Après les révélations de Mediapart sur les contrats russe et ouzbek décrochés par Alexandre Benalla pour 2,2 millions d’euros, Valeurs actuelles est en mesure de révéler que l’ancien adjoint au chef de cabinet de l’Élysée a signé un contrat de sécurité de deux ans d’un montant de 7,2 millions d’euros avec une société chinoise cotée à la Bourse de Hong Kong. Le groupe chinois - réputé proche de l’appareil d’État - propose des solutions de services de sécurité, de logistique et d’assurance pour des clients en zones frontalières. Il recourait jusque-là principalement à de la main-d’œuvre américaine, française et russe pour assurer la sécurité de ses infrastructures et de ses effectifs en Afrique. Ses dirigeants veulent former leurs propres ressources. Et d’après nos informations, ils se sont tournés vers Alexandre Benalla, qui s’est engagé à réaliser des missions « d’accompagnement, de formation et de sécurisation ».
Il sera, dans le cadre de ce contrat, en lien avec des anciens de Blackwater, qui fut la plus grande société de sécurité privée au monde en comptant pas moins de 22 000 hommes en 2017, dont les missions ont longtemps consisté à agir pour la CIA, notamment en Afghanistan et en Irak. Plus précisément, le groupe chinois souhaite se doter d’un « important centre » de formation de ses équipes dans la région de Guangzhou, dans le sud de la Chine. Charge donc à Alexandre Benalla de réfléchir à la création du centre, à la préparation d’un module de formation et à la mise en place de process pour être opérationnel dans les prochains mois. L’objectif est ambitieux : le programme doit être dispensé à 10 000 agents de sécurité par an. (...)

Alexandre Benalla vient de créer son entreprise de "sécurité internationale". A ce titre, il était invité ce lundi par le réseau très select du Chinese Business Club à Paris.
Les réseaux chinois à Paris vont bien merci. Autour de l’ambassadeur de Chine à Paris et de Zhihong Wei, dirigeant de la carte bancaire Union Pay, le président du Chinese Business Club Harold Parisot recevait à déjeuner à l’Intercontinental à Paris le 8 octobre. Parmi les ex politiques reconvertis : Bernard Cazeneuve, Anne-Marie Idrac, Arnaud Montebourg étaient présents. Mais la vrai vedette, gominée et cravatée de près, était bien sûr Alexandre Benalla. Renseignements pris, l’ex-conseiller de l’Elysée a monté sa société internationale de sécurité et « croule sous les clients ». Licencié par l’Elysée pour avoir violenté un couple lors d’une manifestation organisée à Paris le 1er mai dernier, Alexandre Benalla, né à Evreux (Normandie) envisageait dès la mi-septembre selon des informations rapportées par RTL de s’installer au Maroc, pays d’origine de ses parents, pour créer sa société de sécurité privée. Toujours d’après RTL, l’ancien garde du corps du président Emmanuel Macron le Maroc est un « pays qu’il connait bien, où il a des attaches familiales et des relations ».

A US government employee in southern China has reported abnormal sensations of sound and pressure, the State Department said on Wednesday, in a case that recalls the mystery illness that hit American diplomats serving in Cuba.
In an emailed notice to American citizens in China, the department said it was not currently known what had caused the symptoms in the city of Guangzhou, where an American consulate is located.
“A US government employee in China recently reported subtle and vague, but abnormal, sensations of sound and pressure,” the notice said.
“The US government is taking these reports seriously and has informed its official staff in China of this event.”

China’s government is working on a plan to combine its two biggest shipbuilders to create an industrial giant that would dwarf its South Korean rivals, according to people with knowledge of the matter.
The state council, China’s cabinet, has given its preliminary approval to merge China State Shipbuilding Corp. with China Shipbuilding Industry Corp., the people said, asking not to be identified as the information isn’t public. The two companies have combined revenue of at least 508 billion yuan ($81 billion) making products ranging from aircraft carriers for China’s navy to vessels to carry containers, oil and gas for commercial companies.

