shows how much the European security model depends on the political will of Washington. For Rome, the US bases were part of a system of logistics, intelligence, air support, and allied planning that cannot be quickly replaced by its own forces.

      Therefore, a possible withdrawal of American troops could be a signal to the entire European Union: the former automaticity of American guarantees no longer works unconditionally. European countries will have to accelerate the creation of their own defense infrastructure, expand military budgets, and take on those functions that the US provided for decades. Whether a decision to withdraw troops will be reached will be shown in the coming weeks.

    Cherchant à réduire sa dépendance à la Chine, les États-Unis poussent le Brésil à conclure un accord sur les minerais critiques. Le Brésil se montre cependant moins enthousiaste, et les négociations, loin de progresser, semblent aujourd’hui s’enliser malgré l’intensification des pressions diplomatiques et financières de Washington.

    Le #Brésil détiendrait entre 19 % et 23 % des réserves mondiales de terres rares, juste derrière la #Chine. En particulier 17 éléments indispensables pour fabriquer des aimants puissants utilisés dans les missiles guidés, les moteurs électriques, les éoliennes ou les technologies électroniques avancées. Leur importance stratégique a explosé avec la transition énergétique et la militarisation des technologies.

    Le pays contrôle aussi presque tout le niobium mondial, métal essentiel pour les aciers très résistants utilisés dans les pipelines, les infrastructures énergétiques ou les moteurs d’avion. Il dispose également d’importantes réserves de lithium et de cobalt. Cette combinaison fait du Brésil un acteur central dans la recomposition géopolitique des matières premières.

    Selon des responsables américains et brésiliens, Donald Trump fait pression pour que le Brésil et les Etats-Unis concluent un accord visant à produire des terres rares stratégiques destinés à alimenter l’industrie, en particulier des technologies de pointe, et les armements des champs de bataille du futur – sujet critique pour les Etats-Unis compte tenu de l’embargo chinois sur les terres rares destinées à la production d’armes de pointe et compte tenu de la guerre en Iran qui consomme rapidement les trop maigres stocks américains de missiles. Les terres rares, le lithium, le cobalt ou encore le niobium sont devenus des ressources centrales dans la compétition technologique et militaire mondiale. Les États-Unis, qui cherchent à sécuriser leurs approvisionnements, voient dans le Brésil un partenaire potentiel capable de réduire leur dépendance à la Chine.

    Le Brésil, qui possède l’une des plus grandes réserves de terres rares au monde, a besoin d’investissements pour exploiter pleinement ce potentiel et transformer ses réserves en exportations. Mais le Brésil semble réticent à conclure un accord, car il souhaite garder le contrôle de ses ressources et tout en diversifiant ses partenaires commerciaux, et pas se cantonner uniquement aux États-Unis. Cette position s’inscrit dans une stratégie plus large de diversification diplomatique et commerciale, au cœur de la politique étrangère brésilienne actuelle. Cette approche brésilienne est par ailleurs conforme aux logiques de développement des pays BRICS qui privilégient la diversification, plutôt que la dépendance envers un seul partenaire qui pourrait peser sur leur souveraineté, d’autant que nombre des pays BRICS ont d’amers souvenirs coloniaux ou néocoloniaux.

    En février, les autorités américaines ont envoyé une proposition d’accord bilatéral sur les minerais critiques, restée sans réponse, selon des responsables brésiliens qui ont bien voulu nous répondre, mais qui ont requis l’anonymat en raison du caractère confidentiel des discussions. Depuis, aucun progrès notable n’a été annoncé, et plusieurs signaux récents indiquent que Brasilia préfère temporiser plutôt que s’engager dans un partenariat jugé trop contraignant.

    Une offensive américaine plus directe

    Récemment, les États-Unis ont organisé à São Paulo un forum majeur sur les minerais critiques, dans l’espoir de conclure des accords entre le gouvernement américain et des entreprises minières brésiliennes. Washington souhaite investir des milliards de dollars dans ce secteur et a identifié au moins cinquante projets potentiels, selon un porte-parole de l’ambassade américaine. L’objectif est clair, accélérer l’exploitation des réserves brésiliennes pour construire des chaînes d’approvisionnement alternatives à la Chine.

    Le porte-parole a indiqué que le gouvernement brésilien avait été invité, mais n’a pas donné suite. En réalité, aucun représentant officiel de Brasilia n’a participé à l’événement, ont confirmé des responsables des deux pays. Cette absence a été interprétée comme un signal politique fort. La présidence de Luiz Inácio Lula da Silva n’a pas répondu aux questions sur cette décision, mais il s’agit clairement d’une volonté de ne pas apparaître aligné sur la stratégie américaine.

    Lula et le pouvoir brésilien actuel considèrent l’initiative américaine comme une tentative trop intrusive d’influencer la politique minière du pays. Washington cherche à orienter la stratégie industrielle brésilienne en échange d’investissements, ce que Brasilia refuse. Le Brésil veut conserver la maîtrise de ses ressources, de leur transformation et de leurs débouchés. La maîtrise de la souveraineté dans tous ces domaines est d’ailleurs un marqueur fort de la stratégie industrielle du Brésil.
    Il va sans dire que c’est la raison pour laquelle Donald Trump préfère un Bolsonaro, plus enclin à faire des concessions aux Américains, qu’un Lula plus indépendantiste.

