Le 1er octobre, Mediacités a mis en service Lanceur d’enquêtes, une plateforme d’alertes locales sécurisée. Avec ce nouvel outil, nous souhaitons inciter à la participation citoyenne pour une meilleure information et intensifier notre rôle de contre-pouvoir local sur l’ensemble du territoire.
Lanceur d’enquêtes permet aux citoyens d’alerter les journalistes de Mediacités sur certaines dérives, mais aussi de leur suggérer des pistes d’enquête et de leur transmettre des documents de manière totalement sécurisée, puisque les communications sont chiffrées de bout en bout. Cette initiative est un appel du pied, car nous sommes convaincus que l’information et l’investigation ne peuvent être l’apanage des seuls journalistes. En lançant cet outil d’alerte, nous offrons à tous la possibilité d’être acteur de la vie publique, de faire tomber les murs du silence et du « à quoi bon » qui protègent certaines institutions, entreprises ou responsables publics.

They can no longer be prosecuted for what happened, and a book came out describing the whole story. The book is written by Betty Medsger, one of the first journalists to have received the stolen documents. The documents contained hard evidence on the FBI’s spying on political groups.
They were never caught, and the stolen documents that they mailed anonymously to newspaper reporters were the first trickle of what would become a flood of revelations about extensive spying and dirty-tricks operations by the F.B.I. against dissident groups.

Abstract
Individuals often judge others based on third-party gossip, rather than their own experience, despite the fact that gossip is error-prone. Here we seek to understand this observation in the context of the evolution of cooperation. If individuals are being judged on noisy social reputations rather than on merit, then agents might exploit this, eroding the sustainability of cooperation. We employ a version of the Prisoner’s Dilemma, the Donation game, which has been used to simulate the evolution of cooperation through indirect reciprocity.
First, we validate the proposition that adding homophily (the propensity to interact with others of similar beliefs) into a society increases the sustainability of cooperation. However, this creates an evolutionary conflict between the accurate signalling of ingroup status versus the veridical report of the behaviour of other agents.
We find that conditions exist where signalling ingroup status outweighs honesty as the best method to ultimately spread cooperation.

John, an anti-torture whistleblower and activist, was hounded into ruin by the Justice Department because he revealed that the CIA had tortured prisoners and that torture was official US Government policy.
John accepted a plea to violating the Intelligence Identities Protection Act and was sentenced to 30 months in prison. The irony is extraordinary. You’re thinking:
● Undermining democracy and eroding civil liberties isn’t put explicitly in your job contract.
● You grew up in a democratic society and want to keep it that way
● You were taught to respect ordinary people’s right to live a life in privacy
● You don’t really want a system of institutionalized strategic surveillance that would make the dreaded Stasi green with envy – do you?
Still, why bother? What can one person do? Well, Edward Snowden just showed you what one person can do. He stands out as a whistleblower both because of the severity of the crimes and misconduct that he is divulging to the public – and the sheer amount of evidence he has presented us with so far – more is coming. But Snowden shouldn’t have to stand alone, and his revelations shouldn’t be the only ones.
You can be part of the solution; provide trustworthy journalists – either from old media (like this newspaper) or from new media (such as WikiLeaks) with documents that prove what illegal, immoral, wasteful activites are going on where you work.
There IS strength in numbers. You won’t be the first – nor the last – to follow your conscience and let us know what’s being done in our names. Truth is coming – it can’t be stopped. Crooked politicians will be held accountable. It’s in your hands to be on the right side of history and accelerate the process.
Courage is contagious.

