En 1923, la publication d’une série de figures montrant l’évolution de la construction de logements et la production de produits laitiers constitue le premier acte d’un projet que le philosophe et économiste Otto Neurath (1882-1945) mènera toute sa vie : trouver une manière efficace de représenter des données statistiques grâce à un langage visuel concis. Un demi-million de visiteurs se pressèrent à l’hôtel de ville de Vienne (Autriche) pour l’exposition « Aménagement urbain, quartiers communautaires et jardins familiaux » où étaient présentées ces figures. Il y était suggéré que la façon dont les jardins et quartiers de Vienne s’étaient développés au cours des cinq années précédentes préfigurait une nouvelle manière de cultiver, et surtout de distribuer la nourriture en milieu urbain. C’est à travers l’architecture, l’urbanisme et la planification urbaine qu’Otto Neurath s’est passionné pour la cartographie statistique et la visualisation des données basée sur l’utilisation de pictogrammes.

Après la "Parade Statistique de New York" de 1913, dix ans après, un autre exemple d’exposition publique de figures statistiques et cartographique.

Yet at first, the Social Democratic party had an ambivalent relationship with these settlers, conceiving their initiative of subsistence gardening to be bourgeois-conservative and not fitting into the grand picture of a socialist state. But the party’s attitude changed in part thanks to Otto Neurath, political economist and educator, who in 1921 founded the settler’s cooperative umbrella organisation, the Austrian Association for Settlements and Small Gardens.

On Saturday 29 July 1933 around a hundred congress participants laden with a vast quantity of maps and reports, several typewriters and a stencil machine boarded the liner Patris II in Marseille to voyage to Athens.

This time wives of the congress participants were also present, and non-members had been admitted to the recently established circle of ‘Friends of the CIAM’. They included writers and editors of periodicals, a musician, a physician and artists such as Fernand Léger en László Moholy-Nagy.

For the Gazette des Beaux-Arts G. Brunon Guardia wrote about the congress and described it as ‘an original crusade’. “The whole of this holiday world forms a floating Tower of Babel, full of friendliness and good cheer, full of picturesqueness, in a word, extremely “Montparnasse”-like.’

Moholy-Nagy filmed the fourth congress. The film shows the atmosphere aboard the Patris II, the journey through the Corinth Canal, impressions of Athens with the ancient Acropolis as well as modern architecture, and the cruise at the Aegean Sea with visits to the Cyclades Seriphos, Santorini and Ios.

The research and publication project entitled «CIAM 4. The Functional City» is a co-operative venture of the gta Archives in Zurich and the EFL Foundation in The Hague. It is to evaluate this fourth meeting of the Congrès internationaux d‘architecture moderne (CIAM), held in the summer of 1933, for the first time in terms of systematic historiography. Astonishingly, although this congress became a legendary point of reference in subsequent decades – for both supporters and critics of functionalist urban planning – such a study has never been done before and is highly desirable.

The congress was conceived by a team led by Sigfried Giedion, Le Corbusier and Cornelis van Eesteren. Except for a few events in Athens, the conference was held mainly on the cruise liner Patris II on the way from Marseille to Athens and back. After the previous two congresses on «The Minimum Dwelling» (Frankfurt/Main, 1929) and «Rational Land Development» (Brussels, 1930), «The Functional City» represented an ambitious project to apply modern methods of architectural analysis and planning to the city as a whole. In subsequent decades, the subjects discussed during this congress became the canonical point of reference par excellence for both modernist urban planners and critics of modernist planning. The central tenets set up by the fourth CIAM conference, e.g. the paradigm of strict functional division and its guiding statements published by Le Corbusier in the Athens Charter in 1943, have been either appreciated or rejected to this day. The congress also became legendary for the unique atmosphere in which the discussions took place on board the liner, and for the visits to ancient Greek monuments and vernacular buildings.
