Sénégalese society used to be entirely dominated by the traditional muslim brotherhoods (mostly Mouridiya and Tidjaniya) - but they have failed to adapt to social modernization and frustrated their adepts who increasingly turned to salafism to quench their thirst for sharper doctrine and material benefits.

The Senegalese state follows the wind - nowadays, alongside with its usual brotherhood clientele, it panders to the wills of Gulf states to also keep happy the local wahhabite power base.
Before that, Saudi Arabia, Egypt, Morocco, UAE, Kuweït and even Sudan (as a Saudi proxy) offered Senegalese students Arabic-speaking learning opportunities. This growing arabisation described by ▻http://bakarysambe.unblog.fr/2010/06/29/les-arabisants-senegalais-une-contre-elite-a-lheure-de-la-reconfi means that there is a rising counter-elite that does not use French but Arabic - let that sink in...

Alternatively, economic development could have the upper hand and make everyone happy enough to find better prospects than radicalization. But the struggle is real.
