"En juin 2020, quelques mois après le début de la pandémie de COVID-19, les Nations Unies et le Mouvement international de la Croix-Rouge et du Croissant-Rouge ont conjointement appelé les gouvernements, le secteur privé ainsi que les organisations internationales et de la société civile à accélérer les efforts pour développer, tester et produire un “vaccin universel” sûr et abordable afin de protéger tout le monde, partout, et de mettre fin à la crise.Un vaccin pour tous devrait protéger les riches et les pauvres, les personnes âgées comme les jeunes, les personnes déplacées de force, les migrants, quel que soit leur statut migratoire, et plus largement les populations souvent négligées, tant dans les zones urbaines qu’au sein des communautés rurales.Quinze mois plus tard, grâce à des avancées scientifiques et technologiques extraordinaires, à une collaboration au niveau mondial et à une confiance mutuelle dans les aspects réglementaires, de multiples vaccins sûrs et efficaces contre le Covid-19 sont disponibles et administrés dans des pays du monde entier. Pourtant, malgré de grands discours sur une solidarité mondiale, l’objectif de disposer d’un “vaccin universel” est loin d’être atteint. La distribution équitable des vaccins est une priorité politique, morale et économique qui a jusqu’à présent été largement négligée."Profits à court-terme et nationalisme vaccinal continuent de l’emporter sur la solidarité lorsqu’il s’agit d’une distribution équitable des vaccins. Bien que plus de 48% de la population mondiale ait reçu au moins une dose de vaccin, ce pourcentage tombe autour de 3% dans les pays à faible revenu. La situation est particulièrement préoccupante dans les pays en proie à une crise humanitaire qui ont besoin d’environ 700 millions de doses supplémentaires pour atteindre l’objectif de l’Organisation mondiale de la santé de vacciner 40% de leur population d’ici la fin de l’année.
Plus de la moitié des pays ayant lancé un appel humanitaire n’ont pas assez de doses pour vacciner ne serait-ce que 10% de leur population. Sept pays parmi les plus pauvres au monde ne peuvent même pas vacciner 2% de leur population (Burundi, Cameroun, Haïti, République démocratique du Congo, Soudan du Sud, Tchad et Yémen). Les pays riches qui disposent de quantités importantes de vaccins se sont généreusement engagés à faire don de leurs doses excédentaires aux pays à revenu faible ou intermédiaire via le dispositif COVAX. Cependant, trop peu de ces promesses de dons ont été honorés. La disponibilité des doses pour les plus vulnérables reste limitée par les restrictions à l’exportation et la réticence des pays à céder leur place dans la chaîne de production au dispositif COVAX, même s’ils ne peuvent pas utiliser ces doses immédiatement.Le « Tampon humanitaire » du mécanisme COVAX est ouvert aux candidatures depuis juin 2021. Ce dernier devrait constituer une solution de dernier recours pour garantir l’accès aux vaccins aux personnes déplacées, ainsi qu’à d’autres populations vulnérables dans le monde. Il s’inscrit également dans le cadre des efforts visant à réduire les inégalités qui, autrement, compromettraient la reprise sociale et économique dans les zones en proie à une crise humanitaire. Il est donc urgent d’augmenter l’offre, de partager les vaccins et de veiller à leur accessibilité pour tous. Mais la disponibilité des doses de vaccin ne constitue qu’une partie de la solution à cette crise. Nous devons veiller à ce que les vaccins circulent des tarmacs des aéroport aux bras des personnes les plus vulnérables, notamment les réfugiés, les migrants, les demandeurs d’asile, les apatrides et ceux qui vivent dans des régions contrôlées par des groupes armés ou affectés par des conflits armés. Il est indispensable d’investir davantage dans les mécanismes et les capacités de distribution au niveau local, non seulement pour garantir une livraison rapide et équitable des vaccins, mais aussi pour renforcer les systèmes de santé nationaux en vue d’une préparation et d’une réponse plus efficaces aux pandémies. Partout dans le monde, les efforts déployés pour enrayer la pandémie sont sapés par la méfiance qui engendre des réticences à l’égard des vaccins. Plus que jamais, il est important de travailler avec et au sein des communautés, notamment en s’appuyant sur les médias sociaux et des réseaux communautaires, afin de créer un climat de confiance et de renforcer la confiance dans l’efficacité et la sécurité des vaccins. Les activités qui renforcent le soutien aux acteurs locaux et qui s’attaquent à la désinformation sont essentielles pour garantir le succès de la distribution des vaccins aux communautés locales, notamment celles les plus vulnérables.