    Peu avant ce forum, le principal diplomate américain au Brésil a signé directement un protocole d’accord avec le gouverneur de l’État de Goiás, riche en minerais stratégiques. Cette initiative illustre une nouvelle stratégie américaine visant à contourner le blocage fédéral et en multipliant les partenariats régionaux bilatéraux. Mais cette approche reste limitée. La loi brésilienne stipule que les minerais appartiennent à l’État fédéral, et que leur exploitation nécessite une autorisation nationale. Sans accord avec Brasilia, les initiatives locales restent symboliques.

    Le #Brésil refuse l’exclusivité

    Les deux pays discutent depuis des années d’une alliance sur les minerais critiques, mais les États-Unis adoptent désormais une approche beaucoup plus offensive. Washington souhaite obtenir, en échange de ses investissements, un accès prioritaire aux minerais brésiliens, notamment face à la Chine. Cette demande constitue l’un des principaux points de blocage, d’autant que la Brésil et la Chine ont une partenariat stratégique ancien et profond comme nous l’analysions dans cet interview.

    Le Brésil comme les #États-Unis cherchent pourtant à réduire leur dépendance à la Chine, qui domine largement l’extraction et surtout le raffinage d’éléments comme les terres rares, le #lithium ou le #cobalt (pour rappel, la Chine extrait plus de 60% des terres rares mondiales et surtout en raffine plus de 90%, rendant la planète entière dépendante). Mais leurs stratégies divergent. Washington veut sécuriser l’approvisionnement, alors que Brasilia veut construire une puissance industrielle en coopération avec tous les acteurs mondiaux qui doivent… respcter sa souveraineté, ce qui semble une gageur pour les Etats-Unis, peu habitué à ce qu’on leur résiste.

    Le président Lula a été clair publiquement : son pays veut conclure des accords, mais refuse de livrer ses ressources aux entreprises étrangères. « Ils ont déjà pris tout notre argent, notre or, nos diamants, notre minerai de fer. Qu’est-ce qu’ils veulent encore prendre ? », a-t-il déclaré lors d’une visite d’État en Afrique du Sud. Cette déclaration reflète une méfiance historique envers l’exploitation étrangère des ressources naturelles brésiliennes vu comme du néocolonialisme.

    Une bataille industrielle mondiale

    Longtemps exportateur de matières premières, le #Brésil veut désormais construire une chaîne industrielle complète, depuis l’extraction jusqu’à la transformation locale des minerais avant exportation. Cette stratégie vise à capter davantage de valeur ajoutée et à éviter le modèle historique d’économie extractive qui ne permettent pas aux pays de se développer et les maintiennent dans un état de #vassalisation face aux grandes puissances industrielles. D’autant que le Brésil a observé la Chine et a compris que la stratégie de cette dernière était payante : mieux vaut vendre le produit transformé, plutôt que la ressource brut.

    #Washington se dit prêt à investir dans cette filière, mais s’oppose à toute obligation de transformation sur le sol brésilien. Les États-Unis privilégient une chaîne d’approvisionnement flexible, dans laquelle les minerais pourraient être transformés ailleurs, notamment en Amérique du Nord.

    En échange de ses investissements, les États-Unis demandent un accès prioritaire aux minerais brésiliens, devant la Chine. Mais Brasilia, dont la diplomatie repose sur la diversification des partenaires, hésite à signer un accord exclusif. Le Brésil souhaite conserver la possibilité de vendre à différents blocs économiques, y compris #Pékin.

    Avec ses vastes réserves de terres rares, de lithium et d’autres métaux stratégiques, l’Amérique du Sud devient un terrain central de la rivalité mondiale entre la Chine et les États-Unis. Cette compétition s’étend désormais aux chaînes d’approvisionnement industrielles, aux investissements miniers et aux alliances économiques.

    Le Brésil s’interroge aussi sur la compatibilité d’un accord avec Washington avec ses autres partenariats commerciaux, notamment l’accord Mercosur-Union européenne et une coopération récente avec l’Inde sur les minerais critiques. Brasilia cherche à préserver une posture d’équilibre entre plusieurs pôles de puissance.

    Du côté américain, on estime que les deux pays auraient intérêt à coopérer. Les capitaux et le savoir-faire américains pourraient faire du Brésil une grande puissance minière, tandis que ses réserves permettraient aux États-Unis de réduire leur dépendance à la Chine. Mais l’équilibre entre souveraineté et investissement reste difficile à trouver, sinon impossible.

    Des tensions diplomatiques persistantes

    Les relations entre les deux pays restent tendues. Un incident récent a éclaté lorsqu’un haut diplomate américain a vu son visa annulé après que les autorités brésiliennes ont appris qu’il comptait rendre visite en prison à l’ancien président Jair Bolsonaro et rencontrer son fils, candidat à l’élection présidentielle. Cet épisode a renforcé la méfiance politique entre les deux capitales qui est déjà à un niveau assez élevé.
    Lors du dernier sommet des BRICS qui s’est tenu a Rio de Janeiro en juillet 2025, Donald Trump n’avait pas supporté les propositions visant à dédollariser l’économie mondiale et avait tweeté qu’il soutenait Jair Bolsonaro pour la présidentielle de 2026. Brasilia craint les ingérences américaines.