Chinese shipping companies have sent a dozen vessels through the waters of the Northern Sea Route (NSR) in 2017, compared to five vessels the previous year. This is the largest fleet of non-Russian flagged vessels to ever operate on the route. In addition, the Xue Long, a Chinese icebreaker, also spent nearly three months sailing the Arctic Ocean, including Canada’s Northwest Passage.
China’s Ocean Shipping Company utilized the route for five transit voyages — three westbound from Asia to Europe and two eastbound from Europe to Asia — and three destination trips to deliver modules for Yamal LNG to Sabetta. Guangzhou Salvage also delivered modules for Yamal LNG. In addition China’s National Offshore Oil Corporation and China’s Oilfield Services Limited conducted seismic and drilling activities in the Kara Sea.
The rapid increase of Chinese activity on the route follows the country’s intent to benefit from the opening of Arctic shipping routes.
“The NSR has officially become part of the maritime component of China’s One Belt One Road project after the publication of China’s National Development and Reform Commission and the State Oceanic Administration’s vision for Maritime Cooperation under the Belt and Road Initiative,” explains Ekaterina Klimenko, Researcher at the Stockholm International Peace Research Institute.

François Moriconi-Ebrard et Joan Perez ont publié en février 2017 un article dans la revue Confins qui présente Shanghai et Guangzhou comme les deux agglomérations urbaines les plus peuplées du monde, avec 79,7 millions d’habitants pour la première et 47,5 millions d’habitants pour la seconde, soit respectivement la population de l’Allemagne et de l’Espagne. François Moriconi-Ebrard est l’auteur d’une base de données, Geopolis, publiée en 1994, mais dont les mises à jour ultérieures ne sont pas accessibles. L’article en rappelle brièvement la méthodologie, qui avait été conçue pour permettre la comparaison entre les agglomérations de différents pays : c’est la définition morphologique qui est utilisée, correspondant à la définition française de l’unité urbaine, c’est-à-dire la population agglomérée au dessus d’un seuil minimal. L’article explique que le saut quantitatif impressionnant réalisé par Shanghai et Guangzhou en une décennie est moins le fait de l’exode rural que de l’étalement urbain qui a absorbé dans une même agglomération des villes qui étaient déjà millionnaires. Au sens des auteurs, l’agglomération (ou la « tache urbaine ») de Guangzhou englobe ainsi Macao, Shenzen et Hong Kong, des villes qui sont toujours distinctes dans d’autres bases de données, comme celle de l’ONU (ci-dessous). L’article est également très intéressant en ce qu’il montre comment, en Chine, la définition administrative et politique de la ville prime sur les autres définitions possibles (morphologique ou fonctionnelle), de façon souvent performative : des espaces ruraux sont décrétés urbains et ils le deviennent effectivement. Les descriptions des formes urbaines de Shanghai et Guangzhou sont complétées par des cartes.
Rappelons que d’après l’ONU, ce sont toujours les agglomérations de Tokyo et Delhi qui sont à la première place en 2014. Le World urbanization prospect recense les 1691 agglomérations urbaines de plus de 300 000 habitants. 400 d’entre elles sont chinoises (23 %), 167 sont indiennes, et 20 sont françaises.

Merci @gonzo, j’archive ! C’est assez marrant de voir cette guerre des noms se poursuivre, comme d’ailleurs entre la Corée et le Japon.
Il y a eu une époque où les journalistes des médias qui écrivaient « Golfe » tout court ou « Golfe arabique » se voyaient notifié d’un refus d’entrer sur le territoire iranien quand ils se présentaient à la douane de l’aéroport (et faisaient donc un aller retour Téhéran par le même avion).
Je savais les Iraniens ultra-sensibles sur cette question (j’ai reçu au cours de ma carrière des tonnes de documents et de lettres m’enjoignant d’abandonner l’expression « Golfe » pour « Golfe persique », seule dénomination « légale »... Mais jusqu’ici, c’était un peu plus discret du côté des États du Golfe qui avaient l’air d’avoir d’autres chats à fouetter plutôt que de s’occuper de toponymie.
Je vais rechercher quelques exemples de cette propagande et les partager avec vous.

Beijing, 13 November: Iran protested to China on Saturday [13 November] for distorting the name of the Persian Gulf during the opening ceremony of the Guangzhou Asian Games.
Iran’s Ambassador to China Mehdi Safari told IRNA that separate notes of protest were sent to the Foreign Ministry of China and organizers of the Guangzhou 2010 on the issue.
While showing maps of countries on the big screens of the opening ceremony at the Asian Games, a map of Iran appeared for a few seconds with the fake name of ’Arabian’ instead of ’Persian Gulf’ on it, said the Iranian ambassador. He stressed that the term ’Persian Gulf’ was written in all international maps of Iran.
Safari added that officials of China’s Foreign Ministry as well as organizers of the Asian Games have apologized for the incident admitting that the protest was completely relevant.
Immediately after Iran’s protest, the Foreign Ministry of China issued an instruction which required all its affiliated bodies to pay due attention to the use of the correct name of the ’Persian Gulf’ in the future.
Safari stressed that the distortion of the name of the Persian Gulf had nothing to do with Beijing’s foreign policy and its attitude towards Iran but was instead a mistake made by the organizers of the Asian games. The Iranian ambassador reassured the friendly ties between Iran and China.

