[...] We argue that training increases the military’s power relative to the regime in a way that other forms of military assistance do not. While other forms of military assistance are somewhat fungible, allowing the regime to shift resources towards coup-proofing, human capital is a resource vested solely in the military. Training thus alters the balance of power between the military and the regime resulting in greater coup propensity. Using data from 189 countries from 1970 to 2009 we show that greater numbers of military officers trained by the US International Military Education and Training (IMET) and Countering Terrorism Fellowship (CTFP) programs increases the probability of a military coup.

U.S. Army Col. Joe Scrocca, a Baghdad-based spokesman for the coalition, conceded its civilian casualty counts are conservative, requiring multiple confirmations, and said the real total probably lies “somewhere in the middle” of the coalition tally and Airwars’.
Military reports usually do not include accounts from the scene, he said, because many are in enemy territory. They don’t often include interviews with victims and other witnesses because they can be difficult to identify and find, he said.
“We don’t have any means of going and searching out people and, honestly, we don’t have the manpower,” he said.

It is striking to compare Obama’s deliberate and thoughtful commentary about the tragic killing of Trayvon Martin with the military tactic that will forever characterize his presidency: killing people with drones. The president posits that it is wrong to profile individuals based upon their appearance, associations, or statistical propensity to violence. By extension, he believes that, just because those characteristics may seem threatening to some, the use of lethal force cannot be justified as self-defense unless there are reasonable grounds to fear imminent bodily harm. But that very kind of profiling and a broad interpretation of what constitutes a threat are the foundational principles of U.S. “signature strikes” — the targeted killings of unidentified military-age males.