Après avoir limité l’usage des supports amovibles, la défense américaine compte aller plus loin. D’après le magasine National Defense et Mashable, l’armée a l’intention de renforcer ses procédures de contrôle en analysant le comportement de ses troupes sur son prochain réseau interne (Army Network 2020). Il s’agit d’automatiser des outils destinés à détecter la moindre activité inhabituelle.
Selon un porte-parole, cette technologie a la capacité de suivre les activités en ligne de l’employé lorsque celui-ci se trouve sur le réseau interne. Ses actions sont enregistrées (nombre de visites à chaque site web, nombre de fois qu’un site web est visité, fréquence d’envoi des e-mails...). Si le comportement change ou si beaucoup de documents sont curieusement téléchargés, une alerte sera envoyée à la sécurité.
L’armée américaine, qui n’a évidemment pas détaillé les capacités de ce nouvel outil, compte se concentrer sur les personnes nouvellement embauchées ou celles sur le point de partir. Le Pentagone considère en effet que ces individus sont plus enclins à organiser une fuite d’information, du fait du récent bouleversement dans leur carrière professionnelle. Mais dans les faits, le système est censé surveiller tout le personnel.

Well before Snowden joined Booz Allen Hamilton last spring and was assigned to the NSA site as a systems administrator, other U.S. government facilities had begun to install software designed to spot attempts by unauthorized people to access or download data.

C’est une nouvelle attaque visant le quotidien britannique The Guardian. Après ses confrères conservateurs, c’est le premier ministre David Cameron qui a encouragé la Chambre des communes à lancer une enquête parlementaire pour déterminer si le quotidien a enfreint la loi ou mis en danger la sécurité nationale en publiant les documents exfiltrés de la NSA par Edward Snowden.
Ces documents, obtenus par l’ancien sous-traitant de la NSA et fournis à plusieurs médias, avaient jeté une lumière crue sur la surveillance pratiquée par le GCHQ, l’équivalent britannique de la NSA.
Le premier ministre a d’abord rappelé que le Guardian avait procédé à la destruction des documents fournis par M. Snowden et stockés dans ses locaux londoniens lorsque l’ordre leur en avait été donné, signe, selon lui, que le journal était conscient du « danger » que courait la sécurité du pays.

Edward Snowden n’était pas au cœur du système, c’était un consultant, peu diplômé, un sans grade, dont les orientations idéologiques, libertariennes, auraient pu être connues aisément de ses employeurs. Les révélations qu’il a pu faire suggèrent des carences dans la façon dont la NSA assure sa propre sécurité électronique. Les Etats-Unis surveillent le monde entier, mais cette surveillance ne résiste pas elle-même à l’intrusion et à la divulgation.
Cette affaire conduit aussi à examiner le modèle d’Etat qu’elle illustre. Ce modèle ne correspond pas à un régime totalitaire visant à contrôler jusqu’aux consciences individuelles, et il ne faudrait pas pousser trop loin la comparaison avec 1984 de George Orwell – un livre publié en 1949 dont les ventes viennent d’être relancées par cette affaire. Il s’agit plutôt de voir, en fouillant dans Google, Face Book, etc., comment se forment les idées, y compris au niveau d’une personne qui envoie des mails, des SMS, des images qui sont analysés dans leur éventuelle évolution. Au delà d’un hypothétique savoir sur le terrorisme en préparation, le pouvoir ne vise pas à imposer aux consciences sa vision du monde, mais à savoir en temps réel comment pensent les individus.

Bradley Manning est un soldat américain. Qui encourt actuellement la prison à vie pour avoir mis à disposition de Wikileaks, plus de 700 000 documents classés « confidentiel défense ». Le code militaire de la grande muette ne permet hélas pas d’être très optimiste sur son sort. Et même s’il a merdé, même si certains des documents ont pu un temps rendre certains dîners diplomatiques assez rock’n roll, même s’il n’est pas avéré que lesdites fuites ensuite rendues publiques par Wikileaks aient compromis ou menacé des vies de soldats américains en opération, il y a de grandes chances pour que l’on ne dispose jamais de la réponse à la seule vraie question de toute cette histoire : comment un soldat lambda, même pas informaticien de génie, peut accéder à 700 000 documents classifiés « secret défense » ???

Cette histoire a marqué l’internet à l’époque : le site Web du San Jose Mercury News avait monté un dossier « interactif » et « multimédia », mettant en ligne, dans la marge de la série d’articles, toutes les sources dont il disposait (photocopies, interviews…). La force de conviction de ce site était proprement invraisemblable et marque, pour moi, la première véritable référence du #webdocumentaire qui fut, pour beaucoup de gens de cette époque, une expérience fondatrice.