    L’an dernier, des négociations avaient déjà été perturbées lorsque Donald Trump avait imposé des droits de douane contre le Brésil pour aider, justement, Bolsonaro, son allié, dans ses difficultés judiciaires après l’élection de 2022. Lorsque Bolsonaro a finalement été condamné à 27 ans de prison, ces droits de douane ont été levés. Cet épisode a laissé des traces dans la relation bilatérale, comme ont laissé des traces les années de dictature soutenue par les Etats-Unis.

    Des responsables brésiliens affirment que le gouvernement n’est pas opposé à un partenariat, mais que Lula souhaite en discuter directement avec Trump lors d’une visite à la Maison-Blanche, reportée en raison de la guerre avec l’Iran. En attendant, les discussions restent au point mort.

    Pour l’instant, une seule mine brésilienne soutenue par des investisseurs américains produit de faibles quantités de terres rares, encore envoyées en #Chine pour être raffinées. Ce paradoxe illustre la domination chinoise dans le traitement des terres rares, même lorsque l’extraction se fait ailleurs.

    Mais cette mine a récemment résilié ses contrats de dix ans avec des entreprises chinoises, ouvrant la voie à des partenaires occidentaux. Le mois dernier, la U.S. International Development Finance Corporation a injecté 565 millions de dollars supplémentaires dans ce projet, en invoquant la nécessité de construire des chaînes d’approvisionnement sûres et transparentes. Malgré ces investissements, aucun accord global n’a encore été conclu. Le Brésil continue de temporiser, tandis que les États-Unis multiplient les initiatives pour sécuriser l’accès à des ressources devenues essentielles dans la rivalité stratégique du XXIe siècle.

    The move appears designed to pressure global power centers. While it stops short of a declared currency war, it highlights growing international efforts to reduce dependence on the dollar in energy markets.

    This comes as US President Donald Trump calls for an international coalition to secure the strait, casting doubt on Iran’s willingness to negotiate. Diplomacy remains stalled as the conflict involving #Israel, the United States, and Iran enters its seventeenth day.

    Iranian Foreign Minister Abbas Araghchi has denied any moves toward negotiations or a ceasefire. Trump has also warned that #NATO could face a “very bad” future if US allies fail to act to reopen the waterway, even as Israeli strikes on Iranian military infrastructure continue.

    Dr. Abdulaziz bin Sager, Chairman of the Gulf Research Center, said shifts in energy markets reflect a broader global trend toward currency diversification in international transactions. He argued that Iran’s proposal signals a growing willingness to explore alternatives amid geopolitical change, accelerating debate over the stability of currencies used in energy trade.

    According to bin Sager, this is part of a gradual restructuring of the global #financial_system, particularly as major economies such as #China and #Russia expand the use of their national currencies in bilateral trade. He pointed to the decline in the dollar’s share of global reserves—from 65.3 percent in 2016 to 59.3 percent in 2024—as evidence of a steady shift.

    He noted that countries are seeking to manage geopolitical risk and adopt more flexible economic strategies, reflecting a broader move toward a multipolar monetary system. China promotes the #yuan through the Belt and Road Initiative, while Russia advances its currency through bilateral agreements.

    Dr. Saeed Sallam, Director of the Vision International Center for Strategic Studies, said that Iran’s demand as limited in immediate practical impact but significant in long-term symbolic terms. He warned that it could increase volatility and uncertainty in energy markets, complicate transactions due to limited yuan liquidity, and drive up maritime insurance and transport costs by 20 to 30 percent along alternative routes.

    Rather than stabilizing markets, Sallam argued, the move could fragment oil trade. Limited volumes might be settled in yuan and routed through Hormuz to China, while the rest are diverted via more expensive routes. The result could be sharp increases in #gas, #fertilizer, and #food_prices, raising the risk of recession in Asian and European economies.

    He continued that China is pursuing a strategy of careful balance. While it may accept limited yuan-based transactions to secure oil imports, it is unlikely to support escalation that threatens stability in the strait, through which roughly 40 percent of its imports pass. Russia, meanwhile, uses the proposal symbolically within the #BRICS framework to challenge #Washington, though stable energy markets remain essential to its export revenues.

    Sallam concluded that Iran’s proposal may accelerate the rhetoric of de-dollarization and contribute to price shocks, but its real impact remains constrained by diplomatic and practical limits. The core issue, he stressed, is not the currency used but whether the Strait of Hormuz remains open.

    For now, the dollar retains its dominant position in global energy trade, though that status could be tested by rapidly evolving military and diplomatic developments.

Now all of this is in the middle of a U.S.-made war zone.

      It’s actually genuinely gobsmacking when you think about it: the #Middle_East is the one area where Trump could plausibly claim to be building something (no matter what you think of it), all framed - from the Board of Peace to the trillions in deals to the #AI #data_centers - as aiming to foster some sort of regional stability. And then he starts a massive regional war.