Driven to suicide in Tunisia’s UNHCR refugee shelter
Lack of adequate care and #frustration over absence of resettlement plans prompt attempted suicides, refugees say.
Last Monday night, 16-year-old Nato* slit his wrists and was rushed to the local hospital in Medenine.
He had decided to end his life in a refugee facility run by the UN’s refugee agency, the UNHCR, in Medenine. After running for two years, escaping Eritrea and near-certain conscription into the country’s army, making it through Sudan, Egypt and Libya, he had reached Tunisia and despair.
A few days later, Nato was transferred to a psychiatric hospital in #Sfax, 210km north of Medenine, where he was kept on lockdown and was frustrated that he was not able to communicate with anyone in the facility.
Nato’s isn’t the only story of despair among refugees in Tunisia. A female refugee was taken to hospital after drinking bleach, while a 16-year-old unaccompanied young girl tried to escape over the borders to Libya, but was stopped at Ben Gardane.
“I’m not surprised by what has happened to Nato,” a 16-year-old at the UNHCR facility told Al Jazeera on the condition of anonymity.
“They just keep us here without providing any support and after we ... witnessed killings of our friends. We feel completely abandoned. We don’t feel secure and protected,” he said.
The 30 to 35 unaccompanied minors living in UNHCR’s reception facility in Medenine share a room, spending their days remembering past images of violence and abuse.
“I cannot get out of my mind the picture of my friend dying after they pointed a gun at his temple. He was sitting next to me. Sometimes at night, I cannot sleep,” the 16-year-old said.
’They’re trying to hide us here’
The UNHCR facility in Medenine struggles to offer essential services to a growing number of arrivals.
According to the information given to Al Jazeera, the asylum seekers and refugees have not received medical screenings or access to psychosocial support, nor were they informed clearly of their rights in Tunisia.
“We feel they are trying to hide us here,” said Amin*. “How can we say we are safe if UNHCR is not protecting our basic rights? If we are here left without options, we will try to cross the sea.”
Amin, 19, has no vision of what his life will be. He would like to continue his education or learn a new language but, since his arrival, he has only promises and hopes, no plans.
The young people here find themselves having to take care of themselves and navigate the questions of what their future will be like, at times without even being able to reach out to their families back home for comfort.
“My parents are in Eritrea and since more than a year, I was able to speak with them only for three minutes,” said Senait*, a 15-year-old boy from Eritrea.
Aaron*, a 16-year-old boy who has been on the road for three years and three months, has not been able to call his relatives at all since his arrival in Tunisia.
“Last time I have contacted them was in 2016 while I was in Sudan. I miss them so much,” he said.
Last week, many of them participated in a peaceful demonstration, demanding medical care, support from the UNHCR and resettlement to third countries.
Refugee lives in suspension
Nato, as well as a number of refugee minors Al Jazeera spoke to, arrived in Tunisia over the Libyan border with the help of smugglers. The same is true for hundreds of refugees escaping Libya.
Tunisia registered more than 1,000 refugees and 350 asylum seekers, mainly from Syria, Eritrea, Sudan and Somalia.
But the country has neither the capacity nor the means to host refugees, and because it doesn’t have a coherent asylum system, the refugees find themselves living a largely suspended life.
Officially, refugees are not allowed to work and, therefore, there is no formal system of protection for those that do work.
Awate*, a 24-year-old man from Eritrea, had been working for nine days in a hotel in the seaside city of Zarzis when he was arrested and brought to a police station where he was interrogated for 30 minutes.
“They told me ’why are you going to work without passport?’,” he said, adding that he has not worked since.
The UNHCR in Tunisia is pushing alternatives, which include enhancing refugees’ self-reliance and livelihood opportunities.
A month ago, a group of 32 people moved out of the reception centre with an offer of a monthly payment of 350 Tunisian dinars ($116) and help to find private accommodation. Among them, nine decided to go to the capital, Tunis. The plan is confirmed for three months, with no clarity on what happens next.
Aklilu*, a 36-year-old former child soldier from Eritrea who took up the offer, is now renting a small apartment on the main road to Djerba for 250 Tunisian dinars ($83).
“Why should I be forced to settle in a country that’s not ready to host refugees?” he said. “They are thinking of Tunisia as the final destination but there are no conditions for it. The UNHCR is not making any effort to integrate us. We don’t get any language courses or technical training.”
Tunisia announces closure of #Medenine migrant centre
Tunisia has decided to close the Medenine center for migrants, refugees, and asylum seekers due to overcrowding and inhumane conditions.
Fadhel Mahfoudh, Tunisian minister for relations with constitutional instances, civil society and human rights, announced that the Medenine migrant center will be closed due to overcrowding and deplorable conditions for those being hosted there. “The conditions in this center are inhumane, and it will therefore be closed immediately,” Mahfoudh said during a working visit to Medenine. “We have to find solutions to allow migrants and refugees to live with dignity,” he said.
He said the center’s location, situated in a residential neighborhood between a high school and a foyer for female students, is inappropriate. He said the location creates problems with the neighborhood’s residents, who have already asked local authorities to find another place to host the migrants.
Resident numbers continue to increase
The center is managed by the Tunisian Red Crescent with the support of international organizations, IOM, UNHCR, and the collaboration of the International Red Cross. Local sources said the center currently hosts 20 migrants and 180 asylum seekers, but numbers continue to grow daily due to the increase in migrant flows from Libya. The Tunisian Red Crescent and some local NGOs have long denounced the critical conditions at the Medenine center.
#IOM supports decision
Lorena Lando, the Tunisian director of the International Organization for Migration, said the organization supports the decision to close the center, which she said has surpassed its maximum capacity. She said IOM will do everything it can to provide the necessary support and assistance to the center’s guests and to respond to the authorities’ demands in terms of migrant assistance. “IOM remains available to every migrant who wishes to return to his or her country of origin,” Lando said.
She said IOM ensured the return from Tunisia of 605 migrants to their countries of origin in 2018. UNHCR Tunisia representative Mazen Abu Shanab said the increase in the number of Libyan migrants in Tunisia (about 300 per month) is calling for a doubling of efforts in terms of assistance. Most of the migrants who are staying at the Medenine centre are Eritreans who wish to reach Europe, Shanab said.

Dubai - As soon as the Iraqi parliament passed a bill to amend the Nationality Law last week, many Iraqis have taken to social media to express their anger.
The new law states that any person who enters the country legally — and resides in it for a year legally — can get the Iraqi passport.
Iraqis saw it as a new “disaster” for their country.

One of the key sites is Abu Hureyra in the upper Euphrates valley in northern Syria. Here it is possible to trace a hunter-gatherer community occupying the same site from 11000BC to 9600BC. * L’origine des #Kharijites remonte au VIIe (de l’ère chrétienne). On trouve des lointains descendants des Kharijites en Oman, chez les Mozabites du sud algérien, à Djerba en Tunisie, dans le djebel Nefoussa en Libye, et à Zanzibar. A leur place, je ferais attention.