J’avais fait un billet sur Dark Alliance à l’époque sur le Scarabée.
Puis les « médias sérieux » ont démonté le travail de Webb ; comme on le lit dans cet article, et comme le suggère la sortie d’un film sur son travail, ils l’ont fait avec une mauvaise foi et un acharnement parfaitement indignes et injustifiés (le L.A. Times, à lui seul, avait monté une équipe de 17 journalistes pour ce seul dossier !), qui ont conduit à l’enterrement de son dossier et au suicide de Webb en 2004 (deux balles dans la tête tout de même).
La destruction du travail de Webb a évidemment alimenté l’idée, colportée par les médias dominants et les gouvernements, que l’internet est le « média de la rumeur », des « informations infondées » et des « théories du complot ». À l’inverse, le web a également donné une visibilité à ce « journalisme de meute » morbide qui assure la protection du système ; cet aspect aussi a été une expérience fondatrice sur l’internet.
Depuis, le Web s’est empli de gentils « contestataires » dont l’activité principale consiste à traquer et dénoncer toutes les « théories du complot », à dénoncer l’« anti-impérialisme » et l’« anti-américanisme » comme d’affreuses facilités, et à dresser des listes de gens qu’il convient de ne plus fréquenter (sauf à vouloir soi-même apparaître sur ces listes d’infréquentables).
Mais je suis un vieux con, j’ai connu le web doc de Webb sur le site du San Jose Mercury News, j’ai été sidéré à l’époque par la force de conviction de cette façon de documenter un article sur le Web, j’ai assisté – toujours via le Web – à son lynchage par les chiens de garde, et j’ai appris son suicide quelques années plus tard avec rage. Et quand je vois les hordes de lyncheurs aujourd’hui qui traquent les « complotistes » et autres « confusionnistes » en ligne, je ne peux jamais m’empêcher de penser que ces bienfaiteurs de l’humanité sont faits du même plomb que Gary Webb s’est tiré dans la tête.

Issued on Jan. 25, the memo instructs the director of national intelligence and the Office of Personnel Management to establish standards that would give federal agencies the power to fire employees, without appeal, deemed ineligible to hold “ noncritical sensitive” jobs. It means giving them immense power to bypass civil service law, which is the foundation for all whistle-blower rights.
The administration claims that the order will simply enable these agencies to determine which jobs qualify as “sensitive.” But the proposed rules are exceptionally vague, defining such jobs as any that could have “a material adverse impact” on national security — including police, customs and immigration positions.

The Obama era has been a strange time for whistle-blowers. Agencies with investigative powers have become more responsive to tips from whistle-blowers. Important new laws have been enacted.
Yet during Mr. Obama’s first term, a record number of national security officials were prosecuted for allegedly leaking classified information to the press, a zeal that continues today, with aggressive tactics employed to locate officials who leaked information to Fox News and The Associated Press.
The administration apparently strongly supports whistle-blower rights — except when that support collides with its desire to appease the national security establishment..

The irony is, were Manning a Chinese, Iranian or Cuban soldier who had exposed potential war crimes committed by his government, his solitary confinement and impending life sentence would be held up as evidence of the barbarity and anti-democratic tendencies of the “regimes” in question, and calls would be made for his release on “humanitarian” grounds. As it is, Manning (like Swartz) is being given the 1986 crack cocaine treatment by the US government: the threat of a wildly excessive prison sentence, at odds with both logic and law, for the purpose of crushing the individual in question.
If the message of the Anti-Drug Abuse Act of 1986 was that the poor and minorities needed learn their place in an America ruled by white elites, then what is the message being sent in relation to Manning, Swartz and the two Anonymous hackers in the UK? Much the same as in the case of crack versus powder, actually. While the US and UK make geopolitical hay out of their commitment to free speech and democracy, dissenters and activists must learn their place. They are useful to the neoliberal project in that they show that moderate dissent is tolerated; but once that dissent crosses the line and trespasses upon the sacred turf of corporate profits and military power, then action must be taken. If that means sending a man to prison for life for exposing potential war crimes, or driving a man to suicide for downloading academic articles, so be it.