      If he wanted to make it absolutely crystal clear that getting involved with the U.S. is suicidal, he couldn’t have designed a better precedent. Literally: you sign up for America’s peace initiative, and six weeks later you’re in a war zone.

      #China doesn’t even need to make the argument anymore. They just need to point at the Board of Peace [#BoP] and say: “This is what alignment with #Washington gets you.”

    ‍Dans les faits : L’entreprise en question, c’est Nexperia, fabricant néerlandais de #semi-conducteurs, qui est passée sous contrôle #chinois en 2018, à une époque où les Pays-Bas n’avaient pas conscience de l’importance stratégique de l’entreprise.

    ‍- L’été dernier, #Washington avait averti La Haye que, si Nexperia restait dirigée par son CEO chinois Z.  Xuezheng et sous contrôle intégral de #Wingtech (entreprise chinoise déjà sanctionnée depuis 2024), elle serait ajoutée à sa liste des entreprises interdites d’échanges.

    ‍- Résultat : Le gouvernement néerlandais a utilisé une loi d’urgence début octobre pour reprendre la main de force sur Nexperia, et les autorités néerlandaises ont suspendu le CEO, soupçonné de détournements de fonds et de transferts illégaux de productions vers d’autres sociétés chinoises.

    ‍Problème : En représailles, #Pékin bloque les exportations de #puces sauf que Nexperia fournit 40% des circuits utilisés dans les #voitures en #Europe. À elle seule, l’entreprise produit 100 milliards de puces par an, soit un quart des semi-conducteurs de base dans le monde. Et la #pénurie de cette petite pièce peut bloquer toute une ligne d’assemblage...

    L’entreprise était donc prise en étau dans la guerre commerciale que se livrent la Chine et les États-Unis et, avec cette prise de contrôle, le gouvernement néerlandais a choisi le camp de Washington.

      Et maintenant, la réponse de la Chine à la saisie de Nexperia par les Néerlandais (https://x.com/Sino_Market/status/1978025166656680184) est de déployer leur propre arme économique contre l’entreprise : l’entreprise a été interdite des chaînes d’approvisionnement chinoises, ce qui est aussi pratiquement une condamnation à mort pour une telle entreprise.

      Ainsi, en réalité, c’était une situation de « pile je perds, face... je perds aussi » pour l’Europe : quelle que soit la réponse - qu’elle vienne des armes financières américaines ou des armes de la chaîne d’approvisionnement chinoise - Nexperia était pratiquement condamnée à mort.

      Ce qui illustre à nouveau la situation stratégique tragique dans laquelle les dirigeants européens ont placé le continent à travers des décennies de choix désastreux. Il y a ce dicton : « si vous n’êtes pas à la table, vous êtes au menu »... eh bien, dans le cas de l’Europe et de Nexperia, c’est encore pire que cela, Nexperia n’est pas mangée par l’un ou l’autre camp : elle est détruite pour empêcher l’autre de l’avoir. L’Europe n’a même pas la consolation d’être mangée : elle est simplement un dommage collatéral, écrasée comme un insecte impuissant sans qu’on y pense une seconde.

Nexperia is an important, high-volume supplier of semiconductors that are often used in the electronic control units of vehicle electrical systems, for example.

      Without these chips, European automotive suppliers cannot build the parts and components needed to supply vehicle manufacturers and this therefore threatens production stoppages. While the industry already sources the same types of chips from alternative players on the market, the homologating of new suppliers for specific components and the build-up of production would take several months, while current stocks of Nexperia chips are generally predicted to last only a few weeks.

    Trump pense que l’armée sera plus suiviste que la police. Et l’expérience israélienne montre qu’il a certainement raison : même si les médias bruissent des oppositions internes à l’armé d’Israël et de la « révolte » de l’Etat-major... au final, ce sont bien les ordres génocidaires de Netanyahou qui finissent par être appliqués sur le terrain.

Soldiers generally don’t live in the places they’re dropped into; they don’t know the communities and are less answerable to them. They’re also usually not trained in law enforcement or empowered to make arrests, so using them to fight crime means relying heavily on the power of intimidation. Militarized patrols in city streets are uniquely chilling to the exercise of assembly and free speech.

    An 1878 law known as the Posse Comitatus Act generally restrains the use of the military for such purposes. (Trump’s recent deployment of the National Guard during anti-ICE protests in Los Angeles has been challenged in court.) But the District’s peculiar status makes it easy to use it as a laboratory. In D.C., the President is allowed to send in the National Guard without officially federalizing it. And the Home Rule Act authorizes him to take over the Metropolitan Police in case of “emergency.” Though these Presidential powers do not apply elsewhere, Stephen Vladeck, a law professor at Georgetown University, worries that Trump’s recent use of the National Guard will be “desensitizing.”

      “What President Trump is doing is tacit — he wants to dismantle multilateralism, where agreements are made collectively within institutions, and replace it with unilateralism, where he negotiates one-on-one with other countries,” Lula said.

      “What bargaining power does a small Latin American country have against the United States? None.”

      Lula said he will initiate a conversation at the BRICS group of developing nations about how to tackle Trump’s tariffs. He said he planned to call Indian Prime Minister Narendra Modi on Thursday, and China’s Xi Jinping and other leaders after. The group also has Russia and other emerging economies among its members.

