Des restrictions sévères pesaient sur la liberté d’expression, d’association et de réunion. Le gouvernement a réprimé la dissidence en arrêtant et en incarcérant des personnes qui le critiquaient, y compris des défenseurs des droits humains. Beaucoup de ces personnes ont été jugées dans le cadre de procès inéquitables par des tribunaux n’appliquant pas une procédure régulière, notamment un tribunal spécial antiterroriste qui prononçait des condamnations à mort. Une nouvelle loi assimilait réellement au terrorisme les critiques à l’égard du gouvernement et d’autres activités pacifiques. Les autorités ont réprimé le militantisme en ligne et intimidé les militants et les membres de leur famille qui dénonçaient des violations des droits humains. La discrimination envers la minorité chiite persistait ; certains militants chiites ont été condamnés à mort et beaucoup d’autres à de lourdes peines d’emprisonnement. Des informations ont fait état de tortures régulièrement infligées aux détenus ; des accusés ont été déclarés coupables sur la base d’« aveux » obtenus sous la torture, d’autres ont été condamnés à des peines de flagellation. Les femmes, exposées à la discrimination dans la législation et en pratique, n’étaient pas suffisamment protégées contre les violences, sexuelles et autres, malgré l’adoption d’une nouvelle loi érigeant la violence domestique en infraction pénale. Des milliers de migrants ont été arrêtés et expulsés sommairement ; certains ont été renvoyés dans des pays où ils risquaient de subir des atteintes graves à leurs droits fondamentaux. Les autorités ont eu recours fréquemment à la peine de mort ; plusieurs dizaines de personnes ont été exécutées en public.

Il y a eu de nombreux cas d’hommes brûlés vifs et démembrés. Beaucoup ont été tués pour ne pas avoir respecté la hiérarchie raciale en vigueur à l’époque : porter un uniforme de l’armée ou bousculer une femme blanche dans la rue pouvait suffir à déclencher la #folie meurtrière de la population. Pendant la période, aucun blanc n’a été condamné pour ces #meurtres #barbares, et des cartes postales avec photo des cadavres étaient vendues en tant que souvenirs après les exécutions.

Following the lashing of blogger Raif Badawi and leaked footage that showed the public execution of a woman accused of beating her daughter, Saudi Arabia’s harsh interpretation of sharia law and its use of capital punishment have come under international scrutiny.
For many, the Saudi justice system sounds not unlike that of the Islamic State, the extremist Islamist group which has struck fear in much of the Middle East.

In a recent video from Saudi Arabia, three uniformed security officers and a professional swordsman in a white gown struggled to placate a woman cloaked in black and sitting in the street. A Saudi court had convicted her of murder, but she was proclaiming her innocence.
Then the officers stepped back, the swordsman took aim and the woman shrieked and fell silent as he struck her neck with his blade, three times in total. Medics wearing white gloves tended to the body, and the swordsman wiped his blade with a cloth.
The video was distributed by human rights activists and posted online after the execution in the city of Mecca on Jan. 12, shedding light on the way Saudi Arabia applies the death penalty.
On Sunday, Saudi news outlets reported that the authorities had arrested the man who had shot the video and planned to prosecute him. Although the reports did not specify what charges he faced, an Interior Ministry spokesman said such matters fell under the country’s law against cybercrimes.

Saudi Arabia has postponed the public flogging of the blogger Raif Badawi on medical grounds, according to reports.
The 31-year-old was due to receive a second lot of 50 lashes after Friday prayers; the first 50 having been given outside al-Jafali mosque in the port city of Jeddah last week. He was sentenced last May to 10 years in prison, a fine and 1,000 lashes after criticising Saudi Arabia’s powerful clerics on his blog.
According to Amnesty International, which has adopted Badawi as a prisoner of conscience, the married father-of-three was removed from his jail cell on Friday morning and taken to the prison clinic for a health check. The doctor concluded that the wounds from last week’s lashings had not yet healed properly and Badawi would be unable to withstand more. He recommended that the flogging be postponed until next week.
Confirmation of the postponement also came from Badawi’s wife, Ensaf Haidar.

Laila Bint Abdul Muttalib Basim, a Burmese woman who resided in Saudi Arabia, was executed by sword on Monday after being dragged through the street and held down by four police officers.
She was convicted of the sexual abuse and murder of her seven-year-old step-daughter.
A video showed how it took three blows to complete the execution, while the woman screamed “I did not kill. I did not kill.” It has now been removed by YouTube as part of its policy on “shocking and disgusting content”.
There are two ways to behead people according to Mohammed al-Saeedi, a human rights activist: “One way is to inject the prisoner with painkillers to numb the pain and the other is without the painkiller,” he told the Middle East Eye.
“This woman was beheaded without painkillers – they wanted to make the pain more powerful for her.”
