Cement Eclipses is one of his best known projects consisting of small cement sculptures photographed in urban space. His figures can be found pasted on top of bus shelters, walls, cornices ... by its small size (approximately 15 cm) is necessary to pay much attention to find them. The sculptures serve for the artist as a metaphor to reflect on politics, bureaucracy, power … They are presented in various absurd situations in urban space. His work can be seen both in galleries and urban space. Small nomadic sculptures have been seen in cities like Brussels, London, Berlin, Zagreb, Nantes, San Jose, Barcelona, Vienna, Malmo, Paris, Milan, Bogotá.

Ukraine political squabbles delay formation of new government | GlobalPost
▻http://www.globalpost.com/article/6758703/2016/04/12/ukraine-finance-minister-yaresko-will-not-stay-new-government-mps
Squabbling over top jobs in Ukraine’s government delayed a parliament vote on a cabinet reshuffle on Tuesday that is likely to see the departure of Finance Minister Natalia Yaresko and tighten President Petro Poroshenko’s grip on key policy areas.
Legislators are in the final stages of agreeing a new coalition following the resignation of Prime Minister Arseny Yatseniuk in the biggest shake-up in Ukraine since the 2014 Maidan uprising brought in a pro-Western leadership.
Deadlock has stalled billions of dollars in foreign loans and the delay in forming a government will frustrate Kiev’s allies, including the United States, who warn that political infighting can threaten efforts of recovery for the war-hit economy.
A close ally of Poroshenko, Volodymyr Groysman, is up for nomination to replace Yatseniuk who has headed governments since the “Maidan” street uprising which forced the Moscow-backed president Viktor Yanukovich to flee.
But Oleksiy Goncharenko, a deputy in Poroshenko’s BPP faction, told journalists there was still no agreement on who would fill the ministerial posts of economy, energy, culture and health. The vote on the coalition and government would “hopefully” take place on Wednesday or Thursday, he said.
But MPs said the new cabinet would not include Yaresko and some other foreign-born technocrats brought in late in 2014 in the hope that their outsider status and international experience would help Ukraine root out corruption.

And the results so far have been pretty awesome.
One village in Lebanon hosts as many Syrian refugees as the entire United States
There is a small village in the mountains of Lebanon that is hosting about as many Syrian refugees as all 50 US states combined.
Situated at the southern end of the Mount Lebanon range, #Ketermaya is a quiet little place surrounded by patches of farmland. Much of the traffic in the area goes to and from a nearby cement factory.
It isn’t a particularly wealthy town, but the residents here have taken in thousands of refugees fleeing the war in Syria.
Incumbent Odesa Mayor Trukhanov declared winner in Oct. 25 mayoral election

The Odesa city elections commission has declared incumbent Mayor Hennadiy Trukhanov the winner in the mayoral elections, even though Odesa regional administration chief Mikheil Saakashvili had suggested earlier that Trukhanov and his main rival should run in the second round.
The city elections commission head announced on Oct. 27 evening that Trukhanov had garnered nearly 139,000 votes, or 52.9 percent of all those who cast their ballots in the elections, so securing his victory in the first round.
Oleksandr Borovyk (Sasha Borovyk), an adviser to the Odesa regional administration head, came in second with 66,500 votes, or 25.7 percent of the vote. Former Odesa Mayor Eduard Hurvits came in third, having garnered 22,500 votes, or 8.5 percent of the vote.

Odesa Oblast Governor Mikheil Saakashvili and his aide Sasha Borovik, a candidate in Odesa’s Oct. 25 mayoral election, are disputing the results of the vote.
They allege incumbent Mayor Hennady Trukhanov’s preliminary victory in the first round - meaning more than 50 percent of the vote - could be due to voting fraud. They have presented evidence of alleged violations and said a runoff must take place.
Trukhanov’s spokeswoman Natalia Malsteva defended the incumbent mayor by telling the Kyiv Post that election watchdogs had not observed large-scale vote rigging.

But Odessa’s mayoral election commission said Wednesday that incumbant mayor Gennadiy Trukhanov — allegedly tied to the vast business interests of Saakashvili’s foe Igor Kolomoyskiy — was re-elected with 52.9 percent of Sunday’s vote.
Saakashvili-backed candidate Sasha Borovik placed a distant second by picking up just 25.7 percent of the ballots cast.
The former Georgian leader denounced the vote as grossly mismanaged and marred by violations.

Trukhanov was a member of the now-disbanded Regions Party that brought Russian-backed president Viktor Yanukovych to power in a tightly fought 2010 race.
He also supported pro-Kremlin protests in the ethnically mixed city after Yanukovych’s fall from power and subsequent flight for safety to Russia.
Ukraine launches delayed polio vaccination drive | GlobalPost

The United States Agency for International Development (USAID) reports that Ukrainian children have not been vaccinated against polio since 2008 — a failure that could lead to outbreaks outside the EU-bordering former Soviet state.
Ukraine’s health ministry said on Tuesday that the nationwide vaccination campaign had finally begun.
“Today, we began vaccinating children throughout Ukraine,” health ministry spokeswoman Valentyna Misyats told AFP.