      “I’m going to try to discuss with them about how each one is doing in this situation, what the implications are for each country, so we can make a decision,” he said. “It’s important to remember that the BRICS have ten countries at the G20,” he added, referring to the group that gathers 20 of the world’s biggest economies.

      Lula stressed that Brazil now holds the presidency of the BRICS and said that he wants to discuss with allies why Trump is attacking multilateralism and what his goals may be.

      Trump called the BRICS “anti-American” and threatened to slap an additional 10% tariff on goods imported from those countries last month, while the group gathered in a summit in Rio de Janeiro.

      Some of the highest tariffs imposed by Trump have been on imports from those countries.

      Brazil climbed to the top of the list last month, when Trump tied 50% tariffs on most of the country’s exports to what he called a “witch hunt” against former President Jair Bolsonaro.

      On Wednesday, Trump threatened to impose another 25% tariff on Indian imports because of the country’s reliance on Russian oil, which would add to the 25% levies that are already in place.

      The 30% tariffs on goods from China and South Africa are also among the highest imposed by Trump, though some Chinese products face additional levies.

      NEW DELHI: Indian Prime Minister Narendra Modi’s plan to visit China for the first time in seven years to participate in the Aug 31-Sept 1 summit of the Shanghai Cooperation Organisation (#SCO) would strengthen the gathering’s friendship with the promise of great results, said the hosts on Friday.

      Several Indian media outlets quoted official sources on Wednesday as saying that Mr Modi would visit China for the summit, which was planned ahead of the rising tensions with the US.

      In response to Indian media reports, Chinese foreign ministry spokesperson Guo Jiakun said on Friday that China welcomed Indian Prime Minister Modi to the SCO summit at Tianjin.

      “We believe that with the concerted effort of all parties, the Tianjin summit will be a gathering of solidarity, friendship and fruitful results, and the SCO will enter a new stage of high-quality development featuring greater solidarity, coordination, dynamism and productiveness.”

      Guo was quoted by the Global Times, a Chinese newspaper seen as close to the Communist Party, as saying that leaders of over 20 countries, including all member states of the SCO and heads of 10 international organisations, would attend “relevant events”.

      The SCO summit will be the largest gathering in scale since the establishment of the SCO, he added.

      On Wednesday, India Today and several other media outlets reported that Mr Modi plans to attend the SCO summit in Tianjin.

      “If the visit materialises, it will mark the Indian prime minister’s first trip to China in seven years. Although the news has not yet been confirmed by the official authorities of China and India, it has drawn widespread attention from the international community as soon as it was released,” Global Times said in a commentary.

      It quoted US magazine The Diplomat as commenting that “the trend in the past decade has seen the two neighbours embracing each other and then falling out … the time has come again for them to explore yet another round of engagement”.

      Together, China and India account for over one-third of the world’s population, and both economies and their global influence are on the rise.

      “At this crucial juncture, the trajectory of China-India relations carries even more reasons to capture global attention,” the Global Times said.

      “Observers have noted that despite lingering differences and disputes between China and India, there have been signs of warming in their bilateral relations.”

      Following the 2020 border clash, China-India relations went through a long period of frostiness, severely impacting political trust, economic ties and people-to-people exchanges.

      Fresh restart

      In October last year, the successful meeting between the Chinese and Indian leaders in Kazan set the tone for a fresh restart in bilateral relations. At all levels, both countries have been upholding the important consensus reached by the two leaders — namely, that “China and India are each other’s development opportunity rather than threat, and cooperation partner rather than competitor”.

      Anchoring on development as the greatest “common denominator”, the two sides have continued to meet half way and maintain the momentum of progress.

      Since June, India’s National Security Adviser Ajit Doval, Defence Minister Rajnath Singh and External Affairs Minister Subrahmanyam Jaishankar have visited China.

      Currently, various previously suspended bilateral mechanisms are being resumed or are in the process of restarting, the Chinese newspaper said.

      “Both sides have also vowed to not let the border issue become an obstacle to overall bilateral relations. In the area of people-to-people exchanges, the resumption of Indian pilgrimages to Mount Gang Rinpoche and Lake Mapam Yun Tso, in south-west China’s Xizang autonomous region, as well as the reinstatement of tourist visa issuance for Chinese citizens travelling to India, have all sent out positive signals.

      “Both sides also hope to seize the opportunity of the 75th anniversary of the establishment of diplomatic ties to achieve greater progress in China-India relations.

      “If Modi visits China this time, it will present another favourable opportunity to consolidate the positive momentum in China-India relations,” the newspaper said.

      Le Brésil prône le multilatéralisme

      Lula a souligné que le Brésil n’était plus économiquement dépendant des États-Unis, invoquant l’expansion des liens commerciaux mondiaux et des fondamentaux nationaux plus solides. Il a également réaffirmé ses efforts pour trouver une alternative au dollar américain dans le commerce international.

      « Ils veulent mettre fin au #multilatéralisme […]. Ils veulent revenir à des accords internationaux où les grands dominent les petits », a déclaré Lula. « Autrement dit, un petit pays qui négocie avec les États-Unis est comme un ouvrier d’usine comptant 80 000 collègues, qui négocie seul avec son patron. L’accord est déséquilibré ; vous n’y gagnerez rien », a-t-il ajouté.

