For Syrian refugees in Lebanon, winter storm brings snow, rain and new misery
MINIEH, Lebanon — The United Nations said Wednesday that it is “extremely concerned” for Syria’s refugees as snow and freezing temperatures descended on the region.
Syria and the countries that border it have been bracing for what is expected to be the worst winter storm in years. Snow hit some areas of Lebanon, Turkey and northern Syria overnight Tuesday as sharp winds and cold, heavy rains battered others, causing misery for hundreds of thousands in camps and shanties.

Plus de deux millions de réfugiés syriens s’apprêtent à vivre leur troisième hiver dans de rudes conditions, loin des bombardements. La tempête Alexa qui s’abat ici, sur la vallée de la #Bekaa, au Liban, a fait plongé les températures à – 7° Celsius par endroit. Dans ce camp d’un millier de personnes, certains n’ont aucun moyen de se chauffer ni même de s’habiller.
“Il fait #froid sous la pluie et nous n’avons rien d’autre. La faim, le froid, rien d’autre, comme vous pouvez le voir. Je suis ici depuis une semaine”, se désole Jined Al-Hussein.
“La pluie et la #neige s’infiltrent dans les #tentes et sur les enfants. Nous aurions dû rester en Syrie sous les bombardements”, affirme Abdel-Karim Ibrahim, originaire d’Alep.
La tempête a cloué au sol les avions d’aide humanitaire qui partent habituellement d’Irak pour le nord-est de la Syrie. Sous les bombardements ou dans les camps de réfugiés, les civils risquent de vivre un hiver meurtrier dans ces camps de fortune. L’aide humanitaire et la mobilisation des pays d’accueil est insuffisante.

Raising Coca and Hopes in Bolivia By DAVID GONZALEZ
The landscape Marcelo Pérez del Carpio remembered from childhood days at his grandparents’ farm about four hours northeast of La Paz has changed over the last 20 years. Back then, the town of Challa was home to a few people who devoted themselves to agriculture. But when he returned this year, he found a boomtown that had turned its back on traditional fruit and vegetable crops, luring to its lush acres migrants intent on cultivating #coca.
Long a part of indigenous culture in which the leaf had been chewed or brewed in teas, coca cultivation is legal — though controlled — in Bolivia. President #Evo_Morales, himself once a leader of coca growers, has championed its cause, leading the United Nations to acknowledge his country’s right to allow its traditional use. That victory spurred Mr. Pérez del Carpio to revisit Challa as part of a personal project exploring natural resources in his homeland.

In Olympic Sochi, a Photographic Pregame

When the Olympic torch reaches Sochi, Russia, to begin the Winter Games two months from now, it will have traveled farther than any other torch in Winter Olympics history. Since its odyssey began in Moscow, the torch has been carried by foot, on trains, planes and troikas, taken to the North Pole via icebreaker and into lower Earth orbit on a Soyuz rocket.
The #Olympics are built on boasts, and Sochi 2014 is no exception. Though plagued by corruption and other controversies — insufficiently cold weather, uncertainty about the presence of antidoping agencies, power failures, #Russia ’s ban on “gay propaganda” — they are the most lavish and costliest Olympics, approached as though the International Olympic Committee was expecting titans to clash in its stadiums.

The IOC’s decision to accept Sochi’s bid to host the 2014 Olympic Winter Games presented the Russian Government with an opportunity for international repositioning. The Caucasian War in August 2008, too, can be linked to this development. Going back to the very beginnings of the Soviet Republic, the Sochi region has achieved the tradition of a resort for health and recreation. However, these functions have so far just concentrated along the Eastern Black Sea’s narrow shoreline. With regard to tourism, the 2014 Games will extend the business segment by establishing the new winter season, whereby the planned actions and measures taken will reach extreme and superlative dimensions. From this perspective, an analytical observation systematically accompanying this mega sports event even prior to its commencement will be of exceptional importance. The academic literature pertaining to the Southern part of the Western Caucasian region shows a noticeable lack of contributions in regards to emerging changes. The study focuses on aspects of regional planning and settlement, as well as on socio-economic developments. Further questions posed at the same time relating to society as a whole refer to social processes of participation and decision-making. Overall, the current transformation processes that have reached this area in 1991 will therefore accelerate significantly. The effectiveness as well as the political willingness to promote societal bottom-up processes will in the end prove to be a measuring stick of their own sustainability.

« Les Evadés » : l’#intégration des migrants de #Lampedusa est possible
Dans le journal de France 2, ce samedi, un très beau sujet magazine sur les migrants de Lampedusa. Signé par Michel Mompontet et cinq autres journalistes.
Le #reportage commence en mer, la nuit, lors de l’opération de sauvetage d’un bateau. On y voit les migrants dans un état second, après dix jours de voyage – des enfants même pas en âge de parler serrés contre leurs mères. La voix-off explique que ce groupe là va s’en sortir, il a eu la chance de croiser les #gardes-côtes (l’équipe du sympathique commandant Indelicato).
Les autres, les centaines de familles qui coulent chaque année, terminent dans des #cercueils. Le reportage nous les montre : ils sont marrons pour les adultes et blancs pour les enfants. Tous numérotés.
Puis, ce qui est plus rare, le reportage raconte la #vie des #survivants.
Les journalistes passent du temps dans un centre de rétention de Lampedusa. Les migrants vivent dans des grandes #tentes bleues, la plupart du temps ils sont exploités par des producteurs locaux (payés 1,70 euro par heure). Ils sont aussi soumis aux règles mafieuses du camps. La maire de Lampedusa, qui tente d’améliorer leurs conditions de vie, subit des menaces.
Puis, dans la dernière partie, le reportage change de ton et il devient passionnant. Une #alternative est proposée à la mort et l’exploitation, nous explique-t-on. Les journalistes suivent des jeunes filles venues d’Erythrée, installées dans le petit village italien d’ #Acquaformosa. Le maire de la ville, Giovanni, a lancé un #programme_d’intégration, il y a trois ans, financé par des fonds européens. Le téléspectateur suit les jeunes femmes qui partent à la rencontre des habitants. Neema, qui parle un peu anglais et pas un mot d’italien, ne semble pas encore savoir quoi faire de cette nouvelle vie. Elle est passée par une prison du Soudan, avant d’arriver ici.
Accueillis avec douceur et bienveillance
A Acquaformosa, les migrants sont accueillis avec douceur et bienveillance car ils permettent d’envisager un #avenir (la population est très vieillissante). Grâce à eux, l’école est remplie, l’équipe de foot renaît, le petit village s’anime. Un petit garçon venu du Nigeria mange des carbonara. Une famille Afghane invite la prof d’italien à prendre le thé. La voix-off rappelle que ce village a été bâti par une population immigrée d’Albanie. Tout s’y passe bien. Demain, seize nouveaux migrants doivent arriver.
Selon les journalistes, les maires des village italiens d’à côté viennent « en apprentissage » à Acquaformosa, afin de s’inspirer de l’initiative de Giovanni. La formule pourrait se répandre dans la vallée.
Cette solution d’intégration coûte beaucoup moins cher à l’Europe que les camps de rétention, nous explique la voix-off :
« Et pourtant, neuf fois sur dix, ce sont les #barbelés plutôt que l’#humanité qui sont choisis. »