Voilà une des lettres type que j’ai reçu pendant une bonne trentaine d’années. Et à les relire, et a considérer les arguments les uns derrière les autres, on finit presque par comprendre pourquoi la guerre.

I am writing to express my concern regarding your articleq and maps. I am very disappointed to see that the Persian Gulf is erroneously referred to as The Gulf. I do not know where to begin to express my sheer outrage and disappointment in this.
As a respected organization, how is this mistake allowed to take place” I sincerely hope it is not an intentional doing. If so,
let me explain why this should not be allowed to take place.
The Persian Gulf has always been known as just that, the Persian Gulf. The country with the largest single maritime boarder along it is Iran, and in Iran the majority (51% according to The World Factbook 2003) are ethnic Persians. This puts the numbers at roughly 34 million Persians out of 67 million
Iranians. The official language is also Persian. Many people are under the false assumption that Persia changed its name to Iran, when in fact this is not the case.
Persia still exists today, as a large southwestern province in Iran. Persia was always but one piece of the Iranian Empire. Its central piece, and all the emperors, even up until modern times, were Persian. Iran is just the name of the Empire, because it encompasses more than just Persia (such as
Kurdistan, Azerbaijan, Baluchistan, etc.). In 1935 the Emperor, or Shah, of Iran officially asked all world leaders to refer to the nation as Iran, not Persia, which is but one part of Iran. It is similar to England versus United Kingdom or Holland versus The Netherlands. Officially calling England the United Kingdom does not mean that the English do not exist anymore.
So why has this most unfortunate fate been assigned to the Persians. In Persian, the word Persia is pronounced Pars hence the native way of saying the language, Parsi, Perisan Gulf, or Khalije Pars has been the accepted name of that body of water since ancient times, not just by Persians, but by all Iranians, and indeed, all neighboring Asians, such as Arabs, Indians, and Turks. It is also officially used by all European nations.
There are many corrupt Arab leaders who insist on calling the Persian Gulf, The Gulf or worse yet, the Arabian Gulf. This is not for cultural or historic reasons, but rather for their own selfish purposes to express their power to foreign investors, and to try to take advantage of Iran‚s current unfortunate political situation.
If respected organizations, and Newspaper allow these corrupt Arab leaders to systematically attack the respect and cultural integrity of the Persians, it will destroy a piece of history
forever. Persians do not deserve this unjust treatment. Arabs have the Arabian Sea, the Gulf of Aden, and the Gulf of Oman. Calling it The Gulf is not only unwarranted, but also violates an entire people‚s cultural heritage.
Besides, there are literally hundreds of gulfs in the world ! Both the United States and Mexico touch the Gulf of Mexico, but it is still called the Gulf of Mexico; the same holds true for the English Channel, which is half French.
I urge you to take back this damage and refer to this body of water as the Persian Gulf in your future articles and on your website. It is not too late to reverse this terrible damage.

En 2004, alors que je participais à la rédaction d’un rapport environnemental dans la région du Golfe [persique, donc], j’avais reçu à deux jours d’intervalle, un plainte violente de l’ambassadeur d’Iran à Genève et un avertissement de mon patron, en l’occurrence le PNUE à l’époque, qui me demandait de « mettre à jour les documents » non pas avec l’expression « Golfe persique » comme le demandait les iraniens mais avec une expression complètement incertaine qui encore aujourd’hui me laisse perplexe :

The name “Golfe” on the map ’Water Management and Water Conflicts in the Middle East’ should be changed to the name “ROPME SEA Area” in accordance with the agreed upon terminology under the:
Regional Convention for Cooperation on the Protection of the Marine Emnvironment from Pollution (ROMPE) or the Kuwait Convention of 1978.

RMS said satellite images and analysis of cargo types and storage methods helped modernize risk assessments.

The report was released a year after the Tianjin port explosion in China, a man-made disaster that led to more than $3 billion in claims after damaging property, disrupting supply chains and killing more than 170 people. RMS’s analysis, which also considers the amount of time cargo stays in port, found that the increased use of standardized shipping containers increased the amount of goods exposed to damage. Ships and ports have grown bigger to accommodate the containers.