      « Nous avons la taille, nous avons une position dominante, nous avons des intérêts stratégiques et économiques… Nous voulons négocier, mais nous voulons négocier sur un pied d’égalité », a souligné le président brésilien.

    Le droit international est régulièrement invoqué pour défendre telle ou telle cause. La nation qui vous déplaît est accusée de violer le droit international. Le problème est que nul ne peut dire réellement ce qu’est le droit international. Il existe de très nombreux traités, auxquels les États souscrivent… ou non, et auxquels ils se conforment ou non, quand ils les ont signés. Ainsi la Cour pénale internationale qui prononce des inculpations, des mandats d’arrêt, etc., n’est reconnue ni par les États-Unis, ni par la Russie, ni par la Chine, ni par Israël, ni par l’Iran. Mais l’Afghanistan est membre de cette CPI ainsi qu’un « État de Palestine » que de très nombreux pays, signataires ou non de la convention créant la CPI, ne reconnaissent pas…

    • (... On a tôt) fait de déverser des flots impétueux de discours sur un droit international fait d’un bois trop tordu pour qu’il en puisse sortir quelque chose de droit. L’idée d’un « jus gentium » est née à Rome, dans cet empire qui voulait établir aussi loin de possible la « pax romana ». Le #droit_international est d’abord la recherche de la #paix. Mais il est appuyé sur une puissance hégémonique qui fait régner l’ordre et dispose du « monopole de la guerre légitime » pour parodier une formule célèbre. Mais ces discours se heurtent à la réalité : le droit international est un droit qui n’a pas de moyens reconnus d’être appliqué et il se pourrait bien qu’il ne soit qu’un ensemble de vœux pieux ou une collection de traités plus ou moins cohérents.

      Il y a en effet une question de fond : comment s’assure que les règles du droit international sont respectées et, donc, quelles sanctions sont prévues et comment peut-on les appliquer ? On peut prendre la liste des bombardements et interventions militaires en tous genres effectués par le gouvernement de #Washington depuis la fin de la Seconde Guerre mondiale (on peut trouver cette liste sur Wikipédia). L’immense majorité de ces interventions se fait hors du cadre de l’ONU, souvent contre la décision de l’#ONU et contre celle du pays concerné. Jadis, l’ #Union_soviétique a régulièrement « rétabli l’ordre » en #Allemagne de l’Est, en Hongrie, en Tchécoslovaquie ou en #Pologne sans recevoir la moindre sanction. « La raison du plus fort est toujours la meilleure ». Notre grand écrivain n’aurait pas manqué de voir se rejouer sans cesse « Le loup et l’agneau » dans la politique internationale : « Là-dessus, au fond des forêts/Le Loup l’emporte, et puis le mange/Sans autre forme de procès. »

      La position réaliste est certainement celle de Thomas Hobbes. Sur l’arène internationale, les États souverains étendent leur droit aussi loin que leur force le permet. Comme il n’y a pas « super-État » qui puisse contraindre les États à respecter les accords qu’ils ont passés, la paix n’est toujours qu’un état précaire entre deux guerres ouvertes. Comment pourrait-on lui donner tort ? Le droit international est une référence hautement louable, mais les États ne le respectent que tant qu’ils trouvent leur avantage, ou qu’ils ne peuvent pas le violer sans dommages pour eux — comme le remarquait déjà #Machiavel. L’expérience du dernier siècle ne contredit pas ce constat, en dépit de l’existence d’un grand nombre d’organismes internationaux, tant à l’échelle mondiale qu’à l’échelle régionale. La politique internationale ne connaît que des États et ceux-ci n’ont pas d’amis, mais seulement des intérêts. Espérer que la politique devienne morale est une rêverie sans le moindre contenu.

      On objectera que le droit international, si faible soit-il, vaut mieux que rien. Hugo #Grotius, avant #Hobbes, avait tenté de donner une version du droit naturel qui permettrait de construire un droit de la paix et de la guerre. Après tout, les principales puissances européennes se sont accordées aux traités dits de Westphalie (1648) pour définir des principes généraux qu’ils s’engagent à respecter. Les traités posent de nouveaux principes de politique internationale, et, pour la première fois, quelque chose comme un droit international est affirmé non dans les livres des philosophes, mais dans les engagements des puissances souveraines.

      Tout d’abord est reconnu et étendu le principe des traités de Passau et Augsburg : « Cujus regio, ejus religio. ». On s’interdit définitivement de faire la guerre à son voisin parce sa religion ne vous plaît pas. La souveraineté des États est reconnue dans tous les domaines, y compris ecclésiastique. Du coup le « #Saint-Siège » voit son influence sur la politique européenne sérieusement rognée. L’Espagne également a du mal à accepter ces principes et poursuit la guerre contre la France jusqu’en 1659 (#traité_des_Pyrénées).

      Dans le système westphalien donc, les frontières des États sont considérées comme les murs de la « maison commune » des Européens. Elles sont inviolables et définissent le périmètre où s’exerce l’autorité absolue du pouvoir souverain (au sens de Hobbes). Chaque État a une importance égale à chaque autre État et la paix suppose, conséquence des principes précédents, la non-ingérence.