Ukrainian agro-businesses urge gov’t to lift ban on farmland sales
▻http://www.globalpost.com/article/6560973/2015/05/26/ukrainian-agro-businesses-urge-govt-lift-ban-farmland-sales
The Ukrainian Agriculture Business Association (UCAB) on Tuesday urged the government to lift its ban on farmland sales so as to spur the development of the agro-food sector.
“We suggest establishing the market of agricultural land starting from January 1, 2016 through selling state-owned farmland by auction,” Alex Lissitsa, head of the UCAB, told a press conference.
Lissitsa said that the sales of private farmland should be launched as the second phase of the land market reform.
Lifting a moratorium on farmland sales will increase competition in the market and open new opportunities for agro-businesses, Lissitsa said.
Ukraine, with around 42 million hectares of agricultural land, imposed a moratorium on farmland sales in 1992, which expires on Dec. 31 this year.
Earlier this month, Ukrainian Agricultural Minister Olexiy Pavlenko said that the moratorium could be further extended as the crisis-hit country needs at least 100 million U.S. dollars to carry out the farmland market reform.
After land privatization in 1996, Ukrainian land owners work with farmers under lease agreements.
Putin ratifies east-route gas pipeline agreement with China
▻http://www.globalpost.com/article/6536108/2015/05/02/putin-ratifies-east-route-gas-pipeline-agreement-china
(Xinhua) — Russian President Vladimir Putin on Saturday ratified a gas supply agreement with China via the so- called Eastern route.
“The agreement is aimed at strengthening the Russian-Chinese energy cooperation, and defines the main terms of the natural gas supply from Russia to China through the East-Route, including the cross-border section of the gas pipeline across the Amur River ( the Heilongjiang River in China) near Blagoveshchensk (capital of the Amur region in the Russian Far East) and China’s border city of Heihe,” an online official statement said.
The agreement was passed on April 24 by parliament’s lower house, or the State Duma, and approved by the upper chamber namely the Federation Council five days later.
During Putin’s official visit to China last May, the two sides signed a 30-year gas supply contract that will see the East-Route Pipeline start providing China with 38 billion cubic meters of natural gas annually from 2018.

(AFP) Russian President Vladimir Putin ratified an accord Saturday to set up a $100-billion reserve fund for the so-called BRICS — the five leading emerging economies that include Russia, China, Brazil, India and South Africa.
Moscow is expected to contribute $18 billion to the reserve, well behind the $41 billion China has promised to pour into the fund that was set up after an agreement signed in July 2014 in Brazil.
The emerging economies also plan to form their own international bank based in Shanghai to challenge western dominance over international money markets.

Ruslan Kotsaba is someone you’d typically consider a Ukrainian patriot: a journalist in the country’s nationalist-oriented west, he’s participated in pro-democracy protests and regularly rails against official corruption.
So it may seem strange that earlier this month he slammed his country’s war effort against Russian-backed separatists.
“I denounce mobilization [for war],” Kotsaba said in a video posted to YouTube on Jan. 17. “I call on all reasonableadequatepeopleto denounce this mobilization, because this hell, this horror, must be stopped.”
(…)
Local media have reported anti-draft protests and instances of no-shows at local military commissions in several regions.
A presidential adviser even claimed earlier this week that about 37 percent of those called up in one western region, traditionally known for its nationalist convictions, had reportedly fled abroad. In a separate nearby region, almost one in five of those drafted reportedly claimed religious exemptions.
(…)
Ukrainian men aged 25-60 are eligible for conscription. Preference is given to those with military experience and with particular specializations, such as tank training.
But authorities have also sought to crack down on attempts to avoid conscription. On Friday, Poroshenko issued a decree that includes a provision aimed at regulating foreign travel for those subject to mobilization.
The military has also created a database to keep track of offenders, who face two to five years in prison if found guilty of dodging the draft.
(…)
Some Ukrainian rights activists have also taken issue with the legal ambiguity of the conflict, arguing that in absence of a clear state of war, conscripts can legally challenge the draft. Others say mobilization is legally applicable in any instances of “armed aggression,” not only when martial law — or a state of war — is formally declared.

On trouve quelques reprises de cette information : Parents talk about journalist kidnapped in Syria
▻http://bigstory.ap.org/article/parents-talk-about-journalist-kidnapped-syria
The U.S. does not currently have a formal relationship with Syria and there has been no regular or reliable information about Foley, his parents said. Though they have been in touch with federal officials, they said the most they’ve received are rumors of their son’s whereabouts.

U.S. journalist missing in Syria for nearly six months is most likely in Syrian government custody, according to the GlobalPost, an online international news outlet, and the man’s brother.
Gunmen kidnapped James Foley on November 22 and his family has since worked to obtain his release. Foley, a free-lance journalist, contributed stories to the GlobalPost.
According to a GlobalPost story on Friday, its CEO and president, Philip Balboni, said in a speech marking World Press Freedom Day that the outlet has a “very high degree of confidence” that Foley was “most likely abducted by a pro-regime militia group and turned over to Syrian government forces.”
“We have obtained multiple independent reports from very credible confidential sources who have both indirect and direct access that confirm our assessment that Jim is now being held by the Syrian government in a prison or detention facility in the Damascus area,” Balboni said.