The region where the Pearl River flows into the South China Sea has seen some of the most rapid urban expansion in human history over the past few decades – transforming what was mostly agricultural land in 1979 into what is the manufacturing heartland of a global economic superpower today.
In 2008, China announced plans to mesh Guangzhou, Shenzhen, Dongguan, Zhaoqing, Foshan, Huizhou, Jiangmen, Zhongshan and Zhuhai into a single megacity. Within these, in addition to America’s main metro hubs, we find new urban archipelagos, including the Arizona Sun Corridor, from Phoenix to Tucson; the Front Range, from Salt Lake City to Denver to Albuquerque; the Cascadia belt, from Vancouver to Seattle; and the Piedmont Atlantic cluster, from Atlanta to Charlotte, N.C.
Federal policy should refocus on helping these nascent archipelagos prosper, and helping others emerge, in places like Minneapolis and Memphis, collectively forming a lattice of productive metro-regions efficiently connected through better highways, railways and fiber-optic cables: a United City-States of America.
Similar shifts can be found around the world. Despite millenniums of cultivated cultural and linguistic provinces, China is transcending its traditional internal boundaries to become an empire of 26 megacity clusters with populations of up to 100 million each, centered around hubs such as Beijing, Shanghai, Guangzhou and Chongqing-Chengdu. Over time these clusters, whose borders fluctuate based on population and economic growth, will be the cores around which the central government allocates subsidies, designs supply chains and builds connections to the rest of the world.
Western countries are following suit. As of 2015, Italy’s most important political players are no longer its dozens of laconic provinces, but 14 “Metropolitan Cities,” like Rome, Turin, Milan and Florence, each of which has been legislatively merged with its surrounding municipalities into larger and more economically viable subregions.

Chinese fertility doctors have tried to make HIV-proof human embryos, but the experiments ended in a bust. The new report is the second time researchers in China revealed that they had a go at making genetically modified human embryos.

The Chinese scientists tried to make human embryos resistant to HIV by editing a gene called CCR5. It’s known that some people possess versions of this gene which makes them immune to the virus, which causes AIDS. The reason is they no longer make a protein that HIV needs to enter and hijack immune cells.

One day endowing people with protective genes could become a real possibility. It would be like a vaccine, except one that is installed in a person’s genome from birth. And there’s a long list of genes people might demand for their children in addition to HIV resistance. One DNA change, for instance, seems to completely prevent Alzheimer’s. Another generates people with twice the muscle mass.

Limited long haul flights effectively operating as charters (such as to Mauritius) have been a feature at Shenzhen. The airport’s first regular long haul route only started in Jan-2016, with a China Southern service to Sydney. Shenzhen’s absence from long haul has been conspicuous: its GDP is one of the highest in China and companies have significant intercontinental business, all of this a mixture for long haul demand.
The neighbouring city Guangzhou is the hub for China Southern, and while it does not have the long haul proliferation of Beijing or Shanghai, it has had services to key cities. Guangzhou’s presence and that of closer Hong Kong have created alternative points for passengers reaching to Shenzhen. It has not helped that local airline Shenzhen Airlines has had stunted short haul international development and has not acquired widebody aircraft, despite airlines smaller than it flying widebodies and going long haul.

La firma japonesa Hitachi aspira a unirse a la competencia, al anunciar la instalación de un elevador ultra-rápido en el centro financiero CTF de la ciudad de Guangzhou, en el sur de China, informa el corresponsal de tecnología de la BBC, David Lee.
Según dice la empresa, el ascensor será capaz de alcanzar los 72 km/h, logrando recorrer 95 pisos en 43 segundos.
Actualmente ostenta el primer lugar en velocidad el ascensor del Taipei 101, edificio de más de 500 metros de altura ubicado en Taiwan. Es capaz de transportar a sus pasajeros desde el piso 5 al 89 en 37 segundos, a una velocidad de 60 km/h.
À ces vitesses, on risque un barotraumatisme de l’oreille. Hitachi prévient ce risque en installant un mécanisme de régulation de la pression dans l’ascenseur…

8,000 Chinese workers strike at LG Display’s Nanjing plant
About 8,000 Chinese workers at LG Display’s Nanjing plant are staging a strike, calling for “fair treatment” from management, according to China’s largest portal site on Tuesday.
Sina.com said the strikers took to streets on Monday and now are in talks with management to settle the labor dispute. LG Display, the world’s leading LCD maker, has three module manufacturing plants in China with the other two located in Guangzhou and Yantai.