      Tous les systèmes ultérieurs (SDN, ONU par exemple) conservent l’architecture de base de l’ordre westphalien. Évidemment, ce nouvel ordre n’empêche pas les guerres ! La plus longue période de paix en Europe occidentale, nous l’avons connue depuis 1945. C’est précisément pour cette raison que Kant critique ce concert des nations qui ne fonctionne que tant que les puissances sont à peu près égales et se tiennent mutuellement en respect.

      La proposition kantienne du « traité de paix perpétuelle » repose sur trois principes : la constitution républicaine des nations, la non-ingérence dans les affaires intérieures des autres, reconnaissance d’un droit cosmopolitique limité à l’universelle hospitalité. Une Société des Nations serait donc une société des nations républicaines (celles qui respectent la souveraineté du peuple sur le plan législatif et les droits humains fondamentaux), mais elle ne pourrait donc englober tous les États. Rawls a tenté d’améliorer le schéma kantien en se demandant comme des sociétés hiérarchiques (ne reconnaissant pas l’égalité de droit de tous les humains) pourraient s’intégrer à une Société des Nations œuvrant pour la paix.

      Aussi intéressantes soient les propositions de Kant et de Rawls, qui peuvent fixer des idéaux politiques, elles se heurtent à la dure réalité des rapports de forces et des appétits de domination des uns et des autres. Face aux conflits, il n’est pas très efficace d’invoquer le droit international. Israël bafoue le droit international en attaquant l’Iran. Mais l’Iran se moque du droit international comme de son premier turban. La récompense offerte par Khomeiny pour tuer l’écrivain pakistanais devenu anglais Salman Rushdie était parfaitement contraire au droit international, tout comme les innombrables groupes terroristes financés et armés par l’ #Iran. Quand Poutine invoque le droit international pour condamner l’intervention israélo-américaine contre Téhéran, on se dit que c’est l’hôpital qui se fout de la charité. Et ne parlons pas des Français qui ont renversé par une intervention militaire le colonel Kadhafi, ni des Anglais qui sont toujours là quand il y a un sale coup à faire. Ceux qui demandent à l’OTAN de faire respecter le droit international auraient demandé à Al Capone de rétablir l’honnêteté et le règne de la loi…

      Dans ce chaos, les moins dangereux sont les « réalistes » (comme les Américains Mearsheimer ou Jeffrey Sachs) parce qu’ils ne racontent pas des histoires à dormir debout, mais se contentent de la « vérité effective de la chose », pour parler le langage de Machiavel. Et c’est de cette vérité dont nous avons besoin. De cette vérité dont les peuples ont besoin s’ils veulent peser sur leur propre destinée et sur celle du monde. Car nous n’irons pas vers un « nouvel ordre mondial » pacifique et juste tant que les gouvernements capitalistes feront la loi. La #paix et la transformation sociale sont intimement liées.

      The story: US President Donald #Trump says three key nuclear facilities in Iran have been “obliterated,” while threatening more strikes “if peace does not come quickly.” This comes as Amwaj.media has learned that Washington notified #Tehran of the strikes. Speaking on condition of anonymity, a high-ranking Iranian political source confirmed that the Trump administration on June 21 conveyed that it did not seek an all-out confrontation, and only intended to strike the Fordow, Isfahan and Natanz nuclear sites. Importantly, the senior source also confirmed that the targeted sites were evacuated, with “most” of Iran’s stockpile of enriched uranium kept in secure locations.

      The details: The US bombings do not appear to have been conducted from any American military base in the region.

      - Reports indicate that at least three B-2 bombers flying from the US dropped six 13.6 ton (30,000 lbs) Massive Ordnance Penetrator (MOP) bombs on the Fordow underground uranium enrichment site. Experts speculate that two bombs were dropped on each of Fordow’s two main entrances along with two MOPs on the ventilation shaft.

      - A #submarine is believed to have fired 30 #Tomahawk #missiles at the Natanz uranium enrichment facility as well as the nuclear complex in Isfahan. Notably, both of the sites have been bombed by Israel in recent days.

      - Citing a “well-placed source,” CBS has reported that “#Isfahan and its underground facility was probably a harder target than #Fordow.”

      The damage: In his June 21 statement, Trump said the targeted Iranian facilities were “completely and totally obliterated,” warning that any potential future attacks would be “far greater and a lot easier.”

      - The executive director of the #Washington -based Foundation for Defense of Democracies (FDD) quoted an “impeccable Israeli contact” as saying, “The strike appears to have ended the Iranian nuclear program. Confirmation to come in the next 24 hours. The last step is to remove the nuclear material from the nuclear sites.”

      - However, initial data that allows a damage assessment is still lacking. Prior to the bombings, some studies suggested that multiple MOPs would need to be dropped in the same craters given that Fordow is believed to be about 80-90 meters (262-295 feet) deep.

      The reactions: Iranian authorities have confirmed that nuclear sites in Fordow, Isfahan and Natanz have been hit. However, no other details have been publicized.

      - In a brief statement issued in the early hours of June 22 local time, the Atomic Energy Organization of Iran (#AEOI) slammed the US bombings as “a brutal act that contradicts international laws, especially the Treaty on the Non-Proliferation of Nuclear Weapons (#NPT).”

      - Taking aim at the International Atomic Energy Agency (#IAEA), the AEOI said the US attack was “unfortunately carried out in the shadow of indifference and even the support” of the UN nuclear watchdog.

      - The AEOI stated that it “assures the great Iranian nation that despite the evil conspiracies of its enemies, with the efforts of thousands of its revolutionary and motivated scientists and experts, it will not allow the development of this national [nuclear] industry…to be stopped.” It added that it has “put the necessary measures, including legal proceedings, on its agenda.”

      The future: Already under severe attack by #Israel, Iran has little interest in a simultaneous all-out war with the US. Prior to the June 21 bombings, Tehran declared that it was open to resuming nuclear negotiations with the Trump administration—but only if Israel ceases its attacks.

      - “They should make peace immediately. They should stop immediately. Otherwise they’ll get hit again,” Trump said in a brief phone interview ahead of his prepared remarks late on June 21 EDT. In his official statement, Trump elaborated, “There are many targets left. Tonights’ was the most difficult of them all, by far…but if peace does not come quickly, we will go after those other targets with precision, speed and skill.”

      - Given that Iran is said to have received prior notice along with a private communication from the US that it does not seek a broader conflict, it could be that Trump seeks a repeat of the events of Jan. 2020. The latter entailed a largely symbolic Iranian ballistic missile attack on American bases in Iraq over Trump’s authorization of the assassination of then-Quds Force commander Qasem Soleimani.

      - Non-symbolical options at the disposal of Iran include measures such as exiting the NPT, expelling foreign inspectors, striking Israel’s Dimona nuclear facility and interrupting maritime transit in the Strait of #Hormuz—possibility in coordination with #Yemen ’s Ansarullah movement resuming operations in the Red Sea. Each of these options carry costs and benefits, with an expulsion of foreign inspectors the most probable option. In terms of a kinetic response, the likelihood that no US military bases in the region were used makes it more difficult for Iran to attack such facilities in at least Gulf Arab states. This leaves American bases in Iraq, which are already largely evacuated, the most probable targets for immediate retaliation.

      - As Amwaj.media previously reported, Israel’s focus on the necessity for Trump to strike Fordow appears to have been designed to convince him to enter a war with Iran. Indeed, Iranian authorities have already indicated that nuclear materials were removed from Fordow. Moreover, sites known to the IAEA are unlikely to be used for a weaponization effort should Tehran decide on such a course of action. Against this backdrop, the likely near-term outcome of Trump’s attack on Iran appears to be lessened monitoring of nuclear activities in Iran as opposed to the end of the Iranian nuclear program.

      The European Union’s latest moves (as part of its 17th package of sanctions against Russia declared in May) to target much more intensively Russia’s so-called “shadow fleet” of oil tankers and other vessels illustrate the danger that, as long as the Ukraine war continues, so will the risk of an incident that will draw NATO and the EU into a direct military clash with Russia.

      The EU sanctions involve bans on access to the ports, national waters and maritime economic zones of EU states. Ships that enter these waters risk seizure and confiscation. It does not appear that Washington was consulted about this decision, despite the obvious risks to the U.S.

      As part of this strategy, on May 15, an Estonian patrol boat attempted to stop and inspect a tanker in the Gulf of #Finland. Russia sent up a fighter jet that flew over the Estonian vessel (allegedly briefly trespassing into Estonian waters), and the Estonians backed off — this time. In January, the German navy seized a Panamanian-flagged tanker, the Eventin, in the Baltic after its engines failed and it drifted into German territorial waters.

      Sweden has now announced that starting on July 1 its navy will stop, inspect and potentially seize all suspect vessels transiting its exclusive economic zone, and is deploying the Swedish air force to back up this threat. Since the combined maritime economic zones of Sweden and the three Baltic states cover the whole of the central Baltic Sea, this amounts to a virtual threat to cut off all Russian trade exiting Russia via the #Baltic — which would indeed be a very serious economic blow to Moscow.

      It would also threaten to cut off Russia’s exclave of #Kaliningrad, which is surrounded by #Poland, from access to Russia by sea.

      This is the kind of action that has traditionally led to war. The Swedish assumption seems to be that the Russian navy and air force in the Baltic are now so weak — and so surrounded by NATO territory — that there is nothing #Moscow can do about this. However, it is very unlikely that the Swedes would take this step unless they also believe that in the event of a clash, #Washington will come to Sweden’s defense — even though the EU and Swedish decisions were made without U.S. approval and are not strictly covered by #NATO’s Article 5 commitment.

      And despite all the hysterical language about Russia being “at war” with #NATO countries, these moves by the EU and Sweden are also based on an assumption that Russia will not in fact lose its temper and react with military force. European policymakers might however want to think about a number of things: for example, what would the U.S. do if ships carrying U.S. cargo were intercepted by foreign #warships? We know perfectly well that the U.S. would blow the warships concerned out of the water and declare that it had done so in defense of the sacred rule of free #navigation — in which the #EU also professes to believe.
